【本報訊】擾攘多年的旺角「波鞋街」發展項目或會以復修方式代替重建。消息透露,由於重建方案所涉及的賠償金額太大,市區重建局正研究復修的可能性,今個月內會調查商戶及業主意向,但因此舉與業主多年來重建的期望相去甚遠,為免引起他們強烈不滿,當局計劃即使不重建,都會向業主發放一筆補償金。
土地發展公司(市建局前身)在九八年宣布,將「波鞋街」列重建項目,涉及一百七十多個業權。消息指出,近日有意見認為拆卸整條街會破壞集中經營的特色,加上零售市道暢旺,如果重建,市建局要花巨額賠償而估計虧蝕高達九億元,故正研究以復修代替重建,有商戶亦表示現時生意不俗,不希望重建。
不過,復修勢必令希望重建的業主大為失望。其中一名業主黃焯銓指出,「波鞋街」逾五成業主都是長者及退休人士,「望重建望到頸都長」,若選擇復修,會令他們大失預算。
應向業主發補償金
消息強調,如市建局採納復修方案,必須提供足夠誘因,例如提供較吸引的復修計劃,較現時資助復修費用的兩成再多一點,多至五成資助,亦可考慮向業主發放一筆低於重建標準的補償金。他舉例稱,補償金額可以是相等於同區七年樓齡樓價的三成,以一個六百呎的舊樓單位為例,便可獲賠償六十萬元左右。
市建局會在今個月內進行調查,了解受影響的業主及商戶,究竟屬意重建還是復修,預計七月會有結果。市建局亦會進行勘察,研究樓宇質素是否適合復修,項目最遲會在明年三月開展。

hkskyline April 10th, 2006, 03:56 PM It'll be quite hard to renovate a building like the one in the photo when it is so deteriorated. I can't imagine having concrete fall onto my dinner every few nights.
hkth April 10th, 2006, 04:51 PM Actually, it was the fault of the Urban Renewal Department, as it gave a very certain promise to the residents on the "Sport Shoe Street" for pulling down the buildings but it won't be the same again nowadays. :|

【星島網訊】一直徘徊于重建或復修之間的市建局旺角波鞋街項目近日終於明朗化,市建局仍決定全拆後重建範圍內的舊樓,將在重建的前提下考慮再設以運動為主題的商鋪,與原有波鞋街融合,保存地區經濟特色。
《星島日報》報道,建局日前致函與洗衣街-花園街(又稱波鞋街)重建項目的住戶、商戶和相關地區人士,邀請受影人士出席下週六舉辦的“K28重建計劃,社區集思會”,共同制定一個配合波鞋街持續發展的方案。但局方同時表明,在充分考慮各方不同的意見和過往的承諾,建議在重建的前提下,強化波鞋街的活力和特色。
市建局內部已作出決定,會全面清拆項目,因技術上難以“拆上保下”,但同時會照顧一批樓下商鋪的利益,因而舉辦集思會研究如何優化重建計劃,與附近無須清拆的一段波鞋街融合。在收購重建後,可以研究能否興建一個主題建築物,樓下鋪位以運動作為發展主題。也會看能否提供某些方式,方便商戶日後返回原處繼續經營,或是給予他們一些特別優惠,這些問題可以在集思會內討論。
屬前土發年代項目洗衣街-花園街重建項目,原本須于本月底前正式宣佈啟動,但隨著市建局計劃透過召開集思會收集民意,項目勢必難以在最後日期前上馬。
消息人士承認,難免會有居民誤以為,局方是借助集思會來拖遲計劃,但希望各方理解,現時安排對雙方也有好處。若不舉辦集思會而立即宣佈重建,樓下商鋪勢必立即提出司法覆核,難免會像士丹頓街項目一樣,重建工作最少拖延五年,所以即使是多花幾個月時間作全面公眾諮詢,做法也是較為可取;商戶也應不會立即提出司法覆核,因現在就是要聽取他們的意見,除非一直不能滿足他們,局方才會面對法律挑戰。
旺角洗衣街-花園街落實重建關注組主席黃焯銓預計,會有數十名居民出席集思會。地鋪商戶代表劉小姐認為,重建項目與“強化波鞋街“之間根本存在的矛盾,不理解市建局能如何做到兩全其美。她透露,商戶近期已自資聘請專業人士,希望稍後能向市建局提交一個折衷的復修方案。

The street level stores look nice and clean, but the flats on top are ghetto living condition. Even after the rehab, not many people will return and live in those flats.
By rebuidling the whole district, it will improve the living condition. And it is Mong Kok, I am sure after a few years, all the business will come back. It just takes time.
What I don't want is a cluster of highrise, 20-30 floors, on both sides of the narrow streets. With the crowded, it really create some kind of pressure.

