Because it's not been finished and not even been started. We also don't know when or even if it will be started or finished. ;)

How come they have put On-hold most projects in the city, like the national sports stadium, or the TEO, and Guggenheim, is there a financial problem for the companys or government, or is there some other problem?

Financial problems, corruption allegations, lack of management skills and expertise in large projects, lack of vision and strategic planning. Those are the reasons why some projects are not being realised.

House of the Nation

The initial idea of such building on Pamėnkalnis hill had surfaced between the ranks of our intelectual/political elite of the early 20th century, but as the Polish-Lithuanian war happened and Vilnius was occupied, the idea had to be postponed.

The project of "Vilnius Architectural Studio" was chosen as the most suitable one out of a total of 20 proposals.
Obviously the crisis had further postponed the construction.

Business centre 4 Cubes

Development was halted as the crisis struck, but now, when there's an obvious lack of A class office space in Vilnius, it is likely we will see it re-surface sooner rather than later.

Green light for Boksto 6

Boksto 6 in Vilnius, Lithuania comes one step closer with detailed planning approval

Boksto 6 is a 13,265 sq m mixed use development including a performing arts space, jazz bar/restaurant, spa, residential and office accommodation, and an underground car park for 115 cars. The overall complex of 7,600 sq m consists of 6 buildings and large courtyards and gardens that evolved and were modified over a period of 500 years.

The concept combines restoring the Baroque and Gothic buildings (some dating from the 15th century) to the original fabric (by removing later additions), whilst acknowledging that the scars and the aging of the buildings are a natural asset that should also be preserved, rather than masqueraded. The new build therefore confidently asserts itself in a contemporary language that is derived directly from its site and from its context, in keeping with the natural evolution of the overall complex through history.

Three key ideas were applied to the project: the existing Baroque and Gothic fabric is the most valuable asset of the complex and should be reinstated to its original form; the complex, being at the fringe of the old town, has not benefitted from the regeneration and the vibrancy at the core of the old town and the inner courtyard should therefore be conceived as a public space, with a cultural element at the core of the site; and all new building insertions, while uncompromisingly contemporary, are a direct response to the context. They integrate into the overall complex through the use of landscaping; massing that is derived from the context, and the use of reflective materials, to mirror the context.

Sinking the cultural space to lower levels creates a natural amphitheatre and exhibits the restored 15th Century gothic brick vaulted basements which link the restaurant, performance space and jazz bar. The roof of the performance space is in polished steel chrome which reflects the arched courtyard of the existing buildings. An existing blank exterior firewall is now covered with a vertical green wall providing an extension to the landscaped inner courtyard.

Nice project. Some more info from architects' website:

Location: Vilnius, Lithuania
Scope: Masterplan, Hotel, Spa and Residential scheme
Area: 13,265 sqm
Budget: € 27M
Completion Date: 2011

The Boksto 6 complex of buildings occupies land plots 94 and 93, on an area of 7567sqm, and is located in quarter 44 of UNESCO Vilnius Old Town. The complex consists of the former Savicius hospital, operated until 1999. The site lies in the eastern part of Vilnius Old Town, on a slope towards the river Vilnia. The historical and artistic development of the site is rich and well-documented, and the Bokœto 6 complex has been designated as a protected cultural heritage item.

Today, a complex of five buildings, unique in terms of their historical and architectural value, encloses a series of irregular-shaped courtyards that are defined by perimeter brick walls. Extensive archaeological surveys have been carried out for all buildings of the complex, and have formed a basis for the development proposal of both restoration and new build.

The complex has been vacated since 1999, and has fallen in slow disrepair since. There is a great need for investment to bring the complex to a viable use. The site lies in the fringes of two nearby areas of development The scheme proposes a mixed-use development, consisting of a 5* boutique hotels, serviced residential apartments, a spa, offices, a private residential component, as well as underground parking garages. A mixed use development at Bokšto 6 will favour a natural urban regeneration of the area, as it becomes a destination hub.

