Ozamiz prepares to mark 'Festival of the Huts'
Catholic Church officials in Ozamiz City in Mindanao have started preparations to mark the archdiocese’s yearly Festival of the Huts in October.

Local Catholics mark the “Pangilin sa mga Payag (Festival of the Huts)" by making a pilgrimage to the Virgin Mary at the Cotta Shrine.

“Here, the pilgrim meets the mystery of God and discovers His countenance of love and mercy ... Thus, the primary commitment of the holy journey is that of evangelization which is often ingrained in the holy places themselves," Ozamiz Archbishop Jesus Dosado said in an
article posted on the Catholic Bishops’ Conference of the Philippines (CBCP) news site.

Local clergy president Fr. Edgar Canama said the presbyterium will meet in Oroquieta City to map out the details of the annual festival.

Dosado said the festival finds its roots in the bible account about the tents used by God’s people in the desert.

Pilgrimages lead to the hut of meeting with the Word of God, he said.

“When they are done by a parish community, by an ecclesial group, by a diocesan assembly or by wider groupings, pilgrimage becomes a sign of ecclesial life," he said.

The shrine is also the "hut meeting in reconciliation," Dosado said, adding that as the pilgrim confesses his sins, he is forgiven, and becomes a renewed person, and experiences divine mercy and grace.

"The goal of pilgrimages must be the hut of the Eucharistic meeting with Christ. If the Bible is the book of pilgrims par excellence, the Eucharist is the bread that sustains them on their way," the bishop added.

Immaculate Conception Cathedral Parish Chairman of Committee on Liturgy Sr. Gloria Villareal said the Festival of the Huts will be opened with a concelebrated mass at the Shrine of Nuestra Senora del Triumfo de la Cruz (Birhen sa Cotta).

“All faithful from twenty two parishes and two sub-parishes of Misamis Occidental are expected to join the festival to pay homage and take part in the pilgrimage," Villareal said.

Centuries-old tradition

For more than two centuries, local Catholics have been going to the Shrine of the Virgin at Cotta. The devotion goes back to the year 1756 when the Jesuit missionaries brought
from Spain a statuette of the Immaculate Conception and placed it in Cotta where a chapel was built.

Oroquieta City – With the newly reactivated Provincial Tourism Council of the Governor Herminia Ramiro administration, the province of Misamis occidental is busy preparing for its new festival to promote the province tourism industry, trade and commerce, and its people who want a peaceful and progressive life.

Mr. Gerard Ramiro, who now heads as chairman, the Provincial Tourism Council adopts an twice a month meeting of all the 14 towns of the province and three cities, namely Ozamiz, Oroquieta and Tangub tourism officials to plan tourism activities that can help promote Misamis Occidental.

In the recent meeting held at Kamayan sa Oro Restaurant, the council with Mr. Gain Paul de Barras, Provincial Tourism Officer, presiding in behalf of the Chairman who’s out of town for some commitments led in contemplating to prepare for the upcoming first major activity of the reactivated council.

Pas’ungko (Pasungko) Festival is the festival for one destination, one people, one vision.

Pas’ungko is a Subanen term for the Visayan word “pasalamat” or thanksgiving to the god almighty or the Subanens Magbabaya and usually done in the month of November or December of every year end harvest.

It is a celebration of dance, giving of food, merrymaking and gathering of relatives, friends, and love-ones to celebrate good tidings and good harvest.

Like any tribe and community in whole country celebrate fiestas, foundation days, and Christmas seasons, or anything, and even commemorates somebody’s funeral, the Filipinos always gathered to be one and remembers the past that led to the present time with a joyous diversion and promoting one’s achievement.

Mr. Bonifacio Mente, A Subanen Tribal Chieftain, Gonotan P’lilan of Layawan always dream of unity and joyful celebration that can promote oneness of his tribe and with the Pas’ungko, the Subanen of Misamis Occidental once again celebrates to show to the world that, Subanens is one group of loving and peaceful people.

Celebrations like Pas’ungko should be promoted, like the Subanen’s Buklog or Beklug is not only a celebration but a festival of its own, history, culture, arts, food and other native products, places and events, and even traits’ and character of a person are being remembered and promoted.

