Sayang nga, e. Malabo. Sa inyo ba?

sa pampanga malakas pero dito sa gapo hindi abot..

actually malinaw ang cltv 36 dito samin sa guiguinto. depende siguro sa antenna.

Ay bakit ganun. I am actually using Baron's antenna. Yung VHF channels sa amin malilinaw. Yung UHF medyo mahihina pero napapanuuran pa naman except itong CLTV. Location ko is Tabang malapit sa Estrella Village. Ikaw po saan sa Guiguinto?

Abot kami ng CLTV36, hindi ganon kaganda ang signal pero oks pa din naman, Santa Maria (Eastern portion) :)

At first glance, Manila Eye could be an imitation of London Eye and Singapore Flyer, BUT, if a part of it would be submerged in a pool, that would be a different thing. A real attraction, because just like what you've said, it would be first of its kind. Much more if it would be taller and larger than the two. Just hope that the tower and this will push through. DOTC is eyeing, Talim Island In Rizal, Bustos or Pandi in Bulacan, Taguig City, Bataan, etc, for relocation of the international airport. Isama na sana ang domestic. If that would be so, then, there would be no more hindrance for tall towers to get built in the area. Tuloy din sana ang elevated railway.

it was JICA (Japanese agency) that did the research about looking for 4 or 5 different locations where a new intl airport is feasible. whether it was with partnership with DOTC or not, that im not very sure of. eventually, i think they agreed on Clark as a good location. it wasn't a proposal anyway, just pure research, i guess.

Libreng pagsasanay alok ng Tesda sa napauwing OFW

MALOLOS—Nakahandang magbigay ng libreng pagsasanay Technical Education Skills and Development Authority (TESDA) para sa mga napauwing overseas Filipino workers (OFW).

Ito ang alok ni Joel Villanueva, director general ng TESDA para mga OFWs na napauwi partikular na sa mga galing ang Ehipto sa Gitnang Silangan at Libya sa Hilagang Aprika.

“Nagpalabas na ako ng utos sa lahat ng Tesda center at mga accredited schools para sa re-training at re-tooling ng mga OFWs na pinauwi dahil sa kaguluhan sa kanilang lugar nag painagtatrabahuhan,” ani Villanueva sa panayam ng Mabuhay.

Si Villanueva ay nagmula sa bayan ng Bocaue at tatlong beses na naglingkod sa Kongreso bilang kinatawan ng Citizen Battle Against Corruption (Cibac) Party list.

Siya ay bumisita sa Bulacan noong Huwebes, Marso 3bilang panauhing pandangal sa araw ng pagtatapos ng mga Bulakenyong sumailalim sa Training for Work Scholarship Program (TWSP) ng Tesda.

Ayon kay Villanueva, isang magdang pagkakataon ang iniaalok nila sa mga OFW upang madagdagan ang kanilang kasanayan.

“It’s a free re-training and –re-tooling program for OFWs, we suggest that they advantage of it,” ani ng Tesda Director General.

Sa pagtatanong ng Mabuhay, sinabi ni Villanueva na kailangang lamang ipakita ng mga napauwing OFW ang kanilang passport o driver’s license upang maging bahagi ng kanilang libreng programa.

Dahil sa mga kaguluhan at trahedya sa ibayong dagat, itinanong din ng Mabuhay kay Villanueva kung saan maaaring magtrabaho ang mga mag-aaral na sumailalim sa mga pagsasanay ng Tesda.

Ayon sa director general, marami pa ring bansa ang nananatiling tahimik at ligtas para sa mga manggagawang Pilipino, ngunit iginiit niya na dumarami din ang mga oportunidad sa mga Pilipino sa bansa.

Kabilang dito ay ang pagtatayo ng $25-Bilyong pasilidad para sa industriya ng Business Process Outsourcing (BPO), kung saan ay tiyak na libo-libong call center agents ang mabibigyan ng trabaho.

“The BPO industry will need more call center agents in the country,” ani Villanueva at sinabing ang marami sa call center agents sa bansa at dumaan sa pagsasanay ng Tesda dahil maraming technical schools sa bansa na nagbibigay ng katuladna pagsasanay ay nasa ilalim ng paggabay ng Tesda.

Ayon pa kay Villanueva, ang bansang India ang nanatiling nangunguna sa industriya ng BPO sa mundo, ngunit ang Pilipinas namanang itinuturing na may painakamaraming call center agents.

Ito ay dahil sa ang India ay ang may pinakamalalaking kumpanya ng BPO samantalang ang Pilipinas ay patuloy sa pagsasanay ng mga call center agents. (Dino Balabo)

Cityhood fight back to SC

MANILA, Philippines — Claiming that only its members are so far qualified to be cities, the League of Cities of the Philippines (LCP) asked the Supreme Court (SC) Wednesday to reverse its decision that declared constitutional the laws that converted 16 towns into cities.

The country’s 112 cities, all LCP members, are expected to lose at least P3.7 billion in Internal Revenue Allotment (IRA) after the SC upheld the constitutionality of the conversion of 16 municipalities into new cities.

In a motion for reconsideration, the LCP said that the SC had no jurisdiction anymore to issue its Feb. 15, 2011 resolution declaring constitutional the 16 cityhood laws because there was no longer any
controversy to settle.

Members of the LCP marched along Padre Faura in Ermita, Manila, to dramatize the filing of their motion for reconsideration.

