Romero said that with the ongoing SCID moves to link road networks via the Subic-Clark-Tarlac Expressway, the Tarlac-Pangasinan-La Union Expressway and the planned Tarlac-Casiguran Expressway, the “backdoor” Capas-Botolan Road, which will traverse through Angeles City and other Pampanga towns like Floridablanca, Porac and Sta. Rita, there would be a new access to tourism sites in the two provinces, as well as a new corridor for development.


I dont get it... Capas and Botolan are side by side... how can this traverse through Angeles, Porac, Sta. Rita, and Florida?

That won't be called Capas-Botolan road na kung hanggang Florida pa yang Y junction na balak gawin, eh parang mas mahaba pa yung papuntang Florida kesa sa papuntang Botolan :lol:

ang isa pang pinagtatakhan ko, I think meron ng existing Capas-Botolan Road. Wala ba? yung dinadaanan from Sta. Juliana, Capas to the area near Pinatubo Crater Lake (which belongs to Botolan territory already)

why they dont come up with a good road para makadaan kahit ano uri ng sasakyan madami gusto pumunta jan pero hndi siya ganoon accesible sa ordinary vehicles. pagusapan dapat ito ng LGU ng Zambales,Tarlac,Pampanga in collaboration sa DPWH share sila sa gastos kaya yan. mababawi naman un nagastos sa turismo mas dadami pupunta :-)

The Acting Governor of Pampanga, Joseller Guiao, has declared a suspension of work in government offices and of classes in all schools in the province on Friday June 15, in commemoration of Pinatubo's 21st anniversary. HOWEVER, the suspension applies only to Pampanga, NOT Angeles City, which is a chartered city (meaning, it is administratively independent from Pampanga, unlike San Fernando, which is a component city or part of SinukwanFestival Pampanga). Meanwhile, the Angeles City Sangguniang Panlungsod has passed an ordinance also declaring a holiday on June 15, but it can take effect only with an Executive Order from President Aquino or with an act of Congress. According to the City Mayor's Office, the order from Malacanang is still being awaited. Until then, NO holiday for Angeles City and classes as usual for Holy Angel University on Friday. Please wait for further announcements.

for histourism/cultourism to be lucrative, the culture/history should be extraordinarily distinct, something that cannot be experienced almost elsewhere.

Angeles, I think, doesnt have that so far, but I will wait how EdPam and DOT go about this.

ANGELES CITY -- The local government is now promoting Angeles City's colorful history and culture, as well as its culinary arts, as tourist attractions.

Mayor Edgardo Pamintuan yesterday said during the celebration of the 114th Philippine independence at the old Pamintuan residence here that "if there is eco-tourism, perhaps we can also have 'his-tourism' and cul-tourism."

In light of this, Pamintuan is asking Tourism Secretary Ramon Jimenez, who graced the event, to support the tourism programs of the city government.

"Nais kong hikayatin ang ating kalihim na paglaanan ng pansin ang pagsisikap ng siyudad na pasiglahin lalo ang industriya ng turismo sa Angeles, hindi lamang bilang entertainment center kundi bilang siyudad na may mayamang kasaysayan at napakasarap na pagkain," Pamintuan said.

In his speech, Jimenez cited the historical value of the Pamintuan residence.

"Ang kalayaan ay simula, hindi ito wakas ng makabayang pagkilos. Ipinagdiriwang ang tagumpay ng mga taong malaya na. Nagmartsa sa harap ng bahay na ito ang mga rebolusyonaryo. Hindi pa nagpahinga ang ating mga kawal. Muling sumikat ang ating araw," Jimenez said

He added that the Philippines is the first democratic country in Asia.
In 1986, the Filipino people were able to regain freedom from dictatorship under the Marcos regime, Jimenez disclosed.

“Patuloy nating pinagtatanggol ang ating kalayaan laban sa mga sakim, corrupt sa lipunan. Ito ay simula, hindi katapusan ng kabayanihan laban sa mga ayaw sa matuwid at kabutihin,” he said.

The country is not yet free from poverty, according to Jimenez.
“Tuloy ang laban at pakikibaka,” he said.

CITY OF SAN FERNANDO — SM City Pampanga’s commemoration of the 114th Anniversary of the Philippine Independence was marked by the unveiling of a giant Philippine Flag made of capiz shells at the mall’s main building yesterday.

The 11-foot flag was made by renowned lantern maker Roland Quiambao from capiz shells (placuna placenta, also known as windowpane oyster) that are commonly used in making the world-famous San Fernando lanterns here during the Christmas Season.

Envoy pushes balance between Malaysian and PHL trade, tourism

KUALA LUMPUR – Philippine embassy officials here have initiated efforts to lure Malaysians to “take a second look” on the Philippines to “correct” investments and tourism imbalance between their two countries.

In an interview here, Philippine ambassador to Malaysia Eduardo Malaya noted that while the Philippines exports some $1 billion worth of goods to Malaysia, country’s Malaysian imports cost some $2.6 billion annually.

Also, latest statistics has indicated that for every 80,000 Malaysians who visit the Philippines, 486,000 Filipinos visit Malaysia, he said, adding that Filipino businessmen’s investments in Malaysia is about three times the amount of Malaysian investments in the Philippines.

“The Philippines is contributing to Malaysian tourism and economy in general,” he noted.

Malaya noted that “Filipinos come to Malaysia for shopping which is practically duty free. Also a lot of Filipinos have discovered Kota Kinabalu.”

“We really have to balance this,” he stressed, as he lauded AirAsia for launching flights between Clark Freeport and Kuala Lumpur.

AirAsia’s inaugural flight between the two destinations last Saturday, using its “extra long” Airbus 320.

Apparently, the full development of Clark International Airport as the country's premier gateway is saddled by -- you guessed it --- politics. Until the DOTC is under the rule of one vindictive and clueless secretary named Mar Roxas, advised as he were by the cruel and immature politics of one Abnoynoy Aquino, Clark International Airport will not take off to where it should be. Hint: If CIA were to succeed, then that would be an admission that Gloria Macapagal-Arroyo did something great, and that would just be a great inconvenience for the current administration that has done nothing but demonize the former president. Oh well.

So, you may rightly ask: What’s in a name? Well, if the airport in Parañaque had not been named after Ninoy Aquino and the one in Pampanga not called Diosdado Macapagal, we probably wouldn’t have any of these problems.

The immediate but politically unmentionable solution to easing congestion in Manila’s solitary airport runway, of course, has always been to allow more commercial and international flights to use Clark International Airport. There, that wasn’t so hard to say, now, wasn’t it?

