Hub for flying hospital

TAIPING: Tekah airport, one of the country’s oldest having been built by the British in 1940, has been chosen as the hub for Global Flying Hospitals (GFH), an international body that brings humanitarian medical support to developing countries.

Mentri Besar Datuk Seri Mohd Tajol Rosli Ghazali said the flying hospital's local representatives had picked Tekah over a few shortlisted sites recently and a memorandum of understanding (MoU) is expected to be signed within a few months.

He said GFH plans to use the Tekah airport as its landing hub to cater for its A310A Airbus aircrafts, to fly in patients and supplies.

Tajol Rosli said Mercy Malaysia had recently signed an MoU with GFH, enabling the former to operate flying hospitals during emergency crises around the region.

(At the signing ceremony, GFH founder and chairman Neil Newton had said that the body intends to form a fleet of 10 large aircraft and supplementary helicopters and smaller planes to help Mercy create a broader footprint to meet the needs of the people in various regions in emergencies and disasters.)

“The expansion of Tekah airport’s runway will entail the acquisition of 450ha of land and some (terraced) houses located around its fringes,” he said, adding that no terminal would be built other than a few small offices to house the Immigration and Customs Departments

Taiping tulips all year round

TAIPING: Glorious tulips which have drawn visitors to Bukit Larut here may soon be admired all year round.

Ever since the inception of the hill's tulip farm in 2002, visitors can only see the blooms for three months – from December to late February.

“Tulips are a seasonal flower in Holland, where we import the germinated bulbs from,” said tulip farm operator Datuk Kamarulbahrain Zainuddin, when explaining its limited period of bloom.

“Many visitors who visited the hill before December or after February were disappointed when they found no blooming tulips at our farm, so we have recently turned to Australia as an additional source,” he said.

Normally blooming from March onwards, the Australian bulbs would be germinated on Bukit Larut itself, he added.

“We have been told that in a controlled environment the lifespan of the ungerminated bulbs from Australia can be extended even longer than three months so, if we can germinate them in batches, visitors may view them year round,” said Kamarulbahrain.

The bloomers are sold at RM5 per pot but Kamarulbahrain said he had no plans to increase the price despite escalating import costs.

“Even if we sold them at RM10 each, we would still be losing money but this is an obligation we must undertake in view of the state government’s trust in us,” he said.

Kamarulbahrain, who was given a 25-year lease by the Perak government to undertake the tulip-growing project around Cendana Hut, a refurbished colonial bungalow located some 1,200m above sea level, recently submitted a proposal to refurbish a similar bungalow, the Tempinis Hut, nearby.

“Once approved, there will be more rooms for overnight visitors in addition to the existing six rooms at Cendana Hut and the other rest houses operated by the district office on the hill,” he said.

Kamarulbahrain said that in view of the growing demand for accommodation he also planned to provide a camping site for backpackers who prefer the outdoors.

“It will have safety features like fences to prevent wild boars from trespassing,” he said.

Visitors can visit the hill, reputed to be the country’s first hill station, by taking a jeep ride operated daily by the Larut Matang and Selama district office from 8.30am to 5pm at RM4 per return trip.

Treasures from the deep

THE ships once ferried hopeful traders determined to return to their lands with riches in hand.

Packed onboard the liners were wares of all kinds – porcelain, armour, bronze, earthen-ware and even treasures like elephant tusks.

It was the 17th century and the Straits of Malacca was abuzz with hundreds of mer-chants from far and wide trying to sell their wares and earn riches.

These merchants from as far as China, India, Arabia and Persia braved the choppy waters on their way to trading ports on their warships.

Many of these ships, however, never made it to the ports.

They sank instead; some due to human error, some to the ravages of war and others to accidents.

Today, thanks to modern technology, 13 of these ships have been discovered and their artefacts are showcased at the new Maritime Archaeology Unit in the Perak Museum.

“We never had the resources for maritime archaeology. But over the years, many people have discovered artefacts left behind by these shipwrecks.

“These wrecks are like time capsules holding ancient items that tell us much of history,” said Museums Malaysia Department director-general Datuk Dr Adi Taha.

Since the unit opened in 2001, he said, 10 divers, including two females, had been trained to take part in the country’s under-water archaeological expeditions.

“We hold them twice a year at best. They are very expensive to organise because of the equipment needed to excavate the items,” said Dr Adi.

For the next six months, artefacts from 12 of the sunken ships will be on display at the Perak Museum in Taiping, for the Maritime Archeology Exhibition.

The ships are Tanjung Simpang Mangayau found near Kudat in Sabah; Turiang found in the South China Sea; Nanyang, Desaru and Risdam found near Johor; Long Quan, Wanli, Singtai and Xuande found near Terengganu; Royal Nanhai and Nassau found in international waters off Negri Sembilan and Diana in Malacca.

The 13th ship that has been discovered is yet to have its remains excavated.

The travelling exhibition was first held in Terengganu before it was moved to Perak.

“Many people these days don’t find it exciting to learn about Malaysian history. But they should because it is a part of them,” said Dr Adi after the opening of the exhibition recently.

Cliffs that are a joy to conquer

SWINGING from a thick vine like Tarzan, it was barely minutes before one of the world’s best rock climbers, 16-year-old David Lama conquered the famous ‘Needle of Tambun’ limestone cliff in Ipoh, Perak.

The fastened bolts on the rock were hardly a necessity for the pint-sized Lama, who made the climb look as effortless as walking up a flight of stairs.

In reality, the unique 80m high rock formation sandwiched between two limestone hills at the Lost World of Tambun water park is a tricky climb because of its slippery limestone surface.

To the Austrian Lama and five other world's top climbers who arrived in Malaysia last week to film a documentary, Perak’s beautiful limestone hills were not only joy to climb but also to look at.

The other five climbers are Belgian Cedric Lachat, 22, Swiss Christina Schmid, 17, German Juliane Wurm, 16, and Austrians Anna Stohr, 18, and Katharina Saurwein, 19.

The documentary, a joint effort between Malaysia’s Camp5 rock-climbing gym and Mammut, a Swiss rock-climbing equipment brand, will feature the team climbing some of the 400 million-year-old hills in Perak and Perlis.

“Malaysia is blessed with all these beautiful hills and all these unique rock formations.

“Once explored, they can be made accessible to tourists interested in climbing,” said Camp5 managing director Patrick Andrey, who suggested to the crew to choose Malaysia as the film location.

He was speaking to reporters during a climbing demonstration to the media and Ipoh Datuk Bandar Datuk Mohamad Rafiai Moktar recently.

Andrey said that although many of the hills were potential climbing destinations, some might not be easily accessed.

He urged the Malaysian Government to develop the areas and turn rock-climbing into a tourism product.

“I have seen many beautiful hills before but to have rocks collectively like this is very special,” said Andrey, who had developed ‘Nyamuk’, the only climbing site in Batu Caves.

He added that this being Visit Malaysia Year, the government should consider pooling efforts into environmental tourism, instead of building more and more hotels.

“Those who come here, come here for its natural surroundings. We don’t need fancy hotels to enjoy that,” said Andrey.

Lost World of Tambun general manager Calvin Ho said that the team had already bolted 50 routes along the many limestone hills located within the water park area and the sites would soon be opened to the public for rock climbing.

Pelancong Ireland dan sekarang menetap di Australia, Wilf Brophy, 59, berkata beliau kagum dengan pembangunan Lumut sejak pusat riadah itu dibuka.

Brophy yang pernah berkhidmat sebagai tentera di sini ketika konfrontasi Malaysia dan Indonesia sekitar 1960-an, berkata sebagai pelayar beliau menganggap Lumut antara destinasi yang wajib dikunjungi.

"Tempat ini sentiasa dalam ingatan kerana ia adalah kenangan masa lalu saya dan akan pastikan Lumut destinasi persinggahan utama dalam setiap pelayaran dengan kapal peribadi milik sendiri," katanya.

Eksekutif Pemasaran Duta Pangkor Ekspress Sdn Bhd, Norhasani Mat Esa, 32, berkata jumlah pelancong sama ada tempatan atau luar negara bertambah mendadak terutama apabila tiba musim perayaan.

Beliau memuji usaha MPM menyediakan ruang rehat yang luas sepanjang Lumut Waterfront yang membolehkan pelancong bersantai dengan selesa walaupun jumlah mereka ramai.

Katanya, difahamkan lebih 8,000 pelancong mengunjungi Lumut sehari ketika cuti Tahun Baru Cina, baru-baru ini.

"Lumut Waterfront juga akan semakin indah dan selesa apabila pembinaan jeti khusus bagi bot awam dan persendirian berlabuh secara teratur tanpa mengganggu laluan feri siap sepenuhnya nanti," katanya.

Baru-baru ini, Yang Dipertua MPM, Yaakop Fakir Mohd, berkata jeti yang bakal dibina mulai Mac ini dengan kos kira-kira RM5 juta akan mengindahkan lagi Lumut Waterfront kerana reka bentuknya yang bakal dibina bersesuaian dengan landskap di kawasan berkenaan.

Lifeline for K- Euro

IT'S an announcement that has been so long awaited that many can be forgiven for not remembering it anymore.

But according to sources, the long drawn out process of the 216km West Coast Expressway project will soon be awarded to Konsortium LPB Sdn Bhd. In fact, as soon as next week, say sources.

Konsortium LPB is 64.2% owned by Kumpulan Europlus Bhd and its fate has been hanging on tenterhooks due to some vacillation and rethinking on the Government's part.

In fact, the project was first mooted back in 1996, but was delayed, due to several factors.

It is understood that the last stumbling block has now been overcome. Sources say the Economic Planning Unit gave its stamp of approval for the project a couple of weeks ago after meeting up with the top brass from K-Euro.

Much of the delay was believed to have been the high price tag of some RM3.1bil to construct the 216km highway, which stretches from Taiping in Perak, to Banting in Selangor and runs parallel to the North-South Expressway.

It is further understood that the highway may take as long as three years to complete and that Konsortium LPB will be given a 33-year concession to operate the highway.

Other than K-Euro, the other shareholders of Konsortium LPB include the Perak and Selangor state Governments.

The award of this contract could be a boon to K-Euro as the West Coast Expressway project is expected to generate as much as RM42bil in revenue over the entire concession period.

It is slated to be the third longest highway in the country, after the North-South Expressway, which is about 966km long and the East Coast Highway, spanning about 330km.

The West Coast Expressway will ease the congestion along the North-South Expressway, which is at times utilised by as much as 1.2 million vehicles a day.

For the nine months ended October last year, K-Euro posted a net loss of RM114.1mil on the back of RM26.7mil in sales and posted a loss per share of about 24.1 sen for the period.

The company’s property development unit Talam Corp Bhd in which K-Euro has 43% equity in also suffered losses.

In its notes, which accompany its financial results, K-Euro says that its prospects are hinged on the clinching of the West Coast Expressway among others.

The securing of the West Coast Expressway is also important, as it would pave the way for a new shareholder in the form of construction giant IJM Corp Bhd to acquire a 25% stake in K-Euro, and possibly turn the company’s fortunes around.

In May 2005, IJM announced its plan to acquire as much as 30% equity in K-Euro for some RM33.1mil or about 28 sen a share. This plan however is dependant on K-Euro securing the West Coast Expressway project.

IJM has proposed to acquire the equity in K-Euro currently held by several privately held companies namely Intelbest Corp Sdn Bhd, Pengurusan Projek Bersistem Sdn Bhd, Ambang Sepakat Sdn Bhd and some of the equity held by the company’s president and chief executive Tan Sri Chan Ah Chye @ Chan Chong Yoon.

Both companies already have an existing working relationship, having ventured together to build Shah Alam’s Canal City, which is a property development project with a gross development value of about RM6.5bil.

Both Chan and IJM’s chief executive officer and managing director, Datuk Krishnan Tan are familiar with each other’s styles having worked closely together with Selangor state development outfits, Perbadanan Kemajuan Negeri Selangor and its unit Kumpulan Perangsang Selangor Bhd many years ago.

At an interview with BizWeek a few weeks ago, Tan had indicated that the decision to award the West Coast Expressway would be made in February this year.

He had said, “You don't get good deals when everything is sweet and rosy.

You get some decent assets and decent businesses when some level of distress is there.”

And at the outset at least, it does seem like IJM will benefit handsomely. With the acquisition into K-Euro set to take off, IJM’s order book seems likely to swell.

Other than the acquisition of K-Euro, IJM is also in the midst of taking over a competitor and one of the largest construction players in the country, Road Builder Holdings (M) Bhd.

The merged entity of IJM and Road Builder has an order book of about RM4bil.

With the West Coast Expressway under its belt, the company’s order book is likely to swell to the region of RM8bil, with some of K-Euro’s other projects.

With IJM at the helm it is also likely that K-Euro’s property development unit, Talam will benefit as IJM’s property unit, IJM Properties Sdn Bhd is relatively active and has a presence in India as well.

Talam has a large land bank of about 6,000 acres located in areas such as Selayang, Kota Damansara and Bukit Beruntung among others.

For the nine months ended December last year, IJM raked in RM144.7mil in net profits from RM1.6bil in revenue, which marks a gain of 21% and 23% respectively from a year ago.

Jetty for visitors to royal town

KUALA KANGSAR: A jetty costing about RM100,000 will be built at the Sungai Perak rest and recreation (R&R) area to enable users of the North South Express-way to visit the royal town on boats.

At present, motorists must make a detour by exiting via the Kuala Kangsar toll plaza to make such visits, said Mentri Besar Datuk Seri Mohd Tajol Rosli Ghazali yesterday.

Speaking to reporters after attending the Kuala Kangsar Municipal Council general pur-pose meeting here, Tajol Rosli said users of the boat service would probably need to spend 15 minutes to reach the royal town.

Tajol Rosli said this was among the decisions made at the meeting.

The meeting also agreed to re-locate council-owned stalls on Jalan Daeng Selili, designated as a protocol road, to a new site be-side the Kuala Kangsar railway station.

Tajol Rosli said this was to faci-litate a road upgrading exercise at Jalan Daeng Selili in conjunction with the birthday celebration of the Sultan of Perak.

He said another protocol road, Jalan Taiping, was also under the upgrading exercise.

Five private workshops there will also be relocated to a nearby industrial area.

Animal hospital in zoo taking shape

COME next year, Taiping Zoo will have a spanking new animal hospital capable of conducting sophisticated surgery, treatment and postmortem at its 14ha premises.

Its director Dr Kevin Lazarus said the double-storey hospital would even have special ‘wards’ for the animals to be kept over-night for observation.

The infrastructure of the RM5mil hospital, which includes a freezer and incinerator, is expec-ted to be completed in two months.

“We have already acquired the diagnostic equipment for ultrasound, X-ray and blood check, and will start furnishing the hospital this year and next year,” he said.

He said they also planned to open a pet clinic at the hospital for owners to bring in their exotic animals for treatment.

“We will have all the modern facilities here,” said Dr Lazarus.

Meanwhile, the zoo has fini-shed putting in place the new glass-fronted enclosures costing RM1.2mil for its golden cats, mandrills and stumped-tail macaque.

The hospital and new cages are part of the zoo’s efforts to upgrade its facilities.

Dr Lazarus noted that the zoo’s night safari has been attracting increasing numbers of visitors since it was launched in 2003.

Last year, the zoo had 734,255 visitors, of which 94,844 took part in its night safari to watch the nocturnal animals.

In 2005, 84,088 visitors went for the night safari.

Built in 1961, Taiping Zoo currently houses some 1,600 animals from 200 species.

Tesco buka 4 lagi hypermarket


TESCO Stores (Malaysia) Sdn Bhd (Tesco Malaysia) akan membuka empat lagi cawangan hypermarket membabitkan pelaburan berjumlah RM200 juta.

Ketua Eksekutifnya, Chris Bush, berkata cawangan baru itu akan dibuka dalam tempoh 12 bulan akan datang di Johor Bahru, Kota Bahru, Alor Star serta Taiping.

Beliau berkata, ia adalah sebahagian pelan jangka panjang syarikat itu bagi mengukuhkan kedudukan hypermarket Tesco di negara ini.

“Daripada empat yang dirancang, yang pertama akan dibuka di Johor Bahru, iaitu pada akhir bulan ini, diikuti Taiping pada Oktober, Kota Bahru pada Januari tahun depan dan di Alor Star pada Februari tahun depan,” katanya ditemui selepas pelancaran Kempen Potongan Harga Tesco di Hypermarket Tesco cawangan Mutiara Damansara, Petaling Jaya, semalam.

Pelancarannya disempurnakan Timbalan Ketua Setiausaha Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna, Datuk Mohamedsha Mislam.

Tesco Malaysia yang ditubuhkan pada 29 November 2001 kini mengendalikan 10 cawangan hypermarket di negara ini, iaitu di Puchong, Melaka, Bukit Tinggi Klang, Mutiara Damansara, Pulau Pinang, Ipoh, Shah Alam, Banting, Kajang dan Sungai Petani.

Ia juga baru-baru ini mengambil alih hypermarket Makro Cash & Carry Malaysia yang mempunyai lapan cawangan iaitu di Shah Alam, Selayang, Johor Bahru, Ipoh, Seberang Prai, Seremban, Cheras dan Pulau Pinang.

Sementara itu, Bush berkata, Tesco melabur RM15 juta bagi menjayakan kempen potongan harga di semua cawangannya seluruh negara, bermula semalam sehingga akhir tahun ini.

Katanya, pelaburan itu yang dua kali ganda lebih tinggi berbanding sebelumnya, membabitkan lebih 870 barangan runcit merangkumi makanan, kesihatan, kecantikan dan produk pencucian.

“Menerusi kempen ini, kami berharap pelanggan Tesco akan mendapat banyak manfaat kerana yang diberikan potongan harga dianggap sebagai barangan kegunaan harian paling penting mereka,” katanya.

Kempen potongan harga itu adalah yang kelima diadakan oleh Tesco sejak beroperasi di negara ini.

Tahun lalu, syarikat itu melabur hampir RM5 juta membabitkan 370 jenis barangan.

Bush berkata, potongan harga yang ditawarkan sepanjang kempen itu adalah sembilan peratus daripada harga biasa dan ia dijangka kekal sepanjang tempoh promosi.

“Perubahan harga hanya dilakukan jika berlaku perubahan harga pada bahan mentah kerana kira-kira 80 peratus daripada barangan terbabit membabitkan makanan,” katanya.

Taiping ADTEC to be used as benchmark

THE construction of Taiping Advance Technology Training Centre (ADTEC), costing more than RM400mil, will become the Human Resources Ministry's benchmark for new centres in future.

Its minister Datuk Seri Dr Fong Chan Onn said the new project, dubbed as the biggest in Taiping, was the first of the eight new ADTECs approved by the Government under the Ninth Malaysia Plan.

To be built over a 24ha site at the Kamunting Raya industrial area in Kamunting, Taiping, the project was scheduled for completion in 24 months, he said.

"But I have requested the main contractor of the project to get it completed within 18 months," Dr Fong told reporters after conducting the groundbreaking ceremony.

Dr Fong said the new building cost RM160mil and the equipment between RM100mil and RM260mil.

Many factories in the northern region used micro electronics technology and the centre would help train workers in the field, he said.

"The Taiping ADTEC will have at least 200 micro electronics students to cater for the needs," he said.

The availability of such trained workers in Taiping would also help woo investors, he said.

He said the project would also become a catalyst to the economic growth of the town.

Also present were state exco member Datuk Ho Cheng Wang, who represented Mentri Besar Datuk Seri Mohd Tajol Rosli Ghazali, Taiping MP Datuk M. Kayveas and Kamalbina Sdn Bhd (Taiping ADTEC main contractor) managing director Datuk Kamarulbahrain Zainuddin.

Dr Fong said the Taiping ADTEC would accommodate 800 students for certificate and diploma courses in micro electronics, quality control technology, composite technology, ceramic technology, polimer technology and information technology.

Kamarulbahrain said 1,000 workers, in-cluding 50 professionals, would be recruited for the construction of the centre.

Earlier, Dr Fong said there were 17,462 stu-dents at all 35 skill training centres nationwide under the purview of his ministry.

