With the City and its preparations firmly in the international spotlight, a key focus point was the level of security provided by the local and national authorities who, in addition to catering for more than 30 FIFA dignitaries also had to contend with the influx of team delegations, celebrities and tens of thousands of excited fans who wanted to be as close to the action as possible. So far as the World Cup is concerned, this was probably as close to the real thing as the country will get before 11 June 2010.

Pasco's TravelSafe security team was deployed for the week in support of a number of VVIP clients and celebrities attending the event, and are able to provide a first-hand account of the level of preparedness shown by the Mother City. In this feature, we consider a number of factors that will determine the overall success of FIFA 2010 and the extent to which Cape Town impressed or disappointed on those criteria.

Commenting first hand on overall security aspects of the event hosted in Cape Town, Pasco CEO George Nicholls noted security capacity and capability was vastly improved than that provided during the mid-year Confed Cup. “With the South African Police Service assuming overall responsibility for the event, it was clear that the lessons learnt from the mid year event had been taken on board. The Police provided a capable and very professional level of service. It was encouraging to see that security was taken extremely seriously and the attention to detail, such as the provision of adequately trained resources and well informed, experienced police officers at key points was well received.”

As we have noted in previous feature articles, the threat of a terrorist attack directed against FIFA 2010 and associated events does not rank highest in terms of probability but it remains the key security concern because of the impact that a terrorist strike would have on the event. South African government authorities were therefore at pains to reassure the country (and the world) that a tight security cordon would be thrown around Cape Town for the World Cup Draw. The fact that no incident occurred can of course be taken as an indicator that the security preparations were adequate, but there will no doubt be those who would reason that a concerted and well-planned terrorist attack would have created extreme chaos despite all of the security preparations put in place. The reality, in this regard, is that any event at any venue in the world is to some extent vulnerable to persons determined to disrupt it and inflict civilian casualties. It simply is impossible to secure every public area, short of preventing the fans from participating in the event – which in itself would be a major symbolic victory to terrorists.

So far as preparations in Cape Town were concerned, our opinion is that the fundamentals were all delivered on: key areas were locked down, a restricted airspace imposed and effectively controlled, and potential threats dealt with quickly and effectively. Our liaison with the police authorities suggested that there was an impressive collation and management of intelligence, which is vital to the prevention of terrorism. Behind the scenes, disaster response and management teams were briefed and prepared. Importantly, all of this was accomplished without creating the impression that one was in a war zone or police state, which allowed for a festive atmosphere to prevail throughout the week.
Taking all of these factors into account, we give the City a score of 9/10 for its counter-terrorism preparations.

Crime Prevention 7/10

Relatively few serious crime incidents were reported during the event. Reports that two foreign television crews were robbed in the City were however disturbing. Although both crews graciously conceded that the incidents could have happened anywhere in the world, inevitably the question that is begged is whether the City deployed sufficient police resources to ensure adequate patrols of all major public areas and tourist attractions, in addition to securing the official event venues. While we must concede that our primary focus was on the official event areas, our sense during the week was that elsewhere in the City there was perhaps too much reliance on electronic surveillance (fixed and airborne cameras), which is of limited deterrent value when it comes to preventing opportunistic crime. Unfortunately, we anticipate that television crews and photographers could be targeted during FIFA 2010 because of the relatively high value of their equipment and the authorities may need to consider steps to improve general crime prevention in the host cities.

On a positive note, we found all of the police and traffic authorities that we encountered to be friendly and willing to help wherever possible.
We give the City a score of 7/10 on general crime prevention during the week.
Accreditation 6/10

From what we observed and based on comments provided by numerous dignitaries, several hiccups occurred with the accreditation process. Although many of the problems were the result of late applications for accreditation, this is in the nature of major events and it is evident that the event organisers will need to factor late and last-minute applications into their planning for FIFA2010. It should however be accepted that organisers are faced with the difficulty of balancing ease of process with ensuring adequate security, and the security checks required before issuing accreditation cannot simply be done on a while-you-wait basis. While we believe that much of the criticism directed against organisers for the problems encountered with accreditation may be justified, we cannot fault the enthusiasm of the many volunteers who worked late into the night attempting to ensure as smooth a process as possible.

We give the City a score of 6/10 for the efficiency of the accreditation process.

