International convention centre to come up near Bangalore
Bangalore, May 26 (PTI)

The Karnataka Cabinet today approved setting up of an international convention centre near the airport here at a cost of Rs 250 crore in a bid to promote the city as an attractive destination to host huge conferences and exhibitions.

Briefing reporters, Law Minister S Suresh Kumar said the centre would house a convention hall with a seating capacity for 6,000 and 20 small conference halls which would accommodate between 50 to 200 people, besides a 20,000 square metre exhibition centre.

It would come up on a 35-acre plot. It would be part-funded by budget allocation, while the remaining funds would be mobilised by the state-owned Karnataka Industrial Areas Development Board (KIADB).

Suresh Kumar said Hyderabad could attract a lot of international conferences and exhibitions after such an international convention centre came up there, while one in Gujarat has also been completed.

The Cabinet gave its nod to allot 103 acres -- through KIADB -- to BMM Ispat to set up a steel plant in Hospet Taluk in Bellary district. A decision on fixing the rate for the land has been left to Chief Minister B S Yeddyurappa.

The Cabinet also approved a Rs 27 crore project to set up a semiconductor lab and a "focussed" school by Indian Institute of Information Technology here.

A joint project of the Central and state government, it would be funded to the extent of Rs 9.75 crore by industries, Higher Education Minister V S Acharya said.

Under the Bangalore Helix project at Electronic City, a biotech lab and incubation facilities for biotech startups would be established at a cost of Rs 16 crore on five acres of land, as per another cabinet nod today.

The Cabinet also cleared setting up of heavy transport vehicles drivers training schools in Dharwad and here at a cost of Rs 12 crore each under public-private-partnership model to minimise road accidents.

While the state's tranport department would set up these schools, which would have driving tracks and hostel facilities, among others, they would be run by the private sector, Suresh Kumar said.

Rs 250-cr convention centre to boost B'lore image

BANGALORE: The country's software and outsourcing capital can soon boast of a world-class international convention centre near Bengaluru International Airport.

The cabinet on Thursday approved an investment of Rs 250 crore for the centre. "It is likely to be the largest international convention centre in South India. To be built in 35 acres of land, it'll be ready in 18 months," law minister S Suresh Kumar said.

The centre will house a convention hall with seating capacity of 6,000 and 20 conference halls which can accommodate 50 to 200 people, besides a 20,000 square metre exhibition centre. "The premises will be used largely to promote the city as an attractive destination to host huge conferences and exhibitions," Kumar said.

The project was initiated taking a cue from the Hyderabad centre, which hosts a lot of conferences and exhibitions. Gujarat, too, boasts of such a centre.

HEAVY VEHICLE DRIVING SCHOOL

To minimize accidents on highways of heavy transport vehicles, the government plans to build two schools to train heavy vehicle drivers. To be set up in Bangalore and Dharwad, they'll be run by private concerns, while the government will build infrastructure including driving tracks and hostel facilities.

I was confused this with BIEC on tumkur road. Gujarat convention center nobody will use as alcohol is banned there :lol: Currently most conventions are held in 5 star hotels which got small halls. Not sure recent Sheraton at World trade center got big convention hall, any pics?

^^ That is convention center in hyderabad, this BIEC is exhibition center - they serve different purposes. Currently Bangalore conventions happen in 5 star hotels only, which are small halls. Bangalore badly needs a convention center, let us see how long it will take to complete. Sheraton convention hall pics anybody?

BANGALORE: BBMP has done it again: on Thursday morning, it bulldozed its way around South City complex, a gated community off Bannerghatta main road, stripping it of its gate and part of its compound wall. Residents were in for a rude shock, and reacted with anger at the road-widening exercise, which they termed "sudden".

A section of their compound wall on the western side, facing Puttenahalli lake, was also razed to restore a public road running within, to connect Puttenahalli main road to Bannerghatta road, Arakere and other areas, as per the Comprehensive Development Plan (CDP).

"We have not demolished any part of the building. We only want the road restored, as per the CDP. Developers have also relinquished the land to us through the BDA. It's not our fault if the residents haven't been informed about it. They must settle it with their developer. They cannot continue to block a public road,'' BBMP joint commissioner (Bommanahalli) Shivabasavaiah told TOI.

He said the demolition to restore connectivity was being done as recommended by the Lokayukta, but refused to show any supporting documents.

RESIDENTS ANGRY

Work started at 10.30 am. The main gate was broken in just 20 seconds, and half a km of their compound was bulldozed within the next two hours.

The demolition, carried out on a weekday morning with high police security and without any prior intimation, angered the residents. Their phone lines were also snapped. Women and senior citizens gathered to protest against the demolition, but had to stand helpless and watch.

"This is a cowardly exercise by the BBMP to cover a blunder in sanctioning the plan 15 years ago. If the road was in the CDP, then why was this gated community approved with the road running inside?'' asked Abraham Kuruvilla, president of South City Group Housing Apartment Owners' Association.

Many of them invested in it only because it was a gated community project. The complex, on a 34-acre campus, was built as part of a group housing scheme, and 12 acres were relinquished by the developer to BDA. But the flat owners were not informed of this transaction.

"Even the latest sale deed says we have ownership over the entire 34 acres, that include land beyond the compound wall that was demolished. BBMP officials didn't even have a court order for the demolition,'' said an angry Prema K.

"What sort of road-widening exercise is this? What security do we have? Is it our fault that the developer kept some crucial information from us? Policemen tried to hide our developer, who was at the spot. How can we leave our kids and aged family members alone, without security? Anybody can go in and out of South City. It is a nexus between the developer, BDA and now BBMP," said Geetha Subramaniam.

RESIDENTS AWARE OF DEAL: DEVELOPER

We are only the land developers. The deal clearly specifies that public utilities cannot be gated. Residents are also aware of the clause. The thoroughfare here is also a main connect to other areas and the main road. Both the park and road are public properties. We were unable to build a proper compound wall as some people here had approached court and the matter is sub judice.

Now Bangaloreans can avail Liquid Petroleum Gas (LPG) through pipes. A joint venture between State-run Gas Authority of India Ltd (GAIL) and Karnataka state Industrial and Infrastructure Development Corporation Ltd (KSIIDC) will supply piped gas to homes, compressed natural gas (CNG) to commercial and passenger vehicles and fuel to industrial estates in the city.

The city will see 700 kilometers of pipelines. A big gas pipeline will be laid at first and later LPG will be released through small pipes. A meter will be fixed for the pipe and customers should pay monthly. Work has already started on Magadi Road, Sumanahalli, Outer Ring Road, National Highway-4, BHEL circle, Big Bazar, Ramamurthy Nagar, Old Madras Road, KR Puram, Marthahalli, Silk Board Junction and National Highway-7. The entire process is slated to be finished by 2013.

This initiative taken by GAIL and KSIIDC is an effort to set up natural gas infrastructure in industrial estates, city gas distribution networks and distributed power generation projects in industrial areas across the city. Authorities at GAIL claim that laying the gas pipeline in the city is going smoothly. Work in some areas is already complete. Once the pipeline work is completed, work on supply of piped gas to homes, compressed natural gas (CNG) to commercial and passenger vehicles, and fuel to industrial estates in the city will start.

