Engineer Leon Dacanay, northern Mindanao regional director of the National Economic and Development Authority (NEDA), said the project needs repackaging under the public-private partnership (PPP) scheme with the Spanish aid funding this initial stage.

Dacanay said the DPWH will be lead agency for the project repackaging.

When completed, the bridge will connect the provinces of Misamis Occidental and Lanao del Norte, improving the movement of goods and people between the northern, central and western Mindanao regions.

At present, traffic across narrow Panguil Bay is by 30-minute ferry trips between Kolambugan in Lanao del Norte and Ozamiz City.

Statistics from the Philippine Ports Authority show that an average of 5,000 people cross the bay from both ends every day. A 2005 study also estimated that some 2,000 vehicles are ferried daily across Panguil Bay from both ends.

Dacanay said the revision of the study will primarily involve breaking down the financial requirements into fundable components.

The last project cost estimate was P3 billion. “A huge exposure such as this one raises the level of investment risks,” Dacanay explained.

The main project components are land acquisition for right-of-way and approaches, and construction of the main bridge, which spans about two kilometers.

Dacanay said the national government exposure can be for right-of-way and approach, which might not be very costly.

He added that they are also looking into the possibility of financially involving the local governments of Misamis Occidental and Lanao del Norte provinces, Tubod town and Tangub city in the venture.

Tangub city mayor Philip Tan noted that the Panguil Bay bridge is the only big-ticket project in northern Mindanao in the pipeline and therefore “has a higher chance” of implementation.

In previous years, the project competed for priority national government equity with the Mindanao International Container Terminal and the Laguindingan Airport Development initiatives.

The international port is now operational while the airport is slated to open next year.

This might be the city government's rationale when it enforced a policy that discourages the processing of relevant documents for births solely attended by a traditional birth attendant (TBA).

A population officer said in an interview that TBAs have been a perennial problem in the city being the main cause of delivery complications. Despite all the 47 barangays (villages) having its own health stations and the city having in its area the provincial hospital and four other hospitals, many pregnant women still call on TBAs to assist them in their delivery.

With the City Health Office and the local Commission on Population Office (Popcom), regular counseling and discussions on natural and artificial methods among married couples and adolescents of reproductive age are conducted. According to the Popcom officer, they lecture to not less than ten couples per session. This move is necessary to a place where a midwife has to keep an eye to four to five barangays.

The city has also developed IEC materials to ensure retention of the ideas imparted to FP clients during the lectures.

Not only does the city improve its health facilities but also invest in its manpower to provide better services to its constituents. This is why the local government regularly sends its health practitioners to appropriate trainings and seminars to continuously build on their capacities.

Mitsubishi Motors Philippines Corp. (MMPC) and Fast Auto World Philippines Corp. (FAPC) recently broke ground to the future site of another world-class showroom and service center in Ozamiz City.

The ground breaking ceremony was headed by MMPC First Vice President for Sales and Marketing Mr. Dante Santos and FAPC Chairman Mr. Victor Chiongbian. Present also to witness the ceremony were MMPC executives Froilan Dytianquin, Angeles Trinidad, Marco Medina and Danilo Hernais and FAPC executives Julia Menchavez, Rene Poro, Carlo Magno and Rhoda Tibayan. Pagadian City Mayor Sammy Co also graced the occasion.

The 2670 square meters showroom in construction is located at the National Highway, Brgy. Gango Ozamiz City. FAPC- Ozamiz is expected to be fully operational September of this year.

Mitsubishi Motors Philippines will soon be accessible to more motorists in Mindanao as a new showroom and service center is set to open in Ozamiz City.

The facility, under Fast Autoworld Philippines Corporation (FAPC), covers a 2,670-square meter showroom located at the National Highway in Barangay Gango. FAPC also runs Mitsubishi sales and service outlets in Butuan, Cagayan de Oro, Cebu, Dumaguete and Tagbilaran.

Mitsubishi Philippines said the new showroom is expected to be fully operational by September following the recent groundbreaking ceremony led by Dante Santos, MMPC's first vice president for sales and marketing, and FAPC chairman Victor Chiongbian.

Mitsubishi is the second bestselling brand in the Philippines, next only to Toyota.

In 2010, a total of 32,422 Mitsubishi vehicles were sold in the Philippines, which represents a 39 percent growth over sales in the previous year.

For 2011, Mitsubishi is hoping to post an 11-percent improvement in sales by moving 36,000 units out of its showrooms nationwide.

from Tangub hiway crossing, take habal habal to Hoyohoy highland.
it has breathtaking view of Panguil bay, Ozamiz, Lanao and Zambo sur provinces.
You can stay overnight there by renting a tent or stay in their hotel.

Kin claim bodies of slain robbers in Cebu

CEBU CITY (Update 5:30 p.m.) -- Families of the three robbers who were among the five people killed in Monday's daylight robbery at Robinsons Place Cebu arrived in the city from Mindanao to claim the remains of their slain relatives.

They say they were shocked of their relatives' death because they have no idea of the suspects' illegal activities in Cebu.

Police shot and killed suspects Mario Dapitan, Melecio Quiapo and Antonio Adelan after they shot a bank teller who was about to deliver P1.2 million cash to a moneychanger at the mall. The fourth suspect Junjun Cabando, also known as Dionesio Cabatingan, had escaped though wounded.

Concordia Dapitan, mother of Mario Dapitan, said her son was a long-time multicab driver in Mandaue City, Cebu. She said they plan to celebrate his 25th birthday on September 28.