Hospitality 10/10

If there were any doubts ahead of FIFA 2010 that South Africa as a nation was fully behind the country hosting the World Cup, Cape Town quickly put those concerns to rest. Visitors to the city were welcomed with genuine warmth and enthusiasm, be it in the Waterfront Hotels or in the townships such as Khayaletsha. Given that the bringing together of diverse communities through the shared passion of football is the ultimate social dividend of the World Cup, we cannot fault the City for showing its best face to the world.

10/10 on hospitality.

The New Airport 7/10


The new departures section of Cape Town's International Airport was opened in time for the event. Certainly a vast improvement on the congested domestic departure terminal that had serviced the airport for many years but a few grumbles were heard about the fact that after passing through the security check-points the only restaurants are at the far end of the terminal, leaving some passengers with a long walk back to board their flights. There were also signs of a few teething problems with boarding procedures, but these should be ironed out by June 2010.
7/10 for the airport, but we expect some improvement in coming months.

On the whole, the FIFA 2010 World Cup Draw was a major milestone on the way to the main event and for the most part Cape Town did not disappoint. The key challenge ahead for organisers and security providers will be to ensure that the intensity of the 2-day event in Cape Town can be sustained for a full four weeks in 2010.

was in town to day - hill side of stadium
saw that the north east side of the stadium is now one solid colour- quite a bit of action on the roof and the "rope guys" here and there - how do they handel the wind and are the roof guys tethered all the time?

oh noticed that loads of helicopters are flybying the stadium. 3 differnt ones in 40mins - seems that its a no hovering zone - they fly over it with out stopping - must be bloody annoying to have endless choppers overhead - it would drive me nuts - paris no planes can go over built up areas for obvious reasons

Nobody knows. I even contacted Nussli but nobody is allowed to say anything.

I think it will be constructed from the ground up, so with the major supports already in place its just a matter of connecting the parts on the third tier.

That stadium is terrific, a real gem! When I saw the pictures, I thought, where are the parking lots? In America, nobody builds anything without parking lots that take up three times the space of the stadium. That podium with underground parking has resulted in so much space being devoted to those park facilities. Every stadium designer here should go to Cape Town and study this great facility.

Cape Town - No better studio for the 2010 World Cup soccer tournament could have been found.



This is the view of Phil Bigwood, BBC Sport's executive producer for football, regarding the channel's studio to be built on the roof of the Somerset Hospital in Green Point.



He explains that during World Cup tournaments broadcasting is always done from 'iconic' locations.



BBC Sport's studio during the 2006 tournament in Germany, for instance, looked out onto the Brandenburg Gate. In Cape Town the studio looks out onto Table Mountain as a geographic icon, the stadium as a football icon and Robben Island as a political icon.



Building is expected to be completed by the end of April.
The BBC will broadcast some 32 matches and 100 programmes from the roof-top studio.



Bigwood says that from November 2007 they had searched South Africa for a suitable location for their 2010 studio, and he expected it to be the most exciting and dramatic studio ever set up by the BBC overseas.
This studio, which he expects will probably cost "hundreds of thousands" of rands, will be left to the city after the tournament as a bequest.
Bigwood says the BBC is very pleased with the location of the studio. England, he says, now just needs to win the tournament.

Think it has also to do with heavy rock formation underneath the stadium.

By the way, I like the environmental friendly approach and choosing public transport as the major solution.

No...they're installing temporary stands a month or so before the World Cup, which will be replaced by suites post World Cup.

Yes, the use of space will be determined by the operator. The city only has the responsibility of removing the temporary seats.

Yes, very happy. The landscaping around the podium is a big failure, and so too the average paving around the stadium.

Would of course have preferred a light grey-blue set of seats but overall it actually works.

Its a pro and con but accommodating rugby does mean a longer field but it does appear to be a bit longer and wider than what is actually necessary to accommodate rugby.

The interior in some cases e.g. the toilets, are a bit awful and grey.

Its just the facade now that needs to be cleaned!

What kind of landscaping or podium you would have like to see?


At GMP stadiums the distance to the stands is always a bit more, because they prefer the "oval" "Elips" style. And maybe because of the c 90 value and the 3 tiers its here more.

So despite all the fuss about giving it a new name, the media still reffers to it as Greenpoint Stadium. Even on the FIFA website it still known as Greenpoint. Maybe the threads name should be changed again??

