ILOILO City – Mayor Jerry Treñas announced the official opening of a new road in Brgy. San Rafael here to decongest traffic along Gen. Luna Street due to the construction of a flyover along Infante and Gen. Luna Streets.
Treñas disclosed that the land was donated by the Donato Pison family to the city government and is much longer at 1.02 kilometers than the 800-meter Gen. Luna Street.
The 10-meter-wide road is expected to open up a new growth area along San Rafael that used to be a fishpond and salt farm of the Pison family. It will also be a site of a new building of Ateneo de Iloilo soon.
The road starts at the Benigno Aquino Diversion road and is near at the new growth area spawned by the SM City shopping mall and other corporation buildings.
Treñas said 40 streetlights will soon be put up in the new road to be funded from the supplemental budget. Traffic aides and barangay tanods will be fielded in the new road.
Street signs to motorists and commuters were posted along the junction of Gen. Luna and Diversion road and at the Molo Plaza advising them not to pass the Gen. Luna portion of the road near Hotel del Rio due to the flyover construction.
Two flyover projects are being implemented by the Department of Public Works and Highways under the Tulay ng Pangulo program in the city. The Infante project is expected to be completed by end of July this year.
The DPWH said the other project at Jalandoni and Diversion road in Mandurriao district will start immediately as soon as the first flyover will be completed next month.

Barangay heads of the flood-prone communities in Pavia see that with efficient implementation of the Iloilo Flood Control Project (IFCP) and community participation their town will soon be flood free.
Pavia mayor Arcadio Gorriceta, who led residents of affected barangays in a dialogue with project consultants and contractors, said once the project is completed, Pavia, Jaro and all the other areas affected will be flood-free, after 60 years of suffering. He said the IFCP, a major project of the government next to the Iloilo Airport, will have greater positive impact on the economy of Iloilo and the nearby provinces.
The implementation of the project in the affected barangays had been relatively smooth as information flow on the status is regular because of the efforts of the information management group (IMG), he added.
The dialogue was preceded by the launching of the Barangay Wall news in Bgy. Anilao, as a low-cost-community based strategy to keep the residents informed of the status of the Flood Control Project in their barangays.
Engr. Jimmy de Leon of the Department of Public Works and Highways said the Hadjin Contractors which undertake the civil works in the Pagsangaan-Anilao areas are actually ahead of schedule despite a slippage of 1.33 percent as of date.
Mayor Gorriceta said lapses are attended to through close monitoring and these are tackled by the Sangguniang Bayan in their session.
He asked the project consultants and the contractors that soil from excavated areas should be for the use of the municipality only, land filled to level its parks, housing areas and even the municipal cemetery.
Mr. Keigo Ito, project manager of IFCP Component II appreciated the efforts of the barangay environment and information group to launch to Barangay Wall News, as the start of community involvement in the actual implementation of the project.

ILOILO CITY—President Macapagal-Arroyo will lead today the inauguration of the new Iloilo international airport at Cabatuan town in Iloilo.
The President was expected to arrive at the airport at around 9:30 a.m. on board a private jet and hold a meeting at the airport control tower.
She will proceed to the pre-departure area where she will lead the opening program, along with Transportation Secretary Leandro Mendoza and Japanese Ambassador Ruchiro Yamasaki.
The P8.6 billion-airport—straddling the towns of Sta. Barbara and Cabatuan—was built by the Taisei-Shimizu Joint Venture.
Funding for the project came from a special yen loan package of the Japan Bank for International Cooperation (JBIC).
The airport, built on a 188-hectare area, was designed to meet demand for a larger terminal brought by the increasing number of passengers and cargo traffic in Iloilo.
The new airport has state-of-the-art facilities, including landing and navigation systems, a modern terminal and control tower buildings. It will have a runway 2.5 km long and 45 meters wide, a passenger terminal with 12,000 sq. m of space and a 1,281 sq. m-cargo terminal.

GMA to land at new Iloilo airport
ILOILO City – The airplane carrying President Gloria Macapagal-Arroyo lands at the new Iloilo airport of international standard today, another historic moment for the municipalities of Sta. Barbara and Cabatuan, Iloilo.
The occasion marks the inauguration of the P8.759-billion Iloilo Airport Development Project which is expected to boost economic activity and tourism in the island of Panay.
The new airport would serve as the gateway to the Visayas of air travelers in the country and worldwide, said Regional Director Arturo Valero of the National Economic Development Authority (NEDA).
The new Iloilo airport is a modern 188-hectare complex designed to handle 1.2 million passengers and 11, 500 tons of cargoes per year, and can accommodate aircraft as big as Airbus 330 with a seating capacity of 276.
It is also described as comparatively the best and the earliest ever constructed outside of Metro Manila.
Expected to assist the President during the inauguration are Japanese Ambassador to the Philippines Ryuichiro Yamazaki, Transportation and Communication Secretary Leandro Mendoza and other national and local officials.
The inauguration and opening of the new Iloilo airport has long been delayed. Arroyo was scheduled to open it last April 16 but with the First Gentleman undergoing a critical heart operation, she cancelled her Iloilo trip.
Days before today’s opening, Bessi Cebuano, a staff from the Air Transportation Office (ATO), said airline companies have started transferring some of their facilities from the existing Iloilo airport in Mandurriao district in this city to the new Iloilo airport property.
Cebuano said ATO personnel and offices started transfering on June 7.
"The transfer will be a big boost to the business sector," Valero said.
The government plans to sell the existing 54-hectare Mandurriao airport property.
During an earlier visit here, Arroyo said she was confident that the closure and privatization of the Mandurriao facility would further boost local tourism and economic activities.
CATALYST FOR DEV’T
The new Iloilo airport is really intended to serve as catalyst for development, according to Ed Mangalili, Project Manager of the Iloilo Airport Project.
He recently briefed members of the Regional Development Council during their tour of the facilities of the new airport.
Mangalili said the airport would not only spur development around the area but even in the whole of Panay.
Tourism officials hope the new Iloilo airport of international standards will serve as gateway to Western Visayas’ tourist destinations.
Department of Tourism (DOT) Regional Director Edwin Trompeta sees a surge in tourist arrivals and tourism revenues particularly in Boracay, considered as one of the world’s best beaches.
The construction of the new Iloilo airport came about because the old airport is no longer capable of future air demand, Mangalili said.
Among others, it also boasts of a 2.5 kilometer by 45 meter wide runway which can accommodate Airbus 330 and 340 and Boeing 747 planes, three Passenger Bridges, two baggage claim conveyors, a 500-seating capacity passenger lounge, a three-kilometer access road and nine separate buildings.
Three airline companies have availed themselves of space within the new airport – Philippine Airlines, the country’s flag carrier; Cebu Pacific, and Air Philippines.
Spaces within the airport are also open to concessionaires.
The completed airport facilities were formally turned over to the Air Transportation office on March 19. ATO manages the facilities, said Alan Java, ATO Area Manager.
Earlier, Senate President Frnaklin Drilon said the delay in the operation of the new airport is costing the Department of Transportation and Communications and Air Transportation Office millions of pesos in maintenance, electricity and security costs.
The delayed operation also means a delay in the entrance of economic benefits that the new airport will bring not only to Iloilo Province and City, but also to the whole Region 6.
Meanwhile to enhance the competitive advantages of the country's five super regions, the government is set to complete this year, aside from the new Iloilo airport, seven other airport projects that would further promote tourism and logistics by providing a more efficient mode of transport for goods and passengers.
The eight airport projects are part of the 31 priority airport projects costing P94.37 billion targeted to be completed by 1022 under the Medium Term Public Investment Program (MTPIP).

The Department of Transportation and Communication (DOTC) is eyeing a special train to ferry passengers from Iloilo City to the new Iloilo airport in Cabatuan, Iloilo.
This was revealed by City Mayor Jerry P. Treñas yesterday after preliminary talks were held with DOTC Undersecretary Roberto Lastimoso, currently Land Transportation Office chief.
However, Treñas said they are still looking for a fund source to have a feasibility study on the special train for the new airport serving as a mass transport system for airport users.
Cebu is also contemplating a mass train service for commuters from its airport in Mactan Island to Cebu City proper, Treñas disclosed.
“In highly industrialized cities in the world, there is always a train mass transit service to ferry passengers to and from the airport,” Treñas said citing airports in Germany and other cities in Europe.
Similarly, Iloilo City Rep. Raul T. Gonzalez will be talking to the DOTC officials in Manila to concrete the idea for a mass train service as well as airconditioned coaches and will be using different route formerly used by the old Panay Railways.
A train service between the province of Capiz and Iloilo City was stopped more than 20 years ago due to high operation cost and that several highways were already constructed along the route going to Roxas City, Capiz.
The old Panay railways starts from the Iloilo City terminal along Muelle Loney St. and have train stations in Pavia, Sta Barbara, New Lucena, Potoan, Dingle, Passi City up to Roxas City in Capiz.
“It is not remote that we can also revive the train service to serve our low income families carrying bulk of cargoes to the new airport in Cabatuan. From the existing train station in Sta Barbara, it is not far to the new airport in Cabatuan,” Trenas said.

Another two flyovers will rise in the city after President Gloria Macapagal-Arroyo approved the request of City Mayor Jerry Treñas for additional flyover projects to address the worsening traffic situation in the city.
A flyover project is presently constructed at the junction of Infante and Gen. Luna streets while another one is slated along Jalandoni-Diversion road.
Treñas said the President approved his request for two additional flyovers during their recent meeting, however, the final say will still come from the Department of Public Works and Highways (DPWH).
Treñas said the DPWH will have to conduct traffic count and soil testing on the proposed locations for the two additional vehicular flyovers. The results of the two basic tests will pave way for the drafting of the projects.
Treñas proposes that the two other vehicular flyovers will be constructed in the area of El 98 in Jaro district leading to Diversion Road; from Jalandoni Bridge going to General Luna Street in the city proper; and the area of Jalandoni Street and Commission Civil in Jaro.
Each flyover is estimated to cost P400 million.
The flyover projects are part of the President's Bridge Program of the Arroyo administration.

