Cebu all set for famed Sinulog celebration

CEBU CITY, Cebu, Philippines — With less than two weeks to go, the Sinulog Foundation Incorporated (SFI) has announced that everything is set for this year’s Sinulog celebration.

Ricky Ballesteros, SFI executive director, said the final touches are being done for the celebration even as the organizers are now focused on the actual implementation of various events.

Prior to the Sinulog Grand Mardi Gras which happens every third Sunday of January, the SFI has slated various activities meant to ensure that the annual event is made more colorful every year.

The SFI has added a poster making contest and the first Sinulog Softball Cup, along with such regular features as the Walk for Jesus to this year’s activities. Said Walk for Jesus activity will be held later this week, on January 6, to be followed by a parade the following day which officially kick-off the week-long celebration.

Ballesteros also said that some of the Sinulog festivities will be held at the Cebu City Sports Center, where a stage, being built at a cost of P1.5 million is now about 70 percent complete. Tickets, ranging from P400 to P600, as well as some 600 VIP seats, for some of these activities in the Center are now being made available.

This year’s Sinulog stage theme will pay tribute to the contribution of the Chinese community, especially to the economy here. “Our finale presentation will showcase Chinese Architectural Arts,” said Ballesteros.

He added that they are expecting more participants to join in this year’s dance presentation with a number of out-of-town contingents who already signed up for registration.

Among the out-of-town contingents are the province of Misamis Oriental and Siquijor, the town of Placer in Masbate, Bayawan City and Dumaguete City of Negros Oriental, and Tangub City, which won several Sinulog awards in past years.

First-timers for this year’s Grand Parade include the town of Bucuag in Surigao del Norte and North Cotabato.

THE sensational band from Manila, Aegis, rocked over a thousand
Ozamiznons on their live band performance during the feast of Our
Lady of Immaculate Concepcion, the patron of Ozamiz, held last
Decemebr 8 on a stage mainly constructed near Jollibee Main Store
at Don Anselmo Bernad Avenue corner Rizal Avenue, Ozamiz City.
Hosted by Federico Araniego Jr., the education program supervisor
of the Department of Education (DepEd) - English secondary, the
concert which Aegis did as first time in the city clashed the crowd in
salute and homage to one of the vocalists who is a real Ozamiznon.

Though rain slightly distracted the night of the concert, it didn't stop
the crowd from witnessing the explendid performance of Aegis while
the two female vocalists started to rock Ozamiz with their first song
entitled Luha. Among other songs performed by the sensational
group Aegis were the songs Alone, Faithfully and other familiar
songs; included also were their very own songs like Halik and Christmas Bonus.

Security was seriously monitored by the Philippine National Police
(PNP) of Ozamiz led by Supt. Gerbacio Balmaceda who instructed
the team and coordinated police units to rove around using patrol cars.
This was to maintain peace and security over the crowd for the
smooth flow of the concert, said Balamceda

Other band groups who performed were Rubber Band, the J's Cousin
Band and Shandy Band of San Miguel Brewery Inc. from Cagayan de Oro City.

Ozamiz City Mayor Nova Princess Parojinog-Echavez presented on stage and
welcomed the crowd to another year of celebrating the feast of the city's patron.
Happy and thankful, Parojinog-Echavez pleased everyone who supported
the city fiesta activity, from the city parade, drum and lyre
competition down to the live band concert.

Young Mindanao leaders complete Congress internship

UNITED States Ambassador Harry K. Thomas Jr., House Speaker Feliciano Belmonte Jr. and members of Congress participated recently in the completion ceremony for the Congressional Internship Program for Young Mindanao Leaders (CIPYML).

The CIPYML, a partnership project of the Philippine and US governments, provides promising young people from Mindanao's conflict-affected communities the opportunity to observe and gain first-hand experience in public policy formulation, which enhances their commitment to democratic values and institutions.

"Both the Philippine House of Representatives and the United States Congress share a belief in the importance of providing experiences that help our young people to understand -- in a way that augment textbooks and university classes -- how the institutions of democratic governance really work, how policies are formulated, how laws are enacted, and how compromises must be made among and between people with differing points of view," said Ambassador Thomas.

