Keitech in Leyte produces first batch of skilled graduates

KANANGA, Leyte—After its inauguration in June last year, Kananga-EDC Institute of Technology (Keitech) produced its first set of graduates. Oscar M. Lopez, chairman of the Lopez Group of Companies, led the guests who graced the school’s first commencement exercise.

The pioneering 117 graduates underwent 10.3 months of training in three sectors: construction (45 trainees), tourism (24), and metals and engineering (48). The first batch of graduates also posted a 100-percent passing rate for technical and vocational accreditation by the Technical Education and Skills Development Authority (Tesda).

Tesda provincial director Ester C. Pulma expressed satisfaction that Keitech is the only technical vocational school in Eastern Visayas that successfully graduated trainees in three qualifications during its first year of operation.

Mayor Elmer C. Codilla is impressed by Keitech’s dropout rate of only three students out of the 120 original enrollees. The school is ready to accept 150 to 170 students in June.

Keitech is a first-rate postsecondary technical and vocational training center. It operates through the Kananga-EDC Educational Foundation Inc., founded through a tripartite partnership of Energy Development Corp. (EDC), the municipal government of Kananga and Tesda.

Keitech is equipped with hardware and software components for four major technical sectors, namely, construction, metals engineering, tourism, and health and social services that will expand to five sectors with the addition of automotive and electronics within three years.

EDC vice chairman and chief executive officer Paul A. Aquino envisions the school to provide its students with free education, supplies, meals, board and lodging, uniforms and transportation fare. The foundation spends P136,000 per student to produce technically skilled workers who can perform industrial and service activities in the country and abroad.

Keitech’s training complex in barangay Hiluctugan has 20 buildings, a large multipurpose hall, office building, oval track and basketball court to ensure its graduates are thoroughly trained and can immediately land good jobs. Aquino takes pride that 60 of the graduates are already employed, 54 are being processed for employment and 3 will go to college.

The school has an in-house job-placement office that facilitates job referrals. Considering students don’t pay tuition, Keitech’s operation is anchored on the “pay it forward” philosophy that encourages graduates to sponsor incoming trainees upon getting gainful employment.

^^manila-based ilonggo si oboi :) he stayed in tacloban for about a week and we had a mini-meet. nakarating din sya ng so. leyte at nagplanong pumunta din ng ormoc but unfortunately due to time constraints, di natuloy.

@oboi: make sure you include ormoc in your itinerary when you visit region 8 again, hopefully soon :) ormoc has much to offer: home to asia's largest geothermal fields; host to some of the region's best hotels; nature-tripping at danao lake (believed to be the crater of a dormant volcano)

Gov supports demand to retain 25% of Leyte power

LEYTE Gov. Carlos Jericho L. Petilla is supporting the call to reserve 25 percent of Tongonan 1 geothermal plant’s total capacity for Eastern Visayas as provided by law. The demand was made to the Energy Regulatory Commission by electric cooperatives in Eastern Visayas.

Petilla said the region consumes only a small portion of the total electricity supply generated by Tongonan 1 so there is no need for the province and region to suffer from power outages. However, the governor said some of the machines used in power generation needed repair and were only operating before under contingency.

“We also have to consider these are private owners running these plants now and [the things] they have to put up with to ensure continuous operation,” Petilla said. The 107,625-hectare Leyte geothermal production field which straddles Ormoc City and Kananga town generates 708 megawatts to supply the power needs of Visayas and Luzon .  

Petilla reiterated his call for power suppliers to lower electricity rates in the region by separating from the Visayas grid. Under the one-grid-one-rate policy, expenses for power supplied to other regions are also passed to local consumers.

“If we separate from the Visayas grid, we would only be paying for our own generation and transmission charges and not carry the burden for costs of transmission to other regions,” he said.

