Sudden rains bring floods, destruction in Misamis

DAVAO CITY — Overnight rains on Tuesday have left six towns and two cities in Misamis Occidental flooded, destroying crops and washing away several houses along the coasts, said Gov. Loreto Leo Ocampos.

Ocampos called for a meeting of the provincial disaster coordinating council Wednesday to draw up emergency relief action for those displaced by the floods.

The floods submerged the urban areas of Ozamiz and Oroquieta cities and the flood-prone towns of Panaon, Aloran, Jimenez, Tudela, Sinacaban and Clarin.

Flooding in Oroquieta City was made worse by the swelling of Layawan River. The Labor River, that snakes through Ozamiz City and Clarin town, also overflowed.

In 10 villages of Ozamiz, flood waters
reached waist-deep, forcing the suspension of classes.

Flooding also destroyed several fish pens at the aquaculture farm of the Misamis Occidental Aquamarine Park in Sinacaban town, said Ocampos.

The provincial government is conducting an assessment of the damage that the flood wrought on agriculture, fisheries and infrastructure, expecting to complete it in two days.

Ocampos said no casualty has been reported.

The governor said there was no explanation from the weather bureau why, suddenly, there were rains over the province.

Rains and floods brought heavier damage to Luzon and Metro Manila recently.

Provincial Employees To Receive Additional Bonus

OZAMIZ CITY--MISAMIS Occidental provincial employees have another reason to celebrate during the holidays after Sangguniang Panglalawigan approved Governor Loreto Leo Ocampos’ proposal to give additional bonus in response to Malacanang pronouncement.

Earlier, President Gloria Macapagal-Arroyo gave the go-signal to release their Christmas bonus worth at least P7, 000 each.

Budget Secretary Rolando Andaya was quoted by a radio report as saying that the National Government would be shelling out P7 billion for the package.

As a result, government employees are assured of a P7, 000 bonus. Depending on the savings of their agencies, state workers can have additional cash gifts of as much as P3, 000.

In a press release from the governor’s office, casual and job order employees will get P12, 000 to P14, 000 while the regular employees are entitled to receive P28, 000.

Board member Inocencio Pagalaran, Jr., finance and appropriations committee chairman said employees and elected officials of the provincial office are expected to be richer by a few thousands of pesos this Christmas.

“Bayte singko mil gihapon ang bunos nga ihatag sa kapitolyo karong tuiga parehas sa miaging tuig pero gipun-an og tres mil pesos nunot sa pronouncement sa Malacanang nga pahatagan og dugang bonus ang mga regular nga empleyado sa gobiyerno,” Pagalaran added.

Casual and job order employees will receive their regular 13th month pay worth P3, 300, P5, 000 cash gift and additional bonus depending the number of years in service in the provincial government.

This means, casual and job order employees should receive P8, 300 and additional P3, 700 for who have worked for two years and below but not less than four months; P4, 200 for employees who served for three years but not less than two years; P4, 700 for four years but not less than three years; P5, 200 for five years but not less than four years and P5, 700 foremployees who served five years or more.

Misamis Occidental Declares State of Calamity

THE provincial board of Misamis Occidental placed the province under a state of calamity by afternoon of Wednesday, to allow the local government to spend five percent of its budget for relief and other operational expenses in connection with the flood that washed away small houses in the coastal areas and damage crops and vegetations.

In an interview over dxDD-AM, Board Member Henry Oaminal, Environment and natural resources committee chairman said that after an emergency meeting called by governor Loreto Leo Ocampos with the members of the Provincial Disaster and Coordinating Council (PDCC) the body decided to place the province under state of calamity.

Aside from approving the resolution declaring the entire province under the state of calamity, province also approved P5M as calamity fund.

“Mi-appropriate ang atong probinsiya og P5 M, although initially P2 M ra ang gi-request ni governor Ocampos pero ang gipasar ang P5 M to have a standby fund in the event in any further calamity,” Oaminal added.

As of the press time, the PDCC has not yet submitted the assessment of the damages on agriculture, fisheries and infrastructure.

In his own personal assessment, Oaminal estimates between P5 to P10 M infrastructures, houses, livestock and crops destroyed by the rampaging floodwaters.

Speaking over the radio, Governor Ocampos said the floods submerged the urban areas of Ozamiz and Oroquieta cities as well as the flood-prone towns of Panaon, Aloran, Jimenez, Tudela, Sinacaban and Clarin.

The flooding in Oroquieta City, he said, was made worse by the overflowing of Layawan river. The Labo river that snakes through Ozamiz City and Clarin town also overflowed.

In some 10 urban villages of Ozamiz, Ocampos said, floodwaters reached waist-deep, school yards submerged in water, prompting the suspension of classes in the affected areas.

The governor said the onrush of flood waters also damaged several fish pens at the aquaculture farm of the Misamis Occidental Aquamarine Park in Sinacaban town.

