mnemonick May 28th, 2012, 03:16 PM The local governments of 20 of Pampanga’s 22 towns are maintaining 34 dumps that the law on ecological solid waste management has rendered illegal, according to the Metro Clark Waste Management Corp. (MCWMC).
Governor Lilia Pineda and Lormelyn Claudio, Central Luzon director of the Environmental Management Bureau (EMB), confirmed the MCWMC findings in separate phone interviews on Monday.
But the officials said local governments have exerted efforts to pursue solid waste management processes required by law.
The MCWMC runs a 70-hectare landfill inside the Clark Special Economic Zone in Kalangitan in Capas, Tarlac. It requires local governments to pay a tipping fee of P800 per ton of waste.
The company conducted a study on waste generation in Pampanga at the request of the EMB, according to Armando Garcia, MCWMC president, in an April 16 letter to Claudio.
“Out of the 22 local government units in Pampanga, only nine are disposing of their garbage in our sanitary landfill,” Garcia said in the letter.
“Out of the 421,264 metric tons of estimated annual waste generation of the province in 2011, only 43,057.08 MT were disposed of in the MCWMC sanitary landfill.”
The rest of the garbage being disposed of may have been illegally dumped by some towns with the cooperation of barangay captains, he said.
Local governments allegedly running dumps are Angeles City, Apalit, Arayat, Candaba, Floridablana, Guagua, Lubao, Mabalacat, Macabebe, Magalang, Masantol, Mexico, Minalin, Porac, City of San Fernando, San Luis, San Simon, Sasmuan, Sta. Ana, Sta. Rita and Sto. Tomas.
In January 2011, Environment Secretary Ramon Paje ordered the closure of the dumps in Angeles, San Fernando, Arayat, Floridablanca, Guagua, Mabalacat, Macabebe, Magalang, Masantol, Mexico, Minalin, Porac, San Luis, Sasmuan, Sta. Ana and Sto. Tomas.
Garcia said the dumps have been taking in “residual municipal wastes and other wastes from private sources (that) are still being dumped illegally and surreptitiously.”
According to the MCWMC, the top waste generators in 2011 were Angeles City (58,740 MT), City of San Fernando (51,464.16 MT), Mabalacat (38,809.80 MT), Lubao (27,151.74 MT), Mexico (26,433.18 MT) and Arayat (21,842.64 MT).
Several local government officials disagreed with the findings.
Angeles City administrator Dennis Pamintuan said the Balibago dump had been closed while the facility in Cauayan contained wastes dumped there since 2005. The city government has been using a landfill in Montalban, Rizal, and has resumed the use of the landfill in Kalangitan in Capas, he said.
Rowee Freeman, City of San Fernando environment officer, said a small volume of waste is thrown in Kalangitan because the bulk has been diverted to a waste-to-energy facility that is operated by the Spectrum Blue Steel Corp. since March 1.
The waste segregation campaign has reduced residual waste by 25 percent from 130 MT in 2010 to 100 MT in 2011. The city also runs a composting facility for biodegradable wastes from two public markets.
Mabalacat has been bringing its waste to a landfill in Montalban, Mayor Marino Morales said.
To help local governments tackle their solid management disposal program, Pineda said her administration has organized a group of junkshop owners and linked them to buyers of scrap materials.
The provincial capitol has enjoined village leaders and civic groups to activate material recovery facilities that have also been clustered. It has also distributed 100 carts to scrap collectors.
“We have been trying to help manage solid waste at the village level, involving the private sector and households. This is not an easy problem but it can be solved if there is cooperation with health and environmental protection as our main aims,” Pineda said.

this is a very nice writeup. it really captures the feel of Angeles.
as time goes by, mas lumalaki ang old-new divide ng Angeles, which makes the city more interesting. while hotels and entertainment establishments keep sprouting in northwestern angeles (balibago, malabanas, clark, etc.), preservation of heritage is getting more attention naman in southern angeles (sto rosario, san jose, sto. cristo, etc).
not to mention the rising districts of Angeles -- the Ayala complex in Pulung Maragul, and the Korean strip of Anunas, which slowly spills into Cutcut and Sto. Domingo via Friendship Hiway.
as the article said, Angeles is truly a cosmopolitan place.

Tantingco: Corona and Abad Santos
SURE, Renato Corona gave a good excuse for not including his dollar accounts and co-mingled assets in his SALN.
But a good excuse is still an excuse, and honorable men don’t make excuses.
The Constitution requires public officials to disclose “all” their assets, and “all,” I suppose, includes dollar accounts.
But because the Constitution says “as the law provides,” Corona seizes the word “law” and cunningly interprets it to mean the Foreign Currency Deposits Act (FCDA), which prevents banks from disclosing private dollar accounts.
But the FCDA prevents banks, not depositors. Depositors like Renato Corona can of course disclose their dollar accounts, and in fact should disclose their dollar accounts, because that’s what the Constitution says.
It was quite disingenuous for a member of the Supreme Court, especially its Chief Justice, to apply a law to himself when it’s clear it applies only to banks.
Well, Corona was probably only echoing the interpretation that everyone else in government has been using to also hide their dollar accounts.
Or he probably just needed to save his neck because, as Miriam Defensor Santiago said, “It’s only natural that a person will choose an interpretation most favorable to him.”
Except that Renato Corona is not just any person, or any public official. He is the Chief Justice of the Supreme Court. Or, to borrow his own description of himself, “the Chief Justice of the Republic of the Philippines.” A Chief Justice’s interpretation of the law is supposedly the wisest interpretation of the law.
But if Renato Corona’s interpretation of the Constitution is that the phrase “as the law provides” refers to FCDA, and his interpretation of FCDA is that it applies to depositors and not just banks, then the Chief Justice has just given all the thieves and crooks in government a tip on how to hide their loot: simply put it in your dollar account.
It will be safe there, the Chief Justice says, because no court in the land—not trial courts, not an impeachment court, not even the Supreme Court—can force the bank or the depositor to reveal it.
My God, if I had a law firm and one of my lawyers interpreted the law that way, I’d fire that lawyer.
The Filipino People through their elected senators should do the right thing and fire this Chief Justice. With that silly, self-serving and dangerous interpretation of the law, he should not be allowed to stay another day in office.
The question is, will our senators, who I’m sure also have dollar accounts and are also hiding them and also using Corona’s interpretation of the law, sympathize with him and acquit him? Or will they be hypocrites and convict him?
Or will they rise above themselves and convict him and then disclose their dollar accounts, too? That would be a new day for the Philippines.
Renato Corona had one chance to rise above himself last week and he blew it.
That televised meltdown of a Chief Justice I’m sure upset a lot of people. To feel better, we should probably remind ourselves of one moment of glory achieved by another Chief Justice, Jose Abad Santos, who I’m proud to say was a Kapampangan.
When World War II broke out, the entire government of the Philippines, led by President Manuel L.
Quezon and Vice President Sergio Osmeña, fled to the United States. Chief Justice Abad Santos chose to stay behind, at great risk to himself and his family.
The Japanese captured, imprisoned and then executed him. Before he died, he had reportedly told his weeping son, Jose Jr., “It is an honor to die for one’s country.”
Chief Justice Abad Santos gave up his life for his country. Chief Justice Corona was only being asked to tell the truth for his country, and he couldn’t do it.
Chief Justices can be honorable and dishonorable.
They can sink to the level of a septic tank or they can rise to real greatness, capable of heroism and martyrdom. I remember one Chief Justice during martial law who went around holding an umbrella for Imelda Marcos.
Jose Abad Santos is actually just one of many Kapampangans who have distinguished themselves as members of the Supreme Court, either as Chief Justice or as Associate Justice.
The last two predecessors of Corona were Kapampangans: Artemio Panganiban of Candaba and Reynato S. Puno of Guagua.
Chief Justice Panganiban has been described by Justice Antonio Carpio as “undoubtedly the most prolific writer of the Court, bar none,” while Chief Justice Puno is best known for his decisions favoring victims of military abuse, including the Writ of Amparo, which gave families access to military records.
The country’s first Chief Justice, Cayetano Arellano (1901-1920), was from the Kapampangan-speaking town of Orion, Bataan.
Other Justices of the Supreme Court from Pampanga were: Antonio Villareal (1925-1940) of Arayat, Jose Gutierrez David (1951-1969) of Bacolor, Roberto Regala (1962-1975) also of Bacolor, Hugo Gutierrez Jr. (1982-1993) of Lubao, Jose Melo (1992-2002) of Angeles, Jose Vitug (1998-2004) of Lubao, and Vicente Mendoza (1994-2002) of Macabebe.
The following were also Kapampangans although they were born outside the province: Jesus Barrera (1959-1966) of Concepcion, Tarlac; Arsenio Dizon (1960-1971) also of Concepcion, Vicente Abad Santos (1979-1986), nephew of Jose Abad Santos, born in Concepcion; Flerida Ruth Pineda-Romero (1991-1997) of Tondo, with roots in Sto. Tomas, Pampanga; Camilo Quiason (1993-1995) of Manila, probably with roots in Angeles; and Minita Chico-Nazario (2004-2009) of San Miguel, Bulacan, with roots in Masantol.
Justice Ricardo C. Puno, Sr. of Guagua, the father of Ricardo “Dong” Puno, Jr. and former DILG Secretary Reynaldo Puno, was an Associate Justice of the Court of Appeals.
Estelito Mendoza was another Kapampangan legal luminary who may not have become a Justice but, like Ricardo Puno, served the country as Minister of Justice.
Kapampangans do have a tradition of excelling in the field of law. In fact, the first Filipino layman to become a Doctor of Laws was a Kapampangan from Angeles, Mariano Paras Henson, son-in-law of the town’s founder, Don Angel Pantaleon de Miranda, and ancestor of the Nepomucenos.
And to help sustain this tradition, Holy Angel University will soon put up a College of Law and produce lawyers who will be, more than anything else, honorable.

