Power barges seen as solution to Mindanao energy crisis

MANILA, Philippines—Using power barges is the “only viable solution so far” to the energy crisis in Mindanao caused by a dry spell spawned by El Niño, one of the co-chairs of the Joint Congressional Power Commission (JCPC) said Monday.

Letting go of Energy Secretary Angelo Reyes and repealing the law deregulating the power sector could also help address the country’s power shortage, said Satur Ocampo, a guest senatorial candidate of the Nacionalista Party.

Sen. Gregorio “Gringo” Honasan, JCPC co-chair, said power barges, including those used in the Beijing Olympics, could be tapped to supply power to brownout-stricken areas in the country, particularly in Mindanao where the power deficit reached 183 megawatts (MW).

“The only viable solution so far that has been presented has been the power-barge solution,” Honasan said after the JCPC held a hearing on the energy crisis Monday morning.

“We are getting a better view of the availability and capacity of power barges, including the power barges used in Beijing Olympics that are now in Australia,” he added.

Found in Navotas

Jesus Alcordo, president of Global Business Power Corp., told the commission that there were four untapped power barges in Navotas that could supply a total of 242 MW, or more than enough to mitigate the power shortage in Mindanao.

The barges, which have a total capacity of 242 MW, remain unused because they were the subject of litigation between the owners and the banks, according to Alcordo.

“The government can probably do something,” he said.

Another suggestion was to revive the 100-MW Enron bunker fuel plant in Subic, Olongapo.

With 53 percent of Mindanao’s energy needs supplied by hydroelectric plants, the dry spell has hit the island’s energy supply hard. The Polangui hydroelectric complex, which used to supply 255 MW, is generating only 126 MW. The Agus complex, which has a capacity of 727 MW, is now producing 315 MW.

Reliance on hydro

“The problem in Mindanao is there was too much reliance on hydro. There is very little fossil fuel in Mindanao. So if there is El Niño, whatever you do there, there will be a shortage,” said Jose Ibazeta, president of Power Sector Assets and Liabilities Management Corp. (PSALM).

Honasan said the commission would hold more hearings before coming out with recommendations. Reyes and all his five energy undersecretaries failed to attend Monday’s hearing. The secretary was reportedly in Cebu to meet with energy stakeholders there.

“The problem is in Mindanao, Mr. Reyes, not in the Visayas,” said Senate Minority Leader Aquilino Pimentel Jr. after noting that there was no Department of Energy representative at the hearing.

Bypassed

“I’d like to really ask the committee to put its foot down. Even if Mr. Reyes has been bypassed several times (by the Commission on Appointments), they are still obligated to response and attend,” Pimentel said.

Reyes was also absent last week from the House energy committee hearing on the crisis because he was in Mindanao.

With the government considering tapping the mothballed Iligan diesel-powered plant, which could supply 30 MW, the expected 4-MW shortfall in Mindanao on Election Day could be addressed.

“What we are saying is that there are measures in place that could be put to provide solutions to short-term problems. But definitely it does not require the use of emergency powers,” said Ernesto Pantangco, president of the Philippine Independent Power Producer Association.

Costly in the short term

However, solving the energy crisis in the short term could turn out to be costly for the government.

“At this point, in order to meet the shortage until such time that we can find a solution, we are going to run very inefficient and very expensive plants. At the end of the day, somebody will have to pay for that additional power costs,” Ibazeta said.

Honasan said the government could provide subsidies for temporary solutions if the power shortage worsened.

Fire Reyes first

Ocampo, a Makabayan senatorial candidate, pointed out that experts need not look far for solutions to the problems besetting the electricity sector.

“As a first step, the President should fire Secretary Angelo Reyes for his incompetence and his failure to uphold the interests of consumers against the big power and oil firms,” Ocampo said.

In a statement, he said the government did not need an energy secretary who “doubles as a spokesperson for big oil and power monopolies.”

The energy secretary should uphold the people’s interests, Ocampo said.

“From Day One, Reyes did not nothing but ensure that the oil cartel and the power monopolies continued to rake in super profits at the expense of the consumers and the public good. Reyes should have been sacked long ago,” said the militant party-list representative of Bayan Muna.

He said the repeal of the Electric Power Industry Reform Act (EPIRA) was a necessary step to stabilize the power sector.

“EPIRA institutionalized the onerous IPP (independent power producer) contracts of the Ramos administration and delivered the energy sector on a silver platter to private monopolies,” he said. With a report from Michael Lim Ubac

THE Aquino-Roxas tandem wins for presidency and vice-presidential post in mock election by the students of Montol National High school held in Stimson Abordo, Ozamiz City.

Shiela Cartajenas, Supreme Student Government (SSG) adviser declared Benigno ‘Noynoy’ Aquino III and Mar Roxas the victors in the presidential and vice-presidential races 1 hour after the casting of votes.

Aquino garnered 172 votes or 44.6 % of the total 385 student-voters and Roxas collected 182 votes or 47.2%.

Manny Villar and Loren Legarda appear to be second to Aquino-Roxas tandem. Villar acquired 64 votes or 16.6% while Legarda got 19 votes or 4.67%.

Other presidential aspirants like Joseph Estrada got 2.8%, Eddie Villanueva 1.8%, Gilberto ‘Gibo’ Teodoro 1.5%, Dick Gordon 0.5% and Jamby Madrigal 0.3%.
Vice-presidential aspirants Jejomar Binay and Eduardo Manzano tied in 2.0% who got only 8 votes, while Bayani Fernando settled for 0.2 %.

School principal Pat Rara said, aim for the mock election is to make aware of the students of election campaigns, and teacher can capitalize on that awareness to make a "teachable moment". Holding mock elections promotes democratic ideals.(NEPTALIE BATOLENIO)

Mindanao power shortage doubles

DAVAO CITY -- Power shortage in Mindanao has doubled in just one day as two hydro-electric plants in the island have reduced their capabilities and two more have become unavailable.

In a power system update of the National Grid Corporation of the Philippines (NGCP), the generation deficiency in Mindanao as of Tuesday is at 358 megawatts (MW), a marked increase from Monday's deficit of 183 MW.

Also on Tuesday, there had been an 80 percent and 60 percent reduction in the available capabilities of Agus and Pulangi Plants, respectively.

Reduction in the capabilities of these two plants on Monday was at 70 percent.

Agus Plant is now running at 120 MW out of total rated capacity of 727 MW, while Pulangi is running at 100 MW out of total rated capacity of 255 MW.

These two power plants reduced their generation capacity as the water level of Lake Lanao on Wednesday morning has gone down to 699.16 meters.

Also contributing to the power deficiency is the non-availability of Iligan Diesel Power Plant (IDPP) (35 MW) and the planned outage of Power Barge 117 (50 MW).

It was the National Power Corporation (NPC)-Central Office that recently ordered the IDPP to temporarily stop its operations due to heavy budgetary constraints, particularly on fuel consumption.

Engineer Manuel Cabatingan, IDPP plant manager, said the plant needs at least P60 million fuel budget cost per month aside from the rental.

"We are waiting for an order from NPC when to resume operation so that the IDPP can support the needs amid power crisis being experienced in Mindanao," Cabatingan said.

With this development, Davao Light and Power Company (DLPC), the power service provider of this city and parts of Davao del Norte, has changed the scheduled 30-minute rotational power interruption to one hour "effective immediately."

NGCP said the continuing generation deficiency will result in the curtailment of power load transmitted to Mindanao grid users.

Customers are advised to coordinate with distribution utilities or electric cooperatives in their area for information on the schedule and areas to be affected by the power interruptions.

With 662 MW of reserves, the Luzon grid, meanwhile, remains stable and under normal status. It is already exporting up to 20 MW to augment the available capacity of Visayas.

Like Mindanao, the Visayas islands will continue to experience generation deficiency. Geothermal plants, which comprise around 70 percent of Visayas grid’s power source, have a total available capacity of 730 MW out of the total rated capacity of 936 MW.

Some areas in the Davao Region have already been experiencing brownouts that lasted for as long as six hours.

Amid the uncertainty spawned by the power shortage, Presidential Adviser for Mindanao Jesus Dureza is set to meet with key stakeholders of the Mindanao power industry to discuss updates on energy situation and map out steps to avert power problems.

"There is an urgent need to address the situation and find solutions as soon as possible considering that the energy sector is vital to continuing growth and progress," said Dureza.

The government also announced Wednesday that two foreign investors groups have expressed interest to construct a nuclear plant in the country to address the power shortage.

Froilan Tampinco, president of National Power Corp. (Napocor), said the two companies include the South Korea-based Korea Electric Power Corp. (Kepco) and a French company he declined to name.

Kepco was commissioned by Napocor to study the possible rehabilitation of the 620-MW Bataan Nuclear Power Plant (BNPP).

Tampinco said they have already identified possible sites for nuclear plant, including the BNPP location.

“Remember, (the BNPP compound) is good for two units. When the BNPP was constructed, they had also laid the foundation for a second unit. They were anticipating another 620-MW nuclear power plant,” Tampinco explained.

He said the government should start making preparations as early as now to ensure that all the necessary policies and infrastructures are in place since it takes as long as 10 years to put up a nuclear facility.

The Department of Energy noted that the first 600-MW nuclear power plant of the country should be in place by 2025. This is expected to contribute 0.885 million ton oil equivalent (MTOE) to the projected energy mix and reach up to 3.54 MTOE by 2035.

Analysts, meantime, said that if not quickly addressed, the current energy problem brought about by supply shortages could be compounded by rising generation cost for fuel-run power plants and the effects of El Niño dry spell for hydro-power plants. (With Richel V. Umel )

Engineer Manuel Cabatingan, IDPP plant manager, said the standing order was issued first week of February and was duly signed by the NPC senior vice president.

He said the temporary stoppage was due to heavy budgetary constraints, particularly on fuel consumption. The plant needs at least P60 million fuel budget cost per month aside from the rental.

"We are waiting for an order from NPC when to resume operation so that the IDPP can support the needs amid power crisis being experienced in Mindanao," Cabatingan said.

Pedro Ambos, officer-in-charge of NPC’s Operations, Planning and Maintenance department based in Ditucalan here, told Sun.Star in a phone interview Wednesday that the IDPP-1 would generate 35 megawatts (MW) while the IDPP 2, which has 54-MW capacity, is still on standby awaiting for commissioning.