Pioneer Bio plans refineries worth RM15b

KUALA LUMPUR: Pioneer Bio Industries Corp Sdn Bhd (PBIC), Malaysia’s first Nipah or mangrove palm-based ethanol producer, plans to set up 15 refineries nationwide costing about RM15bil within the next five years given the increasing global demand for the commodity.

The group’s maiden ethanol refinery in Trong near Taiping, Perak is slated for operation by end-2008.

Chairman Md Badrul Shah Mohd Noor said PBIC had secured a five-year ethanol future trade order (FTO) from one of the world’s largest trading conglomerates.

“PBIC is actively seeking strategic partnerships with potential investors and ready to go global. Our ethanol (even before commencing production) has received overwhelming enquiries mostly from international traders,” he told a media briefing here yesterday.

Badrul said PBIC’s core assets were its patented Nipah-based agro technology and the ethanol FTO worth over US$66bil from 2009 to 2014.

In addition, PBIC will acquire RM5bil from Malaysia’s private funding initiative facilitation fund allocated under Budget 2007.

Excluding the government funding, Badrul said PBIC’s paid-up capital would increase to RM8bil by end-July from RM100,000 currently.

According to Badrul, the Perak government has initially approved 10,000ha of its Nipah forests for PBIC to source the Nipah sap - the main raw material - for its ethanol production. For every 10,000ha, he said “some 290 million barrels of ethanol or 6.48 billion litres can be produced and able to generate a profit of about RM16bil per year.”

PBIC will pay the Perak government RM324mil a year for the rights to source the Nipah sap from the latter’s Nipah forests.

There are 110,000ha of Nipah forests identified in Peninsular Malaysia (half are in Perak) and about two million ha in Sabah and Sarawak.

Badrul said PBIC would also look at setting up a terminal and port to facilitate the export of ethanol worldwide. “We plan to locate the port close to PBIC’s proposed RM30bil Biotech City,” he added.

Badrul said the Government was expected to announce the actual location of Biotech City and its components this year.

PBIC is a subsidiary of Pioneer Vaccination Biotech Corp Sdn Bhd, which has been in the biotechnology business since 2003.

Columbia Asia gets RM70m loan

KUALA LUMPUR: Columbia Asia Group of Companies Sdn Bhd has signed a RM70mil financing deal with Bank Muamalat Malaysia Bhd and Bank Kerjasama Rakyat Malaysia Bhd for three of its hospitals.

Columbia Asia said the hospitals - in Taiping, Kota Damansara and Nusajaya - would cost about RM45mil each.

Its managing director Richard Evans told a press conference after the signing ceremony yesterday the Taiping and the Kota Damansara hospitals would be completed by next year while the one in Nusajaya was slated for a 2009 completion.

“We would be looking for extra funding for these hospitals which have a total cost of about RM135mil, but we intend to get the buildings up first. Then we will take things one step at a time,” Evans said.

He added that when the group opened its first hospital in Seremban seven years ago, the expenses of less than 10% of its patients were paid by insurance companies.

The Employees' Provident Fund owns 30% of Columbia Asia, and the group also has centres in India, Indonesia and Vietnam.

Perak Woos Indian Steel Co To Produce Sponge Iron

CHENNAI, April 18 (Bernama) -- While Malaysian companies are busy venturing into the robust Indian market that offers plenty of investment opportunities, a Perak-based company is doing the reverse.

Home-grown Ipoh Recycling Sdn Bhd will soon have a joint venture with India's listed A.R.S Metal (Pte) Ltd to mine iron ore and process sponge iron, a raw material used in the steel industry and an alternative to scrap iron.

Perak State Industrial Development, Entrepreneur and Cooperatives Development chairman Datuk Ramly Zahari said the total investment of the proposed project is estimated to be RM150 million (US$43.5 million) over five years.

"We will benefit from the transfer of technology from India and this project will easily create 500 to 1,000 jobs in the state. This will be a major heavy industry for Perak," he told Bernama after leading a 10-man delegation to Chennai to inspect and assess the venture.

"Besides being a major foreign direct investment for Perak, the project will generate a lot of downstream activities like billets casting for rolling mills and boost the logistics sector."

A memorandum of understanding is expected to be concluded in June while the project is likely to take off in October.

The state government, he added, has earmarked about 39.7 ha in the Kuala Kangsar area for the project, plus an additional 129.5 ha for future expansion.

The Perak State Development Corporation will coordinate and facilitate the project which, once commissioned, can meet one to two per cent of the local demand for sponge iron for the seven leading steel mills in the country

At present Malaysia imports about 200,000 tonnes of scrap metal, valued at almost RM258 million) every month to meet domestic demand.

Ramly said Ipoh Recycling had carried out extensive research on the viability of the project since 2002 and identified A.R.S. as its potential partner as the company has an edge in the steel industry with more than 25 years experience and also has the technology to produce sponge iron.

A.R.S. is a pioneer in the manufacture of thermo-mechanically treated bars and coal-twisted deformed bars for the Indian construction industry.

The Perak company will have a 51 per cent stake in the joint venture with the Indian company having 49 per cent.

"The project will earn about RM13 million (US$4 million) over five years besides benefits from other finished steel products," he added.

Zero Squatter In Perak After 2010


TAIPING, April 17 (Bernama) -- The Perak state government will not compromise with squatters and will demolish their homes if they still occupied government land after 2010 which is the deadline to achieve the Zero Squatter target in the state.

Perak Menteri Besar Datuk Seri Tajol Rosli Ghazali said the state government wanted to resolve the squatter problem completely before 2010 after which, the authorities would take firm action including clearing all squatter settlements in the state.

"We won't compromise any more because the State Exco meeting approves applications for housing lots from squatters totalling between 40 and 80 hectares each week," he told reporters after attending the `Meeting The Client' program for the Larut Matang and Selama District in Changkat Jering, here Tuesday.

He said squatters who had been allocated housing lots by the state government at a premium of RM4,000 were allowed to pay for the land in instalments if they could not afford to pay up in one lump sum.

The Menteri Besar said the state government wanted the squatters who had been allotted the housing lot to build their home on the land instead of selling it to other parties.

In another development, he said the Gua Tempurung area in Gopeng was a tourist spot and settlers who were staying on state government land there had been issued with an eviction notice.

He said this when asked to comment on the protest by about 200 residents of Gua Tempurung against the destruction of their goat farm and vegetable garden in the area to implement a tourism project, namely a film studio which had received a federal government allocation.

As not many job oppurtunities there. Hopefully there will be more project like hotel, university, shopping mall, industrial etc bring back the glory period of Taiping on top of what Taiping can offer now, good food, good quality of living, etc.

Seem that Taiping will be a much intersting place after all the project listed in this forum took place.

Setiawan, think still very much back water compare to Taiping at the moment. If the Lumut is fast developing, maybe will spill over to Setiawan. And will the West Coast Highway, lots of Perak coaster town like Setiawan and Lumut will be benefited from it.

Taiping is picking up at the moment. Especially with all the potential she has.

I still think we don't count on the potential projects. Usually hard to be become reality at least 5 to 10 years. Perak government is paying more focus and kick off more projects in Ipoh and Manjung (sitiawan) nowaday. That is why the youngster in Taiping going elsewhere (KL especially) for a job. Unless the government is start focusing Taiping development which i don;t aware of :)

Still remember my uncle used to tell me no one from Taiping/Ipoh want to go to work in Kuantan and JB in 60's - 70's as there is hardly anything there. But now... look at JB.

Never really been to Setiawan, only drove pass while heading to Pangkor. Is a lively town near to Lumut with lots of cars. if i am not wrong.

Yes you're right, Sitiawan is booming these past few years. Recently, Giant has just opened a few months back. A lot more projects are in the pipeline. Specifically, the Lumut-Sri Manjung-Sitiawan-Ayer Tawar corridor is the main growth area in Manjung district. Lots of commercial projects are being built now. Urban area roads being upgraded to dual carriageways, Lumut Port is expanding, two new biochemical and petrol-chemical plants are to be built in the future. Anyway dun take my words for it, it is better to visit and to see first-hand the physical developments taking place.

Excuse me? backwater? when was the last time you were there? In fact it is indeed on par or even overtaking Taiping at the moment. You should be there to judge it yourself. The only advantage Taiping has now is in its historical buildings and Lake Gardens. However, an urban public park is being planned now in Sitiawan. And it's spelt Sitiawan, NOT Setiawan.

THE Penang Municipal Council has been urged to build a market complex in Perak Road as the existing one is old and cannot serve the increasing population.

Batu Lanchang assemblyman Ng Fook Onn said he had proposed the idea in 2004 but the council did not pick it up.

He said the existing market was built in 1951 and it could no longer cater to the needs of the locals.

“The market can only accommodate about 250 stalls with little parking space. It also requires a lot of money to maintain.

“Moreover, the population here has grown 20 times compared to 1951. There is a need for a bigger and comprehensive market complex which can serve more than 10,000 residents in the vicinity,” he said.

Ng suggested that the council demolish the old market building and replace it with a new one, modelled after the Bayan Baru mar-ket complex.

The Bayan Baru market is equipped with facilities like toilets, multi-purpose hall, public space and parking bays, he added.

Should the council decide to build a new market complex in the area, Ng said it was only proper that the council relocate all the hawkers in the vicinity to the new place.

He urged the council to provide proper arrangement for the squatters who would make way for development projects in the area.

Yeah Sitiawan is my hometown. So i've seen it grow over the years. Yeah the new township is almost 10 yrs now. First phase Taman Samudera, which includes the Venice of Perak township. Currently being developed is Bandar Manjung Point by YNH Properties. That's where the new Giant is situated. In the Manjung Municipal Masterplan, Sitiawan has been designated as the main commercial area, Sri Manjung an administration area, Ayer Tawar a main residential area/suburb, Lumut-maritime industries, port and maritime related activities and Pangkor -tourism. Even now, we can observe that the corridor is being built up to form a cornubation. One major project being done now is the land reclaimation for the Marina Island project, off the west coast of Teluk Muroh, between Pangkor and the mainland.

Plan to turn last tin dredge into tourist draw

IPOH: A tin dredge left idle in Tanjung Tualang, about 40km from here, will be given a facelift to bring it into the mainstream of Perak tourism.

Said to be the only one of its type left in Malaysia, there are plans to bring visitors there for a taste of the glory days when the Kinta Valley was the world’s richest tin producer.

Mining consultant company Osborne & Chappel plans to fence up the premises and redevelop the site into an exciting tourist destination.

“Once we sign the official agreement with the state government this year, we will engage engineers to survey the dredge to determine whether it is safe for visitors to go in,” said Steven Ng, a manager and spokesman of the company.

To get a facelift: There are plans to spruce up this tin dredge, sited in a man-made lake in Tanjung Tualang, and open the interior for guided tours.
“If it is safe, we can clean up the place and show visitors how the tin dredge works, moves and draws in the tin-bearing soil in manganese steel buckets,” he said.

Ng added that the dredge, weighing 4,500 tonnes, is one of the last great reminders of the time when the Kinta Valley was the world’s richest tin producing area.

Built in 1938 by W.F. Payne & Sons for Pernas Chartered Management Sdn Bhd, the dredge had scoured for tin ore in the Kinta Valley for 44 years.

The state government had reportedly spent about RM600,000 to develop facilities there some time back but the site had, nonetheless, fallen into a state of neglect.

The dredge, with the words T.T. No. 5 on it, used to belong to Southern Malayan Tin Dredging (M) Sdn Bhd.

Operations stopped in 1983 due to the collapse of the tin mining industry and the subsequent downward spiral of tin prices.

Ng said that among the many artefacts still intact on the dredge were the 155 manganese steel buckets, documents from the dredge master’s control room, a giant crane, power generators and the oscillating screen.

He added that there was also a plan to open a museum there, where he would display his private collection of dulangs (trays) used to sift for tin ore, wooden buckets, straw hats and numerous old photographs of the mining industry.

“It should be an interesting tour for schoolchildren and foreign tourists, especially since this is the last tin dredge left intact in Malaysia.

“Many young people forget that without the tin ore our forefathers had mined in the old days, our nation would not be enjoying much of the prosperity we have today,” Ng said.

A private company, which operates a cable car system in Langkawi, has reportedly expressed interest in operating a similar system in Bukit Larut but Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali said the state would have to first determine if the plan was economically viable.

The company, Tajol Rosli said, had projected a turnover of RM7.5mil based on the more than 500,000 visitors to the Taiping Zoo last year.

“But if Bukit Larut cannot take so many visitors, it is not economically viable.

“We do not want to end up jeopardising the hill’s sensitive environment,” he told reporters after opening the state-level World Red Crescent Day celebration here Sunday.

Tajol Rosli said the company had told him that the project would cost an estimated RM60mil.

He said the state was also mulling over whether to allow private jeep operators to go up Bukit Larut in response to complaints that existing jeep services could not meet demand.

The state, Tajol Rosli said, had just bought four new 4WDs to complement the current services. At the moment, the district office operates six jeeps up the hill.

West Coast Highway Project To Start In Mid-2008


KUALA SELANGOR, May 8 (Bernama) -- The construction of the RM3 billion West Coast Highway (WCH) will start in the middle of next year and scheduled for completion by 2011, Works Minister Datuk Seri S. Samy Vellu says.

He said the project had been divided into two portions namely Selangor and Perak and the concession period for both was 33 years including three years for construction.

"The agreements between the concessionaires and the ministry will be signed on May 14," he told reporters in Ijok today.

The 215.8-km WCH that will run parallel to the North-South Expressway, will link Banting in Selangor to Taiping in Perak, passing through towns like Tanjong Karang and Sabak Bernam in Selangor and Changkat Jering in Perak.

Samy Vellu also said the toll rate for the Stormwater Management and Road Tunnel (Smart) had not been fixed but its opening had been brought forward from 1.30pm to 8am on May 14.

Samy who is MIC president, said that works to upgrade roads in Ijok would be completed in two months.

All in favour of proposed cable car project

THE proposed cable car system to ferry visitors up to Bukit Larut (formerly Maxwell Hill) has been welcomed by various quarters in Taiping.

However, they want the environment to be protected at all cost.

A private company, which ope-rates a cable car system in Langka-wi, has reportedly expressed in-terest in operating a similar system in Bukit Larut.

State Utility and Infrastructure Committee chairman Datuk Ho Cheng Wang said although he had not received any protest on the proposal, the location for the base of the cable car system was a cause for concern.

“From the feedback I received, some argued that it should not be based near the Taiping New Club as the overhead cables will spoil the majestic skyline of the Lake Garden.

“They suggested that it should be nearer to Bukit Larut’s foot- hill such as at the defunct golf course near the SMJK Hua Lian,” Ho said.

Ho, who also sits on a spe- cial committee chaired by State Secretary Datuk Dr Abdul Rah-man Hashim to vet the propo- sal, said officials from the company involved with the proposal would be conducting a site inspection soon.

He said state Agriculture, Agro-based Industry and Tourism Com-mittee chairman, Datuk Mohd Radzi Manan, would accompany the officials.

Taiping Heritage Society deputy president Yeap Thean Eng said the proposal should be welcomed as it could become a catalyst of growth for the town.

“My view is that the town is dead and lagging behind compa-red to other towns such as Jitra and Kulim in Kedah.

“We need to catch up and we need investors to come here,” said Yeap.

Taiping Visitor Information Centre project manager Anuar Isa, who is also a former Taiping Tou-rist Association deputy chair- man, said the base for the cable car project should be sited at a hillock which once hosted the official residence of Frank Swet-tenham, the first Taiping British Resident.

“All the glorious past of the British era can be showcased there similar to Langkawi’s Orien-tal Village which is the entrance of the cable car system there,” he said.

“Once the cable car system be-comes a reality, I am sure we can attract more than 1.3 million visitors,” he said.

Bukit Larut likely to get cable car service

TAIPING: Visitors going up to Bukit Larut will soon be able to do so by cable car.

A private company, now operating the cable car system in Langkawi, is expected to get the approval to operate the cable car service at Bukit Larut.

It is now looking for possible sites to build a station to house ticket booths.

The company approached the state government with the cable car proposal in April. It felt that the project was viable because 700,000 people visit the Taiping Zoo compared with 100,000 visitors in Langkawi.

The state government did not give its approval then because it feared protests from environmentalists and nature lovers who successfully stopped a similar project in the 1990s.

State Public Utility and Infrastructures Committee chairman Datuk Ho Cheng Wang said the final decision would only be made after more discussions with the company.

Ho said that unlike previously, the current proposal did not involve any exchange of prime land at the Lake Gardens nor major physical development projects that could affect the eco-system at Bukit Larut whose foothill had been designated as a water catchment area.

He also said that the state government had approved a RM3mil allocation to build two blocks of bungalows on Bukit Larut which could accommodate more than 100 overnight visitors.

A jeep service is now used for trips up to Bukit Larut, which was formerly known as Maxwell Hill.

Theme park eyes more tourists

The Lost world of Tambun theme park in Sunway City, Ipoh, expects to receive more foreign tourists next year, especially Singaporeans, once the Ipoh-Rawang double-tracking railway is operational.

Its general manager Calvin Ho said the railway would not only boost the number of tourists visiting the park but also the entire city in general.

“The train ride itself can be marketed as a tourism product and be included as part of tourism packages,” he told reporters after a familiarisation tour of the park for over 30 Singaporean travel agents recently.

Ho said foreigners on a trip across the country would love to include a train ride in their holiday plans as “trains offer a nostalgic experience”.

“It is so much more different from taking a bus, flying or driving,” he said.

The RM4bil 180km railway project is expected to be completed by Dec 31 and operational by early next year.

Ho said they targeted 350,000 tourists to visit the Lost World of Tambun this year, which would be 50,000 more than last year’s.

“Next year, with all the added developments to our park, our number of visitors will definitely grow,” said Ho.

Amongst the development, he said, was the construction of a five-star RM50mil Hot Springs Spa Resort to be ready next December. Other plans include a 50-room karaoke lounge, seafood restaurant and extreme sports park to be ready this December.

During the familiarisation tour, the travel agents were taken on a three-day two- night tour of tourist hotspots in Ipoh, like Gua Tempurung and the famous pomelo farms.

At the Lost World of Tambun, they were taken on a train ride around the park to see attractions like its Tiger Valley, Kepura Cave, Musical Fountain, Waterfall Beach Garden, Tambun Hot Springs, water slides and dry rides.

The tour was a joint effort between the park and Tourism Malaysia Perak in conjunction with Visit Malaysia 2007.

Perak plans RM15bil oil refinery

IPOH: The state government has approved a RM15bil oil refinery project that is expected to be built in either Kuala Gula or Tanjung Piandang.

Perak Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali said the state was currently working out a compromise with the developer who wanted the 400ha project to be in Kuala Gula, near Taiping.

“However, an Environmental Impact Assessment report was not approved for Kuala Gula because of the bird sanctuary there,” he told reporters after the first day of the State Assembly here yesterday.

Instead, Tajol Rosli said he hoped to convince the developer to set up the refinery in Tanjung Piandang and have their research centre and homes in Kuala Gula.

Another possible location, he said, was Bagan Datoh.

The project has also received approval from the International Trade and Industry Ministry.

Declining to reveal the developer, Tajol Rosli only said it involved a company from the United States.

Inside the assembly hall earlier, the topic of how the recently launched Northern Corridor Economic Region (NCER) would benefit Perak dominated the first hour of the sitting.

A total of 19 state assemblymen raised questions on the project.

In his written reply, Tajol Rosli said the NCER was expected to involve a region comprising 57.7% of the whole of Perak and benefit at least 4.3 million Perakians.

The 18-year development plan was aimed at creating a balanced economy through four main areas – agriculture, tourism, logistics and the manufacturing industry, he said.

Saying that Perak’s specialisation lies in the development of global human capital, Tajol Rosli said the state would work with the Federal Government and the private sector towards this purpose.

These include government-linked companies adopting poorly performing schools, skills development through vocational and technical institutions, and the setting up of a centre under Universiti Sains Malaysia to train students in fields like electrical engineering and robotics and automation.

Turning Lumut into a barter trade port

The Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Joint Business Council (JBC) is seeking endorsement from the Economic Planning Unit (EPU) to turn Lumut Port in Perak into a barter trade centre.

JBC Malaysia chairman Datuk Faudzi Naim Noh said the request was to facilitate the growing trade at the port between Malaysia and Tanjung Balai Asahan and Belawan, Sumatra in Indonesia.

