The government’s dream of making the Subic, Clark and Batangas into a logistics corridor with value-added services is getting closer to realization as a strategic study for its development is scheduled to commence shortly.
Meneleo J. Carlos Jr., National Competitiveness Council’s (NCC) private sector champion for seamless infrastructure network working group, said “the Center for Research and Communication is collaborating with the Subic-Clark Alliance Development Corp. (SCADC) on the terms of reference for the development of a logistics master plan.”
This effort is in line with President Arroyo’s vision of establishing a mega logistics hub, particularly in Subic-Clark corridor, to serve the Asia-Pacific region.
In preparation for such development, Carlos cited the need to fast-track the bidding and award of the Batangas International Port and Subic Bay International Port (Terminal 2).
“There is also a need to fast-track the completion of critical infrastructure projects that connect North (Clark and Subic) and South Luzon (Batangas),” he noted.
Carlos, also the chairperson of the Export Development Council-networking committee on transport and logistics, identified these priority projects as the South Luzon Expressway rehabilitation and extension project (SLEX); the Subic-Clark-Tarlac-Expressway project (SCTEP); the North and South rail projects, North-South linkage project; the Southern Tagalog arterial road phase II (STAR 2); and the C5-North Luzon Expressway-SLEX link.
Of these projects, the Subic-Clark portion of the SCTEP is scheduled for completion first quarter of 2008, along with the upgrading of the Subic seaport.
The full implementation of NCC’s proposed Batangas-Clark-Subic logistics corridor has been cited by the International Finance Corp. (IFC) and the World Bank as among the short-medium term reforms in improving the country’s overall ranking in terms of easing doing business, particularly in cross-border trading.
This came despite the fact that the Philippines has posted strong performance in cross-border trading, an indicator that measures the procedural requirements for trading a standard shipment of goods by ocean transport.
Aside from promoting the Subic-Clark-Batangas corridor as logistics hub, the NCC is also keen on further reducing the cost of exporting a 20-foot container to $326 from the present $341.
Carlos said the lower cost could be realized by allowing chassis-container (Cha-Ro) as part of the roll-on roll-off (RO-RO) service; fast-tracking the development of ports along the Central Nautical Highway; and extending by another year the 90-percent discount on wharfage for export-import cargoes.
Ports comprising the Central Nautical Highway include Aroroy, Cawayan, Daangbantayan, Mambajao and Benoni.
“Cha-Ro will allow export-import containers to be transshipped domestically through RO-Ro at a lower cost,” he noted.
The scanning fee for 10-footer container vans will be reduced by 90 percent from $25 to $5 until December 2007 due to the immediate response of the Executive Department to the clamor of the Philippine Chamber of Commerce and Industry and Philippine Exporters Confederation.

ericlucky290 December 7th, 2007, 05:22 AM CITY OF SAN FERNANDO—Pampanga Archbishop Paciano Aniceto on Thursday urged local officials to unite with Gov. Eddie Panlilio, a Catholic priest on leave, so that together they could achieve the “birthing of a new Pampanga.”
“The governor, the mayors, other officials should be dedicated to the whole community, not for one group,” Aniceto said in his homily during the Mass he celebrated for the 54th birthday of Panlilio at the provincial capitol’s ground. No local officials attended the Mass.
“They should focus the vision and mission to those who called them, the people, through whom God speaks and works,” the 70-year-old prelate said.
“They should support moral governance by listening and dialoguing with the people and by working for genuine common good.”
Birthday wish
Asked why he made such an appeal, Aniceto said: “A birthday is a very important event in the life of a public official, therefore it’s time to reflect on the oneness and togetherness, and solidarity of all those who were elected with him for the service of our people in Pampanga.”
“It is an appeal to everybody regardless of political affiliation to continue to renew for the birthing of a new Pampanga,” he said.
Panlilio, he said, should not isolate himself or be isolated by those who disagree with his brand of leadership.
“I think there should be a mutual effort to reach out to one another. It’s a process. In a democratic process, no parties should isolate themselves from one another because (public service) is a collective venture. It’s a collective responsibility given by our people and therefore, we expect that the more you walk together, the more good you can accomplish,” Aniceto said.
Leadership style
He said that Panlilio’s public leadership is “partly defined by his priesthood.”
“Apart from his being a priest, I know him as a human person, that he is really very responsible, dedicated and very trustworthy. And of course, added to that is the fact he is a moral leader. You look at it in holistic matter,” he said.
The spokesperson of the Pampanga Mayors League, Candaba Mayor Jerry Pelayo, earlier urged Panlilio to “act more like a politician than a priest.”
By that, Pelayo said he meant that the governor should stop being naïve, exert efforts to understand the dynamics of teamwork and respond to the exigencies of public service.
One of his critics, Vice Gov. Joseller Guiao, said his “watchdog role” was part of his job, not borne out of loyalty to his defeated running mate, Lilia Pineda.
Panlilio’s disclosure that he received P500,000 in Malacañang on Oct. 11 worsened the rift with local officials.
He later said in a Senate inquiry that he has “no evidence” that the money came from President Macapagal-Arroyo or that she gave it as a bribe to court loyalty amid a new impeachment complaint against her appeased local officials.
Panlilio’s known ally is San Fernando Mayor Oscar Rodriguez, who has made inroads in transparency in government.
Panlilio was on his 26th year in the priesthood, which was a mix of social action and parish work, when Kapampangans pushed him to run against Pineda and Mark Lapid.
God’s pencil
In the Mass, Aniceto advised Panlilio to be “like a pencil in the hands of God.”
“You erase the mistakes or perpetuate the errors. You have to sharpen, and that is painful because you make corrections and adjustments,” Aniceto said.
Replying to Aniceto before the latter gave the final blessing, Panlilio said: “Birthday is always a time for grounding and renewal with God… I’m offering myself to everybody who doesn’t love me, to even those who don’t appreciate me.”
It's time for our province to rise! I pray that our local mayors will leave their personal interest and work with Among Ed in developing Pampanga.

New construction in Angeles? Hmmm... accdg to my sources, ayun nag-open na nga yung Nayong Pilipino sa Clark Expo just recently, then may new hotel na itatayo sa McArthur Highway corner Fields Ave (so you're right about that, tisoy!) and continuous pa rin ang construction ng Subic-Clark-Tarlac expressway.
BTW, anybody knows when the "Sisig Festival" is? Sa SM-Clark pa rin ba or balik na sa Balibago area ang venue?

LANDCO PACIFIC Corp., the real estate arm of Pangilinan-led Metro Pacific Investments Corp., is developing a 48-hectare property through a joint venture with a local landowner in San Fernando, Pampanga.
Landco Executive Vice-President and Chief Operating Officer Francis V. Ceballos said the project is a partnership with the Lazatin family in Pampanga.
Named Woodgrove Park, the project, which had its soft launch recently, is Landco’s seventh under the hometown communities division.
"What really attracted [us] was not only the people we’re actually dealing with but also the property," Mr. Ceballos told BusinessWorld.
Leopoldo Lazatin, who represented his family during the launching on Sunday, said his family decided to contribute the property to Landco because the company was "the right proponent for our land."
"Even if this is our first partnership with a major player in the real estate industry, we’re glad we found the right proponents for our land," he said.
Mr. Ceballos said the company chose Pampanga for the project as it saw the province’s potential to become the metropolitan of Central Luzon.
"Pampanga is one of the fastest growing provinces in this region. With the Clark Airport and the expressway to Subic being developed and more property developers venturing into the provinces, we see that Pampanga is a prime location," he said.
The company, however, did not disclose the development cost but said funds would be sourced internally.
Woodgrove Park, which covers 48 hectares, would be divided into three phases. It would offer 1,000 lots with about 275 to 400 square meters each.
Each lot costs P1.4 million, Mr. Ceballos said.
"The greatest luxury is the luxury of time. The ability to spend a hassle-free and comfortable life with your loved ones," Mr. Ceballos said.
He said the target market would include the affluent townfolk of Pampanga and overseas Filipino workers.
Landco will formally launch the project in March, with turnover expected to take place by 2012.
Metro Pacific owns 51% of the Landco, while 49% belongs to the Xerez-Burgos family. Landco is engaged in high-end residential resorts, leisure farms, first home residential developments and shopping centers.

