Iloilo harbor is part of the Iloilo Strait bounded by imaginary lines at the north entrance from Dumangas River across the Iloilo Strait to Navalas Point on Guimaras Island and at the southern entrance by an imaginary line extending from the Lusaran Point, Guimaras Island to Surraga River in the municipality of San Joaquin Island of Panay. The shoreline of the two (2) islands define the limits of Iloilo Harbor.

BILLIONS FOR ROAD PROJECTS


THE national government will pour billions of pesos for Iloilo road improvement projects in preparation for possible investments that the new airport in Sta. Barbara-Cabatuan area will generate.

This was learned from Iloilo City Mayor Jerry P. Treñas who attended the joint Regional Development Councils meeting with President Gloria Macapagal-Arroyo relative to the creation of the Central Philippines “mega-region” in Cebu last week.

The Central Philippines mega-region is composed of Regions 4-B, 5, 6, 7 and 8. It aims to identify ongoing and proposed projects by the National Economic and Development Authority (Neda), particularly infrastructure projects that need priority funding.

The mega region setup is covered by a four-year development plan from 2006-2010 aimed at spurring investments in the regions.

Treñas said Western Visayas will get the bulk of funding for improvement of roads and power supply.

“The funding is allotted for proposed road-widening projects in preparation for the operations of the new Iloilo airport,” Treñas said.

Treñas said the Iloilo-Sta. Barbara road rehabilitation starting from El 98 in Jaro district got an allocation of P268million.

Some P235million is intended for the expansion of the two-lane road from Montinola Bridge in Simon Ledesma, Jaro to Zarraga town.

“It will decongest heavy vehicular traffic in the said area,” the mayor stressed.

Treñas added that a P1-billion circumferential road will be established in the metropolis linking Jaro, Mandurriao and Arevalo districts.

The Japan International Cooperation Agency (JICA) and Department of Public Works and Highways (DPWH) have also considered the construction of a P6-billion Metro Iloilo Road Network which will include six circumferential roads connecting the city to nearby municipalities.

There is also the ongoing Iloilo East Coast-Capiz Road project costing P476million while a P1.2-billion Iloilo East-West Road that will traverse the Concepcion-Sara-San Rafael-Passi-Calinog is being proposed.

Iloilo City, being the gateway to Panay especially to the world-famous Boracay Island, is also eyed for the implementation of the proposed P2.664-billion Iloilo City-Caticlan, Aklan highway.

To improve the southbound route to Antique province, there is the ongoing P142-million Iloilo-Asluman road rehabilitation and the P448-million Iloilo-Anini-y-V. Jimenez, Antique road section project.

There is also the proposed P235-million inter-provincial road connecting Leon-Tubungan in Iloilo to San Remigio, Antique.

Bad road network is one of Iloilo's major problem in infrastructure. When these projects get completed, there factor of Iloilo having too few spaces of development will be eliminated because of accessibility of large open spaces within the metro.

When they said that the Iloilo - Sta. Barbara road will be "rehabilitated" does it include a road widening too? ... Last time I passed by there, the road was only 2 lanes (one on both sides)

Also, looking forward to the 1B Circumferencial Road linking Jaro, Mandurriao, and Arevalo. And the P2.664-billion Iloilo City-Caticlan, Aklan highway.

In the infrastructure list, the Old Mandurriao Airport Conversion Project is missing.
A mixed development complex? will rise from the Iloilo domestic airport situated in Mandurriao, Iloilo City.

This is contained in the privatization plan of the domestic airport, according to Mayor Jerry P. Trenas.

Trenas presented the plan during his meeting with the Department of Finance (DOF)-led group tasked for the airport sale Monday.

Among the prospective buyers, Trenas cited, were Filinvest, Ayala Land Inc., SM Prime Holdings of the Sy family, Robinsons Land Corporation of the Gokongweis and Metro Pacific Co.

More Into the Iloilo Domestic Airport Privitization

Old airport open to developers
THE old international airport in Mandurriao, as earlier divulged, was eyed to be converted into a business center once the new airport in Sta. Barbara-Cabatuan area is developed.

The Iloilo City government readies for the initial works in welcoming developers this early.

Iloilo City Mayor Jerry P. Trenas revealed that a committee led by the Department of Finance has been formed to work for the strategy on how to sell the Iloilo Airport in Mandurriao.

Trenas said a task force and technical working group composed of representatives of various government agencies have been created to materialize the asset disposition of the Mandurriao airport.

Among these agencies are the Department of Finance, Department of Transportation and Communications, Department of Justice, Department of Budget and Management, and Air Transportation Office.

Services of a consultant firm CB Richard Ellis, the same company that assisted the Clark and Fort Bonifacio bases conversions authority to develop the area, was hired to dispose the airport site, Trenas said.

Domestic airport privatized soon
ILOILO City – The government’s plan to privatize the Iloilo Domestic Airport in Mandurriao District is on its way.

“The task force had already chosen an adviser. The CB Michael Ellis,� Treñas told reporters yesterday.

Treñas welcomed the privatization of the domestic airport since it would incorporate the requirements of infrastructure of the city and the Metro Iloilo Development Council (MIDC).

He said the 60-hectare lot area which is government-owned property will entail not less than P5 billion proceeds.

PGMA echoes gov't plan to convert Mandurriao Airport into business hub
Pres. Gloria Macapagal-Arroyo reiterated the government's plan to convert the Mandurriao Airport into an economic hub once the New Iloilo Airport of International Standards in Cabatuan-Sta. Barbara area becomes operational.

The President made her announcement during a dinner with local government units and business sectors in Iloilo Saturday at Tatoy's Manokan. She already issued same statement in her visit to Iloilo last year.

The President said the proceeds of the sale of the Mandurriao airport area to private investors would be spent to pay the loan incurred by the government for the construction of the new Iloilo International Airport. Part of the proceeds will also go to the improvement of the city and the promotion of tourism industry, she said.

In the same dinner, Mrs. Arroyo expressed her thanks to the full support and confidence extended to her by local government unit and business sectors in Iloilo in spite of all the efforts of the opposition to overthrow her government.

The President only made a very brief statement during the dinner. Prior to the dinner, the President visited the towns of Concepcion in the northern part of Iloilo and Guimbal, south of Iloilo City.

Meanwhile, as Raul Gonzalez Jr. maintained the position earlier stated by his father former congressman and now Justice Secretary Raul Gonzalez Sr. that the privatization of the Mandurriao airport has a very serious economic impact to the city.

It will not just affect the people of Mandurriao who earn their living at the airport but the entire city, he said.

However, Gonzalez there is no more choice as the city and province of Iloilo could not afford to have two airports.

This early, the Department of Transportation and Communication (DOTC) has suggested to convert Mandurriao airport into a commercial, industrial or residential zone. Of the three options, the most viable is to transform the airport into a commercial zone.

Gonzalez added that the Central Bank is not keen of endorsing another export processing zone. Most of the provinces have already their own export processing zones. The Central Bank does not want additional export processing zones in the country, he said.

On the plans to convert the Mandurriao airport into a commercial zone, land developers and companies such as the Ayala, Sy of the SM Prime holdings, Metro Pacific and the Lopezes group of companies are welcome to enter into such business ventures.

RLC wants to buy Iloilo airport
ROBINSONS LAND CORP. OF THE Gokongwei family is keen on acquiring the 60-hectare airport in Mandurriao district in Iloilo, one of the state assets up for sale.

"RLC would be interested in participating in the bidding once the guidelines are finalized," RLC executive vice-president Frederick Go said.

RLC earlier acquired the government's Manila Gas property in Paco, Manila for P573 million through a public bidding.

"We are always on the lookout for pieces of property with potential for mixed use developments or those that would fit into any of our four core business units--malls, hotels, subdivisions and buildings," Go said.

SM Investments Corporation another prospect buyer of old airport area

ILOILO City - The SM Investments Corporation is another prospect buyer of the 58.9 hectares old airport area in Mandurriao district in this city, Air Transportation Office (ATO) Iloilo Area Manager Alan Java said.

ATO Area Manager Java said that according to the information he gathered the SM Investments Corporation that owns Shoemart (SM) City located adjacent to the old airport site is interested of buying the 58.9 hectares ATO property that will soon be vacated when the new airport in the boundary of Sta. Barbara and Cabatuan gets into operation.

Ayala firm wants domestic airport

A MANILA-BASED real estate developer is one of the companies interested in buying the Iloilo domestic airport site in Mandurriao, Iloilo City.
Kagawad Eduardo Peñaredondo confirmed that Ayala Land, Inc. (ALI) is bent in buying the 62-hectare lot once the new international airport in Cabatuan-Sta. Barbara area operates.
Ayala Land is the Philippines' largest and only full-line property developer of real estate and hotels and is one of the most successful operators of prime commercial spaces in the country.
Aside from the Ayala-owned firm, also mentioned were “two local firms and foreign outfit� that also want to develop the old airport facility.
A source from the Ayala Group of Companies also confirmed Peñaredondo’s statement saying the ALI is planning to put up a business center in the area.
“If the new airport opens, there would be no problem putting up high rise buildings in Iloilo City. We want to develop the old airport site into a business destination just like in Makati and Cebu City,� the source said.
Based on the computations of Air Transportation Office (ATO) Manager Allan Java, sale of the Mandurriao airport lot will generate the national government P6-12billion, which is enough to pay the loan used to construct the international airport.

Peñaredondo also revealed that Mayor Jerry Treñas had lobbied with President Gloria Arroyo to use the proceeds from the sale for developmental projects in Panay.
Peñaredondo said the national government is planning to use the revenues from the old airport for the construction of a superhighway from Iloilo to Kalibo, Aklan.

New Iloilo airport project 75% finished


The New Iloilo Airport Development Project (Niadp) is nearing completion.