* It's like a BPO building or mall ba :-) Ka nindot sa inyong city hall oi. Along with the Bacolod Government Center, IMO it is one of the best-looking city halls in the entire Visayas.. :cheers:

Wait 'till you see the inside. It's true what you said about Bacolod City Hall, it's the most beautiful in the Visayas -- along with Ormoc City Hall, the latter is bigger though. :)

THE Western Leyte College Mustangs of Ormoc City unseated defending champions Asian College of Technology (ACT) Cyber Knights, 73-67, in the knockout championship match for the 2010 Visayas Amateur Athletic Association title last Tuesday at the Medellin Sports and Cultural Complex.

The third place trophy went to the Asian College of Science and Technology (Acsat) Lightnings of Dumaguete City, which shocked the Salazar Colleges of Science and Institute of Technology (SCSIT) Skyblazers, 80-79.

The Lightnings also lost to the Skyblazers, 71-68, at the start of the semifinal round.

Unlike, their 88-65 semifinal loss last Saturday, the Mustangs were in attack mode as they pressured the Cyber Knights with conviction to keep a slim lead after two quarters.

ACT tried a comeback in the final period but all they could manage was cut the lead to 58-54.

The Mustangs outscored the Cebuanos, 19-9, in the fourth to complete the upset.

TJ Napolitano led all scorers with 20 points, while Carl Valencia topped the deposed champions with 17.

Ormoc inaugurates new City Hall
“NAHUMAN na gyud.” These were the first words of Mayor Eric C. Codilla’s speech during the inauguration of the new City Hall building last Apr. 26. The shiny edifice in Anubing St. at the government center is considered one of the biggest and most beautiful city halls in the Visayas along with Bacolod’s.
Mayor Codilla stressed on the importance of the City Hall as the seat of power. The old city hall has served the Ormocanons for the past 50 years and he foresees the new building to do the same for the next hundred years and even more. The construction was started in 2000 by then mayor and now Congressman Eufrocino M. Codilla Sr., and took 10 years to complete.
This is because the project wasn’t a priority, with the local government unit (LGU) allotting only P20-30 million annually depending on fund availability so as not to sacrifice basic social services. In 2008, Mayor Codilla was able to raise enough funds to finish the project without resorting to loans by collecting P543 million realty taxes from Energy Development Corp.
The biggest City Hall
Built on a 11,580 sq.m. sprawl, the structure has a P420 million budget allocation but actual cost has reached only P331 million thus far including landscaping and new furniture. Divide this amount to the building’s 14,783.74 sq.m total floor area and it will appear that the city spent P23,000 per sq.m only.
Another P20 million is needed to fully complete the building to include the installation of an elevator unit, development of an 18-stall food court, perimeter wall, minor finishing touches and the purchase of more furniture.
On the 5,137.5 sq.m ground floor can be found the business and service centers made up of the Treasurer’s, Assessor’s Civil Registrar’s, Permits and Licenses, Environment and Natural Resources, Social Welfare and Development, and Civil Security offices.
The Executive area occupies the 4,507.5 sq.m second level consisting of the offices of the Mayor, Budget, Planning and Development, Administrator, Bids and Awards Committee, Accounting, Public Employment, Legal, Information Technology, and Human Resources Management. It also holds three conference rooms and a large social hall.
The 3,887 sq.m third level is occupied by the legislative area consisting of the offices of the vice mayor and councilors, and a spacious session hall. The same floor also accommodates the offices of three national government agencies namely the Civil Service Commission, Civil Registrar’s Office and Commission on Audit. The 566 sq.m. rooftop will serve as a stocking area.
The most advanced, state-of-the-art building
Mayor Codilla said the City Hall’s long completion can be considered a blessing as it is able to avail of modern building technologies that were not yet in the market 10 years ago, one of them being the more aesthetically appealing exterior aluminum cladding which requires less painting cost.
All six entrances at the building’s front and back are glass doors with motion sensing technology that automatically slide open upon detection of people within a two-meter radius. The delayed completion also enabled the city to enjoy discounted prices on materials like airconditioning, PBX wires and accessories for the Local Area Network.
Instead of ordinary roller blinds, the building utilizes modern sunscreen blinds with transparent features that provides outside view even as it blocks sunlight. Another is the mechanical type mobile rack, a space saving, compact filing system with an ergonomic shelf movement.
Region 8’s first green building
Mayor Codilla brushes off criticisms the new City Hall will increase the city’s electric bill, saying the LGU can well afford it especially now it is able to collect P200 million in annual local taxes compared to only P84 million in 2004. Moreover, the new City Hall is the first green building in the region with energy efficient features that make high-level maintenance possible at minimum cost.
For one, it utilizes the latest inverter (cassette type) aircon that provide 30% electricity savings compared to conventional units. It also utilizes long lasting compact fluorescent lights that also reduce energy consumption. Skylights provide illumination to the ground floor corridors while echo stop ceilings also installed to reduce noise pollution.
Even if the new City Hall is completed under his term, Mayor Codilla doesn’t consider the project as his alone, saying its completion is made possible by the collective effort of the Ormocanons, reason why he invited members of the political opposition at the inauguration. None of them came.
Vice Mayor Nepomuceno Aparis in his speech describes the new City Hall as a symbol of the Ormocanons’ collective success. “One of the indicators for progress in a place is infrastructure,” he said. “Today, we can safely say that our city achieved another milestone in this aspect.”
Aparis adds that the City Hall’s inauguration will be remembered for generations. “People will be talking about this day when one of the biggest government buildings in Region 8 which houses the political seat of Ormoc is officially open,” he said. To make the date significant, he proposes that the City Council pass a resolution offering amnesty on unpaid taxes every Apr. 26.
Aparis further admonished government employees to reflect on the positive things the new City Hall can bring. “Let’s not look at the one hectare floor area building as a mere site but as an institution which symbolizes professionalism among its occupants, a place where bickering of employees would not exist.”

