The recently concluded 6th National Skimboarding Competition was a great success. Held in Tanauan, Leyte from December 27-30, 2009, 120 participants from all over the Philippines competed for over P25,000 in prize money.

This national event can properly be called a Waray initiative. Initially an unofficial, outlaw skim competition, the National Skimboarding Competition has been administered by the Philippine Skimboarders Association (PSA) for about 3 years now, and by Waray skimmers prior to the extablishment of PSA.


The Philippine Skimboarders Association was initiated by Waray skimmers from Tanauan and neighboring towns. Founded in August 2005, PSA was formed to promote skimboarding as a sport and to raise awareness and appreciation of our coastlines. Founding members include Juan Duazo, Eric ‘Bimbo’ Lirios, Dave Debuque, and Doors Dural, among others.


Here are the results of the competition:


OPEN DIVISION

Champion: Brando Espada

Second Place: Nico Cobacha

Third Place: Arjun Jimenez

JUNIOR DIVISION

Champion: Carl Gabas

Second Place: Franklin Felicano

Third Place: Japz Vargas


Tanauan has been dubbed the Skimboarding Capital of the Philippines and the competition is growing in popularity. Anyone interested in skimboarding can find enthusiasts along Tanauan’s shores, specially in the Bantay Dagat area.

^^ i was there a very long time ago after the marcoses were gone (estudyante pa ak hadto). i can say that: it really was a five star, self-contained resort complete with all the amenities you could name, a tennis, basketball, pelota courts, bowling alleys, etc. it had a large bungalow type resthouse, swimming pools, heliport, submarine port. separate bldgs. were also constructed for guests and dignitaries. it was even ringed with tunnels connecting different areas in the island and those tunnels can accommodate small vehicles. security was very tight then, anybody strays near the island were shooed away and even met with warning shots. all i could say was, damn! how could they built such a place when the rest of the country was starving! :bash:

Some says, the resort in Dio Island is exclusively for Romualdez clans, guests and visitors only. May mga mangirisda na nadaop it dida nga isla ira guintatabog o guinhuhulgahan para magpahirayo. ^^ i really saw the "ruins" @ijun after it was looted by the taongbayan han pagkalayas han mga marcoses/romualdezes. sayang gud la kay waray kaagapi, pati mga railings ginpantabas for scraps, pati mga bathroom fixtures ngan tiles pinanngawat. well, those things were worth millions even at that time. what remains now are shells of its former grandeur :ohno:

^^ that island is not small as what you've imagined or seen @ijun. mayda pa man mga tawo nga naka-base didto when me and my friends used a rubber boat to sail around the island about two years ago. we were not sure though if they were gov't personnel or mga tawo han mga romualdezes

The Sisters of Mercy are planning to build a hospital in Tacloban City, which will cater to the poor and under-privileged local community. Although our trip was originally intended as a derivative of the Mother of Mercy hospital project, the trip opened our eyes and hearts to so much more. Over 18 months, and with the help of our local communities, OSMercy raised AU$ 10,000 to contribute to the hospital fund. This will provide much needed access to medical assistance and extensive training programs for student nurses.

Tacloban water system project to be started this week


TACLOBAN CITY- The implementation of the planned water system project for the City of Tacloban will start beginning this week.

Executive Assistant Eduardo Manadong in an interview Wednesday said that major parts of the project have already been bidded out and are set for implementation in the next few days.

“Private contractors that have won bids to implement the project’s major components are just waiting for the Notice to Proceed,” he said.

According to the city official, these major components are the improvement of water system in Basper with a budget of P 5.2 million; construction of water system in Sta. Elena worth P 3.5 million; putting up of water system in Upper Nula-tula; drilling of deep wells in three different sites in Cabalawan at a projected cost of P 6 million; construction of P 12 million water impounding dam in Palanog; and improvement of water system in Brgy. 60-A with a budget of P358,000.

“Those are the project’s major components. There remain a few minor project components that will be implemented later on,” Manadong disclosed.

Manadong said that once the project will be completed Taclobanons can expect a workable water system.

“The target is to finish the entire project by the end of March,” he stressed.

Manadong explained that the city government decided to undertake the project because of the continuing “failure” of the provincial government-run Leyte Metropolitan Water District (LMWD) to adequately supply water to the city, especially the northern barangays.

