I was looking through a copy of the Harvard Project on the City book by Rem Koolhaas about the Pearl River Valley (I'm sure many of you have seen it), and it discussed the very same topic mentioned here.

The architects of the building in the book intended for the walls to be completely flat, without any open windows. During construction, all the windows were open for ventillation. After construction, they are supposed to be closed and only opened in emergencies. In developing nations, such as China or Venezuela, building owners sometimes cut costs by not having air conditioning. Thus, the windows remain open.

The open windows give the building a human touch......one might regard them as a sign of life from the inside....
