22 sites eyed for ocean energy

MANILA, Philippines—The Department of Energy has identified 22 prospective sites that can be developed by interested investors to produce the much needed additional power capacity using ocean energy resources.
The DOE said it was promoting Philippine ocean resources, which could generate as much as 170,000 megawatts, following the commercialization of ocean energy in other countries. Tapping the ocean as an energy resource involves emerging technologies that use the power of temperature difference, waves and tides to create energy.
These specified areas, the government agency added, hold ocean thermal and tidal energy potential.
Documents from the DOE identified 14 ocean thermal energy potential sites: San Vicente, Ilocos Sur; Agno, Pangasinan; Palauig, Zambales; Mananao, Mindoro; San Jose, Antique; Manukan, Misamis Occidental; Omosmarata, Basilan; Palaui Island, Cagayan; Dijohan Pt., Bulacan; Mascasco, Masbate; Batag Island, Northern Samar; San Francisco, Surigao del Norte; Lamon Pt., Surigao del Sur, and Lacaron, Davao del Sur.
The DOE has also identified eight potential ocean tidal energy sites, which included the Hinatuan Passage, Bohol/Taliban Strait, Surigao Strait, Gaboc Strait, Basiao Channel, San Bernardino Strait, Basilan Strait and San Juanico Strait.
“Further, a study undertaken by the Oceanographic Co. of Norway showed that ocean wave energy has an enormous potential capacity on Batanes Islands, Cagayan, Polilio Islands in Aurora and Bolinao in Pangasinan,” the DOE added.
However, the development of ocean energy is capital extensive as references have indicated that a 100-MW project would require a $250-million investment.
Assistant Energy Secretary Mario Marasigan said the Philippines was even “lucky to have two proponents in ocean/marine energy... [which] are energy projects involving emerging technologies.”
US firm Deep Ocean Power Philippines Inc. is currently conducting studies in at least 36 sites covering 21,000 hectares in Ilocos, Pangasinan, Zambales, Mindoro, Isabela, Panay, Negros, Samar, Leyte and some parts of Mindanao, for possible ocean power sources. However, its efforts were expected to be focused primarily on Occidental Mindoro and Antique, the DOE said.
Earlier this year, Bell Pirie Power Corp. was also awarded a renewable energy service contract for a planned 5-MW Cabagan ocean energy project in Zambales.

FISH production in Northern Mindanao has reached 44,432 metric tons (MT) during the second quarter this year, registering a five percent increase from the same period last year.
Data from the regional National Economic Development Authority (Neda) showed that aquaculture fishing stood highest among all the fishing methods with 16,567.09 MT, an increase of 13.61 percent compared to the same period last year with 14,582.49 MT.
Aquaculture, which accounted for 38 percent of the total production, had a notable 17 and 14 percent increases posted by seaweeds and marine fish cages, respectively, which was attributed to the use of good-quality seaweed-planting materials, expansion of harvest area in Misamis provinces and Camiguin, and the installation of milkfish cages in Lanao del Norte.
Next in rank was commercial fishing with 16,059.68 MT.
However, such figure was a 1.77 percent decrease from 16,348.73 in last year's production as lesser fishing trips were noted in the provinces of Lanao del Norte and Misamis Occidental.
Moreover, no transient boats unloaded in the municipality of Plaridel, Misamis Occidental.
Municipal fishing, on the other hand, showed better performance of 4.43 percent from 11,304.40 MT to 11,805.71 MT. This could be attributed to the additional 20 fishing boats in Sultan Naga Dimaporo, Lanao del Norte as well as the establishment of more fish sanctuaries and various enhancements of the local government unit's fishery projects.
Other fishing methods like brackishwater, marine fishcage and seaweeds production posted an increase of 4.2, 13.50 and 16.78 increases, respectively.
Freshwater production, on the other hand, went down by 5.80 percent during the period. (Loui S. Maliza)

AT LEAST 55 people in Northern Mindanao have died of dengue from January to October this year, data from the regional Department of Health (DOH) office revealed.
Despite the above number, however, the regional DOH data shows that out of 6,821 cases, the region's fatality rate is still at a low 0.81 percent.
However, the death toll went high this year compared to that of 2009, with only 20 deaths.
In Bukidnon, 13 deaths have been recorded out of 1,495 dengue cases, which in itself is a 651 percent increase against last year's 199 cases.
The province has the highest number of dengue cases, with 1,962 people affected, followed by Misamis Oriental with 975, Lanao del Norte with 364, Misamis Occidental with 153, and Camiguin with only 139 cases.
This year's figure is thrice that of 2009's 423 cases. Nine of this year's victims did not survive. In 2009, eight patients died.
Tangub City, meanwhile, registered the lowest number of cases, with nine dengue patients in 2009, although it rose this year to 81. There was no death recorded during both years.
Iligan City ranked second with 915 cases, almost thrice that of last year's 284. In 2010, nine deaths were reported while in 2009, only one patient died.
Malaybalay City posted 299 cases of dengue assault, posting a 390 percent increase compared to last year's record of only 61. Four have died in 2010, only one in 2009.
Valencia City posted 190 cases, with two deaths. Such figure is a 56 percent increase against last year's record of 122 cases.
Gingoog City with 41 cases in 2009 with no deaths reported. However, there was an increase of 244 percent with 141 cases. Oroquieta City handled 23 cases in 2009 with two deaths, an increase of 143 percent while Ozamis City ranked second to the lowest number of cases in 2009 at 15, with one death. The said figure had increased to 240 percent with 51 cases, although no deaths have been registered. (Loui S. Maliza)

MANILA, Philippines - The government has declared a shellfish ban in six more coastal areas nationwide found contaminated with the red tide toxin.
The Department of Health (DOH) identified the red tide-affected areas as Dumanquillas Bay in Zamboanga del Sur; Matarinao Bay in Eastern Samar; Hurclelagos Bay in Zamboanga del Norte and Misamis Occidental; Sorsogon Bay in Sorsogon; Carigara Bay in Leyte; and Bislig Bay in Surigao del Sur.
Latest laboratory results of the Bureau of Fisheries and Aquatic Resources (BFAR) showed that shellfish collected from these areas were positive for paralytic poison beyond the regulatory limit, the DOH said.
All types of shellfish and alamang gathered from these areas are therefore not safe for human consumption, health experts said.
They reminded the public to wash fish, squids, shrimps and crabs thoroughly and remove their internal organs before cooking.
Earlier, BFAR found the coastal waters of Mariveles, Limay, Orion, Pilar, Balanga, Orani, Abucay and Samal, all in Bataan, to be contaminated with the red tide toxin.

THE launching of m/v Lite Ferry 11 of Lite Shipping Corp. can increase travel and trade between Cebu and Bohol, the Department of Trade and Industry said (DTI).
But DTI 7 Director Asteria Caberte is hoping shipping companies will acquire more ships to ply Cebu and Siquijor and Negros Oriental. She said regular trips to these areas will spur their local economies.
MV Lite Ferry 11 was launched in Tagbilaran City yesterday by Cavite Rep. Lanie Mercado-Revilla, Bohol Gov. Edgar Chatto, Lite Shipping chairperson Filomena Enerio Lim and Lite Shipping president Lucio Lim Jr.
The vessel has first-class facilities with a fully air-conditioned suite room, five cabin rooms, tourist class and spacious standard and economy sections that can accommodate more than 400 passengers.
Lim Jr. said his company is servicing routes listed in the Strong Republic Nautical Highway such as Bohol, Cebu, Leyte, Negros Occidental, Misamis Occidental and Zambonga del Norte.
Lim Jr. said mv Ferry 11 will help contribute to the promotion of the Roll-on/Roll-off ferry services and operations for the Strong Republic Nautical Highway program of the government.
He said Lite Shipping has established a Safety Environment Policy that actively promotes employee participation in measures aimed at improving passenger and crew safety as well as the protection of the environment.
Lite Shipping has been certified by Maritime Industry Authority (Marina) with an International Safety and Management (ISM) code.
Lite Shipping is a consistent winner and has been enshrined to the Hall of Fame for the Cleanest Vessel of the Year award in different vessel categories by Marina and Bureau of Quarantine 7.
Cebu Port Authority General Manager Vicene Suazo Jr. said the new vessel can improve sea transport service in Visayas and Mindanao.

Yes, he was from here and a businessman. Then he moved to manila because business in here that time was'nt that good. Murag nag focus na sila diri sa atoa Blue but they start in DPL because the demands there was higher during their survey years ago.

MANILA -- No one was hurt at the explosion in Misamis Occidental early Thursday morning.
Philippine National Police (PNP) spokesperson Agrimero Cruz said the explosion took place in a health center in Barangay Looc, Plaridel, Misamis Occidental around 1:30 a.m.
The health building incurred damages but no casualties were reported to the police.
Initial report of the authorities showed that prior to the incident the barangay chairman and his tanods apprehended several illegal fishermen in the area who resented the act.
Cruz said they are "eyeing the possibility that the incident was handiwork of the blast fishers".

MANILA, Philippines - Only 3 of the 10 listed projects under the Aquino administration’s public-private partnership (PPP) program are expected to start construction by next year.
Budget Secretary Florencio Abad said most of the infrastructure projects listed under PPP for 2011 are still in the preparatory stage, and might still need more time for them to commence.
“There are only 2 to 3 projects that may take off next year since the remaining [projects] are still in the preparatory stage,” said Abad, who will speak at the Infrastructure Philippines conference on Thursday, where the Aquino administration’s flagship PPP development thrust is to take center stage.
As of Wednesday, the government was able to register some 400 investors to participate in the conference, Abad said.
Abad did not identify which of the listed PPP projects will start construction by 2011.
The listed 10 projects include
- Metro Rail Transit (MRT)-Light Rail Transit expansion, to cost P70 billion
- MRT Line 2 extension, P11.29 billion
- new Bohol airport, P7.54 billion
- Puerto Princesa Airport, P4.36 billion
- North Luzon Expressway- South Luzon Expressway link, P21 billion
- Cavite-Laguna Expressway-Manila side section, P10.5 billion
- Daraga International Airport, P3.07 billion
The 3 remaining projects, the costs for which have yet to be determined, are the development of the City Terminal for Diosdado Macapagal International Airport, the privatization of the Laguindingan Airport operation and maintenance, and the supply of treated bulk water for Metro Manila.
Finance Secretary Cesar Purisima earlier said only a handful of the 100 listed PPP priority projects are ready for construction, and many still need additional feasibility studies to take off.
He said for next year, the government will list 10 more in the PPP priority list, and probably more than 10 by 2013.
“The focus will be on three major areas which are tourism, the food-supply chain and, of course, general infrastructure to make our cities more livable and more competitive,” Purisima said.
In Thursday's conference, economic managers will introduce the country’s revitalized PPP framework under the new government. The officials will discuss the new efforts to improve project development, review and approval, financing and risk allocation in project structuring, execution and monitoring.
Implementing agencies such as the Department of Public Works and Highways and the Department of Transportation and Communications will also be presenting their infrastructure projects for possible private-public partnerships, as well as their planned timelines for bidding out these projects. Purisima said the government might also float infrastructure bonds to help shore up the necessary funding for the infrastructure projects.
Proceeds of the bond issuance will be given to the project proponent as its loan from the Aquino administration.

CUSTOMS collection in Northern Mindanao for the third quarter this year went down by 7.75 percent compared to that of the same period last year, records from the Bureau of Customs (BOC)-Northern Mindanao revealed.
With the quarter's actual target of P1.129 million in 2010, the Customs agency failed to hit the mark with only P1.041 million against the 2009 data with a P210 million increase from its actual target.
On July this year, the second biggest collecting government agency in the country has noted an increase of 29 percent or P399 million as against its actual collection target of P309.6 million, which is higher than the 2009 record of P349.22 million as against the 2009 target of close to P400 million.
Data revealed that only in the month of August in both years that the actual collection was down by close to 30 percent and 20 percent, respectively.
However, collections pulled up in September in 2009 by a huge 146 percent increase, yet records in September of this year failed to meet the target.
Instead, collection was down by 14.70 percent, from P445 million to P379 million.
The bureau attributed the collections this quarter from the Mindanao Container Terminal (MCT) in Tagoloan port that contributed the highest collection among all other ports in Northern Mindanao with P864 million.
Iligan City port ranked second with P73.04 million, while Ozamiz City only contributed P7,820.
Last year, the MCT also led the highest factor in collection during the same period that stood at P550 million; Iligan with P64 million; and Ozamiz with P4.188 million.
Customs collection assessment chief Rodolfo Mondigo attributed the decline in collections on the decreasing demand of imported products on a cycle scheme.
He said with the combination of local and foreign demand of products, actual collection possibly surpasses the actual target for that certain quarter.
Mondigo said importers transact with the bureau when the demand says so, the reason why the bureau could exceed the actual target collections.
He said if business activities, both on local and imported products, slow down, the expected collections are also lower.

OZAMIZ CITY--To raise consciousness and to concretely implement initiatives as to care for the environment, La Salle University (LSU) Ozamiz City joins nationwide launching on Project Carbon Neutral (PCN) 'No to Styro’ Campaign, Wednesday, November 17.
In a round table discussion, participated by business, academe, non-governmental organization, environmentalist, Local government units (LGU’s) and the media, Lito Real, coordinator, Science department talks on the ill-effects of using Styrofoam.
He said, physicians are increasingly concerned with the effects of eating from Styrofoam containers. Scientists have found that when hot food or beverages are placed in polystyrene containers, the styrene chemicals leech from the containers into the food and then into your body. Over time, this can lead to reproductive issues or even cancer.
Saying that her administration’s concerns include environmental protection and preservation, Ozamiz City mayor Nova Princess Parojinog-Echavez vows to support LSU’s campaign.
Unanimously, the business, academe, non-governmental organization, environmentalist, Local government units (LGU’s) and the media sectors, affirm their support on environmental protections specially on banning the use of Styrofoam.
A proposed resolution of banning the use of Styrofoam in any food establishment, public market, commercial complex, public transport and house hold passed during the discussion and it was also unanimously supported.
The resolution also stated that on December 2009 some barangays in Ozamiz City were flooded that cause great devastation to the properties that paralyzed operations of schools and university including business establishments due to garbage that clogged up in some canals and creeks of the city.
By the implementation of the said resolution it will also lessen the cost and labor in collecting and transporting the garbage from the city to the dumping site.
The resolution also cited the Republic Act 9729 also known as the Climate Change Act of 2009 where LGUs are mandated to coordinate with private entities to address vulnerability to climate change impacts of regions, provinces, cities and municipalities.
The said resolution describes Styrofoam as weapon of mass destruction (WMD) due its hazardous effects to the environment and to the human health.
As part of the nationwide launching, LSU also conducts an Essay writing contest anchored by the theme ‘Advocating a Styro-free-campus’.
A one hour black-out also observes in all LSU campuses.
As mode of transportation of the LSU family, they also make use of one day riding a tricycle, bicycle or by walking signifying their support to the campaign dedicated for the environmental protection.
Parts also of the activities are the massive Styrofoam materials disposal and tree planting.
Br. Allan Beunavista, FSC, specialized schools director and Br. Jaime Dalumpines, FSC, LSU president thank the different sectors, N GO and the LGU Ozamiz in supporting their endeavor for the protection of the environment.
LSU Ozamiz is part of the seventeen Lasallian Institutions, in partnership with the Lasallian Institute for the Environment (LIFE), spearheaded the PCN which aims to decrease emission of greenhouse gases to the atmosphere that cause global warming and climate change. Its primary objective is to inculcate the values of energy and resource efficiency to the students, faculty, and staff. The project indeed aims that each La Salle school achievesCarbon Neutrality – to have a net zero carbon footprint.
PCN will be done by measuring the greenhouse gases, primarily carbon dioxide, emitted by each Lasallian institution by carbon footprint. Mitigation efforts, like the trees planted by each school in the conduct of the One Million Trees and Beyond project, will be measured to offset the hazardous emissions. Sa una kuno ky via Dipolog airport pa ang mga students nila para mosakay sa PAL.
ihatod ug pick-apon pud sa ila school bus sa Dipolog.
kadtong naay Air phil B-737 sa una sa Ozamiz ky sa Dipolog pa gihapon pasakyon ang ila students.
Murag naay relative ang MU owner nga nag-work sa PAL kuno :) :cheers:
