PGMA to break ground for P155-million Tacloban airport terminal building

TACLOBAN CITY—President Gloria Macapagal-Arroyo will lead tomorrow (April 28) the groundbreaking rites for the new Daniel Z. Romualdez Airport terminal building here, a component of the P4.13-billion Tacloban Airport Development Project (TADP).

The upgrading of DZR Airport is envisioned to meet the demands of an increasing number of air passengers in Eastern Visayas and boost the region’s economic and tourism development programs.

The President, to be assisted by local officials, will lower the time capsule of the proposed P155-million airport terminal building on a 4,899.96 square meter portion of the airport complex.

Set to be constructed this year, the air terminal building project will generate 600 jobs for residents in the area.

The Arroyo administration has already released an initial P1.141 billion for the modernization of the airport. When completed, the DZR airport will become one of the country’s secondary international airports.

Already under way is the asphalting of the airport runway and construction of shore protection costing P625.5 million.

The other components of the project to be implemented include the installation of air navigational facilities costing P230 million and the acquisition of lots for the expansion of the total land area of the airport terminal complex. A total of P130 million has been earmarked for land acquisition.

The land acquisition and installation of air navigational facilities are expected to be finished by June next year.

The balance of P 2.989 billion of the total allocation for the TADP will be released under a multi-year obligation allotment scheme until 2012.

Aside from the passenger terminal building, a new and larger cargo terminal building is planned to be constructed to cope with the rising demand for air cargo services in the region.

Other civil works and building support facilities such as control tower building, fire station, fuel farm, power house and other facilities needed in the airport operations are also on the drawing boards.

The existing alternate international airports in the country are in Laoag City airport in Ilocos Norte, General Santos City, Zamboanga City and Davao City.

In the Eastern Visayas, the Tacloban Airport is considered a ‘‘trunkline’’ airport while secondary airports in the region are in Catarman, Calbayog and Ormoc.

On the other hand, ‘‘feeder’’ airports are operating in Biliran, Borongan, Catbalogan, Guiuan, Hilongos and Maasin.

After the groundbreaking rites, the President will have a one-on-one regional media interview with Neil Glova of Action Radio DYVL of the Manila Broadcasting Company.

The President is expected to discuss such issues and concerns as the region’s infrastructure, tourism, irrigation, power and job generation.

One municipality converted into a city, sixteen municipalities
reverted back to being cities and two barangays created
in the 4th Quarter of 2009

Seventeen new cities and two new barangays were added in the Philippine Standard Geographic Code masterlist during the last quarter of 2009. In summary, the following are the changes in the PSGC masterlist for the 4th Quarter 2009:

I. Conversion of the Municipality of Dasmariñas in the Province of Cavite in Region IV-A (CALABARZON) into a Component City pursuant to Republic Act No. 9723 and which was ratified through a plebiscite conducted by the COMELEC on November 25, 2009.

II. On December 21, 2009, the Supreme Court, with a majority vote of 6 to 4, reversed and set aside its November 18, 2008 decision and declared as constitutional the cityhood laws converting the 16 municipalities to cities. This ruling was a reversal of the earlier decision of the Supreme Court that turned them back to municipalities under Entry of Judgment of General Record (G.R.) Nos. 176951 and 177499 which became final and executory on May 21, 2009 as stated in COMELEC Memorandum dated June 3, 2009. The 16 new cities are as follows:

The exemption accorded the 16 municipalities is based on the fact that each had pending cityhood bills long before the enactment of RA 9009 that substantially distinguished them from other municipalities aiming for cityhood. On top of this, each of the 16 municipalities also met the PhP 20 million income level exacted under the original provisions of Sec. 450 of the 1991 Local Government Code. (GR No. 176951).

III. Two newly-created barangays, Barangay Macalag (PSGC-153835010) and Barangay Tuntungan (PSGC- 153835011) shall be included in the Municipality of Datu Hoffer Ampatuan, in the province of Maguindanao pursuant to Muslim Mindanao Autonomy (MMA) Act No. 220 and which was ratified through a plebiscite conducted by the COMELEC on July 30, 2009.

The number of cities increased from 120 cities as of September 2009 to 137 cities as of December 2009 while the number of barangays increased from 42,021 in September 2009 to 42,023 in December 2009. Subsequently, the number of municipalities decreased during the period from 1,514 to 1,497. With these updates, the latest number of regions, provinces, cities, municipalities, and barangays as of December 31, 2009 are as follows:

I am from Rinconada district (5th)...we speak the Rinconada language...different from Bicol...As I said we can speak and understand Bikol but those from other districts and provinces cannot speak and understand our language.