"No casualties have been reported due to the floods," Ocampos concluded.

Northern Mindanao palay production rises

PALAY production in Northern Mindanao for the third quarter of 2009 has considerably increased compared with the same period last year.

Data from the National Economic and Development Authority (Neda) showed that this year, the region had a double-digit increase of 17.8 percent, which translates to 139,351 metric tons (MT), over last year's third quarter production of only 118,318 MT.

The Neda attributed the increase to a remarkable 42-percent rise in irrigated harvest areas in Bukidnon, although a decline of 4.3 percent in yield per hectare was noted in the province due to slight infestation of rice blast during the quarter.

The province of Camiguin also showed a significant increase this year, from 287 MT in 2008 to 332 MT in 2009.

Other provinces with a slight increase in palay production are Misamis Occidental with 6.57 percent and Misamis Oriental with 2.6 percent.

Only the province of Lanao del Norte registered a negative performance this year, with only 17,978 MT in the third quarter compared with the 2008 production of 21,322 MT.

The Neda said the decline was largely due to the deliberate cutting off of National Irrigation Administration's (NIA) MRIS irrigation service from mid-April to mid-July to contain the spread of tungo that hit the area which prevented some farmers to plant palay for the third quarter harvest.

In terms of area harvested, Misamis Oriental posted an increase of 16.7 percent in rainfed areas due to the early onset of rainfall but in contrast, Misamis Occidental declined by 14.6 percent due to the late onset of rainfall in the municipalities of Baliangao and Sapang Dalaga.

With the increase of palay production, its value also grew by 19.86 percent, grossing at P2.007 billion compared with last year's value of P1.674 million, which was largely due to the 17.8 growth in production and the 1.77 percent increase in farm gate price of palay, from P14.15 per kilo in 2008 to P14.40 per kilo in 2009.

Misamis TV journalist survives slay attempt
MANILA, Philippines - An unidentified assailant lobbed a grenade at the house of a local TV journalist in Jimenez town, Misamis Occidental Sunday night, injuring one person.

Local newsman Daniel Pilar was feeding his chickens at the back of his house when the blast tore through his house on Barangay Tabo-o at around 7 p.m., December 20.

Pilar's father-in-law was injured in the blast and was immediately hospitalized. The blast also blew out the windows of the Pilar family's house.

Neptali Batolonio, chapter president of the National Union of Journalists of the Philippines, said the attack seems to be related to Pilar's work as a TV journalist. Pilar hosts the news and public service program "Analysis" at a local cable TV station.

"After talking to Danny, I believe this attack is politically motivated. I think this is the first time this has happened in our town. He did not receive a death threat before the attack. He was doing research on a politician and that person may have been tipped off about Danny's inquiries," Batolonio told ABS-CBN.

The NUJP official condemned the attack, saying that the Pilar family is now in hiding after the incident.

The New York-based Committee to Protect Journalists earlier identified the Philippines as the deadliest nation in the world for journalists after registering 34 media deaths for this year alone. At least 31 Philippine journalists were killed in the November 23 massacre in Ampatuan, Maguindanao, which is the worst election-related killing in the country's history.

"The killings in the Philippines are a shocking but not entirely surprising product of a long-term reality: The government has allowed unpunished violence against journalists, most of it politically motivated, to become part of the culture," CPJ Asia program coordinator Bob Dietz said in a statement. Northern Mindanao customs kitty shrinks

AFTER exceeding its quarterly target last year, customs collections in Northern Mindanao for the third quarter of this year fell short as revenue shrunk by 23 percent, year-on-year, to only P831 million.

Data from the Quarterly Regional Economic Situationer compiled by the National Economic and Development Authority (Neda) showed that in the third quarter of 2008, customs collection in the region reached P1.075 billion but this year, revenue was only P831.39 million, a far cry from its target of P1.171 billion.

Of the four major ports in Northern Mindanao, only Ozamiz City got a remarkable increase of 96 percent, or P4.187 million, from its 2008 record of only P2.136 million.

The Mindanao Container Terminal (MCT) in Tago-loan, Misamis Oriental registered a slight increase of 0.15 percent from its 2008 collection of P548.71 million to P549.55 million this year, failing to push the growth scale higher than expected.

In contrast, Cagayan de Oro and Iligan ports suffered declines of 43 percent and 57 percent in customs collection, respectively, which weighed down on the region’s total performance.

In 2008, Cagayan de Oro collected P376.7 million but in 2009, only P213.7 in customs duties were collected while Iligan City had P150 million last year compared with this year’s figure of only P64 million.

The Neda attributed the huge decline in customs collections to the decrease in the volume of cargoes as a result of the global economic crisis.

The reduction is also due to the tax exempt status of some companies and the lowering of tariff rates.
