Province, Explore Possible Turn-Over of ODH To The City

There is a possibility that the Ormoc District Hospital (ODH) will be turned over by the Provincial Government to the LGU of Ormoc City.

City Mayor Eric C. Codilla has issued Executive N0 6 last January 28 which created a high level team from the LGU of Ormoc City to meet with a counterpart team formed by Leyte Gov. Jericho L. Petilla to explore the possibility of transferring the Ormoc District Hospital (ODH) to the city. No less than Vice-Mayor Nepomuceno P. Aparis I is slated to head the team from Ormoc City. This was the revelation of City Councilor Ruben Capahi, the Chairman of the Committee of Ways and Means.

Councilor Capahi, who is also the spokesman of the LGU, disclosed that the possibility of the Province ceding ODH to Ormoc came up in the course of discussions that took place between Mayor Codilla and Gov. Petilla on the occasion of last week’s stop-over of Pres. Benigno Aquino III here in Ormoc City. Mayor Codilla had given Gov. Petilla a tour of the New Ormoc City Hall, which the latter described as impressive.

Capahi said that during their talk Mayor Codilla mentioned to Gov. Petilla that he was intent on pushing through with his plan to build a City Hospital in order to prioritize the needs indigent Ormocanons. This apparently prompted Gov. Petilla to consider the possibility of the ODH not being financially viable anymore once the Ormoc City Hospital becomes operational, a prospect that he said could eventually lead to a decision to close it down. Both leaders then came up with the option of the ODH being ceded by the Province to the City.

There are advantages for both the Province and City if the turn-over materializes. On the part of the Province, it would no longer have to spend on the operation of the ODH. On the part of the City, it would be spared the need to construct the facilities and structures of the projected City Hospital.

Capahi said that this was the reason both Gov. Petilla and Mayor Codilla agreed to come up with a decision to create a high level team from each LGU that would meet and discuss the details of the possible turn-over.

Capahi said that the high level team that Mayor Codilla would create would be composed of Vice-Mayor Aparis, City Councilors Rafael C. Omega Jr., Mario M. Rodriguez and himself, City Health Officer Dr. Virginia Espina, and Executive Assistant V Manuel Pascual.
The teams from the Province and City are expected to have their initial meeting early in February 2011.

Ormoc sends 550 delegates to EVRAA

The DepEd Ormoc City Division sends 560 delegates for this year’ s Eastern Visayas Regional Athletic Association (EVRAA) in Calbayog City, according to City Sports Council Chairman Councilor Ruben Capahi in an interview last Saturday.

Capahi said that delegation is composed of 467 athletes and officials while the rest of the 560 delegation are helpers and assistant for the division. Capahi said that the Ormoc City Division will compete in 22 events of which some of the events, Ormoc division are the defending champion like Basketball, Volleyball to name a few.

Capahi on the other hand maintained that he wants the DepEd to have permanent of schedules of their yearly athletic activity so that classes of the players will not be disturbed. The Number City councilor likewise batted for selective venues of games to places which possess top of the line facilities to insure the physical condition of the players. Capahi explained that while it has been the practice of DepEd to hold the EVRAA to different provinces in the region yearly, it is far more better if some of the games will be played in areas which has the best facilities also.

Capahi cited for example the superdome in Ormoc City which is considered the best facility in the region for basketball, Badminton City in Ormoc also for Badminton, and the Ormoc City Complex ground which is the best site for soccer football. Capahi added that in Tacloban City which has an Olympic size swimming pool, and a rubberized oval, made these places the best venue for the said event as he maintained will ensure the physique and health conditions of the players. Capahi clarified that he has raise this concern to DepEd because he sees the significance of this issue also

Pres. Benigno Simeon “Noynoy” Aquino III made a stopover for awhile at Ormoc Airport as Mayor Eric “Beboy” C. Codilla greeted him before the President transferred to a presidential chopper for his trip going to Southern Leyte last January 14.

Mayor Beboy chatted with PNoy for a few minutes before the President boarded to the chopper. Secretaries Jesse M. Robredo of the Department of Interior and Local Government (DILG) and Rogelio Lazo Singson of the Department of Public Works and Highways (DPWH) remained here and visited the City Hall.

Like other visitors, Robredo was impressed at the City Hall and said it is a good working place for the local government employees in serving the public. Mayor Beboy personally led them for a look inside the modern 3-storey building.

Robredo’s local counterpart DILG City Dir. Jesus Horca said his top brass was just to visit the city. Horca said one of the major thrusts the DILG secretary instructed to them is “guide post for good governance.” It is for transparency and accountability, he said.

