tama ka migo @demoniod, it was the whole Isla Verde community were awashed by a tremendous flash flood in 1991 Ormoc tragedy. somehow Ormoc managed to stand and awaken from that tragedic incident that's why the LGU of Ormoc actively implement Clean and Green campaign. so far, Ormoc City is one of the greenest and cleanest LGUs in the regiön today. thanks for dropping by amigo.

TACLOBAN CITY - The extended registration conducted by the Commission on Elections in Eastern Visayas had only netted over 7,000 new voters, a turnout described as “low” by Regional Director Jose Nick Mendros.

Last December, the Comelec conducted an extended registration among qualified voters based on the decision of the Supreme Court which upheld a petition by a youth group.

Here in the region, the five-day registration, which ended last December 29, resulted for 7,810 new voters, Mendros said.



“It was low,” the regional director said, referring to the turnout of qualified voters who flocked to the various local poll offices in the region.

Mendros had earlier expressed his opposition in the conduct of an extended registration saying that it would affect their schedule relative to the conduct of the May 10 elections on top of the fact of his projection that only very few would avail such undertaking.

“But we are a collegiate body. We have no option but to follow the order,” he said.

During the extended registration, it was learned that several towns in the region yielded less than 10 new voters.

In fact, in one town, Maslog in Eastern Samar, not a single person had availed the extended registration. At present, the registered voters of the said town stand at 2,965.

Among the towns which have less than 10 persons who trooped to their respective Comelec offices during the extended registration were Gandara, two; San Jose de Buan, three, both in Samar province; Padre Burgos, seven, Pintuyan, eight and San Ricardo, nine, all towns located in Southern Leyte.

Meantime, Tacloban City posted the highest number of individuals who availed the extended registration with 678 voters. At present, the city has 101,120 qualified voters. Catbalogan City was second with 236 followed by Maasin City at 118.

The following have at least 100 or more persons who availed of the extended registration: Matuguinao (112) and Basey (101), both in Samar; Palompon, 110; Palo (109), Carigara, (109) and Baybay City, (100), all in Leyte.

The 7, 810 voters who have enlisted during the extended registration would boost the region’s current registered voters of 2,432,370, the records of the Comelec-8 reveals.

Leyte had the biggest number of individuals who availed the extended registration at 3,085 followed by Samar with 1,595; Northern Samar, 1, 322; Eastern Samar, 872; Southern Leyte,660 and Biliran, 276.

Among its six provinces, Leyte has the biggest number of registered voters at more than 1,027,709 followed by Samar with 449,123 voters.

Northern Samar has 343,579, Eastern Samar (265,810), Southern Leyte (247,598) and Biliran (98,551).

^^You're welcome Kuya Rez! Naeksakto lang na nagfield trip kami kahapon. We also went to the Ormoc Pineapple Farm, HISUMCO Sugar Mill, and Patag Sugarcane Plantation. Kahit hindi nagcooperate yung weather it was fun. :D I-post ko mamaya yung ibang pictures ko. :)

yung isla verde ba malapit sa port? pagbaba namin kasi sa supercat terminal, diretso na agad kami to tacloban so di na kami nakapagikot sa ormoc aside from the road going out of the port...

back in 2004, medyo di pa ganyan ang ormoc... but im surprised ang laki na talaga ng pinagbago ng ormoc...

yung wife ng pinsan ko is also from leyte btw.. malapit sila dun sa st.bernard where another tragedy happened in 2006 but luckily di naman sila nadamay..

WoW - Tacloban City


Two close friends once told me, "kabaw ray ayo sa Leyte" (only the carabaos are good in Leyte). Never been to Leyte myself, I raised a skeptic brow. I thought they were just unhappy with their boyfriends then who were from Leyte. That was almost ten years ago, now I'm assigned in Tacloban City, Leyte.