“Lumut Port is equipped with the facilities to turn into a barter trade centre.

“It has a cold storage and a warehouse. In terms of agricultural products like fish and vegetables, business has begun but in small volumes,” he told reporters after attending the first day of the 23rd IMT-GT JBC Meeting recently.

Faudzi said the barter trade business was currently monopolised by Port Klang and the Penang Port.


JBC hopes that Lumut Port will take at least 20% of the country's barter trade business.
“The business volume of Penang Port is about RM100mil to RM150mil. It is our hope that Lumut Port takes at least 20% of the country's total volume in the barter trade business,” he said.

Faudzi added that should Lumut port successfully transform into a barter trade centre, it would be an important business platform for small and medium enterprises.

“Based on the EPU's study in 2002, the barter trade system is proven to be a promising mode of business,” he said.

Faudzi said the barter trade centre was for ships weighing below 500 tonnes that are allowed for simple customs declaration according to a 1970 agreement between Malaysia and Indonesia.

“A new agreement is currently reviewed by the International Trade and Industry Ministry, and JBC plans to give plenty of input,” said Faudzi.

He said it would take between three and six months for the EPU to decide on the endorsement.

Besides Lumut Port, Faudzi said that the council was seeking to turn the ports of Kuala Linggi in Malacca, Port Dickson in Negeri Sembilan, Kuala Kedah and Langkawi in Kedah, as part of the barter trade network.

During the meeting, 200 delegates - 100 from Malaysia and 50 each from Thailand and Indonesia, discussed six topics; trade and investment, infrastructure and transportation, tourism, agriculture and agro-based industry, human resources, and halal food and services.

They also discussed plans to boost tourism in the three countries through the Visit IMT-GT 2008 campaign.

IPOH, Sept 25 (Bernama) -- The Perak state government will consult Felda authorities on the issue of land ownership before approving the Hadhari International City project in Sungai Behrang, Tanjung Malim.

Menteri Besar Datuk Seri Tajol Rosli Ghazali said this was because the land in question was owned by Felda which had presented land titles to the settlers involved.

He told reporters this after presenting Hari Raya goodies to security forces personnel stationed in the state here Tuesday.

The state government, he said, would try to get a clearer picture on the types of development projects being planned for the area besides meeting federal government representatives to review decisions concerning the project.

"It involves an area of more than 2,000ha. If the project is carried out, we want to ensure that it has income-generating activities such as zones dedicated to industries, not only houses and offices," he said.

It was reported on Saturday that the international Islamic city would cost RM14 billion.

Its development would involve, among others, local company TJ Harmoni Sdn Bhd and partners from China and several Organisation of the Islamic Conference member countries.

RM260-Mln Technology Centre In Taiping To Get Underway Soon


TAIPING, Sept 30 (Bernama) -- Construction of the RM260-million Advanced Technology Training Centre (ADTECH) here which was announced by Prime Minister Datuk Seri Abdullah Ahmad Badawi when tabling Budget 2008 on Sept 7, will get underway soon.

Deputy Minister in the Prime Minister's Department Datuk M. Kayveas, who is also the Member of Parliament for Taiping, said that he would be leaving for India tomorrow (Oct 1) to hold further discussions on it with the centre's Indian partner to expedite the project.

"If all goes well, it will be implemented quickly, perhaps even within this year," he said in a statement here today.

He added that the centre would be built on a 100-hectare site at the Kamunting Raya Industrial Park, Kamunting near here and was expected to be completed in two years.

Besides the ADTECH in Taiping, the Prime Minister had also announced that an Integrated Health Sciences College would be built in Perak (in Ulu Kinta near Ipoh).

Marketplace at Cold Storage opens for business

KUALA LUMPUR: GCH Retail (M) Sdn Bhd, a unit of the Dairy Farm Group which operates Giant hypermarkets, and Giant and Cold Storage supermarkets, will open a Giant hypermarket in Taiping next month, said marketing director Ho Mun Hao.

The group has spent about RM400mil in opening 19 Giant and Cold Storage outlets this year.

Ho said the 100th Giant outlet opened in Bandar Kinrara, Puchong last month, followed by its 101st store in Kuala Terengganu last week. Two Cold Storage stores were launched earlier this year in Ipoh and Kuantan.

Speaking at the opening of GCH's latest concept supermarket, Marketplace at Cold Storage, yesterday, Ho said the 22,518-sq-ft outlet involved an investment of RM4mil.

“We are the first supermarket to offer customers a wide variety of imported live fish, lobsters, oysters, mussels and shellfish in the live seafood sector,” he said.

The Marketplace at Cold Storage also features a new modern lifestyle section, offering imported high-quality glassware and crockery.

It offered 60 types of imported cheese, making it the largest cheese merchant in Malaysia, Ho said, adding that it also boasted a selection of wines and imported dairy products and chocolates.

He said the Marketplace at Cold Storage's target market was high-end local customers and expatriates.

SYCAL Ventures Bhd's subsidiary Sycal Properties Sdn Bhd (SPSB), formerly known as Cygal Properties Sdn Bhd, has entered into a joint-venture agreement to jointly develop 122 units of shoplots and 92 units of residential buildings in Perak.

In a statement to Bursa Malaysia late Monday, Sycal said the estimated gross development value and construction/development costs for the joint- venture development are RM77 million and RM61.1 million respectively.

The project, with Syarikat Juwasa Khidmat Sdn Bhd (SJK), will be located in Aulong Lama Tambahan, within a development known as Rancangan Kampung Tersusun, Aulong Lama, Mukim Assam Kumbang in the districts of Larut and Matang.

The property, covering about 10ha, is about 2.5km to the east of Taiping town.

SPSB's entitlement from the project will be 78 per cent of the gross sale revenue from the shoplot units and 80 per cent from the residential buildings, while SJK will get the remainder.

Sycal said the development will increase the landbank of the group for future development and contribute positively to its order book.

KUALA LUMPUR: Jaring Communications Sdn Bhd is teaming up with technology-based The Red Snapper (M) Sdn Bhd and Perak E-Organization Sdn Bhd (PeO) to set up a premier Internet Data Centre (IDC) and carrier hotel in MSC Cybercentre in Meru Raya, Perak.

Red Snapper, which is partially owned by the Perak state government, will manage the data centre and carrier hotel with Jaring, and will be their marketing partner for tenants operating within the MSC Cybercentre.

PeO, which is wholly owned by the state government, is the main owner of the site and the building that houses the IDC and carrier hotel services.

Announcing the collaboration yesterday, Jaring chief executive officer Awang Lah said: ˇ§As we grow our Internet clout, it makes sense to expand our IDC facility, improve its diversity and have more users house their facilities within it.ˇ¨

Red Snapper executive chairman Rais Hussin said the three parties would work together to make Perak MSC Cybercentre a success by attracting local players and regional large foreign carriers.

State Economic Development Corporation (SEDC) chief executive officer Datuk Samsuddin Hashim said the project was expected to the main driver of the strategic development programme of key 2010 projects to make Perak a ˇ§knowledge stateˇ¨.

He added that the IDC facility would also drive the network recovery centre that ensures 24-hour operations and continuous availability of public services.

The IDC would house high-tech initiatives such as K-Perakˇ¦s motive to foster innovation and product development by facilitating the creation of a research and development ecosystem, Samsuddin said.

Shophouses near Tesco open for booking

IPOH: Keris Properties Sdn Bhd, a leading property developer in Perak, has launched the second phase of shophouses in Station 18 in Pengkalan, near here.

It is taking advantage of the opening of the third Tesco hypermart branch in September.

Its properties development division vice-president Eunice Foo said bookings could now be made for the second phase comprising 50 single, double and three-storey units, priced at between RM188,000 and RM800,000.

"The completion of the second phase has specifically been timed to coincide with Tesco's opening as this will allow buyers to capitalise on the high number of shoppers in the area."

She said the first phase, comprising 150 units of shophouses, was already sold out and expected the second phase to receive a similar response from buyers.

Both phases cover a three-hectare area next to the hypermart.

"There are about 500,000 people staying in Pengkalan and with more expected to come from the surrounding areas to patronise the hypermart, businesses here will definitely benefit from the economic spillovers," Foo said.

She hoped that entrepreneurs and business owners would take full advantage of the opportunity.

"We are confident that once Tesco opens its doors to the public, the whole area will be more vibrant in terms of economic activities and might even mirror that of other commercial centres like Greentown Business Centre and Ipoh Garden," she said.

“Our confidence was further boosted when we managed to sell 10 units in Kinta Riverfront during the Fourth International Small and Medium Enterprise exhibition held at Guangzhao last October,” he said in Hefei, China

Speaking to reporters after the project launch for Chinese buyers by Deputy Tourism Minister Datuk Donald Lim at a hotel here recently, Ting said the group planned to visit more cities in China this year to further promote the project.

“We are confident that as the Chinese's purchasing power increases, Kinta Riverfront will be an attractive project for them,” he added.

On the Kinta Riverfront project, Ting said sales had been swift with some 60% snapped up, valued at a total RM45.5mil.

Work on the project had been completed 30% and was due for completion by 2009.

The RM80mil 20-storey Kinta Riverfront Hotel and Service Suites project offers 239 units priced between RM199,999 and RM2.9mil each.

Ting also said the Kinta Riverfront project also received positive response from potential buyers in Thailand, Singapore, Indonesia and Hong Kong.

Lim in his speech said the launch in China augured well for the Malaysia My Second Home programme.

Perak okays UUM project

IPOH: Perak has given the go-ahead to Univer-siti Utara Malaysia to build its RM600mil agriculture faculty complex in Banding, some 150km from here.

Perak Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali said that an approval in principle had been given on Monday to the university to construct the complex on the 809ha site.

“Half of the land will be used as cultivation land for the students’ practical work like animal rearing and planting of crops,” he told reporters after chairing the state exco meeting here yesterday.

The other half, added Tajol Rosli, would house the faculty complex, which was estima-ted to accommodate a total of 5,000 students.

“Discussions are still underway over the size of the land the faculty would need. Once completed, the complex will be built between Batu 2 in Gerik and Kupang,” he said.

Tajol Rosli added that the university authorities could begin construction whenever they were ready although no land titles would be issued as yet until they obtained their allocation from the government.

“We are also willing to provide 80% of student accommodation there seeing that Gerik town is over 30 minutes away from Banding,” he said.

On a separate matter, Tajol Rosli said the state government had proposed several projects to be developed under the Northern Corridor Economic Region (NCER) initiative.

Among the projects are the construction of 200-room hotels in Taiping, Kuala Kangsar and in Banding, the upgrading of the Port Weld to Taiping railway and the improvement of the Taiping Night Safari and Bukit Larut.

“We have also suggested to the NCER autho-rities to look into further developing the Matang Forest Reserve and renovating the Royal Museum of Kuala Kangsar and Gallery Sultan Azlan,” he said with a hope that development would involve Sungai Siput since the town was part of the Perak Hi-Tech Park initiative.

RM600mil factory for new township in Perak

IPOH: A RM600mil polysilicon factory will be built at the Bandar Seri Iskandar, about 40km from here.

Perak Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali said the state had approved a plot of 243ha plot of land in the new township for UCI Corporation, a Taiwanese company.

"We expect work on the factory to start as soon as possible," he said Wednesday after chairing the weekly state executive council meeting.

The factory, believed to be the first of its kind in the country, was expected to create 1,000 jobs for locals, he added.

The plant, he said, would produce wafers and electronic components.

Licence to farm

BIDOR: After decades of uncertainty, more than 900 farmers in Perak have been given a 30-year lease for the land they have been toiling on.

In a historic ceremony at the Coldstream New Village near here yesterday, the land lease offer was given to 931 farmers, who have been working on 2,903ha of land in the state.

Housing and Local Government Minister Datuk Seri Ong Ka Ting said the farmers had been producing vegetables and fruits for the local and export markets.

“Some of them have been cultivating the land since before independence while others have been farming for decades.

“But their future was uncertain. They were unable to obtain bank loans and dared not invest too much money or use modern technology,” he added.

But Ong said the Government had been able to resolve the problem of the farmers in what is the biggest government project to legalise farmers.

“They have been contributing to the country’s economic growth through their produce. What is important is that there is a decision to help the farmers,” the MCA president told reporters here.

Ong said the farmers in Kuala Kuang and Kanthan produce some 60,000kg of vegetables a day, which are sold in the Klang and Kinta valleys.

The mangoes, papayas, starfruits and guavas from the Coldstream New Village and Ladang Bikam are also exported to Singapore, Hong Kong, Dubai and Europe, he added.

Ong said the move to legalise the farmers was in line with the Agriculture and Agro-based Industry Ministry’s Permanent Food Production Park to produce vegetables and fruits for local consumption and the export market and also create employment.

He said efforts to help the farmers began in May 2006 under the party’s Modern Agricultural Working Group where he, together with MCA secretary-general Ong Ka Chuan and other Perak leaders, started work on how to resolve the farmers’ problems.

The matter was then brought up to Perak Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali.

“We started working two to three years ago, not just now, when the election is near. Our work has nothing to do with the coming election,” he said.

Under his ministry’s New Village Development Masterplan, statistics were obtained on the farmers and their problems.

He said the 30-year lease for the farmers was modelled after the Ulu Yam solution in Selangor, where new villagers were farming illegally on an 80ha plot of land earmarked for housing.

The matter was brought to the attention of Prime Minister Datuk Seri Abdullah Ahmad Badawi, who instructed that the farmers be allowed to continue farming on the land.

“They were given a 30-year lease and Ulu Yam became a model for other states to follow,” he said.

Abdullah, who handed the land lease offer to the 931 farmers here, said he was happy that the problem of land for farmers in new villages had been resolved.

Thanking Tajol Rosli, Ka Ting, Ka Chuan and state officers, Abdullah said he paid attention to the problem because it had to do with food production.

“I want the people of this country to have enough to eat. This is of utmost importance. That is why we focus on boosting agriculture.

“I want agriculture to be a successful sector, which will benefit the people and the farmers,” he added.

Tajol Rosli, who described the lease as the best Chinese New Year gift, said farmers in the state had been successful in their undertaking.

“Regardless of race, we help to resolve the people’s problems,” he added.

Gulf company to build refinery in Perak

IPOH: Qatar-based Gulf Petroleum Ltd has identified an area in Manjung, Perak as a possible site for its RM16bil (US$5bil) oil refinery and petrochemical project.

Its president Abdulaziz Hamad A. Al-Delaimi said a feasibility study would be conducted on the project in Manjung following the signing of a Memorandum of Understanding (MoU) between the consortium and the Perak government Sunday.

Caretaker Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali witnessed the signing held at a hotel here on behalf of the state government.

"We hope that the feasibility study would take within five to six months to complete so that we can start our project by the third quarter of this year," said Abdulaziz.

He said the 400ha area in Manjung was selected because it was located close to the sea.

"The suitability of the soil and the nature of the land also suggest that the area is a good location," he added.

He said the total investment for the project was estimated at about RM16bil.

"The first phase of the project is to build an oil refinery which will cost between RM4.8bil and RM6.4bil," he said, adding that it had a capacity of handling 100,000 to 150,000 barrels of crude oil daily.

Abdulaziz added that the whole project would take about three years to complete.

Separate investments estimated between RM4.8bil and RM6.4bil would be allocated to the petrochemical project while some RM3.2bil would be for building storage facilities, he said.

He added that the refinery would also create employment opportunities for thousands of people.

Very soon, even Batu Berendam Melaka has an international airport, what happen to bigger state like Perak?

As a Perakian, we would like to see more developments and job opportunities in Ipoh and Perak State and not just talk (NATO) and signing of MOUs only.

KAMPAR has the potential for development and its future is in the hands of the people.

Kampar incumbent MP Tan Sri Hew See Tong said the Government planned to bring glory back to this once prosperous tin mining area.

“There are plans to turn Kampar into an education hub and a place for foreigners to call their second home,” he added.

On education, he said the student population in Universiti Tunku Abdul Rahman (Utar) and Kolej Tunku Abdul Rahman (KTAR) at Kampar would be about10,000 next year.

This figure would double three years from now, he said, adding that this would translate into new business and job opportunities.

On wooing foreigners to Kampar, Hew said a big piece of land near the town had been identified for development.

The proposed development would include residential property for foreigners and also hitech projects, he said.

Hew said the other projects include the Kampar-Ipoh Highway which would cut travelling time and a highway linking Kampar to Malim Nawar, Tanjung Tualang and Sitiawan.

And it would only take an hour to travel between Kuala Lumpur and Kampar once the double track rail system was operational.

“This train service is ready for operation any time now – just waiting for the coach to arrive,” said Hew from MCA, who wrestled the parliamentary seat from DAP in the 1999 general election, and retained it in 2004.

Hew is not seeking re-election this time, leaving Barisan’s Datuk Lee Chee Leong and DAP’s Keong Meng Sing to tussle for the seat.

As for the state seats, Barisan’s Chong Man Wah will take on DAP’s Chen Fook Chye in Keranji while Tualang Sekahis sees a fight between Barisan’s Nolee Ashilin Mohammed Radzi and Parti Keadilan Rakyat’s M. Nadarajah.

The other state seat, Malim Nawar, will see a tussle between Barisan’s Chai Song Poh and DAP’s K. Keshvinder Singh.

All eyes are on Keranji with Barisan losing the seat to DAP with a mere 47 votes in the last elections.

Chong, from MCA and Hew’s political secretary in the last eight years, said his working experience would enable him to serve the people better if he was elected.

Lee, from MCA and the incumbent Malim Nawar assemblyman, can bank on his track record to retain the Kampar parliamentary seat.

Pusat penyelidikan biodiversiti di Perak

IPOH 28 Feb.- Taman Negeri Royal Belum bakal menjadi pusat penyelidikan biodiversiti terunggul negara apabila Universiti Putra Malaysia (UPM) dan kerajaan negeri menandatangani memorandum persefahaman (MoU) menubuhkan pusat penyelidikan tersebut di kawasan itu.

Menteri Besar Perak, Datuk Seri Mohd. Tajol Rosli Ghazali berkata, kerajaan negeri pada dasarnya telah meluluskan tanah seluas 600 hektar di hutan Belum sebagai makmal lapangan kajian penyelidikan dari UPM.

Beliau berkata, projek tersebut yang merangkumi pembinaan tiga makmal penyelidikan di Gerik dan sebuah stesen kajian kecil di Banding menelan kos keseluruhan kira-kira RM78 juta dan dijangka siap sepenuhnya sebelum berakhirnya Rancangan Malaysia Kesembilan (RMK-9).

''Penubuhan pusat penyelidikan biodiversiti ini adalah selaras dengan hasrat kerajaan negeri mewujudkan Taman Negeri Royal Belum untuk dijadikan sebagai pusat penyelidikan biodiversiti negara.

''Penubuhan pusat penyelidikan tersebut bakal membuka 500 peluang pekerjaan dan meningkatkan ekonomi penduduk tempatan," katanya kepada pemberita selepas menyaksikan MoU antara UPM dengan kerajaan negeri di sini hari ini.

Kerajaan negeri diwakili Setiausaha Kerajaan Negeri, Datuk Dr. Abdul Rahman Hashim manakala Naib Canselor UPM, Prof. Datuk Dr. Nik Mustapha Raja Abdullah mewakili universiti tersebut.

Hadir sama, Ketua Setiausaha Kementerian Pengajian Tinggi, Datuk Dr. Zulkefli A. Hassan.

Penubuhan pusat penyelidikan ini dicadangkan oleh Jemaah Menteri dalam mesyuaratnya pada 1 Ogos tahun lepas.

Sementara itu, Nik Mustapha berkata, projek tersebut akan menumpukan kepada tiga bidang utama iaitu hasilan semulajadi, biodiversiti dan agro bioteknologi.

''Kita akan mulakan projek ini secepat yang mungkin dan akan menempatkan seramai 138 penyelidik di pusat penyelidikan ini dalam tempoh RMK-9.

''Kumpulan penyelidik ini akan mengutip spesimen di hutan Belum dan membawa pulang ke makmal di Gerik untuk menjalankan kajian," katanya.

