dahil marami syang lupa dito kaya nga sya ang nagsponsor ng road widening ng quirino highway from 2 to 4 lane. hanggang don lang talaga sa tierra del sueno(camella) yung widening pero don sa part na yun 3 lane lang.

Santa Maria, Bulacan February 5th, 2011, 04:21 PM dahil marami syang lupa dito kaya nga sya ang nagsponsor ng road widening ng quirino highway from 2 to 4 lane. hanggang don lang talaga sa tierra del sueno(camella) yung widening pero don sa part na yun 3 lane lang.
siya din ba ang nagpagawa ng Quirino Hiway sa may PALMERA AREA? Yung 8 lanes daw sabi ni informatician? :D

The Church is very beautiful. Made of white marbles, the wood furnitures are made of Narra wood which is the best and the strongest in the Philippines and the stained glasses are stunningly beautiful. In the next post, I will exclusively present the stained glasses.

The Holy Water basin made of white marble with depiction of the Holy Spirit reminding people of the Lord's words: "Unless one is born again by Water and Spirit he cannot enter the Kingdom of Heaven" which refers to the Sacrament of Baptism.

dahil marami syang lupa dito kaya nga sya ang nagsponsor ng road widening ng quirino highway from 2 to 4 lane. hanggang don lang talaga sa tierra del sueno(camella) yung widening pero don sa part na yun 3 lane lang.
oo nakikita ko nga yung pangalan niya sa Quirino Highway nung niroad wide iyon.haha

AMONG the reports of logging and charcoal-making in Umiray in Quezon and Aurora was the one that I received at 8:23 a.m. on Jan. 10. An environmentalist from Umiray, General Nakar sent a text message that said “ang dmi ng khoy d2 sa Umiray ay more or less 10 taw pcs. Nakagayak na po un para ibyahe. Dp lang makaalis at ml2ki ang alon. (The number of logs here in Umiray is more or less 10,000 pieces. These are ready for transport. Departure is delayed due to big waves.)”
When I called up, I was informed that the logs were destined for Mauban. Immediately, I asked our informants to take a picture of the logs, but the heavy rains prevented them from doing so. However, I had pictures of charcoal from freshly cut trees in the same place taken on Dec. 18, 2010. Because of Simbang Gabi I did not have time to communicate this to our network.
Casualties, destruction
With so many dead and injured and so much destruction in the Philippines and in other parts of the world, Filipinos must know what is happening so that we can act fast to help mitigate the impact of global warming. The destruction of Sierra Madre is one issue that needs immediate attention.
The massive flooding and landslides in different parts of the country have focused the nation’s attention on the urgent need to address climate change due to global warming and to institute radical solutions to the degradation of the environment caused by man. More so because the poor are most vulnerable to calamities.
Corruption
Environmentalists welcomed the new administration of President Benigno Aquino with much hope that things would finally change at the <span>Department of Environment</span> and Natural Resources (DENR). But as far as the <span>destruction of forests</span> in Sierra Madre is concerned, it has been business as usual.
With one big difference—people have been deceived that logging has stopped with so many press releases from the DENR regarding its anticorruption campaign announcing that it has installed surveillance cameras in offices, removed checkpoints, confiscated logs and donated these to schools, etc.
These measures may be good but the DENR has not really addressed corruption in the department. If only there were a big camera in Sierra Madre, then the whole country would know the real score on the destruction of its forests. The big question is: Can the DENR heal itself?
Rubber stamp
Take the case of logging and charcoal-making in Dingalan, Aurora and General Nakar, Quezon. Task Force Sierra Madre (TFSM), among other groups, has sent so many letters or reports to the DENR but it has barely acted on these.
The Multisectoral <span>Forest Protection</span> Committee (MFPC) in Dingalan has turned out to be a rubber stamp for those who earn from the forests. Inventories of charcoal have been good opportunities to bring out all the stocks that could not be “legally” transported. There has been no change in the MFPC.
Still, in March 2010, I told the community environment officer (Cenro) about illegal logging in Barangay Dikapanikian in Dingalan. He challenged me to go there with him. I told him I had pictures.
In the same place, on June 9, 2010 we took pictures of many flitches again. This was reported to the Cenro who immediately went there. I was told later that the flitches were placed under the custody of the barangay chair. Nothing more was heard about them. Where did so many flitches end up?
Petition
After the flash flood of July 18, 2010, 809 people from Dingalan wrote a letter to the President about the environment. They asked “that the permit of San Roque Saw Mill be cancelled because this is also being used by the illegal loggers of our town of Dingalan.”
The petition also calls for a stop to the transport of logs from Isabela and Quezon through Dingalan; enforcement of a total log ban throughout the Philippines; a probe and punishment of erring local and DENR officials for not doing anything or for not having a program to protect the environment.
The department interviewed some of those who signed the letter but nothing was heard of after that. What happened to the investigation? We were never informed.
Trucks blocked
Due to the campaign of the Church, parishioners from Sitio Setic, Barangay Ibona in Dingalan, were emboldened to protect their mountain. They said they were worried because the cutting of trees in the mountains continued without let-up. They blocked a truck hauling logs from their mountain and reported it to barangay officials and the DENR on Aug. 25, 2010.
The department simply texted back, saying it coordinated with the security guard to tighten watch. I was told later that the people were threatened by loggers and were advised not to bring the letter to the authorities.
It was on Sept. 4, 2010 that DENR personnel came to Sitio Setic. Not finding any more logs, they told the people that when they report they should make sure that there were logs to be seized. When the people answered that they should instead climb the mountain and see for themselves that the trees were almost gone, they did not go. Instead, the Cenro said, “why do you keep signing what Fr. Pete asks you to sign. If the operations of San Roque stop, many people will go hungry, you are to blame.” Then they left and their chief, the Cenro said, he would go to Barangay Umiray to see what Fr. Pete wants people to sign, the residents said.
Protective of saw mill
It is interesting to find out why the Cenro seems to be so protective of San Roque.
It is time the National Bureau of Investigation came into the picture. People talk about “grease money” flowing into the hands of local officials. On Nov. 14, 2010, another informant signed an affidavit that he saw logs of narra and kamagong, cut 4x4x6 by the side of the river in Bukbuk (Barangay Ibona, Dingalan and in the place between Sikbing and Muklapa, “I saw logs, cut 4x4x6, of which six were narra. The logs were loaded. Roque owns the hand tractor.),” he said.
In the dialogue of Nov. 28, 2010 between the Church and local government, Mayor Zenaida Padiernos of Dingalan said that at the last meeting of the MFPC it was agreed that only three sacks of charcoal would be allowed by the DENR to be carried by the bus. The reality is the opposite. One time, we noted a bus with so many sacks of charcoal. We texted an environmentalist to observe what the people at the checkpoint would do. They just let the bus pass by so easily.
During the Simbang Gabi, I was informed by a parishioner that aside from the legal fees asked by the DENR for the transport of siit (small driftwood), people still have to give a bribe to the DENR personnel.
She was scared to sign an affidavit because she might be harassed by the same DENR personnel.
I am so exasperated by this situation. The people are already suffering so much, and yet DENR personnel still milk them. I know that without documentation this cannot stand by itself, but taken with the other proofs, this only intensifies the need for immediate action—clean up the DENR.
Act now
As we reported to then President Gloria Macapagal-Arroyo on June 16, 2008 and to which she and then environment secretary Joselito Atienza agreed, the biggest problem in the DENR was corruption.
The former president then agreed to create an independent citizens’ investigating committee to be implemented by the <span>environment secretary,but this was not done. The department tried to lure the Church to be part of a monitoring committee. We never accepted that. How can we monitor together with suspected corrupt officials?
Our experience in the Aquino administration is that things have not changed. The present environment secretary has not really implemented anticorruption policies that would have lessened the destruction of the forests.
NGOs and the Church can only do so much. We have other things to attend to. We pay our taxes in order to pay for the salaries of DENR personnel to guard the environment and not protect those who destroy the environment.
If the department was really serious about its job, San Roque Saw Mill should have been closed, and there would be no more logs cut outside designated areas because illegal logs could not pass the checkpoints.
Get serious
What is happening around the world should alarm us. The government should consider the declaration of a total log ban throughout the country. It has to choose between the welfare of the people and the income of financiers. Should we continue to destroy our forests? At what price?
Environmentalists were disappointed with the first three major speeches of the President, which mentioned nothing about climate change and global warming—among the world’s most critical problems.
Prayer
Our prayer is that the President will act soon—to urgently address corruption in the DENR through an independent investigating committee. Corruption is just so embedded in the department that good people could not do anything about it.
The government, too, has to address the plight of poor woodcutters and charcoal-makers being taken advantage of by the financiers and unscrupulous government officials.
We are not sure of what will happen to us this year. I experienced the flash flood in General Nakar on Nov. 29, 2004 and Tropical Storm “Ondoy” in Manila on Sept. 26, 2009. With the way the DENR is operating, we might have more massive flooding than we can handle. God forbid!
Paradigm shift
The government is challenged by these calamities to make a paradigm shift and redirect its strategy on development toward social, economic and ecological sustainability. We urgently ask the President to prioritize the survival of the Filipino people above all other considerations by:
1. Imposing a total commercial log ban in all natural forests;
2. Canceling immediately all Integrated <span>Forest Management Agreements (Ifmas) that have become fronts for illegal logging, and legislating the cancellation of the rest of the Ifmas because of imminent public danger;
3. Providing an alternative livelihood program for small loggers and charcoal-makers to liberate them from the clutches of their financiers and unscrupulous government officials;
4. Implementing a massive and genuine <span>reforestation</span> program to combat the rapid denudation of the forests;
5. Strengthen the forest protection program by providing sufficient funds to guarantee the presence of well-trained and -equipped forest ranger units in critical areas to arrest illegal loggers; and by ensuring the formation of multistakeholder forest protection coordinating councils in every local government unit with active participation of nongovernment and people’s organizations, the Church, the academe and other sectors; and
6. Cleaning up the DENR, through an independent investigating committee, of corrupt officials so that it can be truly responsive to a just and sustainable use of natural resources.
This year, dubbed by the United Nations as the “International Year of the Forests,” we want to share Mr. Aquino’s optimism that “pwede na ulit mangarap (we can again dream.).” Dreams, however, can only be realized by exercising political will, particularly on the environment. We hope that the government act before another catastrophe happens.

