View Full Version : Ozámiz, Tangub and Oroquieta Cities, and Misamis Occidental Province
Peng Hok January 4th, 2008, 12:26 PM Therefore, before confusing and arguing the numbers presented by DOT that Misamis Occidental raked as high as half a million visitors by year 2007, we will give them time to present the full report.
Of course, and that holds true as far as all other regional offices of the DOT are concerned. Then we can compare notes.
And for as long as the "full report" is not yet available, let us also refrain from making unsubstantiated generalizations.

I'll just have some inputs on this.
1. The number of travellers at MisOcc is even larger than Davao-CDO-Iligan figures combined.
2. 526,367 in 6 months could be translated to 87,728/month or 2,925/day
3. These travellers may either be as follows:
tourists (foreign, local-this part of mindanao, regional-other part of mindanao, non-mindanoan)
drivers (public transpo-buses, jeeps, vans & private couriers - trucks, trailers)
business (salespersons, other businessmen)
workers/students (from Lanao to MisOcc and vice-versa)--daily routine
others (non-business people with specific purpose - e.g. family visit)--not a daily routine
IMO Analysis lang:
others - specific purpose travels such as family visit do not travel daily; this figure should not vary with other cities like Iligan, CDO, Butuan and Davao; if we base on local population (including Pagadian), the number would just be in the maximum range of 30,000-40,000 for the 6-month period.
workers/students - there are workers/students who live on opposite sides of Panguil Bay (Lanao and MisOcc) who go to their respective workplace/school on a daily basis using the ferry but they are very few and the numbers are insignificant and this did not happen just in 2007 but for many years before 2007; also, there were no huge industries established in the area in 2007 that could have resulted to a surge in worker migration.
business - again, business as usual for MisOcc; since there were no huge industries established, the bulk of businessmen travelling would still be lesser than bustlier cities such as Iligan, Butuan, CDO & Davao.
drivers - the number of drivers go with the number of business trips; the figure would not have changed from 2006 and older.
tourists - the promotion of MOAP as well as Oroquieta City as Cleanest and Greenest City by the Dept. of Tourism really boosted tourism in this area in Mindanao...but the question is, could this have caused the significant surge in regional travellers?
RORO
The government widely promoted the Nautical Highway (RORO) in 2006 and 2007 as means of domestic travelling and tourism. Mindanao's connecting point is at Dapitan City (via Dumaguete) and not at Ozamis City as seen on the map below. The alternate route is at CDO. Other existing route is via Lipata at Surigao del Norte.
http://i185.photobucket.com/albums/x287/GearX_2007/another/tourism/roro_map.gif
Based on the same data below, for the same period, Dapitan City got only 25,690 travellers or 143 persons/day and at Dipolog (23,777 or 132/day). The combined 275/day could not have contributed much to the 392% increase.
http://i185.photobucket.com/albums/x287/GearX_2007/another/tourism/ozao.gif
Further, the Tubod-Ozamis Ferry route is not new and has been existing for nearly 20 years, yet the 392% increase was only last year. Could those who usually take the longer route (Iligan-Aurora Route) but opted to take the ferry contributed to the increase? Everybody knows that the ferry ride is only 30 minutes and businessmen would rather choose the short cut to save fuel costs. Plus, the ferry is until 8:00PM. Only those travelling from Iligan/CDO to Pagadian would take the Aurora Road. One thing new in Ozamis is the expansion of the Ozamis Port but this was completed sometime in 2004. Were there new large sea vessel routes introduced only in 2007? (e.g. Superferry)---but still this needs to be verified.
My only opinion is that the increase could really be the influx of tourists as claimed by DOT or could be the opening of large sea vessel routes either from Manila or Cebu, if any. In either case, it's definitely a boost....^^

You got the point. kaya hindi natin pwede sabihin na galing sa mga travellers yung numbers ng tourist sa Misamis Occidental.

GearX January 5th, 2008, 05:21 AM By the way, I found this State of the Region Report for 2006, wherein the Misamis Occidental cluster was already the regions' leader in tourism way back in 2006. So, the tourism machine was just taking off in 2006 and went full speed in first half of 2007...

if you take a look at Zamboanga City, for 2006, Seaport Stats show 3,208,531 passenger traffic while the 2006 data by DOT is only 148,453. IMO again, DOT figures have already excluded non-tourist travellers.

or the PPA data is wrong :)
i cant imagine 1,476,978 passenger ship passengers for Davao, coz that means 4046 passengers per day..:nuts: paano nangyari yun eh nasa 4 ships a week lang ata ang passenger ships dito
assuming 4 ships per week with 1000 passengers per ship (kasi di naman palagi puno yun) then
1000 passengers x 4 ships x 48 weeks in a year = 192,000 passengers lang
:nuts::nuts::nuts::nuts:
sa zamboanga the stats say 3,208,531 passengers, that means 8790 passengers per day (now ilan ba ang ships sa zamboanga per day?
besides, how can the DOT find out alin sa passengers ang tourists and non tourists?
or para mas sakto, saan ba talaga kinukuha ang figures?
zoroethgenre_003 January 5th, 2008, 05:54 AM just to clarify things out..that data released by PPA are correct..but the figures shown does not only pertain to one port..under Zamboanga, a lot of port are subordinated which covers the whole of ZamPen and Basilan..
same to the rest of the figures..
WawaY[625] January 5th, 2008, 05:57 AM ahhh gets, tapos inbound and outbound pa ang na co compute diba? what are the ports under zamboanga ba?

Even Gensan? Mas lalo pa sa Surigao ei may sariling rota sila dun, pwede pa ako dadaan sa Butuan.... Kung Zambo del norte may Roro naman sa Dapitan....

ok take this route :
Zambo del Norte going to places like Cotabato ,Davao , CDO and vise versa ?
Cebu going to Zambo del Norte and vise versa?
Davao to Dumaguete and vise versa ?
Cotabato to Dumaguete and vise versa?
Zambo del Norte to Agusan and Surigao and vise versa ?
btw this routes are the shortest way from point A to point B.
of course the new roro route will dramatically increase the passengers bec it will lessen the travel time and money and thats' why the roro routes was established in the first place(not only in Ozamis). you can check also other routes like the Mindoro to Batangas .
i am not arguing in the increase of passengers in Ozamis but by publishing it increased the "tourists" from that area is disputable.

So you specifically mean the travelers data is reflected to the DOT's tourist numbers in Misamis Occidental? Well, hindi pa masyado malinaw kung ano ba talaga ang pinagbasihan ng DOT. Kung yan ang painagbasihan nila dapat nangunguna din ang Zamboanga sa tourist stats..?

that's the problem of that article , the DOT should count no. of occupancy of the hotels and inns in Ozamis just like Boracay , Bohol and Cebu are doing.
I am not against this increase of "tourist" in Ozamis but please naman you can post that article in Turismo thread but surely they will ask where is Ozamis and what can they offer. I think you gets me naman :)
Zambo City is diff. bec it's not a crossroad like Ozamis.

I'll take as input your suggestion of transient travellers...
As you can see in the table below (from the same DOT report), lets just focus on the final column (Growth Rate). If these people are indeed transient people, then the increase of the figures of the final destinations would be proportional to the increase of Ozamis City (as a premise). I'll just list the positive growths:
http://i185.photobucket.com/albums/x287/GearX_2007/another/another%202/newOza.gif
Camiguin = 32.47
Surigao = 32.04
Dipolog = 23.53
CDO = 20.06
Samal = 16.62
Butuan = 16.07
Kidapawan = 12.06
Iligan = 11.04
Davao Or. = 8.83
Cotabato = 5.95
Davao = 4.35
TOTAL = 182.52%
Isama na lang natin yung iba pang positive growths:
Sultan Kudarat = 25.51
Tacurong = 18.85
Bislig = 12.98
Sarangani = 2.56
TOTAL = 242.42%
Compared to Ozamis = 392.41%, Meron pa rin shortfall of approximately 150%...That, assuming 100% of all travellers (by sea) to Mindanao pass by Ozamis Port, which is NOT PROBABLE. The 150% growth is still huge.
With regards to the hotel occupancy, experience has it that most non-Mindanoan tourists would rather return or stay in Iligan or CDO after the sojourn in MisOcc. (Iligan is just 1 hour by land from Ozamis, and CDO is 3 hours). Most travel tours start at 6:00 AM from CDO/Iligan and arrive at Ozamis at approx. 9:00 AM (from CDO) or 7:30 AM (from Iligan). They can have lunch at MisOcc and return to Iligan/CDO at 3:00PM. This is because it is common knowledge to travel safely when the sun is still up particularly in Lanao.

