on August 19 the two public sector nominees for the position of council chair
and co-chair. Elected were Lanao del Norte Governor Khalid Q. Dimaporo
and Iligan City Mayor Lawrence L. Cruz. The private sector nominees, elected
earlier on July 6 were Mr. Rodolfo L. Meñes (Oro Chamber) and Mr. Arsenio
L. Sebastian III (PICPA Cagayan de Oro-Misamis Oriental). The four
nominees , will be endorsed to President Benigno Simeon C. Aquino III who
will choose for formal appointment as RDC-X Chair/Co-Chair.
The re-organizational meeting presided over by NEDA-X Regional Director
and RDC-X Ex-Officio Vice-Chair Leon M. Dacanay, Jr. also chose the chairs
and vice-chairs of the major RDC sector committees, as follows: Macro and
Development Administration Committee – Mayor Philip T Tan (Tangub city),
and Director Loreto T. Bhagwani (DILG); Economic Development Committee
– Mayor Leandro Jose H. Catarata (Valencia City) and Director Catalino E.
Chan III (DOT); Social Development Committee – Mayor Ma. Luisa D.
Romualdo (Mambajao and President, Camiguin League of Municipalities) and
Director Alan M. Macaraya (DOLE); Infrastructure/Utilites Development
Committee – Mayor Nova P. Echavez will sit as chair should Mayor Cruz be
appointed as the RDC-X Chair. Otherwise, Mayor Cruz will be the InfraCom
Chair should Governor Dimaporo be appointed as RDC-X Chair. To sit as
Vice-Chair is LTFRB Director, Mandangan P. Darimbang.
Sen. Teofisto L. Guingona III (leftmost) administers the RDC-X elected officers’ oath of office
The RDC is the highest planning and policy-making body in the region which
coordinates the efforts and sets the direction of the region’s socio-economic
development. As provided for in EO 143 (s.2002), the regular members of
the RDC include: (a) all provincial governors; (b) all city mayors; (c) mayors
of municipalities designated as provincial capitals; (d) all presidents of the
provincial leagues of municipalities; (e) the mayor of the municipality
designated as the regional center; (f) the regional directors of agencies
represented in the NEDA Board (NEDA, DA, DAR, DBM, DENR, DOF, DFA,
DILG, DOH, DOLE, DOST, DOTC, DPWH, DTI, and BSP); (g) the regional
directors of DepEd, DOT, DSWD, CHED and TESDA) and private sector
representatives comprising one-fourth of the members of the fully-
constituted council (at least one of whom is a representative of the Labor
Sector). Its linkage to the Office of the President is ascertained with the
membership of the Presidential Management Staff (PMS) and the Philippine
Information Agency (PIA). The RDC shall be jointly headed by a chairman and
co-chairman appointed by the President. The NEDA Regional Director shall be
the council’s ex-officio vice-chair and the NEDA assistant regional director as the council secretary.
Senator Teofisto L. Guingona III, was special guest and administered the
elected officers’ Oath of Office. He said in his speech that “We need
dynamism and connectivity especially the infrastructures that will connect
Mindanao communities for a free exchange of goods and services as one
island.”
Outgoing RDC-X Chair, Governor Jurdin Jesus M. Romualdo, during whose
term Region X reached P390 billion gross regional domestic product (GRDP),
thanked all the members for their trust and support during his term and
encouraged everyone to continue working together to further push for the
development of Northern Mindanao.
The Council also confirmed the private sector representatives (PSRs) elected
during the PSR Convention on July 6, 2010 as co-chair and vice-chair of
RDC-X’s sector committees as follows: (a) MacroCom – Mr. Raymund M.
Paras (Metalworking Industries Association of the Philippines-Cagayan de Oro
City, Inc.) and Mr. Charlito Z. Manlupig (Balay Mindanaw Foundation, Inc.);
(b) EDC – Dr. Emma A. Nieva (Mindanao Alliance for Self-help Societies-
Southern Philippines Educational Cooperative Center) and Dr. Rosalina S.
Huerbana (Safer River, Life Saver Foundation, Inc.); (c) SDC – Mr. Jordan
Ian G. Apat (Philippine Service of Mercy Foundation, Inc.) and Dr. Merlita F.
Adaza (Philippine Mental Health Association, Cagayan de Oro-Misamis
Oriental Chapter, Inc.); (d) InfraCom – Dr. Modesto C. Babaylan (Philippine
Institute of Civil Engineers, Cagayan de Oro-Misamis Oriental Chapter) and
Dr. Gervacio I. Piator (Philippine Institute of Certified Public Accountants-
Northern Mindanao Chapter).
