Dejon Posted Feb. 2, 2011 There is a possibility that the Ormoc District Hospital (ODH) will be turned over by the Provincial Government to the LGU of Ormoc City. City Mayor Eric C. Codilla has issued Executive N0 6 last January 28 which created a high level team from the LGU of Ormoc City to meet with a counterpart team formed by Leyte Gov. Jericho L. Petilla to explore the possibility of transferring the Ormoc District Hospital (ODH) to the city. No less than Vice-Mayor Nepomuceno P. Aparis I is slated to head the team from Ormoc City. This was the revelation of City Councilor Ruben Capahi, the Chairman of the Committee of Ways and Means. Councilor Capahi, who is also the spokesman of the LGU, disclosed that the possibility of the Province ceding ODH to Ormoc came up in the course of discussions that took place between Mayor Codilla and Gov. Petilla on the occasion of last week’s stop-over of Pres. Benigno Aquino III here in Ormoc City. Mayor Codilla had given Gov. Petilla a tour of the New Ormoc City Hall, which the latter described as impressive. Capahi said that during their talk Mayor Codilla mentioned to Gov. Petilla that he was intent on pushing through with his plan to build a City Hospital in order to prioritize the needs indigent Ormocanons. This apparently prompted Gov. Petilla to consider the possibility of the ODH not being financially viable anymore once the Ormoc City Hospital becomes operational, a prospect that he said could eventually lead to a decision to close it down. Both leaders then came up with the option of the ODH being ceded by the Province to the City. There are advantages for both the Province and City if the turn-over materializes. On the part of the Province, it would no longer have to spend on the operation of the ODH. On the part of the City, it would be spared the need to construct the facilities and structures of the projected City Hospital. Capahi said that this was the reason both Gov. Petilla and Mayor Codilla agreed to come up with a decision to create a high level team from each LGU that would meet and discuss the details of the possible turn-over. Capahi said that the high level team that Mayor Codilla would create would be composed of Vice-Mayor Aparis, City Councilors Rafael C. Omega Jr., Mario M. Rodriguez and himself, City Health Officer Dr. Virginia Espina, and Executive Assistant V Manuel Pascual. The teams from the Province and City are expected to have their initial meeting early in February 2011. Mabsen February 2nd, 2011, 12:37 PM Ormoc sends 550 delegates to EVRAA RCD Posted Feb. 2, 2011 The DepEd Ormoc City Division sends 560 delegates for this year’ s Eastern Visayas Regional Athletic Association (EVRAA) in Calbayog City, according to City Sports Council Chairman Councilor Ruben Capahi in an interview last Saturday. Capahi said that delegation is composed of 467 athletes and officials while the rest of the 560 delegation are helpers and assistant for the division. Capahi said that the Ormoc City Division will compete in 22 events of which some of the events, Ormoc division are the defending champion like Basketball, Volleyball to name a few. Capahi on the other hand maintained that he wants the DepEd to have permanent of schedules of their yearly athletic activity so that classes of the players will not be disturbed. The Number City councilor likewise batted for selective venues of games to places which possess top of the line facilities to insure the physical condition of the players. Capahi explained that while it has been the practice of DepEd to hold the EVRAA to different provinces in the region yearly, it is far more better if some of the games will be played in areas which has the best facilities also. Capahi cited for example the superdome in Ormoc City which is considered the best facility in the region for basketball, Badminton City in Ormoc also for Badminton, and the Ormoc City Complex ground which is the best site for soccer football. Capahi added that in Tacloban City which has an Olympic size swimming pool, and a rubberized oval, made these places the best venue for the said event as he maintained will ensure the physique and health conditions of the players. Benigno Simeon “Noynoy” Aquino III made a stopover for awhile at Ormoc Airport as Mayor Eric “Beboy” C. Codilla greeted him before the President transferred to a presidential chopper for his trip going to Southern Leyte last January 14. Mayor Beboy chatted with PNoy for a few minutes before the President boarded to the chopper. Secretaries Jesse M. Robredo of the Department of Interior and Local Government (DILG) and Rogelio Lazo Singson of the Department of Public Works and Highways (DPWH) remained here and visited the City Hall. Like other visitors, Robredo was impressed at the City Hall and said it is a good working place for the local government employees in serving the public. Mayor Beboy personally led them for a look inside the modern 3-storey building. Robredo’s local counterpart DILG City Dir. Jesus Horca said his top brass was just to visit the city. Horca said one