Camiguin = 32.47
Surigao = 32.04
Dipolog = 23.53
CDO = 20.06
Samal = 16.62
Butuan = 16.07
Kidapawan = 12.06
Iligan = 11.04
Davao Or. = 8.83
Cotabato = 5.95
Davao = 4.35
TOTAL = 182.52%
Isama na lang natin yung iba pang positive growths:
Sultan Kudarat = 25.51
Tacurong = 18.85
Bislig = 12.98
Sarangani = 2.56
TOTAL = 242.42%
This is because it is common knowledge to travel safely when the sun is still up particularly in Lanao.
well lets forget the numerical figures we only need CS here.as i've said the purpose of Roro routes is to cut travel time and expenses thats what the 150% travel increase your been talking about :)
now your saying they are not transient travellers , well what do you call "non mindanaoan tourists would rather return or stay in Iligan and or CDO" ?
ph_matrix January 7th, 2008, 07:49 AM ^^ Aha , na remember kona during college days, a lot of my friends are going to that place to buy "shabu2x" then go back to cdo that same day. :jk: I think kasama to sa increase :lol: basin naka balo na ang uban cities near ozamis :) no need for a hotel. :)

That's why if you're travelling by sea from Visayas or Luzon, going to Ozamis is only probable if you're end point is either MisOcc, Pagadian, Dipolog, or Dapitan City.
papable January 7th, 2008, 09:34 AM You're looking only at the figures for mindanao cities. in the whole set of data (philippines), mis occ has the most number of domestic tourists, more than any other city in the philippines. more than the whole of metro manila! or metro cebu, boracay, baguio, or any other place! now, who would ever believe that?
Ibex January 7th, 2008, 09:56 AM I think lahat tayo di against sa Ozamis per se, justification lang kailangan natin of these figures not for being doubtful but strikingly unusual.:):):)

As you can see, in 2006, the figure for MisOcc was 106,896 but increased 392% in 2007. It is not a question of believing or not but a question of Why or How?

papable January 7th, 2008, 01:19 PM let's just compare the stats of metro manila and mis occ. do you really believe that mis occ could have more than twice domestic tourists than those of ncr? also, there is really something wrong with the stats, particularly with the regard the tourists in ncr. there were only 106,000+ in 2006 (only?), then it suddenly jumped to 600th+ in 2007. this defies all "laws" of trending. There is no credible reason for that jump. ditto for the mis occ's y-o-y data.
I know this is just statistics. but on the other hand, i dread the thought that our government offices could be so irresponsible in giving out base data. (base data are so important especially for planning and policy making purposes). What else do they manipulate?
Or are we just worrying too much? hehe

SINACABAN, Misamis Occidental – Unknown to many Filipinos, this northwestern Mindanao province hosts the Philippines’ best eco-tourism park, the Misamis Occidental Aquamarine Park (MOAP).
MOAP did not just materialize from nowhere. It is perhaps one of the few if not the only one of its kind in the country. It has been conceptualized and now managed successfully by the local government unit.
Misamis Occidental used to be among the poorest provinces in the country. It was in fact hard to locate it in the map, a reality challenge that made Gov. Loreto Leo Ocampos to venture on a project that can promote his province and accelerate tourism development that should benefit his constituents.
The 40-hectare MOAP was once a deserted farm land. Its seafront used to reverberate from illegal dynamite fishing, one big reason which compelled local leaders here to act and save the environment and its valuable marine resources, especially corals and fishes.
More than three years ago, during his first term, Ocampos conceptualized an aquamarine park where both local folks and visitors could appreciate nature at its best. He literally scrimped and initially set aside R5 million for the project.
A good cause generally attracts support and cooperation. Soon enough, the Department of Tourism, Bureau of Fisheries and Aquatic Resources, Department of Environment and Natural Resources, Office of the President, and private investors came forward to contribute their share for the project.
After three years, in time for the 75th founding anniversary of the province, the long desired Misamis Occidental Aquamarine Park became a reality. It came about as a labor of love, dedication and unflinching political will by local leaders of the province.
Facing the pristine waters of Putting Batas Island fish sanctuary, a 20-minutes banca ride away, MOAP now offers both learning experience and adventure to visitors interested in the wonders of nature.
The park has a Marine Wildlife Holding and Rehabilitation Area, which includes facilities for aquaculture production, marine animal sanctuary, hatcheries, grouper culture, lobster culture, fresh prawn culture, bangus culture, shrimp culture, and marine resources conservation and eco-tourism.
It also has a hotel, restaurants, mini zoo and a diving shop. It’s marine area has become a first-rate diving destination, where visitors can see sea turtles, dolphins and other marine animals in its crystal-clear waters.
MOAP enjoys the reputation of being the best eco-tourism destination in the Northern Mindanao and in the country. It now aspires to become one of the best in Southeast Asia and in the world.
As important as the revenue it rakes in is the instructional value it shares with everyone on "how important it is to protect the environment, especially the ocean," Gov. Ocampos stressed.
"We still have to source out funds for our environmental program and to develop the area further," said Ocampos who explained that part of the entrance fees they collect go to further development of the park’s facilities. Aqua culture production especially tilapia, which Ocampos considers a potential profit center for the province, occupies a good part of the park.
"We concentrate on tilapia culture since BFAR has assured us there is a strong demand" for it in the domestic and export markets, the governor added.
Presently, Misamis folks have now come to consider MOAP as a model institution in itself enriched by the people’s direct investments in it.

CAGAYAN DE ORO CITY, Philippines -- At least 55,220 foreign tourists visited Northern Mindanao last year, prompting officials to consider an aggressive sell for the region as an "international choice of destination."
Tourists from the United States and Japan accounted for the bulk of foreign arrivals but Korea is fast catching up, according to records from the regional tourism office.
Other countries of origin for 2006 were Canada, Australia, China, Germany, United Kingdom, and Netherlands.
Counting Filipino and the so-called Balikbayan tourists, the overall figure for Northern Mindanao -- composed of the provinces of Bukidnon, Camiguin, Misamis Occidental and Oriental, and Lanao del Norte -- was 893,071 in 2006 or an increase of 26.17 percent compared to the 2005 tally of 707,807.
Misamis Occidental, with the cities of Ozamiz, Oroquieta and Tangub, had the most number of visitors at 288,684, or about a third of total tourist arrivals in the region.
Misamis Oriental, with the cities of Cagayan de Oro and Gingoog, followed with 262,272 visitors; Camiguin with 220,062; Lanao del Norte and Iligan City with a total 84,426; and Bukidnon, with Malaybalay and Valencia cities with 37,627.
The rise of Misamis Occidental as a destination is notable given that the traditional places of interest in the region have been Cagayan de Oro and Camiguin.
Officials attributed this to the commemoration of the 250th year of Christianity in Misamis and the Misamis Occidental Aquamarine Park (MOAP).
Set up by the provincial government five years ago, MOAP started as a marine conservation area and was further developed into an ecotourism site. A year ago, it won a Gawad Galing-Pook award for marine conservation.
With more tourists, the rate of hotel occupancy in the region rose from 61.4 percent in 2005 to 68.11 percent in 2006, or an increase of 6.71 percent.
The stepped up campaign to attract more foreign tourists will be undertaken in addition to the region's efforts "to continually mark itself in the country's tourism map," Catalino Chan III, director of the Department of Tourism in Region 10, said.
Chan said the increasing appeal of northern Mindanao as a tourism destination could be credited to the region's sustained peace and order condition.

