yeah, we are trying to come up with a big event slated for december of this year and the event will be held at The Grove Rockwell in Pasig City (along C-5 right across Tiendesitas).
Event shall include:
1. Guest Speaker
- Candidates: Carlos Celdran, NEDA people or Pagcor.
(Latter would be difficult to request but not impossible, I have client from Travellers, Inc from Genting Berhad, he may be interested, will propose if we are sure)
2. Progress updates of infra and realty updates across the country
- if this will push thru, 3min presentation will be ok from each region...
3. SSC Grand EB mixer/SSC Philippines Awarding or Raffle
- cocktails will be served

DENR test runs Cuatro Islas Adventure Tour in bid to promote ecotourism in Eastern Visayas
Tacloban City (September 10) - In a bid to promote ecotourism in the Eastern Visayas Region, an island-hopping tour package for the Cuatro Islas Protected Landscape and Seascape has recently been pilot tested, DENR Regional Executive Director and PAMB chair Primitivo Galinato, Jr. informed.
Dubbed as Cuatro Islas Hopping tour, the package offers a one day tour around Himokilan Island within the jurisdiction of Hindang, Leyte and the Islands of Mahaba, Apid and Digyo of Inopacan which comprises the Cuatro Islas Protected Landscape and Seascape.
The test run was jointly undertaken by the DENR, Department of Tourism, Regional Ecotourism Council, the local government units of Hindang and Inopacan, Leyte, and the Protected Area Management Board of Cuatro Islas.
Jump off point of the tour is at Bontoc Cave in Hindang which offers a unique spelunking experience amidst a natural backdrop of flora and fauna, Ms. Purificacion Daloos, DENR Regional Public Affairs Office Chief, said.
The next stop is at Himokilan Island approximately an hour boat ride from the port of Hindang. The island is a haven to the nut cracking coconut crabs locally known as "tatus." The visitors may also go spelunking and bat watching at Tahod Cave or explore the island through a nature trek.
The visitor then hops to Mahaba Island which offers crystal clear waters teeming with live corals and other marine life conducive for snorkeling and boating adventure.
During high tide, one is treated to a Pasayan (shrimp), a gentle nibbling of red shrimps to sooth and massage tired feet.
Moreover, at Apid Island, the locals show their skills in mat weaving using pandan leaves which is in abundance in the area. Mat weaving is considered the main livelihood of the locals.
The Cuatro Islas Island Hopping Tour is capped with relaxation activities at Digyo Island, the smallest of the Cuatro Islas. In here, buko refreshments are served upon arrival of the tourist who is serenaded while enjoying the wonderful treat.
For a fee, one may avail of message services or rest on hammocks while enjoying the fresh sea breeze. One, of course, may swim or just sunbath in the fine white beach of Digyo Island, for free.
For a group of twelve (12) persons, the one day Cuatro Islas Hopping Tour will cost about P1,200 per person inclusive of lunch and two snacks. (PIA 8)

Tanauan riders reign in Skimfest at Borongan
Tacloban City (September 9) - The Tanauan riders once again showed their dominance in the skimboarding water sports as they ran away with the choicest prizes at the Borongan Skimboarding Competition held on September 5, 2010.
For the third time in just one week, the skimboarders of Tanauan, Leyte once again brought home the bacon. The first was on August 29 when Leo Espada beca,e champion at the Palm Beach first Skimboarding Competition in Hongkong. The second was on August 29 when another Tanauan skimboarder won the Zambales Challenge in Iba, Zambales.
Tanauan, Leyte Mayor Agapito Pagayanan, Jr. informed the Philippine Information Agency that the Tanauan riders bagged all the prizes at the Skimboarding Competition in Borongan which was held in line with the town fiesta of Borongan on September 8.
Mayor Pagayanan said that Roberto Yanuario bested the other riders to become champion at the Borongan skimboarding competition. The first runner up went to Roderick Espada. The second runner up prize was won by Leo Espada while the 3rd runner up trophy was claimed by Niko Cobacha.
All of these Tanauan riders have at one time been declared as champion in the various national skimboarding competitions held in Tanauan, Leyte.
The Tanauan Mayor expressed satisfaction on the development of the skimboarding competition which started at Tanauan in 2001 and which is now popular in the other places of the country.
Tanauan will always be remembered as the birthplace of skimboarding in the country but as former Tanauan Mayor Roque Tiu who started the development of the skimboarding as water sports in Tanauan and in Leyte, he would rather that Tanauan be also remembered as the Skimboarding Capital of the country. Skimboarders of Tanauan in Leyte to be honored
TACLOBAN CITY - The Sangguniang Panlalawigan of Leyte is set to pass a resolution that acknowledges and bestows the honor given by young skimriders from the province in the recent competition that was held outside and in the country.
This was after the provincial board approved to pass a resolution to confer recognition to Janeth Morata Fuentes a teacher from the Philippine Science High School- Eastern Visayas Campus, in Palo, Leyte sponsored by Leyte 5th District Board Member Carlo Loreto.
Among the riders who will be given recognition through a resolution by the Sangguniang Panlalawigan sponsored by Leyte 1st District Board Member Roque Tiu, who has institutionalized skimboarding competition in Tanauan when he was still the municipal mayor of the said town, with the support of the provincial government of Leyte is Leo Espada who was declared as the grand champion in the recently held 1st Palm Beach, Hong Kong International Skim Boarding Competition.
The said competition in Hong Kong was held a week after the bloody hostage incident in Quirino Grandstand happened where Chinese nationals were killed when they were used as hostage by a dismissed law enforcer.
"They had not just provided honor to the municipality of Tanauan, but also to the province of Leyte and in general to the whole country, especially that this honor was given after the tragic incident that happened in Quirino Grandstand," BM Tiu said, referring to Espada.
"A Filipino that won the 1st Palm Beach Skim boarding competition that was held in Hong Kong, a week after the tragic hostage incident in Quirino grandstand happened surely leap the impact of the tragedy that happen in Quirino Grandstand where a Filipino held hostages several Chinese nationals and killing eight hostages including himself," he added.
Aside from the Hong Kong competition, Leo Espada also competed in the International Skim Open competition held in Laguna Beach, California where he landed 5th placer.
Aside from bringing home awards from Hong Kong, the Tanauan riders also bagged awards in local skimboarding competitions that were held in Zambales and Borongan, Eastern Samar.
In 7th Attack Zambales Skim Competition, Tanauan riders shone and outwitted their rival riders that made them swept almost all awards for the said competition.
Among the winners were Brando Espada who was declared as the champion in the said competition; Dariel Espada as 1st Runner-Up and Reuben Vivero who bagged 3rd place.
Meanwhile, in the skim boarding competition that was held a few days ago in Borongan for their fiesta celebration, Roberto Ranuario was declared as the grand champion; while Dariel Espada was the 1st runner-up; Leo Espada was the 2nd Runner-Up and Nico Cobatia was the 3rd Runner-Up.
Skim boarding, which was introduced by an American teenager to the youth of Tanauan several years ago, had become the main water sports activity and leisure of Tanauan teenagers.
With the popularity of the said water sport among the youth in Tanauan and to its neighboring town the local government had provided fund and supports its promotion by hosting the yearly competition held in the months of April and December.
Aside from the LGU of Tanauan, the provincial government of Leyte and the An Waray Party-list had been extending support to the organizers and enthusiast of the said extreme water sport, were recently An Waray Party-list had sponsored the April national competition making it the biggest event in skim boarding competition ever held in the region and in the said municipality being the skim boarding capital of the country. Since1990, I have been a frequent visitor to Boracay, my father-in-law being a native of Malay (where Boracay belongs), dividing my time staying in his renovated ancestral house in the town proper or in different resorts on the island. I have also tried to experience what lies beyond Boracay, savoring other white sand beaches (Tuburan Beach in Buruanga and Union Beach in Nabas), hiked to waterfalls (Agnaga Falls in Malay), explored caves (Pangihan Cave in Malay), dipped in icy-cold springs (Hurom-Hurom Springs in Nabas) and hopped over to nearby Tigwati-an Island (site of Crystal Cove Resort). I still had this mindset during my last visit, this time opting to visit Romblon’s Carabao Island, touted as the “Next Boracay.” The 28.9 sq. km. island, so named because of its carabao shape, is commonly called, by its natives, as Hambil. Three times bigger than Boracay, it, however, has a population of only 8,226. Fishing and farming remain the main source of livelihood.
A six-month ban on the building of new resorts on Boracay (which has resulted in the depletion of its forests) has been imposed by the DENR until after an assessment on the Boracay master development plan has been completed. Many resort owners have also defied national laws and local ordinances related to construction, commerce, environment and health, and the island urgently needs restorative intervention programs at this time, considering its dwindling water supply and other environmental problems. Foreign investors from the European Union, Taiwan, South Korea and Japan have shown interest in relocating to San Jose after they discovered the island’s white-sand beaches and crystal-clear waters said to rival, if not equal, Boracay’s. The prices of real estate in San Jose, which is virtually occupied and owned by its original settlers, is also much cheaper compared to Boracay. Reportedly, investors were also discouraged to find taxes on Boracay Island to be “quite high.”
Relatively unknown until lately, I wanted to visit this still pristine island before the onset of continuous and uncontrolled Boracay-like development spills over to the island. This is inevitable as plans are now underway for San Jose (its only town) to be the site of the Romblon Special Economic Zone. Work on a modern P5-billion international airport with a 4,000-m. long runway, to accommodate large-bodied Airbuses and similar aircraft, is expected to start in October. Part of the tourism master plan being developed by Euro Asia & Group Holding (a Korean company), it will be completed by 2010. The developer has already made a P1-billion advance payment to buy out the families holding titles to lands at the proposed project site.
Coming from the mainland, a boat to the island leaves once daily, around 7:30 am, from a landing near the Caticlan Jetty Port. I brought along my son Jandy. My copassengers included a French couple, with their two cute little daughters, and Lanas barangay captain Emerita Sombilon whom I interviewed along the way. The boat trip took a pleasant hour, passing by Boracay’s rapidly developing east coast and Puka Beach on the north, the closest part of Boracay to Hambil. We again touched ground on Hambil’s jetty around 9 am and decided, together with the Frenchman, to walk along the beach to the first resort that came our way: Ivy Vine Beach Resort. We were welcomed by amiable British couple Graham and Pam Hill, who were managing the resort in the absence of owners. We instantly fell in love with the place and decided to stay, billeting ourselves in two of its seven fan-cooled rooms with bath. The resort also has a 3-4 pax dorm.
After lunch (ordered in advance) at the resort’s restaurant, I decided to go around the coast as far as my legs would allow, surveying the wonderful and bucolic scenery and the existing tourism infrastructure (Nipa Hauz and the currently closed Carabao Beach Resort). There are no jeepneys or tricycles for getting to and from the island’s five barangays as the narrow, single-track and partially concrete (but mostly rough) road only allows for motorcycles. However, this makes for technically demanding mountain biking and many a mountain biker, coming from Boracay and beyond, have made a 20-km. circuit of the island. Cool, refreshing drinks or halo-halo can be bought in small stores along the way.
Come dusk, I decide to forego going to the town proper which was celebrating its fiesta (the Feast of St. Joseph, the town’s namesake). Instead, we opted to have a quiet dinner at the resort and chat with Graham, Pam and the guests. It was also an opportunity to view its beautiful, uncluttered sunset, which I found to be much better than Boracay’s (usually obstructed by numerous boats and swimmers). Unlike many foreigners who fell in love with and stayed in Boracay, Graham and Pam fell for Carabao Island. Graham, a dive master, manages the dive shop, the only one so far on the island (good dive sites off the island include Cathedral Cave, Village Mountain, Village Reef and the first-class West Wall I and II). Pam helps manage the resort. Both left high paying but mentally draining and stressful jobs to be in this piece of Shangri-La. However, old habits still remain as they installed a satellite disk, to watch their favorite English football games, and connect to the Internet (so far, the only one on the island) to keep in touch with relatives, friends and the latest developments. Still, if things go their way, they plan to make the island their permanent home. I can see why.

