MEPA names 2 foreign firms to supply power to Mindanao

DAVAO CITY (PNA) — The Mindanao Electric Power Alliance (MEPA) has identified two world-class power-generation companies, which can supply emergency power for Mindanao.

Mindanao Business Council (MinBC) chairman Vicente Lao said MEPA will hook up with Caterpillar Generation System based in Singapore that could bring in 20 megawatts power to Mindanao.

The other one is Hyundai generating company based in Korea, ready to generate 10 megawatts electricity, Lao said.

Caterpillar and Hyundai generating sets are running on diesel fuel, Lao said.

The two international companies have yet to sign an agreement with power distributors and power cooperatives prior to their operations, Lao said.

He said MEPA is looking for more generators in the world as it eyes to bring in at least 200 megawatts of power to keep the operation of businesses.

“By end of April, Agus-Pulangi hydro power plants will stop operating,” Lao said, adding that Mindanao’s power deficiency remains to hover at 700 megawatts.

If there are no generators coming in, he feared that Mindanao will experience brownouts during the May 10 elections, he said.

Lao said MEPA has submitted its proposals to the government during a meeting in Malacañang on Tuesday.

The meeting was attended by all directly concerned agencies, including officials from the Development Bank of the Philippines (DBP) and Land Bank of the Philippines (LBP).

Lao said all those present are “all ears” to their proposals with the seriousness of the power problem confronting Mindanao.

Executive Secretary Leandro Mendoza who represented President Arroyo in the meeting, assured a review of MEPA’s proposal, Lao said, even as he underscored the seriousness of the national government in solving the power problem in the island.

The DBP and the LBP, for their part, have asked MEPA to come up with figures in relation to the amount needed for the purchase or lease of power generators, Lao said, adding that the Philippine Long Distance Telephone Company (PLDT) has also expressed its willingness to help in the procurement of generating sets.

The DBP has earlier assured that it is ready to provide funds for the generation of at least 100 megawatts of power to Mindanao.

Lao has confirmed that power rates will surely increase once the world-class generators start to supply power for Mindanao.

Earlier, DBP president and CEO Rey David said power rates are expected to climb to as high as P21 per kilowatt hour from the current P3 per kilowatt hour once additional generation sets are procured or leased.

Pray for more rains, Catholic faithful urged

An official of the Catholic Bishops’ Conference of the Philippines (CBCP) has encouraged the faithful to continue praying the “Oratio Imperata” for more rain.

“We should continue praying it (Oratio),” CBCP Public Affairs Chairman and Kalookan Bishop Deogracias Iniguez said in an interview.

An “Oratio Imperata” is a special prayer for a special intention, besides the ones prescribed by rituals, that the Pope or the bishop may require to be recited during Masses.

Iniguez said that the faithful should particularly pray for rain to come in areas hit by the dry spell due to the El Niño phenomenon.

Nevertheless, he said, they are still happy that there are already brief rainshowers in some parts of the country.

“We are happy that it rained already. Somehow it would help minimize the effect of El Niño. I hope for more rains (in the coming days),” he said.

Last February, at least three Catholic Church leaders released an “Oratio Imperata” in their own archdioceses to combat the effects of the El Niño that of Manila Archbishop Gaudencio Cardinal Rosales, Cebu Archbishop Ricardo Cardinal Vidal and Lingayen-Dagupan Archbishop Socrates Villegas.

The prayer is still being recited in the different churches and parishes under the three archdioceses.

Government authorities earlier warned that the country is facing drought and shortage of water because of the El Niño phenomenon.

Last week, some parts of the country particularly Luzon, including Metro Manila experienced rain showers providing a brief respite from the extreme heat.

CAGAYAN DE ORO CITY – At least 10,000 new potential household beneficiaries are targeted under the expanded Set 3 of the government’s Pantawid Pamilyang Pilipino Program or 4Ps in Northern Mindanao, said Region 10 Social Welfare Information Officer Recthie B. Tolinero on Friday.

Tolinero said the targeted household beneficiaries in Region 10 are part of the one million beneficiaries being eyed by the Department of Social Welfare and Development (DSWD) to reduce poverty nationwide.

There were 12 selected 4Ps areas through Small Area Estimates (SAE) which include: Sagay, Camiguin; the six municipalities of Bukidnon namely – Cabanglasan, Damulog, Kitaotao, Malitbog, and San Fernando; three areas that cover the cities of Iligan, Cagayan de Oro, and Tangub City; and the three municipalities of Misamis Oriental namely – Alubijid, Manticao, and Claveria.

As of last March 18, there were 756 registered beneficiaries in Cabanglasan, 487 in Damulog, 866 in Kitaotao, 378 in Malitbog, 777 in San Fernando, and 535 registered beneficiaries in Sagay, Camiguin.
Registration and validation for the remaining areas will be scheduled as soon as the regional office will receive the Proxy-Means Test (PMT) result from the DSWD’s central office, Tolinero said.

4Ps is one of the strategies of the government to alleviate poverty through providing cash grants to extremely poor households to improve the health, nutrition, and education particularly children aged zero to 14 years.

The household beneficiary will receive a maximum of P1,400 per month where P500 is granted to support the health and nutritional needs of the children, and P300 per child – maximum of three children per household – for educational expenses. They will receive the grant in five years, given that they comply with the program’s conditions.
The program’s conditions include the following: Pregnant mothers should get pre- and post-natal care, attended by skilled health professional during childbirth; Parents or guardians must attend responsible parenthood sessions, mother’s classes, and parent effectiveness seminars; Children zero to five years of age should get regular preventive health check-ups and vaccines; Children aged three to five-years-old must attend day-care/pre-school classes at least 85 percent of the time; Children six to 14-years-old must attend elementary or high school at least 85 percent of the time and they should receive de-worming pills twice a year.

No relief in sight on Mindanao power crisis

MANILA, Philippines - With barely two months left before election time, the government still has not come up with concrete plans to solve the Mindanao power problem.

Energy Secretary Angelo Reyes admitted that the energy committee composed of public and private players have just met the other day to discuss options.

He said there are as yet no concrete steps that may be carried out to ease the power situation in the island.

“The situation in Mindanao continues to be serious. Power crisis remains to be serious. The Mindanao folks are experiencing five to seven hours of brownouts per day on the average. There are some areas that experience 18 to 24 brownouts a day,” he said.

“We met yesterday to discuss the power situation in Mindanao. Energy Committee, ERC, DOF and technical people and we received a briefing or a more formal proposal from the private sector. They briefed us on how the private sector intends to participate with government in addressing the Mindanao power crisis,” Reyes said, adding that what they have done so far is identify which areas need more focus.