Ambos said the two IDPPs are owned by Psalm operated by NPC and recently claimed by the City Government of Iligan to be its property by virtue of auction for non-payment of taxes.

He said as of Wednesday, the National Grid Corporation of the Philippines (NGCP) started imposing a 24-load curtailment in the entire Mindanao.

The water level of Lake Lanao on Wednesday morning has gone down to 699.16 meters, forcing hydro electric power plants 1 to 7 within the Agus complex to reduce its generation capacity.

The HEPP Agus 1 and 2 are now using only one unit each instead of two units each plant, while the NPC reduced the unit of Agus 4 to just one instead of three units since the mud from the man-made lake might enter into the turbine and other water inlets.

Agus 6 to 7 were also reduced from five units to one each, while Agus 5 is reduced from five to two units.

Ambos said the Agus HEPP complex power generations totaled to 150 MW generated from Agus 1-7, while the Pulangi grid generates only up to 122 MW.

He also said there are two diesel power plants sold to Aboitiz Group of Companies -- the PB 118 located in Nasipit, Butuan City that was turned over on February 5 and the IDPB 117 located at Maco, Compostela Valley that would be turned over on February 28.

Meanwhile, Presidential Adviser for Mindanao Jesus Dureza is set to meet with key stakeholders of the Mindanao power industry Thursday to discuss updates on energy situation and map out steps to avert power problems.

Heads and representatives of various power providers, electric cooperatives, as well as officials from the Department of Energy, NPC and NGCP are expected to convene at the Mindanao Economic Development Council (Medco) conference room.

Dureza has called for a meeting of the Mindanao power sector stakeholders on instructions of President Gloria Macapagal-Arroyo in the light of energy woes now being experienced across the country.

“The President has given orders to ensure that the current energy problem is addressed jointly by the government and the private sector to avert possible worsening of the situation,” Dureza said in a statement to media.

He added the current curtailment of power in Mindanao, wherein rotational brownouts have been experienced in some areas, is everyone’s concern.

“There is an urgent need to address the situation and find solutions as soon as possible considering that the energy sector is vital to continuing growth and progress,” he said.

Mindanao, which has the lowest power rates compared to Luzon and the Visayas, now has a supply shortage of 159 MW with generation capacity pegged at 1,151 MW as against demand of 1,210 MW as of February 18.

Analysts said that if not quickly addressed, the current energy problem brought about by supply shortages could be compounded by rising generation cost for fuel-run power plants and the effects of El Niño dry spell for hydro power plants.

8-hour blackouts hit Mindanao

DAVAO CITY , Philippines – Despite a decrease in demand, power distributors in Mindanao are still resorting to power curtailment, resulting in six- to eight-hour rotating blackouts, particularly in Central Mindanao.

On election day, Mindanao is projected to have reserves of only four megawatts, making the system still vulnerable to power outages.

A number of stop-gap measures are being planned to prevent a blackout on election day.

The weekend, however, shows a small break from power generation deficiency in the region, from over 400 megawatts down to only 72 MW as of 5 p.m. yesterday.

“Since it is Friday and it is going to the weekend, the demand is down. It is even going to be lower for Mindanao tomorrow and Sunday,” said Dennis Gana, department manager of the public affairs section of the National Power Corp. (Napocor) in a phone interview yesterday.

Gana placed Mindanao’s peak demand at 1,094 MW yesterday as against its available capacity, including embedded capacity, at 1,021 MW or a power generation deficiency of 72 MW.

This developed as the Energy Regulatory Commission approved granting of subsidies to encourage big power consumers like malls and factories to de-load from the grid and generate their own power.

Davao Light and Power Co. (DPLC) vice president Art Milan said the firm is willing to subsidize oil and lubricants needed for big companies to generate their own power.

DLPC met Thursday with major power consumers in the city and sought their commitment to participate in the scheme.

SM Davao branch manager Debbie Go said that the mall chain is willing to cooperate, especially because its other branches, particularly SM Cebu, had already been actively participating in this strategy being implemented in the province.

“We are also bent on doing the same rather than suffer from not having power at all,” she said.

The mall management expects a clear de-loading schedule from the DLPC once the entire scheme starts operation.

Big power consumers had already been briefed on the exact power situation in Mindanao during the Mindanao Power Stakeholders Forum last Feb. 18.

National Grid Corp. of the Philippines (NGCP) regional corporate executive Ed Calabio said in a stakeholders meeting Thursday with presidential adviser for Mindanao affairs Jesus Dureza that Mindanao has now reached critical level.

“We must have at least 230 MW of reserve above the load so we could have voltage regulation. But right now, we no longer have any reserve,” he said.

This was the reason why NGCP was forced to curtail power transmitted to power utilities. The curtailment was aimed to ensure and protect the entire Mindanao grid.

Due to the dry spell brought about by the El Niño phenomenon, hydropower plants reduced production from last year’s 53 percent share in the whole power generation in Mindanao to a mere 34 percent this year.

“When there is no water, then we are 50 percent off our capability,” said Calabio.

This pushed the power sector to tap sources of power besides hydro, such as oil and coal.

According to NGCP, there was a slight improvement in the power situation in the Mindanao grid with reserves deficit narrowing to 310 MW as of yesterday from 357 MW the other day.

The available capacity of the Mindanao grid, NGCP said, stood at 900 MW against peak demand of 1,210 MW.

With the deficiency, the Mindanao grid will force the system to curtail the power load given to customers.

Napocor’s Agus plants have a total available capacity of 145 MW today out of the total rated capacity of 727 MW. The Pulangi plant, also owned by Napocor, is running at 100 MW out of the total rated capacity of 255 MW.

Both Luzon and Visayas have registered zero deficiency.

NGCP reported that the high reserves ensure that the Luzon grid will remain stable and under normal status.

Provided all running power plants stay connected and synchronized to the grid, there will not be any outages among Luzon grid customers.

The Visayas grid has improved and now has reserves of up to 31 MW. The available capacity in the grid has increased due to Salcon Power’s Cebu Thermal Power Plant Unit 1, which is loaded with 50 MW after the plant was on planned outage for maintenance activities for almost a week.

The Department of Energy (DOE) is currently reviewing the Philippine Energy Plan (PEP) to take into consideration the need to have sources of power in Mindanao other than hydro power, which is intermittent and weather dependent.

DOE senior technical specialist Norman Vincent Martirez said the Mindanao grid will need about 2,500 MW additional capacity from 2009-2030.

This projection excludes the committed capacity of 100 MW from the 8-MW Cabulig hydro power project by Cagayan de Oro Electric Power and Light Co. to be completed in 2011; 42.5 MW Sibulan hydro power plant by Aboitiz’ Hedcor Inc. wherein unit 1 is scheduled to be completed this month (26 MW) and another unit in April (16.5 MW); and the 50-MW Mt. Apo 3 geothermal Energy Development Corp. targeted for commissioning in 2014.

Committed projects are those that have complied with the necessary permits and are in the process of financial closing.

Total indicative projects in Mindanao are around 581 MW, which include the 5 MW wind project of Energy Development Corp. (EDC) in Camiguin Island; Minergy’s 20-MW bunker fired power plant; Green Power Davao and Green Power Cagayan de Oro’s 35-MW biomass plant (17.5 MW each); 68-MW Tagoloan hydropower plant, 225-MW Agus 3 hyro project; Conal Holdings’ 200 MW coal plant; and Hedcor’s 27.5 MW Tamugan hydro plant.

The DOE said they have gotten commitments from stakeholders in Mindanao to help facilitate the entry of prospective investors to put up new power plants in Mindanao.

“We need the entry of these much-needed investments before it is too late,” the DOE said.

The contingency measures being implemented right now by the DOE are just short-term solutions.

“We also have to think of long-term solutions to allow us to solve these problems of power shortage,” Energy Secretary Angelo Reyes said.

Power failure in CDO airport

Meanwhile, hundreds of passengers were inconvenienced at the Cagayan de Oro airport by the blazing heat and a non-airconditioned terminal when the airport’s power generator conked out during a four-hour blackout.

Wilfredo Encinas, Cagayan de Oro airport facility officer-in-charge, said one of their two power generators suddenly conked out at around 4 p.m. when its voltage regulator malfunctioned last Thursday.

Encinas said the power generator, used to provide electricity for the terminal building, was utilized as a result of the four-hour power outage that started at 1 p.m.

Fortunately, another generator that supplies electricity for their air control tower and navigational aids and equipment, continued to run during the blackout.

Encinas said they were only able to get normal power when the Cagayan Electric Power and Light Co. resumed its regular power supply at 5:48 p.m.

He said the incident raised the need for them to conduct maintenance and repair works on their two power generators, if not procure a third backup generator that they can use in the event one of the power generators again conks out. Rainier Allan Ronda, Donnabelle Gatdula

Public warned against shellfish from provinces with red tide

MANILA, Philippines - The Department of Health (DOH) yesterday warned the public against shellfish products from provinces where red tide algae had started to bloom.

Health Secretary Esperanza Cabral said selling and harvesting shellfish from Sorsogon Bay in Sorsogon; Murcielagos Bay in Zamboanga del Norte and Misamis Occidental; Bislig Bay in Bislig City, Surigao del Sur and Dumanguillas Bay, Zamboanga del Sur are banned.

Cabral noted that shellfish gathered from other areas not contaminated by red tide are not covered by the ban.

In an advisory, the Bureau of Fisheries and Aquatic Resources (BFAR) reported that based on laboratory tests, shellfish taken from these areas “are still positive for paralytic shellfish poison that is beyond the regulatory limit.”

“All types of shellfish and acetes esp or alamang (tiny shrimps) gathered from the areas are not safe for human consumption. Fish, shrimps, and crabs are safe provided they are fresh and washed thoroughly, and internal organs such as gills and intestines are removed before cooking,” BFAR said.

Mitigating measures

Meanwhile, Pangasinan has reconstituted its mutli-sectoral task force to plan actions in an effort to mitigate the impact of the El Niño phenomenon on agriculture, environment, economy and human health.

Gov. Amado Espino Jr. said that an immediate plan of action must be implemented to cushion the effect of El Niño and assist marginalized farmers from production loss through effective solutions.