Robredo was the former mayor of Naga City before the President appointed him as DILG secretary. While Singson was the former chairman and president of Bases Conversion and Development Authority (BCDA) responsible for converting military base lands such as Clark, Subic, John Hay, Poro Point, Fort Bonifacio and Villamor to industrial uses as special economic and freeport zones.
On that day, the President’s trip was aimed particularly for Saint Bernard town, Southern Leyte, which was battered by floods due to incessant rains in that place. The Codilla administration donated hundreds of bottled water and sacks of rice worth P120, 000.00 for that town, recently.
Meanwhile, in the afternoon on that same day, Leyte Gov. Jericho “Icot” Petilla also did a visit to Mayor Codilla. He also guided the governor for a look at the offices inside the same building.

Payong revived into a wholesome place

What once the nest of prostitution of the city is now turned into a wholesome area where the whole family can enjoy.

The payong payong area located near the food park and was used to be as a skating rink was recently revived under the management of the Ormoc Vendors Multipurpose Cooperative.

The idea to revive the payong came from Mayor Eric C. Codilla when he attended the Christmas party celebration of the Orvemco last Dec. 22 according to Paz Martinez, chairperson of the said coop. she said that because the place has became idle with no more vendors in the area, Mayor Codilla had suggested to them to revive the place but not the same as the previous wherein it caters girls open for prostitution. Martinez added that he contacted Edwin Codilla the group’s adviser about the mayor’s plan and to come up also with a new guidelines to those who want to take part in the reopening of the area.
Martinez said that she immediately contacted some of the coop members and asked them if they would like to own a stall of the vacated payong area? But she also informed them that if they would like to have a stall the coop is the one task to collect their daily fees as they are also they tasked to remit the collected amount to the City Treasurers Office. But Martinez pointed out that she only talk to members who are good payers in there daily fees to the city.

Martinez disclosed that previous occupants in the payong area still have big payables to the city when they were still vending in the area.

Martinez continued that in the revive area, it was agreed that they could still sell beer to their customers along with finger foods and snacks as the place is converted into a wholesome area where parents could see the children play.

So. Leyte Gov. Mercado, grateful to Ormoc’s aid to Saint Bernard

Southern Leyte Gov. Damian Gaviola Mercado was so grateful to the people of Ormoc City for sending an immediate support to the victims of the flood in Saint Bernard, Southern Leyte after days of continuous heavy downpour of rain that killed 3 children over the weekend.

No less than the good governor of Southern Leyte Gov. Mercado accepted the donations from the Local Government Unit of the city when it arrive about 4 in the afternoon last Wednesday, January 5 at the municipal hall of Saint Bernard. The relief goods composed of 600 liters of mineral water and 50 sacks of rice.

Last Tuesday, Mayor Eric C. Codilla asked the City Disaster and Coordinating Council initiate on the donation of relief goods to the flood victim of the said municipality. This was the mayor’s immediate response to the situation in order to ease the pain of the victims who were hit by the sudden rising of water caused by the continuous downpour of rain in the municipality over the weekend. Mayor Codilla learned that the water system of the said municipality was totally damaged, so there was the need of potable water supply for the people of the said town, and caused the delivery of water to the place.

According to Rosalinda A. Araneta, MDRRMC and Public Information Chairman, continuous heavy downpour of rains for 2 days brought caused landslides and flash flood to the municipality, last January 2. She said that as of 11 in the morning on January 3, three children aged 5, 3 & 1 were killed while the families of the victims tried to evacuate to a safer place, when the rampaging current of the rising water hit Brgy. Bulod-bulod. Araneta added that Lakipon was declared missing in January 2 but his lifeless body was dug up by rescuers the following day near their house which was washed away by the flood under heavy mud. Two other children injured during the flood in Brgy. Bulod-bulod were admitted at Anahawan District Hospital for treatment.

According to Araneta, 50 individuals moved to the chapel of Brgy. Bulodbulod, 100 individuals stayed at the day care center, 75 individuals at barangay health center and 75 more individuals at barangay stage. As of 3 in the afternoon, the number of families evacuated was 555 with 2264 person involved.

But on Jan. 7 the number of families that were evacuated all over the municipality rose to 1, 373, with a total individuals of 5699 from 19 out of the 30 barangays. Araneta said that the number of flood victims in the municipality keeps on rising, especially sporadic heavy rains continue to hit the town.