“They have identified electric cooperatives they would want to address specifically. They have identified Zamboanga and South Cotabato areas. And we discussed the financial, regulatory, and technical aspects of it,” he said.

Reyes said they are exploring other options. “There’s got to be an exhaustive listing of all the options available to us and then we choose the best option,” he said.

He said the objective is to bring power as soon as possible to Mindanao. “And while doing this we got to assure that there is maximum transparency and accountability,” he added.

Reyes gave his assurance that the DOE will not allow individuals or entities to take advantage of the situation in Mindanao. “We want to be sure that this concern about people making money out of this deal will not happen. We will impose stringent control and monitoring measures to make that will not happen,” he said.

He said there will be checks and balances in every option that the government will consider.

One option is to do it directly through electric cooperatives (ECs), particularly those willing and able to do it, Reyes said.

“They may be the ones to import the generator sets themselves or it can be done through NEA.

For a longer-term solution, one option is to allow more power facilities to be built in Mindanao, Reyes said, adding that dependency on hydro power plants should be balanced with the entry of other forms of power sources such as coal and renewable energy.

San Miguel Corp. is proposing to build a 300-megawatt (MW) power facility in Mindanao and Conal Holdings Corp. is eyeing a 200-MW clean coal plant in Sarangani.

Mindanao traders complain about rising power bills

MANILA, Philippines - Mindanao-based businessmen are complaining that their electricity bill has gone up despite the five to six hours brownout a day.

As a result, the cost of doing business in the area has skyrocketed because aside from the higher than normal electricity bill, they still need to use diesel fueled generators to generate their own power.

Local businessmen are asking the government to remove the excise tax on diesel to help mitigate the adverse effect of the power crisis in the region.

“The cost of doing business here in Mindanao have gone up because we are now generating our own power,” Philippine Chamber of Commerce and Industry (PCCI) vice president for Mindanao Edwin Capili told The Star.

In a telephone interview, Capili said that the power crisis has affected many industries. He identified the construction industry, hospitality and tourism and retailers as the main businesses affected by the power crisis.

In the construction industry, he said there are reports that working hours of employees are being cut because electricity is needed to power the equipment. “Productivity here have gone down.”

According to Capili, although they appreciate the calamity fund which is set to be released in Mindanao, they need to know where the money will be used. “We are not sure because the money might all go to the saving of agriculture products affected by the El Niño,” Capili said.

If this is the case, then Capili said that it will not help Mindanao counter the negative effects of the crisis because the money will go primarily to agriculture area and not power generation. “We are now scheduling interviews with the various local government units in order to find out their plan for the region.”

Capili said that the power crisis is an added burden to business operators because they need to buy diesel in order to provide electricity for themselves. For instance, he said that the diesel price in Mindanao ranges between P37 and P38 per liter. He said an average business consumes a minimum of 10 liters per day. On top of this additional cost, the power rates have gone up.

“We are now buying diesel and the power costs have gone up. We thought that because of the brownouts our power bill will go down but this was not the case,” Capili said. He added that he received news that power rates can even increase further. “We heard that the price may more than double.” In Mindanao, electricity rate is at P6 per kilowatt hout. He said it may go up to P14/kwh.

On the upside, after enduring the crisis for over a month, Capili reported that no business have shut down in the area. However, he said that this may not be the case if the crisis extends until June. “Right now we are just coping.”

Misamis Occidental had a total population of 531,680 persons as of August 1, 2007, higher by 9.2 percent compared with the census count of 486,723 persons as of May 1, 2000.

This increase translated to an annual population growth rate of 1.23 percent for the period 2000 to 2007.

Similarly, the household population of Misamis Occidental increased by 9.2 percent from 485,978 persons in 2000 to 530,662 persons in 2007.

The number of households, meanwhile, grew by 12.8 percent from 99,901 in 2000 to 112,650 in 2007.

The average household size in 2007 was 4.7 persons, lower than the average household size of 4.9 persons in 2000.

Ozamis City remains on top in terms of population size

In 2007, Ozamis City had the biggest population size compared to the 2 other cities and 14 municipalities of the province.

It accounted for 23.2 percent of the total population of Misamis Occidental, followed by Oroquieta City (12.3 percent), the provincial capital, and Tangub City (10.7 percent).

These were also the top three cities in 2000 in terms of population size. The municipality of Concepcion (1.6 percent) remained the least populated during both census years.

Sex ratio was 103 males for every 100 females

Of the 530,662 household population in 2007, males accounted for 50.7 percent while females comprised 49.3 percent.

The figures resulted to a sex ratio of 103 males for every 100 females, higher than the sex ratio of 102 males per 100 females recorded in 2000.

Median age remained at 22 years

In 2007, the median age of the household population in the province was 22 years, which means that half of the household population was below 22 years old. The same median age was computed in 2000.

Persons aged 0 to 14 years comprised 34.8 percent of the household population. Children aged 10 to 14 years accounted for 11.9 percent of the household population, followed by those in age groups 5 to 9 years (11.7 percent) and 0 to 4 years (11.2 percent).

There were more males than females observed in age groups 0 to 54 years. Females outnumbered males in age groups 55 years and over.

About 59 percent were of voting age

The size of the voting-age population (18 years old and over) of Misamis Occidental in 2007 was 310,538, accounting for 58.5 percent of the household population.

The voting-age population recorded in 2000 was 281,162, or 57.9 percent of the household population. Males (50.2 percent) outnumbered females (49.8 percent) in the total voting-age population in 2007.

Dependency ratio was down to 68

Nearly three-fifths (59.5 percent) of the household population belonged to the working-age population (15 to 64 years). Young dependents (under 15 years) comprised 34.8 percent while old dependents (65 years and over) accounted for 5.7 percent.

The overall dependency ratio for Misamis Occidental in 2007 was 68. This means that for every 100 persons in the working-age population, there were 68 dependents (58 young and 10 old dependents). This figure was down from the overall dependency ratio of 69 recorded in 2000.

More males among never-married persons

Of the household population 10 years old and over, 47.0 percent were married while 43.1 percent were never married. The remaining 9.9 percent were either widowed, divorced/separated, had common law/live-in marital arrangement, or had unknown marital status.

Almost similar proportions of persons by type of marital status were observed in 2000.

A higher proportion of males (54.8 percent) than females (45.2 percent) was observed among never-married persons in 2007. Meanwhile, the proportion of females was higher among married (50.6 percent), widowed (73.4 percent), divorced/separated (54.5 percent), and those persons in common law/live-in marital arrangement (50.4 percent).

