Employing technology never before used on the African continent, the team plan to use radial cables to lift the structure into place. Referred to by the City as the ‘big lift' the process can be likened to the tightening of the spokes of a bicycle wheel. Seventy-two radial cables will connect the steel compression ring that is visible above the stadium to an inner tension ring around the pitch. As the cables are tightened slowly and almost simultaneously by 72 hydraulic jacks linked to the outer compression ring, the 600 ton inner ring will rise off the ground until it reaches its final position, 34.5m above the pitch. Set to be one of the most scenic stadiums in South Africa, and with the world-renowned Table Mountain as its backdrop, Green Point stadium is well on its way to completion. Director of Communications for the Cape Town 2010 team, Pieter Cronje, stressed that this important milestone means a lot to the people of Cape Town. "Seeing the stadium structure and the work going on there gives people a sense of reality and a sense of excitement about 2010," Cronje said. The next phase of roof construction is the installation of the steel trusses, to be followed by the placement of 16mm thick glass panels and a fabric membrane underneath. The glass roof will cover the stands but not the pitch, giving a sense of light and upliftment to the massive 68,000-seater stadium. Work on the stadium is on schedule for completion by 14 December 2009, when it will be officially handed over by the contractors to the City of Cape Town. The 4 500 ton roof is a unique design feature of the city’s new multi-purpose stadium. It will hang inwards, and will be supported by an inner tension ring and an outer compression ring. This is the first time such cutting-edge technology - which is imported mainly from the USA and Germany – is used in Africa. Dave Hugo, the City’s 2010 Director: Technical, led a delegation into the stadium construction site on 10 February 2009 to demonstrate the 72 radial steel cables arranged symmetrically around the lower stands and pitch. These cables, which are 85-98mm in diameter, will be slowly tightened by 72 hydraulic jacks on the columns supporting the outer compression ring. They will then slowly rise off the ground until they are in position, 34.5 metres above the pitch. All the concrete work has been completed, and the areas where the temporary seating will be situated are clearly visible. After hosting eight 2010 FIFA World CupTM matches, the stadium will be reduced from 68 000 seats to 55 000 seats. The new operator – a consortium of Stade de France and the SAIL Group – will use this space for operational purposes. Hugo said the grass for the pitch is being grown near Stellenbosch. The draw - at which the final 32 teams participating in the event and the groups in which they will play will be announced - is expected to be held at the Cape Town International Convention Centre on December 4. Fifa has described the final draw as the biggest ahead of any World Cup, predicting that hundreds of millions of people across the world would be "glued to their TV sets" to watch. Fifa spokesperson Delia Fischer told the Cape Argus that the audience expected to watch the final draw was equivalent to the number who would watch a World Cup final. Dr Laurine Platzky, co-ordinator of the 2010 provincial task team, said the final draw was a "perfect opportunity", just six months before the World Cup kick-off, to market Cape Town and everything the city had to offer the world. In addition the inner ring of the roof will be a cantilever glass portion. Its the same as the Berlin Olympiastadion except the top layer of the roof is glass and not a white fabric. Therefore to deal with the strong winds and provide an aesthetically pleasing view from the top,glass is used. With a string of other sporting events coming up, and an exchange rate that favours the pound, there has never been a better time for a visit. As I was crossing the lawns at Cape Town’s Mount Nelson hotel last week, I spotted what appeared to be a familiar figure walking towards a group of women, all of whom looked as if they were about to swoon in delight. He was dressed in a trademark paisley shirt, possessed the stiff, regal gait the world has come to know, and boasted an impressive head of white hair. Surely this was Nelson Mandela. On closer inspection it turned out to be the Hollywood actor Morgan Freeman, who is playing Mandela in Clint Eastwood’s new film in the making. The film covers South Africa’s historic rugby World Cup win in 1995, a triumph that united Mandela’s new South Africa with their old enemy the white Afrikaners, personified by the charismatic Springbok captain Francois Pienaar, who is played by Matt Damon in the film. Even off-camera, Freeman was doing a startlingly accurate impersonation of the great man. Minutes later I bumped into the real Clint Eastwood sizing up a shot in the hotel’s foyer. This being the Mount Nelson, the guests refrained from