TACLOBAN CITY - Tourism stakeholders in Eastern Visayas have identified nine infrastructure projects costing a total of P845.42 million that are key to developing their industry.
Karina Rosa S. Tiopes, regional director of the Department of Tourism, told journalists here that the list will be endorsed to the central offices of the departments of Tourism, Transportation and Communication, and Public Works and Highways. "This was the output of workshops held last year by the regional tourism coordinating committee, GTZ (German international cooperation group Deutsche Gesellschaft fur Technische Zusammenarbeit), Department of Trade and Industry, local government units and the private sector," she said.
Of the nine projects, rehabilitation of the 37-kilometer road from Quinapondan to Guiuan in Eastern Samar has the highest cost at P740 million. The road leads to Calicoan Island, a surfing site.
The list also includes the P100-million concrete paving of the five-kilometer road to the jump-off point to Biri rock formation in Northern Samar; P2.27-million mini jetty ports for tours to Sohoton Cave and Natural Bridge in Basey, Samar; P800,000 for a visitor reception and rest center at Lake Danao, Ormoc City; a P450,000 rest area at Mainit Hot Spring in Caibiran, Biliran; a P300,000 viewing deck in the mangrove of Baybay, Leyte; and P160,000 for visitor reception centers for Sogod Bay dive tours in Southern Leyte. DoT pushes restoration of historical sites in EV
TACLOBAN CITY - The Department of Tourism regional office here has listed cultural, historical and heritage sites in Eastern Visayas that badly need funding support to preserve its value.
Tourism regional director Karina Rosa S. Tiopes expressed concern over deteriorating conditions of these sites, which have been not prioritized for maintenance and development.
"We were asked by our central office to come up with priority list of historical and heritage sites so that when there are financial assistance available, we can immediately present the list," Tiopes told Leyte Samar Daily Express.
The official said that the major requirements for the sites in the priority list are rehabilitation and physical improvement.
"The curiosity of visitors are there but their experience during the tour in these significant places is not pleasant," she added.
First in the list is the Sto. Shrine in this city, which houses priceless art objects mostly owned by the Marcos family. It was observed that the property has not been highly maintained after the take over by the Presidential Commission on Good Government.
The tourism regional chief explained that the physical conditions of 11 World War II engagement sites and Japanese memorial shrines located in different towns of Leyte are now worsening despite interests of Japanese to tour the place.
"There is also a need to train local guides who can tell the story of the bravery of soldiers and civilians who fought during the war," the proposal stated.
Another site is the Capul Church and Capul Lighthouse in Capul, Northern Samar . The island town was part of the route of the Acapulco Trade being the first entry point for ships plying the route where sailors could purchase food and precious water and repairs to their ships.
The towns church still houses Spanish cannon and fort, which serves as islanders place of refuge during the Moro raids.
"The lighthouse, which needs restoration, is significant in tourism because from there, one can get a breathtaking view of San Bernardino as well as wide panoramic, unsullied white beaches," the proposal explained.
The famous Balangiga Encounter Site in Balangiga, Eastern Samar also needs some improvement especially of their public park where the mural is located. In 1901, Filipino patriots of the town made a surprise attack on American soldiers.
Also in the list is the Malitbog Church , Escaño Ancestral Home, and Escaño Mausoleum in Malitbog, Southern Leyte . The Church, which is one of few remaining Spanish old stone churches in Region 8, showcases the architecture of 1900s.
The Escaño Ancestral Home in Malitbog was constructed in the late 19th century following the colonial type of structure. It used to house 300 clan members during special occasions.
Tourism stakeholders also listed the 17th century Basey Church in Basey, Samar . It was the venue of public gatherings and stage plays during the Japanese occupation. The Buscada Graveyard Chapel of the town was also built circa 17th century. It is the only existing Graveyard Church following the tradition of European churches.
"Developing the site is significant because it is the jump off point to other significant tourism sites in the town like the Sohoton and Rawis Caves ," Tiopes said.
The tourism official lamented that there has been no major development projects implemented in those sites because of its historical and cultural value, which can draw tourists. (Sarwell Q. Meniano)

ONE-M LGU Success Story: Tanauan's journey to progress

Manila (September 15) - "Doon nagsimula ang lahat (That's where it all started)," says former Tanauan, Leyte Mayor Roque Tiu, of the four computer units, which began Tanauan's first foray into the field of information and communications technology, during the Orientation for Newly-Elected Mayors (ONE-M) last September 2-4, 2010.
Speaking with wisdom and sincerity, Atty. Tiu brings to the table years of experience in utilizing ICT, through the Philippine Community eCenter (PhilCeC) Program, to change lives and communities.
Tanauan's road to progress never fails to inspire me.
Atty. Tiu's administration was initially saddled with countless problems - low funding opportunities, lack of infrastructure and poor services - but they were able to surpass all these by believing that "everything done in unity and good faith can come true".
Atty. Tiu's administration rolled up their sleeves to rebuild Tanauan, beginning with the establishment of a Community eCenter in the municipality. From here, blended CeC services with other initiatives and programs, utilizing ICT tools to Tanauan's advantage.
It was his prompt action, which allowed the CeC of Tanauan to function as a conduit for the provision of essential government services. Under his leadership, Tanauan's tenacity drew a windfall of rewards and benefits.
Through their CeC, they were able to eliminate the educational barriers of out-of-school youths through the eSkwela project. The gap between employers and job seekers here and abroad was removed and unemployment was reduced with the conduct of courses on computer programming.
Meanwhile, the reduction of red tape in business license and permits application encouraged more investments in Tanauan. The CeC also successfully promoted Tanauan as a tourist destination.
From merely four computer units, Tanauan CeC now boasts of twenty-three PCs, all acquired through hard work and perseverance. It is indeed amazing how access to technology can bring government services, along with other advantages, closer to the people.
For their efforts, Tanauan received numerous citations and awards including Best LGU-CSC, Most Business Friendly Municipality in the Philippines 2006 to 2008 (PCCI), Best Website in Region 8, Best PNP station in Region 8, and Best Coastal Resource Management Implementer (BFAR).
As he continues to serve his municipality in his current capacity as Board Member of Leyte Province, Atty. Tiu remains a staunch supporter of the PhilCeC Program and, by sharing Tanauan's story, he hopes to encourage the new crop of local chief executives to do the same. (From PhilCeC.net)

A German representative of AFOS, a non-government organization, arrived Ormoc City recently with the intention to help develop the tourism industry. Dr. Stephan Kunz, a representative from AFOS, a non-government foundation for entrepreneur development funded by German, presented his intention to help the tourism industry.
With Dr. Kunz were Teresa Cura-Pono and Dr. Rene Paquibut, Dean College of Commerce, San Carlos University Cebu. The AFOS aims to provide aid and assistance in the development of various places in the Visayas and Caraga regions. Here in Ormoc City, the foundation coordinated with the Ormoc Chamber of Commerce & Industry for assessment and evaluation of the city’s priority projects, particularly through Engr. Jovencio Laurente,its president.
The visitors and the Ormoc Chamber of Commerce met with the city tourism officer, city councilors Leah Doris Villar and Jose Alfaro and Mayor Eric “Beboy” C. Codilla. Kunz presented some data they gathered about Ormoc City, with the help of Dr. Paquibut and Pono.
Mayor Beboy expressed appreciation of the organization’s intentions and said that the city government is ready to do its counterpart too, if needed. He also informed the organization of the West Leyte Cluster’s prepared tourism package, some tourism development plans for West Leyte . A memorandum of agreement between the AFOS, city government of Ormoc and Ormoc City Chamber of Commerce will soon be formulated, regarding this particular endeavor.