Female academic degree holders outnumbered their male counterparts
Approximately 40 percent of the household population 5 years old and over had attended or completed elementary education, 31.8 percent had reached or finished high school, 7.6 percent were college undergraduates, and 8.6 percent were academic degree holders.

There were more female academic degree holders (57.0 percent) than males (43.0 percent). Similarly, more females (56.8 percent) than males (43.2 percent) had post baccalaureate courses.

About 66 percent of household population 5 to 24 years old attended school
About two-thirds (66.4 percent) of the household population 5 to 24 years old attended school at anytime during School Year 2007 to 2008. School attendance was higher among males (50.7 percent) than females (49.3 percent) during said school year. (pr/nso-10)

Mindanao electric coops eye Aboitiz to ease crisis

BUTUAN CITY – The 33 Mindanao electric cooperatives are set to buy power from Aboitiz Power Corporation to minimize the power curtailment imposed on them by the National Grid Corporation of the Philippines (NGCP), it was learned Tuesday.

Members of the Association of Mindanao Electric Cooperative (Ameco) is planning to buy of at least 150 megawatts from Aboitiz, it was also learned.

This new development came out after general managers of various electric cooperatives in Mindanao met with top officials of Aboitiz in Cebu City last weekend.

However, sources said Tuesday that only the remaining 50 megawatts is available because the 100 mW has been already sold by Aboitiz to unidentified groups.

Some electric coops are already courting the Aboitiz to buy the remaining 50 mW.

Meanwhile, Agusan del Norte Electric Cooperative (Aneco) General Manager Horacio T. Santos is also on the move to buy 10 mW to help alleviate the power problem of major industries and consumers in Agusan del Norte and this region’s capital city.

“This is already enough just to lessen our power curtailment,” he said.

The legislative body of Nasipit in Agusan del Norte and Aneco board are finalizing separate resolutions invoking the Energy Regulatory Commission’s (ERC) Regulation No. 1.94 “prioritizing the local cooperative or LGU to use or buy power from fossil plants (power stationed barge) situated in their locality.”

Currently, Agusan del Norte is already experiencing four to eight hours of power curtailment imposed by the NGCP since late of January this year.

Caraga region, comprising of four provinces and six cities, is in need of an additional 20 mW power capacity load to help the mining, agriculture and wood industries, along with residential consumers.

On March 1, this year, the Aboitiz took over the 100 mW banker power plant at Nasipit town, Agusan del Norte. The power firm also owned another fossil 100 mW plant in Maco, Davao del Norte.

In a related development, the minimal improvement of power in Mindanao is due to the operations of all fossil fed-plants spread in four corners in Mindanao.

These fossil fed-plants are the 200 mW banker plants in Nasipit, Agusan del Norte and in Maco, Davao del Norte; the 200 coal-fired plants in Cagayan de Oro and Zamboanga; and the 35 mW Iligan diesel plant in Iligan City.

However, the Mindanao grid still continues to experience a generation deficiency as generators of Agus plants in Lake Lanao and Pulangi in Bukidnon are still suffering from low water level due to El Niño, said Aneco Corporate Manager Engr. Noli Namocatcat.

DND eyes 5-day brownout moratorium for polls in Mindanao

Amid fears of brownout-related poll fraud in Mindanao, the Department of National Defense (DND) on Tuesday said it is working on a five-day brownout moratorium in southern Philippines from May 8 to 12.

Defense Secretary Norberto Gonzales Jr. bared such arrangement during an inspection of power facilities in Marawi City in Mindanao.

"Meron kaming pinagkakasunduan sa Napocor, sisiguraduhin namin mga five days — two days before and two days after — siguradong walang brownout sa Mindanao (We are working out an agreement with the National Power Corp., to have five days of no brownouts. Two days before election day and two days after)," Gonzales told radio dzXL in an interview.

Mindanao has been experiencing rotating brownouts lasting from three to 11 hours due to the power shortage brought about by the El Niño phenomenon, which is causing low water elevation in hydro-electric plants in the region. The shortage in energy supply is expected to last until June.

Gonzales said he would call a meeting of the National Disaster Coordinating Council this coming Monday to assess the availability of power generators in Mindanao.

"Mag-inventory tayo ng generators... position natin ang generator sa election day (We will conduct an inventory and position these generators on Election Day)," he said.

Gonzales also said he is toying with the idea of installing mini-nuclear plants in Mindanao, but quickly added that he would study the matter first.

He said a mini-nuclear plant will entail less risk of an environmental tragedy if something untoward occurs.

"Very sensitive ang issue yan (pero) maraming improvement tayo sa technology (It is a very sensitive issue but we have had much improvement in technology)," he said.

Last March 11, President Gloria Macapagal-Arroyo heeded the recommendation of government bodies to declare a state of calamity in Mindanao.

Industrial companies in Mindanao will be exempted from paying night differential wages to entice them to operate outside peak hours and thus redistribute the region’s tight power supply, Trade Secretary Jesli A. Lapus said.

President Gloria Macapagal Arrroyo ordered the Labor and Trade departments at the Cabinet meeting on Tuesday to issue a joint memorandum for the exemption, Lapus said in a telephone interview.

"It’s been done before. The Labor department will issue a memo that will exempt such time — 9 p.m. to 5 a.m. — from night differential in lieu of daytime work," Lapus said.

He clarified that companies would not be compelled to shift operation schedules.

"We have to look at not just adding capacity but managing the peak loads and distributing supply," he said.

Labor Secretary Marianito D. Roque could not be immediately reached for comment.

The Labor Code requires employers to pay night shift employees a differential of not less than a tenth of the regular wage for each hour of work performed between 10 p.m. and 6 a.m.

Last year, the Labor department released an advisory on flexible work policies companies could adopt to cope with the economic crisis, including breaking up work schedules.

The Trade department will order its field workers to approach the industry sector "to help explain and convince them on the benefits," Lapus said.

Otherwise, the power shortage could lead to reduced production and retrenchments, he said.

Sought for comment, Mindanao Business Council Chairman Vicente T. Lao said the proposal might not fly with firms unless power rates for night use are drastically lowered.

"In Mindanao, the pricing of electricity is averaging. It doesn’t matter whether you use it in the day or at night so there is no incentive to shift to off-peak hours," he said.

"[The] government will have to change the time-of-use pricing," he added.

Night time operations might even entail more power use because firms will have to increase lighting, Lao said.

PPA completes 97 port projects to facilitate transport of goods

The Philippine Ports Authority (PPA) has completed 97 port projects throughout the country under the Anti-Hunger Mitigation Program (AHMP) of the government.

