Former gov says Comelec has to decide before printing Bulacan ballots
MANILA, Philippines—Former Bulacan governor Josefina dela Cruz, who had opposed the creation of a separate congressional district for Malolos City, urged the Commission on the Election (Comelec) to immediately act on the decision of the Supreme Court voiding the said district before printing the ballots to be used in that part of the province.
By virtue of Republic Act 9591, Malolos City was carved out of Bulacan's first district. However, the high court declared the law unconstitutional on January 25 because the city didn't meet the minimum population requirement. Without the new district, the 4 politicians who filed their candidacies for congressman are floating.
In an interview with Newsbreak, Dela Cruz said that the poll should immediately decide what to do with district and with the candidates who are running for its congressional seat.
“Comelec should act immediately because they are now printing the ballots for the next elections. They should also decide what would happen to those who filed their candidacies for the Malolos district,” dela Cruz said.
Based of documents gathered by Newsbreak from the Comelec, there are 4 candidates for the lone congressional district of Malolos City. They are third-term Malolos Mayor Danilo Domingo of the Liberal Party, former congressman Francisco Aniag Jr. of the Partido ng Masang Pilipino, and independent candidates Francisco Cruz and Tomas Valencia.
Confusion
Dela Cruz raised that possibility that some of the ballots for the Malolos City may still contain the names of the candidates for the congressional districts even if the SC has ruled that its creation is unconstitutional.
She added that if the ballots still contain the names of the four candidates, this can cause confusion among the voters in the first district and will deprive them of the opportunity to vote for their congressional representative.
Prior to the creation of the Malolos district, the city was part of Bulacan’s first district, along with the municipalities of Hagonoy, Calumpit, Bulacan, and Paombong.
“Fifty percent of the population of the first district is in Malolos,” Dela Cruz said.
Domingo, meanwhile, told Newsbreak that as far as the Malolos candidates are concerned, they will push through with their campaigns since the Supreme Court decision is not yet final and executory.
Dela Cruz, however, said that a swift action from the poll body is needed even if there are petitions questioning the decision. “Even if they file the MR [motion for reconsideration], they cannot change the population,” which the Supreme Court found to be below the minimum requirement, the former governor said.
Delay the ballots
James Jimenez, spokesperson of the poll body, told Newsbreak that they could delay the printing of the ballots for Malolos City and wait for the final decision of the Supreme Court. The SC, he added, should also immediately decide the case.
In a close-vote of 7-6, the high tribunal declared the law creating the Malolos district unconstitutional. “Clearly, there is no official record that the population of the City of Malolos will be at least 250,000, actual or projected, prior to the 10 May 2010 elections, the immediately following elections after the supposed attainment of such population. Thus, the City of Malolos is not qualified to have such a legislative district of its own,” the SC decision reads.
The SC questioned the legality of a certification requested by Domingo and issued by the National Statistics Office regional director--which said that the city’s population as of 2000 was 175, 291 and its projected population for 2010, using the population growth rate of 3.78% between 1995 and 2000--will be 254,030.
“Certifications on demographic projections can be issued only if such projections are declared official by the National Statistical Coordination Board (NSCB),” the decision said adding that there is no evidence showing that Miranda has been designated by the NSO administrator as certifying officer for demographic projection. Karamihan tuloy sa Plaridel, Calumpit, at Pulilan na sila. Malapit sa NLEX Pulilan exit.
Pero pabor sa mga commercial businesses ang mga nasa city. Pero kapag mga pabrika, nag-aalisan.

Besides ang mga multinational company naman eh kadalasan nagtatayo ng kanilang facility sa mga economic zones - kaya may certain tax privileges sila - city man o municipality ang location.
Another thing, na-ko-compensate naman ng ibang industry ang pag-alis ng mga pabrika (kung totoo man, in the case of Meycauayan). Aminin man natin o hindi, nag-boost ang mga infra developments sa lugar gaya ng SJDM at Malolos simula nung naging city sila (mas mabilis kahit sa ano mang bayan meron sa Bulacan) - thus mas nagiging maayos ang buhay ng mga mamamayan nila. Sa kaso kasi ng mga munisipalidad, madami ang naghahati ng pondo kaya kadalasan nakapila pa ang mga proyekto at swerte-swerte-han kung sino ang bibiyayaan.

MARILAO, Bulacan, March 3 (PNA) -- Eyesores, illegal, environment hazards and waste of money.
Police and provincial election officials on Wednesday started tearing down oversized campaign posters placed in areas not allowed under the Omnibus Election Code during their simultaneous operations in the province’s 21 towns and three cities.
Bulacan acting police director Sr. Supt. Edgardo Tinio, together with Supt. Manuel M. Lukban Jr., company commander of the Provincial Public Safety Management Company and provincial election supervisor Atty. Sabino Mejarito, led the removal of oversized and illegally placed campaign posters along Macarthur highway, particularly those fronting the SM City mall Wednesday morning.
Tinio said the tearing down of oversized and illegally placed posters is in line with the PNP’s Oplan: HOPE (Honest, Orderly and Peaceful Elections).
“We have to remove them (posters) because aside from being oversized and illegal, most of them are also fire hazards especially those placed along electric posts. Even in the trees they are putting up posters and this is flagrant violation of the omnibus election code,” Tinio said.
He said police personnel in the different towns and cities of the province will assist local election officials in removing the illegally placed campaign posters.
He called on candidates to follow guidelines set by the Commission on Elections (Comelec) in the proper posting of campaign materials.
Mejarito, for his part, said there are common poster areas where candidates can place their campaign materials.
He said candidates are wasting money by placing campaign posters on areas not allowed by law because it will be removed.
Under the Omnibus Election Code, election propaganda materials such as posters should only be posted in places designated by the Comelec as common poster areas.
“Unfortunately, this is one law that is more honored in the breach than in the observance. And the irony of it all is that the very people seeking elective public offices and their supporters are the ones violating the law,” a police officer said.