Fil-Am surgeons arrive on Sunday for Lucy’s mission

ORMOC CITY – 69 doctors of various surgical specialties will arrive at this city on Sunday, January 30, to start a series of surgeries on 600 patients who have availed of a surgical mission that Cong. Lucy Torres-Gomez is sponsoring for 4th district constituents.
The doctors are members of the Society of Philippine Surgeons in America.
The operations will be held simultaneously in three hospitals in the city starting on January 31, after the doctors shall have made their preliminary check-ups on the pre-listed patients at the Western Leyte College on January 30 in the afternoon. The hospitals are the government-ran Ormoc District Hospital, the OSPA-Farmers Medical Center and Gatchalian Hospital.
Ms Caren Torres-Rama, Lucy’s sister, said that they were very surprised to see the number of patients that needed surgical help in the district. She noted that the 600 limit was easily reached after only nine days of pre-listing held at Lucy’s Ormoc office at Real Street.
The pre-listing was originally scheduled to end on January 20 but they had to stop it by January 9 because some 600 patients were already listed.
She said that the pre-listed patients would see the doctors on January 30 in the afternoon for their assignments to which hospital they would be operated on. For example, she said, patients who needed maxillo-facial surgeries would be scheduled on the first two days since the surgeon is leaving before February 4, the last day of the 5-day mission.
Thyroid patients, who usually need blood transfusion before the operation, have also been advised to be ready with their donors.
The “mixed” surgical mission is the first of its kind ever held here in Ormoc, or even the province, it was learned. Usually, medical missions from abroad focus on one or two kinds of maladies. This time, all kinds of patients get a chance to avail of the free surgical mission like those with goiters, cataracts, hydrocephalus and others.
It was also learned from Ms Rama that all medicines to be dispensed to the patients will be brought in by the doctors from the States. The patients’ medical briefs have already been sent to the US for the doctors to prepare the specific medications each person would need.
She said, “we are praying that the surgical mission is a success”.

OWNERS OF the Cebu Doctors’ Hospital, majority shares of which are owned by the Potenciano wing of the Larrazabal family here, held a groundbreaking this Sunday morning (January 23) at the site of the future Ormoc Doctors’ Hospital which is scheduled to open early next year.
Dr. Potenciano Larrazabal Jr, president of Cebu Doctors Hospital, his wife Zeny and children, led the groundbreaking which was also attended by the other Larrazabal siblings and practicing doctors and specialists in Ormoc.
The “Ormoc Doc”, as what the family wants the hospital to be known, will offer the same quality service like “Cebu Doc”.

“It will have everything that Cebu Doc has – state-of-the-art hospital equipments, the latest monitors and tests, an MRI, a cardiovascular center, a dialysis center… everything”, said Dr. Gardenia Z. Larrazabal, who is touted to be the hospital’s medical administrator or director.
Dr. Gardenia Larrazabal added the hospital will be run like “Cebu Doc”, which has earned the reputation of one of the most advanced and modern hospitals in Asia. “We will train the doctors, nurses, staff and personnel there”, she said, adding that with the state-of-the-art “Ormoc Doc”, it will bring doctors of varied specialties over to practice in the city because the tools and tests they need is already available.
Dr. Chito Aviles, gastro-enterologist, said that the time for a hospital like Ormoc Doc has come. “We are already a referral center”, he said, explaining that many doctors in neighboring towns often refer their patients to Ormoc for tests and laboratory, including consulting the current crop of specialists now practicing here.
Meanwhile, it was learned that Ormoc Doc is targeted to be opened and operational on January 2012. The construction phase is divided into two. The structural or building construction phase which will take the next six months, while the finishing and furnishing phase will start right after. The contractor of the construction phase is MacBuilders Inc., managed by Engr. Francis Chua which is one of the biggest and reputable construction firms in the city.
It was also learned that the hospital would have 150 rooms and 200 beds. “There will be suite rooms, private rooms, semi-private, ordinary wards and even a charity ward”, said Dr. Larrazabal.
The hospital will have three floors with ample parking space on the ground floor interspersed between the doctors’ clinics.
Located on a 3,000-square meter property of the Larrazabals right smack at the city proper, the hospital building will occupy around 2,100 square meters or a total floor area of 6,300 square meters for all floors.
Mrs. Vicky Larrazabal-Locsin, former congresswoman of the 4th district of Leyte, said that their family’s equity on the hospital is the lot and the building. Some P120-million has been earmarked for the construction and furnishing, including state of the art equipment. They would also be selling shares to doctors in the city, for them to have a stake at the hospital.
She added they do not see any problem with the city’s having another hospital, saying they would just complement the existing four – the government-ran Ormoc District Hospital, the city-assisted Ormoc Maternity and Children’s Hopsital, the Gatchalian Hospital and the OSPA-Farmers Medical Center.
In fact, she said, “Ormoc Doc” was the realization of the aspirations of Ormoc doctors and specialists who saw the need for another hospital because the others were already getting 100 percent occupancy. “We felt the need, that is why a group of doctors approached the family to put up Ormoc Doc”, she said.
Mrs. Zeny Larrazabal added that Ormoc Doc is the sixth hospital the family owns. They have the Cebu Doc Main, the NorthGen, the SouthGen, Mactan Doctors’, and San Carlos Doctors, all in Cebu.
It was also learned from Mrs. Adelina Y. Larrazabal, school director of the family-owned San Lorenzo Ruiz College, that their graduates are priority hires of the hospital, “but of course, they will be screened according to their capability”. By Lalaine M. Jimenea