mobbing the Hollywood legend, preferring to nibble at their perfectly cut cucumber sandwiches and sip their Earl Grey as if no one of significance was in the building. In fact, Cape Town at this time of year is rather blasé about the presence of international film-makers, fashion photographers and their glamorous entourages, and models and rock stars who are simply on holiday. It has become a gathering place because South Africa remains one of the best-value destinations on the planet, and Cape Town in particular right now is absolutely beautiful – blue, blue skies, caressingly warm weather, cool, clear nights. In these bleak, depressing times in the northern hemisphere, Cape Town stands out as a beacon of sun-drenched optimism at a competitive price. The price advantage was made apparent on my first Saturday in the city. Dinner for three at the very fashionable The Grand in Camps Bay cost just under R700, which is £50 – and that included a perfectly passable bottle of Dalla Cia cabernet sauvignon for R198. (The Grand is apparently a favourite of John Cleese, Mike Rutherford and other well-heeled British stars who holiday along the Cape’s Atlantic seaboard during our winter, so affordability is not the only reason for its popularity.) The following day I drove a hundred miles along the coastal road – from Sea Point to Chapman’s Peak and Scarborough, then across to False Bay and back to Cape Town via Simon’s Town and Fish Hoek – and at the end put half a tank of petrol in the car for R182 (£13). With petrol costing just R6.50 (46p) a litre, South Africa is also a dream for the budget-conscious motorist. That Cape Town is South Africa’s most popular tourist destination for the British will come as no surprise to those who have been there. Equally unsurprising was this week’s announcement that the Indian Premier League 20/20 cricket competition will be held in sunny South Africa rather than rain-swept England. The opener will be on April 18 in – where else but Cape Town. Even though this year’s Lions tour does not feature any Tests in Cape Town – just a midweek game against the Emerging Springboks – a large number of the Lions supporters will base themselves in the region and fly up to less appetising venues such as Bloemfontein and rush back to the Cape after the matches. Fortunately for the cricket followers, when England tour at the end of the year there will be a Test and one-day matches in the Cape. I say fortunately because this place offers that rare combination of sun and sand, culture and high art, gastronomy combined with the world’s most beautiful wine region, spectacular mountain landscapes, friendly, easy-going people and, for South Africa at least, a relatively low level of crime. However, your first impression is inevitably one of grinding poverty and ostentatious wealth side by side. When you approach Cape Town International, you descend over a sprawling expanse of squatter shacks without running water or sanitation that seems to go on from horizon to horizon. Then you drive towards Cape Town and pass between these higgledy-piggledy tin constructions on a strip of immaculate four-lane tarmac highway before emerging into the sunlight of affluent Africa, past Constantia and the ivy-covered campus of the University of Cape Town, and down into the small city of skyscrapers and bustling docks. On one side of Table Mountain you have the holiday homes of the international jet set, on the other the lean-to accommodations of the millions on the Cape Flats who have either been mired in poverty for years or who have poured in from other, failed, African countries hoping to get ahead in the continent’s economic powerhouse. This dichotomy is an uncomfortable reality. Nobody I met was complacent about it, but a resolution is not in sight, and it remains a vivid reminder that although the Cape for the most part seems to be a Mediterranean playground, it is still a part of Africa. My trip entailed brief visits to three of Cape Town’s most popular luxury hotels, and an even briefer spin through the gastronomic and viticultural interior: Stellenbosch and Franschhoek. Although the word “luxury” may appear rather vulgar in these recessionary times, the package prices below confirm that in April or May, South Africa is outstanding value for money. The Cape Grace is an old favourite of Telegraph readers, a 121-room hotel located on the fringes of the Victoria & Alfred Waterfront complex, that bustling agglomeration of more than 400 shops, hotels, apartment blocks, entertainment outlets and the like that 10 years ago seemed a wonderful idea, but now feels rather tacky and slightly scruffy. This sense of bad taste is encapsulated in the statues of South Africa’s four Nobel prize winners on the quayside – Albert Luthuli, FW de Klerk, Archbishop Tutu and Mandela – which make them look like hobbits just back from a shopping trip to their local B&Q. The Cape Grace is, however, an excellent hotel with outstanding service and now a new chef in Signal, its