CITY OF MALOLOS – The Provincial Government of Bulacan through the Provincial Sports, Youth, Employment, Arts and Culture Office (PYSEACO) recognized anew outstanding Bulakenyo youths as it ushers the 20th Gintong Kabataan Awards (GKA) 2010 held at the Bulacan Capitol Gymnasium here.
Bulacan honored 12 individuals and three groups of outstanding young idols who have excelled in their respective fields such as public service, academics, professional, skilled worker, legislator, sports, entrepreneur, arts and culture and labor categories.
This year’s recipients of the prestigious individual awards include Jobelle Marcial and John Russel DS. Canoza for academic excellence, Rodolfo Espino Jr. and Joel Vasallo for the skilled and professional workers, MVP Player 2009 Jonas Villanueva for sports, Roen Reynaldo B. Capule for visual arts, Michael Jacinto and Melissa Ricks for performing arts, June Joson for entrepreneur, Mark Anthony Lodrigito for community service and Atty. Marian Ramos for the young legislator category.
Meanwhile, recipient of group awards include Banda 31 Original of Sta. Maria, Bulacan, Inc. for performing arts, Earnest Support for Underprivileged Children Charity Association Inc. for community service and Sangguniang Kabataan of Barangay Sagrada familia from Hagonoy for SK Barangay Council.
GKA is an annual program of the Provincial Government of Bulacan that aims to give citation to deserving youths who continue to surpass the odds and emerge victors in their respective fields.

Gov. Jonjon extended his warmest greetings to the outstanding awardees.
“Iba talaga ang mga Bulakenyo. Maipagmamalaki mo saan mang larangan. Gaya ng mga kabataang pararangalan ngayon na ituturing ngayong yaman ng lalawigan dahil sa kanilang angking husay at talento, at kung paano nila ito ginagamit para sa sarili at para sa Bulacan”, said Mendoza.
Meanwhile, special citations were also given to young stars Alexis Castro, John Marvin Nieto aka “Yul Servo”, Ms. Philippines Earth-Water 2008 Marian Michelle Oblea, Kenyo Band, NCCA Sayaw Pinoy 2009 Champion N21, while Paul Anthony Capule, Michelle De Guzman, John Robert Valcos and The DYCI Avant Gardes/Primes were also cited for giving pride and honor to the province after receiving recognitions abroad.

CITY OF MALOLOS –There are opportunities for aspiring doctors as the Provincial Government of Bulacan (PGB) initiates the PGB Medical Scholarship Program to push for the realization of dream among students who aspire to become medical practitioners in the future.
According to Provincial Administrator Perlita Mendoza, PGB Medical Scholarship Program will assist
deserving pre-medicine Bulakenyo graduates in fulfilling their dreams to become full-pledged doctors and be in the forefront of medical practice in the province.
She said, to qualify for the said opportunity, applicant must be a bona fide citizen of Bulacan and must have finished a pre-medicine course like Bachelor of Science in Biology, Pharmacy, Medical Technology, among others.
Mendoza added, the applicant or any of his relatives also must not be an existing scholar of PGB or any government and private organizations.
PGB will send five qualified applicants to any of the country’s most respected medical schools like University of Santo Tomas, Filemon Tanchoco Sr. Medical Foundation of Manila Central University, Dr. Nicanor Reyes Medical Foundation of Far Eastern University, Our Lady of Fatima University and the University of the Philippines.
A scholarship grant plus allowance for books, uniform, transportation and other miscellaneous expenses of almost P1.5 M per year will be allotted for all of the five deserving applicants.
Upon graduation, PGB will also shoulder the applicants Licensure Review and Licensure Examination Fee.
With all of these in store for the applicants, Gov. Jonjon Mendoza encouraged interesting students to grab this chance to achieve their dream.
Interested applicants may apply at the Provincial Administrator’s Office-Barangay Governance & Special Projects Division starting on March 1-31 and must submit their fully accomplished forms on or before April 12, 2010.

