Northern Mindanao phone lines grow by 1%

EVEN as most people prefer to use mobile phones, the total number of available telephone lines in Northern Mindanao has slightly increased by one percent for the first quarter of 2010 compared with the same period last year.

Engr. Cecilio Y. Clarete, assistant regional director of the National Economic and Development Authority (Neda) Northern Mindanao, said from 148,206 in the first quarter last year, telephone lines available increased to 149,753 in 2010, of which only 47.69 percent or 71,423 were subscribed leaving about 78,330 still open to subscription.

Clarete said unsubscribed lines for Camiguin, Lanao del Norte and Misamis Occidental provinces increased by 3.19 percent, 0.18 percent, and 39.30 percent, respectively.
However, he said figures in the provinces of Bukidnon and Misamis Oriental have decreased both in available and subscribed telephone lines during the first quarter this year, posting negative 0.55 percent and 2.95 percent, respectively.

The Neda-Region X also said that as of March 2010, a total of 1,095 public calling offices (PCOs) in the region are still operational, which is higher compared to the 1,953 PCOs of the same period last year.

Clarete said except in the provinces of Camiguin and Bukidnon, more PCOs were installed in the provinces of Lanao del Norte, with 645 PCOs in 2009 to 667 PCOs in 2010 and Misamis Oriental with 159 PCOS to 169 this year.

Meanwhile, around 514 mobile phone cell sites are already established for the first quarter of this year.

However, Clarete said this is slight lower from 517 cell sites over the same period in 2009.

This, after three cell sites in the provinces of Misamis Oriental and Misamis Occidental were declared non-operational.

Globe Telecom owned 46.11 percent of these cell sites followed by Smart with 36.10 percent and Digitel with 17.70 percent.
For the number of internet subscribers, Clarete said this remains unchanged for the first quarter of the year. Of the 21,588 subscribers in the region, about 85.0 percent of internet users are Philcom subscribers while others are subscribed to Cable 21, ICC-Bayantel, PLDT and Sotelco.

Private sector, NGOs commit partnership with DSWD through KALAHI-CIDSS

Cagayan de Oro City (16 July) -- The Department of Social Welfare and Development-X received a number of commitments from non-government organizations and private institutions to partner in the implementation of KALAHI-CIDSS during an advocacy forum facilitated by the DSWD-X yesterday, July 15, 2010.

PARFUND, Inc., SM Foundation, Inc., Holcim Philippines, Inc., Philippine Sinter, and Del Monte Foundation, Inc. gave their assurance that they shall support the KALAHI-CIDSS by providing their resources.

KALAHI-CIDSS, a community-driven development project that aims to strengthen community participation, improve local governance and alleviate poverty, is currently being implemented in the municipalities of Kapatagan, Lanao del Norte and Bonifacio, Misamis Occidental.The KALAHI-CIDSS is also being prepared by the social welfare department in its scaling up scheme.

The PIA, region 10, headed by Director Rutchie Aguhob, and other media outlets were also tapped by the Department to help in ensuring transparency in the implementation of the Project, especially in its financial and procurement aspects.

According to Atty. Araceli F. Solamillo, Regional Director of DSWD, region 10, the Project, which "ultimately conducts prioritization of subprojects," has a scheme of generating resources from the non-government organizations and the private sector to augment those proposals by the communities which were not prioritized by the Project.

"Because not all barangays will be covered by KALAHI-CIDSS, some communities, which were not prioritized, may need other resources to have their subproject proposals realized considering that these proposals also show their dire need for local development," Atty. Solamillo said.

She said that the advocacy forum serves as a venue where the non-government organizations and private sector can have meaningful projects through the implementation of the Project.

Assistant Regional Director and Regional Project Manager of KALAHI-CIDSS, Aldersey Mumar-Dela Cruz said this is just the first step of the DSWD-X in strengthening its convergence with other groups.

"The Regional Office will continue to scout for more organizations and groups which may also have the same cause as that of DSWD's, and that is to help fight poverty that is plaguing in the rural communities," Dela Cruz said. (DSWD 10) [top]

PhilHealth membership goes up in north Mindanao

MEMBERSHIP to the Philippine Health Insurance Corporation (PhilHealth) in Northern Mindanao continues to grow for the past five months, data from the health insurance provider revealed.

In its monthly accomplishment report from January to May this year, PhilHealth service offices in Misamis Oriental, Camiguin, Misamis Occidental, Lanao del Norte, and Bukidnon posted a total of 1.3 million members.

Misamis Oriental registered the highest number of growing members of 523,667 as of May this year, up from last year's 499,304 while Camiguin posted the lowest number of registered members with 24,487 from 23,936 in January.

The increase in PhilHealth membership in Misamis Oriental is attributed to Governor Oscar S. Moreno's massive registration of his constituents, enrolling thousands only this year.

Bukidnon ranked second with 320,614 registered members followed by Lanao del Norte with 242,127 and Misamis Occidental with 194,879.

Data includes the number of members who are employees from both private and government offices, self-employed, among others.

For the Cagayan de Oro service office, PhilHealth was able to collect from the private sector around P77.5 million, the highest remittance as of May 2010, followed by members from the government sector with P75.1 million; self-employed with P29.3 million; indigents with P21.3 million; and overseas workers program (OWP) with a total of P8.5 million. Data includes members from Misamis Oriental.

In Gingoog service office, the program for the indigents led the highest collection of P9.69 million followed by the private sector with P9.7 million; government sector with P8.4 million; and the OWP with P86,400.

PhilHealth's indigency program in Ozamiz service office ranked third in collection effort for the same period with P22.6 million against the private sector with P24.2 million and government sector with P22.8 million. Self-employed members ranked fourth with P16.1 million while OWP only had P403,200.
In Bukidnon where PhilHealth's service office is located at Valencia City, the health insurance provider was able to collect P52 million from the private sector, P40.7 million from the indigent sector, P28 million from the government sector, P19.9 million from self-employed members and P169,200 from OWP.

The indigency sector in Cagayan de Oro, Valencia and Ozamiz ranked the highest percentage in terms of collection. (Loui S. Maliza)

NCIP vows to empower IPs

248,310 hectares of ancestral domain delineated in NorMin

Cagayan de Oro City (20 July) -- Strengthening the tribal councils will always remain top priority of the National Commission on the Indigenous Peoples (NCIP) in Northern Mindanao.

Thus stressed Datu Tommie J. Lobaton, Regional Director of NCIP-10, who said they found the tribal councils very effective in the campaign to inform, educate and communicate (IEC) with the members of the different tribes, especially on ancestral domain issues.

"We really need to empower the indigenous peoples of their rights by enlightening them of our laws so they will understand and we trust these tribal councils to help us in our IEC campaigns," Lobaton said.

He said the NCIP has been successful in delineating and titling some 8.0M hectares of ancestral lands, all over the country since 2000.

In Northern Mindanao, a total of 248,310.1033 hectares of these lands have been delineated and titled in the name of the tribes located in the different parts of the region, benefiting 60,613 indigenous peoples.

The areas are covered by 15 out of 22 applications for the Certificate of Ancestral Domain Titles (CADT) and three (3) Certificate of Ancestral Land Titles (CALT) which were approved, as of June, this year.

Lobaton, however, clarified that the title of these land, although private in nature is still collective or communal that belong to the tribe and, therefore, could not be sold or divided among its members individually.

"If it has to be rented, it has to undergo a process to get a "Free Prior and Informed Consent (FPIC)" from its members before any "Deed of Instrument for Perpetual Use" can be executed, he said.

Meanwhile, all CALT's and eleven (11) of the approved CADT's are located in the province of Bukidnon and included beneficiaries from the following tribes:

Talaandig, Matigsalug-Manobo, Manobo, Bukidnon, Higaonon, Bukidnon-Higaonon, Bukidnon-Umayamnon and Bukidnon-Pulangiyen.

Likewise, three (3) of the CADT's are located in Misamis Oriental with the Higaonon tribe of the Balingasag-Claveria-Gingoog City mountain ranges while one (1) CADT is located in Toliyok-Mialen-Oroquieta City border in Misamis Occidental with Subanen beneficiaries. (PIA 10) [top]

In a five-page decision, the Comelec's Second Division said Svetlana Jalosjos failed to prove that she stayed long enough in Baliangao as a resident to be qualified to run for mayor.

Section 39 of the Local Government Code of the Philippines states that a candidate running for an elective post must be a resident of the municipality or province where he or she is running, for at least a year.

Svetlana won over Agne Yap by only six votes in the last elections.

Nakaanhi man ko sa una sa Concepcion. Dugay na to kaayo. Its the poorest town in Mis. Occ if im not mistaken.
Naa gani proposal sa una sa time ni Ex Gov. now Cong. leo Ocampos nga himoon na lang ni ug brgy sa Sapang Dalaga.
Ang Mayor nila sa una ky mag office sa lopez jaena. Pero nindot kaayo ni nga place kung madevelop lang.
makita nimo ang Baliangao, Calamba, Part sa Zanorte ug ang dagat .

by Oct pa man kuno. hopefully ma-solve na ang prob sa PAL karon ASAP. para dili ma-apektuhan pud ang Cebu flights nato sa PAL/Airphil express. :)