The Ormoc City Central School “Warriors”, AMA-Computer Learning Center “Titans” and New Ormoc City National High School “Eagles” emerged as the champions of the Ormoc City Schools Sports Organization 2010-2011 basketball championship, first conference.
Ormoc basketball fans filled the Ormoc City Superdome since the first day of the championship series, until it ended. The dome was filled with cheers and roars of crowd showing support to their respective teams during the games, inspite of the fact that the games were ticketed.
In elementary division, Warriors swept the Ipil Central School into defeat in their best of 3 championship series. The warriors dominated the board with their height advantage. But the ICS did not give up easily despite their handicap in height.
Another swept victory on their best of 5 series was made by the defending champion AMA-CLC Titans over EVSU Tigers. Though it was an expected victory, Tigers did a good fight. The small but terrible Tigers were able to scratch the Titans. The outside attack and speed of the Tigers threatened the Titans, forcing former PBA cager now ACLC head coach Allan Garrido to stick with his starters inside the court. Garrido did not give the Tigers a chance. He ended the series by winning 3 consecutive games. It was a good coaching debut.
The games of the secondary division were the crowd drawer in the Superdome. The long time rivalry of the New Ormoc City National High School and Ipil National High School displayed again a heart breaking match up throughout the best of 5 series. Ormoc basketball fans followed the development of the series. Despite of the entrance fee of 5, 10 and 15 pesos for the corresponding seats the fans and crowd did not show hesitations in watching the games. Basketball aficionados queued at the ticket booth and at the entrance, in order to watch the games
Ipil National High School Ed Ventures made a good start. They won the game #1 of the series. The Ed Ventures caught their opponent flat footed. But the NOCNHS Eagles retaliated with 2 successive winning streaks. The unstoppable combination of Venezerian Bensig and Vrix Dela Cerna became the big puzzle for Coach Rac Juba and Asst Coach Ellen Orillano. The Palaro 2010 point guard Arnel Belmoro was another handicapped for Ed Ventures. Belmoro was not in his 100% playing skill due to ankle injury. In game 4, Eagles were expecting to end the series. But Ed Ventures just did not allow it to happen. Christopher Bolaño and Jomar Villanueva hit their marks. They stopped the eagles to fly despite of the absence of Belmoro. Every player on court stepped up forcing a decision game 5.
The Ed Ventures had its momentum. The team started strong and let The Eagles follow the tempo until middle of the 2nd quarter. The Eagles then huddled for tactics of their own. Fans behind their seats yelled for a recovery play. And presto, the 3 guard combination of Eagles, Mascariñas, Bensig and Dela Cerna, made their orchestrated moves that brought them to the lead. They scored the points while Center Jon Ernest Duay controlled the boards. Eagles brought again pride in basketball to their school. It defended its championship title which they got from last year’s 2nd conference.
At half time, the 3 point shoot-out added highlights to the game. It was sponsored by Councilor Mayong Rodriguez and Councilor Ruben Capahi. Gay basketball was played on the 4th and final game sponsored by Mayor Eric “Beboy” C. Codilla to the delight and amusement of the crowd.

As Ormoc City was once considered the “Most Business-Friendly City in the Country”, Mayor Eric “Beboy” C. Codilla’s administration is now cleaning the ground works to business investments in the city, as said by Business Permits and Licensing Officer Emil Tingson during their 2-day NERBAC (National Economic Research and Business Assistance) Orientation and Organization Strengthening & Investment Promotion Planning Preparatory Workshop in Pongos Hotel here, this week.
In partnership with the Department of Trade and Industry (DTI) provincial office under Director Desiderio Belas Jr. and the German government GTZ-PSP, Tingson said this activity generally aims to “leveling the playing field” so that local, national or foreign investors pouring their capital resources here in the city, will encounter less hassles.
Tingson said that aside from streamlining the procedures and structures of processing and procuring of business permits and licenses, they have sensitized “local private and public stakeholders on the NERBAC Law” and its operating guidelines, revisit its 2010 action plan for rectification, and formulating more measures for the next year.
During the workshop, the participants appreciated the discussion on the importance of investment promotion in local economic development initiative, discussion of relevant programs and projects of the promotion, and updates the Ormoc City Investment Priority Areas.
NERBAC is created to provide would-be investors and entrepreneurs with useful and basic information on various business options that are open to them, in accordance with investment priorities of the government. It is a law that acts as a one-stop shop Center that will facilitate the processing of all documentation and paper requirements in setting up a business in the country.

AGRICULTURAL ENGINEERING TOPNOTCHER- Julious Cerna
Baybay, Leyte – “VSU (Visayas State University) has prepared us well”, this was the simple comment of Julious Cerna, a recent graduate of the university who made it to the top of the Agricultural Engineering board exam, the results of which were released just recently.
Cerna, in an interview with EV Mail, said all that he and his roommate Jonas Buhay, who also landed on the second spot, wanted were to pass the exams. Little did they know they would land on the top two slots.
VSU’s other takers may not have landed on the elite “Top Ten” but all of them passed, it was also learned. Their 100 percent passing mark, however, was marred with a student who graduated in the early ‘90’s yet who took this year’s exam and flunked.
Cerna said he was not an honor student, but added that during their two-month review, he noticed that graduates from other schools were complaining that there were some subjects that they have only known during the review for the first time.
“With us”, he said, “it was really just a review of the classes we already took at VSU”. For the others, he observed, some of them were “new”. For example, he said, is the Auto CAD program. They already learned about its use in school while graduates of other colleges were complaining it was the first time they’ve encountered it.
Cerna, it was also learned, also topped the pre-board and admitted feeling the pressure when his co-reviewees began ribbing him as the next board topnotcher.
Meanwhile, Dr. Jose Bacusmo, VSU president who treated Cerna to a celebratory dinner last Friday evening at the university guesthouse, expressed he was glad at Cerna’s observation about the school preparing its students well.
Second placer Buhay was not around. Cerna was more accessible as he is from Baybay City. Cerna will get P25,000 from the university for his feat and another incentive cash award of P10,000 from the LGU of Baybay for bringing pride and honor to his birthplace.
Dr. Bacusmo said this is not only true in the field of agricultural engineering but also other subjects. He said that offering courses at VSU was a tedious process, where they ensure that each offering will only have the best teachers and materials.
“We follow a tradition of excellence here” said Dr. Bacusmo, who also noted the school has produced a lot of topnotchers already.
The university, which is known as a research and extension institution, is always abreast in the latest trends of tertiary education having a vast international network.
Records obtained from the President’s office show that since year 2004, the university has had another 1st placer for Agricultural Engineering. This was in 2005 where gradutates also got the 5th and 7th place.
In 2008, the university officials were particularly proud of their geodetic engineering pioneer batch who got three placers – the 3rd, 4th and 6th ranks. This feat would see a repeat by 2009 where the graduates got the 1st slot, two 3rd placers and the 6th spot.
In the board exams for agriculturists, the school also had its top 10 placers.
In Veterinary Medicine, VSU already had a topnotcher already in 2009 and a 6th placer. So, with Forestry which has seen graduates placed 1st, 2nd 3rd and 7th in 2005.
Now, it was learned university officials are once more awaiting the results for geodetic engineering, wondering it their graduates would once more hog the limelight.

Congresswoman Lucy Torres-Gomez chief of staff Richard Gomez said that even if Ormoc was not represented, they made sure to go to the travel fair so that they could tell visitors about the city and the bounties of the 4th district.
Tacloban City – Eastern Visayas, comprising the islands of Leyte, Samar and Biliran, have joined the 21st Philippine Travel Mart ongoing at the SM Megamall from September 3-5, to showcase the offerings of the region.
The Cities of Tacloban and Baybay, together with the provinces of Leyte and Northern Samar, have put up a booth at the travel mart with each contingent having a table with brochures and electronic album of their respective best assets and destinations.
Unfortunately, Ormoc did not join. This is the second year in a row that the city did not join. A reliable source said it was decided that the city was not yet ready for it, and would want to join when it has already well-prepared tour packages for tourists,
Right now, the source said, the concentration is developing tourist destinations like Lake Danao and the like. Mayor Eric Codilla, in several public speaking engagements, has reiterated he wants Ormoc to be ready to receive visitors and give them an experience that they would want to re-visit again and again.
Meanwhile, Congresswoman Lucy Torres-Gomez of the fourth district of Leyte and DOT Secretary Albert Lim were among the guests at the EV Booth on Saturday, September 4, Director Tiopes said.
The solon’s chief of staff said that they made sure to represent the district, even if Ormoc did not, to show support the tourism program in the area. He said that the travel mart is not only about inviting tourists and visitors, but also inviting investors who might want to develop facilities in areas where they see a potential for tourism.
Congresswoman Gomez, it was also learned, is the House vice-chairman on tourism.
Organized by the Philippine Tour Operators Association (PHILTOA), the largest association of registered inbound and domestic tour operators together with the Department of Tourism, the 21st Philippine Travel Mart is participated in by the different tour operators, provinces and various tourism sectors from all the regions across the country to offer tour packages that cater to the travel needs of different organizations.
These packages include some of the most must-visit places in the country, giving travel enthusiasts something to smile about. In addition to that, this lively and engaging event will have seminars and cultural performances showcasing the splendor of the Filipino culture.
In line with the new administration’s vision for a better Philippines, the organizers are constantly finding ways to promote Philippine tourism.
Educational seminars and a Quiz Bee was also held to make the Travel Mart more interesting.
There is also a contest among tour guides as part of the advocacy to groom world-class destination guides around the Philippines.
Cultural Dance Competitions among the exhibitors were also held aside from local fashion designers showcasing their talents in recreating the traditional baro’t saya using untraditional and indigenous materials.