Belmonte said the CIPYML had been a terrific opportunity for the interns to gain an understanding of how government works and to broaden their understanding of national issues.

The 24 CIPYML interns recognized at the ceremony are now counted among the 217 women and men who have completed the rigorous, four-month program. It was an emotional moment for many of the new graduates.

CIPYML valedictorian Fatma Salih of Zamboanga City said she and her fellow interns can be instruments contributing to the development of Mindanao.

"Peace is the foundation of progress and therefore, we, young future leaders, should strive to push for peace in Mindanao," Salih said.

CIPYML is managed by the US Agency for International Development's Growth with Equity in Mindanao (GEM) Program under the oversight of the Mindanao Development Authority and implemented in partnership with the House of Representatives.

The CIPYML internship begins with an introductory governance course at Mindanao State University-Marawi.

Upon their arrival in Manila, they are provided with additional training by the University of the Philippines National College of Public Administration and Governance on various governance topics.

The interns are then individually assigned to standing and special committees and subcommittees in the House as well as to offices of selected members of Congress, where they hone their practical knowledge of policy analysis and project development.

"I was assigned to the National Defense Committee and it was quite an experience to be at nationally televised hearings," said Settie Sahara Mutia, an intern from Munay, Lanao del Norte.

She said the committee secretaries were accommodating and "we sensed how much they wanted us to learn and understand."

Raiza Abas of Cotabato City said she gained an understanding of how differently various institutions and social groups viewed reproductive rights, during committee discussions on the Reproductive Health Bill.

For most of the interns, the most intense component of CIPYML was writing their individual policy papers.

"I learned that parts of my province have the lowest literacy rates in the country," said Mutia. "So I worked on a policy paper on improving educational facilities and services."

Salih, whose parents are street vendors, focused her study on the provision of equal employment opportunities in Zamboanga City.

"In the process of drafting our policy paper, we would look up bills and Republic Acts related to our topics," she said.

Speaking on behalf of her co-interns, Salih said: "This program has helped us unleash our potential. We gained so much, and we will be eternally grateful."

The completion ceremony was also attended by USAid Mission Director Gloria Steele; lawyer Marilyn Yap, secretary-general of the House; Dr. Ramon Roque, deputy secretary-general for administration; and Representatives Bai Sandra Sema (first district, Maguindanao), Loreto Leo Ocampos (second district, Misamis Occidental), Jesus Sacdalan (first district, North Cotabato), Tupay Loong (first district, Sulu), and Nur-ana Sahidulla (second district, Sulu). Red tide reported off Misamis Occidental, Zamboanga del Norte coasts

CAGAYAN DE ORO CITY, Philippines—Fishery officials in Northern Mindanao on Friday issued a fresh warning against the gathering, selling and eating of shellfish from Murcielagos Bay due to the presence of red tide organisms.

Murcielagos Bay spans two Northern Mindanao provinces—Misamis Occidental and Zamboanga del Norte—and is one of the major fishing grounds in the region.

The Bureau of Fisheries and Aquatic Resources (BFAR) said latest tests conducted on shellfish from the bay showed that their “paralytic shellfish poison” exceeded the tolerable limit.

“The public is advised not to harvest, eat, sell and buy shellfish coming from this area due to the red tide in Murceilagos Bay that covers the two provinces,” Asuncion Maputol, BFAR officer-in-charge, said.

Maputol said other areas where red tide was also monitored include Dumanquillas Bay in Zamboanga del Sur, Bislig Bay in Bislig City, Surigao del Sur, Matarinao Bay in Eastern Samar and Sorsogon Bay in Sorsogon.

She said aside from shellfish, the gathering, sale and consumption of Acetes, a species of prawn mostly used in the manufacture of alamang, were also being banned.

“But fish, squids, shrimps and crabs are safe to eat provided they are fresh and washed thoroughly and their internal organs, such as gills and intestines, are removed before cooking,” Maputol said.

She said based on the advisory from the National Red Tide Task Force, shellfish gathered from Sibuguey Bay in Zamboanga Sibugay, Balite Bay in Mati, Davao Oriental; and Hinatuan Bay in Surigao del Sur, were safe to eat.