And in the day of the celebration, cultural presentations will be experienced by the guests and visitors, were the Subanen(lumads) and Christians brothers and other cultural troupes will show their might with the sounds and beats of their indigenous musical instruments’ in a street dancing competition.

Ozamiz holds symposium on labor laws for school heads


OZAMIZ City, Sept. 18, 2010—The Archdiocese of Ozamiz held a conference on labor laws affecting local churches and Catholic schools for the clergy, school administrators and principals of the Archdiocesan Commission on Education (ACE).

Held on Sept. 16 at the Tudela Function Hall, Tudela, Misamis Occidental, the symposium was attended by principals and school administrators from 14 parochial schools in the province.

Atty. Ulpiano Sarmiento III, dean of San Beda College of Law, was the resource speaker of the one-day conference.

Sarmiento focused on the education laws in private schools, labor code, and explained regarding the security of tenure.

He emphasized that employees should not be terminated from services except for a just cause or when authorized by law.

A similar symposium was held two years ago in the ecclesiastical province of Dipolog, Ozamiz, Pagadian, Iligan and Marawi (DOPIM) with CBCP Legal Counsel Atty. Sabino R. Padilla, Jr. as the resource speaker.

Both confabs discussed on labor law affecting the Catholic schools and how to foresee potential problems in parochial schools. (Wendell P. Talibong)

ozamiz and Mis Occ was 4th in the most number of crimes in the entire region 10.

New ‘Bagsakan’ for Misamis Town

PLARIDEL, Misamis Occidental – The establishment of the “Integrated
Bagsakan Complex and Livestock Auction Center” here is expected to boost
the economy and propel the development of this town. The new facility is
expected to provide direct market linkages for the various agriculture and
fishery products from the locality and its neighboring areas. The project was
launched last week by the local government unit (LGU) here and the
Department of Agriculture–Regional Field Unit 10 (DA-RFU 10) through its
Agribusiness and Marketing Assistance Division. The project covers site
development, building construction, office facility, and procurement of cold
chain facility equipment like weighing scales, cold storage equipment, plastic
crates, and a refrigerated truck. The project’s strategic location at the heart
of this town’s Poblacion area gives good access to farmers and fishermen. It
is also just two kilometers away from the Plaridel Port making it a viable
trading post for buyers and traders who transport agriculture and fishery
products to the provinces of Cebu, Siquijor, and Bohol. The project is a direct
support to various livelihood projects that were given to several farmers and
fisherfolk in the area enabling them to produce more than enough for the

Mindanao power supply critical; gov’t acts to avert crisis

EXPECTING A tight power supply in the fourth quarter, the Department of Energy has started mobilizing short-term solutions for Mindanao, including the possible rehabilitation of power plants currently placed under “preservation” mode.

“We had an emergency meeting to discuss the current power situation as well as make preparations for the power requirements in the last quarter of the year in Mindanao. Details of proposed solutions are currently being studied due to legal and technical aspects,” said Energy Secretary Jose Rene D. Almendras.

Almendras said that studies were being undertaken for the various options that could be implemented, which also included demand-side management and the use of available power-generation facilities “in a manner that will not drive the electricity cost too high.”

He said all concerned energy agencies would continue to meet weekly until a viable short-term solution has been put in place. These agencies included National Power Corp., National Electrification Administration, National Transmission Corp. and National Grid Corp. of the Philippines.

“The stakeholders and relevant parties will continuously be consulted,” he added.

The energy chief, however, did not say how much the shortfall in capacity in Mindanao would be by the end of the year. He disclosed earlier that the government expected a power supply shortage of only 50 megawatts on the island by 2011, if all the hydropower plants continued to operate at full capacities.

Should the country experience another El Niño as what happened earlier this year, the deficit would become bigger.

“Mindanao, in the past, has been reliant on hydroelectric power for its affordability. However, in light of a protracted dry season this year, questions on its reliability have been made apparent,” Almendras said.