Longest mountain range

SIERRA MADRE, the longest mountain range in the country, is found in the eastern section of Luzon. The backbone of the country’s main island, it is shared by the provinces of Laguna, Rizal and Quezon in the south; Aurora, Nueva Ecija and Bulacan in Central Luzon; and Isabela, Nueva Viscaya, Quirino and Cagayan in the north.
These mountains provide people with the bounty of its foods, feeds, water, fodder, fuel, biodiversity and other environmental amenities.
These areas are blessed with the rich biodiversity in the Northern Sierra Madre Natural Park in Isabela and the Mountains San Cristobal and Banahaw protected landscape in the south, including the caves of Biak na Bato in Bulacan.
Its watershed supplies water to big dams such as those in Magat, Casecnan, Pantabangan, Angat, La Mesa and Caliraya-Botocan, which provide water and power in Luzon.
These areas also served as the watershed of Pasig River, Laguna de Bay (one of the largest freshwater lakes in the world), the central plain of Luzon and the southern part of Cagayan Valley.
Place in history
Sierra Madre is also accorded a place in history with Gregorio del Pilar’s last stand in Tirad Pass and the capture of Aguinaldo in Palanan and of Hermano Pule in Banahaw. Even the New People’s Army takes refuge in the whole stretch of the mountain range.
However, it is sad to say that despite the economic, political and environmental importance of Sierra Madre, the government and the people pay it little respect, and fail to return the favor that the blessings of its richness provide.