GearX January 9th, 2008, 02:09 AM Sinanduloy Cultural Troupe turns crystal (http://www.sunstar.com.ph/static/cag/2008/01/09/life/sinanduloy.cultural.troupe.turns.crystal.html)
FIFTEEN years since its founding, the Sinanduloy Cultural Troupe continues to bring pride and honor to Tangub City. Inspired by then First Lady now City Mayor Jennifer Wee-Tan, the troupe was founded in 1992 primarily to provide venue to train young Tangubanons in the field of performance so drugs and other vices won't lure them.
Sinanduloy comes from the word "sanduloy," a Visayan term for mixture of rice and camote boiled together. Essentially, Sinanduloy is a potpourri of sounds and dances.
Trainers of Sinanduloy were teachers of Physical Education (PE) from different schools in Tangub City. They were trained in ballet, jazz, modern, folk and street dancing in Manila and Cebu. They also attended workshops conducted by the Cultural Center of the Philippines and other national folkloric groups. They mounted production as product of their researches.
Sinanduloy first joined Sinulog Festival of Cebu in 1994 in the Free Interpretation Category, and landed in the Fourth Place. In 1998, the troupe was invited to perform before President Fidel V. Ramos during the opening of Malasag Ecovillage at Cagayan de Oro City. One of the streets at the village was named Sinanduloy Street.
The following are the awards garnered by the troupe in Sinulog Festival in Cebu: 2000 Millennium Winner (Free Interpretation Category), 2001 Grand Champion (Free Interpretation Category) 2002 Grand Champion (Free Interpretation Category), Best in Street Dancing and Best in Costume, 2003 Grand Champion (Sinulog Based Category), Best in Costume, Best in Street Dancing, Second Runner-Up (Festival of Festivals in Aliwan, Manila); 2004 Second Place (Sinulog Based Category) 2005 Grand Champion and Best in Musicality, 2006 Grand Champion (Sinulog Based Category), and 2007 Grand Champion (Sinulog Based Category).
This year, the troupe was also invited by the Department of Tourism (DOT) to perform at the Quirino Grandstand, Luneta Park, Manila during the 107th National Independence Day Celebration.
The troupe's spell-binding performance is a reflection of a well-coordinated and organized workforce behind every production that includes the trainers, costume designer, props men, choreographer, dancers themselves and other support services like the medical team and the kitchen crew. This is a secret long revealed, that each one who takes part in the production does his role, and each one dedicates his service to his patron saint, the reason why he does it with fervor and devotion. Many of the Sinanduloy dancers and instrumentalists were able to graduate from college and pursuing their chosen field. This more than makes up for the Mayor's desire to keep them away from drugs and vices. It is heartwarming to know that they became productive and responsible individuals.
On its fifteenth year anniversary, the troupe mounted a major production, shown free to the public, last November 30 at the Sinanduloy Cultural Center. It enabled the troupe alumni from within and outside country to reminisce and revisit the past, and renew old ties through the alumni homecoming in the same month.
With its fire to develop the youth continually burning, the Sinanduloy Cultural Troupe will be here to celebrate more anniversaries to come. (Trends)
Ex!lE January 9th, 2008, 06:08 AM ^ sinanduloy will again join this year's sinulog festival; they are one of the crowd favorites. :cheers:

The President is expected to arrive at the Ozamiz City airport at 12:30 noon and will have a private meeting at the airport lounge with Misamis Occidental Governor Loreto Leo S. Ocampos, the three mayors of the cities of Tangub, Ozamiz and Oroquieta, congressional representatives of the two districts, and key PNP and military commanders.
At the airport, Pres. Arroyo will also meet and interact with the 17 municipal mayors of the province.
After the APP launching at the OCSAT, the President will proceed to one of the school's classrooms where she will interact with school children and their teacher.
She will also observe the classroom proceedings and the interaction of children after a video presentation on the preservation of the environment.
She will also visit the school's library, move around and consult teachers on issues related to education.
After the activities at OCSAT, the President and her party will immediately proceed to Cagayan de Oro City where she is slated to visit and see for herself the project implementation update of the Laguindingan International Airport Development Project in Misamis Oriental on Jan. 10. g0Rs January 10th, 2008, 11:20 AM PGMA moves to expedite construction of Panguil Bay bridge (http://www.gov.ph/news/?i=19837)
THURSDAY, JANUARY 10, 2008 | INFRASTRUCTURE
OZAMIZ CITY, Misamis Occidental – President Gloria Macapagal-Arroyo has taken steps to expedite the construction of Pangil Bay bridge located in Ozamiz City, Misamis Occidental after its winning contractor – Hanjin Heavy Industries and Construction Co., Ltd. (HHICCL)--cited certain "problems" hampering the project from taking off.
HHICCL president Jeong Sup Shim said such "problems" arose out of their "lack of some qualified partnerships” with the local government units (LGUs) of Misamis Occidental.
This, he said, has prevented the Korean shipbuilding giant from fulfilling an important requirement of the bridge contract – that of providing the government with a list of Filipino sub-contractors to help in the construction of the bridge.
The President, in her speech keynoting the formal launch of the Conditional Cash Transfer (CCT) cards under the "Ahon Pamilyang Pilipino" program in Ozamiz City on Wednesday, said she would be meeting with officials of the Korean shipbuilding company to arrive at a resolution of the problem.
The President was quick to divulge, however, that since the problem was only minor, she would be giving the Korean firm until April 2008 to come up with a list of sub-contractors.
Jeong expressed confidence that with the leeway provided by the President, the initial stages of construction of the vital link between Misamis Oriental and Misamis Occidental can now commence.
He said that upon hearing the “good news” from the President, HHICCL officials would proceed to their offices to sit down and "analyze the situation."

(10 January) -- President Gloria Macapagal-Arroyo today distributed cash cards to 10 extremely poor beneficiaries, who are household grantees in Misamis Occidental under the new "Ahon Pamilyang Pilipino" (APP) poverty reduction program.
Five of the 10 household grantees are from the town of Lopez Jaena, while the rest are from the municipality of Bonifacio.
The distribution, held at the Ozamiz City School of Arts and Trade (OCSAT), was made after Department of Social Welfare and Development (DSWD) Secretary Esperanza I. Cabral read the conditionalities of the program.
The President was assisted by Land Bank of the Philippines (LBP) President Gilda E. Pico and Sec. Cabral and witnessed by Governor Loreto Leo S. Ocampos, Ozamiz City Mayor Reynaldo O. Parojinog Sr., 1st District Rep. Marina Clarete and 2nd District Rep. Herminia D. Ramiro.
The last grantee to receive the cash card was chosen to withdraw from the LBP automated teller machine (ATM) the amount of P1,400 representing the cash assistance to the family for the month.
The ATM was temporarily installed at the OSCAT stage where the cash card distribution was held.
President Arroyo, in her speech, said the beneficiaries of the Ahon Pamilyang Pilipino program are the poorest households identified by the DSWD through a scoring system based on the socio-economic characteristics of the families.
Aimed at eliminating poverty to improve quality of life of the children and the family, the government is undertaking this program by giving monthly subsidies through cash cards intended for the health check-up and education of the children, she explained.
She added that the amount of P500 monthly per household for health check-up and vaccines and P300 per month, per child for the education expenses for a maximum of three children per household.
"We cannot say that we have forward as a nation if we do not lift the poor and the hungry amongst us", the president stressed.
To lift up the family from extreme poverty, their children should be given the needed health services, while their parents, livelihood opportunities, she also said.
She, however, warned the beneficiaries to follow certain conditions of the program so as to continuously receive their monthly cash grants.
Among these are: pregnant women should have pre-natal care from the first trimester, child birth must be attended by skilled or trained persons and get post-natal care; parents must attend family planning sessions/mother's classes/parent effectiveness seminars; children 0-5 years old should have regular health check-ups and vaccinations as mandated by the Department of Health; children 3-5 years old must attend day care/pre-school at least 85% of the time; and children 6-14 years old must attend school at least 85% of the time.
President Arroyo said the target families will be monitored to ensure compliance.
The President said the 10 beneficiaries in Misamis Occidental are symbols of the 6,000 poor families assisted by the APP program in 2007 from the municipalities of Sibagat and Esperanza in Agusan del Sur, from the municipalities of Bonifacio and Lopez Jaena in Misamis Occidental and from Caloocan and Pasay cities in Metro Manila.
The target beneficiaries, shall be increased from 6,000 to 100,000 poor families in the different provinces of the country who are suffering from extreme poverty and hunger until 2012, she further said. (PIA-MisOrOccCam)