According to him, residents of the 14 villages in the north will be the number one beneficiaries of the proposed project once it is finished.

The 14 barangays in the north are Palanog, Paglaum, Camansihay, Bagacay, Picas, San Roque, Sta. Elena, Cabalawan, Sto. Niño, San Isidro, New Kawayan, Old Kawayan, Salvacion, and Tagpuro.

“The project is primarily intended for people in the northern barangays, but it doesn’t mean that other areas in the city will not benefit from it. People in the Downtown area and other villages outside the north will also get their own supply of water through water tankers,” Manadong said.

“Though not a long-term solution, we, in the city government, are optimistic that the water supply problem will be somehow eased once the water system project will be completed,” he added.

A priority of City Mayor Alfred Romualdez, the water system project was given a budget allocation of P50 million, it was learned.

Here are some of my observations when I went around downtown:

Good points:

1. Sprawling business and commercial establishments
2. Police visibility
3. Disciplined people. I notice many people observe traffic rules and regulations like crossing designated pedestrian lanes.
4. Better roads
5. Parks (Balyuan, Rizal, RTR) and convention centers
6. Better Sports facilities (Newly renovated grandstand)
7. Better Medical and Diagnostic Facilities (Divine Word Hospital, RTRMF, soon to open Tacloban Doctors and Our Lady of Mercy Maternity and Child Hospital)

Points for Improvement:

1. Traffic
2. Air pollution
3. Dilapidated Buildings
4. Poor urban planning
- Traffic signs are not designated at appropriate places
- Parking spaces are not clearly designated
- Newly-built waiting sheds and public/traffic signs are situated along old waiting sheds and public signs
- Strangled electrical wires post hazards to the public

Suggestions: I think instead of creating more projects, which most of the time tends to be mediocre, the LGU should instead rehabilitate and improve existing structures and public utilities to save costs yet improve their services.. Anyway, Kudos to HUC TACLOBAN!! :) :)

City treasurer: Tacloban earned P651-M in 2009


TACLOBAN CITY- The city government here generated more than P651 million income in 2009, a top city official reported.

City Treasurer Susan Cordaño said the total revenue collection for 2009 increased by 13 percent or P 80 million compared to the previous year, which stood at P 571 million.

“Of course, we were very much happy that the city’s income increased without any tax increase. This is a testament to the excellent leadership of Mayor (Alfred) Romualdez and the city’s business-friendly environment,” she said.

The city treasurer added that it also showed that the city was able to withstand the effects of the global economic recession, and that the new strategies that the City treasure’s Office (CTO) implemented in the revenue collection effort were effective.

“With the global economic recession we were not expecting a substantial increase in the city’s income. At most, we were expecting a break-even income compared to the previous year,” she pointed out.

Based on data supplied by Cordaño, the city government earned a total of P651,492,656 last year.

The bulk of the city’s income came from its share of the Internal Revenue Allotment (IRA) which increased by P 49. 2 million to P 395 in 2009 from P 346 million the previous year. The rest came from local sources.

Of the local sources, business tax collections contributed P 173 million to the city’s coffer, up P 20 million or 13 percent from the P 153 million posted in 2008.

Collection from income-generating enterprises (including the New Abucay Bus Terminal and the Tacloban City Astrodome) increased by P 7 million or 18 percent, from the previous year’s P 38 million to P 46 million in 2009.

Revenue from Real Property Tax (RPT) reached P 36 million in 2009, from P 33 million the previous year or a hike of P 3 million or 9 percent.

Cordaño attributed the increase in the city’s income to the revenue collection strategies introduced by the CTO in the early part of 2009.

“The methods proved effective in increasing our revenues,” she stressed.

Among the strategies introduced by the CTO were the strengthening of the revenue collection, conduct of twice a year auction of delinquent properties, and revisiting of existing tax ordinances.

hey... made in china ang ginagamit nilang tiles ah.. malamang malaki naman ang kickback diyan or binabarat talaga ng contractor.. those tiles from china are cheaper than locally produced tiles but the quality is not that good and di yan tumatagal.. :ohno:

Ang mahirap kasi sa government procurement rulings natin hindi binibigyan pansin ang mga Quality Assurance basta lowest price bid, GO!!!! Bahala na ang taong bayan.

one best example, the tarpaulin used as roof sheets ng Balyuan Amphitheater. nakailang ulit nasira na iyan at gumastos ang City Government for that very expensive material. i doubt kung may warranty ang material itself, but for the contractor who made it puede pa. kaya nagiging stupid ang mga member ng bids and awards committee ng gov't offices because they themselves don't know how to abide the procurement act RA blah blah blah (forgot the specific RA number) or sadyang nagpapakatanga dahil nasisilaw sila sa pera.

Robinsons Land’s profits up on growth in retail, office units

Profits of Gokongwei-led Robinsons Land Corp. rose by 4% for fiscal year 2009 on the back of the strong performance of its retail and office divisions, which helped offset the losses in the residential and hotel divisions.

In a statement yesterday, the company said profits stood at P3.27 billion at end-September last year, while total revenues reached P10.73 billion.

“Robinsons’ various business units managed to outperform because of our deep understanding of the market, commitment to operational efficiencies and a healthy balance sheet,” Robinsons Land President Frederick Go said in the statement.

The company’s commercial center division accounted for P4.21 billion of the revenues, up by 14% from the previous year’s P3.69 billion due to newly opened malls such as Robinsons Place Tacloban, Robinsons Cabanatuan, Robinsons Pulilan, and Robinsons Place Davao.

Robinsons said the commercial center division is still one of the company’s top “growth drivers,” accounting for 39% of total company revenues.

Meanwhile, the office buildings division reported P1.1 billion in revenues, representing a 26% growth over the same period in 2008.

This increase was due mainly to the availability of more office spaces at the Robinsons Cybergate Towers 2 and 3 in Mandaluyong.

The firm’s hotel division on the other hand posted total revenues of P1.04 billion as against 2008’s P1.14 billion, because of a lower occupancy rate as a result of a slowdown in travel worldwide.

Robinsons Land last year introduced its Summit Hotel brand by opening the 108-room Summit Ridge Hotel Complex in Tagaytay. The new hotel enjoys a commanding view of Taal Lake and the entire Tagaytay ridge.

Revenues of Robinsons Land’s residential division amounted to P3.81 billion, mainly because of progress in building projects such as McKinley Park Residences, East of Galleria, Gateway Garden Heights, Otis 888 Residences, Gateway Garden Ridge, and Fifth Avenue Place.

“Although the division’s realized revenues contracted by 20%, it remains a major contributor to the company’s topline,” Robinsons Land said.

Robinsons Land is the real estate arm of JG Summit Holdings, Inc., one of the country’s largest conglomerates, which has interests in branded consumer food, agro-industrial and commodity food products, textile, telecommunications, petrochemicals, air transportation, and financial services.

Shares in the property company did not move at P13.25 apiece yesterday. -- K. J. R. Liu

Better yet they must hire an Urban Planner expert to analyze not only the traffic flow condition but to over-all urban planning of Tacloban City. This includes improvements of drainage systems, allocation the loading and unloading areas, allocation parking spaces of any type of vehicle (otherwise the City Gov't will put up parking lot/bldg. in the downtown area to decongest the volume of vehicle park along the side-walks), sidewalks allocation for pedestrian, major building facelifts, etc. etc. etc....

^^i agree.. i've noticed na makikipot yung mga streets ng tacloban city even in major roads within downtown... aside from implementing one-way flow of traffic, dapat meron pang ibang means to lessen the congestion like gawing "pedestrians only" yung ibang roads within the city... also, there should be designated parking areas. some cars kasi park on these already narrow streets adding to the congestion.. this is a very common problem among cities that never foresaw the sudden surge of development...

Thanks @waray for refreshing my damn mind, too busy kasi heheheh...anyway, I totally agree with you. Space frame type of roof would be suitable for this type of amphitheater especially facing in open sea waters. Do hope anti-corrisive mga steel arched members ginamit nila.

Robinsons Land posts 4% income growth to P3.27 billion

MANILA, Philippines - Robinsons Land Corp. (RLC), the property unit of Gokongwei holding firm JG Summit Holdings Inc., reported a four-percent growth in consolidated net income for its fiscal year ending September 2009 to P3.27 billion, on revenues of P10.73 billion.