San Miguel Corp. has been offered a majority stake in the $1.24-billion Metro Rail Transit Line 7 project (MRT-7) and is negotiating with the consortium that won the contract for the project.
The beer giant, which has been diversifying into other sectors such as power, water and infrastructure, told the Philippine Stock Exchange on Thursday it had started due diligence on the MRT-7 project.
"The company is negotiating with the members of the consortium of the MRT-7 project the terms and conditions for the acquisition of such majority stake and has commenced due diligence work," San Miguel Corporate Information Officer Ferdinand K. Constantino said.
According to the Website of the Universal MRT Corp. — the consortium tasked to build the rail — the MRT-7 project consists of 45 kilometers of road and rail transportation from the Bocaue, Bulacan exit of the North Luzon Expressway (NLEX) to the MRT-3 North Avenue-EDSA station in Quezon City.
The 22-km, six-lane asphalt road will connect the NLEX to the major transportation hub development in Tala, Caloocan City and the adjoining municipality of San Jose del Monte in Bulacan.
Meanwhile, the 23-km mostly elevated MRT starts from Tala and ends at the integrated MRT-3/MRT-7 station at EDSA.

-locally generated income of at least PHP 100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance, AND
-a population of 150,000 or more, as certified by the National Statistics Office (NSO); OR a contiguous territory of 100 square kilometers, as certified by the Land Management Bureau, with contiguity not being a requisite for areas that are on two or more islands.
To date:
I guess kung income lang din naman, lagpas na sa required ang Balagtas kaso, ang population ng Balagtas ay: 62,684 (2007 data) at and land area ay: 32.05 sq. km. ang population kasi or ang land area ang second requirement ng batas. yung population nalang ng Balagtas ang pwede asahan sa 2 option unless, mag-merge ang Balagtas sa katabing bayan (na mukhang imposible).
Pero kung tutuusin, andami ng bayan sa Bulacan ang qualified maging lungsod, sa sobrang dami - pwede na tayong gumawa ng sarili nating Metropolitan area na kahalintulad ng Metro Manila. :lol:

Lumaki lang ang income ng SJDM dhl sa laki ng population at laki ng land area at hndi dhl mraming business estab. dun, pero mas ok na ang SJDM ngaun kysa nung mga 10 years ago.

MALOLOS CITY, Bulacan, March 5 (PNA) -- The provincial health office has intensified its province-wide vaccination against measles to prevent the occurrence and spread of the disease during summer season.
Dra. Jocelyn Gomez, head of Bulacan's Public Health Office (PHO), said a number of health teams have been mobilized to roam around the 569 barangays in the province for a wider coverage of the anti-measles vaccination.
Gomez said that amid the measles outbreaks declared in other parts of the country, there were no significant cases of measles reported in the province.
Record from the DOH regional office showed that there are 48 cases of measles reported in Bulacan.
Gomez urged parents to submit their children to free anti-measles vaccination in their respective rural health units or barangay health centers.
She said that although regular immunization for measles has been available at health centers for years, many fail to take advantage of this service.
Measles is a highly contagious disease caused by a virus. It is easily and very rapidly transmitted through air or direct contact, she said.
She also said that measles may cause a patient complications such as diarrhea, bronchitis, convulsion, meningitis, among others.
Last year, PHO has provided free anti-measles vaccination to some 69,954 children nine months to one year old. (PNA)

I guess kung income lang din naman, lagpas na sa required ang Balagtas kaso, ang population ng Balagtas ay: 62,684 (2007 data) at and land area ay: 32.05 sq. km. ang population kasi or ang land area ang second requirement ng batas. yung population nalang ng Balagtas ang pwede asahan sa 2 option unless, mag-merge ang Balagtas sa katabing bayan (na mukhang imposible).
Pero kung tutuusin, andami ng bayan sa Bulacan ang qualified maging lungsod, sa sobrang dami - pwede na tayong gumawa ng sarili nating Metropolitan area na kahalintulad ng Metro Manila. :lol:

MANILA, March 5 (PNA) -- The Commission on Elections (Comelec) finally ruled on Friday that Roberto “Obet” Pagdanganan was the duly-elected governor of Bulacan in the May 2007 polls.
“The matter was deliberated on by the Commission en banc and the seven members maintained their respective stands -- three votes concurring, one vote dissenting, three votes no part -- on the resolution of the Second Division dated December 1, 2009. Hence, pursuant to Section 6, Rule 18, Comelec Rules of Procedure, the latter is deemed affirmed,” part of the Comelec's five-page resolution read.
With the ruling, the poll body ordered the issuance of a Writ of Execution directing the provincial election supervisor of Bulacan to implement the resolution.
“The Commission is ordering Joselito Mendoza to cease- and-desist from performing the functions of the governor of the province of Bulacan and to vacate the said office in favor of Roberto Pagdanganan,” the resolution added.
Last month, the Comelec en banc ruled that Pagdanganan was the winner of the gubernatorial race in the province, but they needed a rehearing after failure to achieve the required majority votes.
Under Comelec rules, a rehearing is required in cases of impasse in a bid to see if the members of the en banc would change their minds. If the voting of the members of the en banc remains the same, the ruling of the division will be honored.
In the latest decision, the members of the Second Division -- Commissioners Nicodemo Ferrer, Lucenito Tagle and Elias Yusoph -- maintained their earlier vote to grant the win to Pagdanganan while Commissioner Rene Sarmiento dissented.
Comelec Chairman Jose Melo and First Division members Commissioner Gregorio Larrazabal and Armando Velasco maintained their previous decisions to take no part in the ruling.
Based on the Comelec’s count, Pagdanganan garnered a margin of 4,321 votes over Mendoza’s 337,974 votes.
The decision was a reversal of the 2007 proclamation made by the Provincial Board of Canvassers, where Mendoza was found to have garnered a total of 364,566 votes as against Pagdanganan’s 348,834 votes for a margin of 15,732 votes. (PNA)