GearX January 21st, 2008, 03:34 AM Loren cites Misamis Occidental’s rainforest preservation program (http://www.mb.com.ph/PROV20080121114927.html)
Senator Loren Legarda said that many provinces experiencing water shortage for the irrigation of farm lands can learn from the experience of Misamis Occidental in taking care of its rainforest.
According to Legarda, Misamis Occidental has plenty of rainfall through most months of the year because of its lush 33,000-hectare rainforest amply protected by the administration of Governor Loreto Leo. S. Ocampos.
"I’d like to commend efforts exerted by the people of Misamis Occidental, led by Gov. Ocampos, in protecting the rainforest in Mount Malindang against despoliation," Legarda said.
She also lauded other pro-environmental actions being taken by the provincial government, including banning the construction of additional fishponds, preserving the 16 river systems in the province, and preserving its mangroves.
Legarda recently visited Tangub, one of three cities of Misamis Occidental, during which she credited the people of Misamis Occidental for their resiliency and for their innate concern for the preservation of the environment.
The senator said the province had been blessed also with 169 kilometers of coastline fronting the rich fishing grounds of Panguil and Iligan bays.
"Misamis Occidental is a good example of how people can be in harmony with the environment, how we can live on the fruits of the land and sea without destroying nature," she said.
Legarda said that ample rainfall is very important in Misamis Occidental and in other agricultural areas of the country since the planting season is dependent on sufficient farmland irrigation.
Coconut processing is the main industry in Oroquieta, the capital of the province, where it is processed into oil, dessicated coconut and coir. Other crops grown are rice, abaca, corn, cacao, coffee, rubber and corn.
Legarda said that with enough national government support, the already vibrant economy of the province could still grow.
"As fishing is a primary source of livelihood in Misamis Occidental, the provision of more cold storage facilities would surely help," Legarda said.
"Likewise, more farm machineries, technical skills support and financing can boost the province’s agricultural output."
GearX January 22nd, 2008, 04:19 AM Tangub City’s Christmas Symbol Festival: 15 years of lighting Misamis Occidental (http://www.positivenewsmedia.net/am2/publish/Article_Features_22/Tangub_City_s_Christmas_Symbol_Festival_15_years_of_lighting_Misamis_Occidental.shtml)
By Rubelyn Yap
TANGUB CITY, Jan. 22 (PNA Features) -- It started with a simple concept of putting a Christmas Tree in the middle of the plaza to keep alive the small city during Christmas season.
Then the following year, the man at the helm of running the city made it sure that his first lady will have something to look forward to during the Holidays, so he added another Christmas Tree in the plaza and the rest is what they say is history.
This was recalled by City Mayor Jennifer W. Tan during the closing ceremony of the Christmas Symbol Festival, a month-long celebration that features gigantic Christmas symbols lighted to its glory using indigenous materials that would reveal the ingenuity of Filipinos, especially the Tangubanons, recently where hundreds of people witnessed the grand evening affair.
From a single Christmas Tree in the middle of quiet plaza to a glowing Christmas wonderlands, Tangub City is what it is now and is known for.
According to the city’s tourism officer Baby Paller, the tourist arrivals always increase during Holiday season to a rough estimation of 60,000 in 2006 while 100,000 in 2007.
:applause::applause::applause:
The city through the years has been the favorite destination of visitors, both foreign and local, during Christmas just to witness the gigantic symbols, added Paller.
On its 15th year of staging, former mayor Philip Tan who started the event and now the first gentleman of the city thank all the Tangubanons for their trust and confidence to their leaders and the visitors, foreign and local alike, for their continued support and making their city the Christmas Symbol Capital of the Philippines.
Praises
Department of Tourism (DOT) Northern Mindanao office supervising tourism officer Balls Manalo, during the recently concluded ceremony, congratulated the leaders of Tangub for the resounding success of the event which made it to the list of calendar of events of the agency that is published monthly locally and internationally.
Misamis Occidental Gov. Loreto Leo Ocampos thanked the Tangubanons and its leaders for their contribution in making Misamis Occidental the third most visited destination in the country as shown in the 2006 statistics of DOT where they recorded 900,000 tourists next to Region IV which includes the provinces of Batangas, Cavite, Laguna, Marinduque, Mindoro Occidental, Mindoro Oriental, Palawan, Quezon, Rizal and Romblon and Region VII (Bohol, Cebu, Negros Oriental and Siquijor) which has 1.8 million and 1 million respectively.
In the recent statistics, Misamis Occidental, one of the five provinces of Northern Mindanao (aside from Lanao del Norte, Misamis Oriental, Camiguin and Bukidnon) emerged as the new prime destination in the country, together with Cebu with 526,367 tourists which makes the regional office very glad of the development.
“I salute your leaders here for making it (Christmas Symbol) a success,” Ocampos added.
For Mayor Jenny, who was teary-eyed on that night thanked her people for all their support and pointed out that the lone Christmas Tree lighted 15 years ago is a product of love and years after it is now generating love.
She pointed out that the month-long festival that ends on Epiphany is the best example of unity.
The mayor challenged her constituents of sustaining the said activity for the next years to come and the local leaders should be selfless in their commitment to serve the people.
The closing ceremony’s guest of honor, Senator Loren Legarda, a good friend of the mayor, said that she is very happy of Tangub City because their festival shows that the Philippines can learn to overcome its obstacles in order to become “a great nation and a great people.”
She added that Tangubanons' unity to produce the best and grandest display of Christmas symbols by far, would show that the rest of the country can learn a lesson or two from the Tangubanons in facing and overcoming obstacles that the country is facing.
With what she saw, the senator vowed to help the Tangubanons by funding various tourism projects and as a constant visitor of the city, having been acknowledged as an Adopted Daughter of Tangub City.
The Winners
This year’s winners for the various categories are: Category A- Cago/DAR; Category B (Interior Barangays)-Mantic; Category B (Highway Barangays)- Aquino; Category C- Villaba; Category D1 (Most Lighted Business Establishment)- Tobaco Section; Category D2 (Most Lighted Business Establishment)- MOELCI II; Category E (Most Lighted Barangay)- Lorenzo Tan and Category F (Most Lighted House in the Barangay)- Migcanaway.
The city’s tourism officer pointed out that the city government doesn’t care how much they are paying for the electricity as long as their constituents and the visitors would keep coming back to the city and added that as long as their is light in the symbols, Tangub will always be the destination to visit to. Regional and provincial officials have acknowledged the key role played by Tangub City's " Christmas Symbols Festival" in making Misamis Occidental one of the country's top tourism destinations in 2007.
“I was surprised to know Misamis Occidental is now one of the country's top tourism destination second only to Cebu, and ranked even ahead of Baguio, Boracay and Davao,” said Misamis Occidental Gov. Leo Loreto Ocampos during the closing program for the 15th edition of the Christmas Symbols Festival held Jan. 8 at the Tangub City town plaza.
“And I can assure you, a large part of that was due to the tourists coming to Tangub City during Christmas to attend your festival,” he added to roars of approval from the 5,000-strong crowd who came to see the closing rites.
Latest tourist arrivals show Cebu province as the country's top tourism destination with 748,006 foreign and local tourists followed by Misamis Occidental with 526,367; Baguio City (441,863), Aklan anchored by the world famous beaches of Boracay (400,000) and Davao (300,000).
Tourist arrival statistics from the Tangub City Tourism Office provided by City Tourism Officer Baby B. Paller show tourist arrivals in the Christmas Symbols Capital of the Philippines peaking at 108,981 in 2007, or 21% of Misamis Occidental's total tourist arrivals for the period.
“Many have asked me about the secret of our success in attracting tourists and I tell them our festival is sustained by love because it was love that first begat it 15 years ago,” Mayor Jennifer Uy told the crowd, among of which was their guest of honor, Sen. Loren Legarda.
She recounted how her husband, then Mayor Philip Tan, put up a giant lighted Christmas tree to cheer her up after she became homesick during her first Christmas away from home 15 years ago.
Since then, tourist arrivals in Tangub City have soared 89.3 percent from 57,561 when the Christmas Symbols Festival started in 1992 to 108,981 in 2007. The Christmas Symbols Festival has also grown from one Christmas Tree to become the province's as well as Northern Mindanao region's leading spectacle during the Yuletide season.
Besides Tangub's Christmas Symbols Festival, Ocampos also cited Oroquieta's Layawan River, a national environment awardee; and the Aquamarine Park in Sinacaban as other key tourism destinations.
Misamis Occidental has also been cited as a key contributor to making Northern Mindanao the third ranked tourist destination in the country in 2007 after Region IV (Batangas, Cavite, Laguna, Marinduque, Mindoro Occidental, Palawan, Quezon, Rizal and Romblon) and Region VII (Bohol, Cebu, Negros Oriental and Siquijor), which have 1.8 million and one million tourist arrivals, respectively.
Region X Tourism Director Catalino Chan III said Northern Mindanao had 900,000 tourist arrivals, of which over half or 526,367 were accounted for by Misamis Occidental.
Chan cited Misamis Occidental's Aquamarine Park in Sinacaban; Tangub City as the Christmas Symbol Capital of the Philippines; Ozamiz City as a historical and pilgrimage destination with its famous Cotta and miraculous image of the Virgin Mary; and historic Oroquieta City, one of the cleanest in the country and the only city in Mindanao which became the seat of the Free Philippines during the Second World War after Manila, Bataan and Corregidor fell to the invading Japanese forces.