Also confirmed during the meeting were Mr. Nicandro L. Borja, regional
vice-president of the Associated Labor Union-Trade Union Congress of the
Philippines (ALU-TUCP), as representative of the labor sector, and Mr.
Gadwin E. Handumon, chief executive officer of Paglaum Community
Foundation, Inc. as private sector representative from the province of
Misamis Occidental.
After the elections, the council expressed its support to the formulation of
the Medium-Term Philippine Development Plan 2010-2016 and the “Wow
Philippines Pasundayag Northern Mindanao 2010.” (NEDA/RDC-X
CAP-TF)

TANGUB CITY, Philippines – Poor students of Tangub recognized as scholars have the reason to be happy because the city government is allocating some Php 4.5 million for their studies.
This was bared by Tangub City Mayor Atty. Philip T. Tan on Friday as he asked the city’s legislative body and the city’s budget office to closely coordinate for the assistance of the poorest poor students who are already recognized as scholars of the city government.
However, the city chief executive emphasized that to be recognized as scholars, the city’s screening committee should clearly select if the student is qualified to avail of the program and should abide to the policies of the scholarship program.
Under the city government’s education program, Mayor Tan said the students are appropriately called tuition fee grantees because the scholarship has certain stiffer or higher requirements.
The scholars or grantees are also obliged to abide by the following policies: The scholarship is renewable every semester; the beneficiary shall have no failing grade; the beneficiary shall be ipso facto member of the youth empowerment: the solution (YES), a youth organization recognized by the city government of Tangub; a city scholar who is a bona fide resident of the barangays of Tangub City shall render four hours of community service to the barangay where he/she resides; the community service mentioned in the two preceding numbers shall be complied every semester and shall also be a requirement for scholarship renewal in the immediate preceding semester.
For the purpose of city scholarship renewal, a certification from the barangay captain where the community services have been rendered shall be presented; all city scholars shall participate in tree planting activities of the city. A certification from the office of the city mayor and barangay chairman for this community service shall also be issued for the purpose of the scholarship renewal; and lastly, non-compliance of any of the foregoing is a ground for disqualification from availing of the city scholarship program.
Todate, the city government already recognized about 1,500 scholars
The students are enrolled at the Northwestern Mindanao State College of Science and Technology (NMSC) and the city-owned Gov. Alfonso D. Tan College (GADTC).
Former city mayor Jennifer Wee-Tan was the brain behind the scholarship program, it was learned.

BUTUAN CITY – In response to the request of the business community and other stakeholders in power generation, the Aquino administration is now setting up a long-term road map that will maximize the use of the Mindanao’s other energy source potentials that are expected to boost efforts to ensure an efficient and reliable power supply in the second largest island in the Philippines.
The power energy program will be placed in the “Mindanao 2020 Peace and Development Framework Plan” – a 20-year peace and development blueprint for Mindanao.
The program is currently being assisted and finalized by various stakeholders, including the chamber of commerce and industry and Mindanao business leaders, a press statement released by the Mindanao Development Authority (MinDA) on Tuesday said.
The finalization of this plan was spearheaded by MinDA under the leadership of Secretary Luwalhati Antonino, supported by other concerned line agencies of the government.
Under the enabling environment chapter of Mindanao 2020, Mindanawons recognized that a highly-reliable and efficient power supply will help accelerate growth and sustain peace in Mindanao.
Over the next 20 years, the plan aims to establish a “reliable, efficient
and climate-change immune infrastructure systems in Mindanao” characterized by a “dependable power system that maximizes the use of renewable energy and ensures reliable transmission and efficient distribution of electric power up to the most remote barangays.”
To achieve this, one of the key strategies identified in the plan is to formulate a Mindanao Energy and Power Development and Sustainability Plan that sets clear policies and strategies, coherent programs and projects that set the stage for the long-term reliability of power.
In the 20-year power development program, the 42.5-megawat (MW) hydroelectric project consists of two cascading run-of-river hydropower generating facilities that harness energy from the Sibulan and Baroring Rivers.
It is operated by Hedcor Sibulan, Inc. (HSI), a subsidiary of the Aboitiz Power Corporation and is estimated to have an annual generation of 212 million kilowatt-hours of clean and renewable energy. (With a report by Mick M. Basa)

MANILA -- The government is pushing for construction of non-hydro power plants to address power problem in Mindanao.
