Construction of P213-M road projects under way

BUTUAN CITY – The ground works for the road projects worth P213,895,674.96 of the Philippines' Provincial Roads Management Facility (PRMF) goes into high gear, where several of these projects are set to be completed before the end of the year in the five provinces of Mindanao.

According to PRMF officials, among these projects which only started in the middle of this year are set to hit its timeline of completion by the end of this year include the P25,880,410.90 rehabilitation of the Pisaan-Borbon Road (Packages 1A and 1B) in Agusan del Sur; the P28,574,201.85 NRJ-Crossing Luna-Duangan Road (Packages 2A and 2B), also in Agusan del Sur; the P13,336, 442.39 rehabilitation of the Taganaan-Cabongbongan Road in Surigao del Norte; and the P17,479,785.79 Mainit (Junction)-Pacu-Bobonaon-Sison Road (Package 2A), also in Surigao del Norte.

Including the P12,422,864.37 rehabilitation of the Baliangao-Lumipac-Mabini-Punta Sulong Road (Package 1A) in Misamis Occidental; the P23,754,571.24 rehabilitation of the Clarin-Malibangcao-Guba Road (Packages 2A and 2B); and the P13,159,302.18 rehabilitation of the Aloran-Maular-Monterico Road, also in Misamis Occidental.

Also the P31,898,705.97 rehabilitation of the Junction Sayre Highway (Damay)-Kalabugao Road (Packages 2C and 2D) in Bukidnon; and the P47,389,390.36 rehabilitation of the Opol-Basak-Tingalan Road (Packages 1A, 1B and 1C).

“For year one alone (2010), we have awarded nine contracts for road rehabilitation in these five provinces and we shall be rehabilitating more road projects next year (2011),” said Ninosa A. Nuque, Development Communications Officer (DCO) of PRMF.

Nuque said over 1,000 kilometers of provincial roads are rehabilitated and maintained in about 10 provinces, servicing some four million people. “Additional three provinces will be selected next year,” she said.

PRMF is a $100-million 2009-2014 bilateral development initiative of the Australian Agency for International Development (AusAID) in partnership with the Government of the Philippines through the Department of the Interior and Local Government (DILG) that aims to increase economic growth and improve access to public infrastructure and services in the Southern Philippines which initially covers the provinces of Bohol and Guimaras in the Visayas, Agusan del Sur, Bukidnon, Misamis Occidental, Misamis Oriental, and Surigao Del Norte in Mindanao.

She said PRMF aims to improve provincial government service delivery through a comprehensive program of governance and institutional reform activities using the road sector as an entry point, while simultaneously providing significant funding for road rehabilitation and maintenance to put into practice, and to demonstrate, the reforms undertaken.

dili man unta niya work na. he doesnt have to work there ky dili man siya empleyado sa PAL or sa airport
pero gusto lang siguro siya motabang.
thats how he loves PAL siguro and the work at the airport hehe

N. Mindanao investments up by 89% in Q2

NORTHERN Mindanao’s P4.18 billion investments in the second quarter of the year represent an 89 percent increase compared to the figures in the same period in 2009, data released by the National Economic Development Authority (Neda-X) show.

Except for Camiguin province, which posted a slump of 54 percent, the rest of the four provinces registered substantial increases in investment inflows, led by Bukidnon, which accounted for almost half of the regional total.

The Neda report said Bukidnon experienced a robust growth in agriculture-related businesses and activities, which constituted 39 percent of the province’s total investments. Among the agri-based investments in the province during the quarter were on mill upgrading, expansion of land area for banana and cassava, expansion of piggery, poultry and other farm produce, as well as, purchase of additional equipment and warehouse improvement.

Lanao del Norte’s investments increased nine-fold during the quarter, with major investments classified under chemical-based, consumer manufacturing, and trading sectors. Constituting a third of the region’s total, the province’s investments included various expansion projects of commercial enterprises, transport services, cooperatives and non-bank financial services, as well as, expansion of a chemical-based and consumer manufacturing company.

Misamis Occidental also performed remarkably well, even overtaking Misamis Oriental in generating investments. Accounting for 15 percent of the regional total, the province’s P626.27 million worth of investments was almost double the previous year’s level.

Majority or 78 percent investments in Misamis Occidental were classified under the services sector, which includes construction and renovation of commercial buildings and hotels.

Misamis Oriental contributed eight percent to the region’s overall performance, mainly on the expansion of a commercial building, establishment of a bangus processing plant, pension houses and other tourism-related investments.

Overall, the service sector dominated the type of investments in the quarter, representing more than a third of the regional total. This is followed by agri based, chemical-based and infrastructure and services at 18.88 percent, 13.57 percent and 10.58 percent, respectively.