Sierra Madre tribal leader welcomes logging ban

LUCENA CITY – The Agta/Dumagat tribe in the Sierra Madre mountain range in northern Quezon welcomed President Benigno Aquino’s declaration of a nationwide logging ban saying it is the “last chance to save Sierra Madre.”
“The whole tribe is glad with this latest development. This is one important step in the protection and rehabilitation of Sierra Madre and other forested areas in other parts of the country,” Ramcy Astoveza, a tribal leader of the Agta/Dumagat tribe and executive director of the Tribal Center for Development Foundation Inc. said in a phone interview Friday.
However, will not be another failure like the 2004 logging moratorium then President Gloria Macapagal-Arroyo issued following the killer floods and landslides in northern Quezon.
“The log ban failed because of insincere implementation,” Astoveza said, blaming the Department of Environment and Natural Resources for the failure. Then, Environment Secretary Mike Defensor lifted the ban the following year.
Astoveza called on Mr. Aquino to strictly monitor the implementation of his logging moratorium order.
“The government should not bungle it this time,” he said.
Bishop Rolando Tria Tirona, head of the Prelature of Infanta, has long been blaming corrupt DENR personnel for the continued destruction of the Sierra Madre.
In past interviews, Tirona called on the government to “wage an all-out war, not words only” against illegal loggers and miners in the Sierra Madre.
Astoveza challenged the DENR and other government agencies to strictly implement Aquino’s logging moratorium.
“But the question here is how can these government agencies sustain the log ban order? Illegal loggers have the means to entice unscrupulous state workers to just close their eyes,” Astoveza said.
He noted that they have long been calling the attention of the government to stop all forms of logging in their ancestral domain but the rape of the Sierra Madre continues.
“We cannot do anything because these illegal loggers have armed goons and protection from government officials who are supposed to stop their unlawful acts,” he said.

The planned MRT 7 has been deferred by the Regional Development Council-National Capital region during Friday organizational meeting held at the Metro Manila Development office to iron out terminals which will affect two cities in Metropolis.
Metro Manila Development Authority (MMDA) Chairman Francis Tolentino, as chairman and presiding officer of the Metro Manila Council (MMC), referred the MRT 7 project to the committees on infrastructure development and social development for a more thorough discussion.
Mayors Sherwin Gatchalian of Valenzuela City and Quezon City Mayor Herbert Bautista raised major concerns regarding the project and asked its proponents to allow the local government units (LGUs) to have a say regarding the locations of terminals or stations within their territorial jurisdictions.
The $1.2 billion MRT 7 proposal is a combined 45-km of road and rail transportation project from Bocaue exit of the North Luzon Expressway (Nlex) to MRT3 at North Avenue-Edsa,
The 22-km, six-lane asphalt road will connect the Nlex to the major transportation hub development in Tala, San Jose del Monte. The 23-km mostly elevated MRT starts from Tala and ends at the integrated MRT 3/MRT 7 station at Edsa, with 14stations through Quezon City Memorial Circle continuing along Commonwealth Avenue and Quirino Highway.
“I am optimistic that this project will be approved in due time, after the respective committees have gone over its merits,” Tolentino said.
The MMDA chief stressed on his welcome address the importance of public-private partnership in attaining progress for the nation.
“The government cannot solve all the problems alone, especially with the huge budget deficit we are facing. The local government units and the line agencies should transcend the limits of territorial boundaries and be innovative enough to help one another,” Tolentino said.

magiging underground ung MRT 7 pagpasok ng CSJDM dahil sa mataas at mabundok na ang lupa... bale sa proposed terminal sa Tungkong mangga nasa ilalim ang tren at sa taas nman ang bus terminal... lahat ng bus galing norte ay sa tungko na hihinto at hindi na papasok ng manila para hindi traffic at sa tulong ng MRT-7 ihahatid lahat ng mga tao na papasok ng manila. kaya may kasamang 22 km na 6 lane highway mula tungko hanggang NLEX sa bocaue ang project na MRT-7 para sa mga bus... Counterpart naman ito ng bus terminal sa FTI Taguig kung saan mga bus nman galing south ang hihinto doon.
tatanggalin na ang bus terminal sa Cubao according sa redevelopment plan ng ARANETA center... tatayuan na ng condominium.
lahat nman ng bus galing south patungo ng norte gaya ng GASAT transit na galing pa ng iloilo at humihinto sa Barangay gumaoc ay dadaan sa proposed C-6 na dadaan din sa site ng Mrt-7 project. napaka strategic din ng location dahil malapit lang sa NLEE...

Malaking biyaya talaga ang pagkakaroon ng Sierra Madre sa gawing silangan ng Luzon. Nagiging pananggalang din natin ito sa malalakas na bagyo. Ilang supertyphoon na ang humina kung di man nabasag sa pagdaan ng mga ito sa Sierra Madre.

Ang alam ko, sa SM North magtatagpo-tagpo ang LRT1, MRT at MRT7. May balita pa nga dati na si Henry ang magpopondo ng central station na yun sa SM North.