The 1,413-km Dabhol-Bangalore pipeline will carry 16 million metric standard cubic meters (mmscm) of gas per day at `5,000 crore and the 1,114-km Kochi-Mangalore-Bangalore pipeline will carry another 16 mmscm of gas per day at `3,300 crore.

Karnataka has demanded that the Centre allocate special funds and provide assistance for the development of Bangalore's infrastructure.

The demand was made by chief minister BS Yeddyurappa during the inaugural day of the two-day regional consultation of the Planning Commission with southern states on the approach paper to the 12th Plan on Friday.

Stating that more funding should come from the Centre and the approach paper for the plan should address this issue, the chief minister said, “State governments have had to invest heavily in the infrastructure of IT-growth cities without receiving assistance from the Centre. Individual states do not even get incentives for IT-led exports which have registered a phenomenal growth in the recent past. We are of the strong opinion that cities such as Bangalore which have made ‘brand India’ universally recognised and contributed $14 billion to the country’s export earnings must receive substantive assistance from the Centre for infrastructure development.”

Yeddyurappa also suggested that the state government be provided larger powers in executing major infrastructure projects like the metro rail.

Currently, the Metro Railway Construction of Work Act 1978 and Metro Railway Operation and Maintenance Act 2002 have no role at all for the respective state governments and in effect, it has taken away the development of metro from the purview of the states, he said.

“Decisions on the construction of Metro within the municipal area, operation and maintenance of metro, regulation of activity like fare fixation, claim settlements (regulation through institution) must be assigned to the state government along with the formulation if rules,” said Yeddyurappa.

The chief minister also said that the Railways should be persuaded to take up commuter rail projects in partnership with the state government on a cost sharing basis.

“A commuter rail project in the city can provide the much-needed connectivity on the north-south and east-west access to existing surface lines in Bangalore. The project is designed to integrate with the road transport and metro project. Further, the railways must be persuaded to finalise the private participating policy as in the case of airports, ports and highways,” he said.

The chief minister also said that the state government, in association with the Centre, was implementing the high speed rail link project along the road to the Bengaluru International Airport.

On the Goods and Service Tax (GST), he said that the uncertainties arising out of the impact of GST on the states’ resources for the plan financing was a major concern. “The assurance given by the Centre regarding compensation for a limited period is welcome. However, the finally selected GST rate should not compromise the ability of the states like Karnataka with high tax effort,” said Yeddyurappa.

BANGALORE: In what will be its biggest expansion since inception, the iconic National Law School of India University (NLSIU) Bangalore will double its intake from 2012.

The premier L-school, which now admits 80 students, including five foreign nationals for its five-year BA-LLB programme, will open its doors to 160 candidates from next year.

"The law school has built an image for itself. Being a fully residential school, we need to have adequate infrastructure in place and quality faculty to maintain high standards. If focus is not on them, it would be like putting the cart before the horse. Our new classrooms should be ready this year and we also plan to hire more faculty so that the intake could be doubled from next year," NLSIU vice-chancellor R Venkata Rao told TOI.

Limited intake has been a long pending issue, with even the Chief Justice of India-appointed school review commission saying that the L-school was not justified in restricting the enrolment to 80 for long. Doubling intake, the commission said, would not only see more students joining the legal profession, but substantially cut down the cost per student. NLSIU currently charges an annual fee of around Rs 1.72 lakh for general category students.

In addition to its two existing two-year LLM programmes in human rights law and business laws, the L-school proposed to launch a new dedicated master's programme in teaching law. "We want to identify undergraduate students with an aptitude for teaching and encourage them to take up this course (LLM-Teaching). There are a number of alumni who also want to come back and teach at the law school. This will help us overcome the shortage of faculty across law schools in India," Rao said.

On the contentious issue of providing caste-based reservation to locals, the V-C said: "Local aspirations have to be respected. I believe in equitable justice. There is a meeting of the executive council later this month and I am sure a judicious decision will be taken. I believe that we can evolve a model whereby local aspirations are met and the national character of the institute is also maintained."

MORE NATIONAL LAW SCHOOLS COMING

Soon, every state will have a national law university. To usher in the second-generation reforms in legal education, the Union law and justice minister has convened a meeting of vice-chancellors of leading national law universities on June 13 to discuss the proposed National Law Schools Bill that aims to set up world-class law schools. India now has 14 national schools. The Centre also proposes to set up an autonomous, well-networked centres for advancement of legal studies and research in each region. They will serve as a think tank for advising the government in national and international fora. One such centre is likely to be set up at NLSIU, Bangalore.

BANGALORE: The monsoon is here and the water board is yet to complete desilting work. The Board has extended the job deadline by another month, due to shortage of jetting machines. They require 30 additional machines to desilt manholes. "We have to desilt at least 50,000 manholes. In the past month, we were able to clear 17,000 to 20,000 manholes. We are extending the deadline to June-end," he said.

BWSSB engineer-in-chief T Venkataraju said they have called for tenders to get 30 jetting machines. "We are likely to get them by July-end. The desilting work has been extended by another month," he said.

Shortage of skilled labourers still troubles the water board, and without them, completion of Cauvery IV Stage II Phase will be difficult. BWSSB minister S Suresh Kumar said they require at least 1,000 skilled labourers now.

Bangalore: The Planning Commission is keen on bringing certain changes in the present structure of the central schemes giving more flexibility to the states in utilizing these funds.
With southern states raising the issue of flexibility in using these funds, Planning Commission deputy chairman Montek Singh Ahluwalia agreed that too much of micro-management caused problems. “We are in favour of introducing flexibility and in the 12th plan we will look at structural changes,” he told reporters here on Friday after the commission’s regional consultation with the four southern states for preparing the approach paper to the 12th Five Year Plan (2012-17).
Referring to these schemes, chief minister B S Yeddyurappa said: “Assistance to states is provided with too many conditions.”
He said almost two-thirds of the central assistance of Rs 70,503 crore budgeted in 2011-12 is for specified state plan schemes and this practice appears to suggest packaging of central schemes as central assistance for state plan schemes. “This practice should be stopped in the 12th plan and the entire assistance should flow based on objective distribution formula with freedom to the states to decide their priorities,” he said.
Ahluwalia said the aim of the 12th plan would be to achieve an economic growth rate of 9-9.5%. During the 11th plan, the economic growth of the country was 8.2% as against 7.7% in 10th plan. This slightly lower growth in the 11th plan was on account of the global economic slowdown starting from end of 2008.
Inflation may come down
On the high food inflation rate, Ahluwalia said: “With better macro management of the growing economy and an anticipated good monsoon, we hope inflation will come down to reasonable levels by September-October.” He added that there was no shortage of food grains or cereals in the country. The food inflation rate touched 9.01% for the week ended May 28 giving no respite to the consumers. Ahluwalia said that the government could not contain the inflationary pressures and missed the target due to rising world food prices and other global factors like crude oil prices.
Infrastructure debt fund
On the proposal to create a $11 billion infrastructure debt fund to finance the various projects related to the sector, Ahluwalia said that the finance ministry was examining this proposal and a decision was expected soon.
The Centre has been talking about creating a large infrastructure debt fund to provide easier financing option to various projects in this sector. A panel appointed by the government has already provided its recommendations on setting up such a fund. However, he agreed that there were certain contentious issues with regard to infrastructure projects especially on coal linkages for power projects.
There was no representative for Tamil Nadu. A Ramanarayana Reddy, Andhra Pradesh’s finance and planning minister, K C Joseph, Kerala’s rural development, planning and culture minister, V S Acharya, Karnataka’s planning and statistics minister, were present.