Engrs. Manuel Lauden, Niadp deputy project manager, Engr. Celso de la Cruz, deputy project manager for Phil-Japan Airport Consultants, Inc. said 75 percent of the civil, building and utility works of the project are already finished.

In an on-site briefing with Philippine Information Agency (PIA) deputy director general Leo Omoso and Nena S. Magalona, PIA-AMO 6 operations in-charge, Lauden said the new Iloilo airport is “comparatively the best and the earliest ever constructed outside of Metro Manila.”

Lauden added that the new airport will be equipped with the latest modern technology belonging to Category F as determined by the International Civil Aviation (ICA) Organization.

This means that the new Iloilo airport is accredited as a qualifier for international standards.

Meanwhile, De la Cruz said almost all equipment and facilities were already delivered.

Some have been installed for commissioning before the year ends.

These equipment and facilities will be tested starting December while the buildings are undergoing rigid finishing touches to ensure quality.

De la Cruz said construction works continue without delay, except for constraints like bad weather condition and some social aspects of the operation which are considered manageable.

The on-site briefing included an ocular view of the facilities and features of the airport complex.

The three-storey passenger terminal, about 12, 000 sq. meter in floor area, houses the baggage conveyor on the first floor, the check-in area and the airline offices on the second floor and the pre-departure area on the third, and the arrival area along the corridors that lead to the first floor.

The airport apron can accommodate six aircrafts.

Other features besides the standard civil works and building works are the air navigation systems which include a radar that can determine the condition of flying aircrafts, including those in distress.

The complex has a six-hectare regulating pond, bigger than the Burnham Park in Baguio, which can hold even a year of continuous downpour and prevent flood in the airport runway.

Lauden said the water passes through a treatment plant. The water in the pond can also be pumped out for irrigation purposes.

Omoso said it is President Gloria Arroyo’s prime concern that the Central Philippines, which includes Western Visayas, become a leading mega region for tourism, investments and technology.

“The new Iloilo airport, when it becomes fully operational, is the key to many great opportunities for unprecedented growth in Iloilo,” Omoso said.

Iloilo Governor Niel Tupas Sr. said the new Iloilo airport will result to expanded livelihood source for many people.

Tupas said the new airport will greatly promote tourism and investments and also bring social benefits. (PIA 6/ESSUBONG)

I haven't heard of any updates regarding the bidding yet... Some have speculated that a company has already won the bidding but there's no public announcement yet.

Ako man daw indi makahulat sang June 2007. If they can open the Iloilo Airport by end of this year, mas maayo na gid. By 2007, we will all be ready to accept visitors, guests, spectators, both local and foreign for Dinagyang Festival. Definitely, a "big" Hala Bira gid!

A mixed development complex? will rise from the Iloilo domestic airport situated in Mandurriao, Iloilo City.

This is contained in the privatization plan of the domestic airport, according to Mayor Jerry P. Trenas.

Trenas presented the plan during his meeting with the Department of Finance (DOF)-led group tasked for the airport sale Monday.

Among the prospective buyers, Trenas cited, were Filinvest, Ayala Land Inc., SM Prime Holdings of the Sy family, Robinsons Land Corporation of the Gokongweis and Metro Pacific Co.

7 Panay ports up for improvement

THE national government has prioritized the improvement of seaports in Panay Island to fast track the flow of economic investments.

At least seven proposed port development projects in the island were identified as infrastructure priorities in the Central Philippines mega-region plan for 2006-2010.

These multimillion proposals got the nod of the national government during the joint Regional Development Council and Cabinet meeting with President Gloria Macapagal-Arroyo in Malacañang Tuesday.

Iloilo City Mayor Jerry P. Treñas, who was present at the meeting, disclosed the list of projects dubbed “Linking the Islands through Efficient Transportation Facilities”.

The Central Philippines mega-region which includes regions 4-B (Mimaropa), 5 (Bicol), 6 (Western Visayas), 7 (Central Visayas) and 8 (Eastern Visayas) will receive some P79 billion worth of projects.

Treñas said Western Visayas got the bulk of the projects.

Iloilo City will get two water transport facilities – the International Container Port Complex (ICPC) worth P350 million and the P65-million San Pedro Port rehabilitation project.

These projects, which will be implemented by the Philippine Ports Authority (PPA), are expected to begin next year and operational by 2009 to improve the port operations.

In Iloilo province, the Estancia Port was allotted P15 million for the widening of its wharf and rehabilitation of fenders.

Antique province made two proposals – P40-million expansion of the Lipata Port in Culasi and the extension of the San Jose Port pier and repair of the breakwater worth P75million.

A P43-million three-level passenger terminal building will be constructed at the Culasi Port in Capiz while the Dumaguit Port in New Washington, Aklan will receive P60 million for improvement works.

Funds for these projects will be sourced from government-owned and controlled corporations (GOCCs) while construction works are set to start next year until 2008.

Another brilliant news unfulred for the city and province of Iloilo. A 350-million expansion project for Iloilo's International Port is a real great addition to our already busy international seaport. I hope they'll widen and deepen the berthing facilities, and cater more international cargo to and from the city of Iloilo.

On the other hand, Estancia Port future development is also significant factor in fasttracking the economic bid of Northern Iloilo. I hope they can provide more expansion budget for estancia Port. Next to it is the new Dumangas Port, which at present is up and running and still catering small inter-island vessles.

Like Kirby, I wish to see more infras for the city and province of Iloilo in the very near future.

Iloilo anti-flood project long delayed but funds assured

The construction works of the multi-billion Iloilo Flood Control Project (IFCP) have long been delayed but counterpart funds have been assured by the national government for its completion.

This, after the Arroyo administration recently allotted some P7.9-billion counterpart budget for the implementation of the anti-flood project which is also funded by Japan Bank for International Cooperation (JBIC) through a loan amounting to P4.2-billion.

Iloilo City Mayor Jerry P. Treñas said the latest allocation status of IFCP was discussed during the Regional Development Councils and Cabinet officials meeting with President Gloria Macapagal-Arroyo in Malacañang recently.

The discussion was relative to the creation of the Central Philippines “mega-region” composed of regions 4-B (Mimaropa), 5 (Bicol), 6 (Western Visayas), 7 (Central Visayas) and 8 (Eastern Visayas).

Treñas said Western Visayas will get more funding compared to other areas included in the Central Philippines mega-region with a total of P79-billion worth of projects aimed to develop and uplift the socio-economic condition of people in this part of the country.

Identified by the National Economic and Development Authority (Neda), the IFCP is listed as one of the priority projects dubbed “Reducing Vulnerability to Disaster” which envisions to make Iloilo a flood-free urban center in the future.

As presented in the proposal, IFCP got a P4.5-billion financial package to cover various phases of the IFCP’s Stage 2 and P3.4-billion for Stage 1.

“The funds will be used for the construction of floodway and improvement of creeks as project components,” Treñas said.

Treñas added the improvement works include the dredging of the creeks in Ticud, Rizal, Lapuz and San Nicolas in LaPaz district.

“This will bring back life to the creeks,” he said, adding it would mitigate the impact of a heavy flow in waterways stretching within the city.

Earlier, Treñas announced that the IFCP faced delays as construction works were hampered by the onset of the rainy season.

He said construction works will likely resume October 2006 and will be completed in three years.

The IFCP was supposed to begin early 2005 but lack of counterpart funds from the national government delayed the project.

President Arroyo during her visit to the city January 2006 announced the resumption of the IFCP.

Treñas assured that the IFCP would be “on track” as they will be having monthly coordinating meeting with the contractors for updates on the project.

Meanwhile, Treñas said the construction of the Carpenter’s Bridge at Brgy. Tabucan, Mandurriao, one of the IFCP components, would push through as scheduled to replace the old structure.

Treñas also noted that “notice to proceed” was already issued to the contractor of the 100-meter wide floodway from Tigum-Aganan River in Pavia to Brgy. Balabago in Jaro district.

A good news indeed Space. Airport, roads, ports, foold control projects, etc are all swinging to the right direction. Amo ini ang maayo nga balita iya. The Loboc International Port in Iloilo City really needs upgrading and expansion. Kinahanglan mag-expand na gid man kita to cater more international vessels sa aton ciudad. They have to move really fast kay damo na nadula sa aton nga opportunities. All hope's for the best gid sang Loboc International Port.

Estancia Port and Dumangas Port iya, wala gid ko damo i-comment coz I haven't been to those two ports. But I guess Estancia is more apt for upgrade rather than Dumangas coz Dumangas Port is all new and under utilised. Actually, they should start considering Dumangas Port as a port of calls of some local and national sea carriers and focus Iloilo Ports (Loboc International, Muelle Loney, San Pedro) to the international ones. Mas maayo gid ini although this will somehow create a little problem naman since Dumangas is not too accessible sa iban nga towns sang Iloilo. Pero road-wise, Dumangas is developing. Just take a good look at the well-paved Coastal Road from Iloilo City to Dumangas. Pwede gid naton magamit ina.

Don't forget that aside from these MIDC members, towns of Pototan, Barotac Nuevo, Dumangas, Guimbal, MIag-ao and Iloilo's sole component city of Passi is also bidding to become a new powerhouse.

The only vital problem we have in Iloilo is the lack of energy and high cost of electricity. If they can addressed this issue immediately, then we will have a better chance of luring more investors.

Again, open the energy sector of Iloilo City and province for other providers.

No to monopoly!

You're right Jon. But we must not forget that we need to address our power shortages. Isa man ini ka important aspect sang developments.

I'm glad that the new international airport is situated outside the city of Iloilo kay kung ano man problema sa ciudad, IIA will not be affected directly.

Again, since kulang ang kuryente sang ciudad, it's high time to move outside the city and invest in other areas comprising Metropolitan Iloilo. Mas makahulag maayo ang mga businessmen and investors outside the city since it is not congested and may enough pa nga power supply. There are 3 electric cooperatives sa province lest few more private energy suppliers not mentioend. We have to start move businesses outside imperial Iloilo. It's another way to progress gid.

