TSR Capital Bhd has teamed up with Lembaga Tabung Haji to undertake a RM3 billion medical city project in Sepang, Negri Sembilan, for Universiti Teknologi Mara (UiTM (http://www.uitm.edu.my/)).
TSR Capital said on July 18 the proposed development, which includes medical faculties and hospital, research centres and residential areas, will be funded under the private finance initiative (PFI).
“The proposal is subjected to detailed perusal and approvals from the central agency of the Malaysian government,” it said.
The development will be undertaken by TSR and TH Properties Sdn Bhd, a unit of Lembaga Tabung Haji. TSR holds a 70% stake and TH Properties the remainder.
TSR said the development for the 264 hectare project would be a RM1.8 billion medical faculty and hospital, a RM400 million research centre and incubator, a RM400 million residential area and related faculties worth about RM200 million.
“The medical city is an integration of healthcare delivery, training of health personnel, research and development, innovation in health and medicine, and the manufacturing and commercialisation of pharmaceuticals and medical devices.
“The proposed development is to be completed in phases and construction is expected to last eight to 10 years. The development is expected to start upon approvals being obtained from the relevant authorities,” it added.
TSR said the teaching facilities are expected to cater for 720 new students annually and the entire facility would be able to handle up to 3,000 students. The hospital is expected to have a capacity of 1,200 beds.

THE proposal for the Kuala Lumpur Education City (KLEC) to be located in Bandar Enstek will be finalised by the end of this year.
KLEC is the brainchild of SESAMA International Consultancy Services Sdn Bhd.
SESAMA set up KLEC Ventures Sdn Bhd to turn Malaysia into a regional hub for educational excellence and in support of the goal to attract 100,000 international students to Malaysia.
KLEC plans to take up a space of 405ha in the Bandar Enstek development for its project.
The investment amount will only be known once the proposal for KLEC is finalised, but KLEC chief executive officer Ahmad Rizal Umar said it is hoped that it will only be in the sum of hundreds of millions.
He added that KLEC plans to fund the project by recruiting local and foreign investors.
Rizal was speaking to reporters after its Memorandum of Understanding signing ceremony with TH Properties Sdn Bhd, the developer of Bandar Enstek.
KLEC Ventures Sdn Bhd chairman Datuk Kamal Salih said KLEC's shared-services model is one that would enable players in the education sector to make profits faster compared with the conventional model, which normally leads to profits after ten years.
The shared services model involves a service charge per head and a lease or rent agreement for the premises, instead of having to invest heavily in setting up its own facilities here.
The lower capital expenditure for setting up operations, Kamal said, will make it more attractive for more international institutions to come to Malaysia.
KLEC is in negotiations and talks with various international parties to develop the integrated commercial hub for the project, which includes the development of an education theme park, the planned museum walk, as well as commercial buildings and a hotel with an international conventional centre.
With the expected completion of phase 1 of the KLEC in 2011, the company expects the academic population to continue to grow to about 110,000 by the year 2020.
The core of the city, the Academic park, is expected to cover more than 40 per cent of the proposed allocation of land, where the main academic and shared-services building and facilities will be located.

Kuala Lumpur Education City (KLEC), which is expected to be completed by 2020, would have an estimated faculty and student population of 110,000 and a residential population of some 30,000.
The development cost was estimated to be “in the millions” and would be funded by local and foreign investors, KLEC Ventures chief executive officer Ahmad Rizal Umar told a press conference after the signing ceremony yesterday.
TH Properties chief executive officer Syed Mohamed Ibrahim said the education hub was anticipated to attract a lot of interest from foreign universities as it provided significant potential savings.
He said Bandar Enstek, TH Properties’ flagship project, had attracted two foreign biotechnology companies from Russia and Singapore to invest in the development, adding that the two investors had pumped in about RM15mil in the last two years.
Syed Mohamed said efforts to attract foreign investments to Bandar Enstek were not limited to industrial but also extended to institutional, commercial and residential properties.

THE Nilai district in Negri Sembilan will be the country’s latest “wellness zone” that would house a proposed RM1.7bil Medical City.
This private finance initiative is expected to boost Malaysia’s buoyant health tourism industry further.
“After Port Dickson (district), the Government has allowed parts of Nilai to be included in the wellness zone, where hospitals, clinics, and a medical research facility for UiTM (Universiti Teknologi Mara) would be built,” Tourism Minister Datuk Seri Tengku Adnan Tengku Mansor said.
A 61km zone in Port Dickson is the first area in the country to be earmarked as a wellness zone, where international spas and other health tourism facilities would be set up for patients to recuperate.
He said the medical city, to be developed by a private company and TH Properties Sdn Bhd (a company under Lembaga Tabung Haji) at Enstek Park, Nilai, would further attract foreign tourists seeking health care and alternative treatment, to Malaysia.
“The medical city would also have a nursing college and medical-related bio-technology research centre,” Adnan told reporters after launching a charity programme for senior citizens, jointly organised by the Putrajaya Health Clinic Advisory Panel and Proton Perdana Car Owners Club, at the Putrajaya Community Health Clinic in Putrajaya on Saturday.
Adnan said the country’s health tourism was doing quite well, especially with private hospitals in Kuala Lumpur, Penang, Ipoh and Malacca recording brisk business.
“We have many Indonesians coming here to seek medical treatment and with the additional hospitals and health care facilities, we want to entice more people,” he said, adding that dentistry was another health tourism product the ministry would be promoting overseas.
The Malaysian Industrial Development Authority (MIDA) would also be promoting health tourism overseas by offering incentives to foreign investors planning to set up clinics, hospitals and rehabilitation centres in these areas.
On the charity programme, Adnan hoped that young Malaysians would stop neglecting their aged parents.
“Children should visit their parents who have been left at the old folks’ homes,” he said after welcoming about 30 residents from Rumah Orang Tua Seri Kenangan Cheras.
The Proton Perdana Car Owners Club members fetched the senior citizens to Putrajaya and later took them on a tour of Putrajaya before handing them hampers and taking them back to the home.
On the 50th National Day anniversary celebrations, Adnan, who is also the Putrajaya MP, called on residents in his constituency to start flying the Jalur Gemilang.
“We hope people will start flying the national flag voluntarily,” he said.