Baybay City, Leyte — The city government of Baybay has approved the release of P100,000 for the construction of street lights along the national highway of Barangay Punta in this city.

Mayor Mike L. Cari has vowed the release of said funds to Barangay Chairman Rubenicio Martinez of Brgy. Punta who personally followed up the said project with the Mayor after the Sangguniang Barangay passed a resolution paving the way for said project. The street lights will be installed along the national highway in order to ensure safe travel by residents and motorists during night time, Martinez said.

He lauded Mayor Cari for the immediate approval of the project which he said will be an additional infrastructure improvement in their barangay. "We need the street light project along the national highway in order to provide safe travel and to illumine the way for our constituents as they walk in this area at night," Chairman Martinez said. With the approval of the project, the barangay will have an additional 10 street light posts along the highway. The cost of electricity will be shouldered by barangay funds.

wala po mod @hakz, may kalayuan na po pag-sea craft ang sakyan mo maski Cebu-Tacloban route.
tsaka matagal na po walang bumibiyahe na passenger ships mula Tacloban port to Manila/Cebu port or vice versa, Cargo ships meron.
mas pabor dito samin ang mag eroplano o mag bus Manila-Davao route.
suggest ko lang, mula Tacloban punta ka ng Baybay City o Hilongos about 3hours-4hours travel at dun ata sa port nila may mga banca dun bumibiyahe papuntang Tagbilaran/Bohol.
OT: baka makapunta ako ng Naga at maka-experience ng wakeboarding @CWC,hopefully.

MANILA, Feb. 26 (PNA) -- Top officials of six Philippine cities met recently in Manila to review the gains achieved after a two-year implementation of their counter-corruption reforms under a project funded by the British Embassy in Manila.

The cities are Calapan (Mindoro Oriental), Iriga (Camarines Sur), Roxas (Capiz), Santiago (Isabela), Sorsogon (Sorsogon), and Tacloban (Leyte) which were assisted in the implementation by the Asia Foundation.

At the review meeting, the mayors and other officials also identified good practices they can propose to incoming city officials that would attract more investors to their cities.

By applying the recommended reforms, the embassy said Calapan City claimed to have increased its tax collection, with income from real property taxes at a record high.

Santiago City’s constituents are now finding it easier and faster to transact business because of the improved process flow and renovated physical facilities in the city.

Sorsogon’s public market is now the template that many local government units in the Bicol region would imitate because of its efficiency and increasing profitability.

Tacloban’s rationalization of its hiring process led to significant savings for the city government that meant more resources for other services.

British Ambassador Stephen Lillie congratulated the Asia Foundation for effectively implementing the project and the city mayors who took the necessary steps to improve their delivery of services.

Lillie encouraged them to continue finding ways to increase their system’s transparency. He stressed that addressing corruption should be a priority as the May elections draw nearer.

“It’s impossible to overstate the importance of tackling corruption, if the Philippines is to achieve its full potential in terms of economic growth and poverty reduction," he said.

”This is an issue that matters hugely to foreign investors, just as it does to ordinary citizens. So central government will need to continue to keep counter-corruption high on its policy agenda, before and after the elections,” the ambassador continued.

The cities participated in the eight-month Public Service Excellence, Ethics, and Accountability Program (PSEEAP), which promotes transparency in service delivery, strengthens the accountability of local bureaucrats, and encourages customer-oriented culture in the delivery of basic services.

Also at the conference, the League of Cities of the Philippines (LCP) and the Asia Foundation signed a Memorandum of Agreement to provide the LCP Secretariat with technical assistance in organizational development, financial management, program development, and policy advocacy to continue with the gains they achieved. yup, kung manggagaling ka dito sa Tacloban and I suggest you to take a plane from Tac-Cebu (around 30-40 minutes travel) and from Cebu to Tagbilaran its either you like to take fast craft or passenger ships.
the cost of travel from Tac-Cebu, dadaan ka pa niyan ng Ormoc City via shuttle bus Tac-Ormoc din sakay ka ng Supercat/Weesam tawid punta ng Cebu, is almost same taking a airplane ticket yun nga lang it would take you around 6-7hours travelling.

Comelec office sets signing of covenant for city bets

TACLOBAN CITY - The city office of the Commission on Elections (Comelec) has set a signing of peace covenant among candidates seeking for city positions as it also released the list of areas where candidates can post their campaign materials.

This was revealed by City Elections Officer Rosemarie Ann Polistico who said that the planned signing of a peace covenant among candidates was their way of seeking support from the candidate themselves of ensuring a peaceful and credible elections this May.

The signing of the peace covenant has been set on March 18, a full nine day ahead of the official campaign period for those seeking local positions.

It will be held right after the Holy Mass to be done at the Santo Niño Church, Polistico added.

“The signing of the peace covenant is an initiative of the Comelec for (the candidates) in upholding of a free, peaceful, orderly and credible election,” Polistico said.

She expects that all the candidates seeking for city positions will participate in the signing of a peace covenant.

There are about 40 individuals who are seeking for various city positions in the May 10 elections.

Among them are incumbent Mayor Alfred Romualdez who is seeking for a possible second term with Councilor Ranulfo “Bob” Abellanosa as his main challenger. Meantime, incumbent Vice Mayor Arvin Antoni is being challenged by former city mayor, Alfredo “Bejo” Romualdez.

The city elections officer said that by signing a peace covenant, the candidates would be guided and reminded on the hope of the poll body of achieving peaceful, credible and orderly elections.

“The candidate themselves will be signing the peace covenant,” Polistico said, adding that she expects that they would not do any thing that would contradict the main objective.

The signing of a peace covenant has been one of the regular activities initiated by the Comelec during elections time.

Meantime, Polistico met with 29 candidates in yesterday’s meeting at their office wherein she informed them the areas where they could post their campaign materials.

The city Comelec identified 15 areas within the city where campaign materials could be placed by all candidates, whether they are seeking for local and national positions, Polistico said.

These areas include the RTR waiting shed along Justice Romualdez street, area fronting Gaisano Capital, Naga-Naga Junction, Plaza Libertad, DWU concrete fence along Avenida Veteranos, Noblejas Junction, LNU Mangonbangon River, Abucay Junction, Botanical Garden along Magsaysay Boulevard, V & G old church, along Marasbaras area (Servitek), San Jose- Baybay Junction, Sagkahan along Tacloban Convention Center, new bus terminal and all barangay halls.

The city elections officer said violation of this common poster area as designated by the Comelec would mean a candidate facing a criminal offense.

She also said that a composite team, led by their office, would be on the look out for those who would violate this regulation, as contained under Republic Act 8755 otherwise known as the “Fair Elections Act.”

Polistico said that before they would remove any illegally posted campaign materials, the Comelec would notify the concerned candidate to remove the materials within three days.

DPWH vows to remove campaign materials posted in traffic signs

PALO, Leyte - The Department of Public Works and Highways (DPWH) vowed to immediately remove campaign materials posted in traffic signs, which was designed to guide motorists and prevent road accidents.

DPWH Regional Director Angelito M. Twaño said that they are helpless in stopping people from posting materials in road signs considering that most of the operations are being done at night.

“Let’s face it; nobody can prevent them from posting everywhere. After that, we will remove it. This problem is not preventable because they do their operation at midnight. If we will do on the spot inspection, it would trigger arguments,” Twaño said in a recent media interview.

Twaño, a known ally of the present administration, said that they will take actions fairly to all candidates, whose campaign ads covers vital traffic structures.

“I am sure that we will demolish materials not posted in a proper place they be administration or opposition candidate,” he added.

The directive to monitor placement of campaign materials in national roads was issued before the kick off of campaign for candidates running for national positions.

Meanwhile, the DPWH regional chief assured that all road potholes in national highways will be eliminated with the onset of dry season.

“I have my policy in Region 8 that immediately after the rains, I want them to operate under operation zero potholes,” Twaño claimed.

The prolonged rain in the region last year and delayed budget released were identified by the infrastructure agency as the major reasons that further delays road rehabilitation works especially in Eastern Samar.

FYI, those buildings were not used as residential area instead as bodegas for Copra. during early 70'2 the demand of Copra exporting to other country is increasing and these buildings were used as makeshift bodegas of large amount of copras. if you are going to peep on one of those, your going to see a huge stockroom and some copras on it. the demand of copra nowadays has been declining and so do this bodegas. unlike before huge trucks park along this street awaiting for their copra to sell pero yana waray na an kahadto. hayz, marami na talaga nangyari sa Tacloban.

Warmer than usual temperature expected -PAGASA

TACLOBAN CITY - The PAGASA based in this city said that the summer season has already started this mid-February with temperature that is hotter than usual.

Anthony Sanchez, weather observer, said that breaks in the northeast monsoon were causing temperatures to rise and warm easterlies enter the country.

“We are already in the transition period from winter to summer and the north east monsoon is already terminating, reason why the hot season is approaching,” Sanchez stressed.

The northeast monsoon is a cold air from the northern hemisphere which comes into the country starting November and ends in February or early March.