Maayo lang kay with assurance pa. Budlay na nga indi madayon kay kinahanglan man ini naton sa ciudad. Asus, kadamo lang kinahanglan ang ciudad sang Iloilo to progress. But like Space says, little by little we are addressing the problem. And amo gid man ina siguro ang importante ah. :)

That's right. Let's not focus on Iloilo City alone. Though bulk of businesses, etc are located in Iloilo City at present, it can't be denied that slowly, expansion is creeping outside Iloilo City. Pavia and Oton is reaping more fruits from this expansion. And Sta Barbara will surely joins the league once the new airport will become operational.

Based from this, it seemed that they ahve already started the preliminary phase of the Railway... right now, I heard nothing about this project... this there any progress on this? WILL the glory that was Panay Railways Inc. (PRI) be finally revived?

Retired Colonel and PRI general manager Hannibal Lipado revealed the initial phase of the P23.5-billion rehabilitation project has begun with the dismantling of 44 old railway bridges in various towns in Panay.

Lipardo said the P20-million contract for the demolition of the old rail bridges was awarded to LT Arceo Trading (LTAT) based in Pasay City, Metro Manila.
The Privatization Management Office (PMO) of the Department of Finance (DoF) awarded the contract to LTAT after it won the bidding last October 20, 2004.

Last January 25, 2005, Ricardo Canlas of the PMO signed the deed of sale to LTAT representative Antonio Arceo.

The demolition of the bridges began March 3, 2005.

The 117-kilomoter railway system, which stretches from Iloilo City to Roxas City, Capiz, has 46 bridges but two – Passi City rail bridge and the Drilon Bridge – were excluded from the demolition project.

Lipardo said the Passi City Bridge has historical value as it was the execution site of Ilonggo guerillas during World War 2. “It will be reinforced so the new railway system can still pass through it.”

On the other hand, the Drilon Bridge area has been donated to the Iloilo City.
Last September 28, 2005, the PMO gave LTAT a two-month extension to finish the demolition of the old rail bridges.

Once the old bridges have dismantled, Lipardo said actual rehabilitation works under phase 1 of the project will be undertaken by German firm Siemens next year.

Modifications will be made on the old line as the rail system, which starts from Muelle Loney area in Iloilo City passing through Lapaz district to Pavia, will loop around the new international airport in Sta. Barbara-Cabatuan area.
From the airport area, the rail system will proceed to Iloilo towns of New Lucena, Pototan, Dueñas, Passi City to Dumarao, Cuartero, Dao, Panit-an and Roxas City in Capiz.

Aside from rehabilitating the 90-year-old line, PRI also plans to extend it from Roxas City to Kalibo and Caticlan in Aklan. Another extension is from Iloilo City to Guimbal and Tubungan in Iloilo to San Remigio, Sibalom and San Jose in Antique.

Lipardo said the rail cars are ready for installation once the lines have been constructed.

“The railway will shorten the travel time of the Iloilo City to Roxas City route from three hours to 1 hour and 10 minutes,” Lipardo said.
The contract for the dismantling of old rails was given to a China-based firm for P32.2million.

As to the relocation of occupants along the railway, Lipardo said they will prioritize those who pay rent to PRI.

Early this year, the Philippine Investment and Development Corp. (Phividec) announced the bidding of the rehabilitation project.

Ofelia Bulaong, chair of Phividec, expects the rehabilitation to last for about three years from 2005 to 2007. They want the transit system to be operational by 2008.

The project also involves the procurement of eight trains, consisting of three passenger cars and a cargo trailer for every train unit for long distance traffic.
The railway is also seen to have 25 million passenger trips a year.

Feasibility studies conducted by the consortium of Siemens from Germany, Systra of France, and Voest Alpine of Austria showed that the rehabilitation of the Panay Railways Inc. would cost $658.41million.

This amount would cover the $164.71million for civil works around the facility, $168.97million for the rolling stock, $104.67million for engineering and maintenance and $50million to $60million for the compensation of households that will be affected by the rehabilitation project.

Other costs include the $12.55million for right-of-way acquisition, $25.79million in interest payment and some $100.94 for other miscellaneous costs.

Bulaong said that the undertaking will also work for the compensation of the 1,500 families who are expected to be dislocated by the project.

She said that these families will not be relocated but will be allowed to stay in a community, which Phividec intends to construct near the Panay railway.
“If there is no housing project, there is no rehabilitation,” Bulaong said.

Next year, the PRI will celebrate its centennial year.

The railway was established on May 28, 1906 and went on its passenger operation until 1985. Comment: PRI already celebrated it's centennial year... but is there any progress?

In 1989, PRI ceased its cargo operations.

Flood control project to start in October

AFTER two years of delay, the Iloilo Flood Control Project (IFCP) will start construction in October or after the rainy season is over.

Keigo Ito, project manager of IFCP’s Stage 2, said civil works could not be implemented under heavy rains.

Ito’s job is focused on technical assistance to other IFCP’s components such as information, education and communication (IEC) campaign, management on resettlement, solid waste and watershed relative to the anti-flood project.

But the long delay was not only because of the inclement weather. Ito explained: “As mentioned by Mayor Jerry Treñas, the lack of counterpart funding from the national government caused the delay of the project. The bidding process for the contractors was also done late.”

Ito said the financial assistance for the project through the Japan Bank for International Cooperation (JBIC) has long been available.

IFCP’s Stage 1 budget is P4.26billion.

Meanwhile, IFCP’s Package 1 includes the construction of the Jaro floodway and improvement of the Tigum and Aganan rivers while Package 2 focuses on improvements of the Iloilo River and Jaro River mouth.

Package 3 deals with the establishment of resettlement areas including the Kasadyahan community in Pavia and two other relocation sites situated in Barangays So-oc, Arevalo and Buntatala in Jaro district.

Package 4 will establish a 32-hectare resettlement area in Barangay San Isidro, Jaro to accommodate the 3,000 families to be displaced by the Iloilo river rehabilitation.

Waste management vital to flood control

ASIDE from heavy downpour, the huge volume of solid waste which causes siltation and narrowing of waterways also contribute to flooding.

Thus, 18 barangays in Iloilo City and 16 in the adjacent town of Pavia situated along waterways are being targeted for a solid waste management (SWM) program.

Under the Barangay Environment Information Management (BEIM), these barangays are mandated to take the lead role in proper waste management.

The solid waste management program is one of the components of the multi-billion Iloilo Flood Control Project (IFCP) to make Iloilo City a flood-free urban center in the future.

Dr. Felixberto H. Roquia Jr., information, education and communication (IEC) campaign specialist of IFCP, explained that the BEIM team is a community-based organization involving barangay governments and residents.

The initiative seeks to focus on SWM, pollution control, watershed management, beautification and greening.

“The organizing and training activities will be focused on the enhancement of the capability of affected barangays through a series of workshops to improve their knowledge and skills in the preparation and implementation of their BEIM plan during the construction and operation of the project,” Roquia said.

Last month the barangays were clustered into groups to implement their respective information advocacy activities.

Punong Barangay Fernando Junsan of Buhang in Jaro district said they have allotted P10,000 from their development fund for the project.

Neri said the national government has lined up several plans geared toward tourism promotions even as the ambitious mega-region program of President Gloria Arroyo has positioned Panay as among the tourism hubs in Central Philippines.

“There are excited prospects for the new Iloilo airport as we are bullish on Panay tourism,” Neri told reporters.

Neri explained that among government plans to improve the economy is the adoption of the “open skies” policy for the newly-built airport in Iloilo, just like the scheme being implemented in Clark.

Neri said the new airport will serve as “tourism magnet” and the country is expecting about 1.5 million visitors yearly. He added that around 50,000 tourists are coming from China alone.

The region’s tourism industry has been anchored on the world-famous Boracay Island which was visited by almost half a million tourists last year.

^^ Located some 18 kilometers away from the city center, the New Iloilo Airport of Int'l Standards would boost Iloilo and the rest of Panay's potential in economy.

Good thing Taisei Shimisu is doing a great job despite of politics and stuff. Hopefully, It will be opened without any hesitation or any delay unlike NAIA T3 by next year.

I share your concerns. Our reputation on plant safety and environmental maintenance leaves much to be desired. A coal-fired plant necessarily involves the transport and storage of coal as fuel and the emmission of coal by-products into the environment as the plant is operated. I have been to Concepcion and the surrounding islands before and I think the town is one of the best "touristic" places in Iloilo. Properly "developed" and maintained it could rival boracay and palawan as a leisure and eco-tourism destination. Somehow, this doesn't mix with coal-powered plants :drool: .

New Iloilo Airport Project Still Awaiting DOTC’s Approval of the Request for Time

Per information provided by Engr. Vivian O. Ruste of DOTC-PMO, the pending request of the contractor, Taisei-Shimizu Joint Venture (TSJV), for an extension of the completion date of construction works from October 18, 2006 to March 31, 2007 is still being evaluated by DOTC-Central Office. Thus, there is still no official extension of the project as of this time. The approval of the request for time extension would depend on the level of accomplishment of the Contractor for the remaining four months (basing on the actual accomplishments of the Contractor as against the target accomplishments for the remaining period).

The RPMC Project Inspection Team conducted another round of ocular inspections last 15 June 2006 of the 188 hectare-new airport complex (of international standard), located within ten barangays of Sta. Barbara and Cabatuan in Iloilo. The project’s double digit-negative slippage remains at 24.73 percent as of end of May, albeit lower than April’s level of 25.47 percent. Overall physical accomplishment as of end of May is 61 percent.

Building works were in progress at the time of the visit. The Cargo Terminal Building was substantially completed at 76 percent where .the installation of roll-up shutters was on-going. The Passenger Terminal Building was 61 percent completed while the Control Tower and Operation Building was 64 percent completed. Ongoing work activities were also observed at the Administration Building, Maintenance Building, Fire and Rescue Station, Central Plant-Mechanical Station and Central Plant-Electrical Station.