Hi SSCers I am planning to travel to Biliran for the weekend, any suggestions, ideas, on what to see and where to stay? we are budget travelers.. and like to see nature.. waterfalls, beach, hiking - but easy trip we are not extreme outdoor athletes... suggestions are super appreciated

I DISAGREE WITH MAYOR CODILLA. IT LOOKS LIKE THIS ENORMOUS BUILDING WILL CONSUME A WHOLE LOT MORE ENERGY THAN HE MIGHT THINK. THE DESIGN OF THE AC UNITS BEING USED ALONE DOESN'T COUNT, BUT HOW WELL THE BUILDING IS PROPERLY INSULATED AS WELL. IF THERE IS NOT ENOUGH INSULATION, THERE IS A BIG POSSIBILITY OF THERMAL/HEAT TRANSFER, ESPECIALLY THAT THE REGION IS SO HOT. REFERENCING TO MY EXPERIENCE IN THE CONSTRUCTION INDUSTRY IN THE PHILIPPINES, MOST LIKELY THIS BUILDING DID NOT UTILIZE AS MUCH INSULATION IT NEEDED, COUPLED WITH THE AMOUNT OF GLASS UTILIZED IN ITS ENTIRETY. THE TYPE OF GLASS THAT WAS USED WILL AFFECT THE CONDITION OF THE INTERIOR. HOLLOW BLOCK WALLS DOESN'T GET INSULATION AS TYPICAL CONSTRUCTION PRACTICES THERE --JUST PLASTER FINISH --WHICH GET LITTLE OR NO INSULATION VALUE. WHAT ABOUT THE ROOF/CEILINGS? DOES IT ALSO HAVE INSULATION?

IF HE IS REALLY FOR SAVING ENERGY CONSUMPTION, HE SHOULD HAVE UTILIZED SOLAR POWER TO COMPENSATE AS MUCH AS 60-70% OR MORE OF THE NEEDED ENERGY TO RUN THE ENTIRE BUILDING. THAT'S A WHOLE LOT OF SAVINGS. HE CAN ALSO UTILIZE RAINWATER HARVESTING AND GREYWATER RECYCLING FOR USE IN LANDSCAPING AND FLUSHING OF TOILETS.

YOU CANNOT LABEL A BUILDING TO BE "GREEN" JUST BECAUSE YOU USE COMPACT FLUORESCENT. THAT'S A MISUNDERSTANDING OF THE TERM.

