MANILA, Philippines - Ayala Land Inc. signed a joint venture agreement with Anflo Management & Investment Corp. and Mindanao Motors Corp. (“the Anflogroup”) last Feb. 18, 2010 for the development of a 3.2-hectare property along CM Recto at the heart of Cagayan de Oro’s economic hub. Identified as a high growth area, Cagayan de Oro is a trade and commercial center serving as a transport hub for Northern Mindanao.

In 1997, the Ayalas and the Floirendos also sealed a partnership to develop The Regency at Salcedo, a residential condominium in Makati City, and later in 2007 a mixed-use development in Davao City called Abreeza.

With this proven partnership and Ayala Land’s unmatched experience in world-class real estate developments, the project is envisioned to be an integrated mixed-used development that will dramatically change Cagayan de Oro’s urban landscape. This is in line with Ayala Land’s strategy of establishing well-planned mixed-use communities in growth centers in various parts of the country.

The centerpiece of the development will be a shopping mall that will offer basic conveniences addressing the everyday needs of the city, as well as unique, dining, entertainment, and retail concepts that will serve not only the immediate communities but also tourists and transients.

With a total initial investment of approximately P2.5 billion, the project is expected to spur growth and create about 10,000 new jobs.

An Taclobanon: A Brief History


The An Taclobanon Association of Southern California was founded because of the strong social ties among the Taclobanons in Southern California, hoping to better help each other, as well as their friends from their former hometown, Tacloban.

It was in 1984 that a few good men and women of Tacloban started planning to establish the An Taclobanon Association of Southern California. Their efforts came to fruition in July 20, 1985 when the charter officers were elected and they were: Edwin Tiu, president; Ramon Duarte, vice-president, Carlota Jaojoco-Sta. Ana, secretary; Raffy Lagado, asst. secretary; George Yu, treasurer; Henry Badar, auditor; Eddie Ros, P.R.O.; Gindy Sydiongco and
Cesar Urbayan, protocol officers.

The members of the Board of Directors were:Celing Aguinid, Baby Esperas-Cui, Guy Engle, Emily Garcia, Nonie Jaojoco, Butch Ollero, and Joe Salem.

The following year, with more or less a hundred members, the Association started out with its first project, which was the celebration of the annual fiesta in honor of Santo Niño. It was also in this occasion that the first Mrs. An Taclobanon contest was held with Baby Esperas-Cui winning the title.

The fiesta celebration in honor of Santo Niño became an annual project of the Association. But in 1989, the Association held the first Ms. An Maglipayon contest with Rochelle Romana Mesa winning the crown. The Association focused on these annual events as a way of preserving the unique cultural
heritage of Tacloban and to entice Taclobanons to be actively involved.

In August 9, 1996, the Association received its certificate as a non-profit Public Benefit Corporation from the Secretary of State of California. During the same year, it was granted the tax-exempt status by the Internal
Revenue Service and the California Franchise Tax Board, making it a full-fledged community-based charitable organization.

LEYTE-V Electric Cooperative (Leyeco V) is facing complaints from two local governments in its service area, Isabel and Kananga towns.

Isabel is opposing Leyeco V’s applications for rate adjustment and to acquire subtransmission assets while Kananga bewails the delay in the implementation of the cooperative’s electrification projects in the town.

Leyeco V has filed a petition to the Energy Regulatory Commission (ERC) for a power-rate adjustment, highlights of which are the increase in demand charge from P16.50 per kiloWatt (kW) to P216/kW, or a 2,109-percent hike; and additional rate component, which is the members’ contribution for capital expenditure of P0.2904 per kiloWatt-hour (kWh).

The adjustments would mean an increase of about 38 percent in power cost and cause a negative financial impact to locators of Leyte Industrial Development Estate (LIDE) in Isabel. An executive of a company in LIDE even hinted on a possible displacement or closure of some locators if the rate hike pushes through.

Corollary to its application for rate adjustment, Leyeco V also filed a petition to acquire the subtransmission assets of the 138-kV Mahayag substation, which supplies power to LIDE.

The Electric Power Industry Reform Act of 1991 provides for the privatization of certain subtransmission and distribution assets from the National Transmission Corp.