The Question of New Build There is a need to review the current complex both in terms of the buildings being fit for modern living, and following building regulation compliance, as well as the density of the complex to be restored to its historical precedents. It is proposed that the new build reinforces the unity and balance of the site as an overall complex, and makes it clear of what is new and what is old – where restoration, rather than replacement has taken place. Rather than extensions, the new build elements are considered as INSERTIONS. These insertions aim to EVOKE rather than REPLICATE the historical fabric. The insertions are influenced by the historical fabric, and are formed by direct material, formal and organisational references.

The Question of Restoration: Box in Box concept. The same principle of clarity applies to the restoration. Any contemporary insertion should respect and not damage the historical fabric but following a ‘BOX-IN-BOX’ approach.

All plumbing and electrical services that need to be fitted in have been carefully designed to be inserted as a separate element, rather than disrupting the Baroque vaults and walls. The essence of keeping the scars of the building aging visible is as much part of the restoration effort, as bringing the Baroque essence back to its original intention.

A reminder first of all.

Lithuania Announces the Launch of Solar Power Industry

2010 01 26

.....

According to the President of the Association, Prof. Ramutis Simas Petrikis, researchers from around the world have established that solar energy technologies will be the most rapidly developing field within the nearest 20 years and the countries pressing home the opportunity and commencing production of solar cells and solar modules on time will in fact have a chance to enter the markets of huge potential...

.........

Today Precizika-MET SC is opening the first solar cell plant in Lithuania. Along with the launching of the plant, installation of a solar module production line is planned for this year, too. Besides, the company's agenda includes major expansion of the production of solar cells and modules supplying global markets with solar cellss with a total capacity of 100 MW every year.

In a line with Precizika-MET SC, other Lithuanian companies such as Via Solis, BOD Group, Baltic Solar Energy, Baltic Solar Solutions, MG AB Precizika and TB Eksportas Importas have also prepared projects for the appearance of production lines and intend to implement silicon, solar cell and solar module production lines.

.....

By 2016-2018, the turnover of companies belonging to the photoelectric technology cluster is forecast to reach 1.6 billion litas in Lithuania.

......

"The cluster of photoelectric technologies has projected a fundamental surge in the area of high technologies, i.e., building a sector for the production of solar cells, their modules and silicon in Lithuania. The success is determined by scientists' potential, long-known Lithuanian experts in electronics, private scientific initiatives and clear business interest in the development of this industry backed by business investments into this new trend of industry. In order to entrench this perspective in Lithuania we have joined into the association of solar energy technologies and business corporations", says representative of the photoelectric technology cluster Prof. Algirdas Galdikas.

Solar power research and development center

Lithuanian "BOD Group" and an unnamed German partner are investing 45 mln. euros into the new facilities. The center - first of it's kind in Eastern Europe is expected to generate a yearly sales of at least 415 mln. Litas when finished. Almost 100% of the sales will be made abroad, so it will be a nice addition to our export portfolio.

SPRD center will be located in Visoriai Information Technology Park, Santara Valley - one of the two science and technology valleys being developed in Vilnius at the moment.

Construction has just started. Here's a few, week old pictures. (c)jonas.j, flickr.com

Be kind to the Poles; I weigh my words when I say that Warsaw alone has as of today more investments in the pipeline than all Lithuania- this "Vilnius" area is more of a marketing trick than anything else (but of course there this sentimental touch to it, too!)

I don't mind that quarter too much, but the whole idea looks a bit commie. In commie times people used to call stuff after names of other cities. Like Hotel Klaipėda, Hotel Vilnius, etc. Those pictures of Vilnius also look a bit kitschy, they could've hired an artist and drew them instead. The skyline picture is already out of date. The quarter itself looks quite good though.

The work continues on the library building with the front still completely closed off, the crane is still there and one can see cosmetic changes from the outside.

Thats what I could see a week ago. Perhaps someone has more information?

I'm a bit sceptical of the proposals chosen, but will hold my opinion until after the architects make the final adjustments in response to the comments from the committee (about 2 months time).