Under care taking of CT stadium operator (SAIL, Stade de France) as I heard. Not sure how it contractually works:
e.g.
you would like to hold an event in the park. Do you have to contact City or CTS operator?
you want to complain about the dirt/noise in/from the park. Writing to City or CTS operator?

When I'm there for the World Cup, I'm supposed to be going out on a boat in Cape Town. I can't wait to see the view with the stadium and Table Mountain as the backdrop. Should be beautiful.

As for the exterior, I've turned...a little. I still don't love the look, especially during the day, but when lit up at night, it doesn't look too bad.

On January 23, 2010, the first soccer match to be played at the new R4.5-billion Cape Town Stadium will be a clash of Cape Town’s two top Premier Soccer League teams, Ajax Cape Town and Santos.
The City of Cape Town, as part of its “readiness programme” for the 2010 FIFA World Cup, is the host of this inaugural match.
The number of spectators will be limited to 20 000 for the event, because it is partly a test of the stadium’s systems and processes. SAIL Stadefrance CEO Purshoth Chetty has encouraged Capetonians and visitors to be part of a Cape Town milestone and celebrate the city’s achievement. He also urged spectators to book early as no tickets will be available for sale on the event day. Tickets cost from R30 to R50.
The Ajax Cape Town and Santos match is the first event of the Cape Town Stadium Soccer Festival. Says Du Plessis: “This is so much more than a soccer match – there will be participation from local musicians and artists and we intend to build on the event each year, creating an annual event at which soccer can be celebrated in Cape Town.”
The second Cape Town Stadium test event, planned for February 6, 2010, will launch the Cape Town Stadium Rugby Festival. A Boland Invitational 15 side will play the Vodacom Stormers. The SA 10s Legends vs International 10s Legends promises to be an exciting curtain-raiser to the main match.
Jean Louis Romain of SAIL Stadefrance, a joint venture between South Africa’s SAIL and France’s Consortium Stadefrance which manages the stadium, says the facility “has been designed as a multi-purpose stadium and is able to incorporate rugby and soccer matches, as well as live entertainment and concerts. The test events have been designed to allow us to test all these uses as well as our events management plans, to ensure we have sound operating systems.”

I may be a small issue whilst landscaping, road and BRT construction still take place, but once all external works around the stadium are complete pre-World Cup, it'll be pretty easy to get there. A lot better than our current situation where Newlands Rugby Stadium (cap: 45,000) is, in a congested residential area with tiny streets a few public transit options and limited arterial road and freeway access.

Cape Town Stadium will be easy compared to Newlands IMO. :)

There will be some congestion, for now, but in the upcoming months that will change.

It’s a modern R4.5 Billion venue; it should be easy compared to any other venue, i.e. Newlands. :)

Not FIFA. It's up to the venues management to decide when the seats will be installed.
The venue must meet all of FIFA's requirements, which part of it is to hold +/- 69000 seats.

On 23 January, football fans will get to test the brand new R4.5 billion Cape Town Stadium at the inaugural match of the Cape Town Stadium Soccer Festival. The match, which is hosted by the City of Cape Town and sponsored by Virgin Active, will be between Premier Soccer League giants Santos and Ajax Cape Town. Twenty thousand tickets will be sold.

“The Cape Town Stadium Soccer Festival affords us the chance to celebrate the ingenuity of the team behind the magnificent Cape Town Stadium, as well as the rich traditions of Cape Town football in the match between Ajax Cape Town and Santos,” says Ross Faragher-Thomas, Managing Director of Virgin Active, the official sponsor of the Cape Town Soccer Festival.

“The Cape Town Stadium is a venue that should make all South Africans proud, not just those from the mother city, and we at Virgin Active are delighted to play our part in this most historic of occasions.

“We know that this event will be well supported by the people of Cape Town, who are passionate about their football, but also their achievements as a city, and we look forward to enjoying the day of celebration with them.” The schedule for the day is:

Tickets are available from Computicket and cost from R30 to R50, while parking tickets (of which there are 3 000) can be bought at the stadium for R20 on a first come, first serve basis. Fans will not be able to buy match tickets at the stadium on the day.

The City of Cape Town will be providing a free shuttle service from the Civic Centre in Hertzog Boulevard to the stadium and back. To use this facility, all fans need do is present their match tickets.

^^ I was trying to be as unbiased as possible... truth is, my fave is Cape Town Stadium, but that is because I love a timeless, simplistic, elegant design that doesn't date quickly. Some other stadia may have a bigger "wow" factor and some people absolutely love that; but some stadiums may not age with grace, as architectural tastes evolve.

The point is for the stadium to blend in, not scream "look at me!" ;)

And just because the stadium is in Africa, that doesn't mean it has to be African. Each of South Africa's cities are very different, and their stadiums are tailored accordingly. I think Soccer City is about as African as a stadium can get. We really don't need more than one Soccer City.

Security operation to be tested at stadium tomorrow

POLICE officers will be seated among the 20 000 spectators for tomorrow's game at the Cape Town Stadium, which is being used as a dry run for security measures for the 2010 soccer World Cup.
In total, there will be 999 police officers stationed inside and on the outer perimeter of the R4.5 billion Fifa World Cup venue, which hosts Ajax Cape Town and Santos for the first football match at the stadium.
SAPS Director Robbie Roberts said police would start their deployment in and around the stadium from 8am to 8pm tomorrow.
He said Saturday's game would allow police to test their operational plan when the stadium eventually held its full capacity of 64 000 spectators for football's showpiece event.
"We'll focus on the Venue Operational Centre (VOC), which will be responsible for co-co-ordinating all the units inside and outside the stadium.



"In turn, the VOC will be co-co-ordinating with the provincial Joint Operations Centre (where all law-enforcement agencies will co-ordinate their activities)," said Roberts.



Turnstiles will be manned by a private security company, with police officers deployed to the various parking areas in and around the stadium.
Roberts said police would also patrol the pedestrian concourse near the stadium before and after the match to ensure the safety of spectators.
Alongside them will also be 27 police officers of the mounted unit on horseback to control any crowd violence.




Asked whether similar measures would be employed when Boland and Western Province clashed on February 6, Roberts said this would depend on the police's threat assessment.



For tomorrow's match, the stadium would be split into four zones, each boasting a fully functioning police station where any crime could be reported.



"There will also be members of the organised crime unit, commercial crime unit and family and child protection services officers stationed at the police stations. Alongside them will be crime intelligence officers seated within the crowd who will report any unruly and suspicious behaviour to the Joint Operations Centre," said Roberts.



A hostage-negotiating team will also be stationed at the stadium to ensure that any situation would be dealt with swiftly.
"We don't want to over-police the outer perimeter of the stadium, but we also want to give people the assurance that they will be safe at the stadium," said Roberts.



Part of the safety plan would also see the police flying squad vehicles patrolling all the roads leading to the stadium - High Level, Beach and Main roads in Green Point.



The 20 000 spectators will only be allowed access to one level of the stadium tomorrow. Another level will be opened up for the February 6 dry run, which will seat 40 000 spectators.



With 3 000 children expected tomorrow, police will set up a missing children's office, all part of the plan to ensure that missing children are quickly reunited with their families.

Things to see in Green Point on an early morning bike ride

 On Saturday morning, I cycled around the Green Point Common area (Fan Walk, IRT Station, pedestrian underpass, CT Stadium, Granger Bay Boulevard, Urban Park) to investigate the car-free recreational cycling opportunities and to check the progress of all the 2010 developments in the area. There were no major flaws in the planning and execution of the first test event at the new Cape Town Stadium, but all aspects of safety, security, transport and logistics have been analysed to make the next test event even better.

Lessons learned from the first test event held on Saturday 23 January – a match between Ajax and Santos - will be applied to improve spectator experience and safety for the second test event on Saturday 6 February 2010.

This follows a debriefing session by all roleplayers, including the City of Cape Town, Provincial Government, South African Police Services and the Stadium Operator held on Wednesday 27 January.

The debriefing also made use of information gathered by a new electronic reporting tool that monitors events. It tracks weather conditions, safety and security, deployment of safety and security staff, the volumes of spectators through gates, transport flows for shuttle buses, private vehicles and pedestrians.

Stadium noise levels both inside and outside were measured and health tests were performed on food served at the stadium. At the same time, safety and security incidents were logged. The electronic event tool has all of the necessary information available shortly after a stadium event for debriefing and future planning.