IBA, Zambales—With its windswept beaches facing the China Sea, accessible location and excellent resort facilities, there’s no reason why Zambales cannot become Luzon’s skimboarding capital.
As water sports enthusiasts who frequent Zambales’s shores find out, the province is one of the best venues for skimboarding and other extreme outdoor sports.
“Zambales is different. You have nice waves here, wide shorelines for water sports, and beaches with cottages and restaurants,” said Arlene Nonato, coordinator of the Alon group of skimboarding enthusiasts from Luzon and Visayas. “Then, of course, Zambales is easily accessed from almost all points in Luzon, making it an ideal center for water sports.”
Nonato said Alon members, who number more than 200, have been around the country for skimboarding and surfing competitions.
“Zambales is really one of the best,” she said.
Teej Servande, who designs and manufactures skimboards under the Saint Joe label, said he frequents Zambales beaches to test his boards and found that local beaches are “outstanding” in terms of wave-generation and degree of difficulty.
At one time, Servande settled at San Antonio town here, where he developed his first board designs, before moving out to Manila to market his products and review for the engineering board.
“Waves here are not as big as those in Leyte [his hometown], which faces the Pacific Ocean. But they can also become challenging, especially during the typhoon season,” Servande said.
His picks among the sites in Zambales include what local surfers call the “Magic Left” in San Antonio town; Crystal Beach in barangay La Paz, San Narciso; Kila Bot’s Resort at Sitio Liw-liwa, San Felipe town; and Beach ni Chabeng at the “Korokan” area in Iba.
Servande also said that the natural beauty of beaches and campsites in the province, like Anawangin Cove in San Antonio, is another factor drawing skim-boarders from Manila and other areas.
Servande and Nonato were in Iba recently for the “Zamba Attack!” skimboarding competition organized by the Zambales Skimboarders (ZaSki) group at the Sand Valley Resort.
Around 50 skimboarders attended the two-day event that was sponsored in part by Zambales Gov. Hermogenes Ebdane Jr. [Ebdane has listed tourism as a major thrust of his administration.] Organizers said that number already translates to a “good showing,” considering that the sports is relatively new in the country.
Nonato and Servande added that with more support from the Zambales tourism industry and the provincial government, the local skimboarding circuit could grow faster and, in turn, attract more tourists to the province.
In the recent competition here, visitor-participants dominated the class A category while locals shone in class B, as well as the “Wahine” category for women.
The winners in Class A were: Roderick “Brando” Espada of Tanauan, Leyte, who was crowned champion; Daniel Espada, also of Tanauan, first runner-up; Roderick “Manoy” Bazar, Eastern Samar, second runner-up; and Rioben Vivero, of Tanauan, third runner-up.
In Class B, the champion was Jack Rosete of Iba, Zambales. He was followed by Servande of Quezon City, first runner-up; Ted Villanueva, Iba, second runner-up; and Ranier Cortez, Botolan, Zambales, third runner-up.
The Wahine class, meanwhile, was ruled by Monica Lacuesta of Olongapo City, with Haycee Lyn Ola of Castillejos, Zambales emerging as first runner-up; Nonato of Makati City, second runner-up; and Tonette Bombase of Quezon City, third runner up.
The “Zamba Attack” festival also included a longboarding competition. The winners were: Class A—Mark Ryan Aguilar, champion; Alvin Dumaguen, first runner-up; and Reg Cebu, second runner-up. Class B—Adrian Javier, champion; Kim Uy, first runner-up; and Patrick Uy, second runner-up.

Macrohon, Southern Leyte (25 September) -- A structure that would serve as a 24/7 guard house watching the fish sanctuary that straddles two barangasy here, Sta. Cruz and Molopolo, was successfully turned over yesterday from a German government donor, GTZ, to the local government leaders and to the fisherfolks in the area.
Key officials of GTZ in the province, Mary Ann Tercero and Vince Delector, Jr., handed the symbolic key to Macrohon Mayor Fe Edillo, Vice-Mayor Allan Aroy, and the barangay leaders in the area, Allan Montilla and Ike Montilla, of barangays Sta. Cruz and Molopolo, respectively.
It was the last turn-over rites for the seven GTZ-funded watch towers in Southern Leyte, said Delector, GTZ Sr. Coordinator for the Environment Research and Development (EnRD) program.
In a brief chat with PIA shortly before the program started, Delector revealed that the location of the seven watch towers were in the marine fish sanctuaries of Silago, Hiunangan, Hinundayan, Limasawa, Pintuyan, Maasin City, and Macrohon.
The construction of the watch towers, which cost P 1 Million each with counterpart funds of at least P 100,000.00 from the recipient LGUs, began in 2008, but it was only in July this year when the scheduled turn-overs started, Delector added.
Maasin City's watch tower was situated at Hapitan beach in barangay Manhilo, and it was just handed over on Thursday, September 23, the second to the last that was turned over, it was learned.
Provincial Board Member Albert Esclamado represented Gov. Damian Mercado in the ceremonies for the Macrohon turn-over.
In his inspirational message, Board Member Esclamado cited the activity as a landmark event, even as he reminisced the efforts of all those involved in initiating the project, and called on those concerned to sustain efficiency of the four-storey, concrete guard post for the future generations to use and appreciate its value, especially in protecting and preserving the fish sanctuary.
Mary Ann Tercero, GTZ Advisor, stressed that the watch tower can also serve as a learning center for children and as a venue for important gathering and meetings of various sectors, among them women.
For her part, Mayor Edillo said she accepted the challenge of maintaining the structure, saying this will form part of her legacy.

A YOUNG architect from this city who is beginning to carve his own niche in the building construction circle was named a finalist in the ABS-CBN Gawad Geny Lopez Jr. Bayaning Pilipino Award for the youth category in Visayas and Mindanao, the awarding rites of which were held in Davao City just this September 11.
He is Arch. Wenceslao Arcuino Jr., the son of the late geodetic engineer Wen Arcuino and his wife, schoolteacher Alejandra Caoctoy.
He is a graduate of the Leyte Institute of Technology, now the Eastern Visayas State University. A student leader, he was always active in community concerns and was once the president of the college’s student council.
He is newly married to the former Ms Catherine Dinoy, whose generosity of spirit he attributes as one of the main factors why he was cited for the award.
Arcuino or “J.R.” to friends, received the award “for continuing to set aside personal interest or gain for the benefit of his respective community, imbued with a tireless pursuit for excellence in his endeavors, and dedicating his life in service for the poor.”
His architectural firm, WCArcuino Architects & Associates, is known for servicing communities and not big time clients.
In fact, Arcuino designed one of the most important edifices in Kananga – the Kananga-EDC Institute of Technology (KEITECH).
Another of his designs that is catching the attention of Ormocanons is the Dave’s Inn, just in front of the Ormoc City Central School, which is modern and ultra-functional. With only 126 square meters to work with, he turned it into a comfortable, classy hostel with a restaurant on the ground floor that becomes the hottest coffee cum watering hole in town during evenings.
Arcuino’s advocacy
JR is seriously advocating a new paradigm shift in the architectural field—from one that caters to mostly wealthy clientele to a mindset of also giving importance to the poor and needy in the countryside—using architectural skills as an instrument of positive change development in the community.
He doesn’t charge professional fees for projects that will benefit the community and the youth, and this is greatly influenced by his family values and the Architects Code of Ethics.
It was here that he began catching the attention of decision makers hereabouts, when he partnered with the Community Partnership Development program of the Lopez-owned Energy Development Corp. in their community based projects.
He provided, free of charge, building and infrastructure plans for community projects like poultry houses, piggeries, rice driers, etc. of the mass-based associations of EDC which were organized to provide livelihood to residents surrounding the geothermal plants.
This value orientation of his is quite contagious that the community-based AGYLA (Active Genuine Youth Leaders Association), a broad coalition of non-governmental organizations in Eastern Visayas that advocate youth development, has already embraced his outlook.
It was AGYLA founder Xerxes Solon who nominated JR to the award, together with the Partners Multi-Purpose Association represented by Mr. Bebiano Patola and the United Architects of the Philippines- Leyte West Chapter President Maribeth T. Ebcas. They were not disappointed.
Their bet stood proud and tall among other awardees, and was made to say a few words to the audience. In his picture at his Facebook account of the speech he gave, he captioned his picture “speech nuh…murag tinuod nuh?”. But he admits being overwhelmed while receiving the award.
In an email interview, he said, “Pagka-recieve nako ato nga nomination, murag makahilak pud ta… murag gikulbaan, murag busog, nga gigutom, nga murag kasukaon ko… anxiety… I am very happy, excited and the same time nahadlok ko… dako ra kaayo na nga achievement, nga tawagon ka nga Bayaning Pilipino, tibook Pilipinas na gud na…”.
Happy youth today, serious leaders tomorrow
JR takes his advocacy seriously. In the email interview, he said that what he could impart to the young today is to realize the truth in Dr. Jose Rizal’s words that the youth of today is the leaders of the future. And not to waste their youth on needless things but “to channel their energy on positive doings”.
JR admits he was not an “ideal youth” during his college days. He had “bugoy-bugoy days” but he said one should achieve a balance between the drinking binges, the “lakwatsa” and studies.
He also believes in giving back to the country. Those who find lucrative professions abroad should give back to the country that nurtured them. “Don’t ask what your country can do for you, but ask what you can do for your country”, he quoted a popular line attributed to US president John F. Kennedy.
In fact, he said, graduates who are unemployed should not be discouraged. If they don’t find their ideal employment yet, to grab any opportunity to work and earn, even if just a little.
He also shared his “Harry Potter Procedure or HPP” which he said is his “secret weapon”. H is for honesty in everything you do, P is patience and tolerance and the last P, for Perseverance.
The young architect also takes his religious beliefs seriously, putting into practice his Christian values. He said almost half of what he earns go to their barangay chapel at Rizal Extension, where the Arcuino family lives, and he also has a feeding program.
In this, he thanks his wife Cathy for putting up with his passions. “May gani kay musabot na lang ako asawa… kay kung dili pa, perting gubota. Naa gyoy makambrasan”, he said.
However, he added he believes that when one gives heartily, the blessings come back tenfold.
With this recent achievement catapulting him to national fame, architect JR Arcuino is sure to go up in the architectural ladder. By then, he will not just be building chapels, but maybe cathedrals and palaces already.