This is part of the government’s long-term solution to generate sufficient power supply for the province.
Energy Secretary Rene Almendras told Malacanang reporters Thursday that they are concentrating on building and enhancing coal-fired power plants to ease energy problem as early as the first quarter of next year.
Included in their list is the 200 megawatt (MW) enhancement of Steag, a hard-coal-fired plant in Mindanao and building of another 200 MW coal-fired power plant.
“Steag one is being rushed to get something moving by the first quarter of next year,” he stressed.

POWER CONSUMERS in Mindanao may have to bear more power outages until the end of the year as the lack of sufficient power supply continues to plague the country’s second biggest island, according to the National Grid Corp. of the Philippines (NGCP).
In a briefing Friday, NGCP president Henry Sy Jr. stressed that the current power outages being felt in Mindanao was due to the lack of power supply and not because of transmission problems such as congestion, for which the NGCP is being blamed.
“Don’t blame us because the figures don’t lie,” Sy said, as he showed that the power supply deficiencies recorded in September reached as much as 137 megawatts (MW). As of yesterday, power supply deficit in Mindanao stood at only 27 MW.
Sy’s pronouncements, however, ran contrary to the report given by the National Power Corp. (Napocor) to Energy Secretary Jose Rene D. Almendras.
Almendras, in a separate briefing yesterday, said Napocor reported that the power supply in Mindanao was more than enough to meet the requirements, and that there would even be no brownouts this weekend in the island. The current power problems, he added, were mainly due to transmission issues.
For one, the energy chief questioned the failure of the NGCP to transmit the necessary load being provided by the Pulangi facilities. In particular, he added, a unit of the Pulangi hydropower complex can provide as much as 85 MW, but the NGCP was transmitting only 60 MW.
NGCP, however, strongly contested these allegations, saying that the transmission network in Mindanao can handle as much as 540 MW, which was more than enough to accommodate the actual power flow in the island of 420 MW.
Rex F. Corpuz, senior adviser to the president at NGCP, explained that the power outages were due to the fact that the actual power supply cannot meet the 4-5 percent growth in the demand for energy in the island.
Worsening the lack of new capacity was the fact that at any given time, two to three of Napocor’s eight power plants, such as Agus 1, 2, 4, 5, 6, 7, Pulangi, and Power Barge 104, are shut down for various reasons.
“Thus, lately, there is substantially less energy traffic within the Mindanao grid, and the energy demands of Mindanao cannot be met. It is for this reason that Mindanao has started to experience, again, a spate of brownouts,” the NGCP said.
For the short-term, the NGCP is encouraging the Aboitiz-led Therma Marine Inc. to make available the 200 MW in capacity from its Power Barge 117 and PB 118 as baseload supply.
“TMI must directly enter into supply contracts with the distribution utilities in the area so that NGCP may dispatch the same. The high cost charged by TMI for these diesel-run power barges may be a reason why TMI is unable to secure a power supply contract with distribution utilities,” the NGCP said.
Another option would be for the Power Sector Assets and Liabilities Management Corp. or any other entity to take the available capacity of TMI.
“PSALM, because of the number of its hydro-power plants, may very well blend in the generating costs of the diesel-fueled barges of TMI to lower the charges passed on to distribution utilities and, ultimately, the consumers,” NGCP explained.
Currently, NGCP has a contract with TMI only for the provision of ancillary services alone, not for the supply of power for the consumption of end-users. NGCP is not allowed by law or existing regulations to contract with power generators for the supply to end-users.
Almendras assured the public that there was no need to invoke Sec. 71 of the Electric Power Industry reform Act (Epira) or to declare a “power crisis” as what happened in the previous administration. He expressed confidence that the government can solve the power supply problem in Mindanao, given that the DOE is already rolling out measures to address the deficit.

ALL is set for Saturday's Nationwide PhilHealth Registration Day (NPRD) in five different registration sites in Northern Mindanao.
To be conducted nationwide, the daylong activity dubbed "PhilHealth Sabado, Magseguro. Magparehistro" is a one day registration activity to enlist all Filipinos who are not yet members of PhilHealth.
It is also an advocacy activity aimed at raising the PhilHealth members' awareness about their benefits, rights and responsibilities.
