A real attraction, because just like what you've said, it would be first of its kind. Much more if it would be taller and larger than the two. Just hope that the tower and this will push through. DOTC is eyeing, Talim Island In Rizal, Bustos or Pandi in Bulacan, Taguig City, Bataan, etc, for relocation of the international airport. Isama na sana ang domestic. If that would be so, then, there would be no more hindrance for tall towers to get built in the area. Tuloy din sana ang elevated railway. Si Villanueva ay nagmula sa bayan ng Bocaue at tatlong beses na naglingkod sa Kongreso bilang kinatawan ng Citizen Battle Against Corruption (Cibac) Party list. MANUEL March 9, 2011, 7:10pm MANILA, Philippines — Claiming that only its members are so far qualified to be cities, the League of Cities of the Philippines (LCP) asked the Supreme Court (SC) Wednesday to reverse its decision that declared constitutional the laws that converted 16 towns into cities. The country’s 112 cities, all LCP members, are expected to lose at least P3.7 billion in Internal Revenue Allotment (IRA) after the SC upheld the constitutionality of the conversion of 16 municipalities into new cities. In a motion for reconsideration, the LCP said that the SC had no jurisdiction anymore to issue its Feb. 15, 2011 resolution declaring constitutional the 16 cityhood laws because there was no longer any controversy to settle. Members of the LCP marched along Padre Faura in Ermita, Manila, to dramatize the filing of their motion for reconsideration. According to the LCP, the SC’s first ruling on the issue handed down on Nov. 18, 2008 that declared the 16 cityhood laws unconstitutional had become final and executory with the denial on April 28, 2009 of the motion for reconsideration filed by the 16 towns. It claimed that the SC’s Nov. 18, 2008 decision had been executed and implemented by the 16 towns, themselves, the Commission on Elections (Comelec) and the Department of Budget and Management (DBM). “Petitioners submit that there is a clear constitutional command for the Supreme Court to decide only ‘actual controversies.’ Nowhere in the Constitution is this Honorable Court given the power to resurrect a case or controversy that had long been dead and buried,” the LCP said. The Feb. 15 full court resolution declared as valid and constitutional are Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu). The first decision handed down in a 6-5 vote and written by Justice Antonio T. Carpio was first issued on Nov. 18, 2008. It declared unconstitutional the 16 cityhood laws for violation of Section 6 and 10, Article X of the Constitution that specifies equalities in the creation of new cities. It said the 16 towns did not meet the criteria of a P100 million income to qualify them into cities. On Dec. 21, 2009, the first decision was reversed by the SC with a ruling that the laws converting 16 municipalities into cities are constitutional. This time, the decision in a 6-4 vote was written by Justice Presbitero J. Velasco Jr. The 2009 ruling declared that all cityhood laws, enacted after the effectivity of RA 9009 which increased the income requirement for cityhood from P20 million to P100 million in Section 450 of the Local Government Code (LGC), explicitly exempt the 16 municipalities from the said increased income requirement. The third ruling on the issue was handed down by the SC on Aug. 24, 2010 in a 7-6 vote with two justices inhibiting themselves from the case. The ruling granted the motions for reconsideration filed by the LCP and its member cities as it reinstated the Nov. 18, 2008 decision declaring unconstitutional the 16 cityhood laws. Also written by Justice Carpio, the third ruling stated that the 16 cityhood laws violate Section 10, Article X of the Constitution which expressly provides that “no city…shall be created…except in accordance with the criteria established in the local government code.” It stressed that while all the criteria for the creation of cities must be embodied exclusively in the Local Government Code, the assailed Cityhood Laws provided an exemption from the increased income requirement for the creation of cities under sec. 450 of the LGC. Upon receipt of the Aug. 24, 2010 ruling, the 16 municipalities filed their respective motions for reconsideration. Their motion for oral argument was denied by the SC. Justice Lucas P. Bersamin was the writer of the new ruling on the issue. Chief Justice Renato C. Corona and Justices Presbitero J. Velasco Jr., Teresita Leonardo de Castro, Roberto A. Abad, Jose Portugal Perez, and Jose