renamed signature restaurant. Malike van Reenen, who worked for five years at another highly regarded local restaurant, Ginja, says she has introduced “local produce, Cape Malay flavours and spices” onto the menus. Dishes such as rooibos-cured springbok carpaccio and grilled springbok on basil polenta may sound a little gamey and exotic to the uninitiated, but they are tasty, fresh and original. Beyond the V&A, Cape Town displays extremely good taste. Ellerman House is really an art gallery that doubles as an exclusive boutique hotel, and its location in glorious Bantry Bay overlooking the Atlantic is one of the reasons it is among the city’s most expensive. The beautifully appointed property looks onto manicured lawns and, beyond, the ocean. Inside, its walls are adorned with more than 250 paintings by some of South Africa’s most celebrated artists. The third hotel is the Mount Nelson, regularly voted by Telegraph readers as the best in Africa, but recently derided for the spectacular fall in the standards of its food. It is an accusation that the general manager, Nick Seewer, grimly acknowledges. However, he says all that is behind the grand-dame property as Rudy Liebenberg, one of the country’s best-known chefs, is joining in April. In my short time in the Cape there were myriad examples of its allure, but it was actually on the most inclement day that the magnificence of this corner of Africa really struck me most powerfully. It was a Sunday, the day of the annual 65-mile Argus cycle race, in which Matt Damon rode. The wind, known locally as the Cape Doctor, blew like a cyclone, so fiercely that it blew competitors off their bikes and pedestrians off their feet. As the cyclists struggled along the coast road, I watched in awe at the clouds being blown over the Twelve Apostles, the range that forms the backdrop to Camps Bay. Half a mile away in Bantry Bay the sun shone, the sky was blue and the waters were calm. Over the next 12 to 18 months, British travellers are going to swarm through the Cape in the wake of rugby, cricket and football tours and, given the beauty of the place and the relative price advantages, it’s hard to see South Africa anything but full up for 2009 and 2010. The Indian Premier League cricket tournament was recently relocated to South Africa because of security concerns, and now Cape Town is slated to host the opening match on April 18. Both the Lions Tour rugby and the FIFA Confederations Cup football will follow the cricket tournament, heading down to South Africa later this year. Combined with the arrival of the World Cup in 2010, South Africa has suddenly become the ultimate holiday spot for sports fans. Calvyn Gilfellan, chief executive of Cape Town Routes Unlimited -- the region's tourism board -- told CNN the boost to the region had arrived at a crucial time. "When the financial crisis started people went into gloom and doom but these events are helping a lot to restore confidence in the industry. "The fact that we have a positive exchange rate also helps us a lot as a destination," he said. But South Africa's government is so focused on ensuring the success of the upcoming games that it recently denied a visa to The Dalai Lama. Critics contend that South Africa bowed to pressure from the Chinese government in refusing Tibet's spiritual leader entry to attend a peace conference that was partially intended to help promote the World Cup. As the focus strengthens on these international events, the Cape Town region looks set to benefit more than many from the expected surge in tourism. Gilfellan says this is largely due to the city's location. "We are lucky to be in such a wonderful spot. A lot of these events revolve around the marine industry and revolve around the harbor." This weekend harbor will play host to the Cape Town International Jazz Festival -- one of many upcoming festivals in the area. Cape Town's picturesque Victoria & Alfred Waterfront, set against the backdrop of Table Mountain, has become South Africa's most visited tourist attraction. Commodore of the Royal Cape Yacht Club (RCYC) John Martin, told CNN the Cape Town port was used widely for business, leisure and sports. As well as being the country's second biggest functioning port for trade, the port played host to racing yachts in events such as the Volvo Ocean Race and the Clipper Round-the-world Challenge. "We have several major yachting events that stop here and we are very proud of that." Martin said the popularity of the port means water space is "at a premium," but there are hopes a new harbor and breakwater will be constructed in the next few years. Still, Cape Town has the capacity to cater for foreign visitors on super-yachts and international cruise-liners. "Cape Town is a real focal point for refueling and repairs and it's also quite cheap here so people tend to stay for a while," he said. Gilfellan said she felt the surge of massive sporting events would undoubtedly have spin-off benefits for the marine industry. The