^^ good news indeed :okay: but most students from Tacloban are just having "Masters degree" there,... hehe and if transportation going there to Ormoc from Tacloban is good enough, like not that far then it's possible, but i think most people from Tacloban will really prefer local hospitals instead, coz they have the same quality of care anyway though depends on the case... equipments wise, we also have advanced equipments... and also studying college as well... :cheers:
Sakto na bay, advance ang mga equipment sa mga Tacloban hospitals. Pero dili sa ubang lugar. Human matukod ang Ormoc Doc, at least duna nay alternative nga ospital ang mga taga-ubang lugar gawas sa Tacloban. :cheers:

Leyte embarks on selling mission to promote 5 towns for tourism investment

TACLOBAN CITY, Leyte, Feb. 3 (PIA) – The provincial government of Leyte together with the Department of Tourism (DOT) is planning to embark on a selling mission that will promote five municipalities for tourism investment.

Governor Petilla identified the municipalities as Matalom, Baybay, and Inopacan, in the fifth district, and Palompon and Tabango in the third district.
All of the five municipalities have identified local tourism attractions as well as potentials that could be developed.

Governor Petilla views tourism as the engine of growth for local development in the areas.

Reports reaching the Philippine Information Agency stated that Governor Petilla recently called for a meeting among local government officials, tourism officers and district representatives for the identification of tourism investment potentials with the hope of consolidation of efforts and programs for tourism.

Among those who attended the gathering were Congresswoman Lucy Torres of the fourth district of Leyte and Congressman Carlos Cari of the fifth district of Leyte.

Governor Petilla said that island beach getaways, diving and eco-tourism spots, spa and wellness attractions, as well as cultural destinations were identified, validated and consolidated along the named towns which will become the province’s main offerings to travel trade players in trade exhibitions which the province targets.

Each of the identified towns in Leyte’s western side has their tourism destinations to promote. Matalom has the Canigao Island, Palompon has Kalanggaman Island and the Tabuk Marine Park and Bird Sanctuary , Inopacan has Digyo Island, Tabango has the Seven Island Destination while Baybay is considered as a prime area for hotel investment. ^^Duol ra sa amoa ang airport pero wala jud ko kavisit na didto. Sagdi lang kay will go there to take pictures para ma-update pud ta sa on-going terminal construction.
I've heard nga napalit na daw sa Robinson kanang lugara sa APL Ice Plant, i hope it's true.:)

^^ Di man kuno Robinson's bay but Savemore. Sikat nga contractor ang source ko niini. Kung kahinumdom ka, dunay gi-mention si @mabsen nga i-occupy kuno sa Savemore ang IAL, nga maoy tag-iya sad sa yuta sa APL.

Mura'g mas ganahan ang Savemore sa APL kay hawan kaayo ang lugar, unlike sa IAL nga mamroblema og parking ang mga customers. Maayo unta matinuod.

hey guys, i was recently in ormoc to see family... had very little memory of tha place, philippines is a shock at first if you don't know what to expect, but enjoyed seeing my grandmother and family tha most... thought i'd post these here... if anyone here is studying to be a town planner, i encourage you to make tha most of making something out of ormoc...

also, those bebida's cafe people... tell them stop putting cinnamon powder in tha coffee... it's gross... :p

Nag-pre-bid conference na sa mga interested occupants sa twin Executive & Legislative Bldgs. Duha sa prospective bidders gusto magbutang og comedy-KTV bar ug Chinese restaurant. Maayo unta sila ang makadala.

Ang plano sa Legislative Bldg. comedy bar sa ubos ug KTV rooms sa ibabaw. Restaurant naman sad sa executive bldg. nga gipanag-iya sa usa ka Rose Go nga duna sad Chinese resto sa Butuan. :cheers:

Maasin is undeniably a City on the rise (sabi nga ni @ijun ba un?). Maasin and its province have plenty of beauty to show at marami ding forumers na gusto pag usapan ang so leyte.

By d way, sogod's gaisano, tapos na ba? Any update please! pupunta kami ng CDO via liloan. surigao, cabadbaran, butuan, gingoog. tapos pagbalik namin, magstay muna ako sa sogod. I'm gonna make it a point na maging malinaw ang mga reports tungkol sa New gaisano sa sogod. kasi parang wala pa masyadong usap usapan tungkol dito.:lol::lol::lol:

The Department of Interior and Local Government (DILG) reminded local government units (LGUs) to observe the agency's "full disclosure program" that started back in August, even it lauded the LGUs who have already complied with its requirements.