Yung mga bago kong kakilala, pag tinatanong ko palagi kung nakapunta na silang Porac, palaging sagot nila. "Oo, pero sa Poracay pa lang." Meaning ito ang initial attraction sa karamihan ng mga non-Poraquenos talaga.

Resort cited for contribution to tourism

PORAC -- Municipal government cited on Monday through a Municipal Council resolution the massive contribution to local and international tourism of Poracay Resort in Barangay Manibaug here.
During the Monday flag raising rites, Municipal Council majority floor leader Councilor Ludi Muli read the resolution which noted the growing influx of tourists in the town, particularly Poracay, and its contribution to the town’s economy.
Poracay is a man-made resort carved from the once-lahar-covered area. It now houses pools, villas, cottages, zip lines, a lagoon from recycled water for kayaking and other recreational facilities.
Dela Cruz said the local government will support Poracay in its expansion as well as development of surrounding areas.
“Definitely we will support upcoming developments there and help in promoting the resort. Even my relatives abroad have bookings already because they have heard much about Poracay which is uniquely Poraqueño,” he said.
Rogie Ayson, the man behind Poracay, thanked the officials and vowed to continue pushing for tourism growth in the town.

ArtiSta.Rita is an organization designed to promote the Arts - visual, performing and literary. It is composed of a group of artists who share a common passion for music, culture and the performing arts. Its foremost mission is to impart and improve our cultural consciousness through appreciation for the culture and the arts.
2012 marks the group's 11th year of existence. Since 2011 they had successfully produced four Kapampangan albums, produced numerous musical productions, staged not only in Pampanga and in the Philippines but also in the United States. This 2012 tour is their second U.S. Tour.

The group's Bay area show, a musical zarzuela entitled Mikit Tamu King Milabas (Romancing the Past), was held at the South San Francisco High School Auditorium on May 19.
San Francisco is the third stop in this second U.S. tour, with performances in San Diego, Los Angeles, New York and Guam. Once again ArtiSta.Rita brings a little bit of home and pride of cultural heritage to the Filipinos in this part of the world. END

BTW, I've heard of Dragonair picking DMIA for its Hong Kong flights, pero I was wondering kung di pa saturated masyado ang market for that destination? Also, kaya ba ng DMIA ang passenger traffic? Let's be honest here: I recently went on a trip abroad and I noticed DMIA is... not yet ready for take-off. There's just so much that needs to be done. Heck, even the bathroom at the arrival area for international flights is, er, too small: only two cubicles and two urinals and one sink. The customs area looks makeshift. Airport employees don't have uniforms. In all, the airport feels sooo small and poor. And as much as I would like to be proud of this airport, given its promise in the future as the country's main gateway, I just couldn't. As it were, DMIA officials should stop putting on the hype and start doing actual work. Just my two cents.

that is because it is NOT yet the premier gateway. DMIA's greatest asset is its large runway which NAIA can't match. kaya nga they are asking DOTC to pay attention to DMIA kasi it's now under DOTC, not under CIAC. As much as the people of Clark want to develop it, they now cannot, because PNoy put it under Mar Roxas.