Kampus perubatan bawa limpahan pembangunan

IPOH 6 Mac - Penduduk di sekitar Gopeng hingga ke bandar raya ini bakal menikmati limpahan pembangunan yang besar sebaik sahaja kampus Premier International University of Perak di Gua Tempurung beroperasi sepenuhnya pada tahun 2009.

Menteri Besar, Datuk Seri Mohd. Tajol Rosli Ghazali berkata, memandangkan universiti yang berteraskan bidang perubatan itu boleh menampung sehingga 8,000 pelajar maka penduduk juga bakal menikmati kesan ekonomi yang baik.

''Pusat pengajian tinggi yang kita bawa masuk dari India ini akan dibina di kawasan seluas 100 hektar bersebelahan Lebuh Raya Utara-Selatan dengan kos sebanyak RM450 juta.

''Jadi saya mahu kawasan sekitar kampus universiti di Gua Tempurung itu seperti Gopeng, Kepayang, Simpang Pulai dan Ipoh turut membangun manakala penduduknya dapat menikmati limpahan ekonomi," katanya.

Beliau menyatakan demikian pada sidang akhbar selepas menghadiri majlis penubuhan Premier International University of Perak dan penyerahan surat tawaran kelulusan tanah di sini semalam.

Kampus universiti berkenaan adalah milik Blair Education Services Sdn. Bhd. yang mempunyai lima buah gabungan universiti di Chennai, India.

Universiti tersebut bakal mempunyai lima buah fakulti iaitu perubatan, pergigian, farmasi, perniagaan dan pengurusan serta Sains dan Teknologi.

Tajol Rosli berkata, oleh kerana universiti itu tidak menyediakan tempat tinggal sepenuhnya buat pelajar maka sebahagian pelajarnya akan menyewa di luar kampus dan akan menguntungkan penduduk.

Beliau berkata, kehadiran universiti tersebut juga akan meringankan beban ibu bapa yang ingin menghantar anak-anak mereka ke luar negara semata-mata untuk mengikuti pengajian dalam bidang kedoktoran.

Katanya, kos yang ditawarkan bagi mengikuti bidang perubatan peringkat ijazah di universiti tersebut adalah jauh lebih murah iaitu sekitar RM210,000 berbanding kira-kira RM400,000 di luar negara.

''Apa yang menarik ialah pelajar tahun ketiga ijazah perubatan di sini akan dihantar ke India bagi tujuan pembelajaran yang lebih efektif dengan melakukan pembedahan ke atas mayat manusia yang sebenar.

''Jadi ia sudah tentu lebih berkesan dan bermakna bagi pelajar dalam bidang kedoktoran. Selain itu universiti ini juga turut menumpukan bidang lain yang tidak kurang pentingnya seperti kejuruteraan dan teknologi maklumat," jelasnya.

Dialysis centre at police station

ACTIVE or retired police personnel, who are suffering from renal failure, have reasons to rejoince as the new RM83mil Taiping district police station will have its own haemodialysis centre.

Deputy Taiping OCPD Supt Syed A. Wahab Syed A. Majid said once operational, police personnel from Taiping and the surrounding districts could seek treatment at the centre.

“Their financial constraints will be alleviated and the centre will also accommodate those who have retired,” he said.

In progress: The new administration block of the Taiping district police station is due to be completed in October.

Work on the centre, he said, would commence end of the year once the administrative block was completed.

The new police station, located at Jalan Temenggong, is built by Pembinaan BLT Bhd. It has been divided into three sections and scheduled for completion in 2010.

The first section consists of an administrative block, an ammo store, a sewerage treatment plant and a power sub-station which is expected to complete in October.

The second section will have a multi-purpose hall, officers’ quarters and the haemodialysis centre while the third section will comprise a multi-storey building meant for rank-and-file staff.

Pembinaan BLT Bhd managing director Mohd Hatta Ismail said the police station was unique as its designs blended with the town’s rich heritage background.

Gulf Petroleum bina kompleks minyak RM15.8b

KUALA LUMPUR 28 April - Gulf Petroleum Ltd., yang berpangkalan di Qatar telah mendapat kelulusan daripada ke- rajaan Malaysia untuk membina kompleks minyak dan gas bersepadu bernilai AS$5 bilion (RM15.8 bilion) di Manjung, Perak.

Surat kelulusan itu dikeluarkan Kementerian Perdagangan Antarabangsa dan Industri kepada syarikat itu pada hari Jumaat.

Pengarahnya, Nor Azmi Abdullah dalam satu kenyataan di sini hari ini berkata, sya- rikat itu akan mengumumkan anggota konsortiumnya dari semasa ke semasa.

Pada majlis menandatangani projek itu pada bulan Februari, Presiden Gulf Petroleum Ir Abdulaziz Hamad Al-Delaimi berkata, sekurang-kurangnya dua syarikat minyak nasional, yang dimiliki sepenuhnya oleh kerajaan dari Asia Barat akan ikut serta dalam projek itu bersama-sama dengan anggota konsortium yang terdiri daripada kumpulan minyak dan gas utama, kumpulan perbankan dan insurans terkemuka.

Konsortium itu merancang memulakan pembangunan tersebut secepat mungkin sebaik dimuktamadkan isu-isu teknikal berkaitan cadangan tapak.

Tapak seluas 400 hektar di Manjung yang ditawarkan oleh kerajaan negeri Perak diberi keutamaan kerana faktor teknikal seperti kedalaman air , jenis tanah, infrastruktur dan kemudahan keluar masuk.

Supermax gears up to meet higher demand

SUPERMAX Corp Bhd will invest about RM76mil over the next two years to enhance production capacity to cater to the increasing global demand for gloves, according to executive chairman and group managing director Datuk Seri Stanley Thai.

Of the total, RM24mil will be spent on machinery for Supermax's Klang factory in the fourth quarter of this year. It will rebuild associate APL Industries Bhd's (APLI) Senawang plant by investing RM15mil this year and RM37mil in 2009.

Supermax's new factory in Klang will focus on producing higher value powder-free latex gloves. Having 12 lines, it will be able to produce 1.3 billion pieces of gloves per year.

In addition, the glove maker, via wholly owned subsidiary Seal Polymer Industries Bhd, spent about RM40mil to set up a new factory in Kamunting Raya, Taiping, in the fourth quarter of last year.

The new factory adds 10 production lines for nitrile powder-free medical exam gloves, thus bringing the group's total number of production lines for nitrile gloves to 30.

According to Thai, the group's new expansion will boost installed production capacity by 16.5% to 26.2 billion pieces of gloves this year versus 22.5 billion in 2007.

“The additional capacity would produce gloves for the emerging markets, food services industry, home healthcare industry and hospitals,” he told StarBiz.

Thai sees a positive outlook for Supermax as the group would be consolidating Seal Polymer's full-year financial results into its books for the first time this year.

“Seal Polymer's financial contribution would also be enhanced upon full commissioning of the 10 new production lines of nitrile powder-free medical exam gloves to be completed next month,” he said.

With the consolidation and as a result of organic growth, Supermax's revenue is expected to jump to over RM900mil for the year ending Dec 31, 2008, from RM582mil last year.

On the international front, Thai expects Supermax's new 85,000 sq ft warehouse in Brazil to be completed in July, thus enabling the group to start packaging and distributing surgical gloves for the medical industry in Brazil and its neighbouring countries.

OSK Research said going forward, Supermax would be able to take on larger multinational company contracts due to its bigger size, higher production capacity and greater economies of scale in production and marketing, thus resulting in cost savings.

“We maintain our earnings forecasts at RM79mil for FY08 and RM93.9mil for FY09,” it said.

Thai views the current volatility in latex prices and the strengthening ringgit as challenges for the group and the glove industry.

“The glove industry is able to pass down the cost increase or decrease to customers. However, hedging of commodity prices and foreign exchange would be our key areas of focus to mitigate any margin squeeze,” he said.

Thai does not expect the US subprime crisis to affect Supermax as he views the medical glove industry as a recession-proof industry.

Oil and gas spin-offs for YNH township

PETALING JAYA: The US$5bil oil and gas (O&G) complex to be built in Manjung, Perak, by Qatar's Gulf Petroleum Ltd will create a new level of demand for housing in the area.

The company said recently it had received approval from the International Trade and Industry Ministry for its project, and that the Perak government had offered it a 405ha site in Manjung.

The economic spin-offs from this project will be felt by a wide range of businesses in Manjung, including Bandar Sri Manjung being developed by YNH Property Bhd.

“When Tenaga (Nasional Bhd) started building its Janamanjung power station in the late 1990s, there were about 2,000 construction workers in the area for several years.

“At the peak, there were about 5,000 workers,” YNH head of corporate finance Daniel Chan said.

The power station is located on an island near Lumut Port.

When a big project was being built, a lot of construction workers would come here to work, and they would be renting houses, Chan told StarBiz in a telephone interview from his office in Sri Manjung.

Chan said he had heard that Gulf Petroleum had started to hire construction workers to get earthworks moving.

When the project is completed several years later, the permanent employees at the complex would also require housing.

Bandar Sri Manjung will occupy a total of 809ha, of which about 365ha are yet to be developed. Demand for houses in the township was consistent, so about 20ha were developed every year, Chan said.

There is stable demand for housing from the naval base at Lumut Port.

In recent years, the flurry of activities at Kencana Petroleum Bhd's fabrication yard in Lumut had also brought numerous workers, including expatriates, Chan added.

Hence, contrary to concerns about a slowdown in the property sector, YNH is experiencing an increase in volume sales and prices at Bandar Sri Manjung.

Sales volume and house prices have increased by 10% to 20% in the first quarter. A single-storey house there cost RM120,000 this year compared with about RM105,000 last year, Chan said.

YNH shares are actively traded, with about three million shares changing hands daily.

At the price of RM2.33 a share, the stock sees a turnover of about RM35mil a week, indicative of buying by institutions.

Oil and gas spin-offs for YNH township

PETALING JAYA: The US$5bil oil and gas (O&G) complex to be built in Manjung, Perak, by Qatar's Gulf Petroleum Ltd will create a new level of demand for housing in the area.

The company said recently it had received approval from the International Trade and Industry Ministry for its project, and that the Perak government had offered it a 405ha site in Manjung.

The economic spin-offs from this project will be felt by a wide range of businesses in Manjung, including Bandar Sri Manjung being developed by YNH Property Bhd.

Ipoh cabbies defy ministry order, impose RM1 surcharge


IPOH: In an act of defiance, the city’s 1,200 taxi drivers will impose a RM1 surcharge on top of the RM4 minimum fare here.

Ipoh City Taxi Operators Association secretary Leong Yew said that cabbies from 15 associations had unanimously agreed to the surcharge from yesterday.

“We have no choice but to impose the surcharge as the petrol price has increase by 40%,” he told a press conference at the association's premises here.

The association's members, he added, had also agreed that they would charge an additional 20% for trips exceeding 10km.

Leong said besides the increase in fuel prices, taxi drivers also had to put up with the spiralling cost of batteries, tyres and spare parts.

Their decision flew in the face of a warning from Entrepreneur and Cooperative Development Minister Datuk Noh Omar who said recalcitrant taxi drivers would have their permits revoked if they raised fares.

Asked whether taxi operators were worried about a clampdown by the authorities, Leong said they were doing this to stay afloat.

“If the authorities come after us, we will stay off the road,” he said, but stopped short of saying that they would go on strike.

Leong said members would reduce the surcharge once they were given fleet cards.

“At present, only taxis which run on diesel are given fleet cards while taxis running on petrol still have to pay the same (market) price,” he said, adding that only 20% of Ipoh taxis used diesel.

Gopeng MP Dr Lee Boon Chye, who was also present, said he would help the drivers write to Noh on the matter.

“I also hope that the relevant authorities will speed up the issuance of fleet cards to taxis using petrol,” he said.

CRSC to unveil The Parc

In another joint venture, CRSC is partnering with Aman Resorts International to develop the six-star Belum Island Resort in Perak. Phase One of the 5,000 acre project will cost RM50mil.

The first phase of the development will kick off in the first quarter next year. The entire project will be completed in 20 years over four phases.

Phase One comprises 20 to 30 floating bungalow units on Tasik Temenggor. The proposed room rate for each bungalow will be at US$1,000 a night.

Meanwhile, CRSC plantation unit, Citarasa Murni Sdn Bhd has embarked on the Lancang Agriculture Project to cultivate organic fruits and vegetables.

Khazanah Holdings Bhd's subsidiary Malaysian Agrifood Corp Bhd will market the produce on a contractual basis for both the local and export markets.

“We also see potential in agro-tourism and hope to open our farms to the tourists,

“This venture will contribute about 20% to the group’s revenue in the next 10 years,” he said.

CRSC posted RM50mil in revenue for the financial year ended Dec 31, 2007.

Perak To Cut Red Tape To Speed Up Investment Project Approvals

LUMUT, June 28 (Bernama) -- The Perak government is to reduce bureaucratic red tape to expedite approval for investment projects, Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin said today.

Immediate approvals would enable the investors to launch their projects quickly and the state government would be able to garner revenue fast, he told reporters after performing the ground-breaking for the fabrication plant of UMW Fabritech Sdn Bhd at Lumut Port here.

Mohammad Nizar said the state government had approved the application to set up the plant in less than 24 hours and all other processes at the Manjung District and Land Office and other agencies were completed in three weeks.

He said the RM100-million project was the first approved in the period of the first 100 days of the Pakatan Rakyat state government.

UMW Holdings Berhad Group Chairman Tan Sri Asmat Kamaludin and UMW Group Managing Director and Chief Executive Officer Datuk Dr Abdul Halim Harun were present at the event.

The UMW Fabritech fabrication plant, which will bring out oil platforms and components, is expected to begin the first phase of its operations at the end of the year.

The whole plant is expected to be ready in four years and would provide 800 skilled and semi-skilled jobs when fully operational.

IPOH, July 12 (Bernama) -- The Perak state government plans to set up a world class city in conjunction with the vehicle brand `Volkswagen' (VW) as a tourism product which is popular worldwide, said Perak Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin.

He said the first VW City in the world would offer a variety of services and products linked to the German-made vehicle.

"In view of the increasing number of enthusiasts collecting the VW vehicles throughout the world, it is not impossible that this tourist city would be equipped with services to supply spare parts and an exhibition gallery for the VW brand," he said when launching the Ipoh Volkswagen Carnival at Dataran Ipoh, here Saturday.

Asked whether the state government had a suitable location for this purpose and when the VW City could be set up, Mohammad Nizar said the matter must be discussed with the State Tourism Committee and the relevant parties beforehand.

MKN Group Sdn Bhd aims to put its mixed development project on Pulau Banding, Perak, on the map as an exclusive world-class luxury project.

The 10-year project, which has yet to be named as the proposed master plan, is pending local authority approval, would have a gross development value of at least RM600 million, said Tan Sri Mustapha Kamal Abu Bakar, who controls MKN.

The project, which will be gated, would have 45 homes with each unit sprawled over 1.6 to 2.4 hectares.

According to Mustapha Kamal, the houses will be worth US$3 million to US$5 million (RM9.75 million to RM16.25 million) each and MKN will target mainly foreign buyers.

The project will also have two five-star boutique resorts operating under international brands, 35.2ha for eco-tourism activities and a rest and recreation centre.

"MKN will minimise the felling and cutting of trees through professional planning during the development process. FRIM has done its audit on the island and we will adhere to all guidelines in environmental conservation and sustainability," Mustapha Kamal told Business Times during a site visit to the island recently.

He said the development was expensive because the properties will all be sited and positioned according to the natural ground terrain and alignment. This means the environment, consisting of endemic tree, exotic and endangered species, will not be destroyed.

Pulau Banding, covering an area of 250.4ha, is located 330km north of Kuala Lumpur and is situated on Temengor Lake. It is at the heart of the 130 million-year-old Belum-Temengor rainforest complex.

The rainforest complex comprises the Royal Belum State Park, the Gerik Forest Reserve and the Temengor forest reserve.

MKN's parent, the Emkay Group, had bought some 117.6ha from Fima Group for RM15.8 million in August last year, including the 27-room Banding Island Resort.

More than 120ha was awarded to Emkay by the Perak state government to transform the island into an eco-tourism destination.

Meru Raya Set To Become Creative Multimedia Hub

IPOH, July 24 (Bernama) -- Perak plans to develop Meru Raya into a creative multimedia hub for the northern region, said Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin.

He said K-Perak INC Corporation, the Perak State Economic Development Corporation (PKNP) and Dubai-based animation company Spacetoon International were behind the initiative.

"The first phase of the Spacetoon Media Hub project will involve an animation film production centre costing RM5 million.

"When operational in Nov, the centre will produce 156 episodes of 2-D animation films for the Arab and European markets, employing 120 to 200 animators," he said at the convocation of SPIKE@KPerak and KPerak Infomediaries, an IT training and apprenticeship programme by Malaysian e-business company SKALI here Thursday.

A 3-D animation production centre was also being planned by KPerak INC Corporation with cooperation of local company In-Fusion Solutions Sdn Bhd-Go Academy.

Mohammad Nizar said the state government wanted to create ICT entrepreneurs via KPerak Infomediaries where umemployed graduates will be trained under the KPerak Bridz Community programme.

"They will visit rural areas and brief the people on the basics of ICT and use of digital equipments like computers, internet and printers to upgrade their living standard."

KPerak INC Corporation with cooperation of Universiti Teknologi Petronas at Seri Iskandar also offer a programme to train ICT graduates in professional certification aimed at upgrading their skills.

The menteri besar said KPerak INC Corporation via KPerak Academy was in discussion with BUZZnet Labs of United States to conduct the IT and Business IT Internship programme for ICT graduates.

New home for Perak Tengah cops


Come end of this year,the Perak Tengah district police will move to a new building in Bandar Seri Iskandar,40km away from Ipoh.

Currently, the district police station is located in Parit, some 15km away from the new station.

District police chief Supt Saleh-hudin Abd Rahman said construc-tion for the new building started in 1999 at a cost of RM18mil.

“It however stopped in 2001 due to financial difficulty faced by the contractor. When work com-menced again in 2006, an addi-tional RM28mil was put in, bring-ing the total cost to RM46mil,” he said on Wednesday.

Strategic location:Perak Tengah police will shift into their new district headquarters at the end of the year.

Among the facilities available at the new station are a lock-up, which will be equipped with CCTV, shooting range, kindergar-ten, football field, surau and hall.

“When we move into the new building, the current one will be downgraded to a police station headed by an Inspector,” he said, adding that the Parit district police station had been there for more than 20 years.

On the new police station, Supt Salehhudin said that it was strate-gically located at the centre of Bota, Seri Iskandar and Kampung Gajah.

Earlier, Supt Salehhudin treated members of the press to a durian and mangosteen party.

Telco tower guidelines for Perak

GUIDELINES for telecommunication towers in Perak will be drawn up by early next year.

Perak Higher Education, Science, Technology and Com-munication Committee chairman Thomas Su Keong Siong said while the government was eager to resolve the long-standing issue of telecommunication towers being erected in residential areas, it could not bow to calls to tear them down.

“We cannot just ban all telecommunication towers in the state because this will affect development and cellular coverage,” he told reporters after opening the seminar ‘Radio Frequency Radiation and Its Impact on Humans’ in Ipoh yesterday.

“But if we just close one eye, then people will complain even louder.

The guidelines promise to create a win-win situation for all concerned, he added.

Among the issues the guidelines would address is a proper channel to follow up on complaints.

Su said to date, the state had received over 10 complaints from residents on health risks.

Malaysian Communications and Multimedia Commission (MCMC) infrastructure development division senior director Mohd Ali Hanafiah said basic guidelines had been set by the Housing and Local Government Ministry and it was up to state governments to fine-tune them.

On concerns that radiation from the towers could pose health risks to those living near them, Mohd Ali said that the MCMC was following through with the World Health Organisation (WHO) on a study that was being carried out on health risks which was due to be completed in the next few years.

Most of the projects are in the Manjung area, which Ngeh described as the fastest growing district in six years.

However, he expressed hope for more development in other parts of Perak such as Lenggong and Gerik.

Ngeh, who is Beruas MP and Sitiawan assemblyman, said the fast-rack approvals were to spur economic activity in the state.

He added that the projects were approved on condition that they would not pollute the environment or cause landslides.

“This is our overriding policy, and so we will not allow jungle areas and water catchment areas to be cleared,” he told reporters after launching the Jelapang Business Centre here yesterday.