Interior Sec. Jesse Robredo said that five months since the order came out, only 227 LGUs or 13 percent have so far abided by the policy: 10 provinces, 25 cities, and 192 municipalities—out of the country's 1,714 LGUs.

Under the program, local chief executives are required to post their financial transactions and expenditures in conspicuous places in their localities and on their respective government websites. (See: Robredo to LGUs: Post transaction reports in public places)

“These [compliant] LGUs are exemplars of the kind of government that we want to have, one that upholds transparency and accountability in all its dealings," Robredo said in a statement.

The provincial governments that have already complied are those of Capiz, Negros Occidental, Aklan, Iloilo, Siquijor, Biliran, Sarangani, Cotabato, Agusan del Sur, and Surigao del Sur.

Meanwhile, the 25 city governments that have started implementing the full disclosure program are those of:Cadiz, Escalante, Himamaylan, Kabankalan, La Carlota, Sagay, San Carlos, Sipalay, Talisay, Bacolod, Iloilo, Passi, Roxas, Silay, Victorias (Region VI); Cebu, Tanjay, Bais (Region VII); Tacloban and Ormoc (Region VIII); Cagayan de Oro (Region X); Cotabato, General Santos, Kidapawan (Region XII); Butuan (Region XIII); and Baguio City (CAR).Robredo reminded those who have not complied yet to do so, stressing that such a disclosure is already mandatory under the General Appropriations Act.

The secretary warned non-compliant local officials against possibly facing administrative sanction for gross negligence or dereliction of duty under Section 60 of the Local Government Code of 1991.

Just the same, Robredo said he was still "optimistic" that other LGUs would soon make their transactions and expenditures available to the public.

He said he would be making the rounds in various local government offices to monitor their compliance.

Ormoc BPLO a consistent model, says DTI specialist

The Department of Trade and Industry (DTI) and the Department of Interior and Local Government (DILG) regional offices conducted an evaluation to further establish that the Business Permits and Licensing Office (BPLO) here is a consistent model in region 8, Senior Trade & Industry Development Specialist Felix K. Cinco told the Ang Ormocanon last week.

Assisting Cinco during the evaluation were Trade and Industry Dev’t. Specialist Portia E. Calleja, DILG Regional Planning Officer Livian Madjus, DILG Asst. Div. Chief Johannes Dorado and Ormoc DILG employee Diana Jane G. Bertulfo.

Cinco said they will evaluate the present BPLO operations since it adopted a streamlining program in a partnership with the DTI and German for Technical Cooperation (GTZ) years ago. He said they will also conduct an evaluation of all municipalities in the Eastern Visayas region under this program.

Ormoc BPLO’s streamlining program is already known in the country and other parts of the globe for its effective and efficient operations. It is one of the cornerstones in the city’s efforts to raise its local income.

The Sangguniang Panlungsod of Ormoc City was again adjudged as the best local legislative body for highly urbanized city and independent component city category.

The Department of Interior and Local Government (DILG) Regional Office 8 in partnership with the Philippine Councilors’ League – Eastern Visayas Council and in coordination with the Department of Budget and Management (DBM), Department of Agriculture (DA) and the Department of Social Welfare and Development (DSWD) presented the 2010 Local Legislative Award during the regional recognition and awards ceremony last Friday, January 28 at People’s Center Tacloban City.

The annual local legislative award bestows official recognition on highly deserving city and municipal sanggunians for their exemplary performance in local legislation. It was first implemented in Region 8 as the Search for the Most Outstanding Sangguniang Bayan. The program has successfully highlighted local legislative innovations and excellence in Eastern Visayas since the year 2000.

DILG 8 Asst. Reg’l. Dir. Atty. Aida Z. Laruda led the evaluators. Winners were determined based on the following criteria: Effectiveness of the Legislative Agenda-20 points; Effectiveness of the Legislative Tracking System-25 points; Availability of Legislative Documents-10 points; Efficiency of Performance of the Sanggunian-25 points; and Quality of Office Set-up and Staff Complement-20 points.

Last year, Ormoc City was one of the national finalists under the independent component city category. For this year, SP Secretary Joel S. Villagers, LGU meet on tourism projects at Lake Danao

Multi-sectoral groups met Friday, January 28 at the Lake Danao Barangay Hall to discuss the development plan for Lake Danao, with emphasis on how to get the barangay involved in making Lake Danao a friendly community and not just an ordinary tourist destination.