THE PROPOSED development of the Ormoc City Airport will push through, but now with the real contractor working on it.
It was also learned that contrary to previous reports that the project’s papers were all in order already before the elections, no less than the contractor Reynaldo”Tokwing” Manalansan of Tokwing Construction Corp. said that the Notice to Proceed was only signed last week and emphasized that “it was with the conformity of Congresswoman Lucy Torres-Gomez.
Engr. Manalansan was in the city on Friday, Sept. 17, together with Department of Transportation and Communications (DOTC) project management office manager Willy Leonardo and Dante Lulu, DOTC airport manager for Eastern Visayas. They were in Ormoc to inspect the project which had already been worked on by a local contractor “at his own risk”. Publicists of defeated congressional candidate Eufrocino “Winnie” Codilla who lost to congresswoman Lucy Torres-Gomez by 24,701 votes in the last polls reported that Canlas was the contractor and that he had been given the project already before the elections and has started work on it. The false report found its way to a national paper, prompting the DOTC to investigate the allegations.
Engr. Eduardo Canlas of the EMC construction company who was touted to be the project contractor before the elections was also present, and clarified that he was just “supervising” the project construction for Tokwing, who is a co-Pampangueno.
It was found out that Canlas was not the contractor but Tokwing and that there was no notice to proceed yet. Canlas explained that he was misquoted by the reporter and that he never claimed to be the contractor and that he was not even a sub-contractor of the project.
Canlas is among the favored contractors of the former congressman and even boasted in the same report that he already spent about P 1-million for the site development and perimeter fencing. Engr. Manalansan said that the initial works was with his blessing, saying they worked on it “at their own risk”, not knowing if they would get the blessing of whoever won in the May 10 polls.
DOTC, it was learned, discourages sub-contracting. Meanwhile, Tokwing himself said that the issue has already been settled and that the congresswoman has agreed that he continues to work on it.
DOTC director said that Lucy’s only request was to fast track the project so that Ormoc will have a decent airport.
Lucy, in previous interviews, has always emphasized that all she wanted was that the projects for the district that were started during her predecessors time were finished, for the benefit of her constituents. This, she said, after discovering that some projects that ought to have been finished in 2007 and 2008 yet had not even been started except for the release of the 15 percent mobilization funds.
The project will cost P64.5-million and includes perimeter fencing, site development and sub-filling, and the rudimentary structure for a more spacious airport terminal.
Airport manager Lulu said that it will take another P100-million to have completely finished airport terminal according to ATO standards, but expressed confidence that the congresswoman can rustle up the funds.
The initial phase of the project will take seven to eight months to complete, he added.

TACLOBAN -- Batangas-based Montenegro Shipping Lines, Inc., a domestic sea transport company, will soon ply the San Ricardo-Lipata route to ferry passengers and cargo, officials of the Philippine Ports Authority (PPA) said.
The port manager of PPA Tacloban, Winfred G. Elizalde said he had issued a certificate of availability of berth which will allow Montenegro Shipping Lines to use the newly constructed San Ricardo roll-on, roll-off or Ro-Ro port in Southern Leyte.
“The certificate was issued as a requirement of PPA and Maritime Industry Authority (MARINA) to ensure gate window to the shipping company. This is the first shipping company [to utilize] the San Ricardo port after its formal inauguration in April last year,” Mr. Elizalde said.
The San Ricardo port is a project of the national government, which cost a total of P420 million.
The port is part of the “eastern seaboard trunkline” of the Strong Republic Nautical Highway or SRNH, which starts from Pilar, Sorsogon and runs through Masbate City and Esperanza town in Masbate. The route traverses Naval and Maripipi towns in Biliran and ends in Lipata, Surigao City in Surigao del Norte.
“Montenegro’s entry to San Ricardo port will rejuvenate the shipping business in the region and will further spur trade and commerce between Eastern Visayas and many areas in Mindanao,” the port authority official said.
Mr. Elizalde added that aside from the San Ricardo-Lipata route, Montenegro Shipping Lines has also applied for a certificate of availability of berth in San Isidro, Northern Samar for its San Isidro-Matnog (Sorsogon) route.
Montenegro Shipping Lines has a fleet of 31 vessels, which include 24 roll-on, roll-off vessels that call on 18 ports in the Southern Tagalog region, including Bicol, as well as the Visayas and Mindanao.
Meanwhile, an official of the Maritime Industry Authority in Eastern Visayas said the agency was doubling its efforts to invite local shipping companies to operate at the Naval and Maripipi ports on the island-province of Biliran.
“Admittedly, shipping is a capital-intensive business and we are finding it hard to convince maritime businessmen to enter the area. But we have statistical data that would prove the viability of the area for shipping,” said MARINA-8 administrative officer Santiago M. Acera.
In April 2009, then President Gloria Macapagal-Arroyo inaugurated the P9.9-million Naval Port Development Project or NPDP that included a roll-on, roll-off ramp and a new passenger terminal building. The entire project is meant to reduce transport costs. -- Reyan L. Arinto

MATALOM, LEYTE -- A Japanese investor plans to build a new airstrip on Limasawa Island, Southern Leyte, the chief local official said in a recent interview.
Limasawa Mayor Melchor P. Petracorta said the airstrip and related facility, to be located in a 16-hectare site in Barangay San Agustin, will serve light planes, mostly from Cebu. "Japanese experts have been visiting our place to conduct surveys," he said.
Presently, the only way to get to Limasawa is a one-hour boat ride from Padre Burgos wharf.
Limasawa tourism office chief Remigilda M. Salomon said at least 300 foreign divers visited Limasawa in the first half.

It was also learned that contrary to previous reports that the project’s papers were all in order already before the elections, no less than the contractor Reynaldo”Tokwing” Manalansan of Tokwing Construction Corp. said that the Notice to Proceed was only signed last week and emphasized that “it was with the conformity of Congresswoman Lucy Torres-Gomez.
Engr. Manalansan was in the city on Friday, Sept. 17, together with Department of Transportation and Communications (DOTC) project management office manager Willy Leonardo and Dante Lulu, DOTC airport manager for Eastern Visayas. They were in Ormoc to inspect the project which had already been worked on by a local contractor “at his own risk”. Publicists of defeated congressional candidate Eufrocino “Winnie” Codilla who lost to congresswoman Lucy Torres-Gomez by 24,701 votes in the last polls reported that Canlas was the contractor and that he had been given the project already before the elections and has started work on it. The false report found its way to a national paper, prompting the DOTC to investigate the allegations.
Engr. Eduardo Canlas of the EMC construction company who was touted to be the project contractor before the elections was also present, and clarified that he was just “supervising” the project construction for Tokwing, who is a co-Pampangueno.
It was found out that Canlas was not the contractor but Tokwing and that there was no notice to proceed yet. Canlas explained that he was misquoted by the reporter and that he never claimed to be the contractor and that he was not even a sub-contractor of the project.
Canlas is among the favored contractors of the former congressman and even boasted in the same report that he already spent about P 1-million for the site development and perimeter fencing. Engr. Manalansan said that the initial works was with his blessing, saying they worked on it “at their own risk”, not knowing if they would get the blessing of whoever won in the May 10 polls.
DOTC, it was learned, discourages sub-contracting. Meanwhile, Tokwing himself said that the issue has already been settled and that the congresswoman has agreed that he continues to work on it.
DOTC director said that Lucy’s only request was to fast track the project so that Ormoc will have a decent airport.
Lucy, in previous interviews, has always emphasized that all she wanted was that the projects for the district that were started during her predecessors time were finished, for the benefit of her constituents. This, she said, after discovering that some projects that ought to have been finished in 2007 and 2008 yet had not even been started except for the release of the 15 percent mobilization funds.
The project will cost P64.5-million and includes perimeter fencing, site development and sub-filling, and the rudimentary structure for a more spacious airport terminal.
Airport manager Lulu said that it will take another P100-million to have completely finished airport terminal according to ATO standards, but expressed confidence that the congresswoman can rustle up the funds.
The initial phase of the project will take seven to eight months to complete, he added.

ORMOC CITY—Work on this city’s airport-development project will continue next month. This is the assurance given by contractor Eduardo Canlas to quell speculations that politics has stalled the project even if this will boost Ormoc’s image as a major tourist destination.
Rep. Lucy Torres-Gomez said in a radio interview recently that the airport project was halted because the work contract was not yet signed. The project is credited to former congressman Eufrocino M. Codilla Sr., as the special allotment release order was released on October 20 last year.
Canlas confirmed Gomez’s claim the contract is not yet signed, but said this had nothing to do with the work stoppage. The real reason, he said, was that funds for the acquisition of adjacent properties haven’t been released yet by the Department of Transportation and Communications (DOTC).
The five-year (2009-14) airport-development program is divided into three phases. Phase I, which was lobbied by Codilla, costs P80 million, with P15 million allotted for site acquisition. Despite the non-release of the P15-million fund, Canlas was able to gain access to one of the properties subject for expropriation.
He secured a permit to enter and work on the 11,062-square-meter property of Leonardo Sagales, where a new terminal will rise. But the permit is good only from June 1 to July 15, the reason he had to stop, he said.
Gomez’s claim that the contract has not yet been signed is also true, which Canlas attributes to the change of administration.
The project was bid out on February 23 and awarded in April to Tokweng Construction. That time, Transportation Secretary Anneli Lontoc had just been installed as replacement of Leandro Mendoza. Lontoc failed to sign the contract, as she was replaced on July 5 by Secretary Jose P. de Jesus.
Canlas is confident the new Transportation secretary will sign the contract before August, as it is highly recommended by DOTC officials, namely, Dante Lulu, area manager for Western and Central Visayas Regions; Abelardo D. Sore, head engineer and architect of planning division; and Geronimo V. Quintos, chief of legal affairs and research division.
The three officials were in Ormoc recently to inspect work progress and were pleased to see that the project is ahead of schedule. The contractor was able to pour filling materials on the site and put up a temporary fence and bunkhouse. Once the contract is signed, the notice to proceed is automatically approved and the contractor can continue the project.
Phase I involves site development and construction of security fence and a 1,350-sq-m terminal costing P64 million. The terminal facilities will include a check-in counter, arrival and predeparture area, and administrative office. Some 5.4 hectares are being prioritized for acquisition for Phase I at P200 per sq m. However, processing of documentary requirements by landowners is taking time.
The contract duration for the terminal is nine months, but Canlas is bent on finishing it in seven to eight months. Such is his commitment to the project that he has spent some P1 million of personal funds. If his schedule is followed, the airport will have a spanking new passenger terminal next summer.
Phase 2 will involve the demolition of the old existing terminal to give way to the extension and widening of the runway and apron, as well as construction of a turnaround pad. Other improvements slated are a new fire station, administration building, powerhouse and control tower.
Navigational facilities are also considered in the five-year plan, like precision approach path indicator lights, very high-frequency Omni range, as well as runway markers and lights. All these developments would require an expansion of the airport site from the present 17 to 41 hectares.
Canlas said the fulfillment of all these plans will depend on the aggressive lobbying of the new congresswoman. If the development plan is fulfilled, the airport’s category will be raised from the present principal class II, or secondary, to principal class I, or trunk line.
Choosing between the two reports, I think EV Mail's is riddled with more inaccuracies for the ff. reasons:
1. The assailed original report did specify that the project was awarded to Tokwing Construction.
2. The assailed original report did not state that the papers are all in order before the elections. In fact, it reported that the contract has not even been signed yet and only after it is signed will the notice to proceed be released.
3. As for Canlas's denial of being a sub-contractor, don't you think it's odd he will spend P1 million from his own pocket if his role is limited to "supervising"?
The EV Mail report is more of a praise release for Lucy Torres-Gomez by discrediting the original report because the original report gave credit to former Congressman Codilla who lobbied for the project. :bash:

NAVAL, Biliran, Philippines – Barely a month in office, newly elected Biliran Gov. Gerardo “Gerryboy” Espina Jr. pushed for the implementation of various infrastructure projects worth P12.786 million, including the much-awaited low-cost housing project for government employees.
Espina, the youngest to have been elected governor in this province, is a former congressman of the lone district of Biliran during the 13th Congress and has served as mayor of Naval, the provincial capital for two terms in 1998 until 2004. He replaced his elder brother Rogelio Espina who served as governor for three terms since 2001 until he was elected congressman during the elections last May.
The low cost housing for government employees is a much-awaited project of the provincial government. Preparations have been started since 1995, but for one reason or another, the project was not successfully implemented. Even during the administration of the immediate past Gov. Roger Espina, the proposal to source out funding for its development in the amount of P35 million from a government-financing institution was met with heavy opposition.
Recently, Espina approved the site preparation amounting to P6.33 million in three phases, which was expected to start in August this year. The scope of work includes road preparation, drainage construction and sub-division of lots. The housing project has 1,109 units ion a 10-hectare property owned by the provincial government in Barangay Larrazabal, of Naval town in this province.
There are proposed single and double-detached units of varying floor areas. The project also includes facilities for commercial and amusement purposes.
Espina is also fast-tracking the improvement of barangay roads amounting to P4.9 million. These farm-to-market roads play a vital role in local economy as it directly affects supply and prices of farm products, and basic commodities being transported to upland barangays from town markets. Other infra projects to be implemented early on is the construction of seawall in Barangay Atipolo and basketball court in Barangay Larrazabal, both in the town of Naval amounting to P1.5 million.

So far, the biggest investor in Ormoc is Gaisano, an investor of shopping mall chains in the country. Now, it is presently constructing a multi-million mall here, expected to open on this year.
For more than 10 years in Built-Operate-Transfer (BOT) contract with the Ormoc City Government, Gaisano sees the feasible investment. It bought nearly a hectare of private lots at Brgy. Alegria, this city, which is just a tricycle ride from the city proper.
According to City Planning and Development Officer (CDPO) Engr. Raoul C. Cam, Gaisano sees the reliable and stable resources here for business to flourish: the geothermal energy, water abundance and labor supply.
The Leyte Electric Cooperative V (Leyeco) claims during its daily radio program that its power utility has the lowest rate in Eastern Visayas. Ormoc is a host community of the geothermal energy owned and operated by Energy Development Corporation (EDC).
Also, water rate is pegged at P3.50 per cubic meter as managed by the Ormoc Water and Sewerage Administration a local government entity, a rate which possibly make it the cheapest potable water in the country, despite the local government’s multi-million investment for its system modernization. The LGU-Ormoc is mulling to increase it though.
Aside from those Ormoc resources which are favorable factors for investment; land, sea and air transportations are not a problem. It has sea and air ports. It has recreational facilities such as hotels and golf course. This city also has low crime index and no recorded labor dispute, Cam said.
CPDO’s 184,521 estimated population on 2009 has enough labor to supply a capitalist-locator in Ormoc’s 464.30 square kilometer total land area, he said. During business hours, Ormoc population may reach from 200,000 to 250,000 people as it is an “ideal and popular jump off point for Cebu, the rest of the Visayas and the northern portion of Mindanao.”
Ormoc has identified its investment priority areas. One of these is the 300-hectare Provincial Industrial Zone located at Brgys. Luna, Dolores and Dayhagan. This area is favorable for light industries, Cam said. Other area for medium and heavy industries is at Bgry. Ipil, this city, where Leyte Agri Corp. is located. It has also a 110-hectare ‘Ormoc Township,’ which is favorable also for residential subdivision, commercial and institutional purposes.
Cam said a locator will no longer encounter problems on land conversion, because those areas were already classified in land used plan for those purposes. The crucial problem will be the lot negotiation because those areas are mostly private lots. Cam opened that may be the local government can meddle with this problem. Thus, Ormoc is a good place for investment.
Currently the city ranked 7 of the top 10 competitive cities in the country, among 28 cities as assessed and evaluated categorically by the Asian Institute of Management and the University of the Philippines. Ormoc gained prominence in its streamlining program on business and licensing services, domestically and internationally, and became the Most Business-Friendly City in 2008.
Conclusively, a historian has said: “Ormoc is now fast becoming the hub of development in the region. With its strategic geographical location in which it serves as a gateway to the Eastern Visayas, more economic activities have taken place evident in the rapid growth of business establishments, financial institutions and infrastructures.”

An estimated 5000 people from different sectors of the city, joined this year’s Alay Lakad (walk for a cause), an early morning walk that started in front of the city stage, 5 am Saturday.
City Mayor Eric C. Codilla, Vice Mayor Nepumoceno P. Aparis and other elected city officials spearheaded the LGU in the event, which was also attended by all departments of the LGU, national government agencies, private and public schools and the private sectors.
Two of the Alay Lakad beneficiaries, namely Lourdes Abrio and Aldrin Donayre gave their testimonials during the occasion and thanked the organizer and the LGU, for the support given them, through the program. Abrio, who was once a “streetchild”, said she would have remained so, if not because of the Alay Lakad, and she would still be peddling peanuts at the city plaza night and day. When she became an Alay Lakad beneficiary, she learned self-reliance and self-confidence. Abrio said that as a beneficiary, she joined some livelihood trainings carried out by the government thru the CSWDO. She is now confident in planning her future and hopes to achieve her ambitions.
Abrio continued that she now knows how to plan her future and she believe that she would succeed in her ambitions. She was so thankful to Mayor Eric C. Codilla and other city officials for the very successful program. She is hoping for the continuity of the program so that it could support more street children.
Aldrin Donayre for his part, also disclosed that had it not for the support from the funds of the Alay Lakad he would also be in the streets as a scavenger, in order to buy food. At present Donayre said he is enrolled as 3rd year student at the New Ormoc City National High School. The Alay Lakad gave him the chance to go back to school and he now believes he could make his dreams come true and have a bright future. He said that he was thankful to the city officials and the Alay Lakad organizers for having him as one of its beneficiaries. Donayre is now fatherless and his mother is a just a side-walk vendor who earns barely enough for the family.
City Mayor Eric C. Codilla said that he was impressed of the huge number of participants of this year’s Alay Lakad and said that it was one of the most attended Alay Lakad in the past few years.
Mayor Codilla emphasized that the Alay Lakad contributions/raised funds for this year will be utilized to support the street children in the Holding Center.