Although dubbed as the home of Waray Waray Gang, this city is really very friendly. As I walked the downtown area, taking pictures as I go with my mobile phone, it felt like Colon Street back home, although its safer here. This is the street I often walked while buying groceries in Leyte Asia Trading, going out for dinner or just whiling away the time in Gaisano. See the yellow lines? You can only cross the streets between those lines. On the second night of my stay here, I got caught jaywalking. I was lucky that the traffic enforcer was lenient.

The food in Tacloban cost more than some places I've been to. I often asked my officemates why it's like that when Eastern Visayas is very rich in seafoods and rice. Some say its because they export to other provinces to get better prices. While others say its because the road networks outside the city are not good therefore making it costly to transport food supplies.

Still, I have my favorite dining places. In addition to Jollibee, Mc Donald's and Chowking, I often order lunch and dinner from Kitchenitos, Ritz Tower, Farenheit and Cindys. When I feel a little extravagant, I would go to Fiesta Grill along Justice Romualdez St. and order baked scallops, fried kangkong and tinola na isda (fish soup). Or I would go to this little resto on Burgos St called Sunzibar. I especially liked to order the House Salad, Jerk Bangus and Redberry Iced Tea.

For lunch meetings, our office would treat our guests to Ocho Seafood. It is a very well known restaurant located along Senator Enage St. It is a favorite among visitors not only for its delicous food but also for its fast service. For desserts, you can buy yummy cakes and pastries from Elena’s Bakeshop. The city also has other bakeshops like Goldilocks, Mr. Donuts, Julies Bakeshop and Dunkin Donuts.

One can find numerous accommodations in Tacloban City. Ranging from pension houses like GV Hotel and Royal Suites to hotels like the Asian Stars Hotel, Dynasty Hotel, the quaint Hotel Alejandro, the Spanish style Leyte Park Hotel and the state-owned Mc Arthur Park Beach Resort. While having our Family Day in Mc Arthur Park Beach Resort, I had a grand time listening to the sea, feeling the breeze and walking along the beach.

My company was kind enough to let me stay at the staffhouse. I had an airconditioned room with its own toilet, a cable TV, a refrigerator and when I’m lucky, my laptop can sometimes get wifi signal from our office downstairs. I shared these with two other female officemates.

Plazas (parks), tricycles and basketball courts are facts of Philippine towns. While walking along the Plaza Rizal, I found this scene. Tricycle drivers parked their vehicles inside the plaza to shoot some balls. For me riding tricycles are the best way to go around town. The fare is only P6.00 and the vehicle can wave fast through traffic in downtown area. Plaza Rizal hosts many night entertainments in the city that are shown in the AAC 24 in Leyte Cablenet. Just last night, there were live bands playing and I could hear it all from my room.

Another fact of the Filipino life is the jeepney. I have yet to visit a town in the country with no jeepney. These public utility vehicles ply the route within the highways of the city. Metro Tacloban has a taxi equivalent called Spider. It is a multi-transport hybrid of a multicab. It is fast & economical, sleek & comfortable and with 24 hours service. I have yet to ride one. Driver Noli, was kind enough to offer a mock ride for picture taking but I declined. If you need a ride around the city, you can contact him at 053-3410129 or 0929-2692462.

The Philippines, being a predominantly Christian country is home to hundreds of churches. The ones closest to my place are the Sto. Nino Church and United Church of Christ along Zamora St. The prayer room of the Sto. Nino Church is open from 7am to 7pm. Within the church compound, you will find five bells which I think used to grace the bellfries. You could also find a small monument with this epitaph " Choose life, God's precious gift".

Below is a picture of the Mc Arthur Shrine in Candahug, Palo. I've been there and the sea breeze feels nice. The park on which the shrine is built is well maintained. Families, lovers and friends are often seen there in the afternoons.

Its unique shape is amazing. On the part near Leyte, it is shaped as an L. While curving to an S when nearing the Samar province.

