Navales Friday, September 30, 2011 CLARK FREEPORT – The Clark Development Corporation (CDC) has forged a $50-million pact for an air separation plant with Ingasco, a Japanese gas company. During a recent trip to Japan, President Benigno Aquino III witnessed the signing of a reservation agreement and term sheet between Ingasco and CDC officials. CDC President Felipe Antonio B. Remollo said the project will pave the way for the establishment of a $50-million Air Separation Unit Facility. Remollo and Ingasco President Masahiko Kitabatake signed the accord during the recent visit Aquino in Japan. Remollo said the fuel facility will be located in a 32,928-square-meter area along Panday Pira Avenue here. The project would include the installation of mechanical and electrical equipment used for air separation such as cryogenic distillation column, column, multi-stage air compressors, pumps, electrical substation, cooling towers, and cryogenic storage tanks, among others. Once fully operational, Remollo said Ingasco will supply nitrogen, argon, and oxygen to big firms like Texas Instruments (TI) and Phoenix Semiconductor Philippines Corporation (PSPC), among other electronic and semiconductor companies. The facility will have an output capacity of 10,100 Nm3 per hour for the production of liquid oxygen (LOX), liquid nitrogen (LIN), and liquid argon (LAR), including major process areas in filtration, air compression, pre-purification, liquefaction and separation/distillation, storage and product loading. Ingasco is 70 percent owned by its mother company Taiyo Nippon Sanso Corporation (TNSC), a major supplier of industrial gases such as oxygen, nitrogen and argon to a wide range of industries, including the steel, chemical, electronics, automobile, construction, shipbuilding, and food industries. The company also develops and manufactures gas-applied devices and equipment and plays a vital role in the frontiers of science and environmental preservation, as well as the Japan National Hydrogen Project. Aside from its industrial gas business, the corporation is also involved in the supplying medical oxygen and other high-quality gases to medical institutions. For the third consecutive year, from 2009 to 2011, Angeles City bested other contenders in the “Highly Urbanized City” category. Organized by the Department of Labor and Employment (DOLE) and the Bureau of Local Employment (BLE), the National PESO Congress is an annual gathering of over 700 managers representing more than 1,000 PESOs nationwide. This new recognition came after Angeles City placed 4th among the top performing cities in the highly urbanized and independent component cities category in the Department of Interior and Local Government’s (DILG) Local Governance Performance Management System (LGPMS). The agreement was disclosed over the weekend to the local officials and the Department of Interior and Local Government (DILG) during the commitment signing for the Manila Bay Clean Up and Rehabilitation Project. Pamintuan said the interconnected waterways starting with Sapang Balen is a good start but added that they are looking at other avenues like tourism, especially with the rise of the Diosdado Macapagal International Airport (DMIA) as a premier international airport. Remollo said term sheet has been recently signed by the United Asia Automotive Group Inc. (UAAGI) for the firm’s plan to lease a 50,000 square-meter area here. UAAGI will establish an assembly line for Foton vehicles that will be marketed to Southeast Asian countries. Foton will be the first vehicle manufacturing firm to be established in Clark. Two engineering companies and one engineers' association that examined Ninoy Aquino International Airport's Terminal 3 found flaws of varying degrees of seriousness, said Transportation and Communication Secretary Manuel Roxas II. He said one study found only slight defects that can easily be fixed, another said it's more serious and the third believes it's "very serious." The terminal was largely completed in 2002 but not opened until 2008 because of a legal fight between the government and the terminal consortium led by Germany's Fraport AG. Asked what the defects were, Roxas said: "Part of it design, part of it is the execution." He did not elaborate. A government attempt to open the showcase terminal in 2006 was marred when part of a ceiling collapsed. No one was injured. Takenaka Corp., a Japanese company that was subcontracted by the consortium to build the terminal, maintains it has no defect. Roxas said the government "has taken every precaution" to ensure passenger safety but that the measures are only "stop gap in nature and our objective is still to fix the structural flaws." The government will have the terminal subjected to stress tests using computer simulation and other procedures to determine the extent of the defects. "Structural defect means it can fall on your head, so we have to resolve that," Roxas said. "Isn't it that the most responsible thing to do now is to find out which of these (assessments) is correct rather than just mindlessly react?" The marble-and-glass terminal was embroiled in controversy from the beginning. The government has been locked in a legal battle with Philippine International Air Terminals Co. Inc., the German-led consortium that was to operate the terminal for 25 years, after canceling its contract in 2002. The government took over the facility but its opening was repeatedly delayed over the years as Fraport sued the Philippine government for expropriation without compensation. The Philippines has won international arbitration cases in Washington and Singapore. Terminal operations have not been fully computerized including baggage handling because of ongoing talks with Takenaka to turn over the software for the system and to repair defects. Roxas said Takenaka's claim that the terminal has no defects carries some weight because the company "it is not a fly-by-night entity." Takenaka has built major airports in Japan and was a contractor for Singapore's Changi Airport, he said. The terminal can handle 10 million passengers annually. Last year, the airport was used by 9.6 million passengers — 8.1 million domestic and 1.5 million international. The organizers reserves the right to accept or reject any competitor A team of four (4) competitors registers with the organization. The team may be comprised of all male, all female or a combination of male and female competitors There shall be no support group allowed to assist participating teams during the duration of the race All competitors must be at least 18 years of age. All teams must designate a team leader Participants will provide their own bicycles. Any type of bicycle may be used in the race. Motorized and/or electric bicycles are not allowed. In the event of a bad weather the organizers and national commissaires’ panel may decide to cancel the event. Before the start. The course of each event shall be defined before the start, and displayed at the official registration booth and other web announcements. Access to the circuit will be under the organizers’ control from the time that the organizers and officials appointed for the event arrives. Before that, access to the circuit shall be subject to the law in force and local rules governing the event venue. Riders must be at the starting line at the given call time to confirm that they are starting the event, in accordance to the timetable published. Riders must display their handle bar numbers during practice on the event day. Riders will be called to the start no earlier than 30 minutes before the scheduled start of the race. This period can be reduced where the number of riders allows. Five minutes before the call-up an announcement must be made over the public address system to inform riders of the fact, and again three minutes beforehand. The riders shall line up in the order in which they are called to the start line. The number of riders on each line will be decided by the organizers/national commissaire. The rider himself shall decide which position on the line to take. Once the riders are line up, warp up (by roller or turbo trainer, etc) is excluded inside or outside the start area. The start will be given by the starting line official using the following procedure: warnings 3, 2,1 minute, 30 seconds before the start, then a final announcement that the start will be given within the next 15 seconds. A starting pistol or a whistle will be used to give the start. Feeding is permitted only in the zones designated (water station every 2KM of the race route) for that purpose, which are also used as technical assistance zones. Since the immediate post-Pinatubo period, the PGKM, a broad-based multi-sectoral organization has advocated for the full operationalization of the Clark airport as the Philippines’ premier international gateway. “The aviation industry will soar with Clark as the premier airport, unfettered as it shall be by the vested interests of the Manilacentric imperial dragons,” the PGKM said in a statement. The PGKM has long held the “constriction of NAIA,” with its intersecting single runway as “the greatest argument against its remaining as the premier airport of the country. On the other hand, Clark’s parallel “state-ofthe- art” runways and 2,500-hectare aviation complex make the “compelling reason” to make it as the premier international gateway. “It will be most fitting to have NAIA at Clark, and erase the curse sounding ‘damn ‘ya’ (for DMIA) in its official name,” the PGKM said. Roxas On Monday, Transportation and Communication Secretary Manuel Roxas II disclosed the planned airport transfer at a Senate hearing. This after Senate President Juan Ponce Enrile inquired about updates on the government’s North Rail project and raised the possibility of transferring the international airport to Clark once the project becomes successful. “It will be beneficial to the country because it will link Central Luzon, specially Clark, with Metro Manila. We can transfer the international airport to Clark and leave the present international airport for further development,” Enrile said. Roxas said the 440- hectare NAIA, if privatized, would raise up to $2.5 billion in revenue for the government, which “in effect will pave the way for thetransfer of the airport to Clark.” He however stressed that “the key to the transfer is the high speed rail because without that, it really becomes very inconvenient.” Roxas’ views were shared by the Airline Operators Council at the NAIA who expressed their willingness to transfer to Clark “if the terminals and the high speed transportation like the speed train from Manila to Clark are in place.” For his part, Clark International Airport Corp. President-CEO Victor Jose Luciano lauded Roxas’ support for the transfer of NAIA to Clark. Prostitution occurs in highly urbanized cities, and I don't think it can be removed. The best thing to do is to come at peace with it and support the welfare of the sex workers (so kudos to the Angeles social hygiene clinic). Ban prostitution, it will sprout somewhere, in the underground, where anything that happens is hidden from the government and people, giving less protection to the sex workers. In other countries, they legalize prostitution to protect the workers and to ensure that those offering sexual services are free from diseases. Frankie Villanueva, president of the Metro Clark ICT Council, said the Clark Freeport has gradually and steadily elevated its status as an ICT and BPO destination. “I am very optimistic for Clark because soon this Freeport will be the Philippines’ next top destination for the ICT and BPO sector,” Villanueva said during the opening ceremonies of the “1st International ICT Conference and Expo” dubbed “Clark Conex 2011” held from Oct. 13 to 15 at the Fontana Convention Center here. He said Byrnes Motor Trust Restoration, Inc., recently signed a new sub-lease agreement with Kita Corporation – one of the pioneering firms in Clark. The restorations of old and vintage cars are a big hit not only in Australia, but also in other countries. Remollo said the restoration project is exclusively for importation of all kinds of vintage, classic and modern classic, and other repairable cars, jeeps, and pickups. The firm will import old cars from Australia, North America, Asia and Europe. In Australia, owners of vintage and old cars prefer their cars restored as close to original. Remollo said Byrnes Motors will also employ 85 highly skilled workers for the project. My sister's in-laws happened to own a farm there where SM north wing was built so they, too, pretty know it's within Mexico. Nakakalito lang kasi since malapit sya sa Sn Fdo exit so people would really think it's Sn Fdo. Clark Development Corporation (CDC) president Felipe Antonio Remollo said the Hae O Rum Development Corporation plans to put up the school in Clark, following the growing numbers of Korean students arriving in Pampanga and other parts of Central Luzon. The facility will be constructed in a 2.75-hectare area along the M.A. Roxas Highway. The project will initially employ around 30 personnel. Montecillo Philippine Daily Inquirer Publication Date : 20-10-2011 The Philippine government is considering the sale of the old Ninoy Aquino International Airport (NAIA) Terminal 1, which was voted the world’s worst airport in a recent online poll, to raise as much as US$2.5 billion for future aviation-related infrastructure projects. In a fresh move that veers further away from the administration’s Public-Private Partnership (PPP) agenda, the Department of Transportation and Communications (DoTC) said the money to be raised would be used to develop the Diosdado Macapagal International Airport (DMIA) in Clark Freeport, Pampanga. The DMIA is being groomed as the country’s next premier international gateway to replace NAIA, voted the world’s worst airport in the online survey of Guide to Sleeping in Airports. It remains unclear, however, whether the NAIA Terminal 1 would generate sufficient interest from would-be buyers given the government’s plans to shift commercial aviation traffic to Terminal 3, and eventually DMIA. "The NAIA facility is more than 30 years old and the last rehabilitation was done years ago," Transportation Secretary Manuel "Mar" Roxas II said. He said DoTC estimates showed that NAIA has reached its saturation point and there was not much room for expansion. The rated capacity of all four NAIA terminals stands at about 32 million passengers a year. It is not only reaching the limit runway-wise, but terminal capacity-wise as well, Roxas pointed out. Roxas was hoping that the privatization of NAIA will raise the revenue of the government by up to $2.5 billion. Here's an interesting piece from Robby Tantingco, director of the Center for Kapampangan Studies, on Mabalacat's struggles to progress, the challenges it is facing, and why the most apt metaphor to describe the town is "a leech attached to the epidermis of the Clark perimeter fence." Dau is the main tributary of Mabalacat's proximity to Clark, same way as Balibago (and nearby barangays like Anunas and Malabanias) is the main tributary of Angeles' nearness to Clark. But the good thing about Angeles is, di naman din nagpapaiwan yung mga ibang barangays. Salapungan is thriving because of AUF. Sto. Rosario and other downtown