Slums to go, high-rises for dwellers in Bangalore

Making Karnataka a ‘slum-free’ state is chief minister BS Yeddyurappa’s pet project for city dwellers. On Wednesday, housing minister V Somanna announced that a committee would be set up to prepare an action plan in a month’s time for this purpose.

The committee, comprising top officials from housing, urban development and law departments, has been instructed to submit a report within a month. The aim is to issue title deeds to slum dwellers and provide them pucca houses.

Somanna, who chaired a meeting of the legislators and MPs from Bangalore on Wednesday, said, “The action plan would cover slums on BBMP lands, revenue lands and also private lands. The government would provide Transferable Development Right (TDR) to the private landowners while rehabilitating slum-dwellers on private land.

Title deeds would be issued within two or three months in areas where the slum habitations are not too crowded.High-rise housing complexes would be built in areas where slums stand, in areas where the population density is high.Intense efforts would be made to convince property owners in slums to accept the TDR, as their property lies on private land.

Already, work on such housing complexes has started at Panthara Palya and Ragigudda slums.

In all, action has been taken take build 10,000 houses in the city so far. In Bangalore alone, 571 slums have been identified. Of these, 244 have been notified, and the remaining 327 slums too would be notified after the ongoing survey is completed.

However, the title deeds would not come free of cost.

Beneficiaries would be charged `20 per square feet. The initiative would be extended to slums in other cities and towns too later, Somanna said.

The minister admitted that rehabilitation of slum dwellers is a politically-sensitive issue and appealed to all the legislators and political leaders not to politicise it.

A parking lot for lawyers, soon in Bangalore

Advocates have, at last, been allotted a parking lot by the state government. High court advocates can now park vehicles between the high court and old KGID building in the Cubbon Park premises.

Announcing this, law and parliamentary affairs minister S Suresh Kumar said: “Considering the parking needs of advocates, we have decided to use the area between old KGID building and high court. We will lay tiles in the area and make arrangements for parking up to 600 cars.”

Cars are already being parked in the space. The new flooring will facilitate smooth parking. The technology used will be such that the floor can quickly absorb rainwater. Also, there is no need to chop a single tree in Cubbon Park for this, he said.

After conducting a video conference with district judicial officers on infrastructure, Kumar said: “To help high court advocates, we have decided to build a new canteen. Work on this began two months ago. By July 15, the basement will be ready. We have also decided to shift the court room from Mayo Hall to Utility Buildings in one-and-half months.”

Suresh Kumar said construction of judges’ bungalows at Hebbal was in progress. In the first phase, four bungalows would be ready by August 15. By September 15, four more bungalows would be completed. By 2012 March, seven more bungalows would be ready. The state government was constructing 15 bungalows for judges at Rs55 crore, he said.

“As announced in the state budget, we will provide power generation sets for all district courts for their smooth functioning,” he added.

Gulf Oil to set up IT special economic zone in Bangalore

Gulf Oil Corporation, the Hinduja group company that owns about 1,800 acres across the country, is taking its land monetisation plan ahead.

“We are working on monetising the asset. We have firmed up a plan to develop 5.05 lakh square feet in Bangalore into an IT/ITeS special economic zone with facilities including hotels, service apartments and retail space,” Subhas Pramanik, Gulf Oil’s managing director, said.

The development of the Bangalore property is estimated to cost about Rs1,350 crore. Gulf Oil has entered into an agreement with yet another group company - Hinduja Estates - for developing the SEZ. “We will invest land from our side while the entire project cost would be footed by Hinduja Estates. The land is valued at about Rs550 crore, he said.

However, Gulf Oil and the development company have reached an agreement on sharing the revenue with about 30% accruing to Gulf Oil. “The development of the property would take about two years and we expect to get about Rs80 crore every year from 2013-14 towards our share in the property,” Pramanik said.
According to him, the properties were acquired over a period of time by the company and the value of the property would now be unlocked through development.

Similarly, the company is also working on developing about 100 acres in Hyderabad. It would build about 10.4 lakh sq ft with a focus on catering to the needs of the knowledge sector.

“The development of the land would be in the form of a park and we had originally planned to develop it as a knowledge park. Now, we are taking a re-look at the concept. However, it would house incubation facilities, R&D centres and such institutions requiring less of pollution clearances,” he said.

The park would also have housing and other commercial establishments. However, the company is not setting a timeline for completing the development.

The other asset that would come up for development is located in Mumbai. The 80-acre property in Mumbai, too, would be monetised, though the plan is still at an early stage.

Gulf Oil, which recently demerged its explosives business into a wholly owned subsidiary, plans to rope in global partners which could help it with cutting-edge technologies to stay afloat.

The company has already appointed merchant bankers to scout for technology partners. The explosives subsidiary now has six manufacturing facilities spread across the country.

He said the over 50-year-old explosives business of the company was reporting flattish revenues and the profit margins were unattractive. “We need new generation explosive products based on strong research and development that can offer us attractive profit margins.”

Pramanik said the management would prefer to retain controlling stake in the explosives company while divesting equity stake in favour of technology partners.

India’s first urban affairs varsity in Bangalore
The Indian Institute of Human Settlements (IIHS) is coming up with its first university at a 58-acre space near Kengeri in the city outskirts.

The institute said the varsity will be unique with the curriculum designed by eminent experts in urban planning to nurture talent in the field. “The building of the university and its courses will be different and based on real time learning; so the planning for the university needs a holistic approach. Until now, the project is estimated to cost about Rs400 crore and the building of the university campus about Rs350 crore,” said Aromar Revi, director, IIHS.

IIHS said it would rope in the best of academicians and professionals in urban planning and even government agencies as the faculty of its university. Massachusetts Institute of Technology, University College of London, African Centre for Cities are some of the institutions from where the faculty will be drawn to IIHS. These institutes would also fund IIHS’ university.

“Our faculty will comprise of men and women who have been in the profession of urban infrastructure building from India as well as from a host of countries to share the best practices and guide student teams on how to see the smallest of the situations as an opportunity of good and sustainable urban planning,” said Shirish Patel, member of prime minister’s core group of urban transportation, who is also a member of IIHS.

“India will see eight urban transformations in the coming 20 years and we are not prepared. We do not have skilled professionals to plan cities and town which will have 70 million population, facilities and liveable conditions. This is where our students will play a key role to bridge the gap between the urban bodies, government and private, agencies and civil society to help inclusive growth,” said Revi.

IIHS also announced the commencement of its Masters programme in Urban Process (MUP). The programme, which begins from January 2012, is open for students and professionals from every field. The fee of the two-year programme is yet to be announced.