MALOLOS CITY, Bulacan, March 6 (PNA) --Embattled incumbent Govrtnor Joselito “Jonjon” Mendoza on Friday said he will not step down from his post unless the Supreme Court tells him to do so.
Mendoza said he has 30 days to appeal the Comelec en banc decision or get a favorable ruling from the high court.
On the other hand, Comelec- declared Governor Roberto “Obet” Pagdanganan took his oath of office as the duly elected governor of Bulacan late Friday afternoon, after the poll body ordered the immediate execution of its ruling that declared him (Pagdanganan) as the rightful winner of the 2007 local polls over Mendoza.
In a five-page resolution issued last Friday, the Comelec en banc also denied Mendoza's appeal.
The poll body also ordered the Clerk of the Commission and the Electoral Contest and Adjudication Department (ECAD) to issue a writ of execution to the Provincial Election Supervisor of Bulacan and the Department of Interior and Local Government, ordering Mendoza to vacate his office in favor of Pagdanganan, a former governor.
Mendoza warned on Friday that violence would erupt if Pagdanganan forced his way into the provincial capitol.
Mendoza made the statement as scores of Pagdanganan’s supporters started massing at the mini-forest park located near the provincial capitol since Friday morning.
The provincial capitol was closed to the public on Friday with all doors, including the main entrance and heavily guarded both by provincial security unit and Mendoza’s supporters, most of whom were reported to have come from his hometown of Bocaue.
Mendoza’s supporters have surrounded the capitol compound and reinforced the barricades they put up late last month.
Government vehicles, fire trucks and dump trucks have also blocked five roads leading to the capitol compound causing traffic nightmares to motorists.
However, Pagdanganan just shrugged off Mendoza’s warning saying, “No violence will erupt because Bulakenyos know how to respect the law.”
The former governor and cabinet secretary also decided not to force his way to the heavily barricaded provincial capitol building after taking his oath to avoid any untoward incidents.
He said he will assume his post peacefully and in accordance with law. (PNA)

baka doon sa Barangay Burol ng Balagtas ilagay ang station ng North Rail sa year 2020 siguro, kasi wala naman akong nakikitang any construction sa dating riles at station ng PNR sa Barangay Burol ng Balagtas.
At doon naman sa may Barangay Tabang ng Guguinto, poste pa lang ng North rail ang nagawa at tila kinakalawang na itong mga steel post. matagal na yatang nailagay yaon.

MALOLOS CITY, Bulacan, March 8 (PNA) -- Amid a tense atmosphere and defiant stance of supporters of ousted Governor Joselito “Jonjon” Mendoza, Commission on Elections (Comelec)-declared Gov. Roberto “Obet” Pagdanganan assumed his post as the duly elected governor of Bulacan at the forest park in front of the heavily barricaded capitol building before Monday noon.
“Ako na ang gobernador, hindi na niya (Mendoza) ako puwedeng pigilin ngayon (I am now the governor, he [Mendoza] could no longer prevent me),” Pagdanganan told his supporters shortly after provincial election supervisor Atty. Sabino Mejarito served the writ of execution and posted it at the capitol building amid howls of protest from Mendoza’s supporters.
A tense situation ensued when provincial legal officer Atty. Eugene Ressurrecion told Mejarito that he could not accept the writ of execution declaring Pagdanganan as the winner of the 2007 gubernatorial race and ordering Mendoza to vacate the office of governor and to cease and desist from discharging its functions and peacefully turn over said office to Pagdanganan.
Mejarito, who was accompanied by Supt. Manuel M. Lukban Jr., commander of the Provincial Public Safety Management Company, told Ressurrecion and supporters of Mendoza that he was only performing his job and since Mendoza has yet to get a temporary restraining order from the Supreme Court, he has to implement the Comelec order and writ of execution.
“Nagtra-trabaho lang po ako. Wala po akong kinakampihan, kailangang ipatupad natin ang utos ng Comelec (I am just performing my task. I am not leaning toward anybody. There is a need to implement the order of the Comelec),” Mejarito said.
Shortly after posting the writ of execution, supporters of Mendoza tried to tear it.
However, Mejarito said he has already served it.
Mendoza earlier told his supporters that he would not leave the office of the governor because they had filed a petition for Temporary Restraining Order (TRO) to stop the implementation of the Comelec order.
He said he would not step down unless the high court told him so.
Pagdanganan said the issue concerning the TRO is now moot and academic since the writ of execution and Comelec order have already been served, posted and implemented.
The newly installed Bulacan governor immediately directed the provincial engineer’s office to clean the capitol of barricades so that the delivery of basic services, which have been disrupted since Thursday, can go back to normal.
He said he will temporarily hold office at the Gat. Blas Ople building until the capitol building is cleared of barricades.
Pagdanganan also told newsmen that he has already written and notified the different banks not to recognize any transaction except those emanating from him or his authorized representatives.
Pagdanganan also called on Mendoza to recognize the order and help him in spurring the growth of the province and in uplifting the living conditions of the Bulakenyos.

Lilinisin na natin ang kapitolyo ngayon (It is time to unite. To my opponent who has served for more than two years, I hope that he will accept this orderly. Let us clean the capitol now),” Pagdanganan told his supporters.
He also said that he is now working with the Department of Agriculture to address the effects of the El Nino on Bulakenyo farmers.
He also said that he will immediately work for a long term health care program for the people of Bulacan.
As of 1 p.m., Mendoza was still holed up at the capitol building surrounded by his supporters while Pagdanganan is now issuing directives from his temporary office at the Gat. Blas Ople building beside the forest park.
Pagdanganan has also ordered the removal of fixed barricades such as steel fences, barbed wires, government trucks and heavy equipment so that business could return to normal at the capitol.
“The capitol should not be barricaded. This should always be open for the people of Bulacan. We would no longer allow the capitol of Bulacan to be barricaded again,” Pagdanganan added.

Province with Most Number of Cooperatives
Apart from topping the list of provinces in terms of income and literacy, Bulacan also boasts of its high number of cooperatives estimated as 1,120 with total assets of P3.8 billion as of 1998. The province had also registered the lowest poverty incidence of 17 percent.
Richest Provinces
In its 2000 survey, the National Statistical Coordination Board (NSCB) identified the ten provinces with the lowest poverty incidence levels. Each of the four districts in Metro Manila, composed of several cities and/or municipalities, was treated as a province in the survey.
The 2nd district of Metro Manila (Mandaluyong, Marikina, Pasig, Quezon City and San Juan) topped the list, with a poverty incidence of only 4.1 percent while the 4th district (Las Pinas, Makati, Muntinlupa, Paranaque, Pasay, Pateros and Taguig) came in second with 4.9 percent.

BULACAN – Embattled Bulacan Governor Joselito Mendoza Monday turned to the Supreme Court for reprieve from efforts to unseat him as his supporters and those of his rival, Roberto Pagdanganan, set up camp in the provincial capitol.
Mendoza yesterday filed a petition at the SC seeking a temporary restraining order (TRO) to stop the Commission on Elections (Comelec) from enforcing a decision to unseat and replace him with Pagdanganan.
The Comelec Second Division, in a ruling adopted by the commission en banc, ruled Pagdanganan winner of the 2007 elections over Mendoza.
Mendoza, through lawyers Sixto Brillantes and Roque Bello, said the Comelec en banc’s “queer” March 5 order installing Pagdanganan contained “gross errors” and was not carried by majority of the seven-member poll body.

MALOLOS CITY, Bulacan, March 9 (PNA) -- The brewing tension between supporters of newly- installed Gov. Roberto “Obet” Pagdanganan and ousted Gov. Joselito “Jonjon” Mendoza was defused after news broke out that the Supreme Court has issued a “status quo ante order” while it reviews the ruling of the Commission on Elections declaring Pagdanganan as the winner of the 2007 gubernatorial race.
At 1 p.m., Mendoza ’s elder sister and former Bulacan Governor Josefina dela Cruz announced to their supporters in front of the still heavily barricaded Capitol building that their lawyer Atty. Sixto Brillantes has secured a “status quo ante” order from the Supreme Court, which means that the status on the governorship will stay before the writ of execution, installing Pagdanganan as the duly elected governor and ordered Mendoza to vacate the office of the governor, was implemented before noon Monday.
Dela Cruz said that this was a reprieve because business at the capitol would now resume and their supporters who have kept vigil at the capitol building can now go home.
She also said that Governor Mendoza had already given instructions to clear the capitol of barricades.
Meanwhile, at the nearby Gat. Blas F. Ople building, Pagdanganan said in a press conference that he respects the high tribunal’s decision.
“Even while I haven’t seen a copy yet, gusto kong ipabatid sa inyo na iginagagalang ko ang desisyon ng Korte Suprema (I want to inform you that I am respecting the decision of the Supreme Court),” Pagdanganan said.
But at the same time, Pagdanganan disclosed that he is appealing to the high court to resolve the issue immediately because the situation is now taking a heavy toll on their provincemates because of the alleged unnecessary disruption of government operations caused by the barricading of the capitol.
Pagdanganan also urged the Supreme Court to investigate the premature announcement of Brillantes that the high court would issue a “status quo ante” order even while deliberation on the issue was still going on.
“What Brillantes did was a terrible affront to the integrity of the Supreme Court. How could he announced something that was still being deliberated upon,” Pagdanganan said.
As a sign of respect to the high tribunal’s decision, Pagdanganan said he would call on his supporters to go home and pray that the issue would be resolved immediately.
He likewise maintained that he has already been declared as the elected governor of the province. (PNA)

NFEX is project ng government at mga private sectors. Simula nung ilog ng Balagtas tapos paligid ng Petron NLEX southbound Balagtas, At yung kabilang side nun na malawak na sakahan, ang mga lupang idedevelop ng husto ng malalaking kumpanya.
strategic location kasi ang Balagtas.
Dito kumbaga ang salubungan ng gawing North, Northwest at Northeast.
Just like the NLEX (North), Tabang Spur (Northwest), and the Plaridel Spur (Northeast), samahan mo pa ng East-West Connector Road, Northrail, Mc Arthur.