Try Higatangan Island where you will see the shifting sand bar...and some resorts over Almeria town...A number of budget hotels there...just ask when you get there..Enjoy your trip...

THAT'S A WHOLE LOT OF SAVINGS. HE CAN ALSO UTILIZE RAINWATER HARVESTING AND GREYWATER RECYCLING FOR USE IN LANDSCAPING AND FLUSHING OF TOILETS.

YOU CANNOT LABEL A BUILDING TO BE "GREEN" JUST BECAUSE YOU USE COMPACT FLUORESCENT. THAT'S A MISUNDERSTANDING OF THE TERM.

I totally agree with you!

Perharps, insulators / thermal heat insulations are quite expensive, that's why most buildings here in the philippines are not used to put insulators, unless if there's a room needed to be insulated like HVAC rooms, Chiller rooms, AV rooms etc.

Really? Nakakatouch naman. Baka ang old city hall ang nakita mo sa may downtown area. Meron kasi silang mas malaki, mas maganda, mas moderno, parang White House ang dating malayo sa downtown area nila (i forgot the name ng brgy). Pero I respect your opinion nakakataba ka ng puso sa lahat ng mga Ormocanon.

Thanks ijun.. Ive been following this thread for more than a month na. Actually, I'm from Ormoc, I passed by the new city hall last week when I went home during the elections. Its the best city hall I've seen, it doesn't look like one. Thanks again.

ORMOC IS AN ODD CITY IN Leyte province. Instead of Waray as the spoken language, Cebuano is the lingua franca. The proximity to Cebu is given as one of the reasons for the different language. But when the Cebuano-speaking southern Leyte was carved out of Leyte province, Ormoc wasn’t part of it because it was outside the mountain range that served as natural border between the two provinces. Daily, people travel to Cebu and back via the ferry that everyone calls “supercat.”

From Tacloban, it takes around three hours to Ormoc by vehicle. The roads are good and you pass through a zigzag route up and then down the mountain showing a breathtaking view of Ormoc bay.

Pineapple was the first thing that came to mind when I knew I was going to Ormoc. I had tasted the smallish fruit many times and it was always pointed out to me that it’s the sweetest variety in the country and that locally, it was called “Queen.” It was always served with the core included because it was crunchy, not hard the way it is with the usual pineapple one can get.

It is the same Formosa variety as that grown in Bicol where it is a major crop in Daet, Camarines Norte. But having tasted both, the Daet version at regional exhibits and the Ormoc Queen in Leyte, I can say the latter is consistently sweet. It must be the climate and soil, the terroir that the French like to cite when they explain the taste of their wines. It must also be the constitution of the fertilizers used.

Finally I saw where those pineapples grow in Ormoc. The farm was off the highway and when it was before us, the land had a tinge of pink. A closer look at the pineapple revealed how its fruit had reddish traces at the edges of the eyes, the crown and the base and how the leaves had a red hue at its center. From afar also, the rows of greens were perfectly in line and undulated conforming to the wave-like landscape.

It’s quite sad that this kind of pineapple hardly reaches other places like Manila. The variety can’t be canned. And once it’s harvested, the shelf life is so short.

So a refreshing chilled juice of fresh Queen pineapple was the perfect welcome to Sabin Hotel in Ormoc City. It was Butch Larrazabal who brought us to the farm and it was his father, Sabin, who first grew the “Queen” variety in the place. The hotel is laid out so well that the view from the lobby is of the mountains and the sea. And it was a pleasant surprise to have a big swimming pool dominating the garden area.

Most attractive seafood

It’s the market where one must go to learn about ingredients, taste preferences and the terms used in the place.

Perhaps the most attractive seafood in Ormoc is the shellfish. Sahang with its peach color has a distinct shape because of the pointed parts on one of its sides. The imbao are huge clams and the way to open each is to hit the thin white shells together till the shells crack. When the sahang is cooked, the flesh inside can be removed by pulling on a hook-like claw. And the imbao is perfect, cooked or uncooked.