“The idea behind having students from every background, from engineering to social science to public health, is to create a system of learning where knowledge on various subjects cab be shared and utilised to make urban processes and systems work better,” said Revi.

The course is structured in three layers — in the first, students will study contemporary India, second they will study settlements and environments and third will engage them to practise their learning on the field. Students will be able to get hands-on experience during the course with government and private stakeholders dealing with urbanisation of places.

IIHS is also starting a seven-day short-term course on “Re-Imagining the World Class City” made open for students from all undergraduate programmes and professionals. The course fee is Rs15,000 and officials from the state government have shown interest to take up these courses in urban planning.

Chief of the UID programme Nandan Nilekani is one of the directors of IIHS along with Shirish Patel, Aromar Revi, Rakesh Mohan, Deepak Parekh, Kishore Mariwala and others.

If you're wondering how to keep track of BBMP projects in your area, here is some good news. The BBMP's web-based global project management system will provide real-time ready-to-view information online. It would provide a single-point database of all ongoing projects.

The aim is to promote transparency and accountability, said vigilance commissioner R Sri Kumar on Saturday during the portal's unveiling. The e-governance initiative enables real-time monitoring and management of over 20,000 projects. One can track progress of a project by placing it on a watch list and receive alerts when changes are made on the project portfolio, said the BBMP.

Citizens, however, were sceptical of how this would improve the ground situation. "What happens when facts do not match the information that engineers upload?" they asked. Citizens' role is crucial and they can help verify whether the work shown online is done in the wards, said Raja Seevan, founder-trustee of Indian Centre for Social Transformation, one of the organisations involved in the project that took two years to take its present form.

Henceforth, the website will have documents pertaining to projects and allow citizens to upload cellphone pictures and videos. A grievance redressal system will also be integrated into the website, said BBMP special commissioner KR Niranjan.

Forty volunteers from the Project Management Institute will work with 1,000 BBMP engineers and help the latter in using the system. The system can be accessed from the BBMP website.

Government land that was encroached by residents at Laggere will be evicted in one week, said mayor Sharadamma on Saturday.

She, along with deputy mayor S Harish and BBMP commissioner Siddaiah inspected the HMT, Lakshmidevi and Laggere wards in Rajarajeshwarinagar zones on Saturday.

During the inspection, Laggere ward corporator Lakshmikantha Reddy said 10 acres along stormwater drains have been encroached upon. The mayor directed the commissioner to evict the encroachment within a week and fence the land. She suggested that a park be set up in the land.

The trio then visited the Lakshmidevi ward, where the corporator was instructed to develop roadside drains before monsoon. After visiting the maternity hospital and health centre at Nandini Layout, she instructed the hospital staff to provide proper medical treatment, as the public has complained that the doctors there direct the patients to private hospitals for treatment.

Sharadamma also directed officials to repair the building and remove dry trees in front of the hospital. HMT ward corporator Asha Suresh appealed to the mayor to construct a ward hospital and an Ambedkar Bhavan. Sharadamma has assured that she will look into the matter.

‘You can’t keep widening the road’

Expressing wholesome displeasure over the Bruhat Bangalore Mahanagara Palike (BBMP)’s plans to widen the Sankey road are the residents of Sadashiva Nagar.


Questioning the Government’s authority to meddle with the inner-city and a largely residential area, the residents also raise their apprehensions about the Stella Maris school. If the project gets underway, students will have to learn in classrooms hardly two feet away from a busy traffic corridor. Three other schools in the area will also be considerably affected.

“The width of the road has nothing to do with the traffic. The increase in traffic is due to the number of vehicles plying. Given the current rate, it will double in another 5 years. Do they propose to go on widening,” asks A.P Sirur, president of the Malleshwaram Swabhimana Initiative (MSI).

Widening one road would only mean shifting traffic to another spot, argues another resident. “One look would tell you that whatever you do, the exponential increase in vehicles will completely take the traffic to square one,” he adds.

“We strongly suspect that this is in connection with the JNNURM(Jawaharlal Nehru National Urban Renewal Mission) and just another plan to liquidate funds,” another resident Hemant Kumar alleges. Another allegation is the involvement of a timber mafia and contractors, who have been pushing officials into implementing developmental plans.

No notice issued

Adding to their exasperation is the fact that no notice or written proposal whatsoever has been issued to the residents. The residents were taken by surprise when the BBMP officials began surveying the land. They say the action is in complete contradiction to the word they had received earlier by the Government. They were told that the government would wait until the completion of the Namma metro, analyse its impact and only then come to a decision on the road-widening project.

The residents are collectively concerned over the major deforestation that will take place, once the road widening gets going. Incidentally, the residents around Stella Maris School have been waking up to find age-old trees around their place surreptitiously chopped down in the night.

Dr. Meenakshi Bharath, member of the MSI, says, “Destroying the integral Bangalore is not the solution. A survey was done in March and the peak traffic density was found to be below the maximal for a road of that width.”

Sampige road widening issues

Not far away from the Sankey road is the Sampige road. Widening of this road has become even more contentious with the BBMP’s recent demolition of the Mantri Mall ramp and the compound of the residential Mantri Greens property.

Echoing the Mantri Developers view of ‘vested’ interests being the reason behind the ‘unjustified’ demolition, the spokesperson for the Mantri Green residential apartment owner’s association says: “A lot of hue and cry over the widening of the Sampige Road appears to have started after the BBMP elections.”

Prabhakar Rao, the president of the RWA, feels the Palike Commissioner may have been ‘forced’ to give the order. The four metre land acquisition by BBMP will also bring about huge changes, which may include the demolition of the Sri Chamundeshwari Temple located within the premises and reduction in the parking space of school buses ferrying children. The Mantri residents claim this also poses potential danger since the children will have to use the widened Sampige road to board or alight from the bus.

“Our suggestion, as per the views of architects we have consulted, is that a dedicated auto lane on the left side of the trees-with the trees acting as a median will help reduce the traffic congestion on the road,” says Meenakshi Bharat.

Low-cost home is based on same principle as Nano — reverse innovation

Mumbai: While developers in the city are touting construction costs of Rs 3,000 per square foot, an Indian-American academician is redefining the benchmarks of affordable housing with his $300 house challenge.

What started as a blog on Harvard Business Review earlier this year took the shape of a design contest that drew ideas from across the world. The six winners are now ready to unveil the prototypes of homes that cost just $300 (Rs 13,500 approx).

"It's an idea whose time has come. And more than any other place in the world, Mumbai needs innovations like these," says Dartmouth-based Vijay Govindarajan, founding director of Tuck's Center for Global Leadership and a visiting professor at Harvard Business School.

The low cost home is made of mass-produced synthetic materials such as poly-carbonate or fibre. While the area of the prototypes is 225 sq ft, the living space is 10 ft high, and comes with basic provisions like windows for ventilation and sunlight, and solar panels for energy efficiency. Though there is provision for a private shower within the house, common toilets can be accommodated in a separate block. The heat-resistant, rain-resistant and fire-resistant homes come with a water tank, and a scalable design that can be improvised depending on what the occupants can afford. "It is an extension of the concept of reverse innovation, something similar to what the Tatas did while making the Rs 1 lakh car, Nano," says Govindarajan.