City Mayor Jerry Treñas said the plan to construct a pump boat terminal at the Fort San Pedro is now under way after Department of Environment and Natural Resources (DENR) Secretary Angelo Reyes made a positive response on the request of the city government for a P10 million budget.
Treñas said the terms and conditions for the construction of the terminal is now being finalized in the regional level. The proposed terminal will rise at the Rotary Park wherein the Philippine Coast Guard is currently located.
He said they will look for another area for the Coast Guard to occupy. The area will be developed to give passengers more comfort, accessibility and a better structure. At present, there is no structure like a terminal that serve as shelter for passengers for heat and rain. They only have a canopy.
The chief executive said tourists always complain that there is no good pump boat terminal from Iloilo City to Guimaras. The plan to construct a pump boat terminal will erase the bad impression made by tourists especially the foreign tourists on the non-availability of a terminal to cater to the need of the passengers.
Currently, there are two pump boat pick up points in the city, the one in Ortiz which caters to pump boats that dock in the town of Jordan and the other pick up point is in Fort San Pedro. It is near the proposed new pump boat terminal.
The plan for the construction of a pump boat terminal is also a joint effort between Iloilo City and Guimaras, both of which are members of the Metro Iloilo Guimaras Economic Development Council (MIGEDC).

To liven up economic activities along the Iloilo River, another P200 million worth of road project will be constructed from Gaisano City to Carpenters Bridge in Tabucan, Mandurriao. Out of the P200 million budget, P60 million is already sourced out.
Mayor Jerry Treñas said the project will be constructed in routes where there is no need for the city government to exercise expropriation proceedings. He said no private property will be affected in the proposed P200 million road project.
The road project will be more of a feeder road, Treñas said, adding the funding source will be the Department of Public Works and Highways (DPWH).
The city made a road investment proposal before the project was approved. The market price of properties are expected to increase dramatically because of the proposed road improvement. Real property owners near the soon to be developed areas will benefit from the project.
"The city invoked 'economic justification' for the approval of the feeder road," said Treñas.
There are several aspects to be considered in constructing feeder roads, these are the economic impact, social impact, traffic impact, sustainability of the project and environmental impact. Portions of the proposed site is consist of mangrove plantations.
Treñas said values of real property along the covered areas will increase. He envisioned that developers will invest on restaurant and hotels business as the project is facing the Iloilo River. The presence of the proposed project is also an additional alternate route in going to old airport site. The proposed new road project will likewise decongest traffic along General Luna in going to Molo or Mandurriao.
The old airport is currently subject of a bidding. The city government wants the prospective buyer to make portions of the property a theme park, an IT center and even a hospital. As to date, the Department of Finance (DoF) has yet to make its final decision over the bidding.

Seems to me that Iloilo City is catching up for its lost time. As Chymera quoted in the past, "seems the whole city is underconstrction". Now is the best time for the "NeXt BIG Thing" to pick up the pace in terms of development.

It's about time we have a decent terminal for these pumpboats plying the Iloilo-Guimaras route. I hope they can also construct another terminal in guimaras. :)
This project will be a big boost in the marketing of Guimaras as a tourist destination. A convenient, comfortable and safe terminal is a must for us to maximize the tourism potentials of Guimaras.
I hope this project will propel faster development in Guimaras. :okay:

A week after the inauguration of the new Iloilo airport of international standards, Senator Franklin Drilon said there is a necessity to install a perimeter fence on the access road from the airport.
Drilon who administered the oath-taking of re-elected Iloilo Governor Niel Tupas and other elected officials of the province said in his speech that he noticed the new airport lacks a perimeter fence on the access road from the airport and referred the matter to Department of Transportation and Communications Secretary (DOTC) Leandro Mendoza.
Drilon reported that Mendoza immediately approved a P50 million allocation for the perimeter fence and the lighting on the street going to the airport so that people can enjoy better the airport that we have today.
Drilon was not able to attend the inauguration of the new airport last June 13 but during his speech thanked the President for acknowledging his contribution in the conception and building of the new airport and for pushing the economic agenda of the administration during his term as Senate President.
It can be recalled that President Arroyo in her speech during the airport’s inauguration acknowledged the Senator’s contribution in the realization of the airport and the passage of difficult revenue – generating measures.
With the implementation of the P6.5 billion new Iloilo airport, Drilon said he is gratified to leave this legacy to the people of Iloilo.
“We are all proud of it. A Cabinet Secretary texted me congratulating us for the effort that we have put into in this airport, I myself was surprised how beautiful the airport is”, said Drilon.
Starting last June 14, commercial planes now use the new airport in Cabatuan which is considered as the country’s most modern and beautiful airport today.
As he leaves office on June 30 as Senator of the Republic of the 13th Congress, Drilon assured Ilonggos that in the next three years he will continue to be active “for whatever little influence I will have left I will be here to help”. (PIA)

that's right. Such a difficult thing indeed. Some houses will be affected including the Departement of Science and Technology Regional Office. I think it would be best if they relocate the DOST-Regional Office in Pavia and along the highway for better accessibility.

Looks like the owners of Arthur's are keen in investing in Iloilo. Arthur's is a chain of tailoring shops here in Manila. Their shops are located in their distinctively blue buildings with their logo (Arthurs over a black clover in a circle) emblazoned on every building they own.
I think Domescon Motor Sales used to be on the property where this Arthur's Suite now stands. It's nice to see more investments especially in the hospitality industry of Iloilo. What a vibrant city we have! :okay:

ILOILO City – Finance Undersecretary John Philip Sevilla defended the P1.2 billion minimum bid price for the old Iloilo airport in Mandurriao district here. “It was a judgment call of the Privatization Council,” he said
Sevilla chairs the bids and awards committee for the airport’s privatization.
Sen. Franklin Drilon had said the failure of bidding for the 54-hectare old airport property could have been deliberately done to benefit unseen hands.
“The P1.2 billion minimum bid price was recommended by the Department of Finance, duly approved by the Privatization Council based on the appraised value of the property,” Sevilla said.
The Privatization Council is composed of the Department of Finance (as chair of the inter-agency group), Department of Justice, National Economic Development Authority, Department of Budget and Management, and the Department of Trade and Industry.
The bidding of the old airport property had been declared a failure by the Council.
Three of the country’s top property developers failed to meet the minimum bid price. Robinson's Land Corp.’s bid was P1,089,478,000; Empire East Holdings Inc., P701,000,000; and SM Prime Holdings Inc., P435,791,200.
The delayed disposal of the old airport means a delay in its development. Drilon said this is disadvantageous to the Ilonggos because the facility could become the city’s second urban center if developed into a commercial complex, or an industrial and business center.
“I don’t know who benefited but I know it disadvantaged the people,” said Drilon last week when he arrived at the new Iloilo airport at the Sta. Barbara-Cabatuan towns, some 20 kilometers from Iloilo City.
Drilon wondered, “why certain members of the Privatization Council insisted on pegging the minimum bid price at P1.2 billion when the appraisal done by a reputable firm placed the value of the property somewhere between P800 million to P1 billion.”
The Department of Finance earlier disclosed that real estate broker CB Richard Ellis had placed the property's value between P500 million and P2 billion.
According to Drilon, with the failure of bidding, the Privatization Council conducted a negotiated sale conference with the bidders on June 13, “but the highest bid solicited for the property was placed only at P908 million.”
Robinson’s Land Corporation bid for P908 million.
“The government auction lost P180 million with that negotiated conference. I wonder if the setting of the high floor price was deliberately done to cause a failed bidding to justify a negotiated sale,” Drilon said.
“As of now, the Council has no decision yet on what will be our next step (especially that if no firm could bid with the floor price),” Sevilla added.
The government had already earmarked part of the sale proceeds for partial payment of a P6.2 billion loan from Japan Bank for International Cooperation, which bankrolled the construction of the new Iloilo International Airport.

McDowie is expnading, Jollibee is investing outside malls right now specifically drive-thru, Max (really?) is branching, etc, etc, etc ... that's fine. At least we're very unlikely to feel hungry and starve whilst roaming around downtown area and the whole of the city's districts.

really? Why do they need a storage area? Fronting SM City in Mandurriao is a massive SM Warehouse. It's barely 10-15 minute drive if they want stocks to be delivered asap, less traffic of course. But guys, they don't need another storage though. They just have to make use of that warehouse. Gosh, that warehouse is huge, almost half of the area of SM City Iloilo.

Good news. Almost all food chains/restos are expanding in Iloilo City. I hope they'll start expanding outside city area as well ie Pavia, Oton, Leganes and Sta Barbara.
Is Savannah not planning to build their own office? Although the new office is relatively "new" ( he he) daw arkilado man lang ina nila eh. Other than they want to have their own building, etc, maybe due to increasing number of customers. Savannah is a 300-hectare property of Crown Asia in Iloilo with more than 200 families residing there at present. I'm sure they'll more future expansion. What happened to their plan to erect a mall along the business site of Savannah property to serve their clients? I've heard that they're going to start the construction this year. Hmmm ... fishy for Mr Villar.