Present at the meeting were barangay officials and their sector representatives headed by Barangay Chairman Salvador Helig; a team from AFOS headed by Dr. Rene Paquibot, Project Coordinator; Ormoc City Chamber of Commerce and Industry President Engr. Jovencio Laurente and Messrs. Binky Lambonao and Climaco Evangelista; EDC representative Ruben Cagas; Engr. Juliana Flores from the ENRD; Mr. Ben Matiga from the City’s Barangay Affairs; Mr. Leonardo Germano-CENRO; Engr Rizalina Dejaño and Architect Maribeth Ebcas from the City Planning and Development Office; Engr Domardoni Cayanong of the General Services Department; and Mr. Carlo Dela Cruz from the City Mayor’s Office.

The aim of developing the four hectare area into a natural park identified by the Protected Area Management Board where safe and friendly amenities and facilities will be put up is in partnership with the LGU headed by City Mayor Eric Codilla, OCCCI and AFOS.

Engr. Laurente said that the program will surely alleviate people’s lives in the barangay. This is the very reason why the LGU with OCCCI and AFOS come up with a tourism project in which the barangay best fits. The development plan needs barangay participation so “let’s join hands and open our hearts,” he added. For his part, Ruben Cagas from EDC said that people in this barangay are very lucky to have the lake because only few among the nation’s 7,100 islands have it.

To be constructed during the first quarter this year with the five million pesos initial appropriations are the welcome signage, visitors’ kiosk and comfort rooms, said Engr. Dejaño. Other “eco-friendly” structures in three areas like the eco stations, cottages, parking area, viewing tower, conference hall and function rooms that can accommodate at least 50 people, visitors’ kiosks and even a swimming pool, zip line and many more are expected to be finished during the term of the present administration.

During the meeting, local residents raised their concerns about livelihood, security of tenure, payment for planted root crops and their existing houses. They were worried that they would be displaced from the surroundings of the lake once the projected development becomes fully operational. In the presentation of the development plan by the CPDO, the audience was given the chance to air concerns and suggestions which will then be taken up and discussed thoroughly in the next meeting tentatively set for February 24 at the Brgy Lake Danao Learning Center. Expected panelists are representatives or personnel from DENR, DA-CASO, OCCCI, ENRD and other city officials especially the Committee on Tourism. Mr. Rene Paquibot said that it is a good start that the barangay gets involved in the planning so that services to be offered to the tourist will also be polished and will give them enough reason to keep coming back.

He inspired the workshop participants and assured his willingness in the name of AFOS to see more good results in the next meeting.

Maasin City to open new Maternity Children’s Hospital

MAASIN CITY, Southern Leyte, Feb 7 (PIA) – Few months from now, new Maasin Maternity Children’s Hospital (MMCC) will cater to patients who will give birth, Dr. Jocelyn V. Villamor, Pediatrician and owner of the institution said in a phone interview, this morning.

Expected to unveil this April, the city’s new maternity hospital had already complied the requirements set by the Department of Health (DOH), and was issued a license to construct by the concerned agency. While the maternity is also ready for inspection in order to fully operate the business.

Dr. Villamor disclosed that as of this time, they are offering services like X-ray, Pharmacy, Laboratory services, surgical cases for OB-Gynecology, among others. “I will be the one who will supervise the maternity, with private doctors from outside who will refer and attend to their own patients,” she said.

The new 25-bed maternity hospital is expected to offer quality health care services and will help decongest the SOYMPH’s pediatric ward. Being one of the topmost priorities of the government, health care services even from private entities will benefit the constituents from Maasin City and other nearby areas.

Last Saturday, February 5, the maternity chief interviewed applicant nurses who aspired to work with the maternity. Out of the 40 applicants who took the written exam last week, only 16 will be hired. Most of the applicants are volunteer registered nurses from the Salvacion Oppus Yñiguez Memorial Provincial Hospital (SOYMPH).

It was learned that some of the panel of interviewers include Bureau of Internal Revenue District Officer Ma. Teresa Noemi A. Pizon, former Administrative Officer Lydia Alejandria and Chief Nurse Lyndo Calva, both from SOYMPH and the hospital’s chief, Dr. Villamor. (PIA-soleyte)

Cadet Micheal Ramon Cabornay of Sto Niño College- Ormoc and Cadet Armstrong Alconaba of Eastern Samar State University represent Region-8 (RCDG) for the 7th ROTC Annual Shooting Competition @ Dapitan City.

A teenager couldn’t describe his feelings and saying “thank you” to his school could not sufficiently express his appreciation for the trainings he got that became the springboard for his travel to Mindanao. Cadet Micheal Roman Cabornay, 17 years old and a first year college student of Sto. Niño College this city, together with Armstrong Alconaba, another freshman from Eastern Samar State University, represented Eastern Visayas in last month’s 7th National ROTC Shootfest at the Shrine City Practical Shooting Range Inc. held in Brgy Senonoc, Dapitan City, Zambaonga del Norte.