Govindarajan believes that the $300 house can change the lives of the poor if all agencies join hands. "Corporate entities like the Tatas and the Mahindras should fund such projects. The government can provide the land and the NGOs can implement the work," says Govindarajan, who has offered to donate his time for the venture.

But to really make a difference on the ground, a $300 house alone is not enough. "In Mumbai, people are able to build houses for themselves on even lesser. What they lack are basic amenities like toilets, water and secure tenure," says New York-based architect Makrand Bhoot, who has also worked with slum dwellers in Mumbai. According to Bhoot, ensuring equitable partnerships with the poor right from the beginning of the project is essential to make such ventures sustainable.

Bangalore will soon get its tallest residential complex, a 46-storey tower by Mantri Developers. Though a formal announcement about the project is yet to be made, the buzz in Bangalore’s realty market is that it will turn out to be a landmark both in terms of magnitude and the cost. With each flat expected to cost over Rs 1.25 crore, the developers have already launched a silent blitzkrieg aimed at upscale buyers. A prototype of the residential tower, named ‘Mantri Pinnacle’, with details about the project has been put up at Bangalore International Airport.

It will have 133 apartments some with three bedrooms and the rest with four. The apartments will come in two sizes: 2,190 square feet and 3,550 square feet. All the flats will be centrally air-conditioned with personal controls and come with concierge services. The tower will offer a breathtaking view of the city from a sky lounge that will be constructed on the 41st floor. There will be an observatory on the 42nd floor and a helipad on the 46th floor. The tower is in close vicinity to J P Nagar, Jayanagar and the IT corridor. “The complex is surrounded by top IT companies, educational institutes and hospitals,” a source said. Apart from the regular features like sports arena, a mini-theatre and health club, the tower will boast of an aqua gym — a swimming pool that can be transformed into a water gymnasium. The project is likely to be completed in the next two years.

Greater Peenya to be ready in three months for SSIs

Bangalore: South Asia's largest industrial hub, Peenya Industrial Area, will soon become bigger and better. The Greater Peenya Industrial Area, being established exclusively for micro, small and medium industrial units, will be ready for occupancy in the next three months.

Land acquisition process for the project, which will be situated near Nelamangala and spread over 225 acres, has started with Karnataka Small Scale Industries Association (KASSIA) acting as the nodal agency for buying land from farmers. "Land acquisition is going on completely on mutual consent basis and a price of Rs 40 lakh is being paid per acre of land. The process has been smooth without any resistance from the farmers," Large and Medium Industries minister Murugesh Nirani said on Tuesday. The new industrial hub would be able to accommodate about 1000 industries.

Replying to a query on rising number of cases where the land allocated for industrial units have been used for commercial complexes or sold as real estate, Nirani said it would not be allowed. "We have made land allocation rules more stringent. Those who fail to put up their units in the plot within 2 years after the allotment would lose their plots. We will withdraw the allocation."

Those who fail to put up their units within two years due to genuine reasons would get an extension of one year, but the deadline would not be extended at any cost, he said.

BBMP will review road widening

BANGALORE: If your house is earmarked for acquisition and there is no heavy traffic flow on the road, then you may heave a sigh of relief. Your road will be dropped from the list of 216 roads to be widened.

Bowing to public pressure, BBMP has decided to take a relook into the entire project, and the issue is before the Town Planning Standing Committee. "Not all the roads will be widened as was announced earlier. We will do a resurvey of the roads notified for widening. Non-arterial roads, where widening is inevitable, will be taken up in a phased manner and that too only after public consultation. Shortly, the list of roads to be widened will be made known to the public," BBMP officials told TOI.

Urban development minister S Suresh Kumar told TOI efforts are on to make TDR attractive. "The present status of TDR is not public-friendly and it does not help anyone other than builders who go for vertical growth. Even a layman who gives away his property for widening must be able to sell his/her TDR certificates and buy a site or any other property.''

A Ravindra, adviser to the chief minister on urban affairs, has readied a report on how to make TDR attractive and public-friendly, and it will be examined, the minister said. "We will shortly come up with a new kind of TDR. This applies to every city where widening has been taken up. Public discussions will be held, and it will be made public by the end of July."

In Bangalore, a 30-km Hebbal-Silk Board junction would have the new transport facility to be implemented at a cost of Rs 550 crore, in Mysore over a stretch of 160 kms costing Rs 1173 crore and the investment on the 31-km transport system proposed for Hubli-Dharwad was yet to be worked out. Under the project, a dedicated lane would be earmarked on the existing roads for faster mode of transport, Acharya said and added "technical people will work out the details". The government decided to extend Rs 9 crore tax concession to Toyota Kirloskar plant at Bidadi where it has expanded its facility for manufacture of small and compact car Etios. The additional investment the company was making on import of certain goods was in the order of Rs 450 crore and had sought tax concession for this amount, he said. The government has granted Rs 80 crore tax concession to Toyota Kirloskar's Bidadi plant for a period from 2009 to 2012 as its investment has totalled Rs 4443 crore. The cabinet also gave its stamp of approval for various development works which included release of Rs 50 crore for development of infrastructure in the newly carved Yadgir district, establishment of a Chip Testing Characterisation Laboratory for testing Semiconductor chips in the city with Rs 7.20 crore investment. The Centre is sharing 50 per cent of the cost, he said. Bangalore has become a hub for manufacture of semi-conductor chips, but depended on foreign countries for testing, which prompted the government to set up the laboratory, he said.

KPCL will set up power project for Rs 3,500 crore for which gas will be piped from Dabhol

The Karnataka government today approved the fuel linkage for the 700 Mw first unit of the Bidadi combined cycle thermal power project for an investment of Rs 3,500 crore. The state-owned energy producer, Karnataka Power Corporation Ltd (KPCL), would execute the project and use liquefied natural gas (LNG) as fuel.

“This project was planned a long time ago but the issue of fuel had been pending for a long time. Now, the cabinet has decided to source LNG on the spot market. The project will be ready by 2014 to coincide with the commissioning of Dabhol-Bangalore-Bidadi gas pipeline project,” Dr V S Acharya, minister for higher education, said.
Briefing reporters on the outcome of a cabinet meeting chaired by chief minister

B S Yedddyurappa, here on Thursday, he said the government would decide later on the fuel linkage for the second unit of the 700 Mw project. Presently, the Gas Authority of India Ltd (GAIL) is laying the 800-km gas pipeline. However, the exact amount of gas required for the 700 Mw first unit is yet to be ascertained, he said.

He said, presently, 53 per cent of the power produced in the state is consumed in Bangalore city and the Bidadi project would be very helpful in overcoming the shortage of power.

The cabinet also approved development of the Bus Rapid Transit System (BRTS) for the cities of Bangalore, Mysore and Hubli-Dharwad spanning over 220 kms at an estimated cost of Rs 1,700 crore. In Bangalore, the BRTS track would be developed between Hebbal and Silk Board Junction stretching up to 30 kms at a cost of Rs 550 crore. The city of Mysore would have a BRTS track of 160 kms at a cost of Rs 1,173 crore and Hubli-Dharwad twin cities will have 31 kms. The cost is yet to be ascertained for the twin cities, Acharya said.