According to the LCP, the SC’s first ruling on the issue handed down on Nov. 18, 2008 that declared the 16 cityhood laws unconstitutional had become final and executory with the denial on April 28, 2009 of the motion for reconsideration filed by the 16 towns.

It claimed that the SC’s Nov. 18, 2008 decision had been executed and implemented by the 16 towns, themselves, the Commission on Elections (Comelec) and the Department of Budget and Management (DBM).

“Petitioners submit that there is a clear constitutional command for the Supreme Court to decide only ‘actual controversies.’ Nowhere in the Constitution is this Honorable Court given the power to resurrect a case or controversy that had long been dead and buried,” the LCP said.

The Feb. 15 full court resolution declared as valid and constitutional are Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu).

The first decision handed down in a 6-5 vote and written by Justice Antonio T. Carpio was first issued on Nov. 18, 2008. It declared unconstitutional the 16 cityhood laws for violation of Section 6 and 10, Article X of the Constitution that specifies equalities in the creation of new cities. It said the 16 towns did not meet the criteria of a P100 million income to qualify them into cities.

On Dec. 21, 2009, the first decision was reversed by the SC with a ruling that the laws converting 16 municipalities into cities are constitutional. This time, the decision in a 6-4 vote was written by Justice Presbitero J. Velasco Jr.

The 2009 ruling declared that all cityhood laws, enacted after the effectivity of RA 9009 which increased the income requirement for cityhood from P20 million to P100 million in Section 450 of the Local Government Code (LGC), explicitly exempt the 16 municipalities from the said increased income requirement.

The third ruling on the issue was handed down by the SC on Aug. 24, 2010 in a 7-6 vote with two justices inhibiting themselves from the case. The ruling granted the motions for reconsideration filed by the LCP and its member cities as it reinstated the Nov. 18, 2008 decision declaring unconstitutional the 16 cityhood laws.

Also written by Justice Carpio, the third ruling stated that the 16 cityhood laws violate Section 10, Article X of the Constitution which expressly provides that “no city…shall be created…except in accordance with the criteria established in the local government code.” It stressed that while all the criteria for the creation of cities must be embodied exclusively in the Local Government Code, the assailed Cityhood Laws provided an exemption from the increased income requirement for the creation of cities under sec. 450 of the LGC.

Upon receipt of the Aug. 24, 2010 ruling, the 16 municipalities filed their respective motions for reconsideration. Their motion for oral argument was denied by the SC.

Justice Lucas P. Bersamin was the writer of the new ruling on the issue. Chief Justice Renato C. Corona and Justices Presbitero J. Velasco Jr., Teresita Leonardo de Castro, Roberto A. Abad, Jose Portugal Perez, and Jose Castral Mendoza concurred in the ruling.

The dissenters were led by Justices Carpio, Conchita Carpio Morales, Arturo D. Brion, Diosdado M. Peralta, Martin S. Villarama Jr., and Maria Lourdes P.A. Sereno.

Justices Antonio Eduardo B. Nachura and Mariano C. Del Castillo inhibited themselves.

Meanwhile, LCP President and City of San Fernando Mayor Oscar Rodriguez said that the nationwide annual losses of its existing members due to the new cities include the reduction of P758 million in housing funds; reduction of at least P980 million in basic services that include education, health, and social welfare; cut of some P189 million in calamity funds; and cut in their human resources budget that will translate to the possible loss of 11,855 government employees in the said 112 cities.

LCP is the mandated organization of the Philippine cities.

“This will definitely translate to the reduction of services of our constituents that will severely affect the efficiency of the cities,” Rodriguez said.

The mayor said that based on their evaluation, Puerto Princesa City in Palawan would be one of the most severely affected as it stands to lose P100 million in its annual budget.

Antipolo City (Rizal) is expected to lose P91 million while Santiago City (Isabela) will lose P91 million, according to the mayor.

“In (City of) San Fernando alone, we could lose more or less P27 million a year in our IRA. Just imagine the big effect it will give on our programs and projects,” he said.

Rodriguez also warned that the “flip-flop” decision of the High Court will open the gates to indiscriminate conversion of unqualified local government units into cities.

MANILA, Philippines — Officials of the League of Cities of the Philippines (LCP) have expressed views on the “flip-flopping controversy” surrounding the Supreme Court decision on the 16 new cities.

Mayor Dan Lim of Tagbilaran City, who is the LCP President for Visayas, said that the SC flip-flopping is "a blow to the credibility" of the institution.

"The Supreme Court set a dangerous, perhaps anomalous precedent when it again reversed itself in the cityhood issue. It is inconsistent with its own position in the Vizconde case that no second motion for reconsideration shall be entertained,” said Lim.

On November 18, 2008, the High Tribunal ruled that the laws creating the 16 new cities were unconstitutional. The decision was declared final and executory on May 21, 2009. However, the Court reopened the cityhood case on December 21, 2009, and reversed its ruling. Then, the High Tribunal flip-flopped again on August 24, 2010, and ruled that the cityhood laws were unconstitutional.
Surprisingly, on February 15, 2011, the Supreme Court reversed itself for the third time and declared the cityhood laws constitutional.

It was learned by the LCP that "secret letters" were sent to the SC by the lawyers of the 16 municipalities applying for cityhood before the SC reversed itself last February.

According to Oriental Mindoro’s Calapan City Mayor and LCP Vice Chairman Mayor Paulino Salvador Leachon, the two “secret” letters were received on January 19, 2009 and were addressed to the magistrates who were clearly designed to influence the voting of the case. Also, LCP Counsel Atty. Joseph Morigomen added that the letters bore the letterhead of Estelito Mendoza, the lawyer of the 16 new cities.