What's more, the Del Monte Plantation and Menzi farm (Malaybalay City), the biggest pineapple plantation in Asia with an 18-hole golf course can be located in this region.
"Come, explore and experience this land of adventures, historical accounts, diverse cultures, and tranquil habitat of various flora and fauna," Chan added. "Give us your time and we will promise you a slice of paradise."

boju2 February 1st, 2008, 06:58 AM Tangub City launches ‘Libot Tangub’ shuttle cabs » (http://mindanao.wowphilippines.com/cagayandeoro/2008/01/31/tangub-city-launches-libot-tangub-shuttle-cabs/)

Cagayan de Oro City (31 January) — Transportation has taken on a new face in Tangub City. In her desire to make Tangub a “walkable city,” Mayor Jennifer W. Tan initiated the use of shuttle cabs called “Libot Tangub” to ply designated routes of the city. Besides teaching the people to walk, the use of the shuttle cabs will also teach people the discipline of time.
The cabs’ stop-over stations will be a few meters away from institutions or offices so that passengers are forced to walk the rest of the distance to their destinations.
Not to compete with the existing “trisikad” (tricycles) and “habal-habal,” (passenger motorcycles) the cabs will have its central terminal and will stop only to pick up and unload passengers at designated stations. With or without passengers, the cab will leave in its designated departure time. Passengers bringing a lot of baggage are not allowed on board.
Instead of paying cash for fare, tickets are used to board the cabs. The size of a prepaid load cards, the tickets are priced differently. At the back of each card are numbers in boxes 1-30, which means that each card is good for 30 rides. The driver punches the card before the passenger can board the cab. If a group wishes to ride and only one holds a card, the driver punches the number of boxes corresponding to the number of people in the group.
Red ticket or Red Card is priced at P5.00 for the regular route. Blue Card and Green Card priced at P2.50 are for students and senior citizens. This is for the route inside the urban core. Route connecting the barangays will have a different rate, but the same procedure applies: that cabs have to stop at designated stations and leave at designated times only. Transients in Tangub City will use another card, but a scheme is still on the table as to the card’s price and size.
Patterned after Sweden and Australia, Mayor Tan said that this is the first time that a local government unit owns a transportation service. This facility is also an answer to the growing number of tourists visiting the city, besides teaching the people how to walk, and to discipline their time. (Tangub City IO/PIA-Tangub City i-Net)

GearX February 14th, 2008, 03:53 AM 11-month cargo throughput up 6% (http://www.portcalls.com/html/news/news.html)
PHILIPPINE ports continued their strong performance, sailing into positive territory for the fourth consecutive month in November propelled by the country’s strong export shipments.
For the first 11 months of 2007, the total cargo volume was at 148.02 million metric tons (mmt), up 5.65% compared to the 140.11 mmt of the same period in 2006.
The Philippine Ports Authority (PPA) attributed the increase to the 9.86% rise in foreign cargo from 74.58 mmt last year to 81.93 mmt for the period in review. Exports and imports posted positive growth rates of 24.11% and 1.92%, respectively.
The Manila International Container Terminal (MICT) recorded the most foreign volume (13.93 mmt), followed by Cagayan de Oro (13.06 mmt), Batangas (11.58 mmt), Limay (10.34 mmt), Surigao (7.89 mmt) and South Harbor (5.87 mmt).
Exports grew from 26.69 mmt to 33.12 mmt, and imports from 47.89 mmt to 48.81 mmt.
Domestic cargo volumes, which have been sliding in the past several months, also registered a 0.86% increase for the 11-month period from 65.53 mmt to 66.10 mmt.
Container throughput continues its uptrend, growing 7.47% from the same period last year or from 3.38 million TEUs to 3.64 million TEUs as a result of the active foreign cargo trade.
Foreign containerized cargoes soared 13.42% from 1.89 million TEUs in 2006 to 2.14 million TEUs in 2007. Of the total, imports accounted for 1.09 million TEUs from 957,491 TEUs, up 13.88%; and exports, 1.05 million TEUs from 934,159 TEUs, or an increase of 12.95%.
The increase was mostly felt at the North and South Harbors, the MICT, and the Cagayan de Oro, Davao and General Santos ports.
Domestic containerized cargoes, however, again retreated 0.06% from 1.495 million TEUs to 1.494 million TEUs for the period due to the preference of shippers for the use of the roll on-roll off highway.
Shipcalls increased 1.85% for the 11-month period vis-à-vis 2006. Domestic shipcalls grew 1.72% from 269,044 to 273,678 and foreign shipcalls, 5.69% from 8,874 to 9,379.
Passenger traffic also rose 3.97% or 1.512 million as the Strong Republic National Highway component ports saw double-digit growth rates particularly in Batangas, Calapan and Ozamis.
For November 2007, port traffic recorded an increase in container and passenger traffic but a decrease in cargo and shipcalls compared to the same period in 2006.
Cargo traffic and shipcalls were down 4.68% and 3.76%, respectively.
Containerized cargoes and passenger grew 3.82% and 5.97%, respectively.

Hmmm John Keats, an Englishman poet lived and died during early 19th century. World War II in the Pacific arena started at late 1941 or let's say middle 20th century. ^^
Anyway, MisOc has so much to offer in terms of Hispanic heritage than her once twin sister province MisOr. Many of the Spanish structures out there are truly well-preserved.

# The Ozamiz coastal bypass road / boulevard with a total length of 6.4 km will traverse 6 barangays from Barangay Malaubang to Barangay Catadman-Mangga. This project aims to decongest the worsening traffic at the city proper where big cargo trucks and container vans going to and from the pier still ply the city main thoroughfares. North and South bound vehicles will utilize this coastal road once completed to avoid traffic at the city proper main streets. This project being undertaken by DPWH with a P400M budget is set to be completed in 2010. The reclaimed land area in 4 Barangays (Malaubang, Tinago, Sta. Cruz and San Roque) will be developed into a commercial area.

The celebration started with a parade, featuring the winning candidates of Miss GADTC 2008, followed by the opening program held at the Sinanduloy Cultural Center where Miss Mary Jane C. Teves, this year's Miss GADTC, was crowned.
GADTC President Jennifer Wee Tan, together with Atty. Philip Tan, crowned Teves after she emerged as winner with the highest money accumulated in the final canvassing held at the VIP Lounge of the school last February 13.
Also given awards were 1st Princess Fely C. Torres, 2nd Princess Jenelyn Aplaca, 3rd Princess Irene Mae M. Gomez, 4th Princess Ailen Mae F. Mag-usara and 5th Princess Lenmarie P. Lucing.

She also announced the school's plan to open a High School Department in the near future to enable BSED and BEED students practice internship.
Alex Nacion, the new Assistant College Head for Administration, and Dr. Gerundia C. Peñas, college consultant, awarded plaques of recognition to several teachers for the many years of services they rendered for the development of the school. (Tangub City IO/PIA-Tangub City i-Net)

Key Ozamiz spot to be developed (http://sunstar.com.ph/static/cag/2008/03/28/bus/key.ozamiz.spot.to.be.developed.html)
By Ryan Rosauro
Correspondent
OZAMIZ CITY -- The local government here is stepping up measures for the development of historic Bukagan Hill as a tourism destination.
Mayor Reynaldo O. Parojinog Sr. said he is reopening talks with the family owning the area as a precondition for finalizing the proposed destination's development masterplan.
But Parojinog did not reveal the mode by which the local government attains right to use the area -- whether sale, lease or donation.
In the past, the owner-family had already decided to donate the piece of property but called it off after some differences with the previous local government leadership.
Because of the uncertainty of the tenure of the local government's use of the area, the Department of Tourism (DOT) have cancelled an assistance package aimed to develop the Bukagan Hill destination.
Parojinog said Bukagan Hill's development is the next logical step to take to further enhance the city's appeal as northern Mindanao's historical and cultural destination.
Three years ago, the city undertook restoration work on the 250-year stone fort that once served as bastion of Spanish colonial presence in the northwestern Mindanao region.
During those times, Bukagan Hill hosts a lookout post that is a complementary facility to the fort. The hill is overlooking Panguil Bay, which effectively provides good vantage to view oncoming attacks on then Misamis town by anti-Spanish forces.
Development of Bukagan Hill started in the 1960s through a joint effort by civic groups and the local government in constructing atop the hill a tower holding three European-made bells. The civic groups raised funds for the purchase of the bells and construction of tower while the local government carved and paved the road going up.
The bells are rung at every dawn of January 1 to herald the onset of a new year. On a fair weather, the sound of pealing is heard across Panguil Bay. But for almost two decades now, this simple yet significant ritual is no longer practiced. And the tower and bells are in a state of disrepair.
Wanting to arrest this deterioration, Parojinog had sought help from the National Government to revive efforts to develop Bukagan Hill.
He revealed that Senator Richard Gordon had committed funds to help bankroll the project, an initiative that he himself backed while still tourism secretary.
Another attraction, the pipe organ at the Catholic Cathedral, is also set for rehabilitation and restoration.