He said, the BRTS system would help ease traffic congestion, as there would be dedicated tracks for city buses on the sides. This system is already functional in over 100 countries and many cities in India, including Ahmedabad, Indore among others.

“BRTS is a very efficient system of mass transport and it helps in decongesting city traffic. It would help BMTC increase its footfalls as it ensures better realisation at lower operational cost. The capacity utilisation would also go up as BMTC can run 25-30 kms per hour as against the present 10-15 kms, thus doubling its efficiency,” Akash Passey, managing director, Volvo Buses India said.

He said, Volvo would be very happy to help the state government operationalise the BRTS. Presently, Volvo operates BRTS in over 40 countries around the world, he said.

The cabinet also cleared a proposal to set up a semiconductor chip design, testing and characterisation lab at a cost of Rs 7.20 crore at Electronic city.

The cabinet also decided to take up development of tourism infrastructure at Kemmannagundi in Chikmagalur district at a cost of Rs 49.5 crore. The government also plans to build a 25 km approach road to the upcoming Bellary airport at a cost of Rs 37 crore.

A proposal to build a truck terminal spread over 13 acres at a cost of Rs 20 crore at Dasanapura was also cleared at the cabinet meeting.

Bangalore Medical College to have the first govt genetic laboratory in city

Many projects are going to be part of the Central Research Laboratory of Bangalore Medical College in the next six to 10 months. The college has recently got approval for this laboratory from the central government and also a fund of Rs6 crore for the initial five years.

Now, since the fund crunch has been sorted out, BMC authorities are focusing on the development of the lab. For the first time, the city will have its Therapeutic Drug Monitoring (TDM) and Pharmaco Vigilance Lab on such a large scale. “The TDM lab will work in collaboration with the psychiatry department of Victoria Hospital and will monitor the serum levels in various drugs. With so many new drugs entering the market, the pharmaco-vigilance department will not only be monitoring the adverse drug reactions, but will also double up as a drug information centre,” said Dr CR Jayanthi, HoD, Pharmacology, BMC.

The Central Research Laboratory will also see the first government genetic laboratory in Bangalore. “Basically, this facility will be for children with Down’s syndrome or any other abnormalities,” said Dr Priya Ranganath, associate professor, anatomy. The Centre will also provide genetic counselling.

In a letter sent by the central government to BMC, the ministry has pointed out the objectives of the entire scheme of establishing a central research laboratory. The letter says: “The focus of the scheme is to breach the gap in infrastructure which is inhibiting health research in the medical college by assisting them to establish a multi-disciplinary research laboratory and animal-house facility with a view to improving the health research and services.”

The ministry will help in establishing similar central laboratories in Government Medical College, Mysore; Karnataka Institute of Medical Sciences, Hubli and Vijaynagar Institute of Medical Sciences, Bellary apart from BMC.

19 trees to face axe for Sankey Road widening


Sankey Road widening work will commence from next week and will be completed in 18 months, confirmed deputy mayor S Harish.

Speaking to reporters on Saturday, Harish said, “The NGOs should be part of the mechanism. They cannot become town planners.”

In order to check the veracity of the allegation made by the NGOs and the public, the deputy mayor, along with the officers, visited Sankey Road on Friday. Harish said, as per the revised master plan 2015, the road has to be widened to 30 m. “But considering all the aspects, we have decided to widen the road by 27 m. We want to clarify that we are not acquiring any private property for road widening. There were also rumours that we would demolish the Stella Maris High School building. There is no truth to that. Though it’s the BBMP that gave lease to the school, we will not demolish or damage it,” he said.

Regarding the number of trees which will be chopped for road-widening, Harish confirmed that only 19 trees would be cut. “A few people were opposing the road-widening stating that due to the closure of CV Raman Road, the traffic volume on the Sankey Road has increased. But as per the reports, the traffic volume per day on the road is 43,645 per car unit (pcu). If the volume is above 3,367 pcu, it is considered as more than the normal volume of the traffic,” he said.

Harish said that there are 103 properties coming up along the road, including the Communist party office, but the road-widening will not disturb any building.

“There was also allegation that the road widening is unscientific, but the project has been planned by the experts from the directorate of urban land transport. We will take up the critical portions for work first. Speaking about the flyover at Bhashyam Circle, Harish said the road would have to be widened before constructing a flyover there. “There is a proposal for constructing a flyover from Sadashivanagar to Vyalikaval Road at the circle,” he said.

Tata Technologies to hire 400 people by March 2012

NEW DELHI: Embarking on an expansion plan, Tata Technologies will hire 400 people by March, 2012 which will take its headcount to over 5,000.

"We are significantly ramping up our presence, our new Bangalore centre is a step in that direction. We are hiring aggressively and by fiscal-end, we should have more than 5,000 employees," Tata Technologies President, Global Services, and Chief Operating Officer (Asia Pacific) Samir Yajnik told PTI.

These people will be hired across various centres, he added.

The Tata group company provides services in engineering and design (E&D), product lifecycle management (PLM), enterprise solutions, manufacturing and product development IT services.

It has clients in automotive, aerospace, construction and heavy engineering space across North America, Europe, the Middle East and the Asia Pacific region.

"There is a huge demand from clients in the automotive, aerospace and construction/heavy engineering verticals and that is spread across various geographies," Yajnik said.

Founded in 1989, the company has about 4,600 employees and has delivery centers in Detroit (the US), Coventry (the UK), Stuttgart (Germany), Bangkok (Thailand), Pune and Bangalore (India).

"The centre at Bangalore has been set up keeping in mind the large pool of qualified engineering and IT professionals who prefer living and working in Bengaluru," Yajnik said.

In May this year, the company announced that it has completed a round of equity funding for Rs 141.06 crore (USD 30 million) from Alpha TC Holdings Pte Ltd and Tata Capital Growth Fund I.

The investment represented a 13.04 per cent equity stake on fully diluted basis.

Tata Technologies has reported a revenue of Rs 1,249.30 crore for year ended March 31, 2011.

Bangalore can fix your heart, sans surgery

If you or one of your near-and-dear ones is suffering from aortic stenosis (narrowing of the aortic valve), and are wondering about how to deal with the costs, read on. Cardiac specialists at Bangalore-based Narayana Hrudayalaya, on June 27, will for the first time in India perform a minimally invasive Transcatheter Aortic Valve Implantation (TAVI) – a procedure to replace (or even repair) the aortic valve that connects the heart to the aorta, the largest artery in the human body.

Dr Sanjay Mehrotra, senior consultant cardiologist, Narayana Hrudayalaya, told DNA that the catheter carrying the replacing valve will be inserted through a tiny incision made on the chest closest to the damaged valve for replacement or repair. Once that is done the catheter is withdrawn and the tiny wound covered.

“Unlike open heart surgery, this entire procedure can be done under local anaesthesia. It will take around an hour-and-a-half to complete the procedure and the patient can be discharged within two-three days,” said Mehrotra.

Presently, the procedure requires an open heart surgery, in which the chest is opened up from two inches below the Adam’s Apple till the navel.