That's the only place I can gaurantee to buy a pair of sneakers that I like with my size. Most other sport stores around town do not carry my size. That's the pain of having big feet.

【明報專訊】波鞋街難逃重建命運。極力爭取以復修代重建波鞋街的一批運動舖商戶,上月聘請顧問向市建局提出「拆上不拆下」的「反建議」。市建局今日將召開董事會決定波鞋街命運,局方初步研究後認為商戶方案違反市建局一貫「先清場後重建」政策,令住戶和商舖出現不同安置待遇,衍生賠償和業權矛盾,預料不獲董事會支持,預計在短期內了結發展爭議,正式宣布清拆重建計劃。
市建局曾承諾在今年3月前展開波鞋街等25個前土發公司項目,現只餘波鞋街和衙前圍村兩項目。代表波鞋街商戶的「K28波鞋街關注組」上月作最後努力,合資10萬聘請建築顧問研究復修方案,建議保留逾10幢舊樓,以「拆上不拆下」方式保留地舖和在樓上拓展平台花園等,地盤邊緣的5幢唐樓則重建成一幢30層高商業大廈獲取發展利潤。
據了解,市建局審視商戶的復修方案後,認為計劃在工程上可行,但「拆上不拆下」可能拖慢工程進度和令工程費過高,問題較複雜。此外,方案並無回應保留商戶所造成的賠償先例。消息人士指出,商戶方案令住戶可如常以「7年樓齡」賠償遷出,但個別商戶卻獲不同待遇,既可要求賠償,或提出原舖保留,將造成不公平現象,重建後發展商亦不能統一項目業權,造成地權衝突。
消息人士表示,政府於2001年成立市建局時,同時頒布《市區重建策略》,提出市建局以「先清場後重建」為工作方向,即所有住客和商戶均統一按既定賠償程序獲得金錢賠償,然後全面遷出,將完整地皮移交市建局,伙拍發展商展開重建。
被指無法律依據 難逃全清拆
消息人士說,由於法例無賦予市建局可利用「地積轉移」、「舖換舖」或「半復修半重建」等其他權力,政府亦無重訂《市區重建策略》,允許市建局採用新重建發展模式,除非政府全面檢討市建局條例和法定角色,否則「波鞋街」只有全面清拆一途。
波鞋街發展一波三折,10年前土地發展公司公布洗衣街重建項目,建議清拆重建洗衣街和花園街10多幢舊樓,涵蓋四分一條以售賣運動服飾馳名的「波鞋街」。土發公司清盤後,計劃後來由市建局接手,雖然樓上居民普遍支持重建,但樓下商戶憂慮計劃令「波鞋街」特色失去,強烈爭取保留地舖繼續經營。「保留」和「重建」聲音各不相讓,令項目發展去向多年未明。

Ye, there is nothing special about the buildings themselves, and many are in very bad shape. That's the reason why the government and residents want to redevelop the street.
The special point about this section of Fa Yuen Street is at the ground level. Majority of the stores are selling sport utilities or just sneakers. It's known as "Sneaker's Street." It wasn't a planned development to make Fa Yuen Street a sport store street, it just happened all the investors clustered on the same street to make the street unique over the years.
The opposition side against the redevelopment is a group of store owners who afraid the redevelopment will hurt their business after they reopen the store somewhere else.

至於中環 嘉咸街的露天市集則決定保留,並強化市集特色。
K28波鞋街關注組主席劉惠民表示,市建局與商戶未就賠償方案達成共識,便匆匆通過重建計劃,批評市建局沒有誠意,不會接受額外賠償安排。她表示,不排除透過法律行動阻止重建,但強調事情來得太突然,有待召集其他商戶開會,才作最後決定。
蝕本打造「體育城」
市建局主席張震 遠指出,預計波鞋街今個財政年度可以展開重建,計劃重建後以體育用品為主題,打造「波鞋城」或「體育城」,強化特色。他又說,董事會正研究安排現商戶重回日後的體育城經營,但認為「半重建,半復修」的做法並不可行。
他表示,波鞋街項目估計將會有虧蝕,「但為了要讓居民盡快脫離惡劣環境,蝕都要做」。他希望可以在6周後的董事會,公布新的額外補償方案。
嘉咸街保留露天市集
另外,張震遠又表示,卑利街和嘉咸街一帶的重建項目,現已決定可保留露天市集,並會配合發展「老店街」和行人綠化區,將會成立小組研究有關重建方案,探討如何在計劃中落實保育和強化市集的特色,稍後公布計劃的細節。

(星島日報 報道)對啟動洗衣街重建項目(又稱「波鞋街」項目)一直引頸以待的重建戶,獲市建局 派下「定心丸」。市建局主席張震 遠表示,局方計畫下月初在董事會內討論該項目推展模式,目標於明年三月底前啟動項目。他強調,原址日後會重建以「體育用品」為主題的商場,不會破壞原有的波鞋街文化,並相信商戶的生意日後可能會更加蓬勃。
重建工作已刻不容緩
市建局主席張震遠在上任後首次會見傳媒時表示,洗衣街項目已拖延近十年時間,居民的生活環境已變得十分惡劣,推展工作刻不容緩。他說,管理層目前正為該推展該項目作準備功夫,會於下月初的董事會內討論推展模式。
他指出,除了回應居民的訴求,商戶方面的要求也有道理,因此目前仍在考慮不同的推展方案。他未有正面回應,會否引入「鋪換鋪」做法或其他新思維,以吸引商戶接納方案,只稱局方是很有決心推展有關工作,目標是於本財政年度前(即明年三月底)正式啟動項目。他說:「即使我們盡了力,也不能滿足所有人的訴求,我們也要去做(啟動)。」
他又強調,需要清拆的波鞋商鋪只有十六間,只佔波鞋街所有商戶數目的四分一,雖然短時間內或會帶來影響,但由於原址日後會重建以「體育用品」為主題的商場,有信心不會破壞原有的波鞋街文化,商戶的生意日後可能會更加蓬勃。
他笑稱:「說不定日後那裏不止是一條『波鞋街』,也可能會成為一個『波鞋城』。」
研究灣仔街市保育
另外,原本鐵定清拆的灣仔街市亦有一生機。張震遠表示,已接收到市民對保育灣仔街市的訴求,局方正研究如何保留灣仔街市,並已於最近開始與發展商華置接觸,希望找出可行保育方案。他說,雙方目前已就一些技術性問題進行研究,尚未達成任何共識,但形容對方反應正面。
另外,市建局目前仍在等候城規會審議觀塘市中心重建項目的結果。針對於城規會個別成員指地標建築物過高,市建局行政總監林中麟表示,會研究可否修定其高度。

糾纏十年的旺角波鞋街重建項目昨日終於出籠。巿區重建局宣布斥資三十一億元將波鞋街打造為「體育用品城」,僅收購成本便高達二十多億元,佔發展開支三分之二,創巿建局收購紀錄。不過,重金並未打動波鞋街部分「舖王」業主,有業主揚言收購價再高亦絕不撤離「波鞋王國」,鑑於收購仍存障礙,巿建局稱不排除會動用《土地收回條例》強行收購物業,業主則揚言或會透過司法覆核阻止巿建局強行重建,令波鞋街重建項目仍存變數。
打造「體育用品城」
巿建局昨宣布將花園街、奶路臣街及山東街一帶(俗稱波鞋街)重建為「體育用品城」,估計總興建成本約十億六千七百萬元,收購成本則達二十億七千萬元,佔總發展成本六成六,遠高於平均僅四至五成,巿建局將於三個月內向業主提出收購建議。巿建局擬以同區七年樓齡賠償住宅業主,物業代理估計收購呎價將低於五千元。
巿建局地區發展總監李敬志坦言,重建區位於旺角心臟,加上樓巿上揚,所以不能低估商舖巿值賠償費用,他承認過去與商戶單對單商討時,有業主表明無論如何均會反對重建,若最終有小部分業主不接受,不排除會引用《土地收回條例》強行收購物業。
波鞋街業主曾慶蘭在花園街擁有樓高數層的單幢物業,並經營體育用品店十八年,她揚言絕對不會接受巿建局收購,又指巿建局提供的額外最多五十萬元的營商特專津貼及優先租用新建舖位建議,均未能解決商戶的需求:「我原先係做業主,依家租個舖畀我三年,仲要畀巿值租金,你話點接受!」
曾慶蘭稱部分單幢樓業主亦已決定不接納收購,相信佔重建範圍業權的三、四成。曾不擔心巿建局強行收購,必要時會循司法覆核阻止巿建局「霸王硬上弓」。
地產代理亦不看好巿建局的收購計劃,中原地產研究部高級經理黃良昇坦言,波鞋街舖王業主不少本身已有豐厚資產,根本不在乎賠償金額,反而街舖經營對延續其波鞋王國最為重要,巿建局今次面對的風險及壓力極大。
20億元收購未必夠
中原地產九龍舖位部區域經理陳國坤補充,近月附近有四、五百平方呎的運動舖位以六千萬元成交,料現時區內運動舖呎價達每呎十萬元,巿建局擬動用二十億元收購未必足夠。
波鞋街重建項目是市建局承諾優先進行的前土地發展公司二十五項重建計劃的最後一個。由於近期該局同一時間展開多個大型重建項目,耗用資金不菲,市建局未來一年擬減慢重建的步伐,將工作重點轉移至保育戰前舊樓及大廈復修。