The task force, chaired by Dalisay Moya, officer-in-charge of the provincial agriculture office with retired Col. Paterno Orduña as co-chair, will identify, monitor and evaluate all areas within the irrigated lands that are traditionally not reached by irrigation water during long dry spells.

Moya said they are also tasked to identify all livestock and inland fishery areas that are most likely affected by the phenomenon.

“We need to educate our farmers, the fisher-folks and other agricultural stakeholders by providing them information about practical tips regarding this phenomenon. They must be ready for any eventuality to sustain productivity,” Moya said.

Around 105.5 hectares of farmlands are already affected by drought in 246 barangays and a total of 83.5 hectares had been harvested with low yield.

State of calamity

The worsening effect of El Niño has also moved the Ifugao provincial government to declare the eastern Alfonso Lista town under a state of calamity, but Ifugao Gov. Teodoro Baguilat Jr. had hinted at putting the entire province under a state of calamity.

“We might as well issue a calamity declaration throughout the province soon since practically all our towns have been similarly affected by the dry spell,” said Baguilat.

Aside from damaged crops, cattle had also died due to the searing heat.

Initial reports have placed crop damage at more than P65 million. Of these, corn incurred the biggest damage at P30.3 million; rice, P29.2 million; and P5.7 million for fruit trees.

The Ifugao provincial veterinary office reported that at least 60 livestock have already succumbed to heat stroke because of scarce water supply.

Alfonso Lista reported eight cows, five goats and two carabaos affected by heat stroke; Lagawe, 27 cows and four goats; Aguinaldo, three cows, two goats and two carabaos; and Lamut, 10 goats, all worth nearly P1 million.

Cases of fishkill were also noted in Alfonso Lista on the Ifugao side of Magat dam, which Agriculture officials attributed to lower oxygen content in the water brought about by the dip in the water level due to the absence of rainfall.

In Mindanao, General Santos City’s agriculture office will conduct cloud-seeding operation starting next week in a desperate bid to bring some relief to rice and corn farmers reeling from El Niño.

At least 1,189 hectares of standing corn crop in 11 barangays have withered from the intense sunlight, with damage placed at P15.8 million, according to city agriculturist Merlinda Donasco.

Donasco identified the severely affected areas as Olimpog, 309 hectares; Batomelong, 154 hectares; Conel, 153 hectares; Tinagacan,150 hectares; Mabuhay, 110 hectares; Sinawal, 87 hectares; San Jose, 62 hectares; Upper Labay, 58 hectares; and Katangawan, 10 hectares.

On the other hand, some 114 hectares of corn worth P2.3 million have been destroyed since the last quarter of 2009 in Barangays Baluan (20), Buayan (20), Katangawan (20), San Isidro (20), Ligaya (18) and Tinagacan (15), she said.

El Niño commission sought

Because of the damage brought about by the calamity, two Lakas-Kampi-CMD senatorial candidates proposed the creation of a national commission that would be tasked to map out strategies to cushion the impact of El Niño.

League of Municipalities of the Philippines president and Binalonan Mayor Ramon Guico said the proposed El Niño Commission will have its own funding which will be incorporated in the annual national budget.

Guico explained that the commission’s entire budget will be spent on preemptive and emergency operations aimed at helping farmers cope with the dry spell.

“We have to live with the fact that the El Niño phenomenon will haunt us every year as a result of climate change. It is already a permanent problem, so we need a permanent solution to deal with it,” he said.

Lawyer Raul Lambino, on the other hand, said the proposed measure was prompted by his observations that both the local and national governments do not have a systematic way of dealing with the drought.

“Officials of the national and local governments are always cramming for solutions when its effects are already being felt and, as such, rendered helpless most of the time,” he said.

Lambino said the presence of a special commission that will concentrate on all El Niño related problems will give the government more time to prepare and come up with preemptive measures.

Aside from its own budget, Lambino said the commission could also be empowered to supervise and assist local government units on how to wisely spend their respective calamity funds on problems relating to drought.

Both Guico and Lambino agreed to leave it to the proper authorities to draft the specific details on the creation of the commission, like its composition and scope of powers and responsibilities.

Seeking divine intervention

Meanwhile, Manila Archbishop Gaudencio Cardinal Rosales yesterday joined the call for rain to counter the effects of El Niño.

Rosales yesterday afternoon issued a circular on Oratio Imperata, an intercessory prayer for rain, to all parish priests, shrine rectors, chaplains and school directors.

The special prayers would be inserted into the daily and Sunday Masses. The prayers would be read on Feb. 28, the Second Sunday of Lent.

“People tasked with managing our water/power resources have warned that we face drought and shortage of water because of El Niño. Our relief will come from nature. And so we implore the Master of all creation, God, our Father, at whose command the winds and the seas obey, to send us rain and ease the drought,” Rosales said.

The Cardinal is the third Church official to issue an Oratio Imperata. Last Thursday, Basilan Bishop Martin Jumoad and Monsignor Achilles Dakay, spokesman of the Archdiocese of Cebu, said they would come out with their own prayers for rain.

Bishop Jumoad even went as far as asking the Catholic Bishops’ Conference of the Philippines (CBCP) to issue a nationwide Oratio Imperata since many farmers have been badly affected by the drought. – Eva Visperas, Jaime Laude, Charlie Lagasca, Cesar Ramirez, Nonong Baliao, Jaime Laude, Evelyn Macairan

MANILA, Philippines (2nd UPDATE) -- The first wave of tsunamis generated by the massive earthquake which hit Chile on Saturday will hit the Philippines at 1-2.:30 p.m. on Sunday.

"The estimated arrival time of the first tsunami waves is between 1:00 PM to 2:30 PM (Philippine Time) on 28 February 2010 (Sunday afternoon)," the Phivolcs said in its 11:30 pm bulletin posted on Saturday.

Dr. Renato Solidum, director of the Philippine Institute of Volcanology and Seismology (Phivolcs), told radio dzMM early Sunday that alert level 1 was still up over the eastern coast of the Philippines.

He said Phivolcs is not yet recommending an evacuation of eastern coastal communities since they have not yet established how high the tsunamis will be.

As of posting time, he said the tsunamis that have hit some parts of Chile were only 1 to 2 meters high.

"While Tsunami Alert Level 1 means that no evacuation order is in effect, communities along the identified coasts are advised to prepare for possible evacuation. People from threatened communities are strongly advised to coordinate and follow safety instructions from the Office of Civil Defense and local disaster officials," Phivolcs said.

Solidum said a powerful earthquake that hit Chile in 1960 generated tsunamis in the Philippines 24 hours after the quake.

The tsunamis were 3 meters high in Luzon, and around 6 meters in Visayas and Mindanao. Solidum described these as not so high.

He said this may happen again with the magnitude 8.8 quake that hit Chile on Saturday.

Aurora Gov. Bellaflor Angara Castillo told dzMM early Sunday that the mayors of the province have been informed about the tsunami warning and that their contingency plans are already activate.

Evacuation centers and transportation are being prepared, she said. Hopefully, "our preparations will be sufficient," she added

Precautionary alert

“Bilang pag-iingat, nagpalabas ang Phivolcs-DOST ng Tsunami Alert Level No. 1 kaninang 3:10 p.m. na ang ibig sabihin kailangang maghanda ang ating mga kababayan,” Solidum told dzMM Saturday afternoon.

("As a precaution, Phivolcs-DOST issued a Tsunami Alert Level No. 1 this 3:10 p.m. to advise the public to be ready.")

The Phivolcs director said the issuance of an alert is just part of their standard operating procedure every time there is a tsunami.

“Ito po ay standard operating procedure natin na kung magkaroon ng malaking earthquake na may abilidad na magdulot ng tsunami dito sa atin, ay nagtataas tayo ng Alert Level 1 para abiso sa ating mga kababayan. Nage-evacuate po tayo pag itinaas natin sa Alert Level No. 3 na tsunami alert,” he said.

("This is a standard operating procedure that when there’s a big earthquake that could bring tsunami to us, we issue Alert Level 1 to advise the public. We only order evacuation when we raise Alert Level No. 3).

In 1960, Chile was hit by the world's biggest earthquake since records dating back to 1900, USGS data shows. The 9.5 magnitude quake devastated the south-central city of Valdivia, killing 1,655 people and sending a tsunami which battered Easter Island 2,300 miles off Chile's Pacific seaboard and continued as far as Hawaii, Japan and the Philippines.

Solidum also said that the earthquake in Chile is not in anyway connected to the recent tremors that hit General Santos City, Butuan City and even Japan.

“Iba-iba ang dahilan ng pagkilos ng mga faults at mga bloke ng mga bato sa ating bansa (there are different reasons for the sudden movements of faults in our country,” he said.

The Phivolcs said that a magnitude 5.3 struck 76 kilometers southeast of General Santos City in South Cotabato province at 12:18 a.m. Saturday.

A shallow magnitude 3.3 also struck 30 kilometers northeast off Butuan City in Agusan del Norte province at 3:35 a.m.

A strong earthquake also hit Japan's southern island of Okinawa. The US Geological Survey said the 7.3 magnitude quake struck at 5:31 a.m. Saturday 52 miles east of the island's capital of Naha, a city of about 320,000 about 1,600 km (1,000 miles) south of Tokyo. -- With reports from Reuters and Agence France-Presse

Lanao hydropower 7 cm from 'shutdown'

THE water level of Lake Lanao is just seven centimeters above the critical level that will force the hydroelectric power plants tapping energy from it to shut down.

This is the first time the lake's level has dipped so low very early in the year, and thus, people will have to expect the power shortage will worsen as the summer season enters and makes the already dry season even drier.

The hydroelectric power tapped from Lake Lanao generates 70 percent of Mindanao's power supply.

Sources from National Grid Corporation of the Philippines (NGCP) said Lake Lanao's water level is now at 699.08 meters, based on the latest monitoring at 6 a.m. Sunday. Critical level of the lake is pegged at 699.15 meters.

Edgardo Calabio, regional corporate executive of NGCP, said once the water level at the lake reaches 698.15 meters, the power plants will have to be shut down.

In recent history, there were only two instances wherein the water levels at the lake breached the 699.15 critical level mark: in April 19, 1991 when the water levels dipped to as low as 698.08 meters and in May 08, 1998 when water levels dipped to 699.01 meters.

"But these happened already in April and May, the peak of the summer season. Right now, it is only February but the water level is already dipping so low," Calabio said.