Castral Mendoza concurred in the ruling. The dissenters were led by Justices Carpio, Conchita Carpio Morales, Arturo D. Brion, Diosdado M. Peralta, Martin S. Villarama Jr., and Maria Lourdes P.A. Sereno. Justices Antonio Eduardo B. Nachura and Mariano C. Del Castillo inhibited themselves. Meanwhile, LCP President and City of San Fernando Mayor Oscar Rodriguez said that the nationwide annual losses of its existing members due to the new cities include the reduction of P758 million in housing funds; reduction of at least P980 million in basic services that include education, health, and social welfare; cut of some P189 million in calamity funds; and cut in their human resources budget that will translate to the possible loss of 11,855 government employees in the said 112 cities. LCP is the mandated organization of the Philippine cities. “This will definitely translate to the reduction of services of our constituents that will severely affect the efficiency of the cities,” Rodriguez said. The mayor said that based on their evaluation, Puerto Princesa City in Palawan would be one of the most severely affected as it stands to lose P100 million in its annual budget. Antipolo City (Rizal) is expected to lose P91 million while Santiago City (Isabela) will lose P91 million, according to the mayor. “In (City of) San Fernando alone, we could lose more or less P27 million a year in our IRA. Just imagine the big effect it will give on our programs and projects,” he said. ONG March 10, 2011, 5:15pm MANILA, Philippines — Officials of the League of Cities of the Philippines (LCP) have expressed views on the “flip-flopping controversy” surrounding the Supreme Court decision on the 16 new cities. Mayor Dan Lim of Tagbilaran City, who is the LCP President for Visayas, said that the SC flip-flopping is "a blow to the credibility" of the institution. "The Supreme Court set a dangerous, perhaps anomalous precedent when it again reversed itself in the cityhood issue. It is inconsistent with its own position in the Vizconde case that no second motion for reconsideration shall be entertained,” said Lim. On November 18, 2008, the High Tribunal ruled that the laws creating the 16 new cities were unconstitutional. The decision was declared final and executory on May 21, 2009. However, the Court reopened the cityhood case on December 21, 2009, and reversed its ruling. Then, the High Tribunal flip-flopped again on August 24, 2010, and ruled that the cityhood laws were unconstitutional. Surprisingly, on February 15, 2011, the Supreme Court reversed itself for the third time and declared the cityhood laws constitutional. It was learned by the LCP that "secret letters" were sent to the SC by the lawyers of the 16 municipalities applying for cityhood before the SC reversed itself last February. According to Oriental Mindoro’s Calapan City Mayor and LCP Vice Chairman Mayor Paulino Salvador Leachon, the two “secret” letters were received on January 19, 2009 and were addressed to the magistrates who were clearly designed to influence the voting of the case. Also, LCP Counsel Atty. Joseph Morigomen added that the letters bore the letterhead of Estelito Mendoza, the lawyer of the 16 new cities. “This is completely against the law – to write the Court seeking a favorable decision. Under the law, all parties involved in the case must be furnished with copies of pleadings and motions. Ito ay dahil sa tinatayang hindi bababa sa 6,000 pamilyang Bulakenyo na nakatira sa gilid ng Ilog Angat at Labangan Channel ang ililipat upang bigyang daan ang pagpapaluwang ng mga nasabing ilog sa bayan ng Calumpit, Paombong at Hagonoy. Ngunit ayon kay Gob. Wilhelmino Alvarado, hindi na kailangang ilipat ang libong pamilya mula sa gilid ng ilog dahil sa mga panukalang pagbabago sa disenyo ng PDDP-II. “Nagulat din ako ng malaman kong itutuloy ang Pampanga Delta Project,” ani Alvarado matapos dumalo sa pulong ng Regional Development Council (RDC) sa Gitnang Luzon na pinamumunuan ni Mayor Oscarr Rodriguez ng Lungsod ng San Fernando, Pampanga. Ayon sa punong lalawigan, lumalabas na may pondo na para sa pagpapatuloy ng PDDP-II dahil sa inaprubahan na nbg RDC mahigit isang taon na ang nakalipas. Gayunpaman,, sinabi niya na ito ay muling isasailalim sa konsultasyon sa mga apektadong mamamayan at opisyal ng mga bayan ay barangay. “Hindi naman puwedeng biglaan ang implementasyon dahil magagalit ang taumbayan, dadaan pa rin iyan sa proseso,” ani Alvarado na itinalagang tagapangulo ng Public Works Committee ng RDC. Bilang tagapangulo ng nasabing komite, sinabi ng punong lalawigan