PAGADIAN CITY—Electricity costs shot up in Mindanao amid debilitating brownouts because the company in charge of transmission of power on the island and in the rest of the country had to raise fees to store reserve power that wasn’t used.

Makes sense? Not to consumers who have been sending a deluge of complaints to the National Grid Corp. of the Phils. (NGCP) over electricity rates that kept increasing just as the supply of power kept decreasing from February to May.

During those months, daily power outages in Mindanao reached 12 hours because the island’s hydropower sources were operating at half their capacity as a result of the dry spell.

P2/kWh hike

Despite the outages, however, Mindanao power consumers discovered that their bills were shooting up. Many were surprised to discover that they were being charged P2 more per kilowatt hour.

Power utilities, such as the Misamis Occidental Electric Coop. II, said the increase in rates to as much as P9 per kilowatt hour was due to so-called ancillary charges that the NGCP has been collecting.

The NGCP admitted that ancillary service fees increased by almost eight times from its level in December 2009.

From P77 per kilowatt hour in December 2009, the cost of ancillary [something that is added but not necessary] services went up to P607 per kilowatt hour in April, or about 600 percent, according to NGCP.

NGCP also said the fees they were collecting to store reserve power went up because private companies now run power barges that used to be run by the government.

Reserve

In a statement, the NGCP explained that as grid operator, it was required to maintain a certain level of power reserve that is “necessary to support the transmission of electricity from power resources to load customers and to maintain the reliability of power services.”

This was the reason it has to store electricity even if this wasn’t distributed.

Beth Martinez, NGCP corporate communications officer for Western Mindanao, said one basic function of a power reserve is to ensure that the correct voltage of electricity is delivered to load customers.

“Since NGCP does not operate a power plant, it contracts the services of power generators to be able to come up with the required level of reserve for the grid,” Martinez added.

Pass on

The NGCP said as a transmission company, it bills and collects both transmission and ancillary services charges from its direct customers [electric cooperatives and electricity distributors] who, in turn, pass on the charges to consumers.

“The company then remits the collection of ancillary service charges to its contracted providers per an Ancillary Services Procurement Agreement (Aspa),” NGCP said.

NGCP also clarified that “as the collecting agent, the company does not get revenues from the said fees.”

MANILA, Philippines - President-elect Benigno "Noynoy" Aquino III declared P440 million in campaign contributions, but only P403 million of this was spent.

The Commission on Elections (Comelec) said Monday Aquino is not obliged to return to donors the balance of P37 million.

“If there's anything that's in excess, that's their responsibility. Comelec has no oversight on that. So however they want to spend it, they're answerable to their donors. Kay Noynoy na iyon or sa organization niya,” Comelec spokesperson James Jimenez said.

Many of the donors are wealthy businessmen.

Among them were Martin Ignacio Lorenzo of Del Monte Phils., who gave P20 million; Bu Hong Chiong from Ozamis City, donated P20 million; and Leonardo Javier Jr. of Andoks, shelled out P14 million.

David Lim and Elena Lim of the Solid Group of Companies donated P10 million each.

Felix Ang of Cats Motors contributed P10 million; Abeto Uy of Philsteel Group of Companies, P10 million; Gerardo Esquivel, a businessman-friend of Aquino, donated P10 million; businessman Alex Tanwangco, P10 million; Josephine Reyes of the Far Eastern University donated P5 million; and mining magnate Buddy Zamora contributed P5 million.

Fulgencio Factoran Jr., who served as environment secretary during the administration of Cory Aquino, contributed P20 million.

Three million pesos came from Howard Dee, former Philippine ambassador to the Vatican.

Aquino's sister, Kris, shelled out P15 million pesos.

Based on Aquino's statement of election contribution and expenditures, the donations were made in cash.

This raises the question: were the funds handed over in a briefcase?

The poll body said it is possible some of the donations were not divulged, because of the rule limiting campaign expenses, to only half a billion pesos.

“Tingnan lang natin iyong posters. I believe there are some posters printed ‘by friends of…’, so hindi cash ‘yon. In kind na kaagad iyon. That should be declared. Ang ide-declare mo, value of donation,” Jimenez said.