NGCP is not only crippled by the El Niño, which has dried up water reserves. More so, unprecedented economic activities that were not matched with investments in power generation place Mindanao in a tenuous situation.

"As early as 2008, the Department of Energy has warned the public about the crisis," Calabio said, citing an article printed on Sun.Star Davao last October 2008. "You have been warned."

Oratio Imperata

Like the Catholic Church, the NGCP is now urging the public to be more persistent in its prayers for rains to come and fall in the right places.

"For everything to be normal, the water inflow must be at 120 cubic meters per second. What we have now is only 30 cubic meters per second," Calabio said. "We have to pray for rain."

Starting last Sunday, the Catholic clergy has made it part of every mass to include an “Oratio Imperata,” or mandatory prayer, for rains to come in drought-stricken areas of the country and in Mindanao, where the dry season has severely affected the power supply.

Untapped Sources

A diesel-fired power plant in Iligan City, which has a full capacity of 100 megawatts (MW), continues to be mothballed despite the onslaught of a power crisis in Mindanao due to the low water levels in the island's water sources for its hydro power plant.

Reports showed that the diesel-fired power plant has not been allowed to run by the local government unit of Iligan due to an unsettled tax-debt amounting to nearly P800 million.

If tapped to run, the diesel-fired power plant can generate an initial 35 MW as the other 65 MW capacity of the plant is under repair.

KORONADAL CITY -- Several business owners in South Cotabato are now considering closing shops temporarily due to prolonged rotating brownouts prevailing in the area, a business chamber official said Friday.

Carlito Y. Uy, president of South Cotabato Chamber of Commerce and Industry Foundation Inc., said the worsening power situation caused losses to electricity-dependent small business establishments.

"They're thinking of closing shops until the power situation returns to normal," he noted.

Among the sectors reeling from the rotational power outages are internet cafes, service and machine shops, and fresh food producers, Uy said.

The province experienced a near-straight 10-hour power interruption on Wednesday, a big leap from the one-to-two hours rotational brownouts previously implemented in the area.

An advisory from the South Cotabato Electric Cooperative I said that power rationing would be cut daily by six hours in one service area -- in twice basis interruptions starting Friday, until the supply improves.

The National Grip Corp of the Philippines, the private operator of the country's transmission network, has placed Mindanao in a red alert status due to the declining power production in the island.

As of Friday, Mindanao has available capacity of 900 megawatts (MW) against peak load of 1,210 MW, or a deficit of 310 MW.

Power generation in southern Philippines has been in the declining mode due to low water inflow to the Agus and Pulangi plants. More than half of Mindanao's power requirement comes from hydropower plants.

The El Nino climatic condition has been blamed for the low water inflow.

Mindanao’s power shortage: foreseen but ignored?

DAVAO CITY (MindaNews/03 March) – The El Nino phenomenon is allegedly to blame for the daily brownouts in Mindanao: one hour in Davao City; a total of eight hours -- from 4 a.m. to 6 a.m.; 11 a.m to 2 p.m. -- in Kidapawan City, home to the Mt. Apo Geothermal Power Plant; five to six hours in Butuan; one hour thrice daily in General Santos; at least two hours in Tagum; four hours in Cagayan de Oro; six hours total in South Cotabato; four hours in Surigao del Sur; five to six hours in Ozamiz; six hours in Bukidnon; two hours in Iligan, home to the Maria Cristina Falls; etc…

The total number of hours of daily brownouts this year, however, has not reached the level of the early 1990s when brownouts were longer and generators were bestsellers.
Presidential Assistant on Mindanao, Jesus Dureza, who met in Davao City with Mindanao’s power industry stakeholders on February 25, proposed a Mindanao Power Action Center “to ensure that we keep the possibility of a power crisis in Mindanao away from becoming imminent.”

He said that while the current situation is far from being a crisis level, “the widening gap between power generation capacity and surging demand is too serious to ignore.”

As of March 3, Mindanao’s available capacity is 808 megawatts to meet a peak load of 1,318 or a deficit of 510 mw, the National Grid Corporation of the Philippines (NGCP) said. NGCP is the country's only utility responsible for transmitting high-voltage power from generators to distributors. It does not own or operate and maintain any power generation and distribution facilities.

NGCP had earlier warned that the capacity of the Agus power plants, source of hydroelectricity in Mindanao, has been reduced to as much as 60 percent and the Pulangi plant to 80 percent.

The National Power Corporation's (Napocor) Agus Hydro-electric Power Plants have a total available capacity of 110 mw out of the total rated capacity of 727 mw. Pulangi Plant, also owned by Napocor, is running at only 30 mw out of the total rated capacity of 255 mw.

Iligan Diesel Power Plant, which has been unavailable since February 1, is already online and providing 35 mw to the grid.

The hydroelectric power plants run under normal conditions, when the water level of Lake Lanao is at least 701 meters above sea level (masl)

El Nino reduced the water level to what is now a critical level of 699.06 masl as of March 3, below the 699.15 minimum allowable drawdown level.

“Impossible”

The Mindanao Economic Development Council (MEDCo) released a list of generating plants in Mindanao showing that the total generating capacity of the combined diesel, geothermal, hydro and oil thermal is 1,877.73 mw of which 997.65 is from hydro, 457 from diesel, 210 from coal, 108.60 from oil thermal and 104.48 is from geothermal.

Of the total generating capacity of 1,877.73 mw, only 808 mw is available. If all the power plants were running at full capacity, 1,877.73 mw would have been enough to meet the peak load of 1,318 mw and still have a reserve of 559.73. As of March 3, the total deficit is 510 mw.

Dureza told the February 25 meeting of stakeholders that reduction in generation capacity is due to “El Nino effect; plant maintenance; unit derating; and deactivated shutdown.”

But Guido Delgado, president of the National Power Corporation from 1994 to 1998, told MindaNews the problem had been foreseen but ignored.

“It is impossible for the administration not to have foreseen the situation,” he said.

From January to June 2009, according to Dureza, the power generation mix was 53% hydro, 19% coal, 17% oil, and 11% geothermal. There was no El Nino episode last year.

For the same period in 2010, the power generation mix had become 34% hydro, 33% oil, 22% coal and 11% geothermal.

Delgado recalled that during the Aquino administration (1986 to 1992), “the deficiency was 100 to 150 mw and that was giving us 10 to 12 hours of brownouts. This was because our peak at that time was just around 800 mw and 3/4 of the power was coming from the hydros.”

Delgado was then chair of the Cagayan de Oro Chamber of Commerce and convenor of Mindanao Against Darkness (MAD). In 1992. Aquino’s successor, President Fidel Ramos, appointed him board member of NPC and later president.

“Today the peak hits 1,300 mw and the hydros are down to 50% (approximately) of the system capacity. So it couldn't have been just El Nino to explain the shortage because the hydros are now a smaller contributor to the system. The government really failed to put in place the required power capacity. The government was aware of this fact. And something could have been done about it,” Delgado said.

Delgado said government “was also aware that one of the bigger problems of Mindanao is the low price of power -- it is as if we were still living in the age of unlimited hydro capacity. So the low price of electricity has not encouraged investors in the power sector in Mindanao. The last government project was the 200mw STEAG plant which I signed three days before I retired. I got a lot of criticism for it especially from the Osmenas claiming that I signed a ‘midnight’ deal. But as I said, and the situation today is bearing me out, only a Mindanawon in Napocor will have the interest and the guts to put up a power plant in Mindanao”

He said the National Economic Development Authority “was criticizing me for signing the power plant. But I said I wanted to sign it because I was predicting that there will be no Mindanawon NPC president once I retire. And therefore no one will think of Mindanao's power situation. True enough, the current situation is proving me right.”

Problem 10 years ago hounds present

“That's why I feel so bad. I had been telling people that Mindanao had a problem 10 years ago,” Delgado said.

Dr. Fermin Adriano, MEDCo consultant , was quoted by the OP-Min as saying, "More than three years ago, I presented a paper which included a policy recommendation that the power situation in Mindanao should be looked into by MEDCo because it would surely have an impact on the island's development in the future. As usual, nobody listened and we are now again in a firefighting mode."

In his paper titled “Review Of The Government’s Mindanao Peace And Development Paradigms,” Fermin raised looming power crisis as one of the emerging issues.

"Mindanao faces a looming power crisis as there is hardly new power generation projects being undertaken in the island. With the possible operations of huge mining firms within three to five years from now, the take-off of business out-sourcing sector, and with the rising demand for energy of an increasing population in Mindanao, it is imperative that the process of addressing this critical concern be done as soon as possible."

“So what did MEDCo do?,” asked a former OP-Min official in a social networking forum. “If power supply is deficient, why are big-ticket investments coming in? It doesn’t wash,” he said.

“We’ll have to ask MEDCo about that,” an incumbent government official replied.

He added: “On the second question, obviously nagka brown-out yata when power/energy sector and the planning/investment entities of the government were supposed to work together to prepare utilities for the growing demands of the population and new industries. Also, while everyone perhaps is thinking about investments to generate employment, incomes/revenues and better services, there was a patent neglect of the fact that with the unabated growth of population and industries, the corresponding ability of the energy sector to generate proportionally required power cannot logically be met without increasing its generating capacities.”

But who’s accountable?

For Delgado, the International Finance Corporation (IFC) “is also to blame for this mess.”

“This World Bank subsidiary is supporting this so-called Mindanao aggregation of electric cooperatives. Their idea was to aggregate all the co-ops into one large company and then they will have the ‘power’ to negotiate a good price for Mindanao. Obviously it didn't work as we are all facing the shortages in Mindanao now. They forget the simple rule in credit: the credit of the group is only as good as the credit of the weakest part of the group. The EU, in a much larger scale, is facing a similar problem now with Greece's and most likely Spain's economy falling apart due to bad credit and fiscal decisions of these governments. The aggregation concept will have the same problem albeit in a smaller and simpler way,” Delgado noted.

He said an even bigger problem “is the power industry structure that the EPIRA (Electric Power Industry Reform Act of 2001) had laid down.”