A new project has been announced in Vilnius. Here (http://maps.google.co.uk/maps?f=d&source=s_d&saddr=54.687992,25.263051&daddr=&hl=en&geocode=&mra=dme&mrsp=0&sz=17&sll=54.68801,25.265143&sspn=0.003777,0.011362&ie=UTF8&ll=54.690131,25.269113&spn=0.015106,0.045447&z=15).

Only part of the project is underway at the moment which includes a restoration of an existing old (late 19th/early 20th century) building which can be seen in the visual just above the woman's head. The rest should be done over the next 2-3 years i.e. as marked conditions will improve (and judging by current developments in the economy they certainly will). The cost of the project should be around 30 million Euros.

Has there been any news concerning the long-frozen national stadium project?

whatever...
March 23rd, 2011, 08:13 AM
^^

Saying it's postponed would be an understatement.

There are some plans though to reconstruct an old track and field stadium in Vingis park into a simple 12-15 thousand seat football stadium, or possibly build a new one in some other location, but everything is far from certain. Lith' football federation supports the "project" and so does FC Zalgiris Vilnius (a very decent club once), which would play it's home games there. We'll see.

Lithuania will host the 2013 UEFA U19 championship. Hopefully we'll have something built by then.

And a pseudo-historic building in NewTown district. NewTown (end of 19th-start of 20th century buildings, perimeter planning) often looks like a pretty girl with her every other teeth knocked out, so, imho, with projects like this and a number of similar ones planned or u/c already, the district should resemble a proper European inner city in the future. Area all around 2km of Gediminas avenue looks very decent already, while other parts of NewTown were largely neglected for a long period of time. Anyway:

The so called "Vilnius architecture park", a project that seemed to be rather ambitious if not utopian just a few years ago, is apparently very real and moving forward as we speak.

http://www.technologijos.lt/upload/image/n/technologijos/statybos/S-22612/nuotrauka-43496/Clipboard02.jpg
source (http://www.technologijos.lt/n/technologijos/statybos/S-22612/straipsnis?name=S-22612&l=2&p=1)

Initiated by city's municipality, "Vilnius architecture park" is a project aimed at a redevelopment of 78ha industrial territory right beside the Old Town - all while upholding high standards of architecture and urban planning. 8 architectural bureaus are designing their separate plots and according to municipality, it should all be built and finished by 2018. Again, that sounds a bit too ambitious, but who knows...

The first plot to go is the 5ha territory of "Skaiteks" factory. Entire plot is located in the eldership of Old Town.

"Skaiteks" is designed by the Architectural bureau of Audrius Ambrasas (the one behind the "Swedbank" highrise). The project was recently presented to the public and according to the developer, they should start demolition of unnecessary buildings and removal of polluted soil at the beginning of next year. Construction will start in 2013.

The red line marks the historic "Missionaries garden" of Benedictine monks. An architectural tender for restoration of the gardens has just finished a few days ago and the winning design of "Vilniaus planas" pretty much calls for historically precise restoration with only a few modern additions. Which means hundreds of new trees, fruit gardens, adjusted relief of the hills and all of that...

These few pictures don't say much, but reading the proposal in detail, if done properly, the garden should look very decent when finished - a definite new highlight for Vilnius.

Sapiegos Palace gets 8 million Litas (2.3M Euro) from EU funds
I wrote a year ago then this project was approved and it's fantastic news it goes one more step ahead. Restoration is anticipated to start next year and all works should be finished by 2014 including park and the rest of the buildings in the complex which are used as hospital in the meantime. It is still not clear who is going to settle in the palace, but most likely it will be dedicated to cultural tourism. It's the only Palace and park complex in Lithuania which saved initial architecture and facade details from baroque period.

C'mon,it does look similar! Just ignore Lvovo g. 89's 'cube' in the middle of it for a moment and focus on the wedge - exactly same height, same overall shape and more importantly - same wide open space beneath the tip of the wedge,as on Navigator.

There are some rumours in lithuanian miestai.net forum that in the next few weeks demolition of since 90's unfinished and abandoned ghost building will takes place to give way for 17th floor Office building. The other two: hotel and residential buildings will be built in a second phase. It will be the first high-rise building in NCC after Swedbank was finished in 2009. At the moment only one Lvovo 89 (http://www.skyscrapercity.com/showpost.php?p=86741751&postcount=579) building is being built in NCC area located on the opposite side of Lvovo street (that white building in the forth visualisation).

