when i took these pictures, i had a chance to talk to the engineer supervising the renovations (he is also my friend) and he told me that after the asphalt laying, rubberized materials will then be laid on top of the asphalt to complete the process, and then painted. they are working round the clock taking advantage of the good weather.

Robinson’s to build shopping complex in Tacloban

TACLOBAN CITY, Leyte -- The Gokongwei group plans to start construction of its Robinson's shopping mall project here in the third quarter this year, according to a city official.

Aside from the shopping mall project, the company also plans to build a hotel on a four-hectare lot at the Marasbaras district, four kilometers from the city proper, city administrator Jimmy Yaokasin told the Inquirer in a recent interview.

Yaokasin said the investment for the shopping mall and hotel would reach around P2 billion.

"That is the single biggest investment yet for the city. And we are happy with them coming into the city as this is only a proof that our economy is growing," the city administrator said.******

From Bariles Republic`s GenSantos.com:
Robinsons Place GenSan to open June 15, 2009
6 March 2009

Bariles had the good fortune of entering the 8-hectare property of the Gokongwei’s along the Lagao National Highway two weeks ago when the group of Engineer Mark Reyes from the City Engineer’s Office conducted a meeting with the contractors inside their makeshift office to discuss matters pertaining to the construction of the upcoming GenSan Mall, Robinsons Place General Santos.

From that meeting, I learned that barring any unforeseen circumstance beyond control, the Robinsons Place GenSan has been scheduled to open June 15, 2009, which is less than four months away. I almost fell off my seat upon learning that, so excited at the prospect of watching movies in a whole new setting and doing window shopping in a completely different surrounding.
And judging from their 24/7 non-stop work on the mall, they will surely open on schedule.

Here are the photos of ongoing construction of the Robinsons Place General Santos, for your viewing pleasure….

I worked for LNU before and as to what I heard from my former colleagues at the Math department the DPWH has declared the HRDC unstable and unsafe for public use. It even ordered for its demolition. So I guess, a renovation is not possible.

LNU I guess is raising funds to build a similar project in the near future!

Arroyo to grace Palarong Pambansa opening (http://http://www.abs-cbnnews.com/sports/03/11/09/arroyo-grace-palarong-pambansa-opening)
03/11/2009 10:54 AM

No less than President Gloria Macapagal-Arroyo herself will attend the opening ceremony of this year’s Palarong Pambansa in Leyte on April 28.

This was confirmed by Philippine Information Agency regional director Olive Tiu in an interview.

But aside from the Palaro opening, the President is also expected to attend the ground-breaking ceremony for Tacloban Daniel Z. Romualdez airport redevelopment project.

Tiu also revealed that PGMA might also hold a Cabinet meeting in Palo town.

She said infrastructure projects related to government efforts to boost the region's tourism industry might be discussed in the meeting.

“This is really good for the people in region eight. This just goes to show that the President is sincere and committed to have her various projects fully implemented or finished before the end of her term,” Tiu said.

PGMA’S Super Region Projects in Eastern Visayas dominate the 2009 DPWH 8 Infra Program

By Philippine Information Agency (PIA 8)
March 10, 2009

TACLOBAN CITY – The 2009 DPWH Infrastructure Program is an indication that President Gloria Macapagal-Arroyo is indeed serious in making the Super Region concept of development, a reality.

Most of the P60 Billion budget allocation for the DPWH Region 8, are for super region projects in the different provinces of Eastern Visayas. These projects include urgent national arterial, secondary roads and bridges; rehabilitation, reconstruction or upgrading of damaged paved national roads and foreign assisted projects.

Included in the urgent national arterial, secondary roads and bridges are roads to complete the President’s Eastern Nautical Highway, and improvement of access roads to Airports and RORO Ports.

Also included are roads addressing critical bottleneck, infrastructure support to tourism hubs and spokes; roads to support peace and development in Mindanao and other conflict areas, roads to address traffic congestion and continuation of unfinished and ongoing bridges.

President Gloria Macapagal-Arroyo’s priority projects were observed to be included in the 2009 DPWH Infrastructure Program. These include the Himay-angan-Silago-Abuyo Boundary Road with P56 Million allocation; Taft-Oras-San Policarpo-Arteche Road with P29 Million allocation; Rehabilitation of Allen-Malaga Section with a funding of P250 Million; and the P345 Million funding for the concreting of the Palapag-Mapanas-Gamay-Lapinig Road, concreting of Laoang-Lapinig-Arteche Road and other projects that will connect Northern Samar to Eastern Samar, among others.

Also included are the foreign assisted projects like the rehabilitation of the Maharlika Highway from Calbayog to Tacloban; and Agas-Agas bridge among others.