mnemonick May 29th, 2012, 04:56 PM While the government dithers on how soon to transfer international airport operations to Clark in Pampanga, a former director of the Civil Aeronautics Board (CAB) and development adviser for North Luzon has proposed creating two international airports.
Instead of calling Clark (or Diosdado Macapagal International Airport) an alternate airport, Renato Diaz, president and CEO of Investment and Capital Corp., said it should be geared for full international and domestic operations and called the North International Airport.
“Nobody wants to be called an alternate international airport,” he added.
Ninoy Aquino International Airport (Naia) remains the second international airport, although it should also continue to function as a domestic airport catering to the needs of Southern Luzon and Mindanao, Diaz said.
He made his proposals during the Kapihan sa Diamond Hotel media forum, where he broached other suggestions that could be taken up immediately, instead of waiting for the construction of the high-speed rail connecting Clark and Naia 3, which could take at least 10 years.
Naia is now hobbled by congestion, with the airport registering 29.7 million passengers in 2011. It is estimated to hit 30 million this year, according to Manila International Airport Authority General Manager Jose Angel Honrado.
To lure international carriers to Clark, Diaz said all international airlines should be made aware that the DMIA does not charge the 3-percent common carriers tax and the 2.5-percent gross-income tax. Both taxes are levied at the Naia, which caused KLM and other European airlines to severe their direct connections to Europe.
“Clark is a free-port zone, and KLM and other carriers that have left the country could be persuaded to resume its Manila-Europe connection it they are given incentives not to pay the total 5.2-percent taxes,” he added.
Diaz said even gasoline and kerosene, main fuels of jet planes, are priced lower in Clark, compared to the rest of the country.
He added that since vehicular traffic is the main stumbling block of travelers going to Naia, all passengers from Quezon City, Navotas City and nearby areas should be directed to proceed to Clark, going through the North Luzon Expressway (Nlex).
Diaz proposed providing police escorts for passengers on shuttle buses and other vehicles plying the Naia-Mindanao Avenue route, where traffic gridlock is common. From there, passengers can avail themselves of the Nlex direct to Clark.
He said this is only temporary, until the proposed link, a 17-kilometer long skyway between the Nlex and the South Luzon Expressway, is finished.
Those located in Metro Manila and the southern region could continue flying out of Naia.
Passengers from Mindanao and the Visayas bound for abroad could take domestic planes, such as those flying out of General Santos, Davao and Zamboanga, to go direct to Clark.
Legazpi and the Bicol region could be served by the Southern Luzon International Airport (SLIA) in Daraga, Albay, which was given P2 billion in additional funding so that it could be completed in 2014. Passengers in this region could go abroad, flying to Clark.
The transfer of aircraft operations from Naia to DMIA is inevitable and the only question now remaining is how soon the government would be able to implement it.
Already, the Manila International Airport Authority (Miaa) has denied the entry of more airlines into the Naia, and at the same time frozen the addition of flights since last year to remedy the congestion.
Honrado, during the same media forum, said applications by airlines from India and Pakistan to fly out of Naia had been rejected. They were told instead to operate at any of the country’s outlying airports.
The surge in the number of flights was attributed to the open-skies policy, the unprecedented growth of low cost carriers, and the aggressive stance of the tourism department with its “It’s More Fun in the Philippines” campaign.
“It’s a confluence of domestic and international flights that have contributed to the congestion at Naia,” Honrado said. He added that although the Naia has two runways, only one is considered for international use, and the other for domestic flights or for smaller aircraft. Its design prevents simultaneous operations.
Honrado said the government has conducted studies to determine if the present location of Naia could be expanded to include a parallel runway.
The result is that the government would have to expand the current 420 hectares all the way to Muntinlupa, gobbling up the subdivisions of Merville and Moonwalk and the nearby housing subdivisions.
“This would affect 10,000 families and expropriating their properties would be too expensive for the government,” Honrado said.
He added that using Sangley Point as the alternate international airport was rejected because of the need to reclaim a large swatch of Manila Bay, that would include expropriating land as far as Baclaran.
“Wala na talagang solusyon kaya sa Clark, dun na talaga ang punta natin,” Honrado said, adding that this is the best choice since 2,000 hectares are available there for aviation use, in contrast to the 410 hectares of the Naia. He added that the Clark Development Corp. has a total disposable area of 43,000 hectares.
The present world standards are two parallel runways that could be used simultaneously, one for continuous landing and the other for continuous takeoff.
If this is adopted by the Naia, Honrado said the government would have to create another 3-kilometer long runway, separated by 2 kilometers of space at the center for the passenger terminal, hence the need to expropriate all the subdivisions south of the Naia.
“We looked at the other solutions and a transfer to Clark is the fastest and the least expensive.”
He said another point of discussion, once a transfer to DMIA has been finalized, is to determine how the two airport systems would function. Would Naia be left behind as a purely domestic airport, while DMIA is used exclusively for international operations, or vice versa?
Honrado cited the experience of Japan, when it left behind Haneda in the heart of Tokyo, and opened Narita, one hour away by car. He said it took 20 years before Narita was connected by high-speed train to Metropolitan Tokyo. Meanwhile, Japan retained Haneda for domestic use and is now also utilized for international flights by Japan Airlines and All Nippon Airways.
In the case of Korea, the Miaa chief said Incheon International Airport was constructed to ease congestion at the Gimpo International Airport (GIA), the former main international airport for Seoul and South Korea. Incheon is now the largest airport in South Korea, the primary airport serving the Seoul national capital area, and one of the largest and busiest airports in the world.
GIA now serves mostly domestic destinations, plus shuttle flights to Beijing, Osaka-Kansai, Shanghai-Honggiao, Tokyo-Haneda and limited service to Nagoya and Tsushima.
Honrado used both Haneda and Gimpo as examples to what awaits the Naia when DMIA becomes a major hub for Luzon.

North International Airport is such a Manila-centric name. It's North of Manila, but not for us living in Central Luzon and Northern Luzon.
Why not just give it a name that is not Manila-dependent. I go for Pampanga International Airport.

ANGELES CITY -- Mayor Edgardo “EdPam” Pamintuan said Tuesday his administration’s priority now is the repair and upgrading of roads particularly those leading to the new City College.
During the regular “Kapihan with EdPam,” the mayor said it is of outmost importance that vital roads leading to the City College which is under construction and nearing completion, be repaired and upgraded as classes in schools open in June.
“Our priority now is the repair of roads and avenues leading to the City College. Masyado ng maraming sira at bako-bako pa. The estimated pedestrian traffic in such roads like Kalayaan and Arayat is around 4,000 per day. Kahit malinis ang paligid doon ay nagko-cause ng inconvenience ang mga daan sa ating mga motorist at mamamayan,” he said.
Pamintuan added that such roads, including those in nearby vicinities like Lourdes North West, would be included in the planned priority repairs and upgrades.
“We have allotted about P30 million for the road repairs in these neglected areas. The work plan also includes construction of drainage systems and other related infrastructure to address the concern. This is of utmost importance and needs urgent attention,” said Pamintuan.

CLARK FREEPORT – “We are glad to be a part of the opportunity to improve leisure and business in Clark.”
Thus said Wilson Yam, regional manager of Dragonair, in his speech at the send-off ceremonies of the airline’s inaugural flight to Hong Kong via Clark International Airport on Tuesday.
Dragonair is a wholly-owned subsidiary of Cathay Pacific Airways.
The daily Clark-Hong Kong trips will bring to 56 the total number of flights of Dragonair in the country.
In 2008, Dragonair launched its Manila-Hong Kong flights.
Yam stressed that they had remained confident of the market in the Philippines and the world despite the recent global recession that affected the airline industry.
Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano said “this is a momentous event in the life of the Clark International Airport, to have been chosen the second destination in the Philippines of the renowned airline, although young in history has achieved what no airline has.”
“Dragonair, you come at an opportune time to Clark. Today domestic and international flights, now at the rate of 300 flight movements a week cloud over the skies.
In the first five months of 2012, passenger volume has grown by 50 percent over the same period last year, and we are all well on our way to receiving towards the end of the year the 5th million passenger that passed this airport since the start of passenger flights in November of 2003,” said Luciano.
He was joined by Department of Tourism (DOT) Assistant Sec. Benito Bengzon, DOT regional Director Ronnie Tiotuico and Clark Development Corp. (CDC) President and CEO Eduardo Oban Jr. in the ceremonies.
For his part, Bengzon said the new flights of Dragonair will help realize the five-year tourism development plan of President Aquino.
He disclosed at least 112,000 people travelled from Hong Kong to the country in 2011. In the first three months of 2012, he added, there are 30,000 tourists, “a modest increase of three percent.”
Dragonair is a Hong Kong-based airline operating a fleet of 35 passenger aircraft and serving 38 regional destinations, including 19 cities in Mainland China.

“I have not witnessed a flag day with a formal program like this that’s why I was inspired by the invitation,” said Regional Director (RD) Dr. Isabelita M. Borres of the Department of Education (DepEd) III during her keynote speech at the National Flag Day celebration led by Mayor Oscar S. Rodriguez at the Heroes Hall on Monday (May 28, 2012). The said commemoration was attended by different government agencies, organizations and civic groups.
“We will stand united as we move forward to welcome all reforms of our present leadership [with] daang matuwid or good governance translated to all of us by Mayor Rodriguez,” added Borres.
The National Flag Day is celebrated on the 28th day of May of every year to commemorate the date when the Philippine flag was first unfurled after the Philippine Revolutionary Army defeated the Spanish forces in the Battle of Alapan in 1898.
The celebration starts from May 28 until June 12, the Philippine Independence Day. All Filipinos are then encouraged to display the Philippine flag in all offices, agencies and instruments of government, business establishments, schools and private homes throughout this period provided that they abide the law governing its proper use and display, as mandated by Republic Act 8491 (The Flag and Heraldic Code of the Philippines).
The said activity coincides with the 7th agenda of Mayor Oca, the “Mayamang Kasaysayan at Kultura, Pagyabungin Pa”. The mayor said, “Our flag symbolizes patriotism, our culture, our beloved country. When we care for our flag, we feel the sense of pride --- pride of being a Filipino, being a countryman and most of all, being a Fernandino. We take pride to our revolutionaries who fought for our freedom. This is a very meaningful event that signifies the sovereignty of the Filipino people.”

The Department of Foreign Affairs (DFA) today announced that its new consular offices would follow mall schedules to allow applicants to have their passports processed or released even after office hours from Mondays to Sundays.
This was announced by Secretary of Foreign Affairs Albert F. Del Rosario during the inauguration on Tuesday, May 29 2012, of the new DFA office in San Fernando, Pampanga.
Located at the Robinsons Starmills in San Fernando, the 995-square meter facility is the second of several passport offices that the DFA will open in shopping malls nationwide under Public-Private Partnership arrangements. The first, DFA Cebu, was opened in February at the Pacific Mall in Mandaue.
“What we have here in Robinsons Starmills is a first-class facility that offers first-class services to our kababayans, especially overseas workers, not only from Pampanga and the other provinces of the region but Metro Manila and other parts of Northern Luzon as well,” Secretary del Rosario said in remarks delivered for him by Undersecretary for Administration Rafael E. Seguis.
“More than anything else, it is the compulsion to serve the public better that made us make this happen,” the Secretary said. “What we envision with the relocation of our consular offices to shopping malls is a DFA that would be able to provide fast and efficient services to our people in settings that offer them both comfort and convenience.”
“To further improve our services, our regional offices will be open during mall hours, Mondays to Saturdays. With this, applicants need not take the entire day off like they do now just to apply for their passports. Applicants now have the option to do this after office or school hours or even on Saturdays,” the Secretary added.
According to the Foreign Affairs chief, passport offices that would be hosted in malls belonging to Pacific Mall, Robinsons Land Corporation, Ayala Land Corporation, and SM Prime Holdings will be open from 10 a.m. to 8 p.m. from Mondays to Saturdays not only to process new applications and renewals but also to release passports. He said DFA offices in the said shopping centers will also be open half day on Sundays but only to allow applicants to personally claim their passports.
“But even with these changes for the better, passport fees will remain the same: P950 for regular processing and P1,200 for expedited processing. These are the amounts all applicants are required to pay, nothing more, for the kind of service we are now extending,” he said.
The inauguration of DFA San Fernando comes six months after the DFA and Robinsons Land formally entered into arrangements for the transfer and hosting of the main consular office for Region III that was previously located at the City Transport Terminal. The arrangements with Robinsons Land will allow the DFA to save more than P233 million in operational and other costs over ten years.
Aside from Robinsons Land Corporation, the DFA also entered into Public-Private Partnership arrangements with Pacific Mall Corporation, Ayala Land Incorporated, and SM Prime Holdings for the hosting of other consular offices in Angeles, Bacolod, Baguio; Batangas, Davao, Dumaguete, General Santos; Iloilo; Laoag; Lipa; Mandaluyong; Manila; Quezon City; and Tacloban.
“As a result of the Public-Private Partnership arrangements we initiated, the DFA will be able to save the government a total of P1.04 billion in operating costs in the next 10 years. The savings cover an initial 16 consular offices across the country that would occupy more than 7,000 square meters of prime space in DFA partner malls,” Secretary del Rosario said.
The Secretary said the DFA expects to generate more savings once it concludes negotiations with its private sector partners for the hosting of its remaining consular offices. He said the DFA wants all its existing consular offices in the provinces to be serving the public in shopping malls in major cities nationwide by 2014.

The restoration of Pamintuan Mansion, I think, is more in line with the Mayor's wish for Sto. Rosario to be officially declared a heritage zone, like the one in San Fernando along Consunji St.
In fact, a Museo ning Angeles insider told me that they are worried na because of the restoration, baka di makapagparticipate ang Angeles sa flag-raising rites... meaning, the restoration was undertaken by the City Government independent from the Independence Day celebration.

I hope na yung al fresco dining area ay hanggang 12 midnight pa rin.
sana magkaroon ng parang MOA Arena yung SM Clark! Para dun magconcert ang mga bigatin din na international stars haha, asa pa.

Actually, the whole area including the al-fresco area will be closed down to give way for the expansion. I think they will move it to the other side of the expansion. Let's hope so.

Ledda, City of San Fernando Mayor Oscar S. Rodriguez, General Manager for Commercial Center Division Arlene Magtibay representing Robinsons Land Corporation President Frederick D. Go, Pampanga Board Member Monina Monz Laus, DFA San Fernando's Mr. Arturo V. Romua and Robinsons Land Corporation Property Management Group Vice President Tommy Lee O.
The 995-square meter facility is the second of several passport offices that the DFA will open in shopping malls nationwide under the Public-Private Partnership arrangements.
The first, DFA Cebu, was opened in February at the Pacific Mall in Mandaue.

The 995-square meter facility is the second of several passport offices that the DFA will open in shopping malls nationwide under the Public-Private Partnership arrangements.
The first, DFA Cebu, was opened in February at the Pacific Mall in Mandaue.

I personally resent this development. I feel that a residential district should be left as plainly residential. And with the upcoming rise of Best Western here, I could only shudder in disgust. I can only imagine worse traffic, noisier nights, crowded streets, influx of more immigrants, more crimes, and all else that comes with unsustainable and poorly designed urban development. Ang labas nito ay urban blight. Boo! How I miss the old, quieter years of the past =((

I can't imagine living right in the middle of crowded barangays. But then, I prefer living in crowded cosmopolitan barangays of Angeles like Balibago and Malabanas, than in the crowded decaying urban barangays of Angeles like San Nicolas, Lourdes Northwest, Pampang, Santa Trinidad, and Santa Teresita. :banana:
I think the best barangays to live in Angeles (based on balance between modernity and peacefulness) are Santo Rosario, Santo Domingo, San Jose (where Mayor EdPam lives!), Pulungbulu, and Cutcut.

Well, Malabañas didn't seem to be crowded a few years back. But there's been lots of development lately, it's almost bothersome. As for the cosmopolitan part, there used to be a point when our neighbors were mostly Americans. Heck, even our house used to be owned by Americans. Now, our neighbors are Japanese, Koreans, Australians, Europeans, (curiously) Nigerians, and people from elsewhere. Never a day passes by without encountering any of these people. It seems like Pinoys have become a minority group in this area LOL. I don't really mind the mixed population, but the congestion and rapid development of the place is scary. It doesn't even look half of what it looked like when I was a kid.

^^ On the contrary, Malabanas has always been the second-rate Balibago, in terms of a lot of things. The rapid urban development (due to their location being next to Clark), the boom of entertainment-related establishments. It has also always held the position of being the second most-populated barangay of Angeles from way back. (3rd most populated barangay is Cutcut, 1st is, of course, Balibago)

It's just that Balibago happens to be saturated already, so there's a spillover effect to nearby barangays, in this case, Malabañas. Even now, if we want to eat out or try international cuisine, we just walk to nearby Fields or Balibago. If any of the hotels in Don Juico offer some promos, we go get them. Malabañas, I think, is primarily a residential district, but that's not the case anymore. Change is good, but not when it means traffic, noise, and awful planning.

Angeles City Hall of Justice to be renamed after former SC chief justice

ANGELES CITY, Pampanga, April 27 (PIA) -- The Angeles City Hall of Justice is set to be renamed as the Jose Abad Santos Hall of Justice.
Jose Abad Santos, a Kapampangan, became chief justice of the Supreme Court (SC) in 1941.
In the recently concluded Metro Angeles Council on the Administration of Justice (MACAJ) monthly meeting, Regional Trial Court (RTC) executive judge Omar Viola also revealed that the statue of Jose Abad Santos in front of the Museo ng Angeles will be transferred to the Hall of Justice grounds, in which the Abad Santos family has agreed.
Viola also said that it will only take an en banc resolution from the Supreme Court for the renaming to take effect.
The first official flag ceremony to be held at the Jose Abad Santos Hall of Justice will be on April 30, Monday.

^^ Well, structure-wise, pwede. Pero ABC is raunchy and garish, with a pimp-like opulence that is almost off-putting: over-the-top decor, unrestrained design hysteria, plus a pool full of hookers. If you'd like your hotel to cater to travelers with better taste and who prefer discreet luxury, you wouldn't build it right next to a prostitute's haven, would you?

Angeles should maintain its claim as a Kapampangan territory, same way as Metro Cebu is firm in asserting itself as a territory of the Cebuanos.

The flood in Santo Entierro Street in Angeles dissipated fast. Kudos to EdPam for the flood control improvement which he made sure was completed during the summer. One thing I realized: floods can't really be prevented. But the rate at which they dissipate can be improved.
Several domestic flights bound for Manila had to be diverted to -- where else -- Clark, because of the heavy rainfall in Metro Manila. ;)

The name Baculud was changed to Bacolor when the Spaniards came to the place. It was recorded to have been the first capital of Pampanga for two centuries (1698 to 1904) before San Fernando was declared the capital town of the province in July 1904. During the British Occupation of the Philippines, when Manila fell to the British, it became capital of the exiled government of Governor General Simón de Anda y Salazar from October 6, 1762 to May 30, 1764. The provincial offices were temporarily moved to Factoria (now San Isidro, Nueva Ecija). It remained the former capital town of Pampanga until the provincial seat of government was transferred to neighboring City of San Fernando in 1904. Simon de Anda organized an army of natives with which he finally recaptured Manila from the British invaders. (This is wrong. mnemonick May 31st, 2012, 06:25 PM All six Middle East (ME) carriers flying out of Manila are willing to transfer to Clark in Pampanga if the government would offer to remove the common carriers tax (CCT) and the gross income tax (GIT), according to a foreign airline executive.
The CCT is 3 percent, while the GIT is 2.5 percent, whose total of 5.5 percent was found prohibitive by some European airlines that they have ceased direct connections to the Philippines.
The ME carriers’ combined capacity would reduce the congestion currently bugging the Ninoy Aquino International Airport (Naia) once they transferred to Clark, north of Manila, according to Romeo Estacio, assistant airport manager for Saudia Airlines.
At the same time, Onnie Nakpil, chairman of the Association of Southeast Asian Nations Airline Operators Council, said if the government was serious in the immediate transfer of foreign carriers to Clark, it should immediately construct an airport terminal capable of accommodating at least seven wide-body aircraft.
A separate cargo house is also needed to accommodate the estimated 500 to 1,000 tons of cargo that the ME carriers would discharge daily.
At present, the Diosdado Macapagal International Airport (DMIA) passenger terminal can only afford two parking slots for wide-body aircraft.
Estacio said the transfer of the ME carriers would effectively reduce Naia congestion by some 40 percent.
He made the comment in reaction to suggestions of Renato Diaz, a former Nueva Ecija congressman, that Clark Airport should be designated North International Airport, not as “alternate” international airport to cater to the needs of Northern Luzon and Central Luzon residents.
Estacio identified the other ME carriers as Etihad, Qatar, Emirates, Gulf Air and Kuwait Airlines.
He said Naia should be retained as a domestic airport like Haneda Airport in central Tokyo that is the hub of Japan Airlines and All Nippon Airways.
Diaz, a former Civil Aeronautics Board director, said international airlines could be persuaded to transfer to Clark since it does not charge the 3 percent common carriers tax and the 2.5 percent gross income tax.
The six ME carriers transport 70 percent of the estimated three to 3 to 3.5 million overseas Filipino workers (OFWs) in the Middle East, where many Filipinos work as engineers, nurses or hospital staff, accountants, workers in construction sites and restaurants and maids.

mnemonick May 31st, 2012, 06:47 PM STA. RITA -- Governor Lilia Pineda lead Thursday the groundbreaking of the P31-million road rehabilitation of Sta. Rita-Porac road, setting into action the four development works in the province.
Pineda was joined by Sta. Rita Mayor Yolanda Pineda and Porac Mayor Condralito dela Cruz during Thursday's groundbreaking ceremony at Barangays San Matias and Babo Sacan in Sta. Rita and Porac town, respectively.
The development works include the improvement and rehabilitation of the Sta. Rita-Porac Road Phase I (San Matias Section) at P8.2 million, Sta. Rita-Porac Road Phase III (Becuran-Diladila Section) at P8.9 million, Sta. Rita-Porac Road Phase VI (Pulung Santol Section) at P8.8 million, and the Sta. Rita-Porac Road Phase VII (Pulung Santol-Babo Sacan Section) at P5.7 million.
The projects cover some 2,820 linear meters of road at a funding of P31,925,526.
Pineda said the development works will finally put an end to the long problem of motorists and commuters here on the poor state of their roads that have been damaged by quarry trucks during the previous years.
The Sta. Rita-Porac road is a vital access route for motorists going to Angeles City and Clark Freeport and is a major road access to vast quarry deposits in Sta. Rita and Porac towns.
The two mayors thanked Pineda for the initiative, adding the development works will make travel time more efficient and will greatly benefit commercial activity for both towns.
“This new development will greatly help commuters and commercial vehicles in accessing towns in the western end of Pampanga. We are also set to implement strict monitoring of anti-overloading so as to protect the new roads from damage,” Mayor Pineda told Sun.Star Pampanga.
Mayor Dela Cruz, for his part, said the new development works will go well with their canalization works in various barangays traversed by the road.
“Commercial vehicles and commuters going through the Subic-Clark-Tarlac Expressway will find travel into our town more pleasant now with this new rehabilitation works initiated by our governor,” Dela Cruz said.
Initially, the Provincial Government of Pampanga earlier finished development works at the Sta. Rita-Porac road that include the Improvement and Rehabilitation of the Guagua-Sta. Rita-Porac road Phase II (San Matias-Becuran Section), Guagua-Sta. Rita-Porac road Phase IV (Diladila Section) and the Guagua-Sta. Rita-Porac road Phase V (Diladila –Pulung Santol Section).
The said road projects have all been completed as of April 30, 2011 according to the records obtained from the Office of the Provincial Engineer.
The said projects cover some 2, 255.70 linear meters of road at a total cost of P25,917,466.42.

Kase mas pinaniniwalaan nila yung Bulacan airport ni wala pang blueprint kesa sa existing na dipa na fully utilized sa Pampanga. :lol: Di matanggap na mapag iiwanan sila ng central at northern Luzon

Yung existing terminal may expansion. May CAD presentation kase yung brother-in-law ko para sa expansion ng terminal sideline nya sa contractor na gagawa ng terminal. Hinihingi ko nga para ma post sana dito sa forum kaso dipa raw pwede i disclose. :nuts:. pero expansion nya ay sa right side kung papasok ka ng terminal.
Di na mapipigilan pag asenso ng Pampanga province :cheers:

so pinost namin ang pic ng newly renovated Angeles City Hall of Justice na ito sa Facebook... at napag-usapan dun how the Angeles City Hall itself has been left behind in terms of architecture, especially now that it is sandwiched between two beautifully made buildings: Marquee Mall and the Hall of Justice.
Pati si Ed Pamintuan (or his rep?) ay napa-comment tuloy ahaha. Here's what he said:
Just a reminder to everyone, our city hall was built in the early 90s and finished in late 90s with as usual, measly govt funds cuz we were still reeling from the eruption of mt pinatubo at that time. It just so happened that our city hall was sandwiched between 2 grand buildings. the hall of justice was built with WORLD BANK FUNDS lent to the SUPREME COURT as one of 4 pilot model halls of the juduciary in the philippines.. While MARQUEE MALL, was built by a privately owned company, AYALA. In due time, once the more important infrastructure such as the city college, roads and drainage, renal care center and the hospital are finished,then we can renovate or build the city hall.
By the way,it was former cj corona who promised me in 2010 right after i took over as mayor,that it will be finished by 2012.. Why? I was complaining because work at that time was stopped..thats the time i learned that worldbank is the source of the funds.

Some college friends and I drove to Pampanga last weekend for a much-needed breather. I personally prepared an itinerary for an overnight trip which would allow us to maximize our very short break and satisfy our gastronomic cravings, half-hoping that we could just stay put and unwind at the farm. It relieved me to know that my friends shared the same feeling, so we ended up enjoying a very peaceful and relaxing weekend. :)

We left Manila at 8.30am and found ourselves entering the gates of Abe's Farm at Brgy. Ayala in Magalang, Pampanga at 10 in the morning, two hours earlier than scheduled. What welcomed us was a very nice gate that concealed what seemed to be a secret garden. The farm was located near the foot of Mt. Arayat therefore it was a little cooler than the rest of Pampanga. The greenery contributed much in staging an atmosphere that is perfect for rest and relaxation.

Abe's Farm Lobby
Abe's Farm is owned and run by the famed LJC Group, the same group which operates some of my all-time favorite restaurants in the Metro - Abe and Larry's, specifically. LJC has been given much credit in the local food industry for making good food and fine dining accessible, and also for bringing back Malate's old charm when they established Cafe Adriatico.
The interiors of the main house was very Filipino, albeit hinting a little Mediterranean feel here and there with the pop of some colorful furniture. I've always had a thing for chairs and mismatched furniture so the interior design really worked for me.

Scattered all over the place are very interesting antique pieces and works of art by LJC himself, but what was an ongoing theme was the use of natural materials which contributed to the farm's very natural feel. The area that our group reserved for our meals was at the veranda, overlooking the pool.

The smaller hut
The huts didn't have proper walls, but had air conditioning. Colorful Malong fabrics were used as walls instead so at night, when the lights were turned on, our silhouettes can be seen from outside. The huts did not have individual wash rooms so we had to go out whenever nature calls for us to do so. It got especially scary that night when the rain started pouring hard and when the power died. Good times!

Most people would head to the South for weekend trips (usually to Tagaytay or Batangas mainly for proximity) but I suggest you also try the North as an alternative. If you're looking for a weekend place that offers good food and stress relief, Abe's Farm is the place. The drive is only an hour to an hour and a half with very light traffic and more importantly, it's quite affordable. We only paid roughly Php1,250 each for our overnight Ifugao lodging, which included our breakfast. Not bad, eh? :)

The worldwide rapture scare was supposedly scheduled on the 21st of May, and on that day when many others decided to max out their credit cards, my friends and I lived our lives to the fullest a decided to EAT. What a way to end a lifetime. :)
According to Gearl, a very good and respected history professor in our alma mater who was also my professor in my Rizal class, once mentioned that the reason why food is so delectable in Pampanga is because when the Spaniards conquered Manila, they drove away the Maharlikas (royal families) to the city's outskirts, bringing with them the recipes of really good food. Makes sense because Pampanga is very near the Metro, just 40 minutes away in fact (maybe less for the fast and the furious).
We had our first Kapampangan meal at Abe's Farm. These are also available at Abe's (there's one in Trinoma Mall and another at Serendra) but we decided to see what the farm had to offer.

After checking out the next day, we drove to San Fernando City for lunch at Everybody's Cafe. The restaurant supposedly serves authentic Kapampangan food, again in turo-turo style. We weren't given menus so again, we over-ordered and the final bill surprised us. We never learn. :p
Taking photos of the turo-turo counter was prohibited. I didn't bother to ask why. The dining area was decent but a little blah for the price we paid for.

Some lessons learned during our Kapampangan Food Trip:
Always ask how much.
Ask what it is you are ordering exactly.
Don't be overwhelmed by the amount of food.
Order only what you can eat.
Most importantly, always have awesome dining buddies by your side! ^_^
To sum up, Kapampangan food will always have a special place in my heart because I'm a major Maharlika at heart. Pampanga has so much to offer and it's a good thing that XPGMA decided to funnel much of the taxpayers' money to Pampanga's infrastructure, making traveling a breeze for our happy feet. Life is good at the Pampanga Food Imperium! ^_^

This segment of the Philippines Experience videos offers more of the community view of life overseas for many of us who shared years at Clark Air Base, in Pampanga Province, Republic of the Philippines.

But the last July 4th celebration in 1990 at Clark Air Base somehow seems extra special. How I ended up capturing these images on tape, instead of sweating over a Bar‘B’Que pit and a beer is purely by chance. When we consider the events that unfolded in the eleven months following our 1990 celebration of America’s 214th birthday, we might realize just how special that last year in paradise really was to us all.
Along the 4th of July parade with fireworks, I’ve included scenes of the various DOD schools that served countless youngsters and staff over the years. The clubs are pictured once again, with scenes of Clark’s popular golf course. I hope to include shots of the new 36-hole course, and the transformed Chambers Hall to formal 5-Star hotel status in your next video treasure.
Rounding out this feature, you'll view scenes of Clark’s ill-fated ZOO of the delightful creatures that kept so many family members entertained during our tour of duty.

Along the 4th of July parade with fireworks, I’ve included scenes of the various DOD schools that served countless youngsters and staff over the years. The clubs are pictured once again, with scenes of Clark’s popular golf course. I hope to include shots of the new 36-hole course, and the transformed Chambers Hall to formal 5-Star hotel status in your next video treasure.
Rounding out this feature, you'll view scenes of Clark’s ill-fated ZOO of the delightful creatures that kept so many family members entertained during our tour of duty.
I close with few aerial scenes of the massive airfield, recorded high above the once-breathtaking 13th Air Force Medical Center.
That facility and its staff saved so many of us over the years,theater conflicts not withstanding...

oo nakita ko ang SMSF. wasnt interested in taking a pic kasi ganun pa rin naman (atsaka ang init kanina! sobra). pero ngayon ko lang sya naexperience upclose. i mean really? parang ang sikip na dun. imagine the traffic when this SM opens. baka maging parang Quiapo na ang downtown SF niyan. parang there are a hundred of other nearby sites they could have erected this SM in, but why there??

I see some midrise construction happening in Diamond Subdivision in Balibago. Not sure what it is, as I only the construction from faraway (McArthur Hiway).

mnemonick June 2nd, 2012, 02:48 PM CITY OF SAN FERNANDO -- The sectoral committee for infrastructure development (SCID) of the Regional Development Council (RDC) in Central Luzon “strongly endorsed”, and vowed to prioritize the construction and development of coastal roads linking Bulacan, Pampanga and Bataan.
SCID chairman and Bulacan Governor Wilhemino Sy-Alvarado said the motion raised by Balanga City Mayor Jose Enrique Garcia III merited immediate attention and endorsement since [B]the construction of the coastal roads from Calumpit to Lubao is part of the 25-year development plan.
It can be recalled that a similar scheme has been broached early last year by Pampanga Governor Lilia Pineda and Second District Representative Gloria Macapagal-Arroyo and similarly been included in the province’s development plan which notes the coastal roads would spur development in Libao, Sasmuan, Macabebe, Masantol and part of Minalin.
“We are strongly endorsing it and draft the necessary resolution of support. As far as I know, there has already been a feasibility study on that since it is part of the 25-year development plan of the past administrations. All it needs now is revisiting the proposal because the coastal roads would definitely bring development in areas of Bulacan and Pampanga as well as Bataan where they would traverse,” said Sy-Alvarado.
“It is actually what they did in Cavite. Look at how fast communities and business grew along their renowned coastal road. They veered away from center points and moved outwards to coastal areas before focusing on main inner areas. It will facilitate the transport of goods from the west --that is Bataan and Pampanga -- to south like Bulacan And Manila and vice versa. Aside from that, it will cut travel time by as much as two hours. Sana lang it would be realized during our time,” he added.
Sy-Alvarado also told Sun.Star Pampanga that the SCID will formalize its endorsement and resolution seeking to fast track the construction of the stalled North Rail project, citing its importance to the Clark Freeport and linkages to Metro Manila.

GGLC started to construct late 2010. this is a 7year project naka 2year na sila so 5years to go na lng :-)
This is a mega project it is worth waiting for nakakagulat nga na 200K workforce will generate on this project alone.
Megaworld sana matuloy sana wag na pakialaman ng Malacanang nagkaroon kasi ng isyu b4 na inapprove ni remollo ang megaworld ng hndi pinapaalam kay pnoy kaya inalis niya sa pwesto kht magaling siya.
meron ng Resorts Worlds Manila near NAIA Terminal 3. ang gusto ko gawin ng megaworld dito un ginawa nila sa EASTWOOD CITY LIBIS.

I maybe very young then, but i remember this too well, how we crossed Abacan on these footbridges, how Dau-Angeles Jeeps take a detour in Hensonville to be able to "drive thru" that mudflow.....hopefully, these will remain only as memories forever :)

CLARK FREEPORT -- The Metrojet Engineering Clark is set to inaugurate its maintenance, repair and overhaul (MRO) facility inside the Clark International Airport tomorrow, Tuesday.
The 40,000-square-feet facility will offer the same aircraft maintenance services and support currently enjoyed in Hong Kong.
Metrojet will also expand the range of services to include avionics upgrades, interior refurbishment, and exterior paintwork for aircraft.
“Metrojet’s decision to locate in Clark is another significant milestone for Clark, coming on the heels of our recent inaugurals of new international and domestic from Clark,” Clark International Airport Corporation president Victor Jose I. Luciano said.
Metrojet, being Asia’s largest fixed-based operations for corporate jets and belonging to one of Honk Kong’s leading businesses, the Kadoorie Group, owners of China Light and Power Company and The Peninsula Chain of Hotels, opened opportunities for leaders in business and government, industrialists, international celebrities to lease or own their choice of preferred corporate jets in Clark.
Metrojet Engineering Clark is the first overseas venture for the company and marks the beginning of an international expansion program.
Metrojet has been presented recently with the Flight Safety Foundation Business Aviation Meritorious Service Award at the 57th Corporate Aviation Safety Seminar 2012 in San Antonio. Ngeeh jogging nlang ako kesa threadmill then bili ng real bike. i love biking ang ganda ng mountain bike ko 1year palang bago kahit saan nakakarating ako using bike then nung march i watch intl fireworks festival sa sm mall of asia iniwan ko un bike sa parking double lock na ayun pagbalik ko wala na ninakaw. my goodness pangalawa bike ko na to na ninakaw. ganito na ba kahirap ang buhay kinukuha na lang bigla ang pinaghirapan ng isang tao. Lesson learn yan mga cabalen wag nio lang kung saan saan iwan ang bike,motor,car nio para safe lagi sa mga kawatan.

On a side-note, Holy Angel has now a campus-wide Wi-Fi connection.

STA. RITA -- Governor Lilia Pineda has ordered a study for the construction of a dam facility here that will serve the irrigation needs of local farmers and protect other towns from flooding during the rainy seasons.
Pineda made this announcement during a consultative meeting with local farmers of Barangay San Basilio, where the dam is expected to be constructed.
The dam project is seen as a long-term solution to the irrigation needs of barangays Gasak, San Basilio, Diladila, San Jose and San Matias.
Sta. Rita is a predominantly agricultural town with farmers depending on surface and underground water supply for irrigation.
Pineda said the dam once constructed will be able to harness the stream tributaries that flow into the Sapang Balen River.
“Water has been a constant problem for our farmers. With this project, we can address the problem on irrigation and cut the cost on irrigation funding,” Pineda told farmers.
Pineda added that the dam will also serve to protect the town proper from flood water. The streams and main river of this town are the main tributaries of the Betis River that flows into Guagua town.
Pineda said other neighboring towns of Sta. Rita will also be protected by the dam project from flooding.
The governor has tasked the study on the proper location of the dam, with the help of local farmers, adding the Provincial Government will implement the project in coordination with the national government for proper funding.

Hay nako tama ka dyan naiinis din kami sa setup. When I was still studying it's annoying that you had to exit the main campus grounds just to get to the other buildings with the security checks and all.

Yung AUF meron nung 2 course, oo nga, na off ako sa Doctor kasi matagal nga nung inexplain sakin, parang di ko kayang hintayin.....kaya Engineering nalang, 5 years lang :lol:

The directress Dr. Juliet Mallari has been pushing for a University Town to develop around UPDEP (UP Diliman extension program in Pampanga), kaso nasa sabbatical siya ngayon.
some students, esp those from student council are calling for the autonomy of UP Clark from UP Diliman, and call it UP Central Luzon (or UP Gitnang Luzon). But it's not getting support from students mainly because, with the current status of UP Clark, graduates of its campus are still considered UP Diliman graduates. Pati sa diploma ay UP Diliman nakalagay.
i spent my first year in college in UP Clark by the way. A year after, I transferred to Diliman.

Clark is Angeles/Mabalacat. Originally, it was just Angeles pa nga. of course, there was a time when anything beyond Abacan River (Balibago, etc.) belonged to Mabalacat instead of Angeles, but it's unfair to say "Clark ay dating sakop ng Mabalacat".
Today, the used portion of it = 3/5 in Mabalacat, 2/5 in Angeles.
But if you read the senate bill about Clark, Clark occupies territories of: Angeles, Mabalacat, Porac, Bamban, and even Capas.

mnemonick June 5th, 2012, 03:16 PM ^^ students pala mismo ang may ayaw cause of the UP Diliman certificate prestige.....but its still UP imo, kahit saang lugar pa, they are all admitted through UPCAT and makapasa lang dun ay isang malaking prestige na.....dapat na gawin if ever na matuloy ang UP Autonomy sa Pampanga e, yung mga present students, under parin sa Diliman, simulan ang pagbabago sa mga darating na first year and explain sa kanila ang changes, if they don't agree, e di dun sila mag freshmen sa Diliman, as simple as that....

You're right! They should definitely build maybe a good school/university there! I usually get sand in my eyes when passing by that area.

Under the SCAD SCoLUP Study that I have been discussing in Agyu Tamu! Atbp articles, great things are in store for Mabalacat which is a major component of the Metro-Clark Area (MCA), like Angeles City, San Fernando City, and Bamban of Tarlac.
I had discussed in past articles the bright prospects for Angeles City as envisioned in the SCoLUP Study, and I will now talk about what the Study has envisioned for Mabalacat.
But first a statement of certain technical data or important facts about Mabalacat. With its land area of 15,262 hectares, Mabalacat constitutes seven (7%) percent of the total land area of Pampanga; it is more than d\twice the land area of Angeles City which has only 6,217.37 hectares. Of Mabalacat’s total land area, about 7370 hectares are agricultural lands; of these only some 2860 hectares (or about 38.9%) are productive while some 4500 hectares (or 61%) are under-utilized. About 2445 hectares of the productive areas are planted to crops; 615 hectares are for fishpond; some 88 hectares, for livestock; and 320 hectares, for pasture grazing.
Rice is the most dominant crop, with 900 hectares or 38% of the productive areas being devoted to rice production; sugarcane is the second most important crop, with some 500 hectares devoted to it; the soil characteristics of lahar are best suited to sugarcane. Root crops, cassava and camote occupy almost 400 hectares; while orchards (mangoes and tropical fruits), 170 hectares.
Mabalacat has the great fortune that some 4200 hectares of its land areas are situated inside the fenced 4440-hectare of the Clark Freeport Zone (thereby constituting nearly 95% of the whole economic Freeport zone; also some 4000 hectares of the 34,000 hectares of the Clark sub-zone across the Sacobia River (the whole area was declared Clark Special Economic Zone under Republic Act No. 9400) form part of Mabalacat’s land area. No other town in Pampanga or any province in Central Luzon has had such great fortune or enjoys such great economic advantage and immeasurable opportunities for growth and development.
With the planned road systems and infrastructure/utilities for the MCA, such as those mentioned in last weeks Agyu Tamu article, movement of goods and services within and around Mabalacat and from there to outside towns and cities will be facilitated. Mabalacat’s productive and manufacturing and industrial capacities, its trade and commerce, and social and development programs will naturally create volume in population, products, services, and traffic.
The proposed Central Business District (CBD) in Mabalacat will generate traffic along the municipality’s major roads; road projects that would improve circulation within the CBD and improve its linkages to other urban centers must be encouraged, e.g. the Panday Pira road project, access road from MacArthur Hi-way to CBD, etc. Creation of programs that would encourage development of the industrial sector must deserve serious attention; the eco-tourism potentials of the upland areas should be harnessed. It is important to initiate action to identify/develop a network of parks that ca be inter-connected as a park system or parkway that ca be developed as green corridors in the future; the ideal location for park system are riverbanks of which there are plentiful in Mabalacat, particularly in Sacobia.
I can see a time when Mabalacat is the most progressive town (or City!) in the whole Central Luzon, given the great treasures it now holds.

wrong. you cant simply "choose" to be in Diliman.
Diliman is the flagship campus, and it is harder to get into, kaya students prefer to have Diliman in their diplomas. it's a status symbol.
kahit pumasa ka ng UPCAT, may isusulat ka doon na "first choice" at "second choice." applicants usually put UP Diliman in their first choice of campus, but then di sila nakakapasa, and end up in their second choice of campus.
I myself applied UP Diliman first choice, but ended up UP Pampanga. Ako naman e walang pakialam sa status status. I aimed for UP Diliman because I prefer its grand environment, I wanted to taste living away from family outside the province, and Diliman offers a lot of courses. (UP Clark only offers three courses: Econ, Psych, and Business Management).
the only way for UP Clark to become autonomous is to prepare a grand master plan for its conversion. more courses. more facilities. more perks. etc. that will make it more acceptable to students.
personally, i dont like the present location of UP Clark. it's so isolated. either bring it closer to places with denser population, or build some life around it.
sisigman June 5th, 2012, 03:51 PM ^^ just to add, there are currently two UPs in Central Luzon... one in Clark (Pampanga), and one in Baler (Aurora). galing na ko dun sa Aurora campus one time. medyo maliit pa at maliit pa lang population. but it has a very nice environment since, well, Aurora yun. you can even hear the Pacific Ocean waves early in the morning. that's what makes it a future attraction.
UP Pampanga naman... well, Clark offers the best environment. The lush greenery and the tahimik atmosphere. it's the characteristic of most, if not all UPs. just look at UP Los Banos, UP Baguio, UP Diliman, and even UP Miag-ao (Visayas/Iloilo). UP Manila lang ata yung di pinalad sa environment.
If UP Pampanga will be transferred to San Fernando, I don't think it has any environment that can match that of Clark.