The standard procedure costs anywhere between ¤1.40 lakh and ¤2.25 lakh, besides a much longer post-operative hospital admission for the patient.

“Doctors from India had earlier been exposed to this procedure. But since this is the first time that TAVI will be performed in India, experts from UK will be helping us in the procedure,” Dr Mehrotra said

BANGALORE/ TUMKUR: Bangaloreans will soon be able to register their properties online, irrespective of the sub-registrar's jurisdiction. The new system is expected to bring in a higher level of transparency and eventually create an online property price index, an alternative to the existing guidance values.

Come August 15, the state revenue department will launch the online property registration system in five sub-registrar offices in Bangalore on an experimental basis. "Going by its success, we will extend services to all sub-registrar offices in the city after three months and across Karnataka in nine months from the date of launch,'' revenue minister G Karunakara Reddy told reporters on board a bus from Bangalore to Tumkur.

The move also reflects the seriousness of the government in raising transparency in the revenue department, following a recent online survey that dubbed the department "most corrupt''.

Reddy said: "The launch of online applications will significantly lead to minimising corruption and the role of middlemen in property dealings. It will also protect people's rights by safeguarding the property against any manipulation, and also the interests of developers and the government.''

Under the new system, a resident of Yeshwanthpur can register his property at Rajajinagar or any other place of his choice. As of now, one can register property only in the jurisdictional registration office.

Rajeev Chawla, principal secretary, revenue department, said the Urban Property Ownership Records project which has been introduced in five major cities - Mysore, Mangalore, Bellary, Shimoga and Hubli-Dharwad - will soon be extended to Bangalore and 10 more towns in the state.

This will ensure availability of detailed data on private proprietorship for investors and end-users to determine the price in a transparent manner. "The move will completely curb fake registration of properties in urban areas and restrict property disputes,'' he added.

Open drainage, broken toilets, dark cells, and cracked walls— such is the sorry state of affairs in most of the prisons. More often than not, several inmates are forced to live in a single cell, in unhealthy living conditions. Moreover, some prisons do not have adequate guards to monitor inmates, which might lead to prison riots and breakouts.

To circumvent these, Parappana Agrahara Central Jail, for starters, is planning to equip itself with modern amenities. With the implementation of latest technologies, Parappana Agrahara is set to become one of the most modern jails in Asia. “The jail will have CCTV cameras, and the premises will be made more hygienic and secure,” said additional director general (prison), Kuchanna Srinivasan.

Earlier, the state government had not focused much on prison development nor has it allotted funds in the past few years. However, in the Budget 2011, the state government has sanctioned `8 crore for modernisation of jails.

“Now, like other countries, we have taken an initiative to improve the state of prisons using different technologies. A proposal has been sent to the government to sanction funds for the implementation of a good quality jammer, luggage scanner, and body scanner,” said Kuchanna.

The government has also approved the appointment of 600 officers to be placed in prisons that lack sufficient staff.
Plans are in the pipeline to set up open jails in three districts — Belgaum, Gulburga and Soudatti. About 100 acres of farmland have already been purchased for this purpose.“Open jails will be allotted for prisoners on the basis of their good conduct. This will also bring down the inmate population in other prisons,” said director inspector general (prison) MC
Vishwanathaiah.

“Inmates will undergo training in garments manufacturing. A sum of Rs25 lakh has already been sanctioned for this. The pay for inmateshas also been increased. Ambulances, 40 motorcycles, and 20 cars will be purchased for theprison shortly. Computer education will be provided to woman inmates,” said Kuchanna.

State clears 28 proposals with Rs 8,622 cr investment

The Karnataka government on Thursday cleared 28 proposals involving an investment of Rs 8,622 crore with a potential to create jobs for 23,000 people. The 25th state high-level clearance committee (SHLCC) chaired by chief minister B S Yeddyurappa, which met today and cleared these proposals, Murugesh R Nirani, minister for large and medium industries said.

The committee cleared two proposals each in the automobile, chemicals, engineering, food-processing and infrastructure sectors. Three projects are in the iron and steel sector, eight in sugar and one each in textiles, ceramics, education, IT and petrochemicals sectors.

The major proposals includes Rs 1,350 crore investment from Honda Motorcycles and Scooters India Pvt Ltd (HMSI) to set up 1.6 million motorcycles per annum plant in Narasapur Industrial Area. Hindustan Petroleum Corporation Limited &(HPCL) has proposed to lay 900 km long pipeline for transportation of bulk LPG from Mangalore to Bangalore via Hassan with a total investment of Rs 610 crore.

Vijay Mallya-controlled Mangalore Chemicals and Fertilizers Ltd (MCF) plans to set up a unit to manufacture urea, basic organic chemicals and other specialty fertiliser in Panambur at an investment of Rs 483 crore.

Karnataka Ferro Concentrates is investing Rs 225 core for setting up of 1 million tonne per annum iron ore pelletisation plant in Sandur taluk of Bellary district. Mushashi Auto Parts India Pvt Ltd is setting up a unit to manufacture bearings, gear and drive equipment at Doddaballapur industrial area at an investment of Rs 400 crore.

Britannia Industries has proposed to set up a Greenfield biscuits and bakery products manufacturing unit with a global R&D centre in Doddaballapur industrial area at an investment of Rs 100 crore.

The SHLCC also cleared eight sugar factories with a total investment of Rs 1,900 crore in the districts of Bijapur, Mysore, Bagalkot and Belgaum. These new mills will produce an additional power to an extent of 190 Mw.

Other projects cleared today include Somany Ceramics Ltd, Padmashree Ravindra Babu Textiles Pvt Ltd for an investment of Rs 80 crore and Rs 154 crore respectively.

Commenting on the status of Posco plant proposed at Halligudi village in Gadag district, Nirani said the government would denotify the land due to farmers’ protest against the project.

However, the government was yet to decide on giving alternative land to the company elsewhere in the state.

Giving details of progress achieved by projects signed during the global investors’ meet in 2010, Nirani said 20 out of 387 projects have been implemented with an investment of Rs 1,750 crore and 6,500 jobs have been created in the last one year.

Another 235 projects are in various stages of implementation, he said adding that the government would kickstart roadshows from today for the next GIM to be held on June 7 and 8, 2012.

Bangalore : The Karnataka government Thursday cleared 28 investment proposals collectively valued at Rs.8,622 crore with an employment potential for about 23,000 people, state industries minister Murgesh Nirani said.

"The state high-level clearance committee, which met here under the chairmanship of chief minister B.S. Yeddyurappa, approved the 28 projects with a combined investment of Rs.8,622 crore," Nirani told reporters here after the three-hour-long meeting.

Among the major projects cleared are Honda Motor Cycle & Scooter India Ltd plant at Narsapur in Kolar district with an investment of Rs.1,350 crore; Hindustan Corporation Ltd's 900-km pipeline to transport bulk LPG (liquefied petroleum gas) from Mangalore to Bangalore (Rs.610 crore); Mangalore Chemicals & Fertilisers plant at Panambur in Mangalore (Rs.483 crore), Mushashi Auto Parts India Ltd facility at Doddaballapur in Bangalore rural district (Rs.400 crore) and Karnataka Ferro Concentrates Ltd's pelletisation plant near Sandur in Bellary district (Rs.225 crore).

