Leyte prov'l gov't still waiting for right investor for MacArthur Hotel project

TACLOBAN CITY — The Leyte provincial government will award next month the 25-year contract to the winning developer who will be investing P300 million to renovate the state-owned, 43-room MacArthur Beach Resort Hotel.

Leyte Governor Carlos Jericho Petilla said they are still on the process of choosing the “right investor” and they have not yet come up with a final list for selection. The official did not divulge the number of interested bidder since they are still accepting applications.

“My timetable is as soon as possible. By the end of September, the renovation will be done in time with the October 20 Leyte Landing celebrations,” Petilla told Leyte Samar Daily Express.

The list of interested investors has been shortened after the provincial government announced that the repair would need at least P300 million.

“We want big investments because we want them to transform this to a proper hotel for our tourists. This needs total renovation and add more buildings,” he said.

Earlier, Petilla disclosed that among the interested developer is a Singapore-based chain of hotels but he refused to name the company, saying any shown interest for investment may be preempted.

The management of the Philippine Tourism Authority (PTA) surfaced after the issuance of Executive Order 756 on October 2, 2008 by President Gloria Macapagal-Arroyo that lends authority to transfer the hotel’s management from the PTA to the provincial LGU. The order took effect January 2009.

Petilla revealed that its operation has been losing even back in years when the PTA was running. “Currently, the government is subsidizing the hotel at a rate of P400,000 a month.”

“Our big role is to choose the right developer,” he added.

It can be recalled that the provincial government initiated the turn over of the hotel some years back before the PTA could declare it not to be earning enough revenue to continue operation.

The hotel has not seen that much improvements under the PTA then considering that requests for materials for the hotel was centralized and takes time before the national government can respond to.

The MacArthur Beach Resort and Hotel was built by then First Lady Imelda Romualdez-Marcos in the town of Palo, Leyte and sequestered by the government after the Edsa Revolution in 1986.

The property is situated along the historic Red Beach, site of one of the greatest naval battles in history. The hotel is just few meters away from the MacArthur Landing Memorial in Palo, Leyte.

Hotel rooms are all decorated with native materials and MacArthur pictures. It has picnic grounds, swimming pools, picnic tents and tables, beach kiosks, volleyball ground, and indoor games facilities.

Petilla said the improvement of the hotel would pave the way for the development of the remaining vacant areas in the Government Center. A long-term plan is to turn the province-owned lot into an economic and leisure hub, complete with a five-star hotel, a leisure park, an IT facility, government offices, commercial areas and public transport terminal. Petilla unveiled the official mascot for the national summer games and gave assurance that all the necessary preparations are being done to make perfect this year's Palarong Pambansa, including the fast-tracking of sports facilities rehabilitation to be used by young athletes during the competition.

Provincial and city officials, in cooperation with DepEd are preparing for a grand opening ceremony to welcome the different delegations from the 17 regions in the country.

Sports celebrities and showbiz stars, including the best pound-for-pound boxer in the world, Manny "Pacman" Pacquiao will be invited to grace the Palaro.

The annual sports tournament for elementary and secondary schools in 2008 was held in Palawan where Puerto Princesa was the host city to about 10,000 budding athletes and officials.*PNA

Hundreds of students and teachers, including Physical Education Supervisors from all the 17 regions participated the Kick Off ceremony of the Palarong Pambansa 2009 held at the RTR Plaza Tuesday.

Opening day of the big summer games is set on April 26 where at least 8,000 athletes, coaches and delegations are set to gather and compete in several sporting events.



The kick-off ceremony held also marked the launching of the Palaro ’09 Media Center at the second floor of the Tacloban City Schools Division administrative building.

The center would serve as a venue for local and national media who would be covering the week-long event.

Aside from formally counting the days till Opening Day, the Kick-off ceremony also unveiled the national summer games official logo and mascot.

The mascot, it was learned, is a caricature representing Eastern Visayas region’s top agricultural products and resource, the coconut, abaca and the carabao.

In the press conference that followed the Kick Off ceremony, the extent of the preparations made by the province of Leyte for the 2009 Palaro would be put to test when it hosts the Regional EVRAA Meet late March.

Like the Palaro, set April 26 to May 2, the main hub being eyed for the regional sports meet is the Leyte Sports Development Center, which, along with other playing venues, is currently undergoing major face-lift to meet the standards set by the supervising Department of Education.

Governor Petilla has assured renovations of all the competition venues would be completed by the time the regional meet opens, tested and be ready for the hosting of the Palaro only weeks after that.

Even the billeting areas for the athletes, coaches and officials of the 17 regional delegations had undergone improvements, especially in the electricity, water and other sanitation requirements.