CANDABA, PAMPANGA—Like professional music artists, 10 of 61 survivors of mass rape by Japanese soldiers 63 years ago here have sung their ordeal in a music video in a bid to pass on their story before they all die.
“We have recorded our story at last,” said Isabelita Vinuya, 73, leader of the Malaya Lola (Free Grandmothers).
Relief and pride beamed from her face as she handed the Inquirer a copy of their work, “The Song of Malaya,” on Monday.
Short work
Subtitled “Lament of the Comfort Women,” the less than five-minute music video featured Vinuya, Pilar Galang, Francia Buco, Emilia Mangilit, Belen Culala, Belen Sagum, Leonor Sumawang, Ceferina Turla, Petronila dela Cruz and Felicidad Turla—aged 70 to 81—as singers. They were dressed in their baro’t saya (formal Filipina dress) when they performed on camera.
The song “Malaya Lola,” which the 96 victims composed after they went public in 1996, is the musical narrative that wove some footage of World War II battles and reconstructed scenes at the Bahay na Pula, a brick mansion of the Ilusorio family in nearby San Ildefonso, Bulacan, that the Japanese Army converted into a garrison.
The clips flashed fast, interspersed with images of the women singing in solo, trio or group the parts of the 18-stanza song that tells of what they witnessed on Nov. 23, 1944, and weeks after that.
No training
Because no one among them was trained to write music or poetry, they tapped the tradition of “pangangaluluwa” to be able to compose songs.
In Mapanique, young and old residents alike visit homes and sing dirges for the dead. The “pangangaluluwa” is done on nights of All Saints’ or All Souls’ Day or during wakes in the village.
They have done 10 songs so far and the piece, “Malaya Lola,” is rich with details and emotions of that fateful day.
It began when the Geki Group of the 14th District Army under Japanese Gen. Tomoyuki Yamashita, attacked the village of Mapanique, a suspected bailiwick of the Filipino rebel army, the Hukbo ng Bayan Laban sa Hapon.
The soldiers pillaged and burned the village and killed almost all men and boys whose corpses were thrown into a common grave. The grandmothers, mothers, aunts, sisters, wives and daughters of the victims were forced to watch as Japanese soldiers killed them.
Under threats of being stabbed by bayonets, the women were forced to carry the soldiers’ loot to the Bahay na Pula, more than a kilometer away. The women and girls were then raped repeatedly.
Suffering
In several cases, pairs of mothers and daughters were abused in the same room, according to the Asian Center for Women’s Human Rights that documented the case and brought this to the international war tribunal.
The video ran an English translation of the song as the women sang this in Tagalog with crisp Bulacan and Kapampangan accents.

LANDCO PACIFIC Corp. brings the feel of luxury living to San Fernando, Pampanga with its latest project — Woodgrove Park.
The upscale project, which is a joint venture with the Lazatin family of the province, has "quality time" with loved ones as its premise.
"Luxury living may be in the form of wider open spaces wherein you can commune with nature and give you an opportunity to spend time together with loved ones," said Landco Executive Vice-President and Chief Operating Officer Francis V. Ceballos in an interview.
Spread on a 48-hectare raw land which used to be a sugarcane plantation, Woodgrove Park offers 1,000 lots that range from 275 to 400 square meters each. Each lot is priced at P1.4 million.
Mr. Ceballos said the project would likely "have thematic hues that will suggest it is structured like South American plantation villages."
"Woodgrove Park boasts of a great lawn — something that is not always seen in most subdivisions — which gives children to run around. It offers very good and high-quality amenities only unique to Landco projects," he added.
Amenities
Although plans had yet to be finalized, Mr. Ceballos said the project would be a typical subdivision with amenities fit for families.
"The development has a 2.5-hectare amenity block with resort-like features... a clubhouse with a grand ballroom and function rooms. There are also kiddie and free-form pools," he said.
The expansive land is also conducive to long walks, biking and other leisure pursuits, he added.
He declined to divulge development costs for the project.
Mr. Ceballos said Pampanga was chosen as the site for Woodgrove Park because it has the potential to become the metropolis of Central Luzon.
"Pampanga is one of the fastest growing provinces in this region (Region IV). With the Clark Airport and the expressway to Subic being developed and more property developers venturing into the provinces, we see that Pampanga is a prime location," he said.
Woodgrove Park can be seen from the North Luzon Expressway exit, near SM City Pampanga and Robinsons Place Pampanga.
Aside from the wealthy Kapampangans, Woodgrove Park, Mr. Ceballos said, also targets overseas Filipino workers (OFWs), who he said are easier to tap because of referrals.
"We don’t have international road shows at the moment. We’ve been finding success in tapping them (OFWs) locally through referrals from their families here so we find it more convenient to market here," explained Mr. Ceballos.
He added that the company has reserved about 4.8 hectares of the property for development it wishes to have in the future.
Woodgrove Park, which is Landco’s seventh project under the hometown communities division, will be launched in March.

Chinese developer to build new Fontana hotel
THE developer of the Fontana Leisure Parks in Clark Field, Pampanga, said it would be injecting additional investments to build a world-class hotel and complete its existing projects.
About P2 billion would be poured into Fontana Leisure Parks within the next two years, P1 billion of which is earmarked for the construction of a 500-room hotel to be completed in 2009, the Hong Kong-based Jimei Group Inc. said in a statement.
“I am fully committed to actively support Philippine tourism and development. Jimei’s investment in tourism-related infrastructure in the Philippines is proof of that. It is not just funds investment that we can pull out anytime. Our commitment involves creating jobs and other business opportunities in the country. We are here for the long haul,” Dr. Jack Lam, Jimei Group chairman, said.
The developer would also be completing the 36-hole golf course and the first 18 holes would be ready for tournaments within the first quarter and the rest by the third quarter this year. The Jimei Group would also be finishing phase two of the new clubhouse where an Olympic-size swimming pool is being built, as well as more specialty shops and restaurants, a bowling alley and a mini theater.
The first phase of the clubhouse, which opened on December 23, has a world-class spa, a 36-room hotel, a 400-seat Golden Pavilion Chinese restaurant, 7 KTV rooms, new VIP gaming rooms and the new Palms Bar.
The Jimei Group has been involved in Fontana since October 2004 and has since invested about P1.5 billion to construct 200 new villas, bringing the total to 439, some of which are two-story units with 2 to 3 bedrooms with private pool and sauna.
The group’s investment also went to the repair and refurbishment of old villas, improvement of the water-themed park, casino renovation—that has attracted players from mainland China, Hong Kong, Taiwan and Korea—and construction of a new clubhouse and convention center. The convention center, which is the biggest in Northern Luzon, has nine function rooms and can accommodate 14 people for intimate gatherings to 2,000 people for seminars.
Besides Fontana, the Jimei Group has also invested in the development of Fort Ilocandia in Laoag, Ilocos Norte, in 2000 and it also operates recreational facilities in Macau, Hong Kong, Shanghai and Korea.

I got this from Wikipedia entry on Angeles City: Old Pamintuan Residence was served as the seat of government of the First Philippine Republic under General Emilio Aguinaldo from May to July 1899 and the Central Headquarter for Major General Arthur MacArthur, Jr., the father of General Douglas MacArthur. It now houses the Central Bank of the Philippines in Central Luzon.

