MANILA, Philippines - The Philippine Institute of Volcanology and Seismology (Phivolcs) is sending a team of volcanologists to Mt. Pinatubo in Zambales on Monday to check whether the volcano has spewed out lahar, which could indicate an eruption.
Perla de los Reyes, officer-in-charge of the Phivolcs’ Geology and Geophysics Research and Development, said they would check reports that lahar mixed with floodwaters hit many parts of Zambales following continuous heavy rains brought by typhoon “Kiko.”
“Based on the report of the Office of Civil Defense, it was floodwater,” De los Reyes said in a phone interview. “But we will still send our people to Mt. Pinatubo for post event evaluation.”
De los Reyes said based on video footage of television networks, “it was only rainwater, no sediments,” adding that the Bucao river located in the Zambales-Tarlac side of the volcano could have overflowed due to torrential rains. The rampaging floods killed several people, including foreign tourists at the foot of Mt. Pinatubo.
Meanwhile, Typhoon “Kiko” (international code name Morakot) slightly weakened yesterday after battering several areas in Northern and Central Luzon, Pagasa said.
Pagasa said Kiko lost strength after making landfall in Taiwan.
As of 5 p.m. yesterday, storm signal no. 1 remained hoisted over Batanes, northern Cagayan, Apayao and Ilocos Norte.
Kiko is expected to be at 360 kms north-northwest of Basco or in the vicinity of western Taiwan this morning.
It will be 620 kms north-northwest of Basco or over Southeastern China this afternoon.
Pagasa deputy administrator Nathaniel Cruz said occasional rains over the rest of Luzon and Western Visayas will persist this weekend.
Cruz also said Pagasa spotted a new shallow low-pressure area at 1,580 kms east of northern Luzon.
Cruz warned residents in low-lying areas and near mountain slopes of possible flashfloods and landslides.
Kiko is the 11th tropical cyclone to enter the country this year.
The storm left and returned to the country’s area of responsibility on the same day last Tuesday, after an interaction with a high-pressure area east of Japan.

TheAvenger August 10th, 2009, 02:48 AM Two French tourists and nine Filipinos were killed from flooding and landslides triggered by heavy rain in Zambales province, north of Manila, police and officials said on Friday.
In addition to the two dead, another French tourist was missing after 12 French, Belgian and South Korean hikers were caught in heavy rain after scaling Mount Pinatubo volcano on Thursday, said regional police official and Chief Supt. Leonilo de la Cruz.

Six French and three South Koreans were reported to have been rescued by a Philippine Air Force helicopter.
A police official from Tarlac province, also north of Manila and near Mount Pinatubo, said that only six died in the incident—a French tourist, another European and four Filipinos who all drowned because of the flooding and landslides.

CLARK FREEPORT, Pampanga, Philippines — Mayor Rey Catacutan of Capas, Tarlac blamed the Philippine Air Force (PAF) contingent stationed at the foot of Mt. Pinatubo in Capas for allowing foreign tourists and their Filipino guides to drive to the volcano’s crater lake that resulted to the death of three foreigners and two others after mudflows triggered by heavy rains swept the mountain slopes last Thursday.
Catacutan denied that he nor the Capas municipal tourism officer was aware that the foreign tourists and their guides on board four-wheel drive jeeps were allowed to drive through the rough trail Barangay Sta. Juliana in Capas to the Mt. Pinatubo crater, which has become a popular tourist attraction after the volcano erupted in 1991.

He said that the unit from the Philippine Air Force (PAF) 600th Air base Wing manning a checkpoint at the foot of Mt. Pinatubo at Crow Valley in Capas, gave the final go-signal to the tourists, that included seven French, three South Koreans and one Belgian, to drive to the crater lake early last Thursday morning.
Brig. Gen. Alejandro Camagay, former commander of the 600th Air Base Wing and currently chief of the PAF’s Air Reserve Command, said that the Air Force personnel should not be blamed and he also claimed that Catacutan has been seeking the ouster of the PAF station in Capas for preventing the entry of tourists near the military station on their way to the Mt. Pinatubo crater lake.
Camagay said the PAF team assigned at Mt. Pinatubo often had conflicts with Catacutan over the issue of tourist access to the area when live-ammunition firing exercises are conducted during the RP-US Balikatan joint military exercises or when there is bad weather.
“He (Caparas) would accuse us (PAF) of being anti-development,” Camagay said.
Central Luzon police director Chief Superintendent Leon Nilo de la Cruz said Capas local officials might be held liable and face criminal charges for negligence after they allegedly allowed the tourists to climb Mt. Pinatubo despite typhoon “Kiko” last Thursday.
The storm dumped heavy rains that caused mudflows at the slopes of Mt. Pinatubo that swept the three jeeps of the tourists, killing three foreigners and two Filipinos.

The fatalities were identified as French tourists Martine Cholet, a female, and Thierry Chailot, Belgian Walter Steylian, barangay tanod Fidel Reila and tourist guide Orlando Fernando.
Search and rescue teams recovered five French and three South Korean tourists.
Catacutan said his municipal tourism officer Say Velasquez did not give permission to the tourists and their guides to drive to the volcano’s crater.
He said that the tourists initially hired guides from the Angeles City 4x4 Club, which provided three four-wheel drive jeeps to the group.
Catacutan said club members brought the tourists to the Pinatubo Development Corp. (PDC), a Korean firm accredited by the Capas municipal government to operate tourism facilities in Barangay Sta. Juliana.
The tourists later registered at the PDC office for an expedition to the Mt. Pinatubo crater lake.
Catacutan said the foreign tourists registered at the PDC in Sta. Juliana at about 7 a.m. last Thursday. They were reported to have earlier checked in at Fiesta Garden Hotel in Angeles City and arrived on board three jeeps driven by members of the Angeles 4x4 Club.
“After PDC registered them, the tourists were supposed to obtain the signatures of the barangay and municipal tourism officers, although the guests reportedly skipped on (getting permits from) the local tourism officials,” he added.
Catacutan said that according to the survivors, their group reportedly reached the crater lake before noon, but the Filipino drivers decided to drive down the mountain at about noontime after the weather deteriorated.
The jeep of the three Koreans went first, followed by another jeep with four French tourists. Three other French tourist, including a woman, and the Belgian boarded the third jeep, said Catacutan.
Catacutan said the route to the crater that the group took was an old trail, which existed before the eruption of Mt. Pinatubo in 1991. The trail was rehabilitated by the PDC to cut travel time between Sta. Juliana and the volcano’s summit.
He said that at the time of the accident last Thursday, the PAF checkpoint was headed by a certain Lt. Layan who was also hospitalized after he was swept by floodwaters while assisting in search and rescue operations for the tourists.
Catacutan said during RP-US Balikatan joint military exercises at Crow Valley, the PAF team at the checkpoint prohibits the entry of tourists, even those that got permits from the PDC and local tourism officers.
While saying he and his tourism officer were not aware of the tourists’ trek to Mt. Pinatubo last Thursday, Catacutan insisted that weather was fine last Thursday morning.
“I remember there was no storm signal (raised) anymore as typhoon Kiko was supposed to be on its way out of the country somewhere in Batanes.”
Catacutan said he has a “standing policy” of not allowing anyone to climb Mt. Pinatubo during bad weather or if there is any announcement from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) of any expected weather disturbances.
Brig. Gen. Camagay, however, explained that Mayor Catacutan would get angry whenever the PAF team at Crow Valley stops tourists from trekking to the volcano.
“The Crow Valley area is part of a military reservation and is the only way up to Mt. Pinatubo from Capas. When I was head of the 600th Air Base Wing (until last July), the mayor even wanted us out of there because we did not always allow his tourists access through the valley,” Camagay recalled.
Camagay said Catacutan even reminded PAF officials that Defense Secretary Gilbert Teodoro and President Arroyo were the mayor’s wedding sponsors.
Chief Superintendent De la Cruz ordered Tarlac provincial director Senior Superintendent Rudy Lacadin to investigate the possible negligence of Capas officials over the tragedy.
Landslide hits tourists
Catacutan reported that the typhoon’s rains caused floodwaters that swept the already swollen O’Donnel River.
The drivers of the three jeeps, which were some 50 to 100 meters apart, asked their passengers to walk amid fears their vehicles could slide into the river. The passengers of the third jeep were already walking ahead of the jeep when a landslide buried their vehicle, although its driver and their two guides were able to jump off to safety.
The three foreign tourists on the third jeep —two French and a Belgian —were swept away while attempting to cross the O’Donnel river, he said.
Catacutan said local tourist guide Orlando Fernando drowned while trying to rescue one of the French tourists. The other guide was able to save the other French tourist, but the Belgian also drowned.
The other tourists who went down ahead were trapped by the strong currents but were rescued later.
Catacutan said Defense Secretary Teodoro and Sen. Richard Gordon, chairman of the Philippine National Red Cross (PNRC), sent rescue helicopters to the area.
The mayor said French Embassy officials have expressed gratitude for the rescue of the other French tourists.
“I was told the survivors were thankful for our rescue efforts and our bringing them immediately to the hospital for check-up after they were rescued,” he added.
He said the remains of the three foreigners remained at the Mallari Funeral Parlor in Capas.
Catacutan said insurance companies would arrange for the repatriation of the bodies of the foreign victims to France and Belgium.

ericlucky290 August 10th, 2009, 05:45 AM i see.. when we're in davao we stay at my dad's in woodridge.. ang layo sa bayan kaya naliligaw ako. haha. it's bruno and diego. hehe. dau is within mabalacat.. but xevera mabalacat is really far from dau.. in my opinion xevera bacolor is more accessible if you're really in to angeles.
in terms of proximity, mas malapit yung Xevera Bacolor sa downtown Angeles pero malapit yung Xevera Mabalacat sa Clark.

xevera is about
6 km from dau, and about 11 km from center of Angeles City.
not sure if there will be renter since quite far from clark. I am also thinking to buy a unit for renting to others. o kaya ipa rent doon sa mga may mga binabahay :)

Leon Nilo de la Cruz, the Central Luzon police director, said he had ordered an investigation into possible liability of the local officials after six tourists, including three French visitors, died because of Typhoon Morakot, the Philippine Star reported Saturday. "If there is any evidence of criminal negligence or any civil liability, then we will file charges," de la Cruz said.
He said he ordered Rudy Lacadin, the Tarlac police director, to lead the investigation into possible criminal and administrative liability of the municipal officials of Capas. Police said the tourists registered early Thursday morning at the office of the Pinatubo Development Corp., managed by the Capas municipal government.
Ronnie Tiotuico, regional director of the Department of Tourism, said the PDC was taken over by the Capas municipal government in 2005. "When the DOT was still in charge, the policy was to bar any trek to Mt. Pinatubo during bad weather or any expected threat of it," Tiotuico said.

Hindi yan kasalanan lang ng CSF officials; these trees have to be cut on orders of the DPWH (considering that it's for a national road project).
By the way sa Angeles namumuo na ang labanang EdPam-Blueboy para sa mayor.
And many in Angeles are already saying na mananalo si EdPam as mayor, Vicky Vega as vice, and Tarzan Lazatin as congressman.

For the development stakeholders of the Subic-Clark-Tarlac Expressway (SCTEX), however, there is no better sign that they mean serious business than to preserve the panoramic view of the mountains, rivers and the countryside here.
In keeping with its mandate to oversee and direct policy development, the Subic-Clark Alliance for Development Council (SCADC) met recently with building and zoning officials of all the local government units along the expressway corridor to conduct consultation on the drafting of Additional Rules and Regulations (ARR) on Signs and Signboard Structures.
Director Teresito Tiotuyco of the SCADC Directorate for Utilities and Infrastructure, in his presentation, said the proposed additional rules and regulations aim to strengthen the Rule XX of Presidential Decree 1096, also known as the National Building Code of the Philippines, and Section 5 of Administrative Order No. 160. Under the proposal, specific provisions will be inserted to address the particular need to preserve the SCTEX panorama along the “view corridor,” which the Clark-to-Subic segment has been identified as the most scenic by the stakeholders.
Tiotuyco said the objective of the addenda is to keep the most scenic views of the expressway free from any advertising structure or signage, such as those currently found along the major highways of the country, more notably Epifanio Delos Santos Avenue (EDSA) in Metro Manila. This would afford people the opportunity to behold nature’s beauty and rustic landscapes while travelling in comfort and safety, he said.
At the same time, it will harmonize with the long-term goal of transforming the corridor into a mega logistics hub that is competitively at par with the best in the Asia- Pacific region, he added. Tiotuyco said locations will be identified where service providers can put up signs and structures based on specifications detailed in the ARR. He observed that in certain places, billboards may even help add to landscape aesthetics, and provide illumination as well for night drivers.
Director Emmanuel Cuntapay of the National Building Code Development Office, for his part, said the SCADC initiative will compel the Department of Public Works and Highways (DPWH) to fast-track its move to formulate its Implementing Rules and Regulations covering billboards and signs along expressways and other similar thoroughfares. Cuntapay asked the officials to be always on the watch for violations of existing laws and regulations.
Meanwhile, the Sangguniang Bayan of Floridablanca, Pampanga was lauded for its pro-active resolution totally prohibiting any construction or posting of advertising structure. Floridablanca lies within the “view corridor,” and boasts of the picturesque Palacol River. SCADC is planning to hold more consultations on the issues.
Architect Armando Alli, land utilization consultant, said “this is an opportunity to plan the future with foresight.” ”Having learned from our own sad experiences, and from the benchmarks set by other countries, we hope that the SCAD Corridor shall become a showcase of the Filipino’s capability to be the best,” Alli said. LUBAO,Pampanga, Aug. 23 (PNA) -- President Gloria Macapagal-Arroyo is set to inspect various priority projects in her hometown on Monday.
Following her visit to Botolan in Zambales, the President will make a stop in Barangay San Nicolas 1 to grace the 1st anniversary of Pampanga Electric Corp. II (PELCO II) at R. Pineda Sports Complex here.
The Chief Executive will lead the ceremonial switch-on for the energization of the eight millionth household connection.
After that, the President will proceed to Barangay Sto. Tomas to unveil the newly-completed barangay hall under the Barangay Hall Development and Extension project.
The P400,000-barangay hall project is funded through the President’s Social Fund.
The President will also inspect the ongoing pipe-laying activities of Lubao Water District (LWD) in Barangay Concepcion.
The upgrading and construction of Barangay Concepcion’s water supply system has a total project cost of P10.6 million.
LWD general manager Evelina Galicia said once the pipe laying projects are completed, LWD’s problematic yellowish water supply would be resolved, resulting in cheap potable water for resident-beneficiaries.
To date, LWD has 975 household customers covering the 5,851 residents of Barangay Concepcion.
Likewise, the President will visit to the municipality of Magalang to attend the testimonial program for the Pangulong Gloria Scholarship as implemented by the Technical Education and Skills Development (TESDA).(PNA)

According to the complaint filed before the Office of the Ombudsman, CHED Chairman Emmanuel Angeles is guilty of violating of the Anti-Graft and Practices Act when he allowed 36 students to enroll in the Angeles University Foundation in Angeles City, which is owned by his family.
The Philippine and East Timor governments earlier signed an agreement to allow Timor-Leste scholar students to take up college courses in qualified colleges and universities in the Philippines. The Timor-Leste government would pay $22,000 per scholar, which covers the student’s tuition and board and lodging for four years.

Last June, 109 East Timorese students enrolled in various Philippine universities including Adamson University, Mapua Institute of Technology, and Centro Escolar University.

ANGELES CITY -- Subic-Clark Alliance for Development Council (SCADC) Secretary Edgardo Pamintuan and Vice Mayor Vicky Vega-Cabigting will join forces to challenge Mayor Francis “Blueboy” Nepomuceno and running mate Dr. Ricardo Zalamea in next year’s elections here.
In an interview with Pamintuan during Monday’s blessing and inauguration of the Office of External Affairs (OEA) Central Luzon Field Office in Barangay Balibago here, he declared his intention to run for mayor.

“We are heading there and I think it's about time to jump into the political arena. With the support of the people of Angeles City…,” Pamintuan said.
Pamintuan also confirmed that he and Cabigting will be teaming up together with four incumbent councilors -- Jay Sangil, Ruben Maniago, Willy Rivera, and Maricel Morales.
“We have to joined forces because we are up against an incumbent mayor. But I believe with the support and trust of the people, anything is possible,” he added.
Pamintuan was a two-term mayor while Nepomuceno was a first-term vice mayor when they run against each other for the congressional post in Pampanga’s First District in 1998. Pamintuan lost to Nepomuceno.
Nepomuceno completed his three terms in the House of Representatives while Pamintuan no longer sought an elective post.
Pamintuan said he was convinced by his supporters and friends to run for the top city post to “bring a change in governance and to better serve the people of this city.”
Meanwhile, Cabigting, together with the members of the City Council’s minority bloc here, said “actions speak louder that words.”
She added that she believes the “talking stage is still on going,” but hinted it’s all systems go for the upcoming elections.
“It's a bit early to comment but as you can see, we are here with Secretary Ed, I think this is it. I only have one request for him: to give priority to my councilors included in the line-up," she said.
Other possible councilor candidates in the Lakas-Kampi-CMD Angeles City line-up of Pamintuan are former councilor Romeo Taruc, former Association of Barangay Captains (ABC) president Efren Dela Cruz and those described only as “surprised candidates.”
For his part, Nepomuceno told Sun.Star during the launching of the Citizen’s Charter that “the election is a democratic process and anyone who is qualified can run.”
“For me, anyone who wants to run in the coming elections is welcome. This is an act of democracy. As for me, being an incumbent, I will re-elect together with those in the line-up. In the end, the people of Angeles will decide who will be best to serve the city,” Nepomuceno said.
The mayor added that while his would-be opponents are busy “politicking,” his administration is fast-tracking projects and programs for the betterment of the Angeleños.
“For us, the best way of "politicking" is through the politics of performance. We just don't pay lip service. Instead, we act on what we've promised our constituents and we will continue our service while we are in position,” Nepomuceno added.
Sun.Star sources revealed that among the would be councilors of the Nepomuceno-Zalamea tandem are incumbent City Council members Pogs Suller, Dan Lacson, and Rudy Simeon.
In a related development, Mayor’s Office Chief Of Staff Gerard “Gepoy” Nepomuceno has also confirmed his candidacy for congressman in the First District of Pampanga against incumbent Rep. Carmelo “Tarzan” Lazatin.
The young Nepomuceno lost to Lazatin in the congressional race in 2007.

CITY OF SAN FERNANDO -- The City Government of San Fernando’s “Sagip Ilog” project was formally launched Saturday (August 29, 2009) by officials led by Mayor Oscar Rodriguez.
This came after the unveiling of the project billboard at the City Hall’s premises and the ceremonial demolition of several concrete structures and buildings along the river bank in barangays Del Pilar and Sto. Rosario.

The P700-million project is designed to avert flooding, save the city’s major waterways, protect the environment, and create a world-class river park with two level walkways and provisions for other activities like rowing and physical fitness features.
“This is the start of the formal implementation of our Sagip Ilog project. This shows our resolve and political will to effect changes in the city despite what many brand as controversial. But we want to save our waterways, protect the environment and set a signal for other local government units to follow,” Rodriguez told Sun.Star.
Among the major structures demolished Saturday was a building owned by the Yap family, owners of Quirino D. Yap Lumber and Hardware.
“In fairness to the Yaps, they agreed and they supported us even though their land had a title. It is this strong partnership with the private sector that allows us to move on. Ultimately, we together are able to help in protecting the environment and enhancing the lives of people living near the river,” he said.
Rodriguez added that the Sagip Ilog project is designed to avert flooding and attract investments as well as enhance physical fitness among folks who would discover the embankments as safe and pollution free.
“Investors always ask if the area still floods. Now we can say there will be no more flooding in the city on normal rainy days. And the start of Sagip Ilog would eventually lead to the creation of our planned central business districts,” Rodriguez said.
“But in this river park to be created, people can jog and there will also be rowing. It will also be for physical fitness and health of Fernandinos. Those who want to walk from San Juan to San Jose will find the structure safe and fine as a shortcut. We have been planning for this for the last three years and this initial phase will make our vision to become a habitat for human excellence a total reality,” the mayor added.
The project is being financed by the Japan International Bank through the Japan International Cooperation Agency and that the city’s counterpart funding of P100 million to the P560-million aid for the project is already being utilized.
“About P33.3 million is being used now for our relocatees affected by the project. Those affected have understood what we are doing through our prior special social preparations,” he said.
“The Sagip Ilog project will be fully realized by next year (maybe by August, 2010) and definitely, it will not be affected by the coming 2010 elections since it has already been initiated and properly bidded out,” he added.
The project, coordinated with the Department of Public Works and Highways, Mount Pinatubo Rehabilitation Council and the City Environment and Natural Resources Office, will start from the river portion in Barangay San Juan and ends at the end of Barangay San Jose.
“That would be about six kilometers long and the embankments 50 meters wide,” said Brent Berry, team leader and consultant from Nippon Koie, a project partner.
Meanwhile, City Administrator Ferdinand “KFC” Caylao explained that the river will be thoroughly desilted and dredged in the next phase.
“These will allow the water to flow from here and then pass through channels in Sto. Tomas, Minalin and Apalit and eventually out to the sea. Of course, what will flow there would already be clean and waste free water. We will strictly see to the construction of septic tanks in structure along our river banks. Direct disposal of waste water from a building or house to the river will not be allowed anymore,” Caylao said.
“There’s almost no problem anymore and our constituents are cooperating fully with our Salip Ilog project,” according to Caylao.

Ayala Land looks north for strategic expansion

AYALA LAND, INC. (ALI) has set its sights on the north, citing a shift in economic activity brought about by newly completed infrastructure projects in the area.
Company President Antonio T. Aquino, in an interview, said the strategy was to take advantage of the completion of the North Luzon Expressway (NLEX) and the Subic-Clark-Tarlac Expressway (SCTEx), and talks of making Clark International Airport the country’s main gateway.
"I think there [will be] some kind of shift in the gravity going toward the north this time. As time goes by, we think Clark will become an important airport [which] means that the economic activity in the area will be better," Mr. Aquino said.
The company, which traditionally focused on areas in the south of Metro Manila such as Makati, Fort Bonifacio, Alabang and Laguna province, sees the infrastructure developments as magnifying "the trading activities in the area by bringing provinces closer to one another."
"The strategy now is not to focus on the south but focus on geographical location, and obviously the northern part is where we should be present now. We are [currently] choosing those areas for geographical expansion and we are looking at Central Luzon," Mr. Aquino said.
"We would like to choose where the best strategic location is [and right now it is defined] by NLEX, SCTEx and the international airport."
ALI’s northward expansion began in the metropolis with the Trinoma Mall along North Ave. in Quezon City. This development will be complemented by a joint venture agreement, signed last week with the National Housing Authority, to develop the 29.1-hectare North Triangle Property into a central business district similar to Makati and Fort Bonifacio.
Next month, the firm will open its 70,000-square meter Marquee Mall in Angeles City in Pampanga — Ayala Land’s first Central Luzon foray. The mall is situated near Angeles City’s business district and is adjacent to the Angeles exit along the NLEX.
The mall is part of the 53-hectare Marquee project which is envisioned to be a mixed-use community.
"We have started with Trinoma, and then the Quezon City business district and now we are looking farther north," Mr. Aquino said.
"The future is dependent on the demand supply situation and we are always interested in areas that are close to [our existing projects] because managing them will be easier," he added.
Ayala Land’s net income grew by 14% to P1.01 billion in the second quarter. The result brought the firm’s first half net to P2.07 billion, down a third from the same period last year.

Expected to be a favorite gathering place in Central Luzon, MarQuee Mall boasts of a distinct architecture and people-oriented spaces highlighted by beautifully sculptured landscapes which Ayala Malls are known for.
Dave Blas, senior architect of the Ayala Land’s Innovation and Design Group, said MarQuee Mall’s design was specially conceptualized to provide something contemporary, and attuned to the culture of the people of Pampanga and Central Luzon.
Blas said the mall was planned to encourage convergence and provide various opportunities for family and friends to gather, shop, dine, relax, and be entertained all together.
This explains the generous open spaces, the centrally located Activity Center, and the outdoor-facing restaurants that will be opened beyond the usual mall hours.
“The thinking behind it was to come up with something contemporary and familiar but with touches of the new. The look and feel is engaging and upscale but not intimidating,” Blas said.
Blas added that a fair amount of effort was put into making the indoor and outdoor spaces flow into each other.
“I would like to think this blending of indoor and outdoor is a signature of Ayala Malls. Blas said MarQuee Mall also has a landscaped drop-off and entry area from Francisco G. Nepo Ave. and a half-hectare garden at the other side facing Angeles City Hall and the future residential development.
“This large garden is envisioned as a civic plaza with areas for activities, gathering and relaxing, as well as quieter spaces. A sculptural installation and a water feature highlight this landscaped space,” he said.
A wave art installation is one of the main features of the civic plaza. But Blas said it is not intended to be appreciated as a set piece viewed from a distance.
“Rather, the artist expects people to become part of the artwork, where they can sit, play, and generally engage themselves with the installation. Inspiration is drawn from the rice fields of the central plains of Luzon, as well as an affinity with water and its refreshing and relaxing effect,” Blas said.
Blas added that the fountain in landscaped garden is made of a simple series of jets that were programmed to create different forms and movement patterns.

CITY OF SAN FERNANDO -- The City Council here on its session finally affirmed its stamp of approval to the proposed 7 kilometer long, 20 meter wide service roads, which will run parallel to North Luzon Expressway (NLEx).
The proposal was submitted by Councilor Alex Patio, chair of the council’s ways and means committee and was co-sponsored by committee on public works chair Councilor Renato Agustin last month.

It had also undergone the required public hearings, stakeholders’ consultations and readings with amendments on the floor prior to its approval.
The proposal, “an ordinance authorizing the establishment of a 20-meter service road adjoining the eastern and western sides of the North Luzon Expressway from Barangay Pandaras to Barangay Bulaon, City of San Fernando, Pampanga,” is seen to cost the City Government some P500 million for the construction of stretches on both sides of the NLEx, including four bridges along its rights of way.
No opposition has been seen on the proposal, which is seen as an alternative measure in decongesting the traffic-laden McArthur Highway. A short huddle between the local city legislators on the floor during recess ironed out matters like expropriation and time framing, where after some five minutes, the council gave its green and go.
“With that, all we have to now is give authority to the Mayor (Oscar Rodriguez) for his approval. The ordinance will also have to be published in newspapers before we can kick-it off. But so far, it will be well on its way,” Patio told Sun.Star.
He said the cost could be well supported and complemented by the city’s other projects like Sagip-Ilog where the desilted material could be used in filling flooded sections where the service roads would traverse.
“It can be done. Many of our local leaders and representatives have given us their support. Not only would this solve traffic along MacArthur Highway and prevent the cutting of trees there in its widening, but these will also boost economic activity along the areas where the roads will be constructed,” Patio said.
Governor Eddie Panlilio meanwhile urged Patio to fast track the ordinance so he can have it included in the Provincial Development Plan.
“Yes, I asked Councilor Patio to hasten the process so we could include it in the province’s development plans. At least before my term ends. It’s a very good project,” Panlilio said.
The same manifestation of support was shown by Third District solon Aurelio “Dong” Gonzales Jr. who told Sun.Star: “I have discussed the project with Councilor Patio and I told him I would fully support it with the resources that I have. I have seen how beneficial it is and how good the impact is for the district.”
Local government unit heads from Mabalacat, Mexico, San Simon and Sto.Tomas corroborated Gonzales’s statements and said they will immediately follow suit and file a similar ordinance once the San Fernando portion kicks-off in time.
A total of 30 kilometers would have to be developed for the service roads from San Simon to Mabalacat points of the NLEx.

CITY OF SAN FERNANDO, Pampanga, Sept. 18 (PNA) – The provincial government is now on its sixth week of evaluation for the cleanest and greenest local government unit (LGU) here.
The Provincial Assessment Team (PAT), which started the appraisal in August, has evaluated the municipalities of Guagua, Porac, Floridablanca, Sasmuan, Santa Rita, Magalang, Mabalacat, Arayat, Sta. Ana and the City of San Fernando.
The team assessed each town based on the two categories: physical condition of built-up areas and the existing support system.
The first category pertains to general cleanliness which takes note of the absence of eyesores like uncollected garbage and litter, well-maintained facilities like public markets, presence of health and environment-friendly practices like waste segregation, and urban space greening.
The second category, on the other hand, pertains to the existence applicable local ordinances and resolutions, official records, equipment list, annual reports of accomplishment, among others.
Representatives from the Department of Environment and Natural Resources, non-government organization (NGO), Provincial Tourism Office, Provincial Health Office, Department of Education Division Office, Provincial Information Office, Office of the Provincial Agriculturist and the Environment and Natural Resources Office make up the Provincial Assessment Team.
The team conducts evaluation work every Friday, visiting at least two towns per outing.
Two categories were set for the awards, “Category A” for the first and second class municipalities, and “Category B” for third and fourth class municipalities.
Plaques and cash awards shall be conferred to the best performing municipalities.
The first prize winner will receive cash worth P175,000.00; first runner-up P125,000.00; second runner–up P100,000.00; and third runner-up P75,000.00.
The PAT is scheduled to visit San Luis and Candaba towns on September 25. The conferment of awards will be on December 11, in time for the Pampanga Day celebrations. (PNA)

hmm. i was a bit disappointed dun sa parang event center nya. it looked SM-ish. but the rest looked similar to trinoma and gb5. but ya, it has its own distinct look. part of my disappointment though was not being able to find the "pho hoa" restaurant. hehehehe.. pero ayus lang.. maganda.. parang nasa manila ako. i'm still waiting to be surprised on the opening day :)

San Fernando City, Pampanga (17 September) -- Senior citizens in Pampanga will be kept busy in the next few weeks as they prepare for the forthcoming celebration of Elderly Filipino Week in the province from October 1 to 7.
This year's annual celebration pays tribute to the past and present contributions of the senior citizens to our country's development, pride and honor.
Theme for this year's event is "Nakatatanda – Dangal ng Bayan, Noon at Ngayon", according to Susan Dimabuyu, acting provincial social welfare and development officer.
In the recent meeting of the provincial sub-committee for the welfare of senior citizens, Dimabuyu said that various activities have been lined-up for the province's senior citizens.
"We plan to hold a folk dancing competition among our elderly which we hope will enable them to showcase their dancing skills," Dimabuyu said.
She added that more than just a competition, the event aims to provide enjoyment and strengthen camaraderie among the members of the various senior citizen associations in the province.
At least 700 senior citizens are expected to participate in the said celebration.
Dimabuyu said that for the first time, they are giving out big cash prizes for the winners in the folk dancing competition– P10,000 for the first place; P8,000 for the second and P5,000 for the third place.
Consolation prizes of P1,500 will be given to the other participating teams.
The said culminating event will be held on October 7 either at the Bren Z. Guiao Convention Center or at the People's Gym at the Capitol compound, depending on the weather conditions of that day, from 9 o'clock in the morning to 4 o'clock in the afternoon.
Aside from the competition, assistive and medical devices such as nebulizers, blood pressure apparatus, single and quart canes will be awarded to senior citizen associations in various towns of Pampanga.
More importantly, many elderly persons will be given anti-flu and anti-pneumonia vaccines during the said event.
"We cannot discount the importance of these vaccines as they will provide much needed immunization to our elderly who are prone to flu and pneumonia," Dimabuyu stressed.
Anti-flu and anti-pneumonia vaccines to senior citizens are also part of the services of Pamisaupan caravan, one of the flagship programs of the provincial government. There are caravans scheduled on October 6 at the Marcos Village in Mabalacat; October 23, Tabuyoc in Apalit; November 10, Wenceslao in Lubao; November 26 in Bulaon Resettlement, City of San Fernando; and December 10, Sta. Ursula in Guagua.
Doctors from the provincial health office and district hospitals will also be conducting medical check up to the participating senior citizens.
"We would like to see the senior citizens of Pampanga as fun loving and upright citizens as we in the provincial government remain steadfast in our commitment to be of service to them," Dimabuyu pledged.
The offices of the provincial planning and development (PPDO), health (PHO), cooperative and entrepreneurial development (PCEDO), employment and services (PESO) and engineers (PEO) are among the supportive and committed departments of the provincial government which are ready to render services in the implementation of senior-citizen related programs. Creation of Pampanga River council sought

SAN SIMON -- The local chief executives in towns adjacent to Pampanga River are seeking the creation of a special body that would strictly implement laws and local ordinances relating to the protection of the river.
The special body, which shall be known as Pampanga River Council, shall be composed of representatives coming from various municipalities who will be responsible in proposing projects to bring back the glory of Pampanga River.

San Simon Mayor Rodrigo “Digos” Canlas told Sun.Star that he is all set to support any act that would reinvent Pampanga River. "This move will surely benefit not only my constituents but the entire province of Pampanga."
Candaba Mayor Jerry Pelayo supports the stand of Canlas.
"Pampanga would not have existed without its river. It is the Pampanga River that brought the first inhabitants in the province. The obligation to save it is upon our shoulders,” he said.
However, Pelayo admitted that the plan to save Pampanga River is not achievable by 2010. "This requires huge amount of budget. Financial assistance from the international organizations will also be needed to cover expenses of the project,” he said.
It can be recalled that the Provincial Board has proposed the creation of the "Save Pampanga River Movement," which is seen to unify all efforts of various local government units to protect the river and its aquaculture.

PB member urges prompt remedy of Arnedo dike

CITY OF SAN FERNANDO -- A member of the Provincial Board (PB) submitted Tuesday a resolution urging the National Government to come up with a comprehensive study addressing the flooding in the province with specific and immediate attention on the decades-old Arnedo Dike in Arayat town.
PB Member Aurelio "Dong" Gonzales Jr. sponsored the proposal seeking the immediate repair of the Arnedo dike, which he said, is breached in some portions and may cause a disaster similar to that in Paniqui, Tarlac.
Gonzales said the swelling of the Pampanga River has caused lateral flow of water, swallowing up vast agricultural and residential lands in several barangays in Arayat town.
Gonzales also aired appeals for compassion from key national officials to "extend assistance to the third district (of Pampanga) whose people likewise suffered a miserable fate because of the recent calamity."
Gonzales said he found that the dike must be addressed with extreme urgency during a recent visit in the area with fellow 3rd District Board Members Ceferino Laus and JQ Quiambao, to ascertain the condition of their constituents and assess the extent of damage in Arayat.
"Time is of the essence. Lives and property are in great peril. We must be united in addressing this clear and present danger before it is too late," Gonzales appealed to his fellow legislators.
He said thousands of people are endangered by the dike particularly those living along its periphery in barangays Batasan, Candating, San Mateo, Guemasan and Cupang.
Gonzales said as of Saturday afternoon, only a meter of the Arnedo Dike was left unfilled with rampaging floodwaters, and alarmed residents, who refused to evacuate for lack of any options, placed sandbags along the dike to prevent its collapse and eventual flooding on the other side.
In line with Gonzales' proposal, Vice Governor Roseller "Yeng" Guiao suggested the holding of a multi-sectoral summit towards a comprehensive solution to the widespread flooding in the province.
Guiao proposed that the summit be attended by engineers who are experts on flood control, plus municipal and barangay officials and residents.
Guiao said the summit, which may be held with financial assistance requested from the Philippine Gaming Corporation (Pagcor) or the Philippine Charity Sweepstakes Office (PCSO), should serve as a venue for consultations on possible solutions to the flooding in the province.
He said the summit shall consolidate proposals from government agencies and municipal officials and residents in addressing the perennial flooding in most towns in Pampanga.

President Gloria Macapagal Arroyo will make another visit to her home province of Pampanga on Sunday to inspect infrastructure projects in the area damaged by tropical storm "Ondoy."
Mrs. Arroyo will give the green light to rehabilitate two river containment systems in Guagua town, a Palace statement said late Saturday.
Guagua is in the province's second district, where Mrs. Arroyo is reportedly planning to run for congresswoman next year. Her allies in Congress have been pushing to amend the 1987 Constitution to shift to a parliamentary form of government.
Under a parliamentary form of government, Mrs. Arroyo can be elected as prime minister.
Mrs. Arroyo is due to arrive in Guagua's San Jose village, Sunday noon to "personally check" on the damage caused by the storm on a portion of the earth dike along the Lambac-Natividad-San Jose creek.
The creek is one of the tributaries in Pampanga that traverse residential and commercial areas of Guagua covering 15 villages with a total population of 53,470.
The collapse of the earth dike caused the subsequent flooding of the neighboring villages of Locion (San Antonio, San Isidro, San Pablo, San Matias, San Juan 1st and San Jose) and Pangulo area (Siran, Natividad, and Lambac).
Mrs. Arroyo will proceed to nearby San Juan Nepomuceno village in Betis town to inspect the rehabilitation of the damaged portion of the Sapang Maragul riverbank dike, which traverses residential areas covering a total land area of 164.5015 hectares with a total population of 6,560 families.
Strong rains brought by "Ondoy" caused a portion of the riprap dike of Sapang Maragul (San Juan Nepomuceno portion) to collapse and allow floodwaters to enter almost all 31 towns of Guagua.
The collapsed dike also caused flood waters, reaching as high as five feet, to spread to six other neighboring barangays of Betis with a population of 30,735.

Yes, I will be on the MNL-CRK-MNL inaugural, and since there's a five-hour gap between the departing and returning flights, I'm still left clueless on what to do other than random planespotting and going to Nayong Pilipino.
Like my other trips, this will become a trip report on FlyerTalk. :D
Hopefully I can get some suggestions on where to go! Likewise, I hope I can get around cheaply; otherwise, I will end up roaming outside the gates of Clark as I'm not comfortable using taxis as a sole means of transportation.

i realized that of all the kapampangans i know personally, including my family, no one even knows the names of the 4 rivers of northern pampanga, nor do they know the history and importance of our province. and i'll admit, i'm guilty of not speaking the language as often as i should (but it's my parents' fault).
i don't recall having been taught kapampangan history in hekasi, sibika at kultura or whatever the new generation calls it. it always had to start with magellan in mactan. we've(ikami) become too complacent and lazy to explore our amanung sisuan,.. which is why im posting this video i found on youtube here and on other sites as well on how the center for kapampangan studies is working hard to revive our dying culture.
i'm not sure if this was posted before but it sure deserves another spotlight

Last October 24th in the afternoon, I went to stroll in SM Clark. And I was lucky to chanced upon a parade of students in colorful attire and national custome. These were the elementary and high school students of Private Schools in Angeles City where their is a big group of expatriate families and Filipinas married to foreigners. They got beautiful childrens who participated in the parade commemorating the United Nations Day.