Shop owners in Mong Kok are unhappy with the Urban Renewal Authority's HK$3.14 billion plan to transform part of a busy but rundown area into a sports activity zone, while residents are urging redevelopment as soon as possible.
The project, which covers about 26,500 sq feet, would take in parts of Sai Yee Street, Nelson Street, Fa Yuen Street and Shantung Street and the authority estimates that a total of 14 buildings, 220 households and 38 shops would be affected.
The site, which includes part of the area known as "Sneaker Street", would become a "Sports Retail City" offering a wide range of sports goods and sports-related services.
According to the project's architecture consultant Bernard Lim Wan-fung, the Sports Retail City will be a building between 20 and 30 storeys high with a floor area of about 90,000 sq feet.
Under his plan, a sports hall of fame will be set up on the fourth and fifth floors of the building to display exhibits, historic objects and souvenirs to commemorate the achievement of Hong Kong athletes.
The first and second floor would be set aside for shops and the third floor would be a garden.
Construction of the Sports Retail City is expected to be completed by 2013. It is estimated it will cost about HK$1.14 billion to build with a further HK$2 billion for property acquisition from existing owners and compensation for tenants.
URA district development director Stephen Lam Wai-nang admitted the project was one of the most difficult the authority had handled.
"Some shop owners and tenants are opposed to redevelopment for fear of losing their business and investment opportunities," Mr Lam said. "But the residents have waited in blighted conditions for more than 10 years to be moved to a new building."
Authority managing director Billy Lam Chung-lun said the authority would be fair to both tenants and shop owners and would do its best to find a compromise between the two parties.
Mr Lam added that about 10 per cent of the shops had been registered and he expected the registration would be finished within three days.
The 19 affected shop operators in Sai Yee Street will be offered allowances ranging from HK$70,000 to HK$500,000 or the exclusive right to rent a new shop at market prices.
During the construction of the building, the shops will be allowed to operate at the nearby Macpherson Playground.
Sneaker Street shop owner Mrs Tong said she did not want to rent a new shop in the proposed shopping centre or the extra allowance.
"If the authority wants to repay us, I think it should give us other premises," Mrs Tong said.
Mr Lam said the package could not fully satisfy everybody but it had tried very hard after two years' negotiation with different stakeholders.
When asked whether the authority would enact the Lands Resumption Ordinance if the shop owners were not willing to move, Mr Lam would not rule out the possibility.
Tommy Luk, 25, who has lived in an old building at 65 Sai Yee Street since he was born, said he was happy there was a compensation plan.
"My grandmother has lived in this house for more than 40 years. She has lung cancer and cannot walk up the stairs to the eighth floor. I hope that we can have the compensation soon and buy a flat with a lift," he said.
Mr Wong, who has lived in the same old building with his wife since 1998, said he worried he could not find another home.
"We want to live in Mong Kok but the flats are so expensive."

Residents of Fa Yuen "Sneaker" Street would support the Urban Renewal Authority's proposal if it raised its latest offer, a representative said after writing a letter to the authority asking for a meeting.
The Mong Kok residents are caught between two proposals - one offered by the authority and another unveiled on Thursday by a group of shop owners offering 10 per cent more for their properties.
Despite the better terms in the second proposal, most residents said they were not totally confident of its feasibility because shop owners had not revealed the identity of the private developer who was funding the counter-proposal.
In a letter sent to the authority yesterday, residents of Sai Yee, Fa Yuen and Nelson streets said their research found a higher market price of flats in the same district, and they hoped the authority would consider raising the HK$7,012-per-square-foot offer announced on Tuesday.
A representative for residents, Au Shing-fung, said they had commissioned a surveyor to assess the market price of a few residential developments in Mong Kok district, including Nelson Court in Kwong Wa Street and Bijou Court in Sai Yee Street. Prices at the buildings were HK$8,800 per sq ft and HK$8,000 respectively.
The research also showed that the price of larger flats was much higher than smaller flats in terms of the pricing per square foot, Mr Au said.
He said that the saleable area of most flats at Sneaker Street was more than 600 sq ft.
In another redevelopment project at Baker Court in Hung Hom, the authority said seven submissions had been received and a tender review panel would shortlist the qualified parties and invite them to submit a formal tender.