Leyeco V has submitted its intention to acquire the sub-transmission which is pending at the ERC, but LIDE companies filed an opposition on this. The Sangguniang Bayan of Isabel backed LIDE by passing a resolution vehemently opposing Leyeco V’s plan and instead endorsed LIDE Management Corp. to acquire the same assets.

Based on the National Statistics Office, LIDE locators contribute 93 percent of Central Visayas’s total export earnings.

Meanwhile, Kananga Mayor Elmer Codilla expressed dismay on the delay of the electrification of 42 sitios in his town. Speaking before barangay captains at a Municipal Development Council meeting, the mayor said he will not hesitate to return the electric poles if Leyeco V fails to start the project immediately.

Kananga is a recipient of an electrification project worth P11 million from the energy department. Energy Secretary Angelo Reyes turned over the check and Notice to Proceed to Codilla last year. Leyeco V also released the steel poles, but hasn’t begun the project because of bad weather.

Poor boy from Dumaguete tops PMA 'Masidlak' class

FORT DEL PILAR, Baguio City , Philippines – A son of a tricycle driver from Dumaguete City topped this year’s graduating class of the Philippine Military Academy (PMA) here.

Eraño Belen, 23, of Calindagan, Dumaguete City, Negros Oriental, will lead the 226-strong”Masidlak” (Mandirigmang Sibol ng Dakilang Lahing Kayumanggi) class of 2010 during the commencement exercises on March 1.

Belen recalled the hard life he and his family have endured, including sharing a single meal a day several times, but these difficulties did not stop him from dreaming big.

“When we were able to eat, we only had salt to go with rice,” he said.

Belen, a member of the Iglesia ni Cristo, was named after the late head of the INC.

He encouraged everyone to always put God first in whatever endeavor and nothing will fail.

“Every Visayan must dream big and do everything to succeed,” he said.

Belen, who will be commissioned as second lieutenant, said he once dreamed of having an education at the PMA.

“We were brought up to dream to have a good education,” he said.

Belen’s younger sibling will also graduate in October from the Negros Oriental State University, where the PMA topnotcher previously enrolled as a BS Electronics and Communications Engineering student before entering the PMA.

Aside from receiving the Presidential Saber from President Arroyo, Belen will also receive the Achievement Award for Academic Excellence, Philippine Air Force Saber, Academic Group Award, Natural Sciences Award, Air Force Professional Courses Plaque, JUSMAG Award, AGFO and Australian Defense Best Overall Performance Awards.

The other graduates in the top 10 include Froilan Binlingan Pinay-an of Hungduan, Ifugao; Nolito Ebal of Opol, Misamis Oriental; Jhonson Gonzales of Pamplona, Camarines Sur; Jacob Kho of Baguio; Joel Perante of Tacloban City; Erwin Villanueva of Dasmariñas, Cavite; Alfie Agarao of Carles, Iloilo; Karen Padayao of Ormoc City; and Ric Joven of Surallah, South Cotabato.

Two cadets from the Cordilleras also landed in the top ten of the graduating class of 2010.

Second placer Pinay-an flunked the PMA entrance examination thrice before he was finally admitted to the premier military school in the country.

Pinay-an studied hard and by his second year, he was in his class honor roll on his way to becoming 2010’s salutatorian.

Kho, a BS Biology cum laude graduate from the University of the Cordilleras and a resident of Baguio City, placed 5th.

“I was dreaming of becoming someone to save lives (as a doctor) now I am ready to take lives,” he said.

Kho did not pursue medical studies due to lack of funds.

“Then the opportunity to apply at the PMA came, I took it,” he said.

Kho, who like Belen is going to the Air Force, said he is prepared to die, and if the time comes he wants to die in the line of duty.

“Handa na ang loob ko diyan (I’m ready for that), physically, mentally and emotionally,” said Kho.

PMA’s brightest

PMA superintendent Vice Admiral Leonardo Calderon described the Masidlak Class of 2010 as “the brightest class” he has known since the 1990s.