Indian Premier League Twenty20 cricket, which starts this month, had been tipped to go to England, but ultimately South Africa was chosen for its sunny weather. The tournament, which will feature 59 matches across six venues, will run from 18 April to 24 May The 2009 British and Irish Lions tour officially kicks off on May 30 in Rustenberg. Matches will be held in Cape Town on June 13 and June 23. The eight-team Confederations Cup runs from June 14-28, and will take place across four cities. The event marks the first time an African nation will host an international FIFA tournament. The landmark event foreshadows the much-anticipated World Cup football tournament in June 2010, for which qualifying matches are currently being held. Although that's still a year away -- there are signs that the excitement in South Africa is already palpable. A new television commercial that began airing last month features Spain and Liverpool star, Fernando Torres, and Brazilian icon Kaka showing off their football skills. The advertisement ends with Torres saying "Ke Nako", which in South Africa's Sotho language means "it's time." It seems for Cape Town and the whole country -- this could not be more true. Now that it is a reality, though, it is an impressive and visually pleasing structure. The new Green Point Stadium could be one of the world’s great sporting venues if it can be sustainable after the football circus has come and gone. It will even glow gently at night, thanks to an outer “skin” of glass fibre and Teflon, which will admit light during the day and emit a glow when the floodlights are on. Many of the original objections of residents seem to have fallen away. The curves and slopes of the roof and an elliptical design have ensured that, in Cape Town director of communication Pieter Cronje’s words, it is “not a concrete monolith. Instead it will live in harmony with the angular lines of the mountain”. There are no unsightly floodlight pylons, with the lighting to be beamed from a “ring of fire” from the compression ring that is the outer edge of the main roof structure. There will even be less noise, it is claimed, escaping from the enclosed stadium than from the far smaller old ground. Environmental concerns have been addressed, including the channelling of rain water from the roof to the turf and the nearby Metropolitan golf course, which is being rebuilt after several holes were swallowed up by the stadium. The stadium is on schedule to be completed on December 14. Getting into the stadium requires some negotiation and it has to be done in a specific, limited time frame during a workers’ tea break so as not to interfere with construction of the space-age roof. The Sunday Times gained access to the site in the company of Cronje, health and safety manager Russell Nicolson and PR man Nick Whiteley. Once inside, even a stadium sceptic cannot help but be impressed by the structure itself and the enthusiasm of the people involved. Key elements of modern stadium design are in place. Every spectator will have a clear sight of the playing area, with the furthest seat an acceptable 190m from the action. The walkways in the stadium as well as the access and exits are wide and clutter-free. Nicolson says it will be possible for 68000 spectators to leave the ground in 10 minutes. Reaching the stadium on match days should be relatively easy. It is a 2.4km walk from the city station and much of that will be on a pedestrian plaza, which will enable ticket holders to walk without being jostled or having to cross roads. There will also be shuttle buses from the city. That the stadium was commissioned boiled down to a desire to stage a semifinal, for which Fifa required a 68000- seater stadium. In the original South African bid for soccer’s big show, Newlands was proposed as Cape Town’s venue. A Fifa inspection team reported that Newlands was one of a handful of grounds around the country that needed relatively minor tinkering to be World Cup-ready. Newlands, though, could not be enlarged enough and there were concerns about access and the need for an exclusion zone around the stadium, which would have been problematic in a built-up area. After the World Cup, the capacity at Green Point will be reduced to 55000, which will enable the stadium operator to use the space for other purposes, such as catering, conferences and a gymnasium. The big challenge will come after the World Cup when a consortium of Stade de France, hosts of rugby and soccer World Cup finals, and South African company Sail will endeavour to make the stadium profitable. However creative the consortium might be in staging concerts or other non-sports events, a key element would seem to be attracting the only potential big anchor tenant in the form of Western Province rugby, as well as staging local soccer matches that attract sizeable crowds. If the long-term future is uncertain, the short term looks promising. According to Cronje, several international broadcasters have requested facilities