Eastern Visayas sectors oppose CAAP move to raise terminal fee from P30 to P200

Tacloban City (November 16) -- The proposal to raise the Tacloban Airport terminal fee from P30 to P200 was met with strong negative reactions from the various sectors in Eastern Visayas.

In a public consultation called for by the Civil Aviations Authority of the Philippines Regional Head, on Thursday, November 12, 2009, in order to announce the proposal earlier mentioned and the proposal to increase from P20 to P150 the terminal fee for Ormoc, Calbayog and Catbalogan airports, representatives of the various sectors aired their opposition to the proposal citing several reasons.

The various sectors were one in their stand to oppose the proposal considering that the airport standard in Tacloban City is still far behind in comparison to the other airport terminals in the country.

The 600 percent rate adjustment was branded as a "move embarrassing to the Tacloban Airport management," by Tanauan Mayor Roque A. Tiu. Why charge P200 when the services is only worth P30, the president of the League of Municipalities of the Philippine Leyte Chapter, said after listening to the various reactions of the other sectors. He said that there should be a good reason to increase the rate, improved services and facilities, for example.

Board Member Wilson Uy attended the public consultation armed with a Resolution from the Sangguniang Panlalawigan of Leyte which requested the Airport management to implement increase after the airport has been fully renovated.

The National Government has bee implementing improvement projects at the Airport such as shore protection wall and asphalt overlay of the runway shoulder.

Unless the management improve the existing facilities, the people of Ormoc will oppose the increase in the rate of terminal fee, Honorable Jose Alfaro,Jr. of the Sangguniang Panglungsod of Ormoc City said.

Calbayog City Mayor and RDC Chairman Mel Senen Sarmiento agreed with the other participants of the public consultation which was called for by CAAP Regional Manager Sergio Sumergido.

Manager Sumergido said that the CAAP in Region 8 will submit a report to the Central Office about the result of the public hearing. He said that there is a need to increase the rate in line with a new mandate to generate more income and not merely depend from the subsidy of the national government.

He also said that the current rate in Tacloban is based on the 1998 economic situation which makes it difficult to operate. He, however, admitted that the facilities now are not that convenient as it was designed in 1974.

The current policy is that CAAP gets the entire terminal fee collections of provincial airports. Under the policy, all airport earnings go to the national government coffers. The DOTC and CAAP provide allocations for all airports in the country.

From January to June 2009, the Tacloban Airport has generated about P23.7 million from landing and take off fees, operational charges, terminal space rentals and concessions privilege fee. For the passenger service fee alone, the airport has generated about P7.67 million during the first six months of the year.

The Philippine Information Agency learned that recently, one Regional Development Council of the country asked the Civil Aviation Authority of the Philippines (CAAP), formerly the Air Transportation Office (ATO), to open the Regional airport to international flights. The Council also told CAAP that it wants to retain at least 10% of the P200 per passenger airport terminal fee. (PIA 8)

There is money in goat-raising, DA 8 says

Tacloban City (November 16) -- The Department of Agriculture Region 8 called on farmers to turn their simple goat-raising sideline into a viable enterprise.

As part of the implementation of the Rural Enterprise Development through Innovative Goat Production Systems, the Department of Agriculture conducted a training on generating business opportunity from goat-based enterprises on November 12 and 13 at the Ritz Tower de Leyte in Tacloban City, Mr. Rodel Macapanas, Information Officer 1 of the Regional Office of DA, informed.

"We are fortunate that Region-8 was included in the 4 pilot areas under the project. It was started in 2007 and will end this year. We are grateful for the all-out support of the municipal and provincial government as well as the other collaborating agencies and most especially the farmers in the successful implementation of the project," DA-8's Regional Executive Director Leo P. Cañeda said.

RED project is a collaborative development initiative funded by the Philippine Consortium for Agriculture and Resources Research Development (PCCARD) and is being implemented in Regions 1 in La Union, 2 at the Isabela State University, 3 at Central Luzon State University and 8 in Villaba, Leyte.

The training which was attended by around fifty farmer-entrepreneurs coming from the different municipalities and cities in the region, sought to provide a venue for sharing and exchange of technologies, information and experiences on goat-based entrepreneurship for the RED project partners in Region-8.

The activity was conducted in coordination with provincial government of Leyte, local government units of Villaba, Tabango and Matag-ob, in Leyte; Tacloban City, and Calbayog City, Samar.