In the wake of the Bukit Antarabangsa landslide that killed four people and destroyed 14 bungalows, Ngeh said the state would only allow hillside development if consultant technicians deemed the slope safe.

Earlier, Ngeh said he believed that Perak would be prosperous enough for people to find high-paying jobs as easily as in Kuala Lumpur.

“If we are allowed to rule the state for two terms, I am confident that we can achieve the target of providing jobs that pay RM5,000 a month,” he said.

However, Ngeh conceded that the state needed the Federal Government’s help if Perak were to achieve the status of a developed state.

On another matter, Ngeh questioned the Federal Government’s decision to bar the state from exporting river sand to countries such as Singapore, China and Japan.

He said allowing such exports would help prevent flooding because of silted rivers as well as earn royalties for the state from sand-extraction activities.

Setiausaha Kerajaan Negeri Perak, Datuk Dr. Abdul Rahman Hashim berkata, pengisytiharan itu dijangka dilakukan sempena sambutan Jubli Perak Pemerintahan Sultan Perak, April ini.

"Lumut cukup terkenal dengan jolokan The home of the Royal Malaysian Navy sejak lebih kurang 20 tahun lalu. Bagi menghargai peranan dan tugas TLDM selama ini, kerajaan negeri bersetuju untuk mengisytiharkan Lumut sebagai Bandar Tentera Laut," katanya.

Beliau berkata demikian selepas majlis penyerahan kapal peronda Ex Rahmat milik TLDM kepada kerajaan negeri Perak di Pangkalan TLDM Lumut, di sini semalam.

Pada majlis berkenaan kapal Kelas Friget pelbagai guna yang digunakan lebih 32 tahun dengan TLDM secara rasminya diserahkan kepada kerajaan negeri Perak.

Kapal sepanjang 93.9 meter dan lebar 10.4 meter yang telah dilucut tauliah pada 19 Disember 2003 itu bakal dijadikan monumen sejarah dan rekreasi oleh syarikat swasta, Plus Asiajaya (Lumut) Sdn. Bhd.

IPOH 7 Mei - Kerajaan negeri perlu mengambil langkah proaktif dalam menangani krisis ekonomi semasa dan pada masa sama menyediakan perancangan yang mantap untuk mencapai matlamat Perak Maju 2015.

Pemangku Raja Perak, Raja Dr. Nazrin Shah bertitah, langkah itu wajar diberi perhatian berikutan suasana iklim global tidak menentu yang kini mencetuskan cabaran baru seperti serangan influenza A (H1N1).

Baginda bimbang jika keadaan itu tidak ditangani dengan baik, kemungkinan ia akan menjejaskan sektor-sektor penting di negeri ini.

Sehubungan itu kerajaan negeri, titah baginda, perlu berani meneroka idea baru dan terbuka kepada inovasi seperti penubuhkan Majlis Ekonomi Negeri Perak yang dilihat sebagai sesuatu tindakan wajar.

Selain itu, masyarakat di kawasan perumahan perlu dilengkapi dengan kemudahan-kemudahan yang dapat menyuburkan kegiatan komuniti seperti dewan orang ramai serta kemudahan tempat beribadat bagi umat Islam serta penganut agama lain.

Beliau mengingatkan bahawa agama Islam terletak di bawah bidang kuasa negeri dan setiap perkara menyentuh agama Islam perlu dirujuk untuk perkenan Sultan Perak.

Raja Nazrin turut menyentuh tentang pembangunan industri, pelancongan, pemuliharaan alam sekitar, penternakan dan perikanan serta pertanian dan industri asas tani.

IPOH - Sebuah syarikat multinasional dari China telah menunjukkan minat untuk membina sebuah kilang pembuatan makanan tambahan spirulina yang dianggarkan bernilai RM300 juta di Perak dalam tempoh dua tahun akan datang.

Exco Kanan Perak, Datuk Hamidah Osman berkata, sekiranya rancangan itu menjadi kenyataan, negeri ini bakal menjadi antara pengeluar spirulina terbesar dunia. Bagaimanapun beliau tidak memberi butiran lanjut mengenai syarikat berkenaan.

Menurutnya, buat masa ini kajian awal sedang diperincikan oleh syarikat tersebut dan Perak dipilih kerana ia memiliki banyak gunung- ganang yang akan memudahkannya membangunkan kilang yang akan menggunakan teknologi penyulingan air gunung.

"Kerajaan negeri amat mengalu-alukan cadangan tersebut dan kami sentiasa memberi perhatian dan sokongan kepada industri bioteknologi yang akan dimajukan di negeri ini,'' katanya.

Exco Kanan Perak, Datuk Hamidah Osman berkata, sekiranya rancangan itu menjadi kenyataan, negeri ini bakal menjadi antara pengeluar spirulina terbesar dunia. Bagaimanapun beliau tidak memberi butiran lanjut mengenai syarikat berkenaan.

Menurutnya, buat masa ini kajian awal sedang diperincikan oleh syarikat tersebut dan Perak dipilih kerana ia memiliki banyak gunung- ganang yang akan memudahkannya membangunkan kilang yang akan menggunakan teknologi penyulingan air gunung.

"Kerajaan negeri amat mengalu-alukan cadangan tersebut dan kami sentiasa memberi perhatian dan sokongan kepada industri bioteknologi yang akan dimajukan di negeri ini,'' katanya.

PERAK is in discussion with a spirulina factory from China to set up its operation in the state.

Perak senior executive councillor Datuk Hamidah Osman said the company had identified several areas to set up its RM300mil factory.

“The company is looking to cultivate algae for the spirulina using fresh water,” she said, adding that the operation was said to be the biggest in the world.

Speaking to reporters after ope-ning a seminar entitled ‘Green Approach for Wastewater Treatment Bio Remediation and Energy Generation’ on Monday, Hamidah said the company wanted to set up its operations at a non-polluted area, which was near mountain water sources.

Perak, added Hamidah, had shortlisted three possible sites for the factory, adding that one of the sites was at Sungai Kampar near Gopeng.

Hamidah noted that as the production of spirulina was labour intensive, there would be plenty of job opportunities for locals.

“There will also be other downstream activities, like packaging, that can benefit the local manufacturers,” she added.

Asked when the deal could be sealed, she said: “If the land the company is interested in belongs to the state, then it is fine, we can work it out.”

She said the company had reques-ted for a 263ha piece of land.

Health tourism plans for Perak


PERAK is promoting health tourism aggressively to woo visitors who need medical treatment.

Tourism Perak Sdn Bhd general manager Norani Samat said there was potential for health tourism in the state as the hospitals in Ipoh and Taiping had specialist doctors and excellent facilities.

“Some 60% of the visitors seeking treatment in Perak hail from Medan, Sumatera,” she said.

Speaking when launching the Tower Regency Hotel & Apartment privilege membership card in Ipoh on July 24, Norani said apart from health tourism, Tourism Perak would also promote Taiping, Kuala Kangsar, Manjung and the Royal Belum Rainforest.

“Perak holds great potential due to its wealth of historical, cultural and natural assets,” she added.

Norani said the state was also looking into ways to inject positive changes in the tourism industry by installing proper road signages, upgrading road infrastructure and upgrading security.

“Perak is also doing its level best to help the hospitality industry through continuous promotion and advertising locally as well as overseas,” she added.

KUALA LUMPUR, Aug 5 (Bernama) -- The Perak State Executive Council (Exco) which met here Wednesday has decided to give automatic ownership to squatters of state land for ten years.

Menteri Besar Datuk Seri Zambry Abdul Kadir said with the decision effective immediately, the Perakians would only only need to pay quit rent.

"The decision was made as there are people who had stayed in one area for 80 years but the land still has TOL status," he told reporters after the State Exco meeting here today.

Zambry said the state government would improve the land management system to make the people feel comfortable when dealing with the land office.

"We will introduce Key Performance Indicators (KPI) on land offices in Perak," he said.

The menteri besar said his main agenda at land committee and district committee meetings was to achieve zero squatters.

The state government had identified several squatter areas which had become kampungs for the purpose. -- BERNAMA

Perak bangunkan 'Bandar Kasut Ipoh'

IPOH - Kerajaan Negeri Perak mahu mengukuhkan lagi industri pembuatan kasut tempatan yang sudah bertapak di sekitar Lembah Kinta sejak lebih 100 tahun lalu dengan mewujudkan 'Bandar Kasut Ipoh' di kawasan Bukit Merah dan Menglembu di sini.

Menteri Besar, Datuk Seri Dr. Zambry Abd. Kadir berkata, bagi merealisasikan cadangan itu, kerajaan negeri akan bekerjasama dengan Pertubuhan Industri Kasut Perak di samping menaik taraf kawasan pembuatan kasut berkenaan.

"Kami juga bercadang untuk mewujudkan pusat pameran dan jualan kasut buatan negeri Perak yang mana lokasi pusat tersebut akan ditentukan tidak lama lagi,'' katanya.

Beliau berkata demikian selepas melancarkan Pertandingan Reka Kasut Malaysia (MFDC) 2010 anjuran Pertubuhan Industri Kasut Perak di sini semalam.

baru2 ini selepas tesco umumkan nak bina 1 lagi cawangan di seri iskandar, beberapa hari lepas itu seorang exco umumkan nak sekat kemasukan hypermarket besar di negeri ini:ohno:. Dahlah negeri ni kurang pusat membeli belah :bash:, sekarang nk sekat hypermarket pula. lepas ni nak wat ap pula??:nuts: Kalau di kedah bandar2 kecil seperti Jitra pun ada shoping mall. kalau di Perak yg ada hanya di ipoh dan taiping (itupun dibina lepas ad tesco, sblm ni x ada siapa pun yg berminat), sedangkan jumlah rakyat perak 2 juta lebih berbanding kedah yg hanya 1 juta lebih.

IPOH 19 Ogos - Kerajaan negeri Perak akan mewujudkan Pusat Teknologi Malaysia-Korea (MKTC) bagi menempatkan para pelabur dari Korea yang mahu melabur di negeri ini.

Menteri Besar Perak, Datuk Seri Dr. Zambry Abd. Kadir berkata, penubuhan MKTC itu bakal melibatkan pelaburan bernilai lebih RM3 billion daripada pelabur Korea dalam tempoh tiga tahun akan datang.

Katanya, kemasukan pelabur dari negara berkenaan juga akan memberi manfaat besar kepada rakyat Perak dengan menyediakan lebih 10,000 peluang pekerjaan.

''Dua lokasi telah dikenal pasti iaitu kawasan seluas 28.329 hektar di Pengkalan bagi menempatkan kilang-kilang manakala pusat penyelidikan dan pembangunan (R&D) di kawasan seluas 20.235 hektar di Meru High Tech.

''Mereka akan memulakan pembinaan MKTC dalam tempoh enam bulan," katanya selepas menyaksikan majlis menandatangani memorandum persefahaman (MoU) antara Perak Multimedia Dotcom Sdn. Bhd. (Multimedia Dotcom), Virtual Bridge Sdn. Bhd. (Virtual Bridge) dan syarikat berteknologi tinggi dari Korea, Gentro Tech Co. Ltd. of Korea (Gentro Tech).

Multimedia Dotcom diwakili Pengarah Urusannya, Azman Jusoh manakala Virtual Bridge diwakili Pengerusi Eksekutifnya, Nur Mohd. Ezan Taib dan Gentro Tech diwakili Presidennya, Park Young Jun.

Menurut Zambry, kerajaan negeri serius dalam mengadakan kerjasama dengan pelabur dari Korea dan menjangkakan banyak lagi syarikat pelabur dari negara tersebut akan datang ke negeri ini dalam masa terdekat.

''Bagi menunjukkan seriusnya kerjasama kami, Presiden Industri Kecil dan Sederhana (IKS) Korea pun turut sertai hari ini untuk meninjau peluang-peluang dalam IKS yang ada di negeri Perak," katanya.

Sementara itu, Penasihat Eksekutif Perak Multimedia Dotcom, Mohammad Affendi Abd. Rahman berkata, kerjasama ke arah penubuhan kilang Gentro Tech adalah langkah awal untuk memastikan Perak mendapat limpahan daripada keseluruhan projek Broadband Rollout oleh Telekom Malaysia.

Katanya, kilang Gentro Tech akan mengeluarkan Corrugated Optical Cable Ducting (Cod) untuk pasaran Asia Tenggara dan Timur Tengah.

''Projek Cod ini juga adalah projek perintis ke arah penubuhan sebanyak 101 buah lagi syarikat dari Korea yang berasaskan teknologi tinggi.

''Syarikat-syarikat ini akan menumpukan dalam bidang R&D dan akan membina kemudahan pengeluaran produk secara kerjasama di Perak," katanya.

Mohd. Ezan pula menjangkakan, projek usaha sama tersebut bakal menjana pendapatan melebihi RM3.5 bilion setahun apabila semua 101 syarikat dari Korea datang melabur di negeri ini.

''Jika kita lihat ada 101 syarikat berteknologi tinggi dari Korea akan dibina di negeri ini, jika sebuah syarikat mencatatkan perolehan RM35 juta setahun, ini bermakna MKTC mampu menjana pendapatan melebihi RM3.5 bilion.

''Dengan pendapatan sebanyak ini, tentunya ia bakal memberikan manfaat besar kepada rakyat Perak," katanya.

Perak in need of foreign workers

THE manufacturing industry in Perak is in dire need of foreign workers as more investors are pouring into the state, Federation of Malaysian Manufacturers Perak branch chairman Gan Tack Kong said.

Gan said this was because local workers were not interested in factory jobs.

“If the factories do not have enough workers, they will be forced to shut down,” he told reporters during a press conference in Ipoh after a visit by adviser to the Perak Mentri Besar on Indian affairs, Datuk S. Veerasingam on Thursday.

“We understand that the government is trying to reduce the number of foreign workers.

“It has already succeeded in cutting down the number of foreign workers from 2.1 million to 1.8 million in the country,” said Gan, who is also Perak Entrepreneur and Skills Development Centre (PESDC) chairman.

He added that the foreign workers were important in helping Perak to be a developed state like Penang and Selangor.

During his visit, Veerasingam said Form Five students upon leaving school should take up vocational training courses at the PESDC so they could get more attractive pay when they graduate.

He added that students would be well equipped with skills and knowledge on ope-rating machines and maintenance at factories.

Veerasingam noted that students taking up courses at the centre would also be getting an allowance.

Perak to tap into agro sector

THE Perak Government is gearing towards exploring its agricultural sector in the hopes of generating more downstream industries that can bring lucrative trade opportunities for the state.

State Health, Local Government, Consumer Affairs, Environment, Public Transport and Non-Islamic Affairs Committee chairman Datuk Dr Mah Hang Soon said this would help Perak ride the economic wave during difficult times.

“We are looking towards adding value to our existing industries by way of diversifying and tapping into our existing potential.

“The agricultural sector, for one, can help create many downstream industries that can be developed and turned into business ventures and bring in revenue for the state,” he told newsmen at the opening of the Glamour Square commercial centre in Bercham on Monday.

Dr Mah said one such downstream activity from agriculture that the state hoped to develop was the manufacturing of traditional medicine.

“Traditional medicine, whether it’s Chinese, Malay or Indian medicine, is in great demand now and many of those sold in the market are actually products of agricultural produces,” he said.

“Perak has great potential because we still have plenty of unexplored land that can be converted for agricultural uses. Our produces can then be processed and the end products can be exported globally,” he said.

Dr Mah added that he would be chairing a meeting with several government agencies to discuss the various channels to improve the state’s agricultural sector.

He added that he would also be exploring opportunities to attract foreign agricultural experts from countries like Japan and Taiwan into Perak.

“Through technology transfer, we can further improve our agricultural processes,” he said.

Land Still Belongs To The State Government: Witness

IPOH, Sept 29 (Bernama) -- A 36-hectare site for the proposed development of the Seri Iskandar new township still belongs to the Perak state government and the Perak Tengah District Council (MDPT) has no jurisdiction to make any decision on the land, the Sessions Court here was told Tuesday.

MDPT technician, Mohd Sahar Arif,48, said the land had, however, been unofficial earmarked for the council.

"Officially, the land does not belong to MDPT, but has been earmarked (for the council)," he added.

He was testifying in a corruption trial involving two former state executive councillors and three others concerning the RM180 million project.

Mohd Sahar, the head of the MDPT technical unit from 1981 to 2002, said that to his knowledge, there was a proposal made in 2007 for the proposed development of the site be carried out on joint venture with companies.

He said the project was proposed by MDPT members sometime in 1991.

He agreed with counsel Surjan Singh that former Bota assemblyman Usaili Alias, 57, and for MDPT member Zul Hassan, 46, the third and fourth accused respectively, had no authority to approve the project.

Mohd Sahar said he was not sure if Usaili and Zul, as new MDPT councillors, had made a proposal on the project in July 2008.

Cross-examined by deputy public prosecutor Mohamad Jazamuddin Ahmad Nawawi, Mohd Sahar said he agreed that the project could not be implemented on the state government land.

On Aug 25 this year, the then state executive councillors, Capt (Rtd) Mohd Osman Mohd Jailu, 58, and Jamaluddin Md Radzi, 53, as well as Usaili and Zul were charged with committing corruption in connection with the project at venues including the State Secretary's office; Kluang Station Cafe in Medan Istana here, Ipoh City Hall; Aquarias Restaurant & Bar at Summit Hotel, Bukit Mertajam, between Aug 14 and 19 last year.

Zul is also alleged to have accepted a bribe in the form of a woman for sex at the Sri Sayang Apartment in Penang at 8.10pm on Aug 14, 2008.

A businessman Fairul Azrim Ismail, 30, is also alleged to have received a similar bribe at the same apartment on the same day.

Judge Azhaniz Teh Azman Teh set Dec 2,3 dan 4 to continue hearing the case.

Mohamad Jazamuddin and deputy public prosecutor Nafhatun Mohd Pozi prosecuted while counsel Mohd Roni Abdul Rahman represented Jamaluddin and Mohd osman, Usaili by lawyer Surjan Singh, Zul by lawyer S. Muthu and Fairul Azim by lawyer Mohd. Asri Osman.

Perak Govt urged to spend more to revive economy

THE Perak Government has been urged to table a deficit budget for next year in the coming state assembly meeting.

Adviser to the Perak Mentri Besar on Chinese affairs, Datuk Chang Ko Youn, said an increase in government spending would result in a circulation of funds to revive the economy.

“If the government leads in spending, the private sector would also follow and this would help our economy to improve,” he said at a press conference in Ipoh yesterday.

Chang said the world economic recession was not expected to improve until next year and the nation was expecting negative growth this year.

“Going by the experience of the 1930s Great Depression, cutting down on expenses will result in massive unemployment.

“I am confident that Pakatan Rakyat assemblymen will attend the meeting. If not, they will be disqualified as assemblymen and those elected for the first time will lose their pension,” he added.

On the Bagan Pinang by-election, he said PAS should not have any doubts in the casting of postal votes.

“They never objected about postal votes during the 2008 general election. The results in Perak then showed that PAS received more postal votes than Barisan.

“They are calling for a change in the manner postal votes are cast because they feel that most of them would go to the Barisan which could assure peace and development in the country,” he said.

Chang, who is also Gerakan deputy president, said the security forces in the country had always been given the freedom to vote for whoever they liked.

PERAK will set up a day care centre near the state secretariat in Ipoh to lighten the burden of working mothers who are serving in the civil service, including staffers of statutory bodies.

This will encourage a better working environment for them besides spurring them on to efficiently serve the people, Mentri Besar Datuk Seri Dr Zambry Abdul Kadir, said.

‘‘This move will lighten the burden of working mothers who can send their children to the nursery which is located nearby before they begin their duties at the secretariat,’’ Dr Zambry said.

He also urged employees of statutory bodies in the state to correct their shortcomings as the state administration was committed in providing excellent services.

Dr Zambry said statutory bodies must work as a team in bringing development to the state.

“In facing problems in the administration and politics, it is appropriate that in the month of Syawal, statutory bodies learn to forgive and to ask for forgiveness when carrying out their duties,” he said at a dinner for the staff of statutory bodies and their family members who are based in Ipoh on Wednesday.