Clark Freeport Zone's maingate is strategically located at Balibago, Angeles City and Xevera, being in Sitio Calibutbut (Sn Fdo, Pampanga), it would prolly take you approximately 25-30 mins if you take the Friendship Road that leads to Clark's Friendship gate in Anunas, Angeles City.

If you are looking for new ones near Clark, see The Enclave By Globe Asiatique, Pulo Amsic by St Catherine Realty. Good resales at Timog Park, Carmenville, Hensonville, and Josefaville. 10 minute drive Marquee by Ayala Land, Punta Verde by St Catherine Realty again. There is just a lot to choose from, so do not rush to buy. Older subdivisios probably will give the best deals. There is a lot of housing stock in AC because it used to provide housing for the 13th AirForce.

If you really wanna stay near Clark, I would highly suggest you finding a place somewhere in Balibago and Anunas (both in Angeles) which are just proximal to Clark.

Maybe next time... open house pala sila sa Jan. 19 or 20, might go back there and bring a few friends. Pag nagustuhan nila, might help me convince myself to get a unit there, hehehe.

Close this CITY OF SAN FERNANDO—The provincial board, hostile to Gov. Eddie Panlilio, struck at the heart of the reforms that the priest-turned-public official was trying to put in place in a multimillion-peso quarry industry that reportedly became the cash cow of his predecessors.
While the board, presided over by Vice Gov. Joseller Guiao, approved 81.4 percent of Panlilio’s P1.1-billion budget request, it removed P45 million from the package that would help regulate the quarry industry.
Guiao is an ally of defeated gubernatorial candidate Lilia Pineda, wife of suspected “jueteng” lord Bong Pineda and close friend of President Macapagal-Arroyo.
Panlilio proposed to use part of the P45 million to pay for the salaries of quarry personnel who would check payments of fees and help ensure that these are transmitted straight to the provincial government.
Guiao denied that the removal of the fund was part of the ongoing conflict over Ordinance No. 176. Sponsored by the Pampanga Mayors League, the ordinance increased the sand tax to P300, gave regulatory powers to the mayors, and passed the collection power to a nongovernment representative of operators.
Guiao said he and the board found the P45-million budget of the quarry special committee Balas (Biyaya a Luluguran at Sisikapan) to be “too high, bigger than the budget of a town.”
Quarrying drew in P127.05 million from June 29 to Jan. 11, or at least four times bigger than the P29.11 million that then Gov. Mark Lapid collected for 2006. Half of that amount came as tax and the rest as administrative fee.
Panlilio keeps 187 casual employees for quarrying tasks. Without the P45 million, they stood to get no pay for a year and would likely give up work at the quarry sites.
Their wages, worth more than P22.34 million, were placed in the unappropriated balance of P214.4 million, an Inquirer review of the budget ordinance showed.
Guiao and the board legislated the final budget of P937,655,587 through that ordinance in Monday’s regular session.
Panlilio, however, said the board action would not cripple his reforms for a sand industry that has been reengineered as a thriving public enterprise for the provincial government, seven sand-rich towns and 20 villages.
Panlilio said he would lobby with Guiao and the board members to close the “budget gaps” for other important items. These included the salaries of provincial administrator Vivian Dabu and provincial legal officer Ma. Elissa Velez, and the outlay for the province’s intelligence and counterinsurgency funds.
He said he was grateful to Guiao and the board for recognizing most of the priorities that he and the department heads had put on social services and capitol’s operations.
On Tuesday, he allayed the fears of quarry checkers over layoffs. “There are still rooms for discussions [with the local lawmakers]. They are not close-minded people,” he said.
Panlilio said the amount was sufficient to pay for overtime and night differentials of quarry checkers and 24-hour daily operations of the committee.
Guiao said the P45-million fund was removed because the committee did “not satisfactorily answer the allegations of anomalies and why the collections alarmingly declined.”
His graph, based on reports of the provincial treasurer’s office, showed quarry collections to be at P24.4 million in July, P20.9 million in August, P21.2 in September, P19.1 million in October, P17.7 million in November and P16.1 million in December.
Panlilio ruled out irregularities and said the collections dropped because, after the validation of quarry permits from July to September, only 22 of 44 operators were found to have proper documents. Collections were lean in December because of the holidays, he said.

Yes pero Caloocan City lang, walang Cubao o Sampaloc. Pero kapag tanghali, naku patagalan naman ang Caloocan, puro Cubao pero minsan lang din ang Sampaloc. I guess na Sampaloc buses are seen only in San Fernando City but sometimes even delayed.

Those are my favorite since it is very comfortable, fast and small compared to other types of buses. I have never seen other bus line of the North Luzon that uses them.
Trivia: I hate Genesis only because when you travel to Olongapo, Bataan, etc. as long as you pass Lubao, Pampanga, they will stop at their own terminal not in Double Happiness. That is why I prefer Victory over Genesis, you can't stop at Double Happiness since it offers more food choices (and a convenient store for souvenirs) than their own terminal. Even if it is more expensive at Victory Liner.

grabe andame ng tao kanina kasi di masyadong na advice.. pro pag na organize na siguro mas magiging hassle free.
oo nga, kakasakay ko lng kanina... hassle, kase sasakay ka pa ulet... tsaka ngayon gawain ko, from St. JUde, nagpapadiretso na ko sa tric sa "city central transport terminal" na yan... then nagiging traffic na rin yung area...

Go to Betis Church in Guagua, it has this magnificently painted ceiling that would remind you of the Sistine Chapel. When it comes to heritage, you could take a stroll around San Fernando Cathedral's environs, there are some perfectly preserve old houses there like the Hizon Singian House.
But when in Pampanga, the biggest attraction that you come for is of course, the FOOD!!! Make sure to buy Chicharon Guagua, Longanisa, Tocino and of course sisig along da riles!
You could just visit fellow SSC-er ivanhenares' travel blog ivan about town, when I read it, I never knew so much tourist spots existed in Pampanga, great guide!

i love the idea of this common terminal pero dapat as early as now eh i oraganize na talaga kasi very confusing sa mga passengers.
dahil hindi nman 24 hrs ang byahe.. they should have dissiminate proper infos like kung wat time nagsisimula ang pag pick sa terminal ng mga buses paluwas ng manila at wat time yung last trip.
like nung Sunday night, pag past 9PM, nagsasakay na rin sa may intersection yung mga buses na paluwas ng Manila.

Kanina nga putakan ng putakan ang mga pasahero at mga driver ng Victory Liner dahil ayaw silang pababain sa Dolores Flyover. Kaya pala uso ang mga banner sa mga dating bus terminal na may nakasulat na "NO TO CENTRAL TERMINAL!"
Dapat kasi binili na lang ng city government ang mga lupa ng mga bus stations tapos saka nagtayo roon ng Central Terminal. Malayo kasi ang Central Terminal sa City Proper just like what I said. Hindi tulad sa Cabanatuan City na pwede pang bumaba sa City Proper. Dito, walang babaan mula SM hanggang crossing. Kailangan sa Central Terminal lang bababa.
Ang pinaka-nagpainis na sinabi ng pasahero sa bus driver kanina. Ito halos ang sinabi niya.
Driver: Hindi po tayo pwedeng bumaba dito sa Dolores junction (crossing lampas ng flyover). Huhulihin po kami ng mga pulis dito.
Pasahero: Problema niyo iyon, late na kami. Sana sinabi ninyo kanina pa na lahat sa Central Terminal na bababa.
Medyo selfish ang pasahero roon, kinontra ko nga kaagad. Kasi lahat kaming pasahero ay nagtitiis pero sila, gusto nang bumaba agad. Dapat fair. Dahil sa pangyayari, iyon ang naging topic naming mga pasahero noong mga oras na iyon. Siyempre sila, galit na galit na bumaba sa terminal.

CANDABA, Pampanga – Noting a record high of 17,000 migratory birds of at least 49 species at the Candaba Swamp here, Candaba officials staged the town’s first Ibon-Ebon (Bird-Egg) Festival today to honor the local patron saint, San Nicholas of Tolentino, boost food production, and promote ecotourism, with President Arroyo as special guest.
Candaba town saw participants clad in different bird costumes, as Mayor Jerry Pelayo kicked off the two-day festival at the town plaza.
“Based on last year’s bird records and the results of the Asian Waterbird Census this year, Candaba’s conservation efforts work. At the same time, Candaba’s food production, including duck eggs, continues to grow. It is time to celebrate,” Pelayo said.
He said the festival’s “message and intent is not only for Candaba but for the province and the rest of the country as well” as reflected in its theme, “A balance between the needs of the people and those of the environment.”
The festival’s logo depicts the wild Philippine duck, locally known as dumara, which Pelayo said is “endemic to the country and now successfully breeds in the Candaba Swamp.”
The logo shows the duck sitting on her egg on green grass “to symbolize a healthy relationship between nature conservation and food production,” festival organizers said. - Ding Cervantes

The transfer of the country’s national athletes to a more conducive training and living atmosphere will definitely take place this year as Brent International School-Manila is set to vacate its campus at the PhilSports in Pasig.
Brent Headmaster Dick Morris has already informed the involved parties about its transfer to the school’s South Campus in Sta. Rosa, Laguna, for the 2008-2009 school year, paving the way for the Philippine Sports Commission (PSC) to expedite the relocation of those staying inside the Rizal Memorial Sports Complex (RMSC) to the PhilSports as early as July.
PSC Chairman William Ramirez had been batting for the transfer of athletes to Pasig so they can train in total comfort. Ramirez said the RMSC was not even designed to house the athletes, citing pollution and its proximity to beer joints and girlie bars as reasons.
Aside from the RMSC, there are also national athletes staying at the PhilSports and Teacher’s Camp in Baguio City although the bulk makes the RMSC its home.
With the departure of Brent, the PSC expects to house as much as 1,000 athletes under one roof.
Like the PSC, the Philippine Olympic Committee (POC) is also of the belief that the RMSC is not suited to an athlete’s life.
But POC president Jose "Peping" Cojuangco has a grander plan.
Cojuangco is eyeing a 200 hectare land inside the former Clark Air Base in the Pampanga-Tarlac area as venue of a national training center.
Cojuangco is upbeat about its realization as the Olympic Council of Asia has given its sign of approval to the POC’s proposal.
Brent International has been leasing the PhilSports facilities since the 1980s.

MANILA, Philippines - There was once a time when almost all elementary schoolchildren’s field trips included a visit to the Nayong Pilipino in Pasay City. Now, this “tradition” may crawl back into schools, and perhaps attract even college students, as a new complex opens its doors in Clark Field, Pampanga.
Inaugurated recently by President Macapagal-Arroyo, Nayong Pilipino sa Clark Expo is located in a 3.8-hectare portion on the former site of the controversial Expo Pilipino complex built under the administration of former President Fidel V. Ramos, which was later closed when Joseph Estrada assumed the presidency.
In her emotional address to visitors during the inauguration last month, Nayong Pilipino executive director Charito Planas revealed that while the compound was closed to people, termites feasted not only on the wooden structures, but also on the trees inside the complex.
But she noted that the new site is a celebration of recycling and resilience. “From the termite-infested wood scraps, artists made renditions of the 14 Stations of the Cross now found inside the replica of Barasoain Church,” Planas said in Filipino. “What remained of the former structures was made into the altar, lectern and benches used inside the church.”
Seedlings from the old Nayong were also transplanted into the new compound to replace some of the trees destroyed by the termites. Planas also disclosed that because of all these efforts, Nayong has yet to fully consume the P40-million budget allocated for the redevelopment of the site. “Hirap na hirap nga kaming ubusin ’yon,” she added in jest.
The mini versions of various tourist attractions in the country showcased in the old Nayong are not found in the new compound, but a different learning approach was employed in the site to make it still interesting to explore.
The site is divided into “pre-colonial” and “colonial” portions “to emphasize how talented, skilled and intelligent our ancestors were,” Planas explained.
In the colonial portion, visitors will find a chapel whose façade is a replica of the famed Barasoain Church. Reproductions of the ancestral homes of Apolinario Mabini, Gen. Emilio Aguinaldo and national hero José Rizal are also found in this section. A grand plaza complete with an elaborate fountain serves as the central area of this division.
Indigenous groups
The pre-colonial portion hosts the Maranao, Kalinga, Ifugao and Kapampangan Villages. These sections focus on the ingenuity and richness of the culture and tradition of indigenous ethnic groups.
Here, guests may marvel at a small replica of the Banaue Rice Terraces, a Unesco World Heritage Site.
Visitors may also see architectural marvels such as the “halipan,” a pillar that protects homes from rats, or the detachable stairs that prevent the encroachment of animals and intruders.
The rolling floor made of woven bamboo mats made cleaning homes a breeze for Filipinos centuries ago, while floating posts enabled houses to survive earthquakes in the olden days.
Ifugao and Kalinga families helped build their respective villages. They also live in the actual homes erected in the site. Traditions such as weaving and wood-carving are performed for the guests to see.
The indigenous families also earn by directly selling their crafts in cultural stores located in each village.
Cecile Guidote Alvarez of the National Commission for Culture and the Arts revealed that these families will play a very important role in the “School for Living Traditions” that Nayong plans to put up inside the park. By teaching languages, crafts and traditions, the “indigenous people transfer their cultural knowledge to the younger generations,” explained Alvarez.
Modules are currently being developed, and lessons are targeted not only at students, but also at out-of-school youth. As of this stage, Nayong plans not to charge any fees because the goal of the school is to keep Filipino culture alive.
To stress the need for such cultural resuscitation, Alvarez noted: “Most Filipinos do not know how many indigenous ethnic groups there are, but they are familiar with the states that make up the United States of America.”
And to make cultural rediscovery easier for Filipinos, they may get in the park for free, unlike in the old Nayong.
Overnight villas are also available at a minimal fee, and conference halls may be rented for seminars or conferences.
Miles Casala of the Nayong Pilipino Foundation revealed that the Clark park is just the start of something big. A 15-hectare park is being developed along Diosdado Macapagal Boulevard in Pasay City where attractions from each of the 13 regions of the country will be displayed. The foundation also plans to build a Nayong Pilipino park in every region of the Philippines.

CITY OF SAN FERNANDO - TWO CATHOLIC priests and a Christian pastor on Sunday have called on the Kapampangan to mount another “people power” against the move by losing gubernatorial candidate Lilia Pineda to unseat Gov. Eddie Panlilio through a recount of votes.
“We have to show people power again to preserve God’s blessings that came in the forms of our enlightenment and unity in the last elections and our having elected a leader who encourages responsible citizenship and who makes good governance work for the people,” Fr. Restituto Lumanlan, chair of the Kapampangan Coalition Inc., told the Inquirer.
Lumanlan said Panlilio, a Catholic priest, “needs all the support he could get because his fight is a symbol of the aspiration of the Kapampangan and Filipino who want a good and moral government.”
He urged the people to be vigilant because Pineda’s recount bid, bolstered by a Feb. 6 order of the Commission on Elections en banc, was “part of the efforts of the opposition to remove Among (Father) Ed in office.”
Pineda lost by 1,147 votes to Panlilio. Reelectionist Gov. Mark Lapid placed third in a field of six candidates.
“The opposition will not stop. They could not accept defeat. The Pampanga Mayors’ League and the provincial board have been quiet during the Lapid administration despite the criticisms of Yeng (Vice Gov. Joseller Guiao). Although there were really some mistakes on the part of Among Ed, why are they very critical of him now?” Lumanlan asked.
He said the governor did “not cheat” because among the top three gubernatorial candidates, he did not have a political party and money.
“People power through bayanihan (cooperation) and volunteerism got this reluctant candidate elected. I should know because I was there during the crucial moment when he agreed to be the sacrificial lamb in the people’s search for a moral candidate,” he said.
Pineda, who has left for the United States, could not be reached for comment. Her son, Lubao Mayor Dennis Pineda, has yet to send his reaction through his consultant.
Like Lumanlan, Fr. Raul de los Santos and Pastor Joy Pongco urged a show of people power through prayers, vigils, fasting and making people aware of what is happening.
“We’re called again to stand up for truth. Immoral leadership and graft are happening in our government and grafters are getting bolder because we chose to be quiet against wrongdoings even when we know that future generations will suffer from commission of mistakes. Sobra na (This is too much),” De los Santos said.
The three religious leaders have preached, sent text messages, and made phone calls to sound off their appeals for people power.
Pongco, the vision keeper of the Pampanga Christian Ministers Council, said her appeals had been sent out to ministries outside of Pampanga.
Panlilio on Sunday said he had been swamped with phone calls and text messages from various parts of the country committing support for his electoral battle. “Some told me it might lead to a people power even outside Pampanga,” he said.
His lawyers said the governor needed P10 million to defray the cost of revising the ballots, an amount he did not have.

GOKONGWEI-OWNED Robinsons Land Corp. (RLC), through its housing and land development division, yesterday introduced its fourth project in Pampanga.
In a statement, the company said the project named Fernwood Parkhomes will be developed jointly with the Prieto family.
A kilometer away from the Sta. Ines Exit of the North Luzon Expressway, it offers easy access to the town proper, the Robinsons Place Angeles, Subic and Clark Freeport.
Fernwood Parkhomes is a 150-hectare midcost residential subdivision that is located in Sta. Maria, Mabalacat, Pampanga and will have a "mediterranean greens" theme, RLC said.
"Fernwood Parkhomes is perfect for starting families who enjoy just the right space for their dream homes," said Marilu M. Alferez, senior vice-president and general manager of the housing and land development division.
"It is also best for balikbayans who prefer to invest their hard-earned reserves in the hometown where their hearts will always be no matter how far they are," she added.
RLC said the project will be offering 750 units with lot cuts ranging from 120 square meters (sqm) to 275 sqm.
"A 120-sqm lot costs only P408,000 and may be availed for as low as P4,940 monthly amortization for 24 months through bank or government partners," it added.
The company also said that buyers have the option to get a complete house and lot package or a lot only with option for housing at an average selling price at P3,400 per sqm.
"About 80% of the development has been completed with Phase 1 already sold out," RLC said.
Among the amenities in Fernwood Parkhomes are a clubhouse with swimming pool, multipurpose court, and jogging path.
To date, the RLC housing and land development division has rolled out three developments in Pampanga: Mirada Dos in Bgy. Sindalan in San Fernando, Forest Parkhomes in Bgy. Pampanga, Angeles, and Rosewood Parkhomes in Bgy. Cutcut, Angeles.
RLC has a growing portfolio covering various operations involving shopping centers, high-rise residential condominiums and town houses, residential subdivisions, office buildings as well as hotels.
For the first quarter for fiscal year 2008, the company posted a net income of P681.9 million, 12% higher than the P607.8 million it made in the same period the previous year.
Revenues rose to P2.35 billion from P2.26 billion previously, with the high-rise buildings division accounting for 43%.
RLC said the high-rise buildings division contributed P1.02 billion after it recognized revenues from the Gateway Garden Ridge in Mandaluyong and McKinley Park Residence in Fort Bonifacio.
Recurring lease income from its five office buildings — Galleria Corporate Center, Robinsons Equitable Tower, Robinsons Summit Center and Robinsons Cybergate Center Towers 1 and 2 — amounted to P161 million.
The commercial centers division, which manages the company’s mall operations, chipped in 39% or P924.1 million, while revenues in the hotel division grew 5% to P295 million.
But realized revenues from the housing and land development division, through subsidiaries Robinsons Homes, Inc. and Trion Homes Development Corp., fell 12% at P116 million, down from last year’s P132 million.
RLC attributed the decline to lower sales and project completion, but also said that business is expected to pick up with the infusion of new projects for the rest of the year.
Cost and expenses for the period, meanwhile, remained at P1.39 billion.
Last Friday, RLC said it entered into an assignment agreement with Home Funding, Inc. (HFI), a special purpose company created pursuant to the Securitization Act of 2004.
The agreement covers the general terms and conditions that will govern the assignment and sale by RLC to HFI of up to P1.5 billion worth of receivables arising from certain contracts to sell with its buyers for securitization in accordance with and pursuant to the Securitization Act.

I don't know whether this is still true but we were able to talk to one of the engineers of the Ayala Malls. He said it'll be like Market! Market! As far as I can remember, the original name of the Ayala project is Market! Market! Angeles, not Q Mall.

AYALA Land Inc. (ALI) has launched a horizontal residential project and new mall in Central Luzon, its first such development in the region.
The country’s largest property developer is set to finish the 35-hectare Marquee Place, a gated subdivision in Angeles City, by 2009 through its high-end arm Community Innovations.
For P750 million, ALI developed the land with a local partner and managed to sell 90 percent of the first phase, which consists of 300 lots.
“We were expecting it to sell fast but not this fast. This just proves that North Central Luzon has been waiting and anticipating for an Ayala Land development to set foot in the region,” Dan Abando, Community Innovations president, said.
Another 300 lots would be up for sale in the second phase of the project, which the company hopes would be sold out in a year’s time.
Lot sizes range from 220 to 400 square meters and are sold for P2.4 million to P3.4 million. ALI said homeowners are encouraged to adopt Western contemporary house designs to adhere to a certain image the company has envisioned for the subdivision.
ALI also launched Q Shopping, its first mall north of Manila, located near Marquee Place which would be completed by the first half of 2009. So far, the company has already spent P1.8 billion on the project dubbed as a “lifestyle center.”
The nine-hectare Q Shopping would house similar retailers found in Greenbelt and Glorietta as well as local locators.
Jaime Ayala, ALI president, attributed the high demand for housing in the North to better economic conditions and the business-process outsourcing (BPO) phenomenon that has spurred the real property boom.
“Right now I think we frankly feel that we are at the stage of the market where we are still in the upswing. If you look at it interest rates have come down but it is only recent[ly] that the banks have started to offer [home] financing package,” he said.
Ayala said that present land values and rental prices “are not yet even close” to the peak the industry has seen in the 1990s.
BPO office space development within the Marquee-Q Shopping area is in the pipeline, but “too early yet” for the company to begin construction, he said. He added that ALI is on the lookout for other areas in the region for land banking but refused to divulge details.

Mabalacat Cityhood Endorsed at PB
CITY OF SAN FERNANDO -- First District Board Members Tarcicio Halili and Crisostomo Garbo last Wednesday endorsed before the Provincial Board (PB) the approval of the Mabalacat city hood.
In a PB committee en banc hearing last Wednesday, both Halili and Garbo stated that the Mabalaqueños have long been waiting for the conversion of the town from a first-class municipality to a component city.

