I love Rotterdams aspirations but some of the designs are awful. It seems they have a pretty lienient planning policy. :(

Has nothing to do with planning policy - budgets here are really crappy! So for the budget, they actually do a great job. Also, residential towers are always a little more down to earth - that's not just Rotterdam. You can only go really artistic when the apartments are extremely pricy and there's no market for that here.