“You have PSALM (Power Sector Assets and Liabilities Management) that is not responsible for power generation but is holding the purse/budget for NPC (National Power Corporation). You have NPC who is the supplier of last resort with no funds for bringing in power nor is it allowed under the EPIRA. In other words, even if NPC had a solution, it cannot enter into any power sales contract because it has no funds and even if it had the funds, the law prohibits that. You would think now, where will the consumers and citizens run to? The Department of Energy (DOE) has no power to do anything either. The DOE is only Vice Chairman in all government power companies of any relevance. The Energy Regulatory Commission (ERC) is limited to tariff regulation and cannot impose any contractual obligation between two private parties who may want to set up a power generation part,” Delgado said.

“In short, NO ONE in government is responsible for the power shortage in Mindanao. No one is accountable to us in Mindanao. So no matter how we in Mindanao cry in anger, the government cannot do anything about it without stretching the limits of the law. Think about it: if the government could have done something about it, why has nothing been done about it? I rest my case,” said Delgado. (Carolyn O. Arguillas/MindaNews)

talking about brownout, grabe!! daily (4-5hrs) man sad, am here in mindanao for vacation sana pero tindi naman ng init... wala talagang plano ang goberno ng pilipinas sa future, bahala na ang susunod na uupo, ganun ang politiko dito sa atin... daming tubig na dumaan sa pinas, sinayang lng, ngayon naghahanap ng tubig... naa pay usa dha c sec.R.. miingon, sisihin daw ang panginoon... wat hapen 2 d philippines!!! sus, ginoo!!!

diri sa cavite blue ma-feel every once in a while... mga 1 hour lang... like last thu 11-12 noon... wed night pang-gabii ko sa work (10-6), nakatulog kog 6:30, gipukaw kaha ko sa kainit pagka-alas 11 kay brownout lagi... init kaayo... sa ozamiz lagi daw grabe sige brownout, mao pod ingon ako mama... haayyy... ingon pa daw si noynoy na dili ra dako ang problema... paanhaa ra gud na siya sa ozamiz para makabalo siya na dako na kaayo ang problema... :bash:

Energy department bats for coal-fired power plants

OZAMIZ CITY – The Department of Energy (DOE) is calling on the people to open their minds to the prospect of developing the coal-fired power energy in the city.

Coal will remain a major alternative fuel for power generation in the next 20 years, DOE said.

Energy Undersecretary Zamzamin Ampatuan said by the end of 2030, the primary energy supply outlook of the country has listed coal as the number one source of energy followed by oil, natural gas, solar, hydro, geothermal, biomass, and nuclear power, as indicated in the Philippine Energy Plan (PEP).

“At this time, people should be able to understand that our hydro-powered plants have been plagued with the lack of water not only due to the El Nino phenomenon but because this has always been the case every summer when the level of water sources of the hydropower plants are depleted. Thus, we have to find alternative sources, aside from hyrdro, if we want ample supply of power. And that’s exactly what we need now,” Ampatuan said.

Ampatuan, who opened the Information, Education and Communication (IEC) Campaign on the 20-year PEP held at the Royal Garden Hotel here, said after 20 years, the Philippines will have a final energy demand for the different sectors, particularly the transport, industry, agriculture, residential and commercial sectors.

He stressed that the development of a coal-powered plant to answer the need for electric power is much better compared to lighting a “lampara” (wick lamp) or using kerosene within the confines of a room.

Ampatuan also stressed the need for adoption of clean coal technologies to address the environmental and social acceptability issues that hamper the development of local coal resources to increase local coal consumption.

So far, Northern Mindanao only has one coal-fired power plant, the STEAG State Power plant located in Villanueva, Misamis Oriental, which generates about 210 megawatts of electric power. (PIA-10)

BUTUAN CITY – The Agus hydroelectric power plant in Lake Lanao and the Pulangi plant in Bukidnon, major sources of the Mindanao grid, might be forced to shut down if their critical low water levels continue, raising the possibility of a Mindanaowide blackout, industry stakeholders said.

Mindanao is currently experiencing up to six hours of rotating brownouts as a result of a severe shortage in the grid, which has a peak demand of 1,470 megawatts. The Agus plant has a total rated power capacity of 727 megawatts while Pulangi has a rated power capacity of 225 MW.

Technical engineers from various electric cooperatives in Mindanao who personally visited the Agus and Pulangi plants said the water sources powering the two facilities are already in the critical stage.

“We are afraid of this situation because those power plants already suffered vibrations and this will further damage the turbines,” observed Agusan del Norte Electric Cooperative Manager Engineer Noli Namocatcat.

He said it would be dangerous once the water level in Lake Lanao, source of the Agus power plant, breaches the critical level of 699.15 meters. As of Saturday, the water level was at 700.04 meters.

The Pulangi plant is in the same situation as water reservoirs in Bukidnon that feed the Pulangi River continue to dry up due to the effects of the El Niño phenomenon.

To date, Pulangi plant is already producing 20 megawatts below its rated capacity, contributing to the increasing deficiency in the grid.

The development has prompted the Mindanao Chamber of Commerce to appeal to concerned government agencies, especially the national government, to act fast before the situation reaches its worst.

They said that once the Agus and Pulangi plants shut down, billions of pesos will be lost in terms of production and revenues while thousands of employees and workers might lose their jobs.
Meanwhile, the Oro Chamber of Commerce and Industry together with the PHIVIDEC Industries Association (PIE-MO) and the Cagayan de Oro Chamber of Industries have also voiced grave concerns.

The Cagayan de Oro groups filed a joint resolution addressed to the national government urging the Department of Energy, the National Power Corporation, the National Grid Corporation of the Philippines and the Private Sector Asset and Liabilities Management Corp. to act on the generation and transmission-related problems in the Mindanao grid.

Copies of the resolution were given to Energy Secretary Angelo Reyes by Oro Chamber Vice President for the Manufacturing and Industry Sector, Ghaye Alegrio.

Agriculture officials also said at least 14,000 hectares of farms were already severely affected by the continuing dry spell in Northern Mindanao, affecting the most the agricultural provinces of Bukidnon, Misamis Oriental and Misamis Occidental as well as parts of Lanao del Norte and Camiguin.
The Department of Agriculture in Northern Mindanao has reactivated the Regional Task Force on the El Niño phenomenon to alleviate the worsening situation.

The drought is feared to cause billions of pesos in agricultural losses, particularly in rice and corn production, said Region 10 Regional Executive Director Lealyn A. Ramos.

Ramos, who is also the task force chairperson, said cloud seeding operations by the Air Force’s 900th Air Weather Group will prioritize areas near the river basins of Lake Lanao and the Pulangi River in Bukidnon.

Farmers in Northeastern Mindanao, also called the Caraga Region, have also started to feel the effects of the dry spell.

Palace set to declare state of calamity in Mindanao

MANILA, Philippines - President Arroyo is set to sign a proclamation declaring a state of calamity in Mindanao where a long dry spell brought about by the El Niño phenomenon has already severely damaged agriculture and triggered power outages.

Mindanao Development Authority chairman Jesus Dureza said a draft proclamation is already on Mrs. Arroyo’s desk.

The Palace has decided to issue a proclamation to address the power crisis after the two chambers of Congress failed to muster a quorum for an emergency session.

Dureza said he was expecting the proclamation to be signed yesterday afternoon,

but some officials said the President was still considering the ramifications of such a declaration.

“Let’s wait for the President’s action on this,” presidential spokesman Ricardo Saludo told a news briefing.

Executive Secretary Leandro Mendoza and Defense Secretary Norberto Gonzales, who chairs the National Disaster Coordinating Council (NDCC), presided over a meeting at the NDCC at Camp Aguinaldo, to fine-tune the draft proclamation.

“The Department of Energy is hereby directed and authorized to take necessary measures to address and resolve the crisis expeditiously. All departments and government agencies concerned are directed to implement and execute appropriate programs in accordance with the existing operational plans, directives and orders issued in connection with the occurrence of this calamity,” the draft proclamation read.

Gonzales said such a declaration would allow concerned local governments to immediately tap five percent of their respective budgets, which is allocated as calamity funds, to address the crisis.

“After listening to the DOE (Department of Energy) and our Pagasa (Philippine Atmospheric Geophysical and Astronomical Services Administration), I think it’s really necessary that we declare a state of calamity in Mindanao,” Gonzales said.

“The entire Mindanao (will be covered). Our problem in Mindanao is it is more dependent on hydropower and the supply of water has really been dangerously low. So we hope that there will be rain or typhoons by July then we can normalize the water supply,” the NDCC chairman said.

“As per Pagasa prediction, we may not have rains until June. We’re hoping that by the beginning of July we will have rains already,” he said.

Saludo cited precedents in the case of the onslaught of storms “Ondoy” and “Pepeng” in Luzon that forced Mrs. Arroyo to make such a declaration for the region to control prices of basic commodities.

“The other thing that may be important, we are entering the period of election ban soon, some projects or actions are prohibited to the national and local governments. Now, if there will be a declaration of a state of calamity then it may allow certain activities that are urgently needed to be exempted from the ban,” Saludo said.

The meeting at the NDCC office was the second in as many days that tackled the Mindanao power crisis.

Energy Secretary Angelo Reyes presented to the Cabinet four options and solutions that would allow the government to address the power crisis in the region.

The measures include shifting operating hours of factories during nighttime when power demand is relatively low; a load-sharing program where firms with excess power would share with companies in need; a government and private sector partnership to lease generator sets; and the transfer of a power barge to Davao to generate additional 200 megawatts.

Dureza said the power situation in the region is worsening with generation deficiency reaching 700 megawatts and with the water in the Agus and Pulangi hydroelectric plants reaching critical level.

Deficiency worsens

The generation deficiency in Mindanao has widened further to 748 megawatts (MW) as hydropower facilities owned by the National Power Corp. (Napocor) continue to produce less and less power.

In a report by the National Grid Corp. of the Philippines (NGCP), capacity was at 749 MW as against peak demand of 1,497MW.

The Visayas grid, on the other hand, registered a power deficiency of 30 MW while the Luzon posted reserves of 223 MW.

Industry sources, meanwhile, said the plan of the government to deploy power barges as stopgap measure may not be advisable.