The data taken from the Department of Public Works and Highways in Region 8 revealed that among the road projects to complete the Eastern Nautical Highway are the concrete paving of the 11.61 kilometers Biliran Circumferential Road with 9 sections namely, Mainit-Murang Section, Ariquin-Julita Section, Pawikan-Baso Section, Bilwang-Mapuyo Section, Baganito-Madao Section, Bool- Patag Section, Virginia- Marvel Section, Look-Habuhab Section and Guinapundan-Pinamihagan Section, with a funding of P209 Million.

Also in support to PGMA’s Eastern Nautical Highway, is the improvement of access road to RORO ports particularly to Naval Port and to Maripipi Port, with a P10 Million funding.

In the province of Leyte, P20 Million has been programmed for the improvement of access road of the Tacloban Airport. About P132 Million has been allocated for the improvement or concreting of Access Road to Ormoc City Airport and access road to Ormoc Port; roads to address critical bottleneck particularly road opening and construction of missing links of national road at the Albuera-Burauen Road including bridges at the Albuera Section; and the construction and completion of ongoing bridge project, the Tagaytay Bridge and approaches at Kananga.

Also included in the Roads to complete Eastern Nautical Highway projects in the Region is the P2.5 Million access road to Baybay Port in Baybay, Leyte; P50 Million rehabilitation of Daang Maharlika; the P23.8 Million concreting of Maasin Port, Access road to Maasin Port and access road to Liloan Port; and the P13.5 Million concreting of Guiuan Airport.

Furthermore, about P30 Million has been programmed for the Roads to Enhance Tourism particularly fo the concreting of Basey-Sohoton-Borongan Road leading to Basey Cave and National Park; while in Eastern Samar, P308 Million has been programmed for infrastructure support to tourism hubs and spokes from Borongan to Guiuan, particularly, the Borongan-MacArthur section with exceptions, and MacArthur-Guiuan Sections with exceptions.

The list of projects for the Region, is as long as the desire of President Arroyo to fast track the needed infrastructure support in order to align Eastern Visayas to the Central Visayas Super Region which is being envisioned to become the Tourism hub of the country.

Hmm,i think the reason why it didnt click cz the Dynasty mall management left the store owners on their own.More like they were just given the space to lease and its up to the store owners to advertise their own businesses. I mean did you ever see a DYNASTY Mall advertisement as a whole?

City council declares RTR Plaza as Freedom Park

TACLOBAN CITY- The Remedios Trinidad Romualdez (RTR) Plaza in this City has been declared as Freedom Park.

The Tacloban City Council, during its regular session on Wednesday, passed on third and final reading an ordinance declaring the RTR Plaza as Freedom Park following the recommendation by Tacloban City Mayor Alfred Romualdez.

City Councilor Cristina Gonzales-Romualdez, principal author of the Tacloban City Freedom Park Ordinance of 2009, said the declaration is in line with section 15 Batas Pambansa 880 that directs all local government units to establish or designate at least one suitable freedom park or plaza in every city and municipality of the country.

“The designation of a place where the people can air their grievances is long overdue,” Councilor Romualdez said. “We didn’t have a Freedom Park here in this City for a very long time.”

Asked why they chose RTR Plaza instead of other public parks in the City, Councilor Romualdez explained that they see it as the most suitable place for such designation.

“The Balyuan Park is too small, while Plaza Rizal is adjacent to the Sto. Niño Church, hence not an appropriate place where demonstrations or rallies would be held,” she emphasized.

Councilor Romualdez added that the designation of the RTR Plaza as a freedom park also came out of their concern that the place is being turned into a “beer garden.”

“We have received numerous complaints regarding brawls and other untoward incidents that have occurred there because of the beer,” Councilor Romualdez pointed out.“ We are just trying to protect people here, especially schoolchildren.”

Councilor Romualdez noted that the said plaza is adjacent to the Sto. Niño SPED Center and the Department of Education (DepEd) City Division.

As defined by BP 880, public assemblies conducted in freedom parks shall be exempted from the requirement of a prior permit for their use from the office of the mayor. But, organizers of assemblies shall send written notices to the city or municipal mayor and to the chief of police to allow proper coordination and in order to ensure orderly activities.

30 youngsters will graduate from theater arts training
TACLOBAN CITY - At least 30 young individuals will graduate this month from the theater arts training workshop as the pioneering group of the Tacloban’s Theater Guild launched over a month ago.

According to Councilor Cristina G. Romualdez, this first graduates is currently preparing a big production for the upcoming City fiesta in June this year.

The lady councilor told Leyte Samar Daily Express that her purpose in bringing into being the Tacloban Theater Guild is to discover and promote the local talents among Taclobanons and bolster the culture and arts in the city.

Before the theater guild, councilor Romualdez also organized a cultural group now called “The Tacloban Performing Arts Group” that was presented in several shows here.

According to Romualdez, she was amazed during the auditions because she discovered a lot of talented individuals in Tacloban who have no outlet before for their hidden theatrical abilities.

“ Nasorpresa ako, ang dami palang magagaling sa acting, dancing at singing dito sa Tacloban-kaya I encourage more people to submit themselves for auditions, just visit my office at Balyuan, and be a proud member of the theater guild,” she said.