barangays are not that cosmopolitan as Balibago, but they're not sleepy towns as well. HAU is there, local malls, palengke, and soon, Nepo Quadrangle area will be bustling as well, thanks to that alleged BPO building, which will bring workers to the area. With more workers (call center agents) in the area, more middle- and high-class establishments and eateries will be built around it. At na-sense na rin ito probably ng McDo kaya nagpatayo sila ng McDo na may fountain sa Nepo. Pulung Maragul and Pandan will be tributaries to Marquee Mall and the development Ayala will bring to the otherwise so-so area. Sto. Domingo may be in the south-eastern edge of Angeles City, sharing a bit of sleepiness with San Fernando's Telabastagan, but there's Chevalier School, Super8 Mall, and the Sacred Heart Hospital which promises to excel in treating cancer. Hence, establishments/eateries could well be built around Sacred Heart to cater to patients. Of course, Angeles still has those sleepy or unheard-of towns like Sapang Bato (but famous because of Apl De Ap and off-road tours), Margot, Cutcut, Mining, and those barangays na malayo sa hi-way o national road. Pero at least, kalat yung development at crowd in general. Sa Mabalacat, parang Dau lang ang pansin. And the 3/5s of Clark. Don't get me wrong. I am not bashing Mabalacat. I want it to become a city and flourish. Pero OA kasi kung iportray ng municipal government. May "Home of the Clark Freeport Zone," may "Home of the DMIA," may "Next Makati north of Manila," at may "Industrial Capital of Pampanga." Then pagpasok mo ng Mabalacat, liban sa Dau, parang typical small town pa rin na daanan ng mga taong pumupunta sa Norte. For me, yun din ang impression ko sa Northern part of San Fernando (north ng intersection). Yung buong stretch ng McArthur Hiway parang daanan lang ng mga biyahero. Pero good thing is nakikita ko na ang development along McArthur Hi-way mula Telabastagan hanggang Sindalan. New schools, malls, buildings, etc. Nakukulangan lang ako sa population, kaya minsan magmumukhang sleepy ang northern San Fernando, pero darating din siguro iyon. Sa Angeles kasi, bustling ang mga area along McArthur Hi-way, from AUF to entrance to Mabalacat. Yung sleepy part lang ng McArthur Hi-way sa Angeles ay yung likod ng Super8 Mall. But then, may national road naman sa kabila na mas lively. Strangely, a researcher described Angeles City as an abnormal city, kasi nga parang wala talagang sentro. Kalat ang population at progreso. usually kasi, ang isang city, may center, na napapaligaran ng peripheral districts. pero ang angeles, hindi lang sentro ang thriving. this must be because of the Abacan bridge divide and the presence of Clark in North Eastern Angeles, na malayo sa town center (Sto. Rosario). For more decentralization, nagalsabalutan ang government mula Sto. The former rent-a-betamax-or-VHS store is now a symbol of hard work, entrepreneurship, and good investments that is widely respected and looked up to by local traders. Savers Appliance Depot has undergone a major facelift in the past several months and it now offers a more convenient, practical, easy way to shop for household appliances. Prices are affordable and reasonable too. That's around the same time I started making paper models of buildings (mostly high rises and malls) which I later organized into this imaginary CBD (when I was around 13) and this imaginary financial district happens to be (or at least how I imagined it to be) in the same highlighted area... but then my paper city expanded so I had to look for another suitable location within Angeles City and so I (imaginarily) transfered it to another vast tract of land this time by the NLEX. What's important for me is maayos ang urban planning, hindi derelict ang mga infrastructures, efficient transport system, culturally rich, and overall mataas ang standard of living. If you'll check great and wealthy cities in Europe, most of them are not banking on highrises. Skyscrapers are just too New York and Hong Kong and tiger economies who are out to prove something out of themselves. Ang feeling ko dapat spread-out ang wealth, hindi contained within a CBD. And dapat yung overall living condition is comfortable for the majority, hindi lang yung mga nakaka-afford ng prime real estate properties. Did I say standard of living? I may have my own biases, but seriously, you have got to be truthful about this: I mean in terms of facilities, syempre naman, HAU is hats-off winner, even way better than any schools not only in Metro Manila but all over RP. But it doesn't have to end there, right? So fine, the campus is pretty, but what happened to research? What happened to academics? Last time I checked, Level II pa rin ang accreditation sa high school dept., and what, level II din ba for most colleges? My golly, di ba, just think of it this way: Ateneo and La salle are both Level IV, and most prominent universities in Manila are more or less Level III. Can you see the disparity? Ako wishful thinking lang naman ako when I said na hopefully, yung facelift na nagaganap ngayon sa HAU wouldn't end sa physical infrastructures.