The winning project by Danish PLH Arkitekter (http://www.plh.dk/) (same people who designed Green Hall (http://www.plh.dk/eng/projects/architecture/office/green-hall&p=1) which is standing nearby) on the edge of Vilnius NCC.

Construction/completion dates are yet unknown but it probably will go ahead some time soon.

Not sure what is the precise status of the project but there was a recent study and (?) some kind of a technical project... it looks like it may be going ahead this time but then again, it did so back in 2004 or so. My main concern is the money. Vilnius municipality is heavily indebted and I have no idea how and where from they are going to take the cash for it. But we'll have to wait and see I guess.

Another project in the southern part of Naujamiestis (New Town) district, where we can witness a process of redevelopment (albeit slow) of an industrial neighborhood into a densely, perimeter built-up quarters that are obviously more suitable for that location (http://maps.google.com/maps?q=mindaugo+g.+27+vilnius&hl=en&ie=UTF8&ll=54.672416,25.277503&spn=0.006402,0.021136&sll=37.0625,-95.677068&sspn=35.90509,86.572266&t=m&hnear=Mindaugo+gatv%C4%97+27,+Naujamiestis,+Vilnius,+Vilniaus+Apskritis+03210,+Lithuania&z=16&iwloc=A).

Municipality of Vilnius will invest over a 100 mln. Litas over the next 4 to 5 years into reconstruction of 3 streets in the New City Center of Vilnius - that is, expand the engineering and communications network as well as thoroughly change the visual appearance of those streets. Intention of this project is to speed up the redevelopment of New City Center, where so far new development (because of lack of infrastructure) was limited to Konstitucijos avenue.

http://foto.terpe.lt/inkelti/20120402/i38_bendras.jpg

Lvovo street already had all the infrastructure laid down a few years ago and will only see an addition of decorative elements and Kalvariju street will be reconstructed as part of the Tram project, whenever that will happen. Thus the bulk of the sum will go to Kernavės and Krokuvos streets, that will have to be built from scratch.

Reconstruction of Kernavės street, according to deputy mayor Adomavicius, will begin after the work on Lvovo and Krokuvos streets. Bicycle road and pedestrian alleyway with terraces for seasonal cafes and flower gardens will go along the entire length of the street. On the northern stretch of the street, a skate park (:|) will be added.

http://foto.terpe.lt/inkelti/20120402/i83_kernaves1.jpg

A new square at the intersection of Kernavės, Daugėliškio and Fino streets will be built.

A tunnel under the Kontitucijos avenue at the southern end of Kernavės street will be built. But that is highly unlikely to happen before the construction of planned Kernavės bridge begins.

Residential/Commercial buildings deep in the middle of New City Center. A second stage of an architectural tender is now ongoing. Here's a few visualizations of a project that is an obvious favourite to win the tender. The authors of it are "Arches", who are, imho, quickly becoming the prime architectural bureau in Lithuania.

The location:

You forgot to mention, that because of these streets we earn millions of euros as Western movie companies film "authentic Siberia villages" in these districts, lol

These pictures of future redevelopment of Šnipiškės look nice, but I don't expect it to happen before 2020... In 20 years not much changed here, so it will take not less than another 20 maybe...

On the other hand its good that this part of the city was preserved in it's state until now. Therefore we now have tens of acres of land in the very center of the city which can be developed in to a high quality modern cluster. Very few cities in Europe have such chance without compromising the architectural heritage of some kind.

If it was developed in Khrushchev era or later - we would have another Žirmūnai.

The more optimistic thing is that reconstruction of an old building, that will house collection of Lithuanian genius painter V. Kasiulis, who was very prominent among Parisian bohčme, has already started and the museum will open after a year!