Leyte, particularly Tacloban City, has been my surrogate home for more than a year now. I have found many good things in this province and can even speak a smattering of Waray. This place is a work in progress. In 2009, a few call centers are opening up as well as the Robinsons Mall. The city is now a classified as highly urbanized after the December 18, 2008 plebiscite.

Only the carabaos are good in Leyte? Not to me :)

TACLOBAN CITY- Soon, flyovers will dot some of the city’s busy streets.

And the construction of these overpasses would mainly help decongest the traffic woes of the city, says Salvador Estudillo, chief of the Traffic Operations, Management, Enforcement and Control Office, during the weekly media forum “Express it at the Park” held at the Leyte Park Resort.

Estudillo said that the planned overpasses would be constructed along the streets of Justice Romualdez, Gomez, Rizal and at Marasbaras district.

The TOMECO chief identified those streets as among the busiest streets in the city where there are heavy volume of traffic.

“We have referred the plan to the City Architect Office for the design and the budget,” Estudillo said.

But he said that planned construction of those overpasses is envisioned to be accomplished within this year.

“Those (structures) will help improve our traffic situation. Motor vehicles on those areas slow down whenever our pedestrians cross the streets. But with an overpass, there will be a smooth flow of the traffic considering that our pedestrians will now use the overpass,” Estudillo said.

According to him, one overpass may cost over P300,000.

“The construction will start within this year,” he said.

Estudillo admitted that because of the worsening traffic situation of Tacloban, their office has devised several schemes to address the problem. And one of them is the construction of flyover or overpass which has been put in place in other big cities in the county like Manila and Cebu.

Aside from constructing overpasses, the city government is also mulling of putting up additional traffic lights along Imelda and Rizal Avenues. Each traffic light costs about P5 million.

The installations of traffic lights in the city over a year ago helped improve its traffic situation.

Estudillo also said that new traffic scheme would also be introduced by the city government anytime soon.

The introduction of this new traffic scheme would be submitted to the members of the city council during their regular session this Wednesday, he said.

He said that all the six rerouting schemes put in place by the city government would be submitted by his office for the members of the city council to reconsider and for them to have a better appreciation of coming up of a new traffic rerouting scheme.

WoW - Tacloban City


Two close friends once told me, "kabaw ray ayo sa Leyte" (only the carabaos are good in Leyte). Never been to Leyte myself, I raised a skeptic brow. I thought they were just unhappy with their boyfriends then who were from Leyte. That was almost ten years ago, now I'm assigned in Tacloban City, Leyte.

Although dubbed as the home of Waray Waray Gang, this city is really very friendly. As I walked the downtown area, taking pictures as I go with my mobile phone, it felt like Colon Street back home, although its safer here. This is the street I often walked while buying groceries in Leyte Asia Trading, going out for dinner or just whiling away the time in Gaisano. See the yellow lines? You can only cross the streets between those lines. On the second night of my stay here, I got caught jaywalking. I was lucky that the traffic enforcer was lenient.

The food in Tacloban cost more than some places I've been to. I often asked my officemates why it's like that when Eastern Visayas is very rich in seafoods and rice. Some say its because they export to other provinces to get better prices. While others say its because the road networks outside the city are not good therefore making it costly to transport food supplies.

Still, I have my favorite dining places. In addition to Jollibee, Mc Donald's and Chowking, I often order lunch and dinner from Kitchenitos, Ritz Tower, Farenheit and Cindys. When I feel a little extravagant, I would go to Fiesta Grill along Justice Romualdez St. and order baked scallops, fried kangkong and tinola na isda (fish soup). Or I would go to this little resto on Burgos St called Sunzibar. I especially liked to order the House Salad, Jerk Bangus and Redberry Iced Tea.

For lunch meetings, our office would treat our guests to Ocho Seafood. It is a very well known restaurant located along Senator Enage St. It is a favorite among visitors not only for its delicous food but also for its fast service. For desserts, you can buy yummy cakes and pastries from Elena’s Bakeshop. The city also has other bakeshops like Goldilocks, Mr. Donuts, Julies Bakeshop and Dunkin Donuts.