At this early, the lady councilor said, the city is now conceptualizing a more festive fiesta activities compared to the last celebration-and one of these attractions in June is the big production number being prepared now by the pioneering products of the Tacloban Theater Guild. (FRED PADERNOS)

For me the city needs to build an Opera House para sa Theaters Guild ng lungsod. At para makahost tayo ng mga Musical shows, etc.

All I can say, APAC invested heavily on this site.

Any new pics of robinson's?

a larger call area of about 800 seats, sleeping quarters and recreational rooms were still under construction when these pix were taken. APAC's investment on this site doubled to 200M from previously reported 100M

EXPENSIVE and lifeless.
These are just a few of the false impressions about modern and contemporary architecture, according to young architect and developer, Buck Richnold I. Sia. As a staunch advocate of “modern” design, he is determined to rectify such myths.
Panagbenga 2009 blog
There is no better way doing that operation than through what architects refer to as their “living billboards”: their own projects. One of Arch’t. Sia’s creations is a two-storey house, which he completed last year. It has a total floor area of 155 square meters aand is built on a 146-square-meter lot in a subdivision in Mandaue City. This shelter redresses modernism’s initial delusions.
“Construction cost is relatively based on technique and material specifications and not with the style. We employed efficient construction techniques and we chose materials that were truly fitting for the space, as long as quality was not compromised. Also, we believe the space we have designed speaks a lot of how we maximized wgat the tropical climate gives. It radiates a lot of sunlight and cross ventilation so the space is comfortable to live,” says Sia, who is also the principal architect and managing director of Zscape Development Corporation.
More than just being “well planned and designed”, the house looks spacious than it actually is considering the lot size limitation. Dynamism is achieved through uniquely juxtaposed angles and edges. This dynamism is best experienced inside, according to the architect. And there’s the cantilevered stair tread, which would surely be an interesting “conversation starter.”
Apart from collaborating with up-and-coming Cebuano architects, Michael Litang and Arbet Cadayona, in this project, Sia says that what makes this house “Filipino” is its habituation to existing natural conditions.
“We have always looked into the adaptability of the house to the local climate. That is very important in designing a house, modern or not, to maximize the strengths and minimize the weaknesses of our climate,” he said.
The house proves that excellent modern and contemporary architecture can be achieved even with a minimal budget. And there is an ageless appeal to this style. Moreover, its intangible qualities can suit best the needs of its local-based user and adapt perfectly to current site and climatic conditions. Expensive and lifeless? The reasons are gripping enough to make a second thought.

Region 8 gets P95.5-M for upland dev’t program
By JACK C. GADAINGAN
March 15, 2009, 12:00am

TACLOBAN CITY — At least P97.5 million has been allotted by the Department of Environment and Natural Resources (DENR) to pump-prime the local economies of upland areas in Eastern Visayas under a stimulus package dubbed "2009 Upland Development Program."

Felipe S. Calub, regional technical director for Forest Management Service of the DENR in Region 8, revealed this in an exclusive interview, during an orientation on the Upland Development Program (UDP) held at Ritz Tower de Leyte here from March 9 to 10.

DENR Region 8 Regional Executive Director Regidor M. De Leon presented this program and its new updates to an audience of DENR provincial officers, and the relevant division chiefs of DENR Region 8.

The program, which mostly entails reforestation and agro-forestry activities, is intended to create jobs and immediate employment to poor upland dwellers and people’s organizations, in support to the government’s Economic Resiliency Plan called Comprehensive Livelihood and Emergency Employment Program (CLEEP).

Targeted beneficiaries are people’s organizations (POs) – preferably those engaged in community-based forest management (CBFM) and community based natural resources management (CBNRM) work, local religious and women’s organizations, and individuals who are active PO members.

Upland farmer household members, able-bodied senior citizens and out-of-school youths can be contracted individually.

And also village councils and civil society organizations can likewise engage for the establishment of urban forest and tree parks.

The activities out for contract are nursery establishment and operation; individual upland farm development; reforestation of grasslands in CBFM areas and degraded areas in priority watersheds and protected areas; enrichment planting in sparsely wooded grassland, mangroves, and tidal flats; re-vegetation of stream banks; development of forest parks; and maintenance and protection from fire, pest and diseases of established tree plantations.

These activities will be undertaken to develop the upland areas of provinces identified as priority under the accelerated hunger mitigation and poverty alleviation program of the government; watershed of major irrigation, power and municipal water system; headwaters of major river systems or river basins; highly vulnerable protection forestlands, mangroves in urban and coastal areas; areas affected by natural calamities; and degraded areas in protected areas.

Expensive furniture, intricate design, hardwood, glittering chandeliers, a sound proof room, antiques, call it grandeur, call it extravagance... all these personified the expenses the former first lady and her first family went through. This is now a museum.