Halili said the conversion of Mabalacat into a component city is not a hindrance but a gateway to progress and development.
After 13 years of lobbying, Mayor Marino Morales has finally got the nod of the PB on the town's city hood.
Morales expressed confidence that the august body will soon approved the city hood through a resolution.
The mayor said he and his constituents dream that the progressive town will become a city of peace, beauty and progress.
He said the three basic requirements for city hood -- land area, income and population -- were already met by the first-class municipality.
According to Morales, significant structures like the Mabalacat-Clark spur road, interchanges at Dau-Duquit and Cacutud-Dolores areas, and others are already in place.
Secondary roads will be built with the expected huge income (300-700 million pesos) of the new city.
Morales also announced the opening of the Mabalacat Public College in June.
Basic services for health, peace and order, senior citizens and persons with disabilities are being dispensed and will be enhanced with the approval of the application for conversion.
According to Morales, local officials like the town to be a component city in order to provide and generate more jobs for the people.
He said the income of Mabalacat in 2004 was P147,180,092 and P171,660,927.20 in 2005.
A local government unit applying for the conversion to a city should have an annual income of about P100 million for the last two consecutive years, based on 2000 constant prices.
As of May 2000, Mabalacat population was totaled at 171,045. Under Republic Act (RA) 9009, the population of a component city should not be less than 150,000 as certified by the National Statistics Office (NSO).
The income revenue allotment of Mabalacat, Morales said was pegged at P209 million.
He said the application for the cityhood had undergone massive public hearing adding that the Mabalaqueños want the town to become a component city.
First district Representative Carmelo Lazatin sponsored House Bill (HB) 2350 entitled "An Act Converting the Municipality of Mabalacat in the Province of Pampanga into a Component City to be known as the City of Mabalacat."
Through a resolution, the Municipal Council of Mabalacat requested the Congress to upgrade the classification status of the Municipality of Mabalacat, from a first-class local government unit (LGU) into component city.

Editorial: Cityhood for Mabalacat
FOR the longest time, the leaders of Mabalacat have been holding their breath for the realization of their cityhood dream for this prime town in Pampanga. It's long overdue, if compared to the shorter time other towns in the province and the rest of Central Luzon had to wait to be citified, so to speak.
Why it has taken this long for the town to achieve cityhood puzzles not a few observers in and out of the municipality, whose political history in the last decade or so has been quite, well, interesting.

Might have this been the bump on the road? Not if you look at the huge enthusiasm shown by its two distinguished sons in the provincial, Board Members Chris Garbo and Tars Halili, who have endorsed the cityhood plan for approval by the Provincial Board.
The way things are at the board, they probably don't have to break a sweat to get the nod. It might even be unanimous, as the board has been in the pleasant habit these days.
Beyond that, things could get rough.
Right now, there is uproar over the trend in Congress of converting towns into cities. This could stymie Mayor Marino "Boking" Morales's plan. Meaning, he and his townsfolk may have to wait a little longer.
The uproar, as expected, stems from the sharing the fixed pie known as the Internal Revenue Allotment or IRA. The problem, as the League of Cities of the Philippines (LCP) sees it, is equity or the lack of it.
The shares of provinces and towns have been increasing, it says, but that of the cities hasn't.
If the LCP had its way, it would rather raise the cities' share in the IRA before new cities were created, especially in the city-less provinces.
Then there is the issue of priority as well. Zamboanga Sibugay Representative Ann Hofer has authored House Bill (HB) 24 that would allow 27 capital towns in city-less provinces to become cities.
Capital towns first, others later.
Unfortunately, Mabalacat belongs to the latter or later, anyway you want to look at it, as the Hofer bill frames it. Pampanga already has two, Angeles City -- a chartered city-and the City of San Fernando-a component.
What could further complicate the cityhood dream for Mabalacat is the pending bill in the House that seeks to create separate congressional districts for Angeles City, leaving the town and neighboring Magalang as the first district.
Again, money is the, not an issue, here. Forget about the legal pretexts on size, people and income. It's the subtext that counts in the nitty-gritty.
And when politicians talk or fight about money, in Congress or elsewhere, theirs or the taxpayers', things can get unpredictable -and ugly.
Ask those who'd been there, done that, paid this or that.

MANILA, Philippines - South Korean electronics giant Samsung Electronics Inc. is looking to invest $1.5 billion to $2 billion in the Philippines.
NEDA acting director general Augusto Santos told reporters on Friday that Samsung's investment will go to a facility that will need 36 megawatts of power to run. No details are available as to the exact nature of the project.
However, Santos said that only a "big" project would entail 36 MW of power.
NEDA has received a request from the Clark Development Corp. for the approval of the Clark 230 KV (kilovolts) Transmission Project (Phase 3), because a “large international electronics manufacturing company that ranks among the top electronics companies in the world," will be needing 36 MW of power from the project.
“Said company would make an initial investment of $1.5 billion - $2 billion and would require an initial power supply of 36 MW by November 2008," CDC president and chief executive officer Liberato Laus said in a letter to the NEDA dated March 7.
Samsung Electronics is South Korea's largest corporation and the flagship of the Samsung Group industrial conglomerate. It is also the world's second-largest producer of mobile phones.
CDC said NEDA has already approved the Phase 1 and Phase 2 of the project and the government has recently allocated P3 billion to implement the project.

A SPIRITUAL JOURNEY, A CONTINUING TRADITION OF FAITH
HISTORY
The re-enactment of Christ’s crucifixion that is practiced each year in the City of San Fernando originated in 1955 with the staging of “Via Crusis” (Way of the Cross), the only Kapampangan piece on the passion of the Christ written by an amateur, Ricardo Navarro.
It was first performed during the Holy Week fifty years ago by an amateur volunteer artists of Barangay (barrio) San Pedro Cutud, who like the rest of the Filipinos during that period, had time on their hands because work or exertion on those holy days was taboo.
It was only in 1962 that the barangay first witnessed an actual crucifixion during the play. The Christ was potrayed by Artemio Anoza, a resident of nearby Apalit town and a quack doctor who dreamt that he would become a religious leader and full-fledged healer. Wanting to realize this dream, he volunteered himself to be crucified as a sacrifice.
Since then, not a year passed without an actual crucifixion taking place during the re-enactment that has now been joined in by many penitents as a “panata” or vow of sacrifice.
In 1965, the role players and the penitents were invited to perform the sacrifice outside the barangay, this time in Betis, Guagua. The occasion caught national interest and subsequently became an international tourist attraction.
Through the years, Rolando Navarro passed on the family tradition he began to his son Ricardo and then to his grandson Allan Navarro who is the present director of the street play Via Crusis.
About the Tradition
The Philippines is Southeast Asia’s largest Roman Catholic nation with a rich cultural heritage that is steeped in tradition.
One of these Filipino practices is the observance of Lent and the Holy Week that, for Catholics, is a time for atonement and sacrifice.For Filipinos in Pampanga, the observance is characterized by the “senakulo” or “pabasa” which is the chanting of the passion of Christ as read from a book that locals call Pasyon. Other penitents called “magdarame” carry wooden crosses, crawl on rough pavements and slash their backs before whipping themselves to draw blood, to ask for forgiveness of sins committed, to fulfill religious vows (panata), or to express gratitude for favors granted.
On Good Friday each year, in the City of San Fernando, particularly in Barangay San Pedro Cutud, thousands flock to witness the world-renowned crucifixion that is reenacted on a man-made hill after two-hour street play, Via Crusis is performed as it has been done for the past 50 years.
Contrary to the Catholic Church’s teachings and the commercialization of the event, the fervor for the tradition stays, with the townsfolk sticking to their faith and spiritual practice, constantly remaining pure in their panata which continues to be a source of community solidarity and strength.

Gov. Eddie T. Panlilio presided over the investment planning session which was attended by stakeholders, including non-governmental organizations, municipal and city mayors, and members of the provincial board.
The approval of the 2008 AIP was described as "a crucial step towards the acquisition from the national government of P181.23-million development fund, representing 20 percent of the internal revenue allotment (IRA) of the province, whose amount is projected at P906.19 Million. It will then be forwarded to the sangguniang panlalawigan for its approval.
The investment plan includes proposals for livelihood improvement and promotion, social amelioration, health intervention, and infrastructure development.
"These proposed projects will harmoniously complement the other programs already included in the general fund," the governor said.
"Projects for senior citizens, for example, have P5 million earmarked in 2008, and will allow us a greater flexibility in distributing services to all sectors," Panlilio said.
Aside from the 2008 AIP, Panlilio will also present soon his proposal for the holding of a Farm Summit which will address, among others, the impending rice crisis.
Noting that Pampanga is one of the major rice and fish producers, the governor said he would like to see more coordinated approaches to multi-term solutions by the various agencies, offices, cooperatives, local government units and farming communities.
Provincial Agriculturist Mario Mangiliman remarked that rice production of Pampanga has been more than adequate, with bright prospect in the coming harvest season.

'Sisig Queen' murdered

Lucia Lagman Cunanan, 80, the woman behind the "Aling Lucing's Sisig" eateries and the acknowledged re-inventor of the Kapampangan dish "sisig," was found dead with 10 stab wounds in the body inside her room at 1538 C. Pineda Street in Barangay Claro M. Recto here Wednesday morning.
Fred, 54, one of the victim's sons, said his father, Victorino, was tasked to get some food from their store a few blocks away when the incident happened. He said when Victorino came back from the errand, he found his wife and bathing in her own blood.
The housemaid, Bibeth Regoncilo, 36, who was sleeping in a separate room, was unharmed.
"It was around 4 a.m. (Wednesday) when my father went out, when he came back my mother was dead. She does not have any quarrel with anyone," he said, adding that his mother spent most of her time at home after relegating family business obligations to her children.
The 10 stab wounds sustained by Cunanan were inflicted by a still unidentified killer. Victorino found her wife's body on their bed when he returned to their room.
He told police investigators that he left their house at 3 a.m. to get some food from their night shop in Barangay Agapito Del Rosario here but the establishment was already closed when he got there.
When he returned home and proceeded to their room, he was surprised to find everything in disarray.
Chief Inspector Jaime Villamil, chief of Angeles Police-Station 6, said Angeles Police Director George Gaddi has ordered a deeper investigation into the case.
Villamil said the death of Mrs. Cunanan was a robbery homicide but added that police are also looking into other possible angles.
"So far we do not have any suspects," Villamil said, adding that there was no sign of force entry as showed by the initial findings of the Scene of the Crime Operatives (Soco).
He said the killer took the victim's gold necklace and two gold rings.
Villamil said the case was turned over to the Detective Management Bureau (DMB) of the city police, which will conduct a full-blown investigation into the case.
As of Wednesday afternoon, the DMB headed by Senior Inspector Danilo Cadiz, is taking statements from Victorino.
The police also invited the maid for questioning.
Victorino told police investigators that the perpetrator left without taking any cash from their room. He added that some dents on the cash vault showed that the killer tried to open this forcibly using a hammer, but in vain.
According to one of the victim's relatives, a same break-in incident happened a few months back allegedly perpetrated by someone close to the family. However, the incident was not reported to the police.
"My mother did not deserve to die that way," exclaimed Lolita while holding a picture of the grand matriarch of Kapampangan cooking.
Police officials here are still pursuing possible leads on the resolution of the case.
Barangay Claro M. Recto chairman Valentino Lagman, a close of the victim, denounced the killing and vowed to help in gathering information to help police in solving the case.
Vice Mayor Vicky Vega-Cabigting expressed shock and sadness over the death of Cunanan.
"We condemn in the strongest terms the killing of culinary icon Aling Lucing Cunanan! Her death is a great loss to Angeleños and the Kapampangans as well. Aling Lucing has placed Angeles City in the tourism map for her delectable 'sisig'. We will miss the Sisig Queen and we hope that her Legacy will live on," she said.
Cunanan was credited for reinventing the native dish "sisig," by creating a variant that has been known nationally. She hailed from La Paz, Tarlac and was able to marry in Pampanga and started her business in 1974, which became successful.
Aling Lucing, as she is popularly called, is the Grand Slam Winner of the 2005 Angeles City Sisig Festival, besting 176 competing sisig recipes. Very very sad news. :( I remember when I met her when we started the franchise wing of Aling Lucing's Sisig. She was an adorable person. Hopefully this case won't be like the other cold blooded cases in our country that are either unsolved or are taking a long time to be solved. :(

Sa Crossing nga madali lang hanapin yun. Kung branches ang pinaguusapan meron sila sa mga malls (the last time I was there they're opening the newwest ones in SM Valenzuela and in SM Naga). Kung sa San Fernando meron Aling Lucing sa SM Pampanga meron (dati nasa Robinson Starmills pero binago na pangalan nung dun pero same ownership parin). Pero kung ang talagang hanap mo eh yung authentic na recipe ni Aling Lucing eh sa Crossing ka nga dapat pumunta.
I really suggest na sa Crossing ka pumunta. Most if not All of those Aling Lucing branches elsewhere are owned by a single company which the only connection they have with Aling Lucing is the permission to use the name "Aling Lucing's Sisig." Although masasarap din talaga ang mga Sisig sa mga branches na yun eh mas authentic at masarapa parin yung sa Crossing.
Now people would ask how did I know? my dad was one of the founders of that company and up to now the operations and the majority of it belongs to my ex-step-mom's greedy family.

MANILA, Philippines--The government and local garment manufacturers are looking at the possibility of putting up a so-called Garments City at the Clark free port zone as the Philippines gears up to lure companies in China that are considering relocating overseas.
In an interview, Trade Secretary Peter B. Favila said he had brought up the concept of a garments zone in Clark during a meeting with the Confederation of Garments Exporters of the Philippines (Congep) held in Hong Kong last March.
Currently, garment factories are spread across Cebu, Cavite, Bataan and Pampanga.
"The domestic industry would benefit from the linkages that such a village-like set up would give rise to," Favila said.
Industry players have described the Garments City as similar to the Supply Chain City in China, which was designed to simplify and make more efficient the operations of garments and textile businesses.
Favila said locators in the Garments City would continue to enjoy incentives as exporters, and there would also be the obvious advantage of access to the Subic free port through the Subic-Clark-Tarlac Expressway, which would cut down the process of shipping to North America.
"The best testimonial to the advantages of locating in the Philippines, particularly in Clark, is the experience of [Hong Kong-based] Luen Thai Holdings," Favila said.
"To realize the Garments City concept, Congep has to do its part of securing commitment on additional investments or new locators, especially those coming from Mainland China," he added.
Clark-based Luen Thai Philippines, which makes Polo Ralph Lauren apparel, is represented in the Congep board of directors.
"I told Congep officials of my desire to revive the garments and textiles industry especially with the new opportunities that certain developments in China are giving rise to," Favila said.
He was referring to recently enacted Chinese laws that are expected to result in higher costs for garment firms.
Favila said the Department of Trade and Industry was finalizing an order that would establish a unit under the Board of Investments that would dedicated to the needs of the garments industry.
He said the move was partly in response to Congep's request for a committee similar to the Garments and Textiles Exports Board, which was phased out along with the worldwide quota system that ended in 2005.
For the industry's part, Congep chair emeritus George T. Siy said the group's seven-biggest members alone have committed to infuse additional investments of some $100 million in the country.
"The only condition is that the government start formal negotiations on a free trade agreement with the United States," Siy said.
"The Philippines is on a long wait list of US FTA partners and we need to jump start this now," he said. "A 2008 kick off means investors can plan two to three years of expansion."

THE Pampanga Chamber of Commerce and Industry Inc. (PamCham) recently urged City of San Fernando Mayor Oscar Rodriguez to back up its request for the National Government to act on four major infrastructures in the city, which are in "sorry state."
In a letter sent to the mayor on April 22, PamCham president Rene Romero asked Rodriguez to intervene in their call for the Department of Public Works and Highways' (DPWH) "immediate rectification" of purported inferior condition of the Baliti-Telabastagan portion of McArthur Highway, Paning's portion of Angeles Circumferential Road, the East Lateral Megadike road and the Dolores Flyover.
Romero also furnished copies of the letter to Pampanga third district Representative Aurelio Gonzales Jr., Regional Development Council (RDC) chairman for Central Luzon Tet Garcia, Governor Eddie Panlilio, Vice Governor Joseller "Yeng" Guiao and San Fernando Multi-Sectoral Governance Council (MSGC) executive director Rev. Resty Lumanlan.
The request for Rodriguez's intervention came after PamCham failed to get positive response from the DPWH in their original request for rehabilitation of McArthur Highway.
PamCham's letter to the DPWH, Romero said, is questioning why asphalt overlaying was undertaken on the portion of McArthur Highway, where the road is obviously still in good condition, while the Baliti-Telabastagan portion, which has been in a state of disrepair for so long, have yet to be given their attention.
The DPWH recently poured fresh asphalt into the Sindalan portion, near the DPWH regional office, and some major and minor roads in Angeles City.
In their subsequent letter about what seemed as "nonsensical" prioritization in the asphalting, PamCham learned from DPWH that Bulacan and Southern Pampanga were given priority by the National Roads Improvement and Management Program (NRimp).
The public works department alleged that they had to resubmit an updated additional funding requirement of P96 million for the rehabilitation of the Sindalan-Telabastagan area due to the "increase in material and fuel costs".

Chaka in a sense that the building isn't that beautiful architecturally. The older one which is now a museum is more iconic (but of course it is now too small to accommodate city services). the present city hall was uninhabited for quite a while before the city gov't moved there when tarzan was frist sworn into the mayorship of Angeles.

Wow! Mas maganda pala ang city hall ng San Fernando. Considering the two cities are the only cities in the province of Pampanga, magkakaroon ng rivalry diyaan parang sa Iloilo City at Bacolod City. Both of the cities have a SM Mall on them.
My great question is, sa ganitong kalaking populasyon (since 2000, 200,000 na ang population namin, bayan pa kami noon!) bakit noong 2001 lang kami naging lungsod in spite na 1997 pa lang may campaign na kami?
Ganon pala, may mayor ang Angeles City na ang pangalan ay Tarzan, parang "Honorable" Mayor Tarzan of Angeles City.

THE Pampanga Chamber of Commerce and Industry Inc. (PamCham) recently urged City of San Fernando Mayor Oscar Rodriguez to back up its request for the National Government to act on four major infrastructures in the city, which are in "sorry state."
In a letter sent to the mayor on April 22, PamCham president Rene Romero asked Rodriguez to intervene in their call for the Department of Public Works and Highways' (DPWH) "immediate rectification" of purported inferior condition of the Baliti-Telabastagan portion of McArthur Highway, Paning's portion of Angeles Circumferential Road, the East Lateral Megadike road and the Dolores Flyover.
Romero also furnished copies of the letter to Pampanga third district Representative Aurelio Gonzales Jr., Regional Development Council (RDC) chairman for Central Luzon Tet Garcia, Governor Eddie Panlilio, Vice Governor Joseller "Yeng" Guiao and San Fernando Multi-Sectoral Governance Council (MSGC) executive director Rev. Resty Lumanlan.
The request for Rodriguez's intervention came after PamCham failed to get positive response from the DPWH in their original request for rehabilitation of McArthur Highway.
PamCham's letter to the DPWH, Romero said, is questioning why asphalt overlaying was undertaken on the portion of McArthur Highway, where the road is obviously still in good condition, while the Baliti-Telabastagan portion, which has been in a state of disrepair for so long, have yet to be given their attention.
The DPWH recently poured fresh asphalt into the Sindalan portion, near the DPWH regional office, and some major and minor roads in Angeles City.
In their subsequent letter about what seemed as "nonsensical" prioritization in the asphalting, PamCham learned from DPWH that Bulacan and Southern Pampanga were given priority by the National Roads Improvement and Management Program (NRimp).
The public works department alleged that they had to resubmit an updated additional funding requirement of P96 million for the rehabilitation of the Sindalan-Telabastagan area due to the "increase in material and fuel costs".

CLARK FREEPORT, Pampanga: Clark authorities have opened more than 10,000 hectares of the Clark Sub-zone as the next frontier for investors here.
Bernardo Angeles, Jr., asistant vice preisdent of the Business Development Group of Clark Development Corp (CDC), over the weekend said they have started preparing the master plan for the development of 10,684 hectares of the 27,000-hectare Clark Sub-zone.
The Clark Sub-zone is more than twice the size of the main 4,400-hectare Clark Freeport.
Angeles noted that there is a strong demand for land from both local and foreign businesses that plan on investing inside the Clark Freeport.
He said the CDC “wants to put premium in the pricing of land” inside the freeport.
CDC President Levy Laus, during his speech at the CDC’s recent 15th anniversary, described the Clark Sub-zone as a “new frontier” for investors eyeing the former United States military installation for their business operations.
“Clark has opened the new frontier with the conclusion of a Joint Management Agreement between CDC and the Aeta tribes, validated by the National Commission for Indigenous Peoples. This agreement has freed 10,684 hectares for development with the Aeta tribes receiving a generous share from the lease proceeds,” Laus said in his speech. The Aetas are an indigenous group in Pampanga province.
Wilfredo Rivera, senior vice president of Asialuxe Philippines, agreed. Asialuxe recently signed a lease agreement for its $1.6-million expansion project here.
Rivera said “there is money in circulation,” also noting that Chinese investors “are scouting for areas “where to put their money.”
He added that with the development of more lands in Clark, the CDC will be able to entice more local and foreign businesses to locate at the Clark Freeport and the sub-zone.
The Clark Sub-zone is also known as the Clark Special Economic Zone, which is under the jurisdiction of the Philippine Export Processing Zone.
Under the agreement, the CDC will receive 80 percent of the net income generated from the rentals of the Aetas’ “ancestral domain” and the Aetas, 20 percent.

Anyway, degraded ang City of San Fernando mula pagiging urban city ay naging partially urban city na lang siya dahil sa ang Barangay Pulung Bulu ay reclassified as rural ng NSCB ayon na rin sa datos ng 2007 Census, isang barangay lang ang rural pero city pa rin ang San Fernando. Parang Cabanatuan City lang na partially urban din.

CITY OF SAN FERNANDO -- The rehabilitation of Quezon Road in southeastern Pampanga will start next month, according to Representative Aurelio Gonzales Jr.
"President Gloria Macapagal-Arroyo has allotted P193 million for the project under the 2008 National Budget, and the amount will be charged to my allotment and that of fourth district Representative Anna York Bondoc," Gonzales said.
The nine-kilometer long road, which traverses the third and fourth districts of the province, has been the subject of complaints by motorists from Pampanga and other nearby provinces passing through on their way to Manila and vice versa via North Luzon Expressway (Nlex).
Gonzales said the Quezon Road rehabilitation is among the priority projects of President Arroyo in Pampanga to spur economic development in the southeastern parts, particularly the towns of Mexico, Sta. Ana, Arayat, Candaba, San Luis and San Simon through a seamless connection with Nlex and other major road systems.
"Quezon Road is really a vital road in Pampanga and its rehabilitation is due, especially with fast modern expressways linking the province to critical destinations like Subic, Clark and Metro Manila," he said.

portludlow May 10th, 2008, 06:12 PM nung pre selling almost 2 years ago, the moneyed in angeles city corraled all the choice lots buying multiple lots. Ayala completely miscalculated on the demand at that time and the cuts were found to be smaller to the buyers liking. I wont be surprised if they will develop an upscale one in the near future. :) Actually the Marquee pale in comparison to other older subdivisions in AC.