ILOILO City – The government will be lowering its asking price for the 54-hectare old airport in Mandurriao district after it failed to sell the property last May 9.
Finance Undersecretary John Philip Sevilla said the government is now having the value of the property re-appraised so another public bidding could be scheduled.
The government could not enter into a negotiated sale with the highest bidder as it did not set a minimum bid price prior to the bidding date, Sevilla explained.
Sevilla declared a failed bidding for the property last May 9 after the offers made by the three bidders were below the P1.2 billion indicative price set by the government during the auction day.
Robinsons Land, the company with the highest bid, offered only P1.089 billion for the property while Empire East had a bid of P701 million, and SM Prime Holdings offered P435.7 million.
Two other pre-qualified bidders, Ayala Land and Rockwell Land, did not attend the bidding.
Representatives of the bidders all said the government’s asking price for the airport property was too high above current market price in the area.
Sevilla said there is no definite date as to when the appraised value of the property would be completed as well as the date of the possible public bidding.
The government has earlier said that part of the sale proceeds would be used to pay a P6.2 billion loan from Japan Bank for International Cooperation, which was used to finance the construction of the new Iloilo International Airport in the Sta. Barbara – Cabanatuan area.
The proceeds will also be used to fund the construction of a first class highway interconnecting the provinces of Iloilo , Capiz, Antique and Aklan.
Last week, Senate President Franklin Drilon expressed alarm over the failed bidding. It could have been deliberately done to benefit unseen hands, he suspected.

He envisions a theme park (like the Enchanted Kingdom), a 5,000-seater convention center, a modern hospital for medical tourism, and an ICT (information and communications technology) park to accommodate the fast-growing marketing and business process outsourcing industries (or call center industry) in the region.
However, according to the Department of Finance, the winning bidder would have to take care for the resettlement of squatters occupying the property. The Privatization Council estimated about 300 households of informal settlers living in the area.

oboi June 26th, 2007, 07:02 AM IMO, those overpasses are not useless. Those are actually beneficial to both vehicular and pedestrian traffic if made into use. It's a matter of enforcing the rules to the pedestrians. But it won't work without the political will of our officials.
Here in the Makati CBD, it's organized and everyone is disciplined yet once you get out of the CBD everything's becoming chaotic. So I don't think discipline and order is impossible to be imposed in Iloilo.
Also, they can designate specific loading only and another unloading only zones and not just one common area for jeepneys to load/unload passengers. If they are lacking traffic officers to enforce the rules they can deputize security guards. That's being done here in Ayala Center and Araneta Center.
Also, putting railings along the sidewalks prohibit pedestrians from wanton crossing, boarding and alighting the jeepneys and walking on the road itself. :)

GUIMARAS – The Arroyo administration has planned to build bridges to link Iloilo, Guimaras and Negros Occidental in Western Visayas for economic development.
This was revealed by Negros Occidental 5th district Rep. Ignacio “Iggy” Arroyo, younger brother of First Gentleman Jose Miguel “Mike” Arroyo.
Arroyo was here yesterday to lead the oath-taking of governor-elect Felipe Hilan Nava and other local officials of the island province.
Nava said that Arroyo discussed the thrust of the national government particularly on the role that Guimaras will play in the light of super-regions program as priority development plan of the Arroyo administration.
The President in her State of the Nation Address (SONA) delivered in July last year, highlighted the tourism prospects of Western Visayas as part of the Central Philippines mega-region.
“Guimaras has identified agri-fishery tourism as its main economic driver in its provincial physical framework plan,” Nava stressed.
Iloilo – the gateway to Boracay and Guimaras – is the center of trade and commerce in Panay.
Arroyo said the bridges linking Iloilo, Guimaras and Negros Occidental are priority projects in the next three years.
“There will be more commerce and trade that will flourish here while it is situated between the islands of Panay and Negros – the main beneficiary would be Guimaras. Infrastructure like roads will be established all over the province,” Arroyo explained.
He added that concerned local government officials have been consulted for the crafting of a feasibility study on “bridging the islands.”
Arroyo said he had discussed the plan with Nava, Iloilo governor Niel D. Tupas, Sr. and Negros Occidental governor Joseph Marañon who conformed to the proposed projects.
“The potential funding for the bridges can only be possible if we have a good feasibility study. Maybe we could ask grants from Japanese and Spanish governments to set up the bridge projects,” said Arroyo.
He noted the idea to bridge the islands started during the time of former Guimaras Governor Emily Lopez in the late 90s “but the problem was that there were no project studies done.”
“I think it is very workable––it is a good idea. We just have to work out the feasibility study and find necessary funding. It is not only on Region 6 but there is also a program aims to link all the Visayas Islands,” Arroyo said.
Ted Haresco of the Presidential Bridge Program said the proposed bridges are in preparation for the booming tourism market.
“The developments will come to Asia. Some five million Chinese and Koreans are expected to come to the Philippines, thus we have to improve the tourism facilities and most importantly the infrastructure,” said Haresco.
“Central Philippines has the competitive edge in tourism in its natural wonders top-billed by Boracay in Aklan, Cebu, and Bohol that attract more than half of the foreign tourists to the Philippines.”
The President has also pledged to pour in multi-billion projects particularly on infrastructure like road networks and port facilities in order to link Panay and Guimaras to the rest of the islands, thus providing better access for tourists.
“The priority here is tourism investments. The good roads will be constructed to spillover destinations all over Panay. We will serve Guimaras by the new airport in Sta. Barbara, Iloilo and a new RoRo port in Sibunag town,” she added.
The national government introduced the Roll-on Roll-off (RoRo) or “nautical highway” from Zamboanga del Norte through Negros, Panay and Mindoro to Batangas in 2003 to improve the transport services.
The system has slashed travel time from Mindanao to Luzon from 36 hours to 24 hours, thus it has been patronized by local travelers and domestic tourists because it offers cheaper transportation cost.

thatss the sign that quintin salas and tabuc suba are improving when it comes in business, more shops, banks sprouting on that area. the presence of Jaro Times Square makes the traffic worst even in the junction of Alta tierra village. Some of the private vehicles from sta barbara, and NIA using the pavia shortcut road passing through Floodway going out to quintin salas, the road beside SM Savemore. dagdagan pa ng Jollibee Drive thru lalo lang nadagdagan ang taffic dyan.

In any case, it is really a good news and I am really looking forward to see this for real.
well, accdg to the news posted here, they haven't even started the feasibility study yet to determine the viability of building such bridges. it's actual construction then, if ever carried out, is still relatively far off. let's keep our fingers crossed!:)

i hope they could construct a road directly llinking, lets say sta. barbara and zarraga so that passengers from the NIA who are from the central/northern parts of the iloilo province won't even have to go the ever increasing traffic of this area to go home to their respective towns.

INSTEAD of spending billions of pesos on a bridge that will span three provinces in Region 6, government can put public money to better use by developing the tourism potentials of Guimaras.
This was the reaction of Department of Tourism (DoT) regional director Edwin Trompeta to the revival of the proposed bridge that will link Iloilo to Guimaras and Negros Occidental.
Trompeta said funds intended for the ambitious bridge project can be used to improve Guimaras to attract more tourists.
“Personally, it would be better if we spruce up and improve the roads leading to resorts in Guimaras instead of building this bridge. Guimaras is a beautiful island and it can attract tourists and investors because of its island character,” Trompeta said. “We can exploit this potential by providing wider and better roads around the island so tourists can enjoy their trip there. Why not build a coastal road or the likes around the island instead of the bridge.”
Pumpboat terminals that cater to Guimaras-bound passengers, such as the one at Brgy. Ortiz, Iloilo City, also need total facelift to boost the island’s tourism industry, Trompeta added.
The DOT chief said the government will get its money’s worth if it invests in Guimaras’ development.
“Half of the budget for the proposed bridge is more than enough to fund these proposed infrastructure projects in the island. It would be more practical if we invest in the island. Some tourists find it hard to go there because of the poor road condition,” Trompeta said.
Aside from the roads, a roll on-roll off (ro-ro) facility that will ferry tourists to Guimaras can also help the island, he added.
Trompeta fears Guimaras will become a dumping ground for criminals and other undesirables from Iloilo and Negros Occidental if the bridge materializes.
“The island will end up as dumpsite of our refuse because it would be easier for felons to flee Iloilo and Negros using the bridge. Squatters might also find a whole new lot to posses in Guimaras. Carnappers can also stash and chop their loots in the island. These scenarios will affect the image of the island.”
Once the trans-island bridge is constructed, Trompeta said, Guimaras will end up as a mere transit point between Iloilo, Negros and Cebu-Bohol area.
“Eventually, this will diminish Guimaras’ tourism image because the market and tourism magnets of other provinces including Boracay in Aklan are far stronger. Thus, there is a need to improve first the infrastructure and potentials Guimaras,” he said.
The idea of bridging Iloilo, Guimaras and Negros started during the time of former Guimaras governor Emily Lopez in the late 90s. But it remained in the pipeline due to lack of a feasibility study.
It was later revived by Negros Occidental 5th district Rep. Ignacio Arroyo and governor-elect Felipe Hilan Nava.

I think that the national and local government should address the tourism potential of the island and the whole region first than this ambitious project. Don't get me wrong here. If they (local officials) are really concerned about tourism, they should focus more on the basics such as accommodation, roads etc. They could not even build the railway from Roxas City to Iloilo City. Demand should be propped up before building mega projects such as this one so that it would not end up as a white elephant again. In Japan, the Akashi-Kaikyo bridge was built because there was a ferry accident that killed hundreds of passengers and not just because their local officials wanted it.