MANILA, Philippines – Central Luzon Basic Homes, Inc. is putting up a low-cost mass housing project in Guiguinto, Bulacan with a package price of P541,800.00 for end unit and P469,158.00 for inner unit.
The housing project, which entails total investments of P27.068 million, was granted tax incentives by the Board of Investments (BoI).
The development called Ylang Ylang Homes involves the development of a 5,364 square meter into 75 low-cost/economic housing units.
The land development shall be based on BP 220 rules and standards, comprising basically of single-storey rowhouse with an average lot areas measuring 54.95 sq.m. for the end unit and 42 sq.m for the inner unit.
Based on the BoI evaluation, the project would be entitled to four years of income tax holiday incentives because it is new and is located in Region 3, one of the identified less-served areas for mass housing.

Ayon sa mga masasagasaan ng nasabing memorandum na inilabas ni Torres kamakailan, hindi makatarungan kung magpapatuloy pa si Torres sa kanyang pwesto sapagkat lalo lamang itong magbibigay ng pangit na imahe sa pamumuno ni Presidente Aquino.
“Idadagdag namin ang aming boses sa mga taong nagnanais na patalsikin sa pwesto si Torres,” ayon sa pinuno ng isang transport group na ayaw munang lumantad. Sinabi niyang maaaring magtagumpay si Torres sa maitim na plano nito pero hindi nila titigilan ang controversial na si Torres hangga’t hindi ito bumababa sa pwesto.
Si Torres ay naglabas ng isang matiwaling kautusan na naglilipat ng opisina ng LTO mula sa Meycauayan, na siyang sentro ng komersiyo ng nasabing bayan, sa isang malayong bukirin na bukod sa delikado ay napaka-sikip at sobrang layo sa isang karaniwang motorista na nais magparehistro sa LTO.
“Sobrang napakalayo ng lugar na iyon sa bayan, uso ngayon ang carnapping at marami na ang nagbuwis ng buhay dahil diyan. Ang masakit ay maraming taga-LTO ang sangkot sa ganitong uri ng masamang kalakaran,” ayon pa sa kanila.
Una ay pinaniniwalaan ng marami na si Torres ay naloko lamang ng ilang mga kawani ng LTO na may malaking interest sa mga maaari nilang “makamal” na malaking halaga sa pagpapapirma ng kautusan. Sinisi rin nila si LTO Regional Director Oliver Macaspac na maaari ding umanong utak ng lahat ng nasa kautusan.
“Sinabi ni Torres na ang kanyang kautusan ay para sa “interest” ng publiko, pero hindi ito para sa publiko, kundi para sa interest ng kanyang mga crony na sina Cynthia at Albert,” ang bunghalit ng isang may-ari ng drug testing center na ayaw ipabanggit ang pangalan.
“Bibigyan ng proponent na Carlos couple ng libreng opisina ang LTO sa Meycauayan sa Banga, pero ang kapalit nito ay ang pagtatayo rin nila ng lahat ng emission testing center tulad ng medical, at drug upang masolo nila ang lahat ng mga kakailanganing test ng isang magpaparehistro.
Sobrang may pagka-gahaman ang nasabing plano,” ayon sa kanya. Kapag nagkataon ay mapipilitang magsara ang ilang mga testing center sa Meycauayan para sa interest ng ilan.
“Sobrang dami ng maaapektuhan, kasama na rito ang ilang mga empleyado ng mga testing centers at maging ang mga motorista na nais magpatala sa LTO,” ayon pa sa kanya.
Kamakailan ay sumulat ang grupo sa Malacañang at sa mga opisina ni Bise Presidente Jejomar Binay, Congresswoman Linabelle Villarica at pati sa opisina ni Bulacan Gov. Willy Sy-Alvarado at maging sa DOTC upang ireklamo ang nasabing planong pagpapalipat ng opisina subalit hanggang ngayon ay wala pang malinaw na kautusang nag-uutos na balewalain ang nasabing memorandum.
Sinabi rin ng grupo na hihingi sila ng isang congressional investigation upang ipatawag sa kongreso si Torres at si Macaspac.