mangangailangan ng rekomendasyon ang RDC sa bawat proyektong imprastraktura sa rehiyon, at kabilang doon ang PDDP-II. “Minsan ay nilabanan ko na iyan noong ako ang mayor ng Hagonoy, at ipagpapatuloy ko ang labang iyon sa pamamagitan ng pagsururi sa proyekto upang matiyak na walang pamilyang Bulakenyong ililipat. Ayon pa sa gobernador, sinabi na niya sa RDC na hindi kailangang ilipat ang mga pamilyang nasa gilid ng ilog, kung ito ay hindi na paluluwangin pa. Sa halip, ipinayo niya ang regular pagpapalalim sa Labangan Channel sa pamamagitan ng pagtatalaga ng isang draga na magagamit regular na paghukay sa ilog. “Noong ako ang mayor ng Hagonoy, may draga na nasa bunganga ng Labangan, pero nung pumutok ang Mt. Pinatubo, inilipat sa Pampanga at doon na nasira, kaya wala tayong magamit na draga sa Labangan,” aniya. Iginiit pa ng gobernador na lubhang kailangan mapalalim ang Labangan Channel dahil ang ilang bahagi nito ay isang metro na lamang ang lalim, samantalang noong 1980, ang lalim nito ay pitong metro. Ang Labangan Channel ay isang man-made river na hinukay noong dekada 70 bilang isa sa mga katugunan sa malawakan at mahabang pagbaha sa mga bayan ng Hagonoy, Calumpit at Paombong na tumatagal ng isang buwan. Matatandaan na noong dekada 90 puspusan ang pagtutol ng mga Bulakenyo laban sa PDDP-II na magmumula sa bayan ng Calumpit na lalagos sa bayan ng Paombong at Hagonoy patungo sa Manila Bay. Ito rin ang sinasabing isa sa mga ugat ng subersyon sa mga nasabing bayan noong dekada 80 at 90 na tinampukan ng pagtutol sa PDDP. Batay sa mga impormasyong naipon ng Mabuhay, ang konsepto ng PDDP ay binuo ng Department of Public Works and Highways (DPWH) noong 1966 bilang isang flood control project. Ang nasabing konsepto ay nabuo sa pakikipagtulungan ng United States Bureau of Reclamation. Ang pabgbuo sa konsepto ng PDDP ay bilang tugon sa mga malawakang pagbaha sa Gitnang Luzon noong dekada 50 at 60. Bilang isang flood control project, kabilang sa konsepto ng PDDP ay ang pagtatayo ng mga dam, katulad ng Angat Dam na naitayo noong 1967; at Pantabangan Dam sa Nueva Ecija na nakumpleto noong 1975. Ang mga nasabing dam ang nagsilbing pamigil sa tubig na ibinuhos ng malakas na ulan sa kabundukan ng Sierra Madre. Ngunit sa kabila ng konstruksyon ng mga nasabing Dam, ang Bulacan at mga bayan sa timog Pampanga ay paulit-ulit na pinalubog ng malawakang at mahabang pagbaha noong 1970, 72, 74, 78, at 1980. Dahil dito, napilitan ang mga gumawa ng plano na higit na palawakin ang konsepto ng PDDP noong 1982. Sa pagkakataong ito, nakasama ang pagpapalalim at pagpapaluwang ng Pampanga River, Ilog Angat at Labangan Channel. Noong 1991, nagsimula ang PDDP phase I kung saan ay pinaluwang at pinalalim ang Pampanga River sa mga nasasakop na lugar ng mga bayan ng Masantol at Macabebe sa Pampanga. Natapos ang PDDP-I noong 2001 kung saan ay naitayo ang 15.4 kilometrong dike sa magkabilang pampang ng Pampanga River sa halagang P2.9-Billion. Umabot naman sa 1,700 pamilya ang inilipat bago tuluyang matapos ang PDDP-I Ang PDDP-I ay natapos ay nahinto sa may bahagi ng Apalit, Pampamga; at isusudlong sana sa Ilog Angat at Labangan Channel sa may bayan ng Calumpit. Ngunit tinutulan ito ng mga residente at mga opisyal dahil sa tinatayang 16 na barangay ng nasabing bayan ang maaaprktuhan at tatlo naman ang mabubura sa mapa. Batay sa impormasyong naipon ng Mabuhay mula sa DPWH, ang orihinala na disensyo ng PDDP-II sa bahagi ng Labangan Channel ay paluwangin ito ng 750 metro. Ito ay nangangahulugan na huhukayin ang magkabilang gilid nito, at ang pagitan ng magkabilang dike ay 750 metro. Dahil sa tinutulan ng mga Bulakenyo, ang orihinalna disenyo ay binago. Batay sa panukalang disenyo ng DPWH, ang 750-metrong luwang ng Labangan ay magiging 350-metro na lamang. Bukod dito, magtatayo ng flood control sa magkabilang pampang ng Labangan Channel ang DPWH. Kailangang pagtuunan natin ngayon ng pansin ang kalagayan ng Angat Dam dahil binalaan na tayo ng Phivolcs noong 2008 na iyon ay nakaupo sa dulo ng Marikina West Valley fault line,” ani Alvarado patungkol sa naging babala ni Dr. Renato Solidum, ang direktor ng Philippine Institute of Volcanology and Seismology (Phivolcs). Ang pahayag ni Alvarado ay isinahimpapawid sa DWSS 1494 Khz kung saan isinasahimpapawid ang kanyang lingguhang palatuntunang “The Governor’s Hour” tuwing Sabado bilang bahagi ng kanyang panayam at pag-uulat sa mga Bulakenyo. Sinabi niya na dapat pangunahan ng pamahalaang pambansa ang pagsasagawa ng isang feasibility study para sa katatagan ng dam na sinimulang gamitin noong 1968. As this developed, the Manila North Tollways Corporation (MNTC) will hold a two-day outdoor travel fair dubbed as “Tara na sa Norte” at the North Luzon Expressway (NLEX) Shell Station in Balagtas town starting Friday. Ronaldo Tiotuico, Department of Tourism (DOT) director in Central Luzon, said that recent tragedy in Japan will have little effect in the region’s tourism. He said “based on statistics, there will be little effect in tourism in Central Luzon since Japan is no longer a major market for the region.” In an earlier interview, Tiotuico said that foreign tourists that frequent destinations in Central Luzon are mostly coming from Korea and China. For her part, Bulacan provincial tourism officer Dinia Quetua, affirmed Tiotuico’s observations. She said that Bulacan’s tourism industry rely mostly on domestic tourists that visits over 120 swimming pools resorts in the province especially those with wave pools. The famous epic, Florante at Laura, is regarded as his defining work. Francisco Baltazar was born on April 2, 1788 in Barrio Panginay, Bigaa, Bulacan as the youngest of the four children of Juan Baltazar, a blacksmith, and Juana de la Cruz. His older siblings were Felipe, Concha, and Nicholasa. He studied in a parochial school in Bigaa and later at Colegio de San Juan de Letran in Manila. During his childhood years, he wrote poems like "Mahal ko ang Bayan ko". Francisco later worked as houseboy for the Trinidad family in Tondo, Manila. The master of the house let him to study Technology, Philosophy, Humanities, and Canon law at the Colegio de San José where two of his former teachers were Dr. Mariano Pilapil and José de la Cruz. Francisco entitled as the "Ama ng Balagtasan" A Balagtasan is a debate in a form of a poem, the notable characters on it is the Tagapagsalaysay (narrator), The Lakandiwa and the Lakambini, (Gentlemen and Lady). Balagtas also won an award during his schooldays and graduated valedictorian in Madrid. He was recognized by the Pahayagang Kastilyano and became the front cover for two weeks. Balagtas learned to write poetry from José de la Cruz (Huseng Sisiw), one of the most famous poets of Tondo. It was de la Cruz himself who personally challenged Balagtas to improve his writing. (source: Talambuhay ng mga Bayani, for Grade 6 textbook) In 1835, Balagtas moved to Pandacan, where he met María Asunción Rivera, who would effectively serve as the muse for his future works. She is referenced in Florante at Laura as 'Celia' and 'MAR'. Balagtas' affections for MAR were challenged by the influential Mariano Capule. Capule won the battle for MAR when he used his wealth to get Balagtas imprisoned under the accusation that he ordered a servant girl's head be shaved. It was here that he wrote Florante at Laura—In fact, the events of this poem were meant to parallel his own situation. He wrote his poems in Tagalog, during an age when Filipino writing was predominantly written in Spanish. Balagtas published Florante at Laura upon his release in 1838. He moved to Balanga, Bataan in 1840 where he served as the assistant to the Justice of peace and later, in 1856, as the Major Lieutenant. He was also appointed as the translator of the court. He married Juana Tiambeng on July 22, 1842 in a ceremony officiated by Fr. Cayetano Arellano, uncle of future Philippine Supreme Court Chief Justice Cayetano Arellano. They had eleven children but only four survived. He died on February 20, 1862 at the age of 73. Upon his deathbed, he asked a favor that none of his children become poets like him, who had suffered under his gift as well as under others. He even went as far as to tell them it would be better to cut their hands off than let them be writers. Balagtas is so greatly revered in the Philippines that the term for Filipino debate in extemporaneous verse is named for him: balagtasan. An elementary school was erected in honor of Balagtas, the Francisco Balagtas Elementary School (FBES), located along Alvarez Street in Santa Cruz, Manila. There is also a plaza and park (Plaza Balagtas) erected in Pandacan, Manila while most of the streets were named after various Florante at Laura characters in honor of Francisco Balagtas. Bigaa, Bulacan was changed to Balagtas, Bulacan in honor of him. His great-grandson and heir, Richard Balagtas, is currently a high school student in New York City. He possesses the same interest in poetry and learning as his great-grandfather and will hopefully be attenting Johns Hopkins University the Fall of 2012. Continuous construction of the Corporate Office is being made which will composed of 3 story building.