Oro airport posts high in flights

CAGAYAN de Oro's Lumbia airport has posted an increase in number of flights for this year's second quarter compared to the same period in 2009, data from the National Economic and Development Authority (Neda) Northern Mindanao revealed.

From 1,484 domestic flights in 2009, it goes up to 1,641, or around 11 percent higher than previously recorded in the first half this year, the Neda data said.

The Neda-Northern Mindanao said that the total number of incoming and outgoing passengers also posted increases by 13 percent and 14 percent, respectively.

Incoming passengers reached 172,667 in the second quarter of 2010 compared to 152,872 passengers during the same period in 2009.

For outgoing passengers, there were a total of 179,670 passengers registered in the second quarter of the year, against 157,395 passengers in the first half of last year.

Meanwhile, the Neda-Northern Mindanao also recorded an increase in both incoming and outgoing air cargoes by 33 and 117 percent, respectively.

For incoming cargoes, from 1.4 million kilogram in 2009, the number has gone up to 1.9 million kg in 2010. Outgoing cargoes has increased from 1.4 million to 3.0 million kilogram in 2010.

Labo Airport in Ozamis City registered an increase in the number of commercial flights by 34 percent, or 306 flights, compared to last year's 228.

Consequently, the total number of recorded incoming and outgoing passengers sees an increase of 68 percent and 61 percent, respectively.

Incoming passengers totaled 27,634 during the first half of this year compared to that of last year's 16,486 passengers.

For outgoing passengers, there were a total of 28,687 passengers registered during the same period this year, against 17,798 passengers in the first half of 2009.

Significant increases were likewise recorded for the volume of both outgoing and incoming cargoes in Ozamiz's airport performance.

During the period, incoming cargoes rose by 91.12 percent, or from 308,079 kg in the second quarter of 2009 to 588,800 kg in the same period in 2010. Outgoing cargoes improved by 87 percent, or from 173,702 kg in 2009 to 324,065 kg in the same period this year. (Loui S. Maliza)

THE Securities and Exchange Commission (SEC)-Northern Mindanao has posted a lower mark of new registrations of stock corporations and business partnerships for the first half of the year compared to its performance the same period in 2009, data from the National Economic Development Authority (Neda) revealed.

The Neda-Northern Mindanao said from 89 registrations in the second quarter in 2009, it went down to only 58 during the same period this year.

Forty-one of these firms come from Misamis Oriental and Cagayan de Oro City, with a total capital paid up of P11.3 million, 66.86 percent lower than the same period last year with close to P34 million.

The Neda data also revealed that regional total paid-up capital of these 41 firms amounted to only P15.30 million, 66.07 percent lower than last year's record of P45.10 million in investments.

Bukidnon has eight registrants for 2010 with total capital paid up of only P993,750 compared to the same period last year with only seven registrants with P1.06 million of investment.

Ozamis City registered three number of registrants this year with P535,000 capital paid-up compared to records in 2009 with five registrants with P8.03 million investments while Lanao del Norte has six this year but with higher investment of P2.5 million compared to last year's figure of 10 registrants with only P2.02 million investment.

Camiguin, on the other hand, didn't record anything for the past six quarters.

The NEDA record also showed that business expansion recorded in the region amounted to P7.5 million from the provinces of Misamis Oriental and Lanao del Norte. However, this figure is less than half of last year's increase in capital stock of P18.5 million. (Loui S. Maliza)

North Mindanao tax collection up in 2nd Q

INTERNAL revenue collections in Northern Mindanao for the second quarter of 2010 posted 17 percent increase compared with the same period last year.

Data from the National Economic Development Authority (Neda) showed that during the second quarter of this year, tax collections reached P1.426 billion compared with last year's P1.218 billion.

The biggest increase was posted by Revenue District (RD) 100 Ozamiz with 35 percent or P143.273 million this year compared with last year's P106.381 million followed by RD 99 Bukidnon with 28 percent or P191.657 million as against last year's figure of only P149.638 million.

The data also showed that RD 98 Cagayan de Oro posted an increase of 24 percent or P847.697 million collection this year compared with last year's P682.030 million while RD 97 Gingoog has 21 percent increase or had a collection of P58.212 million this year compared with the 2009 figure of P47.838 million.

Among all the RDs in the region, only RD 101 Iligan had a negative collection of 20 percent as this year's revenue only reached P185.049 million compared with last year's P231.673 million.

By type of tax collections, other taxes registered the biggest increase with 29 percent from last year's P62.483 million to P80.779 million in the second quarter of 2010 followed by income tax with 21 percent increase, from P761.969 million last year to P925.343 million in 2010. Value added tax registered 7.54 percent increase with P357.445 million this year compared with last year's P332.397 million while percentage tax had 3.11 percent increase with P61.937 million in 2010 from last year's 60.066 million.