Ozamiz-Cebu domestic flights to open by June
Ozamiz-Cebu route will open again this June with two domestic airlines simultaneously vying for passengers and local tourists daily, information from the City Mayor’s Office said.
A press release dated March 26 and forwarded to this paper said that Air Philippines will open their daily Ozamiz-Cebu route and vice-versa in addition to their already thriving Ozamiz-Manila everyday.
Mayor Reynaldo Parojinog’s chief of staff Miguel Ochate said in the news release that based on the information from the Air Philippines head office in Manila, the new domestic route will start at 5:30 in the morning from Cebu and 6:30 for the Ozamiz-Cebu flight.
Air Philippines load officer Dante Tomatao said said in a telephone conversation he will neither confirm nor deny the said information relayed by the mayor’s office but said that it would most likely happen in the near future.
However, Air Transportation Officer Napoleon Bael, in an interview aired over DxSY-AM last Wednesday, confirmed that an opening in the domestic flight is in the offing.
For the record, Air Philippines started servicing the Manila-Ozamiz route last July 18 in the newly-renovated Benigno Aquino Jr. Airport in Gango with President Gloria Arroyo gracing its opening.
The airport is one of the fast-tracked projects for completion with an allocation of P43-million made possible by the efforts of Rep. Herminia Ramiro and Parojinog.
Also, in a huddle with Ramiro last February at her residence, she told PANGUIL BAY MONITOR that Cebu Pacific has shown intentions to open their own Ozamiz-Cebu route using their new Boeing 737 planes.
It can be recalled that in May 1994, then PAL vice-president for communications Rolando Estabillo hinted the closure of their Ozamiz-Cebu flight because of losses traced to their use of small “Sunriser” and Fokker aircrafts.
PAL needs airbus like DC-10 and Boeing 737 to offset their losses but the runway of the airport is undersized and insufficient. The Ozamiz airport is said to be the only airport in Western Mindanao that needs to be upgraded to accommodate bigger planes.
Then Rep. Hilarion Ramiro announced he has secured P5 million for the improvement of the airport and that another P4 million was appropriated by then President Fidel Ramos to purchase land for the expansion of its runway from 1,250 to 1,850 meters.
Ramiro even boasted he would construct a longer, 2,100-meter runway.
Then Gov. Benito Chiongbian proposed the construction of an all-weather airport in nearby Clarin town. In a resolution, the city council staved off the idea as it directly affects the economy of the city.
Chiongbian’s plan was then criticized for being self-serving as his brother William owned the William Lines that monopolized the Ozamiz-Cebu route.
In November 2005, Naomi Ceniza, owner of Naomi’s Botanical Gardens, said she was contemplating selling her prized 13-hectare farm if the Ozamiz airport remains closed.
Also during that same year, Iranian investor Foad Akhavan, who visited Misamis Occidental Aquamarine Park (MOAP) in Tigdok, Sinacaban, said that “any investment in the province would be insecurity to the investor if the airport in Ozamiz remains permanently closed.”
Saying she is also worried, Rep. Herminia Ramiro then expressed apprehension the re-opening of the airport will not push through or not finished in time for the 250th anniversary of the Cotta Shrine because of funding problems.
She believed there have been moves or maneuvers block the improvements of the airport because its operation will affect Dipolog that according to her “will likely lose their passenger traffic once the Ozamiz airport operates again.”
Now, Ramiro said she is grateful for the opening of the airport. “Nanobra na ang kwarta nato alang sa airport. Sunod natong himuon ang pag-acquire ug mga yuta alang sa parkingan ug mga kan-anan gawas sa airport,” she said.
“Pila ka tuig ta gaantos ani apan nakita ra gyod nato ang improvement sa airport, dili na ta mabiyaan sa ubang airport,” she added. MICHAEL MEDINA
mhurst96 April 11th, 2008, 01:54 AM Does anyone have any information about Cocos Island Resort in Clarin? I have heard about this newly-opened resort from several Ozamiz locals and I even saw a billboard for the place at the Ozamiz airport but I cannot find a website or any info about it online. From the pictures I have seen on a few friendster pages and stories I have heard, it sounds like a very nice place.
arianespace April 11th, 2008, 01:13 PM How horribly wrong this news report is! tsk.tsk...
Lets put the fact this way. Ozamiz will soon be served by Q300 aircraft of Air Philippines 3x a week from Cebu and Q400 daily from Manila before the end of the year.

Cocos Island is in Clarin, 20 minutes from Ozamiz right where Nature's Park and Beach Club is located before. I really dont know their room rates but I think it's a lot cheaper.

g0Rs April 20th, 2008, 05:38 PM BIR collects P4.018-B taxes in NorMin
by Rutchie Cabahug-Aguhob
(20 April) -- A total revenue of Php4.018 billion have been collected in Northern Mindanao by the Bureau of Internal Revenue, region 16, in 2007, up by 0.01% compared to Pph4.017 billion in the previous year.
"The transfer of tax remittances by large taxpayers in the region to their Manila offices has greatly affected our total collection which was just about the same level collected in 2006," Mustapha Gandarosa, Regional Director of BIR-16, said.
As to total revenue, income taxes still comprised the biggest bulk of collections of 61%, followed by the value added taxes (VAT), 26%, percentage taxes, 5% and excise taxes, almost 1% while "other" taxes or from other sources such as penalties, fines, surcharges, documentary stamps, real estate and capital gains, 7%.
In terms of increase in collection, however, percentage taxes, mainly due to the shift from the VAT payments of banks and other financial institutions to the 5% gross taxes posted the highest increase, from Php172.81 million to Php226.64 million or 31.15%, followed by other taxes, from Php253.53 million to Php315.19 million or 24.32%,
But collection of excise taxes dropped from Php0.48 million to Php0.33 million or -32.52%, income taxes, from Php2.537 billion to Php2.440 billion or -3.84% and VAT, from Php1.054 billion to Php1.036 billion or -1.66%.
Meanwhile, Gandarosa said Revenue District Office No. 98 - Cagayan de Oro City, still posted the highest share of the total regional collections (TRC) with Php2.145 billion or 52% despite its decline in collections by 11.82% compared to Php2.432 billion in 2006.
The other RDO's of the region, however, posted positive collections in 2007, the highest of which was RDO 100-Ozamiz City, from Php18.66 million to Php423.07 million or 32.77%, followed by RDO 101-Iligan City, from Php627.48 million to Ph723.81 million or 15.35%, RDO 97 - Gingoog City, from Php156.64 million to Php179.61 million or 14.66% RDO 99-Malaybalay City, from Php482.08 million to Php546.24 million or 13.31%.
Aside from the five (5) provinces and eight (8) cities of Northern Mindanao, BIR-16 also covers RDO 102 – Marawi City in Lanao del Sur of the Autonomous Region of Muslim Mindanao (ARMM) because of its proximity to Cagayan de Oro City compared to Cotabato City where the ARMM regional center is located.
"The above data, however, has excluded the collection and remittances from RDO 102," Gandarosa added.