of the major thrusts the DILG secretary instructed to them is “guide post for good governance.” It is for transparency and accountability, he said. Robredo was the former mayor of Naga City before the President appointed him as DILG secretary. The payong payong area located near the food park and was used to be as a skating rink was recently revived under the management of the Ormoc Vendors Multipurpose Cooperative. The idea to revive the payong came from Mayor Eric C. Codilla when he attended the Christmas party celebration of the Orvemco last Dec. 22 according to Paz Martinez, chairperson of the said coop. she said that because the place has became idle with no more vendors in the area, Mayor Codilla had suggested to them to revive the place but not the same as the previous wherein it caters girls open for prostitution. Martinez added that he contacted Edwin Codilla the group’s adviser about the mayor’s plan and to come up also with a new guidelines to those who want to take part in the reopening of the area. Martinez said that she immediately contacted some of the coop members and asked them if they would like to own a stall of the vacated payong area? But she also informed them that if they would like to have a stall the coop is the one task to collect their daily fees as they are also they tasked to remit the collected amount to the City Treasurers Office. Damian Gaviola Mercado was so grateful to the people of Ormoc City for sending an immediate support to the victims of the flood in Saint Bernard, Southern Leyte after days of continuous heavy downpour of rain that killed 3 children over the weekend. No less than the good governor of Southern Leyte Gov. Mercado accepted the donations from the Local Government Unit of the city when it arrive about 4 in the afternoon last Wednesday, January 5 at the municipal hall of Saint Bernard. The relief goods composed of 600 liters of mineral water and 50 sacks of rice. Last Tuesday, Mayor Eric C. Codilla asked the City Disaster and Coordinating Council initiate on the donation of relief goods to the flood victim of the said municipality. This was the mayor’s immediate response to the situation in order to ease the pain of the victims who were hit by the sudden rising of water caused by the continuous downpour of rain in the municipality over the weekend. Mayor Codilla learned that the water system of the said municipality was totally damaged, so there was the need of potable water supply for the people of the said town, and caused the delivery of water to the place. According to Rosalinda A. Araneta, MDRRMC and Public Information Chairman, continuous heavy downpour of rains for 2 days brought caused landslides and flash flood to the municipality, last January 2. She said that as of 11 in the morning on January 3, three children aged 5, 3 & 1 were killed while the families of the victims tried to evacuate to a safer place, when the rampaging current of the rising water hit Brgy. Bulod-bulod. Araneta added that Lakipon was declared missing in January 2 but his lifeless body was dug up by rescuers the following day near their house which was washed away by the flood under heavy mud. Two other children injured during the flood in Brgy. Bulod-bulod were admitted at Anahawan District Hospital for treatment. According to Araneta, 50 individuals moved to the chapel of Brgy. Bulodbulod, 100 individuals stayed at the day care center, 75 individuals at barangay health center and 75 more individuals at barangay stage. As of 3 in the afternoon, the number of families evacuated was 555 with 2264 person involved. But on Jan. 7 the number of families that were evacuated all over the municipality rose to 1, 373, with a total individuals of 5699 from 19 out of the 30 barangays. Araneta said that the number of flood victims in the municipality keeps on rising, especially sporadic heavy rains continue to hit the town. Lucy Torres-Gomez is sponsoring for 4th district constituents. The doctors are members of the Society of Philippine Surgeons in America. The operations will be held simultaneously in three hospitals in the city starting on January 31, after the doctors shall have made their preliminary check-ups on the pre-listed patients at the Western Leyte College on January 30 in the afternoon. The hospitals are the government-ran Ormoc District Hospital, the OSPA-Farmers Medical Center and Gatchalian Hospital. Ms Caren Torres-Rama, Lucy’s sister, said that they were very surprised to see the number of patients that needed surgical help in the district. She noted that the 600 limit was easily reached after only nine days of pre-listing held at Lucy’s Ormoc office at Real Street. The pre-listing was originally scheduled to end on January 20 but they had to stop it by January 9 because some 600 patients were already listed. She said that the pre-listed patients would see the doctors on January 30 in the afternoon for their assignments to which hospital they would be operated on. For example, she said, patients who needed maxillo-facial surgeries would be scheduled on the