at ang pinaka-best way to get there, i guess, is via Balagtas: Sa likod ng palengke ng Balagtas andun yung mga terminal ng jeep papuntang Bulakan, Bulacan. pwede kang mag-jeep dun or better yet, mag-special trip ka nalang - tricycle (roughly 60 pesos). Yung mga jeep na Bulakan-Malolos kasi di ako familiar sa dinadaanan kasi hindi sa McArthur highway ang daan ata nun. HTH

Tapos baba ka sa may Jollibee. IIkutin ka nung sasakyan palibot sa simbahan, baba mo Jollibee. Kapag don ka na, magtanong tanong ka san ang sakayan papuntang BULAKAN.
Kapag nakasakay ka na, either ibababa ka hanggang palengke ng BULAKAN o hanggang don lang sa terminal. Pwede mo ng lakarin from there sa terminal ang munisipyo ng BULAKAN.

Mas recommended ko ang Balagtas-Bulakan route and kung mga Inns nga din, madami along McArthur hwy sa Balagtas area. Pwede siguro kayo mag-NLEX then turn left pagka-exit sa Bocaue Toll Plaza tapos pagkadating nyo sa Bocaue Flyover, turn right (McArthur highway na yan), dere-derecho gang Balagtas. Tapos pagka nakita nyo na yung V-shaped na kalsada sa Balagtas (Chowking area) turn left, papunta na yun ng Bulakan. :)
and yes, tama si The Avenger, ok sana yung daan na Malanday-Polo-Obando-Bulakan na daan kung may kasama kayo na pamilyar sa lugar, ok dun dumaan ngayon kasi surely low tide at di naman matubig ang daan unlike pagka tag-ulan.

MALOLOS CITY, Bulacan, March 15 (PNA) -- The Supreme Court will decide on who will seat as the elected governor of Bulacan on Tuesday.
Supt. Manuel M. Lukban Jr., commander of the Provincial Public Safety Management Company, said more than 1,000 policemen will be deployed at the provincial capitol when the high court released its decision on who will be the governor of Bulacan between incumbent Gov. Joselito “Jonjon” Mendoza and Commission on Elections (Comelec) declared Gov. Roberto “Obet” Pagdanganan.
Lukban said well trained police troops will be strategically deployed around the capitol building to ensure a peaceful atmosphere and to prevent any untoward incident that may erupt between supporters of the two political rivals.
“The police are prepared. We want to make sure that this issue will be finally settled peacefully,” Lukban said.
Tension gripped the capitol last week after the Comelec en banc issued a writ of execution declaring Pagdanganan as the winner of the 2007 gubernatorial race.
The poll body also ordered Mendoza to vacate the office of governor and to cease and desist from discharging its functions and peacefully turn over the office to Pagdanganan.
Mendoza, who was holed up at the heavily barricaded provincial capitol with thousands of supporters, said he will not step down unless it’s the Supreme Court who will tell him to do so.
Last Tuesday however, Mendoza’s lawyers was able to secure a “status quo ante” order from the high tribunal which extended his stay as the province’s top executive for seven days.
Pagdanganan told his supporters that he respects the decision of the high court and instructed his supporters to go home and wait for the decision of the Supreme Court.
Mendoza likewise ordered his supporters, who have been keeping vigil at the capitol building for several days, to go home.
He also ordered the dismantling of barricades.
Mendoza and Pagdanganan are both expecting to get favorable results from the High Court.
Some local officials and department heads at the capitol on Monday came up with paid full page advertisements on major national dailies showing their “manifesto of support” to the embattled “ousted” governor.
Pagdanganan on the other hand, said he believes in the integrity of the Supreme Court and is hopeful that the “status quo ante order” will be lifted on Tuesday.
He also said that as far as he is concern, he is the duly elected governor because he has already been proclaimed three times by the Comelec.
Most Bulakenyos wants the gubernatorial row to be settled once and for all because the standoff is crippling the delivery of basic services and has affected business transactions at the capitol for so long now. (PNA)

up_mc March 17th, 2010, 03:16 AM Atleast, private vehicle owners of Sta. Maria will have an option either to go via NLEX-Marilao-Mahabang Parang route or the Balagtas-Pandi-Sta. Clara route (once its completed). Sumpa talaga ang Bocaue, kagagawa lang ng kalsada, sira na agad in a few months time. Pero siguro nga, ma-le-lessen na ang traffic ng Bocaue (matitira siguro na magba-byahe dito ang mga public utility busses at jeepneys).
I guess dito din sa Balagtas Interchange dadaan yung planned East-West expressway na mag-li-link sa Bulacan-Balagtas-Pandi-Sta.Maria-SJDM kaya hopefully may mag-invest na sa plan na ito ng Bulacan government. :)

Clara route (once its completed). Sumpa talaga ang Bocaue, kagagawa lang ng kalsada, sira na agad in a few months time. Pero siguro nga, ma-le-lessen na ang traffic ng Bocaue (matitira siguro na magba-byahe dito ang mga public utility busses at jeepneys).
I guess dito din sa Balagtas Interchange dadaan yung planned East-West expressway na mag-li-link sa Bulacan-Balagtas-Pandi-Sta.Maria-SJDM kaya hopefully may mag-invest na sa plan na ito ng Bulacan government. :)
Yep. Sa Balagtas Interchange ikokonek ang East-West Expressway na malaking bagay talaga ito kapag nagawa itong East-West. Kasi, Bocaue-Sta. Maria, Marilao-Muzon, Balagtas-Pandi lang ang mga roads na pwedeng daanan so far, na puro masisikip ang mga kalsada at crowded na.