PPA has been providing the infrastructure support to speed up the transport of goods and services under the AHMP program.

Fourteen port projects were completed under Priority One, 28 projects under Priority Two and 55 projects under Priority Three.

Two ongoing projects under Priority One involved the concreting and paving of the North Harbor Port roadway and the upgrading of the existing breakwater of South Harbor Port.

Bidding for the improvement of Cataingan Port was done on Dec. 21, 2009, while pre-bidding for the improvement of Sta. Monica Port facilities was conducted on Jan. 15, 2010.

Detailed engineering plans have been drawn up for the RoRo ramp and paving of causeway for Esperanza Port, Lagundi Port and Dona Helen (Socorro).

Under the Priority Two, PPA has identified 8 ongoing projects which involved the expansion and improvement of the following ports: Caramoan Port, Pasacao port, Tandoc Port, Ozamis port, Abra de Ilog Port, Roxas Port and Poctoy Port.

The development project (Phase II) of Bulalacao Port was bidded out last Jan. 10, 2010. The concreting of back-up area of Puerto Princesa Port would also be implemented and the improvement of Catbalogan Port.

Under Priority Three, there are 8 ongoing port projects, seven under procurement and 5 with detailed engineering plans.

Ongoing port projects include the Pantao Port, Pio Duran port development, Catagban Port for cruise ship berth, expansion of Ubay Port, the development of Himamaylan Port, expansion of Lucena Port and the development of Castilla Port.

Under procurement are seven ports Talibon Port improvement, Mabila Port causeway concreting, Magpopongan Port development, Mauban Port development, improvement of Sorsogon port, Zamboanga port and Unisan Port development.

Detailed engineering plans are up for the expansion of San Andres Port, development of Guinsiliban Port, expansion of Hilongos Port, improvement and rehabilitation of Cotta port and Perez RoRo Port.

AboitizPower power barges now operational, ease Mindanao shortfall

Power barges PB 117 and PB 118 have been in full operation from the very first day that AboitizPower Corp. assumed their full ownership this year and have been used to help ease the electricity shortfall in Mindanao.

PB 117 and PB 118 each have a generating capacity of 100 MW. PB 117 is moored at Agusan del Norte, while PB 118 is moored at Compostella Valley.

Mindanao draws 70 percent of its energy requirements from hydropower, making it prone to seasonal changes and disturbances like the El Niño.

PB 117 and PB 118 are like “floating power plants” that can be towed to different areas where electricity is needed. Both are huge boats that carry power plants and are connected to the Mindanao Grid through a substation of the National Grid Corp. of the Philippines (NGCP).

AboitizPower took the risk of operating both power barges even without an actual approval from the Energy Regulatory Commission (ERC) of the supply contracts in order to mitigate the supply deficit in Mindanao and lessen the rotating brownouts.

Should the ERC not approve these contracts, all the energy delivered from the time of takeover up until the ERC decision may not be billed by AboitizPower to the NGCP.

AboitizPower opted to take this risk in the interest of public service and consistent with its corporate philosophy of being a neighbor of choice. If AboitizPower had opted to operate the power barges only upon receipt of regulatory approval, the brownouts in Mindanao would be far worse than what they already are.

AboitzPower took over PB 117 and PB 118 through wholly-owned subsidiary Therma Marine, Inc. (TMI) after it won a negotiated bid conducted by the Power Sector Assets and Liabilities Management Corp. last 2009.

AboitizPower took over PB 117 last March, while it took over PB 118 last February this year. Both facilities had been running non-stop after the two-and-a-half hour obligatory shutdown conducted in facilitating its turnover.

AboitizPower president and CEO Erramon Aboitiz said that running the PB 117 and PB 118, however, were only part of the solution in addressing the electricity shortfall in Mindanao.

“Additional investment in generating facilities has to be attracted to the island and we think having the WESM (wholesale spot electricity market) operating in the Mindanao Grid is a prerequisite to any new capacity coming in. We firmly believe that a market and competitive environment will attract the required capacity for the Mindanao grid,” he said.

GMA Network profit up by a fifth last year

(UPDATED) Net profits of broadcast giant GMA Network grew by almost a fifth to P2.82 billion last year despite lower ad spending amid the global economic slump.

The network expects to perform even better this year on the back of the recovering economy and improved efficiency, the company said in a statement on Thursday.

"I am glad that the network was able to surpass its targets despite a difficult year," GMA Network Chairman, President and Chief Executive Officer Felipe L. Gozon said.

"We expect 2010 to be an even better year for the company as we continue to be more cost-efficient, embark on strategic sales and marketing operations, and with the global economy starting to recover," he added.

Consolidated revenues grew by a tenth to a record P13.77 billion from a year earlier, while consolidated operating expenses were kept to single-digit growth of 9 percent to P7.842 billion.

Much of the operating expense was accounted for by increases in the company’s manpower alongside the payout of more benefits to employees, the media giant said.

"The company benefited largely from its yearlong proactive performance to contest the global financial slowdown, and from its continued operational efficiencies," it added.

Earnings before interest, taxes, depreciation and amortization (EBITDA) stood at P4.889 billion — 10 percent higher than in 2008.

Meanwhile, assets went up by a tenth to P13.763 billion, while liabilities increased by 6 percent to P2.883 billion.

International operations
The network remained aggressive in its international operations, expanding its reach to more viewers abroad.

By the end of last year, GMA Pinoy TV (GPTV) — one of the fastest-growing international channels — had 236,000 subscribers, 16 percent higher than a year earlier. Of the total, 107,000 were also subscribers of GMA Network’s second international channel, GMA Life TV (GLTV).

GLTV’s subscribers more than doubled from the year-ago level. The subscriber counts were equivalent to 1.5 million and 700,000 viewers for GPTV and GLTV, respectively.

"Both channels have penetrated markets in the US, Canada, Europe, the Middle East, North Africa, Australia, New Zealand, Japan, Guam, Papua New Guinea, Singapore, Hong Kong and many other territories," the company said.

In 2009, revenues from its international business grew by almost half to P855 million. GMA International had a 15.9-percent share in the parent company’s bottom line.

Meanwhile, GMA Network’s distribution subsidiary, GMA Worldwide, Inc., has syndicated locally produced programs to as far as Africa, the Middle East and North America.

It has also distributed several GMA dramas and films to Malaysia, Singapore, Cambodia, Brunei and Vietnam. The local version of the Mexican telenovela "Marimar" is now available with English dubbing in Kenya and Uganda, it pointed out.