The RED project is partly responsible for the increasing goat population inventory in Region 8, Director Caneda said. Based on the latest inventory, we have 115,122 goat population in the region in which Villaba, is known as the region's goat capital. There is a need to keep such uptrend as the demand for goat not only in Region 8 but in the entire country is still very high, the good Regional Director added.

Dr. Wilson Cerbito, Technical Director and Concurrent National RED Project Leader, said that the DA is glad there are more farmer-entrepreneurs who a considering goat production as a business option unlike in the past when it was merely for rural farm households.

There is more than just raising and selling goats for slaughter, Dr. Cerbito disclosed. There is a wide variety of popular allied goat-based enterprises such as, processing of goat's meat, milk and manure; canning of chevon recipes, with special focus on production of Halal goat meat; vacuum-packing of frozen choice cut-ups of chevon; and fresh goat's milk production.

Also included are production of goat milk-based personal care products such as soaps and lotions; processing of organic fertilizers from goat manure; production of flavoured yogurt, yogurt drinks, pastilles and milk gelatin; production of feed materials; commercialization of forage seeds and forage cuttings and; production and marketing of urea molasses mineral, concentrates, leaf meals, and pelletized total mixed rations.

Among the salient topics discussed during the two-day training are Values Re-Orientation; Introductory Situationer: the forward and backward linkages to the main enterprise of goat raising; Concept and Practice of Entrepreneurship; Goat-based Enterprises; Breeder Goat/Buck 4-hire Enterprise; Canning of Chevon recipes and running a Kambingan restaurant/Litson Kambing.

The other topics were Production of Milk-based Skin Care Products; Production of Goat Milk-based Cajetas and Cheese; Marketing of Forage Planting Materials; Commercialization of Urea-Molasses-Mineral Tube; Marketing Scanning, Comparative Analysis and Planning for Goat-based Enterprises; Product Planning: Designing, Packaging and Mandatory Labelling Requirements of Goat-based Products and; E-learning on Goat Enterprise. Leyeco IV seeks P198 M loan for transmission lines

TACLOBAN CITY — The Provincial Development Council (PDC) of Leyte recently passed a resolution endorsing the loan application of Leyte IV Electric Cooperative (Leyeco IV) of P198 million from the Asian Development Bank (ADB) for the purchase of 69KV sub-transmission lines.

This was learned from Leyte Senior Board Member Carlo Loreto who is representing the fifth district of Leyte where Leyeco IV mainly operates.

“This will make the operation of Leyeco IV cheaper so it will be possible for power rates in the 5th district to be cheaper,” Loreto said.

It was learned that resolutions coming from both the PDC-Leyte and the Regional Development Council (RDC-8) endorsing the same loan application were among the major requirements that the ADB had asked Leyeco IV.

The endorsement by the RDC came out last August 24 while the PDC-Leyte finalized its resolution relative to this last November 12.

Leyeco IV, whose main office is located at Brgy. Lamak, Hilongos, Leyte, is currently providing electricity services to the municipalities of Inopacan, Hindang, Hilongos, Bato, Matalom, and Baybay.

But with the acquisition of the 69 KV sub transmission line, services of Leyeco IV is said to greatly expand and further be improved.

Based on the information obtained by Leyte Samar Daily Express, Segment A of the sub-transmission line will be located at the Ormoc/ Baybay line while Segment B will compose the Baybay/ Tam-is line directed towards the province of Southern Leyte.

Accordingly, Segment A line would have a distance of 20.9 km with a cost of P45 million and Segment B with 70 km distance costing around P152 million.

Leyeco IV intends to acquire the 69 KV line segment from Maybog to Tam-is for the power requirements to supply the substations serving the coverage area.

Through this power transmission line, industrial customers directly connected to the 69 KV line will be an added customer of Leyeco IV.

Leyeco IV is also confident that with this development, power reliability will be enhanced since and the cooperative’s assets will increase as there are two power sources where Leyeco IV can tap namely: the Ormoc Substation and Tam-is substation of the National Grid Corporation of the Philippines (NGCP).

This will be possible as the electric cooperative will have the direct control of operation and maintenance of the sub transmission line prompt response to power outages due to line faults.

Loreto said that with the purchase of the 69 KV sub transmission line, the transmission residual connection charge of P4 million plus per month payable to NGCP will be reduced if not totally eliminated.

“I was told that with the existence of the 69 KV sub transmission line, Leyeco IV will generate almost P2.2 million in savings per month and would only cost around P2.3 million in operations which would mean lower rates in the fifth district,” Loreto said.