“This is completely against the law – to write the Court seeking a favorable decision. Under the law, all parties involved in the case must be furnished with copies of pleadings and motions. In such case, we, as well as our legal counsels were not provided with those secret documents,” said Morigomen. “To write the SC justices, some of whom have been his (Mendoza’s) previous subordinates, is on its own entirety wrong."

Is Angat Dam safe in a quake?

MALOLOS CITY—Sitting on the western Marikina fault line, can the 43-year-old Angat dam in Norzagaray town survive a powerful earthquake just like the one that devastated Japan last Friday?

In answer to the question, Gov. Wilhelhimo Sy-Alvarado suggested on his weekly radio program “The Governor’s Hour” (aired every Saturday morning over DWSS 1494 khz on the AM band) that experts immediately inspect the giant dam at the soonest possible time.

“We are not trying to scare people nor are we trying to be like the so-called ‘prophet of doom’ pero dapat ay lagi tayong ahead sa pagpaplano at hindi mag-tatagpi ng bubong ng bahay kapag bumabagyo na. Bago pa dumating ang sakuna dapat ay nakahanda tayo at may naka-prepare na remedial measures,” Alvarado said on his radio program which he co-anchors with Bulakenyo broadcaster Rommel Ramos.

The governor said that studies made by the Philippine Institute of Volcanology and Seismology showed that the dam is sitting on the western Marikina fault line and that its underground base could have already been compromised through the passing of years.

He said he believes it is high time that the national government consults foreign and local dam experts on the condition of Angat dam adding that most dams has a longevity period of 50 years.

“Masyadong malaki ang repercussion hindi lang sa mamamayan ng Bulacan. Kapag panahon nga ng bagyo ay laging binabaha ang mga mababang bayan sa Bulacan. Bukod dito saan pa kukuha ng inuming tubig ang kalakhang Maynila sakaling masira ang dam,” Alvarado said. While the matter is national in scope, the people of Bulacan are also a major stakeholder as the dam’s host, he added.

Naging matagumpay ang isinagawang Installation of the Honorary Chairman and Honorary Vice Chairman ng Boy Scout of the Philippines Bulacan Council sa inilunsad na 2011 Testimonial Dinner noong ika-11 ng Marso, 2011 sa Hostel ng Bulacan State University sa Lungsod ng Malolos, Bulacan.
Nagsimula ang programa base sa sistemang ginagawang panunumpa sa watawat ng mga Boy Scout na pinamunuan ni former Bulacan 1st District Congressman Francisco "Jun" Aniag.
Nagbigay ng isang makabuluhang nensahe si Dra. Edna Santos Zerrudo na siyang Council Scout Commissioner, Bulacan Council at School Division Superintendent ng Bulacan.
Matapos ang mensahe nito ay sinimulan na ang paglipat ng katungkulan bilang Honorary Chairman BSP Bulacan Council kay Bulacan Governor Willy Alvarado na pinangunahan ni Former Cng. Jun Aniag ang pagkakabit ng panyo ng scout sa balikat ng Gobernador bilang sagisag ng pagiging Honorary Chairman nito ng BSP Bulacan Council.
Sinaksihan naman nina former Bulacan 1st district Board Member Jose Lava na siyang kasalukyang 1st Vice Chairman ng BSP Bulacan Council; Gabriel Crisostomo na siyang 2nd Vice Chairman at ilan pang mga kasapi ng BSP Bulacan Council.

Matapos ang paglilipat ng tungkulin ay sinimulan naman ang paglagda sa Memorandum of Agreement ng BSP Bulacan at Bulacan Council na pinangunahan nina League of Councilor President Board Member Ariel Arceo, Federation of Sangguniang Kabataan President Macmac Santiago at Association of Barangay Chairman President Cholo Violago na hindi nakarating sanhi ng karamdaman.
Matapos ang paglagda sa MOA ay isang makabuluhang mensahe naman ang pinahayag ni Gob. Willy Alvarado na nagbigay inspirasyon sa mga kasapi ng BSP.
Dumating din sa pagdiriwang at nagbigay mensahe sina Jose Rizal Pangilinan na siyang Secretary General ng BSP National Office at Harmes Sembrano na siyang Regional Chairman ng BSP Central Luzon.