One can find numerous accommodations in Tacloban City. Ranging from pension houses like GV Hotel and Royal Suites to hotels like the Asian Stars Hotel, Dynasty Hotel, the quaint Hotel Alejandro, the Spanish style Leyte Park Hotel and the state-owned Mc Arthur Park Beach Resort. While having our Family Day in Mc Arthur Park Beach Resort, I had a grand time listening to the sea, feeling the breeze and walking along the beach.

My company was kind enough to let me stay at the staffhouse. I had an airconditioned room with its own toilet, a cable TV, a refrigerator and when I’m lucky, my laptop can sometimes get wifi signal from our office downstairs. I shared these with two other female officemates.

Plazas (parks), tricycles and basketball courts are facts of Philippine towns. While walking along the Plaza Rizal, I found this scene. Tricycle drivers parked their vehicles inside the plaza to shoot some balls. For me riding tricycles are the best way to go around town. The fare is only P6.00 and the vehicle can wave fast through traffic in downtown area. Plaza Rizal hosts many night entertainments in the city that are shown in the AAC 24 in Leyte Cablenet. Just last night, there were live bands playing and I could hear it all from my room.

Another fact of the Filipino life is the jeepney. I have yet to visit a town in the country with no jeepney. These public utility vehicles ply the route within the highways of the city. Metro Tacloban has a taxi equivalent called Spider. It is a multi-transport hybrid of a multicab. It is fast & economical, sleek & comfortable and with 24 hours service. I have yet to ride one. Driver Noli, was kind enough to offer a mock ride for picture taking but I declined. If you need a ride around the city, you can contact him at 053-3410129 or 0929-2692462.

The Philippines, being a predominantly Christian country is home to hundreds of churches. The ones closest to my place are the Sto. Nino Church and United Church of Christ along Zamora St. The prayer room of the Sto. Nino Church is open from 7am to 7pm. Within the church compound, you will find five bells which I think used to grace the bellfries. You could also find a small monument with this epitaph " Choose life, God's precious gift".

TACLOBAN CITY- The City Government here will construct six mini-gymnasiums in different barangays in this city this year to the tune of P16 million.

This was disclosed by Executive Assistant Eduardo Manadong in an interview Friday.

“The city government has lined up several multi-million infrastructure projects for this year, and one of them is the putting up of mini-gyms in six different barangays in the city,” he said.

Manadong said that three of the proposed mini-gyms will be put up in barangays in the northern part of the city while the rest will be built in other areas of Tacloban.

He identified the six barangays where new mini-gyms will be put up as Barangays 99 (Diit), 37-A (Palanog), 94-A (Basper), 74 (Nula-tula), 51 (Magallanes), and 88 (San Jose).

Manadong disclosed that the city government has already set aside P16 million for the construction of the six proposed mini-gyms.

He stated that P4 million each was allocated for the mini-gyms projects in Nula-tula and San Jose, while P2 million each was earmarked for the proposed gym projects in Diit, Magallanes, Palanog and Basper.

The executive assistant said the target date for implementation of the mini-gym projects is the first quarter of 2010.

“The projects will be bidded out in the second week of February, and construction work could begin by the first week of March,” he said.

Manadong said that once the six projects will be completed it will bring to 14 the number of prefab-type mini-gyms constructed by the administration of City Mayor Alfred Romualdez since last year.

Earlier, the city government completed the construction of eight mini-gyms, five of which are located in the northern barangays.

Those eight are the mini-gyms constructed in Barangays 106 (Sto. Niño), 12 (GE Palanog); 103 (Palanog); 107 (Sta. Elena), 105 (San Isidro), 60 (Sagkahan), 83-A (Burayan), and 68 (Anibong).

Manadong, who was tasked by Mayor Romualdez to monitor the implementation of infrastructure projects, said that the city government prioritized the mini-gym projects because of their importance and benefit to people in the barangays.