Of course, for the officials of the Aquino administration—especially those running the Department of Transportation and Communications —it’s never easy to come out and just say that. Secretary Mar Roxas, whose appointment to what was once a thoroughly apolitical part of the bureaucracy has effectively forbidden the full use of Clark, would rather blame the airlines for scheduling flights during peak hours in Manila instead of spreading their takeoffs and landings at all hours of day and night to solve the problem.

The GT Radial - Circuit Showdown returned to the Clark International Speedway (CIS) in Pampanga last June 2, 2012 to stage the 4th leg of its 2012 season. 60 drivers signed up to put on their fastest lap in the Time Trial event, while 32 brave souls went wheel-to-wheel in the three Grid races. The high speed West Course was used once again in the six Time Trial Brackets and two Grid races. The main Grid A race, however, upped the ante and ran the full course in CIS.

Kaya pala wala kang makikitang mga Casino sa San Fernando. Tutol din siguro ang mga Fernandino sa Red light district kase wala ding mga yan.

Hindi ako pabor sa mga pasugalan pero pabor ako sa mga hotel. Masama ang sugal gaya nga ng nabanggit mo nakakasira ng buhay dahil ginagatasan lang ng mga gambling lord ang mga tao dahil wala kang panalo dyan.

Davao del Norte execs laud Pampanga gov for ‘remarkable’ local income

CITY OF SAN FERNANDO, Pampanga, June 14 (PIA) -- Delegates from the provincial government of Davao del Norte lauded the leadership of the Pampanga governor for the remarkable local income of the province through the quarry operations, tax collection, and the almost-complete tax mapping operations.

The delegates led by Provincial Planning and Development Officer Josie Jean Rabanoz said their group hah chosen Pampanga, through the leadership of Pampanga governor Lilia G. Pineda, as the benchmark for income generation in their province.

Rabanoz said their official visit to this province is part of the capacity development and interventions of Provincial Roads Management Facilities (PRMF) funded by Australian Government Aid Program (AustAid), wherein Davao del Norte is one of the 10 beneficiary-provinces.

I find it hard to believe that there are more FB users from Tarlac City than San Fernando, and that there are more FB users from Tarlac City than FB users from Angeles, which is not on the list :lol::lol::lol: Unless Angeles isnt one of those cities included in the sampling

^^ Even Olongapo City, currently the riches city in CL yet, Tarlac City had higher numbers of fb users than Olongapo :) Dapat talaga magiging HUC na ang Tarlac City, tinutulan lang ng mga Talaquenio kase ito mismo ang Capital ng Tarlac at nagiisang ciudad. Maapektuhan ang pondo ng lalawigan ng Tarlac pag naging huc ang Tarlac City.

^^ if Tarlac City wont be an HUC, maybe some Tarlac town can work on becoming the next city in Tarlac.

Something I noticed about the province of Tarlac: the first and second class towns in terms of income are mostly Kapampangan towns.

Hence, if there will be a next town in Tarlac to become a city, it might come from any of the Kapampangan Tarlaqueno towns... might be Concepcion or Capas. Bamban then will be sandwiched between Tarlac City and Metro Angeles, and maybe Bamban will be influenced to shape up.

ANGELES CITY, Pampanga, June 15 (PIA) -- A book on Kapampangan script or “Kulitan,” which is one of the various indigenous writing scripts in the Philippines, will be launched on Saturday, June 23 by the Holy Angel University (HAU) - Center for Kapampangan Studies (CKS).

I never knew Mabalacat's Our Lady of Grace Parish Church actually looks good inside. It was a pleasant surprise coming in, given that the church's immediate vicinity is dusty, smelly, and littered with garbage. Took the photo below a couple of days ago. CITY OF SAN FERNANDO—The Department of Public Works and Highways is demolishing 654 shanties built along the dikes of the mouth of Manila Bay in Pampanga and Bulacan provinces starting June 18 to ease floods and clear waterways there, an official said.
Antonio Molano Jr., DPWH director in Central Luzon, said due for demolition are 80 houses in Macabebe town and 562 houses in Masantol, both in Pampanga, and 12 houses in Hagonoy town in Bulacan.
Molano said the agency scheduled the demolition after the families received their third notice in May and consultations with village leaders, mayors and representatives of the Commission on Human Rights, Department of the Interior and Local Government, and Presidential Commission for the Urban Poor were finished.
Little resistance was expected because the DPWH went through due process, he said.
The families were not offered resettlements because they had been relocated during the implementation of the Pampanga Delta development project, which widened the mouth of the Manila Bay to 750 meters.
Molano said the removal of illegal structures complies with the order of the Supreme Court to various agencies in 2008 to clean the Manila Bay.
He said the DPWH had also deployed four dredgers to remove silt at the delta to hasten the flow of floodwater toward the bay. The DPWH and local government would next remove illegally built fish pens and ponds, he said.
A DPWH inventory also showed that 733 structures encroach on several waterways in Nueva Ecija province.
Region-wide, the agency identified 3,807 houses, factories and fish pens on waterways, which were seen to have slowed down the draining of floodwater triggered by strong rains dumped by Typhoons “Pedring” and “Quiel” last year. Tonette Orejas, Inquirer Central Luzon

AirAsia to hire 54 more pilots, cabin crews


CLARK FREEPORT – Low cost carrier Philippines’ AirAsia is set to hire 54 more workers, including 20 pilots and first officers, in preparation for the arrival of its two new Airbus A-320 at the end of the year.

In a phone interview on Thursday, AirAsia CEO Marianne Hontiveros said they had launched a massive campaign to inform prospective cabin crews, pilots and first officers about the hiring of additional personnel.

Hontiveros said the 60 percent Filipino-owned airline currently has 171 workers, 94 of whom are cabin crews, pilots and first officers.

“Our pilots and crews for Airplane 3 are now at the AirAsia Academy in Kuala Lumpur (Malaysia) for their training.

All AirAsia personnel train there to learn, especially the culture and ways of different nations,” said Hontiveros, referring to the third Airbus A-320 which is set to arrive in November.

“We are hiring for our fourth plane which is set to arrive in December,” she added.

Hontiveros on June 9 led Philippines’ AirAsia’s inaugural international flight to Kuala Lumpur via their hub in Clark.

Hontiveros announced on Wednesday that AirAsia will have regular flights from here to Hong Kong and to Macau starting July 19. She added that tickets sales have started on June 13 until June 19 for the flights to start on July 19.

To commemorate the twin launch, AirAsia is offering “all-in promo fare” of only P688 one way from Clark to Hong Kong and from only P588 one way from Clark to Macau. Tickets for this promo are available for flights up to January.

“These twin launches provide yet another opportunity for Filipinos to have access to Hong Kong and Macau’s attractions but more important for our OFW families here in Central and Northern Luzon where more than 30 percent of Overseas Filipino Workers (OFWs) came from to reconnect and bring their families closer more than ever through our low cost, high value travel fares,” Hontiveros said.

^^Palaki na ang aviation industry sa Pampanga. Hindi lang mga aircraft mechanics at technicians courses ang pwedeng magtrabaho sa aviation industry. I encourage people with engineering background to try aviation:

Mechanical Engrs. dealing with Turbines/Hydraulics/Pneumatics,gears, nuts and bolts of aircrafts

Electronics Engrs. dealing with electricals/electronics/communications and navigation of aircraft

3 years back, I was with one of the engineering instructors of HAU. Sinasama ko kasi sya to inspect our aircrafts base in Clark for radio inspections. Naikwento nya na mag start daw ng aviation courses like Aeronautical Engg. at aircraft mechanics ang HAU. I told him na maski EE/ECE/ME pedeng pwede sa aviation.

Unang basa ko kala ko Instructor ka dati sa HAU, kala ko tuloy naging teacher kita, nakasama mo lang pala sir hahahaha....

Anyway dami namin interested dati mag work sa Airport lalo na ako, especially nung nag take na kami ng Navigational Aids subject. Nag field trip pa kami nun sa Subic Airport for demo sa mga napagaaralan namin....I just don't know that time kung pano ang entry level pag dating sa mga Airports so I used the usual destination ng mga ECE after graduation hehehe.... He's also a BS Commerce graduate in HAU before taking up BS Law in Ateneo and Master of Laws in Harvard. He is the Dean of Ateneo Law School until recently (2004-2012)...Hope he assumes the position, another Kapampangan to be proud of :cheers:

Government 'may use' NLEx for Clark-Manila railway

CLARK FREEPORT – PLDT chairman Manuel V. Pangilinan recently said the government may align the proposed Clark-Manila dedicated railway system to the North Luzon Expressway (NLEx).

“Of course the government can use the NLEx,” Pangilinan said, adding that the state still owns the freeway.

However, Pangilinan said the railway track should be erected at the lateral portions and not in the middle of the expressway.

Additional costs and delay to the construction will arise if it crosses directly with the existing vehicular and pedestrian overpasses across the entire length of NLEx, said Pangilinan, who is chairman of the Metro Pacific Tollways Corporation, developer of NLEx and the Subic-Clark-Tarlac Expressway.

But Pangilinan said the dedicated train from Clark to Metro Manila will only have minimal and limited stops – near SM City North Edsa, Dimasalang, and Buendia.

If the project is realized, Pangilinan said it can bring passengers from Manila to Clark in less than an hour.

But he stressed that the people in Central Luzon also need a mass transport system like the NorthRail project, which was stopped due to several problems during the administration of then President Gloria Macapagal-Arroyo.

Pangilinan said the railways will cross several towns in Bulacan and Pampanga and would provide cheap transportation for people in Central Luzon.

He added the city will be decongested if there is an efficient railway system.

MVP pushes Clark as new intl airport

BUSINESS tycoon Manuel V. Pangilinan said the country needs a new international airport, citing flight delays and aircraft congestion at premier Ninoy Aquino International Airport (Naia) in Metro Manila.
“The country needs a new international airport. Clark [in Pampanga] is the best bet,” Pangilinan told a discussion with provincial journalists at Makati Shangri-La Hotel in Makati City last Thursday.

“I am a Capampangan [and that is why I support Clark],” he said earlier at a stockholders’ meeting of the Philippine Long Distance Telephone Co. at Dusit Thani Hotel, also in Makati City. Capampangan refers to a native of Pampanga province in Central Luzon.

Pangilinan, who traces his roots to Apalit town of Pampanga, voiced his backing for full development of Clark International Airport (CIA) in the province as the country’s next international airport when asked if he is still interested in investing in a former United States military base in Pampanga.

He offered no kind words on the state of Naia, describing its runway as “shake, rattle and roll when you land.”

Last year after emerging from a meeting of Metro Pacific Investments Corp., Pangilinan expressed interest in building a second terminal for CIA. He said he also wants to invest in a planned high-speed rail system from Clark to Manila, budget terminal and city air terminal.

Clark International Airport Corp. (Ciac) President and CEO Victor Jose Luciano had disclosed that a new budget terminal is being proposed to be constructed at CIA, in addition to an existing terminal and the second CIA terminal.

Luciano said the proposed budget terminal is estimated to cost P8 billion, with an annual capacity of 10 million passengers.

According to Pangilinan, “terminals are just the obvious sites at airports.” He said airports should also have a radar system and other necessary facilities and equipment.

While he saw the need for reliable airports, Pangilinan conceded, “I understand that not all of them could have sophisticated equipment.”

Festival to put Porac town in tourism map

PORAC — The committee chairperson of this year’s 1st Balas Festival said the event is expected to put Porac town into the tourism map of Central Luzon.

The event, according to Councilor Ludy Muli, is set to become a yearly activity that will not just market the rich sand deposits here as a tourism attraction but also project the town as an eco-tourism destination.

This came as the town celebrated its 1st Balas Festival over the weekend.

Muli told Sun.Star Pampanga that the festival also aims to draw attention to the rich sand deposits here that have become easy locations for filmmakers, as well as the other tourism destinations like Miyamit Falls and Porac Highlands.

“We hope to make the festival as our contribution in placing Porac into the tourism map. We want people to realize that Porac is not just about sand and that people can in fact see a lot of attractions here,” Muli added.

It could be remembered that in 2011, top government officials led 56 individuals in exploring a new 22-kilometer route that gives Pampanga an access to the famous Mt. Pinatubo crater.

Second district Representative Gloria Macapagal-Arroyo and Governor Lilia Pineda led the opening of a new route to Miyamit Falls, Mt. Pinatubo, and the Porac Highlands.

The new route is a dirt road that spans across Barangays Sapang Uwak, Villa Maria and Inararo.

The road crosses between ridges and even on top of steep mountain ranges in what could be an ambitious engineering accomplishment. It ends along a camping site on top of a hill that provides a view of Zambales and Tarlac. Mt. Pinatubo would only be a two-hour hike from the drop-off point.

Currently, people wanting to see the crater would take the Capas, Tarlac route via Barangay Patling.

Muli said the route, which has been developed by the Municipal Government of Porac, will become an alternative route for eco-tourism enthusiasts and hikers who would like to see the Mt. Pinatubo Crater Lake. (Ian Ocampo Flora)

Government 'may use' NLEx for Clark-Manila railway

CLARK FREEPORT – PLDT chairman Manuel V. Pangilinan recently said the government may align the proposed Clark-Manila dedicated railway system to the North Luzon Expressway (NLEx).

“Of course the government can use the NLEx,” Pangilinan said, adding that the state still owns the freeway.

However, Pangilinan said the railway track should be erected at the lateral portions and not in the middle of the expressway.

Additional costs and delay to the construction will arise if it crosses directly with the existing vehicular and pedestrian overpasses across the entire length of NLEx, said Pangilinan, who is chairman of the Metro Pacific Tollways Corporation, developer of NLEx and the Subic-Clark-Tarlac Expressway.

But Pangilinan said the dedicated train from Clark to Metro Manila will only have minimal and limited stops – near SM City North Edsa, Dimasalang, and Buendia.

If the project is realized, Pangilinan said it can bring passengers from Manila to Clark in less than an hour.

But he stressed that the people in Central Luzon also need a mass transport system like the NorthRail project, which was stopped due to several problems during the administration of then President Gloria Macapagal-Arroyo.

Pangilinan said the railways will cross several towns in Bulacan and Pampanga and would provide cheap transportation for people in Central Luzon.

He added the city will be decongested if there is an efficient railway system.

I understand that ultimately, only strong economic growth can secure Pampanga's future including the northern Luzon; and I understand that in global economy, we will only secure that growth by being competitive. Laying the foundations for building a strong, competitive economy for the longer term whilst delivering good projects for our kababayan not only in CL. Thankfully politicians noticed Clark and its potentials.

Those negatrolls in CIA thread expects impossible developments with their illogical mentality and they are hoping worse to happen on our beloved region.

The decades of slow development is over and the government was resolved to take the tough decisions that are in our kababayans collective long term interest and to see them through.

I am certain that the projects to a better future for all our kababayan from the north are already pouring in. :applause::okay:

So they will really integrate the 2 buildings eh? that would be huge and can really house a bowling alley and a skating rink...and 9 months construction is quite fast :cheers:

I recently passed by "the walking street" and a lot has changed since the last time i've been there (I rarely go there even if its just 10 mins away from us in Dau). Astig yung LCD Screen on the welcome arcs on both ends. Good thing they made it a walking only street since fields avenue is quite narrow para daanan ng mga bar hopping people and vehicles at the same time. For an instance, I thought I was in Phuket or Bali cause hoards of Caucasians/Japanese/Koreans were strolling there and most of the ladies inviting them to their club got some accents so I assume those girls were not from here. Even if I got a cam, I don't have the guts to shoot there, I guess I'm more reserved than that :nuts:. So I just googled some pics to show you guys.

Seriously it took almost an hour daw just to drive to Angeles NLEX exit from Marquee Mall cause of the heavy traffic generated by this show, it just shows that roads there cannot handle these kind of event and needs to be widened lalo na sa pagdating ng Marquee residences

tapos magkakaroon din ng East Circumferential Road (West Circum road is the Fil-Am Friendship Hi-way)... looks like AyalaLand really had foresight in choosing this site instead of colliding head on with SM Clark... Pulung Maragul area will be bustling in no time.

at kung masusunod ang recommendation ni MVP na i-align ang Clark-Manila railway (is this different from Northrail?), talo ang SM Clark dito kasi mas Marquee (Angeles govt complex) ang magiging babaan imbes na SM Clark.

sige, Boking, ipagmalaki mo pa! haha. i have nothing with most of Boking's upcoming projects, but this particular paragraph makes me a bit skeptical:

“With this projected structures, Mabalacat will become the center of trade in Pampanga because it will play a major role in the development of the Clark International Airport. Also, more hotels will be built in Mabalacat to accommodate the influx of tourists,” said Morales.

ano tong major role na sinasabi ni Boking sa pagdevelop ng airport? isnt CIA being handled by CDC, CIAC, BCDA, and DOTC? and how will this so-called role lead to Mabalacat being the center of trade in Pampanga? I don't see Pasay/Paranaque being the center of trade in NCR for having NAIA. I don't see Lapu-lapu City being the center of trade in Cebu for having Mactan-Cebu Int'l Airport. I don't see Silay City being the center of trade in Negros Occidental for having the Bacolod-Silay Int'l Airport.

also, I don't get how Boking came up with this center of trade in Pampanga thing, even his "Industrial Capital of Pampanga" thing back when Mabalacat was still a municipality.

MABALACAT -- Mayor Marino Morales revealed Monday four major priorities he will push for once Mabalacat becomes a component city after the plebiscite to be held soon.

The Cityhood Bill was sponsored by first district Representative Carmelo Lazatin and supported by Morales, who earlier thanked Senators Lito Lapid, Ferdinand “Bongbong” Marcos, Tito Soto, Franklin Drilon and Jinggoy Estrada.

“Within a month, we will know if the people will accept or refuse the cityhood proposal, which we are hopeful majority if not all, will approve. Nevertheless, we are forward-looking and the four priorities on my list are the expansion of the Community College; the restructuring and reconstruction of the central materials recovery facility (MRF); the establishment of a public memorial park; and the improvement of birthing stations,” Morales told Sun.Star Pampanga.

He added: “It is important to expand the Community College because we want Mabalaqueños to have good quality but affordable education as we prepare for an expected economic boom. Then as part of our enhanced solid waste management, we must improve our MRF too. Of course, the memorial park and birthing stations are vital components of our strengthened basic services delivery.”

The four priorities, Morales added, are on top of plans that include the Mabalacat public market, a “Triple A” slaughterhouse, lighting of major roadways and a central business district.

A stimulus funding of P500 million, he noted, was already allocated for the development of major infrastructure projects to complement the turning of Mabalacat town into a city.

Morales earlier embarked on a beautification plan for Mabalacat town expected to become a full-fledge city by 2013, the same year the town will celebrate its 300th founding anniversary.

“After 300 years, Mabalacat will be a component city complete with an international airport, a freeport and modern expressways,” he quipped.

“With this projected structures, Mabalacat will become the center of trade in Pampanga because it will play a major role in the development of the Clark International Airport. Also, more hotels will be built in Mabalacat to accommodate the influx of tourists,” said Morales.

New international airport badly needed

It is good that the private sector, particularly business tycoon Manuel V. Pangilinan, has expressed interest in building a new international airport at the former US military base in Clark, Pampanga, in light of the flight delays and aircraft congestion currently being experienced at the Ninoy Aquino International Airport (Naia) in Metro Manila.
Pangilinan graphically describes the Naia runway as “shake, rattle and roll when you land.” He is right.

But it’s not enough that a second terminal is built for the Clark International Airport. For a refurbished airport to really become useful, a high-speed rail system from Clark to Manila should also be built.

The rail link between Clark and Manila is critical if ever the existing Clark facility is upgraded and made to serve as the premier gateway to the country.

One advantage is obvious. Clark sits on a 2,400-hectare aviation complex. Naia, on the other hand, with Terminals 1, 2 and 3, sits on 600 hectares. At present, Clark has one runway, with specifications as an alternative landing site even for a space shuttle, and a parallel taxiway. The largest and heaviest planes that have been built, including the Airbus A380, are said to be capable of landing at Clark.

The development of Clark as the next international airport is preferable because of its superior runway, abundant space and surrounding infrastructure facilities, such as the North Luzon Expressway and Subic- Clark-Tarlac Expressway.

In the past five years, local and international flights have been diverted from Naia to Clark due to weather conditions, poor visibility and other factors like congestion at Naia.

Two questions immediately come to mind: How much would it cost to upgrade Clark? And how long would it take to make it usable—of course, with the requisite high-speed railway?

The second runway for Clark, as well as a new proposed budget terminal, plus the high-speed railway, would cost a pretty penny, so it’s imperative that the project should be undertaken under the public-private partnership, or PPP program.

The proposed budget terminal alone, with an annual capacity of 10 million passengers, is estimated to cost P8 billion.

Then there’s the sophisticated radar, as well as security facilities and equipment, including closed-circuit television, x-ray machines that could detect drugs and firearms, handheld body scanners, radio communications system and vehicles, not to mention the personnel needed to operate them, to make flying safe. Add, therefore, so many billions more to the final tab.

The answer to the second question would naturally depend on the availability of financing. But if the government and the private sector will agree that the project should not be delayed because of its importance to the national economy, then the funding should not be a problem at all.

A state-of-the-art Clark International Airport would no doubt contribute significantly to sustained economic growth that would help reduce poverty incidence and improve the quality of life of all Filipinos.

The Aquino administration should waste no time and give this project the priority it deserves.

at kung masusunod ang recommendation ni MVP na i-align ang Clark-Manila railway (is this different from Northrail?), talo ang SM Clark dito kasi mas Marquee (Angeles govt complex) ang magiging babaan imbes na SM Clark.

High Speed Rail (Manila-Clark Dedicated Train) is different from Northrail, I think it will terminate near the airport since limited lang ang magiging stations, pero very possible na magkakaroon ng station sa Marquee kung dadaan nga sa NLEX. Northrail is different, it will be a mass transport system for Northern Luzon to be used by general public and very possible din ang SM Clark station since nasa harapan lang nito ang Northrail track.

CLARK FREEPORT, Pampanga, June 19 (PIA) -- Hong Kong-based Metrojet Engineering Clark has recently opened its Maintenance, Repair and Overhaul (MRO) facility in a three-hectare area at the Clark Civil Aviation Complex in Pampanga.

Clark International Airport Corporation (CIAC) President and Chief Executive Officer (CEO) Victor Jose Luciano said Metrojet will start catering Fixed Based Operations for Corporate Jets in their first MRO facility that will also service various types of aircrafts and capacities at the aviation complex.

CIAC and Metrojet through its Philippine representative First CP Hangar Corporation signed a deal in December 2011.

“We will now have another MRO facility that will provide service to various types of aircrafts and capacities inside the aviation area of Clark International Airport that would be operated by Metrojet, and this will create employment and business opportunities for the Filipino people,” Luciano said.

“Metrojet's decision to locate in Clark is another significant milestone for Clark, coming on the heels of our recent inaugurals of new international and domestic flights from Clark,” the airport chief added.

Metrojet executive director Bjorn Naf noted that “by investing in Clark, we will not only have more flexibility in providing the already excellent service to our clients; but also create employment and business opportunities. This again reiterates our support to the Clark International Airport to become the next Aviation Hub in the Philippines.”

“We will have a more definitive business plan after some time in operation as we need time to establish ourselves in Clark. A time within three years from now will be reasonable for us to develop our business in the Philippines,” Naf stressed.

Naf said Metrojet will utilize its first MRO facility that will cater to 26 fleet of aircraft in various types and capacities.

The total investment for the entire project of Metrojet is $40 million where three hectares of land will be utilized for MRO facilties inside Clark Aviation, with an initial investment of $4 million.

The entry of Metrojet brings in to two the number of MRO facilities in the Clark International Airport.

Singapore Engineering Philippines was the first to set up a $1-billion MRO facility and already on its way to build the second hangar for a wide-bodied aircraft.

Luciano said, “Metrojet’s entry sends a strong signal to the international community that the Philippines is ready to play a central role in the global aviation industry.”

Metrojet is part of the Kadoorie Group which owns China Light and Power Company and the Peninsula Hotel Chain. It will offer a range of services such as aircraft charter, comprehensive aircraft management, maintenance, co-ownership programs, aircraft acquisition and sales. The aviation firm’s proposed heavy maintenance for Clark will also include avionics upgrade and exterior paint work for aircraft. (CLJD with reports from CIAC)

LUNGSOD NG MALOLOS, Bulacan, Hunyo 19 (PIA) -- Mamumuhunan ang Department of Public Works and Highways (DPWH) sa mga malalaking imprastrakturang kailangan upang maisulong ang pag-unlad ng industriya ng turismo.

Ayon kay DPWH Secretary Rogelio Singson, aprubado na ni Pangulong Benigno Simeon "Noynoy" Aquino III ang paglalaan ng P12 bilyon ngayong taon upang simulan ang iba’t ibang tourism-related infrastructure tulad ng mga kalsadang patungo sa mga dinarayo ng mga turista at mga access road patungo sa mga paliparan at pantalan.

“Tapos na ang panahon ng sinasabing underspending sa imprastraktura. Ngayon ay buhos na lahat ng pondo at nasa kasagsagan na tayo ng implementasyon ng mga proyekto upang suportahan ang lalo pang pagpapalakas sa turismo. Gaano man kaganda ang isang lugar kung hindi kayang mapuntahan dahil masama ang lagay ng kalsada, bale wala rin. Kaya kami sa DPWH, maganda ang koordinasyon namin sa Department of Tourism (DoT) upang malaman kung saan-saan namang mga tourism destination ang dapat maging prayoridad,” ani Singson sa isang panayam.

Isang halimbawa sa mga tourism-related infrastructure ay ang Mt. Pinatubo lake access road na may habang 22 kilometro mula sa Porac, Pampanga. Nagsisilbi itong pinakamabilis na daan patungo sa nasabing bulkan kung magmumula sa Porac Interchange ng Subic-Clark-Tarlac Expressway (SCTEX). Matatandaan na noong hindi pa naitatayo ang nasabing kalsada, umiikot pa sa Capas, Tarlac, ang mga turistang nais bumisita sa Mt. Pinatubo, na nasa dulo ng Botolan, Zambales. Dinarayo ngayon ng mga turista ang nasabing bulkan dahil sa ganda na dulot ng rock formations at lawa na nagsisilbing hot spring.

Sa Bulacan, puspusang tinatapos ang mga kalsada sa paligid ng Biak na Bato National Park sa bayan ng San Miguel. Layunin nito na mai-repackage ang promosyon ng turismo sa bahaging ito ng lalawigan upang bukod sa mga kweba ng Biak na Bato ay mapasyalan din ang iba pang atraksyon tulad ng Madlum Falls at Sibul Spring, na kilalang paliguan ni Pangulong Manuel L. Quezon.

Kaugnay nito, malaking bahagi rin ng halagang ito ay susuporta sa mga inaprubahang proyekto ng Tourism Infrastructure and Enterprise Zone Authority (TIEZA). Sa sistemang ito, ano mang pamahalaang lokal na nais magtayo ng mga imprastrakturang panturismo ay kinakailangang aprubado ng TIEZA. “We have decided to take the challenge of building a new city for all of us. . .Muli kong iniaalay ang aking sarili sa paglilingkod sa mga Fernandinos,” Aquino said during a press conference at Max’s Restaurant here.

Using the slogan “Subok na si Doc Rey B. Aquino,” his platform is focused on health, education, peace and order management, among others.

In the same press conference, Aquino introduced his line-up of councilors including incumbent Councilor Ayzel Macalino, Angie Hizon, Puring Bamba, Jay Cuyugan, Jay Patio, Atty. Jeff Miranda, Ray Pekson Jr., and Harvey Quiwa.

Aquino said his team has yet to find their vice mayoral candidate and two more councilors, and are yet to decide which political party they will join.

Asked if he will continue the ongoing programs and projects of the present city administration, Aquino said he will, “as long as they serve Fernandinos well.”

“I will continue those that are good for our people and will stop those which are not,” Aquino said.

As for his own platforms, Aquino said he will strengthen Philhealth membership in the city by subsidizing health care needs not covered by the insurance program. He also plans to provide dialysis machines and ambulances to constituents.

Aquino said he will also work on the accreditation of the city college.

In terms of peace and order, he plans to put up CCTV cameras in major thoroughfares in the city.

CITY OF SAN FERNANDO -- The Provincial Bamboo Development Council (PBDC) approved on Tuesday the plan to host a grand Bamboo Festival on August 24 to promote the many uses of bamboo in the commercial, manufacturing, and culinary areas.

Representatives from the Pampanga Chamber of Commerce and Industry, PhilExport, Chamber of Furniture Industries of the Philippines-Pampanga Chapter and Department of Trade and Industry agreed to host a series of activities that would highlight the many beneficial uses of bamboo.

PBDC chair Vice Governor Joseller Guiao agreed to fund the P1 million needed to conduct the event. The event aims to create public awareness on the value and importance of bamboo in the conservation of the environment.

Businesswoman Myrna Bituin said they also aim to plant 5,000 bamboo propagules during the event.

“We also plan to conduct the first-ever bamboo shoot cooking contest as potential source of livelihood among rural people in Pampanga,” Bituin said.

The ultimate objective of the project is a sustainable income for farmers and livelihood for their families and the community, to be achieved by turning bamboo -- "the poor man's timber" -- into a cash crop, not only through pole sales but also through nursery raising, plantation and primary processing for bamboo-based products and for food processing.

All these activities will create rural and urban employment opportunities and conceivably improve the countryside economy.

CITY OF SAN FERNANDO -- Candaba Mayor Jerry Pelayo on Sunday called for the revival of Pampanga River Control System (PRCS) to help address the looming problem on flooding in the province, particularly along the coastal towns in the fourth district.

Pelayo earlier noted that flood control facilities, including the Arnedo Dike and Arayat-Apalit Setback Levee, have not been properly maintained and were overlooked by concerned government agencies in the past.

“Kailangan natin i-create ulit ang Pampanga River Control System para mabantayan at mabilis natin masulusyunan ang problema natin sa ating mga dike (We need to revive the Pampanga River Control System to address problems on our dikes),” he said.

Pelayo, who is also eyeing the congressional seat in 2013, added that local government units in the meantime should be empowered to address the flooding problem.

“Alam na natin kung ano ang gagawin kapag may kalamidad. Ang problema natin talaga ay pondo. Wala tayong magagawa kung walang pondo. Kailangan ang pondo ay ibigay na lamang sa mga local chief executives. Sila na lamang ang magpapagawa ng nasirang dike by administration para mabilis itong matapos,” the mayor stressed.

He explained that the local chief executives and their municipal engineers are more knowledgeable on what types of infrastructure interventions are needed.

“They should be the ones to implement by administration the rehabilitation of dikes with coordination and close monitoring of DPWH (Department of Public Works and Highways) and other line agencies,” Pelayo stated.

He believes that through this scheme, they could maximize the funds and could avoid the usual percentage given to contractors.

CITY OF SAN FERNANDO -- Three Kapampangans are among this year’s participants in the recent Seoul International Art Festival in Insadong, South Korea, joining prominent artists from around the world in a week-long exhibit of their works from June 13 to 19.

The Kapampangan artists are Don De Dios, Fidel Sarmiento and Eduardo Perreras who are among 10 other Filipinos in the festival participated in by American, Taiwanese, Japanese, Indonesian and Chinese artists, among others.

De Dios said they were fortunate to have been included in the roster of artists in the festival, stressing the event was a good venue to show Filipino art and expose the qualities of Kapampangan visual artists in the international art scene.

The event was aimed at promoting new trends in local art and provides a venue for artists to be seen in by an international audience.

Other Filipino participants in the festival are Mark Louie Gonzales, Sam Penaso, Lourdes Inosanto, Maria Margarita Chavez and Wilfredo Rufon.

The Seoul International Art Festival was organized by National Art Groups from Seoul South Korea as the lead sponsor for contemporary Visual artists from USA, Taiwan, Japan, Korea, Indonesia, Uzbekistan and Philippines.

The purpose of the Art festival is to achieve stronger ties among participating countries and also to expose the present Visual Art Scene in our respective countries.

Festivals and other International art exhibits such as these are regularly conducted by the Private South Korean Art Community in partnership with the Art Association of the Philippines, the oldest existing Art organization in the Philippines since 1942 under the leadership of Sarmiento.

Arroyo’s ‘midnight’ order on Pampanga Bay could trigger floods, groups say

ANGELES CITY- Pres. Aquino has been urged to revoke a “midnight” administrative order issued by former Pres. Arroyo two weeks before she stepped down from the presidency.

Administrative Order No. 288 signed by Arroyo on June 10, 2010, authorized a reclamation project in the Pampanga Bay that would allegedly cause massive flooding in Central Luzon and even parts of Metro Manila.

The AO created an “inter-agency body to facilitate the comprehensive study and planning of an integrated development project in Pampanga Bay.”

In a joint statement, the Koalisyon Kontra Kombersyon ng Manila Bay (KKKMB), the Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and Anakpawis partylist said AO No. 288 “places Pampanga Bay as potential site for a reclamation project covering an area of 2,500 hectares.” (wow, halos kasinglaki ng DMIA :) )

“Malacañang should not honor a midnight administrative order which now threatens the livelihood of marginalized fisherfolk and poor farmers along Pampanga Bay going through the mouth of Manila Bay,” the statement said.

It noted that the AO included “a plan involved the construction of river dikes along two major river systems to define the boundaries of river banks and create land strips with an average width of not less than 100 meters and extending from the towns proper of Lubao and Sasmuan towns up to the Pampanga Bay.”

“The dikes were also to provide areas for road right of way and for human settlements of mixed land uses following a linear type of development,” the statement said.

The AO did not cite any flood-control consideration in the project.

The AO identified the government agencies such as the Philippine Reclamation Authority (PRA) and the provincial and municipal governments of Pampanga as implementing agencies of the project.

Named as “support agencies” were the Department of Public Works and Highways, the Department of Environment and Natural Resources, the Department of Health, the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture; the Department of Tourism, and, on the port component, the Philippine Ports Authority.

But the statement of KKKMB, Pamalakaya and Anakpawis warned that “the reclamation project will result not only to demolition and destruction of livelihood and fishing villages, but it will cause a great deluge in Central Luzon.”

“The reclamation is basically an obstruction. It will submerge Pampanga, Bulacan and several portions of the National Capital Region in times of heavy rains brought about by frequent typhoons and tropical depression,” the statement said.

The statement further said that “the government is inviting a major catastrophe with its reclamation project in Pampanga Bay. It promises juicy commissions for government officials but will bring disaster to the people and the environment in Central Luzon.”

No less than 20 million people living in areas near Manila Bay both in Central Luzon and Metro Manila, will be affected, the statement said.

Pamalakaya and Anakpawis party list said they will seek a congressional inquiry on AO 288 and are even considering petitioning for a Writ of Kalikasan from the Supreme Court on the issue.

Pamalakaya noted that already, 80 houses in Macabebe and 562 houses in Masantol, both in Pampanga and another 12 houses in Hagonoy town in Bulacan have recently been demolished apparently in connection with the project.

^^ mixed commercial use. corporate and residential. imagine a Malate-like area in Pampanga, complete with yachts, ships, and ferry ports (bayside). i believe this will improve the income and infrastructure of Pampanga's fourth district, which is getting left behind by the rest of the districts of the province.

let us remember that Pampanga is NOT a landlocked province. We have direct access to Manila bay via Lubao, Sasmuan, and Macabebe, yet we haven't taken advantage of this feat of our province yet the way Manila, Cavite, and Bataan have.

PamCham exec optimistic of development through PPPs

CLARK FREEPORT -- Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero said Wednesday that the Public-Private-Partnership (PPP) projects with the business sector in the country will greatly push development in the regions.

Romero made this statement during the 4th Regional Development Council Public Sector Representatives Convention at Holiday Inn.

Romero said this could only be achieved through the funding of vital infrastructure projects that would help in the development of the regions, particularly those near Metro Manila and economic hubs like Cebu and Davao cities.

Romero added the proposal for road interconnection from Tarlac to Baler in Aurora and the NorthRail project should be pushed through to speed up development for the Central Luzon region in the next 10 years.

Romero also urged President Benigno Aquino III to give a stronger voice to the RDCs in the shaping of fiscal and development plans. He said there are many brilliant proposals from the private sector lodged at the RDCs.

Meanwhile, the Regional Development Council (RDC) for Central Luzon called on the National Government on Wednesday to speed up development programs for vital infrastructure projects and sectors here.

RDC co-chairman Roberto Ramirez told Sun.Star Pampanga that development works for the Clark International Airport should now be prioritized to prepare it as the next international gateway of the country.

“There is also a need to boost plans for the energy sector, particularly on the development of power plants and the further study on nuclear energy,” Ramirez said.

Both businessmen are optimistic that the private sector can play a vital role in the development of the region through government partnerships. (IOF)

ANGELES CITY -- The barangay council of Balibago passed an ordinance prescribing a dress code to door girls or doormen of night clubs along the entertainment area of Fields Avenue.

Balibago chairman Rodelio Mamac said there is a need to regulate the attires and behaviors of bar receptionists in order to prevent nuisance and maintain orderliness in the area.

Mamac said some of the entertainers, assigned as door girls, wear indecent clothes.

The barangay official also said that Balibago is at the forefront of the city’s entertainment industry as manifested by hundreds of local and international hospitality and food establishment operating 24 hours a day to cater to visiting foreign and local tourists.

In order to sustain this level of enthusiasm in the tourism industry, there is a need to set a decent dress code to assure that entertainment workers meet the standards and do not border on boundaries of obscenity, Mamac said.

Barangay Ordinance Number 11, Series of 2012 stipulates that Section 16 and 391 of the Local Government Code empowers the barangay council to approve ordinances for the general welfare of the barangay and prescribe penalties for any violation.

Mamac said the ordinance will also limit the number of doormen for every establishment in order to avoid troubles between the entertainers.

Some of the bar owners and managers expressed favorable response with the ordinance, according to Mamac.

However, the City Council has yet to review and approve the barangay ordinance.

It was learned that the City Council invited the barangay council in a hearing last Tuesday but the session did not push through due to lack of quorum.

Mayor Oscar Rodriguez formally opened on June 20 the 4th National Convention of Private Sector Representatives (PSRs) to the Regional Development Councils (RDCs) with a special acknowledgement of the private sector’s role in the overall economic and social development thrusts of local governments not just in the Central Luzon region but across the nation as well.

In his welcome remarks as chairman of RDC III, Mayor Rodriguez pointed out the two main objectives of the three-day convention: to harness and link the efforts of RDC-PSRs as partners of government in national, regional and sub-regional development, and to improve the RDC-PSRs’ participation in major areas and levels of development.

He noted particularly power and energy, climate change, and infrastructure and tourism as the key sectors where the RDC-PSRs’ involvement could be improved.

Mayor Rodriguez recognized the said partnership’s essence in playing a critical role in economic and social development as exemplified by the City of San Fernando’s record in creating a successful partnership between the local private and public sectors, the Multi-Sectoral Governance Council (MSGC).

The convention, held at Holiday Inn-Clark, has in attendance close to 200 delegates from various geographic and sectoral representations. This number represents 60 percent of all RDC-PSRs nationwide, the organizers said.

This year’s event, with the theme “PSRs: Advocates and Partners in National Development”, aims to encourage the participants to carry on their vital roles of being the private sector’s mouthpieces in the RDCs and the government’s partners in development.

CITY OF SAN FERNANDO- Hundreds of farmer-members of San Miguel-Concepcion Irrigators Association Inc. (SMIAI) from San Simon town lauded the provincial government as acting Governor Joseller “Yeng” Guiao approved the immediate release of their request for farm equipment before the end of planting season.

This came as members of SMIAI had expressed alarm that their farmlands will not be tilled on time, hence, they made an appeal to the acting governor to act on their request for farm equipment to the Department of Agriculture.

It was learned that the DA will shoulder the 85 percent of the total cost of the farm machinery while the remaining 15 percent will be the share of the farmers’ cooperative.

SMIAI President Orlando Cunanan said more than 140 hectares are still untilled because of the lack of machineries, though, he added that the seedlings are ready to be planted.

“Lumalaki na yung binhi ng mga palay kaya lang di pa pweding magpatanim kasi halos hindi pa na-aararo ang mga bukid, nag-aalala na yung mga kasamahan namin na baka hindi sila makahabol sa panahon ng taniman”, he said.

This prompted the acting governor to immediately coordinate with Department of Agriculture to act on the purchased request of the farmers that consists of ten hand tractors with trailer, ten rice reapers, and two wheel tractors with farm implements.

“We will fast track the release of the needed farm equipment and assure our farmers the release of these tools as soon as possible”, said Guiao.
With the assurance from the acting governor, the farmers rejoiced adding that this equipment will also boost their income and will lessen their expenses.

“Limang daan bawat ektarya ang binabayaran namin sa pag-arkila ng traktora kaya malaking tulong sa amin ito. Bibilis din an gaming pagtatanim at pag-ani,” they said.

On the other hand, Fourth District Board Member Ric Yabut said that the provincial government will continue to support them by giving seedlings, fertilizers and pesticides.(Jenna Lumbang, PIO Pampanga)

The 4th Luzon Leg of NATIONAL ASSOCIATION OF FILIPINO OFF-ROADERS (NASFOR) was held in Barangay Sta. Maria, Minalin, Pampanga on June 16-17, 2012. As part of the Tourism Promotion of the town of Minalin, Mayor Arturo “”Katoy” Naguit with the help of generous sponsors took the initiative to hold it in Minalin.

The Off-Road event known also as “2nd Mayor Katoy Off Road Challenge” was participated in by different teams from Luzon such as: Bicol Off Road Club, Kapampangan Racing Team, Isabela Extreme, Nueva Ecija OffRoaders, Binangonan Rizal Off Roaders, LCCP, Del Monte 4 wheelers. Three (3) track races were used. Tracks A and B were used as the qualifying tracks for the 31 participants. The regulation time limit had to be negotiated in 20 minutes or less to qualify. This was held on June 16 and twenty (20) off roaders qualified. The qualifiers were ready on the second day of the event to test their skills and their off road vehicles for the more challenging Track C. The Champion Driver was Roger Peyra of Bicol Off Road Club. Following him are Edison Dungca of Kapampangan Racing Team - the first runner-up, Bong Collado of Isabela Extreme – 2nd runner-up and Alvin Yuboco of Bicol Off Road Club - 3rdrunner-up. The exciting two-day event was witnessed by a multitude of people not only from Minalin but also from neighboring towns and provinces. It was a no-injury event and the participants went home with their respective trophies and cash rewards looking forward to next year’s event.

The Municipality’s counterpart fund of One Million Pesos was certified available and the corresponding budget allocation was approved by its Sangguniang Bayan. The Mayor immediately convened the LGU’s department heads to weigh-in and select the Best Value Project for PCF participation.

The Municipality of Minalin, through the vision of its Mayor, plays a primary role in providing social services with priority on Education and Health. Being a fourth class Municipality with weighty reliance on its IRA, it seriously undertakes performance planning and constant reviews of all services to come up with a significant and positive impact on service improvement.

Like many areas in Pampanga, Minalin was not spared by the lahar flows of Mt. Pinatubo. The damage impact was markedly demonstrated on the devastation of its public schools where some school buildings are half buried in lahar even up to now. The best example is San Isidro Public Elementary School.

The shortage San Isidro Elementary School is situated in barangay San Isidro. It has a school population of 608 students who come mostly from meager earning families. The usual occupation of its men folks is “canvassing” for peddlers of household items. Other residents served as fish pond laborers while some have small lots to farm as tenants. of school buildings in this lahar-devasted public school is a consistent observation. The LGU’s consensus decision is to resolve its plight. Timely enough, through the workings of the Performance Challenge Fund, the construction of the three-classroom school building has been realized bringing awesome relief to its students in Grades six and four.

In San Isidro Elementary School, the teachers profess that their pupils using the new school building set off each morning to a place that gladdens them. They are more attentive in class and study well with serious dedication.
o Grade six teacher, Gay Ann M. Galang admits, “No one can hardly explain how happy I am having this new building. Having this new classroom inspire me to teach well and let my pupils learn more. I know for a fact that they are comfortable and they will learn more.”