Loreto, who sits as the majority floor leader at the Leyte Provincial Board, said he expects the purchase of the 69 KV sub transmission line as means of further improving the services of Leyeco IV and thereby propel progress in the fifth district of Leyte.

Gov’t Center groomed to become Leyte’s next central business district

TACLOBAN CITY – New infrastructure development are now underway at the Government Center in Palo, Leyte as the provincial government grooms the area to be the next central business district for the province of Leyte.

Leyte Governor Carlos Jericho disclosed projects currently being undertaken at the Government Center include a mini-terminal and a convention center, both facilities seen to augment the economic growth and business opportunities rising along the area.

The mini-terminal, he said, will be constructed at the vacant lot in between the regional office of the National Food Authority (NFA-8) and the fastfood franchise Andoks, which lot is still part of the Government Center of the provincial government.

“The mini-terminal would basically function as a parking space for passenger vehicles plying along the Palo route going to the south and west of Leyte,” the governor said.

Members of the Palo Police, as well as gasoline station owners along the junction and highway of the government center have long complained that the lanes along these areas are being used as parking space for passenger vehicles.

Meanwhile, Gov. Petilla likewise disclosed the planned convention center would be located at the back of the former Leyte Academic Center Gymnasium which, to recall, has been leased out to a call center company which opened full operation early this year and the first call center locator inside the Leyte ICT Park.

The convention center is seen to replace the former LAC Gymnasium that could become a venue for big gatherings and even national conventions.

The governor disclosed the ongoing rehabilitation of the MacArthur Park Resort Hotel being undertaken by a private conglomerate would complement the tourist promotion efforts of the province together.

Works at the MacArthur Park Resort Hotel, also located at the Government Center, is paced to meet its soft opening deadline on April 30 next year and become fully operational before the next Leyte Gulf Landing Commemoration in the month of October.

To recall, the said hotel had an original target date of opening last October 20, however, rehabilitation works have been delayed.

The province has also recently opened a Police Assistance Center at the Government Center, located just beside the Leyte ICT Park, that provide peace, order, security and other police assistance to the area.

The Police Assistance Center would be manned by police officers from the Leyte Norte Police Provincial Office.

Gov. Petilla likewise mentioned these developments have been part of his long term goals when he first assumed in office in 2004.

“They never believed me then that these are possible and we can make these new developments in the area but look at what we have now. We have increased activity here and little by little, people start noticing all there,” Gov. Petilla said.

This was vowed by City Tourism Officer Jake Ligan whose office has set aside around P300,000 intended to buy Christmas decors like “parol” (lantern) and Christmas lights that are to be displayed in major thoroughfares in the city.

The purpose of putting these Christmas decors and lights in major streets of Tacloban is for the people to “feel” the spirit of the season despite the problems facing the city and the country at present, the city tourism officer explained.




“In fact, we also encouraged our people in the barangays to display Christmas decors and lights. This way, we can really feel the spirit of Christmas despite of the problems that we are facing,” Ligan said.

He also said that a giant Christmas tree will be put up by the city government at Balyu-an amphitheater with “a robot-like” toy among its come-on. Mayor Romualdez is expected to lead in the lighting ceremony this November 26, Ligan added.

The premises of the City Hall itself will also be aglow with lights and decors during this season, Ligan said.

Meantime, the city tourism office is now accepting entries for those who will join in the parol and Christmas tree contests.

Ligan said that those interested to join either category could enlist themselves at their office. For those who will join the best Christmas tree contest could receive a P1, 250 subsidy from their office, he said.

The winning entries for both categories are to be put into display at the Robinsons’ Place, which co-organized the competition.

Winners are to be adjudged based on their creativity, vibrancy and use of indigenous materials, among others.

Winners are to receive cash prizes ranging from P2, 000 up to P10, 000 for both categories. (JOEY A. GABIETA)

TACLOBAN CITY -- To celebrate Christmas and to entertain Taclobanons, the Tacloban Sangyaw Foundation, in cooperation with the City Government of Tacloban headed by City Mayor Alfred Romualdez, will hold a socio-cultural festival entitled “Christmas Cheers” at the Balyuan Amphitheater, this city, from December 4-20.

Jess de Paz, cultural consultant of the Tacloban Sangyaw Foundation, disclosed that the festival would feature nightly shows at the amphitheater to be conducted by different cultural groups and contingents from this city.