On the day, all PhilHealth Service Offices in Northern Mindanao -- Cagayan de Oro, Iligan, Ozamiz and Valencia cities, and Camiguin province -- will open its doors to non-members who are interested in becoming PhilHealth members.
In Cagayan de Oro, the event will be held at the outdoor of Trinidad Building in Yacapin-Corrales Streets, as well as at the Camiguin Provincial gym in Camiguin.
The other Service Offices will conduct the activity within their respective office premises.
Saturday's activity will start with a motorcade, followed by the registration process at 8:30 a.m.
The registration sites will be manned by PhilHealth personnel who will assist the registrants in the entire process.
The Department of Health (DOH), which will sponsor an initial enrollment of 800,000 indigent families under the National Household Targeting System (NHTS) of the Department of Social Welfare and Development (DSWD) for the sponsored program nationwide, has allocated 59,000 families for Northern Mindanao.
Indigent families who are not in the NHTS list of the DSWD will be asked to fill out the PhilHealth Member Registration Form (PMRF) for endorsement to the DSWD.
Datu Masiding Alonto, PhilHealth-Northern Mindanao vice president, encourages those who are not yet PhilHealth members but have the financial capacity to pay their premium contributions to register under the Individually Paying Program.
Prospective PhilHealth registrants under this program must bring with them photocopies of their birth certificates or any valid identification card (ID) and P300 for a one-quarter payment or P1,200 for one year.
Once registered, the new PhilHealth members will be given their PhilHealth ID cards, their Member Data Records and official receipt of the premium payment.
Aside from DSWD and DOH, collaborating with PhilHealth in this program are other government agencies, such as the Department of the Interior and Local Government, Department of Education, Leagues of Cities, Municipalities and Provinces of the Philippines, and the National Anti Poverty Commission. MANILA, Philippines - There is no need to declare a state of emergency in Mindanao due to a recurring power crisis, Energy Secretary Jose Rene Almendras said.
“It looks like we can do it (solving the power problem of Mindanao) without declaring a state of emergency,” Almendras told a press conference after meeting with officials of the National Power Corp. (Napocor) and National Grid Corp. of Philippines (NGCP) in efforts to find solutions to the continuing rotating brownouts in the island grid.
Declaring a state of emergency in the region was previously considered by the past administration to help find a better solution to the Mindanao power crisis.
Failing to get sufficient data from NGCP, Almendras said he would be meeting with the two parties again on Monday (Oct. 4), as he claimed that he is not getting a clearer picture on the real flow of po-wer in Mindanao.
One Taipan Holdings Corp., controlled by Henry Sy Jr., bought out the 30-percent stake of the group of Monte Oro Resources of businessman Enrique Razon in NGCP. The other consortium members are State Grid of China as the foreign partner and Calaca High Power Corp. as the other local partners.
On Jan. 15, 2009, state-owned National Transmission Corp. (TransCo) officially turned over the management and operation of its nationwide power transmission system to NGCP. The concession period is for 25 years and renewable for another 25 years.
Almendras said there are issues on the proper dispatching of power, causing the brownouts in Mindanao.
“I will get to the bottom of this…why they are not dispatching the way they should be,” he said.
The energy chief even admitted that the lack of information sharing among the stakeholders could be blamed on the loopholes of the Electric Power Industry Reform Act (EPIRA) which, he said, would really need revisions very soon before the situation worsens.
“On the government side, I can do something about it. But I cannot meddle with business on the private side,” Almendras said.
“There is nothing wrong with privatization. Privatization is good but there is really a need for us to revisit EPIRA. It’s been nine years. Some countries like Australia is reviewing their power law every five years. I think there is also an urgent need for us to review our power law,” he said.

Six Army soldiers were wounded following a clash with suspected communist insurgents in Misamis Occidental on Wednesday afternoon, a local military commander said.
In a text message sent Friday, Maj. Gen. Romeo Lustestica, commander of the Army's 1st Infantry Division, said the clash occurred at 1 p.m. in Brgy. Bagampasan in Don Victoriano Chiongbian town when patrolling government forces chanced upon an undetermined number of New People's Army (NPA) rebels in the area.
He said six soldiers sustained injuries mostly on the feet when a M203 grenade exploded during the one-hour firefight. He said the soldiers were out to investigate massive extortion reports in the area when the ecounter ensued.

MANILA, Philippines - The Congressional Commission on Science, Technology and Engineering (COMSTE), chaired by Senator Edgardo J. Angara, believes solar energy can be the solution to the Mindanao power crisis.
