Bejo to construct tenement housing for homeless residents if elected

TACLOBAN CITY - Former City Mayor Alfredo “Bejo” Romualdez expressed his big dreams for the city when he formally announced over the weekend his vice mayoralty bid in the coming national and local elections on May 10, 2010.

According to the former local chief executive, aside from what he called professionalizing the legislative body, he is pushing for a legislation in the city’s law making body for the construction of a tenement housing in Cancabato and Anibong areas for the homeless residents of the City.

He clarified that with this ambitious project this will go on without necessarily squatting the already in placed houses which is usually the fear of the would -be affected informal settlers.

According to the older Romualdez, this was one of his plans when he was still the city mayor that he would like to continue in close partnership between the legislative and the executive department with his son, Alfred, being the mayor.

“My son, he said, has also his own plans for the development of this highly urbanized city. I’m sure he will be very supportive to the legislative department for further betterment of the city,” said the older Romualdez.

Councilors Bianco Mate and Rufino “Pax” Pacanan, who were present during his announcement , both said former mayor Romualdez’ intention to lead the city’s lawmaking body is very much welcome and this would mean flawless partnership between the local chief executive and the city council.

His recent announcement to run for vice mayor had ended the rumors that he is going to run for mayor again in the coming elections because he is very visible in the on-going Barangayan programs.

Incumbent mayor Alfred S. Romualdez told members of the local media during a press conference last week that “ I intend to finish what I have started”, referring to the on-going development projects and those that are set for implementation.

I fought for the HUChood of the city so that we will be able to get direct assistance from the national government for the necessary development projects of this growing capital city of the Eastern Visayas region, he said.

May pumunta kasi na city councilor from Fukuyama kahapon sa school namin. And I happened to talk to him if what was their purpose why they visited Tacloban City. They said na, "we want to be sister cities again."

Tacloban City and Fukuyama became sister cities during the time of the Martial Law. The mayor that time was a Obdula Cinco, the aunt of the present owner of the school. But when the dictatorship ended, everything fell into place. Wala nang communication sa dalawang syudad.

They visited the mayor's office yesterday, and mayor Alfred treated them lunch on a local restaurant here.

Kung maging successful to, Tacloban will benefit much from this. And mind you, not only Tacloban, but also Angelicum.:lol::lol::lol: Just like, SHC, funded by a Taiwanese university, STEFTI, funded by the Belgian Government. And soon, TALC, funded by Fukuyama City, Hiroshima, Japan. bwahahahahhaa... Ang sama ko..:lol::lol:

Tacloban prepares for brighter Christmas celebration

TACLOBAN CITY -- “It will be a brighter Tacloban this yuletide season,” said Councilor Cristina G. Romualdez while she was supervising the making of parols or lanterns of some City Hall employees just outside her office in the Balyuan Building .

“We’re just a week away on our target date for the formal opening of the Christmas Tree lighting, that’s why we want to make sure we are ahead of schedule,” Romualdez said.

“Robotic Christmas” is this is the year’s theme for the Christmas celebration in the city. It was learned that a known rubber artist from Marikina City was contracted by the city government to do the over-all set-up of Christmas decorations in the city.

Mark David Cerezo has been here in the city for a couple of weeks now for this project. He disclosed that for this year’s theme, he patterned his designs including materials used for lanterns on what he usually does in Marikina .

“I’m using rubber sheet materials commonly used in making the popular shoes of Marikina which I designed into different shapes of parols and lanterns, with some simple touch of glittery paintings on it”, Cerezo said. “Now, to ensure the durability of lanterns and parols, I use “cyanoacrylate adhesive,” the one being used in making Marikina shoes. It’s really like making the famous shoes of Marikina in the forms of lanterns and parols here in Tacloban.”

The 25-year old artist is the brain behind the robotic costumes and designs we often see in national news. His creations are already being noticed even in the international scene.

When asked on how he started his talent on rubber artistry, the young designer said that as early as five years old, he could already remember himself being interested in arts and craft using recyclable materials at home. He then developed his skills and eventually loved the idea of creating costumes made of rubber by joining competitions on this field. Luckily, if not the second choice, the young artist would always bring home the bacon in every competition. “Break-the-limit,” he said, was his principle whenever he works. Thus, he always strives to surpass the limit of what he can do as an artist.

“This job seems to be different to others. Some may sometimes misinterpret my craft, some thinks I’m weird, but the bottom-line is, I’m doing this because this is my passion at the same time further enhancing my skills in rubber artistry with my end-goal of sharing this talent to other people, specifically the youth..