The festival will open on Dec. 4 with the first segment of the “Search for a Star.” Cultural groups from the Eastern Visayas State University (EVSU) will follow with a cultural presentation on the evening of Dec. 5.

The following evening, the First Elimination: “Waray” Talent will be held, to be followed by the second segment of the “Search for a Star” on Dec. 11.

On December 12, selected schools from this city will stage their own cultural show, to be followed by the Second Elimination: “Waray” Talent on the 13th.

A Dance Drama competition will be held on the 16th, and it will be followed by the Pastores/Cantata Presentation on Dec. 17.

The next evening, the amphitheater will be the venue of the third segment of the “Search for a Star,” and on the 19th, the Final Presentation: “Waray” Talent and Disco Night will be staged.

The Children’s Christmas Fun and Games will conclude the festival on Dec. 20.

“Aside from being a part of the Christmas celebration, the festival is also meant to awaken the spirit and meaning of Christmas through cultural performances and competitions,” de Paz stressed. .

“The shows are for free and we are inviting everyone to watch and appreciate the cultural presentations that will be showcased,” he added.

Leyte prov'l board okays P1.19-B budget for 2010


TACLOBAN CITY — The Leyte provincial board unanimously approved the more than P1.19 billion budget of the province for next year as submitted by Governor Carlos Jericho “Icot” Petilla during their regular session last Tuesday afternoon.

The newly-approved P1,190,312,255 budget for next year is the biggest budget yet in the history of the province and the second ever to reach the billion mark.

The current budget year in the amount of P1.086 billion was the first budget allocated by the provincial government to reach the billion mark.


Under the newly approved provincial budget, the big bulk of budget is to be sourced from the province’s share from the internal revenue allotment in the amount of P1.06 billion.

“This shows that we are the most dependent in IRA,” explained Petilla on his budget message.

But the governor said that his administration is doing what it can to increase its finances through local sources. In fact, “the local collections are increasing than the previous years,” Petilla said.

“This administration is trying to instigate strategies and is doing its best to collect what is due to us in terms of local taxes,” he said.

Aside from its share on IRA, income on local taxes and revenues like those generated from hospital fees were the other sources of revenue of the provincial government as identified by the governor.

For local sources, the provincial government expects to generate about P100 million for next year.

Under the 2010 budget, personnel services got the highest allocation at more than P563.64 million or 47.35 percent of the entire allocation.

Around 21 percent of the budget for next year was allotted to statutory and budgetary obligations or P299.23 million

The budget for maintenance and other operating expenses were placed at P150.72 million while P4 million were allocated for capital outlay.

Appropriations for “special purposes” were given an allocation of P127, 710,000 or 12.66 percent of the entire budget of the province for next fiscal year.

Special programs, which were mostly health-related, have an allocation of P45 million or 3.78 percent of the entire budget.

It was learned that during last Tuesday’s regular session of the board members, the passage of the 2010 budget went smoothly.

Also approved by the provincial legislators led by Vice Governor Mimiette Bagulaya was the more than P1.68 billion annual investment plan (AIP) which is also to be sourced from its share on IRA, local revenue and funding facilities.

Philippine Airlines (PAL) took delivery late last night ( 19 November 2009 ) of its first Boeing 777-300ER aircraft following its delivery flight from Boeing’s headquarters in Seattle, Washington, USA .

The extended range jet is the first 777 to join PAL’s fleet and is one of two leased 777-300ERs the airline will use for major international routes like Hong Kong (starting November 24), Tokyo (February 2010) and Sydney and Melbourne (by mid-March 2010).

To celebrate the arrival of PAL’s newest and most technologically-advanced aircraft, the airline is offering a new low-fare promo on selected domestic destinations. These domestic routes will be flown using PAL’s current fleet of Boeing 747s, Airbus A340s, A330s, A320s and A319s.

Fares as low as P777 are available for a limited period between Manila and 11 domestic destinations – Laoag, Legazpi, Puerto Princesa, Cebu, Bacolod, Iloilo, Kalibo, Tagbilaran, Tacloban, Dumaguete and Roxas.

Eight Mindanao destinations, meanwhile, have fares as low as P1,777 – Davao , Cagayan de Oro, Cotabato, Dipolog, General Santos, Zamboanga, Ozamiz and Butuan.

The all-in (inclusive of VAT), one-way fares are on sale from November 19 to 25. Travel period is between December 1 to 25, 2009 and February 1 to March 25, 2010 .