Bulakenya modern heroes to be awarded Gawad Gintong medalya

CITY OF MALOLOS, Bulacan, March 14 (PIA) – Dubbed as “modest heroes,” various esteemed women in the province will be conferred the Gawad Gintong Medalya 2011 at the Bulacan gymnasium today as part of the celebration of the International Women’s Month.
The said award would be bestowed to outstanding women and women’s group who made admirable development and change to their own field such as business, service, and arts and culture, among others.
On the program theme “Sa Aming Bayan, Bawat Babae ay Bayani (In Our Own Town, Every Woman is a Hero),” Katherine Faustino, project development officer of the Provincial Social Welfare and Development Office (PSWDO), said women are modern-day heroes in small ways.
PSWDO is the root office of the Provincial Commission for the Women of Bulacan, which handles the annual awarding ceremony.
“Gusto natin i-point out na hindi lang this month, kundi whole year na ang mga babae ay bayani sa maliliit na bagay. Mayroon silang maliliit na naiko-contribute sa community, hindi lang malalaki. Kasama na rito ang araw-araw na paglilinis ng bahayat pagpapalaki sa mga bata na magiging parte ng kinabukasan (We want to point out that not only this month but for the whole year women are heroes in small ways. They have modest contributions to the community, not only the big ones. This includes everyday cleaning of the house and caring for the children who will be our future),” Faustino said.
Town programs
All 21 towns and three cities of the province will partake of the said international celebration through giving free livelihood seminars, medical check-ups, and awards, among others.
The Konsehong Pambayan ng Kababaihan (KPK) of San Rafael will give an osteoporosis screening and free seminars on midwifery, beauty care, and on production of accessories, candle, fabric conditioner and dishwashing liquid. The women’s council will also confer the Gawad Gintong Medalya to their town’s exceptional women.
An essential cervical cancer seminar will be given by the Obando town alongside leadership and reflexology trainings and a feeding program. Seminars also on women trafficking, pregnancy, and responsible parenthood will be presented by the towns of Pandi and Marilao.
Fronting an extensive and crime-busting program for women, the city of Malolos will be spearheading a confiscation and destruction operation against pornographic VCDs and DVDs which flood its markets.
The Malolos KPK would be assisted by various agencies and commissions to secure the success of the operation such as the Philippine National Police, Population Commission, and the their social welfare and development office. (wlb/VFC/JMG/PIA 3 Bulacan)

The Jubilee Cross and the image of the Immaculate Conception arrived at San Ildefoso Parish Church in Guiguinto last March 14. It is open for visitation at 4PM everyday until March 18, 2011. This is part of the final year of preparation for the 50th founding anniversary of the Diocese of Malolos.

Samantalang sa Dasma may SM na pinapalaki ngayon at may ginagwa pang isang SM sa Kadiwa, Dasma tapos may katapat pang Rob tapos malapit din sa SM Bacoor at Rob Imus. sana matuloy na talaga ang Rob Malolos.

Wag pong magmadali..magkakaroon ng Major Mall ang Malolos,by ffg years..may negotitiation na for that

Yung Rob.Malolos,matutuloy iyon dahil na acquire na ng Robinsons Land Corp ang 68,000sq.m na lot dun sa McArthur.

olongapo city nga ang tagal ng city, highly urbanized pa pero ngaun lang magkakaroon ng SM..

malapit kasi or accesible kasi ang Malolos sa malalaking malls sa Metro Manila at Pampanga na sa tingin ko ay isa sa mga dahilan kung bakit nahuli ang Malolos magka'mall, kung halimbawa sigurong maliit or wala pang SM Pampanga baka mayroon ng SM sa Malolos, pero may naka-line'up na rin naman, yun ang mahalaga. haha :):)

Pampanga Delta Project bubuhayin

HAGONOY, Bulacan—Muling bubuhaying ang Pampanga Delta Development Project Phase III (PDDP-II) matapos itong abandonahin dahil sa mahigpit na pagtutol ng mga Bulakenyo noong dekada 90.

Ito ay dahil sa tinatayang hindi bababa sa 6,000 pamilyang Bulakenyo na nakatira sa gilid ng Ilog Angat at Labangan Channel ang ililipat upang bigyang daan ang pagpapaluwang ng mga nasabing ilog sa bayan ng Calumpit, Paombong at Hagonoy.

Ngunit ayon kay Gob. Wilhelmino Alvarado, hindi na kailangang ilipat ang libong pamilya mula sa gilid ng ilog dahil sa mga panukalang pagbabago sa disenyo ng PDDP-II.

“Nagulat din ako ng malaman kong itutuloy ang Pampanga Delta Project,” ani Alvarado matapos dumalo sa pulong ng Regional Development Council (RDC) sa Gitnang Luzon na pinamumunuan ni Mayor Oscarr Rodriguez ng Lungsod ng San Fernando, Pampanga.

Ayon sa punong lalawigan, lumalabas na may pondo na para sa pagpapatuloy ng PDDP-II dahil sa inaprubahan na nbg RDC mahigit isang taon na ang nakalipas.

Gayunpaman,, sinabi niya na ito ay muling isasailalim sa konsultasyon sa mga apektadong mamamayan at opisyal ng mga bayan ay barangay.

“Hindi naman puwedeng biglaan ang implementasyon dahil magagalit ang taumbayan, dadaan pa rin iyan sa proseso,” ani Alvarado na itinalagang tagapangulo ng Public Works Committee ng RDC.

Bilang tagapangulo ng nasabing komite, sinabi ng punong lalawigan mangangailangan ng rekomendasyon ang RDC sa bawat proyektong imprastraktura sa rehiyon, at kabilang doon ang PDDP-II.

“Minsan ay nilabanan ko na iyan noong ako ang mayor ng Hagonoy, at ipagpapatuloy ko ang labang iyon sa pamamagitan ng pagsururi sa proyekto upang matiyak na walang pamilyang Bulakenyong ililipat.

Ayon pa sa gobernador, sinabi na niya sa RDC na hindi kailangang ilipat ang mga pamilyang nasa gilid ng ilog, kung ito ay hindi na paluluwangin pa.

Sa halip, ipinayo niya ang regular pagpapalalim sa Labangan Channel sa pamamagitan ng pagtatalaga ng isang draga na magagamit regular na paghukay sa ilog.

“Noong ako ang mayor ng Hagonoy, may draga na nasa bunganga ng Labangan, pero nung pumutok ang Mt. Pinatubo, inilipat sa Pampanga at doon na nasira, kaya wala tayong magamit na draga sa Labangan,” aniya.

Iginiit pa ng gobernador na lubhang kailangan mapalalim ang Labangan Channel dahil ang ilang bahagi nito ay isang metro na lamang ang lalim, samantalang noong 1980, ang lalim nito ay pitong metro.

Ang Labangan Channel ay isang man-made river na hinukay noong dekada 70 bilang isa sa mga katugunan sa malawakan at mahabang pagbaha sa mga bayan ng Hagonoy, Calumpit at Paombong na tumatagal ng isang buwan.

Matatandaan na noong dekada 90 puspusan ang pagtutol ng mga Bulakenyo laban sa PDDP-II na magmumula sa bayan ng Calumpit na lalagos sa bayan ng Paombong at Hagonoy patungo sa Manila Bay.

Ito rin ang sinasabing isa sa mga ugat ng subersyon sa mga nasabing bayan noong dekada 80 at 90 na tinampukan ng pagtutol sa PDDP.

Batay sa mga impormasyong naipon ng Mabuhay, ang konsepto ng PDDP ay binuo ng Department of Public Works and Highways (DPWH) noong 1966 bilang isang flood control project. Ang nasabing konsepto ay nabuo sa pakikipagtulungan ng United States Bureau of Reclamation.

Ang pabgbuo sa konsepto ng PDDP ay bilang tugon sa mga malawakang pagbaha sa Gitnang Luzon noong dekada 50 at 60.

Bilang isang flood control project, kabilang sa konsepto ng PDDP ay ang pagtatayo ng mga dam, katulad ng Angat Dam na naitayo noong 1967; at Pantabangan Dam sa Nueva Ecija na nakumpleto noong 1975.

Ang mga nasabing dam ang nagsilbing pamigil sa tubig na ibinuhos ng malakas na ulan sa kabundukan ng Sierra Madre.

Ngunit sa kabila ng konstruksyon ng mga nasabing Dam, ang Bulacan at mga bayan sa timog Pampanga ay paulit-ulit na pinalubog ng malawakang at mahabang pagbaha noong 1970, 72, 74, 78, at 1980.

Dahil dito, napilitan ang mga gumawa ng plano na higit na palawakin ang konsepto ng PDDP noong 1982. Sa pagkakataong ito, nakasama ang pagpapalalim at pagpapaluwang ng Pampanga River, Ilog Angat at Labangan Channel.

Noong 1991, nagsimula ang PDDP phase I kung saan ay pinaluwang at pinalalim ang Pampanga River sa mga nasasakop na lugar ng mga bayan ng Masantol at Macabebe sa Pampanga.

Natapos ang PDDP-I noong 2001 kung saan ay naitayo ang 15.4 kilometrong dike sa magkabilang pampang ng Pampanga River sa halagang P2.9-Billion.

Umabot naman sa 1,700 pamilya ang inilipat bago tuluyang matapos ang PDDP-I
Ang PDDP-I ay natapos ay nahinto sa may bahagi ng Apalit, Pampamga; at isusudlong sana sa Ilog Angat at Labangan Channel sa may bayan ng Calumpit.

Ngunit tinutulan ito ng mga residente at mga opisyal dahil sa tinatayang 16 na barangay ng nasabing bayan ang maaaprktuhan at tatlo naman ang mabubura sa mapa.

Batay sa impormasyong naipon ng Mabuhay mula sa DPWH, ang orihinala na disensyo ng PDDP-II sa bahagi ng Labangan Channel ay paluwangin ito ng 750 metro.

Ito ay nangangahulugan na huhukayin ang magkabilang gilid nito, at ang pagitan ng magkabilang dike ay 750 metro.

Dahil sa tinutulan ng mga Bulakenyo, ang orihinalna disenyo ay binago.

Batay sa panukalang disenyo ng DPWH, ang 750-metrong luwang ng Labangan ay magiging 350-metro na lamang.

Bukod dito, magtatayo ng flood control sa magkabilang pampang ng Labangan Channel ang DPWH. (Dino Balabo)

Matapos ang lindol sa Japan: Kumpunihin ang Angat Dam

NORZAGARAY, Bulacan—Muling iginiit ni Gob. Wilhelmino Alvarado ang panukalang pagkumpuni sa 43-taon na Angat Dam na matatagpuan sa bayang ito.

Ito ay matapos ang masalanta ng tsunami ang mga bayan at lungsod sa bansang Japan bunga ng lindol na may lakas na magnitude 8.9 sa nasabing bansa noong Biyernes, Marso 11.

Ang nassabing tsunami at lindol ay naging dahilan ng pagkasawi ng libong katao, pagkasira mga bahaym gusali at iba pang imprastraktura, at pagkakaroon ng lamat ng mga plantang nukleyar na kung hindi maaagapan ay maghahatid ng higit na malawak at malagim na trahedya.

Kailangang pagtuunan natin ngayon ng pansin ang kalagayan ng Angat Dam dahil binalaan na tayo ng Phivolcs noong 2008 na iyon ay nakaupo sa dulo ng Marikina West Valley fault line,” ani Alvarado patungkol sa naging babala ni Dr. Renato Solidum, ang direktor ng Philippine Institute of Volcanology and Seismology (Phivolcs).

Ang pahayag ni Alvarado ay isinahimpapawid sa DWSS 1494 Khz kung saan isinasahimpapawid ang kanyang lingguhang palatuntunang “The Governor’s Hour” tuwing Sabado bilang bahagi ng kanyang panayam at pag-uulat sa mga Bulakenyo.
Sinabi niya na dapat pangunahan ng pamahalaang pambansa ang pagsasagawa ng isang feasibility study para sa katatagan ng dam na sinimulang gamitin noong 1968.

Iginiit niya na binanggit na niya kay Pangulong Berngno Aquino III ang kalagayan ng sila ay magkausap kamakailan.

“Hindi sa tinatakot natin ang taumbayan, ngunit malayong posibilidad ang babala ng Philvolcs. Mas maganada ay maghanda tayo habang may panahon.

Ayon sa gobernador, kailangan kunsultahin na ng pamahalaang pambansa ang mga dalubhasa mula sa ibayong dagat upang pag-aralan ang kalagayan ng dam.

“I thinkAngat Dam must be retrofitted, dahil noong nadiskubre ang retrofitting ay naitayo na ang dam sa ibabaw ng Marikina faultline,” aniya at binanggit na ang bansa ay kabilang sa tinatawag na Pacific Rim of Fire o hanay ng mga buklan na maaaring pumutok at magsanhi ng paggalaw ng mga tectonic plates sa ilalim ng lupa at karagatan na magbubunga ng malakas na lindol.

Batay sa naunang panayam ng Mabuhay kay Solidum, ipinaliwanag niya na ang Marikina Fault line ay nakabalatay sa ilalim ng lupa mula sa Angat Dam hanggang Taal Lake sa lalawigan ng Batangas.

Ayon kay Solidum, ang Marikina Faultline ay gumagalaw ay nagbubunga ng malakas na lidol tuwing ika-200 hanggang ika-400 taon.

“It can move anytime dahil tapos na yung 400 year period,” ani Solidum.

Batay sa pagtaya ng Phivolcs, kapag gumalaw ang ma Marikina Fault line, ito ay maaring magbunga ng lindol na may lakas na mangnitude 7.2.

“The longer the fault line, the stronger the earthquake,” ani Solidum ay nagbabala na “ Bulacan must prepare for the worst.”

Ang babalang ito ay inayunan naman Office of Civil Defense(OCD) sa Gitnang Luzon matapos magsagawa ng isang earthquake drill sa Bulacan State University noong nakaraang taon.

Ayon kay Neri Amparo, direktor ng OCD-III, hindi man masentro sa Bulacan ang lindol, apektado pa rin ito.

“Halimbawang nasa Maynila ang epicenter, apektado pa rin ang Bulacan at Pampanga dahil malawak ang sakop ng pagyanig,” ani Amparo.

Sinabi pa niya na kung sakaling magkroon ng pagguho ng mga gusali sa Bulacan, mas malaking problema ito sa mga rescue group.

“We are looking at worst case scenario where there is massive devastation, which one will you respond to,” aniya at pinayuhan ang mga pamahalaang lokal, mga mamamayan at maging mga paaralan na magsagawa ng sariling paghahanda o preparedness plan. (Dino Balabo)

500 kilos of ‘botcha’ seized

MALOLOS City – Authorities seized at least 500 kilos of double dead pork and chicken meat in Sta. Maria and Obando towns.

Provincial veterinarian Dr. Voltaire Basinang said at least 90 kilos of tainted hog meat was intercepted by members of Task Force: “Bantay Botcha” at a checkpoint in Barangay Sta. Cruz around 6 a.m. Tuesday.

Basinang said the hot meat was loaded on a “Tamiya”-type elf vehicle driven by Romeo Hirang, of Barangay Sta. Maria.

Hirang was placed under investigation.

On Monday night, Obando police seized at least 392 kilos of tainted chicken meat at a checkpoint in Barangay Poblacion.

The meat was on board a tricycle driven by Nelson dela Cruz, of Obando, when intercepted.

Dela Cruz pointed to Virginia Darlucio, of Obando, as the owner of the chicken meat. He said he was told to bring the chicken, which will be used as feeds for catfish, to a nearby fishpond.

Authorities burned the tainted meat .

Gov. Wilhelmino Sy-Alvarado recently formed the Task Force: “Bantay Botcha” to ensure that “double dead” meat would not be sold in the local market.

KIDAPAWAN CITY, Philippines—Opposition to the Supreme Court’s fourth “flip-flop” on the conversion of 16 towns into cities has spread here even as a group of 122 city mayors said it was supporting the cityhood of 21 other towns because their conversion was not illegal.

Mayor Rodolfo Gantuangco led a prayer and protest rally here on Monday, becoming the latest critic of the ruling on the cityhood of 16 municipalities in the country.

Speaking before some 2,000 people, Gantuangco said the Supreme Court needs to reconsider its ruling.

“It’s like exhuming a dead criminal who was sentenced to death,” said Gantuangco during the rally.

He said the 16 towns have not met the requirements for conversion into cities.

In a statement, the League of Cities of the Philippines (LCP) said it was endorsing the city status of 21 towns that have met requirements to become cities under the Local Government Code.

Samuel Co, mayor of Pagadian City and LCP vice president for Mindanao, said the LCP, a group of 122 city mayors, would be firm in opposing the conversion into cities that do not qualify for the status.

Co said LCP supports the cityhood of Cabuyao and San Pedro in Laguna; Cainta, Taytay, and Binangonan in Rizal; Bacoor, General Trias, Imus, Carmona and Silang in Cavite; Pantabangan, Nueva Ecija; Calaca, Sto. Tomas, Bauan and Nasugbu in Batangas; Mauban in Quezon; Marilao, Sta. Maria and Norzagaray in Bulacan; and Mariveles and Limay in Bataan.

These municipalities, Co said, have met the most important requirement to become cities—locally-generated income of P100 million.