“For 2010, we see the international segment breaking the P1-billion mark in terms of top line contribution. But we are seeing a 14- to 15-percent increase in revenues from the international segment," GMA Network Executive Vice-President and Chief Operating Officer Gilberto R. Duavit said in a briefing.

Gozon, meanwhile, said he was optimistic about the network’s expansion to Europe. "[GMA] International has been one of the areas we have invested in, so we expect improvements in the [countries] we are covering in 2010. We have barely scratched the surface of Europe," he pointed out.

He also said the Middle East continues to offer more opportunities. "That is the benefit of our being younger, so to speak, than [ABS-CBN’s The Filipino Channel]," Gozon said.

Expansion
Locally, the network continued to expand its presence in key provinces nationwide. In 2009, it completed and started operating its four new satellite stations based in Naga, Bacolod, Cagayan de Oro and General Santos.

These stations are capable of independent content play-out and complement existing originating stations — GMA Channel 10 Dagupan, GMA Channel 7 Cebu, GMA Channel 6 Iloilo and GMA Channel 5 Davao.

GMA likewise made its programming content geo-targeted by upgrading transmitter facilities in Santiago, (Isabela), Roxas, Dipolog, San Jose (Minodoro), Kalibo, Virac, Ormoc, Tagbilaran, Tacloban and Ozamis, and by building new TV stations in Jala-Jala (Rizal) and in Mt. Caniao, Bantay (Ilocos Sur).

The company said, it had kept its lead in viewer-rich Mega Manila from January to December 2009 based on data from AGB Nielsen Philippines.

From January to December 2009, GMA posted an average total day (6 a.m.–12 midnight) audience share of 40 percent, 8 percentage points higher than rival ABS-CBN’s 32 percent. For channel ratings, GMA averaged 17 percent against ABS-CBN’s 13.7 percent.

"In total urban Luzon, which accounts for 77 percent of the total viewing population in urban Philippines, GMA beat ABS-CBN by 3.3 percentage points with an average audience share of 38.4 percent," the company said.

Duavit said the network was planning to shift its focus to traditional dramas. "In the past, the audience has been heavy in fantasy dramas, but we see this trend dwindling," he said, adding that 55-60 percent of programs will be produced by the network.

GMA 7, whose rating lead in Mega Manila over rival ABS-CBN was only 0.3 percentage point at 14.8 percent in March based on AGB Nielsen’s survey, has vowed to raise the bar.

"Their programs are getting stronger, that’s why we are also doing things [to be more competitive]. This tightens the competition but it ultimately benefits the viewers," Gozon said.

Starting april 1, dili na ra ba pasudlon ni Mayor Lim sa city proper sa Manila ang mga Bus gikan probinsya. Gusto niya taman ra sa boundary ang mga bus. OZAMIZ CITY -- Maoist guerillas see the upcoming May elections as an opportunity to install people “who truly represent the interest of the masses” into government office.

The electoral season is also opportune time for the people to raise their demands for fundamental changes in society, said in a press statement from Ka Oris, spokesman of the National Democratic Front (NDF) in Mindanao.

Next week, the national democratic movement observes the 41st founding anniversary of the New People’s Army (NPA) which has been the principal arm for achieving the goals of its political struggle.

Oris said during the elections, people will have the chance to support candidates who espouse platforms “akin to that of the revolutionary government” and get the commitment of politicians to support programs in agrarian reform and national industrialization.

However, he clarified that members of the Communist Party of the Philippines, NPA guerrillas, and officials of the NDF “will not be directly participating in the elections.”

“But they will be responsible for guiding the people so they can enjoy whatever limited benefits can be exacted through the electoral exercise. It will also be an opportunity to show to the people the reactionary character of the present electoral system,” he said.

The NDF in Mindanao has stressed that “the 2010 general elections will not bring change to the semi-feudal and semi-colonial condition of Philippine society.”

It said there is bleak prospect in changing the existing regime of land ownership and promoting nationalist industrialization whoever is installed into power in May 2010.

The rebel group, however, projects that “there would be more of corruption, destruction of the environment, problem of illegal drugs, deficient social service delivery, and widespread poverty.”

The success of the 2010 elections does not mean success of genuine democracy, Oris pointed out.

”It is just a process of resolving the political conflict among various factions of the ruling class… And the winners would surely come from among themselves,” he said.

He added that the political exercise “also dupes the ordinary people into thinking they are part of the democratic process.”

“After the dust of the electoral festival settles, the farmers, workers and lower class people remain powerless, left without a voice in governance,” the rebel leader explained.

Although he did not specifically mention about the alleged financial price for securing a permit-to-campaign (PTC), Oris defended the communist guerrillas’ move to regulate the entry of politicians into rebel-influenced communities.

The military has accused the Maoist guerrillas of extorting millions of pesos from politicians in the form of PTC fees. This does not include the funds they raise through so-called revolutionary taxes from businesses.

Oris said candidates are required to present their programs of government before rebel leaders who are in-charge of certain areas.

He stressed that a standing NDF policy bans politicians from bringing in arms and intimidating the people while on a community sortie, pursuing a campaign based on legitimate issues, and refraining from buying votes.

Oris added that the NDF also guards against politicians who use the campaign sorties for spying on and taking spite at the revolutionary movement.

Apart from the military, the Commission on Human Rights also criticized the Maoist rebels regarding the PTC. (Ryan D. Rosauro)

Shellfish from seven provinces affected by red tide remains unfit for human consumption, Department of Health Secretary Esperanza Cabral said, citing a report of the Bureau of Fisheries and Aquatic Resources.

These areas are the Dumanquillas Bay in Zamboanga del Sur; Bislig Bay in Bislig City, Surigao del Sur; Murcielagos Bay in Zamboanga del Norte and Misamis Occidental, and Matarinao Bay in Eastern Samar.

Harvesting and selling of all types of shellfish, including alamang, from these places are prohibited.

“Fish, squids, shrimps, and crabs are safe to eat, provided that they are fresh and washed thoroughly, and its internal organs such as gills and intestines are removed before cooking," she noted.

Symptoms of shellfish poisoning include facial numbness, headache, dizziness, nausea, vomiting, breathing difficulty, abdominal cramps and weakness or paralysis of one or more extremities.

Anyone experiencing these symptoms should be brought to a health care facility immediately for proper treatment, Cabral said. - RJAB Jr., GMANews.TV

Comelec urged to probe Mindanao power shortage

MANILA, Philippines - The Commission on Elections (Comelec) was urged yesterday to inquire into the continuing power shortage in Mindanao and the Visayas which could have serious implications on the May 10 elections.

Representatives Rufus Rodriguez of Cagayan de Oro City and Florencio “Bem” Noel of the party-list group An Waray made the appeal as they expressed concern over blackouts that they and their constituents continue to suffer for several hours daily.