In a statement, Angara said harnessing solar power in Mindanao can complement existing coal-fired plants and is applicable even in off-grid areas. “Mindanao has the highest percentage of un-electrified barangays in the country. If we are able to apply solar energy effectively, the potential for sustainable, clean energy is enormous,” he said.
COMSTE Executive Director Dr. Gregory Tangonan said recent studies by the Manila Observatory have indicated that Mindanao will be drier in the years to come, lessening the effectiveness of renewable energy sources like hydropower, which is a major RE source in the region.
Angara said the government should look into alternative ways to develop power sources, specifically through Public Private Partnerships (PPP’s). He said that the Cagayan Electric Power and Light Co., Inc. (Cepalco), which already has a 1MW solar plant in Cagayan de Oro, is looking to expand their existing capacity to 4MW in two years.
“We should be able to take advantage of collaboration with the private sector and develop more energy projects that can take advantage of the Renewable Energy Act,” he said.
The Renewable Energy Act of 2008 exempts renewable energy sources from Value Added Tax (VAT), grants a 7-year income tax holiday, and prioritizes the purchase, grid connection and transmission of electricity generated by companies from renewable energy sources.
The Philippines, which is the world’s second largest producer of geothermal energy behind the US, is considered to have huge potential in terms of supplying renewable energy. The Philippine Energy Security Plan states that the country has the potential to average 5.0 -5.1 kWh/M²/day.

THE National Grid Corporation of the Philippines (NGCP) said the series of brownouts being felt in some areas in Mindanao were due to power supply shortage.
In a statement, the NGCP said it has remained steadfast in the discharge of its duty of being the power transmission provider and system operator in Mindanao.
However, it said that power interruptions in Mindanao will persist because of the scarcity of power supply and generation.
The NGCP is in charge of transmitting electricity from generation firms to distribution utilities and bulk power users.
The NGCP said it may not own nor operate any power plant, but can implement power curtailment based on supply and demand situation.
However, the power transmission provider, along with privately-owned power generating companies, recommended power plants that may be dispatched into the grids to solve brownouts.
The NGCP said the National Power Corporation (Napocor) has nominated prospective power plants but eventually failed to meet the actual demand of customers connected to the Mindanao grid.
“At any given time, two to three of Napocor's eight power plants (i.e. Agus 1, 2, 4, 5, 6, 7, Pulangi, and Power Barge 104) are shut down for various reasons. Thus, lately, there is substantially less energy traffic within the Mindanao grid, and the energy demands of Mindanao cannot be met. It is for this reason that Mindanao has started to experience, again, a spate of brownouts,” the NGCP said.
Accordingly, Napocor does not have the mandate to build and operate new power plants per the Electric Power Industry Reform Act of 2001 (Epira). As such, new generation capacity will have to come from private sector entities willing to invest on building and operating new power plants for Mindanao.
The NGCP also said Therma Marine Inc. (TMI) is offering its available power barges as baseload of supply to pave a “short-term solution” to supply problem in Mindanao.
However, it said the TMI cannot close contract with the distribution utilities because of the “high cost” it charges for the diesel-run equipment, and it must directly enter into supply contracts with the distribution utilities in the area so that NGCP may dispatch the same.
“The high cost charged by TMI for these diesel-run power barges may be a reason why TMI is unable to secure a power supply contract with distribution utilities,” the NGCP said.
Another option, it added, is for the Power Sector Assets and Liabilities Management (Psalm), or any other entity, to take the available capacity of TMI.
The NGCP said Psalm, because of the number of its hydro-power plants, may very well blend in the generating costs of the diesel-fueled barges of TMI to lower the charges passed on to distribution utilities and consumers.
With this, the NGCP is calling on investors to help boost power generation and address generation deficiency which is reportedly due to the growing demand for electricity in Mindanao. (Loui S. Maliza)

TWO lawmakers from Cagayan de Oro and Misamis Oriental said they will not vote for the approval of the proposed P1.645-trillion 2011 national budget.
According to the Department of Budget and Management (DBM), Mindanao will get only 10 percent or P1.9-billion of the entire P1.6-trillion national budget.
“I was shocked by the letter of DBM Secretary Florencio Abad that Mindanao will be given only 10 percent, which is very small compared from former President Arroyo’s time,” Cagayan de Oro Rep. Rufus Rodriguez told Sun.Star Cagayan de Oro.