Vytautas Kasiulis (1918-1995) is one of the few Lithuanian artists to have earnt recognition and respect in the global art scene. Modern art museums in Paris and New York, and art galleries and art collectors in Paris, the United States, Canada, Great Britain, Sweden, Denmark, Switzerland, Germany, Argentina, and Australia, among other countries, have as part of their collections works by this artist, deservedly called by art critics one of the most interesting painters of the Paris School from the second half of the 20th century.

Arbit Blatas collection also returned to Vilnius some months ago!
http://en.wikipedia.org/wiki/Arbit_Blatas

Arbit Blatas - Paris - 1908 - New-York - 1999
Arbit Blata's parents, piano dealers, don't go against the young arbit's will to persue an artistic carreer, he studies drawing in Pottava in the Lituanian Governor's Palace turned into a learning center for children.
In 1924, he leaves for Berlin's School of Beaux Arts.
1925, he arrives in Paris and settles at Montparnasse, rue de la Gaîté and meets Sylvia Satenstein whom will become his wife in 1933.
After an aexhibition at the Mouradian-Vallotton Gallery in 1934, Pierre Matisse, the merchant, offers him to exhibit in New-York.
In 1935, Krémčgne introduces him to Céret, Collioure and Banyuls. During WWII, Blatas emigrates to the U.S.A. and later on will take the American nationality.
Once war is over, Blatas comutes beetween U.S.A. and Europe.
In 1967, under André Malraux's advice the Orangerie Museum buys a bronze sculpture representing the painter Soutine (Now in a public garden of the XIVth Arrondissement). Remarried to Regina Resnik, a lyric singer and director, Blatas draws, beetween 1975 and 1984 settings and opera costumes. Working till the end, the eternal polyglot globtrotter (he spoke Russian, Polish, French, English, Italian, German, Yiddish and Hebrew) wanted to go back in Spring 1998 in his city of birth, Kaunas, for the big retrospective about him.
In 1990, he gives as a gift 41 portraits of artists of l'Ecole de Paris to the Musée des Années Trentes of Boulogne-Billancourt, kept in a room dedicated to him.
Arbit Blatas dies on April, 27th 1999 in his home, in Manhattan.

Also recognized in the World of Art Samuel Bak will give his collection for Vilnius also! ;)
http://en.wikipedia.org/wiki/Samuel_Bak

Samuel Bak was born on August 12, 1933 in Vilna, Poland. A few years later the area was incorporated into the independent republic of Lithuania. He was eight when the Germans invaded in 1941 and established a ghetto for the Jewish population. At first he and his parents hid in a local monastery; when the Germans grew suspicious, they escaped to the ghetto. Bak began painting while still a child, and had his first exhibition (in the Vilna ghetto) in 1942 at the age of nine. From the ghetto the family was sent to a labor camp on the outskirts of the city. His mother escaped and took refuge with a distant relative who had converted to Christianity and was living undetected in Vilna. Then Bak’s father managed to save his son by dropping him in a sack out of a ground floor window of the warehouse where he was working; he was met by a maid and brought to the house where his mother was hiding. His father was shot by the Germans in July 1944, a few days before Soviet troops liberated the city. His four grandparents had earlier been executed at the killing site in the Vilna suburb called Ponary.

After the war, the young Bak continued painting at the Displaced Persons camp in Landsberg, Germany (1945-1948) and also studied painting in Munich. In 1948, he and his mother emigrated to Israel, where he studied for a year at the Bezalel Art School in Jerusalem. After fulfilling his military service, he spent three years (1956-59) at the École des Beaux-Arts in Paris. He then moved to Rome (1959-66), returned to Israel (1966-74), and lived for a time (1974-77) in New York City. There followed further years in Israel and Paris, then a long stay (1984-93) in Switzerland. Since 1993 Bak has lived and worked outside Boston, in Weston, Massachusetts. In 2001 he published a detailed autobiography, Painted in Words: A Memoir (Indiana University Press).

Samuel Bak’s paintings have been exhibited in museums and galleries and hang in public collections in England, the United States, Israel, Germany and Switzerland.

Seems, that Vilnius will become the regional centre of art soon! Tourism will bloom, young local artists will have a well of inspiration, locals will be more educated ;)