Gaya-gaya) konting lubak nalang mga 85% na maganda sa portion na to pero verde heights to tungko 95% bagong gawa ang kalsada, di tulad dati as in masisiraan ka talaga ng molye.
Yung portion naman ng Muzon Crossing to AMA CLC via South Triangle Market (Palengke), bagong gawa, 99% maganda na ang kalsada.

CITY OF MALOLOS – Undoubtedly the best when it comes to sports.
That’s how the athletic youngsters of Bulacan may be described after being hailed the overall champion for 11 consecutive years in Central Luzon Regional Athletic Association (CLARAA) Meet held last February 22-26, 2010 at Bulacan Sports Complex and Angeles City.
Bulacan toppled other 16 provinces in different events in the elementary and secondary level such as athletics, badminton, baseball, basketball, boxing, chess, football, gymnastics, lawn tennis, sipa, softball, swimming, table tennis, taekwondo, and volleyball.
Bulakenyo athletes garnered a total of 246 points, thus making them the overall champion, followed by Pampanga, Tarlac, Olongapo City, and Tarlac City respectively, which completed the top five.
The said athletes were given citation during the recently concluded Gintong Kabataan Awards.
Bulacan Gov. Jonjon Mendoza congratulated the young athletes and told them to continue being the best that they can be and rest assured that the Provincial Government of Bulacan will support them all the way.
“Tunay na ipinagmamalaki natin ang ating mga kabataang Bulakenyo na nagpamalas at patuloy na nagpapakita ng galing at husay sa larangan ng palakasan. Ipagpatuloy n’yo lamang ‘yan dahil hindi lamang kayo ang sumisikat, kundi pati ang ating lalawigan”, said Mendoza. ###

MANILA, March 18 (PNA) -- The Supreme Court (SC) on Thursday ruled with finality on the disqualification of Malolos City in Bulacan province as a legislative district.
Thus, the SC denied with finality the supplemental motion for reconsideration filed by the Commission on Elections (Comelec) on the SC's ruling on Jan. 25, 2010 that nullified Republic Act 9591, the law creating a congressional district for Malolos City.
In an en banc resolution penned by Associate Justice Antonio Carpio, the SC held as justiciable the reliability and authoritativeness of the population indicators used by Congress in enacting Republic Act 9591.
The SC also ruled as justiciable subsidiary questions impacting on the constitutionality of RA 9591 such as compliance with the population requirement under Section 5(3), Article VI of the 1987 Constitution that only cities with at least 250,000 constituents are entitled to representation in Congress.
The SC said: "To deny the Court the exercise of its judicial power over RA 9591 is to contend that this Court has no power to determine whether or not there has been a grave abuse of discretion amounting to lack or excess of jurisdiction on the part of any branch or instrumentality of the Government, a duty mandated under Section 1, Article VIII of the Constitution.
Indeed, if we subscribe to the Comelec's theory, this Court would be reduced to rubber stamping laws creating legislative districts no matter how unreliable and non-authoritative the population indicators Congress used to justify their creation. There can be no surer way to render meaningless the limitation in Section 5(3), Article VI of the 1987 Constitution." (PNA)

Supermarket lang yun, pero may mga foodchains, clinic, boutique, bank, etc, halos 3 parts kasi yun. Left wing, Main Building, and right wing.
Ang mga confirmed stores, Jollibee, CD-R King, under negotiation pa ang McDo. Yung KFC is cancelled na. Sa source yan nung branch manager ng UCPB Balagtas. Nakalimutan ko yung iba. Pero im wondering dun sa building ng FOOTSTEP, kung ano gagawin don. Kasi sarado na yun.

With this year’s theme “Bagong Bulakenyo, Bilib Kami Sa’yo”, the awarding of Medalyang Ginto to outstanding Bulakenyas will be held at the Bulacan Capitol gymnasium in this city on March 22.
Eva Fajardo, chairperson of PKKB, said that among the awards include Matagumpay na Ginang ng OFW (Successful Wife of an OFW), Matagumpay na Babaeng Mangangalakal (Successful Businesswomen), Matagumpay na Konsehong Pambayan para sa Kababaihan (Successful Municipal Councilwoman) and Medalyang Ginto for Natatanging Samahang Pangkababaihan (Gold Medal for Distinguished Women’s Group) and Natatanging Babae (Distinguished Woman)
Based on the record of PKKB, about 26 entries were submitted and evaluated to determine the best in each category.