He said this class has three “Starmen,” which is equivalent to cum laude, namely: Pinay-an, Gonzales, and Ramon Mallare. There was no Starman last year.

Calderon said that the graduating class includes 31 female cadets, one of the biggest batches of female graduates since women were accepted at the PMA in 1997.

“They are also the most cooperative class I’ve seen” in terms of providing discipline to the cadet corps, Calderon mused.

The Masidlak class is a living example of humility, excellence, respect, honor, duty and love of God and country, Calderon said.

Construction of 3 health centers starts next week

TACLOBAN CITY- The construction of three new health centers for the City of Tacloban is set to begin next week.

This was disclosed by Executive Assistant Eduardo Manadong in an interview Wednesday.

According to the city official, the contract to build health centers in San Jose, Brgy. 61 (Sagkahan), and Brgy. 99 (Diit) has already been awarded last November 25, and the winning bidder, MAC Builders, is just waiting for the Notice to Proceed.

“Once the notice will be given, construction will begin, said Manadong, adding that they are expecting the facilities to be finished and fully operational by March of this year

City Health Officer Jaime Opinion in a separate interview said the health centers would be built to complement the existing public health facilities found in the city.

At present, there are 11 barangay health centers, six barangay health stations, and six main health centers, in addition to the city government-run Tacloban City Hospital and the Eastern Visayas Regional Medical Center, which is operated by the national government.

“We need more health centers that will cater to the poor, especially those living in the remote northern barangays,” he stressed.

Opinion said that the more than 200, 000 residents here can expect better health services from the city government once the three projects will be completed.

“These are modern, well-equipped health facilities that will have the capacity to accommodate many patients,” he pointed out.

For example, he said, the facility that will be built in Sagkahan will cover not only one or two barangays in the area, but the entire Sagkahan District.

A priority of City Mayor Alfred Romualdez, the construction of health centers was given an allocation of P 10 million, it was learned. (CIO- JOSE RODRIGUEZ T. SEÑASE)

Former boxing world champion visits Ormoc

Former world junior flyweight and flyweight division boxing champion “Dodie Boy” Peñalosa visited Ormoc City last Friday, February 19.

He coordinated with the city sports coordinator Al Aberca for his intention in the city. He talked with Mayor Eric “Beoby” C. Codilla about his plan to have a boxing event on the coming fiesta celebration on June. He planned to feature the Ormoc boxing hero Junreil “Tata” Casimero who currently the WBO Interim World Flyweight Champion.

Dodie Boy wanted the boxing event to be the part of the city fiesta celebration. He said that the amateur and professional fights will be witnessed by the Ormocanons, Mayor Beboy welcomed the plan of the former boxing champ from Cebu. This was also appreciated by Vice Mayor Nepumoceno Aparis I and city sports council chairman Ruben “Bingo” Capahi. Peñalosa presented that his initial budget is 400,000 pesos and he is asking for the support of the city government. He planned to minimize the ticket price to let every Ormocanon watch the city’s pride.

Councilor Capahi said that Ormoc City is hopeful to see Casimero fight in Ormoc. Previously, the Ormoc champ was planned to fight as undercard in Pacquiao-Mayweather bout that was cancelled. Dodie Boy however said that he is planning to match Casimero from Manila boxer but said his belt is not at stake. Meaning it would be a non-title bout.


Mayor Codilla said that Ormoc superdome is not designed for a boxing match. He explained that the flooring of the dome is only for basketball, volleyball and badminton. Installing a boxing ring can destroy the flooring for it can not support the heavy installation added with the people on it. He added that the weight of the boxing ring is not distributed and could possibly break the floor. He suggested having the event at Valencia or Nadongholan Cockpit arena. In the end, Mayor Beboy asked the former Cebu Champ to submit his proposal.

Meanwhile, Dodie Boy believed that Gerry Peñalosa won on his latest fight but was decided otherwise. Older Peñalosa rather advised the younger Peñalosa to retire in boxing.

Dodie Boy is presently working at the Cebu Sports Complex as boxing trainer. He was Nonito Donaire’s trainer of the last two fights prior to the Pinoy Power 3. He was also part of the training poll of Manny Pacquiao’s last fight against Cotto.
