Final slot for barangay kagawad in Malolos decided by ‘toss coin’

“Heads or tail!”

The seventh and final slot for barangay kagawad in Barangay Sto. Nino here was decided on Friday via the traditional tossing of coin after two candidates for the position garnered similar number of votes during the recently-concluded Barangay and Sangguniang Kabataan (SK) elections.

Candidates Louie Tan and Arthur Lacap both ended up with a total of 131 votes. The fate of the two candidates was settled through the traditional way of picking the winner — via toss coin.

In the presence of election and winning barangay officials, the toss coin was held at the village hall wherein the winner was chosen after getting two of three tosses of the coin.

Tan chose the tail (krus) side while Lacap selected the heads (kara).

The selection became suspenseful when both Tan and Lacap each got their chosen sides of the coin in the first two tosses. The third toss went in favor of Lacap.

In respect with the outcome of the toss coin, Tan and his supporters immediately congratulated Lacap.

After the issue was settled, the winning candidates were proclaimed by city elections officials.

Week-long campaign period for special polls in 2 provinces starts on Nov. 5

Candidates in the Nov. 13 special elections in Bulacan and Basilan provinces have one more week — from Nov. 5 (Friday) to Nov. 11 (Thursdayto campaign and woo the voters in their respective areas, according to the Commission on Elections (Comelec).

“For purposes of the special elections in the Province of Basilan and First Legislative District of Bulacan, the campaign periods shall be on November 5 to 11, 2010 for the election of members of the Sangguniang Panglalawigan for the Province of Basilan and for the election of member of the House of Representatives for the First Legislative District of Bulacan,” the Commission en banc said in Comelec Resolution 9087.

Elections for provincial board members of Basilan failed after having problems with the printing of the names of candidates for the said posts.

On the other hand, voters in the first district of Bulacan were not able to elect their congressman after Malolos City, which was already expecting to be a separate lone district, was ordered by the Supreme Court to return to the first district at a time when the pre-printed ballots were already finished.

Meanwhile, Comelec Spokesman James Jimenez explained why candidates in the special elections in eight Lanao del Sur towns are not allowed to campaign.

He said that the postponement of the elections in the eight municipalities — Buadiposo Buntong, Kapai, Marantao, Calanogas, Ganassi, Lumbatan, Pagayawan, and Tugaya — was caused only by the declaration of failure of elections on election day, thus giving the candidates ample time to campaign prior to May 10.

“Doon sa Basilan at Bulacan, maaga pa lang ay sinabi na natin na hindi itutuloy iyong elections doon, so hindi nagkampanya ang mga kandidato,” he said.

The Comelec said a candidate with a political party is only allowed to spend P3 per registered voter, plus another P5 from his political party, while an independent bet may spend as much as P5 for every voter in his/her constituency.

The poll body also reminded the candidates to submit their respective Statement of Contributions and Expenditures after the elections.

Among the legal election campaign materials are pamphlets, leaflets, cards, decals, stickers or other written or printed materials with a size not more than 8½x14 inches; posters not bigger than 2×3 feet; and streamers not larger than 3×8 feet on the occasion of a public meeting or rally.

On the other hand, it is strictly prohibited for campaign materials to be posted along streets, bridges, public structures or buildings, trees, electric posts or wires, schools, shrines, and main thoroughfares.

In a press briefing in the Palace, Presidential Spokesperson Edwin Lacierda said the status of the $ 503-million North Rail project which remains unfinished is being reviewed by DOTC Secretary Jose De Jesus to find out if there is a need to renegotiate its existing contract.

“The results of the review are forthcoming,” Lacierda said.

Lacierda said the DOTC reassumes jurisdiction over the project after the previous administration gave administrative jurisdiction to the Bases Conversion and Development Authority (BCDA).

He recalled that Senator Franklin Drilon recently exposed the alleged overpricing of the project, making it the most expensive railway in the world at $ 25 million per kilometer.

Lacierda said there are also allegations that $ 299 million was added as a “cost overrun” to the $ 503 million original contract price given to contractor China National Machinery and Equipment Corp. Group (CNMEG).

The 32.2-kilometer North Rail project runs from Caloocan City in Metro Manila to Malolos City in Bulacan province.

8 estudyante ng DYCI, kasapi ng All-Bulakenyo Philippine robotics team

BOCAUE, Bulacan—Sila ay mga karaniwang estudyanteng Bulakenyo, ngunit sila ang kakatawan sa bansa sa World Robot Olympiad (WRO) na isasagawa sa SM Mall of Asia (MOA) sa Sabado at makikipatunggaling sa pinakamagagaling na mag-aaral sa mundo.