"Of the total projects, eight are sugar factories with a combined investment of Rs.2,006 crore in Bagalkot, Belgaum, Bijapur and Mysore districts. The factories will also generate 190 megawatts of power to the state grid and provide jobs for 2,391 people," Nirani said.

Sectorwise, two are in automobiles with a combined investment of Rs.1,435.52 crore; three in iron and steel (Rs.741 crore); two projects in food processing (Rs.730 crore); two in infrastructure (Rs.727 crore); two in chemicals (628 crore); two in engineering (Rs.619 crore); one each in education (Rs.470 crore) and IT park (Rs.165 crore) and Rs.772 crore in other sectors.

Other projects include Mahindra & Mahindra Ltd facility for aerospace engineering facility at Narsapur in Kolar district with an investment of Rs.284 crore, Padmashree Ravindra Babu Textiles Ltd's integrated unit at Rs.154 crore, Britannia Industries' greenfield plant at Doddaballapur at Rs.100 crore and Somany Ceramics Ltd plant at Sira in Tumkur district at Rs.80 crore.

Districtwise, five projects will come up in Bangalore Rural, four in Bijapur, three in Bellary, two each in Bagalkote, Kolar and Mysore and one each in Belgaum, Chitradurga, Dakshina Kannada, Dharwad, Ramanagara, Shimoga, Tumkur and Yadigiri.

"Of the 389 projects that were approved at the global investors' meet (GIM-2010) June 3-4, 2010 with a combined investment of Rs.3.92 lakh crore (Rs.3.9 trillion), 20 projects with a combined investment of Rs.1,750 crore have been implemented during the last 12 months, creating 6,500 jobs so far," Nirani asserted.

The state government also approved 524 small, medium and major projects with a combined investment of Rs.1.33 lakh crore (Rs.1.33 trillion) since the investors meet last year.

Bangalore Development Authority (BDA) has signed a Memorandum of Understanding (MoU) with Housing and Urban Development Corporation Limited (HUDCO) to construct 30,000 housing units for the economically weaker sections this year alone.

BDA has already earmarked two sites at Valagerahally and Nandini Layout to construct apartments with 512 and 144 units respectively.

As per the MoU, BDA will operate and execute the projects on the lands owned by BDA and HUDCO and will formulate projects on consultancy basis including preparation of DPR, planning/architectural design services, consulting management and provide loan assistance based on specific project requirement.

Karnataka Tourism to host Hot-air Ballooning Festival in December 2011

All set to launch Heli-Tourism services from September 2011

In a bid to place Karnataka as premier Adventure Tourism destination on the Indian tourism map, Karnataka Tourism is all set to unleash a slew of initiatives to promote adventure sports and other activities in the state. As part of the initiative, the state tourism department has decided to host a Hot-air Ballooning Festival from December 29, 2011 to January 1, 2012. Providing details of the Festival, K Viswanatha Reddy, Director – Tourism, Karnataka said, “The Festival will be organised in three different regions: Mysore, Hampi and Bidar. About 30 hot-air balloon enthusiasts from India and abroad will participate in the four-day event.”

The state tourism department is also planning to launch Heli-Tourism from September this year and will connect Hampi, Badami, Aihole, Pattatakkal, and Bijapur as a circuit. Reddy said that they are waiting for the monsoon to subside to commence operations and the required infrastructure for the service has been put in place. “We are providing helipads, ground handling facilities, rest rooms for pilots, food courts, etc. at all these places. Delhi-based Oasis Air Management Services will be operating their choppers on this circuit. According to Reddy, the frequency of the service will depend on the demand.

In the Nature and Wildlife Tourism front, the state will soon introduce night safaris at Bannerghatta National Park. “Bannerghatta will be the first national park in the country to offer night safaris,” informed Reddy. Bannerghatta is a natural forest situated 25km from capital city Bangalore. In order to lure the luxury segment of the travel, the state is also planning to develop a golf course-cum-resort near Mangalore. The government has completed the bidding formalities for the same and work will be taken up soon. Reddy said that the golf course and the resort is expected to be completed within two years time and will be unique with three sides covered by water.

About the development of the mega convention-cum-exhibition centre in Bengaluru, Reddy informed that the re-tendering process for this mega project envisaged at 35 acres of land near the airport will commence once they receive the cabinet approval. The project envisages a conference hall with a capacity of 6,000 people, with an additional exhibition area and two hotels with a total room inventory of 600 rooms.

Talking about marketing and promotions of destination Karnataka, the Tourism Director said that the destination has been receiving rave reviews from media across the world and has become a favourite destination for both international and domestic travelers. He said that Karnataka Tourism’s luxury train – Golden Chariot – has been received well by the luxury segment after its introduction three years ago. “The train has carried 600 tourists last year with about 40 per cent occupancy, which is an achievement for a luxury product like Golden Chariot,” he informed.

Developers are back to affordable housing


BANGALORE: As interest rates rise and buyers become more conscious about their property spends, developers are returning to their affordable housing strategy.

Many who till recently offered only flats in the Rs 60-lakh plus range are now offering flats at Rs 25 to 35 lakh. "We are leveraging on land parcels bought at low valuations. People buying affordable homes come from a variety of segments and include first time home buyers," said Irfan Razack, CMD of Prestige Group.

The company recently launched Prestige Tranquility, a 38-acre residential development off Old Madras Road at Budigere. A studio apartment starts at Rs 20 lakh and a 2 BHK flat measuring 1,100 sft is priced at Rs 27-28 lakh. Brigade Enterprises has launched Brigade Meadows in Kaggalipura village near Kanakapura Road priced between Rs 17-25 lakh. DLF is planning a project on Hosur Road priced at Rs 20-25 lakh. Patel Realty, Woodsville and Confident Group are others prominent brands in the affordable space.

These lower prices are made possible by locating the projects on the city periphery, where land costs are lower, by using land bought many years ago at lower prices, by reducing the apartment sizes, and by using pre-fabrication techniques. Some developers had started such projects in the 2008 slowdown, but then went back to building more expensive homes when the economy revived.

Bangalore is estimated to need 60,000 homes in this affordable category. But some developers feel merely cutting the size of units like they did during the previous slowdown won't help. "It's a volume game. Considering the demographics of customers buying into affordable homes, delivery timelines are critical. If the project cost shoots up beyond the sweet spot, it's no more affordable," said Jackbastian Nazareth, CEO of Puravankara Projects. The company's affordable housing arm, Provident Housing, has developed a 44-acre affordable housing project on the Yelahanka-Doddaballapur Main Road.

The buzz around affordable housing is growing stronger as there is resistance to mid sized projects at current price points, said Amit Goenka, national director - capital transactions at property consultancy Knight Frank India. "Considering several rounds of rate hikes, customers are attracted to low priced products and so are investors. Developers are looking at a time-based investment strategy where they are seeking investor money to meet their cash flow requirements," he added.

Anshul Jain, CEO of global property advisory DTZ India, says the market has softened considerably given the prevailing economic uncertainties.

Developers are betting big on affordable homes as sales in the mid and luxury homes are beginning to stagnate.