Only three law enforcement incidents and six traffic incidents were logged, while Emergency Medical Services attended to 15 medical and seven trauma cases.

The debriefing session also focused on improved directional signage, briefings for volunteers, an improved accreditation process and information to spectators before the match to explain the transport system, stadium access and spectator rules.

The first event was attended by 20 000 spectators. The 40 000 tickets for the second test event on 6 February, featuring a Boland Invitational XV against the Vodacom Stormers, have already been sold out.

All 60 000 tickets to both games at the city's new 2010 FIFA World Cup™ stadium - a soccer match between Santos and Ajax Cape Town held on 23 January and a rugby match between two local teams on 6 February - sold out within days after becoming available.

The Cape Town Rugby Festival, the second game at the stadium, will feature a friendly between Boland Invitational XV, and the Stormers. Up to 40 000 spectators will not only be able to see top players such as Bryan Habana, Schalk Burger and Jaque Fourie in action, but also witness the first ever rugby match in the new stadium.

Cape Town Tens will also host a Tens festival-type match as the curtain-raiser. An SA Legends selection will play against an International Legends team, which will feature players such as Robbie Fleck and Bob Skinstad.

The Tens rugby festival will then continue at the nearby Hamilton's club.

Both games are being used as an opportunity for the operators, Sail Stadefrance, to test the stadium's readiness for the World Cup™. At least one more event will be held in the coming months, this time with a full 68 000 capacity crowd, which will also test other aspects of the City of Cape Town's preparations and readiness for the World Cup™.

Tickets for the Cape Town Rugby Festival were R50 and R80. As it did for the January event, the City will be offering a free shuttle service from the Civic Centre in Hertzog Boulevard to the stadium and back. Fans must present their match tickets in order to make use of this facility.

Fans wishing to park their cars at railway stations and catch trains to the venue may do so at the following rail stations, where free and secure parking has been arranged from 11:00 till 21:00:

Brackenfell Rail Station, situated off Old Paarl Road on William Dabs Street. This really reminds me of the Allianz Arena.....the exterior of this stadium is great. One of my favorites for the world cup.

I wish there was permanent seating in place of the temporary seating which matches more closely with the other permanent seating in the stadium. Instead, they have to replace the temporary stadium with luxury boxes or some other use I can't remember. Whatever the new feature is, it's going to be a waste of valuable seating areas and it'll be worse than that Parkenstadium in Denmark.

There is, but not on a continual and sustainable basis. Local soccer clubs do not attract very many spectators, and local rugby is currently not planning to move to this stadium, so it makes better economic sense to use the space that would otherwise go unused to generate revenue.

i don't see the point in bigger scoreboards. the screens , for me, are there to show the time, score, team lineups and maybe a replay or two and for that purpose, these are just fine.

Shadows or no shadows, the field has to be lit at a certain level, whether its during the day or at night.

Most stadia have shadows. I am sure they found a solution in Berlin.

The "shadow-thing" appears much more dramatic on picture than it is in reality. Was there on the sunny soccer opener. It was not disturbing at all.
It gave rather a stunning deepness into the 3 dimensional view.

Depends also to the time of the year. As I understood the designer had studies to max out negative shadowing.

Every open stadium in the World troughs shadows.
Oh forgot..except in places where it is permanently raining and overcast :lol:

And to South Africa the people come because of the sun.

Most events will happen in anyway after 17.00 h.
Not because of the sun and shadows, because of "after working hours" :)

It was just a friendly match against Boland. They have decided to remain at Newlands until further notice, but there is lots of talk of them potentially moving.

I know nothing about construction but when I look at the photos I took last June 2009, I'm amazed at what was done in 5/6 months, when the stadium was 'handed over' in December to the city council.

Unfortunately we were always rushed through the place - I think it was because we were only allowed in during, tools down time - lunch - when a safety officer was available to show us through the obstacle course - so we didn't get injured

I must say I did find myself looking up to check there was no one working over head, even though I was waring a hard hat

It did feel like a dangerous place!

There is no such thing as perfect as it is human nature to always progress and never ever to be 100% satisfied. Its related to simple survival instinct. Its a nice stadium for sure but not perfect, no stadium or entity is perfect, infact its a word which should never have been allowed an entry into our vocabulary.