Noel, a resident of Tacloban City, said the Leyte and Samar provinces should not be suffering from a power shortage since the geothermal plants in the region are producing enough electricity for residents.

“But we continue to have brownouts and there seems to be no end in sight to this problem. I am afraid that if the crisis persists until May 10, it will seriously affect our country’s first automated election,” he said.

For his part, Speaker Prospero Nograles expressed concern about the possibility of a failure of elections due to the “refusal of the Comelec to cleanse its voters’ list of multiple registrants and dead voters.”

“While such a scenario is remote, the Comelec’s lack of pro-active thinking is very frustrating. It seems we only provided the Comelec billions in funds not to make the elections clean and credible but to make election cheating faster and more efficient,” he said.

Nograles, who is running for mayor of Davao City, has filed a petition asking the Supreme Court to cleanse the voters’ list instead of relying on a “watch list” of illegal registrants.

Rodriguez said the Comelec should take a direct hand in looking into the situation since the crisis would certainly affect the balloting process and the canvassing of votes.

“In Cagayan de Oro City, we continue to suffer from daily brownouts lasting up to six hours. It is worse in Zamboanga City and other parts of Mindanao,” he said.

He said concerned executive officials have been talking about taking action on the problem but that all this talk has amounted only to “lip service.”

He added that since Energy Secretary Angelo Reyes has resigned to accept the nomination of a party-list group despite questions about his qualification, it is unclear who is now attending to the power crisis.

“If the Comelec has not been alarmed before by the situation, it should now be alarmed because it’s only six weeks to go before the elections,” he stressed.

Rodriguez pointed out that inquiring into the power shortage and looking for solutions to it should also be the concern of the Joint Congressional Oversight Committee on the Automated Elections.

“I urge the committee to convene immediately and investigate the continuing power shortage by calling Comelec commissioners and other concerned officials and ask them what have they been doing about the situation,” he said.

Sen. Francis Escudero and Makati Rep. Teodoro Locsin Jr. jointly chair the committee, of which the Cagayan de Oro City congressman is a member.

“If there is a failure of elections in Mindanao because of power outages, there will be a failure of elections in the entire country because Mindanao has about 12 million votes,” Rodriguez said.

“In fact, a failure does not have to affect all of those 12 million votes. One million or two million votes that could not be canvassed, transmitted or accounted for could result in a total failure, since that number will affect the outcome of the election,” he said.

He decried the “tendency of the Comelec to be complacent and overconfident” by dismissing concerns about a possible failure of elections as “fantasy.”

He reiterated that if the winning presidential and vice presidential candidates cannot be determined and proclaimed, President Arroyo might be forced to hold on to the presidency or the military might keep her in power.

In a related development, Cebu Rep. Eduardo Gullas predicted yesterday that Cebu and Bohol would give Nacionalista Party candidate Sen. Manuel Villar “an extra 1.2 million votes over his closest rival.”

He made the prediction despite the fact that the Garcia clan of Cebu reaffirmed its support last Friday for Lakas-Kampi standard-bearer Gilberto Teodoro Jr., even as some of its members met with Villar two days earlier.

The Garcias denied that they were shifting their support to Villar.

DND secretary to meet NDCC in Cebu

National Disaster Coordinating Council (NDCC) chairman and Defense Secretary Norberto Gonzales will meet with regional disaster officials today in Cebu to discuss ways to prevent power outages during the May 10 elections.

The NDCC, in its first national meeting on the power crisis, will specifically tackle a proposal to lease generators from the private sector and to place them in every precinct cluster.

“Making an inventory of the current available generators in the country will be a major subject in the meeting,” Gonzales said in a statement yesterday.

“We will be asking our people who have generators to register their generators with the NDCC so we can use them during the elections,” he added.

Gonzales said while the Comelec has acquired backup generators, it is still necessary to come up with a contingency plan.

“We cannot afford to have a failure of election,” he said.

Gonzales said they will also discuss measures to ensure enough power supply in Mindanao from May 8 to May 12. He said releases from Lake Lanao, a major source of hydroelectric power in Mindanao, are being managed to prevent blackouts.

On March 11, President Arroyo declared a state of calamity in Mindanao in the light of a power shortage that is disrupting the economic activities in the South.

The President made the declaration upon the recommendation of the NDCC and the Energy department, which admitted that the problem could affect the country’s growth prospects. Such declaration would facilitate the release of calamity funds that can be used to address the problem.

Weeks have passed since the declaration was made yet officials have not finalized plans to resolve the power lack. – With Alexis Romero

OZAMIZ CITY—POLICE FOILED AN ATTEMPT to bomb this city’s public utility vehicle terminal Tuesday, locating and detonating an improvised explosive device (IED) that investigators said was capable of blowing the entire terminal up.

The bomb was placed inside a bus parked in the terminal, according to SPO3 Wilfredo Pelare, head of the local police’s explosives and ordnance disposal unit.

Pelare said the bomb was in a cellophane bag and was made of at least half a kilogram of TNT, blasting cap and other substances that police have yet to identify.

The bomb was discovered by security guard Serafin Maisa during a routine check on Rural Transit bus No. 902 which arrived from Pagadian City around 10 a.m.

Maisa said he discovered the unattended bag after no one claimed ownership of it.

Maisa said he became suspicious and removed the bag from the bus, away from a throng of commuters waiting for their rides. He reported the discovery to the 1005th Provincial Mobile Group of the Philippine National Police.

When police arrived, Pelare’s team detonated the bomb right where Maisa placed it.

Pelare said the volume of explosive materials that the bomb contained was capable of blowing up the entire terminal building and killing dozens.

No one has claimed responsibility for planting the bomb which happened just four days after the start of campaigning for local posts and amid supposedly tight security measures owing to the gun ban.

Ten years ago, 39 people were killed when two bombs ripped off two buses on board the ferry MV Our Lady of Mediatrix which was about to dock at the city’s port.

The bomb’s discovery on Tuesday came after the Army captured a camp of the bandit group Abu Sayyaf, which has links to the international terror network al-Qaida.

Lt. Gen. Ben Dolorfino, chief of the military’s Western Mindanao Command, said the body of Juli Ekit, a leader of a faction led by Radullan Sahiron, was dug up in a shallow grave.

Dolorfino on Sunday said the Joint Task Force Comet went on an offensive against about 50 members of Sahiron’s group in Sitio Kanbaddal in the village of Panglayahan in Sulu last Friday.

Marines and Army troops captured the Abu Sayyaf encampment with the help of US military intelligence, Dolorfino was quoted as saying.