They said it would take at least three months to construct a mooring facility for these barges and it would already be rainy season by the time the power barges were ready to dock.

hi everyone, im a newbie... im from ozamiz. bag-o lang sab ko diri, im originally from jimenez. nituyo jud kog reg aron mkakuha kog info or mga advice ani... we're moving to cebu in april, mura ni ug from house to house bah. ako mga gamit nga dagku kay sala set, dining set, ref, aircon, 31" tv set with stand, durabox and double-sized spring bed. naa moy idea unsa nga trucking service/transportation service ako mahimo gamiton ani? pila kaha ako magasto? please help... i'd appreciate it so much. naglabad na akong ulo. :ohno: can't sell them man sab gud kay wla nay tym pud. thanks thanks!!! :)

hi everyone, im a newbie... im from ozamiz. bag-o lang sab ko diri, im originally from jimenez. nituyo jud kog reg aron mkakuha kog info or mga advice ani... we're moving to cebu in april, mura ni ug from house to house bah. ako mga gamit nga dagku kay sala set, dining set, ref, aircon, 31" tv set with stand, durabox and double-sized spring bed. naa moy idea unsa nga trucking service/transportation service ako mahimo gamiton ani? pila kaha ako magasto? please help... i'd appreciate it so much. naglabad na akong ulo. :ohno: can't sell them man sab gud kay wla nay tym pud. thanks thanks!!! :)

Companies in charge of transporting voting machines across the Philippines will still be held liable should the equipment fail to reach their locations on time, the Commission on Elections said on Friday.

“The PNP (Philippine National Police) and AFP (Armed Forces of the Philippines)’... role is important but the forwarders are responsible in the delivery of the PCOS [Precinct Count Optical Scanner] machines," Comelec Commissioner Gregorio Larrazabal said during a meeting attended by the poll body, the PNP, AFP, Smartmatic-TIM, the Department of Education, and the three forwarders tasked to deliver the machines.

More than 76,000 poll machines must reach their designated areas three to seven days before the elections for the testing and sealing, Larrazabal said.

The PNP and the AFP will be in charge of securing the machines.

Earlier, the Comelec enlisted the services of forwarding firms Germalin Enterprises (National Capital Region), Ace Logistics (North and South Luzon), and Argo Forwarders (Visayas and Mindanao) for the transportation of the poll machines and ballot boxes.

The Comelec decided to leave the delivery of all the election materials to the three companies so that there will be no more confusion, just like how it awarded the contract to manufacture the ballot boxes to poll machine supplier Smartmatic-TIM, Comelec chairman Jose Melo said.

Forwarders ready

Amalia Zoleta, vice president of Argo's marketing division, said that the company is well aware of what will happen should they fail to deliver more than 35,000 PCOS units to the Visayas and Mindanao.

"It's in the contract, nakalagay dun (it says there)... if u cannot deliver within that four days then you have to make an advance delivery," she said.

She refused, however, to divulge how much they will have to pay should they commit a contract breach.

But she noted that they have insured the machines in case anything happens.

She also said that their deployment plan will ensure that the voting machines will be delivered to their hubs in the municipalities beforeMay 3, which will be the beginning of the deployment to the polling places.

The forwarder said that it has hubs in Region 6 (Iloilo, Roxas, Bacolod), Region 7 (Cebu, Tagbiliran, Dumaguete), Region 8 (Tacloban), Region 9 (Zamboanga City, Dipolog), Region 10 (Ozamis City, Cagayan De Oro, Region 11 (Davao), Region 12 (General Santos City), Caraga (Butuan), and ARMM (Cotabato).

"For the hubs we have enough security people hired. We have contracted a security agency who will handle the whole deployment for Visayas (and) Mindanao," she said.

Zoleta said that her company has already asked Smartmatic to double the packing of the machines bound for far-flung areas.

She also said that they are hoping for the AFP and PNP's protection in provinces known to have a history of election violence.

On the other hand, Germalin executive assistant Ireneo Padrigon said that her company is prepared to deliver the more than 7,000 machines to be deployed in the NCR.

"Ito naman ay pinaghandaan nmin. Since last year pa kami nag-prepare dito (We prepared for this. We have been preparing since last year)," he told reporters.

Padrigon said that the company will be storing the machines in its hub in Tandang Sora in Quezon City for safekeeping until they are scheduled for delivery.

He also assured that the PCOS units will remain unopened while inside the facility.

"Naka seal yun. Hindi namin tatanggapin kung merong irregularity (Those are sealed. We will not accept them if there are irregularities)," he said, adding that they also have organic secuirty personnel hired to guard the machines.

Argo worked with the Comelec during the 2007 national and 2008 ARMM elections. Germalin also worked with the poll body in the 2007 polls.

I'm starting to worry about that enclosed area turning into a toilet of epic proportions. The water's tint on the inside area is starting to show... Plus the culverts made to "circulate" water flow are too small. I can only imagine the environmental repercussions.

About the balangay: Sounds cool going around the Philippines in such fashion-- but I wouldn't want to give up my privacy in the process. Heheh... Di gyud ko maka poopoo ug peepee pag ingana kadaghan tawo sa bangka. :nuts:

I'm starting to worry about that enclosed area turning into a toilet of epic proportions. The water's tint on the inside area is starting to show... Plus the culverts made to "circulate" water flow are too small. I can only imagine the environmental repercussions.

About the balangay: Sounds cool going around the Philippines in such fashion-- but I wouldn't want to give up my privacy in the process. Heheh... Di gyud ko maka poopoo ug peepee pag ingana kadaghan tawo sa bangka. :nuts:

Hike in Mindanao power rates feared
SS-Cdo city March 12, 2010

DAVAO CITY -- Power rates in Mindanao are feared to increase especially with the arrival of four power generating units that will augment the island’s energy supply.

A bank official said Thursday that power rates in Mindanao could go up from P3 to as much as P18 per kilowatt hour, especially with the use of four power generating units that are expected to arrive in Mindanao anytime soon.

"One thing that I fear is that power rates can go up… It can even reach P21 per kilowatt hour," Development Bank of the Philippines (DBP) President Reynaldo David said during a business forum hosted by SyCip, Gorres, Velayo & Co (SGV) Thursday night at Marco Polo Davao Hotel.

He said the four power generating units will be used to ease the growing energy supply gap being experienced in Mindanao region, which has been placed under state of calamity by President Gloria Macapagal-Arroyo due to the worsening energy crisis.

Arroyo declared the state of calamity on Thursday upon recommendation by the National Disaster Coordinating Council (NDCC).

But David said even the day before the declaration, Arroyo had already urged government financial institutions to expedite the loans for the acquisition of power barges and generator sets in Mindanao.

During the meeting with the President, David said the orders were for the Land Bank of the Philippines and the DBP to "provide funding for the purchase or lease of generating units with capacity of up to 100 megawatts."

Measures

The President has given specific measures to NDCC and Department of Energy (DOE) to deal with the power deficiency.

The measures were divided into three parts: generation related, load customer related and transmission related.

Plans under power generation include: National Power Corporation (Napocor)/Alto Power to resolve the additional 5.5 Megawatts (MW) unit at Southern Philippines Power Corporation; resume operation of 100 MW Iligan Diesel Power Plant by Power Sector Assets and Liabilities Management (Psalm)/Napocor; contract additional power generation if there is any, within the franchise area; and operate available embedded generators from private sectors.

Under load customer related, Arroyo ordered automatic de-loading of demand between 6 p.m. to 8 p.m.; schedule manufacturing activity during off-peace period between 9 p.m. to 5 a.m.; load customers should follow the Napocor recommended level of curtailment; and consumers shall implement the DOE recommended energy conversation measures side management.

In transmission related, the President had several urgent measures, including speed up of repair completion of Agus-2 Kibawe 138 kilovolt (KV) lines 1 and 2 that already repaired but keeps on bugging down; expedite the commissioning of Marang-Bunawan 230 KV backbone project; and rush the completion of Sangali-Pitogo 138 KV line.

Aside from these mitigating plans, Arroyo said the National Government has authorized one billion peso calamity fund for areas badly hit by El Niño in Mindanao.

“It’s up to the El Niño Task Force, headed by the Department of Agriculture (DA), how to allocate among the different (area),” she said.

The President opted to declare state of calamity in Mindanao as the island experiences five to eight hours rotating brownout as result of continuing dry spell.

The proclamation enables local government units (LGUs) to use Mindanao’s internal revenue allotment (IRA) amounted to P68.9 billion in 2009.

Arroyo said she is counting on the local government units (LGUs) to spend its five percent IRA wisely to address the effects of El Niño.

She said they will be pushing through with the leasing of generator sets not through the government, as prohibited by the Electric Power Industry Reform Act (Epira) law, but through the private sectors.

“I said we should also use the embedded generating capacity, when they had a shortage that’s what they did, they used the embedded generating capacity of the private sector; they allowed them to connect to the grid,” she said.

Arroyo estimated a 100 million dollar cost for power generating machines loan.

Politician’s fear

Several officials feared that the funds extracted upon the state of calamity declaration might be used by politicians running in May elections.

Deputy Presidential Spokesperson Charito Planas, in her weekly press briefing at the Malacañang, allayed these fears and called for unified action on El Niño.

She said speculations from administration critics are not helping the government, but instead are worsening the problem.

Lashing back at critics, particularly presidential candidates, Planas urged them to come up with their own plan to solve power crisis if they do not agree with the government’s plan.

“They should not focus on plain politicking; they should focus on solution, not just criticizing the administration. Politicians should start changing, show you programs to people,” Planas said.

“Don’t blame it all on the government. Each of us should contribute in this cause,” she added.

As advice to public, Planas said that going back to basics could help mitigate the dry spell.

“The use of alternative appliances that perform or provide the same kind of function and utility such as using the electric fans instead of air conditioning units, use of wash and wear clothes and use of LPG stoves or charcoal stoves rather than electric stoves and simply yet proven energy-saving measures,” she said. Mindanao hydropower plants nearing shutdown

ILIGAN CITY—THE SHUTdown of all the power generating plants in the Agus complex is now imminent with the water level at Lake Lanao dropping from the normal 701 meters to 698.9 meters, according to National Power Corp. (Napocor) officials.

Alan Abamonga, the operations engineer on duty at Agus 4 power plant, told the Inquirer that the lake’s new water level was recorded at 9:30 a.m. Saturday.

Abamonga said that if the lake water continued to ebb, Napocor would be forced to shut down more generators to prevent silt from damaging the turbines.

Lake Lanao is one of the two largest sources of hydropower for Mindanao.

On the phone with the Inquirer, Napocor operations and planning manager Pedro Ambos said the water levels of Lake Lanao and the Pulangi hydropower plant in Bukidnon had not risen despite the occasional rains.