first two days since the surgeon is leaving before February 4, the last day of the 5-day mission. Thyroid patients, who usually need blood transfusion before the operation, have also been advised to be ready with their donors. The “mixed” surgical mission is the first of its kind ever held here in Ormoc, or even the province, it was learned. Usually, medical missions from abroad focus on one or two kinds of maladies. This time, all kinds of patients get a chance to avail of the free surgical mission like those with goiters, cataracts, hydrocephalus and others. It was also learned from Ms Rama that all medicines to be dispensed to the patients will be brought in by the doctors from the States. The patients’ medical briefs have already been sent to the US for the doctors to prepare the specific medications each person would need. Dr. Potenciano Larrazabal Jr, president of Cebu Doctors Hospital, his wife Zeny and children, led the groundbreaking which was also attended by the other Larrazabal siblings and practicing doctors and specialists in Ormoc. The “Ormoc Doc”, as what the family wants the hospital to be known, will offer the same quality service like “Cebu Doc”. “It will have everything that Cebu Doc has – state-of-the-art hospital equipments, the latest monitors and tests, an MRI, a cardiovascular center, a dialysis center… everything”, said Dr. Gardenia Z. Larrazabal, who is touted to be the hospital’s medical administrator or director. Dr. Gardenia Larrazabal added the hospital will be run like “Cebu Doc”, which has earned the reputation of one of the most advanced and modern hospitals in Asia. “We will train the doctors, nurses, staff and personnel there”, she said, adding that with the state-of-the-art “Ormoc Doc”, it will bring doctors of varied specialties over to practice in the city because the tools and tests they need is already available. Dr. Chito Aviles, gastro-enterologist, said that the time for a hospital like Ormoc Doc has come. “We are already a referral center”, he said, explaining that many doctors in neighboring towns often refer their patients to Ormoc for tests and laboratory, including consulting the current crop of specialists now practicing here. Meanwhile, it was learned that Ormoc Doc is targeted to be opened and operational on January 2012. The construction phase is divided into two. The structural or building construction phase which will take the next six months, while the finishing and furnishing phase will start right after. The contractor of the construction phase is MacBuilders Inc., managed by Engr. Francis Chua which is one of the biggest and reputable construction firms in the city. It was also learned that the hospital would have 150 rooms and 200 beds. “There will be suite rooms, private rooms, semi-private, ordinary wards and even a charity ward”, said Dr. Larrazabal. The hospital will have three floors with ample parking space on the ground floor interspersed between the doctors’ clinics. Located on a 3,000-square meter property of the Larrazabals right smack at the city proper, the hospital building will occupy around 2,100 square meters or a total floor area of 6,300 square meters for all floors. Mrs. Vicky Larrazabal-Locsin, former congresswoman of the 4th district of Leyte, said that their family’s equity on the hospital is the lot and the building. Some P120-million has been earmarked for the construction and furnishing, including state of the art equipment. They would also be selling shares to doctors in the city, for them to have a stake at the hospital. She added they do not see any problem with the city’s having another hospital, saying they would just complement the existing four – the government-ran Ormoc District Hospital, the city-assisted Ormoc Maternity and Children’s Hopsital, the Gatchalian Hospital and the OSPA-Farmers Medical Center. In fact, she said, “Ormoc Doc” was the realization of the aspirations of Ormoc doctors and specialists who saw the need for another hospital because the others were already getting 100 percent occupancy. “We felt the need, that is why a group of doctors approached the family to put up Ormoc Doc”, she said. Mrs. Zeny Larrazabal added that Ormoc Doc is the sixth hospital the family owns. They have the Cebu Doc Main, the NorthGen, the SouthGen, Mactan Doctors’, and San Carlos Doctors, all in Cebu. Larrazabal, school director of the family-owned San Lorenzo Ruiz College, that their graduates are priority hires of the hospital, “but of course, they will be screened according to their capability”. Governor Petilla identified the municipalities as Matalom, Baybay, and Inopacan, in the fifth district, and Palompon and Tabango in the third district. All of the five municipalities have identified local tourism attractions as well as potentials that could be developed. Governor Petilla views tourism as the engine of growth for local development in the areas. Reports reaching the Philippine Information Agency stated that Governor Petilla recently called for a meeting among local government officials, tourism officers