CEBU CITY, Philippines – The heavy downpour did not deter the more than 3.5 million crowd from watching the grand Sinulog Mardi Gras 2011 up to the last presentation Sunday night as out-of-town contingents went home with the top prizes.
It was a back-to-back victory for the Tribu Himag-ulaw of Placer in Masbate, and Tribu Sinanduloy of Tangub City, which ruled the Free Interpretation (FI) and Sinulog-based (SB) categories in the Sinulog competition that was attended by millions of people who crowd the streets despite the bad weather.
In the FI category, Tribu Buyoganon of Albuyog, Leyte won second place while children from the Mabolo Elementary School here won third place.
The returning contingent from the northern municipality of Daanbantayan won the fourth spot in the FI category in this year’s grand parade while the fifth spot went to the Talamban Elementary School contingent.
Mabolo and Talamban contingents also won the third and first place, respectively, in the Sinulog sa Kabataan sa Dakbayan held on January 9.
The consistent winner, Tribu Basakanon of Basak San Nicolas, failed to take the top five spot in this year’s Sinulog.
Other winners in the Sinulog-based category were Abellana National High School – 2nd place, City of Carcar – 3rd place, Bayawan City – 4th place, and City Central School – 5th place.
A total of 143 contingents – dance contingents, higantes, floats and pupetteers – competed in Sunday’s Sinulog grand parade.
The parade ended with an elaborate 30-minute production number that centered on the Chinese influences of Cebu.
Amid the backdrop of a pagoda, the finale number was impressive with dragon dances, acrobats, and Kung Fu trainees, among others.
Cebu Rep. Rachel “Cutie” del Mar, in a fuchsia satin robe with long kimono sleeves, appeared on stage as a Chinese empress.
Both the police and events organizers said last Sunday's Grand Mardi Gras was considered as one of the most successful, peaceful, and orderly celebrations in the festival's history.
Cebu City Police Office Director Melvin Ramon Buenafe said this year’s crowd estimate is bigger compared to the three million last year.
Buenafe said at most 3.5 million people came to watch the Sinulog this year despite the rains.
The figure includes those who watched inside the Cebu City Sports Center and those who were on the parade route.
According to Buenafe, the five additional contingents this year added to the number of the crowd by as much as 200 per contingent.
Despite the huge volume of people watching the Sinulog, Buenafe said the celebration went peacefully except for a few incidents of snatching and pick pocketing along the parade route.
A foreigner was also injured after she slipped at the grand stand.

CAGAYAN DE ORO CITY, Jan. 17, 2011 (PIA) -– At least 13 former municipal and one (1) provincial disaster coordinating councils in Northern Mindanao have been formally reorganized into disaster risk reduction management councils (DRRMC), effective this year.
This figure represents only 13.97 percent of the region’s 85 towns, six (6) component and two (2) highly urbanized cities and 20 percent of its five (5) provinces, Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD), region 10, said.
The organization/reorganization of local DRRMC’s had been a priority of the Regional DRRMC under its Civil Preparedness and Protection Program (CPPP) pursuant to Republic Act No. 101221 otherwise known as the “Philippine Disaster Risk Reduction Management Act of 2010,” Lupo said.
These reorganized local DRRMC’s are the following: Municipal DRRMC’s of Talakag in Bukidnon, Mambajao in Camiguin, Kauswagan, Tubod, Maigo and Linamon in Lanao del Norte, Tudela and Don Victoriano in Misamis Occidental and El Salvador, Alubijid and Medina of Misamis Oriental, the Provincial DRRMC of Lanao del Norte, the City DRRMC of Iligan and the Barangay DRRMC of Mapulog, Naawan Mis. Or.
Lupo said the RDRRMC also worked on the organization/reorganization of disaster control groups (DCGs) and disaster action teams (DATs) of the following hospitals, learning institutions and local government units (LGU):
Puerto Community Hospital, Sabal Hospital, Capitol University Medical City, Oro Christian Grace School, Kung Hua School & Xavier University Main Campus, all in Cagayan de Oro City.
All five (5) Provincial Hospitals in Lanao del Norte, the Lanao del Norte Provincial Government Center and Baroy, Kolambugan, Balo-i & Sultan Naga Dimaporo towns in Lanao del Norte.
Meanwhile, he said the conduct of disaster preparedness seminars (DPS) took the bulk of accomplishments under the CPPP of the RDRRMC-10, last year.
These trainings included the Disaster Risk Management Orientation and Contingency Planning Formulation, First Aid and Basic Life Safety, Earthquake Preparedness, among others.
He said participants of the DPS came from the nursing staff, security personnel and employees of hospitals, local government units and private agencies and nursing and criminology students from the different schools and private institutions of the region. (PIA 10)