Rodriguez said that during the Arroyo administration, Mindanao was given 20 percent of the total national budget. He added that Mindanao’s average share to the country’s gross domestic products (GDP) is 24 percent, “but it only gets minimal share in the pie.”
Congressman Yevgeny Vincente Emano (2nd district, Misamis Oriental) described Mindanao’s share as “unfair”.
“I find this budget unfair for Mindanao and I do hope President Aquino would realize this also,” Rep. Emano said.
Based on the proposed budget, the share for Department of Agriculture in Mindanao is 4.66 percent; Department of Agrarian Reform, 2.72 percent; Department of Education, 17 percent; Department of Environment and Natural resources, 13 percent; Department of Finance, 7 percent; Department of Health, 6.23 percent; Department of Labor and Employment, 1.23 percent; Department of Justice, 3.88 percent; Department of Labor, 12.39 percent; Department of Public Works and Highways, 11.23 percent; Department of Science and Technology, 3.33 percent; Department of Social Welfare and Development, 0.8 percent; Department of Tourism, 3.62 percent; Department of Trade and Industry, 9.8 percent; Department of Transportation and Communications, 6.98 percent; and National Housing Authority, 1.3 percent.
Rodriguez said that the percentage given to every department is only small particularly for the DSWD and judiciary.
“We will not vote the budget. And we will force the DBM to realign the budget especially that 22 percent of the total population is from Mindanao,” he added.
The House of Representatives will approve President Aquino’s proposed 2011 national budget before Congress goes on its first recess on Oct.13.

MANILA, Philippines - Malacañang has pacified its disgruntled congressmen-allies from Mindanao and the Visayas by committing additional funds for their regions.
“Budget Secretary Butch (Florencio) Abad promised to give more money to our regions so there would be peace and development in our communities,” Cagayan de Oro Rep. Rufus Rodriguez told reporters yesterday.
He said Abad made the promise in a meeting arranged by Speaker Feliciano Belmonte Jr. and attended by members of the House of Representatives coming from Visayas and Mindanao.
“We thanked the Speaker for immediately attending to our concerns by calling for Secretary Abad to meet with us,” he said.
On Wednesday, at about 3 p.m., House members from two islands stopped plenary debates on President Aquino’s proposed P1.645-trillion 2011 budget in protest over the “inequitable” distribution of funds among regions.
Asked how much in additional funds Abad promised, Rodriguez said the budget secretary mentioned no specific amounts.
“We told him that Mindanao should get at least 20 percent of national resources and Visayas at least 15 percent. Mindanao accounts for 21 percent of our population and 23 percent of our gross domestic product,” he said, adding the additional funds would be taken from appropriations allotted to the offices of Cabinet members and other agency heads, and from lump sums.
For his part, Eastern Samar Rep. Ben Evardone said Abad agreed in principle to allocate at least P50-million worth of projects for each congressional district.
“Those with less than P50-million worth of projects specified in the national budget would be augmented,” he said.
Another Visayas congressman, Eduardo Gullas of Cebu, said they have agreed with Abad on the allocation of P2 billion for rural electrification.
Evardone, Nueva Vizcaya Rep. Carlos Padilla and other House members earlier complained that there are funds in next year’s budget for energizing communities that are still without electricity.
Based on documents submitted to the House by Abad himself, Mindanao would get 10 percent or about P164 billion of next year’s budget, while Visayas would receive 7.7 percent or P126 billion.
The island of Luzon would be allotted 16.3 percent (P268.3 billion), while Metro Manila would get 3.6 percent (P58.8 billion).
The bulk of the budget consists of lump sums labeled as “nationwide,” which amount to P506.7 billion or 30.8 percent, and “central office,” which total P521 billion or 31.7 percent.
The disgruntled congressmen, who are mostly Aquino administration allies, claim that the nationwide and central office appropriations would be monopolized by Cabinet members. They said a large part of the funds must trickle down to the regions.
According to former Arroyo budget secretary and now Camarines Sur Rep. Rolando Andaya Jr., the protest stems partly from a lack of understanding on how the system of budgeting and spending works.
He said the lump-sum appropriations allotted to “central office” or the offices of department heads would be spent for projects in the regions.
“These funds should trickle down to the regions and districts,” he said.
He also clarified that the regional and central office allocations are not all for projects.
“A third of that is for PS (personal services), the budget language for salaries. A portion of the balance is for maintenance and other operating expenses or MOOE,” he said.