“These 21 municipalities deserve cityhood status, unlike the 16 that circumvented the … law,” Co said.

CL tourism stable despite Japan tragedy

MALOLOS CITY – Tourism officials in Central Luzon expressed optimism that local tourism industry will not be affected by the recent tragedy in Japan.

As this developed, the Manila North Tollways Corporation (MNTC) will hold a two-day outdoor travel fair dubbed as “Tara na sa Norte” at the North Luzon Expressway (NLEX) Shell Station in Balagtas town starting Friday.

Ronaldo Tiotuico, Department of Tourism (DOT) director in Central Luzon, said that recent tragedy in Japan will have little effect in the region’s tourism.

He said “based on statistics, there will be little effect in tourism in Central Luzon since Japan is no longer a major market for the region.”

In an earlier interview, Tiotuico said that foreign tourists that frequent destinations in Central Luzon are mostly coming from Korea and China.

For her part, Bulacan provincial tourism officer Dinia Quetua, affirmed Tiotuico’s observations. She said that Bulacan’s tourism industry rely mostly on domestic tourists that visits over 120 swimming pools resorts in the province especially those with wave pools. Quetua said that Bulacan is considered as the wavepool capital in the country as it is home to at least seven resorts with wavepools, the biggest concentration in any province in the country.

Wavepool resorts in Bulacan are located in Malolos City, and the towns of San Rafael, Calumpit, Pandi, and Bocaue . Quetua said that wavepool resorts are making up for the absence of beaches in Bulacan whose bay area fronting the Manila Bay is being utilized for aquaculture production.

Francisco Dagohoy, media relations specialist of the Traffic Management Corporation (TMC) which operates the NLEX, said the fair is a project of the MNTC with the support of Tourism Educators and Movers (TEAM) Philippines.

He said the travel fair aims to promote tourism in North Luzon and at the same time help the business of the toll service facility and its locators by organizing activities that will increase the number of motorists who visit their station.

“Tara na sa Norte” is the only travel fair held outdoors and it is staged every year at the North Luzon Expressway where most motorists who traverse the highway are holiday travelers going to the north.

The travel fair will have 30 exhibitors offering bargain priced airfares, discounted room accommodations, affordable tour packages, hourly raffles, familiarization tours, rock bands, facebooth, free Wi-Fi and more.

There will also be product presentations for the two-day affair to inform the attendees of the event on the different products and services offered by the exhibitors.

Hinihikayat ng Land Transportation Franchising and Regulatory Board (LTFRB) ang mga pasaherong nakakaengkwentro ng mataas na singil sa bus imbes na P1 lamang na dagdag sa minimum na siyang tanging inaprubahan ng ahensya na magreklamo sa kanilang tanggapan, dala ang tiket ng bus bilang ebidensya.

Ayon kay Sonia del Mundo, public relations officer ng LTFRB, nauulinigan na umano nila ang ganitong mga reklamo pero wala pang pormal na nagpaparating sa kanilang tanggapan kaya hindi pa sila makakilos.

Partikular sa inirereklamo ay ilang bus companies na bumibiyaheng Sapang Palay (Bulacan)-Baclaran na ordinary at air-conditioned bus. Pero kaila*ngan umanong maipakita sa kanila ang tiket ng bus at pormal na ireklamo sa kanilang tanggapan bago ito imbestigahan.

History of Gatebank

Gateway Rural Bank, Inc., or Gatebank as it is now known, started its operations on May 27, 1997 in its first banking unit located beside the public market in Mc Arthur Highway, Wawa, Balagtas, Bulacan.

Francisco Balagtas Baltazar

Francisco Baltazar (April 2, 1788 – February 20, 1862), known much more widely through his nom-de-plume Francisco Balagtas, was a prominent Filipino poet, and is widely considered as the Tagalog equivalent of William Shakespeare for his impact on Filipino literature. The famous epic, Florante at Laura, is regarded as his defining work.

Francisco Baltazar was born on April 2, 1788 in Barrio Panginay, Bigaa, Bulacan as the youngest of the four children of Juan Baltazar, a blacksmith, and Juana de la Cruz. His older siblings were Felipe, Concha, and Nicholasa. He studied in a parochial school in Bigaa and later at Colegio de San Juan de Letran in Manila. During his childhood years, he wrote poems like "Mahal ko ang Bayan ko". Francisco later worked as houseboy for the Trinidad family in Tondo, Manila. The master of the house let him to study Technology, Philosophy, Humanities, and Canon law at the Colegio de San José where two of his former teachers were Dr. Mariano Pilapil and José de la Cruz.

Francisco entitled as the "Ama ng Balagtasan" A Balagtasan is a debate in a form of a poem, the notable characters on it is the Tagapagsalaysay (narrator), The Lakandiwa and the Lakambini, (Gentlemen and Lady). Balagtas also won an award during his schooldays and graduated valedictorian in Madrid. He was recognized by the Pahayagang Kastilyano and became the front cover for two weeks.

Balagtas learned to write poetry from José de la Cruz (Huseng Sisiw), one of the most famous poets of Tondo. It was de la Cruz himself who personally challenged Balagtas to improve his writing. (source: Talambuhay ng mga Bayani, for Grade 6 textbook)
In 1835, Balagtas moved to Pandacan, where he met María Asunción Rivera, who would effectively serve as the muse for his future works. She is referenced in Florante at Laura as 'Celia' and 'MAR'.
Balagtas' affections for MAR were challenged by the influential Mariano Capule. Capule won the battle for MAR when he used his wealth to get Balagtas imprisoned under the accusation that he ordered a servant girl's head be shaved. It was here that he wrote Florante at Laura—In fact, the events of this poem were meant to parallel his own situation.
He wrote his poems in Tagalog, during an age when Filipino writing was predominantly written in Spanish.
Balagtas published Florante at Laura upon his release in 1838. He moved to Balanga, Bataan in 1840 where he served as the assistant to the Justice of peace and later, in 1856, as the Major Lieutenant. He was also appointed as the translator of the court. He married Juana Tiambeng on July 22, 1842 in a ceremony officiated by Fr. Cayetano Arellano, uncle of future Philippine Supreme Court Chief Justice Cayetano Arellano. They had eleven children but only four survived.
He died on February 20, 1862 at the age of 73. Upon his deathbed, he asked a favor that none of his children become poets like him, who had suffered under his gift as well as under others. He even went as far as to tell them it would be better to cut their hands off than let them be writers.
Balagtas is so greatly revered in the Philippines that the term for Filipino debate in extemporaneous verse is named for him: balagtasan.

An elementary school was erected in honor of Balagtas, the Francisco Balagtas Elementary School (FBES), located along Alvarez Street in Santa Cruz, Manila. There is also a plaza and park (Plaza Balagtas) erected in Pandacan, Manila while most of the streets were named after various Florante at Laura characters in honor of Francisco Balagtas. Bigaa, Bulacan was changed to Balagtas, Bulacan in honor of him.
His great-grandson and heir, Richard Balagtas, is currently a high school student in New York City. He possesses the same interest in poetry and learning as his great-grandfather and will hopefully be attenting Johns Hopkins University the Fall of 2012.

Buod ng Florante at Laura
ni Francisco Balagtas

Ang kuwento ng Florante at Laura ay nagsisimula sa isang madilim na gubat sa may dakong labas ng bayang Albanya, malapit sa ilog Kositong na ang tubig ay makamandag. Dito naghihimutok ang nakataling Florante na inusig ng masamang kapalaran. Ang mga gunita niya ay naglalaro sa palagay niya ay nagtaksil na giliw na si Laura, sa kanyang nasawing ama, at kahabag-habag na kalagayan ng bayan niyang mahal.

Sa gubat ay nagkataong may naglalakad na isang Moro na nagngangalang Aladin. Narinig niya ang tinig ni Florante at dali-dali niya itong tinunton. Dalawang leon ang handang sumakmal sa lalaking nakatali. Pinatay ni Aladin ang dalawang mababangis na hayop at kanyang kinalagan at inalagaan si Florante hanggang sa muling lumakas.

Ikinuwento ni Florante ang kanyang buhay. Siya ay anak nina Duke Briseo at Prinsesa Floresca. Muntik na siyang madagit ng buwitre at iniligtas siya ng kanyang pinsang si Menalipo na taga-Epiro. Sinambilat ng isang halkon ang kwintas niyang diyamante. Pinadala siya ng kanyang ama sa Atena upang mag-aral sa ilalim ng gurong si Antenor. Natagpuan niya doon ang kanyang kababayang si Adolfo na kanya ring lihim na kaaway. Iniligtas siya ni Menandro sa mga taga ni Adolfo nang minsang magtanghal sila ng dula sa kanilang paaralan. Tapos ay nakatangap si Florante ng liham tungkol sa pagkamatay ng sinisinta niyang ina.

Pagkabalik niya sa Albanya kasama ang matalik niyang kaibigang si Menandro, pinatay niya si Heneral Osmalik na kumubkob sa Krotona. Nagkaroon siya ng mga tagumpay sa labimpitong kahariang di-pa-binyagan matapos niyang iligtas si Laura sa hukbo ni Aladin na umagaw sa Albanya nang siya’y nakikipaglaban sa ibang bayan. Natalo din niya ang Turkong hukbo ni Miramolin at iba pa. Nagwakas ang kanyang pagsasalaysay sa pandarayang ginawa sa kanya ni Adolfo matapos kunin ang trono ng Albanya at agawin sa kanya si Laura.

Nagpakilala ang Moro na siya’y si Aladin, kaaway na mahigpit ng relihiyong Kristiyano at ng bayan ni Florante. Ang kanyang kapalaran ay sinlagim ng kay Florante. Inagaw sa kanya ng kanyang amang si Sultan Ali-Adab ang kanyang kasintahang si Flerida.

Pagkatapos ng pagsasalaysay ay narinig nila ang dalawang tinig na nag-uusap. Tumayo ang dalawang lalaki at nakita nila sina Laura at Flerida na nag-uusap. Si Flerida’y tumakas sa Persya upang hanapin si Aladin at nang mapagawi siya sa may dakong gubat ay nasumpungan niya si Laura na ibig gahasain ni Adolfo, pinana niya ito at naligtas si Laura sa kamay ng sukab.

Ikinuwento ni Laura ang paghuhuwad ni Adolfo sa lagda ng kanyang ama upang madakip si Florante. Isinalaysay niya ang pamimilit ni Adolfo sa kanya at pagdadala sa gubat.

Sa ganoon ay nabatid nina Florante at Aladin na ang kani-kanilang mga katipan ay pawang tapat sa kanila. Sina Florante at Laura ay matagumpay na naghari sa Albanya at sina Aladin at Flerida, pagkatapos na maging binyagan at pagkamatay ni Sultan Ali-Adab, ay naghari sa Persya.