Cerezo, who is presently employed at the City Government of Marikina, said it is his candid desire to let our country be known in this different field of artistry.

“I am indeed grateful to our Marikina City Mayor Marides Fernando who has always been supportive of me. In fact, I have her blessing of my being here now in Tacloban to do this project,” he added.

“Medyo kinakabahan na nga ako kasi parang ang taas ng expectation ng City Government sa akin. I just hope all my efforts will be worth the appreciation of everybody,” Cerezo said.

PRA accredits Leyte Park Resort Hotel, Marabut country club

TACLOBAN CITY – Retired General Edgar B. Aglipay, chair of the Philippine Retirement Authority (PRA), has accredited on Thursday the Leyte Park Resort Hotel in this city and the Marabut Marine Park Golf Resort and Country Club in nearby Marabut, Samar.

Aglipay said he will also endorse these two business establishments to the Philippine Economic Zone Authority so these could avail of certain privileges like having to pay a tax of 5 percent of the gross sales instead of paying, as required by the Bureau of Internal Revenue, 35 percent of the net.

As PRA-accredited establishments, these would be included as among the destinations of PRA enrollees in the country and of potential enrollees abroad, Aglipay said in a press conference Thursday.

To strengthen the industry, he said the PRA has forged a partnership with the Philippine Retirement Inc. (PRI) particularly on the development of retiree facilities.

Jose Capistrano, secretary-general of PRI who was with Aglipay during the press conference, said their group is a private, non-profit organization formed to help the PRA “primarily in promoting the Philippines as a retirement destination.

Capistrano revealed that among the PRI members are real estate developers in the country such as Ayala Land Inc., the SM group, Robinsons Land, Megaworld and Filinvest Land.

He said that the presence of PRA establishments would spur economic activities in the area and provide livelihood opportunities to the locals.

“The PRA and the PRI (Philippine Retirement Inc.) will help me by advertising and matching me to possible investors,” said Wilson Chan, operator of the Leyte Park Resort Hotel and the soon-to-be developed 100-hectare country club in Marabut town.

Chan added though that they “cannot build (the country club) unless we have a partner and a market has been identified.”

The retirement industry caters to people who would want to spend a month or the rest of their lives in the country, by providing them with good services and facilities.

Many of the enrollees, Chan said, are retirees who want to stay in the country because they only spend about one-third of what they would spend if they continue staying in their country like the United States, Japan or China.

He said many nations like the Philippines, Malaysia and Thailand are competing as destinations for these retirees.

During the Express it at the Park press conference held at the Leyte Park Resort Hotel here, Aglipay said they are targeting 25,000 PRA enrollees by the end of this year.

He said that in Baguio City alone, there are already 12,000 retirees spending about $1,000 a month.

Aglipay added that the retirement industry is not only for big cities like Baguio but also for small towns like Pagudpud in Ilocos, which was chosen by many retirees as their second home.

He added that Marabut is one of the beautiful places he had been to, and, coupled with the charm of the locals, the place could be one of the favorite destinations of retirees.

“We have a system of retirement in our country that can serve any level, from the richest to the poorest, that could be a source of living,” Aglipay said.

He disclosed that any foreigner who want to retire in the Philippines has to remit US$ 20 to US$50 thousand and they would be issued a multiple entry visa so that they won’t be renewing every time they leave or return to the country.

The amount, he added, is a show-money only and still belongs to the owner and could be used for his or her expenses in the country.

Retirees would also be given preferential treatment and discounts by PRA-accredited business establishments, he said. (VEN LABRO)

National Champs for the Most Sustainable and Eco‐Friendly Schools Bared

The Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB) in partnership with Smart Communications will recognize today (Nov.19) the nine (9) schools declared as national champs for the 2009 National Search for Sustainable and Eco‐Friendly Schools.

DENR Secretary Lito Atienza commended the school administrators and the teachers for taking their environmental initiatives seriously and for encouraging their students to participate.

“More than the cash prize and the trophy, this activity allowed teachers and students to take part and share their creative energies in generating environmental awareness. This is a concrete example of the growing active participation of the Filipino youth in protecting our ecological wealth,” he said.
Smart Communications joins the activity as part of its own environment advocacy for schools. “We are happy to partner with the DENR and other agencies for this nationwide search. This activity will encourage schools to promote environmental consciousness among the youth,” said Ramon Isberto, Smart Public Affairs Head.