There is a new face at the helm of TH Properties Sdn Bhd (TH Properties), but he is no green horn. In fact, Zaharuddin Saidon just happens to be one of the pioneers at TH Properties.
The previous general manager for solutions creations recently took over the post of CEO from Datuk Syed Mohamed Syed Ibrahim, and told City & Country last Friday that he is making slight adjustments, or rather some fine-tuning to ensure the company will be able to respond to change effectively.
“It is a challenging and interesting time,” said Zaharuddin who planned to re-look at the processes, especially the use of technology to generate better sales for the company.
According to Zaharuddin, the preceding leaders have left TH Properties, a wholly-owned subsidiary of Lembaga Tabung Haji, on a solid platform. Syed Mohamed has since left for Saudi Arabia to helm the development of Madinah Knowledge Economic City. Zaharuddin is an engineer by profession.
“It is now time for us to leap forward,” he said, adding that he believed his young, dynamic and innovative team would play a vital role for the success of TH Properties.
Currently, TH Properties is in talks with interested parties from India and Italy for possible joint-venture (JV) projects to develop part of its over 5,000-acre (2,023-hecatre) flagship project Bandar Enstek in Nilai.
“The Indian developer also has presence in South Africa and the United Kingdom, while the Italian company is interested to introduce new designs here,” Zaharuddin said. While he was unable to reveal the identities of the parties, he said the Indian developer is one of the big players in India.
There is demand from wealthy Indians as they are interested to own a Malaysian property and therefore, will not be competing with the local market. Meanwhile, the Italian company has plans to market the properties to not only in Europe, but also in the Middle East.
Located 20 minutes from Putrajaya, Bandar Enstek is a JV with the Negri Sembilan State Development Corporation (PKNNS), with a total gross development value (GDV) of over RM9.26 billion. Slated for completion by 2020, the freehold development began in 2000.
When completed, Bandar Enstek will comprise 1,708 acres of residential area, a 528-acre medical city that includes the whole value chain of the medical and healthcare industry, 738 acres of human capital development consisting world-class academic and training institutions, a 230-acre central business district and a 784-acre knowledge-based industries including advanced manufacturing technology, biotechnology and aviation technology.
The township is attracting interest from various parties.
Recently, the Ministry of Higher Education purchased 500 acres of land to be developed into the Kuala Lumpur Education Park where local and international institutions will set up their base, including the University of London and Middlesex University from the United Kingdom.
Meanwhile, a US-based multinational company was in final talks with the federal government on acquiring 200-acres within Bandar Enstek, said Zaharuddin, adding that a decision is expected by the middle of this year.
To date, 259 acres of residential projects have been developed. Offering an unprecedented five-year defect liability period, there are four phases for the residential projects — Alamilenia@enstek, Jentayu@enstek, Cendrawasih@enstek and Timur@enstek. The total GDV for residential development within Bandar Enstek is RM2 billion.
A seven-acre show village will be launched by month-end, simultaneously along with Rimbun, part of its fourth phase, known as Timur@enstek. Rimbun consists of 111 units of 1½-storey linked homes, with standard built-up area of 2,320 sq ft and land size of 26 ft by 80 ft. The proposed selling price is from RM260,000 onwards.
“We make conscious, strategic decisions and consider ourselves as solution creators, rather than just developers. We look into the safety and social well-being of our buyers, plan and strategise on how a community should be developed,” he said, adding that having a big landbank is their strength and their focus is on the local market.
According to the developer, the majority of the buyers are from the south of Klang Valley including Subang Jaya, Putrajaya as well as Bangi.
TH Properties also has a 300-acre tract in Seremban. It has entered into a JV agreement with Seri Pajam Development Sdn Bhd last year to develop 33.6 acres of the freehold tract comprising 200 bungalows and semi-dees. The exclusive RM34 million tropical resort-style gated project is scheduled for completion by 2011. The company was also aggressively scouting for land for mixed developments in the Klang Valley.
On its plans on foreign participation, Zaharuddin said: “We have been invited to participate in a township development in Saudi Arabia but for now, we plan to focus on Bandar Enstek,” he said, adding that while TH Properties is familiar with Saudi Arabia, it has yet to decide on the invitation. It is also keen on Indonesia as it is a country with improving economy and has good potential if TH Properties can the right working partner, he added.

TABUNG Haji property arm TH Properties Sdn Bhd yesterday launched several show houses for its RM9.2 billion flagship property project, Bandar Enstek in Nilai, Negri Sembilan.
The 2.8ha show village, which comprises seven designs and different interior decor themes, is aimed at attracting prospective home owners and investors.
TH Properties chairman Datuk Azizan Abdul Rahman said the show village is an exclusive concept, the first in the local property development industry.
The company also launched the third phase of the development, called timur@enstek which will feature 12,400 residential units of link homes, town villas, apartments, link bungalows and bungalows.
Timur@enstek will cover 580ha and the overall gross development value (GDV) is estimated at RM2.7 billion and gross development cost at RM2.1 billion.
The first phase of timur@enstek will feature single storey and one-and-a-half-storey link homes and single-storey bungalows, with prices ranging from RM166,300 to RM977,519, said Azizan.
"Careful, detailed thought and craftmanship have gone into the creation of the latest phase to give residents green spaces not just within the township but also inside their homes," he said.
Bandar Enstek, which is about 10 minutes away from the Kuala Lumpur International Airport, is expected to be completed in 2025.
Yesterday's launch was officiated by Minister in the Prime Minister's Department Datuk Ahmad Zahid Hamidi.
In his speech, he commended TH Properties for developing a project that will be an attractive global destination for foreign investors especially those involved in education and human capital development.
"One of the major components of Bandar Enstek is techpark@enstek for biotechnology clusters, edupark@enstek which has attracted investments of over RM2 billion and medicalcity@enstek, a RM1.7 billion project," said Ahmad Zahid.

TH PROPERTIES Sdn Bhd yesterday signed a memorandum of understanding (MOU) with Villa Muhandis Internationale Sdn Bhd (VMI) to incorporate Italian designs and influences in future phases of its Bandar Enstek township project.
TH Properties chief executive officer Zaharuddin Saidon said the MOU also covered the promotion and undertaking of research and development in houses and real-estate design at Bandar Enstek and the promotion of information exchange for common business interest and opportunities between the two companies.
"An integral component of the MOU will be the setting up of a design business centre by VMI and the proposed establishment of the Malaysian Italian Design Institute at Bandar Enstek," he told reporters after the signing ceremony in Kuala Lumpur yesterday.
Zaharuddin said the design business centre will be a platform to help develop and commercialise Malaysian designs for local and international markets and also promotes collaborations with other housing research centres, especially universities.
"Initial discussions have already been made with the Housing Research Centre of Universiti Putra Malaysia and Universiti Tun Hussein Onn Malaysia," he said, adding that one of the main areas of research is on the Industrialised Building System which will help enhance quality and safety at construction sites and reduce construction costs.

KUALA LUMPUR: TH Properties Sdn Bhd aims to bring Italian designs to future phases of its Bandar Enstek development in Nilai, Negri Sembilan.
“We would like to produce a local brand which is recognised globally,” CEO Zaharuddin Saidon said after the company signed a memorandum of understanding (MoU) with Villa Muhandis Internationale Sdn Bhd yesterday.
Villa Muhandis is involved in industrial design in collaboration with international institutions worldwide.
Zaharuddin said an integral component of the MoU would be the setting up of a Design Business Centre (DEBUCE) by Villa Muhandis and Malaysian Italian Design Institute (MIDI) at Bandar Enstek.
DEBUCE would be a platform to help develop and commercialise Malaysian designs for local and international markets, he said.
“DEBUCE will also be the platform for innovative collaboration with other housing research centres, especially with universities. Initial discussions have started with Housing Research Centre of Universiti Putra Malaysia and Universiti Tun Hussein Onn Malaysia.
“One of the main areas of research is in an industrialised building system which will help in enhancing quality and safety at construction sites as well as reducing construction costs,” he said.

According to Villa Muhandis president Giovanni Pergaminelli, Malaysia does not lack talent but there is a need to learn how the European countries are able to harness their talent in art and design for commercialisation.
On the outlook of the property market, Zaharuddin said it would be hit by the increase in petrol prices, which would affect building material prices.
“The cost of building houses will go up; therefore the selling price will also go up.
“What is important is to adjust and address the issue and one of the things we want to do is identify alternative building materials that will reduce costs,” he said.

KUALA LUMPUR: TH Properties Sdn Bhd will be investing another RM100 million in infrastructural development at its RM9.2 billion Bandar Enstek project in Negeri Sembilan, said its chief executive officer Zaharuddin Saidon.
"We are now opening up our techpark@enstek 2 and we need to put in place the infrastructure so we are going to spend about RM100 million this year to provide the necessary construction," he said after a memorandum of agreement (MoA) signing ceremony between TH Properties and Bank Islam Malaysia Bhd here yesterday.
TH Properties bought the 5,116-acre land for about RM800 million. The gross development value of the project is RM9.2 billion, while the gross development cost is RM7.4 billion. Bandar Enstek is expected to be completed in 2025.
Pursuant to the MoA with Bank Islam, prospective buyers will be able to secure financing packages of up to 100% for timur@enstek homes exceeding RM250,000 and may be exempted from making payments during the construction, or a grace period of up to three years.
In addition, Bank Islam also introduced a "two-month payment holiday" scheme where customers could skip paying instalments for November and December.
Bank Islam managing director Datuk Zukri Samat said it had a proper credit control system and not everyone would be eligible for the 100% financing.
To date, more than 24 units of timur@enstek's Matahari A&B bungalows had been sold. Seventy units of Bayu single-storey link homes were under construction for completion by January, said Zaharuddin.
He also said that the Rimbun superlink homes were launched in April and 40% of them had been taken up. "By the end of the year, we expect to be able to sell all the 100 units."