“RLC’s various business units managed to outperform because of our deep understanding of the market, commitment to operational efficiencies and a healthy balance sheet,” said Frederick Go, the company’s president and chief operating officer.

In a financial report submitted to securities regulators, RLC said its Commercial Centers Division registered revenues of P4.21 billion, 14 percent higher than in the same period a year earlier mainly due to the newly opened malls, specifically Robinsons Place Tacloban, Robinsons Cabanatuan, Robinsons Pulilan and Robinsons Place Davao. Significant rental growth also came from Robinsons Place Manila, Robinsons Place Iloilo, Robinsons Sta. Rosa Market and Robinsons Otis.

Go said the Commercial Centers Division, with a total of 29 malls nationwide, remains one of the company’s top growth drivers with a contribution of 39 percent of total revenues. Enterprise-wide average occupancy rate for the malls remained steady at 93 percent.

The Office Buildings Division, a leading provider of space to voice-based and non-voice BPOs in the Philippines, pumped in revenues of P1.1 billion, representing a 26-percent increase over the same period a year ago. This increase was due mainly to new office space availability in Robinsons Cybergate Towers 2 and 3. It accounted for 10 percent of total revenues.

RLC’s Hotel Division, on the other hand, contributed P1.04 billion, lower than the P1.14 billion registered the prior year, mainly due to the global travel slowdown. It, however, successfully introduced its Summit Hotel Brand with last year’s opening of the premier 108-room Summit Ridge Hotel Complex in Tagaytay City. The new hotel enjoys a magnificent and commanding view of Taal Lake and the entire Tagaytay ridge. The complex includes a wide promenade and a top-notch learning facility. 

Slated for completion by the second quarter of the year is its first budget hotel chain under the Go Hotels brand with the initial site located at Robinsons Pioneer Cybergate Complex.

The Residential Division, meanwhile, registered gross revenues of P4.37 billion, mainly from the progress of construction completion in projects such as McKinley Park Residences, East of Galleria, Gateway Garden Heights, Otis 888 Residences, Gateway Garden Ridge and Fifth Avenue Place. Though the division’s realized revenues contracted 20 percent, it remains a major contributor to the company’s top line with a share of around 41 percent of total revenues.

During the period under review, RLC successfully launched three residential condominium projects: the second tower of the iconic Sonata Private Residences located in the Ortigas Business Center, the first tower of the The Magnolia Residences in New Manila, Quezon City and the first tower of the country’s first and only designer residences, Signa Designer Residences, in a tie-up with Security Land Corp. in Makati.

The Housing Division, meanwhile, posted revenues of P560 million. It launched five new projects, including provincial residential subdivisions and low-to-mid-rise residential communities in Metro Manila.

Going forward, RLC has segmented its residential business into four brand categories – the Luxuria Portfolio, Robinsons Land, Robinsons Communities, and Robinsons Homes. The company said this segmentation will allow its various divisions to focus on their respective markets and enable them to better serve their customers.

Go said the company remains committed to the industry, and intends to launch several new and expansion projects under the various brands.

As of end-September last year, RLC’s assets stood at P51.48 billion or an increase of 27.7 percent from P40.31 billion, mainly due to two successful bond offerings totalling P10 billion.

NSCB bares top ten municipalities with highest IRA per capita in Region 8

Tacloban City (January 6) -- Catbalogan, the second biggest municipality in Eastern Visayas in terms of population, surfaced as the top municipality with the lowest Internal Revenue Allotment (IRA) per capita (per head) of P653. Based on income, Catbalogan is a first class municipality.

On the other hand, Maslog, the smallest municipality in Eastern Visayas in terms of population posted the highest IRA per capita among the 139 municipalities in the Region in 2009, the National Statistical Coordination Board dislosed.

With an IRA of P35.4 million, the Maslog registered an IRA per capita of P7, 033 in 2009. In terms of income class, however, Maslog is considered a fifth class municipality.

Based on the list provided by NSCB 8, it was observed that most of the top ten municipalities with the highest IRA per capita belong to low income classes while the bottom ten municipalities belong to the higher income classes.

Of the top ten municipalities with the highest IRA per capita, six are in Eastern Samar; three are in Samar and one, in Northern Samar.

Aside from Maslog, the other municipalities of Eastern Samar in the top ten with the highest IRA per capita include Jipapad, Balangkayan, Maydolong, Mercedes and Llorente.

In Samar, the municipalities included in the top ten with the highest IRA per capita are San Jose de Buan, Hinabangan and Matuguinao inSamar; and in Northern Samar, included in the top ten is Lope de Vega.

Meanwhile, the other nine municipalities with the lowest IRA per capita include Baybay, Borongan, Tanauan, Palompon, Naval, Isabel, Palo, Carigara, and Kananga.

These municipalities are mostly found in the province of Leyte except for Borongan and Naval which are capital towns of Eastern Samar and Biliran provinces, respectively.

Baybay, which posted the second lowest IRA per capita, has the biggest population among all municipalities in Region 8.

NSCB 8 defined Internal Revenue Allotment as the annual share of local government units estimated at forty percent (40%) of the actual collections of national revenue taxes as certified by the BIR.

The aggregate IRA is divided among the different levels of the LGUs, 23% to provinces, 23% to cities, 34% to municipalities and 20% to barangays.

The IRA is apportioned to the individual LGUs based on population (50%), land area (25%) and equal sharing (25%) of the LGUs. (PIA 8)

Government set to conduct census of waterbirds in Eastern Visayas

TACLOBAN CITY – The Department of Environment and Natural Resources (DENR) once again undertakes the Asian Waterbird Census (AWC) throughout the country.

The Census is conducted every second and third week of January and forms part of the global census for migratory birds seeking warmer refuge during the winter time in wetlands and coastal sites across the Americas, Africa, and Asia.

DENR 8 Regional Executive Director Primitivo Galinato disclosed this saying that priority wetlands have been identified for census of “waterbirds” in Region 8.

The count will be undertaken by field personnel from the Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) who have undergone capability enhancement on waterbirds identification.

Meanwhile, PAWCZMS Regional Technical Director Ricardo Tomol said there are 10 identified priority wetlands in Eastern Visayas slated for inclusion in the Asian Waterbird Census.

These include the Basey Wetlands in Basey; Maqueda Wetlands in Paranas, Motiong and Jiabong towns, all in Samar; Guiuan Wetlands in Eastern Samar; Rosario Wetlands, Rosario, Pambujan, and Catubig, all in Northern Samar.

Identified wetlands in Leyte include Lake Bito in MacArthur; Inopacan Wetlands in Inopacan, and Ormoc Bay Wetlands in Ormoc City; Carigara Bay Wetlands within the towns of Capoocan, Carigara and Barugo, and the Canigao Island in Matalom town.

The AWC aims to contribute to the conservation of waterbirds and their wetland habitats by improving knowledge of little-known waterbird species and wetland sites, among others.

Data gathered through the census will provide the estimates of waterbird populations, and aid in monitoring changes in waterbird numbers and distribution by regular, standardized counts of representative wetlands.

Galinato explained that the Asian Waterbird Census is also part of government’s efforts to keep the Philippines bird flu-free through regular wetland and waterbird monitoring.

Results of the regional count will be analyzed at the regional level before they are submitted to the DENR Central Office in Manila for inclusion in the 2010 Asian Waterbird Census report, Galinato said.

He also encourages the host communities of the wetlands included in the Census to extend their full support and cooperation to the undertaking since information gathered during the Census will be useful for international agreements and other initiatives such as identifying and monitoring sites that qualify as Wetlands of International Importance.

BIR 8s tax collection in 2009 reaches P3.24 B

GOV’T CENTER, Palo, Leyte — The Bureau of Internal Revenue office in the region reported that it was able to top its tax collection goal in 2009.

Benjamin Mari, head of the regional tax assistance unit of the BIR-8, said that they were able to generate more than P3.24 billion actual collections for last year.

The actual collection was higher by 1.02 percent compared to their goal collection of P3.21 billion.

“And we have to give credit to our taxpayers…for voluntarily paying their taxes,” Mari said, citing this as one of the reasons why they were able to surpass their goal collection for last year.

The BIR-8 has yet to know its tax collection goal for the current fiscal year.

Mari said that the main bulk of their P3.24 billion tax collection for last year was sourced from their collection on income taxes which reached P1.79 billion followed by collection on value-added tax of P1.05 billion.

The BIR-8 generated more than P237.67 million from “other taxes” followed by collection on other percentage tax (P139.41 million) and excise tax in the amount of more than P3.04 million.

And of the six revenue districts of the BIR in Eastern Visayas, its Tacloban district office had generated the highest income in the amount of more than P1.33 billion, followed by Ormoc district office with collection of over P777.45 million, Catbalogan district office (P398.29 million), Maasin district office (P279.51 million), Catarman (P250.79 million) and Borongan district office (P205.61 million).

Mari said that while their central office has yet to provide them their tax collection goal for this year, they expect it to be higher than last year’s goal.

For one, their “Oplan: Iboto Mo” is expected to generate millions of income for the bureau, Mari said. “We don’t have any idea yet as to how much we can generate from this special project but certainly it will be big (enough to boost our collection),” he added.

GOV’T CENTER, Palo, Leyte — The Bureau of Internal Revenue office in the region reported that it was able to top its tax collection goal in 2009.

Benjamin Mari, head of the regional tax assistance unit of the BIR-8, said that they were able to generate more than P3.24 billion actual collections for last year.

The actual collection was higher by 1.02 percent compared to their goal collection of P3.21 billion.

“And we have to give credit to our taxpayers…for voluntarily paying their taxes,” Mari said, citing this as one of the reasons why they were able to surpass their goal collection for last year.

The BIR-8 has yet to know its tax collection goal for the current fiscal year.

Mari said that the main bulk of their P3.24 billion tax collection for last year was sourced from their collection on income taxes which reached P1.79 billion followed by collection on value-added tax of P1.05 billion.

The BIR-8 generated more than P237.67 million from “other taxes” followed by collection on other percentage tax (P139.41 million) and excise tax in the amount of more than P3.04 million.

And of the six revenue districts of the BIR in Eastern Visayas, its Tacloban district office had generated the highest income in the amount of more than P1.33 billion, followed by Ormoc district office with collection of over P777.45 million, Catbalogan district office (P398.29 million), Maasin district office (P279.51 million), Catarman (P250.79 million) and Borongan district office (P205.61 million).

Mari said that while their central office has yet to provide them their tax collection goal for this year, they expect it to be higher than last year’s goal.

For one, their “Oplan: Iboto Mo” is expected to generate millions of income for the bureau, Mari said. “We don’t have any idea yet as to how much we can generate from this special project but certainly it will be big (enough to boost our collection),” he added.

TACLOBAN CITY- City Councilor Jerry “Sambo” Yaokasin, chairman of the committee on transportation of the city council, commented in an interview Wednesday that the traffic situation in Tacloban should undergo an in-depth and scientific study to be conducted only by experts.

Yaokasin added that it would be more ideal if an independent group would spearhead the study, so that its results would become more acceptable to the constituents of the city and to the affected commuters, transport operators and drivers and the business community as well.

He told Leyte Samar Daily Express in an interview that the re-routing scheme now being implemented by the city government through the TOMECO is reaping so much criticism because it was done haphazardly without even conducting a scientific study beforehand as it was considered still part of an “experimental” setup.

It can be noted that north and southbound public utility jeepneys were prevented from entering the city’s central business district last December merely on the basis of the holiday rush. But until this month of January the re-routing scheme still remains prompting passengers and transport operators and drivers to complain.

Drivers and operators from Tanauan and Palo have already made their protest against this move and even filed a case against the city government, according to sources.

City Councilor and businessman Wilson Uy also lamented that the traffic scheme implementation is without legal basis and so inconsistent that it is already adversely affecting the commuters and the business community especially.

“Traffic re-routing such as this should be consistent and that it should be supported by an ordinance so as not to confuse the riding public,” Uy said.

In an interview over DYVL radio station, Buddy Estudillo of the TOMECO said this re-routing scheme is yet “temporary and experimental” in order to come up with a final plan for an ideal city traffic scheme.

“From this experimental scheme, we will gather our observations and evaluation and we will forward it to the city legal office so that the City Mayor’s office will give the necessary recommendations to the city council what to do,” Estudillo said.

But Yaokasin expressed doubts if TOMECO people have enough expertise relative to conducting technical studies related to the traffic situation in this city.

“I recommend that an in-depth, independent, and scientific study should be conducted. I guess this would be more acceptable to the public to finally end these criticisms,” Yaokasin said.

He said things like this should also not be politicized so as not to badly affect the various stakeholders.

“The traffic situation is crucial to every locality. That’s a big factor to every city and its economy that’s why a thorough study should be employed,” Yaokasin said. (LEMUEL PAGLIAWAN)

THE FESTIVAL FRENzy has again gripped Cebu, with thousands of tourists now in the city for the Sinulog Festival, an annual event commemorating the feast of Señor Sto. Niño every third Sunday of January.

Everywhere, the mood of revelry prevails though one has to contend with the traffic congestion in major thoroughfares.

The tourism industry and its support sectors welcome the many visitors as this will mean full bookings in major hotels and resorts and more customers in restaurants.

Hundreds of Cebuanos now residing in the United States began arriving since Wednesday.

Marco Protacio, president of the Hotels, Resorts and Restaurants Association in Cebu, reported full hotel occupancy since last week. Bookings were made a year before the Sinulog festival, he added.

Scarce rooms

Rooms are now scarce, but Protacio says those who want to stay in hotels may “still keep on trying to make reservations because the room inventory changes every day.”

While Metro Cebu has 200 to 300 new rooms that opened up last year, hotel accommodation is very tight because the Sinulog period is a peak season.

Protacio said 60 percent of hotel bookings came from Filipinos based in other countries, and 40 percent came from different nationalities.

Figures from the Department of Tourism in Central Visayas showed an increasing number of tourist arrivals in Cebu every January. In 2009, the tourist arrivals reached 146,035, or over 6,000 more than the 139,813 who came to Cebu in 2008.

Tomorrow’s culmination of the week-long Sinulog Festival, now on its 30th staging, is expected to be the grandest with a budget of at least P25 million.

The finale alone, which will feature a city travelogue from the Spanish era to the present, will cost P2.5 million. “This is something to see and to remember,” said Ricky Ballesteros, executive director of the Sinulog Foundation Inc.

Fewer contingents

Unlike last year, only five out-of-town contingents have registered to join the grand parade, compared to nine last year. Moreover, 43 dancing contingents will take part, compared to last year’s 44.

The upcoming election is the likely reason for the few contingents from other provinces, explained SFI project director Dolores Suzara.

But Ballesteros says the local contingents would provide excellent performances based on how the participants of the Sinulog sa Kabataan contest fared on Jan. 9. “They are quality contingents,” he said.

The five contingents are from Masbate, Misamis Occidental, South Cotabato, Negros Occidental and Lanao del Sur.

Tangub Mayor Jennifer Tan, who leads the Sinanduloy Cultural Troupe, the defending champion for the Sinulog-based category, said her city would not want to miss this year’s festival because it had been joining for the past 10 years.

Its participation has also helped boost Tangub’s popularity as a tourist destination, Tan said. “This goes to show that our religious faith is beyond election,” she said.

A total of 122 contingents will join the Sinulog grand parade.

SC revisits cityhood laws by Rey E. Requejo


The Supreme Court has decided to reopen deliberations on measures that would convert 16 towns into cities, following clamor from several justices and local government officials.

The high tribunal also required the mayors of the 16 would-be-cities to answer in 10 days two motions filed by the 120-member League of Cities of the Philippines, which insisted that the cityhood laws had been declared unconstitutional in a 2008 ruling that had become final and executory last year.

In a full-court deliberation Tuesday, the high tribunal acted on the league’s motion for reconsideration and motion to annul the Dec. 21, 2009 decision, which declared the 16 laws constitutional. These were the same laws, which the high court declared unconstitutional in a ruling dated Nov. 18, 2008, the league said.

The high court voted 6-5, with four abstentions, to declare unconstitutional the 16 cityhood laws. The would-be cities filed a motion for reconsideration, which the high court denied on March 31, 2009 in a 7-5 vote. They filed a second motion for reconsideration, on which the court voted 6-6, a tie, which under the rules amounted to a denial of the motion. The high court subsequently ordered an entry of judgment on May 21, 2009.

On appeal made by the would-be cities, the court reversed itself and affirmed the cityhood laws on Dec. 21, 2009.

The league filed another motion, saying that the high tribunal could no longer modify or reverse its own full court decision that had long become final and executory.

“This [the reversal of a final decision] will set a bad precedent and will disturb the well-established legal principles on finality of judgment,” the league said.

The 16 towns vying for cityhood are Baybay in Leyte, Bogo in Cebu, Catbalogan in Samar, Tanday in Surigao del Sur, Borongan in Eastern Samar, Tayabas in Quezon, Lamitan in Basilan, Tabuk in Kalinga, Bayugan in Agusan del Sur, Batac in Ilocos Norte, Mati in Davao Oriental, Guilhulngan in Negros Oriental, Cabadbaran in Agusan del Norte, Carcar in Cebu, El Salvador in Misamis Oriental, and Naga in Cebu.

Four members of the tribunal, Senior Justice Antonio Carpio and Justices Conchita Carpio Morales, Arturo Brion, and Diosdado Peralta opposed the reversal of an en banc ruling that had become final. “Any tie-vote on a motion for reconsideration reversing a prior majority vote on the main decision would wreak havoc on well settled jurisprudence of this court.”

1. TOO NARROW RIGHT OF WAYS WITHIN THE CITY. THERE IS LITTLE OR NO ROOM TO EXPAND THE ROAD.

Leyte geothermal company acquires patent for homegrown on-line steam purity monitoring system (http://pia.gov.ph/?m=12&r=&y=&mo=&fi=p100115.htm&no=81)

Tacloban City (January 15) -- Energy Development Corporation, a geothermal company in Leyte, has recently acquired patent for its online Steam Purity Monitoring system, from the Bureau of Patents of the Intellectual Property Office.

The system which was developed by EDC’s geoscientists and technical services engineers and installed in all the company’s project sites since 1996, provides quick, reliable and continuous real time data of geothermal steam supplied during normal plant operations for immediate response to system upsets.

"We are proud of this very first patented invention of the company because it is a proof of the world-class ingenuity and expertise of EDC in geothermal production. The on-line steam purity monitoring system is another EDC innovation that makes our operations more efficient, cost-effective and safe," EDC President and COO Richard Tantoco said.

Before the technology was developed, EDC relied on the manual method involving a five-man shifting crew to conduct the sampling of steam condensate. The data would be available only after 24 hours.

Since EDC implemented the on-line steam purity monitoring system, it has displaced between PhP31 million to PhP52 million in annual operating expenses and realized gross savings of up to PhP 314 million from 1996 up to 2005.

The technology has been a boon in Leyte where EDC operates its largest geothermal production field.

"The Leyte geothermal power facility has at least 90 production wells scattered over a network of pipelines stretching 186 kilometers long. Maintaining the high quality of steam from these wells has been achieved primarily because we have the on-line steam monitoring system built into the network," emphasizes Engr. Manuel C. Paete, Resident Manager of EDC’s Leyte Geothermal Production Field (LGPF).

EDC has pending patent applications for four other technologies it has developed through the years, Mr. Tantoco disclosed.

"These are the results of our long-term commitment to make our operations truly world-class. We have been developing and applying practical technologies to improve resource management in our geothermal sites. Our experience in managing five geothermal project sites for the past 34 years has enabled us to study various situations and problems related to resource management and invent technologies to address them. This is an achievement that fortifies EDC’s leadership and expertise in the geothermal industry."

EDC owns and operates geothermal steam fields in Leyte as well as the 701.5-MW Unified Leyte geothermal power plants.

A patent is an exclusive right granted by the State through the Intellectual Property Office of the Philippines (IP Philippines) to a patent owner for a product, process, or an improvement of a product or process for a specified period. In return, the patent owner discloses the invention details in his application published in the Intellectual Property Office Gazette. Technological information made available to the public promotes innovation and development.

Patentable inventions offer a technical solution to a problem in any field of human activity. The technical solution must fulfill three basic requirements: it must be new; it must involve an inventive step and; it must be industrially applicable.

An invention has a term of protection of 20 years from the filing date of application.

A patent owner has the right to prohibit any unauthorized person or entity from using, making, or selling his product or process. He can also transfer his right by assigning or transferring the patent, and conclude licensing contracts from it. (PIA 8)