The Comelec said it would have been hard for the Aquino camp to determine whether or not the funds came from legitimate sources.

“Kunwari ikaw, meron kang vested interest at gusto mong magbigay ng pera sa kandidato, siyempre hindi mo ipapangalan sa sarili mo. Magbibigay ka ng tao na magpapangalan sa donasyon na tatanggapin ng kandidato bilang donasyon from some person,” he said.

ABS-CBN News sought out the Aquino camp for comment, but our messages and calls were not returned.

The Comelec admitted it is virtually powerless in enforcing the law on campaign expenses.

OZAMIZ CITY, Philippines—The June 9 deadline that the Commission on Elections set for the filing of campaign expense reports has long lapsed but a large number of politicians in Misamis Occidental have not submitted their documents yet.

Jose Itom, Comelec provincial chief, said 25 candidates have not submitted their Statement of Election Expenditures and Contributions (SEEC) to date.

Comelec rules require all candidates—losers and winners alike—to file their statement of expenditures in the Comelec office where they filed their certificates of candidacy.

Itom would not identify by name the politicians who failed to file their expense reports but said they ran for governor, vice governor, congressman and board member.

He said because of the large number of politicians who failed to file their campaign expenditure reports, the Comelec has decided to extend the deadline to June 24.

Itom warned that failure to comply will be ground for prosecution.

“The Comelec will strictly enforce the rule on declaring their expenditures and contributions,” he said.

CEB adds flights to Cebu, Davao hubs

Cebu Pacific (CEB) further strengthens its Cebu and Davao hubs by adding more frequencies and encouraging more travel with a P699 ‘Go Lite’ seat sale from June 16 to 18, 2010, for travel this July 1 to August 31, 2010.

Passengers taking direct flights from Cebu to 18 domestic destinations can avail of the ‘Go Lite’ seat sale for the following destinations: Bacolod, Boracay, Butuan, Cagayan de Oro, Clark, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Legazpi, Ozamiz, Pagadian, Puerto Princesa, Siargao, Surigao, Tacloban and Zamboanga.

Those traveling from Davao to Cebu, Iloilo, Zamboanga and Cagayan de Oro can also avail of the P699 ‘Go Lite’ fare.

CEB, Asia’s 3rd largest low-cost carrier, is likewise highlighting flights from Manila to Pagadian, Surigao and Ozamiz in a P999 ‘Go Lite’ seat sale, with the same sale and travel periods.

Manila to Macau flights and Clark-Macau flights are also up for grabs for only P1,499 and P999, respectively.

Passengers with check-in luggage just need to add P100 upon booking.

Additional frequencies for CEB’s Cebu and Davao hubs are slated for Cebu-Ozamis flights (from thrice weekly to daily starting July 15, 2010).

Starting November 24, 2010, Cebu-Bacolod and Cebu-Boracay flights will have twice daily flights. Cebu-General Santos and Cebu-Puerto Princesa flights will have daily flights, an increase from its former 4 times and 3 times weekly frequency.

Meanwhile, Zamboanga flights from Cebu and Davao will be upgraded from a 72-seater ATR aircraft to a 156-seater Airbus A319 starting November 24, 2010.

“Being the largest airline in the Philippines, we are committed to offering more travel options and flights to our passengers,” said CEB VP for Marketing and Distribution Candice Iyog.

NEGROS Navigation is celebrating its 78th anniversary in July by offering a 60 percent sale on passenger tickets whole-year round.

Ismael C. Algara, manager for Visayas and Mindanao, said the ticket sale is available for all Negros Navigation destinations nationwide.

Aside from the sale, Algara said they would also have surprise weekly promos in July.

In Cagayan de Oro, the company is celebrating its 30th anniversary.

“This would definitely be the year for passengers to get big discounts from our company. So hurry and grab the chance to travel and avail of our service satisfaction,” Algara said.

On Monday, Negros Navigation kicked off its first Karaoke Caravan at the City Kiosk in Divisoria as part of the joint celebration of the 112th Independence Day and the 60th Charter Day celebration of Cagayan de Oro.

The event, with sexy actress Maui Taylor as guest, was attended by the company’s marketing managers from Manila, Bacolod, Iloilo, Ozamiz City, Dipolog City and Cagayan de Oro who prepared a lot of fun, games, and other surprises to guests.

At least 60 participants signed in for the contest who were judged based on voice quality (50 percent), interpretation and stage presence (25 percent), diction and delivery (15 percent) and overall impact/appeal (10 percent).

Grand winner took home P10,000 while the first runner-up got P5,000 and the second runner-up pocketed P3,000. They were also given travel certificates and gift packs.

Algara said after the Cagayan de Oro caravan, they would proceed to other cities such as Iloilo, Ozamiz, Dipolog and Manila for another series of Karaoke Caravan.

“We are looking into the possibility of having a national grand final where all winners from different regions will compete,” he said.

During the activity, Negros Navigation held a one-night promo of only P978 fare with open dates to Manila and other destinations.

"Tonyboy" leads Noynoy financial contributors

Out of the 96 people who contributed to his campaign, president-elect Benigno “Noynoy” Aquino III received the biggest cash donation from his uncle Antonio “Tonyboy” Cojuangco.

Aquino’s Statement of Contribution Received for the May 10 polls filed before the Commission on Elections (Comelec) revealed that Cojuangco donated P100 million to the incoming president.

Aside from Cojuangco, others who donated cash to Aquino are businessmen Martin Ignacio Lorenzo of Del Monte Phils. (P20 million); Bu Hong Chiong from Ozamis City (P20 million); Leonardo Javier Jr. of Andoks (P14 million); David Lim and Elena Lim of the Solid Group of Companies (P10 million each); Felix Ang of Cats Motors (Php10 million); Abeto Uy of Philsteel Group of Companies (P10 million); Gerardo Esquivel, a businessman-friend of Aquino (P10 million); businessman Alex Tanwangco (P10 million); and construction magnate Engr. Jose Ramon Aliling (P10 million).

Former senior government officials were also key contributors in the Aquino campaign. Fulgencio Factoran Jr., who served as environment secretary during the administration of Cory Aquino, contributed P20 million, while Cesar Purisima, who was a former trade secretary under the Arroyo administration, gave another P10 million.

Aquino’s sisters also donated cash to his campaign Kris Aquino-Yap with P15 million, Pinky Aquino-Abellardo P5 million, and Ballsy Aquino-Cruz with P3 million.

All in all, the camp of Liberal Party (LP) standard bearer received a total of P440.05 million cash donations.

Meanwhile, the statement filed by Aquino also revealed that there are still some P36.93 million campaign funds that have been saved by his camp.

Aquino earlier claimed that his total campaign expenditure was only P403.119 million for the entirety of the campaign period, which was from February 9 to May 8.

Section 14 of Republic Act 7166 states that every candidate should file their statements within 30 days after the day of the elections, saying it should be “the full, true and itemized statement of all contributions and expenditures in connection with the election.”

Ship with over 300 passengers runs aground off Cebu, all rescued

MANILA, Philippines (Xinhua) -- Philippine Coast Guard personnel rescued at least 352 passengers and crew members of a ship that ran aground off Cebu on Saturday dawn, a coast guard spokesman said.

Commander Armand Balilo said M/V Filipinas Ozamis of Cokaliong Shipping Lines met the accident while transiting the entrance of Chanel Cebu Port, particularly at Lipata bank, at around 4:30 a.m.

The steel-hull passenger and cargo ship departed Ozamis City and en route to the port of Cebu. It was skippered by Capt. Erben Lumbab with 45 officers and crew.

Balilo said Coast Guard ships were promptly dispatched to the area to conduct search and rescue operation after Chester Cokaliong, the ship owner, informed the Coast Guard of the incident and sought assistance.

As of 9:10 a.m., all the passengers and crew of the ship were transferred to Coast Guard ships and later disembarked to the Port of Cebu.

"As of now, all the passengers and personnel were already rescued," said Balilo.

Balilo could not immediately say why the ship ran aground, but said concerned authorities were still looking into it.
