CAGAYAN DE ORO CITY, Misamis, Oriental, April 6 (PIA)—The Regional Development Council in Northern Mindanao (RDC-x) recently passed a resolution approving the conduct of the new Council’s Logo Design Contest that shall symbolize the present administrative region.

This, following the new composition of the region after the creation of the Caraga Region through Republic Act (RA) 7901 on February 25, 1995, separating Agusan del Norte, Agusan del Sur, Surigao del Norte and the cities of Butuan and Surigao from Region 10.

Executive Order 36 further reorganized the administrative regions in Mindanao restructuring Region X to compose only (5) provinces: Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental.

It has two (2) highly urbanized cities, Cagayan de Oro and Iligan and six (6) component cities: Gingoog, Malaybalay, Valencia, Ozamiz, Tangub and Oroquieta.

The Macro and Development Administrative Committee has favorably endorsed the proposal which the RDC-X also found valid and necessary.

For wider participation, pertinent information shall be posted in the website www.norminet.org.ph of the National Economic and Development Authority (NEDA)/RDC-X.

This will be made available, either in print or electronic copy to all local government units (LGU), media partners, government agencies, non-government organizations/private sector, academe and other parties in the region who may be interested to participate in the contest. (PIA10)

CAGAYAN DE ORO CITY, Misamis Oriental, April 6 (PIA) –- A total crime volume of 17,567 was noted to have occurred in Northern Mindanao region 10, lower by 61.17% compared to 45,240 in 2009.

P/Chief Supt. Conrado E. Laza, Director of the Philippine National Police (PNP), said this already include the reports from the region’s five (5) provinces: Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental, along with its six (6) component cities and two (2) highly urbanized cities of Iligan and Cagayan de Oro City.

Of this figure, 13,087 or 74.50% were index crimes while 4,480 or 25.50% were non-index. Again, of the index crimes, 3,863 or 29.52% were crimes against persons while 9,224 or 70.48% were crime against property.

Data at PNP-10 also show that the total index crimes posted a decline, from 27,240 to 13,087 cases or -51.96% and the non-index crimes, from 18,000 to 4,480 cases or -75.11%.

In the case of the index crimes, crime against persons, also declined from 12,658 to 3,863 or -69.48% and crime against property, from 14,584 to 9,224 or -36.75%.

Except for murder which posted a minimal increase, from 524 to 528 cases or 0.76%, all the other crimes against persons declined:

Physical injury, from 11,628 to 3,022 cases or -74.01%, Rape, from 257 to 149 cases or -42.02%, and Homicide, from 247 to 164 cases or -33.60%.

Meanwhile, all the crimes against property also declined: Theft, from 9,877 to 5,842 or -40.85%, Robbery, from 3,666 to 2,506 or -31.64%, Cattle Rustling, from 390 to 286 or -26.37% and Carnapping, from 651 to 590 or -9.37%.

The crime solution efficiency (CSE) also improved from 6.47% to 8.20% or 1.73%, and the crime clearance efficiency (CCE), from 12.29% to 12.35% or 0.06%.

However, the average monthly crime rate (AMCR) posted a decline, from 89.79% to 34.85% or -54.92%, along with the number of crimes cleared, from 5,558 to 2,170 or -60.96%.

Under the new PNP System implemented during the 2nd quarter of 2009, “cases solved” means cases have been filed in court, the offender has been identified/taken into custody or been arrested.

“Cases cleared” means that at least one of the offenders has been identified, there is sufficient evidence to charge him and he has been charged before the prosecutor’s office or any other court of appropriate jurisdiction. Included in this category are the solved cases, Laza added. (PIA-10)

Pawnshop managers robbed of P5M worth of jewelry in Cebu

CEBU CITY, Philippines — (UPDATE) A group of armed men robbed eight managers of the MLhuillier from Mindanao of jewelry worth P5 million at the foot of the Marcelo Fernan Bridge in Cebu about 1 p.m. Wednesday.

The MLhuillier managers were on board a Toyota Innova coming from the Mactan Cebu International Airport in Lapu-Lapu City when two men on board a blue motorcycle drove alongside them at the bridge that connects Mactan Island from mainland Cebu City.

One of the two men smashed the van's window using a hammer, forcing the van to stop.

Police said the two men disembarked from the motorcycle. They were joined by a group of armed men from another van.

They then barged into the Toyota Innova, pointed their guns at the eight MLhuillier regional managers from Cagayan De Oro and Osamis cities and took the knapsack, which contained P5 million worth of jewelry. The managers were on their way to the MLhuillier office at the North Reclamation Area in Cebu City.

After taking the knapsack, the robbers boarded the van and their motorcycle before speeding off.

After receiving the robbery alarm, the police immediately put up road blocks. The police later recovered the blue motorcycle in Barangay Mabolo, Cebu City.

MLhuillier General Manager Jude Millares said they believed that the robbers knew beforehand that their managers were bringing in P5 million worth of jewelry to Cebu.

“We are looking at all angles including the angle that there is an insider within the company,” he said.

Tourist arrivals in Northern Mindanao, up 41.47% in 2010

CAGAYAN DE ORO CITY, Misamis Oriental, April 7 (PIA) – A total of 1,483,525 tourists visited Northern Mindanao in 2010, higher by 41.47% compared to 1,048,662 in 2009.

Of this figure, 1,439,431 or 97.03% were Filipinos, while 44,094 or 2.97% were foreigners, Director Catalino E. Chan III of the Dept. of Tourism (DOT), region 10 said.

He also said the most favored destination by the Filipino tourists was the Ozamiz-Oroquita-Tangub-Misamis Occidental Cluster, probably due to Christmas Symbols Festival held every December, with 667,507 tourists or 46.37%.

This was followed by the Cagayan de Oro-Misamis Oriental area where most of the regional meetings and conventions were held, with 374,872 or 26.04%.

Next was Camiguin because of its “Panaad” during the Lenten Season and Lanzones Festival in October, with 282,820 or 19.65%, then Iligan City-Lanao del Norte, 102,564 or 7.13% and the Malaybalay-Valencia-Bukidnon, 11,668 or 0.81%.

For the foreign tourists, however, the Cagayan de Oro-Misamis Oriental area was the most favored destination with 31,032 or 70.38%, followed by Camiguin, 8,152 or 18.49%, Ozamiz-Oroquieta-Tangub-Misamis Occidental Cluster, 2,366 or 5.37%, Iligan-Lanao del Norte, 2,033 or 4.61% and Malaybalay-Valencia-Bukidnon, 511 or 1.15%.

Meanwhile, the most number of foreign tourists came from the following: East Asian countries with 11,423 or 25.91%, followed by those from North America, 10,676 or 24.21%, Europe 6,605 or 14.98%, Oceania, 2,058 or 4.67%, ASEAN, 1,182 or 2.68%, India, 680 or 1.54%, Saudi Arabia, 360 or 0.82% and those classified as “others” with 4,314 or 9.78%, and “Balikbayans” who were also considered foreign tourists, with 6,796 or 15.41%. Less foreigners visited Normin but domestic tourism shows strength

FOREIGN tourists in Northern Mindanao declined 10 percent in 2010 but Filipino
visitors surged to 43 percent, bringing a total of 41 percent increase in tourist
arrivals from 2009 to 2010.

In its quarterly report, the National Economic Development Authority (Neda)
said Americans topped the list of foreign tourists here last year with 8,479
coming within the January to December 2010 period.
This was followed by South Koreans at 4,936.

Tourists from Brunei represented only 13 percent. This despite the fact that
Northern Mindanao is part of the Brunei Indonesia Malaysia Philippines - East
Asean Growth Area (Bimp-Eaga).
The most favored destination for foreigners in Northern Mindanao is still its
capital, Cagayan de Oro City with a total of 31,032 visitors last year.
In contrast, there were only 511 foreigners who visited Bukidnon in 2010.

In his presentation during the quarterly report release, Neda economic
specialist Clark Clarete said that after the August botched-hostage rescue
which killed tourists from Hong Kong, the number of Chinese visitors began to
grow in Q4 2010 as evidenced by a 46 percent increase over the same period
in 2009.

The Christmas Symbol festival in Tangub City also helped in pulling up the
overall surge of domestic visitors in 2010 - there were a total of 999,071
Filipinos who visited the region in 2010.
There were 238 conventions, seminars and workshops held in the region last year.
The most favored destination for these events and conventions is still Misamis
Oriental and Cagayan de Oro City.

In a related development, the number of flights landing at Lumbia airport in
Cagayan de Oro City increased to 6,295 in 2010 from 5,380 in 2009 or an
increase of 17 percent.

Shipping ports did not fare better - there was only a one percent increase in
ship calls in the region last year compared to 2009.

Misocc red tide not new – Bfar 10

AN official of the Bureau of Fisheries and Aquatic Resources (Bfar) 10 insisted
that there is no casualty yet in the red tide that is currently hitting two coastal
Misamis Occidental towns, now on its third year.

Bfar 10 information officer Noel Saldajeno said that red tide has prevailed at
Murcillagos Bay since 2009 but no person has yet been recorded ill recently
that is attributed to the phenomenon.

Saldajeno said red tide at Murcillagos Bay is caused by abundance of algal
bloom.
Murcillagos Bay encompasses several towns of Zamboanga del Norte and two
towns of Misamis Occidental - Baliangao and Sapang Dalaga.

Zamboanga del Norte is under Bfar 9 and Saldajeno reported to this writer that
the two regional agencies - Bfar 9 and Bfar 10 - are currently maintaining a
joint satellite fish health laboratory in the area to ward off fishermen who fish out shellfish.

This, as Saldajeno said only shellfish are susceptible to red tide poison but
other species such as fish, squids, shrimps and crabs are safe as seafood.
The joint satellite fish health laboratory personnel are being assisted by the

local government units (LGU) of Baliangao and Sapang Dalaga, added
Saldajeno.

Saldajeno also said that if fishermen are caught selling shellfish fished out from
Murcillagos Bay, they will be prosecuted according to barangay ordinances
which have been enacted and enforced in 2009 to ban the fishing out of
shellfish in the area.
Saldajeno said the red tide scare in Misamis Occidental started in October 2009.
He also said that aside from the joint satellite fish health laboratory, Bfar 10 is
maintaining three quarantines in the fishing ports of Ozamiz and Oroquieta
cities as well as the town of Plaridel.

But Saldajeno noted that all fishermen in Misamis Occidental have been very
cooperative with local authorities.

"We conduct monitoring three times a week," he said.
Among the symptoms of a person afflicted with red tide are vomiting, diarrhea,
stomach pain and paralysis due to shellfish poisoning.

Coco-based products drive 79% rise in Normin exports

TRADITIONAL coconut-based exports made a big comeback in Northern Mindanao in 2010, powering total exports from Region 10 to US$926.91-million, a 78.80 percent increase over the US$518.4-million figure for 2009.

Citing figures from the Department of Trade and Industry Region 10 office (DTI-X), the National Economic and Development Authority Region X office (NEDA-X) said revenues were pulled up by exports of crude coconut and cochin oil which increased by almost five times and oleochemicals which doubled compared to the previous year.

“Coconut-based products like crude coconut oil (US$370.5-million), oleochemicals (US$188.81-m), copra solvent/expeller cake/meal (US$15.72-m) and dessicated coconut (US$15.37-m) remained the region’s top exports, contributing US$590.4-million or over half of export revenues (63 percent) and tripling in value compared to 2009,” said Cecilio Y. Clarete, chief economic development specialist of NEDA-X’s Knowledge Management Division.

Misamis Oriental remained the region’s top exporter with US$492.79-million or over half (53.16%) of total export revenues followed by Lanao del Norte with US$244.69-million (26.40 percent), Misamis Occidental US$130.97-million (14.13) and Bukidnon US$58.21-million (6.28).

Export growth was most impressive in Misamis Occidental, growing for four consecutive quarters before topping off at 738.48 percent. This was attributed mainly to the resumption of operations of two oil mills (Ozamco, Third Millennium Mill) and two prawn processing plants (AA-Millennium Ocean Star, HJR International Corp).

“In contrast, export growth in Bukidnon declined due to the reduction in the province’s staple sugar exports to nil while the slump in Lanao del Norte was mainly attributed to the 43 percent drop in exports of abaca pulp and fiber from US$51.69-m in 2009 to only US$29.3-m last year,” Clarete said.

The Philippine Exporters Confederation, Inc. (PHILEXPORT) Region X office said exporters from as far away as Zamboanga and the Caraga region have now taken to shipping out their exports from the Mindanao Container Terminal (MCT) at the Phividec Industrial Estate in Tagoloan, Misamis Oriental due to savings in logistics made possible by the facility.

Michael Joseph Ignacio, Philexport X executive director, said exports from the two regions passing through the MCT Sub-Port have been increasing over time and now total almost the same volume and value of exports originating from Northern Mindanao (Region X).

SINACABAN, MisOc--Gilauman nga hingpit nga matapos ang pag-renovate sa Misamis Occidental Aqua Marine Park (MOAP) sa katapusang semana niining bulan sa Abril.

Gipadayag ni Misamis Occidental governor Herminia Ramiro nga tinguha nga matapos ang pagtrabaho sa MOAP ilabina nga niining panahon sa summer dagsaan sa daghang mga local ug foreign tourist ang lalawigan.

Gidugang ni Ramiro nga 90 ngadto sa 95 porsiento ang natapos sa pagtrabaho niini nga naglangkob sa walk way ug sa restaurant niini.

Gipasabot ni Ramiro nga ang mokapin sa P6 M ang gi-budget alang sa pagtrabaho sa restaurant sa MOAP ug sa walkway moabot sa P12 M ang gigahin nga salapi.

16 new cities legal, SC rules with finality

MANILA, Philippines – The Supreme Court (SC) declared final on Tuesday its February 15, 2011, resolution upholding the constitutionality of the laws which converted 16 towns into cities in 2007.

With the ruling handed down in Baguio City, where SC justices are holding their summer sessions, the High Court dismissed the petition filed by the League of Cities of the Philippines (LCP) seeking to declare the 16 cityhood laws unconstitutional.

A copy of the resolution written by Justice Lucas P. Bersamin denying LCP’s motion for reconsideration was not immediately available.

Six other justices, who concurred in with Justice Bersamin in the Feb. 15 resolution, maintained their votes in favor of the constitutionality of the 16 laws. They were Chief Justice Renato C. Corona and Justices Presbitero J. Velasco Jr., Teresita Leonardo de Castro, Roberto A. Abad, Jose Portugal Perez, and Jose Castral Mendoza.

The dissenters were Justices Antonio T. Carpio, Conchita Carpio Morales, Arturo D. Brion, Diosdado M. Peralta, Martin S. Villarama Jr., and Maria Lourdes P.A. Sereno.

Justices Antonio Eduardo B. Nachura and Mariano C. Del Castillo inhibited themselves.

Declared constitutional were Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Eastern Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu).

The Baguio City ruling was the fifth decision handed down by the SC on the issue challenging the constitutionality of the 16 cityhood laws.

The first decision handed down in a 6-5 vote and written by Justice Carpio was first issued on Nov. 18, 2008. It declared unconstitutional the 16 cityhood laws for violation of Section 6 and 10, Article X of the Constitution that specifies equalities in the creation of new cities. It said the 16 towns did not meet the criteria of a P100 million income to qualify them into cities.

On Dec. 21, 2009, the first decision was reversed by the SC with a ruling that the laws converting 16 municipalities into cities are constitutional. This time, the decision in a 6-4 vote was written by Justice Velasco.

The 2009 ruling declared that all cityhood laws, enacted after the effectivity of RA 9009 which increased the income requirement for cityhood from P20 million to P100 million in Section 450 of the Local Government Code (LGC), explicitly exempt the 16 municipalities from the said increased income requirement.

It also said that “the enactment of the cityhood laws was in a real sense an attempt on the part of Congress to address the inequity dealt the respondent LGUs. These laws positively promoted equality and eliminated the inequality, doubtless unintended, between respondent municipalities and the other 33 municipalities whose cityhood bills were enacted during the 11th Congress… Indeed, to deny respondent [local government units] LGUs/municipalities the same rights and privileges accorded to the other 33 municipalities when, at the outset they were similarly situated, is tantamount to denying the former the protective mantle of the equal protection clause.”

The third ruling on the issue was handed down by the SC on Aug. 24, 2010, in a 7-6 vote with two justices inhibiting themselves from the case. The ruling granted the motions for reconsideration filed by the LCP and its member cities as it reinstated the Nov. 18, 2008 decision declaring unconstitutional the 16 cityhood laws.

Also written by Justice Carpio, the third ruling stated that the 16 cityhood laws violate Section 10, Article X of the Constitution which expressly provides that “no city…shall be created…except in accordance with the criteria established in the local government code.” It stressed that while all the criteria for the creation of cities must be embodied exclusively in the Local Government Code, the assailed Cityhood Laws provided an exemption from the increased income requirement for the creation of cities under sec. 450 of the LGC.

Upon receipt of the Aug. 24, 2010 ruling, the 16 municipalities filed their respective motions for reconsideration.

On Feb 15, 2011, the SC granted the motions for reconsideration filed by several of the 16 municipalities as it declared constitutional the 16 cityhood laws. This was the fourth ruling on the issue.

Not satisfied with the ruling, the LCP filed its own motion for reconsideration that was denied on Tuesday.

My answer is the video "above"!. If I remember, there was one controversy of a similar event in Bantayan Island, Cebu because the timing was deemed inappropriate. Quite curiously, just wondering whether the criteria is based on the swimwear or the choreography of the body language( reminds me of that famous club in Sanciangko St., Cebu).

Northern Mindanao’s exports , up by 78.89% in 2010

CAGAYAN DE ORO CITY, Misamis Oriental – Northern Mindanao’ exports in 2010 was valued at Php926.91 million in FOB (freight-on-board) posting an increase of 78.80% over that of Php518.4 million in 2009.

By “FOB” means the country of destination was responsible for the transportation cost of the export commodities, Director Alicia V. Euseña of the Dept. of Trade and Industry, (DTI), region 10, said.

Among the region’s five (5) provinces, Misamis Oriental posted the highest share of Php492.79 million, which was more than half of the FOB value of the exports or 53.16%.

This was followed by Lanao del Norte with Php244.69 million or 26.40%, Misamis Occidental with Php130.97 million or 14.53%, Bukidnon with Php58.21million or 6.28% and Camiguin with Php0.25 million or 0.03%.

In terms of increase in FOB value, however, Misamis Occidental posted the highest with 738.48%, Lanao del Norte, 84.63%, Misamis Oriental, 52.45%, Bukidnon, 24.43% and Camiguin, 8.70%.

Meanwhile, Euseña said the region generated an export sales valued at US$200.47 million in FOB during the fourth quarter, last year, posting a slight increase compared to US$207.21million during the same period of f2009.

In terms of share, Misamis Oriental remained the biggest contributor to the region’s total value of exports with US$131.89 million or 59.82%, followed by Misamis Occidental with US$46.19 million or 20.95%.

Next was Lanao del Norte with US$35.48 million or 16.09%, Bukidnon with US$6.84 or 3.10% and Camiguin with US$0.07 million or 0.03%.

However, in terms of increase in the FOB value, Misamis Occidental, posted the highest increase of 287.18% followed by Camiguin, 40% and Misamis Oriental, 20.57%

But changes in the FOB value of exports in the provinces of Bukidnon and Camiguin noted declines of -53.63% and -50.09%, respectively, during the period. (PIA-10)