Tabuc Suba, Jaro is another major business catalysts in the city's development. The area is getting more and more traffic everyday. Amo ina ang kabudlay dirA. tHEY REALLY NEED TO FASTTRACK ROAD WIDENING IN THIS AREA. Although then presence of Coastal Roas helps in lessening traffic jams, still more motorists are taking Tabuc-Suba Road. And with SM Grocery Store around the site plus Jollibee, Quintin Salas' traffic worsens.
thatss the sign that quintin salas and tabuc suba are improving when it comes in business, more shops, banks sprouting on that area. the presence of Jaro Times Square makes the traffic worst even in the junction of Alta tierra village. Some of the private vehicles from sta barbara, and NIA using the pavia shortcut road passing through Floodway going out to quintin salas, the road beside SM Savemore. dagdagan pa ng Jollibee Drive thru lalo lang nadagdagan ang taffic dyan.

The ongoing renovation of SM Supermarket Jaro is the sign that the demand of daily basic commodities increased by 50%. Try to observed the volume of people coming in and out of the SM Supermarket and SM Savemore in Jaro....still...this two supermarket is crowded starting 5pm-8pm daily. how much more during weekend.

Tabuc Suba needs more than a flyover. It needs wider expansion and / or another big alternative superhighway. The PBO is not doing great in that area. Amidst the ordinance, the bulk of private cars passing the route is tremendous.

There's a positive of having another flyover in Tabuc Suba but I believe that they need to expand the road first, both the highway leading to Leganes and Zarraga and the coastal road. Also, a possible opening of a new road BUT this will be very difficult considering the area's population. Imagine ang maapektuhan nga panimalay kung may bag-o naman nga road nga ipatindog? I just hope they'll find better route though. Imagine, may ara na gani PBO sa area nga ina pero nagdugang pa ang traffic. Meaning without PBO implemntation, the traffic in Tabuc Suba will be horrendous. Ti, time for mini-train na naman?

I noticed that our Port Complex has not been given a fair and good update. It is overshadowed by grand projects like the flood control and the new airport. This too must be given enough consideration for us to improve as a coastal city.

still, the list is not that impressive. I hope to see more investments in the city worth billions as well. The first billion commercial investment in the city is the SM City Iloilo which cost 1 billion or slightly more a decade or more ago.

that's right, Chymera. We need more multi-billion investments in our city and province as well. These can be realised with erecting malls, condominiums, skyscraper offices, and manufacturing. These investments are a one-shot billion investment alone. We'll see.

The much-improved power supply in the city, occasioned by the recent interconnection by the Panay Electric Company (PECO) with NAPOCOR, has emboldened Mayor Jerry P. Treñas to invite investors to establish presence in Iloilo City.
Treñas said the PECO-NAPOCOR interconnection has provided the city with adequate power supply to meet additional loads and satisfy even power intensive industries. He said the interconnection has resulted in a 15-megawatt augmentation to the 84-megawatt already supplied by PECO and Panay Power Corporation (PPC).
In a conference at the executive office Wednesday, representatives of PECO, NAPOCOR and the PPC assured Treñas of a 24-hour, 7 days a week uninterrupted service. With the interconnection, the city now enjoys a total of 99-megawatt capacity against present peak demands of 76 megawatts. This supply can only be disrupted by events beyond the control of PECO and PPC. Even then, PECO's special assistant to the president and CEO Randy Pastolero said that such disruptions, if and when they occur, would be isolated cases at most.
Treñas also asked the power firm to fix their distribution lines to minimize occurrences of localized power failures and to ensure systems reliability.
He said that aside from the reliability of supply, the interconnection will likewise result to reduced power rates - a development which the mayor added could provide more incentive for venture capitalists to consider Iloilo City as an investment site of choice.

A COAL-fired power plant might rise in Iloilo City if plans push through.
This was one of the proposals presented during a meeting between the Metrobank Group and its subsidiary Global Business Power Corp. (GBPC) with Iloilo City officials and business groups.
The Metrobank Group was led by its chairman Antonio Abacan Jr., First Metro Investment Corp. and GBPC president Francis Sebastian, GBPC executive vice president for commercial Arman Lapus, Metrobank regional head for Panay Lemuel Lao and GBPC assistant vice president for commercial Adrian Moncada.
GBPC operates the Panay Power Corp. and its expansion plant Avon River Power Holdings Corp. at Brgy. Ingore, La Paz, Iloilo City.
Mayor Jerry Treñas, Vice Mayor Jed Patrick Mabilog, Councilors Eduardo Peñaredondo and Joe Espinosa III and Community Environment and Natural Resources officer Noel Hechanova represented the Iloilo City government.
Also present in the meeting were Ilonggo business executive Rex Drilon, president of the Iloilo Economic Development Foundation, and Leah Lara, executive director of the Iloilo Business Club.
In a phone interview, Drilon said the meeting focused on the city’s growing demand for electricity and Metrobank’s desire to put up a coal-fired power plant in Iloilo.
Metrobank also wanted to find out how the local government unit can help in their proposed investment.
“It was a very interesting meeting as the Metrobank pushed the idea of helping the city’s power needs using coal-fired power plants. The Metrobank group said they will be using a proven, clean coal technology similar to the one used in Taiwan,” Drilon said.
Drilon said a Taiwanese firm, Formosa Heavy Industries, will be Metrobank’s industrial/technology partner in the proposed coal-fired power plant.
The Metrobank group initially eyed the town of Barotac Viejo as host of the coal-fired power plant.
But a proposal also came out to put up a plant right beside the GBPC’s existing plant in La Paz.
Drilon said it would be more practical and economical to put up a plant in Iloilo City “because the infrastructure is already there.”
“If the plant is located beside the existing plant in La Paz, the investor will not spend much in laying down transmission lines from a town to the city. We can do away with the P1/kwH wheeling charge billed by the National Transmission Corp. And this will redound to cheaper electricity for the city,” Drilon said.
Metrobank also assured that they can build the plant in just two years, Drilon added.
“If they start January 2008, the facility will be finished by 2010. It’s fast and that’s good for the city since we have a growing demand for electricity.”
Drilon said the business community is very supportive of Metrobank’s proposal “because a baseload plant is what we need to have a more reliable and cheaper power.”
“I respect the opinion of other groups and their proposals but the most viable is a coal-fired power plant. We hope that we will get enough people support for this project,” Drilon said.

If this so and so... enough talk... lets build the power plant... 2010? by then we have 5 years left to achieve the goal of being the "Premier City" by 2015... if the City Government is bent on achieving this... better move fast or die trying. Im not 100% for coal but sometimes we need to take a look at our priorities. WE NEED RESULTS NOW not in anothe decade or so! IF THE US Alone contribute significantly much to Global Warming by their car emissions alone notwithstanding their coal plants (based ion the movie docu- AN INCONVENIENT TRUTH) why the hell are they bent on pressuring the 3rd world countries like us not to use coal? Isnt it a bit unfair? Just because so and so country/ studies found out so and so and that will be so and so when in fact they are way guilty on that more times over, why pass on the guilt of building 2 coal power plant here makes anything worst than its already is?

a balance of bad and good, I may say. The old coal plant posed a very danger our environmental issue. But the new one has the capacity to have a clean and better disposable system. Anyhow, keep your eyes and options open, eonynx. :)

ILOILO City – As the rainy season sets in and residents here prepare for the perennial flooding, the Department of Public Works and Highways (DPWH) announced there might be another delay in the implementation of the Iloilo Flood Control Project (IFCP).
The project aims to solve the flooding, which annually displaces thousands of residents during heavy rains.
The implementation of the project shall necessitates traversing the middle of an existing subdivision in Jaro district. The property owner is seeking compensation for damages that will be wrought on his subdivision.
The IFCP is now in its construction stage. This includes the building of an embankment for a 4.7-kilometer channel with a width of 100 meters (including service roads on both sides) and depth of five meters.
“There might be slippage on the implementation of the project,” said Engineer Jerome Borjal, project manager of the IFCP.
“If you are a businessman … that’s the least that you can do. We are doing our best to settle the case the soonest time possible,” Borjal said regarding the subdivision developer’s asking for compensation.
If this concern is not resolved, there will be a delay in the implementation of the project. “The case may even reach the higher court,” he added.
Docketed as civil Case No. 06-29100, the DPWH filed expropriation proceedings on the properties of Alathea Senense, Pacific Rehouse Corporation (PRC), Florentino Diana, and the Philippine Estates Corporation (PEC) to “condemn” the property that shall be affected by the project “for public use upon payment of just compensation.”
Based on the computations made by the DPWH in its amended complaint on December 2006, the floodway project would only affect around 84,925 square meters of land area with zonal value pegged at P960 per square meters or equivalent to P81,528,000.
The DPWH made an additional assessment amounting to P35,448,599.55 for the improvements consisting of roads, drainage system, perimeter fence, guard house, field office, gate, demolition (road, fence, gate), two houses, and entrance landmark.
A subdivision was developed in the area, prior to the implementation of the floodway project.
In their answer, the property owners seek a total damage payment of P2,598,661,688.