As a result, Ambos said, Napocor had been forced to shut down 11 of the 20 generators at the Agus complex, and only two of the three generating plants at the Pulangi hydropower complex continued to run.

He said this was why power outages had become longer, up to 12 hours in some areas.

“The grid demand is at 1,447 megawatts while the generated supply is only 903 MW. There is a shortfall of 544 MW in the entire Mindanao,” Ambos said, adding that industrial activities in such cities as Davao and Cagayan de Oro were fueling the increasing demand.

Only in December

Jesus Dureza, President Macapagal-Arroyo’s adviser on Mindanao, yesterday said the power situation on the island would get back to normal only in December—if rains come in June.

Interviewed on Vice President Noli de Castro’s radio program “Para Sa Iyo, Bayan,” Dureza admitted that the power crisis in the region had gone from bad to worse.

“If it rains in June, the situation in Mindanao will normalize in December. We lack 700 MW, and that’s equivalent to four big plants,” he said.

Dureza said investors in Mindanao were discussing a number of options, such as putting up new plants.

However, he said, it would take four to five years before one could put up a new power plant.

Blame Napocor

South Cotabato Rep. Darlene Custodio said Napocor and the government should be blamed for the short power supply.

Speaking at the House energy committee’s public hearing on the power crisis in Davao City on Thursday, Custodio said she was disturbed to hear that Napocor had neglected maintenance and rehabilitation.

“We had been warned about El Niño and yet it seemed to me that Napocor was not prepared. What I have heard is that Pulangi has not even been dredged of silt for many years now,” she said.

According to Custodio, the power shortage in Mindanao has been aggravated by Napocor’s inefficient management of hydropower sources and generators.

“I heard that the power generators need repair but they are not being given attention. And the Pulangi complex is supposed to operate on a 200-MW capacity but because of the absence of maintenance and rehabilitation, it has been operating only at 35 MW,” she said.

But Napocor president Froilan Tampico passed the blame to the Power Sector Assets and Liabilities Management (PSALM), whose responsibility, he said, was to ensure that power plants and facilities were operating at their best.

Lack of revenues for maintenance

Rommel Regacho, who represented PSALM at the public hearing, admitted that it had failed to maintain power plants and facilities.

Regacho said the revenues were insufficient to cover the expenses.

“The fund is from revenues, but [power] rates are not enough to recover the cost of operations,” he said, adding that the government had been losing in the operation of the Agus and Pulangi plants.

But Vicente Lao, the president of the Mindanao Business Chamber and vice chair of the Mindanao Electric Power Alliance, said it appeared that Napocor and PSALM were only making excuses in order to fast-track the sale of the hydropower plants to private investors.

“I am concerned because there seems to be a deliberate effort on the part of PSALM not to maintain the Agus and Pulangi complexes because they are planning to sell these facilities … and clearly compromising the benefit and welfare of Mindanao,” Lao said.

But Regacho said: “There is no truth to that. You cannot sell if you are operating junk.”

He also admitted that the sale of power facilities was the government’s direction with the Electric Power Industry Reform Act.

Added opposition

In Cagayan de Oro, Northern Mindanao’s Regional Development Council (RDC) joined the opposition to the planned sale of the Agus and Pulangi complexes.

RDC officials said the planned sale would result in an increase of at least P1 per kilowatt hour in the average rate of electricity in Mindanao, or an estimated total increase of P7 billion annually in the electricity bills of all power consumers there.

Compared to other areas, Mindanao enjoys the lowest power rate of about P3 per kilowatt hour.

Ralp Paguio, president of the Cagayan de Oro Chamber of Commerce, said selling the Agus plants—which normally provide 40.8 percent of Mindanao’s total installed capacity—would enable the buyer to dominate the wholesale power market in Mindanao.

“Whoever buys [the Agus plants] will have an undue advantage, and this may lead to manipulation of electricity rates,” Paguio warned.

Development Bank of the Philippines president Rey David said Ms Arroyo had instructed officials of the DBP and Land Bank of the Philippines to provide funds for power companies procuring generating sets.

“We will make funding available for the purchase or lease of generating units with capacity up to 100 MW,” David said at the 2010 Davao Business Forum hosted by SGV & Co. at the Marco Polo Hotel in Davao on Thursday.

Warning on San Roque

In Dagupan City, Sen. Manuel “Mar” Roxas warned that the water level of San Roque Dam was now so low that “in roughly 20 days,” it might no longer be able to release water.

This is a far cry from late last year, when the dam—which waters 12,000 hectares in Pangasinan that produce 60 percent of the province’s rice crop—released a deluge at the height of Typhoon “Pepeng.”

Roxas, the vice presidential candidate of the Liberal Party, issued the warning after inspecting San Roque Dam yesterday morning and warning rice traders not to raise their prices. (The cost of a kilo of rice in Metro Manila has risen from P34-P36 to P38-P40.)

He said that while the dam was nearing critical level, irrigation officials had drawn up a plan that would allow its waters to last until Pangasinan farmers get done with their last harvest by May 15.

“In the next 20 days roughly, [the dam] will hit the critical portion. At the present rate, will reach critical level before Holy Week,” Roxas said.

“At that point, [it] will not be effective anymore. [It] cannot produce water for power [or] irrigation,” he said.

Roxas said that if the water recedes “beyond a certain point,” it would “destroy the integrity of the construction of the dam.”

“That is why if it goes below the critical point, they cannot keep releasing water anymore. In the next 20 days, unless the rains come early, which is not expected, this dam will stop producing,” he said.

Half a meter daily

Ceferino Sta. Ana, the National Irrigation Authority division manager in the area, said the NIA will “reduce the requirement for irrigation” on April 1 so that the water would last until May 15.

The farmers hit by the flooding in Rosales, Pangasinan, are the ones harvesting late because they planted late, Sta. Ana said.

Roxas said San Roque Dam’s water level was falling by “half a meter per day,” or an equivalent of “20 million cubic meters.”

“Right now, this dam is producing only about two-thirds of [the electricity] it’s supposed to be providing. It should be 100 MW, but it has only about 60 MW today,” he said. LIBERAL Party presidential bet Senator Noynoy Aquino and vice-presidential candidate Senator Mar Roxas are in Ozamiz Thursday, March 11 for a press conference held at Misamis University (MU).

Misamis Occidental governor Loreto Leo Ocampos, LP’s congressional bet escorted Aquino and Roxas as they visited MU.

MU students listen to Aqunio and Roxas’ answer to questions from the Ozamiz City media as press conference is held organized by Ocampos.

While Aquino was answering questions, Ocampos told the students of his admiration for the senator.

Aquino answers questions pertaining to his priorities for the first 100 days as President of the Philippines, creating jobs, foreign debt, tax increase, reproductive health bill issue and surveys.

He also explained his focus on infrastructure and agriculture especially in Mindanao.
He added he would focus on real issues and not on the "personality". Aquino also opined that the nation’s problem is not the law “but its proper implementation.”

The press conference started at exactly 1:50 PM and ended 2:25 PM.
2:30 PM, Aquino’s team rushed to the airport for another sortie in Surigao City.

Earlier, a motorcade was organized by the LP local candidates headed by Ocampos. Thousands of the residents flock to the streets just to see and display the laban sign as a symbol of sympathy and supports.

The original plan of Aquino and Roxas in visiting Ozamiz was to visit for an interview to radio stations dxDD-AM/FM, dxSY-AM/FM and dxOC-AM but changed due to Ocampos’ insistent request to have a press conference.(NEPTALIE BATOLENIO)

Gidahuman nga mokapin sa 600 ka mga mag-uuma ang makapahimulos nga naggikan sa Barangay Prenza, Santa Crus, Barangay VII, San Apolinario, Garang, Labuyo ug Maquilao.

Low water level in Mindanao forces power firms to shut down more turbines

Butuan City (March 14) -- The National Power Corp. (NPC) has shut down some of the hydroelectric turbines of Agus plants in Lake Lanao and Pulangi 4 in Maramag, Bukidnon due to "very low and critical water level."

Pedro Ambos, officer-in-charge of operations and planning division of NPC, said the firm decided to turn off temporarily some of its turbines "to save water" and "avert damages."

Earlier, Engr. Noli Namocatcat, corporate manager of Agusan del Norte Electric Cooperative (ANECO), said a 2-centimeter daily decrease in water level in Lake Lanao might force the coop to shut down its turbines.

"At 2 centimeters water down a day, this Agus plants might forced to shutdown to protect its turbines from further damage," said Namocatcat.

ANECO general manager Horacio Santos said major industries had lost millions of pesos due to power curtailment.

The National Grid Corp. of the Philippines (NGCP), in its advisory Saturday, said the Lake Lanao water level had gone down further to 699.01 meters, which is already below the critical level of 699.15 meters.

The NGCP advisory also said that the generating power capacity to date was recorded at 650 megawatts (MW), against grid demand of 1,447 MW.

Lake Lanao is the source of Mindanao grid.

Lanao del Norte Electric Cooperative (Laneco) manager Resnol Torres said the temporary shut down of some of the Agus plants' turbines had resulted in a further cut in the coop's power of around 40 MW.

The new load curtailment scheme was meant for four-hour daily brownouts in the coop's service area, he said.

In Cagayan de Oro, local power utility Cepalco said the public could expect longer rotating brownouts, even a total blackout if the power situation takes a turn for the worst.

Total blackouts have also been scheduled in some provinces in Central Mindanao.

The rotating brownout reaches from 8 to 12 hours in several areas in the southern island.

The other day, President Gloria Macapagal Arroyo already declared a state of calamity in Mindanao due to severe power problem.

The declaration of a state of calamity would enable local government units (LGUs) to access calamity funds which could be used in mitigating the effects of power crisis. (muc/PIA-Caraga)

DAVAO CITY, Philippines -- For a few hours, Mindanao was freed from the threat of power blackouts as the National Power Corporation (Napocor) ensured there was no electricity outage during the Manny Pacquiao-Joshua Clottey fight on Sunday.

But the uninterrupted power supply was only short-lived. As the clock struck 3 p.m., it was back to blackouts.

In General Santos City, the opening ceremony of the Central Mindanao Regional Athletic Association (CRAA) was moved a day earlier (Saturday) to allow more than 5,000 delegates to watch the fight.