OZAMIZ CITY -- A P400-million coastal road is being constructed here to help decongest vehicular traffic in the urban district.
The Ozamiz City coastal bypass road project aims to arrest the worsening traffic condition at the city proper where big cargo trucks and container vans going to and from the pier still ply the main thoroughfares.
When completed, the coastal road will provide an alternative route for north and southbound vehicles to avoid the snarl of the urban district.
Stretching some 6.45 kilometers, the road will traverse six coastal barangays and will also feature a promenade walk, which will be a tourist attraction.
The reclaimed land area in four barangays will be developed into a commercial area with provisions for housing relocation for urban poor families that will be displaced by the infrastructure development.
The project is being undertaken by the Department of Public Works and Highways (DPWH) and is set to be completed in 2010.
According to Misamis Occidental Rep. Herminia Ramiro, the project has a P50-million allocation in the General Appropriations Act of 2008.
As of now, over a kilometer's stretch of the road was already started using funds from the Priority Development Assistance Fund (PDAF) of Ramiro. (Ryan D. Rosauro)
GearX May 5th, 2008, 08:16 AM Air Philippines to debut Ozamiz flights (http://www.sunstar.com.ph/static/cag/2008/05/04/bus/air.philippines.to.debut.ozamiz.flights.html)
By Ryan Rosauro
Correspondent
OZAMIZ CITY -- Almost a year after opening flights to and from Manila here, Air Philippines Corp. is mulling a Cebu route, signaling the local airport's growing significance in catering to domestic travel needs.
According to Mayor Reynaldo Parojinog Sr., Air Philippines executives have targeted the Cebu flights to commence this June.
As planned, an Air Philippines aircraft will leave Cebu for a 45-minute 5:30 a.m. flight here with its return flight at 6:30 a.m., said Parojinog.
He added that the flights are expected to be carried out daily.
Air Transportation Office (ATO) local chief Napoleon Bael confirmed to a local radio that Air Philippines' Cebu flights "are in the offing."
At present, Cebu-bound passengers and cargoes from here are served by daily overnight boat trips.
The last Cebu-bound flight from here was that of a Philippine Airlines (PAL) BAC-111 in 1994 during which it decided to close its `missionary routes' owing to heavy financial losses suffered by the company that time. That was also the last commercial flight serviced by the local airport.
PAL had wanted to field larger bodied aircrafts here but the airport's runway then could not accommodate these, hence their abbreviated operation here.
Meanwhile, Misamis Occidental Representative Herminia Ramiro also disclosed plans by the Gokongwei-owned Cebu Pacific to open flights here, although she did not give specifics as to routes.
Amid this upbeat mood, Parojinog expressed optimism the growing importance of the Ozamiz airport would spur greater local economic activities, not only for the city but other parts of the province.
Already, tourist arrivals into the province have risen, especially during the weekends, many of them flying in to frolic at the province's premier destination - the Misamis Occidental Aquamarine Park (Moap).
The city returned to the country's flight map on July 18 last year with the opening of the Manila-Ozamiz-Manila flight by Air Philippines using a Boeing 737 aircraft, which can now be accommodated by the airport's lengthened runway.
Starting with a thrice-weekly schedule, Air Philippines' commercial flights here have been made daily after three months owing to the volume of passengers.
Parojinog is optimistic the city's airport is expected to play a more significant role in domestic travel as its facilities are further developed.
For this year, P43 million has been budgeted for improvements in its passenger terminal, perimeter fence, apron concreting, admin building, and setup of x-ray machine for luggage check.
mhurst96 May 8th, 2008, 01:39 PM Finally. I have always thought that an Ozamiz - Cebu flight would be a huge benefit to the area. I know I personally can't wait. No more 12 hour rides on that floating roach motel called Butuan Bay I. Perhaps a little competition from the airport will help drive the price of ferry tickets down too.

Tangub City: home to potential track stars
Rico Biliran/MindaNews (http://www.mindanews.com/index.php?option=com_content&task=view&id=4430&Itemid=61)
Thursday, 29 May 2008 15:31
DAVAO CITY (MindaNews/28 May) – It is known as the “Christmas Capital of Mindanao” because of its grandiose display of the holiday's famous symbols.
But Tangub City, a third class city in the province of Misamis Occidental, is now poising for another distinction that comes from the sports arena: the producer of young potential track stars, especially in throwing events, in the country's second biggest island.The name -- Jerome Oclarit -- became visible in the sports page of the country’s various newspapers every time there is an athletics competition from regional to inter-school.It started when the 18-year-old Tangub City National High School alumnus won the secondary boys shot put gold in the Palarong Pambansa in Koronadal City last year.
His triumph in the summer games among the elementary and secondary students gave him a chance to study at the Far Eastern University in Manila.
FEU, touted as the athletics powerhouse, reportedly recruited Oclarit, who was 16 then, following his golden performance in the summer games along with other track stars, including his childhood buddy Christopher Ulboc, a fast rising long distance runner.Ulboc and Oclarit live just 30 meters apart in Barangay 2 in Tangub, were classmates in high school and are still classmates taking up education at FEU.
When the 5’11” Oclarit retired from the Palarong Pambansa last year, another kababayan shone and continues to give glory and honors for Tangub, whose economy predominantly relies on agriculture and fishing. Edward Paul Paler retained the gold previously won by Oclarit to make the Tangubanons proud.It can be recalled that Paler, who threw to a distance of 11.74 meters to clinch the valuable gold medal which he dedicated to his public school teacher father, was the first gold medal won by Northern Mindanao in the week-long meet.
It was Oclarit who inspired Paler, an aspiring policeman, to engage in athletics, especially in throwing events.
Like Oclarit, Paler is also studying at Tangub City National High School and enjoying a support from Mayor Jennifer Wee-Tan.
Juanito Borres, who coached the Northern Mindanao athletics team during the Puerto Princesa Palarong Pambansa last month, said the success of Tangub athletes is all because of the support of the municipal government spearheaded by Tan.
“Every time there’s a competition, they will send their athletes to compete,” said Borres. He added that there were lots of throwers from Tangub who reigned supreme in the past.
He noted that the local government has been giving college scholarships to potential athletes at the Gov. Alfonso D. Tan Memorial College.
In the recent Mindanao qualifying of the 3rd Philippine Olympic Festival in Lanao del Norte, Misamis Occidental-Tangub City hauled nine of its total 14 gold medals in athletics, including three from throwing events.
Paler, 16, won the gold in secondary shot put, besting Del Mark Remotigue -- a team mate, classmate and neighbor -- who settled for silver.
Vanrazil Lao pocketed the girl’s shot put gold while Abegail Ivy Alo ruled the girl’s javelin throw.
Paler and Lao also copped silver medals in javelin throw and discuss throw, respectively.
Middle-distance runner Jennelyn Surdilla and jumper Regine Ganiolon added two gold medals apiece for Misamis Occidental-Tangub City to place 7th over-all, with 14-15-22 gold-silver-bronze medal production.
Surdilla ruled the girl’s 1,500-meter and 3,000-meter run while Ganiolon topped the girl’s long jump and triple jump.
Other throwers who once made the people of Tangub proud were Arnold Unabia and Nino Alo.

CAGAYAN DE ORO CITY, Philippines - The Misamis Occidental government has announced that it will soon open a 30-hectare demonstration farm for the commercial production of tilapia in Tangub City.
Manolito Yap, officer-in-charge of the Misamis Occidental Aquamarine Park, said the project is in line with the local government’s thrust to make the province a major producer of fresh seafood like mud crabs, milkfish and tilapia.
Tilapia has also attracted high demand elsewhere in the country due to minimal required production inputs, and could sell at P100 per kilo. Tilapia fingerlings cost around 50 centavos to P1, data from the regional office of the Bureau of Fisheries and Aquatic Resources (BFAR) showed.
Mr. Yap said that as soon as the provincial agriculture office will close a deal with the owners of the land, development of the demonstration farm will start. Misamis Oriental has already opened a mariculture park in the municipality of Balingasag where milkfish, or bangus, is produced on a commercial scale.
Last year, BFAR announced plans to build a P10-million tilapia fillet processing plant at the Phividec Industrial Estate. Arlene B. Pantanosas, BFAR regional director, said the plant will have a capacity of 30 metric tons of fresh-chilled tilapia fillet a month.
"The Philippines contributes 7% of the world’s tilapia production, yet has not penetrated the global market because it can hardly even meet local demand," she had said. — G. P. Alba, BusinessWorld

g0Rs July 16th, 2008, 03:54 PM Golden Shower: Tangub City's next attraction
By Judith B. Tablan & Richly A. Tagbacaula
Tangub City (15 July) -- IN an effort to add attractive sites to the city and in response to the concern for global warming and climate change, Tangub City in Misamis Occidental encouraged its employees to plant trees.
The city government purchased 747 saplings of Golden Shower (Cassia fistula) from the Agriculture students of Northwestern Mindanao State College (NMSC) through their president Atty. Philip Tan.
This tree will normally reach 30 feet up to 40 feet and same with its width. Mostly located from Luzon to Mindanao, Golden Shower is not only an ornamental flower, but it is also used as a medicinal plant that can treat ringworms and other fungal infections.
The 747 plantlets were planted around the city, including the City Plaza, by city officials and department heads with Atty. Philip Tan, Mayor Tan and some members of Siyaget sa Kinaiyahan Volunteer Movement.
Earlier, these saplings were presented and turned over to the city government through Mayor Jennifer Wee Tan during the Employees Monthly Mass early this month at the Function Hall I.
During the turn-over, Mayor Tan emphasized that besides helping the environment recover from its dying situation, Golden Shower will also be drawing tourists when the trees shed their leaves and bear showy yellow flower in the years to come.
She wanted each household of the city to have one tree so that in time they will mature, they can produce such colorful flower. Mayor Tan also reminded the employees that Golden Shower is the city flower.
Prior to the turn-over, Mayor Tan and Atty. Philip Tan already planted the Golden Shower at the barangay entrances of the city namely: Silanga, Sta. Maria and Sumirap.
This idea is patterned after Japan when they visited the place. According to the mayor, the cherry blossoms are lined up along the street of Japan where many tourists and local people stop for pictorials. They wanted the same thing for Tangub.