Dozens of Army Scout Rangers were flown aboard Air Force helicopters to help pursue the bandits, who were also under fire from artillery and helicopter gunships, he said.

Sahiron, a one-armed commander who suffers from diabetes and other ailments, apparently survived. Washington has offered a $1-million reward for information leading to his capture or killing.

This started last March 22, 2010 and is one of the major proposed projects of our City Councilor Hon. Jason Almonte, who is running for mayor this coming May 10th, 2010 election.


This is for the benefit of those computer fanatic, that will provide a 24/7 operation that could access everything that will provide information to the public since internet is the main source of media information these days.

Almonte planned this last year, as one of his projects that is about to give pride and it shows that Oroquieta City is capable of providing good and knowledgeable service.

Through this project, people could easily access wireless internet in the plaza anytime of the day, especially students who are on the rush of cyber information.

More power cooperatives improve operations in 2009 - NEA

MANILA, Philippines - With the help of the National Electrification Administration (NEA), more electric cooperatives (ECs) made marked improvements in more electric cooperatives on their financial and technical performance last year.

In its 2009 Categorization and Classification report, NEA said the number of Category A+ and A ECs increased to 80 from 74 in 2008, while only 10 remained under Category E or non-complying. A total of 18 ECs improved on their respective categorization; 82 maintained their rankings, while six retrogressed.

All 27 ECs in Region VII (Central Visayas), Region X (Northern Mindanao), Region XI (Davao Peninsula) and Caraga attained an A+ rating, thus earning the most outstanding performance as a region.  

“We congratulate the electric cooperatives for a remarkable performance for calendar year 2009.  We are inspired by the impressive ratings of the ECs. It is, to a great extent, a demonstration of NEA’s commitment to service excellence and public governance as the agency aims for breakthrough results in the rural electrification program,” NEA administrator Edita S. Bueno said.   

The criteria for the review and evaluation include amortization payment, system loss, collection efficiency, payment to generating companies and the National Grid Corporation of the Philippines (NGCP), non-power cost, level of barangay energization and number of consumer-connections and result of financial operation.

In 2009, 91 ECs achieved the 100-percent barangay energization level.

The result on system loss is likewise quite notable. Twenty-three (23) ECs posted a single-digit system loss level, an increase from 19 in 2008, with Cebu’s Cebeco III registering the lowest system loss of 4.08.  Likewise, 71 other ECs recorded system losses which are within the cap of 14 percent, 22 of which are single-digit. 

On collection efficiency, 22 ECs attained 100 percent level on top of the 63 which were within the NEA standard of 95 percent. The marked improvement in collection performance resulted in an increase in the national average level of 95 percent from 94 percent in 2008.

Meanwhile, 83 ECs are current in the payment of their power accounts, including five with restructured payment scheme while 88 ECs are current in their payments with NGCP of which seven have restructured accounts. All ECs in the Cordillera Autonomous Region (CAR), Regions VII, X, XII and Caraga are current in their power account payments. 

There are 99 ECs which earned the maximum point score of 10 for maintaining their expenditures within their approved non-power cost level, while 85 ECs registered net margin before reinvestment.

Coal-Fired Plant Mulled

• Plan to put up a 300 megawatt coal-fired power plant to augment power requirement in Mindanao is now in the drawing board.

The Aboitiz Power Corp. is planning to raise P10 billion, through the issuance of retail bond and syndicated loans, to fund its expansion and acquisition projects.

In a statement to the Philippine Stock Exchange (PSE), the APC said they plan to raise P5 billion through the bond offering and the remaining half would be through a loan.

However, the APC decline to give further details on this plans.

Among the plants it is eyeing to acquire is the 246- megawatt (MW) Angat hydropower plant in Bulacan as well as the independent power producer administrator contract for the 1,200 MW Ilijan natural gas facility in Batangas.

Another plant they are targeting is the IPPA contract for the Unified Leyte geothermal facilities, which would be auctioned off by August.

Aside from the acquisition plans, the APC is planning to put up a 200-to 300-MW coal-fired power plant in the southern part of Mindanao this year.

Erramon Aboitz, APC president, said they also plan to construct more hydro electric plants in the region.

“Over the next few years, we can build a couple of hundred megawatts in additional capacities (in Mindanao),” he added.

Currently, the APC's hydroelectric power generation facilities include the 175 MW Ambuklao-Binga hydroelectric complex in Benguet, and the 360 MW Magat Plant in Isabela, in Northern Luzon, both joint ventures with SN Power AS of Norway; the 70 MW Bakun Hydro Plant in Ilocos Sur, also in Northern Luzon, in a joint venture with Pacific Hydro Limited of Australia; and 15 mini hydro plants run by Hedcor, Inc., located in Benguet and Davao City, with combined generating capacity of 38.2 MW. Enough Mindanao power supply assured during May polls

CAGAYAN DE ORO CITY, April 1 (PNA) -- Government officials assured on Thursday that enough power supply in Mindanao will be provided during next month's national and local elections.

Mindanao Development Authority Secretary Jesus G. Dureza said this after he had been assured by the National Grid Corporation of the Philippines (NGCP).

Dureza said during their visit to the Agus and Pulangi facilities last week with officials from the Mindanao business group, they were informed by technical people of the NGCP that they have prepared plans to ensure that there will be no brownouts in Mindanao during the election day.

"Scenario A is that Transco (NGCP) and PSALM (Power Sector Assets and Liabilities Management) will triple the volume of water that they will be releasing before, during and after election day. Scenario B is for Transco and Psalm to provide seven to nine days of power. We expect that the scenario A will be the one they will be using," said the MinDa chief.

Dureza said at present, the release of water is being conserved at 30 cubic meters per second.

But on elections day, they will release 100 cubic meters per second so there will be no brownouts and avoid failure of elections scenario in Mindanao.

"This will of course decrease the water level substantially and we may recoup the used water by September. But of course it’s worth the price to see to it that we have no failure of election here in Mindanao because of the power situation," he said.

NGCP advisory on Thursday said the available power capacity was recorded at only 638 megawatts (MW). The Mindanao peak load on Thursday is 1,004 MW.

The 33 Mindanao cooperatives at present is currently suffering from four to six hours power curtailment imposed by the NGCP.

Dureza said the Pulangi River is now improving but it is still in critical level.

Mindanao major business players are currently volunteering to cut their power to help ease out the power problem in Mindanao. (PNA)

Dureza: No brownout on May 10 elections

ENOUGH power supply in Mindanao during the May 10 elections has been assured by the National Grid Corporation of the Philippines (NGCP).