A total of 9 schools will be recognized during the awarding ceremony that will be held in The Annex, SM North EDSA in Quezon City.

For the elementary category, the winners are: First prize ‐ Peñablanca East Central School, Aggugaddan‐Malibabag, Peñablanca, Cagayan; Second prize ‐ North Central Elementary School, Bonuan Gueset, Dagupan City, Pangasinan; and Third prize ‐ Badas Elementary School, Badas, Placer, Surigao del Norte.

For the high school category, the winners are: First place ‐ La Castellana National High School, La Castellana, Negros Occidental; Second place ‐ Camarines Sur National High School, Naga City, Camarines Sur; and Third place‐ Daniel R. Aguinaldo National High School, Matina, Davao City.

For the college category, the winners are: First place – Palawan State University, Puerto Princesa City, Palawan; Second place – Visayas State University, Baybay, Leyte; and Third place – Catanduanes State Colleges , Virac, Catanduanes.

The national champions will each receive trophies and cash prizes of P50,000 for first prize; P40,000 for second prize; and P30,000 for third prize.

The activity was made possible with the support of the Department of Education (DepEd) and Commission on Higher Education (CHED). The competition aims to highlight achievement of schools that are committed in implementing various environmental programs.

Tacloban prepares for brighter Christmas celebration

TACLOBAN CITY -- “It will be a brighter Tacloban this yuletide season,” said Councilor Cristina G. Romualdez while she was supervising the making of parols or lanterns of some City Hall employees just outside her office in the Balyuan Building .

“We’re just a week away on our target date for the formal opening of the Christmas Tree lighting, that’s why we want to make sure we are ahead of schedule,” Romualdez said.

“Robotic Christmas” is this is the year’s theme for the Christmas celebration in the city. It was learned that a known rubber artist from Marikina City was contracted by the city government to do the over-all set-up of Christmas decorations in the city.

Mark David Cerezo has been here in the city for a couple of weeks now for this project. He disclosed that for this year’s theme, he patterned his designs including materials used for lanterns on what he usually does in Marikina .

“I’m using rubber sheet materials commonly used in making the popular shoes of Marikina which I designed into different shapes of parols and lanterns, with some simple touch of glittery paintings on it”, Cerezo said. “Now, to ensure the durability of lanterns and parols, I use “cyanoacrylate adhesive,” the one being used in making Marikina shoes. It’s really like making the famous shoes of Marikina in the forms of lanterns and parols here in Tacloban.”

The 25-year old artist is the brain behind the robotic costumes and designs we often see in national news. His creations are already being noticed even in the international scene.

When asked on how he started his talent on rubber artistry, the young designer said that as early as five years old, he could already remember himself being interested in arts and craft using recyclable materials at home. He then developed his skills and eventually loved the idea of creating costumes made of rubber by joining competitions on this field. Luckily, if not the second choice, the young artist would always bring home the bacon in every competition. “Break-the-limit,” he said, was his principle whenever he works. Thus, he always strives to surpass the limit of what he can do as an artist.

“This job seems to be different to others. Some may sometimes misinterpret my craft, some thinks I’m weird, but the bottom-line is, I’m doing this because this is my passion at the same time further enhancing my skills in rubber artistry with my end-goal of sharing this talent to other people, specifically the youth..

Cerezo, who is presently employed at the City Government of Marikina, said it is his candid desire to let our country be known in this different field of artistry.

“I am indeed grateful to our Marikina City Mayor Marides Fernando who has always been supportive of me. In fact, I have her blessing of my being here now in Tacloban to do this project,” he added.

“Medyo kinakabahan na nga ako kasi parang ang taas ng expectation ng City Government sa akin. I just hope all my efforts will be worth the appreciation of everybody,” Cerezo said.

The city government wants a crystal robotic theme in Tacloban. The lighting of the giant Crystal Christmas Tree is slated on November 26 where Mayor Alfred Romualdez and wife Councilor Cristina G. Romualdez will lead in the lighting ceremony. An estimate of 1,777 white Christmas lanterns and parols will be displayed all over the city as the formal lighting of the City Hall Grounds, Astrodome, Balyuan Park including the street lights will happen on December 1. There will also be activities at night with Search for a Star on Dec. 4, Parol Making Competition on December 5 (Robinson’s Place) and Nightly Tiangge and Weekly Entertainment here in the city.

TACLOBAN CITY – Leyte’s western side welcomes the opening of a new P4 million worth local government run resort seen to boost the local tourism industry in the area.

The Sibugay Mountain Resort in Sitio Soob, Poblacion, Albuera, Leyte is being poised to become an alternative eco-tourism resort and seen to create jobs and open livelihood opportunities.

Leyte Governor Carlos Jericho Petilla, who recently led the inauguration rites of the resort, said investments in tourism yields more positive result if it comes from the private sector; however, in the case of the recently opened resort in Albuera, sans interested private investors coming in, the local government took the initiative and developed the resort themselves.

Gov. Petilla otherwise lauded the project started by the local government of Albuera under Mayor Sixto dela Victoria for making the first move to further their growing tourism industry in the area.

“Even in the midst of the global economic crisis, the tourism industry remains a key sector in generating jobs and various. That is why we have always encouraged the private sector and even the local government units themselves to put in their efforts towards advance this industry,” Gov. Petilla said during the inauguration rites.

He likewise pointed out that tourism should not be promoted at the expense of the environment. The provincial government, he added, advocates promoting and carrying out environmental awareness and solid waste management programs to ensure the cleanliness and beauty of local tourist destinations.

The governor noted that with the Sibugay Mountain Resort, the Albuera LGU has manage to package the resort as an eco-tourism destination, preserving the natural beauty of the environment with its lush mountain, green trees and clean flowing river.

According to Mayor dela Victoria, the leisure pool they have constructed alongside the river complements the natural ambience of the place.

Located more or less 2 kilometers away from the town proper of Albuera, the Sibugay Mountain Resort is accessible by motor ride from the poblacion to Sitio Soob at a fare rate of P10.

The resort also offers low entrance fee pegged at P25 per head for any interested patron. Cottage fee range is from P200 to P300. With this amount, the resort’s pool and other amenities are all for free.

Aside from the newly inaugurated mountain resort, Albuera also play host to another well-known resort – the Baybayon ni Agalon – which has become a favorite spot for local and foreign tourists visiting the province.

Transportation

Philippine Airlines also connects the two cities from Manila (3x daily) and Cebu (daily). PAL Express also has four flights per week between Cebu and Tacloban City. The new airline Zest Airways also offers daily flights from Manila to Tacloban and vice-versa.The Daniel Z. Romualdez Airport is currently under rehabilitation to develop it to have an international airport status just like other airports in the Visayas Region, and is a project of the City Government.

By sea, Sulpicio Lines takes approximately 36 hours to reach Tacloban, the ship departs from Manila three times a week. The days of departure are fixed a week before.

By land, many bus companies offer daily trips from Manila to Tacloban like Ultra Bus, CUL Transport, Philtranco, Eagle Star Bus, Villegas Transit, Golden Dove and many others. the trip will take almost 24 hours from Manila, then it will pass in Bicol via ferry boats or RORO then will pass to Samar until it reach the city. In the city there are also buses bound to other Philippine cities like Davao, Butuan and Surigao through Bachelor Tours.

Getting Around the City

Jeepney, tricycles, and pedicabs, non-metered taxis "spyder cabs" are readily available to ferry the tourists to the various attractions in and around the city. Hotels can arrange for rental cars with drivers for their guests.
When running around town, you'll see many people using modified pedicabs as freight haulers. The passenger seats are replaced with a flat sheet of metal and a short fence.

Mr. Whilner Morales informed the Philippine Information Agency that Tanauan has been linked with the PBR since the first quarter of 2009. In fact it was the first municipality in the country to have done so.

The business registrants from Tanauan can print the PBR application form and need not fill up separate forms at the participating agencies.

Recently, the Cities of Muntinlupa and Marikina and the Municipality of Orion in Bataan were connected electronically with the Philippine Business Registry (PBR). In so doing, they have just empowered their constituents to lodge their applications for new businesses on-line with the DTI, Bureau of Internal Revenue (BIR) and their Business Permit and Licensing Office (BPLO).

The other local government units, now connected with the PBR are Bacolod City, Negros Occidental; Batangas City; Bayawan City in Negros Oriental; Cabuyao Laguna; Calamba City; Caloocan City; Candon City in Ilocos Sur; Guiguinto, Bulacan; Iligan City in Lanao del Norte; Malabon City; Malaybalay City in Bukidnon; Mandaluyong City; Muntinglupa City; Paranaque City; Quezon City; Rosales, Pangasinan; Tacurong City in Sultan Kudarat City; and Taguig City.

The Philippines Business Registry (PBR) is a web-based I.T. system that will eventually allow the online filing of applications for business registration, business permits and licenses, and business dissolution using a single data entry facility, with links to the systems of national government agencies and local government units (LGUs).

The PBR is envisioned to facilitate a seamless transactional environment for business registration and facilitation with all the concerned agencies through the development of a web-based portal that is akin to the business portals of other countries.

One of the key features that will be embedded in this portal is the web-based registry for all business entities registered in the country (i.e., sole proprietorships, partnerships, corporations, profit and non-profit organizations, and cooperatives).

The first aim of the Philippine Business Registry is to create a national business registry database. Since various agencies have different processes related to business registration, each agency runs a system of their own that is independent from all other systems of other agencies. PBR shall integrate information from various databases of these agencies in order to provide a service for easier business registration to the public as well as easy verification of data provided by the business entities.

Secondly, the PBR hopes to harmonize business registration by assigning a unique Philippine Business Number (PBN) to each registered business entity. The number will be unique for all business entities in the country. PBN will serve as their identification key to contract and avail various good and services. This will improve the regulatory and promotional functions of the government.

Thirdly, the PBR aims to facilitate business transactions among government agencies and the business sector by providing a single-window online transaction processing system.

The single-window online transaction processing system will in some way or another harmonize business registration systems of various agencies as the registrants need not physically go to various agencies or access different online systems of agencies to register.

Hence, this is seen to aid business transactions by facilitating paperless transactions and eliminating repetitious submission of the same information to government agencies. This will harmonize business registration systems.

The other local government units, now connected with the PBR are Bacolod City, Negros Occidental; Batangas City; Bayawan City in Negros Oriental; Cabuyao Laguna; Calamba City; Caloocan City; Candon City in Ilocos Sur; Guiguinto, Bulacan; Iligan City in Lanao del Norte; Malabon City; Malaybalay City in Bukidnon; Mandaluyong City; Muntinglupa City; Paranaque City; Quezon City; Rosales, Pangasinan; Tacurong City in Sultan Kudarat City; and Taguig City.

i believe so, dt's the 6,000++ sq.m. they bought 19 years ago...it was supposed to be SM Dept. Store, same year SM Delgado (Iloilo) was constructed, since it was not feasible yet, the project was postponed.

There were even rumors that SM disclosed to the City Gov't., regarding their plans to construct a BPO building with retail shops:)

ICOT-P opens new Aquaculture Training & Production Center in Leyte town

TACLOBAN CITY – At least 44 high school students benefits from the newly launched Aquaculture Training and Production training, started among three public secondary schools in Leyte, Leyte.

The training course, called Income Creating Opportunities Technology-Project (ICOT-P) on Aquaculture Technology Course, is bankrolled by the provincial government of Leyte to provide livelihood skills to students who are unable to proceed to tertiary level of education and earn a degree.

Leyte Gov. Carlos Jericho Petilla, who initiated the training program under his expanding ICOT-P training courses, led the opening of the ICOT Aquaculture Training and Production Center in Leyte town that covers more or less 10,000 square meters of fish pond apportioned for the aquaculture students.

Already 7,000 square meters of the area have been developed where the students can grow their fish variety.

During the recent inauguration at least 5,000 fish fry or fingerlings of different variety were spread into the constructed fish pond.

The ICOT-P is a pro-poor project initiated by Gov. Petilla and is being implemented by the Provincial Government of Leyte. It focuses on graduating secondary level students who cannot pursue college education, by providing technology and skills transfer initially on modern agriculture and entrepreneurship, thereby creating opportunities for gainful income with the use of technology even without college education.

With the success of the initial implementation in various public high schools in the province, the ICOT-P program has extented to the field of information technology when it offered the ICOT-P on IT program and providing them a venue for an IT training course throuh the ICOT-P on IT Data Center at the Leyte ICT Park in Palo.

However, with yet another success story and graduating hundreds of high school students from various recipent schools, the program expanded this year to include aquaculture training and production among selected public high schools.

The ICOT-P envisions to bridge societal divides in the province of Leyte by providing opportunities to young students of Leyte to acquire skills and technologies that will make them productive members of the society despite economic situation in life.

ICOT-P is has become a landmark program of the provincial government, a milestone in its efforts to provide quality life for its constituents through community development, values formation and development and poverty alleviation.

Nickel plant to operate in Isabel

TACLOBAN CITY — A nickel smelting and processing plant will soon rise at the Leyte Industrial Estate (LIDE) Corporation at the agro-industrial town of Isabel , Leyte. This was revealed by Engr. Amos Calda, General Manager of LIDE Corporation.

The nickel plant produces pig-iron raw materials, an ingredient needed in the manufacture of stainless steel.

The plant is a joint venture between HUA GUANG Smelting Incorporated of the People’s Republic of China and Century Peak local company of Manila .

Calda further revealed that the establishment of the plant in that area is one of the end–results of Governor Jericho Petilla’s promotional pitch in many nationwide forums where he spoke of LIDE’s capabilities.

Land acquisition has just been done with an area adequate enough to build the plant facilities of the business venture right inside the LIDE compound.

The nickel plant will be able to employ some 250 employees when it starts operation earmarked for September 2010. Construction of the facilities and other structures is scheduled February 2010.

Meanwhile, the local government of Isabel has been generating a lot of savings in their purchase effort strategy to beef up the construction equipment facilities that is much-needed in the various infrastructure projects being undertaken by the town. Lately they purchased a dump truck that costs only P1.3 million.

In another town this kind of dump truck of the same brand was bought with the cost of P2.8 million, a staggering difference of P1.5million. This was revealed by Engr. Saylito Purisima, Isabel’s Municipal Administrator.

In another landmark revelation, school buildings that have been constructed by the local government would cost only P580,000 and in some other time in the past such buildings cost government from P750,000 to P1 million.

This has been a continuing policy of Mayor Jun Medina from the time he assumed office as Municipal Mayor in 2007 that the almost accepted practice of add-ons or overpricing projects for S.O.P’s has continuously been discouraged by the Mayor, Purisima said. (ALVIN Gz. ARPON)

CHED warns 152 nursing schools for low performance

MANILA, Nov. 24 — Commission on Higher Education (CHED) chair Dr. Emmanuel Angeles on Tuesday warns 152 nursing schools to "shape up or be phased out after their passing rates in licensure exams were found way below the standards set by the Professional Regulatory Commission (PRC) for the past five years.

“This is a wake-up call for our nursing schools to shape-up or phase out. CHED will not hesitate to enforce the regulation if they still failed to heed our calls,” Angeles said.

“With this move, we are helping not only the parents and students to carefully choose the nursing schools they go to, but we are helping our economy my minimizing frustrations and wastage among our nursing graduates when they take the licensure tests and make sure that they only get quality education,” he said.

Angeles said an initial warning from CHED would be issued individual schools to improve their nursing program through their graduates’ performance in the succeeding nursing licensure exams.

He said CHED had the legal authority to order the closure or phasing out of degree programs that failed to meet the standard in licensure test.

CHED Resolution No. 378-2009 provides that: “For this school year, higher education institutions (HEI) whose performance in licensure examinations in the last three consecutive years is greater than 50 percent but lower than the national passing rate shall be given an initial warning to improve their performance.”

For schools whose passing percentage is zero percent for the last three years, CHED said they would be phased out while those whose performance in licensure tests were above 50 percent but less than the national average should have their recognized programs downgraded to permit status.

He said CHED identified the low performing nursing schools through a series of validation processes conducted on the country’s 456 nursing schools today.

They performed below the National Passing Rate of 46.14 percent, CHED said.

Angeles also said 15 schools had voluntarily phased out or closed down their nursing programs.

Bacarra Medical Center School of Midwifery (Region 1) voluntarily phased out its program.

Meanwhile, CHED has released the list of the Top 20 nursing schools in the country with Silliman University having an average of 96.57 percent; followed by the Saint Louis University, 95.42; Trinity University of Asia with 95.06; University of Sto. Tomas, 95.06; Cebu Doctors University, 91.89; Saint Paul University, 89.79; Central Philippine University, 86.72; De La Salle University-Health Sciences campus, 85.26; Saint Mary’s University, 84.10; San Pedro College, 83. 10; Manila Doctors College, 82.56; Centro Escolar University-Manila, 81.50; Angeles University Foundation, 76.37; Mariano Marcos University, 75.55; University of San Agustin, 73.25; University of Cebu, 70.99; Metropolitan Hospital College of Nursing, 70.54; Ateneo De Davao University, 70.20; San Juan De Dios Education Foundation, 69. 91; and University of St. La Salle with 67.55 percent.

Angeles said these schools have 1, 000 or more exam takers for the licensure test.

For those schools with 100-999 takers, University of the Philippine-Manila topped the list with 99.41 percent; followed by Xavier University with 97.82; West Visayas State University, 96.75; St. Paul University-Iloilo, 96.16; University of the East Ramon Magsaysay Memorial Medical Center, 95.80; Cebu Normal University, 94.64; Pamantasan ng Lungsod ng Maynila , 93.14; St. Paul University-Dumaguete, 92.29; Mindanao State University, 92.15; Palawan State University, 92.05; Philippine Christian University, 91.35; Velez College,, 90.92; Colegio de Sta. Lourdes of Leyte Foundation, 88. 55; Chinese General Hospital College of Nursing and Liberal Arts, 87.60; St. Paul University-Manila, 85.31; Easter College, 85.26; Southville International School and Colleges, 84.77; St.Paul University-Quezon City, 83.87; Adamson University, 83.57; and Lyceum of the Philippines University with 82.20.

Last month, CHED closed down six law schools after failing to have their graduates passed the bar examinations administered by the Supreme Court (SC).

The six were the Eastern Samar State University, Polytechnic College of La Union, Samar College, Ramon Magsaysay Technological University, Southern Bicol College and Abra Valley College. They they were identified to have consistently rated zero in Bar exams in the past 10 years (1999-2009).

Five others have voluntarily closed down their law offerings, CHED says.

Earlier, Angeles said that in a seven-year period (2001-2008) the number of flunkers in PRC-administered licensure exams exceeded the number of board passers by as much as 1.42 million or about 64 percent. Only 808, 884 (36.35 percent) out of the 2, 225, 571 examinees for the period has passed the test.

The problem, he said was compounded by the fact that of the existing 1, 741 HEI's in the country, only 50 or 3 percent had good facilities. (PNA)

Western Leyte pushes for construction of fish ports in Ormoc City, Albuera

TACLOBAN CITY - Western Leyte officials are pushing for the construction of a P20 million fish port in Ormoc City and Albuera, Leyte in a bid to advance the fishing industry in the area that has been producing 600 tons of marine products every year.

Bureau of Fisheries and Aquatic Resources (BFAR) Regional Director Juan Albaladejo said that they are helping the local government to provide the information on fisheries needed by the Philippine Fisheries Development Authority (PFDA).

“We were instructed by our main office to facilitate the evaluation of the sites and to justify the establishment of the project,” Albaladejo said.

The project was proposed last year by Leyte 4th district Representative Eufrocino M. Codilla, Sr. “to facilitate the movements of goods as well as enhance the accessibility of these areas to trade and commerce.”

Albaladejo said that they have to check where to specifically place the P20 million fish port among the proposed areas.

Based on the data provided by Albuera Mayor Sixto De la Victoria , fishermen in their town were able to catch 2,769.68 tons of fish products during the last five years. Fish catch during peak season can reach up to 25,000 kilograms for every trip.

The local government of Ormoc has not yet provided the necessary information to the PFDA and BFAR. City officials earlier identified the reclamation area that will serve as fish port and a place where they will set up cold storage facility.

“If this project will be realized, this will be a boom to the fishing industry in the western part of Leyte ,” he added.

The official said that market is not a problem considering that the place is very accessible to processors in Cebu City .

BFAR is looking at completing the preconstruction stage of the project early next year and start civil works within 2010.

The PFDA will perform the supportive role of providing the local fishing industry with a nationally integrated fisheries infrastructure.

Albaladejo said that once the proposed project is approved, it will be part of the Municipal Fish Port Program, which caters to the post-harvest requirement of sustenance fishermen. It provides smaller fish landings and market facilities in selected fishing communities nationwide.

Some of those municipal fish ports act as satellite ports for the regional fish ports. The PFDA provides the needed training on port operations and maintenance for the eventual turnover of the ports’ management to the local government units. (SARWELL Q. MENIANO)

National Champs for the Most Sustainable and Eco‐Friendly Schools Bared

The Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB) in partnership with Smart Communications will recognize today (Nov.19) the nine (9) schools declared as national champs for the 2009 National Search for Sustainable and Eco‐Friendly Schools.

DENR Secretary Lito Atienza commended the school administrators and the teachers for taking their environmental initiatives seriously and for encouraging their students to participate.

“More than the cash prize and the trophy, this activity allowed teachers and students to take part and share their creative energies in generating environmental awareness. This is a concrete example of the growing active participation of the Filipino youth in protecting our ecological wealth,” he said.
Smart Communications joins the activity as part of its own environment advocacy for schools. “We are happy to partner with the DENR and other agencies for this nationwide search. This activity will encourage schools to promote environmental consciousness among the youth,” said Ramon Isberto, Smart Public Affairs Head.

A total of 9 schools will be recognized during the awarding ceremony that will be held in The Annex, SM North EDSA in Quezon City.

For the elementary category, the winners are: First prize ‐ Peñablanca East Central School, Aggugaddan‐Malibabag, Peñablanca, Cagayan; Second prize ‐ North Central Elementary School, Bonuan Gueset, Dagupan City, Pangasinan; and Third prize ‐ Badas Elementary School, Badas, Placer, Surigao del Norte.

For the high school category, the winners are: First place ‐ La Castellana National High School, La Castellana, Negros Occidental; Second place ‐ Camarines Sur National High School, Naga City, Camarines Sur; and Third place‐ Daniel R. Aguinaldo National High School, Matina, Davao City.

For the college category, the winners are: First place – Palawan State University, Puerto Princesa City, Palawan; Second place – Visayas State University, Baybay, Leyte; and Third place – Catanduanes State Colleges , Virac, Catanduanes.

The national champions will each receive trophies and cash prizes of P50,000 for first prize; P40,000 for second prize; and P30,000 for third prize.

The activity was made possible with the support of the Department of Education (DepEd) and Commission on Higher Education (CHED). The competition aims to highlight achievement of schools that are committed in implementing various environmental programs.

The activity is also being held in observance of the National Clean Air Month and the National Environmental Awareness Month this November.

City police requests 2 additional police stations


TACLOBAN CITY- The office of the City chief of police here is requesting the City Government to provide them with two additional police stations being a Highly Urbanized City.

Sr. Supt. Sergio Dimandal, chief of police, said that City Mayor Alfred Romualdez informed that they will be putting up a new police office at the Balyuan area.

Dimandal added that Mayor Romualdez is very supportive hence they are requesting to include it in the 2010 budget so that the members of the Sangguniang Panlungsod can allocate the needed funds.

He said that at present there are sub-police stations in the City like the Marasbaras Police Station 1 and the Market Police Station 2.

At the moment, Dimandal said they are focusing on peace and order in the City and communicating with residents in the community level.

“Sa pagtutulungan ng community at dahil din sa aktibong response ng community mabilis ding reresponde ang pulisya at agad na mahuhuli yung gumagawa ng masama,” Dimandal said.

He added that for crime prevention the City police office deployed an officer to safeguard the area of Imelda Village 24 hours a day.

Meanwhile, he also said that their office had already designated a police officer in every area for this coming Christmas and the elections.

“May inasign na rin ako sa mga highways para agad may masumbungan at may magresponde sa mga biktima,” Dimandal said.

Ormoc tourism center inaugurated

ORMOC CITY , Philippines – The city tourism information center located at the port area of the city was formally opened with a simple ceremony this week.

The information center will accommodate tourists, locals or foreign who want to find a place to stay and a place to visit while in the city, Mayor Eric Codilla told The STAR in an interview. Codilla said that the building took a little time to complete because of the changes of the design while it was still on paper. But he said he was happy that only ink and paper were lost on those changes and no additional fund for the construction
of the building was added.

Codilla said that the center is fully furnished because it showcases the city to arriving visitors especially those that pass the port in coming here. He said they also have to maintain the cleanliness of the surroundings particularly at the bus and jeepney terminals which is the first place that visitors would go to, while going out of the port.

Codilla, however, said that the beautification of the two terminals are ongoing thereby making it more presentable and refreshing to visitors.

The completion of the tourism information center, makes it better for tourists to see signages as to where to go.

Codilla proudly hinted that Ormoc City has the cleanest comfort rooms all over Eastern Visayas.

Moreover, 4th District of Leyte Rep. Eufrocino Codilla and wife Maria were among those that attended the opening rites along with Julida Codilla, the mayor’s wife, Vice Mayor Nepumoceno Aparis, Msgr. Bernard Pantin, Winnie Codilla, and the rest of the city council.

I think some Ormoc hotels are better than Tacloban hotels...lyk Sabin, Don Felipe and Villa Hotel

Hindi pa open to the public ang new city hall namin dito. In my observation hindi pa maging operational this coming December baka early next year pa kasi marami pang tatapusin both interior and exterior. Next time try ko kumuha ng pics sa loob para eshare dito :)
