I agree! Tingin ko yan ang aspetong napag-iiwanan ang Angeles. Kaayusan at kalinisan. Yung Bayanihan Park with the Salakot is an example of lack of foresight. Maganda sana kaya lang ginawang paradahan ng mga jeepney na papasok ng Angeles city proper. And yung view ng Park is way too blocked nang mga streamers at posters. Kung first time mo, hindi mo nga mapapansing park pala sya dahil sa mga posters (tarp) . Yun namang Lumang Pisamban (Sto. Rosario). WOw ang ganda ng church. Ronnie Tiotuico, director of the Department of Tourism (DOT) in Central Luzon, said over the weekend that this was the essence of a memorandum jointly issued recently by Mayor Edgardo Pamintuan and this city’s police director, Senior Supt. Danny Bautista upon the recommendation of former. The memorandum was addressed to “all police stations and unit commanders” of the local police. “The memorandum dated last Sept. 2 was tilted ‘Police Operations Related to Foreign Nationals’ and it directed all police station and unit commanders in the city to immediately stop victimizing foreign national (s) allegedly involved in illegal drugs and sex exploitation of minors,” Tiotuico said. This city has remained a favorite destination of foreign nationals from the US, Europe, the Middle East, and Asia who often either land at the Diosdado Macapagal International Airport (DMIA) at the Clark freeport here, or skip Metro Manila and take buses or taxis to this city immediately after landing at the Ninoy Aquino International Airport (NAIA). Tiotuico said the memorandum was an offshoot of a forum held by members of the Hotels and Restaurants Association of Pampanga (HARP), led by its president Jim Dale of Hotel la Casa, with Senior Superintedent Gemma Vinluan of the Angeles City Police Office (ACPO) as resource person. During the forum, members of HARP brought to Vinluan’s attention nagging reports of foreign tourists and expatriates in this city being framed up by “criminal elements pretending to be protectors of the law” who “use women and children in their nefarious activities.” “It was revealed that foreign tourists staying in hotels are arrested without any warrant on the pretext that they are caught in the act of molesting children or exploiting minors, or involved in illegal drugs, only to fall prey to extortion from criminal elements,” Tiotuico said. Such frame up ploys allegedly involving local police have been circulating in this city for years. Many of the foreign victims reportedly opted to fly out of the country after paying up, without filing any formal complaint for fear of their safety. A few of those who chose to file charges end up being jailed. Reports have it that in some cases, the parents are in cahoots with some cops in using their underaged children as decoys offered as of legal age to pleasure-seeking tourists. Once in a hotel or motel room, the minor sends text messages to her parents on when to alert the police to barge in so that the foreigner is caught in a situation that could boost a sexual exploitation case against him. In other cases, illegal drugs are planted on foreigners for purposes of extortion, HARP members said. Tiotuico said the memorandum directed all police station heads in this city “to seek clearance and approval from this (city police director’s) office prior to the conduct of police operations involving foreign nationals in any circumstances and events in your respective areas of responsibility, thru the fastest means of communication.” The memorandum also allows “all owners or managers of any establishments where (police operations) happened or where the suspect or suspects could be located or arrested to call the attention of the city police director and find out if such operation is authorized.” “Any police personnel who violates the directive shall automatically be subjected to pre-charge evaluation by his or her station or unit commander and be given corresponding administrative sanctions,” the memorandum also said. Dale and other members of HARP said they are set to issue a board resolution thanking Pamintuan and the local police for issuing the memorandum. Pamintuan vowed to stop all the alleged extorion ploys as soon as possible. “I want Angeles to be a safe haven for both expatriates and the many foreign and domestic tourists who continue to visit our city and thus boost the local economy,” he said. In an interview with Punto, DOLE regional director Ernesto Bihis said that labor sector wants a P75 minimum wage hike, amid information that the management sector was willing to give only from P10 to P12 pay increase. The DOLE finished earlier this week its consultations with the labor sectors held in Olongapo City, Bulacan and Pampanga where the workers batted for the P75 wage hike. Bihis said that last Aug.24, the consultation with the Central Luzon’s management sector, held at the Angeles Electric Corp. in Angeles City, was also held. While the sector had not disclosed its position on the minimum wage issue, he cited reports that most representatives of the management who attended the consultation supported an increase of P10 to P12. “We will try to resolve this in a joint public hearing slated on Sept. 20,” he said. The hearing, to which both labor and management representatives from Central Luzon’s seven provices were invited, will be held at Partyplace Restaurant in San Fernando, Pampanga. “We expect both sectors to ventillate their positions during that event. All the inputs will be subject to evaluation and analysis in the backdrop of the economic situation in Central Luzon, before the Regional Tripartite Wage and Productivity Board comes out with its decision on the wage hike,” Bihis added. He said he expected a decision on wage hike “in early October”, adding that the effectivity of a wage hike would also depend on the RTPWB. “Such wage hike could be retroactive, effective immediately or deferred for implementation depending on the analysis of the board,” he said. The move for the P75 wage increase in Central Luzon was initiated by a petition filed by a member of regional Trade Union Council of the Philippines (TUCP). “That’s what the TUCP in the region wants, although we know the Kilusang Mayo Uno (KMU) has stuck to its P125 wage increase demand,” Bihis said. Bihis noted that the labor sector in Central Luzon tend to be sympathetic to the difficulties affecting the management sector amid global economic crunch and the effects of severe weather disturbances last year amid an 8.5 percent unemployment rate in the region. The last wage order in Central Luzon was dated June 16, 2008. The present wage rates in the region?s provinces, except Aurora, is P302 for non-agricultural workers of firms with assets worth P30 million or more, P294.50 for workers for firms with less assets and P272 for agricultural plantation workers and P256 for non-plantation workers. In hospitals with 20 or more beds, the minimum wage is P293, while those in hospitals with less beds get P278. Retail outlets with 16 or more workers are supposed to give a minimum pay of P291 while those with less workers pay them P277. Cottage industry workers get a minimum of P256. In Aurora, which is regarded as most rural in the region, the pay for workers is P251 in the non-agriculture sector and in agriculture, P236 for plantation workers and P216 for non-plantation workers, while retail industry workers get P173. Those in the cottage industry get a pay of P224. Bihis said he expected some employers affected by the economic crunch would apply for exemptions in case another minimum wage in approved in Central Luzon. Pinatubo’s deadly lahar flows in the 1990’s, has remained insignificant. Reports in local media yesterday raised alarm, even some panic, over alleged threats to the integrity of the P2.7- billion anti-lahar megadike at the river amid expectations of La Niña rainy weather this year. The U-shaped megadike, which served as catch basin during severe lahar flows in 1990’s, had protected the capital city of San Fernando, and other highly populated areas from being buried by lahar debris from Mt. Pinatubo. In an interview with Punto, Ma. Isabel Atigania, officer-in-charge of the geology division of Phivolcs, said that “no aggravating factor” has so far changed the long term worst scenario assessment done during the multi-agency lahar hazard mapping in 2007. The assessment indicated that dangerous lahar episode along Pasig-Potrero had already ceased. “The threat at the Pasig-Potrero river remains within the megadike, and even this has been calculated to be limited to moderate remobilized lahar flows,” she noted. Before the megadike was finished in 1996, lahar flows from the Pasig-Potrero buried parts of San Fernando, Porac, and almost all this town, under several meters of lahar materials While downplaying lahar threat from Pasig-Potrero, Atigania nevertheless said that the megadike needs to be maintained. The eastern portion of the U-shaped megadike was also converted into a road serving as shorter route between Porac and Bacolor. Provincial environment officer Art Punsalan reported, however, that concrete beams providing some 2.7-meter clearances across some parts of the dike road have vanished. The beams prevented heavy dump trucks hauling lahar sand from accessing the road as a measure to preserve it. He sought the restoration of the beams. Only recently, Gov. Lilia Pineda and engineers from the Japan International Cooperation Agency (JICA) which had provided funds for the dike, inspected the 56-kilometer structures and found several portions in need of repair. While citing the need for a regular maintenance of the megadike, Atigania nevertheless said she knew of no immediate danger to surrounding communities. “If there are people who are threatened, they are those who have rebuilt houses, even concrete ones, right within the megadike which are permanent danger zones,” she noted. Atigania said she has observed such rebuilt structures within the dike in Porac and Bacolor. “They are not really squatters. I was told they own the lands where their old homes and farms were buried by lahar flows and they came back to reclaim their lands after lahar flows ceased to affect their properties,” she added. Atigania said that the only way to protect these folk is through early warning systems and protective structures if they opt to stay on within the diking system. She also said that lahar threat at the Sacobia river between Pampanga and Tarlac have remained insignificant. She said that such flows could still occur from Mt. This, even DOH regional director Dr. Rio Magpantay also told Punto he is looking into reports of viral ailments causing dengue-like symptoms such as high fever and lowering not only of platelet counts but also of white blood corpuscles in the blood, but are later ascertained not to be dengue. Magpantay said the dengue cases in Central Luzon has become “a cause for alarm” but noted that they have not reached epidemic proportions. He cited latest reports indicating that since last January, 2,704 dengue cases have been noted in Central Luzon, and that this number is 80 percent higher than last year’s over the same period. The number is expected to go higher as more reports were still expected from the field. At the national level, though, the DOH reported a higher 98.9 percent increase of dengue cases so far this year, as compared to the same period last year. Magpantay also said that 23 deaths due to dengue have already been reported in Central Luzon. “As this time last year, there were only 16 deaths,” he said. “While the dengue cases have peaked and there have been reports of clustered cases, we have not yet reached the epidemic threshold. Our deaths so far also had not reached the one percent level of the total cases as the 23 fatalities comprise only .85 percent of the total cases,” Magpantay noted. The breakdown of the dengue cases are as follows: 1,130 in Bulacan, 600 in Nueva Ecija, 316 in Pampanga, 241 in Aurora, 192 in Zambales, 181 in Tarlac, and 23 in Bataan. The dengue case deaths included 10 in Bulacan, four in Pampanga, three in Zambales and, two each in Aurora and Nueva Ecija. Meanwhile, Magpantay said he would task epidiomologists to look into the cases of hospitalized patients who exhibited symptoms of dengue but was later found negative in them., Reports he received indicated that the patients experienced recurrent high fever and lowering not only of platelets but also white blood corpuscles in the blood. The fever often reached 40 degrees centigrade or even higher, as against the threshhold of 37 degrees. Magpantay noted that in dengue cases, only the platelet count normally goes down, not the white blood corpuscles. Doctors attending to the patients always concluded that the cases were viral, although they never went beyond this to give a specific diagnosis. “I want to see the laboratory findings and record of the symptoms of the patients. It is possible that they are mild cases of dengue,” Magpantay said. He said that the DOH normally determines cases of dengue through platelet count and not through the so-called “rapid diagnostic test” which, he noted, is expensive. Magpantay stressed, however, that the best way to curve dengue is to remove pools of water in the environment which serves as breeding grounds for the Aedes Egypti mosquitoes which are carriers of the dengue virus. The last time around, it was bonding with the whales and dolphins at Ocean Adventure. This time, it was a land-based encounter with the wild: an authentic “tiger safari” at the cleverly named Zoobic Safari. After an overnight stay at Subic Yacht Club with my son Jandy, we proceeded, after a Chowking lunch and duty-free shopping at the Freeport Exchange, for a short-haul drive to this sprawling 25-hectare theme park and zoo located deep in the old Naval Magazine at the Jungle/Forest Adventure zone. Upon arrival, we were welcomed by general manager Ms. Delia de Jesus, who assigned to us the affable Mr. Noel Caneda as our guide on this two-hour, five-part tour. He explained to us the different species that can be found inside the park, extolling their virtues as well as their deadly qualities. At the reception area, we already got to see adult and baby tigers in large cages, all crossbred from Bengal and Siberian varieties in the Residence Inns’ tiger cub-breeding facility. A joint venture with the Subic Bay Metropolitan Authority, the PhP80-million Zoobic Safari was opened to the public in November 2004 and is part of Residence Inn’s chain of zoo-cum-resort businesses. The animals here may not be all originally from the Philippines, but the place was nonetheless developed with a Filipino theme in mind. Our first stop was the Petting Zoo, a path through a forest with different animals stationed on both sides of the walkway. Here we saw exotic animals such as deer, temperamental and territorial cassowary, bearcats, monkeys, mini horses, several rabbits, plus some farm animals including a number of goats, sheep, carabao, pigs and a pinkish albino cow, all frolicking about in their natural habitat. Jandy and I had a wonderful time petting and feeding dried leaves to a camel. A close encounter with an Asiatic black bear (or moon bear) named Nicholas, the only one in the zoo—and thus no doubt lonely—was a highlight. Other stops include the Serpentarium, the only one of its kind in the country. Housed in one of the former ammunition bunkers, it showcases a variety of reptiles, including a Malaysian water monitor, blood pythons, a Burmese albino, reticulated python, the Philippine monitor lizard, iguanas and turtles. The star here was “Biggy,” a 15-ft. long, 10-year-old female Indian python. The highlight of the tour was the Tiger Safari. Here, we boarded a customized “safari” jeepney colorfully painted in tiger-inspired golden stripes and enclosed with a one-inch open wire mesh which covered the windows and doors. It was driven by a professional Aeta who drove us, through a gate, to the well-kept Ilanin forest (although a number of big trees were uprooted by a typhoon) where four full-grown, 500 pound-plus tigers, with their trademark rust orange and black stripes, were roaming around. Most lazed about in a large pond, their deep-set, golden eyes staring back at us, probably wondering why we were “caged” inside our vehicle while they were roaming freely in the open. During the ride, one of the guides inside our vehicle dangled a dressed chicken from a small window. On instinct, one of the tigers ran over to the vehicle and grabbed the chicken, an encounter so close we really had a good look at his teeth. Another tiger jumped on the roof. After the Tiger Safari, we all dropped off at the “Tigers Den,” where we got up close and personal, along a narrow aisle, with tigers inside their cages, barely two feet away from these awe-inspiring beasts christened with such cute names as Cynthia, Gimo, Jana, Krishna, Nasha, Nico, Sharon and George. The last named, a mammoth Alpha male and the oldest at 16 years, is the acknowledged leader of the pack and king of the harem, with all of the female tigers his for the taking. Noel explained that a tiger’s urine smell marks his territory. Adjacent to the Tigers Den is the dusty Savannah Trail. This we traversed via an open red-and-blue Zoobic Safari train (with 20 to 30 seating capacity), watching 50 long-legged ostriches from Africa and Australia, as well as potbellied pigs, swift mountain goats, wild boar (from the USA, Vietnam and the Philippines) and 200 guinea fowl (from Papua New Guinea) glide past our vehicle. Next stop was the Animal MuZOOeum, housed in another former ammunition bunker. This interesting and educational tour features a rare collection of real stuffed animals and skeletons. Our last stop was the Croco Loco section. Here, we trekked, via the Aeta Trail, to an Aeta Village where a group of Aetas performed, to the delight of the tourists, the dragonfly dance and a war dance, both accompanied by an Aeta guitarist. Of course, we also went to the 3,000-sq. m. Crocodile Farm, again seeing up close and personal, in their carefully designed natural habitat, 200 of these thick-skinned, long-bodied, carnivorous saltwater crocodiles from Palawan. In a joint meeting held recently in this town, the chieftains from Arayat, Candaba, San Luis, San Simon and this town showed their willingness to cooperate on a promise to start the cleaning operation along the riverbanks of Pampanga river in their respective communities. Board Member Joel Simpaoco, president of the Association of Barangay Captains, said if Pampanga River is developed into a tourist destination, it could be like another Loboc River of Bohol, which is renowned to both local and foreign tourists. Simpaoco is optimistic that the project could create more livelihood and employment opportunities to the Kapampangans. With this, he encouraged barangay captains to take an active role in the protection of the river. Governor Lilia Pineda, on the other hand, assured them that the project will push through by all means. The eco-tourism project has two phases —the soft component which includes cleaning and protection of the river and its riverbanks, and the construction of the ferry stations for every municipality. A cruise along the river would also start from Arayat down to Apalit and Macabebe. With this, small motorized bancas can be chartered for a minimal fee. CLARK FREEPORT – Since the well manicured Clark cemetery here never really had a traditional “sepulturero”, no one has really compiled ghost stories from it. Although there have been nagging reports of so-called “orbs” that hover over some of the graves, particularly those belonging to those who died way back in the 19th century. The orbs, or mysterious lights believed to be manifestations of the departed, are said to appear in parts of the 20,365-acre cemetery particularly on All Saints’ Day, when most of the 20,000 graves remain unvisited, unlighted even as other cemeteries nationwide brighten up with votive candles as relatives gather to remember their dead. But for the apparently discontented orbs, former US navy officer Dennis Wright, president and chief executive officer of Peregrine, an international management company here, has good news. This November, the stolen steel fence of the cemetery will be replaced by a “stately” concrete wall with columns that could make the otherwise drab cemetery an interest for tourists. The project will be funded by his firm and its associates in the Global Gateway Logistics City project in this freeport. In an interview with Punto, Wright said US military veterans, including prominent Filipinos, have already formed the Clark Veterans Cemetery Restoration Association now registered in Oklahoma to “create awareness” and lobby for US federal funding for the cemetery here. He said information about the non-profit association could be accessed in the association’s website www.cvcra.org. Members of the US Veterans of Foreign Wars (VFW) Post 2485 based in nearby Angeles City have deplored the “neglect” of the US government in preserving the cemetery since the US Air Force left its base here in 1991. At present, the VFA maintains the cemetery through donations from its members. The VFW wants the US to negotiate with the Philippine government so the cemetery could be administered by the American Battle Monuments Commission, a federal agency, or the National Cemetery Administration, a branch of the Department of Veterans Affairs. The Clark cemetery is the only place in this former US Air Force base, which used to be the biggest American military base outside US mainland until 1991, where the US flag still flutters alongside the Philippine flag. A marker at the entrance to the cemetery explains this, noting that the cemetery “contains non-World War II related remains” and that it is “the last active US Armed Forces cemetery outside of the US.” “Graves date back to 1900”, the marker said, adding that the remains under the tombstones, made either of granite or marble, belonged to personnel “from all branches of the US Armed Forces, as well as the Philippine Scouts, Philippine Constabulary and citizens of other nations.” Some of the remains are relatively new, including a Filipino-American soldier and a civilian employee of the US Department of Defense who both died in Iraq. While the sight of uniform tombstones could bore tourists, markers on tombstones at the Clark cemetery stir the imagination. Was German Harry Slater, born Nov. 21, 1875 and whose tombstone declares “He saw World War I”, on the side of Allied Forces against his native Germany in the first war? Was John Callera actually a Spaniard who was also on the side of American forces, so that his tombstone now notes simply “Span-Am War” to denote this? And as for obviously Chinese Kong Mah, Yao Ah, and Foo Chan- were they fine cooks for the US military at he turn of the 19th century? Have relatives in the US ever known that at the Clark cemetery lie the remains of Wallace Eligha Dowd of North Carolina, Lester James Lawrence of Michigan, Richard King of California, Charles Claude Hunman of Maryland, Reuben Melvin Austin of Illinois? Perhaps never, but cemetery visitors here will always read their names at every visit and perhaps pray for them. In Resolution 446, Rep. Rodante Marcoleta of the party-list group Alagad said aside from the illegal transfer and violation of the CARP law, the House should also look into the angle of possible tax evasion on the part of the buyers of the high-end property known as Lakeshore Subdivision owned by Central Country Estate, Inc. (CCEI) along the North Luzon Expressway in Mexico. But Nestor Mangio, CCEI chairman, debunked the allegations which he blamed on one Luisito Hipolito who, he recalled, had at one time already filed a collection case against CCEI alleging that the estate owed him commissions from a failed joint venture between CCEI and Sta Lucia Realty. Mangio is also the chairman of the Clark International Airport Corp. which runs the aviation complex where the Diosdado Macapagal International Airport is located at Clark Freeport. “But the Regional Trial Court, after protracted hearing, dismissed the case for failure to state a cause of action. That was in August 2006 and a certificate of finality of the decision had long been issued by said court, “Mangio recalled. “The allegations that CCEI had illegally acquired and converted 48.6 hectares properties of farmers are old and stale allegations,” said Edel Morales, CCEI vice president for administration. Marcoleta said the government, through the Department of Agrarian Reform (DAR), had awarded rice and sugar cane lands in Mexico near the town’s border with San Fernando to farmer-beneficiaries, who were issued Certificate of Land Ownership Award or CLOA. A CLOA serves as the title of an agrarian reform beneficiary to the land or lot the government has awarded to him. It replaced the emancipation patent, which the government issued up to the time of the late President Corazon Aquino. Marcoleta said two years after the Mexico farmers received their CLOAs from DAR, employees and sales agents of businessman Nestor Mangio bought the lands from the beneficiaries in violation of the CARP law. “Section 27 of Republic Act 6657, or the Comprehensive Agrarian Reform Act of 1988, expressly provides that lands acquired by farmer-beneficiaries may not be sold, transferred or conveyed, except through hereditary succession, or to the government or to the Land Bank of the Philippines or to other qualified beneficiaries for a period of 10 years,” he said. He said Mangio, through CCEI, which the businessman formed with some Chinese partners based in Binondo, Manila, acquired ownership and possession of the CARP-covered lands. Subsequently, the lands were transferred to another Mangio corporation, Nobleman Properties, Inc., he added. Marcoleta pointed out that the conveyance of the properties from one Mangio company to another “effectively hid the illegal cancellation of the CLOA titles without paying the necessary capital gains tax and documentary stamps tax to the Bureau of Internal Revenue, the transfer tax in the treasurer’s office of Mexico and registration fees in the Registry of Deeds in San Fernando.” He estimated that the two real estate firms should have paid at least P700 million in various taxes and local fees. The two companies have reportedly transformed the lands near the North Luzon Expressway in Mexico town into the high-end Lakeshore subdivision. Mangio was close to former president and now Pampanga Rep. Gloria Macapagal Arroyo, who had appointed him chairman of Clark International Airport Corp. He reportedly still clings to his post, though he is supposed to be covered by President Aquino’s executive order voiding the former president’s “midnight” appointments. But Morales recalled that almost simultaneously with the filing of a court case on his alleged dues in 2006, Hipolito also filed a case against CCEI with the Housing and Land Use Regulatory Board (HLURB) alleging unsound business practice and violation of the agrarian reform law. “After due hearing and submission of evidence, HLURB also dismissed the case for lack of cause of action and for forum shopping. HLURB even awarded CCEI damages against Hipolito in the amount of P 350,000.00. This was in January 2008,” Morales noted. “Next, Hipolito filed a complaint against CCEI with the Department of Agrarian Reform (DAR) alleging illegal conversion. After several hearings and filing of position papers, DAR likewise dismissed the case in December 2008, while affirming that department’s earlier conversion order in favor of Lakeshore,” Morales also said. Morales said “a disturbing note about the claim of Hipolito that the acquisition by Lakeshore of some of its properties was illegal is that it was Hipolito himself who helped CCEI obtain the legal conversion of those properties, and was paid millions of pesos. It was really his own actuations that he was in effect questioning.” “Not satisfied with the dismissal of his case by the DAR, Hipolito questioned the same in the Court of Appeals. But unfortunately for him, the Court of Appeals 8th division, after studying the case, also dismissed it in March 2009. Hipolito’s motion for reconsideration was similarly denied by said Court of Appeals in January 2010,” he also said. Morales also noted that “still not satisfied, Hipolito filed a petition for review before the highest court of the land, the Supreme Court. But the Highest Tribunal did not agree with Hipolito’s claims and DENIED his petition for review in March 2010.” “All told, the RTC, the HLURB, the DAR, the Court of Appeals and the Supreme Court had been involved in passing upon the claims of Hipolito against CCEI. The board approved the motion in the presence of Commission on Higher Education (Ched) Commissioner Nona Ricafort, Governor Lilia Pineda, second district Representative Gloria Macapagal-Arroyo, Vice Governor Joseller Guiao and third district Provincial Board Member Monina Laus. DHVTSU president Enrique Baking said the approval would pave the way for the offering of Bachelor of Science courses in the said satellite schools that would be situated in Lubao and Sto. Tomas towns. "We would like to bring DHVTSU programs in the Pampanga's fourth district because this area has a significant number of out-of-school youths. The dream is to make DHVTSU responsive to the educational needs of students and the local industries," Baking said. Pineda, for her part, said she has discussed the possible funding allocation for the two campuses to help DHVTSU set up the necessary buildings and facilities, as well the operational requirements of the campuses. Pineda said the Capitol is ready to allot P15 million and P10 million for the Lubao and Sto. Tomas campuses, respectively. She said the move is a long-term project that would benefit a long line of generation of Kapampangan youths. "Education is the greatest legacy that we could leave the next generation. I have been very optimistic that this move will bring more indigent and deserving students to school," Pineda said. She said she also urged Baking to start the establishment of four training centers in all four districts of the province. The training facilities will concentrate on providing technical and vocational skills that would give students and willing individuals the needed skills for employment locally and abroad. Sunshine courses and industries Ricafort said the DHVTSU campuses will start offering courses that will feed the workforce needs of sunshine industries. At present, Hotel and Restaurant Management, Criminology, Food Technology and Information Technology courses would be the main concentration of the new campuses. "There is a growing need also to come up with graduates that compliment agricultural-based industries. We have a great need now for butchers, food technologists and the area on educational research has also been in need of new accomplishments," Ricafort said. She said DHVTSU should be able to establish partnerships with the Pampanga Agricultural College (PAC) in Magalang. PAC concentrates on agricultural courses and development, while DHVTSU is primarily centered on commerce, industry and sunshine industry courses. Ricafort said that DHVTSU is currently in the position to establish good partnerships. DHVTSU is also strengthening its English programs to accommodate tie-ups with Korean schools that will be sending their students for language training anytime next year. The construction of a dormitory building is currently being finalized for the said purpose. Tricycles and motorbikes are also no longer allowed to enter or be parked inside the walking-street. Terrorism alert meeting The decision was made as a result of the terrorism alert given to Manila and neighbouring cities. (CIAC) president and chief executive officer Victor Jose Luciano said yesterday, noting that the hangar construction will start next week. He said “it will be a bigger hangar to accommodate wide-bodied aircraft such as the Boeing 747 and 777.” In November 2008, SIAEC, together with its joint venture partner Cebu Pacific Air, built its first hangar costing P800 million for the Airbus 320 and 319 series aircraft located within the 2,367-hectare Clark Civil Aviation Complex here. The hangar started operations in July, 2009. “The second, much larger hangar in Clark will generate no less than 300 direct jobs and about 200 indirect jobs for our people in Central and Northern Luzon. SIAEC will spend about P1 billion for the construction of the second hangar which is expected to be operational by the end of 2012,” Luciano noted. SIA Engineering Company, based in Singapore, is a leading aircraft MRO company providing “total maintenance solutions to wide-bodied aircraft of the world.” SIA Engineering Company, together with its 24 joint venture partners and subsidiaries across nine countries, formed the SIAEC Group. It noted that SIEAC “also provides support services at the Changi International Airport in Singapore as well as line maintenance support services to countries such as Australia, United States, Hong Kong, Indonesia, Vietnam and the Philippines.” Meanwhile, CIAC officials have noted full bookings of Jin Air, South Korea’s budget airlines, since it started its five-times-weekly regular flights between Clark and Incheon last month. “We welcome Jin Air’s regular flights at DMIA that would not only bring in more Korean tourists to Clark but also give the people of Northern Luzon the opportunity to visit the beautiful country of Korea,” he said. He also said Jin Air now operates five flights weekly utilizing the airlines’ 180-seater Boeing 737-800 aircraft. Jin Air is the sixth and latest addition to the international airlines operating at the DMIA and is the second South Korean commercial airline after Asiana Airlines that started operations in October 2003, he noted. Jin Air is a full subsidiary of Korean Air which is the flag carrier and the largest airline of South Korea. Korean Air serves 130 cities in 45 countries around the world while its domestic divisions serve 20 destinations. Luciano said Korean Air is among the top 20 airlines in the world in terms of passengers carried and is also top-ranked in international freight carrying. The airlines’ international hub is the Incheon International Airport. Jin Air began operations in July 2008 with routes to regional destinations in Korea using their Boeing 737-800. In October 2009, it started flights to Guam, Osaka and Bangkok. “Since 2004, Korean tourists have immensely contributed to the local economy of Angeles City and the communities in the Metro Clark area as well as the rest of Central Luzon. There are an estimated 20,000 Korean tourists in the Clark and Subic areas,” Luciano said. “The Korean tourists have contributed to the growth and development of Clark which in effect generated businesses and employment for the people in the area,” he added. Thanking you in advance Hotel/Condo development In April 2008 I paid in full and signed a Deed of Conditional Sale for a condo in The Lexus Hotel/Condo project on A Santos Street, Balibago, Angeles City, Pampanga. This was to be a hotel of about 50 rooms and 27 condos. Prior to the project being halted in 2009 there was 7 purchasers of 11 condos. The developer, The Lexus Land Holding Group is soon be to have a new majority share holder called Copperhead Development Inc and is to be renamed to The Penthouse Hotel under the control of the Lewis Grand Hotel. The project resumed construction in June 2010. It will now be redeveloped as a 72 room hotel and 16 condos. The project developers are re-pricing the condos and asking investors for more money. My Situation Under the new plans my condo is approximately the same size and location, but the developers are now asking me for approximately 30% more, even though I have paid in full in advance. They are giving the option of money back or pay the additional 30%. I think most the other owners are being convinced to take the money back at 0.5% interest a month. I think the new developer is trying to get all the existing owners to take the money and have none of the existing condo owners in his new renamed Penthouse Hotel. Is 0.5 per month the correct rate for return of money for almost 2years of investment? Is this legal? I can understand that new purchasers will be paying the higher price. Existing purchasers should be protected and not have to pay extra just because a new majority share holder has become involved in the project. I am not a lawyer but IMHO, you should NOT be asked to pay more just because a new owner came in. In any event of price increase, existing or old owners(who have paid and reserved) should remain old owners and not be affected of whatever price changes unless otherwise stipulated on the contract. If this happens, it breaks the idea of investing which is grabbing the opportunity while prices are low and the reward of having money to invest at the moment the project was launched. I'll ask around regarding this matter, very interesting!