But the assurance of a three-day full power supply from May 9 to 11 would mean that the deficiency of the power supply would drag on until September of this year.

Mindanao Development Authority head Secretary Jesus Dureza said that during their visit to the Agus and Pulangi facilities on Sunday, technical people from the NGCP informed them that they have prepared two scenarios to ensure that there will be no brownouts in Mindanao during the election day.

Improving

At present, Dureza said the Pulangi River is now improving but still it’s in critical level though. Even if typhoon would come in, he said, the water level in Lake Lanao is also expected to normalize only by December 2010.

"As of about two days ago (Sunday) the latest briefer from the NGCP is that we are again short by more than 500MW (megawatt) in Mindanao. So there will be more power curtailment all over Mindanao," Dureza said.

In the NGCP website, it stated that the power deficiency in the Mindanao grid as of March 31 is 518MW.

On the Agus facility, Dureza said the present situation there is that it has something like 75 centimeters left before the critical period for the shutdown.

"If we are losing one centimeter every two days, and if conditions remain the same, we will be totally shutting down the Agus plants in 160 days," he warned.

"But then there has been some rains already coming in some areas. The Pulangi facility has a little bit improved its water level there but still we are still very much lacking in Mindanao," Dureza added.

Private sector entry

In two month's time though, Mindanao is expected to get a respite from the power problem since there will be two power facilities that will be constructed by the private sector.

Dureza said Malacañang has given the go signal for the importation of two portable power plants in Mindanao.

The Cabinet level group headed by Executive Secretary Leandro Mendoza met March 22 and approved proposals of Zamboanga Electric Cooperative and the South Cotabato Electric Cooperative to import potable plants, which will be set up in Zamboanga and Saranggani provinces.

The said plants will be generating 30MW per hour each to lessen the energy shortage of 700MW in Mindanao and is expected to lessen by two hours the rotating brownouts in some areas, Dureza said during Club 888 at Marco Polo.

"These new generators, which are quick mounting, will be ready in two months time according to them. This was approved last Monday na bigyan ng support from the Cabinet. If things will go well then by April 22-23 we will conduct ERC hearings and by the end of April good na ito," Dureza said.

Dureza said setting up the plant would be made through loans to the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP).

"Loans will be applied to the LBP and the DBP as each would need an approximate of P800 million each. But LBP and DBP would have to look at the viability of the project because that's a loan that would have to be returned to the banks. The projects would still undergo scrutiny," Dureza said.

Dureza said he expects the introduction of new energy generators in Mindanao to hike up the power rates.

"In order to ensure that there will be a safe return, they would need an approval from the ERC on the rate wherein i-bid itong rate," Dureza said.

Dureza said this then would need the approval of the Energy Regulatory Commission (ERC), who in turn would need an approval from Mindanao's stakeholders.

"The ERC cannot approve it unless they would get the approval of the stakeholders. What is to be done now is, aside from financing that is now on stream, a quick approval from the ERC of a new rate," Dureza said.

The Mindanao power rate is around P6.50 per kilowatt hour, Dureza said. In example that if the plant would cause the power rates in Saranggani and Zamboanga to P21 then some of this rate will be distributed to the Mindanao power grid.

"They will be adding power to the Mindanao grid so although sa Saranggani and Zamboanga ito mase-setup the rise will be leveled to the Mindanao rate," he said.

"Although tataas ang rate hindi naman gaano but this would still have to go under hearings do I don't want to pre-empt," Dureza said.

Unconfirmed information showed that power rate would increase from P13 per kilowatt-hour (kwh) to as much as P21/kwh once the private power facilities come into operation.

"This will still be subject to scrutiny. If the public will oppose it, so be it," Dureza said. (JCZ/BOT)

Mindanao power woes worsen

BUTUAN CITY – The Mindanao power supply situation took a turn for the worse when two power plant units bogged down in Northern and Southern Mindanao Sunday night.

Reports received Monday by the Manila Bulletin said a unit of the 210-megawatt Steag Coal-Fired Plant in Tagoloan, Misamis Oriental and another unit of Power Barge 118 Unit 2 with 100 mW in Maco, Compostela Valley encountered mechanical trouble and fuel leak, respectively, causing a drop in power supply at 9 p.m. on Sunday.

Affected areas were Matanao-Malita connection and Kinan-Maasim in Southern Mindanao; Tacurong-Cotabato lines in Central Mindanao; Misamis Oriental including Gingoog City in Northern Mindanao; Agusan-Surigao lines in Northeastern Mindanao; and National Irrigation Administration (NIA) lines.

Both the National Power Corporation (Napocor) and National Grid Corporation of the Philippines (NGCP) said they still do not know when these two units could resume operations.

Sources in Steag in Tagoloan and the Maco plant said round-the-clock repair was still going on.

Meanwhile, officials said the water elevation of Agus plants in Lake Lanao was still in critical level as of Monday due to the El Niño weather phenomenon.

It was also gathered that the Pulangi River in Maramag, Bukidnon was also at a critical water level.

This meant that power outages will continue to afflict Mindanao, sources from Napocor, NGCP and electric cooperatives said.

They said the 33 electric cooperatives spread at various cities and provinces in Mindanao will continue to observe rotating brownouts imposed by the Napocor and NGCP.

Almost all cooperatives in the island are now observing five to seven hours of rotating brownouts.

“We have no control about this problem unless water level will go back to normal and all our fossil, diesel and coal-fired plants are fully operational,” said Agusan del Norte Electric Cooperative (Aneco) General Manager Horacio T. Santos and Corporate Manager Engr. Noli Namocatcat, in a meeting with the Manila Bulletin.

The officers and members of Mindanao Electricity Power Alliance, along with Napocor and NGCP officials and other stakeholders, will hold an emergency meeting Tuesday in Cagayan de Oro City to tackle the worsening power problem and craft mitigating measures.

On the other hand, with 36 days more to go before the May 10 national and local elections, the power crisis in the island remains the number one problem that needs to be addressed, political observers said.

In its Monday advisory, the NGCP said Mindanao’s power availability was only 789 mW as of Monday. The total peak capacity for Mindanao Monday was 1,274.

However, last week, Napocor issued two strategic measures to ensure that there will be no disruption of power supply in the island on May 10.

The measures involve the release of water from Lake Lanao, which would be controlled by the engineers and technical men of Napocor to ensure that there would be enough left to turn the hydropower turbines before, during and after the elections.

Napocor will also release 100 million cubic meters of water per second from May 9 to May 11.

Moreover, the 100 million cubic meter release of water will be increased from May 9 to May 18, Napocor said.