ILOILO City – Barangay officials of flood-prone Balabago and its surrounding communities will launch its wall news as an Information, Education, Communication (IEC) Strategy in support of the Iloilo Flood control project (IFCP), on July 19, 2 p.m. at the Bgy. Balabago Elementary School.
The launching will be followed by a barangay forum to discuss the updates of the Flood Control project and to consult with the residents on how best to sustain the gains of the project
The wall news is a low-cost information dissemination vehicle initiated by the barangay as its way of keeping the residents informed and clarified on issues related to the implementation of the IFCP.
Engr. Jimmy de Leon of the DPWH said construction of several box culverts along Upper Ingore Creek has already been completed, which include flood prone areas like Barangays Balabago and Banuyao, to complement the proposed widening of the Upper Ingore Creek.
The Datu Puti Box Culvert has replaced the wooden footbridge in the area. This 3-barrel culvert is enabling the residents and vehicles to safely and conveniently pass through it to.
The DPWH also said the new Jaro-Balabago Box culverts including the recently completed City Homes and Banuyao Box culverts inside Ledesco City Homes Subdivision are much bigger than the previous ones, hence larger volume of water flowing through the creek could be accommodated during the rainy season.
Downstream of Upper Ingore is the Diversion Box Culvert, a 3-barrel culvert (3.600m x 3.136m per barrel), replaced the previous two lines of 0.91m diameter Reinforced Concrete Pipe culverts across the Iloilo City-Dumangas Diversion Road.
Further, DPWH said this structure will be connected to Ingore Creek, by a diversion channel, at a location more or less 100 meters downstream of Banuyao Box Culvert. From the Diversion Box Culvert going to the mouth of Jaro River, a diversion channel which is partially completed has already been opened, hence, run-off water upstream of the diversion road can readily exit to Jaro River.
Meanwhile, DPWH also said the construction of the Jaro Floodway is substantially accomplished, starting from Bgy. Tacas passing through Barangays Buhang and balabago to the exit point in Bgy. Bitoon. When fully completed this will be the passageway of floodwaters coming from both Aganan and Tigum Rivers.
Barangay Balabago is the first barangay to launch the wall news as an IEC strategy in flood-prone areas in Iloilo City.

I think it has been highlighted in all papers that modern technology for waste disposal will be used for coal plants in Iloilo or simply we just ignore the fact that even disposal revolves into a modern way, too. I think we're just so pre-occupied of that old disposal system til the present that new technology we're not given emphasis in presenting their own side. I hope we've moved out of old technology system as presented by what other environmentally-friendly agency's trying to say and embrace modern technology to lessen the impact of waste brought by modern coal plants.

i don't think they'll consider the idea of modern coal plant. All researches back home still point into the old technology that why there's a massive misunderstanding ongoing. And I believe that the proponent of this agency is bunking for the old techno to discredit the plan.

I'm still no for coal.
global warming phenomena remains in limbo (a misnomer). Here, several issues have been raised for all scientists to answer the cause and effect of global warming, the green house, the carbon dioxide emission, the direct effect of increasing number of planes, ships, cars, etc and the fuel they're using, the lost of forest (degradation), etc. All these remain under investigations and debatable for science research to prove. And until the present, there's no definite answer given yet.
If this so and so... enough talk... lets build the power plant... 2010? by then we have 5 years left to achieve the goal of being the "Premier City" by 2015... if the City Government is bent on achieving this... better move fast or die trying. Im not 100% for coal but sometimes we need to take a look at our priorities. WE NEED RESULTS NOW not in anothe decade or so! IF THE US Alone contribute significantly much to Global Warming by their car emissions alone notwithstanding their coal plants (based ion the movie docu- AN INCONVENIENT TRUTH) why the hell are they bent on pressuring the 3rd world countries like us not to use coal? Isnt it a bit unfair? Just because so and so country/ studies found out so and so and that will be so and so when in fact they are way guilty on that more times over, why pass on the guilt of building 2 coal power plant here makes anything worst than its already is?

that's the question we have to ask? Why the 3rd world countries? it's because everything remains under scientific probe here (western) til the present. And these developing countries do not have enough resources to back them up when it comes to this big scientific enquiry. It's a matter of testing the waters for possible good and positive effects. The funding comes from the west, the implementor are the east. Why so?
I just want to point out that the longer we hold the implementation of this project, the worst we are dragging our economy down. If we really have enough sources since then, why the brownouts and why the massive lookout for more energy investors across the country? Where's the remaining million kilowatts gone?

ILOILO CITY’s booming call center industry and construction of the Metro Iloilo Radial Road will be highlighted in the President’s State of the Nation Address (SONA) on Monday, July 23, said Mayor Jerry Treñas.
It will be noted that President Gloria Macapagal-Arroyo commended Treñas for actively wooing call center firms to expand their operations in the metropolis during her SONA July last year.
Arroyo also pledged infrastructure projects like roads in Iloilo being the gateway to Boracay and Guimaras for tourism purposes as envisioned in the Central Philippines super-region program with the Visayas as the main tourism hub of the country.
The mayor said he will attend the SONA to be delivered by Arroyo at the Congress.
He added that the developments in the field of call centers and road networks were the subjects asked of him by Arroyo to be included in her SONA.
Treñas stressed that giant call center companies like TeleTech and Sutherland have been working on the establishment of 1,000-seat facilities each in the city.
Meanwhile, the Metro Iloilo Radial Road project is expected not only to reduce traffic congestion along the Iloilo-Roxas Road, particularly the sections of Iloilo City and Leganes-Zarraga towns but will contribute to the economic development of the area.
The by-pass road starts from the proposed Iloilo Circumferential Road No. 1 and ends about 1.50-kilometer north of Zarraga town proper where it merges with the existing Iloilo-Roxas Road.
The project implementation which so far accounted 10 percent accomplishment is under the supervision of Department of Public Works and Highways (DPWH-6)’s construction division with contractor IBC Builders International Corp.
It started last March 29 and is expected to be completed in 210 calendar days.
The scope of work involves the construction of 2.28-kilometer road of 12-meter wide to include clearing and grubbing and embankment.
The road network was conceptualized by the Japan International Cooperation Agency (JICA) with the funding from Japan Bank for International Cooperation (JBIC).
The national government has allotted P50-million budget although the project only has a contract cost of P34-million.
Likewise, Treñas said the national government has pledged P50-million to the province’s second district and P30-million to the city for road widening project to the New Iloilo Airport in Sta. Barbara-Cabatuan towns, some 19 kilometers north of city.

The city government and the Department of Finance has agreed to lower the bidding price of the 54-hectare old Iloilo Airport site in Mandurriao district to P900 million.
The new selling price was based on the appraisal of the government and private company. The bidding price was earlier pegged at P1.2 billion.
Atty. Giovanni Miraflores, who represents the city government in the undertaking for the sale of the property, said they are still waiting for the response of the Privatization Council on the new bid price that they have set.
There is no new bidder for the airport site. Though five companies were pre-qualified to bid, only three went to the actual bidding on May 9, 2007.
Robinsons Lands submitted the highest bid of P1.09 billion followed by Empire East (P701 million) and SM Prime (P435.79 million). Rockwell Land Corp. and Ayala Land Inc. backed out.
The Privatization Council is composed of the heads of the Department of Finance, Air Transportation Office, Department of Transportation and Communications, Department of Justice and Department of Budget and Management.
Miraflores said the government is in a hurry to sell the property. Based on the the terms and conditions for the sale of the property, the government will not dip its finger on the relocation of squatter families occupying portions of the 54-hectare airport site.
He also said the portion of the old airport which remained untitled will not be included in the sale since part of it is used as road ways. He, however, did not identify on which portion of the property are untitled and used a road ways.
Earlier, Finance Undersecretary John Philip Sevilla, chair of the bids and awards committee of the Iloilo airport said there are appraisals between P800 million to P1 billion. There is also no law that limits the minimum bidding price to the appraised value.

ILOILO City – Mayor Jerry Treñas likened this city to a “blooming rose”, citing its flourishing economy, social development, environmental management, and good governance.
He attributed these to the teamwork of the different sectors in the city, with the support of the Sangguiniang Panlungsod.
Yesterday, Treñas delivered his State of the City Address (SOCA) at the Sangguniang Panlungsod.
“I ask all of you to be a part of the family that continuously takes care of this beautiful rose – for only through working together and being united can we ensure that it grows to be the most attractive it can be,” Treñas said.
In a half an hour speech, Treñas presented the initiatives under his administration “completed, ongoing or proposed,” for the past six years and for the next three years of his term as this city’s chief executive.
The booming economic industry brought about by the increasing number of investments and new business enterprise was a result of the involvement of the private sector, he said.
Among others, he mentioned the booming business process outsourcing industry and cited the emergence of ePLDT Ventus here, Call Box Customer Contact Center, Echo Customer Contact Center, Global Mega Communications Inc., Techno Call Corp., the medical transcriptionist service with Medlink Transcription Service, and the soon-to-open Teletech and Sutherland Call Center.
Treñas also noted the improved tourism industry brought about by vibrant festivities like the Paraw Regatta, Chinese New Year, and the world-renowned Dinagyang Festival.
This city has also improved mobility and traffic of goods and services to the people, he said, with proper transport planning, road network improvements, construction of access roads, and flyover.
The construction of the P4.2-billion Flood Control Project is expected to be finished by 2010, he revealed. This would mean tremendous relief for the residents of flood-prone areas “whose lives and properties are always imperiled whenever flash flood occurs.”
Under his administration, Treñas said, the city government was able to improve the health and nutrition care delivery systems through the rehabilitation of existing district health centers; construction of additional district and barangay health facilities; full implementation of the Magna Carta for health workers; implementation of city-wide health and nutrition projects (EPI, Iodized Salt distribution, etc); distribution of PhilHealth cards for indigents close to 30,000 households; establishment of urban poor relocation sites through regular lot acquisitions; on-going preparation of a Shelter Plan with assistance from the UN Habitat; and partnership with Couples for Christ and Gawad Kalinga for our Gawad Kalinga sites at Sooc, Arevalo.
He also noted the computerization of the different public elementary and high school and the implementation of the different education initiatives improved the competencies of public school pupils.
Livelihood skills and entrepreneurship training programs were introduced providing employment, he said.
The city government has also improved the different police precincts and facilities including the response of the law enforcement, he added.
Treñas said the city governemnt has also improved its solid waste management programs with the establishment of materials recovery facilities in the metropolis and the ongoing preparations for the establishment of a sanitary landfill with the assistance from GTZ.
For the first six terms of his incumbency, Treñas was able to increase the city’s annual budget from P514.9 million in 2001 to P876.8 million for the year 2007; streamline the business and building permitting process at city hall; computerized the business permits, city treasurer’s and city assessor’s offices; and improved revenue generation.
It has partnered with the Ateneo School of Government and the West Visayas State University introducing a scholarship program for masters degree in Public Management for city hall employees.
Aside from this, under his administration it has generated different foreign-assisted projects from the Australian Agency for International Developmenmt (AusAID) for the Metro Iloilo-Guimaras Integrated Urban Infrastructure Development, the Information Technology Support for Regional Planning and Economic Development, and the Strengthening Capacity for Local Area Development Partnerships.