Some 22 inmates of the BJYMP were recently released, Senior Inspector Enrico Fevidal, Ormoc Bureau of Jail and Management and Penology (BJMP) Warden said, and he is thankful to the Justice on Wheels program for making this possible. The release of the 22 inmates helped on the Jail Decongestion Program of the government.
The releases were based on several grounds, top on the list were on those cases with non-appearance of the complainants. Others, whose cases lack sufficient evidence were also released.
Senior Deputy Court Administrator Nimfa C. Vilches from the Office of the Court Administrator Supreme Court of the Philippines who heads the Justice on Wheels, said they visit key cities all throughout the country , to give immediate solutions and facilitate the processing of pending court cases.
At present, the Ormoc City BJMP , which has a capacity of only 60 inmates, presently houses 229 detainees, 60, according to SInsp Fevidal.
Of the 22 cases heard by the Justice on Wheels during the two-day service by the justices in Ormoc City last September 2 and 3, two were filed before the MTCC, eight at Branch 12 and 12 at Branch 35, wherein which, robbery cases were the most common, SInsp Fevidal said.
SInsp Fevidal disclosed that no drug-related case was included in the process.
Jeffrey C. Alandia, 34 years old, separated with a daughter and detained at at the Ormoc BJMP for two years and four months for robbery, said that his case hearings were always postponed due to the non-appearance of his complainant. This became the basis of dismissal of his case, and his release. This was the best birthday gift he ever had, he said. His case was heard and decided by the Justice on Wheels on his birthday, September 2.
34-year-old Jaywan K. Derequito was also detained in BJMP for one year and five months for Robbery. His release was also based on the lack of interest of his private complainant to pursue the case, as decided by the Justice on Wheels.
59 of 227 inmates in Ormoc BJMP are detained due to drug related cases. There are still more inmates that are likely to be released since this is the first time in Ormoc, Fevidal hopes that more BJMP inmates will be released by the said government program.
A total of 114 inmates from Ormoc and the neighboring municipalities were released.
Court Judges from Leyte provinces like Isabel, Palompon, Kananga, Albuera, Carigara, Hilongos and from 4th District of Leyte, assisted the lawyers of the Justice on Wheels, with also the participation of the Occidental Leyte Bar Association (OLBA), so as to fast-track the decisions on the pending cases at the Municipal Trial Court of Cities (MTCC), Regional Trial Court Branches 12 and 35 in Ormoc and at the other courts of the municipalities mentioned.

Ormoc City Builders Association Pres. Engr. Joseph Frederick A. Pepito announced that the Western Leyte College (WLC) has backed out from participating in this year’s first Tugob festival presentation.
At the weekly press conference spearheaded by the Local Government Unit here held at the Sangguniang Panglungsod conference room, Friday, Engr. Pepito disclosed that Manoling Fiel, an official of the said school, informed the fiesta committee of the school’s withdrawal from the festival, citing lack of funds. Pepito added that Fiel cites lack of funds as reason, as the seed money of P20, 000 from ORBA and the additional P20, 000 from SAL pineapple, the main stakeholder of pineapple abundance is not enough to shoulder their choreographer’s initial estimate of more than P100, 000 expense for the presentation.
The show must go on
But despite the withdrawal of WLC, ORBA, the festival organizer, is not worried because of the interest shown by AMA Computer Learning Center to join the presentation, in place of WLC. “We are now on a negotiation stage with AMA and if things push through, AMA will represent Piña”, Engr. Pepito said.
Most of the media people present during the Friday’s presscon, however said that AMA under the leadership of Mr. Roger Lagarde, is noted to be very supportive to any activity of the LGU. There even was a time that AMA provided the basketball uniforms to all the participating schools during the first Ormoc City School Sport Organization, (OCSSO) basketball tournament. It may be noted that WLC had also withdrawn from the OCCSO tournament by backing out from the championship games two years ago, when its team lost to AMA College. WLC alleged poor officiating of the games.
Thus, the 11 abundant major products of the city will be represented by 11 different schools during the festival on Oct. 20, Engr. Pepito stressed.
On the other hand, Engr. Pepito said that a mascot and t.v show will be presented in line with the celebration of the 63rd Charter Day of the city. A free concert will be held at the city plaza. The committee plans to invite the popular band, Aegis, to perform at the city stage on the 20th of October. “Wall climbing” will also be available at the plaza; facilities of said sports will be installed by a certain mountaineering organization which the fiesta committee have spoken with. During the affair, an agro trade fair/booth exhibits at the city plaza will also be spearheaded by the City Agriculture Services Office. (ormoc.gov.ph)

At least 1,500 poorest-of-the-poor Ormocanons will compensate the Pantawid Pamilyang Pilipino Program (4P’s) of the Department of Social Welfare and Development (DSWD) in partnership with its local counterpart the City Social Welfare and Development Office (CSWDO). This information was disclosed by Paula Onay, regional focal person of 4P’s of the DSWD Eastern Visayas during its general assembly in Superdome last Sept. 1.
Onay said the program has two components -- health & nutrition, and education. She said that the beneficiaries will receive “cash grant” of P300 a child per month as educational assistance and P500 a month per family for health and nutrition. The focal person clarified that the cash assistance on education is for elementary up to 3rd year high school only. She said the program will cover for up to 3 children in every poor family.
Onay said this kind of dole-out program has conditions to follow so that a beneficiary can avail it for 5 year, or if not suspend, and eventually terminated if violated. Some of the conditions are: The beneficiary should attend meetings on family development services, a responsible parenthood and family development sessions; a child has availed the deworming program of the city health services. In education, a child whose age ranging from 3-14 years old should have school attendance of 85% in a year in daycare centers or where a public school he or she had enrolled.
Onay said the Department of Education (DepEd) and the city/municipal health centers are their monitoring agencies in the 4P’s.
She said that in 5 months from November to March, this year, their office has disbursed P2.7 million in their beneficiaries at Albuera town alone. In Eastern Visayas, DSWD has covered 71 towns including Ormoc, Tacloban and Maasin cities.
She said they have conducted surveys in depressed areas of these municipalities and cities for the selection of the beneficiaries.
Meanwhile in an interview with a beneficiary, Myla de Guzman, married of Purok 7, Brgy. Naungan, this city said she attend the general assembly because of “kaayohan nga hinabang” as she doesn’t know of what is the dole-out of the DSWD about.
De Guzman, who has 2 children (8 months old and 3 year old) said her husband, a fisherman would earn P100-200 a day. She said her husband sometimes cannot go fishing especially on bad weather.
“Dili kalikayan mag-away mi sa akong bana tungod sa kawad-on,” she said as they are living in a nipa house near the seashore of that coastal village. (ormoc.gov.ph)

Another milestone has been reached by the City of Ormoc when the Local Government Unit through the City Social Welfare and Development Office launched the ERPAT on the afternoon of September 6 at the Multi-Purpose Hall of the New City Hall.
ERPAT, which stands for Empowerment and Re-affirmation of Paternal Abilities Training, is among the latest program of the Department of Social Welfare and Development under committee chairwoman Hon. Lea Doris Villar. It aims to refine, re-affirm and empower the role of father (husband) in the development and management of the family. The CSWDO, through head Mrs. Marietta Legaspi, said that ERPAT aims to correct the misconceptions that the mother shoulders all the household management and that the father only handles the financial responsibilities. Mrs. Legaspi wants to revive once more the “erpat” mindset, an endearment of the child to his father, more popular in the ‘70s, denoting a special kind of closeness of the father to his children. She continued that today’s generation doesn’t have that special endearment, and added that some fathers nowadays don’t even know the problems inside the family at some instances. Lack of paternal interaction is one of the roots of domestic violence. With ERPAT, the empowered fathers can help build a strong and healthy community.
DSWD Regional Director Leticia Corillo, who personally graced the launching, congratulated the LGU specifically Mayor Eric C. Codilla, also present in the event, and the CSWD Office for a very effective and efficient implementation of the ERPAT. Dir. Corillo said that the event of this kind was the first that she witnessed across the region, considering that ERPAT is just a modular training. Yet what she saw here was different – ERPAT volunteers themselves formed an organization that will ensure the advocacy of its purpose, to their respective families and communities. Dir. Corillo continued that the response of the people to the program is a very promising mark, which will eventually address paternal and communal problems.
On his message, City Mayor Eric C. Codilla jokingly said that ERPAT sets a distinct program intended for the fathers as he observed that most of the CSWDO programs focused on the welfare of the wives, the women and children. He mentioned that he believes that both parents should have equal responsibilities in the upbringing of the children. He added that long lost interaction and endearment between father and child has become a common issue today in the society, resulting to family problems and the drifting apart of it members. ERPAT, he said, will ease these internal and communal problems. He then concluded that the local government will be at full force to support the activities of the CSWDO or of any government offices, in order to promote a better and more progressive Ormoc.