Cadet Cabornay was among the participants from the 14 Regional Community Defense Groups nationwide. Team Region 8 was accompanied by Col. Fernando Felix, 8RCDG Commander based in Camp Downes, Ormoc City. The competition had the theme, “ROTC: A Strong Partner For Peace And Development Effort.”

The young Cabornay said that he was fortunate to have taken up ROTC in Sto. Niño College and is also thankful to the 8th RCDG which gave him the chance to represent Eastern Visayas in the said event. Though he is a native of Calbiga, Samar, he has proven that studying college in Ormoc City was one of the right decisions he made. He promised to tell friends what benefits he gained while studying here in Ormoc City. Through the competition, he was also able to travel to places that before he only saw on TV and read about in elementary books. This, on top of gaining more friends.

Though he did not win, Cabornay said that the experience he got was a gift in itself. He said that he gave his best in the competition, and is proud to have gone to Dapitan City as part of the 7th ROTC Shooting Competition.

The Army Reserve Command headed by BGen. Joel P. Ibañez, is taking serious steps to implement different ROTC programs specifically in molding the college students into a strong partner for peace and development. BGen Ibañez said that the competition is just a game which aims to strengthen camaraderie and fellowship with the shooters, and like in every competition, there are surprises such that each competitor must be prepared and ready to adopt a certain situation.

MGen. Romeo D. Lustestica, who represented LtGen. Arturo Ortiz stressed that though taking up ROTC in college is optional, it should never be forgotten that defending the country is not optional. He cited some prominent personalities and leaders who are products of military trainings who became role models for a disciplined citizenry, to include former President Ferdinand Marcos and Carlos P Romulo.

City prepares for possible $2B investment from US firm

The administration of City Mayor Eric C. Codilla is preparing for the possible arrival of an American firm that wants to put up light industries here in the city.
If things go as planned the American firm will have an initial investment of more than $2 billion that would employ at least 30,000 people.

At the regional meeting of Public Employment Services Office (PESO) managers held at Sabin Resort hotel last Jan 28, Mayor Codilla disclosed that top executives of an American firm visited his office last October 2010. They asked for help in looking for some 120 hectares of land where they could build their plant. Mayor Codilla said that the possible investors told him that they found Ormoc city suitable for their investment because of the presence of a power plant here, which ensures a steady supply of electricity. They also cited the abundance of water, which is a key requirement for their production.

The mayor said he presented to the Americans how he “markets” Ormoc City, and by using Google Earth he showed them the geographical location of the city to find for themselves where they consider the best place to locate their investment.

“Come to think of it, if the American firm chooses to put up their investment here, 20,000 people receiving high salaries as a standard of a foreign company, butang natu 5000 with high salaries, og ang mga clerk paubos gikan sa Ormoc, kuwangon pa ang labor force sa city.” Mayor Codilla pointed out.

The mayor continued that the hiring of some 20,000 employees is just one consideration or benefit because this does not include the benefit to their families whom they would also bring to the city. Mayor Codilla added that when this would happen everything will perk up: the church, restaurants, schools, hospital and terminals. The mayor continued further that when the business atmosphere here soars, he foresees the coming of an international airport and international seaport. An added advantage to the investors’ visit here is that they will finalize their decision this coming March because they are also in hurry in putting up this investment and they want this to be completed on 2013.

It turns out that Ormoc City is not the only location being evaluated.

When he asked the American executives who Ormoc City’s “rivals” for the project were, he was pleasantly surprised to learn that the other prospective locations were not cities in the Philippines but countries: Vietnam, Thailand and Malaysia.

Mayor Codilla said that this was the confirmation that what the city was preparing for finally paid off.

Makes you wonder why in the news article they are not mentioning what type of plant are the planning to put up in Ormoc? If this is indeed true and if Ormoc gets chosen in the final run, I hope the plant is not some kind of industry that will destroy the beauty and natural resources of Ormoc and its environs. Kung maka pollute lang sa preskong hangin sa Ormoc, pollute the rivers, oceans and deplete the resources of the environment around Ormoc ayaw na lang. It is my hope that an orderly process - public hearings, environmental impact etc be made if ever this project pushes thru. Dili kinahanglan mag dali ang local government in the pretense nga daghan trabaho and increased revenue ang makuha para sa siyudad. The welfare, good health and sustainable resources of and for Ormocanons should always lord over so called destructive economic/progressive gains.

^^ its really good if the company uses green technology or the manufactured things are not hazardous to the environment,... if these firm will use toxic chemicals, then Ormoc city will destroy it's reputation as the cleanest city in the Philippines or one of the cleanest... anyway, if they use substance that may harm your environment then its not good, especially on how they dispose it... like spilling those in the sea or causing a toxic air and also may cut down trees to throw some substance to the soil.... imagine a 2 billion worth of hazardous factory, how big is it enough to affect your health?? then it really sucks,...

do you think that sole ostrich walking around in a small fenced area is weird? i didn't wanna stay there after seeing tha "exotic" animals in cramped unnatural enclosures... that ostrich looked so bored running around in circles... i wished tha owners would give tha ostrich to tha zoo...