for broadcasts from Green Point, in addition to the main media centre in Johannesburg, because they want to make use of the scenic backdrop. “The stadium is set in arguably the most beautiful location in the world,” said Cronje. There are no renders since the use of the additional space due to the temporary seats is decided upon by the stadium operators i.e. Stade de France and SAIL. The turbulence created by these winds is higher than most strong winds, and was therefore a significant factor in the roof’s design.Most of the wind, and resulting turbulence, comes not from the sea, but from Table Mountain and Signal Hill, and the design had to be amended accordingly. One of the main design elements to prevent wind damage is the use of heavy glass for the roof, while another is the use of a truss system on top of the compression ring, which will reduce turbulence. It also helps create the shape of the roof, and distributes the uneven loads evenly onto the cables. The design of the roof also had to take into account heavy rainfalls, and ensure that the water drains to the two lowest points effectively. Rainfall run-off from the roof will be collected in ponds and used for the irrigation of the golf course on the surrounding Green Point Common. Construction work on the R430-million roof started in September 2008 , with the erection of the first compression ring. It will take a year to complete. That's according to Dr Laurine Platzky, head of the pro-vince's 2010 unit, after attending the first 2010 World Broadcasters' Meeting in Joburg this week. The meeting, attended by more than 400 broadcasters from across the globe, draws to a close in Sandton on Friday. She said a number of broadcasters, including the BBC, were considering using Table Mountain and parts of Cape Town as their backdrop during live crossings and for shoots between World Cup matches. "Although Joburg will be the technical hub for broadcasters, many have indicated that they are strongly considering Cape Town landmarks as their backdrop for broadcasts," said Platzky. In 2007 Fifa granted the City of Joburg the rights to host the official International Broadcast Centre (IBC) for the World Cup. The IBC will be the nerve centre for the World Cup and media streaming will be organised, packaged and sent out from the facility. At the time, Local Organising Committee (LOC) chief executive Danny Jordaan said Cape Town would remain one of the key areas for broadcasters during the tournament. Over the years it has be-come the norm for broadcasters to use locations other than where the official IBC is located as their broadcast backdrops. In 1994, during the World Cup in the US, broadcasters chose the San Francisco Bridge as the backdrop; in France in 1998 the Eiffel Tower was used; and in Germany in 2006 broadcasters used the Berlin Gate. Platzky refused to disclose which international broadcasters had entered into negotiations, but said "several more" had approached her during the week. "The meeting this week was very fascinating," she said. "Very few of the broadcasters attending had been to South Africa before and were very impressed with what Cape Town and the Western Cape had to offer. "The next meeting will take place in Cape Town after Fifa's final World Cup draw on December 4. Then over 600 broadcasters will be in the city." Meanwhile, Fifa is confident of getting good crowds for the Confederations Cup which kicks off on June 14 and ends on June 28. Niclas Ericson, director of Fifa's television division, said the LOC should make sure the stadiums were "filled to capacity" for the World Cup precursor, as this made for "awesome television viewing". Fifa said the cumulative television audience at 2010's tournament was expected to be about the same as that of Germany in 2006, between 2,6 billion and 2,9bn. Mo Rush April 24th, 2009, 01:56 PM Stadium's glass roof a world first Fitting of the Green Point Stadium's glass roof is expected to get underway on Monday, ahead of schedule - two months after engineers raised the inner tension ring which resembles a spoked wheel. Dave Hugo, the city council's 2010 technical director, said everything was going well, with 72 trusses already in place to support the roof. The glass structure, made of laminated sheets 16mm thick, will weigh 1 500 tons and fill an area of 37sq km. Engineers hope to finished with the roof construction in September. "No other stadiums (in the world) are using glass, they use other materials," said Hugo. The roof has been constructed in New York by Birdair, the famed stadium roofing company and designed by German architectural firm Von Gerkan, Marg und Partner (GMP Architects). Birdair was also responsible for erecting the 1 600-ton perimeter compression ring. The whole roof construction is expected to cost about R475-million. "Lots of people have been calling us, asking whether the roof has already been placed. If you're looking up there (Green Point stadium) now, there's a safety net," said Hugo. The glass roof