The promo tickets are non-refundable and not eligible to earn miles with PAL Mabuhay Miles.

How I wish there is direct flight DAMMAM-MANILA or CEBU man lang para hindi na hassle mag-connecting flight. Syempre, gagamiton nira ini nga bag-o nga PAL Boeing 777 para naman kaaya-aya sa mga sasakay. I dream talaga na magkaroon ng direct flight na ang PAL dito sa DAMMAM airport kasi ni isa walang lumalapag na PAL airplanes dito. Sabagay, isa kasi sa pinakamahal na airport dito, ang King Fahhad International Airport. Kaya kunting airlines lang ang lumalapag dito halos mga category AAA ata mga airlines dito like Cathay, Etihad, Gulf, Emirates and others to name a few at syempre their very own Saudi Airlines. To think maraming OFWs dito sa Eastern province ng KSA kung umuwi nag-kokonekting flight na lang which is napakahirap maglipat ng eroplano at pumila sa airport terminal counters.
I don't know kung meron PAL direct flights ang mga airport ng RIYADH at JEDDAH.

UP Tacloban statistics whiz declared as 18th PSQ Regional Champion

Out of the 19 contenders from the different colleges and universities in the region, Mark Jeffrey Sambalilo Diaz, a BS Computer Science freshman stude from the University of the Philippines, Tacloban City was declared the 18th Philippine Statistics Quiz (PSQ) Regional Champion.

Held last November 12, 2009 at the AVR Hall of Eastern Visayas State University (EVSU), Tacloban City, all the 16 contestants underwent the easy level (ROUND 1) of the quiz. After the moderate level (ROUND 2) scores were tabulated leaving 7 contestants to carry on over the difficult level (ROUND 3).

After the 3 intricate rounds, Kurt Jerome Obispo still from the UP Visayas-Tacloban came out as 3rd Placer. Yet, a tie score between Diaz and Felipe Abordo from the Visayas State University in Baybay, Leyte was recorded thus tie-breaking question was administered with the sudden-death rule observed to break the tie. The round dredged up the final result making Diaz the Regional Champion while Abordo as the 2nd Placer. Winners received cash prizes, plaques, certificates and tokens.

On its 18th series, Diaz will represent Region VIII to the PSQ National Championship where he will compete with 16th other Statistics whizzes from the 16 regions in the country which will be held in Manila on December 4, 2009. It was in year 2004 that the region took hold of PSQ NATIONAL CHAMPIONSHIP title awarded to Ms. Jane Lois de Veyra, a freshman whiz also hailed from UP-Tacloban.

The PSQ Regional Championship successfully unfolded thru the effort and indulgence of the National Statistics Office RO-8 with the unwavering support of the 18th PSQ Regional Steering Committee member-agencies.

Ms. Evangeline M. Paran (Regional Head, NSCB), served as the Quiz Master along with distinguished members of the Board of Judges, Engr. Rolando C. Dimaunahan (retired NSO Regional Director); Ms. Nena Balagot (DepEd) and Mr. Arnaldo T. Amosco (Director, DOST-Eastern Samar). The NSO RO8 as well extends its warmest thanks to Ms. Tito Aure (NSTP Director/Professor of EVSU main campus) for his invaluable contribution as event organizer).

Kringkring vows to lead in prosecution of recruiters of minors

TACLOBAN CIY -- Enraged by the recent discovery of trafficked minors working as entertainers in one of the night spots in the city, Sangguniang Panlunsod Floor Leader Cristina Romualdez vowed to lead in the prosecution of whoever had a hand in the recruitment of the supposed minors.

Rescued from a boarding house recently in Sampaguita District, four youthful looking girls with ages ranging from 14 to 16 and another six believed to be in their legal ages, were taken into custody by the Regional Criminal Investigation and Detection Unit (RCIDG) upon the earlier request of the City Social Welfare Office who was also acting on the tip of an informant.

It came out, that 3 women minors went to the office of the CSWD early morning of Tuesday to report the hiring of women minors as Guest Relation Officers by the management of the Schooner Nite Club.

One of the three girl informants even asked assistance from the welfare office that a pregnant co-worker of theirs still left in the house be immediately rescued, as it could be dangerous for her if their employer happens to know that some of them have already sought assistance over their ordeal.

Informed of the development, Councilor Romualdez rushed to the RCIDU Headquarters where she also briefed the media about the relentless efforts of her office and the City Social Welfare Department regarding the unmasking of human trafficking cases here.

Early this year, a similar rescue operation was conducted on a sing-along joint cum massage parlor in Kalipayan Street, where later authorities also found out that the lady masseurs in the said establishment were also minors.

Asked if it would require her passing of an ordinance to put a stop to this flesh trade, the lady councilor said: “I don’t think we still need to pass more ordinance to this effect as I know that there are already many. All we need to do is just strengthen our surveillance and monitoring coupled with more vigilance on this aspect and maybe in time we can catch up with these violators.”

According to RCIDG Chief Police Supt Leo Quevedo, violation of Republic Act 9208 on Women Trafficking and Republic Act 7610 on Child Abuse may be filed against the owner of the M/V Schooner Nite Club, where the minors were said to be working, and a woman named Lina, aged 55 years old from Caloocan, who was tagged by informants as the handler of the trafficked women.

On initial investigation, however, Lina denied having anything to do with the recruitment of the rescued victims, as she only admitted to being the cook and caretaker of the house from where these women were taken from. (VALENTINO B. LOPEZ)

Leyte to Recruit, Spend on Athletes for Championship Caliber Training


TACLOBAN CIY -- A comprehensive sports and education program is cooking up for Leyte through a good recruitment and training program that would scout potential athletes from different places in the province.

Leyte Governor Carlos Jericho Petilla said to improve the province's, and subsequently the region's, standing in national sports competition, there is a need to implement a good recruitment program that would provide championship caliber training for athletes with potentials.

The governor further bared this would be a comprehensive sports and education program where the recruited athletes would simultaneously train and attend school at the expense of the provincial government.

"This would be very expensive but if it's the only way to do it, then we have to pursue this option," Gov. Petilla said.

The pool of athletes who would be recruited under this program, it was learned, would be housed in one place where they would attend sports trainings under professional trainers and coaches and at the same time complete their school studies supervised by the Department of Education.

The vacated rooms and spaces at the former Leyte Colleges adjacent to the Leyte Sports Development Center is being eyed as the area where these athletes can be housed for their training and studies complete with the provision of the appropriate training gears and an athlete's nutritional diet.

Meanwhile, the Leyte Sports Development Center, site of the Palarong Pambansa 2009, would be the training ground for these players, the governor added.

Sports being eyed for the training program are athletics and swimming that carry most of the medal haul during sports competition.

"Athletics and swimming comprise more or less fifty percent of the total medal tally in a sports competition such as Palaro, so these are the sport we are going to give focus first," Gov. Petilla said.

With an improved pool of athletes, the governor added, the province and the region can improve its medal finish in national sports competition such as the Palarong Pambansa.

Kasayang gud ini nga College kay han una nakada pa hira ha may downtown maupay man ira kabutangan hasta nala guinbaligya han tag-iya an tuna ha Dynasty Square management. So far, Leyte Colleges is the only school in Tacloban that offers Institute of Law. Aside from RTRMF. And the only tertiary school that offers formal education for night classes. Kasayang la uga nga eskwelahan kay bagan BANGAW ko pagkitaon.

Smart hosts awarding of ‘greenest’ schools

Forty-two schools are vying for the prestige of being proclaimed the "greenest" school during the culminating event of the National Search for Sustainable and Eco-Friendly Schools today at the SM City North Edsa. The top three winners proclaimed for each level (elementary, high school and college) will receive cash prizes of P50,000, P40,000 and P30,000 for first, second and third place respectively and plaques of recognition. Competing are 15 elementary schools, 15 high schools and 12 colleges that made it to the regional finals.

"We are happy to support this initiative of the Department of Environment and Natural Resources (DENR) and education institutions which we hope will make environmental advocates of our youth," said Ramon R. Isberto, public affairs group head of Smart Communications, Inc. (Smart).

Smart is hosting the awarding ceremonies of the nationwide search organized by the DENR– Environmental Management Bureau (DENR-EMB), DepEd, and the Commission on Higher Education (CHED) to recognize academic institutions with exemplary environmental programs. The event is timed with the celebration of National Environmental Awareness Month.

Environment Secretary Lito Atienza said that the nationwide competition not only recognizes, but motivates schools that practice eco-friendly programs and initiatives. "We need to start teaching our kids as early as we can to take responsibility in safeguarding our environment. Schools are dynamic focal points of learning and powerful vehicles of change. Parents and teachers can work together to spread the wonders of living an environmentally-smart lifestyle," he said.