Cape Town Stadium "perfect" - Valcke

Cape Town - Cape Town's 68 000-seater 2010 stadium is "perfect", FIFA general secretary Jerome Valcke said on Monday.

He was speaking to journalists at the stadium during a whistle-stop "state of readiness" tour of the country's 2010 venues.

Valcke said he had been asked whether Cape Town was his favourite stadium.

"I will not answer the question. You can answer, I think, by yourself," he said.

But he did say that Cape Town's rye grass pitch should be treated as the benchmark for all world cup stadia.

"It's just an amazing stadium, and all the teams who play in Cape Town, they will play (in) the perfect place," he said.

The countdown to the tournament hits the 100-day mark on Tuesday.

Valcke said that from what he had seen so far on the tour, which ends in Port Elizabeth on Monday afternoon, preparations were on track.

On a scale of one to 10, the country was at an eight now.

"We will be at 10 on the 11th of June," he said.

"In terms of readiness, South Africa is ready to host the World Cup in 2010."

Gracias! :banana: We are saying the same thing here in Cape Town... we can't quite figure out why the temp seats being so different, however... it is only temporary luckily. Doesn't look the best, but doesn't look awful either. After the World Cup, those areas will be turned into suites, so then luckily we'll be rid of the black seats.

You need an athletics stadium to host the athletics.

But this stadium would be used for Football (Finals) and Rugby 7's.

The previous stadium adjacent to this stadium could be used for BMX or Archery, but other existing venues already exist for these sports.

55,000 post WC, but will vary depending on the amount of suites made available.

What i meant was would this stadium be converted to athletics mode. Sorry if i sound somewhat ignorant but is there another athletics venue in Cape Town or would a new one need to be built? Seems to me its a matter of time before CT gets to host the Olympics.

Cape Town does not need an athletics stadium larger than 15,000, perhaps even less, so a new stadium would be temporary along the lines of London 2012.

lol it was obvious from the pictures and i know it can't host athletics, i was just thinking along the lines if it could be converted in the future since CT seems like it would want the SOG sometime soon (well seems that way from what i've been reading on SCC). in this case, its very difficult to convert a football stadium into an athletics stadium, since the dimensions simply do not allow it.

the capacity post world cup is 55,000 and even with the possibility of a track, this capacity would be further reduced.

Think of Emirates. It can't host athletics, it cannot be converted to host athletics.

Cape reveals plans for 2010 transport network By Staff Writer

The City of Cape Town has unveiled its public transport plan to accommodate World Cup tourists and locals during the football tournament.

The plan envisages trains, buses, minibus taxis and metered taxis ferrying tourists to and from the airport, the Cape Town stadium and public viewing areas, and on an inner-city loop.

On match days, fans holding World Cup tickets will be able to travel to and from the stadium for free from more than 25 park-and-ride centres across the city, from as far afield as Strand.

The buses are to travel from the Hertzog hub along DF Malan, Table Bay Boulevard, Heerengracht, Coen Steytler, Long and Loop, Buitensingel, Orange, Buitenkant, Darling, Oswald Pirow and back to Hertzog Boulevard.

The aim of the inner-city route is to give good access to city hotels and other accommodation, as well as restaurants, bars and parking areas.

Another shuttle route on which buses are to run until 2am throughout the event is to take tourists from the main hub to Queens Beach, Sea Point, by way of the V&A Waterfront.

It is intended that the Metrorail trains will be the backbone of public transport servicing the broader Cape Town area, particularly the public viewing areas at the Bellville Velodrome, Athlone Civic Centre, OR Tambo Sports Hall in Khayelitsha, and Swartklip Sport Hall in Mitchells Plain.

Twenty-five stations are to function as park-and-ride centres, as are UCT, Kronendal Primary in Hout Bay, and Camps Bay High School.

These are to provide more than 7 000 parking bays with security.

The main park-and-ride stations are Fish Hoek, Retreat, Claremont, Century City, GrandWest Casino, Oostersee, Brackenfell, Kuils River and Strand.

According to the plan, no general spectator parking is to be available at the stadium, while parking in the city centre will be severely limited.

Wheelchair users will be accommodated from the airport to the stadium and Hertzog hub. Shuttle stations are to be wheelchair-friendly.