MAYOR Jerry Treñas likened Iloilo City to a blooming flower when he reported his achievements before the Sangguniang Panlungsod Wednesday.
In his State of the City Address (SOCA) delivered before the City Council, Treñas highlighted investments, tourism and giant road network projects that supported the city’s growth.
“Like a blooming rose, the future of Iloilo City is just beginning,” he said.
He attributed the increasing number of investments and new business enterprises to the public-private sector promotions through the Iloilo Local Economic Development Foundation (I-LED), Iloilo Investment Promotion Center (IIPC) and similar partnerships.
Likewise, the mayor said there is an improved incentives packages facilitated through the reconstituted Iloilo Investment Incentives Board and the improved Investment Incentives Ordinance whose preparations were partly funded by the German Technical Cooperation (GTZ).
The City Government’s partnership with the Iloilo Convention and Visitors Bureau to make the city as the convention center in Western Visayas has been actively attracting visitors to the metropolis, he added.
“There is a booming real estate development and specialized focus on emerging new industries and technologies such as the Information and Communication Technology (ICT) in the city,” Treñas stressed.
He was referring to the boom of call centers including ePLDT Ventus, Call Box, Echo, Global Mega Communications Inc., Techno Call Corp and Interactive Voice Call Center as well as the introduction of medical transcription firm Medlink Transcription Services.
Treñas was also elated with the entry of the soon-to-open multi-national call center companies Teletech and Sutherland.
The city’s industry also achieved bright spot in wellness centers and spas.
FESTIVAL BOOM
“There are more vibrant festivals including Paraw Regatta and Chinese New Year. At the top is Dinagyang which was adjudged the Best Tourism Event for 2006 by the Association of Tourism Officers (ATOP) in the country, the first festival in the world to be supported by the United Nations in promoting the Millenium Development Goals,” said Treñas.
“Dinagyang has been a consistent major prize winner in the national Aliwan Festival for three consecutive years now. As a world class festival, the Dinagyang tribe also became a guest performer at the Texas Folklife Festival in San Antonio, Texas, USA,” he added.
Treñas said the city had hosted international and national conventions and special celebrations like the Fil-Hispanic Month and the closing ceremonies of the National Heritage Month in May.
Iloilo City has also been spearheading allied tourism promotion programs through the Metro Iloilo-Guimaras Economic and Development Council (MIGEDC).
INFRA PROJECTS
The city mayor likewise pointed out improvements in the mobility and traffic of goods and services through the Japan International Cooperation Agency (JICA)-assisted MIGEDC Transport Planning program.
The plan, dubbed as the proposed Metro Iloilo Road Network Improvement Project, involves the widening of the Iloilo-Sta. Barbara Road and construction of a By-Pass Road from Brgy. Tacas, Jaro to Zarraga passing through Leganes.
It also covers the construction of the Circumferential Road 1 to run eastward from Brgy. San Jose, Arevalo; cut across Mandurriao, Pavia, and Jaro; and connects with the Iloilo Coastal Road at Brgy. Buhang, Jaro.
A portion of the proposed radial road has already been funded and presently implemented by the national government.
The city also awaits the completion of first vehicular fly-over at Infante-Gen. Luna streets while the construction now on-going and another one at Jalandoni-Diversion Road area near SM City.
“The construction of the P4.2-billion Iloilo Flood Control Project which is expected to be finished by 2010 will mean tremendous relief for thousands of Ilonggo families whose lives and properties are always imperilled whenever flash floods occur in the city’s flood-prone areas,” Treñas pointed out.
He said even his house and that of councilors Eduardo Peñaredondo and Joe Espinosa III are also affected during the flooding.
Meanwhile, the proposed Iloilo River Boulevard Project will be established starting from Gaisano City area to Jalandoni Bridge passing through Diversion Road to Carpenter’s Bridge in Molo to southwest of the old airport in Mandurriao.
TRAFFIC
Treñas said the establishment of perimeter boundary terminals has helped reduce the number of public utility vehicles at any given time in the city, thus lessen traffic congestion.
To address the worsening traffic problem, Treñas said the city planning and engineering personnel have availed training on Sustainable Urban Transport in Asia and the Pacific in Kuala Lumpur, Malaysia.
“It was an excellent opportunity for the city to learn something about transport system from the country’s Asean neighbors through the City Traffic Management Planning of the CITYNET, a worldwide association of cities,” Treñas affirmed.
He said the proposed JICA-assisted transport and traffic management program will be implemented soon to fine-tune the city’s transportation system.

Based on the photos, I think the pine trees will be affected. But I do believe they can also relocate those trees.

The city government and the Department of Finance has agreed to lower the bidding price of the 54-hectare old Iloilo Airport site in Mandurriao district to P900 million.
The new selling price was based on the appraisal of the government and private company. The bidding price was earlier pegged at P1.2 billion.
Atty. Giovanni Miraflores, who represents the city government in the undertaking for the sale of the property, said they are still waiting for the response of the Privatization Council on the new bid price that they have set.
There is no new bidder for the airport site. Though five companies were pre-qualified to bid, only three went to the actual bidding on May 9, 2007.
Robinsons Lands submitted the highest bid of P1.09 billion followed by Empire East (P701 million) and SM Prime (P435.79 million). Rockwell Land Corp. and Ayala Land Inc. backed out.
The Privatization Council is composed of the heads of the Department of Finance, Air Transportation Office, Department of Transportation and Communications, Department of Justice and Department of Budget and Management.
Miraflores said the government is in a hurry to sell the property. Based on the the terms and conditions for the sale of the property, the government will not dip its finger on the relocation of squatter families occupying portions of the 54-hectare airport site.
He also said the portion of the old airport which remained untitled will not be included in the sale since part of it is used as road ways. He, however, did not identify on which portion of the property are untitled and used a road ways.
Earlier, Finance Undersecretary John Philip Sevilla, chair of the bids and awards committee of the Iloilo airport said there are appraisals between P800 million to P1 billion. There is also no law that limits the minimum bidding price to the appraised value.

I think 900M is not bad... considering the winning bidder will develop the area plus settle the issue with informal settlers... I think they should dispose the property ASAP... for the sake of development as well.... by the winning bidder... the longer it will stay idle... I saw the success of their CYBERGATE in Mandaluyong... really giving a run for their money the other CBD Districts like Makati, Ortigas and Taguig (Fort)... They have partnerships with several call centers... they have buildings in Makati, Ortigas and Fort as well. All houses call centers...
Besides... If they will win the bidding we might be seeing a rise of light industries in ILOILO CITY as well cos they own Universal Robina Corp. When it comes to assets they have it all (Robinsons Malls, condos, Cebu Pacific, Sun Cellular)
As well as in the failed bidding they were the highest bidder...at more than a billion close to 1.1B and more likely they will win this time. Im keeping my fingers crossed!

The more roads leading to a destination, the better. Junctions, per se are not problems. They can be managed for better efficiency.

Yup Filinvest is still a bidder. Actually Filinvest is OK good track record. The reason I am routing for Robinsons is that they are well rounded. They can came up with a higher bid and as i mentioned before the have the cybergate experience. Plus they have several tie ups with diffirent call center and since the area will be a cite for BPO's they can bring their partners as well to invest. Robinson is realty, Malls, Condos, Airlines, telecommunications and manufacturing plus publishing as well. So very liquid and hopefully they can bring the best for ILOILO. Btw, another MALL of the Robinsons is the Waltermart like in Sta. Rosa, Laguna.

Yeah! Good observation. Another face off considering that SM has actually around 18Has of land in the old airport so its a face off of BPO Centers as well since SM is into that line of business as well. And Malls we'll never be the same again in the area as of right now SM has plans for expansion (fiesta strip). :D

few more weeks to go. I could not wait for this flyover to finish and be iinaugurated. Is Gloria still coming to Iloilo this end of July for inauguration of this flyover or she'll postpone her visit due to the delay of the project as well?

The national government will pour billions of pesos for Iloilo road improvement projects in preparation for possible investments that the new airport in Sta. Barbara-Cabatuan area will generate. The Central Philippines mega-region aims to identify ongoing and proposed projects by the National Economic and Development Authority (NEDA), particularly infrastructure projects that need priority funding. The mega-region setup is covered by a four-year development plan from 2006-2010 aimed at spurring investments in the regions. The funding is allotted for proposed road-widening projects in preparation for the operations of the new Iloilo airport. A P1-B circumferential road will be established in the metropolis linking Jaro, Mandurriao and Arevalo districts. The Japan International Cooperation Agency (JICA) and Department of Public Works and Highways (DPWH) have also considered the construction of a P6-B Metro Iloilo Road Network which will include six circumferential roads connecting the city to nearby municipalities. There is also the ongoing Iloilo East Coast-Capiz Road project costing P476 M while a P1.2-B Iloilo East-West Road that will traverse the Concepcion-Sara-San Rafael-Passi-Calinog route is being proposed. Iloilo City, being the gateway to Panay especially to the world-famous Boracay Island, is also eyed for the implementation of the proposed P2.664-B Iloilo City-Caticlan, Aklan highway.