Among all the types of taxes, only excise tax suffered negative 40.60 percent as this year's collection reached only P382,519 compared with last year's P643,978. (Terry D.C. Betonio)

3 provinces ink pact to improve collections

THE Provincial Governments of Misamis Oriental, Bukidnon and Misamis Occidental along with partner agencies signed a memorandum of agreement (MOA) for the implementation of Enhanced Tax Revenue Assessment and Collections System (eTRACS).

This is in line with the Philippines Road Management Facility (PRMF), funded by the Australian Aid for International Development (AusAID).

eTRACS is an integrated software solution designed for local government units (LGUs) to improve revenue collection.

The chief executives of the three provinces, lead by Misamis Oriental Governor Oscar Moreno, were present along with Governors Alex Calingasan of Bukidnon and Hermina Ramiro of Misamis Occidental and 14 partner agencies.

David Goodwins, AusAID team leader, gave the overview of the entire project and its implementation, saying the collaboration of LGUs and concerned partner agencies was significant for speedy implementation of PRMF.

Misamis Oriental, Bukidnon and Misamis Occidental are just three of the seven provinces selected to be among the beneficiaries of a Aus$100-million grant from the Australian Aid.

For his part, Moreno said Capitol has long been doing the collaboration system in the implementation of its projects.

“Each of us has its own mandates from national down to local and the bottom-line of this is we were able to bring the government closer to the people,” Moreno said.

While thankful to the Australian Aid, Calingasan urged Goodwins to also include the province of Lanao del Norte in the said project since Lanao is also part of Northern Mindanao.

The installed integration software package includes, among others, a Collection/Treasury System that facilitates online/offline collections, provides controls in the issuance of receipts, and manages remittances and reporting; a Business Permit and Licensing System that automates the application for new business as well as renewal, provide a consistent assessment of taxes, regulatory fees and charges, calculates surcharges and penalties, generates billing statements, manages business ledgers, issues permits and generates reports and a Real Property Tax Module that provides consistent and accurate computation of the real property assessment for land and improvements, buildings and machinery, manages real property records, assessment records, tax declarations, and generates various reports and documents. Tourism posts -36% in first half

ARRIVALS of foreign tourists to Northern Mindanao have shrunk by negative 36 percent during the second quarter of this year compared with the same period in 2009, records from the Department of Tourism (DOT) Region X revealed.

Based on a comparative report, Elena Manalo, DOT-X officer-in-charge, said foreign arrivals posted only 9,561 for the first half this year while record in 2009 showed 14,910 visits to tourist destinations in the region.

However, local tourists registered an increase in the number of arrivals for the two quarters with 297,196 against the same period last year of only 266,444 or an 11.54 percent difference.

With this figure, Manalo said Filipinos still lead the highest number of visitors against all other countries who travel to see the best destinations in Northern Mindanao.

From the Association of Southeast Asian Nations (ASEAN), Singapore registered the highest number with 68 tourists for the second quarter this year against Brunei and Cambodia with nothing; Indonesia, 45; Laos, 15; Malaysia, 30; Myanmar, one; Thailand, 42; and Vietnam with 10.

However, Singapore has posted a negative mark against last year's record of 119 while Myanmar marked 25 visitors of the same period last year with a percentage change of -96.

East Asian nations like Korea has posted 990 tourists, the highest country to contribute tourism income in the region, but its figure this year was lowered compared to last year with 1,337 tourists. China ranks next with 694, a -33.90 percent decrease against data in 2009 with 1,050; Japan with 344 and Taiwan with 109, a decrease of 53.21 versus its records in 2009.

Other countries include India, 141; Canada, 570; USA, 2,354; Australia, 342; New Zealand, 112; Austria, 47; Belgium, 39; Denmark, 26; Finland, 45; France, 223; Germany, 453; Italy, 52; Netherlands, 105; Norway, 77; Spain, 18; Sweden, 59; Switzerland, 82; United Kingdom, 214; and Saudi Arabia with 87, an 89.13 percent increase against last year of only 46 tourists.

Balikbayan tourists registered negative two-digit figure for the first two quarters of this year with 1,811 against 2,468 in 2009.

Overall regional data stood at 306,757 with an increase of 9.02 percent against 281,354 in 2009.

However, Manalo clarified that the data is still incomplete as Cagayan de Oro, Bukidnon and Ozamiz have yet to submit their full report. (Loui S. Maliza)

Yes daghan wala ka sulod ato nga time kay puno na kaayo. Ang gi baligya ra man gud nga ticket is tag 50 puro ra taas na nga ticket. Walay gi baligya nga ticket para ubos kay para ra sa gov officials, vip and complimentary maong grabe lalis sa mga tao nga wala ka sulod. hehehe naa man sad hinuon dako nga projector gi provide sa gawas para sa mga tao nga dili ganahan mo sud.

Solar energy eyed to avert power crisis in Mindanao

ZAMBOANGA CITY, Philippines – A lawmaker disclosed that solar energy is the most potential and appropriate solution to the power crisis in Mindanao.

Sen. Edgardo J. Angara, chairman of the Congressional Commission on Science, Technology and Engineering (COMSTE), said that solar energy is the most likely solution to the power woes of Mindanao.

Angara said that COMSTE panel of experts in energy and environment have targeted solar energy as a key solution to overcome the power problem.

This source of renewable energy (RE) can complement existing coal-fired power plants now existing in Mindanao and is applicable even in off-grid areas, he explained.

Manila Observatory (MO) have indicated that Mindanao will experience water shortage in the years to come, lessening the effectiveness of RE sources like hydropower, which supplies 70 percent of the power of the entire Mindanao island.

As this developed, Angara is urging the Department of Energy (DoE) to look into alternative ways to develop future power sources in Mindanao, specifically through Public-Private Partnerships (PPPs).

He said that the Cagayan Electric Power and Light Co., Inc. (Cepalco), which already has a one-megawatt (MW) solar plant in Cagayan de Oro, is contemplating on expanding its existing capacity to at least 4-MW in 2012.

“We should be able to take advantage of collaboration with the private sector and develop more energy projects that can take advantage of the Renewable Energy Act,” Angara pointed out.

The Renewable Energy Act of 2008 exempts renewable energy sources from the payment of Value-Added Tax (VAT), grants a seven-year income tax holiday, and prioritizes the purchase, grid connection and transmission of electricity generated by companies from renewable energy sources.

COMSTE has been tasked of planning projects to enhance the use of solar power in the country.

Dr. Shigero Niki of Japan’s National Institute of Advanced Industrial Science and Technology, who heads its Solar Research and Testing Laboratory, expressed interest in sending photovoltaic (PV) panels for testing in the Philippines, to identify the proper engineering and technology for PV arrays and components which would be ideal for tropical conditions.

The Philippines, which is the world’s second largest producer of geothermal energy behind the United States, is considered to have a huge potential in supplying renewable energy to an average of 5.0 -5.1 kWh/M²/day.

“Mindanao has the highest percentage of un-electrified barangays (villages) in the country, if we are able to apply solar energy effectively, the potential upside is enormous,” said Angara.

Oroquieta City – With pride and honor as Sinulog of Cebu Hall of Famer, Tangub City again proves it’s might in cultural presentation both in street dancing and ritual competition during the 1st Pas’ungko S’g MisOCC Festival 2010 and dance away the 100-T cash prize and creative craftsmanship of the trophy as the champion of this year first ever cultural presentation.

Rain or shine as the festival and the 81st founding year celebration of Misamis Occidental moves on last November 4-8, 2010 people gathered in the capitol complex to visit and watch the daily shows to include a Jobs Fair, Agro-Trade Exhibits of the 17 local government units with their One Town, One product and other crafts and delicacies, Band Concerts, the search for the Mutia ng Misamis occidental, and Fireworks Display courtesy of the GO HERMIE Administration.

In the last day of its activites, Street Dancing completion depicting the Subanens of Misamis Occidental, beat and sound of ethnic instrument with the rhythm of the Subanen music and the dance form and step of 17 contingents roam the streets of Oroquieta with onlookers gathered around to see the first ever festival of Misamis Occidental.

A great success as the members of the Provincial Tourism Council had to say amidst some problems in the making, Mr. Gerard Hilarion Ramiro as chairman thanks all his A-Team, the local tourism councils with their tourism officials a job well done.

In the 1st Pas’ungko S’g MisOCC festival that literally means “Pasasalamat” in Subanen words is the first in Misamis occidental, Tangub City emerged as the champion of this year competition.

“This is a trial and error be a lessons to be experienced”, Mr. Ramiro said.

But with the GO HERMIE Agenda of the Honorable Governor Herminia M. Ramiro and the whole officialdom of Misamis Occidental this is a success.

“I thank all to those who in one or another committed themselves to be part of the momentous event in the history of Misamis Occidental, to our detractors in the political arena let bygones be bygones, we have to face this challenge for us and achieved what we have to achieved as public servants for the benefit of the people of Misamis Occidental, We are here to serve our people as we aspire for a peaceful and develop province of Northern Mindanao” Governor Hermie Ramiro said.