MANILA, Philippines - First Gen Corp., the largest renewable energy company in the Philippines, is bidding for the Bacon-Manito (Bacman) and Unified Leyte geothermal power plants’ supply contracts scheduled to be auctioned off by Power Sector Assets and Liabilities Management Corp. (PSALM) next year.

On the sidelines of the company’s special stockholders’ meeting yesterday, First Gen president Federico Lopez said they are looking to participate in the bidding for the National Power Corp. assets.

“We are looking at areas where we are right now. We are eyeing maybe Bacman power plants and Unified Leyte geothermal plants’ independent power producer administrator (IPPA),” Lopez said.

PSALM said it will privatize some 70 percent of the IPP contracts of Napocor next year.

The state privatization agency for the power sector has included Bacman in the first batch of assets to be sold by PSALM in 2010.

“Generally, we’re looking at achieving 70 percent IPPAs by the first quarter of 2010. Whether Unified Leyte will be part of that is subject to evaluation,” PSALM vice president Conrad Tolentino said.

But since the wholesale electricity spot market is not yet operational in the Visayas, only a portion of the contracted capacity of the Unified Leyte plants being supplied to the Luzon grid will be covered by the third batch of IPPA appointments.

At present, First Gen, through its wholly-owned subsidiary Energy Development Corp. (EDC) runs the Unified Leyte plants which include the 125-megawatt Upper Mahiao plant turned over to EDC by California Energy in June 2006, the 232-MW Malitbog and 180-MW Mahanagdong plants also from California Energy in July 2007; and the 51-MW optimization plants turned over by Ormat in September 2007.

EDC owns the Bacman Geothermal Production Field (BGPF) in Sorsogon and supplies steam to the Bacman power plants, located in the towns of Bacon and Manito in Albay with total capacity of 150 MW, which are being run by Napocor.

I agree with you @Janaldense. Pero too bad hindi sila nakalusot sa SC. Hindi pa kasi sila pasado sa population pero not sure with the income though. Ang Maasin (No offense to all Maasinhon) parang town lang. I think mas urban tingnan ang Palo at Carigara than Maasin. :)

TACLOBAN CITY — The P37.9 million repair work on the Bernard Reed Bridge in Palo, Leyte is still ongoing.

Department of Public Works and Highways (DPWH) Region 8 Chief of Construction Division, Luciano Gumba allayed fears of concerned sectors that the rehabilitation of the bridge started last February 15, 2007 had already been abandoned.

The concern was conveyed to DPWH Secretary Victor A. Doming by media in Tacloban City during a press conference last Saturday.

The Bernard Reed Bridge is important since it is the only access route for motorists and travelers traveling from this city to southwest and southeast Leyte, particularly to Ormoc City, Cebu, Liloan Port, Southern Leyte, and Surigao.

Travelers along the Maharlika Highway from Luzon to Mindanao (and vice versa) pass through this oldest bridge in Eastern Visayas, and at the moment, it is the only access route to Luzon and Mindanao via said Highway. Construction of the P150-million Palo East By-Pass Road is ongoing.

Project Engineer, Pablito Quiñones, said for the past few months, there had been a lull of activity at the bridge because the piles that are to be driven and strengthen the bridge foundation, were still being cast in Ormoc City. The piles were designed and cast after the test piles have been driven, he explained.

But now, he stressed, “these piles are already delivered at the bridge site, and maybe next week the rehabilitation work will resume again.”

The rehabilitation of Bernard Reed Bridge is divided into three phases, that is, Phase 1 amounting to P20 million which consisted of steel jacketing and reinforced concrete (RC) girder of spans 1, 2 and 3; steel bonding of bottom slab and replacement of GI drain and construction of one RC catcher completed last June 22, 2007.

Phase 2 amounting to P11.9 million, which consists of driven precast test pile and 21 driven precast RC pile; structural concrete; and trimming and restoration of sidewalk and railing have been suspended pending implementation of Phase 3.

Phase 3, to cost P16 million consists of crane-way construction; completion of girder steel jacketing; trimming and restoration of rail posts and railing; and painting. The construction of Craneway, implemented under the Panaon-Liloan Road project, is now completed. Remaining work will be done once Phase 2 is already completed, it was learned.

TACLOBAN CITY – Leyte’s western side welcomes the opening of a new P4 million worth local government run resort seen to boost the local tourism industry in the area.