“Mini-gyms serve as a venue for a variety of important activities in the barangays like graduations, meetings and sports and youth activities,” he pointed out. (CIO- RODRIGUEZ T. SEÑASE)

with that certain amount of P300,000 for every overpass I guess it is a pedestrian overpass just like what we have in Jaro Drive and LNU.

....flyover in downtown area of Tacloban is inappropriate and aesthetically/architecturally bad. baka maging urban jungle it Tacloban if ever it will pursue...

^^ there's a small pension house at real st. near santo nino shrine. i think it's called casa real. it's less than 600 a night. very cheap compared to the more known hotel in the city. but if you want a more classy with nice lobby. you can go for those expensive ones, they're probably a little over 1,000.

as a house, it's probably one of the old ones in the city but i believe it had been through lots of renovations already.

i think the facade was preserved but the interior had been somewhat renovated to make it more hotel-like. i'm sure you dont want an old house that look as if it's inhabited by a ghost. :)

yes, you can but just be careful coz there are fast moving vehicles that use the bridge and the bridge shakes when they pass. and the bridge has no railings that separates the pedestrian from the vehicles. someone should keep watch for in-coming vehicles.

you might feel a bit dizzy 'cause the bridge is vibrating... nakakalula din tingnan ang san juanico strait sa ibaba. I remember, our bus stopped sa gitna ng bridge for picture taking then we headed on to a place just after the bridge.. i forgot the name of the place, if i can recall it right it was dahlia's garden ba yun... its a high point lagpas sa bridge that has resto on top. then headed on to palo sa memorial ni mcarthur..

basi you like i-tour ta ka, sakpon mo ko galing sa fare haha :lol:

diri man gad 30 minutes (baga la ngahaw adto Tacloban-Gov't Center, Palo o St. Pauls/Campetic) la it Tacloban-Jaro-vice versa....baka walang traffic. may 3 pa ka bayan madadaanan mo Tacloban-(Palo-Sta.Fe-Alangalang)-Jaro...I guess almost an hour siguro at depende pa sa traffic....

Just tune in to Eat Bulaga, I hooked up to thier segment on (Kahit Sino Pwede) KSP Super-SiReyna edition and one of the contestant is from San Antonio, Basey, Samar. Needless to say, they flash in thier screen stating that contestant no. 02 is from "Samar, Leyte". I was in dismay and disappointed talaga that there are some people parang hindi nila alam HEKASI nila. Elementary geography lang yan hindi pa tama. Naku, pag ganito parati yung conception ng mga kababayan natin (mas lalo na yung mga kababayan at mga dayuhan sa ibang bansa) mahihirapan talaga tayo to promote tourism here in the Region. Kung minsan pa nga nagpapakamalan ang Tacloban City ay nasa Samar dahil sa geographical location nito in-between the two islands. Hope our officials would help out to draw a line and build an image of both islands. Just my two cent lang naman....

I was recently in Tacloban City where I inevitably found myself immersed in pre-election concerns and had a whiff of the stink of local politics.
An unusual spectacle is unfolding in the electoral contest in the city. The incumbent mayor, Alfred Romualdez, is running for re-election. There’s really nothing wrong with his quest for re-election because he has not yet exceeded his term limit. However, his slate includes his father, Bejo Romualdez, who is running for vice mayor. If both win, Tacloban will have a father and son sitting as Mayor and Vice Mayor, respectively.

I know. This situation is not really unusual in this country. Various permutations of political dynasty exist in this country such as husband-and-wife teams sitting as mayor and congressman or father and son sitting as mayor and chairman head of the Sangguniang Kabataan. But I think not very many families have the audacity to actually want to corner both the posts of mayor and vice mayor of the same city.

What adds to the unusual situation is the fact that Bejo Romualdez is the immediate past City Mayor of Tacloban City and he bequeathed the post to his son, the incumbent. In short, he is settling for a lower position in the 2010 elections. The even more twisted thing is that the older Romualdez has been reportedly telling people in campaign sorties that the situation bodes well for Tacloban because this means that the mayor cannot misbehave since he—the father—is watching him.

That’s not it, yet. It gets even more outrageous. Former sexy actress Cristina Romualdez—Alfred’s wife—is also running for re-election as councilor and has made it known that she wants to win as first councilor of the city.

The electorate has irreverently dubbed the trio the Holy Trinity of Tacloban—the son, the father, and the wife. In a rather twisted turn of events, the Romualdezes have latched on to the joke by using the same as some kind of justification for the anomalous situation. The incumbent mayor has been publicly saying that if Catholics don’t have questions about the validity of the concept of the Holy Trinity, then they shouldn’t question Tacloban’s holy trinity. In Alfred’s words: “If there is a Holy Trinity in the Bible, then Tacloban City has its own trinity. Dynasties have existed since the time of Jesus Christ.”

I almost choked on the scallops I was eating when friends and relatives narrated the above to me. There were more reasons for consternation. Everyone had something juicy to contribute to the discussion about how the political situation in Tacloban City has degenerated to absurd levels.

There are 10 slots available for councilor of the city. There are 40 candidates who filed their certificates of candidacies. It stands to reason that anyone running for the post of mayor would field a complete slate. The Romualdez slate, however, is composed of 15 candidates for councilor. The Romualdezes want to convey the impression that they are so loved in Tacloban there’s a long list of people jumping all over themselves to be associated with them. Fielding 15 candidates for the 10 slots increases the chances of cornering majority of the seats of the City council—a highly contentious battleground in the last three years for the incumbent mayor on account of a very strong opposition—but it also smacks of cheap opportunism. What kind of a leader willingly encourages members of his team to openly fight amongst themselves while he watches benevolently waiting to raise the hands of the victors?

Putting up a brave fight against the Romualdezes is media man Bob Abellanosa; the man who for many years read the evening news for the local television channel. Abellanosa is not exactly the first choice among those at the dinner table but most of them were willing to cast their lot behind the guy firmly believing in the mantra “anybody but the Romualdezes.”

The political situation in Tacloban—something that has bordered on the absurd and the comical—has been simmering under the surface for quite some time now. The Romualdezes have only recently returned to power since they were thrown out with the Marcoses after the first Edsa revolution.

All over the city are tarpaulins of the handsome first couple of the city supposedly proclaiming the achievements they have made for the city. The joke among the citizenry is that whatever achievements are printed in the tarpaulins is unreadable as most of the space has been taken up by the huge picture of the very handsome couple. Some critics gleefully proclaim that that’s exactly the major achievements of the couple—they’ve prettified themselves.

The Romualdezes have been at odds with the Petillas for many years now. The Petillas have held sway over the provincial capitol since the matriarch Remedios Matin Petilla became governor a few years after the Romualdezes’ fall from grace. Petilla went on to become congressman and later on as deputy chairman of the Philippine Amusement and Gaming Corporation. The current governor of Leyte is her son Jericho Petilla.

The conflict between the Petillas and the Romualdezes has resulted in competition that has reached almost farcical levels— whatever programs for the common people initiated by the provincial government has been replicated by the city government and vice versa. For example, the province has a singing contest designed to discover singing talents. The city government has its own contest, held just a block away from the venue of the provincial contest. Even the backdrops of the two competitions seem to compete amongst themselves in terms of size. The provincial and city governments also compete in terms of who has the better morning exercise sessions.

The city folk have come to see the competition as akin to the kapuso vs kapamilya contest not only because it has become entertaining but more because it has become quite shallow although most concede that the competition has also somehow resulted in more services being offered to citizens.

The problem is that the competition had become dysfunctional in many occasions such as during the most recent city fiesta when the provincial government and the city government hosted their own festivals. Reports have it that the street dancing related to one festival was rudely interrupted because activities related to the other festival cut through the street dancing venue. During the recent Palarong Pambansa, which was hosted by the provincial government, the city government reportedly refused to allow the use of certain facilities owned by the city.

The result of all these is that there is now a seeming exodus to relocate most businesses to the nearby town of Palo, which already hosts most government regional offices. SM is reportedly building its first mall in the region in Palo and the Petilla matriarch, Remedios Petilla, is now running for the post of mayor of the town. There is also the plan to move the provincial capitol to Palo eventually. If all these happen, Tacloban will most like degenerate into a shell of what it used to be and what it could have become. No wonder “have mercy on Tacloban City” is an oft-repeated plea that’s being whispered around by concerned citizens.

The provincial and city governments also compete in terms of who has the better morning exercise sessions.

The city folk have come to see the competition as akin to the kapuso vs kapamilya contest not only because it has become entertaining but more because it has become quite shallow although most concede that the competition has also somehow resulted in more services being offered to citizens.

The problem is that the competition had become dysfunctional in many occasions such as during the most recent city fiesta when the provincial government and the city government hosted their own festivals. Reports have it that the street dancing related to one festival was rudely interrupted because activities related to the other festival cut through the street dancing venue. During the recent Palarong Pambansa, which was hosted by the provincial government, the city government reportedly refused to allow the use of certain facilities owned by the city.

The result of all these is that there is now a seeming exodus to relocate most businesses to the nearby town of Palo, which already hosts most government regional offices. SM is reportedly building its first mall in the region in Palo and the Petilla matriarch, Remedios Petilla, is now running for the post of mayor of the town. There is also the plan to move the provincial capitol to Palo eventually. If all these happen, Tacloban will most like degenerate into a shell of what it used to be and what it could have become. No wonder “have mercy on Tacloban City” is an oft-repeated plea that’s being whispered around by concerned citizens.

Let's think out of the box here.. The culture of dynasty in our political system (in the case of the Romualdezes) is not that bad as long as political leaders deliver and bring good results.. On the other extreme, it diminishes transparency and accountability in the local government..

Tacloban is indeed progressing in terms of TANGIBLE and EMPIRICAL data, or what can be seen and felt by our senses such as blooming infrastructure, consumerism, commercialism, etc. How about in terms of health, employment, education, self-sustainability, quality of life.. These are avenues that needs to addressed with more synergism, vigor, and innovation.. In the end, progress is only monopolized by big business tycoons, and not necessarily trickle down to the masses..

It saddens me that leadership in Tacloban is becoming more "personality-oriented" rather than "community-initiated" such as in the case of the Romualdezes monopolizing Tacloban, and the Petillas on Palo and the Provincial government.. What happened to the virtue that the "power of the government emanates from the people"? The only hope we have is an honest and credible elections this coming May.

^^ i have no problem with echo petilla because he is indeed doing much good to the province. he has a vision and he delivers.

but with the romualdez, i'm not really that sure coz the older romualdez is somewhat dumb. in fact, during his term, he just sign any documents presented to him by the city administrator. while the younger romualdez had an attitude problem. so i'm afraid it's not going to be that good for tacloban if we vote for a romualdez dynasty. but lacking any good choices for mayor, i'd still end up voting for the incumbent coz i'd say he'd be a lesser evil than the other candidates. and though i voted for UY before, i'd dump him now coz i saw how he too is corrupt and had been using his government position for his own family's bizniz interest.

i had a traumatic experience on my recent trip to Boracay.

My friends and I decided to spend 2 days in Iloilo City before going to Boracay and we'll jz take a land trip from Iloilo City to Caticlan (Boracay).

Unfortunately, while on our way to Caticlan, we were left behind by the bus when it had a stop-over in the town of Banga.

Good thing, there was a private van and the driver was so kind that he drove us to Caticlan. And luckily, the bus driver waited for us in Caticlan so he could return our bags....