CITY OF MALOLOS, Bulacan, Feb. 3 (PIA) – In a bid to strengthen the campaign against tuberculosis, the provincial government of Bulacan, in support of the League of Provinces of the Philippines (LPP) will convene together with the United States Agency International Development – Tuberculosis Linking Initiative Networking Collaboration (USAID-TBLINC) to lay the structure oforthe Provincial Multi-Sectoral Alliance to Control TB on February 4, 2011 at Club Royale here.
The said multi-sectoral group aims to further improve the alliance of the national and local government together with the various sectors of society in fighting and eradicating tuberculosis in the country.
In the said convention, Gov. Wilhelmino M. Sy-Alvarado who will sit as chairman will discuss the structure of the Provincial Multi-Sectoral Alliance to Control TB.
According to the data of USAID-TBLINC, Philippines ranked 9th with the most number of TB cases and 107 Filipinos die everyday because of this ailment.
Meanwhile, based on the record of the Provincial Health Office, Bulacan had 3,250 TB cases last 2009 and this number is expected to decrease due to the programs spearheaded by the national and local government with the assistance of various organizations like USAID-TBLINC.
Aside from this, efforts to totally diminish the numbers of TB cases are still going on with PHO’s programs like Barangay TB Patrol in most municipalities of the province, proper budget allocation, among others. (ppao/PIA 3 Bulacan)

Francisco "Balagtas" Baltazar
Francisco "Balagtas" Baltazar is known as the Prince of Tagalog Poets. A rival suitor for the favor of one Asuncion Rivera caused his imprisonment. It was during this confinement that he wrote his epic for which he is famous for, Florante at Laura.
Francisco Balagtas, later Francisco Baltazar or nickname Kikong Balagtas or Kiko, was born on April 2, 1788 in the barrio Panginay in the town of Bigaa, now known as Balagtas in his honor, in the province of Bulacan. He was the youngest of four children: Felipe, Concha, and Nicholasa. His parents where a blacksmith, Juan Baltazar, and Juana de la Cruz.
As a young boy, Balagtas loved to watch the land and hear the sound of the leaves. He saw beauty in the sparks caused by the pounding hammer of his blacksmith father. He even heard music in the sound of the horses' shoes.
Balagtas studied in a parochial school in Bigaa, where he studied prayers and catechism during his elementary years. Once Baltazar was eleven he moved to Tondo, Manila to work as a houseboy for his aunt, Doña Trinidad, who sponsored his studies. He enrolled at the Colegio de San Jose, where he graduated with degrees in Crown Law, Spanish, Latin, Physics, Christian Doctrine, Humanities, and Philosophy.
Dr. Mariano Pilapil taught him how to write while one of the most famous Tondo poets, José de la Cruz (Huseng Sisiw) mentored his poetry. Cruz challenged Balagtas to improve his writing, and even refused to edit Balagta's poetry. He continued to write more awits, corridos and moro-moros.
In 1835, Balagtas moved to Pandacan and met Maria Asuncion Rivera, who would later serve as a muse for his writings, such as in Florante at Laura as 'Celia' and 'Mar'.
Balagtas' feelings for Maria were challenged by Mariano Capule. The influential Capule used his wealth to imprison Balagtas and marry Maria. In prison, Balagtas relates the parallels of his own situation in Florante at Laura.
During an age when Filipino writings were written in Spanish, Balagtas wrote his poems in Tagalog. Scholars are lead to believe his poems reflect the abuses of the Spanish colonists.
Upon Balagtas' release from prison, he published Florante at Laura in 1838. In 1840, he moved to Udyong, Bataan and served as a Major Lieutenant. There, he met Juana Tiambeng of Orion, Bataan whom he would wed in 1842. Together, they had eleven - five boys and six girls - although seven died.
In 1849, Governor-General Narciso Claveria ordered that every Filipino native adopt a Spanish surname. Henceforth, Balagtas became known as Francisco Baltazar. He was imprisoned in 1856 for shaving the head of Alferez Lucas' housemaid, forcing his wife to spend their entire fortune to pay the court expenses. In 1860, he was released and continued writing to support his family.
Upon his death bed, Baltazar asked that none of his children become poets like him, who had suffered under his gift. He stated that it would be better to cut their hands off than to let them be writers.
Francisco Baltazar died on February 20, 1862.
Balagtas is considered the equivalent of William Shakespeare and the "Prince of Tagalog Poets" for his impact on Filipino literature with Florante at Laura regarded as his defining work. In fact, he is so greatly revered in the Philippines that a tradition held for debating in extemporaneous verse is known as 'Balagtasan'.
The stamp was issued on March 27, 1953.

Air and water pollution in the country is a worsening problem. Manila, for example, has been reported as the 4th most polluted city in the world. But if you think pollution is a concern exclusively of Metro Manilans, think again. Recently, we have become more aware of the ill effects of pollution that are beginning to make themselves felt even in the provinces. A case involving a tire pyrolysis facility somewhere in Bulacan is a case in point. I learned about this case because among the people affected are a Catholic community of consecrated lay individuals whom I have known for many years. They came to me last year to ask for help, and when I looked at what was happening, I was shocked by what I discovered. To protect the privacy of this community and so that the authorities will take action not only in this case but similar ones as well, I will not mention the name of the company or even the town where the facility is located. Unfortunately, this case is not unique in that there are quite a number of these facilities in Bulacan and possibly in other provinces.
Here’s the story. In 2009, a waste oil processing plant was granted an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR) but soon after, the ECC was amended so the facility could conduct tire pyrolysis or the extraction of oil using scrap/waste rubber tires as raw materials. Tire pyrolysis, when done properly with the right investment in equipment and proper diligence, is arguably a safe technology inspite of toxic products produced. However, in this case, the technology was clearly inadequate and crude. If one visited the premises of the facility, as I personally did, it is obvious that it was operated without regard for safety for its workers and surrounding residents. The building is decrepit, the fence not properly built, and carbonaceous waste from operations can be seen everywhere. Recently, patched-up improvements were done to give a semblance of good housekeeping. Even after upgrades, the facility remains unreliable. I was appalled at how the government could have even allowed the operation of what was clearly an inadequately funded and backyard, probably fly-by-night operation that had such serious environmental and health impacts.
The hazardous operations resulted in excessive discharge of wastewater and airborne pollutants that polluted the surroundings and caused health problems to nearby residents, from allergic reactions and pneumonia to other respiratory ailments. Neurological symptoms such as headaches, dizziness and nausea have been reported as well. Long-term effects could include cancer and similar death-threatening illnesses. These serious health effects are corroborated by an independent report from Blacksmith Institute which states, “Residents living near xxx commonly experience difficulty in breathing every time the establishment is operating. This is because of the black smoke coming from the company's smoke stack. According to one of the residents, they usually stay inside their house cause they can't stand the smoke coming from the burning of tires. Inhaling the smoke also causes them headache and chest pain due to coughing.”
After unfavorable media exposure and after complaints from affected residents, the Pollution Adjudication Board (PAB) issued, in December 2009, a Cease and Desist Order (CDO) against the company for failure to pass the DENR Effluent Standards in terms of oil and grease. But the company intentionally defied the Order and continued to operate.. After several attempts, the DENR successfully padlocked the facility on February 8, 2010. Then Acting DENR Secretary Eleazar Quinto himself led the operations to close the plant and was quoted as saying "This (the closure) is a work done by a community against a firm that has no regard for the community and the environment. We made several attempts to enter this firm but we failed. This firm operates in a guerrilla-style manner, a hit-and-run type".
Unfortunately, a Temporary Lift Order (TLO) for 15 days was granted to the facility on May 2010. A TLO is normally allowed so that a previously closed facility can be tested on whether its operations now complied with the law. In this case however, given the serious health impacts of the pollution, the Pollution Adjudication Board should never have issued a TLO. Another Acting DENR Secretary, Horace Ramos, had to order the Regional Office (Region 3) of the Environmental Management Bureau (EMB) to again close down the facility. When current DENR Secretary Ramon Paje assumed office, he too supported the affected residents and the facility remains closed. In fact, late last year, the DENR cancelled the ECC it previously granted and, during the Christmas season, for the first time in many months, the affected residents were able to breathe good and clean air.
It would have been great if I ended the story here – of a responsive government agency doing the right thing, a good closure of an unfortunate episode. Unfortunately, a happy ending is not yet certain as the tire pyrolysis facility has reapplied for an ECC. To my surprise and dismay, because it is illegal (as it could circumvent the incineration ban in the Clean Air Act) and against all common sense, there is a possibility that the concerned EMB Regional Office might issue such an ECC, in spite of all the documentation that affected residents have provided the authorities on the environmental and health impacts of the facility that will not be prevented even after recent upgrades and in spite the environmental record of the facility and its continued cavalier approach to the pollution it causes (e.g., the facility operated for so long without a pollution control officer and its present PCO is not even an engineer and instead is an "expert" in government relations.)
I am confident that Secretary Paje, as he has done consistently in this case, will not allow such an illegal and harmful reopening of the facility. Secretary Paje is knowledgeable of pyrolysis technology and is aware that to optimize the process and effectively eliminate pollution, a high and modern technology is required which is supported by adequate capital and expertise. For someone who has so far done a decent job in a challenging post, I cannot imagine him allowing this facility's operation under his watch, especially when two former DENR Secretaries have put their foot down on it.
Tire pyrolysis facilities like this one in Bulacan should not be allowed. Similar facilities in the province and elsewhere in the Philippines should be closed down. Their technology does not stand up to standard technical requirements of environmental and health safety. The records of these facilities in implementing mitigation measures are usually very bad. The legal standard the EMB/DENR should use is the precautionary principle, a rule of evidence that the Supreme Court had said should apply to environmental cases. Where there is serious health and environmental impacts, even when there is scientific uncertainty, the possibility alone of serious harm happening is enough reason to close down these facilities. Precaution is also sufficient reason why the DENR cannot allow this particular facility that emits poison in Bulacan to reopen.

BALIUAG, Bulacan -- Sugatang nahuli kamakalawa ng umaga ng mga operatiba ng Baliuag Police Station ang notorious na lider ng Pipoy Birador riding in tandem rob gang na nag-o-operate sa lalawigan ng Bulacan.
Sa report na ipinadala sa bagong talagang officer-in-charge ng Bulacan Provincial Police Office na si S/Supt. Wendy Rosario, nakilala ang suspect bilang si Jeffrey Valderama, kilala rin sa pangalan na Erwin Valderama alyas Pipoy, 28, ng Bgy. Maronquillo sa bayan ng San Rafael.
Ayon kay Supt. Diosdado Inigo, hepe ng Baliuag Police Station, pinasok ni Valderama ang opisina ng Digitel sa bayan ng Baliuag bago mag-alas 4 ng umaga ngunit natunugan ito ng guwardiya duon.
Tinangka diumano ni Valderama na sugurin ang security guard na si Christopher Silva, ngunit ayon kay Inigo, naunahang barilin ng guwardiya ang suspect at tinamaan ito sa balikat at paa, pero nagawa pa rin nitong umakyat sa itaas ng gusali ng Digitel.
Kalaunan dumating ang mga rumespondeng pulis at duguang nadampot si Valderama sa itaas ng nasabing gusali, samantalang ang kasamahan nito na naghihintay sa isang motorsiklo ay nakatakas.
Ayon pa kay Inigo, agad na dinala ang sugatang suspect sa Bulacan Medical Center sa Malolos para magamot at bantay-saradong inilipat sa National Orthopedic Hospital sa Quezon City.
Idinagdag pa ni Inigo, si Valderama ay may standing warrant na inilabas ng RTC Branch 13 sa Malolos para sa kasong robbery with homicide at two counts of carnapping mula naman sa RTC Branch 11.

Kaya habang papasok ng March, painit ng painit na rin ang panahon. Ang alam ko, may isang bugso pa yan ng lamig pag natutunaw na ang mga snow sa north although di na nga lang sing lamig nung mga ngakaraan araw.

I would suggest na dapat iprioritize ang pagpapaluwang into 4 or at least 3 lanes ng JCDJ ST..mostly bago dumating ng simbahan..
Too much congested dahil nagsama-sama ang street vendors,sasakyan at ang tao sa isang 2 lane road na walang allowance on each side.
Sana,,gawing 3 or 4 lane routonda ang kalsada paikot ng simbahan area..para mas convienient at neat tingnan.:okay::D
Or,dapat gumawa ng isa o dalawang kalsada,as alternative kapag isinara ang JCDJ ST..

oo marami ngang nagbago sa BSU ngayon, ilang buildings ang nagawa, saka may park pa, activity center, under-renovation ngayon ang gymnassium, haha, ngayon paglabas mo ng main gate, humakbang ka sa kanan may mcdo, may jollibee may puregold, humakbang ka sa kaliwa may robinsons supermarket, KFC, mang inasal, etc. hehe,
haha.pwede din kung pagandahin nila yung sinasabi mo (ang tinutukoy mo ay yung may tindahan ng bulaklak?tama ba?), i-renovate nila para mas maganda.:cheers:
