NGCP starts operating new power control center for Mindanao grid

MANILA, Philippines - The National Grid Corp. of the Philippines (NGCP) has started operations of its new power control center for the Mindanao grid.

In a statement, the country’s transmission service provider said it invested P147 million for the facility that was completed on April 19, 2012.

The new building that is located in Carmen, Cagayan de Oro City houses state-of-the-art Supervisory Control And Data Acquisition (SCADA) and Emergency Management Systems (EMS) and telecommunications equipment.

SCADA refers to a collection of computers, equipment and application software integrated into a system to acquire real-time data on power system parameters and to provide monitoring and control facility for remote devices such as breakers.

EMS, on the other hand, is composed of a SCADA system with integrated advanced applications used in the management of the power grid.

NGCP said the new office building will replace the operations center in Iligan City.

“The new regional control center serves as the nerve center for grid operations in Mindanao equipped with modern power monitoring and control systems,” NGCP said.

The Carmen substation was chosen given the area’s technical, business and security viability.

NGCP said the site was selected for its proximity to customers and stakeholders, an international airport, commercial amenities and military and police installations for emergency situations.

“Considering that load center of power generation and the expansion of NGCP backbone facilities has moved geographically away from the Agus Complex in Iligan City to the northeastern and southern parts on Mindanao, NGCP deemed it best to move the regional control center as well,” the company added.

NGCP’s partner State Grid Corp. of China (SGCC) operates regional control centers in China at the heart of urbanized cities.

Earlier, NGCP installed an upgraded version of this system called the OPEN3000, replacing the GE System for its System Operations-National Control Center (SO-NCC) in Quezon City.

SO-NCC acts as a power hub that dispatches all generation facilities and loads directly or indirectly connected to the transmission system.

“This will translate to more efficient, reliable, and secure grid operations consistent with NGCP’s goal of building stronger transmission for a stronger nation,” the grid operator said.

DepEd to post list of authorized private schools

OZAMIZ CITY, Misamis Occidental, May 26 (PIA) -- In preparation for the 2012 Oplan Balik Eskwela (OBE), the Department of Education (DepEd) has required the regional offices to list down the names and addresses of private schools with permits to operate, recognition and accreditation within their area of responsibility (AOR).

Education Secretary Br. Armin A. Luistro, FSC, in DepEd Order No. 38, issued last May 11, has directed the said list to be submitted to the Office of the Undersecretary for Regional Operations at telefax No. (02) 631-8492 or sent through email address: action@deped.gov.ph on or before May 31, 2012.

He also directed the same list to be posted at the DepEd Regional Offices (RO) and Division Offices (DO), Municipal Halls and other conspicuous places for the public to read.

Meanwhile, Secretary Luistro has advised the ROs and Dos to encourage parents to check whether or not the private schools where they intend to enroll their children is duly permitted, recognized or accredited by DepEd.

The pupils and students who finished an alleged grade/year level in a school without the required permit are advised to take the Philippine Validating Test (PVT), prior to admission in another school in order to validate the required learning gains.

The PVT is administered by the National Education Testing and Research Center (NETRC) located at the Deped Central Office, 2nd Floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City, with tel. no. (02) 631-2589.

This year’s OBE is activated from May 28-June 8, to address the problems commonly encountered during this period and give the assurance that students are properly enrolled and able to attend school in the first day of classes on June 4.

In DepEd Memo No. 83, s. of 2012, Secretary Luistro has directed the Regional Directors and schools division/city superintendents to form the Local Information and Action Center (LIAC) to serve as information and complaints processing and routing mechanism for the duration of the project.

Among others, the LIAC is tasked to oversee the regional/division and local concerns, set up hotlines to receive calls, text messages, fax messages and emails on complaints, requests and suggestions from parents, students and other concerned citizens and set-up help desks to accommodate walk-in concerns. THE City of Cagayan de Oro is centrally located on the northern coast of Mindanao facing the Visayas Islands. Because of its prime geographical location, the city has a rich political history that dates back from the Spanish colonial period to the present time.

I am presenting part of our political history in a form of a timeline so the readers will know and be proud of the golden past of this golden land - Cagayan de Oro City.

1831 - Jose Santa Romana, the politico-military Governor of Misamis, built the Casa Real in Cagayan el chico (little Cagayan).

1850 - The Spanish colonial government renounced conquest as a matter of policy and made a peaceful negotiation with the Sultan of Sulu. This culminated with a peace treaty signed by the Sultan acknowledging the sovereignty of Spain a year after. The town of Misamis (now Ozamiz City) was at that time the capital of Northern Mindanao. Their fort was the strategic military base where the Spanish army frequently checked on the incursions of the Moro pirates around Northern Mindanao and launched its offensives against them.

With the new peace treaty, the Spanish colonial officials decided to transfer the capital from the town of Misamis to Cagayan el chico because it was considered the agricultural and commercial center of the whole Misamis Province.

1855 - There were renewed hostilities when the Principe Regiment was ambushed in Basilan, killing most of its men. Then, the Moro raids in coastal towns and villages around the Visayas islands and even in Luzon became more frequent. The district capital was moved back to Misamis since it was an important staging area for their military operations against the Moros.

1870 - The Spaniards conducted a naval blockade in Jolo using powerful and fully armed steamboats. This succeeded in neutralizing the Moro threats around the country. The Spanish civil authorities decided once again to return the district capital back to Cagayan for the following reasons:

1. The town of Cagayan is located in the center of the district of Misamis, thereby making communication and contact with the other towns of the district easier than the town of Misamis.

2. The town has enough number of Christian inhabitants.

3. It is rich in agriculture and commerce.

4. The town of Cagayan has adequate communication facilities.

Based on the above reasons, the military governor of Misamis submitted an appeal on March 1, 1870 to the Governor-General requesting him to make Cagayan the permanent capital of the Segundo Distrito de Mindanao or the 2nd District of Mindanao.

1871 - Govenor General Carlos Maria de la Torre issued a decree on February 27, 1871, that made Cagayan, the capital of the 2nd district of Mindanao. The town was then officially known as "Cagayan de Misamis."

In part, the decree mentioned that: "En vista de que la situada topografica de Cagayan... es el mas centrico del distrito de Misamis reuiendo a la ves mejores condiciones para la buena administracion en general, resultado de todo lo demostrado que la translacion a Cagayan de la cabecera del 2 distrito de Mindanao... para el buen servicio publico en particular. Este Gobierno superior civil dispone que la cabecera situada en Misamis sea translada al pueblo de Cagayan" (In view of the central location of Cagayan in the district of Misamis and at the same time having the best facilities for good administration in general, these resulted in the desire for the transfer of the capital of the second military district of Mindanao to Cagayan... for good public service in particular. The superior civil government orders that the capital located in Misamis be transferred to the town of Cagayan).

The 2nd District of Mindanao known as the Misamis Province was composed of the present day provinces and cities of Misamis Oriental, Misamis Occidental, Bukidnon, Camiguin, Iligan and Dapitan. A Spanish military governor headed the district and held office in Casa Real. It was a sprawling two-story colonial mansion that was located in the present site of the quadrangle fronting the J.V. Seriña Hall up to the City Executive House where the governor and his family's living quarters were located.

From 1871 to 1898, the Casa Real was the center of all important political, cultural and social events of northern Mindanao.

1892 - Governor General Ramon Blanco came to Cagayan de Misamis and stayed in Casa Real. He was the guest of honor at the inauguration of the town's new bridge that connected the poblacion to Carmen. It was supposed to be the longest suspension bridge in the country and it was named in after him. During his stay, Blanco was informed that the Ministry of colonies approved the regulation for the Superior Normal School for women teachers in Manila. So he ordered in writing to the General Division of Civil Administration that said approval be published and his order bore the heading “Cagayan de Misamis, May 19, 1892.”

1898 - A few months after the Treaty of Paris was signed where Spain ceded the Philippines to the United States of America for the sum of $20 million, all the Spanish colonial officials, other Spanish subjects and their families left for Spain in December 1898; except for a few Spaniards who married Filipinas and chose to stay in the country.

The Kagay-anons and the rest of the people of Misamis Province held the first historic elections of local officials under the Aguinaldo revolutionary government. Then the newly elected officials headed by the Provincial President Jose Roa y Casas and the Municipal President for Cagayan de Misamis held office in Casa Real.

1899 - On January 10, 1899, Cagayan de Misamis celebrated the first Philippine independence with a grand parade, speeches and cannonades. This celebration, known as the "Fiesta Nacional," culminated in Casa Real, where on the balcony stood Pedro Akut who recited the poem, "Pinahanongod" or Dedication. This was composed specially for this occasion by foremost Kagay-anon poet and Municipal Mayor, Toribio Chaves.

The people also witnessed that day another important historical event -- the blessing and the first hoisting of the new Philippine flag in town. This flag was sewn by Paz Roa and the Neri sisters -- Getulia and Agapita. (To be concluded)

and also the capital district of the whole Misamis Province before they transfer to Cagayan de Misamis. That time, the town of Misamis was the most populated town during Spanish period(gasagol ang taga Cebuano ug Boholano).(as I've a read an article 2 years ago). :)

Thats a million dollar question Nivram which even aviation academics will debate endlessly because the subject of safety encompasses a lot of factors ranging from airline management to aircraft worthiness, in short we can not compare not unless you can be more specific like a 5yr old q400 of APX versus the 2yr old airbus of 5j; even such it will hard to distinguish the safety aspect because in terms of airworthiness, an older aircraft may have a better track record of maintenance than a newer one. What I can tell you though is to enjoy flying, go with your instincts because for me, I can ride in either of the two, just not the Chinese or Russian made! My apologies, we can transfer this post to the airport thread.

The brand new mall SM City Consolacion, located along the Cebu North Road, Barangay Lamac, Consolacion, Cebu, has a gross floor area of 106,857 square meters.

It is SM Prime’s second mall in the province, after SM City Cebu, which opened in November 1993 and is an 11-kilometer distance away.

“The region of Cebu remains to be a key expansion area for SM malls. This reflects our continued confidence in the prospects of Cebu, given its dynamic population and flourishing business landscape, especially its vibrant export sector, which contributes significantly to the country’s economic growth,” said SM Prime president Hans Sy in a disclosure to the stock exchange.

SM City Consolacion has a leasable area of 57,842 sq. m., with 89 percent awarded to various tenants, the mall developer added.

‘Coop’ to bid for Agus-Pulangui power plants

NOT less than 100 multi-purpose and credit cooperatives from Northern Mindanao gather in Cagayan de Oro today, Thursday, to organize a group to enter bidding in the purchase of Agus and Pulangui hydropower plants.

Edwin Pelosas, development specialist of the Cooperative Development Authority (CDA) in Northern Mindanao, said the Mindanao Power Cooperative (MPC) would have a long way ahead after it would be organized Thursday in effort to own the power plants that supply more than 50 percent of energy needs in Mindanao.

“If they (big power industry players) have the right to own the power plants through privatization in accordance to the Epira (Electric Power Industry Reform Act) law, the people, through the cooperatives, also have the right to bid and own the power generator plants,” Pelosas said Wednesday.

He said the MPC would be owned by cooperatives and the members.

“The cooperatives themselves and the members can put their investments equally divided among them to be used to purchase these power plants. Actually, if we count the number of cooperatives and its members, there’s a big possibility that these power plants would not go to the other hands, which could possibly implement the power rates abusively,” he warned.

Agus and Pulangui hydropower plants would cost billions of pesos, he added.

He said should cooperatives successfully own these energy-generating plants, “power rates definitely go down because (genuine) cooperatives are tax-exempted.”

At the gathering, cooperatives representatives would first undergo a workshop on the power situation in Mindanao, its cause and the possible solutions to the energy crisis, Pelosas said. The organizational meeting would then follow.

Organizational meeting would also be conducted in the cities of Iligan,
Ozamis, Surigao and Butuan on same purpose.

On question of capability of cooperatives to operate these power plants, Pelosas said: “Of course, they (cooperatives) can.”

“It is because they are not the ones who would be actually handling the technical aspect of the hydro plants. They would just own the facilities, but not the operation per se,” he said, citing popular investors of power distribution utilities in Manila who are only stockholders.

“The present technical people are still the ones who would be in-charge for the operation of these power plants,” Pelosas added.