Sila ay sina Adiel De Jesus, 15; Ma. Nerissa Nicolas, 16; Ellaine Bulaclac, 16; at Alexandra Guevarra, 14; pawang mga mag-aaral ng Dr. Yanga’s Colleges Inc., (DYCI) High School na matatagpuan sa Brgy. Wakas ng bayang ito.

Sa hanay ng mag-aaral sa elementarya, ang kinatawan ng Pilipinas sa WRO ay sina Dave Adrien Biel, 11; Kate Dela Cruz, 11, Michelle Alcanar, 12; at John Emmanuel Cruz, na pawang mag—aral ng DYCI Elementary School.

Maliban kay Guevarra na nasa ikalawang taon sa High School, ang kasapi ng Philippine High School team ay pawang nakasali sa Philippine Robot Olympics (PRO) noong nakaraang taon na nag-uwi ng pangunahing karangalan na naghatid sa kanila sa WRO na isinagawa sa Pojang City South Korea.

Sa kanilang pagiging kinatawan ng Pilipinas sa WRO sa Korea noong nakaraang taon, iniuwi ng mga mag-aaral ng DYCI-High School ang pang-siyam na karangalan matapos makipagtunggali sa 270 koponan mula sa may 32 bansa.

Sa taong ito, muling iniuwi ng DYCI-High School ang pangunahing karangalan sa PRO na muling nagbigay sa kanila ng pagkakataon na katawanin ang bansa sa WRO sa SM Mall of Asia, at muling makipagtunggali sa pinakamagagaling mag –mag-aaral ng robotics mula sa mahigit sa 22 bansa sa mundo.

Target naming ay mahigitan an gaming nagawa noong nakaraang taon,” ani Beryl Cruz, ang guro at coach ng All-Bulakenyo Philippine Robotics Team.

Ayon sa guro na nagtapos ng kursong Computer Science sa Meycauayan College, bawat taon ay nagiging mahigpit ang paligsahan sa WRO.

Ito ay dahil sa mas abante ang ibang bansa kumpara sa Pilipinas sa larangan ng technolohiya sa robotics.

Ngunit nagpahayag ang guro ng tiwala sa kanyang koponan dahil sa tiyaga sa paghahanda ng mga ito.

Sa pagtatanong ng Mabuhay, sinabi nila ilang taon pa lamang silang nahihilig sa robotics.

“Nasali lang po ako kaya naging interesado,” ani Bulaclac na inayunan ng kasapi ng koponan.

Pinayuhan naman ni De Jesus ang mga kapwa estudyante na huwag mawawalan ng pag-asa.

“Kailangan lang po ay tiyaga, try and try and try,” aniya.

Sa hanay ng bumubuo ng koponan sa elementarya, inamin nila na sila’y medyo kinakabahan at nasasabik na mapasabak sa paligsahan.

“Medyo kinakabahan, pero handi rin po kami,” ani Biel.

Ang koponan ng DYCI sa elemtarya ay nagwagi rin sa katatapos na PRO na nagibigay sa kanila ng karapatan na maging kinatawan ng bansa sa isasagawang WRO.

Ang guro at tagapagsanay ng DYCI-Elementary ay si Ma. Socorro Mondejar, 22, dalag na nagtapos ng kursong Computer Science sa DYCI at nagsimulang magturo doon dalawang taon na ang nakakaraan.

Ayon kay Mondejar, ang mga kasaping kanyang koponan na sina Emmanuel Cruz at Kate Dela Cruz na kapwa nagmula sa Brgy. Taal ng bayang ito ay naglalaban din sa pagka-valedictorian ng kanilang klase. (Dino Balabo)

SUBJECT : Prescribing the New Income Brackets for the Re-classification
of Provinces, Cities and Municipalities and Amending for the
Purpose Department of Finance Order No. 20-05, dated July

RATIONALE: The income classification of Provinces, Cities and Municipalities serves, among other purposes, as basis for the determination of the financial capability of Local Government Units (LGUs) to provide in full or in part the funding requirements of developmental projects and other priority needs in their locality. Thus, in the preparation of project studies and proposals, the income class of LGUs is used as a factor in the allocation of national or other financial grants. Likewise, the income classification of LGUs is used to determine the maximum amount expendable for salaries and wages, as well as the salary scales and rates of allowances, per diems, and other emoluments that local government officials and personnel may be entitled to; the number of sanggunian members and the implementation of personnel policies on promotions, transfers, details or secondments and related matters at the local government level.

Considering therefore the marked increase in the Internal Revenue Allotment (IRA) shares of LGUs and the corresponding improvements in their tax collection performance, as reflected in the aggregate Statements of Income and Expenses (SIEs) for CYs 2004-2007, in the Annual Financial Reports of the Commission on Audit, the income re-classification of all Provinces, Cities and Municipalities shall be based on the revised income brackets herein provided.