The state government had come out with a motto called ‘Perak Aman Jaya’ which is aimed at motivating the civil service to meet the aspirations of the state and her people, he said.

‘‘Ramadan is the month for us to cleanse ourselves and I believe that Syawal is the best month for us to strengthen ties and treat everyone as equal, irrespective of positions, race or religion,’’ he said.

Dr Zambry said he wanted everyone to be happy in working as a team.

Later, he also gave out duit raya to the children of civil servants attending the dinner.

IPOH 30 Okt. – Menyedari kesejahteraan dan kualiti hidup rakyat wajar diberi keutamaan, kerajaan negeri Perak meletakkan sasaran pembasmian kemiskinan sebagai antara agenda utama dalam Pelan Perak Maju 2015.

Menteri Besar, Datuk Seri Dr. Zambry Abd. Kadir berkata, kerajaan negeri menyasarkan untuk mencapai miskin tegar sebelum berakhir tahun 2010.

Sehingga pertengahan bulan ini, berdasarkan laporan e-Kasih, terdapat seramai 2,450 ketua isi rumah yang miskin tegar dan 3,596 ketua isi rumah meliputi golongan miskin di seluruh Perak.

Unjuran yang dibuat oleh Pejabat Pembangunan Negeri menunjukkan, menjelang akhir tahun 2010, seramai 1,149 ketua isi rumah di kalangan miskin tegar mampu dikeluarkan dari cengkaman kemiskinan menerusi beberapa program yang dianjurkan oleh pelbagai agensi berkaitan.

Dalam masa sama, sebanyak RM20.34 juta telah disalurkan kepada Felcra untuk pelaksanaan program bantuan rumah (PBR) membabitkan fasa 1 sebanyak RM12.34 juta dan fasa 11 berjumlah RM8 juta.

Pelaksanaan PBR ini melibatkan pembinaan 574 unit rumah baru dan 241 unit rumah untuk dibaik pulih.

Sehingga kini, sebanyak 357 unit rumah baru telah dibina manakala 102 unit lagi selesai dibaik pulih sementara bakinya dijangka siap akhir tahun ini.

Sementara itu, Pejabat Pembangunan Negeri telah menerima peruntukan sebanyak RM8.1 bagi PBR tahun ini melibatkan pembinaan 118 unit rumah baru dan 107 unit rumah untuk dibaik pulih. Program ini kini giat dijalankan.

Bagi Program Pembangunan Masyarakat Setempat (PPMS), kata Zambry, kerajaan negeri menerima peruntukan sebanyak RM2 juta.

Ia melibatkan pengagihan di PPMS Tanah Hitam, daerah Hulu Perak (RM250,000), PPMS Kampung Banir, Batang Padang (RM882,000) dan PPMS Kampung Sindhu, Kinta (RM883,000). Kesemua projek dijangka siap hujung tahun ini.

Beliau berkata, usaha untuk mendapatkan persetujuan kerajaan Pusat supaya meningkatkan lagi peruntukan bagi PBR dan PPMS pada tahun 2010 akan diteruskan agar lebih ramai golongan miskin tegar dapat turut sama menikmati kemudahan yang disediakan.

Selain bantuan Pusat, kata Zambry, kerajaan negeri menyediakan peruntukan sebanyak RM2 juta tahun depan bagi membaik pulih rumah di bawah program PBR.

Sementara itu, peruntukan sebanyak RM4 juta disediakan bagi program membasmi kemiskinan mengikut pendekatan dan modul yang khusus.

Menerusi modul ini, golongan sasar diberikan bimbingan serta tunjuk ajar di samping kemudahan mikro kredit untuk membiayai projek-projek terpilih supaya mereka melepaskan diri daripada cengkaman kemiskinan dan mampu berdikari serta terhindar dari menjadi miskin semula.

Sukan lasak antarabangsa Disember ini

IPOH 5 Nov. - Perak akan menganjurkan sukan lasak antarabangsa dengan kerjasama Perak Aman Jaya International Eco-Adventure bermula di Hutan Belum, Gerik dan tamat di Pulau Pangkor pada 2 hingga 6 Disember ini.

Pengerusi Jawatankuasa Kesenian, Kebudayaan, Belia dan Sukan, Zainol Fadzi Paharudin berkata, ia akan disertai 20 pasukan jemputan dari luar negara termasuk tiga dari Malaysia.

Menurut beliau, antara aktiviti sukan lasak itu ialah berkayak, berenang, berkayuh, memanjat dan sebagainya.

"Negeri ini dipilih oleh saluran sukan ESPN StarWorld setelah para pegawainya melihat keunikan Hutan Belum yang mempunyai produk nilai semula jadi menarik," katanya pada sidang akhbar di sini semalam.

Beliau berkata demikian selepas majlis penyerahan peralatan sukan bernilai RM148,000 kepada 24 bahagian Pemuda UMNO negeri. berkata, kos bagi penganjuran sukan tersebut dianggarkan berjumlah RM60 juta.

"Kita dan ESPN sedang mencari penaja bagi membiayai sukan berprestij itu," katanya.

Menurut beliau, program sukan lasak tersebut akan disiarkan selama dua bulan di saluran sukan ESPN untuk ditonton oleh 1.5 bilion penonton di seluruh dunia.

Katanya, satu memorandum persefahaman (MoU) akan ditandatangani antara kerajaan negeri dengan ESPN pada 11 November ini.

Project to help keep rivers clean

IPOH: A river watch community will be set up in all 15 districts in Perak to help clean up rivers that are highly polluted.

The Perak Environment Association, a non-governmental organisation that has embarked on the project, will get individuals to monitor and report on the situation.

Its president Abd Rahman Said Alli said a pioneer project would be held on Saturday at a stream at Teluk Batik in Lumut, 90km from here, to identify volunteers.

“The purpose of the community is to monitor the river and report its cleanliness to us.”

“We will then provide information and feedback to the state government,” he told reporters here yesterday, adding that the association hoped to get five volunteers for each district.

The project, said Abd Rahman, would train volunteers to test river water and also care for its general cleanliness.

The stream, which is adjoining the Teluk Muroh Forest Reserve, was chosen for the project as it is a tourist spot.

“It is being polluted by the discharge from stalls that were built without a proper drainage system,” said Abd Rahman, adding that droppings from horses used for rides had made matters worse.

Noting that the annual Love Our River campaign is not yielding any positive results, Abd Rahman warned that it might be too late, if efforts are not made to clean up the rivers now.

“Water will be the white gold of the future,” he said.

The project, to be launched by Perak Mentri Besar Datuk Seri Dr Zambry Abdul Kadir, is from 7.15am to 3pm.

Perak, ESPN Star Sports To Co-organise International Eco Adventure 2009

IPOH, Nov 11 (Bernama) -- The Perak government, through its think-tank agency, Institut Darul Ridzuan (IDR) in collaboration with ZI Production Sdn Bhd and ESPN Star Sports will organise Perak Amanjaya International Eco Adventure 2009 next month.

Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said the state government would provide all the logistics for the event, scheduled for Dec 2 to 6.

"We welcome everybody to Perak. This is part of the government's efforts to promote the state to the world as well as to the ESPN Star Sports viewers worldwide.

"We have also agreed to put the event in the state tourism calendar," he told reporters after witnessing the signing of the cooperation here Wednesday.

The agreement was inked by IDR executive chief Aminuddin Hashim, ZI Production director Rashdan Amir Hamzah and ESPN Star Sports Event Management Group vice-president Harvey Davis.

As the official broadcast media, ESPN Star Sports will produce a three-hour programme on all four categories of the eco adventure.

The programme will then be repeated four times with overall airtime of 75 hours in two months.

Approximately 20 two-member team would participate in the event where they must compete in five extreme sports namely cycling, canoeing, jungle trekking, cave exploring and swimming.

Each team would be given 28 hours to complete the 212km adventure, which would test their physical and mental strength, endurance, stamina and sportsmanship.

Among the locations identified for the event are Banding-Royal Belum, Taiping-Kuala Sepetang, Sungai Kampar-Gua Tempurung and Pasir Salak-Pulau Pangkor.

Perak promotes its 10 icons to tourists

SINGAPORE: Perak wants to market itself aggressively abroad by promoting attractions dubbed the "10 Icons of Perak" to boost annual tourist arrivals by 500,000 to 3.5 million next year, senior state executive councillor Datuk Hamidah Osman said here.

She said the overseas promotion would be carried out in cooperation with Tourism Malaysia and would begin with Singapore.

"We also see China as a huge potential market," Hamidah, who is Perak Tourism Committee chairman, told reporters at the Fascinating Malaysia Travel Fair 2009 at Suntec City here.

She said the 10 icons were the Royal Belum world's oldest rainforest, the Gua Tempurung largest limestone cave in Peninsular Malaysia, the Matang mangrove swamp forest, the Taiping Zoo, the Perak Herbal Park, the Orang Utan Island at Bukit Merah Laketown Resort, the Felda Residence Hotsprings in Sungai Klah, Sungkai; the royal town of Kuala Kangsar, Pangkor Island and Ipoh, which is well known for its beautiful limestone hills and diversity of food.

She also said it was hoped that more lowcost airlines would operate flights between Ipoh and Singapore. Budget airline Firefly Sdn Bhd has one flight a day between the two cities.

Hamidah said Perak offered, besides its natural attractions, low cost of living, and urged Singaporeans to visit the state.

The Fascinating Malaysia Travel Fair 2009, which began on Friday, ends today.

Perak state launches digital channel

IPOH: The Perak government has launched an indoor digital channel to relay information and current news on the state to the people called PerakTV.

Mentri Besar Datuk Seri Dr Zam bry Abd Kadir said PerakTV would be broadcast via 300 LCD screens to be installed throughout the state, including rural areas, in the first quarter of 2010.

“State agency KPerak Inc Corp oration is responsible for providing the content while private company Simfoni Maya Sdn Bhd will provide the infrastructure.

“We are identifying the locations to put up the screens,” he told reporters after its launch yesterday.

Denying that it was a propaganda tool aimed at countering allegations by the Opposition, Dr Zambry said PerakTV would allow people to find out about developments in Perak from the state itself rather than from other sources.

“It will at least give them the right picture of what the government is doing.

“Hopefully, by doing so, there can be some balanced news,” he said. “It is meant to give the rakyat a true picture on everything about Perak, be it in the form of economic, social or educational activities, and so on.

“It also presents an opportunity for the private sector, especially small and medium enterprises, which have found it hard to advertise in the mainstream media due to high costs, to do so,” he said.

He said PerakTV would be especially beneficial to rural people, allowing them to take part in the initiatives set out by the government.

Sistem pengangkutan awam lebih efisien

IPOH 19 Nov. - Perak merancang untuk meningkatkan perkhidmatan bas awam di seluruh negeri setelah mendapati sistem pengangkutan awam itu berada pada tahap tidak memuaskan sejak beberapa tahun lalu.

Menteri Besar, Datuk Seri Dr. Zambry Abd. Kadir berkata, buat masa ini, perancangan sistem pengangkutan awam yang efisien dan selesa hanya melibatkan kawasan Lembah Kinta dan tidak merangkumi seluruh negeri.

''Kajian menyeluruh mengenai sistem pengangkutan awam di seluruh negeri sedang dilakukan dan sistem tersebut dijangka dapat dilaksanakan sekitar pertengahan tahun depan.

''Setakat ini kerajaan negeri sudah menerima cadangan daripada pihak swasta tentang bagaimana caranya meningkatkan perkhidmatan pengangkutan awam di seluruh Perak," katanya pada sidang akhbar di sini semalam.

Zambry berkata, perkhidmatan bas awam di daerah-daerah seperti Manjung, Parit Buntar, Bagan Serai dan Kerian sering menjadi rungutan pengguna kerana tidak efisien.

Jelas beliau, ada pengguna terpaksa menunggu bas sehingga tiga jam semata-mata untuk ke bandar kerana syarikat bas yang mengalami kerugian bertindak mengurangkan trip perjalanan.

''Memang sistem perkhidmatan awam di kawasan luar bandar tidak mendatangkan keuntungan malah sudah banyak syarikat bas di kawasan itu yang tidak beroperasi lagi.

''Jadi kerajaan negeri mahu bekerjasama dengan sebuah syarikat swasta bagi menyediakan satu pakej perkhidmatan awam yang lebih baik untuk orang ramai," katanya.

Menurut Zambry, adalah menjadi tanggungjawab kerajaan negeri dan pihak swasta untuk membantu rakyat yang tidak mempunyai kenderaan sendiri dan bergantung kepada pengangkutan awam.

Katanya, ini termasuk menyediakan perkhidmatan bas di laluan yang tidak mungkin dimasuki oleh syarikat swasta kerana masalah kekurangan penumpang.

''Semua pihak berkuasa tempatan diarah menghantar laporan tentang keperluan bas di kawasan masing-masing bagi memastikan rakyat dapat menikmati kemudahan pengangkutan awam yang berkesan.

''Bagaimanapun, kerajaan negeri sedar masalah yang bakal dihadapi ialah untuk menyakinkan rakyat tentang kebaikan projek ini. Kita tahu akan ada pihak yang akan membuat macam-macam tuduhan tentang usaha ini," katanya.

KPerak Inc Aims To Transform Perak Into Knowledge Economy By 2015

HANOI, Nov 20 (Bernama) -- Perak state government-appointed ICT facilitator, KPerak Implementation and Coordination (INC) Corporation aims to transform the state into a knowledge economy by 2015, with Information and Communications Technology (ICT) as major contributor to economic growth.

Datuk Chang Ko Youn, Adviser to Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir, said substantial investments are needed to enable Perak to woo foreign direct investments to knowledge industries.

In this respect, he said, investments to transform the Ipoh Airport into an international hub, particularly for Southeast Asian destinations, will play a pivotal role towards achieving the goal for the state to be the preferred ICT investment destination.

"We have received RM60 million from the federal government to upgrade Ipoh Airport and another RM90 million is needed to turn the airport into an international airport ," he told BERNAMA after the official launch of Walter Rhodes BPO Solutions Sdn Bhd, a newly set up second international SSO (Shared Services and Outsourcing) hub in Hanoi.

Walter Rhodes BPO Solutions is a joint venture between Malaysia-based Walter Rhodes Sdn Bhd and KPerak Implementation and Coordination Corporation.

Chang said the Ipoh Airport was already operating flights to Singapore and Medan and there are plans for it to expand into other Southeast Asian routes.

In realising the goal to transform Perak into a knowledge economy, Chang said there was a need for the Multimedia Super Corridor (MSC) Malaysia Cybercentre in Meru Raya to find its niche market that complements MSC status centres in Cyberjaya.

On other infrastructures, he said, Ipoh already has excellent facilities such as roads with good connections to major highways and broadband connectivity on par with Kuala Lumpur City.

With these facilities in place, Perak has the attributes to be a global outsourcing centre or SSO hub.

Chang said through a collaboration between KPerak Implementation and Coordination Corporation and Walter Rhodes, a global SSO hub was established in Perak Techno Trade Centre known as the Walter Rhodes Global SSO Centre.

The Walter Rhodes Global SSO Centre serves as a regional outsourcing hub for technology companies to run outsourcing operations for their respective products and services such as payroll and human resource outsourcing, security monitoring and audit, IT support services, web hosting and e-learning.

Chang said the Perak Government is also enthusiastic about working together with other foreign governments to develop SSO industry through strategic overseas marketing missions with Walter Rhodes.

Through the establishment of the Walter Rhodes BPO Solutions Sdn Bhd SSO hub in Hanoi, he said the state government was keen on working together with the Hanoi authorities.

The Global SSO Centre in Hanoi is a joint initiative between Walter Rhodes and Hanel Communications, one of the largest ICT corporations in Hanoi.

"THe Hanel-Walter Rhodes Global SSO centre provides local companies affordable solutions for the various business aspects required for enhanced productivity," he said.

The Perak state government is committed to supporting the Hanel-Walter Rhodes Global SSO initiative, he added.

14 Countries To Compete In Perak Amanjaya International Eco Adventure

IPOH, Nov 30 (Bernama) -- The Perak AmanJaya International Eco Adventure, a five-day athletic competition, has attracted 17 teams from 14 countries.

State Arts, Culture and Sports Committee Chairman Zainol Fadzli Pahruddin said Monday, among countries that confirmed their participation are Sweden, United States, Taiwan, Japan, United Kingdom, Italy, New Zealand, France, South Africa, Canada, Singapore, Finland and Mongolia.

The five-day competition requires each two-member team to cover a total of 212km within an anticipated time of 28 hours in five main adventure disciplines - cycling, canoeing, trekking, caving and swimming.

Zainol said the event would help promote Perak as a eco-tourism destination through ESPN Star Sports, which had agreed to become the official broadcast media for the event which is expected to reach about 1.3 billion viewers, worldwide.

He added that ESPN Star Sports had agreed to telecast the three-hour event while there will be repeat telecast of up to a total 75 hours to audiences across a wide spectrum of demographics across Asia with their extensive broadcast networks.

Sime Darby Water Resources In Deal With Perak Government

KUALA LUMPUR, Dec 3 (Bernama) -- Sime Darby Bhd's 75 per cent-owned subsidiary company, Sime Darby Water Resources (Perak) Sdn Bhd on Thursday signed a Groundwater Resource Development Agreement with the Perak State Government.

Under the deal, the state government has granted the company rights to prospect, drill, abstract and treat groundwater sourced from areas approved by it within the Batang Padang district in Perak.

In a filing to Bursa, Sime Darby said the vompany will submit a feasibility study report in relation to the sustainability of the project for the approval of the state government as well as an implementation programme and business plan in respect of abstracting groundwater for commercial supply.

Masjid Ubudiah di Bukit Chandan, Kuala Kangsar, Perak dianggap salah satu masjid terindah di Malaysia.

MENYUSURI Lebuhraya Utara Selatan, pasti mata akan terpandang pada perkataan 'Ipoh' yang tersergam di atas bukit. Ia seolah-olah melambangkan ucapan 'Selamat Datang' kepada pengunjung-pengunjung ke Perak, negeri yang kaya dengan khazanah alam semula jadi.

Negeri yang satu ketika dahulu hanya dikenali sebagai negeri pengeluar bijih timah terbesar, kini menawarkan pelbagai produk pelancongan yang unik serta mampu menarik jutaan pelancong setiap tahun.

Perak menawarkan pelbagai produk menarik kepada pengunjung dan antara sepuluh ikon yang menjadi kebanggaan ialah Taman Negeri Royal Belum, Hutan Bakau Matang, Gua Tempurung, Taman Herba Perak, Kolam Air Panas Sungai Klah, Pulau Orang Utan (Bukit Merah), Zoo Taiping, Lumut dan Pulau Pangkor, Bandar Diraja Kuala Kangsar serta gua batu kapur.

Taman Negeri Royal Belum yang terletak di Gerik, antara salah satu satu ikon yang terkenal di negeri ini.

Kawasan hutan hujan tropika yang sudah berusia lebih 130 juta tahun dan berkeluasan 300,000 hektar itu dihuni lebih 3,000 spesis pokok, 274 spesies burung, 168 spesies rama-rama, 100 spesies haiwan dan pelbagai spesies ikan darat.

Malah, terdapat beberapa suku kaum Orang Asli, sebahagiannya masih mengekalkan cara hidup primitif mendiami kawasan belantara itu.

Selain kawasan tersebut, Perak juga mempunyai hutan bakau simpan terbesar di Semenanjung Malaysia.

Bagi mereka yang ingin menambah pengetahuan mengenai alam semula jadi, Hutan Bakau Matang berkeluasan 40,000 hektar itu sesuai dikunjungi kerana kawasan tersebut kaya dengan hidupan liar pelbagai habitat.

Pengunjung juga boleh menyusuri kawasan sungai pada waktu malam untuk melihat kelip-kelip atau membuat tinjauan ekologi bagi yang berminat melihat burung.

Sementara itu, Gua Tempurung yang terletak antara Gopeng dan Kampar, kira-kira 36 kilometer ke selatan bandar raya Ipoh juga antara destinasi menarik yang wajar dikunjungi.

Gua Tempurung merupakan sebahagian daripada banjaran gunung, gua batu kapur serta marmar yang terbesar dan terindah di Malaysia.