Mindanao sources more than half of its electricity requirements from hydropower sources, with the Agus-Pulangi hydropower complex providing about 900 MW.

Due to its heavy reliance on this particular source, Mindanao has been the most adversely affected by the prolonged drought this year as the reduced water levels at the dams drastically cut power-generating capacities to less than 10 percent.

“The DOE is keen on placing short-term solutions which will [lead] to a solution with more permanency. While placing secure and quality sources of energy is a major concern for Mindanao, the DOE is also putting emphasis on more power-generation investments from diverse sources on the island,” he added.

Almendras earlier said that he wanted the Mindanao grid to have at least 500 MW in base load generation from non-hydro sources like coal to insulate the island from severe power outages and unstable supply in the near future.

As of Wednesday, the Mindanao grid posted a power supply deficit of 117 MW.

Series of brownouts to hit Mindanao starting Thursday

KIDAPAWAN CITY — Mindanao will experience a series of brownouts starting today as the National Grid Corporation in the Philippines (NGCP) conducts maintenance work on their power barges.

Engr. Felix Canja, spokesperson of the Cotabato Electric Cooperative (Cotelco) said NGCP will reduce by 350 megawatts the power it supplies to various electric cooperatives, thus affecting power consumers all over Mindanao.

Canja said their firm will force to implement a 30-minute to one-hour power curtailment as the power barges in Pulangi 4 and Agos 2 undergo maintenance work.

Canja said the maintenance is part of the company’s social responsibility to improve its services to various cooperatives.

“We have nothing to do but to follow the advisory rather than suffering long hours of power fluctuations in the coming days," Canja said.

Canja could not yet say until when the series of brownouts would last.

“We will inform our concessionaries the soonest possible time when power services in our area will back to its normal operation," Canja said.– VVP, GMANews.TV

Report: Private armies in 14 provinces under watch

At least 14 provinces are under watch for possible private armed group (PAG) activity during the October 25 barangay (village) and Sangguniang Kabataan (youth council) elections.

Radio dzBB's Benjie Liwanag Jr. reported on Thursday that these 14 areas have had
records of PAG activities during the past elections:
# Samar
# Lanao del Sur
# Lanao del Norte
# Maguindanao
# Sulu
# Basilan
# Nueva Ecija
# Abra
# Surigao
# Zamboanga
# Sibugay
# Sarangani
# Eastern Samar
# Western Samar, and
# Antique.

Meanwhile, Armed Forces of the Philippines (AFP) spokesman Brig. Gen. Jose Mabanta Jr. said the military will continue its preparations to ensure that the polls are honest, orderly, and peaceful.

Cops monitor 7 private armies in Western Visayas

In Western Visayas, meanwhile, police are keeping watch over at least seven private armed groups that may disrupt the October 25 elections.

The regional police said these groups are dormant but may be used to disrupt the polls, the news site Visayan Daily Star reported.

Out of the seven private armed groups, four are said to be in Iloilo province, two in Antique province, and one in Negros Occidental province.

Western Visayas police head Chief Superintendent Samuel Pagdilao Jr. ordered security operations against firearm carriers and private armed groups in the region.

The Pagdilao said police commanders should strictly coordinate with the Commission on Elections (Comelec) for the following:
# enactment of election rules,
# implementation of the Comelec gun ban from September 25 to November 10;
# conduct of "Oplan Sita and Bakal" at police checkpoints and chokepoints, and
# the banning of "illegal bodyguards" for political candidates.

Pagdilao also announced the suspension of the "Permits to Carry Outside Residence" issued to licensed gun holders and the recall of police personnel assigned to government officials, effective on Saturday.

He also required police commanders to start the activating the Joint Security Coordinating Council, which includes the Comelec, PNP and AFP.

Proxy war

Pagdilao said among certain politicians the October 25 elections may become a “proxy war."

“It surely will attract political interventions as politicians gearing for the mid-term elections in 2013, will try to establish political influence at the barangay level," he added.

On the other hand, Pagdilao claimed that the New People’s Army could use the October 25 elections to install their candidates in the barangay level through threat, intimidation, or even liquidation.