The Sibugay Mountain Resort in Sitio Soob, Poblacion, Albuera, Leyte is being poised to become an alternative eco-tourism resort and seen to create jobs and open livelihood opportunities.

Leyte Governor Carlos Jericho Petilla, who recently led the inauguration rites of the resort, said investments in tourism yields more positive result if it comes from the private sector; however, in the case of the recently opened resort in Albuera, sans interested private investors coming in, the local government took the initiative and developed the resort.

Petilla otherwise lauded the project started by the local government of Albuera under Mayor Sixto dela Victoria for making the first move to further their growing tourism industry in the area.

“Even in the midst of the global economic crisis, the tourism industry remains a key sector in generating jobs and various livelihood. That is why we have always encouraged the private sector and even the local government units themselves to put in their efforts towards advancing this industry,” Petilla said during the inauguration rites.

He likewise pointed out that tourism should not be promoted at the expense of the environment. The provincial government, he added, advocates promoting and carrying out environmental awareness and solid waste management programs to ensure the cleanliness and beauty of local tourist destinations.

The governor noted that with the Sibugay Mountain Resort, the Albuera LGU has managed to package the resort as an eco-tourism destination, preserving the natural beauty of the environment with its lush mountain, green trees and clean flowing river.

According to Mayor dela Victoria , the leisure pool they have constructed alongside the river complements the natural ambience of the place.

Located more or less 2 kilometers away from the town proper of Albuera, the Sibugay Mountain Resort is accessible by motor ride from the poblacion to Sitio Soob at a fare rate of P10.

The resort also offers low entrance fee pegged at P25 per head for any interested patron. Cottage fee range from P200 to P300. With this amount, the resort’s pool and other amenities are all for free.

Aside from the newly-inaugurated mountain resort, Albuera also play host to another well-known resort – the Baybayon ni Agalon – which has become a favorite spot for local and foreign tourists visiting the province.

Unfortunately, dahil naabutan sila sa ratification of RA 9009 (tama ba?) binawi ang Cityhood ang Baybay ng SC. Time will tell, balang araw magiging city din ang Baybay. I read nga sa leyte.org portal na aside sa Palo there are other BPO companies wanting to establish their branch office there in Baybay. Advantageous nga naman dahil sa proximity sa Cebu island and they have VSU which is among tough school in the Visayas and it produces thousands of graduates that can suffice the manpower requirement of BPOs. With the entry of Prince Mall there in Baybay maybe BPO sites or IT-Park will be next. Also, the Provincial government of Leyte had too much infra projects allocated for the development Baybay as one of their potential "the new Capital City of Leyte Province" along Isabel, Palompon or Palo. Otherwise, abangan natin ang mga susunod na mga balita.

Re: Visayas State University, maganda ang environmental programs nila. Nanalo din sila sa Dark Green School Awards recently courtesy of Environmental Education Network of the Philippines.

Pupunta ulit ako sa Eastern Visayas next year for the school visitation.

Will take pictures of VSU and the regional finalists for elementary (TKESFE) and secondary (SPNHS) pag nagpunta ako sa region 8 next year. :)

Lahat ng mga dormitories nila napakalinis ni isang candy wrapper o upos ng sigarilyo wala kang makikita. May nakasama ako student ng VSU during our RTSPC days, sabi niya sobrang higpit ang school especially mga caretakers ng dorms nila when it comes to cleanliness. Kaya bilib talaga ako sa management ng VSU.

Yup. By 2011 pa ang next search. Dadalawin pa kasi yun mga winning schools (National and Regional Winners) for environmental education programs in cooperation with DENR through the EMB, DepEd, CHED and Smart Communications next year.

Ako nga dahil sa cp ako nag-oopen ng SSC nagpapakamalan ako sira ulo kasi panay na lang ako hawak-tingin-sa-cp while nagtratrabaho hehehehe! Kay lolo @mao na lang u send kasi cp lang gamit ko heheheheh....
@mao, bangin inuna nira an ER kay amo man an importante nga bahin ha Hospital. Renovate lang ata yan pero pag harani na matapos an construction dida igsusunod nira paghingayad it na ER.

EVSU for me not that comparable to VSU. Though its my Alma Mater pero they need more and more improvements. One good example in EVSU-Main Campus alone, not good waste disposal management, not functional toilets, no proper drainage system esp kun nabunok kay nabaha ha may Brgy Hall hit Quarry District which is fronting the EVSU gates, etc. etc. etc. Sorry EVSU, I think mas okey pa ang UEP. Puede pa!
