Mindanao Brownouts Can Be Mitigated
Only Available Options Are Expensive

MANILA, Philippines — The supply shortages in Mindanao can still be eased, but the only available options are costlier on consumers’ pockets.

Unfortunately, that has been presented by the Department of Energy (DOE) as “the sad reality” in what could still be resorted to as “quick fixes” to the brownouts in the grid.

With the much anticipated de-rated capacity of the Agus and Pulangui hydropower plants these summer months, the best bet on plugging supply gap would be to call on the capacity dispatch of power barges and other thermal plants, the department said.

But based on calculations provided by the DOE, such option may be P6.00 per kilowatt hour (kWh) more expensive than the cost of hydro – incidentally, the traditional major source of power supply for Mindanao.

As gleaned from a power supply outlook shown to Mindanao stakeholders, the situation will get worse next month with the deficit seen reaching a high of 345 megawatts.

So from the sporadic brownouts being experienced in various parts of the grid, load curtailments are expected to double next month. By May, that deficit will be tamed to 165 megawatts.

As of Wednesday (March 7), a press statement from the energy department emphasized that “hydropower plants in Mindanao are already running in their optimized available capacity.”

That prompted Energy Secretary Rene D. Almendras to caution that “considering the future lower rainfall forecast in Mindanao, we cannot rely solely on hydropower plants.” He thus stressed that “non-hydro baseload is immediately needed and this will only happen if everyone cooperates.”

The energy department raised concern on the adamant stance of some electric cooperatives when it comes to entering into bilateral supply contracts. That, it added, has been aggravating load curtailments being experienced by customers in various areas.

Of this amount, P 272.51 million or 63.38% is for the current operating expenditures, P 58 million or 13.50% for special accounts and P 99.41 million or 23.12% for the non-office, statutory, contractual and long-term indebtedness.

However, City mayor Nova Princess E. Parojiog-Echavez said no appropriation for capital outlay had been set aside for the year.

Echavez said the appropriations is based on an estimated income of P 442.81 million leaving out an un-appropriated balance of P12.89 million.

As shown in the Summary of Appropriations (SOA) prepared by the City Budget Office, the current operating expenditure is broken down as follows: P 204.89 million for personal services (PS) and P 67.71 million for maintenance and other operating expenses (MOOE).

The special accounts also consists of P 51.89 million for PS and P6.1 million for MOOE while the non-office appropriations also account for P 17.15 million and the statutory, contractual and long-term obligation and indebtedness account for P 82.26 million.

Mis. Occ. provincial capitol to retain its old structure

OROQUIETA CITY, Misamis Occidental, March 9 (PIA) -- The provincial capitol of Misamis Occidental will remain to be one of the most beautiful buildings in the country.
This assurance was given by Governor Herminia M. Ramiro to the members of the Advisory Council for National Committee on Monuments and Sites of the National Commission for Culture and the Arts (NCCA) who came to the city recently.

Headed by Architect Dominic Calicia, the said group purposely came to the city to take a look and to study the structure of the provincial capitol building and make sure its old structure, which was designed by Architect Juan Arellano in 1930, will be retained.

Arellano also designed the Metropolitan Theater and National Museum and many other structures in Manila, which are now considered “endangered American era neo-classical buildings” in the country.

Architect Galicia said the provincial capitol building of Misamis Occidental is one of the most beautiful building in the whole Philippines and he is happy that its old structure will be retained.

In line with this, Governor Ramiro said a regular meeting between the contractor of the renovation of the Capitol and the NCCA will have to be done to make sure this will be carried out.

The decades-old capitol building, which houses the different offices of the provincial government, will undergo renovation since its dilapidated state causes the rain water to get inside causing damage to the documents and also posing a threat to the health of the employees.

Power shortage grips M’ danao island anew

POWER shortage continued to stall businesses in several provinces in Mindanao as the National Grid Corporation of the Philippines (NGCP) started imposing load curtailment in 33 electric cooperatives as power supply has fallen due to alleged generation deficiency.

NGCP, the private sector operator of the state-owned transmission grid, is projecting an average shortage of 179 megawatts (MW) for the island next month to as high as 345 MW in April.

“The curtailment is Mindanao-wide. I don’t know how many cooperatives there are but everyone is affected. (Power) reserves are in the negative. We’ve been on Red Alert for several weeks now,” said NGCP spokesperson Cynthia Perez Alabanza.

Severely affected are the provinces of Maguindanao, North Cotabato, South Cotabato, and most parts of Sarangani, which are now suffering power outages lasting one to six hours.

Also affected by the load curtailment are General Santos, Cotabato, Iligan, Surigao, Kidapawan, and Zamboanga
NGCP corporate communications officer for Mindanao Milfrance Capulong said only Davao and Cagayan de Oro cities have so far not been affected by the power outages because of the sufficient resources of local power firms.

Davao City has a standby power plant, which helps avert blackouts at this time.

“We impose load curtailment to protect the stability of the (Mindanao) grid. Let’s say that the grid is the national highway; everybody taps into the grid. Kung magkaroon ng problema yung grid, walang makakagamit ng kuryente maski may dumadaloy na kuryente,” Alabanza stressed.

In a power sector forum organized by the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. last week, Eugene H. Bicar, assistant vice-president for Mindanao systems operations of NGCP, showed that from the 727 MW of installed capacity, the current peak capability of the Agus hydropower plants is only 467 MW.

The lower output can be traced to several issues, officials said.

Pedro C. Ambos, Jr., National Power Corp. (Napocor) officer-in-charge for operation and planning, explained in the same forum that the state power firm could not operate the hydropower plants at maximum capacity as the discharge of water that will allow such output will flood low-lying areas in Lanao del Sur province where the plants are located.

Agus 1, for example, is limited to 45 MW from its 80-MW installed capacity, even as the power needs of the distribution utilities in the last quarter have outstripped the allocation in their contracts with Napocor, he said.

Mr. Ambos also admitted that Napocor’s funds for maintenance and operations have been cut in preparation for the planned privatization of the power plants.

Construction of infrastructure to protect communities from possible flooding, he added, is being undertaken by the Department of Public Works and Highways.

NGCP’s Mr. Bicar, for his part, stated the company’s position that Mindanao’s power woes are due to generation deficiency and not due to failure to renew Ancillary Service Procurement Agreement with power barges.

“We could not construct a power plant,” he said.

Meanwhile, the Mindanao Coalition of Power Consumers has sent out a petition to discontinue the implementation of the Leyte-Mindanao Interconnection Project of the NGCP.

“We believe that there is no need to carry out the phase 1 work, despite its approval by the Energy Regulatory Commission, as it is no longer economically feasible to carry out the main project itself,” the petition reads.

The coalition noted that the project was deemed feasible in the mid-’90s when power was considered to be transmitted from the geothermal plants in Leyte. However, with the present power requirements in Luzon and the Visayas, the power generated in Leyte would not be enough to supply Mindanao as well.

In Davao City, customers of the Aboitiz-led Davao Light and Power Co. will pay an additional P0.2276 per kilowatt-hour (kWh) this month as Napocor started to impose its so-called dry season rate.

Mindanao’s power supply is heavily dependent on hydroelectric power.

Rossano C. Luga, company spokesperson, explained that the rate has been applied since two years ago based on the imposition of the state-run power company.

Davao Light, however, said the transmission charge based on the billing from the NGCP will be lower by P0.0665/kWh as a result of lower ancillary charges. Ancillary charges are imposed on power consumed from sources that only operate as needed.

Gov’t still clueless on M’danao power crisis

MALACAÑANG still seemed clueless in solving the worsening power deficiency in Mindanao which resulted to up to four hours of daily brownouts in many provinces in the island.

In a recent radio interview, Palace deputy spokesman Abigail Valte has said that Energy Secretary Rene Almendras has discussed the situation with electric cooperatives and distribution utility firms “but solutions have not been agreed upon.”

She added that Almendras would also talk with Mindanao lawmakers in two or three weeks and discuss proposed solutions.

Valte said that only Almendras can tell how long the brownouts in the Visayas and Mindanao will last.
Former Sen. Juan Miguel Zubiri last week warned of “catastrophic brownouts” in Mindanao within five weeks, unless the government moves fast to fix the island’s massive power supply deficit.

For its part, the DOE wants electric cooperatives to secure ample supply through contracts with generating companies in a bid to address Mindanao’s power crisis.

Almendras said the agency will soon issue a circular urging distributors in the region to contract enough power supply to meet their requirements.

He said distributors have failed to comply with dispatch and curtailment protocols, thus forcing them to overdraw power and upsetting the grid operator’s schedule.

Almendras said the department has instructed National Grid Corp. of the Philippines to upgrade its system so distributors that overdraw power would be disconnected from the transmission highway. This way, electric cooperatives would stick to their agreed-upon supply contracts.

The energy chief said electric cooperatives cannot draw supply from power barges that would be moved to Mindanao if the distributors don’t forge supply contracts with these auxiliary sources.

“We cannot blame their hesitation because there is existing generation in Mindanao that are not being contracted,” Almendras said.

The circular however remains a temporary measures, as the long-term solution to Mindanao’s power woes remain the addition of base-load power plants, he said.

Again, no base-load plants would be forthcoming if distributors don’t commit to contract the promised capacity from these new facilities.

“Users must contract their required generation to ensure that new generation is put in place,” he added.

BSP approves consolidation of Mis. Occ., Davao Sur and Surigao Sur Coop banks

OROQUIETA CITY, Misamis Occidental, March 12 (PIA) -- The Monetary Board of Bangko Sentral Ng Pilipinas (BSP) approved the consolidation of the Misamis Occidental Coop Bank (MOCB), the Coop Bank of Davao del Sur (CBDS), and the Coop Bank of Surigao del Sur (CBSS), during its meeting last Feb. 16.

After almost four years of follow-ups, submission of requirements, revisions and additional requirements, the three coop banks will now become a single entity under the name Consolidated Coop Bank (CCB).

CCB will have three offices: main office in Digos City and branches in Mangagoy, Bislig City, and Oroquieta City.

It also aims to transfer its main office to a major city in Mindanao, most likely Davao City, as it also plans to open more branches in 2012, in the cities of Cagayan de Oro, Iligan, Surigao and Tagum.

Closed by the BSP in 2003, MOCB was reopened, on the promptings of then Director Manuela Pelaez of the Cooperatives Development Authority (CDA), Region 10, on April 26, 2007.

The new coop investors believe in cooperative effort among coops, which was actually replicated in Davao del Sur when seven cooperatives in the province joined forces to save CBDS in 2003 and the bank’s turn-around was hastened when First Community Coop (FICCO) joined them that year. Ozamiz barangay health workers to receive P1,000 this year

OZAMIZ CITY, Misamis Occidental, March 12 (PIA) -- Mayor Nova Princess E. Parojinog-Echavez promised to give P1,000 to every barangay health worker (BHW) in the city this year.

The mayor, who made the announcement during the recent celebration of the 17th Federated BHW in the city, said funds for the purpose will be taken from the project Barangay Nova.

Composed of some 500 members from the city’s 51 barangays, the federated BHW’s of Ozamiz has been cited as one of the cities in the country with the longest and strongest BHW organization.

Some of the benefits of the BHW’s in the city were scrapped because of the reduction by some P47 million or almost five percent of its International Revenue Allotment when 16 towns were converted to become cities.

However, despite the reduction of the IRA, Mayor Nova said she will continue to give such benefits to the BHWs and in fact, she said the amount will be increased to P2,000 each BHW, next year. (RCA/PN-PIO/PIA 10 Mis. Occ.)

Congress to probe power lack

KORONADAL -- Congress is set to look into recent power outages in Mindanao amid an untapped capacity from state-owned hydropower plants, an official said at the weekend.

Secretary Luwalhati R. Antonino, Mindanao Development Authoriuty (MinDA) chairperson, said the House of Representatives committees on energy and Mindanao affairs will hold a hearing tomorrow on the power curtailment scheme implemented by the National Grid Corporation of the Philippines (NGCP).

"We understand that NGCP’s action prompted distributors (mostly rural electric cooperatives) to implement two to four hours daily brownout," Ms. Antonino said in a statement.

Brownouts in Region 12 (Central Mindanao), she added, sometimes last for 10 hours.

Cynthia P. Alabanza, NGCP spokesperson, explained that in the event that supply from power plants is not enough to meet demand, the grid operator implements load curtailment to maintain power security and reliability.

The level of curtailment, she added, is based on the matrix of maintenance load issued by the Power Sector Assets and Liabilities Management Corp. (PALM) and National Power Corp. (Napocor)

In January, the Association of Mindanao Rural Electric Cooperatives claimed that PSALM is withholding the appropriation for the maintenance of Agus power complex in the Lanao provinces and the Pulangi hydroelectric plant in Bukidnon as these are up for privatization, contributing to the poor supply on the island.

Ms. Antonino has asked NGCP to fully tap the Agus and Pulangui power plants to minimize, if not eliminate, power outages.

For me nuon, ang pizzas sa Calda (here in Ozamiz) kay gamay ra gihapon ang toppings and murag dili maayo kayo pagka-cook. Sobra ka-powdery pa jud ang ilalom sa pizza tungod a sobra nga flour nila. Mas ganahan pa ko sa Greenwich. Fav pizzas nako kay sa Sbarro kay thick and puno kaayo.

Aha ang Sbarro? Try pud namo puhon. Yep, daghang flour sa ilalom hahaha. Adik lang jud mi sa chorizo toppings sa Filipiniana variant.

OROQUIETA CITY, Misamis Occidental, March 16 (PIA) -- The League of Cities of the Philippines (LCP) has signed a sisterhood agreement with Honolulu, Hawaii, announced by Mayor Jason Almonte during the celebration of the Women’s Month of March in the city recently.

Through this sisterhood agreement, benefits will go to all the cities of the country, like sharing information and skills training, as disaster preparedness program, as Hawaii has always been a calamity area.

It has always been known that Honolulu has been considered a tsunami area with numerous earthquakes and flashfloods.

OZAMIZ CITY, Misamis Occidental, March 15 (PIA) -- The 51 barangays of Ozamiz City have started receiving the P50,000 financial help from the provincial government of Misamis Occidental.

Funds for the purpose have been included in the provincial budget approved by Governor Herminia M. Ramiro for the development projects of the 490 barangays of the province.

As such, almost all the barangays of the first district of the province already received the funds, which they have used for the improvement of their barangays.

Included in the first district are the cities of Tangub and Ozamiz and the towns of Bonifacio, Clarin, Tudela, Sinacaban, Jimenez, and Panaon. (RCA/PN-PIO/PIA 10 Mis. Occ.)