After learning that government had assured the public of non-stop power supply, Mayor Pedro Acharon, Jr. ordered his men to push through with the live feed of the bout at the 6,000-seater General Santos City Gymnasium.

The city government and the office of South Cotabato 1st District Rep. Darlene Antonino-Custodio chipped in to raise the P500, 000 needed to stage the live showing of the bout.

The city government spent P150, 000 while Custodio contributed P350, 000 from her congressional funds.

Ernesto Quisay, chief of staff of the City Mayor’s Office here, claimed more than 7, 000 residents came to the gym to watch the fight.

Quisay said those who were not accommodated inside the gym viewed the fight on a big television set mounted outside the gymnasium.

Except for Acharon, Custodio and her father former mayor Adelbert W. Antonino, no other local candidates showed up in the gym.

But in Compostela Valley province, the live showing of the Pacquiao-Cottley bout was done in 12 venues, courtesy of presidential bet Manny Villar.

Gov. Arturo Uy said Villar, Compostela Valley Rep. Rommel Amatong and Phoenix Petrolium, paid for the pay-per-view rights of the live viewing.

Villar’s campaign streamers were displayed in the venues. A short video clip, showing Villar wishing Pacquiao luck, was also shown shortly before the bout started.

As in the past, the live showing of the fight was sponsored by the local governments.

In Digos City in Davao del Sur, Mayor Arsenio Latasa offered free viewing on a wide screen at the city gymnasium.

In Mati City in Davao Oriental, the local government paid for the pay-per-view rights of the fight, which was shown over the local cable television channel.

In Ozamiz City, people flocked to the gymnasium to see the fight. There was also no power disruption in the city that had been experiencing eight-hour daily outages since last week.

There was also no power interruption when presidential candidate Benigno “Noynoy” Aquino Jr. visited Ozamiz on Thursday.

“I wish Noynoy would be here always, and that Manny will always have a fight,” resident Rannie Pepito said.

“If it was possible to have a steady power supply today (Sunday), why can’t they do it everyday?” Pepito asked.

But Napocor operations and planning manager Pedro Ambos said they impounded a substantial volume of water at the Pulangi hydroelectrict plant in Bukidnon to ensure non-stop power supply during the boxing event.

"Since Sunday is a non-working day, the energy reserve increased since industrial plants, which are major energy consumers, are closed," Ambos added.

Although Napocor provided uninterrupted power supply during the bout, Ambos was not satisfied because of the lackluster bout.

“The fight was not so satisfying since Clottey kept on covering his face,” he said.

Col. Leo Ferrer, commander of the 601st Brigade based in Lanao, had the same feeling.

“Had Clottey not covered his face, he would have been knocked out,” Ferrer said.

But Pacquiao’s mother, Dionisia, saw it differently. She and her friends, now known as the prayer brigade, prayed the whole duration of the fight.

Dionisia was at the Pacquiao mansion in Lagao village here. With her was Pacquiao’s youngest daughter, Queen Elizabeth, and the boxer’s eldest sister Liza Onding.

Dionisia said she would ask her son, Manny, upon his return here, to stop boxing and to focus his attention on his family and businesses.

“Malaki masyado ang kalaban niya. Nakakatakot. Dapat talagang tumigil na siya sa pagboboksing. Pagsabihan ko siya pagdating niya dito na tumigil na tutal marami na siyang naipong pera at marami na siyang naitayong negosyo (His opponent was too big. He looked awesome. Manny should really stop boxing now. I will tell him so, when he returns, anyway, he has earned a lot of money and has established many businesses),” Dionisia told reporters.

Ang nindot sa Globe kay no long distance charges for globe-globe calls countrywide. I'm not sure if PLDT do the same. Anyway mas nindot na kay naa na competitor ang PLDT sa wireline business dha sa zamiz...

Mindanao now under 8-hour brownouts

BUTUAN CITY – Mindanao is now suffering from as long as eight hours of brownouts as the shutdown of all the power generating plants in the Agus complex is now imminent with the water level at Lake Lanao dropping from the normal 701 meters to 698.9 meters, it was learned Monday.

It was also learned that because of the current very low water level, hydroelectric plants might temporarily shut down in a few days from now to avert further damage to its turbines that resulted in wide power curtailment in the island.

As a result, technical engineers of National Power Corporation (Napocor) had been forced to shut down 11 of the 20 generators at the Agus complex, and only two of the three generating plants at the Pulangi hydropower complex continued to run in Maramag, Bukidnon.

Napocor said this was why power outages had become longer, from six up to eight hours in some areas in the island. Pedro Ambos, officer-in-charge of operations and planning division of Napocor, said the state-owned technical men decided to turn off temporarily some of its turbines “to save water” and “avert damages.”

On the other hand, the National Grid Corporation of the Philippines (NGCP) in its latest advisory said the grid demand is at 1,447 megawatts while the generated supply is only 903 mW. There is a shortfall of 544 mW in the entire Mindanao.

As this developed, NGCP continues to monitor power grid conditions in round-the-clock basis, it was gathered.

In a related development, Mindanao leaders on Sunday has called the national government for the immediate release of the P10 billion calamity funds as power and agriculture problem continues to worsen in the island due the dry spell brought about by El Niño weather disturbance.

El Niño phenomenon severely hit the agriculture and hydroelectric power plants in the region since late January, this year.

The Mindanao law makers and local chief executives urged the national government for the fast-tracking of the release of the calamity funds as power consumers and farmers continuously suffered from the onslaught of dry spell.

Agusan del Sur Rep. Rodolfo Plaza, Cagayan de Oro City Rep. Rufus Rodriguez, Surigao del Norte Rep. Francisco T. Matugas and governors and mayors has called for the immediate release of the calamity funds to address the power and agriculture problem.

They said this calamity fund is a “big help” to the farmers and power problem.

“We hope that this calamity fund will be released as early as possible,” said Rep. Matugas of the first district of Surigao del Norte.

“I also hope that this calamity fund will be properly distributed,” also said Agusan del Sur solon Rep. Plaza.

Cagayan de Oro second district Rep. Rodriguez is also calling for the creation of a multi-sectoral calamity fund management task force.

Rodriguez suggested that an initial P5.5 billion calamity fund would be used to purchase modular generating sets to generate additional capacity of 160 mWin Mindanao.

“I also asked for additional P4.5-billion funds for immediate assistance to farmers affected by the dry spell in Mindanao,” added Rodriguez.

Surigao del Sur Gov. Vicente Pimentel, Agusan del Norte Gov. Erlfe John Amante, Misamis Oriental Gov. Oscar Moreno, Lanao del Norte Gov. Khalid Q. Dimaporo, North Cotabato Vice Gov. Emmanuel Pinol and other governors and mayors in Mindanao also voiced the same tune to address the worsening power problem.

Due to El Niño, damage to agriculture has breached the R8 billion mark nationwide, the National Disaster Coordinating Council (NDCC) said.

In its March 13 report, the NDCC said the estimated cost of production loss has reached P8,097,643,386, affecting some 693,732.43 hectares.

Meanwhile, the Zamboanga City government has allocated a remarkable amount drawn from the over P70 million calamity fund of the city to purchase electric power generators for the local and national government offices in this city and infuse additional P2.7 million in local funds to further finance the cloud seeding operations of the Department of Agriculture.

The City Disaster Coordinating Council (CDCC) headed by Zamboanga City Mayor Celso Lobregat convened on Friday and adopted at least eight resolution all geared towards the immediate solution of the power crisis besetting the city for the past few months now. (With a report from Nonoy E. Lacson)

Blue, I'm not sure kung Plaridel ng aerial view. na sa amo-a na tingali! . Taga Plaridel ko, natawo ko sa MOPH Oroquieta City, during Elementary sa Plaridel ko. During High School Stella Maris College, after high school grauation transfer residence na kami sa Manila. During College Manila. kaya 3 to 4 times every year umu-uwi ako ng Plaridel kay ang akong Lolo at Lola, Tiyahin ug tiyuhin naa sila Plaridel. truly Misamisnon pud kong dako he he he he!!!

PGMA declares state of calamity in Mindanao

Manila (16 March) -- With no end in sight for the drought now wreaking havoc on crops and continuously bringing down electricity supply in Mindanao, President Gloria Macapagal Arroyo has placed the southern regions under a state of calamity.

Recently, the President issued Proclamation No. 2022 declaring a state of calamity in Mindanao, enabling the government to immediately take necessary measures to mitigate the impact of the prolonged dry spell in the South due to the El Nino weather phenomenon.

Proclamation 2022, states that "the El Nino phenomenon and the absence of new large generation capacities have aggravated the power supply situation in the Mindanao Grid."

"While the Local Government Code confers upon the local government units the power to determine and declare a state of calamity in their respective localities, the declaration by the President of a state of calamity is still necessary for the disbursement of the national calamity fund under the General Appropriations Act."

The Department of Energy, which recommended the declaration of state of emergency in the South, was directed and authorized to take steps to "address and resolve the crisis expeditiously."

All departments and government agencies concerned were also directed to implement and execute appropriate programs in accordance with the existing operational plans and directives and orders issued in connection with the calamity.

The National Grid Corp. of the Philippines reported that the Mindanao grid will continue to experience generation deficiency of approximately 632 MW today, compared to last Friday's (March 12) deficiency of 602 MW.

The said reduced deficiency can be attributed to a decrease in today' peak demand. The limited power supply in the island is still caused by the inadequate available capacities from the grid's main power sources -- National Power Corporation's hydro power plants. Almost all of these plants have water reservoirs that are drying up due to the El Niño.

The Energy department has recommended four courses of action "to immediately solve the power supply situation in Mindanao." These are:

# Lease-rental of (160 Megawatts) Gensets (power generators)

# Operation and maintenance of the 30-MW Iligan Diesel Power Plant 1 (IDPP)

# Enter into an operation and maintenance agreement with Alsons for IDPP2

# Contract additional 5 MW from the Southern Philippines Power Corp. under an existing contract. (PIA-MMIO)

Dugay2x jud walay nag-abang sa insular life bldg ky mahal kuno kaayo ang rental. Big company man gud owner sa bldg ug nindot pud kaayo ang bldg. sukad mihawa ang smart ug informatics , wala nay nag-rent sa ground floor sa bldg for 2 years na. :)