Nag Audition naman dito last year if my memory still serves me right. atsaka 2 hours lang ang travel papunta ng ormoc if may magka interes na taga tacloban.

From this photo sarado pa ang Salon de Rose. Natatakpan pa ang glass niya ng Manila paper (rightmost). CD-R King opened only two weeks ago. Wala pang announcement kelan ang bukas ng ibang shops pero siguradong mauuna ang Moon Café.

that's too bad..kinahanglan pa magpataod ug cable just to have a few channels..:ohno: unsaon nalang kung wala'y pangbayad ug cable? bisan local channels nalang unta ilang pasudlon para dili na mugasto ug dako ang mga tawo.. choice nalang sa lain kung gusto nila daghang channels then they get a subscription.

Southstardrug is one of the biggest chain of drugstores in Luzon. Its main office is located in Camarines Sur and has already expanded in Metro Manila. In Region 8, they already have branches in Catarman and Catbalogan and yung U/C is Calbayog branch.

‘Very unusual case’: SC reverses ruling for 4th time

MANILA, Philippines—Oh, no, not again.

In a startling move, the Supreme Court has flip-flopped yet again on the issue of the cityhood of 16 municipalities, this time upholding the constitutionality of the laws that separately created the new cities.

Even Midas Marquez, the high court’s spokesperson and administrator, appeared nonplussed when he faced reporters Wednesday to explain the justices’ change of stance.

“This is really a very unusual case considering that this is the fourth decision of the court… This is also the third reversal [of the original ruling],” Marquez said.

“I have yet to hear of another case that has gone this way,” he said.

Marquez said the petition originally filed by the League of Cities of the Philippines (LCP) opposing the so-called cityhood laws could be considered “pro hac vice,” or applying only to a particular case or occasion and not to be used as precedent of future cases.

“Hopefully, this will be the end of this case. But then again, we foresee another motion for reconsideration being filed by the losing party in last Tuesday’s voting,” he said.

16 enabling laws

In a vote of 7-6 with two abstentions, the high court held that the 16 enabling laws passed by the House of Representatives did not violate any provision of the Constitution and Republic Act No. 9009 (the Local Government Code).

The municipalities allowed by the high court to be converted to cities were Baybay, Leyte; Naga, Bogo and Carcar in Cebu; Catbalogan and Borongan in Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; and Mati, Davao Oriental.

The tribunal also declared constitutional the cityhood laws of Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

In its original petition, the LCP argued that the cityhood laws infringed on the stipulation of RA 9009 that a town or municipality applying to become a city should have minimum annual earnings of P100 million.

The LCP argued that the “wholesale conversion” of municipalities into cities would reduce the Internal Revenue Allotment of existing cities because there would be more of them sharing the same amount.

Ratified by both chambers of Congress, the cityhood laws lowered the minimum requirement to P20 million.

Change of vote

The latest resolution of the high court was written by Associate Justice Lucas Bersamin, with Chief Justice Renato Corona and Associate Justices Presbitero Velasco Jr., Teresita Leonardo-De Castro, Roberto Abad, Jose Perez and Jose Mendoza concurring.

Those who dissented were Senior Associate Justices Antonio Carpio and Conchita Carpio-Morales, and Associate Justices Martin Villarama Jr., Ma. Lourdes Sereno, Arturo Brion and Diosdado Peralta.

Associate Justices Mariano del Castillo and Antonio Eduardo Nachura did not vote on the issue.

Mendoza had earlier supported the LCP’s contention that the cityhood laws were unconstitutional.

“I would like to think that [Mendoza’s change of vote] was based on the earlier dissent of Justice Bersamin. This is the first time that Justice Mendoza is changing his vote on a motion for reconsideration,” Marquez said.

Yes and no

In 2007, the 16 municipalities were converted to cities.

In its original ruling on the LCP petition issued on Nov. 18, 2008, the high court voted 6-5 declaring the cityhood laws unlawful.

On April 28, 2009, the high court upheld its November 2008 ruling with a split vote of 6-6, at the same time denying a second motion for reconsideration filed by the towns that lost their city status.

On Dec. 22, 2009, the high court decided that a deadlocked vote did not reflect the majority of its members and thus restored the validity of the cityhood laws that converted the 16 towns to cities.

It once again reversed itself on Aug. 24, 2010. Voting 7-6 with two abstentions, the high court reinstated its 2008 decision, stripping the 16 cities of their city status.