TH PROPERTIES Sdn Bhd, the developer of Bandar Enstek, has partnered Bank Islam Malaysia Bhd on a loan package which includes financing of up to 100 per cent and waiver of payments during the construction period.
"We decided to be proactive, and come up with a 'no-payment during construction' scheme for home financing in anticipation of the impact of rising costs of living on disposable income," Bank Islam managing director Datuk Zukri Samat said in Kuala Lumpur yesterday.
With the introduction of this package, buyers will have the opportunity to buy a house almost without having to pay a single sen until the house is ready for occupation.
Zukri said despite the flexibility that Bank Islam offers, the bank will make sure that it does not compromise on credit security.
"We sincerely hope that these features will provide customers peace of mind and relieve some of their burden during this challenging period," Zukri said.
Bank Islam also offers a two-month payment holiday scheme under which customers have the option to skip instalments for November and December every year.
Meanwhile, TH Properties chief executive officer Zaharuddin Saidon said it will go ahead with its planned RM100 million worth of property launches this year despite escalating costs of building materials.
"We know that other developers will hesitate, but we are moving full steam ahead. We are taking this opportunity to launch our products as others delay theirs," Zaharuddin said.
He said the company is working on various measures to reduce costs to maintain its prices.

“Besides healthcare services, the first phase of the development, Resort Living@enstek, will also offer various social, cultural and educational activities for residents,” TH Properties’ chief executive Zaharuddin Saidon told reporters after signing a memorandum of understanding here yesterday.
He added that the development would be on a 12ha land in Bandar Enstek, with a gross development value (GDV) of RM30 million. Construction will start in June 2009 and is scheduled for completion within two years. Bandar Enstek is a RM9.2 billion township which will spread over 2,000ha when fully completed in 2025.
“There will be about 60 units of bungalows in the area, which cost RM500,000 to RM1 million per unit. We are targeting the elderly of 60 years old and above,” Zaharuddin said, adding that it was also looking to provide similar services to the elderly in Ipoh and Penang.
Besides the Resort Living@enstek, the property developer is also eyeing suitable locations in Bandar Enstek and Kuala Lumpur to develop its second healthcare project — Women & Children’s Hospital — with a GDV of RM150 million.
“The demand for the hospital will be in Kuala Lumpur and a decision will be made in the next couple of months,” he said.

KUALA LUMPUR 18 Nov. - TH Properties Sdn. Bhd. (TH Properties) telah mengadakan kerjasama dengan PrimaNora Sdn. Bhd. bagi membangunkan dua projek hartanah di Bandar Enstek, Labu di Negeri Sembilan bernilai RM180 juta.
Ketua Pegawai Eksekutif TH Properties, Zaharuddin Saidon berkata, dua projek tersebut membabitkan pembinaan banglo Resort Living Enstek dan Hospital Wanita dan Kanak-Kanak dengan masing-masing bernilai RM30 juta dan RM150 juta.
Katanya, pembinaan projek Resort Living Enstek seluas 12.14 hektar akan bermula pada Jun 2009 dan dijangka siap sepenuhnya menjelang akhir tahun 2010.

Beliau berkata demikian selepas menandatangani perjanjian dengan PrimaNora yang diwakili oleh Pengasas dan Pengerusi Eksekutifnya, Datuk Dr. Nor Ashikin Mokhtar.
Menurut Zaharuddin, bagi projek Hospital Wanita dan Kanak-Kanak pula, pihaknya telah mengenal pasti beberapa lokasi di ibu kota dan Bandar Enstek.
''Kami masih mengkaji lokasi berkenaan dan kami juga terbuka kepada cadangan mana-mana pihak yang berminat ataupun melihat juga kepada permintaan pengguna," ujarnya.
Tambahnya, tumpuan TH Properties bukan kepada Bandar Enstek sahaja malah turut mengenal pasti beberapa tempat di Pulau Pinang, Ipoh, Perak, Johor dan Langkawi.
''Walaupun projek ini pertama kali diwujudkan di Malaysia, tetapi kami yakin kejayaannya mampu dicapai berdasarkan pelaksanaan yang dilakukan di negara-negara lain seperti Australia," jelasnya.
Beliau juga berkata, terdapat lagi beberapa projek di bawah perjanjian itu yang melibatkan pembinaan Pusat Kesejahteraan Kesihatan, Kemudahan Penjagaan Kesihatan Pakar dan Program Kesihatan Haji Komprehensif.
''Kami akan terus berusaha menyediakan perkhidmatan hartanah menyeluruh bagi memenuhi keperluan pengguna dan meningkatkan kualiti gaya hidup mereka," katanya.
Ditanya sama ada krisis kewangan global menjejaskan kerjasama itu, beliau berkata, ia tidak akan memberi kesan kerana industri kesihatan adalah kalis kegawatan.
''Selain itu, orang ramai perlu bersedia untuk berdepan dengan pelbagai cabaran apabila usia meningkat," ujar beliau.

Kawasan kediaman seluas 12 hektar itu akan dibangunkan menerusi kerjasama PrimaNora Sdn Bhd mulai Jun 2009 bagi menyediakan suasana kehidupan ala-resort mewah dengan perkhidmatan penjagaan kesihatan untuk warga emas.
Ketua Eksekutifnya, Zaharuddin Saidon, berkata TH Properties akan membina kira-kira 60 unit banglo yang dijual pada harga antara RM500,000 hingga RM1 juta di Resort Living@enstek yang dijangka siap sepenuhnya menjelang akhir 2010.
Katanya, dianggarkan kira-kira 9.9 peratus daripada populasi negara akan mencecah 60 tahun ke atas menjelang 2020, justeru Resort Living@enstek dibangunkan bagi memenuhi keperluan golongan itu.

Menerusi MoU itu, kedua-dua pihak akan bekerjasama membangunkan dua projek dalam fasa pertama, iaitu Resort Living@enstek serta hospital wanita dan kanak-kanak dengan GDV RM50 juta, yang sedang dalam perancangan untuk dibangunkan di Bandar Enstek atau di Kuala Lumpur.
Hospital memiliki 100 katil itu akan menyediakan perkhidmatan merangkumi kemandulan, Uroginekologi, perubatan kecantikan, pembedahan plastik selain obstetrik dan ginekologi.
Zaharuddin menambah, projek lain akan dilaksanakan menerusi MoU itu termasuk Pusat Kesejahteraan Kesihatan, Kemudahan Penjagaan Kesihatan Pakar dan Program Kesihatan komprehensif yang akan dilaksanakan secara berperingkat.
"Untuk pusat kesejahteraan kesihatan ini, kami masih mengkaji lokasi sesuai dan buat masa ini mungkin memilih Pulau Pinang atau Ipoh.
"Sama ada dibangunkan di kawasan milik TH Properties atau tanah pihak ketiga, ia masih belum dapat dipastikan lagi," katanya.
Ditanya mengenai tinjauan industri hartanah, beliau mengakui ia tidak terkecuali daripada kesan persekitaran global yang tidak menentu.

KUALA LUMPUR: Lembaga Tabung Haji’s property arm TH Properties Sdn Bhd and Primanora Sdn Bhd, will provide healthcare services in its flagship project at Bandar Enstek in Negri Sembilan for the aged and elderly.
“Besides healthcare services, the first phase of the development, Resort Living@enstek, will also offer various social, cultural and educational activities for residents,” TH Properties’ chief executive Zaharuddin Saidon told reporters after signing a memorandum of understanding here yesterday.
He added that the development would be on a 12ha land in Bandar Enstek, with a gross development value (GDV) of RM30 million. Construction will start in June 2009 and is scheduled for completion within two years. Bandar Enstek is a RM9.2 billion township which will spread over 2,000ha when fully completed in 2025.
“There will be about 60 units of bungalows in the area, which cost RM500,000 to RM1 million per unit. We are targeting the elderly of 60 years old and above,” Zaharuddin said, adding that it was also looking to provide similar services to the elderly in Ipoh and Penang.
Besides the Resort Living@enstek, the property developer is also eyeing suitable locations in Bandar Enstek and Kuala Lumpur to develop its second healthcare project — Women & Children’s Hospital — with a GDV of RM150 million.
“The demand for the hospital will be in Kuala Lumpur and a decision will be made in the next couple of months,” he said.

KUALA LUMPUR 21 Dis. - TH Properties Sdn. Bhd. (TH Properties) akan melancarkan beberapa projek pembangunan hartanah dengan nilai pembangunan kasar (GDV) melebihi RM9 bilion, di Bandar Enstek, Labu, Negeri Sembilan.
Ketua Pegawai Eksekutif TH Properties, Zaharuddin Saidon berkata, pembangunan hartanah itu membabitkan pembinaan kediaman, komersial, institusi dan industri.
Tambah beliau, sebanyak 25 peratus daripada 2,070.4 hektar bank tanahnya di kawasan itu telah terjual manakala 50 peratus lagi masih dibangunkan.
Menurutnya, TH Properties menjangka ia (bank tanah) mampu menyediakan projek kepada syarikat hingga 2020.
Zaharuddin menambah, pada masa yang sama, pihaknya merancang untuk meningkatkan saiz bank tanahnya dengan memiliki tanah di sekitar Bandar Enstek supaya orang ramai menyedari kewujudan kawasan tersebut setelah ia siap dibangunkan sepenuhnya.
''Kami mungkin akan mengadakan perjanjian usaha sama dengan syarikat atau pemilik tanah untuk membangunkan tanah ini, sekali gus projek dapat disiapkan lebih awal," katanya kepada Utusan Malaysia, di sini hari ini.
Bandar Enstek yang terdiri daripada projek-projek kediaman, komersial, institusi dan industri merangkumi taman teknologi, techpark@enstek, dengan keluasan 784 hektar yang dibangunkan sejak Ogos tahun lalu.
techpark@enstek meliputi techpark 1 dan 2 yang diilham untuk menjadi pusat perindustrian antarabangsa bertaraf dunia melalui industri bioteknologi dan industri penyelenggaraan, pembaikan dan baik pulih (MRO) pesawat.

''Berikutan itu hampir 60 peratus pembangunan di techpark 1 telah siap, maka kami telah membangunkan techpark 2 dengan projek-projek seperti Bandar Perubatan dan Bandar Pendidikan Kuala Lumpur," katanya.
Jelas beliau, Bandar Perubatan telah mendapat kelulusan daripada kerajaan akan dibangunkan pada tahun depan manakala Bandar Pendidikan pula akan menempatkan institusi pengajian tinggi swasta luar negara.
Katanya, sebuah syarikat yang berpangkalan di Amerika Syarikat (AS) telah menyatakan minat untuk membeli 121.4 hektar tanah di techpark 2 tetapi cadangan tersebut masih lagi dalam perundingan.
Beliau bagaimanapun enggan mengulas lanjut atau mendedahkan pihak yang berminat itu.
Sementara itu, Zaharuddin memberitahu, pihaknya juga sedang berbincang dengan beberapa universiti di United Kingdom, termasuk Reading University bagi memulakan operasi di Bandar Enstek
''Disebabkan permintaan yang tinggi, maka kami perlu mengenal pasti pemilik tanah yang bersempadan dengan kawasan kita berikutan tanah yang tidak mencukupi.
''Tumpuan kami bukan kepada Bandar Enstek sahaja malah turut mengenal pasti beberapa tempat di sekitar Lembah Klang, Pulau Pinang dan Ipoh," tambahnya.
Ditanya sama ada TH Properties akan menaikkan harga rumah berikutan keadaan ekonomi semasa yang tidak menentu, Zaharuddin berkata, mereka tidak akan berbuat demikian kerana harga minyak mentah dan besi keluli telah jatuh.
''Kami telah bekerjasama dengan beberapa universiti tempatan untuk mengenal pasti bahan dan sistem baru bagi pembinaan supaya dapat mengekalkan kos perumahan dan mengurangkan tenaga kerja.
''Antara universiti yang terlibat ialah Universiti Tun Hussein Onn dan Pusat Penyelidikan Perumahan, Universiti Putra Malaysia," katanya.
Mengenai sama ada TH Properties berminat menawarkan Amanah Pelaburan Hartanah (REIT), beliau memberitahu, sekarang bukan masa yang sesuai tetapi tidak menolak kemungkinan untuk berbuat demikian pada masa depan.

PETALING JAYA: The proposed private low-cost carrier terminal (LCCT) to be built by Sime Darby Bhd for AirAsia Bhd in Labu will have a positive impact on TH Properties Sdn Bhd (THP) and boost its property values, said its chief executive officer Zaharuddin Saidon.
He said the proposed LCC airport in Labu would further increase accessibility and connectivity, both domestic and international, to its flagship RM9.2 billion development at Bandar Enstek in Nilai, which will help boost demand of its various development components.
“We therefore expect demand for our products to increase. Even now we have experienced increase in enquiries about our products and visits to Bandar Enstek since the news broke out,” he told The Edge Financial Daily via email.
Zaharuddin said the value of THP’s residential units and industrial lots in the @enstek enclave had already been steadily increasing since their initial launch in 1999.
He said the company’s single-storey bungalow in the first phase was priced at slightly over RM200,000 but had increased to RM300,000 by the time the second phase was launched in 2004.
“When we launched the third phase known as timur@enstek in late 2006, the single-storey bungalow was already selling from RM500,000 onwards,” he said.
He said the company’s industrial lots in techpark@enstek had risen in price from RM8.50 per square foot back in 2003 to the latest price of RM14.00 per square foot.
“This value enhancement was attributed to our endless efforts to create Bandar Enstek as the first planned knowledge-based community where we have as part of our township masterplan, the edupark@enstek and the medicalcity@enstek,” he said.
The edupark@enstek consists of a 28-hectare education complex by the Ministry of Education, a 120ha institution of higher learning under the Ministry of Higher Education, the 200ha Kuala Lumpur Education City or KLEC as well as the Cempaka International Ladies College.
Meanwhile, medicalcity@esntek is a 200ha integrated development that covers the whole spectrum of the healthcare industry with focus on medical tourism, which was awaiting the final approval from the federal government, said Zaharuddin.
He said the project was a tri-partite joint-venture between TH Properties, TSR Capital Berhad and the International Islamic University of Malaysia.
Zaharuddin said while THP had so far developed about 30% of the 2,046.4ha township, almost the entire development had been committed for future projects including medicalcity@enstek, KLEC, techpark2, resort living, theme park and business park.
“As such, we are already running out of land to accommodate the ever increasing parties that are interested to invest in various projects within Bandar Enstek.”
“For this reason, we had prior to this initiated talks with Sime Darby Property to look into jointly developing their plantation land adjacent to Bandar Enstek such as Tanah Merah and Labu Estates,” he said.
He said the idea was to let Bandar Enstek naturally expand into the surrounding areas, the developments of which could be planned to complement the key components of Bandar Enstek.
He said as Sime Darby had a larger landbank than THP, Bandar Enstek could blend into the former’s overall planning for a mega corridor that transcended both Selangor and Negri Sembilan with KLIA and the proposed KLIA East as the major catalysts.
He said Bandar Enstek had a head-start in terms of implemented development, and could serve as a ready hub to spur the growth of the corridor consisting of a series of state-of-the-art townships that were being planned by Sime Darby.
“In no time, the entire area will become a new hot spot in Malaysian real estate on par with Klang Valley and Iskandar Malaysia. It will take longer time if the corridor is to be developed from the existing ‘greenfield’ sites,”
“Therefore, we do not see this proposal as a threat at all but to be mutually beneficial to us and the various parties if we can strike a strategic collaboration that capitalises on each others’ strengths and qualities,” said Zaharuddin.
He said the take-up rate for THP’s previous launches had been 100% and its planned projects were on track.

TH Properties Sdn Bhd is to build a four-star, 400-hundred room hotel at Bandar Enstek in Nilai, Negeri Sembilan.
The property developer today signed a memorandum of understanding (MoU) with Seri Pajam Development Sdn Bhd for the project.
TH Properties chief executive officer Zaharuddin Saidon said the hotel was a RM50 million investment.
He said the first phase of construction would commence in August this year and is expected to be competed in early 2011.
“With its close proximity to the KL International Airport and the present LCCT or Low Cost Carrier Terminal, we expect the hotel to be well received,” he told reporters after the signing ceremony.
He added that with the proposed construction of the new LCCT at Labu, Negeri Sembilan, the company expects the traffic towards Bandar Enstek to increase significantly.
TH Properties is a wholly-owned subsidiary of Lembaga Tabung Haji and is the developer of Bandar Enstek, a joint venture effort with the Negeri Sembilan Development Corporation via TH-NSTC Sdn Bhd.
At the event, TH Properties also signed another MoU with Seri Pajam Development to implement the industrialised building systems (IBS) in the construction of buildings at Bandar Enstek.

KUALA LUMPUR: TH Properties Sdn Bhd is building a new RM50mil four-star hotel in Bandar Enstek to benefit from the proposed low-cost carrier terminal (LCCT) in Labu, Negri Sembilan.
Chief executive officer Zaharuddin Saidon said the hotel, near the KL International Airport (KLIA), would cater for foreigners and transit passengers that come through KLIA and the new LCCT at Labu.
“The hotel will be an ideal destination for them as a pit-stop as it only takes about a few minutes from the hotel to the airports,” he said yesterday at the signing of two memoranda of understanding (MOU) and a joint venture (JV) agreement between the company, the developer of Bandar Enstek in Nilai and Seri Pajam Development Sdn Bhd.
The MOUs were for building the new hotel and and for the implementation of the industrialised building system (IBS) for the construction of future buildings at Bandar Enstek. The IBS is a construction process that involves pre-fabricated and on-site installations.
“The construction of the 400-room four-star hotel will commence around August and will take about 16 months for completion,” Zaharuddin said.
The signing of the JV was for the development of the second phase of Bandar Warisan Puteri near Seremban.
“The construction works of Vila Suria (at Bandar Warisan Puteri) using the IBS (in the first phase) has enabled us to complete the project in 12 months and ensure the delivery of high-quality finished products,” said Seri Pajam managing director Lai Suit Choong.
He said the second phase of Bandar Warisan Puteri had a gross development value of RM160mil and would see the development of some 1,000 residential units of various types, over a period of five years.

TH Properties Sdn Bhd is confident that the location of its latest project, Bandar Enstek, will attract and boost sales despite the current economic slowdown.
Located 10 minutes from the KL International Airport (KLIA) and 20 minutes from Putrajaya and Cyberjaya, the township is well connected to highways such as the North South Expressway and Express Rail Link.
Chief executive officer Zaharuddin Saidon says about 60% of the buyers are civil servants working in Putrajaya while the remaining worked at the KLIA and other parts of the Klang Valley.

Although the country is starting to feel the impact of the crisis, the company’s target buyers, who are mostly civil servants, are still secure in their jobs, he says.
Bandar Enstek comprises residential, commercial and industrial properties with a gross development value of RM9.3bil.
It is scheduled for completion in 2025.
TH Properties, which has 20 years’ experience as a developer, has other projects including Bandar Muazzam Shah in Pahang and Warisan Puteri township in Negri Sembilan.
Bandar Enstek is now the biggest development undertaken by the company.
The houses at Bandar Enstek are priced from RM170,000 for single-storey houses, RM250,000 for double-storey terrace houses, RM300,000 for super link houses and RM600,000 for bungalows.
“TH Properties is the only developer in the country to offer a five-year warranty for any of its properties.
“Our gearing is zero and our funds are all internal. That’s why not a single project by us has been abandoned, “ he says.
Going forward, he says, TH Properties plans to unlock land belonging to its parent Tabung Haji for development purposes.
It is also moving into other international markets such as Saudi Arabia.
The company will be launching a new commercial building in Kuala Lumpur by April.

PETALING JAYA: Construction group TSR Capital Bhd looks set to build and equip a teaching hospital costing RM1.7bil for International Islamic University Malaysia (IIUM) in Nilai, Negri Sembilan.
Prime Minister Datuk Seri Abdullah Ahmad Badawi will today officiate the ground-breaking ceremony for the hospital which will be funded by private finance initiative (PFI).

Under a PFI scheme, a private sector company will finance the development of infrastructure and lease it to the Government over a period of many years.
TSR recently announced to Bursa Malaysia that it has received approval in-principle from the Economic Planning Unit for its subsidiary Medicalcity Corp Sdn Bhd to develop a post-graduate teaching hospital for IIUM.
The project remains subject to terms and conditions to be negotiated and a concession agreement to be executed.
TSR senior accountant K. K. Ng said Medicalcity was a joint-venture company that was 70:30 owned by TSR and Lembaga Tabung Haji (LTH) group.
Medicalcity would design, manage the turnkey construction and finance the development of the hospital while TSR would construct and equip the facility, Ng told StarBiz yesterday. After TSR has completed construction, Medicalcity will provide maintenance services for the hospital and its facilities over the next 30 years.
“The doctors can focus on medical treatment and teaching while the building and facility maintenance services are outsourced to us,” Ng said.
The PFI arrangement will be under a build-lease-maintain and transfer (BLMT) scheme where the facilities will be transferred to the Government at the end of the lease period.
There will be key performance indicators to be adhered to by Medicalcity in its maintenance contract for the facilities.
The total development cost of RM1.7bil comprises about RM1bil for construction of the hospital and about RM700mil for the medical equipment.
While that is a huge sum to finance at this time, it is doable because bankers would be comfortable with the Government as the customer. Even so, Medicalcity will work on a debt-to-equity ratio of 80:20 as against a higher leverage of 90:10 that was originally planned.
“That’s to enable us to work towards a triple A rating for the bank loans. Bankers will be more comfortable if we put 20% of equity into the financing structure,” Ng said.
The teaching hospital will be built on a large piece of land in Nilai that’s owned by the Higher Education Ministry, and within Bandar Enstek that is being developed by a joint venture of Negri Sembilan State Development Corp and TH Properties Sdn Bhd, a subsidiary of LTH.
It is also near a 370-acre site owned by TH Properties and planned for a medical city. It is expected that TH Properties will form a joint venture with TSR to develop that.
The medical city will comprise facilities to offer services such as a combination of western and eastern or herbal medicine and treatment.
The whole concept focuses on the dual objectives of training knowledge workers and making available herbal treatment in a managed facility.

THE Nilai district in Negri Sembilan will be the country’s latest “wellness zone” that would house a proposed RM1.7bil Medical City.
This private finance initiative is expected to boost Malaysia’s buoyant health tourism industry further.
“After Port Dickson (district), the Government has allowed parts of Nilai to be included in the wellness zone, where hospitals, clinics, and a medical research facility for UiTM (Universiti Teknologi Mara) would be built,” Tourism Minister Datuk Seri Tengku Adnan Tengku Mansor said.
A 61km zone in Port Dickson is the first area in the country to be earmarked as a wellness zone, where international spas and other health tourism facilities would be set up for patients to recuperate.
He said the medical city, to be developed by a private company and TH Properties Sdn Bhd (a company under Lembaga Tabung Haji) at Enstek Park, Nilai, would further attract foreign tourists seeking health care and alternative treatment, to Malaysia.
“The medical city would also have a nursing college and medical-related bio-technology research centre,” Adnan told reporters after launching a charity programme for senior citizens, jointly organised by the Putrajaya Health Clinic Advisory Panel and Proton Perdana Car Owners Club, at the Putrajaya Community Health Clinic in Putrajaya on Saturday.
Adnan said the country’s health tourism was doing quite well, especially with private hospitals in Kuala Lumpur, Penang, Ipoh and Malacca recording brisk business.
“We have many Indonesians coming here to seek medical treatment and with the additional hospitals and health care facilities, we want to entice more people,” he said, adding that dentistry was another health tourism product the ministry would be promoting overseas.
The Malaysian Industrial Development Authority (MIDA) would also be promoting health tourism overseas by offering incentives to foreign investors planning to set up clinics, hospitals and rehabilitation centres in these areas.
On the charity programme, Adnan hoped that young Malaysians would stop neglecting their aged parents.
“Children should visit their parents who have been left at the old folks’ homes,” he said after welcoming about 30 residents from Rumah Orang Tua Seri Kenangan Cheras.
The Proton Perdana Car Owners Club members fetched the senior citizens to Putrajaya and later took them on a tour of Putrajaya before handing them hampers and taking them back to the home.
On the 50th National Day anniversary celebrations, Adnan, who is also the Putrajaya MP, called on residents in his constituency to start flying the Jalur Gemilang.
“We hope people will start flying the national flag voluntarily,” he said.

KUALA LUMPUR 2 Ogos - TH Properties Sdn. Bhd. akan bekerjasama dengan sebuah syarikat hartanah berpangkalan di India bagi membangunkan kediaman serba mewah dengan nilai pembangunan kasar sebanyak RM1 bilion di Enstek, Nilai.
Ketua Pegawai Eksekutif TH Properties Sdn. Bhd., Zaharuddin Saidon berkata, usahasama itu merupakan kerjasama pertama syarikat tersebut dengan pihak asing bagi menjayakan kempen Malaysia My Second Home.
Menurutnya, kediaman serba mewah itu akan dibangunkan di kawasan seluas 80 hektar dengan sebuah kelab bertaraf enam bintang.
''Kami sudah menghampiri untuk memuktamadkan kerjasama ini,'' katanya ketika ditemui selepas mengadakan lawatan ke pejabat Utusan Malaysia di sini.
Katanya, dengan kerjasama itu ia akan memudahkan TH Properties memasarkan kediaman tersebut memandangkan syarikat yang bakal menjadi rakan niaganya itu turut terlibat dalam industri barang kemas.
''Mereka (syarikat asing) itu mempunyai rangkaian pelanggan mewah dan ia memberi kelebihan kepada TH Properties terutama dalam aspek pemasaran,'' tambah beliau.
Meskipun enggan mendedahkan lebih lanjut mengenai projek itu, Zaharuddin berkata, ia projek kediaman bertanah dengan kepadatan yang rendah.
Katanya, kediaman serba mewah itu akan dipasarkan di Timur Tengah, Singapura dan India.
Dalam pada itu, beliau memberitahu, Enstek akan melancarkan 500 unit kediaman dengan nilai RM100 juta pada tahun ini.
Malah, katanya, TH Properties juga akan menawarkan kediaman berharga di bawah RM200,000 di kawasan tersebut.

SEREMBAN: The state government’s aim to turn the Nilai-Bandar Baru Sendayan-Bandar Enstek triangle into an educational valley received yet another boost when the City University College of Science and Technology signed an agreement to acquire a 40ha parcel of land here yesterday.
Mentri Besar Datuk Seri Mohamad Hasan said the university, now located in Petaling Jaya, would build its main campus on the new land that was previously owned by Mentri Besar Incorporated.
“This is another milestone in our efforts to turn the area into a valley for education,” he told reporters after chairing the state exco meeting at his office near here.
Among other institutions built in the educational triangle are the International Islamic University’s medical faculty, the International University College of Nursing and the RM1.3bil Education Complex at Bandar Enstek which would house the Aminuddin Baki Institute, Institut Pendidikan Guru, English Language Institute, Tunku Kurshiah College and Nilai Polytechnic among others.
Mohamad said investors who are keen to invest in the state had been adopting the “wait and see” attitude following a general slowdown in the world economy.
“Our target is to get at least RM1bil in new investments every year. If we look at the amount approved by us in the first six months of this year, we are already half way there.
“But some of these investors are still holding on to their money and are a little more cautious now,” he said, adding that the state faced stiff competition from new growth areas in Terengganu and Pahang.

TH PROPERTIES Sdn Bhd, the property arm of Lembaga Tabung Haji, will launch RM50 million worth of shoplots at its Bandar Enstek township in Nilai, Negeri Sembilan, next month.
Its chief executive officer Zaharuddin Saidon said this would be the first time it launches commercial units within the development.
Bandar Enstek is developed by TH-NSTC Sdn Bhd, a 70:30 joint venture between TH Properties and the Negeri Sembilan State Development Corp.
So far 30 per cent of the 2,046ha township has been developed with 1,200 units of single and double-storey terraced houses, bungalows and semi-detached houses built and occupied.
The whole development, comprising residential, industrial, commercial and institutional components will be completed by 2025 with an estimated gross development value of RM9.2 billion.
"Developments are moving on as scheduled. We feel it's time to add some shoplots to cater for the existing homes. We are positive on the take-up as there is a long wait list," Zaharuddin said.
Zaharuddin was speaking to Business Times in Kuala Lumpur yesterday, after inking an agreement with Hiraki Timur Sdn Bhd.
Hiraki is the operator of Kolej Teknologi Timur (KTT) and it plans to set-up a campus on 3.2ha in Bandar Enstek, for RM25 million to RM30 million.
The event was witnessed by Deputy Minister of Higher Education Datuk Saifuddin Abdullah.
Hiraki Timur will move its current main campus in Bandar Baru Salak Tinggi, Sepang to Bandar Enstek when the new facility is ready by early 2012.
Zaharuddin said TH-NSTC has, since 2002, received investments of over RM1 billion from the government and private sectors to set up universities and colleges.
The Education Ministry and Higher Education Ministry bought 400ha to set up nine colleges and institutions such as Tunku Kursiah College, Aminuddin Baki Institute, Maktab Perguruan Teknik and Pusat Latihan Bahasa Inggeris.
The properties are under construction and will be ready between 2012 and 2013.
Kuala Lumpur Education City Sdn Bhd, led by Tan Sri Dr Kamal Salleh, is planning Kuala Lumpur Education City, which will feature five foreign and two local universities on 200ha.
Cempaka Group of Schools is also setting up an international secondary boarding school for RM95 million.
"Our focus plan for the township is a knowledge-based development and we are heading there," Zaharuddin said.

KUALA LUMPUR 10 Ogos - Kolej Teknologi Timur (KTT) bakal menjadi institut pengajian tinggi swasta (IPTS) pertama di Bandar @enstek di Sepang dengan nilai pelaburan antara RM25 juta hingga RM30 juta.
KTT akan dibangunkan di atas tapak seluas 3.22 hektar menerusi perjanjian jual beli antara TH Properties Sdn. Bhd. dan Hirarki Timur Sdn. Bhd., iaitu syarikat milik penuh bumiputera dan pemilik tunggal KTT.
Ketua Pegawai Eksekutif TH Properties, Zaharuddin Saidon berkata, kehadiran IPTS akan melengkapkan pembangunan perindustrian, komersial dan kediaman sedia ada di Bandar @enstek.
"Dengan pembelian tanah di Bandar @enstek, KTT akan memindahkan kampus utamanya dari lokasi sekarang di Bandar Salak Tinggi ke bandar bersepadu itu.
"Kami berharap kedatangan IPTS terkenal ini dapat menarik lebih banyak institusi pendidikan lain untuk membina tapak di sini sekali gus menjadikan Bandar @enstek pusat pendidikan," katanya.
Beliau berkata demikian selepas memeteraikan perjanjian jual beli dengan Hiraki Timur Sdn. Bhd. yang diwakili oleh Pengerusinya, Datuk Mohd. Sarit Yusoh untuk pembangunan kampus induk KTT, di sini hari ini.
Hadir sama pada majlis itu Timbalan Menteri Pengajian Tinggi, Datuk Saifuddin Abdullah.
Zaharuddin berkata, pembinaan kampus KTT di edupark@enstek selaras dengan hala tuju TH Properties bertumpu terhadap pembangunan berasaskan pengetahuan.
"Seterusnya, kami boleh menuju ke arah ekonomi yang inovatif seperti yang disarankan oleh kerajaan ekoran pembangunan taman teknologi techpark, bandar perubatan medical city dan taman perniagaan bizpark sedia ada kami di Bandar @enstek," ujarnya.
Tambahnya, berikutan lokasi yang strategik dan berhampiran dengan Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) mampu menarik pelajar dari negara-negara serantau termasuk Singapura, Indonesia dan Thailand.

SEBUAH syarikat berpangkalan di Amerika Syarikat (AS) merancang membina satu kemudahan bernilai AS$300 juta di Enstek, kata Ketua Eksekutif TH Properties Sdn Bhd, Zaharuddin Saidon.
TH Properties, satu cabang hartanah Lembaga Tabung Haji, adalah pemaju bersepadu perbandaran itu.
Kemudahan berkenaan, katanya, akan terletak di TechPark Enstek.

KUALA LUMPUR: TH Properties Sdn Bhd, which is promoting sustainable development, is collaborating with Universiti Tun Hussein Onn Malaysia (UTHM) to research cost-efficient and building materials.
The partnership will see the university’s Research Centre for Soft Soils under the Faculty of Civil and Environmental Engineering start an incubator for further development of compressed stabilised earth bricks (Comstab), or interlocking bricks, to be used in TH Properties’ Bandar Enstek, an integrated 5,116 acre township in Negeri Sembilan, the developer said in a press release on Dec 29.
According to TH Properties’ chief executive officer Zaharuddin Saidon, the university will have access to soil samples from Bandar Enstek for testing and production purposes.
“TH Properties will promote the use of Comstab as an alternative building material and facilitate continuous enhancement on product usability by inviting professionals to evaluate the delivered building values and serviceability,” he said at the signing of the memorandum of understanding (MOU) with UHTM vice chancellor Professor Datuk Dr Mohd Noh Dalimin at the UTHM campus in Batu Pahat, Johor.
TH Properties, a wholly-owned subsidiary of Lembaga Tabung Haji, is developing Bandar Enstek jointly with the Negeri Sembilan State Development Corporation.
The township is expected to have an estimated gross development value of almost RM9.2 billion upon completion in 2025.