CLARK FREEPORT ZONE, Pampanga, Nov. 5 (PNA) – President Gloria Macapagal-Arroyo on Thursday led the groundbreaking and time capsule laying ceremony for a 10-storey Donggwang ODE Officetel on C.M. Recto Highway here.
Worth US$ 30 million, the structure will be built by its owner, Donggwang Clark Corp. (DCC), a mixed-use property development firm. The project will need 730 workers to complete.
The mother company of Donggwang Clark Corp. (DCC), Donggwang Construction Co. Ltd., is one of the largest construction companies in South Korea. It has total assets of 1.2 trillion won (around P5 million).
It will be recalled that DCC and Clark Development Corporation (CDC) signed an agreement for the lease of a 1.69-hectare property within the Clark Freeport Zone. President Arroyo herself witnessed the signing of the agreement during the ASEAN-KOREO CEO Summit in Korea on May 31.
In addition to the ODE Officetel, DCC will develop a 342-hectare tourism estate on Sacobia Valley at a cost of $ 200 million.
The project, which will generate employment for 1,000 people, requires the construction of a resort complex and two roads on Sacobia Valley, renamed by the CDC as Next Frontier a 32,000-hectare former US military reservation north of this freeport’s 4,500-hectare main zone.
The two road projects will cost P218 million. The first stretches for 1.8-kilometers while the second spans 4.5 kilometers from the Next Frontier to McArthur highway.
These roads will also provide access to the 300-hectare tourism estate to be developed by Donggwang at a cost of $ 200 million in the Next Frontier.
President Arroyo’s support for this investment is part of her administration’s agenda to boost the tourism and investment climate in the Philippines and provide more jobs to Filipinos.

CLARK FREEPORT, Pampanga, Nov. 5 (PNA) -- President Gloria Macapagal-Arroyo on Thursday led the groundbreaking of the $ 40- million South Korean project at the former Grand Duty Free area here.
The President, together with Clark Development Corporation (CDC) president Benigno Ricafort and other local officials, lowered the ceremonial time capsule that signaled for the construction of the 10-storey building in a 1.69-hectare area.
The groundbreaking is an offshoot of the signing of an agreement between Ricafort and Donggwang Clark Corp. Chairman Shin Kun Lee during the Chief Executive’s state visit to Korea when she attended the ASEAN-Korea Leaders’ meeting last May.
Ricafort said the proponent expects about 500 job opportunities for residents of the Metro Clark area and in neighboring towns and provinces in Central and North Luzon.
He said the construction of the building covers the first phase of the huge tourism project that the Korean firm will establish at the Next Frontier in Sacobia Valley here.
He said the planned $ 150-million resort complex to be constructed at the Next Frontier area will initially employ 1,000 workers.
The site development planning of the project is on-going, with construction to start upon CDC’s approval of the development plans, he said.
Earlier, the same Korean firm also informed the CDC that an estimated P218 million will be poured for the construction of a 1.8-kilometer spine road and the 4.5-kilometer East Road 2 that connects the Next Frontier to the McArthur Highway.
These roads are in support of the 300-hectare tourism estate to be developed by Donggwang in the Next Frontier area.
Ricafort said the road projects will be built “with no cash out” on the part of the CDC and will be considered as advance lease rentals following standard government procedures.
Donggwang Construction Co. Ltd (DCC) is the mother company of Donggwang Clark Corporation. DCC is one of the largest construction companies in South Korea.
The company boasts of a total asset amounting to 1.2 trillion won or around $ 945 million.
DCC currently owns and operates three golf courses and condotels in South Korea namely, Sorak Sun Valley Country Club, Dongwon Sun Valley Country Club, Iljuk Sun Valley Country Club, and the Japan-based Yabe Country Club. (PNA)

CITY OF SAN FERNANDO, Pampanga, Nov. 5 (PNA) -- The provincial government will again host this year’s North Philippines Tourism and Travel Expo as part of its effort to enhance the promotion and preservation of the country’s tourism and cultural heritage.
The three-day annual event will be held on November 13-15 at the Event Centre of SM City Clark at the Clark Freeport Zone.
Arwin Paul Lingat, officer-in-charge of the Arts, Culture and Tourism Office of Pampanga (ACTOP), said that the expo will showcase the best of Philippines and Asia-Pacific tourism destinations, products and services.
Considered as the premier event in North Philippines for the tourism and travel industry, the expo combines trade and consumers and brings people together to promote inbound, outbound and domestic tourism.
Lingat said that the event offers unlimited opportunities for all concerned sectors to explore, market and promote their destination, products and services at one place.

MABALACAT, Pampanga, Nov. 6 (PNA) -- President Gloria Macapagal Arroyo has approved the release of P10-million funds for the construction of vital farm-to-market roads in this municipality in line with the government’s commitment to spur economic development in the countryside.
Mayor Marino "Boking" Morales said the President has given priority to the projects as part of her rural development and food security programs.
Morales said the road projects will be implemented in 10 barangays including Dau, Duquit, Lakandula, Santa Ines, Mabiga, San Francisco, among others.
"The projects are scattered in 10 different barangays and these will greatly help our farmers in transporting their produce," he said.
The mayor has expressed deep appreciation for all the support of the Arroyo administration in the local government, particularly in terms of infrastructure projects and basic services programs.
"The people of Mabalacat are very grateful to the President for implementing all of these projects which greatly contributes to our socio-economic development," he said.
He particularly cited some of the President's flagship projects including the Diosdado Macapagal International Airport, the Subic-Clark-Tarlac Expressway, Northrail, among others.
He said all these projects will help Mabalacat attain its goal of becoming a city.

CLARK FREEPORT, Pampanga, Nov. 6 (PNA) - The National Telecommunications Commission (NTC) has given its approval to the planned interconnection of telephone lines between the Clark and Subic Freeports.
NTC Commissioner Gamaliel A. Cordoba, in a letter to Clark Development Corp. (CDC) Public Relations Manager Angelo "Sonny" Lopez Jr., said local interconnection between Clark and Subic "are within NTC existing rules and regulations".
Lopez, through the Metro Clark Advisory Council (MCAC), has requested a certificate or clearance showing that the proposed interconnection of phone lines has not violated NTC rules and regulations.
The MCAC has been pushing for the interconnection of Clark and Subic phone lines following the success of the interconnection of Clark phone lines with other telecommunications providers in Pampanga.
CDC president Benigno N. Ricafort, Lopez, PLDT Clark manager Lito Mercado, PEP TV president Dennis Uy and Cabinet Secretary Edgardo Pamintuan have been the forerunners of the interconnection project which has been cited by no less than President Gloria Macapagal-Arroyo.
In December 2008, the Chief Executive bestowed an award to Clark officials led by CDC's Ricafort for the telecommunications interconnection project that was one of the top 10 winners of the 1st Gawad Pampublikong Korporasyon (1st GPK).
Ricafort said the CDC's winning entry was conceived in 2001 and aims to interconnect Clark's telephone lines to Angeles City and the City of San Fernando, as well as other areas in the province of Pampanga.
He said that the interconnection project was an initiative of the MCAC – an influential partnership group between the CDC and contingent Local Government Units (LGUs) within the Metro Clark area.
Lopez said the project paved the way for phone companies like the Philippine Long Distance and Telecommunications Company (PLDT), Smart Telecommunications (Smart) and Digitel to provide toll free calls to its subscribers in Clark and the rest of Pampanga.
Lopez, who is MCAC secretariat and headed the original "Task Force Interconnection," said that residents, locators and investors inside the Clark Freeport are now saving at least P13.2 million yearly on long distance calls because of the project.
"The CDC alone has saved as much as P1.2 million per year since this project was implemented," he said. (PNA)

The President was the guest of honor and speaker during the three-day event, which ended Saturday at the Fontana Convention Center.
The summit, hosted by the Metro Clark ICT Council chaired by George Sorio, Sr., executive vice president of Cyber City Teleservices Inc., was held in recognition of the important role of the ICT in advancing today’s growing business activities here and abroad.
The Clark Development Corp. (CDC) and Cyber City spearheaded the summit, which aims to realize Mrs. Arroyo’s vision to make the Philippines globally competitive in the ICT industry.
CDC president Benigno Ricafort said the event was fully supported by the state-owned corporation as the freeport is envisioned to be the center for ICT industries and other related investment projects in the country.

CITY OF SAN FERNANDO, Pampanga (PNA) -- A facility that will serve as haven for the propagation of Kapampangan arts and culture will soon rise in this Central Luzon capital city.
Fr. Restituto “Resty” Lumanlan, co-founder of the Foundation for Lingap Kapampangans Inc. (FLKI), said the construction of the Kapampangan Cultural Center (KCC) will give local artists, cultural scholars and artist groups an opportunity to further hone their talents and skills.
“We realize that there is also a need to safeguard the cultural heritage of Pampanga, not just from lahar but from the ravages of time, neglect and advancement,” Lumanlan said.
The KCC will be constructed in the 6,000-square meter area that was once the location of the University of the Philippines Satellite Campus in this city.
Lumanlan said that with the assistance of President Gloria Macapagal-Arroyo, some P20 million will be used for the construction of the building starting this month.
He said the facility will have its own theater rooms, showrooms, and a section for the Diosdado Macapagal Museum.
The facility will also house the Museong Kapampangan, which will be relocated from its current site in the Clark Freeport Zone, he added.
Lumanlan said the KCC would be a perfect venue for cultural shows, seminars, art and cultural exhibits and can even play host to regular shows by local, national and international theater groups.
Once realized, the KCC will be the first of its kind in Central Luzon, he said.

CLARK FREEPORT, Pampanga, Nov. 10 (PNA) -- The 14 big companies operating in this Freeport are offering more than 3,000 jobs opportunities which they intend to fill up before Christmas eve.
Clark Development Corporation (CDC) president Benigno N. Ricafort said the job opportunities will prioritize landslide and flood-stricken individuals in the province and its neighboring areas.
Ricafort said that in the midst of global financial meltdown, employment opportunities inside the Freeport continue to increase with the expansion of more business operations.
In fact, he said, 3,000 new jobs will be opened by 2010.
He said the CDC is working hand-in-hand with its locators and investors through the continuous consultations in an effort to address the impact of world economic crisis.
"Because of these regular consultations with Clark stakeholders we continue to improve our services," he said.
CDC public relations manager Angelo “Sonny” Lopez said the state-run corporation has a total number of 434 operational companies, with a committed new investment of P36.51 billion.

Dubbed Clark Education City, the facility would offer vocational courses with Australian certification in the fields of hotel and restaurant management, plumbing, refrigeration and air-conditioning, electrical, auto-mechanical and construction.
Ricafort said the courses will be offered to foreign students from Korea, India, Nepal, China, Taiwan, and other surrounding countries.

the land there is very beautiful to me but it's too expensive. I would like to focus on land that is maybe Php5/sqm - Php10/sqm and I'm looking to purchase a lot of land. Maybe like 30-40 hectares or more if possible. I don't want to spend over $50,000 if at all possible and I don't really care where the land is. Although I prefer it to be in a location that is devoid of any dangerous land animals such as pythons or cobras or dangerous criminal activity. Also, I'm tempted to say somewhere that has a good nightlife but I think anywhere will suffice for that maybe...:S
My plans for the land is to start a huge farm with every kind of animal that I can think of on it. Ostriches, pigs, horses, cows, dogs, cats, llamas, alpacas, etc. Many fruit and hard/softwood trees as well be there. I am half-pilipino (ilocano) half-black so from what i understand i should be able to buy the land in my name naturally. i can't think of anything now so... any ideas or the best websites where I can begin my search for cheap farmland in the pilipines? thanks from hawaii!! :)

CLARK FREEPORT ZONE, Pampanga, Nov. 5 (PNA) – President Gloria Macapagal-Arroyo on Thursday led the groundbreaking and time capsule laying ceremony for a 10-storey Donggwang ODE Officetel on C.M. Recto Highway here.
Worth US$ 30 million, the structure will be built by its owner, Donggwang Clark Corp. (DCC), a mixed-use property development firm. The project will need 730 workers to complete.
The mother company of Donggwang Clark Corp. (DCC), Donggwang Construction Co. Ltd., is one of the largest construction companies in South Korea. It has total assets of 1.2 trillion won (around P5 million).
It will be recalled that DCC and Clark Development Corporation (CDC) signed an agreement for the lease of a 1.69-hectare property within the Clark Freeport Zone. President Arroyo herself witnessed the signing of the agreement during the ASEAN-KOREO CEO Summit in Korea on May 31.
President Arroyo’s support for this investment is part of her administration’s agenda to boost the tourism and investment climate in the Philippines and provide more jobs to Filipinos.

PGMA leads the groundbreaking of the $ 40-M Sokor project in Clark

CLARK FREEPORT, Pampanga, Nov. 5 (PNA) -- President Gloria Macapagal-Arroyo on Thursday led the groundbreaking of the $ 40- million South Korean project at the former Grand Duty Free area here.
The President, together with Clark Development Corporation (CDC) president Benigno Ricafort and other local officials, lowered the ceremonial time capsule that signaled for the construction of the 10-storey building in a 1.69-hectare area.
The groundbreaking is an offshoot of the signing of an agreement between Ricafort and Donggwang Clark Corp. Chairman Shin Kun Lee during the Chief Executive’s state visit to Korea when she attended the ASEAN-Korea Leaders’ meeting last May.
Ricafort said the proponent expects about 500 job opportunities for residents of the Metro Clark area and in neighboring towns and provinces in Central and North Luzon.

ANGELES CITY – A known ally of Mayor Francis “Blueboy” Nepomuceno, has expressed intention to run again for councilor here but under the ticket of Sec. Ed Pamintuan.
“Sec. Pamintuan has been a political ally since I joined politics in 1994 as a village chief,” former city councilor Alex “Mr. In” Indiongco said in a telephone interview. He ran for vice mayor here under Blueboy’s ticket in the 2007 elections but lost in a three-way fight against former councilor Jericho Aguas and now Vice Mayor Vicky-Vega Cabigting.
He said Pamintuan has supported “all my programs and activities for the barangay and even during my stint as president of the Councilors’ League of Angeles City in 1997.”
Indiongco formally resigned from his post as chief of staff of Association of Barangay Councils (ABC) president Robin L. Nepomuceno, elder brother of the mayor.
“My last day of work will be effective November 15, 2009. I have decided to bestow my full supervision on our family business. This is also a turning point for me to organize my plan and prepare myself personally for the forthcoming 2010 elections,” Indiongco said in his resignation letter e-mailed to Punto Central Luzon.
“I have been fortunate to be in employment by The Liga ng mga Barangay, I have cultured that putting the people first is of vital substance in today’s competitive environment, especially with my decision of aspiring a good position under God’s will on the 2010 elections,” he added.
Pamintuan, who earlier announced his intention to run for mayor here, has confirmed that Indiongco will join the “Agyu Tamu” team together with Vice Mayor Vicky Vega-Cabigting.
For his part, Councilor Jay Sangil said he welcomed Indiongco to Team EdPam “which was formed naturally because we have a common goal, mission and vision for a progressive Angeles City.”
“Miyabe-yabe kami ngeni, during the abnormal times in the city when it is suffering from various problems under the Nepomuceno administration,” he said.

CITY OF SAN FERNANDO - Governor Eddie Panlilio named Friday some of the Liberal Party (LP) candidates to field for various positions for the May 2010 elections.
Panlilio, LP provincial chair in Pampanga, said there had already been some alternative candidates who confirmed with him and the selection committee their intentions to join the party.

"The process we are taking is that we select, negotiate and confirm with the prospective candidates their willingness to run and join the LP. Thereafter, for mayors, as an example, they would subsequently be in charge of creating their own line-ups," Panlilio told Sun.Star Pampanga.
He said a few of those who have given their nod and have confirmed with him are mayoralty bets Agnes Yambao of Minalin; Norman Lacson of Magalang; Dr. Victor Tiglao of Mabalacat; Mozart Panlaqui of Sasmuan; Vice Mayor Diman Datu of Bacolor; and Vice-Mayor Jing Capil of Porac.
Panlilio said so far in the provincial level, no candidate has yet affirmed intents to join the LP.
At the moment, it has only been real estate heiress Lea Dizon who had declared her bid for the post but in tandem with Lakas-Kampi original stalwart Senator Lito Lapid.
"The provincial level, for vice-governor ay wala pa. Same is true with the gubernatorial post. We are still in the process of negotiating with prospective candidates," he said, adding if no one rises to the call for governor, he himself might consider seeking re-election.
But he said for board members, two from the fourth district, Pastor Dan Amurao and one former Department of Interior and Local Government director surnamed Galang, are sure to join the race.
"We are continuously trying to convince and talk to prospective candidates for governor and other key positions. But in the meantime, ito iyung mga nag-confirm na," he said, hinting surprises might spring up during the oath taking ceremonies.
The oath taking and presentation of the local LP bets will be held Monday at the Bren Z. Guiao Convention Center, to be led by LP presidential candidate Sen. Benigno "Noynoy" Aquino III, who will also spearhead the launching of the "Noynoy Aquino for President Movement" or NAPM.
The event was supposed to be held in front of the City Hall but for some reasons, it was moved to the convention center.
Meanwhile, in a separate interview with Panlilio Sunday, he said 11 mayoralty candidates and a complete slate of board member candidates will take oath as official members of the LP before Aquino.
Panlilio said the remaining number of mayoralty candidates will also take oath this coming week as "negotiations" are still being finalized.
He said majority of the candidates are from the civil society and business sector. He also said at least one incumbent board member has jumped ship to the LP.
Other politicians included in the LP mayoralty list include Vice Mayors Bajun Lacap of Masantol and Juvy Navarro of Macabebe.
Panlilio said there would be areas in Pampanga that will be declared "free zones" in which LP would no longer field any candidate but would only support or anoint "acceptable candidates" who are running under other political parties.
He also said LP is still convincing former vice-governor Cielo Macapagal Salagado to run against her half-sister, President Gloria Macapagal-Arroyo, if the latter seeks an elective post in the province.
Meanwhile, another member of Panlilio's selection team told Sun.Star Pampanga that CLTV36 station manager and talk show host Sonia Soto was also invited to run under LP for the third district congressional post.
However, the LP directorate here has yet to officially comment on the matter.

CLARK FREEPORT , Philippines – The Clark Development Corp. and an Australian firm have signed a lease agreement for the establishment of a A$6-million educational facility to be called Clark Education City at the mothballed Expo Pilipino theme park

CDC president Benigno Ricafort identified the investor as Australian International Training and Management Group Pty. Ltd. which will offer vocational courses with Australian certification in the fields of hotel and restaurant management, plumbing, refrigeration and air-conditioning, electrical, auto-mechanical and construction.
Ricafort also said that the courses will be specially designed for foreign students from Korea, India, Nepal, China, Taiwan and other countries.
Ricafort said the construction work for the project is expected to be completed by next year.
The controversial Expo Pilipino theme park was built during the Ramos administration, but was not totally finished in time for plans to make it the centerpiece for the centennial commemoration of Philippine independence. Amid allegations of anomalies in its construction and its failure to generate income as a tourist facility later, former President Joseph Estrada shut it down.
The theme park features a tent-roofed amphitheater that can seat 35,000 people.
The Nayong Pilipino Foundation, however, was able to rehabilitate a three-hectare section of the theme park, patterned after the Nayong Pilipino in Manila. – Ding Cervantes

APALIT -- For the first time in the history of local politics in this town, the entire line-up of incumbent Mayor Jun Tetangco, Vice Mayor Peter Nucom and all eight councilors are united under one team.
With a battle cry of “Making Things Better,” the Lakas-Kampi-CMD candidates were joined by all the 12 barangay chairmen and some 3,000 Apalitenos who attended a holy mass at the St. Peter Parish church. After which, throngs of people walked to the street towards the Municipal Hall for a brief program.
The team then filed their certificates of candidacy (COC) before the Commission on Elections (Comelec).
Mayor Tetangco said he was surprised with the overwhelming response of Apaliteños of their choice to continue the progress and development of Apalit or to let bad vices once again engulf the town before he took over as Mayor in 2007.
“Pabayaan ba natin bumalik ang beer house, ang kadiliman, at mga addict sa Bayan ng Apalit?” Tetangco asked his town mates.
He got a resounding “No” from Apalitenos as they carried placards of support to Tetangco’s team.
Vice Mayor Nucom said the Municipal Council is one with the executive in continuing its programs that focus on providing job opportunities, health care benefits, infrastructure, education and peace and order.
“Sa dalawang taon at anim na buwan na panunugkulan ay nakita natin ang malaking pagbabago sa bayan natin. Dapat nating ituloy ang progreso at kapayapaan dito sa Apalit, sa tulong ninyo (Apalitenos) may bukas pa ang bayan natin,” Nucom said.
With them were re-electionist Councilor Jun Sigua, Jed Dalusung, Gus Manlapaz, Tuk Simon, Kenneth Nunag, Zaldy Guanzon, Elias Mendoza and Igan Ignacio.
“This is the first time that the whole slate of incumbent officials is one in continuing the programs of the present administration,” Sigua said.
Tetangco is the youngest mayor that the people of Apalit ever put in office. He was elected at the age of 30. He was a former SK President in Apalit and son of former mayor Oscar Tetangco Sr.

CITY OF SAN FERNANDO -- Former senior Board Member Lilia “Nanay Baby” G. Pineda and incumbent Vice Governor Joseller “Yeng” Guiao, both members of the ruling Lakas-Kampi-CMD are expected to file their respective certificates of candidacies (CoC) for governor and vice governor before the provincial office of the Comelec in the city today.
This developed as Pineda is still waiting for the final decision of the Comelec en banc with regard to her election protest.
Political analysts said the filing of candidacy of Pineda will not affect the outcome of the recount, maintaining that the recount is separate and distinct.
With this, the Kapampangans are expecting a one-on-one gubernatorial fight between Pineda and Gov. Eddie Panlilio in the May 2010 polls, considering that Senator Lapid -- who backed out of the race -- has already filed his candidacy for senator under the Lakas-Kampi-CMD party.
Guiao, who earlier expressed his intention to run for governor, said he decided to give way to Pineda because he believes that it is the right thing to do for now.
Shelving his personal ambition, Guiao said, is for the best interest of the province, which he believes can be done through the leadership of Pineda.
Guiao said Pineda has the initiative to unite the political leaders in the province and convergence of the resources of each municipality which is the key to progress and countryside development.
“Si Nanay Baby para na siyang nanay ng lahat. May puso sa mahihirap at tunay na malasakit lalo na sa mga maysakit,” he said.
In an exclusive interview, Pineda said should she and Guiao win in the election, she would implement “power sharing.” She claimed that the provincial affairs cannot be done only by the governor but needs cooperation and convergence of human resources.
She said if given the chance to be governor, she would focus her attention on the comprehensive and integrated delivery of social and basic services such as health, nutrition, education, livelihood and employment.

With regard to budget and finances, Pineda said she would work hand-in-hand with the vice governor and the provincial board, so everything would be polished smoothly.
This way, Pineda said, the delivery of services can be effectively done.

CITY OF SAN FERNANDO, Pampanga, Dec. 2 (PNA) -- Local folks can now enjoy a stroll and savor the scenic ambiance of the newly-renovated Macario Arnedo Park at the provincial capitol compound here which boasts of five national historical markers of famous Kapampangans.
Governor Eddie T. Panlilio led heads of the National Historical Institute (NHI) and provincial government employees in the blessing of Arnedo park and the unveiling of national historical markers.
The blessing was held last Monday in time for the start of the 11-day festivities of the 438th year of Pampanga day celebration which has for its theme ”Balayan Kapampangan, Pakamalan ya’t Lingapan.”
Auxiliary bishop Roberto C. Mallari officiated the blessing while heads of the various provincial capitol departments unveiled the six historical markers.
Panlilio said the park housed the monuments of Maximino Hizon, Jose Abad Santos, Honorio Ventura, Diosdado Macapagal, Zoilo Hilario and Senator Benigno Aquino Jr. which was relocated at the nearby Memorial Hall named in his honor.
All these five monuments, including the century-old provincial jail at the capitol compound, were bestowed historical markers from the NHI.
The park was named after Macario Arnedo, the first elected governor who served the province from 1904 to 1912 and who was responsible for transferring the site of the provincial government from Bacolor town to San Fernando, including the purchase of the land for the provincial capitol.
In his message during the ceremonies, Panlilio thanked the NHI for entrusting to the provincial government the six prestigious markers and for the institute’s efforts and support in ensuring the successful completion of the park’s renovation.
NHI chairman Ambeth Ocampo expressed hope that when people see the historical monuments of the famous Kapampangans, they will remember their historic deeds and be able to draw inspirations from their memories.
A native of Pampanga, Ocampo is optimistic that before his term with the NHI ends, he would be able to realize his long time dream of seeing the monuments of Pedro Abad Santos and Francisco Maniago alongside the other Kapampangan heroes.
“I believe that no matter what your political leanings are, if you are part of history, you deserve your proper place in it,” he said.
The handing over of markers was formally signed by Panlilio, Provincial Administrator Atty. Vivian Dabu, Arts, Culture and Tourism Office of Pampanga (ACTOP) officer-in-Charge Arwin Paul Lingat, Ocampo and Ludovico Badoy, NHI executive director. (PNA)

I am a pure blooded Kapampangan. Born and raised in Pampanga. Unfortunately I am not proud of GMA and family. But then there are those who benefit from GMA and company. These people benefit from GMA and whether they are proud or not, that is a different story. The bottom line is they get money or benefits.

CANDABA, Pampanga—A barangay councilman here has turned over to the municipal government a purple swamp hen, a noble bird that people in Rome do not eat in response to their local government’s campaign to protect and preserve the environment, wildlife and biodiversity.
This developed as the local government here made true its commitment to heighten local consciousness for the conservation of wildlife.
Noel Gulapa, a village councilman from barangay Barangca, surrendered the purple swamp hen to municipal councilor Peter Yabut yesterday. The bird was caught from a farmland in their village.
The purple swamp hen prefers wet areas with high rainfall, swamps, lake edges and damp pastures. The birds often live in pairs and larger communities.
It clambers through the reeds, eating the tender shoots and other vegetable-like matter. They have been known to eat eggs, ducklings, small fish and invertebrates such as snails.
They will often use 1 foot to bring food to their mouth rather than eat it on the ground. Where they are not persecuted, they can become tame and be readily seen in towns and cities.
Guevarra, committee chairman on agriculture, said they have been thankful to the Candabeños for adhering to the call of Mayor Jerry Pelayo for the protection and preservation of the Candaba swamp and its wildlife.
Guevarra said the local government here has been consistent in its campaign against bird poachers and hunters, particularly of rare migratory species that regularly visit the famous Candaba swamp.
Guevarra said the intensified wildlife-awareness campaign and declaration of the municipality as a bird sanctuary will bolster the town’s quest to develop its ecotourism potential.
In an earlier interview, Pelayo said the campaign is in line with efforts to pursue the long-term objective of conserving the Candaba swamp and its diverse wildlife.
Foreign representatives from at least 40 countries who visited the town recently were amazed by the systematic efforts of the Candabeños in the preservation and conservation of the environment, particularly the bustling swamps in this town.
Pelayo said their technique is bare and simple: converging the cooperation of the people from all walks of life living around the swamp to achieve an environment-friendly municipality.
Pelayo said the town has achieved a well-preserved environment through the joint efforts and coordination of all stakeholders—the townsfolk, non-government organizations, the religious sector, government agencies and barangay officials, among others.

CLARK FREEPORT, Pampanga, Jan. 12 (PNA) -- Construction of necessary facilities worth P240 million for the proposed Australian vocational college is nearing completion at the 30-hectare area of Expo-Filipino here at Clark Freeport.
To be known as Clark International City Vocational College, it is scheduled to start operating this coming February with about 150 to 200 students from China, Sri Lanka and other Asian countries, who will pay P400,000 a year with free board and lodging.
The college is being established by the Australian International Training and Management Group (AITMG) with a committed investment of P1.4 billion.
Kingsley Clark, AITMG chief executive officer, said during a press briefing here Monday that construction of the college facilities started in October last year.
The Australian firm will shoulder the rentals of the entire Expo-Filipino site but it was not immediately known for how much.
The college will operate under Australian standards and deliver Australian courses.
AITGM officers said that Australian vocational education is regarded as being the best in the world, with employers throughout the world recognizing Australian qualifications, providing students with greater employment and income opportunities throughout the world.
“This will provide students access to a world class education in a more convenient location and at a substantially lower cost compared to studying in Australia,” AITGM officers said.
They added that Philippine students will also benefit from accessing higher paying job opportunities with an internationally recognized Australian qualification.
Vernon Wills, AITGM chairman, said that the “layout of the original Expo Filipino site has been en excellent fit to an educational campus.”
He added that the college will ultimately have the capacity to hold 15,000 students upon reaching full capacity after a number of years.
Presently, more than 1,000 construction jobs were created to work over the number of years, with more than 90 percent of those jobs being provided to Filipinos. (PNA)

The President will ceremonially cut the ribbon and unveil the CI-AUF marker and the bust of Chinese philosopher Confucius.
The establishment of the CI-AUF, in cooperation with Fujian Normal University, will allow AUF to promote Chinese language and culture and strengthen its institutional capacity to engage in inter-cultural activities with contemporary China.
Supported by the Chinese Language Council International, the Institute will promote and develop the teaching of Chinese language and culture; strengthen bilateral relations and spearhead joint projects with local Chinese communities and partner institutions in China and emerge as the nerve center of Chinese resources and information.
The institute will also showcase contemporary Chinese popular art and media as well as deepen diplomatic relations between the Philippines and China.
Confucius Institutes, as non-profit education organizations, devote themselves to satisfying the demands of people from different countries and regions in the world who learn the Chinese language and culture.

CLARK FREE PORT—Year 2009 may have caused some slump, but it was a banner year for the number of workers inside this free-port zone.
In the reports submitted by the Customer Service Department (CSD) to Clark Development Corp. (CDC) president Benigno Ricafort last Dec. 31, Clark had an all-time high of 58,057 workers, besting the record set in December 2008 with 57,790 workers in this former US-run Clark Air Base.
CSD manager Rodem Perez’s report to Ricafort stated that as of Dec. 31, 2009, Clark breached the 58,000 mark since the crisis left almost 3,000 jobless in April 2009.
The worldwide economic meltdown took its toll inside the free port, especially on the number of workers which declined by close to 3,000 from 57,790 in December 2008 to 54,829 workers in April 2009.
However, due to the sound economic policies instituted by the administration of Ricafort, Clark was able to avert the expected economic decline last year.
Ricafort was also responsible in extending assistance to the various crisis-affected firms which recovered from the economic meltdown.
CSD recorded that the last all-time high employment record of 57,790 was established on Dec. 31, 2008, but made a sharp decrease after the crisis hit the exporting and manufacturing industries operating inside the free-port zone during the second quarter of last year.
Ricafort said the increase is an indication of continued economic recovery and growth, including the entry of new projects signed last year.
He is also optimistic that before the end of the administration of President Arroyo in June 30 this year, there will be an upsurge in the number of workers once Texas Instrument (TI) is fully operational. The US-based semiconductor firm is expected to generate more than 3,000 direct jobs.
Some 60,000 workers could be achieved this year following the incorporation of CDC’s Next Frontier project, now enticing many tourism-related and industrial projects. This will be on top of the new projects and the expansion of several locators inside the main zone, including the TI’s full operations.
The expansion programs of several firms and entry of more firms here are expected to boost further the employment generation in the coming months, especially the other manufacturing, tourism-related projects and several business-process outsourcing (BPO) firms, the CDC president said.
A total of 449 firms have signed lease agreements in Clark and 422 of these report the number of employees to CSD.
CDC’s thrust is anchored in the vision of President Arroyo to make Clark Central Luzon’s employment capital and contribute to the generation of new workers to improve the economic growth of the country.
CSD also informed Ricafort that the biggest contributor of jobs here are the various industrial sectors which include the garment, electronic, furniture and other crafts and other manufacturing firms, tourism, and BPO contributing more than 50,385 workers.
There are 107 firms which are service-related and 115 firms from the industrial sector such as electronics, furniture and crafts, manufacturing and garments; 28 commercial; 21 aviation; 16 tourism; 31 BPO/IT; eight utility; and four housing.

it is expensive... but angeles can afford it. it just depends on the priority of the gov't. i mean.. if the gov't can afford beautiful but unnecessary multi-million peso colored lamp posts, surely it can fund an underground electrical distribution system even just for the balibago area.. i mean you have to agree.. it is an eyesore. especially now that that area is the tourist area.. it's an embarrassing sign of ill development. i'll have to disagree that it'd be easier for robbers to steal the wires since they would have to dig through hard concrete right at the heart of the district that never sleeps where police visibility is very high. surely they cannot avoid any attention. even if they manage to be successful in steeling the wires, it wouldn't be worth it considering the amount of effort needed and risk of being shocked or being caught. plus they wouldn't know which part exactly of the road where the wires would be placed.. im sorry if im a bit "pushy" on this issue.. it's just that i don't want angeles to follow the same paths of the other cities like manila. angeles must aspire to be a world class city. :)

CLARK FREEPORT, Pampanga, Jan. 12 (PNA) -- Construction of necessary facilities worth P240 million for the proposed Australian vocational college is nearing completion at the 30-hectare area of Expo-Filipino here at Clark Freeport.
To be known as Clark International City Vocational College, it is scheduled to start operating this coming February with about 150 to 200 students from China, Sri Lanka and other Asian countries, who will pay P400,000 a year with free board and lodging.
The college is being established by the Australian International Training and Management Group (AITMG) with a committed investment of P1.4 billion.
Kingsley Clark, AITMG chief executive officer, said during a press briefing here Monday that construction of the college facilities started in October last year.
The Australian firm will shoulder the rentals of the entire Expo-Filipino site but it was not immediately known for how much.
The college will operate under Australian standards and deliver Australian courses.
AITGM officers said that Australian vocational education is regarded as being the best in the world, with employers throughout the world recognizing Australian qualifications, providing students with greater employment and income opportunities throughout the world.
“This will provide students access to a world class education in a more convenient location and at a substantially lower cost compared to studying in Australia,” AITGM officers said.
They added that Philippine students will also benefit from accessing higher paying job opportunities with an internationally recognized Australian qualification.
Vernon Wills, AITGM chairman, said that the “layout of the original Expo Filipino site has been en excellent fit to an educational campus.”
He added that the college will ultimately have the capacity to hold 15,000 students upon reaching full capacity after a number of years.
Presently, more than 1,000 construction jobs were created to work over the number of years, with more than 90 percent of those jobs being provided to Filipinos. (PNA)

MORE POWER will now be relayed to the Clark Special Economic zone after the National Grid Corporation of the Philippines (NGCP) has increased the voltage level of a transmission line which delivers electricity to the area.
In a statement on Monday, NGCP, the private operator of the state's transmission lines, said that from 69 kiloVolts (kV), the company's
Concepcion-Clark Transmission Line No. 2 could now accomodate 230 kV of power.
Locator Texas Instruments, a semiconductor company, stands to benefit from the increased voltage transmission line according to NGCP.
The company said that transformer Nos. 1 and 2 were "energized" on Nov. 30 last year.
"The Concepcion-Clark substation project aims to intensify the delivery of quality and reliable power in the Clark Special Ecozone," NGCP said in a statement.
The Clark Ecozone is set to host an international airport and a proposed technopark which will then increase the area's power requirements.
The company said the development "is expected to provide continuous and reliable power supply to the locators and customers in the ecozone thereby spurring the economic and industrial development of the area."
NGCP received a 25-year concession to operate Transco, the state company formerly in charge of manning and developing the country's transmission backbone, after the company's formal turn-over on Jan.

Good Point. But I really do hope we get there soon. I just want the AC gov't to know that there is no room for complacency. This city must be planned unlike the typical philippine city with unsustainable growth. And I believe we all share the same vision for our city. :)

I agree with your views. Kung tutuusin mas madali pang nakawin ang mga overhead wires kaysa sa mga nakabaon, di ba? But then sabi nga ni "Jun Lozada", our country works on the basis of "supply driven" rather than "need driven". Political will lang naman lahat yan...sabi nga ni Bayani Fernando "pag may political will, walang imposible". Eyesore nga naman ang mga naglipanang wires. Pero kung sa manila nga panay wire ang makikita mo...sa angeles pa kaya.
Sayang din yung view nang Holy Rosary Cathedral. Ang ganda pa naman ng simbahan. kaya lang di lang naman overhead wires ang problema, ginawa pang parking lot ang buong church ground.

LOCAL firm Central Luzon Bioenergy Corp. and its Korean partner will invest $300 million to put up a bioethanol plant in Central Luzon.
Under a memorandum of understanding signed on Thursday, the partners will start operations of the bioethanol plant in Clark, Pampanga in 2012 using sugarcane as feedstock.
The plant will have an output of 150 million liters of bioethanol per year.
"That becomes the the biggest project of ethanol we have for the Philippines," Marriz B. Agbon, president of the Philippine Agricultural Development and Commercial Corp. (PADCC) told reporters.
The PADCC, the marketing arm of the Agriculture department, is the one tasked to broker foreign investments and identify possible agribusiness investment lands.

Mayor Francis “Blueboy” Nepomuceno will lead groundbreaking ceremonies of the Angeles City Sports Stadium on February 22 to coincide with the opening of the Central Luzon Regional Athletic Association (CLRAA) Meet to be hosted by this city.
City Administrator Mark Allen Sison said that the ground breaking will help foster better sports programs and activities. The sports complex facility will be located along Barangay Mining here. The facility would include swimming pools, courts for basketball, volleyball and structures to house sporting events.
The project, which is expected to be financed through a multi-million peso loan from the Veterans Bank of the Philippines, was opposed by many Nepomuceno critics. But Nepomuceno and Sison said that like other needs of the city in terms of health, livelihood and poverty alleviation, sports should also be given the same priority.

OA ang media ID knina kasi may pic sya so pag pasok.. no bag check na pero tinitingnan talaga i fikaw talaga yung nasa ID. iniiwasn nila kasi yung nag hihiraman ng IDs.

they are not fully integrated and somewhat marginalized. not maligned, but ignored or seen as a curiosity, to put it mildly.

Nursing student's ghost 'felt'
ANGELES CITY -- The alleged ghost of a nursing student is being felt by her classmates and village officials.
Salapungan village chief Robert Yeen said the "spirit" of Keith Valerio Ballesteros, 16, might be crying for justice on her untimely death.
It has been more than two months now since the girl was killed but no suspects have been identified and charged until now.
According to Yeen, around 10 p.m. sometime last week, one of Ballestero's classmates saw the victim sitting and crying along the road leading to the boarding house where he was killed.