Some 8,000 athletes, coaches and delegation officials, excluding other guests and visitors are expected to troop to the province to participate and watch the games.

Organizers are projecting that with the easy travel means and accessibility of the province, this year’s edition of the gathering of the country’s student athletes may yet be one of the biggest in terms of attendance.

In attendance during the Kick Off Ceremony were by DepEd Undersecretary Franklin Sunga and other DepEd regional officials led by DepEd 8 Regional Director Sol Matugas, Leyte Governor Carlos Jericho Petilla and other provincial officials, Presidential Assistant for Eastern Visayas Cynthia Nierras, Samar Acting Governor Jesus Redaja, Tarlac Governor Vic Yap and many others.

Hi @ urban, just planning to take my vacation this june.. Last year, i went home in October but it was just a brief one. Stayed 5 days in the City and spent most of my time ha Manila. Everytime I watch TV PATROL Tacloban...i notice basura is always a problema...Why can't the government provide small or medium bins to every houses/households then have some big bins in dissignated areas in baranggays?..on that way..the rubbish truck collectors only empty the big bins. And also..explain to the households how to disposed there rubbish properly.
Tacloban is already a HUC...i think they can afford rubbish bins surely.

Tacloban City gov't mulls to convert Kanhuraw Convention Center into one-stop business center

TACLOBAN CITY — The City Government of Tacloban is set to convert the Kanhuraw Convention Center into a one-stop-shop business center.

The conversion, according to Tacloban City Mayor Alfred Romualdez, will be done in the first quarter of this year.

“First of all we are creating a one-stop shop business center here in city hall. What we will see is the conversion of the Kanhuraw Convention Center this year into a one-stop-shop business center,” Mayor Romualdez said.

Mayor Romualdez pointed out that as part of the conversion plan, the city government will transfer some of its offices like the City Licensing Office to said convention center

“All the bills, payments, and other transactions with respect to the renewing of and applying for business permits will be done there,” Mayor Romualdez disclosed

According to the mayor, the putting up of a one-stop-shop business center is in anticipation of an influx of a lot of business establishments here.

“One of the first things that these investors will be doing is applying for business licenses,” Mayor Romualdez pointed out.

He stressed that the one-stop-shop, with its streamlined and systematic operations, will lessen the time it takes for new investors to apply for permits to do business in the city.

“That would make the city more business-friendly and attractive to investors,” Mayor Romualdez noted. “With that, the city would be earning much more compared to last year.”

In addition to that, according to Mayor Romualdez, the putting up of a new one-stop-shop business center is also geared towards an increase in traffic enforcement.

“Payment of tickets and fines for traffic violations will also be done at the Kanhuraw one-stop-shop,” he said. (KIMRO-Jose Rodriguez T. Señase)

TACLOBAN CITY — The Tacloban City Environment Office, in partnership with the Department of Environment and Natural Resources (DENR) and the office of Leyte First District Representative Ferdinand Martin Romualdez, will proceed with the putting up this year of the first-ever Regional Wildlife Rescue Center and Mini-Zoo in Brgy. Salvacion, this city.

In an interview Monday, City Environment Officer Jonathan Hijada said the City ENRO and partners have finalized plans for the project.

“Only the signing of a Memorandum of Agreement (MOA) between project partners is needed before project implementation can proceed,” Hijada pointed out.

Hijada said that the MOA signing for the project, which is fully supported by Tacloban City Mayor Alfred Romualdez, would be done anytime this month.

A first of its kind in the entire Eastern Visayas, the rescue center is intended primarily to be the temporary repository for abandoned and illegally traded wildlife in different parts of the region.

Wildlife species, especially the endangered ones, confiscated by DENR or the police, will be put in cages inside a 50-hectare spread and assigned personnel will care for them until they are well enough and conditioned to be returned back to their natural habitats, it was learned.

Aside from being a temporary repository for rescued animals, the center is also geared to become an eco-tourism destination in the future.

“We are looking into attracting droves of animal lovers and eco-tourists to the site. This rescue center was designed to eventually become an income-generating project that will benefit many, especially the people living near the area,” the city environment officer concluded. TACLOBAN CITY — Archbishop Jose S. Palma of the Archdiocese of Palo in Leyte led some 30 priests in inaugurating a new parish church here and the installation of its first parish priest.

Palma inaugurated the Our Lady of Miraculous Medal parish church in Barangay Marasbaras and installed Fr. Ronnel B. Taboso as its first parish priest during rites held in the church.

Palma, in his canonical decree, stated that the new parish chuch in the Vicariate of Tacloban was built after the parishioners decided to set up the parish and to have their parish priest.

Fr. Filomeno Borgueta, chancellor of the archdiocese of Palo, said the newly established parish covers Barangay Marasbaras.