Tacloban City (October 1) -- After three successful years, the Province of Leyte is staging the 4th Leyte Business Month celebration this October, with its private sector partner, the Leyte Chamber of Commerce and Industry once again hosting and managing the month-long event.
Leyte Governor Carlos Jericho L. Petilla has always advocated government and private sector partnerships. He has always believed that the business sector is the engine of growth in a market based economy such as the province of Leyte and the Philippines as a whole. As it is the principal sector that produces the goods and services and creates employment and wealth of the province, the stronger the business sector becomes, the more developed and progressive the province would be, Governor Petilla said.
Businessman Willy Julio, the Leyte Chamber of Commerce and Industry president and this year's chairman of the Leyte Business Month celebration, informed that the 4th Leyte Business Month celebration promises to be marked with high impact activities which will revolve around the theme: Leyte Going Green: Together We Can."
The choice of the theme is very appropriate and timely. It would be recalled that for the maiden year of the celebration, the theme was "Together We Can." On the second year, the theme was "Enhancing and Sustaining Economic Growth and Development." Last year, the theme was "Harnessing Local Potentials for Economic Development."
The media launching for this year's business month celebration will be on October 11 at the Harampang Ha PIA media interaction at Gerry's Grill Tacloban.
The highlights of this year's Leyte business month celebration is the IT, Tourism and Agri-Aqua/SME Trade Fair and Exhibits at the People's Center and Library on October 18 to 22.
A motorcade at 9:00 o'clock in the morning will herald the opening of the Trade Fair and Exhibits. An opening program will be conducted after which a press conference will be conducted at the Main Hall of the People's Center.
Among the activities on October 18 at the People's Center are the Leyte Bayong Design Competition, IT Investment Forum, BIR Tax Forum and Raffle Draw. The Francis Kong Business Leadership Seminar will be conducted at 6:30 in the evening at Hotel Alejandro.
On October 19, the activities at the Trade Fair include Destination Showcase at the Main Hall, Forum on New Tourism Directories, Partnership for Tourism and RA 9593. In the afternoon, stories of successful tourism entrepreneurs, the Raphael Farm and the Ocho Seafoods and Grill, will be featured. Siguro kung fully developed na ang Calicoan. Based on friends' accounts who have been there, mingaw ug laay kuno ang place kay wala kaayo tawo and there's not much to do except swim and surf. Limited na ang menu sa restaurant, maraming nakalagay dun na not available. Some of the facilities are deteriorating na daw due to lack of maintenance. :ohno: But the beach is nice daw kasi white sand. Hopefully mapaspasan ang development nya, only then will I be convinced that it's the best.

try sad ninyo diri sa LGS Scandinavia Resort sa Albuera gehapon... nice kay naa siya bungalow houses for rent with garage pa then ang imo lawn ang pool na...bagay for a short vacation... so peaceful ang place.. with rooms for rent too... gamay ra siya nga pool resort but relaxing kaayo ang environment... layo siya sa dagat but near siya sa river... with pond too... ;)

nindot na mga resort..ive to that places...nindot kaayo...heeh...medyo layo lng ang kuting resort but you will be amazed with place..relaxing and peaceful....scandenavia is cool pud..though dugay nko wala kaadto pero lingaw ko didto...
next stop nko is ang dha sa albuera, i forgot the place....kadto tubod..

ORMOC CITY, Oct. 6 (PNA) -- Gov. Carlos Jericho L. Petilla said the commemoration the 66th Leyte Gulf Landing anniversary on October 20 will be kept simple to enable the younger generation grasp the occasion’s significance and giving emphasis on Filipino war veterans’ role in World War II.
“I fear that the essence and lessons of the Leyte Landing and the reason why we commemorate it every year is slowly losing in the minds and hearts of our younger generation,” the governor said, noting that October 20 for the youth means a non-school day.
He thus calls on teachers to remind their students of the significance of the occasion.
"I would say the commemoration would be more meaningful if the younger ones would not forget and let the lessons and heroism of our war heroes live on still in the generation to come,” he added.
The yearly Leyte Gulf Landing commemorates the landing of Gen. Douglas MacArthur on the shores of Palo to liberate the Philippines from the Japanese occupation.
The Philippine National Police has stepped up security measures as national officials and foreign diplomats are invited to this year’s celebration.

TACLOBAN CITY, Oct. 6 (PNA) -- The provincial government donated P2 billion worth of real property to Leyte Normal University (LNU) 89 years after being under usufruct.
Governor Carlos Jericho on Wednesday turned over to LNU the 80,000 m² consisting of 21 lots that belonged to the province which also serves as the school’s campus.
The properties house about 24 buildings including the area along Youngfield district where the dormitory is located.
The move to donate the properties began at the Sangguniang Panlalawigan (SP) in March 2008 but the resolution was passed only recently. The turnover is timely as the university prepares to celebrate its 90th founding anniversary next year.
Gov. Petilla in his turnover speech said the donation is in recognition of LNU as the region’s premiere university which has produced quality graduates in the fields of education, hotel and restaurant management, communication, etc.
The move also reflects the importance the governor gives to education. He also said the province gave more weight on the value of education than the money it could have gained considering the commercial value of the properties.
For her part, LNU president Dr. Evelyn Cruzada said in her acceptance speech they could finally lay claim to the property where their campus stands. “We are very, very thankful to Gov. Petilla, himself an alumnus of the school, for finally donating this lot to the university. We would forever be grateful,” she said.
LNU chief administrative officer Pablo Amascual III said the university has long given scholarship slots – five each to the governor, vice governor and every member of the SP.

TACLOBAN -- Driven by increasing demand for housing, Camella Communities will start its second residential subdivision project in Leyte.
Camella Leyte general manager Geraldine S. Gascon said work on the new project in Ormoc City would start next year.
“We will introduce the product to the sales networks on Oct. 10 during seller’s launch,” Ms. Gascon told BusinessWorld in an interview.
Camella Ormoc will rise in Brgy. Tambulilid near the Vista Land’s La Pradrera, a project launched five years ago. It has over 100 households.
“Many people here want bigger homes with unique amenities,” Ms. Gascon said.
Camella Communities is working on its first project in Leyte in Palo town. The Palo project is the first community built by a Manila-based developer in the province.
The company launched the project in Palo’s Brgy. Campetic last year.
About 80% of nearly 400 units have been sold.
The proposed housing project in Ormoc meanwhile will have about 300 units of townhomes and single-detached units.
Ms. Gascon said the firm has sold most housing units to overseas Filipino workers and their families.

THE CASCADES are arriving today for their most awaited concert in the cities of Tacloban and Ormoc, said Kenneth Yu Uy who is the concert producer of the Big Boss Daddy Event Productions under ASIA STARS Group of Companies. THE CASCADES, who popularized the most cherished single of the 60s Rhythm of the Rain, will thrill Taclobanons and its fans on Saturday, 8:30 in the evening of October 9, 2010 at the airconditioned Tacloban Astrodome.
The show features John Caulde Gummoe who is one of the original members of the band and written most of its hit songs. The CASCADES released its first single "Theres a Reason" in the summer of 1962. In November of the same year, the
group released "Rhythm of the Rain" that became their biggest hit. Another song was released in 1963 "Shy Girl" but didnt come close to the success of "Rhythm of the Rain" .
Nevertheless, The CASCADES is one of the most enduring band of its generation.

songs "Nights Are Forever"; "Love is the Answer"; "Well Never Have to Say Goodbye"; "Sad to Belong", etc. This is the 3rd time in 4 years that JOHN FORD COLEY have a concert in Tacloban. In his last concert, he finds Tacloban a beautiful city and loved the Tacloban audience.
On October 10, 2010, Sunday, THE CASCADES will have another concert in Ormoc City at the St. Peter's College Gymnasium. The Show is also sponsored by Kenneth Uy.

Maasin City Airport Expansion Starts

Maasin City, Southern Leyte-The Department of Transportation and Communication (DOTC) has allocated P85M funds thru the persuasive initiative of Congressman Roger G. Mercado for the expansion of the Maasin City Airport which has just started recently.
This was the disclosure in a recent interview with DOTC Officer-in-Charged Danilo Boyser Quirong, 39 years old, married and a resident of brgy. Panan-awan where the airport was located
He informed that the construction of the ramp area with a width of 60 meters and 108 in length is being carried out by the contractor Pacific Eagle Construction.
He explained the size of the ramp area was designed for focker planes where it could position itself after it touched the landing field.
After the ramp area will be completed, he said, the next phase of work would either be the extension of 200 meters for the present existence runway of 1,000 meters or the clearing of apron in preparation for the construction of terminal building.
He said that the length of 1,200 meters with 30 meters width is the standard design for a runway intended for focker planes. He said the focker plane that is going to land at the airport has a total capacity of 60 passengers in one setting.
When all the 3 phases of constructions shall be completed, Quirong said further, the removal of obstruction like a hill near the approach area of the runway 34 shall be the next task.
He further explained that "runway 34" with accompanying numbers "16 North, 34 South" were the designated numbers assigned for the Maasin landing field. This is to differentiate it from other airports in the country for easy identification.
Temporarily Use By Flying Schools
The Maasin Airport is temporarily used by flying schools of Cebu, Dumaguete and Ormoc.This is as part of the flying schools' designated place of destination for their pilot-students' training stints, the DOTC-OIC also informed.
He disclosed that there were pilot students, not only from the three aforementioned cities but also from Bohol who have landed at the airport from time to time aboard two-seater training planes.
Furthermore, it is estimated that if the construction works are continual, the airport's expansion completion would last for less than two years.(Quirico M. Gorpido,Jr.)