The mother of Quiapo, meanwhile, brought her son's birth certificate as proof that his real name is Nelson Magsanay.

Adelan's wife, Gina, on the other hand, said her husband Antonio Adelan had promised he would be back after two days from sawing trees. She only learned in the news that her husband was involved in a heist and was killed.

The three women said they don't have enough money to transport their loved ones back to Ozamiz City, Misamis Occidental. They said they just borrowed money from relatives to reach Cebu.

Cebu City Police Office Director Ramon Melvin Buenafe said the police will donate money as a way of sympathizing to the relatives.

He also said that he received intelligence information that Cabando is already in Ozamiz City. (Sun.Star Cebu)

Adto pud one time when I just got back in Ozamiz nagka-talk diay mi ni gov sa Jollibee drive thru sayo sa morning kay he was asking me about my cameras kay gaprep ko didto for a prenup shoot. DON’T associate our city’s name with criminals.

Ozamiz City Mayor Nova Princess Parojinog-Echavez issued this appeal after hearing a report that some of the suspects tagged in the failed P1.2-million heist at the Robinsons Place Mall in Fuente Osmeña, Cebu City, last Monday came from her city.

“It is frustrating and degrading on our part to hear news that literally mentioned our city, Ozamiz City as the area where the group came from,” she said.

In a phone interview, Mayor Echavez said the Ozamiz City government won’t tolerate constituents who are involved in crimes and will help Cebu City officials in locating the alleged mastermind, Junjun Cabando, who remains at large.

“Granting without admitting that the person involved is a resident of Ozamiz, the city should not be held directly responsible for the individual acts of its constituents and it is more ethical and proper to address them by their names,” the mayor said.

Echavez said the suspects are personally liable and accountable for their acts.

Despite this, Echavez admitted that the suspects were natives of Ozamiz City.

She even confirmed that one of the three slain suspects, Mario Dapitan, hailed from Clarin, Ozamiz City, and was involved in a series of carnappings in their city.

Echavez said Cabando has a standing arrest warrant in their city.

She said Cabando was jailed during the term of her father Reynaldo “Aldong” Parojinog, but was released after he posted bail.

She also clarified that Ozamiz City doesn’t have Kuratong Baleleng Gang.

“We don’t want our constituents to run away and avoid arrest or prosecution in order to threaten other areas,” Echavez said. Correspondent Fe Marie Dumaboc

NOVA Princess Parojinog-Echavez, Ozamiz City mayor, had reason to be worried.

Following Monday's foiled holdup of a bank cashier in midtown Cebu City, when three robbers from Ozamiz were killed and P1.2-million loot was recovered by police, her city's name was all over.

Echavez went on a spirited media blitz, telling Cebuanos that while the robbers were Ozamiznons, they didn't represent her city and their crimes were individual acts.

Both were fugitives, she said. Ozamiz police would arrest them on sight and the mayor herself would take the criminals to Cebu.

Bohol once aired the same gripe when media tagged a gang of robbers operating in Cebu as Bohol Robbery Gang. Ozamiz, like Bohol, frets that it might be seen as “exporter” of robbers.

It's not some kind of Pontius Pilate syndrome in which a city or province disowns its scoundrels and embraces only its brightest and best. It's a common failing of people and governments.

The gang has to be identified, more so when it’s suspected of having staged serial heists. Police or media may name the group after its leader (Torres Gang), method (Acetylene Gang), or, yes, place of origin (Ozamiz Gang).

There’s no malice in dragging the locality's name but p.r.-fussy leaders can't be protective enough.

No refuge

Mayor Echavez knew Ozamiz can't choose its people, natives or migrants and can't be its keepers. But she did assure one and all the city wasn't giving refuge to criminals.

If Cebu City robbers were the ones troubling Ozamiz, Mayor Michael Rama would be making the same disclaimer.

P13-M for Misamis irrigation projects

MANILA, Philippines -- The Department of Agriculture is allotting P13 million to rehabilitate two communal irrigation systems (CIS) in Ozamis City, Misamis Occidental to enable the province to attain 100 percent self-sufficiency in rice in the next two years from the current 84% level.

Agriculture Secretary Proceso J. Alcala said the two irrigation projects are the Labo and the Clarin CIS that serve a combined area of 160 hectares.

When completed, the Labo CIS will irrigate a total of 118 hectares, while Clarin will irrigate 42 hectares.

Initially, the two systems were allotted with P6.5 million, but Secretary Alcala doubled it to P13 million, upon knowing that the province currently produces 84% of its total rice requirements. He challenged the local officials and farmers to attain 100 percent self-sufficiency in rice the soonest possible time, even before 2013, by doubling their irrigation budget.

In particular, he urged farmers to increase their average palay harvest to at least five tons per hectare by employing good agricultural practices – from land preparation to use of good quality certified seeds, proper fertilization, and adoption of postharvest practices.

The country’s current average harvest of palay (unmilled rice) is 3.7 tons (74 cavans of 50 kilos each) per hectare.

The National Irrigation Administration in Region X, through the Lanao-Misamis Occidental Irrigation Management Office under Regional Irrigation Manager Julius S. Maguiling, has achieved 52.71 percent irrigation development in the region.

The region has a total agricultural area 193,830 hectares. Of these, 14,574 hectares have potential for irrigation. About one-half of these areas are already irrigated by the NIA, commercial or private irrigators, and small land owners. The rest is for irrigation development.