The big nukos (squid) is not to be found in Manila markets. You can just imagine how big the pieces will be when one orders calamares.

Because the seas offer so much produce, salting and, for the bigger fish, drying, makes it a big industry and so deserves its own section at the market. Pails of fish and shrimp pastes and salted fish of all sizes are there. But the salted bihod (fish roe), sisi (little oysters) and tuyom (sea urchin) are all in bottles inside the stalls of the main market.

We bought what we thought should be an interesting lunch. Small mamsa (talakitok, jack) was grilled. The imbao was boiled as tinola. The sahang with coconut milk was perfect.

Breakfast consisted of Ormoc specialties. There was chorizo, the pieces round rather than elongated and smaller in size. I was told that one of the suppliers makes about 50 kilos a day and then sends them out to Tacloban, especially. Our very Visayan breakfast had tinola, fresh fish that is boiled just a bit and soured slightly. Dried lapu lapu (grouper) was fried and served with a sweet-sour sauce. A unique suman combined three kinds in one—kabog (millet), morón (ground glutinous rice with chocolate) and the regular rice—called “Tres Marias.” Brewed coffee and thick chocolate completed the breakfast picture.

^^The article mentioned chorizo. My family swears its better than Pampanga's and they even took some back to Manila. Too bad but the writer didn't seem to eat lechon. They say lechon Cebu is the best but I differ. Katilaw nako sa inasal nila and I can say with all honesty lechon Ormoc is tastier.

Ormoc will still be odd if lumped with So. Leyte. Our language, culture and affinity leans towards Cebu while So. Leyte is more with Bohol's. :)

Lots of things have changed the past two years. I think the problem is info drive regarding the transpo service in our airport that would help visitors who are unfamiliar with the place. I'll suggest the rent-a-cars to carry placards and the guards to assist passengers on transpo.

^^You're right. The project was allotted P420M but only P331M was utilized although P20M will still be spent to fully complete the structure. Still, that's a P69M savings from the estimated budget. Kung kurakot pa ang mga Codilla, nabulsa na ang P69M na savings. :)

Works at historic MacArthur Hotel may not meet deadline, province to look for other investors


TACLOBAN CITY – As rehabilitation work at the MacArthur Park Beach Resort Hotel is stalled, the provincial government of Leyte is giving the Singaporean-backed conglomerate LKY Property Holdings to finish the rehabilitation by October this year.

However, Leyte Governor Carlos Jericho Petilla said during the recent Harampang ha PIA, he doubts works will be finished and meet up with the expected deadline.

More likely, he said, the two parties, the province and the developer, may have to go back to discussing again the terms of the 25-year contract to rehabilitate and turn the property into a world-class hotel under a more or less P300 million investment.

With the developer’s failure to finish up the job as agreed, the governor added, can be constituted as ‘breach of contract’.

“That’s what we have to further discuss. We are giving them the deadline till October,” the governor said.

He likewise disclosed partly the reason why rehabilitation works were stalled was that the same conglomerate is rehabilitating the Mayon Imperial Hotel in Legazpi City, Albay, another in Camarines Sur and has already invested in millions with the said projects.

If the schedule was followed, Gov. Petilla said, by this time there should already have been villas erected while construction of the hotel’s main building was being expected to commence between July to September this year.

“As it is now, I don’t think the schedule was followed and I doubt they could finish up on the date stated in our agreement,” Gov. Petilla said.

With this situation, the province is already scouting for other interested and willing investors who can turn the property into a world-class hotel to entice more tourism activity into the province.

To recall, the provincial government initiated the turn over of the hotel some years back before the Philippine Tourism Authority could declare it not to be earning enough revenue to continue operation.

The hotel has not seen that much improvements under the PTA then because, as with other PTA-run hotels in the country, requests for materials for the hotel was centralized and takes time before the request is fully catered to.

President Gloria Macapagal-Arroyo then directed the provincial government to take over the management and operations in January 2009, built by then First Lady Imelda Romualdez-Marcos in the town of Palo, Leyte, and sequestered by the government after the Edsa Revolution in 1986.

