TANGUB CITY, Misamis Occidental, August 29 (PIA) -- Tangub is once more getting ready for the celebration of its city fiesta on September 29.

Major activities lined up for the event actually started with the deadline for registration of candidates for the Search for Miss Tangub City Tourism 2011, last Aug. 13.

An acquaintance/fellowship of national agencies in celebration of the 111th Philippine Civil Service anniversary, have been scheduled on Sept. 8, that will be capped in the evening by a variety show at Sinanduloy Cultural Center.

In the afternoon of September 9, candidates for Miss Tangub City Tourism will be formally presented to the public after the Alay Lakad at Tangub City Sports Complex.

For the first time, the Alay Lakad will be done at 3:30 p.m., on the same day, instead of at dawn, as usually practiced, to get maximum participation of employees, students and citizens of the city.

A city athletic meet, participated in by elementary and secondary schools of the Tangub City Schools Division is scheduled on Sept 16-18, while the time-honored ritual of changing the robe of St. Michael, the Archangel , at St. Michael’s Parish Church falls on Sept 20.

On the following day, Sept 21, the Talent Competition Night of the candidates for Miss Tangub City Tourism will taker place while the Search for Miss Tangub City Tourism on have been scheduled on Sept. 24.

The city-owned radio station, DXJT Radyo ng Bayan, will turn four (4) years old on Sept 26 while a Cultural Night, a competition of folk dances, among the city employees of both local and national agencies, is set on Sept 28.

The Search for Dalit Festival Queen, Dalit Festival Street dancing and showdown that follow the next day, Sept. 29, will conclude the city fiesta celebration. (CIO/PIA-10)

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 31 (PIA) --- At least seven towns in Northern Mindanao qualified to benefit from the Makamasang Tugon (MT) Project under the Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).

Four of these towns are from the province of Lanao del Norte while the other three are from Misamis Occidental, said Concepcion Dorado, KALAHI-CIDSS Regional Project Coordinator.

These towns are Bacolod, Salvador, Sapad, and Sultan Naga Dimaporo in Lanao del Norte, and Lopez Jaena, Concepcion, and Don Victoriano in Misamis Occidental, she further said.

The Makamasang Tugon is a government project that integrates community driven development (CDD) principle and processes in the local planning and investment programming cycle by way of a local government unit (LGU) - led implementation scheme through the KALAHI CIDSS technology.

Dorado explained that MT is not different from the KALAHI-CIDSS stressing that it is also a project of the Department of Social Welfare and Development (DSWD) where the selected LGU is the lead implementer of the project.

Since it is an LGU-led initiative, the project will be implemented by the LGU with the application of strategies and promotion of the KALAHI-CIDSS principles of participation, transparency, and accountability, she pointed out.

She further explained that the chosen LGU will also have to agree and accept the requirements of MT such as the provision of the local counterpart contribution, as well as, the obligation and commitment to implement the project.

Meanwhile, Atty. Araceli F. Solamillo, Regional Director of DSWD-10, said the MT project is awarded to those municipalities that have excellently completed three (3) KALAHI-CIDSS cycles.

She said the good implementation performance during the KALAHI-CIDSS cycles is the basis in choosing the municipality to benefit project.

KALAHI-CIDSS is a poverty-alleviation project that helps poor local communities develop necessary skills to achieve improved access to basic services, as well as, to participate in more inclusive local governance by providing them seed funds to select, implement and sustain small-scale community infrastructure projects using a CDD approach. CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 1 (PIA) -- Shelf-life testing is now part of the services being offered by the Regional Standards and Testing Laboratories (RSTL) of the Department of Science and Technology, regional 10 (DOST-X).

The expanded services is in line with DOST-X’s thrust of serving the micro, small and medium enterprises (MSMEs), especially those in the food industry, to improve their products and to respond to the urgent need for food safety assurance.

“This will give the MSMEs more confidence in marketing their products,” Regional Director Alfonso Alamban of DOST-X, said.

Alamban said this new development is the result of the completion of the project entitled, “Enhancement of the Shelf-life Testing and Upgrading of Nutrition Analysis Capability of DOST-X RSTL” of which the Accelerated Shelf-Life Evaluation Laboratory (ASEL) is part of.

The project was spearheaded and maintained by the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) and implemented by DOST Regions IV, VII, and X.

In Region X, the project also involved assistance for the shelf-life testing of 13 banner food products that are representative of liquids and solid, namely:

Melon with Milk by 4 C’s Food Industries in Cagayan de Oro City (CDO), Passion Fruit Puree by Malaybalay Organic Farm, Inc., Bukidnon, Mamsie’s Sweet Ham by A&E Enterprises, CDO, and Calamansi Concentrate by Eber Livelihood Association, Lala, Lanao del Norte. Pastel of Panedotte, Tagoloan, Mis. Or., J&A Pastel Buns of Josefa’s, CDO, Fishtail Vinegar by CES Vinegar, Claveria, Mis. Or., Mangoesteen Extract by Nature’s Gift, Oroquieta City, and Lahoy Oil by RPV and Sons Enterprise, Aloran, Misamis Occidental.

Shrimp Paste by Lola Luz’ Uyap, Jimenez, Mis. Occ., Galletas of Ofelieths, Oroquieta City, Coco Sugar by Organic Coco Sugar, Tubod, Lanao del Norte and Barquillos of Engallado’s Food Products, Valencia, Bukidnon.

Results of the subsidized shelf-life evaluation of the above products were recently presented to a DOST technical panel composed of representatives from PCIEERD, Industrial Technology Development Institute (ITDI), Food and Nutrition Research Institute (FNRI) and DOST Regions IV and VII.

The technical panel gave their appropriate feedback which are now being implemented by RSTL.

The technical review was also a venue to recognize the effort of these laboratory staff after they took and passed the written examination as part of their capability-building and training.

For 2010, the Accelerated Shelf-Life Evaluation Laboratory (ASEL) of DOST-X has rendered a total of 760 tests and served 67 customers. As of July 31, 2011, it has served 40 customers involving 234 tests.

Other accomplishments involved a shelf-life design of six products that included tomato jam, shrimp paste, flavored water, buko pie, ice cream and organic coconut honey.

The nutrition facts or computation of labeling information for 16 products and nutrition analysis of 15 products were also conducted.

The DOST-X Regional Standards and Testing Laboratories are ISO/IEC 17025:2005 accredited are equipped with state-of-the-art testing equipment and operated by highly-skilled laboratory analysts.

The laboratories offer analytical services with high precision. To maintain a high standard of services, the laboratories are continually upgraded through proficiency tests and its laboratory analysts are being sent to trainings (both local and international). They also take examinations to upgrade their skills and knowledge. (DOST/PIA-10)

5 dead in holdup

THREE ROBBERS and two security guards died yesterday in a botched holdup of an armoured car that was transporting money to a mall in uptown Cebu City.

Two policemen, who were part of a team responding to the robbery, and a bank teller were wounded.

One of the policemen is battling for his life in the hospital.

A fourth robber, said to be the mastermind and who got hit in the butt in the police pursuit, is at large.

The P1.2 million the robbers took from the bank teller of Chinabank was recovered in full.

The robbery occurred at 9:30 a.m. inside Robinson’s Place, which only last April was hit by a fire and reopened last July.

The robbers were blending with the shoppers, with two of them sitting on the benches.

When they saw bank teller Lewen Surig of Chinabank Magallanes branch and a security
escort arrived, one robber approached Surig and demanded at gunpoint that the bag of money be turned over to him.

Shocked, Surig couldn’t lift a finger. The robber shot him in the leg and grabbed the bag that contained P1.2 million cash.


Lito Odac, the security guard accompanying Surig, pulled out his gun but a second robber shot him. Odac died later in the hospital.

The two robbers fled amid the chaos inside the mall.

Outside where the armoured van was, a third robber shot the security escort guarding the vehicle.

Leofer Otac died on the spot. He and the robber had grappled for his shotgun. When the
robber had the shotgun, he shot Otac in the chest.

By chance

A team from the Mobile Patrol Group (MPG) who was taking a man they had arrested for pickpocketing to the Cebu City Prosecutor’s Office at the Palace of Justice, saw the armoured van and the commotion as it passed Robinson’s.

The police team, composed of three rookies, pulled over by the road and shot at the robbers who were now fleeing onboard two motorcycles.

The robbers shot back, hitting PO1 Elrich Jourdin Catacutan in the chest and PO1 Roy Ceniza.

The third policeman called for back-up. Minutes later, six patrol cars arrived and went after the robbers.

The police cornered them on Ranudo Street, some 500 meters from Robinson’s.

The slain robbers were identified as Mario Dapitan and Antonio Adelan but one of them
had yet to be named.

The so-called mastermind, Junjun Cabando, escaped with a gunshot wound on hi butt. Cabando was last seen in Subangdaku, Mandaue City.

A motorcycle believed to have been used by Cabando was found in Alcohol Street, Cebu City.

From Mindanao

The robbers came from Mindanao and could belong to a breakaway group of Kuratong Baleleng, Cebu City Police Director Melvin Buenafe said.

Buenafe said Cabando’s group was seen roaming Cebu City two weeks back.

He assessed the holdup as planned and the robbers had been noting down the activity pattern of the money transport from the branch bank to the mall.

Buenafe cautioned the business establishments to take extra security measures.

At a press conference, Buenafe opened the bag that showed 12 money bands in P100,000 still intact.

Chinabank audit officer Esteban Pascua drafted an undertaking, signifying that the bank will get hold of the money.

But pending investigation, the money will remain with the police and not returned to the bank.

Cabando’s address

That, as policemen located in Mandaue City the alleged hideout of the suspects.

They found bloodstained clothes, which allegedly belongs to Cabando.

Police officers led by Chief Inspectors Romeo Santander and Bonifacio Garciano located the house that Cabando rents in Sitio Wireless in Barangay Subangdaku at around 2 p.m.
The house is reportedly owned by a certain George Campos.

Residents of the area told police that a certain Jun lives in the house with his wife and daughter.

They told police that hours after the incident, Jun left the house in a hurry. They did not notice if Jun had a bullet wound but they noted that he had difficulty walking.

Garciano said that they have invited a woman, believed to be a relative of the suspect, for questioning.

Policemen from Mandaue City and Lapu-Lapu City conducted simultaneous checkpoints immediately after the shootout, but they failed to find Cabando.

Robinson’s statement

Meanwhile, an official of Robinson’s Land assured the public their malls and supermarkets are safe.

But Roseann Villegas, corporate public relations manager, refused to issue a statement about the robbery. She said the company will wait for the official report of the police.

She said their malls are “fully equipped with security devices” and that Robinson’s Place has several closed-circuit television (CCTV) cameras installed in vital parts of the mall.

They also have several security guards manning the mall’s entrances. Two guards, a male and female, are assigned to frisk their customers and their bags.

The supermarket, which opens daily at 8 a.m., has guards stationed at the entrances and roving security personnel.
“It is our mall standard,” she said.

City’s assurance

At City Hall, Mayor Michael Rama suggested a commendation for the policemen “for following the rules of engagement.”

The Cebu City Government will shoulder the cost of the hospitalization and treatment of the two policemen wounded during the robbery.

Rep. Tomas Osmena (Cebu City, south district) said he will also shoulder the medical expenses of the policemen and he will look for sources of funds so he can give them rewards.

Suspect in Cebu holdup named; policemen awarded

CEBU CITY (Updated 4:25 p.m.) -- Police have identified the third suspect who died at the Cebu City Medical Center after a botched holdup of an armoured car that was transporting money to an uptown mall here.

The policemen who were wounded after responding to the incident, which occurred at Robinsons Place in uptown Cebu City around 9:30 a.m. Monday, received awards and cash from Police Regional Office-Central Visayas Director Ager Ontog.

Police Officers Elrich Catacutan and Roy Ceniza, who were confined at the Chong Hua Hospital, received the Medalya ng Sugatang Magiting (PNP Wounded Personnel Medal).

Catacutan and Ceniza, members of the Mobile Patrol Group, were taking a man they had arrested for pickpocketing to the Cebu City Prosecutor's Office, along with another policeman, when they saw the armoured van and the commotion as they passed Robinsons Place Monday morning.

The police team pulled over by the road and shot at the three robbers who were identified to be from Ozamiz City.

One of the suspects who died at the Cebu City Medical Center later Monday was identified as Melencio Quiapo.

A fourth robber, said to be the mastermind and who got hit in the butt in the police pursuit, was also identified as Junjun Cabando. He reportedly fled to Subangdaku in Mandaue City after the incident. He remained at large.

Police had taken two women related to Cabando for questioning.

The police said they received intelligence reports that the robbers pulled major heists in Banco De Oro in Cagayan De Oro City and Chinabank in Kalubihan, Leyte.

Nobody claimed the suspects' remains, which were left in different funeral homes in this city.