Topsoil embankment works at the access road are almost completed and landscaping activities (including curb stones) have already been started. Final asphalt-paving of the whole runway length is expected to commence soon. Concrete lining at the 60,000 sq.m.-regulating pond, perimeter fencing and construction of trapezoidal grout and rip-rap canals at the perimeter access roads were ongoing at the time of the Team’s visit. Landscaping activities have also started at the car park area.



On the proposed by-pass road leading to Tiring, Cabatuan, the ROW problems have already been settled. Negotiations with lot-owners have been completed while preliminary works for its site acquisition is on-going.



For the airport utility works, ILECO I has started erecting its concrete poles and pedestals for the main power distribution lines and outside lighting along the access roads and the by-pass roads and are scheduled for completion by end of the month. ILECO 1 has guaranteed adequate power supply for airport operation. A standby generating system has recently been delivered at the project site. MIWD has also installed the main water transmission line at the by-pass road, as well as, the water distribution lines along the airport area.



The relocation site was inaugurated last June 4, 2006. A homeowners association, the New Iloilo Airportville Homeowners Association, was organized. Additional structures being requested by the homeowners association include fencing, a day care center, and a police assistance center.



The double-digit negative slippage of 24.73 percent is still substantial and with the coming rainy season, the Team is apprehensive of more possible delays in the project. DOTC-PMO assured the Team that whatever delays encountered in civil works will be offset by the expected arrival of equipment at the site starting July and the continuing building works activities. With roofing already in place at the various airport buildings, the remaining work activities in these areas can proceed as scheduled.

Iloilo Flood Control Project Commences

Finally, after many years of waiting, Contract Packages 1 and 2 of the Iloilo Flood Control Project Phase II have commenced last April 4, and March 1, 2006, respectively.




Classified as a first class city, Iloilo City has been suffering from flood damages every year due to the insufficient flow capacity of the Jaro River and to poor drainage in the Iloilo River Basin. To construct a flood control system with a scale of 20-year return period and partial improvement of the drainage system with a scale of 5-year return period, financial assistance was extended to the city under the 25th Yen Loan Package from the Japan Bank for International Cooperation. DPWH-Project Management Office for Major Flood Control Projects serves as the project’s implementing agency.

Contract Package 1 which amounts to PhP1,194,106,109.37 involves: a) Construction of Jaro Floodway (4.75km) including four bridges (344m in total), one hydraulic structure, five drainage outlets, and two invert siphons; b) Improvement of Tigum River (2.90km) including one bridge (105m) and 17 drainage outlets; and c) Improvement of Aganan River (3.88km) including one bridge (105m), one hydraulic structure, and 15 drainage outlets.

The contractor, Hanjin Heavy Industries and Construction Co., Ltd. (Korea), is expected to complete Contract Package 1 by February 18, 2009. Accom- plishment as of May 2006 is 0.61% with a slippage of –1.58%.



On the other hand, Contract Package 2 is under contract with China International Water & Electrical Corporation (China). The scope of works which amounts to PhP507,803,192.79 involves: a) Improvement of Iloilo River (4km) including one bridge (114m), riverside park improvement, and 12 drainage outlets; b) Improvement of Upper Ingore Creek (2.96km) including seven box culverts; and c) Improvement of Jaro River Mouth (5.63km) including one box culvert at Ingore, outlet structure for Ingore diversion, and 13 drainage outlets. Completion date is set on January 16, 2009. Accomplishment as of May 2006 is 1.32% with a slippage of –0.41%.




The Regional Project Monitoring Team plans to conduct regular project monitoring visits on the coming months.

Philippines to upgrade 15 provincial airports (18 August 2005)

Abstract: The Philippines Department of Transportation and Communications is planning to invest more than US$500 million on the upgrade of provincial airports on top of US$4 billion required in funding for its rail projects now in the pipeline.


The Philippines Department of Transportation and Communications plans to start upgrading 15 provincial airports this year to have them up to international standard by 2010, according to the Department Secretary Leandro Mendoza.

The upgrades, costing 30 billion pesos (US$536 million), are expected to encourage domestic travel and investment in the provinces. The 15 airports include Clark and Subic in Luzon, Panglao in Bohol, Bagabag in Nueva Ecija, Busuanga and El Nido in Palawan, Tacloban and San Fernando in La Union and Caticlan in Aklan.

Other projects, like Iloilo Airport on Panay Island, are already underway. Upgrade of this 184-hectare airport includes:
- a 2,500-meter runway, an apron, general aviation aircraft parking and perimeter fence;
- a passenger terminal building with a total floor area of 7,000 square meters;
- a cargo terminal building, a control tower, an administration building, a fire station and a main power substation building;
- communication and air navigational aids;
- crash fire rescue vehicles and airport utilities;
- an aviation fuel supply system, fire fighting equipment and airport maintenance equipment

The Iloilo Airport upgrade, contracted to Taisei Philippines Construction Inc., is to be partly financed by the Japan Bank for International Cooperation (JBIC). Construction of this project, estimated to cost 6 billion pesos, started in 2004 and is expected to end in 2008.

The Department of Transportation and Communications has major plans for upgrading and extending rail services too. It has just awarded a contract to SNC - Lavalin International Incorporated for the extension of the southern part of Line 1 of Manila’s light rail system. This project will include construction of a 12-kilometer-long elevated light railway with eight new stations and provision for two additional stations. Construction of the project, estimated to cost 44 billion pesos, is scheduled to start late next year.

Meanwhile, Japanese contractor Sumitomo is already upgrading the trains, tracks and platforms as well as rehabilitating steel structures at 18 light rail stations from Monumento, Quezon City to Baclaran, Pasay City along Line 1.

The Department of Transportation and Communications has more rail projects in the pipeline including Phase 2 of Mass Rapid Transit (MRT) 3 at Caloocan City, Phase 1 of the South Manila Commuter Rail Project, MRT 7 at Quezon City, MRT Line 4 in Manila and Phase 1 of MRT 8 in Rizal.

These rail projects, now at various stages of design and documentation, are expected to require an investment of US$4 billion. The department is lining up partners to fund their development under build-own-and-operate schemes well as build-and-transfer schemes.

Just a fact: SM Supermarkets outside SM Malls are called Savemore Supermarket (current branches: Mactan, Elizabeth Mall Cebu, Festival Mall Alabang)
oo the most recent SM in Iloilo is an SM Savemore (opened just this August 25 2006). The SM Savemore is in a building called Jaro Town Square, which is a small commercial building not owned by SM. It's not even a mall since it's very small, so I just refer to it as a mini-mall ...

SM Jaro however, is a stand-alone SM Supermarket (not a mall). I don't know if they call it an SM Savemore. SM owns the building and the other tenant is only a Jollibee. Someone in the forum, said that after the opening of the SM Savemore in Jaro Town Square (which it did already), SM Jaro will be closed and it will be rennovated into a "mini-mall", just like what it did to SM Delgado.

So in Iloilo City there's an:

SM Savemore in Jaro Town Square (Quintin Salas, Jaro)
Stand-alone SM Supermarket called 'SM Jaro' near the Jaro Plaza

But if I'm not mistaken, the construction of a bridge at the border of Leganes and Zarraga is designed for a four-laned highway.

According to City Planner Peñalosa, the road-widening project will start ar Zarraga plaza all the way to Tabuc Suba. Good news, because the traffic volume in Iloilo City and the suburbs is increasing by the year.

^^ ^^ daw sa amo gid tuod Bern. But really, I can't find anything good with Casino lest it's in Vegas. What's there to spend with casino when there's a lot of our folks under poverty threshold? I rather spend my time hanging around my friend's house and playing mahjong ... he he. It's kinda very Ilonggo siguro. (just joking). Anyhow, the city is changing drastically, and so with its residents. Who knows? Someday they'll reconsider putting up casino again. But right now, it's a big NO-NO for all Ilonggos.

What about the nightspots? Is it really expanding? I'm kinda curious what's new in the city's nightlife. Something to rival Smallville is more like it.

There is a sudden burst 2 years ago as night-life wasn't monopolized by Convan and Barracks anymore (they're both closed) by the time Smallville, Paseo de Iloilo and the likes sprouted up like mushrooms in the city. It caters to the large student population of the city.

Yup, although the nightlife is not yet as vibrant as Manila, Cebu or even Bacolod, Iloilo's going that way as well as businesses and the education sector is expanding by the year.

Iloilo City asks for cheaper power

The Iloilo City Hall has asked the Energy Regulatory Commission (ERC) to lower the rate of electricity National Power Corporation (NPC) will supply to Panay Electric Company (Peco), the sole distributor in the metropolis.

Mayor Jerry P. Treñas yesterday sent a letter to ERC chairman Rodolfo B. Albano Jr. requesting an adjustment of the rate NPC will charge Peco.

Treñas said the NPC charges P3.66 per kWh for generation rate while Peco buys electricity from sole supplier Panay Power Corporation (PPC) at P7.49 per kWh.

The mayor said if Peco can get power from NPC at P3.66per kWh , electricity bills of consumers in the city will be reduced by at least P1 per kWh.

“While NPC is willing to provide us power during the peak hours of 10am to 4pm, the problem is on the replacement cost, meaning NPC will charge Peco the same rate as that of PPC. If this is the case, electricity will still be costly,” Treñas said.

The City Hall has been hoping that power rates in the city will be cheaper after Peco interconnected with NPC through the National Transmission Corporation (Transco).

“We have to appeal to ERC to make adjustments considering that the city has one of the most expensive power rates among urban centers,” Treñas told reporters.

The mayor also welcomed the development that the NPC-Transco is willing to supply a maximum of 10MW during peak hours on a firm basis.

“What greatly concerns us now is that NPC will still be charging Peco the same rates as that of PPC which is considerably higher than the Cebu-Negros-Panay (CNP) grid rate,” Treñas said.