Sanchez emphasized that the traditional warm months would be hotter than usual with temperatures that might reach out to 37 degrees Celsius or higher.

“We might experience temperatures at 36 degrees Celsius but it would peak up to 37,” he said.

The expected temperature is attributable for the arrival of the El Niño phenomenon that causes droughts in some areas in the country which could hit high this mid-February and might last up to July.

The weather official forecasts that warmer than normal temperatures would be experienced by some areas here in the region as the hot season enter. (ALVIN P. CARDINES)

[Charting the fate of Tacloban

There have been exciting opportunities to visit places within the country during the past two weeks. One could not contain the joy to be able to experience the blessings and progress that other places have realized in the past 10 to 5 years. The dismay and frustration to compare these places with our beloved Tacloban could not also be shaken up so easily. Makati , Mandaue, Lapu-lapu, Kalibo and Malay have each progressed tremendously since one has visited these places in recent years. While these places could not be compared with Tacloban, their progress cannot only be quantified in financial or economic gains but also in size, shape, beauty and greatness due partly to the political will of their leaders and the love and committed support of the people.

It takes so much courage and guts to pursue change. No place could attain prominence and greatness until its leaders and people join hands in pursuing it. Change is scary to most, one of the stumbling blocks of progress. People have to take the risks and accept the challenge to make things happen. There would be critical and even violent resistance but leaders have just to pursue what it takes.

Mandaue City in Cebu used to be a small and insignificant place in the province except its proximity to the queen city of the south. Nobody could imagine its greatness and vast development today. Not only is it bustling with investors and economic activities, the city have grown in size with the vast reclamation programs it pursued through the years. Its neighboring Lapu-lapu City has also taken an equal leap in progress so much so that it houses the largest international airport outside the NAIA in Pasay .

The greatness of these cities lie not on their economic prominence but on the physical beauty it has maintained despite the progress they have attained. The streets have remained clean and the people have remained hard-working. All systems have been improved to be abreast with the times. Even the traffic management has become efficient and their streets are devoid of the usual congestion and chaos. No one has dictated their local governments on what to do; the planners and leaders have been given a leeway on what is best for them. In Tacloban, it is different. We allow others to dictate on us.

In late 90s, Davao was not as clean as it is now. Visitors who go to Davao could easily see the stark difference and everything is accounted to the political will of the Mayor who has worn an iron fist in disciplining erring pedestrians, visitors and residents.

If all the drastic changes could be done in these places, why can’t Tacloban do the same? Why would the leaders allow themselves to be intimidated with the qualms and critiques of other people who are not even from the city? Taclobanons have to band together to make Tacloban attain its fullest potential as a highly urbanized city in the region, instead of joining the line of critics, pro-dev people must come out and support the various activities that would make Tacloban clean, green, beautiful, safe and progressive and attain prominence at par with the rest of the good places in the country.

Tacloban as a city has gone a long way. Its leaders through the years have made some big and small impacts, nevertheless these triumphs have to be celebrated and owned by every city dweller. We may not be able to attain what other cities have attained but we need to take the responsibility to chart the fate of our beloved city in our hands.

NSO-Leyte hires more service contractors for 2010 census on population and housing (http://www.pia.gov.ph/?m=12&fi=p100302.htm&no=34&r=r08&y=&mo=)

Tacloban City (March 2) -- The National Statistics Office (NSO), Leyte Provincial Office, is hiring four (4) more service contractors who will perform specific tasks for the conduct of the 2010 Census of Population and Housing which will start on May.

According to Wilma A. Perante, Provincial Statistics Officer, the positions open for application includes one Accounting Clerk III, one Assistant Statistician, one Receipt and Control Clerk and one Utility Worker.

Accounting Clerk III position, Perante informed, must be a college graduate (preferably Accounting) or other related business courses which will be tasked to prepare documents on financial transactions related to the activity and assist the Bookkeeper and Disbursing Officer.

Assistant Statistician must be a college graduate preferably in Statistics, Mathematics, Economics, Engineering, or other related courses with experience and training in census/survey. He/she will assist the PSO and the Provincial Statistician in the day-to-day operation of the census, Perante said.

Perante further informed that Receipt and Control Clerk must be a college graduate while the qualification of the Utility Worker should be at least high school graduate.

Moreover, Perante emphasized that aside from the above-mentioned qualifications, applicants should be physically fit and able; with good moral character; willing to render overtime service; computer literate (except for utility worker); and perform such other activities that may be assigned by the supervisors.

Applicants may submit their application letter, Personal Data Sheet/Resume and Transcript of Records/Diploma directly to Ms. Anesia S. Babante for evaluation on or before March 5, 2010.