Twas fun though and ilonggos are certified honest and nice people.:)

PALO, Leyte -- Companies based in Taiwan have pledged to invest in Eastern Visayas, particularly in shipbuilding, steel manufacturing and aquaculture.

The investment pledges valued at almost $38 million were made during the visit to Taiwan of a trade mission from the region.

Department of Trade and Industry regional information officer Lemuel R. Montes said representatives of Taiwanese companies that pledged to invest in the region would visit between February and March this year.

The Trade department initially identified the Leyte Industrial Development Estate in Isabel, Leyte; Eastern Samar; and Southern Leyte as potential investment sites for the Taiwanese companies.

Among those that committed to expand to Leyte and Samar areas were Min Hwei Enterprises Co. Ltd., Kaohsiung Shipbuilding Co. Ltd., Bun Tung Co. Ltd., Gates Co. Ltd., and Laurel Wreath Tec Trading.

Kaoshiung pledged to make the biggest investment of $30 million while the rest pledged to make investments of about $8 million.

“The investment mission was effective because we asked our local businessmen to help us in the promotion,” Mr. Montes said.

The Trade department targets to generate P150.85 million worth of investments in 2010 through investment missions, investment facilitation, investment matching and financing facilitation.

What should be Eastern Samar’s most ambitious infrastructure project to date has been generating lot of controversy.

A P500-million road fund for Eastern Samar, tucked into the Public Works and Highways 2010 budget, aims to modernize 20 kilometers of the main Wright-Taft-Borongan-Guiuan section of the national highway, the single biggest investment for a highway project in the province in years.

Unfortunately, some people are seeing this multi-million road fund in another light.

The project covers a single stretch of Eastern Samar’s main highway. To ensure uniformity in structural integrity and standards, it should be bid out as a single project. And because it is worth P500 million, it should be the DPWH national office which should be in charge of the bidding and the awards process to ensure full transparency and integrity.

Big, single infra investments for a single stretch of a highway are normally included in the budget as that – a single spending item. Even the Government Procurement Act prohibits splitting of contracts. However, a legislator known for his vulgar and meddling ways arm-twisted the DPWH into chopping, slicing and dicing the P500 million fund.

The DPWH budget says that the P500 million road project is a project of two packages broken down into 12 projects. The amounts of the 12 vary, two of which are worth P60 million each, and the rest between P40 million and P50 million.

But still, the amounts are beyond local jurisdictions. And so two officials of Eastern Samar are said to be moving to chop the project into parts apparently to control the bidding process.

Because DPWH bidding rules provide that district engineers can bid out projects worth P20 million and below (with regional offices of the DPWH taking care of projects from P20 million up to P200 million and the central offices of the DPWH taking care of all projects above P200 million), a certain district engineer, with the backing of his congressman, are said to have asked the DPWH Secretary for authority to bid out all components of the road project worth P50 million and below.

If this is allowed, this district engineer can bid out all 10 of the 12 components of the P500 million road project. 

Fortunately, the Secretary has held off decision on the matter. The regional director for Eastern Visayas is also said to be lukewarm to the idea. It is also a good thing that Budget Secretary Noynoy Andaya has withheld funds for the project.

A dramatic intercession from President Arroyo, who can very well order the bidding of the P500 million construction as a whole, is in order to once and for all stop the slice and bid scheme for an all-too-important road project.

if that's the case, that list is not yet the official listings. it could be press released but as partial list only. who knows COA regional office 08 might not had submitted their facts to COA central office o sadyang kulelat lang sa income ang mga cities namin dito. im not provoking and make this issue big im just too curious lang kasi bakit nawala sa ranking ang City namin.
Oh well, 2009 has been good for Tacloban, Ormoc, and Baybay Cities here in Leyte. Same thing to other Cities in the region (Calbayog, Catbalogan, Borongan and Maasin). just like what they say, BETTER LUCK NEXT YEAR!