will be clear but with a slight "greenish" tinge to it, and cover most of the 68 000 seats. It is expected to last more than 50 years. Rain and wind, for which Cape Town is notorious, also were factored into the equation when it came to the estimated completion date of the roof. "We're anticipating 'downtime' during winter but we've planned for that with three days a month when there could (possibly) be no work on the site," said Hugo. He added that 36 days a year had been factored for when no work would be possible, but even that figure was conservative and it would probably be less. Asked about the stated completion date of the stadium - December 14 - Hugo said that even if it were done before then there could be possible issues needing to be ironed out. "We'll hold three trial events at the stadium leading up to hosting the first game to test the facilities. "We'll need to start small and then ramp it up" said Hugo. First off, the stadium would have to host 20 000 spectators, then 40 000 - "and then we'll go full capacity; this could possibly be an international event". According to Hugo the construction of the stadium had a good safety record - with only one death, when someone was hit by a bakkie outside the main site. Lets start again: Regarding the picture with the mist(fog): I took a drive last night to have a look at the greenpoint stadium. I actualy took the N7 all the way to Atlantis and then took the west coast road down to Table View, to view the Stadium from there. Sjoo!! It was a bad drive due to the mist. It was heavy, visibility was almost on none. Although I could not see the stadium from where I parked, it was cool to drive in that mist. Journalists from across the world are descending on the Green Point Stadium superstructure every week, according to the city's 2010 media officer, Nick Whiteley. He said the city, together with Tourism SA, takes two groups of international journalists on tours through the stadium each week. Whiteley said freelance journalists and media groups from Japan, South Korea, Spain, China, Belgium and Germany had been on extensive tours of the stadium, which includes a walk onto the pitch. "We get groups coming through all the time, but have recently been getting a lot of media groups and international journalists," said Whiteley. He said that over the past few months, CNN, the BBC and a number of other national and international broadcasters had made documentaries and held live shows outside the stadium or at the Green Point Stadium visitors' centre. Yesterday, a group of German journalists visited the stadium for a World Cup update, followed by a tour of the construction site. The journalists, from radio stations, magazines and newspapers across southern Germany, spent the weekend at the Tourism Indaba in Durban before wrapping up their trip in Cape Town. During a brief presentation on Cape Town's readiness to host the tournament, the city's 2010 communications director, Pieter Cronjé, assured the group that safety and security was one of city's priorities for the World Cup. He said the city was in the process of employing more fire, law enforcement and metro police officers to ensure visitor safety during and after the event. "CCTV cameras will be installed and extra police officers deployed around the stadium and in the CBD for the World Cup and thereafter," said Cronjé. Henry Barchet, a radio journalist from south-western Germany, said he was here to give German listeners information about what they could do in Cape Town when the 90 minutes of soccer are over. He said Cape Town, with its upmarket restaurants, hotels and transport infrastructure, could be compared with any major European city. "I'm here to give Germans ideas about what they can do after and in between matches," said Barchet. "Much is said about Cape Town and South Africa hosting the event, but we can now tell our listeners and readers the truth. "This city is just like any other city in Europe." The major concrete work has been completed, and only finishes to the structure, such as external cladding, cabling, seating and lighting, need to be completed. The focus of construction work at present is the state-of-the-art roof structure, which has been designed to meet strict environmental constraints. The roof slopes inwards and incorporates the pitch lighting, making both of these invisible from the outside. It is also designed to minimise noise and disturbance in the surrounding areas. There are close to 25,000 beds within walking distance of the venue, so it might be a bit difficult referring to one or two. By international standards Cape Town has some of the lowest hotel room rates. So a 3 star hotel may be as little as $30 to $60 a night. Manufacture by Hightex, the mesh fabric plays with the natural light, which like the roof will capture the mood and colours of the day. The mesh creates a great depth in the design without adding too much bulk. The fabric is UV resistant, highly durable and ensures improved ventilation.