Thursday, July 24, 2008
SENATE minority leader Aquilino Pimentel Jr. wooed local government executives in Misamis Occidental with increased internal revenue allocation (IRA) shares in an effort to win support to his proposed shift to a federal form of government.
In Cagayan de Oro, the Mindanaoan legislator was joined Wednesday by Misamis Oriental Governor Oscar Moreno and other local officials in echoing the same line.
Arroyo Watch: Sun.Star blog on President Arroyo
Pimentel said that under his proposal, as contained in Senate Resolution No. 10, the state and local government units shall corner 80 percent of government revenues while 20 percent will remain with the national government.
This reform in fiscal sharing, he explained, is a result of the transfer of a large bulk of power and governance responsibility from the central to states and local governments.
Based on a simulation, Pimentel said it is expected that IRA shares of local governments will increased by 40 percent under this setup.
"So with federalism, local governments have nothing to lose but more to gain," Pimentel said, to the applause of a jampacked audience mostly officials and employees from the provincial down to barangay governments.
Former vice-mayor Elvira D. Tan said the IRA increase argument is a sure drawer of supporters to the initiative from the ranks of local government executives.
The July 21 forum kicked off Pimentel's provincial roadshows aimed at drumming up support for an initiative to amend the Constitution to reform the country's framework of political administration.
These sorties, bannered "Federalism: The Key to Rural Development," are expected to usher in a more vigorous local discussion about the federalism proposal.
So far, federalism roadshows were scheduled in Iligan, Cagayan de Oro and Davao cities in Mindanao, and Cebu in the Visayas.
The roadshows are organized by the League of Provinces of the Philippines, which earlier expressed support behind the federalism proposal.
Misamis Occidental Governor Loreto Ocampos, also LPP president, told forum participants that "the federalization of the republic is long overdue."
"The adoption of a federal system will address the concerns of the people of Mindanao and other areas of the country that their respective development efforts are being thwarted by the bias shown by Manila-based bureaucrats in favor of what is popularly called 'imperial Manila," Pimentel said.
Senate Resolution No. 10 calls for the convening of Congress into a constituent assembly to tackle the proposed charter amendments, comprising of some 18 revisions to existing provisions and two additions.
Pimentel said that while he favors a constitutional convention "because it is more democratic," he however took issue of its costliness and the predictability of when it can be able to complete its task.
He clarified that in a constituent assembly envisioned by Resolution No. 10, the House and the Senate shall convene separately and then harmonizes their respective versions through a bicameral body.
But Pimentel himself recognizes that the currently low public approval rating of Congress as "an underside" to the constituent assembly route to charter change to pave the way for federalism.
"It's up to the people, at least we have it started," he said. (Ryan D. Rosauro)

Federalism (http://www.philstar.com/archives.php?aid=2008072892&type=2)
IYO ANTOY Ni Antolin dela Serna
Tuesday, July 29, 2008
Under the present unitary system (a remnant of our colonial past imposed by the Spaniards and the Americans to advance their colonial imperial interests), practically all powers are vested in a highly centralized government.
“The concentration of power at the top inevitably results in political and economic imbalance and injustice. It is the reason why many regions in the Philippines remain poor and underdeveloped. Poverty in turn spawned widespread criminality, rebellion and secession, especially in neglected areas in Mindanao and many parts of Luzon and the Visayas.”
Unsa may tan-aw nimo ini, Dro? Wa ka ba kamatikod nga pirme lang tang nag-agad ug naghuwat kun unsay ikaluoy sa Imperial Manila, nganhi kanato nga ilang mga colony?

dark_knight_detectve September 7th, 2008, 03:17 PM Anti-Poverty Program: DSWD to identify CV beneficiaries (http://www.philstar.com/archives.php?aid=20080906171&type=2)
Sunday, September 7, 2008
The Department of Social Welfare and Development-7 has started its survey to determine which selected households from different depressed areas in Central Visayas will benefit from the Pantawid Pamilyang Pilipino Program or the 4Ps, one of government’s poverty reduction programs.
Four municipalities in Negros Oriental have already been visited by enumerators from DSWD-7 to assess the poverty situation in the area needed in the implementation of 4Ps and other interventions of the government.
Some 20,000 households in the municipalities of La Libertad, Bindoy, Vallehermoso, Ayungon and Tayasan were surveyed.
Based on surveys and assessments, DSWD will select 44,123 beneficiaries of 4Ps.
The Pantawid Pamilyang Pilipino Program is one of the many initiatives of President Gloria Macapagal-Arroyo on poverty alleviation.
Implemented by the DSWD, it was launched to shield the people from the effects of soaring prices of oil, goods and other commodities.
The program conditional transfer of cash to extremely poor households to allow family members meet basic needs for human development goals to break the poverty cycle.
It addresses educational concerns, focuses on issues like high maternal and infant mortality rate, high malnutrition and high rate of child labor among the less fortunate people.
Beneficiaries will have to comply with certain conditions like they have to send their children to school or to health centers regularly which made it unique from other programs.
Under the program, a family beneficiary with maximum of three children will receive a monthly allowance of P1,400, a P500 monthly allowance for nutrition and health expenses, and P3,000 for one school year or P300 per month for educational expenses per child for at most six years.
Non-compliance by the beneficiaries would mean suspension of cash grants or dropping of the program.
Poorest areas nationwide were selected based on Small Scale Estimates. Computerized selection based on ranking system assesses the socio-economic characteristics like ownership of asset, type of housing unit, level of educational attainment, access to water sanitation and the likes.
The program was piloted in Region X, National Capital Region and Caraga. Some 6000 households have started receiving their cash assistance earlier this year in Agusan del Sur, Misamis Occidental, and the cities of Pasay and Caloocan. — Jessica Ann Pareja/WAB

P39M in Misamis completed (http://www.businessmirror.com.ph/09112008/economy08.html)
By Jonathan L. Mayuga

EFFORTS to enhance food production and restore order in Mindanao got a big boost with the completion of four basic rural infrastructure projects worth P39 million in the province of Misamis Occidental.
Agrarian Reform Secretary Nasser Pangandaman said the projects—three farm-to-market roads and a communal irrigation system—are vital components in the government’s drive to spur rural development in the region that has been ravaged by more than three decades of on-and-off war between the government and the secessionist Moro rebels.
“Increasing farm production and income of the rural folks is the key to improving the peace-and-order situation in Mindanao,” Pangandaman said, adding that “busy and well-fed people will have no time for war.”
Pangandaman said the P8.26-million irrigation system, which was turned over to Panaon town Mayor Rosanne Marie Paylaga, Misamis Occidental Vice Gov. Francisco Paylaga Jr. and the local irrigators’ association president Judie Layna would greatly help farmers to produce more in their rain-dependent-no-more farms.
The DAR chief added that local farmers would have greater flexibility in their dealings with traders, following the rehabilitation of three farm-to-market roads, the 12-km road in Matalba agrarian-reform community (ARC) the 6.16-km road in Gadakinsur ARC and the 1.6-km road in Langca ARC.

Cagayan de Oro City (26 September) -- IN an effort to inspire the youth to be involved in the campaign for rehabilitating the environment, the Sangguniang Kabataan is staging a Battle of the Bands focusing on the theme "Musika Para Sa Kinaiyan (Music For Nature)" as among the highlights of the city fiesta of Tangub in Misamis Occidental on September 29.
This event is considered unique since the participants will sing environmental songs for the youth to inculcate the significance and importance of our Mother Nature, aside from being a call for global warming awareness and its implication, which is everyone's concern today.
Unlike last year, the Battle of the Bands will hold only one elimination round. All participants will compete on September 15. Only six contingents will be allowed to the final round on the evening of September 29.
Participants are expected to present either their own compositions or picked from other music artists as long as the content is about caring for nature-in English, Tagalog or Cebuano.
Only a maximum of three songs are allowed for each band.
The top three bands will receive cash prizes and trophies during the awarding ceremony on September 29. (Tangub City IO/PIA-Tangub City i-Net) [top]