CITY OF SAN FERNANDO – They’re no ordinary magbuburda (embroiderers) anymore.
The Bagong Barrio Multipurpose Cooperative (BBMPC), organized eight years ago, has bested small and medium enterprises participating in the government’s One Town-One Product (OTOP) program in 16 regions.
The BBMPC bagged the 2009 Outstanding OTOP SME Award – a first for the group – at the close of the national OTOP congress on March 12 at the Philippine Trade Training Center in Manila.
“BBMPC’s winning the top award is proof that the OTOP program is very successful in Central Luzon,” Blesila Lantayona, director of the Department of Trade and Industry in Central Luzon, said last Thursday.
President Gloria Macapagal-Arroyo, Trade Secretary Peter Favila, and Undersecretary Merly Cruz handed a cash prize of P220,000 and plaque to BBMPC leaders.
The BBMPC also received a “mobility bundle” consisting of a laptop and prepaid Globe Tattoo from Globe.
The cooperative has created a label, “Disenyo Pandi,” which it patented in 2007.
The members consider the award a “big honor,” according to Ramon Santos Jr., former chair and now director of BBMPC board.
“Dahil makikilala kami dito sa ating bansa at pati sa buong mundo [Because of this (award), we will be known in our country and in the whole world],” Santos said.
The award, he said, also served as an “inspiration for us to continue improving what we do best.”
BBMPC garnered the award four months after it was adjudged the best OTOP in Central Luzon for 2008. It rose to the regional business tilt after winning the Bulacan Best OTOP Award for three years straight.
Founded in September 2002 on a startup capital of P1 million from the shares of the 32 founding members, BBMPC has P48 million in capital and assets as of 2009.
Its two-story office and showroom on Grace Park Street in Barangay (village) Bagong Barrio was built on income and not on loans.
To lower cost of production and generate savings, BBMPC buys in bulk the materials its members need to make embroidered or beaded gowns, barong, dresses, bed sheets, pillow cases and tablecloth.
Disenyo Pandi banks on the tradition of hand embroidery in the town. Most of the members are now third generation magbuburda.
They learned the craft from their parents and other relatives. They run stalls in Bagong Barrio, in Tutuban, Binondo and Ilaya, Divisoria. Some retail their products in other provinces.
The homegrown industry is credited for helping improve the lives of magbuburda in the town. They are able to send their children to school.
There are around three million entrepreneurs in the country and they are seen to generate between six million and 10 million jobs annually, a DTI report said.

MALOLOS CITY, Bulacan, March 22 (PNA) -- The provincial government, through the Provincial Disaster Management Office (PDMO), has slated fire drills and safety inspections to all departments and hospitals in the province as part of the observance of the fire prevention month.
The month of March is being observed as the Fire Prevention Month pursuant to Presidential Proclamation 115-A signed on November 17, 1966 by former President Ferdinand Marcos.
Governor Jonjon Mendoza said the event aims to raise level of awareness on fire safety.
As part of the implementation of fire prevention measures and fire safety awareness campaign for the employees, the provincial government has scheduled a fire drill on March 25 at the Bulacan Medical Center.
Prior to this, employees of various departments in the provincial capitol building participated in the fire drill last March 18 where a fire scenario was created to alert the employees on ways to save lives and properties.
“Dapat ay laging handa at alam ng mga kawani ng pamahalaan ang mga pamamaraan upang makaiwas sa sunog at makapagligtas ng buhay at mga ari-arian kung sakaling dumating ang di inaasahang pangyayaring ito (We should always be prepared and the government employees should know the ways on how to avoid fire incident as well as save lives and properties in case of fortuitous event)," Mendoza said.
Early this month, as part of the observance of fire prevention month, a motorcade in Malolos City, Plaridel and Guiguinto was held, followed by an opening ceremony program in the Bulacan Capitol Gymnasium.
The PDMO also conducted fire and basic life support drill in the communities.

Iilan lang ang bayan sa Bulacan na may direct link thru various mode of public transportations to all major locations in MM, nearby municipalities and even province as far as Pampanga. Sta. CITY OF MALOLOS – Smooth sailing days are here for Gov. Jonjon Mendoza as the one and only governor in Bulacan following a decision by the Supreme Court (SC).
Justice has been finally granted to the embattled governor as SC nullified the decision of the Comelec Second Division in favor of his closest rival (Pagdanganan) putting a halt to the months of struggle for the gubernatorial seat in Bulacan.
In an interview with the press yesterday, March 23, Mendoza disclosed the good news from SC. At that time, Mendoza admitted that he has yet to see the final copy of the latest SC resolution.
According to the governor, after the extension of the status quo ante order issued to him, the SC managed to cast their votes upon carefully studying the merits of the case and as a result, nine magistrates voted in favor of Mendoza, four dissented while two abstained.
In an early published report, SC said that there was “grave abuse of discretion on the part of the Comelec when it ordered Mendoza to leave the Provincial Capitol early March.”
Mendoza was elated by the decision and assured the Bulakenyos that for the remaining 90 days of his term, he will continue to offer the best service that he could provide to the Bulakenyos who had elected him as their leader.
“Maraming maraming salamat. Hindi ko makakalimutan ang inyong pagdarasal at ang inyong pagmamahal sa maikling panahon ng aking paglilingkod. Maaasahan ninyo na patuloy kong ibibigay ang pinakamataas na uri ng paglilingkod sa mga Bulakenyo,” he also added.
The nine votes in favor of Mendoza confirm that he will finish his mandate until June 20, 2010.
Mendoza said that the SC ruling is an affirmation that he won in a clean and honest election.