Ahh, those wonderful times long ago watching the grand parade. Yup, we used to hang around a friends house near the parade route and have a session of "tagay"to thicken our faces before venturing out. Normally, we try to spot some "ladies" only group to do the merry making with them if you are lucky to strike a conversation, "Pit Senyor"!

Hometown Decisions
In every contest whether in sports, singing, dancing, debates and others, there is always the hometown decisions to reckon with. An out-of-town contingent has to perform very well and should show superiority over local contingents if it wants to be at the top. The number of points should be high enough because if it is just a few points difference against a local contingent, the local contingent will prevail. Judges are most often biased towards a local contingent because they are paid by the local organizers.
The Tribu Sinanduloy is an example of an out-of-town contingent that has won the top prize several times because it's performance is so flawless, fluid, graceful and almost perfect in its execution of routine. While the dance steps are always the same every year that they participated, the costumes and props changes and the people and judges are still mesmerized at their performance.
The Tribu Sinanduloy has become an institution winning more awards than any out-of-town as well as Cebu-based contingent. Previous Sinulog based grand prize winners are afraid or reluctant to make a comeback to challenge the Tangub City contingent unlike in the free interpretation category where previous winners have come back to try their luck. The reason is that the Sinanduloy Cultural Troupe has become so formidable that it seems it has mastered the game.
Only time would tell if the Tribu Sinanduloy will still continue to join the Sinulog Mardi Gras or quit while it is still on top or advised to quit by the organizers and installed in the Hall of Fame. This is truly a heart breaking decision to make.

TANGUB CITY, Misamis Occidental -- The Sinanduloy Cultural Troupe garnered its 9th championship crown in the recently concluded Sinulog Festival in Cebu City.
The troupe won its first championship in the Free Interpretation Category, and followed by the same award in the same category in the next year.
In 2002, the troupe forayed into the Sinulog-based category and bagged the championship in the following years: 2002, 2003, 2005, 2006, 2007, 2009, 2010 and 2011.
The troupe placed second in 2004 and 2008.
Today the troupe also counts eight championships in the Street Dancing competition which it won in the following years: 2002, 2003, 2006, 2007, 2008, 2009, 2010 and 2011.
SCT also made its mark in the costume department which it won in 2002 and 2003. This year, the troupe placed second in the Best in Costume.
Best in Musicality was first awarded by Sinulog Foundation in 2005 which the troupe garnered. SCT got its second trophy in this category this year.
Sinanduloy Cultural Troupe, composed of the youth of Tangub City is the city’s cultural ambassadors. Other than the troupe which composed of dancers, its membership expanded to include Sinanduloy All Star Band, Sinanduloy Singers, and Sinanduloy Instrumentalists.

I would like to share a bit of info. In an interview with Former Congressman Jalosjos (one of the founders of the western peninsula bloc), he is proposing that Misamis Occidental province be part of region 9.
here's an excerpt:
Jalosjos explained that in the present set up, the province of Misamis Occidental (MisOc), who will be part of the Western Peninsula group, belongs to Region 10. He said MisOc is having a hard time transacting business with their regional center which is Cagayan because they still have to cross region 12, Lanao. He added that it is geographically advantageous for MisOc to join region 9.
Jalosjos said the Western Peninsula will help MisOc join region 9 and be the fourth province of the region.

Jalosjos explained that in the present set up, the province of Misamis Occidental (MisOc), who will be part of the Western Peninsula group, belongs to Region 10. He said MisOc is having a hard time transacting business with their regional center which is Cagayan because they still have to cross region 12, Lanao. He added that it is geographically advantageous for MisOc to join region 9.
Jalosjos said the Western Peninsula will help MisOc join region 9 and be the fourth province of the region.

personally, i still prefer the present set up being CDO city as our regional center for Mis. Occ,
the addition of lanao Norte as part of Region 10 is justifiable and practical.

my suggestion is for the national Govt to set up satellite offices of regional ofices that
directly cater to ordinary people in areas that require more than 3-4 hrs of travel
ex. satellite offices of GSIS, PRC, DFA because these are important national offices that

Former Zamboanga del Norte Congressman and one of the founders of the Western Peninsula has proposed what may seem to be a win-win solution to the question of where the regional center should be located.
In an interview over Radio Mindanao Network (RMN), Jalosjos said that the choice of the regional center in this part of the country should not be limited to only Zamboanga City and Pagadian City. Jalosjos said that other cities and provinces in the region also want to become the regional center.
Jalosjos explained that in the present set up, the province of Misamis Occidental (MisOc), who will be part of the Western Peninsula group, belongs to Region 10. He said MisOc is having a hard time transacting business with their regional center which is Cagayan because they still have to cross region 12, Lanao. He added that it is geographically advantageous for MisOc to join region 9.
Jalosjos said the Western Peninsula will help MisOc join region 9 and be the fourth province of the region. Region 9 lost three provinces with the formation of the Autonomous Region in Muslim Mindanao (ARMM), these are Jolo, Tawi Tawi and Basilan. He said the Western Peninsula will ask Manila to give at least one province back to region 9, and this will be Misamis Occidental.
He added that with the entry of MisOc in region 9, Zamboanga City will no longer be the center of the region. Thus he said, there is a need to revisit the geographical composition of the region and identify which area is the center.
Jalosjos said the Western Peninsula, in the spirit of equal distribution of opportunities, will propose to fairly distribute the regional offices to the different cities and provinces in the region. He said this set up will give the other areas in region 9, a fair and equal opportunity to benefit from the regional offices
“We would like to request that there should be equitable distribution of opportunities. Meaning, of all the national offices in one region, we would like them to be distributed. For example, 3 or 4 regional offices position in Sibugay, perhaps another 3 or 4 in Zamboanga del Sur, 4 or 5 in Zamboanga City, and Zamboanga del Norte will also have its share.” Jalosjos explained..
He furthered, “This will give other areas in the region a chance to also grow because of the interchange of commerce, the interchange of our constituency, because they have to visit the regional centers in the other parts of the region wherever it is located.”
Jalosjos said he hopes those involved in this issue, including the employees of the regional offices will understand that they also have to give the other areas in the region a chance to grow economically by positioning some regional offices in their area.
“For so long now, we in Dipolog, Dapitan, people in Pagadian, Sibugay and other areas outside Zamboanga City, have been traveling to Zamboanga just to transact business with the regional offices there. We have to spend for fare, hotel and food. It’s about time that you also travel to visit us and your other neighbors.” Jalosjos appealed.
Meanwhile, Mayor Celso Lobregat already made a very strong statement during interviews with the media and in his State of the City Address (SOCA) that he will accept nothing less than the transfer of all the different regional offices back to Zamboanga City.
The Western Peninsula is a new bloc formed by the leaders of the provinces of Zamboanga del Sur, Zamboanga Sibugay, Zamboanga del Norte, and Misamis Occidental, including the other cities and municipalities all over region 9, except Zamboanga City.
The main purpose of the group is to have a united front in seeking from the national government economic opportunities, improvement of peace and order, and advancement in tourism for all its member provinces, cities and municipalities.

With no Zamboanga City official in the picture and the big smile of Cerilles, the answer is not that difficult. Obviously, the big guys of Zamboanga peninsula will conspire to solidify their turf( the Cabilao's are proteges of the Cerilles by the way and are also allied Jalosjos)put pressure on Ramiro if she wants her seat to be guaranteed, and they will put majority of the regional offices in Pagadian,Dipolog and Dapitan, and just leave a token to Ozamiz and Zamboanga. No wonder Cerilles was mum on the EO regarding suspension of transfers from Zambo to Pag., like what I suspected previously; something big was brewing all along, and just quite timely when the supposed assessment of regional transfers would have already lapsed by today. Ahh...politics!

The Western Peninsula is a new bloc formed by the leaders of the provinces of Zamboanga del Sur, Zamboanga Sibugay, Zamboanga del Norte, and Misamis Occidental, including the other cities and municipalities all over region 9, except Zamboanga City.
The main purpose of the group is to have a united front in seeking from the national government economic opportunities, improvement of peace and order, and advancement in tourism for all its member provinces, cities and municipalities.
Among the top political leaders in region 9 who will form part of the Western Peninsula include Zamboanga del Norte Governor Rolando Yebes, Zamboanga Sibugay Governor Rommel Jalosjos, Zamboanga del Sur Governor Antonio Cerilles, Misamis Occidental Governor Herminia Ramiro, Congressmen Seth Jalosjos and Cesar Jalosjos of the 1st and 3rd Districts of Zamboanga del Norte respectively; Aurora Cerilles of the 2nd District of Zamboanga del Sur; and Jonathan Cabilao and Romeo Jalosjos Jr. of the 1st and 2nd Districts of Zamboanga Sibugay respectively.

MANILA – Although Malacañang did not declare Chinese New Year as holiday, flag carrier Philippine Airlines (PAL) called on travelers to avail of two major seat promotions next month.
For the Chinese New Year, the company dropped fares to a flat rate of P1,102 for a one-way flight on Fiesta Class (economy) between Manila and any point in Luzon or Visayas.
One-way flights on Fiesta Class between Manila and any point in Mindanao, on the other hand, cost P2,011.
Covered by the promo are flights between Manila and Bacolod, Butuan, Cagayan de Oro, Cebu, Cotabato, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Kalibo, Laoag, Legazpi, Ozamiz, Puerto Princesa, Roxas, Tacloban, Tagbilaran and Zamboanga.
The discounted fares are available for ticketing until January 24, 2011 and are valid for travel from February 1 to March 23, 2011.
Meanwhile, PAL encourages people to celebrate Valentine’s abroad as it offers discounted fares to 19 choice Asian, Australian and U.S. destinations through a promo called “Heart-throbbing Sale.”
Included are flights between Manila and the following points: US$108 for Hong Kong, Taipei and Macau; US$168 for Bangkok, Ho Chi Minh City and Singapore; US$188 for Jakarta; US$258 for Beijing, Guam and Shanghai; $348 for Osaka; US$388 for Fukuoka (and for the Cebu-Tokyo service as well); US$698 for Honolulu, Melbourne and Sydney; and US$1,018 for Las Vegas, Los Angeles and San Francisco.
These fares are for round-trip flights on Fiesta Class. They are available for sale until January 24, 2011 and are valid for outbound travel anytime during two periods – from February 1 to March 23, 2011 and from April 22 to 23, 2011.
Destinations such as Honolulu, Las Vegas, Los Angeles and San Francisco however are exempted because the outbound travel is valid from February 1 to March 15, 2011 only.
Additionally, outbound departures are restricted to Sundays until Wednesdays only, except for destinations in China, Japan, Australia and the U.S., including Guam.

SUN Cellular keeps on innovating products that can serve people from all walks of life as it launched Friday its newest offering for Mindanao subscribers, the Sun Magic Zone Mindanao.
Joan C. Dueñas, vice president for marketing of Digital Telecommunications Philippines Inc. (Digitel) that owns Sun, said Sun Magic Zone Mindanao offers real value for money with its very affordable load for as low as P10 for a one-day unlimited texting and calling.
Dueñas said the Sun Magic Zone Mindanao SIM, available at only P20 each, is exclusive only for Sun subscribers in Mindanao.
"The Sun Magic Zone Mindanao SIM can be used to call and text Sun Magic Zone SIM users in Mindanao and other Sun subscribers. But this can only be used exclusively, and only in Mindanao," Dueñas said during a media presentation yesterday that officially launched the new product at Mallberry Suites in Limketkai Center.
She said Digitel is offering the SIM only in Mindanao since the company wants to turn "this territory" into something big for Sun Cellular.
Aside from the P10 load, also available for Sun Magic Zone Mindanao are P50 valid for seven days and P200 for 30 days, all offering unlimited text and call.
"These offerings are definitely not heavy on the pocket, good for students and housewives who are budget-conscious," Dueñas said.
The Sun Magic Zone Mindanao SIM comes with a two-day free unlimited call and text.
On January 28, Dueñas said Sun Cellular will also officially launch Sun Magic Zone Mindanao text unlimited SIM at P20.
She said available loads for the text unlimited SIM are P5 for one day; P25 valid for seven days and P100 for 30 days.
With these new offerings, Digitel is also adding more cell sites in Mindanao to cater to the growing number of subscribers of Sun Cellular.
William Pamintuan, SVP for Digitel, said they would be putting up around 400 cell sites in Mindanao this year.
Currently, he said Sun Cellular has over 500 cell sites in Mindanao.
"This is to support the Sun Magic Zone Mindanao SIM subscribers," Pamintuan said.

CAGAYAN DE ORO CITY, Jan. 23, 2011 (PNA) – The government poverty alleviation program, the Kapit Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), is eyeing four towns in Northern Mindanao as beneficiaries of the expanded program in 2011.
Officials and action officers of the Department of Social Welfare and Development (DSWD)-Regional Project Management Office of KALAHI-CIDSS are already in the field assessing the municipalities of Sultan Naga Dimaporo (SND), Sapad and El Salvador, all of Lanao del Norte province; and the municipality of Don Victoriano in Misamis Occidental.
The DSWD-10 and KALAHI-CIDSS team led by Assistant Regional Director Aldersey Mumar Dela Cruz will validate and assess if these municipalities are eligible for the expanded KALAHI-CIDSS project.
These targeted municipalities are selected using the Municipal Poverty Mapping |(MPM), the poorest 25 percent of municipalities in a province that are selected in a multi-stakeholders provincial forum.
According to DSWD-10 and KALAHI-CIDSS officials, the MPM uses three categories of indicator which are the quality of human capital, housing and amenities and lastly is the municipality’s access to center of trade.
The municipalities of Sapad and El Salvador had already showed their interest to be a beneficiary of the KALAHI-CIDSS project through a letter of intent, the DSWD-10 added.
The poverty alleviation program of the Aquino Administration continues to serve the poorest of the poor not only in urban areas but also even in far-flung areas in Northern Mindanao region.
KALAHI-CIDSS and the rest of the anti-poverty programs of the department, the Pantawid Pamilya Pilipino Program or 4 Ps, Makamasang Tugon and the Self Employment Assistance-Kaunlaran livelihood project, are being converged to create a greater impact in creating change and stop the inter-generational cycle of poverty in the lives of poor Filipino families.
KALAHI-CIDSS is one of the three big anti-poverty programs of the national government implemented by the DSWD nationwide and is financially supported by World Bank.
It is also a community-driven development project that aims to empower communities and fight poverty by providing funds for infrastructure sub-projects.
KALAHI-CIDSS has already helped and developed 105 communities in the provinces of Lanao del Norte and Misamis Occidental during the previous year.
Service facilities such as health centers, day care centers, classrooms, potable water systems and concrete drainage systems, farm-to-market roads, foot bridges, post-harvest facilities and sustainable agriculture are already implemented in the areas.
Lanao Del Norte Gov. Mohamad Khalid Q. Dimaporo is very much thankful and expressed gratitude to President Benigno S. Aquino III for the continuing support in his province on the poverty alleviation program.
“This is really a big help to my constituents, especially the poor people living in the far-flung villages,” he added. (PNA)

Ramiro is at the mercy of these two big political clans who also happens to have vote rich provinces. It is a no brainer that it is only matter of time before the the big J group will clutch the whole of Miss.Occ. As what they did in Sibugay. Zambo Sur is already managed by 4 of the Cerilles/Enerio family with all mayors and the congressman of the other district allied with them. Once Zambo City is isolated, then they just have to apply the basics of warfare - "divide and conquer". Tough call for Ramiro if she wants to survive.