Gua yang diberi nama berdasarkan lima ruang besar kubah gua itu yang seolah-olah menyerupai tempurung kelapa terbentuk daripada batu kapur marmar 'calcite calcium' daripada jenis 'Kinta Limestone'.

Pemandangan di dalamnya memukau pandangan dengan kewujudan pelbagai bentuk arca seperti singa, naga, buaya dan ikan lumba-lumba yang terhasil dari proses geomorfologi yang berlaku beribu-ribu tahun lampau.

Mengimbau kegemilangan zaman perlombongan bijih timah di Perak pula, sebuah kawasan bekas lombong terbiar berkeluasan 22 hektar di Jalan Simpang Pulai-Gopeng kini menjadi Taman Herba Negeri Perak.

Koleksi pokok herba yang ditanam di kawasan tersebut mencecah 525 spesies terdiri daripada spesies tempatan dan luar negara seperti misai kucing, kunyit bonglai, kacip fatimah dan tutup bumi rimba.

Berkunjung ke Perak juga tidak lengkap jika tidak merehatkan badan dan berendam di Kolam Air Panas Sungai Klah, Sungkai.

Taman seluas 6.4 hektar itu menempatkan kolam - kolam air panas, pusat-pusat spa dan kawasan refleksologi dengan airnya yang begitu jernih kerana 'ditapis' oleh empat lapisan batu dari jenis mazisy, shared, kuaza dan akhir sekali batu granit.

Tidak cukup dengan itu, kewujudan Pulau Orang Utan di Bukit Merah bukanlah asing bagi pelancong yang datang mengunjungi kawasan rekreasi Bukit Merah Laketown Resort (BMLR).

Pulau yang diwujudkan sejak hampir sembilan tahun lalu itu sudah menempatkan 23 ekor Orang Utan dari pelbagai spesies yang dilindungi.

Bagi yang melihat pelbagai jenis binatang pula, Zoo Taiping yang merupakan satu-satunya zoo di utara Semenanjung pasti menarik untuk dikunjungi.

Perak juga mempunyai sebuah pulau pelancongan yang sudah terkenal di merata dunia iaitu Pulau Pangkor.

Sebut sahaja nama pulau itu, ramai yang begitu teruja untuk mengunjunginya kerana tidak sabar-sabar lagi menikmati keindahan pantai dan lautnya di sekitar kawasan tersebut.

Perjalanan ke Perak juga tidak akan membosankan kerana negeri ini juga mempunyai Bandar Diraja Kuala Kangsar iaitu sebuah daerah yang menempatkan salah satu masjid tercantik di negara ini iaitu Masjid Ubudiah.

Daerah itu juga merupakan lokasi yang menyediakan banyak pameran menarik terutama sekali di Galeri Sultan Azlan Shah, Istana Iskandariah, kilang pembuatan labu sayong dan pusat kraftangan.

SAN JOSE (California): Work on the solar energy plant in Perak which will produce renewable energy with green and clean technology will start by June next year.

Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said Perak's foray into solar energy will be through a joint venture between Silicon Valley-based TCTI Inc and Perak State Development Corporation (PKNP)'s associate company, The Red Solar (M) Sdn Bhd.

He said the state government has identified land at Kanthan near Perak Hi-Tech Park as the location for the plant.

The ground breaking ceremony for the plant will be before June while operation is expected to start one year after that.

The first phase of the plant will involve about 16 hectares of land while the second phase will involve 24.8 hectares.

"It will create about 1,000 employment opportunities after the completion of second phase where 20 per cent will be professionals, 30 per cent skilled workers and 50 per cent semi-skilled," Zambry said during his visit to TCTI's pilot plant at Silicon Valley here Tuesday.

"Apart from that, TCTI and Red Solar hope to engage as many locals as possible for this joint venture project.

"This project will create downstream activities such as suppliers for the company."

Zambry said the joint venture also planned to bring in employees for the project from Malaysia to be trained here.

The first stage will involve 85 of them, he said.

He said Perak will now host cutting edge photo-voltaic (PV) cell production facilities involving an initial foreign direct investment of US$250 million (RM877 million) to produce 100 MW of PV cells per annum by 2011.

"The eventual production is slated to 500 MW per annum. The Perak based facility's uniqueness will be low cost production without embedding toxic materials in the final product," he said.

Zambry said the project will be part of plans to create a Solar Farm which he hoped will materialise in the near future as the new industry in Malaysia.

"We are currently at the final stage of agreement to open a factory for solar panel production in the form of wafer.

"Hopefully the Federal Government through MIDA (Malaysian Industrial Development Authority) will smoothen and speed up the process further and resolve the technical problems," he said.

During the visit, the Menteri Besar and his delegation were briefed by TCTI Inc Founder and Chief Executive Officer Dr Siva Sivaram about the company's operations and its plans for the project.

Siva said TCTI has been founded to bring solar energy to all parts of the world without using toxic new materials.

US' TCTI to use Perak project for expansion

BOSTON: Twin Creeks Technologies Inc (TCTI), a Silicon Valley-based solar energy company, will use the joint venture to set up a plant in Perak as a stepping stone to expand operations overseas.

The joint venture between TCTI and The Red Solar (M) Sdn Bhd is known as Twin Creeks (M) Sdn Bhd (TCMSB).

TCTI founder and chief executive officer, Dr Siva Sivaram said so far, the company only had plants in the United States -- one in Silicon Valley at San Jose, California and another one here -- as it only started business in January last year.

He also disclosed that at present, TCTI had customers in the United States, India and also Malaysia on a small scale, through The Red Solar (M) Sdn Bhd.

"Right now, the joint venture in Perak is at the pioneering stage and we want to go on to high volume production," he said during the visit by Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir and his delegation to the TCTI Research and Design Centre here on Thursday.

According to Siva, he expects that by 2011 the company can begin high volume production to reach 100 MW and probably, 400MW subsequently.

"We expect 70 per cent of production to be for the export market with 30 per cent locally," he said.

Asked why he chose Malaysia to launch into the overseas market, Siva explained that the country had advantages in human capital through the availability of skilled workers, business environment, quick execution and tax.

He said the ground breaking for the Perak project will take place by June next year with an initial investment of US$250 million (RM887 million).

Asked as to how the company can compete with the top three solar companies in the world -- First Solar, Q-Cell and Sun Power -- already operating in Malaysia, he said TCTI employees are not new to the industry and he believed they can do so with the breakthrough technologies in hand.

"We have a superior cast of products. We can secure our dominance in the solar energy market. At TCTI, we have assembled scientists who can take on the established technology.

"We are very optimistic about solar and green technology. I believe the technology that TCTI has developed, can revolutionise the energy sector in Malaysia," he highlighted.

Meanwhile, The Red Solar executive chairman and chief executive officer Rais Hussin Mohamed Ariff said that under the joint venture with TCTI, the company wants to build a solar farm and participate in renewable energy production at 10 localities.

"It will involve 200 hectares of land at Bidor and Kampar. It will be linked to the national grid managed by Tenaga Nasional Berhad (TNB). We will discuss the production with TNB.

"We are also in the midst of moving into the Asean market," he said.

BOSTON: The Perak government will collaborate with the Harvard Business School, Harvard University, here to set up a professional training centre for senior government officers, government-linked companies and the corporate sector.

Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said the state government was so concerned about education that it had thought of various ways to work with the university in this field for the benefit of Malaysians and Perakians in particular.

"The university has the expertise. Harvard is a flagship institution, very well-known. Their presence in any part of the world will make an impact. In this connection, we will work with the Tata Group of India to bring Harvard (Business School) to Malaysia.

"We may have a collaboration among Tata, Harvard and the state government in this field in Perak. What we propose is to have customised courses for particular needs for the benefit of the country and state," he told reporters after meeting the Senior Associate Dean of the Harvard Business School, David B. Yoffie here on Friday.

He said Yoffie had showed interest in the efforts of Malaysia and Perak in developing education and stated that Malaysia had great potential in the development of human capital.

Dr Zambry said the state government would have further discussion with the Harvard University Club in Malaysia and was prepared to provide the infrastructure to realise the plan.

He later said at a dinner with businessmen and investors here that he also discussed with the Dean of the Sloan School of Management in Massachussets Institute of Technology (MIT) on efforts to forge cooperation in education.

"On education, we discuss not only with Harvard but also with other institutions," he said, adding thatsome investors here also suggested setting up an international medical resort in Perak.

International Medical University to be built in Perak

LONDON: An international medical university will be built in Perak next year in collaboration with several leading universities, mainly from India, Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said yesterday.

He said the project, which would involve an investment of RM7 billion to RM8 billion, had been planned for the past two years through private initiatives and the state government would have equity in it.

"It's some kind of (university) consortium. Initially, the Malaysian-based company will invest RM300 million. We hope they can start operation by next year with a minimum intake. They can have pre-university courses first," he said at a meeting with Malaysian students in the United Kingdom at King's College London.

Dr Zambry said the state government had allocated 120ha of land in Gua Tempurung, near Ipoh, for the company to build the university.

"After the whole project is completed we believe it can accommodate 10,000 students from all over the world. We hope to give more people an opportunity to study in the medical field," he said.

Touching on eradication of poverty in the state, he told the students that the state government would cooperate with Ikhtiar Malaysia.

"Basically, we will transform from an agro-based to a service-based economy," he said, adding that the state government would look into the issue seriously.

"We will address poverty. It's not only about poor people or hardcore poor. We also have to look at those who are not from a poor background but suddenly become poor...vulnerable, like single mothers who are left destitute after their husband's death," he said.

CHENNAI: The Red Snapper (M) Sdn Bhd (TRS), Perak State Economic Development Corporation’s flagship
telecommunications and animation initiative, has entered into a 70-30 joint venture with Rocking Pixels Inc.
(RPI) in India.

With a total joint investment of US$15 million (RM50.97m), the joint venture named Rocking Pixels MSC (M) Sdn Bhd (RPM), will design, build and manage a state-of-theart studio specialised in producing Hollywood- class 3D animation for TV, feature films and gaming.

The Memorandum of Agreement (MoA) was signed this morning in Chennai, India. TRS was represented by its executive chairman Rais Hussin and director Asad Sultan while Rocking Pixels Inc. was represented by it CEO Sanjit Daniel and executive director Mohit Patel.

The MoA was signed in the presence of Prime Minister Datuk Seri Najib Razak, Minister of International Trade & Industry Datuk Seri Mustapa Mohamed and Perak Menteri Besar Datuk Seri Dr. Zambry Abdul Kadir.

“Malaysian high tech has a cultural and geographic advantage over others in establishing Indian business ventures and I am delighted at this coming together between The Red Snapper and Rocking Pixels," Rais said.
Strategically located in Perak, the studio will take advantage of skilled manpower locally as well as from India, China and the Philippines, leveraging the world class infrastructure that Malaysia provides.

“The studio will utilise the technical expertise of Rocking Pixels in areas such as Motion Capture, Realtime
Rendering and VFX (Visual Effects).

Rocking Pixels Malaysia should hit a revenue of RM17.15 million in 2010 while in 2011 it is expected to hit RM85.75 million, registering a growth of almost 400 per cent" he added.

Rais said the revenues numbers is very conservative. “In fact given our partners eminent presence in this market, we are confident that the revenue numbers are well within our reach.”

Rocking Pixels Malaysia CEO Asad Sultan said that the global animation demand from a developer’s perspective is US$35 billion (RM122.5 b) with a market value of RM262.5 billion.

Vale's iron ore hub project in final stage

IPOH: The proposed opening of an iron ore production and distribution hub in Manjung by Brazilian Vale SA is in the final stage, and construction work for the RM8.5 billion project is expected to begin soon.

Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said all processes relating to the project were ongoing smoothly but the state government was still waiting for the company to submit the second environmental impact assessment (EIA) report.

"We have asked for another EIA report and Vale has almost completed it.

"For your information, they have prepared an EIA report before this but the state government has requested for another EIA report because it is a big project," he told reporters after launching the "The Ambassadors Forum 2010" here on Monday.

He dismissed allegations that the first EIA report had shown that the iron ore production and distribution hub project would cause pollution which would adversely affect the tourism industry in Manjung.

"No pollution; it just states the causal effects and precautionary measures that need to be taken. It does not tell about pollution that will happen," he said.

Vale was reported to have said that the project in Teluk Rubiah, Lumut, could start this year, involving a capital expenditure of US$900 million (RM3 billion) for Phase One including US$98 million (RM333 million) for 2010.

Vale, which describes itself as the second largest diversified metals and mining company in the world, expects to enlarge its market presence in Asia once the distribution centre is up and running some three years from now.

The centrepiece will be a pelletising plant, which converts raw iron ore into pellets that are used in steel production. - Bernama

Perak requests for supplementary EIA from Brazil’s Vale SA

IPOH: The Perak state government has requested for a supplementary Environmental Impact Assessment (EIA) from Brazilian mining giant Vale SA for its iron ore distribution centre project in Teluk Rubiah.

Mentri Besar Datuk Seri Dr Zambry Abd Kadir said the company was in the process of finalising it.

”They have provided a preliminary EIA some time ago but the state is asking for another report as it is a huge project,” he said here yesterday.

It was reported that Vale, the second largest diversified metals and mining company in the world, would build the distribution centre in Manjung, Perak.

Speaking to reporters after opening the Ambassadors Forum, organised by the Malay Chambers of Commerce of Malaysia, Dr Zambry also allayed fears that the project would affect tourism in Manjung.

On how soon the project can take off, Dr Zambry said the company could start immediately.

”But to start a project this scale, it will take time,” he said, adding that production would not begin this year.

Indian firm eyes US$5b oil refinery in Perak

A bIG Indian company has expressed interest to build an oil refinery in Perak involving a US$5 billion investment, Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said today.

Without disclosing the company's name, he said the state government had signed an agreement of understanding to realise the project with the company during Prime Minister Datuk Seri Najib Tun Razak's visit to India recently.

"Though some people have said I followed the prime minister to discuss the dissolution of the Perak State Legislative Assembly, I would like to announce that the agreement was among several agreements that we had signed in India," he told reporters after chairing the State Executive Council meeting in Ipoh.

Besides that, he said, The Red Snapper (M) Sdn Bhd had signed a memorandum of agreement with Rocking Pixels Inc to set up a studio in Perak to produce 3D animation for television, movies and gaming.
"I have also given an offer letter to biotech company Biofarm that is ready to build its research and development centre in Perak.

"Besides that, during the visit, Perak Bio Corporation Sdn Bhd had signed a joint understanding with Dr. Reddy's Laboratories Ltd, India's second biggest pharmaceutical company," Zambry said.

The menteri besar said Perak Bio Corporation had also signed an agreement with Saamya Biotech India to produce pharmaceutical products using fermentation-based biotech processes at Taman Farmasi, Seri Iskandar near here, next year.

He said the state government was looking for the best formula and approach to ensure the investment applications are processed quickly so that the investors would not lose interest if their applications took too long.

"Among the approaches we have decided is that we will set a timeframe for all members of the government or relevant departments to inform the Perak State Investment Committee of the status of a processed application," he said.

"For the sake of the people, the government has realised its promise to the people under the concept of 1Malaysia, which is people first regardless of races," he told a press conference.

Ong said the alienation of the land was done in accordance to the Article 85 (3) of the Federal Constitution and the land shall cease to be used for any railway purposes with immediate effect.

To a question, he said it is up to the state government to decide whether the squatters will need to pay the premium for the land title.

"We cannot alienate the land directly to the people, whether they have to pay the premium or not, that comes later just like any alienation of land," he said.

Ong had visited the area in April last year during the by-election, which the seat was won by former Perak Mentri Besar Datuk Seri Mohammad Nizar Jamaluddin.

Perak catat pelaburan RM11.6 bilion tahun lalu

IPOH 19 Jan. - Perak berjaya mencatatkan pelaburan berjumlah RM11.6 bilion bagi tempoh Februari hingga Disember tahun lalu berbanding RM2.8 bilion tahun 2008.

Pengerusi Jawatankuasa Industri, Pelaburan, Pembangunan Usahawan, Teknologi Maklumat dan Komunikasi (ICT), Pelancongan dan Hal Ehwal Wanita negeri, Datuk Hamidah Osman berkata, pelaburan itu meningkat sejak kerajaan negeri diambil alih oleh pentadbiran Barisan Nasional (BN).

Menurut beliau, antara projek yang diluluskan adalah kilang Saamya BioTech (M) Sdn. Bhd. dari India yang mengeluarkan produk farmasi di Seri Iskandar membabitkan pelaburan RM100 juta.

Antara projek lain yang turut mendapat perhatian ialah kilang memproses bijih besi di Manjung (RM8.5 juta), bioteknologi di Jelapang (RM1.5 juta), produk solar di sini (RM875 juta) dan projek air bawah tanah Sime Darby fasa pertama yang bernilai kira-kira RM1.5 juta di Behrang.

''Ini membuktikan pelabur berminat melabur di Perak kerana pelbagai kemudahan infrastruktur ditawarkan kepada mereka," katanya pada sidang akhbar di bangunan Setiausaha Kerajaan Negeri (SUK) di sini hari ini.

Dalam masa sama, Hamidah berkata, Kerajaan Pusat turut membantu kerajaan negeri menerusi pelaburan berjumlah RM643 juta sepanjang tahun lalu.

''Buat masa ini, kerajaan negeri masih mengadakan perbincangan dengan beberapa pelabur asing dari United Kingdom (UK), Jerman dan Korea yang berminat untuk melabur di negeri ini," kata beliau.

Kerajaan negeri, katanya, yakin akan lebih banyak perjanjian pelaburan bakal dimeterai berikutan minat mendalam pelabur luar di negeri ini.

Perak To Have Yet Another Private University

LUMUT, Jan 31 (Bernama) -- The Perak government is considering an application to set up a private university with a twinning programme with a leading university abroad, Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said Sunday.

The project would involve an investment of hundreds of millions of ringgit, he told reporters at the presentation of awards for outstanding achievement in the Ujian Pencapaian Sekolah Rendah (UPSR) and Penilaian Menengah Rendah (PMR) 2009 examinations, organised by the Lumut Umno Division, here.

He said the government had earlier approved a 120-hectare site in Gua Tempurung in Gopeng near Ipoh for the construction of an international medical university which would collaborate with several leading universities in India.

The project, involving an investment of between RM7 billion and RM8 billion, would be started this year, he said.

On the latest proposal, Dr Zambry said about 20 hectares was required for the project and the state government was identifying a suitable site.

"The government welcomes proposals to set up universities and educational centres in the state in an effort to make Perak a centre of knowledge excellence," he said.

At the function, Dr Zambry presented prizes and certificates to 378 pupils with excellent results in the UPSR examination and 194 students who excelled in the PMR examination.

Putrajaya Holdings To Develop Tronoh Laketown Resort - Perak MB

IPOH, March 22 (Bernama) -- Putrajaya Holdings Sdn Bhd is expected to begin construction work on the multi-billion ringgit Tronoh Laketown Resort, near here, anytime soon, said Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir.

He said the new township facing Universiti Teknologi Petronas (UTP) in Tronoh would cover 400 hectares of land.

"It is a matter of time before Putrajaya Holdings builds an impressive township for the area which will allow local and international students to study in a conducive environment.

"It will also be a catalyst for Perak's efforts to turn Tronoh and Seri Iskandar as a new development area and education hub in the state," he said after a working visit to the Darul Ridzuan Institute (IDR), here, on Monday.

He said besides UTP, other educational institutions such as Universiti Teknologi Mara (UiTM) and Mara Professional College were also located in the area.

Zambry also said the state government had identified several areas in Hulu Perak, Bagan Datoh, Lembah Beriah near Kerian and Gua Tempurung, near here, as new development areas in line with Perak's aim of becoming developed state in the future.

Meanwhile, Zambry declined to comment on Tronoh assemblyman V. Sivakumar's reported insistence that he is still the legitimate Perak assembly Speaker and not Datuk R. Ganesan.

Perak To Develop Small Towns As New Growth Centres

IPOH, April 21 (Bernama) -- The Perak government will develop several unpopular areas including small towns as new growth centres.

Menteri Besar Datuk Seri Zambry Abdul Kadir said they include areas over 60 years-old and Cowboy towns like Ijok in Selama, Trong and Batu Kurau.

"We need to develop small towns as community, economic and administration centres," he told reporters after chairing the State Executive Council meeting here on Wednesday.