“Our interconnectivity to the CNP grid lies on the premise that we would be able to avert the impending power shortage in the city and at the same time reduce the pricey electric power rates that we currently have,” Treñas pointed out.

He even added that expensive power cost “discourages potential investors to settle in the city”.

Meanwhile, Edmund O. Afzelius, Peco senior vice-president for operations, also wrote NPC president Cyril del Callar to reconsider the use of power rates applied to diesel-fired plants.

“We submit that NPC may take a second look at its decision to price the rates corresponding to the production costs of diesel power plants. The ERC directed us to interconnect our system with CNP grid not only to ensure sufficient and reliable power supply but also to lower down electricity rates in the city,” Afzelius said.

Afzelius said “while NPC’s consumers avail of the lower rates, we believe that Peco consumers deserve as much, especially considering that Iloilo City is a major business center”.

Afzelius also requested NPC to supply through a firm contract for a load of 15MW and total energy of 9,000 kWh monthly as priced based on ERC-approved NPC rates

This is the clearing where the HQ of the Iloilo Flood Control Project will be. This is located in Barangay Anilao in Pavia, near Pagsanga-an, the place where Aganan and Tigum River would merge into one to form Suba Salog or Jaro River.

There are some houses in Barangay Tacas that have been abandoned, probably due to the flood control project.

This picture was shot last April 2005. I don't know what happened there now.

Metro Iloilo-Guimaras economic corridor kicks off

AN economic corridor plan linking Metro Iloilo and Guimaras Island has kicked off after President Gloria Macapagal-Arroyo signed the initiative aimed at boosting tourism potentials in this part of the country.

Iloilo City Mayor Jerry P. Treñas said Arroyo signed Executive Order No. 559 August 28 formally creating the Metro Iloilo-Guimaras Economic Development Council (MIGEDC) as one of the support systems for the administration’s “mega-regions” program.

The mayor said MIGEDC members are expected to convene next week to start working on identified priorities.

He added they are eyeing a “voluntary contribution” of P200,000 each for Iloilo City and Guimaras and P100,000 each for member-municipalities to come up with an initial P900,000-budget for MIGEDC operations.

MIGEDC, formerly the Metro Iloilo Development Council (MIDC), is composed of the local government units of Iloilo City, Leganes, Pavia, San Miguel, Oton, Sta. Barbara and Guimaras.

The council focuses on the delivery of basic services, environmental management, public safety and security, land use management, infrastructure development, and economic promotion and development.

It also aims to spur local economic development with emphasis on tourism and infrastructure like road and port systems improvement.

“Sta. Barbara, which hosts the new Iloilo airport, has similarly recognized the importance of inter-modal transportation links and tourism development to overall economic growth,” Arroyo stressed in her EO.

With the establishment of MIGEDC, the LGUs involved recognize the need to collaborate on certain specific areas in order to speed up the economic and tourism development of the area.

Arroyo’s ambitious mega-regions program which includes Central Philippines where Western Visayas belongs has identified “tourism as inherent competitive edge and priority area for investments.”

Treñas clarified the MIGEDC will serve as a conglomerate of member-LGUs even as Arroyo herself committed to support the promotions of an economic corridor here.

“It is a welcome development. Iloilo City and Guimaras tie-up has been strong. With the council, we might also better help Guimaras to recover from the oil spill,” he said.

Treñas and Governor Rahman Nava co-chair the MIGEDC with the municipal mayors of Leganes, Pavia, San Miguel, Oton and Sta. Barbara as well as the president of the League of Municipalities of Guimaras as members.

It was formely called Metro Iloilo Development Council, now it's Metro Iloilo - Guimaras Economic Development Council.

MIDC is originally composed of Iloilo City, Pavia, Oton, Leganes and San Miguel. With the expanded MIGEDC, the whole province of Guimaras (5 municipalities) and the town of Sta. Barbara in Iloilo are now included.

To say the least, MIGEDC is now official. Making it more dignified and real.

Economic Development Council

MANILA – Pres. Gloria Macapagal-Arroyo signed Executive Order No. 559 creating the Metro Iloilo-Guimaras Economic Development Council (MIGEDC). The Council will focus on the acceleration of the economic development of Iloilo and Guimaras provinces.

The creation of the MIGEDC is in line with the Mega-Region Economic Development Strategy which she espoused in her State-of-the-Nation Address last July.

Aimed at spurring economic growth in the entire country and propelling the Philippines to “First World” status in the next two decades, the new development planning tact involves the creation of five super regions.

“The local government units (LGUs) involved recognize the need to collaborate on certain specific areas in order to speed up the economic and tourism development of the area,” the EO stated.

The creation of the super regions gained the support of, among others, the LGUs that actively participated during the planning meetings by identifying the priority vital projects that would propel economic growth in their areas.

“The success of the Mega-Region Economic Development Strategy will depend highly on the effectiveness of the inter-local government cooperation that are already existing and functioning within the regions which can support the developmental thrusts of the national government,” the EO stated.

The Council “shall formulate, coordinate and monitor programs, projects and activities for the acceleration of the economic growth and development of the City of Iloilo, the municipalities of Oton, San Miguel, Pavia, Leganes, and Sta. Barbara, all in the province of Iloilo, and the entire Province of Guimaras,” the EO added.

The creation of the Council came on the heels of the motor tanker Solar I oil spill that badly affected four towns of Guimaras Province and two towns of Iloilo Province.

It is expected that through the Council, the tourism industry in the two provinces would get a further boost in spite of the “ecological mess” created by the oil spill in the area.

Iloilo City mayor Jerry Treñas was named MIGEDC chairperson, with Guimaras Gov. JC Rahman Nava as co-chairperson.

I noticed this last 2 years of my college years, there was a "boom" in hotel construction unlike the 1st 2 years. Also, nightlife is beginning to surge up as more restos and bars open up, especially in the Diversion Road area (strategic kasi). :)

By the way, reposted from Iloilo Thead. According to IAMME, there was a mobilization of construction trucks and buldozers in this area. They're maybe continuing the construction of the Nabitasan-Jalandoni access road all the way to Diversion Road.
Here's a pano of the access road I took a few months ago. It must have been extended and partly concreted by now.

Sang time ko Barracks pa lang kag Marina. Subong may Smallville na sa aton plus extension niya pa.

All for road widening and expansion for Iloilo City. Mas madali lang mag-mobilise around Iloilo kung gadugang ang dalan. Una pa lang, ang bag-o nga brideg near USA going to LaPaz is really good alternate route. Kung may dalan pa gid dira deretso sa Diversion, mas maayo pa gid. Biskan dira gani sa may Iloilo Sports Complex, naga-traffic na. Siguro more bridges and roads pa gid for Iloilo City.

In this pic, I think the access road is the one going north. The road that leads west (the same road i took a picture of a few months ago) I believe is not part of the access road. I think it is part of the reclamation project for the river park. I think the construction of the access road started only recently and when I took the recent pics, dump trucks were still busy unloading filling material.

I think it is part of the reclamation project for the river park. I think the construction of the access road started only recently and when I took the recent pics, dump trucks were still busy unloading filling material.
The project is sooo slow ... even the first phase which was only a 170m 2 lane bridge, lasted for 2 years ... and the whole project is expected to finish by 2009 pa (ano pa ayhan ang actual date of completion)

This access road will also connect to the proposed road from Divsion Road going to Brgy. Tabucan, right? ... if so, then 4 lane ni siya nga road most probably kay 4 lane and Diversion-Brgy. Tabucan nga road.

I wonder if the Dungon Bridge has already started construction ... any news?

WHEREAS, Section 14, Article X of the Philippine Constitution provides that "the President shall provide for regional development councils or other similar bodies composed of local government officials, regional heads of department, and other government offices, and representatives from non-governmental organizations within the regions for purposes of administrative decentralization to strengthen the autonomy of the units therein and to accelerate the economic and social growth and development of the units in the region";

WHEREAS, Section 33, Article 3, Chapter 3 of the Local Government Code provides that "local government units may through appropriate ordinances, group themselves, consolidate, or coordinate their efforts, services, and resources for purposes commonly beneficial to them";

WHEREAS, the Metropolitan Iloilo Development Council (MIDC) was created through a Memorandum of Agreement (MOA) date 9 February 2001 by the City of Iloilo, based on voluntary, consensus-based and collaborative approaches in integrated area development that is focused on six areas of collaboration, namely: Basic Services Delivery, Environmental Management, Public Safety and Security, Land Use Management, Infrastructure Development, and Economic Promotion and Development;

WHEREAS, the Guimaras-Iloilo City alliance (GICA) was also similarly created through a Memorandum of Agreement (MOA) entered into by Iloilo City and the Province of Guimaras on 22 May 2005 to effect mutually beneficial economic development with special focus on tourism and infrastructure development with special foucus on road and port systems improvements;

WHEREAS, the Municipality of Santa Barbara, which hosts the new Iloilo Airport of International standards, has similarly recognized the importance of inter-modal transportation links and tourism development to overall economic development;

WHEREAS, the Local Government Units involved recognize the need to collaborate on certain specific areas in order to speed-up the economic and tourism development of the area;

WHEREAS, the National Government has recently unveiled during the 6th State of the Nation Address of President Gloria Macapagal Arroyo, a massive investment program to sustain economic growth, speed progress to all areas of the country through the Mega-Region Economic Development Strategy and propel the Philippines to the "First World" status and through such development strategy, make funds available through the Medium-Term Public Investment Program (MTPIP);

WHEREAS, for Central Philippines, where Western Visayas belongs, tourism has been identified as an inherent competitive edge and priority area for investments;

WHEREAS, the success of the Mega-Region Economic Development Strategy will depend highly on the effectiveness of the inter-local government cooperation that are already existing and functioning within the regions which can support the developmental thrusts of the National Government;

WHEREAS, as existing and functional regional work alliances, the MIDC and GICA may be further merged and expanded to help realize the goals and objectives of the Mega-Region Economic Development Strategy through economies of scale.

