Vietnam April 2007
Stock market capitalization surged from under 0.5 billion dollars in December 2005 to 13.8 billion
(22.7 percent of GDP) by December 2006, and then to a current level of 24.4 billion. The number of listed
firms rose from about 40 to nearly 200 at present. December alone witnessed more than 100 new listings
as firms rushed to avail of tax incentives to be withdrawn in 2007. The stock price index shot up 144
percent in 2006 and has already seen an additional increase of 50 percent in the first two months of 2007.
The market is set to expand further with 20 large state owned enterprises scheduled to list in 2007. The
boom has inevitably led to concerns that stocks are being overvalued by inexperienced investors. The
median price-earnings ratio stood at 21 in early 2007, with about a quarter of the firms over 30. It is
estimated that foreign stock holding is of the order of 4 billion dollars. The authorities have for now put to
rest rumors that capital controls would be imposed in a bid to slow down foreign inflows or outflows.

Malaysia rejigs its 'affirmative action' policy
The longstanding policy of promoting Malays and indigenous peoples over ethnic Chinese is starting to show its age
AFP, KUALA LUMPUR
Sunday, Apr 08, 2007, Page 9
Malaysia is carefully easing back decades-old policies favoring its ethnic majority Malays to draw foreign investment, but may face political dissent over the move, analysts say.
Malaysia since the 1970s has retained affirmative action policies for Malays and indigenous groups known as "bumiputras" in order to close a wealth gap with the minority Chinese community.
But in a dramatic change, Prime Minister Abdullah Ahmad Badawi last month lifted some of the policies as the country aggressively seeks to attract much-needed foreign investment.
Under the rules, bumiputras must hold at least 30 percent of equity in any company, and they should be the majority of workers.

APR 9 : Southeast Asian nations may grow at a faster pace this year, defying forecasts for a slowdown, as shipments to new export markets offset easing demand from the world’s biggest economies. Economic growth among the members of the Association of Southeast Asian Nations may accelerate to as much as 6%, exceeding last year’s 5.8% pace, the group’s secretary general Ong Keng Yong said.