BANDAR Enstek aims to be a low-carbon township as it plans for eco-friendly features of solar-powered lighting and rainwater harvesting at its new clusters of resort-like clubhouse, villas and bungalows.
"Wherever possible we now want to incorporate natural lighting, recycle building materials and have the buildings powered by renewable energy like solar," TH Properties chief executive officer Zaharuddin Saidon said.
On immediate plans for the company, he said, a RM150 million residential project comprising terraced, double-storey linked and semi-detached houses will be launched later in the year.
"We'll design these luxury villas with Green Building Index certification in mind," Ascenteus managing director Faizan Khan said.
The gross development value of the 80ha project, estimated at RM1.2 billion in Bandar Enstek, Nilai, will be carried out in three phases. About 10ha will be set aside for the country club, while the remaining area will be used for luxury residences.
TH Properties Sdn Bhd, the overall developer of Bandar Enstek, had in July 2009, signed an agreement with GHM Ltd to manage the luxury-themed country club.
"We plan to have 40 villas and residences in each phase. This development is expected to be complete by 2015," Faizan told reporters at the management and branding agreement signing ceremony between Ascenteus, Davanam Constructions and GHM Ltd.
International Trade and Industry Deputy Minister Datuk Mukhriz Mahathir was present to witness the signing ceremony held in Kuala Lumpur yesterday.
The 2,046.4ha Bandar Enstek township, launched a decade ago, is expected to be fully developed by 2025. To date, 30 per cent of the land is built up and well-populated.

KUALA LUMPUR: A consortium made up of TH Properties Sdn Bhd, Ascenteus Holdings Sdn Bhd and Indian developer, Davanam Constructions plans to build a General Hotels Management (GHM) country club surrounded by luxury villas on 200 acres of land in Bandar Enstek, Nilai in Negri Sembilan.
TH Properties is the developer of Bandar Enstek while Ascenteus Holdings is the holding company of the Ascenteus Group which is involved in research & development, property development and other products.
Ascenteus’s managing director, Faizan Khan said the project with an estimated gross development value of RM1.2 billion comprises three phases.
“Construction will kick off in the third quarter of this year and completion by 2014. The first phase comprises the GHM Country Club and 40 units of exclusive villas and luxury residences while Phase 2 and Phase 3 will comprise another 40 units respectively,” he told reporters after a marketing and branding signing ceremony between the co-developers - Ascenteus and Davanam Constructions and GHM on Feb 11.
GHM Hotels is a global market leader in luxury hotel development and management.
“Bandar Enstek is in a strategic location with the F1 circuit and the KLIA in the same vicinity. We are also taking advantage of the excellent infrastructure,” he said.
The project is targeted at high net worth individuals from international circles.“The low-density villas on a 1- acre parcel with built-ups of about 12,000 sq ft-15,000 sq ft may be priced about US$3 to US$4 million,” he said.
The Country Club will take up 20-25 acres with the rest dedicated to the villas and residences.The residences are designed as ultra low density and high luxury units with direct access to sought-after amenities provided by the Country Club.
Meanwhile, TH Properties Sdn Bhd’s chief executive Zaharuddin Saidon said the company plans to launch several new residential projects this year with a total GDV of RM150 million.
Moving forward, he said Bandar Enstek will be developed into an energy efficient township. To date, 30% of the 5,116 acre- township has been completed.

Naza Group subsidiary Naza Properties Sdn Bhd will work together with TH Properties, a subsidiary of Lembaga Tabung Haji, to develop the project with a gross development value (GDV) of RM100 million.
Under the partnership, the Naza Group will be packaging vehicles from its stable of imported marques for each home, said Naza Group joint group CEO Datuk SM Faisal Tan Sri SM Nasimuddin.
"We're working on the mechanism at the moment, but we will definitely add value. We want to extend our cars and motorcycles to other industries and fields, thus, completing the lifestyle experience," he added.
The high-end development, situated in Parcel K of the mixed residential and commercial 1,149-acre timur@enstek, will comprise 1- and 2-storey linked bungalows on approximately 30 acres of freehold land, said TH Properties CEO Zaharuddin Saidon.
The units, which will bear Italian influences, will be geared mainly towards participants of the Malaysia My Second Home or MM2H programme, he added.
TH Properties expects to soft-launch the bungalows in April and officially launch the project in July.
"We'll have to construct the show unit first, complete with a car in the driveway," he quipped.
According to him, the development at Parcel K marks the beginning of the cooperation with Naza Group, with the Group’s various companies offering different expertise in Bandar Enstek.

NAZA Group of Companies and TH Properties Sdn Bhd have agreed to work together in identifying and participating in various initiatives that the two can collaborate in.
Naza signed a memorandum of understanding with TH Properties on this matter yesterday.
The first venture involves the development of 52 high-end residential enclave bungalows with a gross development value of RM100 million at Bandar Enstek, Selangor.
Naza Properties Sdn Bhd, a company under the Naza group, and TH Properties are expected to jointly develop the luxury bungalows.
It is understood that the project, which is specifically targeted at the Malaysia My Second Home (MM2H) market, will see the properties bundled with vehicles from Naza.
"We are still working on the mechanism of partnership, but the idea is to provide lifestyle solutions for buyers of the properties," Naza Group joint group executive chairman Datuk SM Faisal Tan Sri SM Nasimuddin told reporters in Petaling Jaya yesterday.
He declined to reveal which of Naza's dealerships would be involved in the deal.
Naza holds the distributorship for Maserati, Ferrari, Chevrolet, Kia and Peugeot cars in Malaysia.
The Italian-inspired designs for the luxury bungalows bodes well with Naza, as it has several luxury brands under its stable.
"I believe this is an avenue that we can cooperate in to provide the ultimate luxury experience within the project's framework," Faisal said.
The home with a car/bike promotion is especially targeted at the MM2H market due to the unique nature of the programme that allows foreigners to purchase a new car made or assembled in Malaysia, and be exempted from paying excise duty and sales tax on the new car.
"The synergy between our two companies promises endless possibilities. There are many aspects that we could share with each other, especially with each of these companies having varying experiences and capabilities," Faisal said.
On the development of Bandar Enstek, TH Properties chief executive officer Zaharuddin Saidon said, 30 per cent of the 586.38ha it covers have been developed and sold.

It is setting up a 12ha bottling plant at the Enstek Industrial Park in Nilai, Negri Sembilan, which will support its core brands of Coca-Cola and Sprite
The world's largest beverage company, The Coca-Cola Company, plans to invest RM1 billion in Malaysia over the next five years to further boost its growth in the country.
To start off, it is setting up a 12ha bottling plant at the Enstek Industrial Park in Nilai, Negri Sembilan, which is expected to be operational by the end of next year.
The investment is expected to create as many as 800 jobs at the plant and up to 8,000 jobs with local suppliers.
"With the new plant, one of the most modern of its kind in this part of the world, we will be able to support our core brands of Coca-Cola and Sprite, enhance our competitive edge and increase our geographic coverage," Glenn Jordan, president of the firm's Pacific Group, said in his speech at the groundbreaking ceremony in Nilai yesterday.
The company, which has had a presence in Malaysia for 75 years, is looking to boost its sales here as the annual per capita consumption of Coca-Cola products is "well below" that of many Asean countries, Jordan said.
New beverages will be introduced in the coming months, he added.
Its Malaysian unit, Coca-Cola Bottlers (M) Sdn Bhd, will be taking over the bottling and distribution operations once its existing franchise agreement with local partner Fraser & Neave Holdings Bhd expires next September.
Coca-Cola Bottlers purchased the land from TH Properties, developer of the industrial park. How much the land was sold for is unknown as the company declined to take questions from the local press yesterday.
In an interview later with the Associated Press, Jordan said that Malaysian investors held a 15 per cent stake in the new bottling facility, with the Armed Forces Fund Board holding a 10 per cent stake and private firm AAD Equity, led by former finance minister Tun Daim Zainuddin, 5 per cent.
He also said that Asia contributed about 18 per cent to the group's global sales.
Prime Minister Datuk Seri Najib Razak, who led the groundbreaking ceremony, said the investment by the world's most recognised brand bodes well for other companies to follow suit.
Malaysia has been trying, amid stiff competition, to boost such investments here after foreign direct investments declined to RM22.1 billion last year from RM46.6 billion in 2008.
"We hope it will be the first of additional manufacturing and service-based operations to be set up here," Najib said.
He noted that the company reinvests 6-7 per cent of its revenue in capital expenditure every year.
Its planned RM1 billion investment here will include sales and merchandising assets, product innovation and marketing.