NOW, THEREFORE, I, GLORIA M. ARROYO, President of the Philippines, by virtue of the powers vested in me by law and the Constitution, do hereby order:

SECTION 1. The Metro Iloilo-Guimaras economic development Council (MIGEDC), hereinafter referred to as the Council, is hereby created. The Council shall formulate, coordinate and monitor programs, projects and activities for the acceleration of the economic growth and development of the City of Iloilo, the Municipalities of Oton, San Miguel, Pavia, Leganes, and Sta. Barbara, all of the Province of Iloilo, and the entire Province of Guimaras, in support to the Mega-Regiion Economic Development Strategy of the National Government.

SECTION 2. The Council shall be composed of the following:

Mayor, Iloilo City as Chairperson
Provincial Governor, Province of Guimaras as Co-Chairperson
Mayor, Municipality of Pavia, Iloilo
Mayor, Municipality of San Miguel, Iloilo
Mayor, Municipality of Oton, Iloilo
Mayor, Municipality of Leganes, Iloilo
Mayor, Municipality of Sta. Barbara, Iloilo
President, League of Municipalities, Province of Guimaras
SECTION 3. In the discharge of its functions, the Council shall ensure appropriate coordination with the Regional Development Council (RDC) VI and other relevant local development councils.

SECTION 4. All departments, bureaus, offices, agencies and instrumentalities of the national government, including government-owned or controlled corporations and government financial institutions, are hereby directed to extend their full assistance to the Council in support of its programs, projects and activities.

SECTION 5. All executive orders, rules, regulations and other issuances or parts thereof which are inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly.

SECTION 6. This Executive Order shall take effect immediately.

Update on the JKalandoni bridge access road. I think they have reached the banks of Dungon Creek. Let's hope they begin construction of the bridge immediately.

I can't wait to see SM Delgado's expansion. Hopefully, they'll build 3-4 storey building to accomodate more shops and bigger foodcourt area. Something to rival SM City Iloilo in Mandurriao.

I also like the look of the new La Sallette Building ... more refreshing to the eyes.

And thanks for an update of this new access road.

The national government has adequate funds for the completion of major airport projects, including the New Iloilo Airport and the Silay Airport in Western Visayas, Budget Secretary Rolando Andaya Jr. said in a statement last night.

Andaya said the P17-billion allocation for infrastructures next year will be spent mainly on airports and roads.

The Iloilo airport has a budget of P8.7 billion while the Silay Airport, P5.7 billion.

Other major airport projects being funded by the government are the Diosdado Macapagal Airport in Clark, P8.39 billion and the Daraga, Albay International Airport, P3.44 billion.

Andaya said in the statement that these investments are already included in the National Expenditure Program for 2007 presently being deliberated by Congress.

He said he hopes for the early passage of the 2007 annual General Appropriations Act so that project implementation can proceed before the election ban takes effect.

Andaya said that by project category, rail programs have the biggest funding requirements, followed by roads and airports, the statement added.

All three account for 87 percent of the total funding requirement, amounting to P322.24 billion.

The projects are part of the super region region development program President Gloria Macapagal-Arroyo spelled out in her 2006 State of the Nation Address.

Andaya said in the statement that the fiscal space to fund the SONA projects between 2007 and 2010 is P527.2 billion, which is sufficient to cover 100 percent of the total investment cost of P369.3 billion.

Finance Secretary Margarito Teves said that using conservative estimates, the national government will easily raise at least P200 billion to finance major infrastructure projects in the super regions, the statement added.*

The New People's Army rebels did not harm any workers in the attack on the sprawling site at Silay City in Negros Occidental province, but the attack could delay completion of the project by several months, police said.

"This is an act of terrorism, an act of economic sabotage," Silay police chief Superintendent Celestino Guara told the Associated Press by telephone as he inspected damage at the airport.

The Maoist guerrillas, disguised as policemen and armed with assault rifles, barged into the construction site shortly after midnight, disarmed guards then destroyed a computerized cement-making facility and a standby power generator using homemade bombs and kerosene, Guara said.

The guerrillas fled after seizing 18 pistols and three shotguns from civilian guards. South Korean engineers and Filipino workers who live at the site were not harmed, he said, adding that Japanese engineers were staying at a hotel away from the site.

Army troops and policemen were trying to pursue the attackers in Silay, a sugarcane-producing region 470 kilometers (280 miles) southeast of Manila.

The airport is being funded by a Japanese government loan and authorities are aiming to open the facility early next year to boost trade and tourism in the central Philippines.

The attack damaged equipment worth 25 million pesos (US$500,000; euro395,000), Guara said, citing people involved in the project.

Guara said the motive could be linked to guerrilla efforts to extort money from a construction company.

The rebels have about 7,200 fighters operating in 5% of all villages nationwide and attack rural troops, police and businesses who refuse their extortion demands, according to the military.

Two years ago the rebels withdrew from Norwegian-brokered peace talks on ending 37 years of insurgency, saying the Manila government was not making efforts to remove them from U.S. and European lists of terrorist organizations.

The three-storey passenger terminal, about 12,000 square meters in floor area, houses the baggage conveyor on the first floor, check-in area and the airline offices on the second floor, pre-departure area on the third, and arrival area along the corridors that lead to the first floor. The airport can accommodate six aircrafts simultaneously parking at a time. Air navigation systems, including a radar area, are also in place.

New Iloilo airport to open on March 2007

ILOILO City – The New Iloilo Airport Development Project will become operational in March 2007 while the Negros Occidental airport is set for completion in the second quarter of 2007, revealed Sen. Franklin Drilon.

Last October 9, the Senate Finance committee chaired by Drilon approved a P5.5-billion infrastructure fund that will pave the way for the operation next year of these two biggest airport projects in Region 6.

ha he Whyte. Ngaa kaluluoy ang Robinson's haw? May ara man sila iya nga Paseo de Iloilo. Besides, damo man nga mga establishments and government centers lapit sa Robinsons Iloilo. But like you, kinahanglan guid sang Robinson's to come up with more activities para maganyat ang mga Ilonggo mag-shops dira. Dako siya tani nga mall galing kay kulang sa promo.

I guess the old shopping district is coming back to life na guid man. With the recent developments in Marymart Mall and expansion of SM Delgado and few more shops and restos nga nag-open, it'll surely run down sang kita sang SM City sa Mandurriao. Though SM Delgado is only a third of the size of SM City pero dako ang iya income capacity. Kinahangan lang nila mag-expand. And if matabo guid man ini, they'll surely give Robinson's a much harder time to lure Ilonggo shoppers.

Awaiting for more updates parte sa LaSallette renovation nga ini. Okay guid ina imong suggestions pero daw mabudlayan sila siguro magbutang palm tree within the area unless himuon nila one-way ina ang butangan sang mini-island for palm trees. It'll look more stunning and very Hollywood-ish.:)

I tried googling re: Marikudo Country Club in Iloilo City but to no success. I wish to read any info about this old country club right at the heart of Alta Tierra Village in Jaro. At least, there has been a good use for this old country club if this project push through. From once an idle piece of land turning into a resort hotel and convention center is already a great development. More developments to surface soon, maybe sooner than we can think of.

I don't think nga may ara ka guid makita. May ara about Marikudo Club nga gin-mention sa WVSU-Med Forum pero pahapyaw lang. Wala guid damo nga info ka makuha. Btw, ka-try ka sulod sa ila forum, Space? Kasadya guid iya. Daw pareho man sa CPU forum galing kay 90% sang ila forumers, med grad. So mostly ang topic naga-revolve sa medical world. But it's really good and highly professional sang tanan

Thanks for the aerial bernie ... although there's stil some space in the city's outskirts, I doubt there's enough infrastructure to make those places viable for development.... I had the chance gali to visit Alta Tierra, a few hours ago. All I can say is, the "new" (Iloilo) Centennial Resort and Convention Center is certainly going to be a decent development (for Iloilo's standard) ... but I guess I have to wait till it's open, to figure out if it's really worthy being considered as the "next big thing"

I love Iloilo! I first visited there in 2001. I have relatives there and I liked how clean the city was compared to other urban areas in the Philippines. Is it true that in certain streets they have banned tricycles? It's not as noisy there.

How badly did the Guimaras oil spill impact Iloilo?

I think Carpenters Bridge is going to be replaced,thats why they have not been keen in fixing it(I think its part of the flood control project or somethin,not sure),IMHO. But, its not an excuse not to fix it for now, because its still being used, kahuluya man sa mga visita naton nga naga-agi dira going to/from the airport.

It was the first bridge linking the airport to the city proper itself. Diri bala nag-agi sa una si Pope John Paul II sa iya nga parada sa Syudad sang Iloilo sa una.

Pero amo na guid. Regarding the flood control project. Daw upod na ang improvement sang Carpenter Bridge. Pero kalaw-ay man tan-awon guihapon.

major streets and thoroughfares within city proper were devoid of tricycles and pedicabs (as far as I know). On whether they banned it or not, I have no idea at all. But I guess they limit them in numbers considering an already heavy taffic caused by jeepneys and vans getting in and out of the city's downtown area. I wish you could visit Iloilo City again, Elsongs.

There's in anyway a little impact on oil spillage in Guimaras towards Iloilo's local economy. We may lose a bit of travellers and visitors to Guimaras but otherwise the city is really doing well. Province-wise, there are few other spots/towns affected by the spillage. Fisher folks were slightly affected, too, in the first few weeks since a scrutinizing caution were raised on fishes caught in the Visayan Sea. Otherwise, no further article suggested that they've been poisoned or impigned. But there you go, caution and constant monitoring remains on every Ilonggos mind at present.

On the other hand, people back home esp universities, colleges, government agencies and NGOs are trying their best to raise funds for affected Guimarasnons, and vying help from Petron to continue the cleaning and clearing the area of spillage. If there's any more impact about this issue, it's more likely the health problems brought about by the disaster. So far, online news and periodicals keep everybody's informed what's going on in Guimaras at present. And I guess we're most indebted to them for all information we gathered here in SSC.

I think Carpenters Bridge is going to be replaced,thats why they have not been keen in fixing it(I think its part of the flood control project or somethin,not sure),IMHO. But, its not an excuse not to fix it for now, because its still being used, kahuluya man sa mga visita naton nga naga-agi dira going to/from the airport.

More bridges and wider roads for the new Iloilo City. Traffic is one of the pressing problems back in town, which I believe needs to be addressed first.

P10.8B worth of airport
projects approved

9 October 2006 - Three air transport projects got the Senate finance committee’s approval for funding totaling P10.8 billion. The committee approved a P5.5-billion budget for two Western Visayas projects, namely, the New Iloilo International Airport and the Negros Occidental Airport. The other P5.385 billion was allotted for the construction of the Laguindingan Airport in Northern Mindanao.

The approval comes a day after the Negros Occidental Airport bombing, which destroyed some P30 million worth of equipment being used for its construction. Finance committee chairman Sen. Franklin Drilon said such incidents will not prevent them from pursuing the development of airports for the economic progress of the regions.

It was the first bridge linking the airport to the city proper itself. Diri bala nag-agi sa una si Pope John Paul II sa iya nga parada sa Syudad sang Iloilo sa una.

Pero amo na guid. Regarding the flood control project. Daw upod na ang improvement sang Carpenter Bridge. Pero kalaw-ay man tan-awon guihapon.
That's right, Bernie. It's historical. At least people back home should have the nerve to bring it back to its good and passable condition. I'm not complaining, just whining. haha.

Haven't heard much of the Iloilo Flood Control Project. Any update? It was suggested in one online paper that they'll restart the IFCP by end of October. Ano na ang natabo?

It's the Panay Railway, XP. It used to run til early eighties, I guess when it ceases its operation. Now, they're planning to revive the railway system of Iloilo and Panay Island. Probably, extending the coverage area to Kalibo and Caticlan in Aklan, and Guimbal and Sta. Barbara in Iloilo.

Ngek! Maluoy ka sa Mueso Iloilo. That Museum is desperately needing space right now. Kadamu sang mga artifacts nga waay nakadisplay tungod sa kagamay sang waay na espasyo.

Anyway, Panay Railways was the only active public transport railroad system outside Luzon and was ceased to exist by 1985 because of the decline of passenger volume during those times and the sugar centrals in central Panay were closing down due to the sugar crisis.

Now, they're planning to revive it and add up additional segments from Roxas to Caticlan (Boracay's gateway) and another from Iloilo City to Antique.

I know that in this country its all bells no cattle!!!!!!! there's too much talk but nothing happening and after several visits to iloilo city, that's exactly what i see. The city is rotting. Also the road from Aklan going to iloilo is so bad that it's prohibited for a pregnant woman to ride on a bus going through those damn crazy roads.

Hopefully it'll be. I'm a bit frustrated about Iloilo and Panay but I never lost hope.
More on words than actions. Its so hard to mobilize the Ilonggo politicians, especially some who are still bent in their "traditional sugarbaronic" attitudes.

So far, Iloilo's out-migration is slowly decreasing than it was before in the 50's to early 90's.

And with regards to Aklan's roads. I think its ok since from Altavas to Malay are already asphalted/concreted. As for Capiz segment, I think the president has already given several million pesos for the rehabilitation of Central Panay Highway a few months ago but I don't have any updates yet.

Iloilo's progress is way slow as compared to other cities so to speak. Many Ilonggos tend to have the city the way it is, laidback yet amenities of a city is available. But emerging from its death in the 50's, hopefully someday Ilonggos would have second thoughts of going out from their motherland.

And so as for the "rotting", we are not perfect anyway. Every city in the world has its negative side as similar to those who created them.

Sana that list of projects will someday be more underconstruction than proposed

I know that in this country its all bells no cattle!!!!!!! there's too much talk but nothing happening and after several visits to iloilo city, that's exactly what i see. The city is rotting. Also the road from Aklan going to iloilo is so bad that it's prohibited for a pregnant woman to ride on a bus going through those damn crazy roads.
I hope so too that our gov't will be serious when they say they're going to prioritize countryside development. Most of these (road) projects have already been started and proposed long ago but was revived anew due to the Mega-Regions project of GMA... But I disagree, with the city "rotting", things might be slow but it's moving forward.

Ngek! Maluoy ka sa Mueso Iloilo. That Museum is desperately needing space right now. Kadamu sang mga artifacts nga waay nakadisplay tungod sa kagamay sang waay na espasyo.

Anyway, Panay Railways was the only active public transport railroad system outside Luzon and was ceased to exist by 1985 because of the decline of passenger volume during those times and the sugar centrals in central Panay were closing down due to the sugar crisis.

Now, they're planning to revive it and add up additional segments from Roxas to Caticlan (Boracay's gateway) and another from Iloilo City to Antique.

They need bigger and better Museo Iloilo. As suggested earlier, why not transform the old Provincial Capitol to Museo Iloilo - Main Building. It'll be a better alternative than to build a new and modern edifice. Besides, the old provincial capitol is as historic as the present Museo Iloilo. All they need is reconstruct the burned portion and make it into a huge gallery of artifacts, displays and anything "ancient". :|

Total indi naman ina mapuslan nga building subong, other than recalling it as the original site of Iloilo Provincial Capitol tani i-handover na nila ang building sa Museo de Iloilo nga sa subong nagakinahanglan guid sang dako nga display area. Kung matabo ina, then Museo Iloilo can rival other international museums around.

Museum of Modern Art for old Museo Iloilo and Museum of Classical Art for the old Capitol Building. It's a very nice plan indeed for Iloilo being the Philippines' Heritage Champion.

^^ Hay nakupow! Basi dugay dugay me ara na kakompetensya ang Museo kay i-convert nanda kuno ang old city hall sa UPV city campus into an interactive museum itself. At least thats what I've heard with my profs although with skepticism that it will be implemented immediately.

The old Iloilo City Hall in UPV wasn't even in the heritage list of ICCHCC nor of NHI because of politics. All about the UP community versus the "Enemy of the State University: Gonzales Raul Sr".

Anyway, looking forward for more developments in Iloilo. Be it hotel, corporate building, mall, department store, food business, infras, etc., okay guid ina sa akon. Ang importante is to see the city nga naga-improve. Kahinay man guid tulukon pero kis-a makibot ka man lang nga may mga nagatuluhaw na nga businesses nga wala mo gina-ekspectar.

With these two new hotels to be added, Iloilo City's bid to become the next convention hub will be materialised. Ang pamangkot is san-o pa ayhan nila umpisahan. I guess 3-5 years pa siguro antes matabo ini. Damo pa nga mga mini-businesses ang makapatindog sa aton.

This is great for iloilo, let's lure in more hotels in order to carry more tourists. Also, the land around SM city in mandurriao is vast and the potential is super grabe!!!! They should consider it for call center operations

You are absolutely correct. The highway from Iloilo City to Roxas City/Kalibo really needs a long overdue make-over. Since its construction 20 years ago, I don't remember any massive rehabilation of the highway. Puro lang tapal-tapal. There is even a portion of the highway where the embankment collapsed as you enter Pototan from Roxas (it's before the bridge) that until now was not done. For 20 long years, nothing was done on this area! They just rerouted the traffic to the other side of the road... suppose to be a temporary solution which ended up as a permanent one.

Looks like it'll gonna be a long bumpy ride for more years to come.

But the sad thing about it...ang kuryente sa Iloilo ang isa sa pinakamahal sa buong Pilipinas. Binablack mail pa ang mamamayan ng Iloilo City sa pag-blackout tapos maniningil ng pagkamahal! Panay Island has a surplus in its energy as according to DOE report.

that's right, Dance. We badly need more hotels in Iloilo City due to a surging influx of tourists (local and foreign) back home. It wasn't a problem decade ago but due to continuous promotion, tourism industry in the city and province is rising. Especially during Dinagyang Festival where at present, the "share a house program" and even luring shipping companies to provide accomodation is sought. There were few proposals, and few additions lately but I guess it's still not enough to accomodate the visitors.

Re land area beside SM City, you're right to say that there's still plenty of room for expansion. But as you can see, all (if not most of them) were already sold out. Owners of land in Diversion is just awaiting disposal of the old airport in Mandurriao so they can start building infras sans clearnace from ATO. There's a lot of proposals (as hearsays) ongoing at present especially in Diversion area. Again, it's a wait and see game. :)

Philippine Estates to build two malls


PHILIPPINE Estates Corp. (PEC) is set to develop two malls in the Visayas region next year. Elvira Ting, PEC president, told reporters that the company will continue with the development of its residential projects in Cebu and Iloilo by including commercial centers in these projects.

“Definitely, next year, we will go ahead with these projects,” she said.

Among the publicly-listed company’s projects are the Pearl of Orient Tower along Roxas Boulevard, Plastic City Industrial Park and Pacific Grand Residences in Valenzuela City, Pacific Grand Villas in Lapu Lapu City, and the Chateaux Geneva and Coastal Villas in Iloilo.

Ting earlier said the company is willing to spend as much as P200 million to buy more land, adding that it plans to put up five projects within the year.

She said the company is eyeing mid-rise condominium buildings in Metro Manila, citing the Taft-Malate district, San Juan and Makati as possible locations.

In the third quarter, PEC only “broke even” owing to “flat sales,” Ting said, without providing details.

She however noted that the property sector is still picking up.

In the first six months of the year, PEC said it sustained losses of P0.8 million, a turnaround from P22 million in profits gained in the same period last year.

In a report to regulators, the company said it has lined up three projects, two of which are expected to commence development in 2007.

These projects include the Pacific Grand Townhomes, a 2.2-hectare residential townhouse development in Marilao, Bulacan, the Pacific Grand Residences Dasmariñas and the Tagaytay Project in Calabuso. --Cheryl M. Arcibal

I can't wait to ride on the train going to Boracay.

The color of La Sallette looks really nice. Hope to see better coffeeshops in few months' time. Why not make the second and third floors a mall (shops) rather than offices?

Most of them are purely commercial though infras doing well as well at present. We just need more funds to build better infrastructures within the city (and province). Most infras as you can see are just proposal or have been started already yet in a very snail-paced development. But there you go, we're doing it slowly but surely. And we're getting there. :banana:

Iloilo builds WV’s first flyovers


Iloilo City will become the first urban center in the region to have flyover roads which could to decongest the heavy traffic along city’s thoroughfares.

Mayor Jerry Treñas yesterday said they have presented to Malacañang three flyover projects to be funded by the national government.

The elevated roads will be put up along the streets of Ledesma to Valeria, General Luna to Diversion and General Luna to Jalandoni in the city proper.

The mayor said that only two of the proposed projects might be implemented by the Department of Public Works and Highways (DPWH). DPWH engineers from Manila will be here today to conduct feasibility studies of the flyover plans.

The mayor said the engineers will determine areas to be prioritized for the flyover construction. DPWH estimates the project to cost from P30- to P50-million.

“This is good news for the city because this will help address our traffic problem here,” Treñas said.

New Iloilo airport opens on April 2007

ILOILO City – The new Iloilo airport of international standards will open for commercial operations on April 2007, announced Senator Franklin Drilon.

All civil and electrical works at the P6.5-billion airport should be finished this year, and its navigational and landing facilities, and terminal will be tested in early 2007, the senator revealed yesterday.

The first commercial flight at the new airport, whom Drilon considered to be his biggest project for Iloilo, is tentatively scheduled on April 15, 2007.

The Japanese contractor of the airport project is scheduled to turn over the facility to the Department of Transportation and Communication (DOTC) on March 17, 2007, added Drilon.

On the other hand, the old domestic airport in Mandurriao, Iloilo City will be transformed into a commercial and light industrial complex.

Drilon said the commercial and light industrial complex is sure to enhance the economic activity in Iloilo City and Province.

The new airport aims to serve the increasing number of air passenger and cargo traffic in Iloilo, and its influence areas to boost economic development of the Visayas regions, particularly Region VI covering the provinces of Antique, Aklan, Iloilo, Capiz, Guimaras and Negros Occidental.

The existing Iloilo domestic airport is the fourth busiest in the country in terms of passenger traffic next to the Ninoy Aquino International Airport, Mactan-Cebu International Airport and Davao International Airport, but has been facing problems of obsolete facilities, operational limitations, limited expandability due to existence of roads and rivers, and urbanization around the airport.

Studies concluded that the Mandurriao airport is no longer capable of accommodating future air traffic demand due to technical, environmental and economic limitations, and confirmed the urgent need to develop a new airport.

The new airport of international standards sits on 188 hectares of land straddling the municipalities of Sta. Barbara, Cabatuan and San Miguel, Iloilo.

Meanwhile, the Department of Finance’s (DOF) Assets Disposition Program Task Force had already discussed the “disposal” of the 60-hectare domestic airport with the different national government agencies.

The task force had already convened the DOTC, Department of Justice (DOJ), Department of Budget and Management (DBM), Air Transportation Office (ATO) and the local government unit concerned.

The task force had already chosen an adviser -- the CB Michael Ellis which was also tapped in the conversion of the former US military bases in Pampanga into industrial areas

how many airbridges ba ang airport ng iloilo? ans what is there concept design? any info? excited na rin ako kc mtgal na rin akong hindi nkakauwi sa lola ko and were planning to go there this summer, hirap kc dati sa luma lalo na yng bagge claim walang carousel, mano ang hnap ng bagahe, at ang luma na tlga ng building. iloilo really deserves to have a world-class airport. cheers for this success!

I agree with you, Ianers. I hope the airport will be operational as scheduled next year.

There's a lot of info about the New Iloilo Airport construction in the net. Although none of them mentioned anything about airbridges, etc. I hope someone can post updated photos of the airport in Sta. Barbara-Cabatuan-San Miguel tri-boundaries. It sets to operate first quarter of 2007.

MIWD notes city’s improved water supply

Some diggings along the city’s major roads by Metro Iloilo Water District (MIWD) may give the public inconvenience, but they would eventually result in an improved potable water supply.

Iloilo City Mayor Jerry Treñas yesterday called on Jerry Guillergan, MIWD project engineer for a clear action on the diggings because many of the holes have been left uncovered.

“The city looks like a war-zone with these holes,” the mayor said, saying the diggings are made in preparation for next year’s Dinagyang.

Guillergan said some areas have uncovered or unrestored diggings because they are still doing hydro-testing, an excavation that traces leakage in the pipelines.

“After the hydro-testing, there is a transfer of service connection lines from old to new one and that would take about three days to a week per block. In case of leaks, we have to do repairs,” Guillergan said.

“We have an improved system while there are only minimal complaints about low water pressure. We conduct daily monitoring on potable water. There is also sufficient supply relative to the water level from the source dam,” he added.

MIWD’s overall system rehabilitation is being undertaken through the P207-million Local Water Utilities Administration (LWUA)-Asian Development Bank (ADB)’s Small Town Water Supply Sector Project.

Guillergan said the plan renamed Metro Iloilo Water Supply Improvement Rehabilitation Project will practically replace the dilapidating pipelines.

“The project will rehabilitate our pipelines first constructed in 1926 while we have had leakage that resulted in losses,” Guillergan said.

He said about 75 percent of the project is already completed in the city proper area and they hope to finish by December.

Guillergan said they posted 87 percent accomplishment for the whole of MIWD-serviced areas including the city and towns of Maasin, Cabatuan, Oton, San Miguel, and Leganes.

The project works in these areas started October 2005 which was bid out altogether.

Iloilo City’s completion took longer because of its wider coverage.

Guillergan said there may be spillover up to January but as much as possible they will finish the rehabilitation of all pipelines by December.

He added they had a series of meetings with City Engineer’s Office and Traffic Management and Engineering Unit to ensure that the excavation works would not interrupt traffic flow along the city’s thoroughfares.

Governor insists Iloilo needs more reliable power

THERE is a need for a power plant in the Province of Iloilo, Governor Niel Tupas Sr. insisted anew.

The reliability of the existing electrical power supply in the province was once again questioned with the entry of more investments.

Tupas said a call center will be put up at the back of the Iloilo Sports Complex at Magsaysay Village and will hire hundreds of employees from the locality.

He added that more investors are coming in with the opening of the New Iloilo Airport of International Standards in Sta. Barbara-Cabatuan, Iloilo.

"We're worried if there is enough power supply here two to three years from now," Tupas said.

Tupas said there is a pending application for a P300-million power plant in the town of Concepcion, which could augment the supply of the National Power Corporation's (NPC's) Cebu-Negros-Panay Grid.

"We really need a power plant here," Tupas reiterated.

Meanwhile, the Provincial Government has shifted its connection from the Panay Electric Company (Peco) to the state-owned NPC grid through the Philippine Foremost Milling Corporation's post.

It filed a petition for such change because of power unreliability.

The Energy Regulatory Commission (ERC) granted this petition.

Connection works will start this week upon the arrival of personnel from the National Transmission Company and NPC.

Earlier, Tupas said the Provincial Government can save P600,000 a month on its electric bill once it's directly connected with the NPC. Presently, its electric bill with Peco reaches P1.2 million a month.

Iloilo int’l airport on track for 2007 opening

ILOILO CITY -- Western Visayas' economy is expected get a big boost from the opening of the international airport in Iloilo in 2007.

The P8.759-billion airport straddling the towns of Sta. Barbara and Cabatuan, around 24 kilometers west of Iloilo City, will open to commercial flights starting April 15 next year, Senator Franklin Drilon said.

Drilon said all the structural and electrical works will be finished by the end of the year while the testing of lights and navigational facilities will be conducted in the first quarter of next year.

The contractor Taisei-Shimizu Joint Venture will formally turn over the facility to the Department of Transportation and Communication (DoTC) on March 17, 2007.

The Japan Bank for International Cooperation (JBIC) provided the funds for the project through a special yen loan package.

Built on a 188-hectare area, the airport was designed to accommodate the increasing number of passengers and cargo traffic in Iloilo.

The current Iloilo City airport in Mandurriao District here is the fourth busiest in the country in terms of the number of passengers next to the Ninoy Aquino, the Mactan Cebu and the Davao international airports.

The new airport has state-of-the-art facilities, including a modern terminal, control tower buildings, and landing and navigation systems.

It will have a runway measuring 2,500 m x 45 m, a passenger terminal with 12,000 sq. m and a 1,281 sq. m-cargo terminal.

There are plans to convert the 54-hectare site of the existing airport into a commercial and light industry complex. The Department of Finance has valued the site at P1 billion.

After the opening of the new airport, the old site should be disposed to generate additional revenues for the government, Drilon said.

Another airport, worth P5.751 billion, will also open on July next year in Silay City in Negros Occidental.

The two projects are part of the construction and upgrading of infrastructure projects under the Western Visayas Medium Term Public Investment Program, with total investments reaching P46.053 billion.

Around P179 million in improvements and expansion of the airport in the capital town of Kalibo in Aklan, gateway to Boracay Island, will be completed on April 2008.

The other projects include the construction of road networks, flood control systems, energy and seaports.

Tourism Secretary Joseph "Ace" Durano earlier said that the projects would help consolidate the position of the region in the international tourism market.

Visitors to central Philippines reached 4.23 million last year or 28 percent of the country's total regional travelers.