The governor however remains optimistic that Leyte still remains as an alternative tourism destination, being a safe destination where people can relax.

Considered a landmark in the province, Gov. Petilla said, the historic Mac Arthur Park Hotel can offer it all if it has all the needed facility to better its services and lure more tourists with better options.

Works at historic MacArthur Hotel may not meet deadline, province to look for other investors


TACLOBAN CITY – As rehabilitation work at the MacArthur Park Beach Resort Hotel is stalled, the provincial government of Leyte is giving the Singaporean-backed conglomerate LKY Property Holdings to finish the rehabilitation by October this year.

However, Leyte Governor Carlos Jericho Petilla said during the recent Harampang ha PIA, he doubts works will be finished and meet up with the expected deadline.

More likely, he said, the two parties, the province and the developer, may have to go back to discussing again the terms of the 25-year contract to rehabilitate and turn the property into a world-class hotel under a more or less P300 million investment.

With the developer’s failure to finish up the job as agreed, the governor added, can be constituted as ‘breach of contract’.

“That’s what we have to further discuss. We are giving them the deadline till October,” the governor said.

He likewise disclosed partly the reason why rehabilitation works were stalled was that the same conglomerate is rehabilitating the Mayon Imperial Hotel in Legazpi City, Albay, another in Camarines Sur and has already invested in millions with the said projects.

If the schedule was followed, Gov. Petilla said, by this time there should already have been villas erected while construction of the hotel’s main building was being expected to commence between July to September this year.

“As it is now, I don’t think the schedule was followed and I doubt they could finish up on the date stated in our agreement,” Gov. Petilla said.

With this situation, the province is already scouting for other interested and willing investors who can turn the property into a world-class hotel to entice more tourism activity into the province.

To recall, the provincial government initiated the turn over of the hotel some years back before the Philippine Tourism Authority could declare it not to be earning enough revenue to continue operation.

The hotel has not seen that much improvements under the PTA then because, as with other PTA-run hotels in the country, requests for materials for the hotel was centralized and takes time before the request is fully catered to.

President Gloria Macapagal-Arroyo then directed the provincial government to take over the management and operations in January 2009, built by then First Lady Imelda Romualdez-Marcos in the town of Palo, Leyte, and sequestered by the government after the Edsa Revolution in 1986.

The governor however remains optimistic that Leyte still remains as an alternative tourism destination, being a safe destination where people can relax.

Considered a landmark in the province, Gov. Petilla said, the historic Mac Arthur Park Hotel can offer it all if it has all the needed facility to better its services and lure more tourists with better options.

Just a point of comparison. The box on the right is the present Gaisano while the one on the left is in Alegria which is double the size of the existing shopping center.

∙ 4 Daichi subwoofers 1,000 watts
∙ Yamaha MG2/14FX 24-channel mixer console with built-in effects
∙ 28-band equalizer
∙ two Yamaha P5000S amplifier
∙ Yamaha P7000S amplifier
∙ DBX drive rack PA digital loud speaker management control system with compressor, limiter, and delay.

^^Yes, hindi lang 'to pang-fiesta. There's an amusing story behind this. Ang plaza kasi namin ang pinakamalaking gimikan dito and it's divided into three classes. The coño set hang out at Bebida's, Dustria Dance Bar, Café Oramoca, Dadaz Restobar, Taza's coffee bar and Aldente Italian restaurant.
The jologs hang out at the food park while those in between are found at
Pardis Grill, Chiebob's Corner, Bistado KTV and Manina's. Jologs nga ang food park pero sosyal ang sound system and lights -- comparable or even better than Dustria. :lol:

^^The two Gaisanos will co-exist. The old Gaisano still has 10-12 years left on its lease contract if I'm not mistaken, with the option to renew.

Prince Mall of Baybay is also under-construction according to my friend. No pictures, I don't have time to go there. I only saw the perspectives on the site months ago. It looks like the same or a little smaller than Ormoc Centrum, 2 storey, a mini-mall shall I describe it. Hope someone from Baybay can share a pic here. :)