and district representatives for the identification of tourism investment potentials with the hope of consolidation of efforts and programs for tourism. Among those who attended the gathering were Congresswoman Lucy Torres of the fourth district of Leyte and Congressman Carlos Cari of the fifth district of Leyte. Governor Petilla said that island beach getaways, diving and eco-tourism spots, spa and wellness attractions, as well as cultural destinations were identified, validated and consolidated along the named towns which will become the province’s main offerings to travel trade players in trade exhibitions which the province targets. Each of the identified towns in Leyte’s western side has their tourism destinations to promote. Jesse Robredo said that five months since the order came out, only 227 LGUs or 13 percent have so far abided by the policy: 10 provinces, 25 cities, and 192 municipalities—out of the country's 1,714 LGUs. Under the program, local chief executives are required to post their financial transactions and expenditures in conspicuous places in their localities and on their respective government websites. Cadavos MAASIN CITY, Southern Leyte, Feb 7 (PIA) – Few months from now, new Maasin Maternity Children’s Hospital (MMCC) will cater to patients who will give birth, Dr. Jocelyn V. Villamor, Pediatrician and owner of the institution said in a phone interview, this morning. Expected to unveil this April, the city’s new maternity hospital had already complied the requirements set by the Department of Health (DOH), and was issued a license to construct by the concerned agency. While the maternity is also ready for inspection in order to fully operate the business. Dr. Villamor disclosed that as of this time, they are offering services like X-ray, Pharmacy, Laboratory services, surgical cases for OB-Gynecology, among others. “I will be the one who will supervise the maternity, with private doctors from outside who will refer and attend to their own patients,” she said. The new 25-bed maternity hospital is expected to offer quality health care services and will help decongest the SOYMPH’s pediatric ward. Being one of the topmost priorities of the government, health care services even from private entities will benefit the constituents from Maasin City and other nearby areas. Last Saturday, February 5, the maternity chief interviewed applicant nurses who aspired to work with the maternity. Out of the 40 applicants who took the written exam last week, only 16 will be hired. Most of the applicants are volunteer registered nurses from the Salvacion Oppus Yñiguez Memorial Provincial Hospital (SOYMPH). In a startling move, the Supreme Court has flip-flopped yet again on the issue of the cityhood of 16 municipalities, this time upholding the constitutionality of the laws that separately created the new cities. Even Midas Marquez, the high court’s spokesperson and administrator, appeared nonplussed when he faced reporters Wednesday to explain the justices’ change of stance. “This is really a very unusual case considering that this is the fourth decision of the court… This is also the third reversal [of the original ruling],” Marquez said. “I have yet to hear of another case that has gone this way,” he said. Marquez said the petition originally filed by the League of Cities of the Philippines (LCP) opposing the so-called cityhood laws could be considered “pro hac vice,” or applying only to a particular case or occasion and not to be used as precedent of future cases. “Hopefully, this will be the end of this case. But then again, we foresee another motion for reconsideration being filed by the losing party in last Tuesday’s voting,” he said. 16 enabling laws In a vote of 7-6 with two abstentions, the high court held that the 16 enabling laws passed by the House of Representatives did not violate any provision of the Constitution and Republic Act No. 9009 (the Local Government Code). The municipalities allowed by the high court to be converted to cities were Baybay, Leyte; Naga, Bogo and Carcar in Cebu; Catbalogan and Borongan in Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; and Mati, Davao Oriental. The tribunal also declared constitutional the cityhood laws of Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental. In its original petition, the LCP argued that the cityhood laws infringed on the stipulation of RA 9009 that a town or municipality applying to become a city should have minimum annual earnings of P100 million. The LCP argued that the “wholesale conversion” of municipalities into cities would reduce the Internal Revenue Allotment of existing cities because there would be more of them sharing the same amount. Ratified by both chambers of Congress, the cityhood laws lowered the minimum requirement to P20 million. Change of vote The latest resolution of the high court was written by Associate Justice Lucas Bersamin, with Chief Justice Renato Corona and Associate Justices Presbitero Velasco Jr., Teresita Leonardo-De Castro, Roberto Abad, Jose Perez and Jose Mendoza concurring.