ANSWER:
The by-pass radial road project is envisioned to reduce traffic congestion along the Iloilo-Roxas road particularly the sections of Iloilo City and Leganes-Zarraga town proper. The road project is also expected to open up a new growth area in a move to contribute to the total economic development of the province.
The road starts from the proposed Iloilo Circumferential Road No. 01 and ends at about 1.5 kms north of Zarraga town proper where it merges with the existing Iloilo-Roxas road.

If all these said infras will be in palce, then I'll say, Iloilo is indeed a top priority and significantly important in the nation's economy. Why not? I don't think there will be any changes or widening of any roads within the city proper area. Sa pagkabudlay siguro. If there will be any more changes particularly widening and new routes, I think these things will happen outside the city proper or other member towns of MIG.

Its possible in some areas as long as the illegal structures are demolished.
Or at least improve the roads and sewerage sysytem plus add some beautification in terms of landscaping and uniform streetsigns.

DBP, the Philippine Ports Authority (PPA), and First Metro Investments Corporation (FMIC) recently signed a flotation agreement for the P2 billion PPA corporate notes issue that will finance the government’s port modernization program.
Under the agreement, DBP and FMIC will be joint lead underwriters and issue managers for the bond issue, which will have a maturity of seven years with a fixed rate of seven percent interest payable quarterly in arrears.
President Reynaldo G. David said the bond issue will help finance the improvement of the country’s trading channels. “We are an island economy, and the only way to connect with each other is by modernizing ports and vessels, and making sure that the infrastructure is there. I certainly believe that this flotation will go a long way in doing that.”
PPA general manager Oscar Sevilla, meanwhile, said: "This corporate note issue will be used for the development, modernization, and expansion of ports all over the country and is in line with the midterm plans of President Arroyo. We will fast track the port projects to stimulate the economy.”
Finance secretary Margarito Teves signed the guaranty agreement for the corporate notes issue during the signing ceremony. PPA’s corporate notes carry an events guarantee of the Republic of the Philippines, in which the national government shall automatically guarantee all liabilities of PPA in regards to the flotation in the event that the port of Manila is spun off.
Proceeds of the flotation will be used for the modernization of six priority ports including the newly-constructed wharf in Cagayan de Oro, the Sasa Wharf port expansion, Iloilo Container Port Complex, and a wharf in Ozamiz Oriental. Proceeds will also be used for the second phase of a wharf expansion at Zamboanga, and the expansion of the General Santos City port.

Property developer Megaworld Corp. on Monday said it has has submitted to the Department of Finance a firm offer to purchase the 54.5-hectare old Iloilo airport in Mandurriao town for P1.2 billion.
The government tried, but failed, to sell the property last May 9, after the offers made by the three bidders who participated fell below the P1.2 billion indicative price.
Robinsons Land, the company with the highest bid, offered only P1.089 billion for the property while Empire East had a bid of P701 million, and SM Prime Holdings offered P435.7 million. Two other pre-qualified bidders, Ayala Land and Rockwell Land, did not attend the bidding.
Empire East is Megaworld's lower income housing unit.
"Upon acceptance of Megaworld’s offer and consummation of the deal, Megaworld will apply with the Philippine Economic Zone Authority for a special economic zone license for its project aimed at transforming the Old Iloilo airport property into a new business district," Megaworld said in a statement.
"Megaworld envisions its project to become a magnet for major business process outsourcing companies interested to set up shop in the Visayas region," it added. - GMANews.TV

Under the agreement, DBP and FMIC will be joint lead underwriters and issue managers for the bond issue, which will have a maturity of seven years with a fixed rate of seven percent interest payable quarterly in arrears.
President Reynaldo G. David said the bond issue will help finance the improvement of the country’s trading channels. “We are an island economy, and the only way to connect with each other is by modernizing ports and vessels, and making sure that the infrastructure is there. I certainly believe that this flotation will go a long way in doing that.”
PPA general manager Oscar Sevilla, meanwhile, said: "This corporate note issue will be used for the development, modernization, and expansion of ports all over the country and is in line with the midterm plans of President Arroyo. We will fast track the port projects to stimulate the economy.”
Finance secretary Margarito Teves signed the guaranty agreement for the corporate notes issue during the signing ceremony. PPA’s corporate notes carry an events guarantee of the Republic of the Philippines, in which the national government shall automatically guarantee all liabilities of PPA in regards to the flotation in the event that the port of Manila is spun off.
Proceeds of the flotation will be used for the modernization of six priority ports including the newly-constructed wharf in Cagayan de Oro, the Sasa Wharf port expansion, Iloilo Container Port Complex, and a wharf in Ozamiz Oriental. Proceeds will also be used for the second phase of a wharf expansion at Zamboanga, and the expansion of the General Santos City port.

And remember, Iloilo is not only alone on this, we have a very good supporters from all provinces in Region 6. In as much as we would like to deny the fact that Iloilo's economy is powered by neighbouring provinces such as Guimaras, Antique, Capiz, Aklan, Negros Occidental, Romblon and partly Palawan, Iloilo City, being the rgional center caters shoppers, businessmen, government officials, etc in Iloilo making the city's economy the biggest in the region. Maybe why people wondered on how a 70 sq km city can have a tax collection or annual income of 1.2 billion pesos if only for Ilonggo shoppers alone? Iloilo City economy is very diverse, making it all promosing for investors and businesses alike.

I thought these phases were already in comprehensive plan of the ICPC ages and ages ago. These phases should have been started since the late 1990's.
Anyway, I think it is time for them to boost the capabilities of the ICPC. We can have a good business someday in oil from Antique. :)

I think they're positioning Iloilo at present as hub for commerce and trade (import-export) of agri and aqua products to other regions especially Metro Manila and the rest of the world. Reclamation? Hmmm... I think we are not ready yet for reclamation. Huge portion of the outskirt of the city had not been utilized well. It is just a waste of money (for now) to do reclamation. Maybe they just need that for the ICPC purpose only.

DA commits P15-M to Iloilo Fishing Port facilities improvement
The Department of Agriculture (DA) has acceded to the request of the fishery sector in Iloilo to improve and strengthen the facilities of the Iloilo Fishing Port.
This was confirmed by DA regional executive director Larry Nacionales, who met with Secretary Arthur Yap in Manila last week.
Nacionales said the agency committed to release P15-million to be sourced at the Agriculture Competitiveness Enhancement Fund (ACEF). However, it was not yet known when the fund will be made available.
Meantime, Nacionales lauded the move of their national office to provide support to the fishery sector here, adding that Western Visayas, Iloilo in particular, makes a great contribution to the country's aqua-culture production.
Nacionales underscored the impact of the project to the fishery sector because it would hasten the processing of fish produce that will be shipped outside of Iloilo.
The regional director said Iloilo is making waves when it comes to municipal and commercial fishery and aqua-culture.

Megaworld to make old airport ‘a city within a city’

MEGAWORLD Corp., the property development firm which offered P1.2 billion for the old Iloilo airport lot in Mandurriao, Iloilo City, envisions “a city within a city” in its development plan for the property.
In an interview with Aksyon Radyo, John Hao of the Megaworld Investor Relations described the 54-hectare property as “a promising business center.”
Hao said their priority is a cyberpark that will house business process outsourcing (BPO) firms such as call centers, accounting and human resource services and computer animation companies.
“If the property is awarded to our company, we will apply for a special economic zone license with the Philippine Economic Zone Authority (PEZA) to transform the old Iloilo airport into a new business district,” Hao said.
Hao said they will replicate in Iloilo City the Eastwood City CyberPark, the first Philippine Information Technology park to provide special government incentives to locators.
Instead of high rise buildings such as those in Makati City, Hao said they will put up buildings with wide spaces which suit the needs of BPO firms.
“Most of the third generation BPO buildings are not high rise but have big spaces,” he added.
Aside from the BPO offices, Megaworld is also proposing residential buildings to be constructed on the property.
Hao said they can also develop restaurants and a commercial complex.
Megaworld aims to start developing the old airport lot in the second quarter of 2008.
“We will wait until the property is awarded to the company then we will start planning,” Hao said.
Megaworld has submitted to the Department of Finance a firm offer to purchase the old Iloilo airport lot for P1.2 billion in cash.
The government’s Privatization Council is still deliberating on Megaworld’s offer.
In its official website, Megaworld envisions its Iloilo City project as a magnet for major BPO companies interested to set up shops in the Visayas region.
In addition to BPO office buildings, the project will host educational facilities geared to provide value-added training to equip prospective employees with the necessary skills suited to the requirements of the call centers and other BPO businesses that will be based in the Megaworld project.
Iloilo City Mayor Jerry Treñas hailed the impending airport sale as the biggest business investment during his term.
Megaworld is the pioneer developer of urban information technology/BPO parks in the country starting with the PEZA-accredited Eastwood City CyberPark. The CyberPark is a centerpiece of Eastwood City, its premier live-work-play project in Quezon City launched in 1997.
At present, Megaworld is replicating its initial success in Eastwood City in other parts of Metro Manila, Newport City at Villamor Air Base in Pasay City and McKinley Hill at Fort Bonifacio in Taguig City.