NILAI: Epsom College, Malaysia’s first British-styled boarding school, will open its doors in September 2012 and provide its 1,000-odd students with a British curriculum taught in English.
The 157-year-old establishment’s first sister college outside England would be built on a 20ha site at Bandar Enstek near here as part of the Kuala Lumpur Education City (KLEC) project.

Epsom College board of governors chairman Datuk Seri Tony Fernandes, who is an alumnus, said the college involved an investment of RM140mil.
He said the college hoped to attract students from the South-East Asian region, adding it had a proud legacy and had produced numerous personalities who have made immense contributions in various fields, particularly medicine.
Among its alumni, or better known as “Old Epsomians”, were Britain’s former Lord Justice of Appeal Sir Anthony McCowan, geographer Sir Halford John Mackinder, British Secret In*tel*ligence Service head Sir John Scarlett, professional golfer Ross MacGowan, actor Stewart Gran*ger, Razvan Orasanu from Romania, who went on to become Europe’s youngest minister, and TuneAir Hotel Group CEO Mark Lankester.
Fernandes added that 75% of the school’s academic staff will come from the United Kingdom.
He said those who enrolled at Epsom College Malaysia would pay about 40% less in fees compared to their peers in Britain.
“We do not know for certain yet but they should be paying between RM60,000 and RM70,000 annually,” he said.
Epsom College UK headmaster Stephen Borthwick said they were happy to set up operations here and give the college a bigger international profile.

KUALA LUMPUR: Techpark@Enstek, the 524-acre technology park in Bandar Enstek, has envisaged becoming Southeast Asia's biotechnology hub by 2020.
Playing a major role under the National Biotechnology Policy, Techpark@Enstek houses the largest cluster of local and international biotechnology-driven life sciences companies in Malaysia.
"We not only accept biotech companies but we also welcome green building development.
"And currently, we have four biotech companies with Bio-Nexus status and two of them have achieved the halal certificate," TH Properties chief executive officer Datuk Roszali Othman told Bernama in an interview.
The latest investor in Techpark@Enstek is Coca Cola Bottlers (Malaysia) Sdn Bhd, a subsidiary of world-renowned Coca Cola Company. The company will build a state-of-the-art bottling plant on a 30-acre site with an estimated investment of more than RM1 billion.
Another investor, Teliti Datacentres, is currently constructing its Information Technology Data Centre within Techpark@Enstek in line with the government's Green Building Index.
Techpark@Enstek has also been identified to be home to two high impact government projects, including the proposed 9Bio Project — the proposed development of the National Institute of Natural Products, Vaccines and Biologicals.
It is envisioned that this development will spearhead the production of halal vaccines for Malaysia's consumption and export to other countries.
"As host to the largest biotechnology cluster in Malaysia, we are focused and single-minded on attracting more world renowned biotech companies to set up operations in Malaysia," said Roszali.
With good facilities provided, its strategic location near KL International Airport in Sepang and support by the government, TH properties hopes to attract more local and foreign investors to invest in Bandar Enstek.
Bandar Enstek, a joint venture development involving TH Properties and the Negeri Sembilan Development Corporation, offers an extensive network of industrial, commercial, residential and institutional properties.
According to plan, it will be completed by 2025 with a gross development value estimated at almost RM9.2 billion.

SEPANG: TH Properties Sdn Bhd, the property arm of Lembaga Tabung Haji, a pilgrims' fund management institution, expects a new wave of investments next year from local and foreign parties at its Bandar Enstek development in Sepang, Selangor.
TH Properties chairman Datuk Azizan Abd Rahman said although the market now is a bit uncertain as far as the global economy is concerned, he is optimistic the company will be able to attract investments of up to RM60 million.
"We are in negotiations with a few multi-national companies (MNCs). We are also not keeping our doors close on Google Inc, which once said it was looking to invest here.
"Should they (Google) decide to make an investment in Malaysia, we hope to attract them back here," Azizan said yesterday at the launch of Rembulan, a new series of houses within "timur@enstek" yesterday.
Since its inception, Bandar Enstek has attracted investments of more than RM2 billion from government bodies and the corporate sector.
Bandar Enstek is a 2,046-hectare integrated township located nearby the Sepang F1 Circuit and the Kuala Lumpur International Airport.
It comprises four main components namely residential, a commercial hub, institutional zones and techpark@enstek. timur@enstek is the third residential phase for the development.
On Rembulan, TH Properties is introducing 124 semi-detached homes each priced between RM622,400 and RM1.07 million, or collectively at RM95 million.
Azizan is confident that the houses will attract buyers from within the neighbourhood and Kuala Lumpur.
""As far as the property market is concerned, I would expect a bit of a slowdown next year. But since we are targeting the middle income group, I don't think our development will be affected.
"Any major setback in the economy, the speculative kind of investment would suffer. Here, we don't have speculators. They buy and stay for their own use," he added.
Azizan said TH Properties aims to start developing an 18-hole golf course on 64ha surrounded by resort homes at Bandar Enstek by mid-2012.
It is also looking to partner a company in India to jointly undertake a luxury development in the area.
"While we are deciding to move to the luxury market, our base will always be the middle income segment. We just need some form of recreation for the MNCs and other investors at the development," Azizan said.

So far, Phase 1 of techpark@enstek has attracted 21 companies with a combined investments exceeding RM1 billion.
TH Properties group managing director and chief executive officer Datuk Roszali Othman said the company expects to ink agreements with three more companies by early next year.
"They are serious in expanding their operations and are targeting our biotech hub because of the facilities we provide and its close proximity to the airport," he told Business Times in an interview recently.
Roszali said that there are more enquiries now from local and foreign parties on available land at techpark@enstek.
"We have 30ha remaining under Phase 1 and this will be fully taken up when the three companies come in. We expect to launch Phase 2, which will have 160ha of land valued at around RM400 million, a year from now," he said.
Bandar Enstek is located nearby the Sepang F1 Circuit and the Kuala Lumpur International Airport.

The facility, due to open in the first half of 2012 with an initial 45,000 sq ft space, will offer customers a variety of cost-effective and reliable services, including advanced Internet hosting, flexible co-location, cloud computing and fully managed IT services, such as managed storage and processing on demand.
A Teliti spokesman told Business Times that work on the data centre's superstructure had commenced and was scheduled to be completed by end of the year.
Early this year, Teliti, a Malaysian IT services firm with more than two decades of experience, was named as a key partner under the business service sector's Entry Point Project of the government's Economic Transformation Programme.
Under the programme, the government aspires to grow the data centre space from 0.5 million sq ft to five million sq ft by 2020 and establish Malaysia as the preferred destination for regional data centre investors.
Emerson, a global leader in maximising availability, capacity, and efficiency of critical infrastructure, recently announced that it was part of a group of companies providing technologies and solutions to Teliti's green data centre.
Its spokesman said it had secured a multi-million dollar deal from Teliti to deploy its technologies at the centre, which include uninterruptible power supply systems; surge protection; battery monitoring and power transfer switches; precision cooling and cold aisle containment; and access, control, and monitoring software and hardware.
"Our role continues through the implementation and commissioning phase of all stages of the project.
Teliti's other partners in the development of the green data centre include Hitachi, VIFX, SAP, Intel, Cisco, ADC Krone, VMWARE and PTS Consulting.
Teliti has been listed on the London's Alternative Investment Market (AIM) since Nov 3.
The company spokesman said it was a right time for the company to float its shares, adding that the listing would enhance its credibility and stature in the industry, both in Malaysia and internationally.