The revised income brackets on the average were adjusted upward to netout the impact of IRA increases on the income of LGUs for the past four (4) years, i. e., CYs 2004-2007. In effect, this scheme will anchor the income reclassification on the own-sourced revenue efforts of LGUs, thus, promoting greater local fiscal sustainability.

SECTION 1. Definition of Terms. – (a) The term “annual income” shall refer to revenues and receipts realized by Provinces, Cities and Municipalities from the regular sources of the Local General Fund, inclusive of the IRA and other shares provided for in Section 284, Section 290 and Section 291 of the Local Government Code of 1991 or R. A. No. 7160, exclusive, however, of nonrecurring receipts such as national aids, grants, financial assistance, loan proceeds, sales of assets, and others.

(b) The term “average annual income” shall refer to the sum of the “annual income”, as herein defined, actually obtained by a Province, City, or Municipality during the required number of consecutive calendar years immediately preceding the general classification of LGUs, divided by such number of calendar years as may be certified to by the Commission on Audit for the purpose of re-classification.

SECTION 2. Classification of Provinces, Cities and Municipalities. - As provided for under Section 1 and Section 2 of Executive Order No. 249, dated July 25, 1987, Provinces, Cities and Municipalities, except Manila and Quezon City which shall remain as special class cities, shall be divided into six (6) main classes according to the Average Annual Income actually realized during the last four (4) calendar years immediately preceding the year of re-classification.

Based on the Financial Statements of LGUs for CYs 2004-2007 of the Commission on Audit, the income brackets of Provinces, Cities and Municipalities which shall be used in their re-classification are ranged, as follows:

I. PROVINCES:

Accordingly, the Bureau of Local Government Finance is hereby directed to undertake the re-classification of Provinces, Cities (except Manila and Quezon City) and Municipalities in accordance with the foregoing income brackets and issue appropriate circulars therefor.

SECTION 3. Period of General Re-classification of Provinces, Cities and Municipalities. – (a) Upon the effectivity of the re-classification of Provinces, Cities and Municipalities pursuant to the provisions of this Order and Section 3 of the aforementioned Executive Order No. 249, the general re-classification of LGUs shall be made once every four (4) consecutive years.

(b) However, any newly converted/created/merged Province, City or Municipality, which has been in existence for a period of less than four (4) full calendar years of the general re-classification of LGUs as herein provided, shall be tentatively classified on the basis of its Average Annual Income actually realized during the last four (4) calendar years immediately preceding the year of classification.

SECTION 4. Adjustment of Income Classification. – As provided for under Section 3 of Executive Order No, 249, an adjustment of the income classification of any Province, City or Municipality shall not be made oftener than once every four (4) consecutive years, except in cases of diminishing revenues, which upon the occurrence thereof, this Department may order at any time the downward adjustment of the income classification of the LGU concerned in accordance with the income brackets herein prescribed.

SECTION 5. Repealing Clause. – Department of Finance Order No. 20-05, dated July 29, 2005, and all other orders, circulars or issuances of this Department which are inconsistent with, contrary to or not in accordance with the provisions of this Order are hereby repealed and/or modified accordingly.

The Bureau of Local Government Finance, this Department is hereby directed to disseminate copies hereof to all Provincial, City and Municipal Treasurers. All Provincial, City and Municipal Treasurers, in turn, are hereby directed to provide their local chief executives and members of the sanggunian of their respective stations with sufficient copies of this Order, for their proper information and guidance.

This Order shall take effect immediately.

Biography of Francisco Balagtas

Francisco Balagtas was born in Panginay Bigaa (now Balagtas), Bulacan on April 2, 1788. His parents were Juan Balagtas ang Juana de la Cruz. He ws also called Francisco Baltazar or Kikong Balagtas. He was married to Juana Tiambeng of Orion, Bataaan by whom he had seven children.

Even as a young age, Kiko was a nature lover. He loved to watch the green surroundings and listen the rustling of the leaves and singing of the birds. He could compare the stars like a sparks caused by the pounding of his father, a blacksmith. And he loved to listen the sound of the horseshoes just like “music” in his ears.

At the young age, he witnessed the injustice in his country and that his countrymen were suffering in hands of the Spaniards. He couldn’t fully understand why these things happened. Until one day he came to know and understand everything when he fall in love which change his life and place it in trouble. He was put in jail by his rival who was then a town cacique. He realized the injustice suffered by his countrymen so he write a poem entitled “Florante at at Laura” to expose the injustice and maltreatment of the Spaniards to the Pilipinos.

Florante at Laura, Balagtas masterpiece, depicts that beset our countrymen during the Spaniars regime. The book contains passages on upright living Learn a lesson the value of justice, the important of love, respect to the elders, discipline and patriotism.