ILOILO CITY — The abandoned old building which used to house offices of the city hall here is up for demolition before the end of this month to pave the way for the construction of a P350-million eight-story new city hall.
This was bared by city legal officer and chairman of the bids and awards committee Atty. Edgar Gil after two contractors bid out the P1.5-million ceiling for the demolition of the old building in front of Plaza Libertad, this city.
Gil said the demolition bidding was held last Tuesday and the committee will still have to evaluate the bids of contractors Dolar and Solis before the winning bidder is announced on Tuesday, August 7.
After a notice of award is sent the winning bidder, demolition will immediately start and it will take about two months to clear up the more than 1,200 square meters area. Pile driving is also set to start as soon as the winning bidder of the new city hall is known.
The new city hall perspective and design was made by Ilonggo architect William Coscolluela that shows an integration of at least four famous Iloilo City landmarks into one big building at the same site.
These landmarks are the façade of the University of the Philippines city campus, Customs building, Masonic Temple, and the old city hall. The new city hall will also include a penthouse at the ninth floor and parking area at the third floor.
Gil said the plan is to house all offices of the city government in one building for a one-stop shop of public services to city constituents.
Presently, offices of the city government are scattered in different areas in the city. The city mayor’s office, treasurer, budget, accountant and general services are at the third floor of a shopping mall here. Offices of the city council, Comelec, library, PLEB, scholarship, and task forces are located at the terminal market while offices of the city planning, tourism, environment, city health, and civil registrar are left at the old COA building.
Other city offices are scattered in different areas such as health stations, senior citizens office, and district barangay federation offices.

ILOILO City – Following his visit of several public markets in the province on Friday, Sen. Mar Roxas visited the biggest public market in the metropolis in his pursuit for the modernization of markets.
Roxas, known as “Mr. Palengke” for his support for the market as the basic unit of the grassroots economy in the countryside, made the visits to ensure that prices of goods are fair and affordable.
Aside from checking the prices and quality of goods sold, Roxas inspected the improvements and expansions made to the Iloilo Central Market on Saturday, particularly the project that he had initiated.
The senator had allocated P5 million for the rehabilitation of the roof at the wet and dry goods section of the marketplace. The city government has started implementing the rehabilitation of the market’s dilapidated roofing.
Roxas had been allocating funds for the improvement and expansion of wet markets in the countryside on top of the initiatives of the local government units where the markets are located.
A native of Roxas City in Capiz province, Roxas involved the market vendors in the discussion to familiarize him with the situation of the vendors and to check if his market initiatives have helped alleviate products in the market.
The senator said that his rounds at the different public markets in the countryside was to ascertain that the markets are efficient, and that food and consumer goods sold to the common man are affordable and of quality.

The consultation was in line with the planned establishment of a National Railway System now being pursued by Secretary Leandro Mendoza.
The consultation kicked off simultaneously in the cities of Iloilo and Cebu on Thursday last week.
The activity is aimed to spur interests of private sector as well as local government units to build and operate their own railway systems.
In Iloilo, the participants were composed of the members of the Regional Development Council (RDC), local government officials, business groups and other stakeholders.
"Another attractive option is for the private sector and the LGUs providing for the rolling stock for the new railway projects in the Metropolitan areas while the government could take care of civil works under terms and conditions beneficial to all parties," Usec. Guiling Mamondiong said.
One of the highlights of the presentation was the proposed rehabilitation of the 117-kilometer Panay Railways, to be built in two phases.
The first phase would be the construction of a railway from Iloilo City leading to the new airport in Sta. Barbara and Cabatuan towns.
The second phase is the revival of the railway from Iloilo City to Capiz covering 27-30 towns.

"Another attractive option is for the private sector and the LGUs providing for the rolling stock for the new railway projects in the Metropolitan areas while the government could take care of civil works under terms and conditions beneficial to all parties," Usec. Guiling Mamondiong said.
One of the highlights of the presentation was the proposed rehabilitation of the 117-kilometer Panay Railways, to be built in two phases.
The first phase would be the construction of a railway from Iloilo City leading to the new airport in Sta. Barbara and Cabatuan towns.
The second phase is the revival of the railway from Iloilo City to Capiz covering 27-30 towns.

Efforts are underway to officially study and deliberate the planned establishment of a Special Economic Zone in and around the new Iloilo Airport in Sta. Barbara and Cabatuan, Iloilo.
Proposed by Third District Board Member Arthur Defensor Jr., the matter has been referred to the Committee on Economic Affairs and Investment. Members of the 9th Sanggunian Panlalawigan (SP) were presented of the first endorsement yesterday with the draft resolution entered as among the agenda under the Provincial Matters.
Defensor Jr., son of former Iloilo Governor Arthur Defensor took note how the State recognizes the indispensable role of the private sector, encourages private enterprise and provides corresponding incentives to needed investments.
"In pursuance of these policies, the government shall actively encourage, promote, induce and accelerate a sound and balanced industrial, economic and social development of the country in order to provide jobs to the people especially those in rural areas," excerpts of Defensor Jr.'s draft Resolution stated.
Under Republic Act 7916, Special Economic Zones are to be established in selected areas that are highly-developed or which have the potential to be developed into agro-industrial, industrial tourist and recreational, commercial, banking, investment and financial centers.
With the new Iloilo Airport operational, Defensor Jr. further pushes for the Special Economic Zone here saying one major criteria has already been met.
"There is a need to study the potentials of the Iloilo Airport and the establishment of a Special Economic Zone in the area," he added in the draft Resolution. "And that its use as a resource may be maximized and that it may generate revenues for the development plans, programs, objectives and priorities of the province."

“NOT extravagant but elegant!”
This is how architect William Coscolluela described the eight-storey New Iloilo City Hall building that will rise on the 2,100 square meter old site across Plaza Libertad.
Coscolluela met with Mayor Jerry Treñas and other architects at the latter’s office at the temporary City Hall in Robinson’s Place to discuss the establishment of the New City Hall.
Treñas said the City Government has hired the services of Coscolluela, the same designer of the Iloilo Provincial Capitol, for the architectural plan of the new edifice to the tune of P12.9 million.
Coscolluela’s services also include space plan, interior design and soil investigation.
Treñas said the Ilonggo architect offered the lowest price during the bidding even as he wanted to make both the Capitol and City Hall as his “legacy projects.”
Coscolluela said he has been doing a lot of buildings in Manila including those of insurance companies, real estate developers’ offices and malls.
“We have been preparing the final plan and schedule the construction of the New City Hall. We are doing the space planning to see where the different departments will be located and make sure to accommodate and provide the spaces,” Coscolluela explained.
He added the high-rise structure will have a total floor area of 14,000 square meters.
As to the building design, Coscolluela said they had sat down with the city’s heritage council to promote the preservation of traditional architecture.
“It’s a different architecture with a touch of structural designs found in the existing buildings here—the detail goes with the local architecture. It’s not extravagant but elegant. It also features ‘all windows’,” Coscolluela said.
The building will also be equipped with three elevators—two for public use and one for the executives.
He said the high-rise structure will be equipped with four elevators while the parking area will be situated at the third floor.
The rest of the floors will host the city offices while the eight-floor will have a conference room as suggested by the Landbank of the Philippines “to service the people,” said Coscolluela.
Citing rough estimates, Treñas said the New City Hall will cost about P329 million.
The City Government secured P350 million loan from Landbank to finance the project.
“Most residents are excited with the completion of the New City Hall. There are more interested construction companies that will bid for the city’s legacy project,” the mayor said.
Meanwhile, the City Bids and Awards Committee (CBAC) awarded to demolition firm BF Solis that bid P1.3-million, winning over RB Dolar’s bid of P1.4 million, the job of demolishing the old building.
Coscolluela said the demolition process would take one-month while the board pile driving activities to test the solidity of the site would follow for two months, after which the actual construction works start.
The city will also hire the services of a construction engineer at P6.5 million.
The city offices have moved to Robinson’s Place along Ledesma St., City Proper as the mall temporarily houses them during the 18-month construction period of the new government center.
The “city hall at the mall” includes offices of the mayor, treasurer, assessor, accountant, legal officer; permit and licensing departments.

ILOILO CITY – Malaysian oil exploration company Petronas is sending over its offshore oil rig to conduct drilling operations in Antique.
The drilling operation seeks to confirm the presence of oil deposits in commercial quantities in waters off Culasi town in the northern part of Antique.
The oil rig is set to arrive this month, Gov. Salvacion Perez said Wednesday. The governor said she has disseminated this information among the residents of the area.
"The people might be shocked to see an oil rig," she pointed out.
Perez said initial tests show the ‘positive’ presence of oil, meaning that the oil deposit is of such quantity as to be viable for commercial production. Petronas engineers initially estimated the volume to be 160 million barrels.
Next week, officials of Petronas will brief Perez and the town mayors about the status of the oil exploration in the province. Two high-ranking officials of the giant oil firm are already in Manila discussing matters with the Philippine National Oil Co.
The oil exploration is a joint undertaking of the PNOC and Petronas. Perez said Petronas and PNOC will shoulder 80 percent and 20 percent, respectively, of the exploration costs.
"We are excited, the National Government is excited about it because this is one of the biggest oil finds," Perez expressed. "If indeed there is oil in the site, then Antique is a very lucky province." She said that 160 million barrels of oil would mean a lot to the country.
"You can easily estimate how the province, the region and the whole country will benefit from this oil discovery," she pointed out.
However, Perez stressed the need to know the impact on the environment. The area is situated near Boracay island, an internationally-known tourist destination in Aklan.
She said they will ask Petronas officials of the impact the digging operations would have on the environment.
Perez said the Department of Environment and Natural Resources has issued a certificate of non-coverage to Petronas, adding that Petronas has complied with all the requirements.

^^Antique is definitely one of the provinces with great potential, its rich with natural resources. from its mountain ranges (huge mineral reserves) to its coasts (Oil and gas).

If the potential was right, then there will come that time that the oil industry would give local employment to the Antiqueños and might drastically change the labor cycle of hiring sacadas for the plantations in Negros.