Zambry said the areas would be developed based on their economic strength like agriculture and fisheries.

The government would ensure that investments in Perak were in line with available resources like minerals and industries including shoemaking.

Katanya, lebuh raya sepanjang 85 kilometer yang melibatkan kos RM2.5 bilion itu akan dibina oleh sebuah syarikat tempatan Beta Mutiara Technologies (BMT) Jelas Sdn Bhd.

"Lebuh raya tiga lorong ini bermula di Jelapang dan dilengkapi dengan susur keluar di Sungai Siput, Karai, Kati, Anak Kurau, Batu Kurau dan berakhir di Selama.

"Jalan baru ini akan bersambung hingga ke Serdang dan terus ke Lebuh Raya Sungai Petani yang juga dibina syarikat ini,” katanya kepada pemberita selepas menyaksikan majlis menandatangai Perjanjian Persefahaman di antara BMT Jelas dan ELAF Bank Bahrain di sini hari ini.

Make Kampar educational center of Perak State... Since UTAR and KTAR is already there. Kampar now is quite prosperous for a rural town. I can't wait for more and more universities built in Kampar. At the West of Kampar, there are lot of abandoned mining lakes untill Tanjung Tualang and North to Malim Nawar. These lakes able to house scenic and large university campus which these not able be done in Selangor, lands in Selangor are scarce, and expensive.

Lumut-Sri Manjung is third largest urban area in Perak and Teluk Intan is fourth largest urban area in Perak, both of them add up got 400k population, and Teluk Intan have potential become manufacturing center of Perak Hilir and Batang Padang, and its good will be exported in Lumut. Another railway line is from Batu Gajah to Lumut via Sri Iskandar. If I not wrong, new airport will be build in Sri Iskandar right? Make the airport have railway service. Sri Manjung will become manufacturing center of Perak Tengah and Manjung. Raw material from Perak Hulu, Kuala Kangsar and Kinta will be manufactured in Ipoh, export in Lumut.

I like your idea to revive the Tapah road-Lumut railway line. Prior WW2, there was a railway line from falim to tronoh. That was visible because of the tin industry. Bun then the line has been abandoned due to the existence of road. But i believe that Ipoh-Lumut line is more viable. I do believe it is viable, because this will eventually lead the full usage of Lumut port. We may start with freight-only, non electrified track, because speed is not important. Low speed track means that the track can be built without the need of the expensive viaduct for unstable ground. Soon, if the demand is there, we can have that double tracking that is far more expensive. Some may say that this may become under utilize, but look at the Penang Bridge. At the time when the bridge proposal is mooted, CAP has made a calculation on how the bridge will be under utilize if ALL the traffic using state ferry diverted to penang bridge. But they have failed to realize the impact of the construction of the bridge. Traffic increases because vehicle could move with ease.
The same goes to Ipoh-Lumut line, because the line could save millions a year if we utilize the Lumut port. Furthermore, Manjung area is a district in Perak that recorded highest economic growth.

The Tapah Road-Teluk Intan line has been abandoned for more than a decade, and to have this line extension is, I believe, is expensive, due to the fact that most of the line has to traverse the swampy Lower Perak area, and a superlong bridge has to be built to cross Perak River near it's estuary.

PERAK is seeking to list Kinta Valley, Lenggong Valley, Gua Tempurung and Royal Belum as Unesco world heritage sites, said state Tourism Committee chairman Datuk Hamidah Osman.

She said the state hoped to get Kinta Valley — which includes Ipoh, Batu Gajah and Kampar — listed as a Unesco tin heritage site by 2012.

She said a committee comprising representatives from the Ipoh City Council, Kinta Heritage Group, Perak Tourism Action Council and the National Heritage Department was preparing a nomination dossier on Kinta Valley to be submitted to Unesco.

Hamidah said the committee had been tasked to identify and mark sites and buildings to be included in the dossier.

“We are looking into the possibility of promoting Visit Perak Year in 2012 and everything must be in place by then,” she said in an interview.

Hamidah said the Kinta Valley had left behind significant buildings from its glorious tin mining past.

Heritage landmark: The Neo-Classic Ipoh Railway Station in Ipoh Old Town.

She said these heritage structures were treasures that should be preserved.

“Unlike modern buildings, the old ones will be gone forever if uncared for and torn down.” she added.

Hamidah said about RM450,000 had been allocated for conservation projects in Panglima Lane (Concubine Street) which was among the sites that had been identified.

“We have roped in a team specialising in conserving old buildings from Universiti Teknologi MARA to help us,” she said.

Hamidah also said the tin dredge in Batu Gajah was another heritage structure that should be protected.

“It is our last remaining tin dredge and is in very bad shape with its pontoon badly damaged,” she said, adding the dredge caretaker had estimated RM1.5mil to fix it.

Hamidah said there had been proposals to move the tin dredge away from the outskirts of Batu Gajah and closer to towns.

“The cost to dismantle and reassemble the structure is also a killing factor, at about RM30mil,” she said.

“We have spoken to the National Heritage Department to get feedback on the matter,” she added.

Kinta Heritage Group Sdn Bhd chairman Jek Yap said Ipoh’s Old Town would be the core sector in the nomination centre.

He said the group had distributed 500,000 copies of the Ipoh Heritage Trail to rekindle the people’s interest in the cultural heritage of the city.

“We have also introduced the Ipoh Heritage Trail tour which starts from the Ipoh railway station and end at Jalan Panglima (Concubine Lane),” he added.

Participants would be taken to see 24 historic buildings and places including the Straits Trading Building built in 1907, the former tin miners club Han Chin Pet Soo built in 1929, the 1920’s Dramatists’ Hostel and the Ipoh Railway Station built from 1914 to 1917.

Yap said the group was registered in April to assist the government to “save Ipoh” and promote the city, which has more than 120 years of history.

KL-Ipoh Electric Train Service To Begin Operations Mid-month
KUALA LUMPUR, July 6 (Bernama) -- The Electric Train Service (ETS) which will reduce travel time between Ipoh and Kuala Lumpur to just two hours from three hours previously, is expected to be fully operational by mid-month.

Keretapi Tanah Melayu Berhad (KTMB) president Dr Aminuddin Adnan however, did not reveal the exact date of the launch of ETS.

"We are targeting professional groups and businessmen, besides the regular users of public transport, to use the service.

"With a speed of 140km/h, ETS will definitely reduce travel time, and the service of stewards and stewardesses will also provide comfort to passengers.

"In future, we will also provide wi-fi facilities in the train and we are in the midst of getting the right service provider," he told Bernama in an interview here Monday.

Eventually, he said, the ETS would also be expanded to Seremban.

Aminuddin said there were five ETS trains which would provide eight return trips for the Kuala Lumpur-Ipoh route daily, with the first train leaving at 5am and the last, 11pm.

On the fare, he said, KTMB was still waiting for approval from the transport ministry, adding that it was expected to be between RM30 and RM35 per trip.

Dr Aminuddin said KTMB had prepared an organised maintenance system for the ETS to ensure that it would not face similar problems as its existing train services.

"It is easier to maintain the electrical system with an organised maintenance plan. We hope to be able to provide an efficient and hassle-free train service, as compared to the commuter and inter-city train services," he said.

He said each ETS train was also equipped with close-circuit television cameras to monitor the safety of the passengers, besides having the capacity of 350 passengers per trip.

IPOH, Aug 17 (Bernama) -- Maju Perak Bhd, an investment company wholly-owned by the Perak government, plans to build an international-standard water theme park on a 121-hectare former tin mining area in Batu Gajah.

Chairman Datuk Seri Raja Ahmad Zainuddin Raja Omar said the project would become Perak's new tourist hot spot.

It would be implemented through a joint venture with an experienced company from China but the cost of construction had not been finalised, he told reporters on Tuesday.

He said Maju Perak would sign an agreement with the company next week.

"The theme park will create job opportunities for the local residents and boost the local economy," he said.

He also said Maju Perak would open another oil palm plantation in the state.

The Brazilian iron ore producer plans to call for an international tender as early as November to help build a seaport in Perak

Brazil's Vale SA, the world's largest iron ore producer, plans to call for an international tender as early as November to help build a seaport in Teluk Rubiah, Perak, near the Straits of Malacca.

Business Times understands that the value of the contract is slightly more than RM3 billion and its duration is about 30 months.

Construction work is expected to start in the first quarter of next year.

Vale will employ some 3,000 workers, making the project the biggest in Perak in terms of capital investment and labour.

It is further understood that Vale will allocate some portion of the contract to local firms and that KYM Holdings Bhd had started talking with various foreign companies to submit a joint bid.

KYM chief operating officer Allan Chin Kong Yaw declined to comment.

Vale has appointed Murray & Roberts Marine Ltd, a South African company, to do the design work for the jetty.

The actual design work is being done in Cape Town, South Africa, with local unit Murray & Roberts (Malaysia) Sdn Bhd, acting as the go-between.

A joint venture between Murray & Roberts and SNC Lavalin Australia Pty Ltd has been put in charge as construction manager to manage local subcontractors.

Last December, Vale signed an agreement with Integrax Bhd's 80 per cent-owned Lekir Bulk Terminal Sdn Bhd to provide the latter with transhipment services for iron ore cargo at a bulk terminal at Pulau Lekir Satu for over 10 years.

People who work closely with Vale on the project say the jetty has been designed to be 2.5km long, with the berth having a 30-metre depth.

The seaport is designed to accommodate as many as four ships of 400,000 deadweight tonnes (dwt) capacity at one go.

It will have an additional 10 berths for ships of 100,000 dwt capacity as well as berths for 50 barges.

Vale has placed orders for 12 very large, 400,000 dwt ore carriers from Jiangsu Rongsheng Heavy Industries Co Ltd. The vessels are expected to be delivered by end-2012.

Vale intends to use Teluk Rubiah as its base to ship to China, the world's biggest iron ore consumer, as commercial freight rates from Vale's Brazilian ports to China are double those paid by competitors BHP Billiton plc and Rio Tinto Group from Australia because of the greater distance.

INSTITUT Darul Ridzuan (IDR), the think-tank of the Perak Government, will set up nine laboratories to refine the seven key result areas (KRAs) of the Perak Amanjaya Development Plan (PADP).

IDR chief executive Aminudin Hashim said that the laboratories for the PADP, a comprehensive blueprint to revive the state’s past glory, would be completed by year end.

He added that the first laboratory for the KRA to provide quality opportunities for youth to be engaged in economic, social and cultural initiatives was launched last Sunday.

“We will hold an open day early next year for the people to review and provide input on the KRAs,” he told reporters at a press conference in Ipoh yesterday.

He said the open day would be first held in Ipoh before moving to districts.

Aminudin said most of the people in Perak had heard about PADP but still did not understand that it was a plan to turn Perak into a developed state.

“Some even think that Perak Amanjaya is a housing project,” he said.

He hoped the government agencies at the district level would help create more awareness on the plan.

Firefly to double Singapore-Ipoh frequency

KUALA LUMPUR: Firefly will double its Singapore-Ipoh services to 14 times weekly by January next year from seven times weekly now, a company official said yesterday.

She also told Bernama here yesterday that the community airline would be adding three ATR 72-500 aircraft by February next year to 10 from seven currently.

Meanwhile in a statement, Firefly managing director Datuk Eddy Leong said the airline would reinstate its Penang-Kuantan, Penang-Kuala Terengganu and Penang-Kota Bharu services in line with its expansion programme.

All-in fares from RM45 are being offered to celebrate the reinstatement.

“We envisage increased accessibility and convenient connectivity between the east and west coasts of Peninsular Malaysia and we are confident this will contribute positively towards boosting the local economy,” Leong said.

Firefly is also offering an all-in fare for the Subang-Langkawi, Subang-Kota Bharu, Subang-Kuala Terengganu routes from as low as RM45 one way and also Ipoh-Singapore and Subang-Singapore from RM75 one way.

There is a lot of industrial parks in Ipoh, but all kosong, tak ada factory langsong or Factory tutup pintu. I have been to Chemor Ceramic Park , Sri Iskandar Industrial Park, BG Bemban Industrial Park or the latest mentioned
Meru Raya Hi-tech Park, resemble the one in Kulim, but semua hanya cakap or shiok sahaja. I think 2020 Perak Aman Jaya hanya mimpi sahaja.

IPOH, March 25 (Bernama) -- Perak Media Sports and Welfare Club advisor Datuk Seri Raja Ahmad Zainuddin Raja Omar on Friday suggested that the Perak government establish a media centre to facilitate dissemination of information to the public.

The Kubu Gajah state assemblyman said housing the print media, electronic media and the new (Internet) media in one place would be advantageous for such a purpose.

"The proposal is not intended to control the media but to give more space to media practitioners to do their work," he told Bernama.

Such a centre would also be useful to the public, in terms of obtaining advisory service and contacting and meeting media practitioners to channel information for dissemination, he said.

He said news conferences could be held at the media centre, thus negating the need for reporters to rush to various locations to attend them.

Raja Ahmad Zainuddin, who was a journalist once, said that from his experience and observation, a media centre would help to foster closer relationship among media practitioners in the state.

The media centre could also serve as a one-stop centre for media practitioners from outside Perak assigned for duty in the state, he added.

LENGGONG, March 25 (Bernama) -- The Perak government is focusing on developing the state's small towns to achieve balanced development and economic distribution between the urban and rural areas under the Perak Amanjaya Master Plan.

Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said development in these small towns would be carried out according to the stipulated plan, to ensure that the objective to turn them into economic catalysts would be achieved.

"We are in the midst of identifying several viable small- and medium-size companies which can operate from these small towns," he told reporters after launching the development programme in Lawin town, here, Friday.

He said the companies would be working closely with the state government to boost the economy of the respective areas.

Zambry said among other small towns identified for the development programme were Trong, Changkat Lada, Batu Kurau, Ijok, Bandariang, Kati, Sauk, Lekir and Kubu Gajah.

The menteri besar said Lawin was the second small town being developed in Perak after Tapah Road town, the development programme for which was launched in November last year.

He said two companies had signed an agreement with the Perak State Development Corporation to contribute to Lawin town's development and raise the socio-economic status of the local community.

"The companies are Return 2 Green Sdn Bhd from Penang, which is involved in manufacturing oil palm and sugarcane waste, banana trunks and padi husks into biodegradable packaging products, and Industrial Resins (Malaysia) Sdn Bhd (IRM) from Johor Baharu, which is producing biocomposite products from bamboo that will replace the use of logs in the furniture industry," he said.

When opening the Kampung Batu Ring homestay in Kampung Beng here earlier, Zambry announced the construction of a 700-metre tarred road, costing about RM2.6 million, in Kampung Batu Ring, which is currrently accessible only by river.

"It is hoped that the completion of the road will bring in more tourists to this village which is already known for its homestay programme and natural beauty," he said.

WE are pleased that after a long delay work on the West Coast Expressway will commence early next year.

Hopefully, with the construction, the areas along the highway will also develop. The highway was to be via the west coast of Changkat Jering, Taiping to Banting, Selangor passing by a number of towns in Perak and Selangor.

However, the State Government proposes to change the route through Bagan Datoh, Manjung up to Changkat Jering (coastal road), which means that the road through Teluk Intan, that was in the original plan, will not be implemented.

Compared to major towns in Perak, Teluk Intan is the only major town that is far and isolated from major highways such as the Ipoh-Lumut Expressway or North-South Expressway.

The construction of the West Coast Expressway was expected

to boost the economy of Teluk Intan. However, if the Perak government’s proposal is implemented, then the main towns in Manjung District, like Lumut and Sitiawan, that already has the Ipoh-Lumut Expressway will also have a West Coast highway while towns like Teluk Intan will be left out again.

I hope that the state government will review the proposal so that development can be felt by all.

THE Perak Government is discussing with the Malaysian Highway Authority (MHA) over plans to build the 80km-West Coast Expressway between Bagan Datoh and Changkat Jering.

Mentri Besar Datuk Seri Dr Zambry Abd Kadir said the state government had given their input on the project.

“We want to see more development along the coastal line between the two areas,” he said

“We also want to ensure that the project is in line with the state government’s development plan,” he said after chairing a state exco meeting recently.

Dr Zambry said the plan was still at its initial stage and and it would also connect to Banting, Selangor.

“It will be developed by a private concessionaire and is estimated to cost about RM6bil,” he said.

“We hope the plan will be ready by next year,” he added.

Dr Zambry also said the state government had planned to open up three more interchanges to exit from the North-South Expressway.
Better excess: Perak Government has proposed to MHA to build three more interchanges along the North-South Expressway.

“We have approached the MHA to build the three toll booths at Gua Tempurung, Alor Pongsu and Meru Raya,” he said.

“Kampar town is booming and the interchange will further fuel more development there,” he said.

On another matter, Dr Zambry also urged the MHA to cooperate with the Malaysian Communications and Multimedia Commission to set up more telecommunication transmission towers along the North-South Expressway.

“Certain stretch along the highway is often a blind spot for reception,” he said.

”We want them to build more towers so motorists will have uninterrupted transmission,” he added.

On the fare, he said, KTMB was still waiting for approval from the transport ministry, adding that it was expected to be between RM30 and RM35 per trip.

Dr Aminuddin said KTMB had prepared an organised maintenance system for the ETS to ensure that it would not face similar problems as its existing train services.

"It is easier to maintain the electrical system with an organised maintenance plan. We hope to be able to provide an efficient and hassle-free train service, as compared to the commuter and inter-city train services," he said.

He said each ETS train was also equipped with close-circuit television cameras to monitor the safety of the passengers, besides having the capacity of 350 passengers per trip.

Archaelogical Heritage of the Lenggong Valley (Malaysia): Situated in the lush Lenggon Valley, the property includes four archaeological sites in two clusters which span close to two million years, one of the longest records of early man in a single locality, and the oldest outside the African continent. It features open-air and cave sites with Palaeolithic tool workshops, evidence of early technology. The number of sites found in the relatively contained area, suggests the presence of a relatively large, semi-sedentary population with cultural remains from the Palaeolithic, Neolithic and Metal ages.

霹州玲珑谷“入遗” 马国可能是人类发源地之一

  (吉隆坡讯)马来西亚的槟城乔治市与马六甲已在2008年被列为世界文化遗产,现在该国又有另一遗址跻身世界遗产行列,那是霹雳州的玲珑谷地考古遗址。当地发现183万年前的手斧(Hand Axe),很可能可以证明马来西亚是人类发源地之一。
  据报道,联合国世界遗产大会已经审议通过让“玲珑谷地考古遗址”列为“世界文化遗产”。这个遗址分为2个区域,共有4个考古遗址。

  玲珑谷曾在1991年发现“霹雳人”(Perak Man)的古人类遗骸,这至少证明马来西亚在1万年多前已经有人居住。

发现183万年前手斧

  此次玲珑谷“入遗”功臣之一的马来西亚理科大学考古系副教授莫达赛汀说,理科大学是透过马国国家遗产局在去年2月初向联合国教科文组织提出申请入遗。

  莫达赛汀也是马国考古研究中心主任。他说,前年,马来西亚理科大学考古团队在武吉武农(Bukit Bunuh)挖掘到一个冲击凝灰角砾岩,並且在一岩石里意外发现一个手斧。经日本化验室检验,显示该手斧已有183万年的历史(误差介于61万年之间),其历史比第一批非洲以外的人类遗骸——格鲁吉亚共和国德玛尼西遗址的4个早期直立人骨架化石的年代更久远。

  如今,武吉武农已经发掘到32处新的古人类遗跡和许多石器,证明当地曾出现过相对较大、半定居的人群,其文化遗存可追溯到旧石器时代、新石器时代及金属时代。

  考古学界著名的莫维斯线理论(Movius Line)一直以遗址是否发现手斧,做为判定当地是否出现具有一定智能的古人类的标准。马来半岛之前一直没有发现手斧之类的石器,因此,在玲珑谷列入《世界遗产名录》后,相信将成为未来人类考古学的研究重镇。

  目前亚洲最早发现的古人类,包括距今约181万年的印度尼西亚“爪哇人”、约180万年的中国巫山龙骨坡“巫山人”与约170万年前的“元谋人”等。

  莫达赛汀说,一些来自英国牛津大学的学者,在考察这些化石后目瞪口呆,他们认为人类历史将改写。
